सरकार ने कहा है कि वह लोकपाल विधेयक पास कराने की दिशा में बढ़ रही है। विधेयक पर गहराई से विचार विमर्श के लिए उसे संसद स्थायी समिति को भेज दिया गया है। १६ अगस्त से प्रस्तावित अन्ना हजारे के अनशन को अनुचित बताते हुए गृहमंत्री पी. चिदम्बरम ने कल कहा कि संसद सर्वोच्च संस्था है, अगर किसी व्यक्ति को किसी भी मुद्दे पर कोई एतराज है तो वह उससे सम्पर्क कर सकता है। उन्होंने कहा कि श्री हजारे को संसदीय प्रक्रिया और लोकतंत्र का सम्मान करना चाहिए। गृहमंत्री ने कहा कि सरकार लोकपाल विधेयक पर चर्चा करने को तैयार है लेकिन इस बारे में फैसला अन्ना हजारे को करना होगा। एक प्रश्न के उत्तर में श्री चिदम्बरम ने कहा कि श्री हजारे के अनशन की मंजूरी के बारे में दिल्ली के पुलिस आयुक्त फैसला करेंगे।

मैं नहीं समझता कि इस निर्णय में कोई असामान्य या गलत बात है, मुझे बताया गया कि उन्होंने कई स्थानों के बारे में चर्चा की और अंततः एक या दो स्थानों को तय किया। इसके लिए आवेदन आया था। इस आवेदन पर पुलिस आयुक्त द्वारा गुण-दोष के आधार पर विचार करके ही निर्णय लिया जायेगा।
एक अन्य प्रश्न के उत्तर में गृहमंत्री ने नौ अगस्त को दिल्ली में भाजपा के युवा कार्यकर्ताओं के प्रदर्शनकारियों पर लाठीचार्ज से स्पष्ट इंकार किया। उन्होंने कहा कि प्रदर्शनकारियों को रोकने के लिए केवल पानी की तेज बौछारों का इस्तेमाल किया गया था। गृहमंत्री ने कहा कि अल्फा नेताओं के साथ औपचारिक वार्ता जल्दी ही शुरू होगी।

खाद्य से सम्बद्ध मंत्रियों के अधिकार प्राप्त समूह ने ओपन जनरल लाइसेंस-ओ.जी.एल.-के तहत पांच लाख मीट्रिक टन अतिरिक्त चीनी के निर्यात का फैसला किया है। सरकार ने इस वर्ष अब तक दो समान किस्तों में कुल दस लाख टन चीनी के निर्यात की मंजूरी दी है। अतिरिक्त भंडार और उच्च अन्तर्राष्ट्रीय कीमतों को देखते हुए उद्योग जगत की यह मांग रही है कि सरकार दस लाख टन और चीनी के निर्यात को मंजूरी दे। महाराष्ट्र के लगभग सभी राजनीतिक दलों की मांग है कि निर्यात की मात्रा बढ़ाई जाए, ताकि चीनी मिलें गन्ना किसानों को भुगतान कर सकें।
हमारे संवाददाता ने बताया है कि वित्त मंत्री प्रणब मुखर्जी के नेतृत्व में मंत्री समूह ने गैर-बासमती चावल का न्यूनतम निर्यात मूल्य आठ सौ पचास डॉलर प्रति मीट्रिक टन से घटाकर छह सौ डॉलर प्रति मीट्रिक टन करने का भी फैसला किया है।

लोकसभा ने मानव अंग प्रत्यारोपण संशोधन विधेयक २००९ पारित कर दिया है। विधेयक का उद्देश्य मानव अंगों के निकालने, रखने और प्रत्यारोपण करने का नियमन करना और उनके अवैध व्यापार पर रोक लगाना है। विधेयक में ऊतकों के प्रत्यारोपण के लिए प्रावधान किया गया है जबकि पहले इस पर प्रतिबंध था। केवल पंजीकृत डाक्टरों को ही प्रत्यारोपण से संबंधित ऑपरेशन करने की अनुमति दी जाएगी।
विधेयक पर हुई बहस के जवाब में स्वास्थ्य मंत्री ्रगुलाम नबी आजाद ने कहा कि विधेयक में देश में होने वाले अंग प्रत्यारोपण के सभी मामलों पर कड़ी नजर रखने की व्यवस्था भी गई है। इस विधेयक के लागू हो जाने से हजारों मरीजों को नया जीवन मिलेगा।

नागर विमानन मंत्रालय में संयुक्त सचिव रोहित नंदन ने घाटे से जूझ रहे एयर इंडिया के अध्यक्ष और प्रबंध निदेशक का पदभार संभाल लिया है। १९८२ बैच के आई ए एस अधिकारी श्री नंदन को तीन वर्ष के लिए इस पद पर चुना गया है। उन्होंने श्री अरविंद जाधव का स्थान लिया है। कल शाम पदभार संभालने के बाद श्री नंदन ने कहा कि वह एयर इंडिया की सभी बड़ी समस्याओं पर ध्यान देंगे और वित्तीय पुर्नगठन के जरिए कंपनी की स्थिति बेहतर बनाना उनकी पहली प्राथमिकता होगी।

भारतीय सेना ने कल ब्रह्मोस मिसाइल ब्लॉक-३ सुपरसोनिक क्रूज मिसाइल का सफल परीक्षण किया। रक्षा सूत्रों के हवाले से हमारे संवाददाता ने बताया कि यह परीक्षण राजस्थान के पोखरण फायरिंग रेंज में किया गया।

दुर्गम पहाड़ियों में छिपे दुश्मन के ठिकानों को निस्तेनाबुद करने में कारगर ब्रह्‌मोस बिना किसी रडार के नजर में आये अपना काम कर गुजरती है। दुनिया की सबसे तीव्र गति वाला यह मिसाइल दो दशमलव आठ मेट की रफ्‌तार से वार करता है। भारत और रूस के तकनीकी सहयोग से बना यह मिसाइल पंडुबी, जहाज, विमान या जमीन कहीं से भी दागा जा सकता है। पंडुबी या विमान से छोड़ा जाने वाला संस्करण विकसित किया जा रहा है जिसका एक दो वर्षों के अंदर परीक्षण संभव हो पायेगा। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

बिहार के मुजफ्फरपुर जिले में सात कट्टर नक्सलवादियों को गिरफ्तार किया गया है। इनमें दो महिलाएं और एक एरिया कमांडर शामिल है। राज्य के पुलिस महानिदेशक नीलमणि ने आकाशवाणी को बताया कि इनमें से एक नक्सलवादी का मुंगेर के तत्कालीन पुलिस अधीक्षक के सी सुरेन्द्र बाबू की हत्या में हाथ था। हमारे पटना संवाददाता ने बताया है कि पुलिस ने एक पिस्तौल, कारतूस, मोबाइल फोन और नक्सली साहित्य भी बरामद किया है।

पश्चिम बंगाल सरकार ने हिंसा का रास्ता छोडने वाले माओवादियों के लिए एक नये वित्तीय पैकेज की घोषणा की है। कोलकाता में कल मुख्यमंत्री ममता बैनर्जी ने कहा कि सरकार माओवादियों को तीन साल के लिए दो हजार रुपए महीना देगी। इसके अलावा उन्होंने हथियार डालने के लिए दी जाने वाली राशि में बढ़ोतरी और डेढ़ लाख रुपए फिक्सड डिपाजिट करने की भी घोषणा की। मुख्यमंत्री ने माओवादियों से मुख्य धारा में लौटने की फिर अपील करते हुए कहा कि समर्पण करने के बाद सरकार उनके परिवारों की देखभाल करेगी।

राजस्थान में कल दो अलग-अलग सड़क दुर्घटनाओं में सोलह लोगों की मृत्यु हो गई है और ५४ लोग घायल हो गए। सिरोही जिले के चिपाबेरी गांव के पास गुजरात रोडवेज की एक बस गहरे खड्ड में गिर जाने से ४ महिलाओं समेत १३ यात्री मारे गए और ३६ घायल हो गए। यह बस माउंट आबू जा रही थी।

दूसरी दुर्घटना धौलपुर जिले में बागचोली खार गांव के पास हुई। एक ट्रक की ट्रॉली से टक्कर होने से तीन लोग मारे गए और २२ घायल हो गए।

जम्मू-कश्मीर में भगवान शिव की छड़ी मुबारक पवित्र गुफा में पंहुचने के साथ ही वार्षिक अमरनाथ यात्रा आज सम्पन्न हो जायेगी। हमारे संवाददाता ने बताया है कि इस वर्ष साढ़े छह लाख से ज्यादा तीर्थ यात्रियों ने पवित्र गुफा के दर्शन किए हैं।

उत्तर भारत में वर्षा से जुड़ी दुर्घटनाओं में १२ लोगों की मौत हो गई है। फिर से सक्रिय हुए मॉनसून के कारण उत्तराखंड में कई स्थानों पर चट्टाने गिरने की घटनाएं हुईं हैं । उत्तर प्रदेश में कई नदियों का जलस्तर बढ़ गया है।
कल उत्तराखंड के टिहरी जिले के मोलधार गांव में बादल फटने के कारण एक मकान के गिरने से पांच लोगों की जान गई। भारी वर्षा के बाद हुए भूस्खलन से राज्य में चार धाम यात्रा रूक गई है।
उत्तर प्रदेश में वर्षा से हुई दुर्घटनाओं में सात लोगों की मौत हुई है। हमारे संवाददाता ने खबर दी है कि राज्य में गंगा, शारदा तथा घाघरा नदियों का जलस्तर बढ़ता जा रहा है।

गाजीपुर जिले में गंगा नदी खतरे के निशान से ३२ सैन्टीमीटर ऊपर पहुंच गई है। जिले के विभिन्न इलाकों में डूब जाने से तीन लोगों की मौत हो गई है, जबकि मकान गिरने की घटनाओं में चार लोगों की मौत हुई। बलिया के दोआब इलाके में गंगा नदी की बाढ़ से दर्जनों गांव प्रभावित हो गए हैं। वाराणसी में भी बाढ़ के पानी से गंगा के सभी घाट डूब गए हैं। कई स्थानों पर बारिश होने से शहरी जनजीवन भी प्रभावित है। सलमान हैदर आकाशवाणी समाचार गोरखपुर।

The Government has said that Anna Hazare's plan to go on a fast from August the 16th on the Lokpal issue is unjustified at this stage, when it is moving forward on the passage of the bill. Home Minister P Chidambaram yesterday said this in response to a question on how the government views Hazare's proposed agitation at a time when the draft bill for the Lokpal is being deliberated before the Standing Committee.

Mr.Chidamabram noted that everybody has the right to protest and the context and circumstances will decide whether the protest was right or not. He said the Hazare team's earlier fast, when the Lokpal bill was not in place, was perhaps right but not now when a bill has already been introduced in Parliament and the government has moved forward on it.

The Standing Commitee in its very first meeting has invited Shri Anna Hazare and his freinds to come and testify before them. They have given their suggestions. At this stage, an extra parliamentary protest seems completely unjustified. If any one's life is in danger, the government has not only a duty but the right to intervene.

An Empowered Group of Ministers (EGoM) on food has decided to export an additional 5 lakh metric tonnes of sugar under the Open General Licence (OGL). Our correspondent quoting official sources reports that the EGoM headed by Finance Minister Pranab Mukherjee also took a decision to reduce the minimum export price of non basmati rice from 850 dollars per metric tonne to 600 dollar per metric tonne . The government has allowed the export of one million tonnes of sugar so far this year in two equal tranches under the OGL.

At least 16 people were killed and 54 injured in two road accidents in Rajasthan yesterday. 13 passengers, including four women, were killed and 36 injured when a Gujarat Roadways bus fell into a deep gorge near Chipaberi village in Sirohi district. Sirohi SP Kailash Chandra said, while nine people died on the spot, four persons succumbed to their injuries in a hospital. The incident took place when the driver of the Mount Abu bound bus lost control over the vehicle and it skidded off the road and fell into the gorge.

In the otherincident in Dhaulpur district, 3 persons were killed and 22 injured in a collision between a truck and a tractor trolley. Police said the victims, all occupants of the trolly, were travelling to Agra when the truck hit their vehicle near Bagcholi Khar village.

In Bihar, seven hard core Maoists have been arrested in Muzaffarpur district. Those arrested include two active women members and an area commander. State DGP Neelmani told AIR that one of the arrested Naxals was part of the squad that killed the then Munger SP K C Surendra Babu. Our Patna correspondent reports that the police recovered a regular pistol, cartridges, mobiles and naxal literature from their possession.

The Joint Secretary in the Civil Aviation Ministry Rohit Nandan has taken over as Chairman and Managing Director of the cash-strapped Air India. Mr Nandan, a 1982 batch IAS officer, has been appointed to the post for a period of three years. He replaces Mr Arvind Jadhav. After assuming office last evening, Mr Nandan said, he will respond to all major issues faced by the airline, attaching top priority to revive it through financial restructuring.

The National Human Rights Commission, NHRC, has issued a notice to the Pune Police Commissioner in connection with the firing on agitating farmers on Tuesday. Acting on a complaint, the NHRC, asked the Police Commissioner to file a report within four weeks on the alleged police firing on agitating farmers, in which four persons were killed. The Police, on August 9, had opened fire on the farmers, who were protesting the laying of a pipeline.

The Gujarat High Court has rejected a petition filed by IPS officer Rahul Sharma against the state government. Mr Sharma, through his petition, sought the details of the grounds on which he has been served a show cause notice by the Home Department of the state. Hearing the case, Justice Abhilasha Kumari said that the court does not find it appropriate to interfere when an alternative statutory provision for appeal is available to the petitioner. Mr. Sharma, a DIG rank officer, was served the show cause notice asking him to explain why he should not be charge-sheeted for giving CDs of phone call records to investigating agencies, including the Nanavati Commission and the Special Investigation Team.

The Army has successfully conducted user trial of BrahMos Block-III supersonic cruise missile which can hit inaccessible targets inside hillocks. Defence sources said,the test was carried out at a Pokhran firing range in Rajasthan at around 1100 hours yesterday and it met all the mission parameters. Our correspondent reports that this was the 25th test of the cruise missile which has already been inducted in the Army and Navy.

In Jammu and Kashmir, the annual Amar Nath Yatra will conclude today with the arrival of last batch of pilgrims and the Chhari Mubarak or the holy mace of Lord Shiva reaching the Himalayan cave shrine. More from our correspondent :

With both weather and situation in the valley remaining favourable this year a record number of six and a half lakh yatris had darshan at the Himalayan cave shrine. The yatra had commenced on June 29 from both routes of Baltal and Pahalgam. This morning the last batch of yatris accompanying holy mace of lord shiva will reach the cave from Chandanwari for antim darshan. State Governor N.N. Vohra who is Chairman of Amar Nath Shrine Board has expressed satisfaction on the smooth and successful conduct of pilgrimage and stressed the need for long term measures keeping in view rising number of yatris.

At least 12 persons were killed in rain-related incidents in North India as re-invigorated monsoon in the region led to landslides in Uttarakhand and spate in the rivers of Uttar Pradesh.

Five persons were killed and another injured when a house was flattened in a cloudburst at Moldhar village in Tehri district of Uttarakhand early yesterday. Landslides following heavy rain brought the Chardham yatra to a halt in the state.

In Uttar Pradesh, seven persons were killed in house collapse and drowning incidents in Ghazipur district. Heavy rain has lashed several areas of the state during past 24 hours. More from our correspondent:

The river Ganga is flowing 32 centimetres above the danger mark in Ghazipur district. Three people have died in drowing incidents while four other died in house collapse incidents. The flood situation is still grim in Doab area of Ballia district where more than a dozen villages have become flood affected. City life has also been affected due to waterlogging in low-lying areas.

He said the region has an added advantage of having international border with their states. राष्ट्रपति प्रतिभा देवीसिंह पाटील ने १९७५ के राष्ट्रपति आदेश की धारा १४ (एफ) को हटाये जाने की अनुमति दे दी है। इस धारा के अंतर्गत हैदराबाद को रोजगार के लिए मुक्त क्षेत्र घोषित किया गया था। तेलंगाना के नेताओं की मांग है कि हैदराबाद को रोजगार के लिए ऐसा मुक्त क्षेत्र नहीं होना चाहिए, जहां सरकारी नौकरियों विशेषकर पुलिस बल में भर्ती के लिए राज्य के सभी क्षेत्रों के प्रत्याशियों को प्रतिस्पर्धा में भाग लेने का अवसर उपलब्ध हो। इन नेताओ की मांग थी कि संबंधित धारा हटा दी जाए ताकि तेलंगाना क्षेत्र के उम्मीदवारों को नौकरियों में प्राथमिकता मिल सके। राज्य सरकार की विज्ञप्ति में कहा गया है कि गृह मंत्रालय ने भी एक अधिसूचना जारी की है जिसमें कहा गया है कि राष्ट्रपति ने १९७५ के राष्ट्रपति आदेश की धारा १४ के उप-पैराग्राफ एफ को हटाने की मंजूरी दे दी है। इसका मतलब यह है कि रोजगार के लिए मुक्त जोन का राजधानी हैदराबाद का दर्जा समाप्त हो गया है और वह तेलंगाना के अन्य जिलो का एक हिस्सा बन गया है।
मुख्यमंत्री एन. किरण कुमार रेड्डी ने इस मुद्दे को केन्द्रीय गृहमंत्री पी. चिदंबरम और प्रधानमंत्री मनमोहन सिंह के समक्ष पेश कर दिया था। राजनीतिक मामलों की मंत्रिमंडलीय समिति ने इस पर विचार किया और धारा-१४ (एफ) को हटाने के लिए राष्ट्रपति को सिफारिश की थी।

गुजरात सरकार ने भारतीय पुलिस सेवा के वरिष्ठ अधिकारी राहुल शर्मा को अनुशासनहीनता और अनुचित आचरण के लिए आरोप-पत्र दिया है। इस वर्ष फरवरी में कारण बताओ नोटिस दिये जाने के कारणों की जानकारी प्राप्त करने से संबधित राहुल शर्मा की याचिका को गुजरात उच्च न्यायालय ने रद्द कर दिया था। न्यायालय की इसी कार्रवाई के बाद राहुल शर्मा को आरोप-पत्र दिया गया है। हमारे अहमदाबाद संवाददाता ने खबर दी है कि राज्य के गृह विभाग द्वारा डी आई जी दर्जे के इस अधिकारी को कारण बताओ नोटिस जारी करते हुए उनसे पूछा गया है कि नानावटी आयोग और विशेष जांच दल सहित जांच एजेंसियों को फोन कॉल रिकॉर्ड की सीडी दिये जाने के सिलसिले में क्यों न उन्हें आरोपित किया जाए?

१९५२ की बैच के भारतीय पुलिस सेवा के अधिकारी राहुल शर्मा ने राज्य के गृह विभाग द्वारा कारण बताओ नोटिस की मियाद खत्म होने से एक दिन पहले गुजरात हाईकोट में याचिका दायर की थी। लेकिन हाईकोट द्वारा याचिका ठुकराए जाने के एक दिन बाद ही उनके खिलाफ आरोप पत्र तय किया गया है। राहुल शर्मा के खिलाफ दंगों के समय के फोन को रिकॉर्ड की सीडी, केस डायरी में दर्ज नहीं कराने और सरकार की अनुमति के बगैर उन्हें जांच एजेंसियों को सौंपने का आरोप है। राहुल शर्मा ने दंगों के दौरान अहमदाबाद शहर का फोन कॉल सा ब्यौरा निजी मोबाइल ऑपरेटर से प्राप्त किया था, जो २००२ के दंगों के मामलों में राज्य के चोटी के नेताओं और अधिकारियों की सही भूमिका को उजागर कर सकता है। योगेश पंड्या, आकाशवाणी समाचार, अहमदाबाद।

एयर इंडिया के नए अध्यक्ष और प्रबंध निदेशक रोहित नंदन ने कहा है कि वे कंपनी की सभी प्रमुख समस्याओं पर ध्यान देंगे। कल पदभार ग्रहण करने के बाद श्री नंदन ने संवाददाताओं से कहा कि वित्तीय पुनर्संरचना के जरिये एयर इंडिया को घाटे से उबारना उनकी प्राथमिकता है।
उन्होंने कहा कि एयर इंडिया के घाटे को कम करना और सभी कर्मचारियों का भरोसा बढ़ाना उनकी पहली प्राथमिकता है। श्री नंदन ने कहा कि सभी कर्मचारियों को मिलकर एक टीम की तरह एयर इंडिया के उद्देश्य तथा विजन को पूरा करने के लिए काम करना चाहिए।

असम में संदिग्ध कारबी पीपुल्स लिबरेशन टाइगर्स उग्रवादियों की गोलीबारी में एक ट्रक चालक मारा गया और दस लोग घायल हुए हैं। ये घटना आज सुबह गोलाघाट जिले में बोकाखाट पुलिस थाने के पानबाडी में हुई। गंभीर रूप से घायल चार लोगों को गोलाघाट सिविल अस्पताल में भर्ती कराया गया है। पुलिस के अनुसार उग्रवादियों ने सुबह चाय ले जा रहे छह ट्रकों पर स्वचालित हथियारों से गोलीबारी की।
इस बीच सेना, पुलिस और प्रशासनिक अधिकारी घटनास्थल पर पहुंच गए हैं। दोषियों को पकड़ने के लिए व्यापक अभियान शुरू किया गया है। खबरों के अनुसार इस हमले में संदिग्ध दस कारबी युवकों को गिरफ्‌तार किया गया है।
एक अन्य घटना में पुलिस की तलाशी अभियान के दौरान आज सुबह गुवाहाटी में मणिपुर के विद्रोही गुट के.पी.सी.सी. के दो लोग पकडे. गये।

भारत और ऑस्ट्रेलिया ने आर्थिक आदान प्रदान को बढ़ावा देने के उद्देश्य से व्यापक मुक्त व्यापार समझौते के लिए वार्ताओं की प्रगति की समीक्षा की है। मई में दोनों पक्षों ने व्यापक आर्थिक सहयोग समझौते-सी ई सी ए के लिए औपचारिक वार्ताओं की शुरूआत की थी। दोनों देश इस बात पर सहमत थे कि अगले पांच वर्ष में २० अरब डॉलर लागत के वर्तमान आपसी व्यापार को बढ़ाकर ४० अरब डॉलर लागत तक पहुंचा दिया जाए।

असम में पूर्वी-पश्चिम गलियारा परियोजना के इस वर्ष के अंत तक पूरे हो जाने की संभावना है। हमारे संवाददाता ने बताया है कि भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा, ६७० किलोमीटर में से अब तक करीब ३५० किलोमीटर तक चार लेन वाली सड़क बनाने का कार्य पूरा हो गया है।

असम, पश्चिम बंगाल सीमा से बाराक घाटी के सिल्चर तक फैली पूरब पश्चिम गलियारे का निर्माण जारी है। एक बार पूरा होने के बाद यह परियोजना उत्तर पूर्वी राज्यों के लोगों के लिए वरदान साबित होगा। यह उम्मीद है कि बिजनी से लेकर असम बंगाल सीमा सिल्चर, उदरबंद सरहद, श्रीरामपुर बहिहाटा चारयाली, जगी रोड और नगाओ और नगाओ लुमडिंग इस वर्ष पूरा हो जाएगा। दूसरी ओर लुमडिंग सिल्चर की दिसंबर, २०१४ तक पूरा होने की संभावना है। गौरतलब है कि यह परियोजना १९९८ में राष्ट्रीय राजमार्ग दिगत कार्यक्रम के तहत सिल्चर को गुजरात के पोरबंदर के साथ जोड़ने के लिए शुरू किया गया था। मानस प्रतीम शर्मा, आकाशवाणी समाचार, गुहावाटी।

नेपाल में काठमांडू में तीन राजनीतिक दलों यू.सी.पी.एन. (माओवादी), सी.पी.एन.-यू.एम.एल. और नेपाली कांग्रेस की बैठक बिना किसी नतीजे के समाप्त हो गई है। प्रधानमंत्री झालानाथ खनाल ने विभिन्न मुद्दों और शांति प्रक्रिया पर सहमति बनाने के लिए ये बैठक बुलाई थी। नेपाली कांग्रेस ने संयुक्त लोकतांत्रिक मधेशी मोर्चा को भी बैठक में शामिल करने को कहा है। कांग्रेस नेता रामचंद्र पोडल ने कहा कि यदि इस मामले पर सहमति बने तो मोर्चे को बैठक में शामिल किया जाना चाहिए।

President Pratibha Devi Singh Patil gave her consent for the deletion of Clause 14 (f) of the 1975 Presidential Order, which had made Hyderabad a free zone for employment. Telangana leaders had been demanding thatHyderabad should not be a free zone where candidates from all over the state can compete for recruitment for government posts, largely in the police force. They wanted deletion of the clause so that candidates from Telangana get preference. A state government release said, the Union Ministry of Home Affairs has also issued a notification that the President has given her approval for deleting the sub-paragraph (f) of Clause 14 of the 1975 Presidential Order. This effectively means, the Andhra Pradesh capital ceases to be a free zone for employment, and would become a part of other Telanagana districts.

Chief Minister N Kiran Kumar Reddy had taken up the matter with Union Home Minister P Chidambaram as well as Prime Minister Dr. Manmohan Singh. The issue was taken up by the Cabinet Committee on Political Affairs, which decided to recommend to the President that deletion of 14 (f) be approved.

In Gujarat, a senior IPS officer Rahul Sharma was today charge sheeted by the state government for indiscipline and misconduct in the service. He was charge sheeted for giving CDs of phone call records of the 2002 riots to the investigating agencies without the permission of the State Government. The step comes a day after Gujarat High Court had rejected his petition seeking details of the grounds on which he was served a show cause notice last February. Our Correspondent reports that the DIG rank officer was served the show cause notice by the State Home department asking why he should not be charge sheeted for giving CDs of phone call records to the investigating agencies, including the Nanavati Commission and the Special Investigation Team.

A 1992 batch IPS Officer, Rahul Sharma had approached the GujaratHigh Court following the completion of deadline of show cause notice served to him by the state Home department. But a day after rejection of his petition, Sharma was charge sheeted. He was charge sheeted for giving CDs of crucial phone call records of riots to the investigating agencies without the Government permission and not registering it in the Case diary. Rahul Sharma had collected crucial phone call records of Ahmedabad city during the riots which may expose the alleged involvement of top politicians and Officers of the state in the 2002 riot cases. The new CMD of Air India, Rohit Nandan has said, he would respond to all major issues faced by the airline. Speaking to reporters after taking over yesterday, Mr. Nandan said to revive the ailing national carrier through financial restructuring is his top priority. He said the first priority is to reduce losses and to raise the morale of the entire staff. Mr. Nandan said all employees should work like a team and with common purpose and vision. He took over from Arvind Jadhav. Mr. Nandan has been appointed as the new Chairman-cum-Managing Director for a three-year period.

The Civil Aviation Minister Mr. Vayalar Ravi met the Prime Minister in Parliament House yesterday and briefed him on the overall situation of the airline. The government plans to give final touches to the Turnaround Plan and Financial Restructuring Plan including on whether it would infuse 6,600 crore rupees this fiscal as additional equity.

In Assam, one truck driver was killed and 10 persons wounded when suspected Karbi People Liberation Tiger, KPLT militants ambushed six tea-carrying trucks at Panbari under Bokakhat police station on the National Highway in Golaghat district in the early hours today. Four seriously injured have been admitted to Golaghat Civil Hospital. The deceased truck driver has been identified as Nanda Mahato. Police said the ultras hiding in jungles waylaid the trucks and started firing indiscriminately from automatic weapons on the trucks at around 4.30 this morning. The trucks were on their way to Guwahati from Namrup in Upper Assam. The police escort party of the trucks retaliated. The militants however managed to flee to nearby dense forests under a cover of darkness. Meanwhile, Army, police and civil administration have arrived on the spot. A massive manhunt is on to apprehend the culprits. According to reports, 10 Karbi youths suspected to be involved in the attack, have been arrested.

In Gujarat, the Army has rescued 40 passengers from a Gujarat State Road Transport bus which went down into a gorge last evening killing 13 people and injuring 36. A Defence spokesperson told our Correspondent in New Delhitoday that one Army column with medical team and ambulance was immediately mobilized from Mount Abu for rescue work. He said, by late night the rescue work was completed and all the trapped passengers were taken out from the deep gorge safely.

India and Australia has reviewed the progress of negotiations for a comprehensive free trade agreement, aimed at increasing economic engagement between the nations. In May, both the sides launched formal negotiations for comprehensive economic cooperation agreement (CECA). Both the countries have agreed to double the bilateral trade to 40 billion US dollar in the next five years from 20 billion US dollars at present Commerce and Industry Minister Anand Sharma and his Australian counterpart Craig Emerson discussed the pact on the sidelines of the ASEAN Economic Ministers Summit at Manado in Indonesia.

He hoped that Pass of Summit that is meeting point of Zanskar in Himachal Pradesh and Ladakh in Jammu and Kashmir is also likely to receive snowfall.

Tourists' resorts Shimla, Manali and Dharamshala got incessant rainfall overnight. The weatherman said, the monsoon remained dormant in last week of July and first week of August but seems to be recovering in the state.

केन्द्र ने छत्तीसगढ़ जैसे राज्यों में नक्सल विरोधी कार्रवाइयों में लगे विशेष पुलिस अधिकारियों-एस पी ओ पर प्रतिबंध लगाने के उच्चतम न्यायालय के आदेश पर फिर से विचार की मांग की है। न्यायालय में दायर याचिका में गृह मंत्रालय ने पांच जुलाई के आदेश की दो महत्वपूर्ण बातों की समीक्षा किए जाने की मांग की है। गृह मंत्रालय ने कहा है कि एस पी ओ पर प्रतिबंध लगाना संविधान की भावना के अनुरूप नहीं है।
उच्चतम न्यायालय के आदेश में कहा गया था कि केन्द्र माओवादी गुटों के खिलाफ कार्रवाइयों में एस पी ओ की भर्ती के लिए प्रत्यक्ष या परोक्ष रूप से धन का इस्तेमाल न करें और छत्तीसगढ़ पुलिस कानून-2007 में दिए गए कार्यों को छोड़कर एस पी ओ द्वारा नियमित पुलिस अधिकारियों के कार्यों का कराया जाना असंवैधानिक है।
सूत्रों ने बताया है कि गृह मंत्रालय ने कहा है कि पुलिस का कार्य कार्यपालिका के क्षेत्राधिकार में आता है और न्यायपालिका इसमें हस्तक्षेप नहीं कर सकती।

गुजरात सरकार ने आज कथित अनुचित आचरण के लिए वरिष्ठ आई पी एस अधिकारी राहुल शर्मा के खिलाफ आरोप पत्र तैयार किया। वह एक हफ्‌ते के अंदर मोदी सरकार की नाराजगी झेलने वाले दूसरे आई पी एस अधिकारी हैं। इससे पहले संजीव भट्ट को निलंबित किया जा चुका है, जिन्होंने 2002 के दंगों में मुख्यमंत्री नरेंद्र मोदी की कथित भूमिका को लेकर उच्चतम न्यायालय में हलफनामा दायर किया था।
राज्य सरकार के प्रवक्ता जयनारायण व्यास ने गांधी नगर में संवाददाताओं को बताया कि आरोपपत्र आज राहुल शर्मा को दे दिया गया। उनके नोटिस की अवधि कल समाप्त हो गयी थी।
हमारे संवाददाता ने बताया कि उन्हें, दूसरा कारण बताओ नोटिस 28 जुलाई को जारी किया गया था।

डीआईजी रैंक के पुलिस अधिकारी राहुल शर्मा को पहले कारण बताओं नोटिस 27 जनवरी और अंतिम नोटिस 28 जुलाई को दिया गया था जिसका 15 दिनों में जवाब देना था। 1992 बैंच के इस आईपीएस अधिकारी के खिलाफ अखिल भारतीय सेवा नियम 1969 के नियम तीन एक्ट के अंतर्गत अनुचित आचरण का आरोप लगाया गया है, जिसमें नरोडा गांव, नोडा पाटिया और गुलबर्ग सोसायटी के दंगों के मामलों में जांच अधिकारी को फोन काल के ब्यौरे वाली सीडी मुहैया नही कराना शामिल है।

आंध्रप्रदेश में पुलिस सब-इंस्पेक्टरों के पदों के लिए लिखित परीक्षा का आज पहला दिन कड़ी सुरक्षा के बीच शांतिपूर्ण रहा। एक हजार दो सौ तिरानबे पदों के लिए 18 हजार से ज्यादा उम्मीदवार आज परीक्षा में बैठे। परीक्षा कल भी होगी।
यह परीक्षा इसलिए महत्वपूर्ण हो गई है क्योंकि परीक्षा हैदराबाद को भर्ती के लिए मुक्त क्षेत्र न रखने के फैसले के एक दिन बाद हुई है। कल राष्ट्रपति ने इस फैसले को अपनी मंजूरी दी थी। अब केवल छठे जोन के उम्मीदवार इस क्षेत्र में भर्ती के लिए पात्र हैं। छठे जोन में हैदराबाद, मेडक, महबूब नगर, रंगारेड्डी, नलगोंडा और निजामाबाद के छह जिले आते हैं। ये तेलंगाना क्षेत्र के है। हालांकि अलग तेलंगाना राज्य बनाए जाने के समर्थकों ने मांग की थी कि परीक्षा को कुछ और दिनों के लिए स्थगित किया जाए लेकिन परीक्षा निर्धारित कार्यक्रम के अनुसार आयोजित की जा रही है।

वित्त मंत्री का कहना है कि देश में कोई नया कर मुक्त क्षेत्र घोषित नहीं किया जाएगा। श्री प्रणब मुखर्जी ने आज सिलीगुड़ी में संवाददाताओं को बताया कि केन्द्र अब कर मुक्त क्षेत्र की बजाय पिछड़े जिलों में विशेष आर्थिक क्षेत्र बनाए जाने पर विचार कर रहा है। उन्होंने कहा कि हिमाचल प्रदेश और उत्तराखण्ड में कर मुक्त क्षेत्र का दर्जा धीरे-धीरे वापिस लिया जा रहा है। श्री मुखर्जी ने बताया कि सिक्किम में कर मुक्त दर्जा 2017 में समाप्त होगा और इसके नवीकरण पर उस समय राज्य की सामाजिक-आर्थिक परिस्थितियों को ध्यान में रखते हुए विचार किया जाएगा।

सरकार ने गैर बांसमती चावल की तीन किस्मों सोना मसूरी, पोनी सांबा और माटा की न्यूनतम निर्यात कीमतें ढाई सौ अमरीकी डालर प्रति टन घटा दी हैं। विदेश व्यापार महानिदेशालय ने अपनी अधिसूचना में कहा है कि इन किस्मों की कीमत पहले साढे+ आठ सौ अमरीकी डालर प्रति टन थी जो अब घटाकर छह सौ अमरीकी डालर प्रति टन कर दी गई है। सरकार ने गैर बासमती चावल की एक चुनिंदा किस्म के डेढ़ लाख टन के निर्यात की अनुमति भी दे दी है।

पाकिस्तान के लाहौर में एक अमरीकी नागरिक का संदिग्ध तालिबान आतंकवादियों ने अपहरण कर लिया है। पाकिस्तान में अमरीकी दूतावास ने अपहरण की बात को स्वीकार किया है लेकिन अपह्रत व्यक्ति की पहचान जाहिर करने से इंकार कर दिया है।
समाचार एजेंसी रायटर्स को एक पुलिस अधिकारी ने बताया कि अपहृत व्यक्ति कबाइली इलाकों में काम करने वाली कंपनी जे ई आस्टिन के लिए पिछले पांच वषर्ोें से पाकिस्तान में काम कर रहा है। पुलिस का कहना है कि इस अपहरण के पीछे तहरीके तालिबान पाकिस्तान का हाथ है।

पाकिस्तान की एक फौजी अदालत ने सेना के मुख्यालय पर हुए हमले के आरोप में सात अभियुक्तों को सजा सुनाई है। अदालत ने एक अभियुक्त को मृत्युदण्ड, चार को आजीवन कारावास और दो अभियुक्तों को आठ और सात साल कैद की सजा सुनाई है।
दस अक्टूबर 2009 को कुछ अज्ञात हमलावरों ने रावलपिण्डी स्थित पाकिस्तानी सेना के मुख्यालय पर हमला किया था। सेना ने हमलावरों के खिलाफ कार्रवाई की थी जिसमें नौ हमलावरों की मौत हो गई थी। एक को गिरतार कर लिया गया था। इस हमले में 11 अन्य सैनिक भी मारे गए थे। गौरतलब है कि अभियुक्तों में से दो पाकिस्तानी सेना में काम करते थे और बाकी पांच आम नागरिक हैं।

अफगानिस्तान में पिछले दो दिन में विभिन्न घटनाओं में नैटो के कम से कम नौ सैनिक मारे गए हैं। काबुल में आज अंतर्राष्ट्रीय संयुक्त कमान की विज्ञप्ति में कहा गया है कि ये सैनिक बृहस्पतिवार और शुक्रवार को विद्रोहियों द्वारा किए गए बम विस्फोटों में मारे गये हैं। इन्हें मिलाकर इस साल अफगानिस्तान में 391 नैटो सैनिक मारे जा चुके हैं।

सीरिया में तटीय शहर लताकिया में भारी गोलीबारी के बीच टैंक तैनात कर दिए गए हैं। एक मानव अधिकार संगठन ने बताया कि शहर के बहुत से निवासी सुरक्षित स्थानों पर चले गए हैं। खबरों के मुताबिक आज सबेरे गोलीबारी शुरू होने के बाद लताकिया के पास अल-रमेल में बीस टैंक और बख्तरबंद गाड़ियां तैनात कर दी गई हैं।

पश्चिम बंगाल में पिछले कई दिनों से लगातार वर्षा होने के कारण राज्य के 15 जिले बाढ की चपेट में हैं। राज्य के मुख्य सचिव समर घोष ने कोलकाता में आज पत्रकारों को बताया कि दामोदर घाटी निगम के जलाशयों से एक लाख पांच हजार क्यूसेक पानी छोड़े जाने के बाद हावड़ा, हुगली और बर्दवान जिलों के कई हिस्सों में पानी भर गया है। हमारे कोलकाता संवाददाता ने बताया है कि राज्य में करीब सोलह लाख लोग बाढ़ से प्रभावित हुए हैं और वर्षा से जुड़ी घटनाओं में 14 लोगों की मृत्यु हुई है।

पंजाब में कल रात से राज्य के विभिन्न भागों में वर्षा से जुड़ी दुर्घटनाओं में 13 लोगों के मारे जाने की खबर है। हमारे संवाददाता ने बताया कि इनमें से चार लोग लुधियाना में बिजली का कंरेंट लगने से मारे गये। जबकि तीन लोगों की इमारत गिर जाने से मृत्यु हुई।

लंधियाना शहर में कई स्थानों पर सड़+के धंस गई हैं जिस कारण बहुत से स्थानों पर आवाजाही रूकी हुई है और सड़क के इर्द-गिर्द और सड़कों के बीच गाड़िया फंसी हुई हैं, बिजली भी अवरूद्ध है। आज दोपहर बाद वर्षा बंद होने के बाद लोगों को थोड़ी राहत मिली हुई है। कई स्थानों पर नालों एवं नहरों में पाड पडने से फसलों को भी नुकसान हो रहा है।

उत्तर प्रदेश में गंगा, घाघरा और तमसा नदियों का जल स्तर खतरे के निशान से ऊपर हो जाने के कारण बलिया और गाजीपुर में बाढ़ की स्थिति गंभीर हो गयी है। हमारे गोरखपुर संवाददाता ने बताया है कि प्रभावित नये क्षेत्रों में बाढ की चेतावनी दी गयी है।

गंगा, घाधरा और तमसा नदियों के खतरे के निशान से ऊपर रहने के कारण बलिया में दो दर्जन से अधिक गांवों में बाढ़ का पानी फैल गया है। वाराणसी में दसासुमेध घाट पूरी तरह डूब गया है जिससे वहां प्रतिदिन होने वाली गंगा आरती अब सड़कों पर हो रही है। मणिकंजनीका और हरिचन्द्र घाटों के डूब जाने से शवों का अंतिम संस्कार भी सड़कों पर ही करना पड़ रहा है। प्रभावित इलाकों के निकट बढ़ती गांवों की आबादी ने ऊंचे स्थानों पर शरण ले रखी हैं।

The Centre has sought review of the Supreme Court order banning Special Police Officers operating in the anti-naxal operations in states like Chhattisgarh. In a petition filed in the court, the Home Ministry has asked for recall of two crucial clauses of the July 5 order banning them. The Home Ministry had said that banning the Special Police officers - SPOs is against the spirit of the Constitution. Para 75 (ii) of the apex court's order had asked the Centre to cease and desist from using any of its funds in supporting, directly or indirectly for the recruitment of SPOs for the purposes of engaging in any form of counter-insurgency activities against Maoist groups. Para 76 of the order held the appointment of SPOs to perform any of the duties of regular police officers, other than those specified in the Chhattisgarh Police Act, 2007 as unconstitutional. Sources said, the Home Ministry has pointed out that under the Constitution, policing is exclusively the domain of the executive and the judiciary cannot interfere in it.

The Gujarat Government charge sheeted senior IPS officer Rahul Sharma for alleged misconduct. He is the second IPS officer to face the ire of the Modi Government in a week after suspension of Sanjeev Bhatt, who had filed an affidavit in the Supreme Court on alleged alleged role of Chief Minister Narendra Modi in 2002 riots. A DIG rank officer, Rahul Sharma was charge sheeted for not submitting the original CDs containing mobile phone call records related to the 2002 communal riots. State Government spokesperson Jaynarayan Vyas told the media persons in Gandhinagar that the copy of charge sheet was served to Rahul Sharma today after his notice period ended yesterday. Our Ahmedabad Correspondent reports that a 1992 batch IPS officer has been accused of gross misconduct under All India Service Rules 1969. He has been accused of not submitting the CDs containing phone call records during the post-Godhra riots to respective Investigating Officers of Naroda Gam, Naroda Patia and Gulburg Society riot cases. Our Correspondent says, the issue has become a hot topic following Union Home Minister P.Chidambaram’s remark that the Centre is concerned over the plight of some IPS officers in Gujarat.

Finance Minister says, there will be no more Tax-Free zones in the country. Talking to news persons in Siliguri today Pranab Mukherjee said that instead of tax free zone, the Centre is considering creating special economic zones in backward districts. He said, Tax-free zone status in Himachal Pradesh and Uttarakhand is being withdrawn gradually following opposition by different states. However, renewal of tax free zone status of Sikkim, which will expire in 2017, will be reviewed on the basis of the Socio-Economic conditions of the state at that time.

Delhi High Court has set up a three member committee to examine the legal validity of fee hike by private schools in the national capital. The court said the consent of the Parent Teachers Association is not needed for Unaided private school to increase the fees. It said the provision made for this in Delhi government's February 2009 notification is clearly illegal and is not supported by any statutory or legal provisions. A bench of Justices A K Sikri and Siddharth Mridul said while the hike made in the notification will continue in the interim, three-member panel will scrutinise the accounts of various unaided private schools to determine the actual hike required by unaided schools to meet the expenditure involved in implementing the 6th Pay Commission Recommendations.

In Tamilnadu, about 100 PMK activists were rounded up by the police in Chennai today for protesting against the screening of the controversial movie Aarakshan. The government has reduced the Minimum Export Price of three superior non basmati rice varieties - Sona Masuri, Ponni Samba and Matta by 250 US dollars per tonne to 600 US dollars. In its notification, Directorate General of Foreign Trade said that the Maximum Export Price of these rice varieties was earlier 850 US dollars per tonne as notified on March 31, 2011. The government had allowed exports of 1.5 lakh tonnes of select premium variety of non-basmati rice. India's rice production increased to 95.32 million tonne in the 2010-11 crop year (July-June) from 89.09 million tonne in the previous year.

The Maltese flagged ship, MV Sinin hijacked by Somalian Pirates has been rescued. According press release issued by the Directorate General of Shipping in Mumbai, the ship was rescued today. All the 21 member crew including 9 Indians aboard the ship are reported safe. The release said, the ship owners have provided stores, fuel and security for the vessel to reach Colombo by next Friday. The vessel is likely to be dry docked there for extensive inspection. The Maltese-flagged bulk carrier MV Sinin was hijacked by Somalian Pirates on 12th of February this year and was hijacked at about 560 kilometres east of Masirah in Oman in the North Arabian Sea.

In Pakistan, an American national has been kidnapped by suspected Taliban militants in Lahore. About a dozen heavily armed militants barged into his residence in the wee hours today and took him away after overpowering his guards. The guards were preparing for the pre-dawn meal in the Islamic holy month of Ramzan, when the kidnappers struck. Police official say, they suspect the Tehrik-e-TalibanPakistan behind the Kidnapping. US Embassy spokesman Alberto Rodriguez said the American was working for a private company and the US Administration is working with alleged Pakistani authorities on the issue.

Raksha Bandhan was celebrated across the nation today with traditional fervour and gaiety. Reaffirming the bond of love and care between brothers and sisters, the celebrations were marked with tying of rakhis, exchange of gifts, feasting and merry-making. President Pratibha Patil, Vice President Hamid Ansari and Prime Minister Manmohan Singh wished people on the occasion and hoped the festival will strengthen goodwill in society. The President celebrated the occasion with children, including the differently-abled, at Rashtrapati Bhavan.
