गृहमंत्री पी. चिदंबरम ने कहा है कि यू.पी.ए. ने अपने दूसरे शासनकाल में मृत्युदंड पाए अभियुक्तों की दया याचिका पर फैसले की प्रक्रिया में तेजी लाई है। कल नई दिल्ली में श्री चिदंबरम ने कहा कि उन्होंने तेईस मामलों की सिफारिश की थी, जिनमें से तेरह पर फैसला हो चुका है। राजीव गांधी की हत्या के मामले में मृत्युदंड पाए गए अभियुक्तों की दया याचिका पर तमिलनाडु विधानसभा के प्रस्ताव पर कोई टिप्पणी करने से इंकार करते हुए उन्होंने कहा कि यह मामला न्यायालय के विचाराधीन है।
एक प्रश्न के उत्तर में गृहमंत्री ने कहा कि सरकार मणिपुर में सशस्त्र बल विशेष अधिकार अधिनियम हटाने के मुद्दे पर सर्वसम्मति बनाने की कोशिश कर रही है। घुसपैठ के प्रयासों की घटनाओं में वृद्धि पर उन्होंने कहा कि सरकार इस बात से अवगत है कि घुसपैठिए जम्मू-कश्मीर में सीमापार से घुसपैठ की फिराक में हैं।

कलकत्ता उच्च न्यायालय के न्यायधीश सौमित्र सेन ने अपने पद से इस्तीफा दे दिया है। सरकारी सूत्रों के अनुसार, उन्होंने अपना इस्तीफा राष्ट्रपति प्रतिभा देवीसिंह पाटील को भेज दिया है। श्री सेन पर महाभियोग की कार्रवाई चल रही है। वित्तीय अनियमितताओं के मामले में उनपर कुछ दिन पहले राज्यसभा में महाभियोग का प्रस्ताव पारित किया गया था।

उच्चतम न्यायालय २६ नवम्बर के मुम्बई आतंकी हमलों के कथित अभियुक्तों फहीम अंसारी और सबाउद्दीन अहमद को बरी किये जाने को चुनौती देने वाली महाराष्ट्र सरकार की याचिका पर आज सुनवाई करेगा। महाराष्ट्र सरकार की ओर से पूर्व सॉलिसिटर जनरल गोपाल सुब्रमण्यम और सरकारी वकील उज्ज्वल निकम बहस करेगें।
अधिवक्ता संजय करबिया के माध्यम से दायर याचिका में २१ फरवरी के बम्बई उच्च न्यायालय के फैसले को चुनौती दी गयी है जिसने इन्हे दोष मुक्त किये जाने के निचली अदालत के फैसले को सही ठहराया था। इन दोनों को उपयुक्त सबूतों को अभाव में बरी कर दिया गया। उच्च न्यायालय ने हालांकि इस मामले में एकमात्र जीवित गिरफ्‌तार पाकिस्तानी आतंकवादी अजमल कसाब की मौत की सज+ा बहाल रखी थी।

प्रवर्तन निदेशालय ने विदेशी मुद्रा कानून के उल्लंघन के मामले में योगगुरू बाबा रामदेव और उनके ट्रस्टों के खिलाफ मामला दर्ज किया है। सरकारी सूत्रों ने बताया कि प्रवर्तन निदेशालय को अमरीका, ब्रिटेन और न्यूजीलैंड से बाबा रामदेव और उनके ट्रस्टों को धन मिलने के सबूत मिले हैं। निदेशालय ने विदेशी मुद्रा विनिमय प्रबंधन कानून-फेमा के तहत मामला दर्ज किया है। वह, विदेशों से धन प्राप्त करने वाले ट्रस्टों के बारे में कंपनियों के रजिस्ट्रार के माध्यम से और भी जांच कर रहा है।

भारतीय नौसेना ने उन खबरों का खंडन किया कि जुलाई के अंत में वियतनाम की समुद्री सीमा से बाहर आने पर उसके जहाज+ का सामना चीनी युद्व पोत से हुआ था। नौसेना के प्रवक्ता ने नयी दिल्ली में बताया कि आईएनएस-ऐरावत वियतनाम से अपनी निर्धारित आधिकारिक तैनाती के बाद लौटा है। विदेश मंत्रालय ने कहा है कि भारतीय नौसेना का जहाज आईएनएस-ऐरावत १९ से २८ जुलाई के बीच वियतनाम की मैत्री यात्रा पर गया था।

पश्चिम बंगाल सरकार ने पिछली वाम मोर्चा सरकार के शासनकाल में हुए वक्फ संपत्ति घोटाले की सीबीआई जांच की घोषणा की है। राज्य विधानसभा में कल इसकी घोषणा करते हुए मुख्यमंत्री सुश्री ममता बनर्जी ने कहा कि सरकार ने अल्पसंख्यक विकास निगम के धन के दुरूपयोग की भी जांच शुरू कर दी है। अल्पसंख्यक मामलों और मदरसा शिक्षा विभाग के बजट पर चर्चा का उत्तर देते हुए सुश्री बनर्जी ने कहा कि उनकी सरकार ने इस वर्ष अल्पसंख्यक समुदाय के १० लाख विद्यार्थियों को छात्रवृत्ति देने का फैसला किया है। इसके अलावा उन्हें नौकरियों में आरक्षण देने के लिये सदन में एक नया विधेयक लाने का भी फैसला किया है।

प्रशासनिक सुधार और लोक शिकायत विभाग आज नई दिल्ली में राज्यों के प्रशासनिक सुधार सचिवों का सम्मेलन आयोजित कर रहा है। सम्मेलन का उद्देश्य सुधारों तथा राज्यों के प्रशासनिक सुधार विभागों द्वारा जन सेवाओं को बेहतर बनाने और प्रशासन को प्रभावी, पारदर्शी तथा जवाबदेह बनाने के लिए की गई पहल के अनुभवों को साझा करने के लिए राष्ट्रीय मंच तैयार करना है। सम्मेलन में देशभर में प्रशासनिक सुधारों की गति और प्रगति का आंकलन करने का भी अवसर मिलेगा।

प्रधानमंत्री की आर्थिक सलाहकार परिषद् के अध्यक्ष सी. रंगराजन की अध्यक्षता वाली विशेषज्ञ समिति ने कहा है कि राज्यों की वार्षिक योजनाएं मंजूर करने का काम योजना आयोग से अलग कर देना चाहिए। इसके बदले आयोग को राज्यों के प्रतिनिधियों के साथ समीक्षा बैठकें करनी चाहिए। समिति ने सिफारिश की है कि योजना आयोग के पास पंचवर्षीय योजनाओं को तैयार करने की जिम्मेदारी होनी चाहिए, जबकि वार्षिक योजनाओं की जिम्मेदारी वित्तमंत्रालय के पास रहनी चाहिए। श्री रंगराजन ने बताया कि समिति ने १२वीं पंचवर्षीय योजना के बारे में भी कुछ सुझाव दिये हैं।
इस मौके पर योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने कहा कि समिति द्वारा सुझाए गए नए उपायों से सेवाओं, खासतौर से स्वास्थ्य, शिक्षा तथा बुनियादी ढांचे के क्षेत्र में सेवाओं को बेहतर ढंग से लागू करने में मदद मिलेगी।

पाकिस्तान के पश्चिमोत्तर हिस्से में कल दो हमलों में कम से कम १२ लोग मारे गए। पुलिस ने बताया कि पहला हमला खैबर पख्तूनख्वा प्रांत के लक्की मारवात जिले में हुआ। एक आत्मघाती हमलावर ने एक थाने के पास कार बम विस्फोट कर दिया। इस हमले में हमलावर और चार नागरिक मारे गए और कई पुलिसकर्मियों सहित २५ से ज्यादा लोग घायल हो गए।
दूसरा हमला कुर्रम कबायली इलाके में बंदूकधारियों ने एक मिनी बस पर गोलीबारी कर सात शिया मुस्लमानों की हत्या कर दी। इस हमले की जिम्मेदारी अब तक किसी ने नहीं ली है, लेकिन स्थानीय अधिकारियों को अंदेशा है कि ये जातीय हिंसा की घटना है।

पेरिस में आयोजित एक सम्मेलन में ६० देशों के नेताओं ने लीबिया के पुनर्निर्माण हेतु सहायता देने की पेशकश की है।
संयुक्त राष्ट्र महासचिव बान जी मून ने कहा है कि वे लीबिया में मानवीय संकट से निपटने और पुनर्निर्माण कार्यों के लिए संयुक्त राष्ट्र सुरक्षा परिषद के साथ काम करेंगे।
इस बीच, सिरते शहर की घेराबंदी करने वाले विद्रोहियों ने कर्नल गद्दाफी के वफादारों को आत्मसमर्पण के लिए बातचीत करने के वास्ते एक सप्ताह का समय दिया है।
उधर, गद्दाफी ने एक ऑडियो संदेश जारी कर कहा है कि वे लम्बे अर्से तक छापामार युद्ध लड़ने को तैयार है। यह संदेश उनके एक समर्थक टीवी चैनल ने जारी किया है। कर्नल गद्दाफी का अब तक कुछ अतापता नहीं चल सका है।
गौरतबल है कि कर्नल गद्दाफी ने ४२ साल पहले कल ही के दिन लीबिया की सत्ता पर नियंत्रण किया था।

उत्तर प्रदेश में बाढ़ की स्थिति में सुधार हो रहा है। हालांकि राज्य के २१ जिले अब तक बाढ़ की चपेट में हैं।
बाढ़ से सबसे ज्यादा प्रभावित गोंडा और बाराबंकी जिलों में घाघरा का जलस्तर घट गया है और अब वह खतरे के निशान से नीचे बह रही है। कानपुर, इलाहाबाद, वाराणसी में गंगा का जलस्तर कम हुआ है, लेकिन बलिया में यह अब भी खतरे के निशान से ऊपर है। घाघरा अयोध्या में और रामगंगा शाहजहांपुर में खतरे के निशान से ऊपर बह रही है। हमारे संवाददाता ने खबर दी है कि यमुना और गोमती नदियों में ज्यादातर इलाकों में पानी घट गया है और राहत कार्य जारी हैं।

बाढ़ प्रभावित जिलों में युद्ध स्तर पर राहत कार्य चलाया जा रहा है। बाढ़ से प्रभावित १७ जिलों में अभी पयसी की बाढ़ सहायता कम्पनी राहत के अभियानों में मद्द कर रही हैं। जबकि गोंडा और शाहजहांपुर जिलों में राष्ट्रीय आपदा राहत बल की टुकड़ियां राहत के काम में लगी हैं। बाढ़ पीड़ितों को खाने के पैकेट के साथ-साथ अनाज और मिट्टी के तेल भी मुहयीया कराया जा रहा है। बाढ़ ग्रस्त क्षेत्रों में २७२ मेडिकल टीमें सक्रिय हैं। और किसी भी महामारी से निपटने के इंतजाम किए हैं। बड़े पैमाने पर मवेशियों के टीकाकरण का अभियान भी चलाया जा रहा है। संजय प्रताप सिंह आकाशवाणी समाचार इलाहाबाद।

Home Minister P Chidambaram has said that the government is trying to evolve a consensus on withdrawing the Armed Forces Special Powers Act, the AFSPA, in Manipur. Talking to reporters in New Delhi yesterday, Mr Chidambaram said, a consensus needs to be built-up within the government.

I am trying my best to re-visit AFSPA. But as you know one needs to build the consensus within the Government before amendments can be brought before Parliament.

Mr. Chidambaram said, the UPA-II government has expedited the process of clearing the mercy petitions of convicts facing death row as fast as possible. Mr Chidambaram also said that he had recommended 23 cases and that 13 of these have been decided.

There are court proceedings, I can't comment on any thing concerning the decision taken by the President or the resolution passed by the assembly. In about 2 years and 3 months, we have resubmitted 23 cases and we have got decisions in 13 cases.

In response to a question, the Home Minister Mr. Chidambaram said that the land acquisition process for strengthening coastal security has started at 60 places and fencing of India-Bangladesh border is in progress.

Justice Soumitra Sen has resigned as a judge of the Calcutta High Court. Justice Sen has sent his resignation to President Pratibha Devi Singh Patil and Lok Sabha Speaker, Meira Kumar. The Lok Sabha was scheduled to take up impeachment proceedings against him on Monday. The Rajya Sabha had voted in favour of impeaching him on the 18th of last month. Justice Sen has been found guilty of misappropriating funds as a judge and of misrepresenting facts. A special committee constituted by Rajya Sabha Chairman Hamid Ansari had found the charges of financial irregularities against Justice Sen to be correct. He is accused of misappropriating almost 24 lakh rupees in the 1980s when he was a lawyer and was appointed receiver by the Calcutta High Court.

The West Bengal Government has announced a CBI enquiry into the alleged WAQF property scam during the last Left front Government's rule in the state. Announcing this in the State Assembly yesterday, Chief Minister Mamata Banerjee said that the government has also initiated an enquiry into the misuse of the Minority Development Corporation Funds. Replying to the budget discussions on the Minority Affairs and Madarsa Education Department, Miss Banerjee said her government has decided to give scholarships to 10 lakh students belonging to the minority community this year.

The Enforcement Directorate has registered a foreign exchange violation case against Swami Ramdev and his trusts. Official sources said in New Delhi that the Directorate has found evidence of Ramdev and his trusts receiving financial aid from the USA, Britain and New Zealand. The ED has formally registered a case under the provisions of the Foreign Exchange Management ACT, FEMA.

The Supreme Court has reserved its orders on the maintainability of the Centre's plea for recall of its July 4 order appointing an SIT to probe the black money issue. A bench of justices Altamas Kabir and S S Nijjar said it will pass appropriate orders on the maintainability plea on September the 20th. Attorney General G E Vahanvati, in his brief intervention, said the order ought to be recalled as the Centre is proceeding in the right direction in unearthing the black money allegedly stashed away in foreign tax havens.

The Supreme Court will today hear the petition filed by the Maharashtra government, challenging the acquittal of Faheem Ansari and Sabauddin Ahmed, the alleged Indian conspirators of the 26/11 Mumbai terror attack. Former Solicitor General Gopal Subramaniam and Special Public Prosecutor Ujjwal Nikam will argue the case on behalf of the Maharahtra government. The petition filed through advocate Sanjay Karabia, has challenged the February 21st Bombay High Court order upholding their acquittal by the trial court.

The Department of Administrative Reforms and Public Grievances is organizing a conference of Secretaries of Administrative Reforms of the states in New Delhi today. The Conference aims to create a national platform to share experiences of the states in the field of reforms and the initiatives taken by the departments of Administrative Reforms of the states to improve public service delivery and to make the administration effective, transparent and accountable. The Conference will also provide an opportunity to take stock of the pace and progress of administrative reforms across the country.

Jharkhand government will inquire into the cases of alleged irregularities in Rashtriya Swasthya Bima Yozna. Taking cognizance of reports published in a section of local media, state Labour Minister Chandra Prakash Chaudhari has written to the Chief Minister Arjun Munda requesting vigilance inquiry into the cases where the hospitals have made improper payments through smart cards.

Pakistani authorities said, that at least 12 people were killed yesterday in two separate attacks in the country's volatile north-west. The local police said, in the first attack in Lakki Marwat district of Khyber-Pakhtunkhwa province, a suicide car bomber blew himself up as he approached a police station. The blast killed the bomber and at least four civilians and wounded more than 25 others including several policemen. The explosion also damaged scores of nearby shops and houses.

In the second incident in the Kurram tribal agency, gunmen opened fire on a minibus, killing seven Shi'ite Muslims.

At a meeting in Paris, world leaders have promised a UN mission for rebuilding war-torn Libya. US Secretary of State Hillary Clinton called for reconciliation in the post Gaddafi era of Libya.

As Libya's leaders have emphasised repeatedly, Libya's transition must proceed in a sphere of reconciliation and justice, not retribution or reprisal. Libyans must continue to stand against violent extremism.

UN Secretary General Ban Ki-moon said, he will work with the Security Council for an immediate United Nations mission to deal with a possible humanitarian crisis and help rebuild the war-ravaged country.

Russia, China and Algeria also agreed to extend their backing to the new government.

Meanwhile, Anti-Gaddafi forces encircling the city of Sirte, have given the Gaddafi loyalists an extra week to negotiate their surrender. On the other hand, Gaddafi in an audio message carried by a loyalist TV channel, has said that he is ready to fight a long guerrilla war. The whereabouts of Gaddafi remain unknown.

The flood situation is improving in Uttar Pradesh although 21 districts are still flood affected. According to the Central Water Commission, all the main rivers are either receding or remaining constant in most places in the state in the last 24 hours. The Ghaghara river is receding in the worst affected Gonda and Barabanki districts and is now flowing below the danger mark. The Ganga is also receding in Kanpur, Allahabad, Varanasi but still flowing above the danger mark in Ballia. Ghaghara in Ayodhya and Ramganga in Shahejahanpur is still above the danger mark. However, Yamuna and Gomti rivers are receding in most places and Sharda has been constant in Khiri district. Our correspondent reports that relief operations are being carried out at a war footing.

Flood companies of PAC have already engaged in seventeen districts while in Gonda and Shahejahanpur, National Disaster Relief Force are helping administration in flood relief works. Besides other relief operations, 272 medical teams have been engaged in flood affected areas to prevent any epidemic-like situation. Chlorine tablets and ORS packets are being distributed in these areas. Vaccination for cattles have also been launched in flood affected villages. Food packets and food grains with Kerosene are also being provided to affected people. However, complaints are coming that relief materials are not reaching to needy people in time. संसद के दोनों सदनों में आज विपक्षी भारतीय जनता पार्टी ने गुजरात में लोकायुक्त की नियुक्ति के मुददे को लेकर कार्यवाही में बाधा डाली। लोकसभा में भाजपा के सदस्य गुजरात के राज्यपाल को वापस बुलाने की मांग को लेकर नारे लगाते हुए सदन के बीचों बीच आ गये।
शोरशराबे के बीच सदन की कार्यवाही दस्तावेज सदन के पटल पर रखे जाने के बाद दो बजे तक स्थगित कर दी गई।
राज्यसभा में इसी मुददे को लेकर चार बार सदन की कार्यवाही स्थगित की गई। भाजपा के सदस्य गुजरात के राज्यपाल के खिलाफ कार्रवाई की मांग कर रहे थे। पहले तीन बार स्थगित किये जाने के बाद शोर शराबा जारी रहने पर कार्यवाही दिन में ढाई बजे तक स्थगित कर दी गई।
विपक्ष ने इसी मुददे को लेकर बुधवार को भी दोनों सदनों में कार्यवाही में बाधा डाली थी।

भारतीय जनता पार्टी के सांसदों का एक प्रतिनिधिमंडल आज राष्ट्रपति भवन में श्रीमती प्रतिभा देवी सिंह पाटील से मिला। पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी के नेतृत्व में इस शिष्टमंडल ने राष्ट्रपति को ज्ञापन दिया जिसमें कहा गया है कि राज्य सरकार की सलाह के बिना लोकायुक्त की नियुक्ति करने के लिए गुजरात के राज्यपाल को वापिस बुलाया जाए। बाद में श्री आडवाणी ने पत्रकारों को बताया कि भारतीय जनता पार्टी ने गुजरात के राज्यपाल द्वारा जारी की गई अधिसूचना को रद्द करके नई अधिसूचना जारी करने की मांग की है।
लोकसभा में विपक्ष की नेता सुषमा स्वराज ने बताया कि उन्होंने राष्ट्रपति को मध्यप्रदेश विधानसभा द्वारा पास किए गए आतंकवाद निरोधक विधेयक को मंजूरी देने का भी अनुरोध किया। उन्होंने बताया कि यह विधेयक महाराष्ट्र में इस बारे में मौजूद कानून के अनुसार है।
राज्यसभा में विपक्ष के नेता अरूण जेटली भी इस शिष्टमंडल में शामिल थे।

सरकार ने आज स्पष्ट किया कि शिरोमणि गुरूद्वारा प्रबन्धक कमेटी के चुनाव निर्धारित कार्यक्रम के अनुसार होंगे। आज लोकसभा में वक्तव्य देते हुए गृहमंत्री पी० चिदम्बरम ने कहा कि सरकार ने वरिष्ठ अधिवक्ता हरभगवान सिंह के विचारों की पुष्टि नहीं की है। श्री चिदम्बरम ने कहा कि सरकार ने कोई अधिसूचना वापस नहीं ली है। इससे पहले वरिष्ठ अधिवक्ता हरभगवान सिंह ने पंजाब और हरियाणा उच्च न्यायालय को सूचित किया था कि केन्द्र ने अक्टूबर २००३ की अधिसूचना वापस लेने का फैसला किया है, जिसमें शिरोमणि गुरूद्वारा प्रबन्धक कमेटी के चुनावों में सहजधारी सिखों के वोट डालने पर रोक है।
राज्यसभा में सदस्यों के प्रश्नों का उत्तर देते हुए श्री चिदम्बरम ने कहा कि उनका मंत्रालय पंजाब सरकार के साथ सम्पर्क में है और वरिष्ठ अधिवक्ता से पूछा जायेगा कि उन्होंने इस तरह का बयान क्यों दिया। उन्होंने सदस्यों को आश्वासन दिया कि इस मामले में उपयुक्त कार्यवाही की जायेगी। इससे पहले, संसदीय कार्यमंत्री पवन कुमार बंसल ने पूरे घटनाक्रम का ब्यौरा दिया।

पंजाब के मुख्यमंत्री प्रकाश सिंह बादल ने शिरोमणि गुरूद्वारा प्रबंधक कमेटी के चुनावों की चुनावी रस्साकसी की सी बी आई से जांच की मांग की है। श्री बादल ने नई दिल्ली में संसद के बाहर पत्रकारों से बातचीत के दौरान केन्द्र का रूख स्पष्ट करने के लिए गृहमंत्री पी चिदम्बरम को धन्यवाद दिया। श्री बादल ने कहा कि केन्द्र को पता लगाना चाहिए कि इस सबके पीछे किसका दिमाग है जिसने सरकार और जनता को गुमराह करने की कोशिश की है।

लोकसभा, न्यायमूर्ति सौमित्र सेन पर महाभियोग के प्रस्ताव पर विचार नहीं करेगी। संसदीय मामलों के राज्य मंत्री राजीव शुक्ला ने संसद के बाहर संवाददाताओं से कहा कि इस मामले पर आगे चर्चा की जरूरत नहीं है क्योंकि सौमित्र सेन ने त्यागपत्र दे दिया है। हमारे संवाददाता ने बताया है कि सौमित्र सेन ने कल राष्ट्रपति प्रतिभा देवीसिंह पाटील को इस्तीफा भेज दिया था। राज्यसभा ने पिछले महीने की १८ तारीख को न्यायमूर्ति सेन पर महाभियोग का प्रस्ताव पास किया था। उस पर २४ लाख रूपये से अधिक की वित्तीय अनियमितता का आरोप है।

सरकार ने राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के तहत पिछड़े और जनजातीय इलाकों में पर्याप्त स्वास्थ्य और चिकित्सा सेवायें उपलब्ध कराने के लिए राज्यों को चार हजार करोड़ रूपये से अधिक की राशि जारी की है। आज लोकसभा में पूरक प्रश्नों का उत्तर देते हुए स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा कि २६४ जिलों की पहचान की गई जिन पर इस मिशन के तहत विशेष ध्यान दिया जायेगा। श्री आजाद ने कहा कि विभिन्न राज्यों के ४६१ जिलों में एक हजार, पांच सौ से अधिक चलती फिरती चिकित्सा इकाइयां उपलब्ध कराई गई हैं। इसका ब्यौरा देते हुए श्री आजाद ने कहा कि सामुदायिक स्वास्थ्य सुविधाओं में सामुदायिक नियंत्रण को बढ़ावा देने के लिए करीब पांच लाख ग्रामीण स्वास्थ्य, स्वच्छता और पोषाहार समितियां बनाई जायेंगी। श्री आजाद ने कहा कि राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के तहत स्वास्थ्य सेवाओं के बुनियादी ढांचे को भी मजबूत किया जा रहा है।

एनआरएचएम के अंतर्गत केंद्रीय सरकार से इसी पांच साल का लो बजट है। तकरीबन ७० हजार करोड़ है, जो राज्य सरकारों को इन्फ्रास्ट्रक्चर के लिए दिया जाता है। जहां वो तमाम डिसट्रिक सब डिसट्रिक प्राइमरी हेल्थ सेंटर और सब सेंटर की बिल्डिंगे बनाए और इसके अलावा जो दूसरी दवाइयां दी जाती है बच्चों के लिए या वेक्सिंग के लिए या पोलिया वेक्सिंग के लिए नॉन कम्युनिकेबल डिसिजीस के लिए या कम्युनिकेबल डिसिजीस के लिए एक बहुत बड़ी राशि केंद्रीय सरकार की तरफ से पिछले छह सात सालों से राज्य सरकारों को इन्फ्रास्ट्रक्चर बनाने के लिए दिया जा रहा है।

सरकार ने आज लोकसभा को आश्वासन दिया कि सिंचाई पम्प चलाने में अक्षय ऊर्जा स्रोतों का इस्तेमाल करने के लिए किसानों को वित्तीय सहायता दी जायेगी। नवीन और अक्षय ऊर्जा मंत्री डॉक्टर फारूख अब्दुल्ला ने पूरक प्रश्नों का उत्तर देते हुए कहा कि सरकार ने अक्षय ऊर्जा परियोजनाएं स्थापित करने में निजी क्षेत्र की भागीदारी के लिए कई उपाय किये हैं। इनमें उत्पाद और सीमा शुल्क में रियायतों सहित वित्तीय प्रोत्साहन शामिल हैं। उन्होंने कहा कि सरकार ने पिछले वर्ष जवाहर लाल नेहरू राष्ट्रीय सौर ऊर्जा मिशन शुरू किया। इसका उद्देश्य सौर ऊर्जा क्षेत्र में बड़े स्तर पर निवेश को बढ़ावा देना है। उन्होंने बताया कि केन्द्र ने पिछले तीन वर्षों में राज्यों को नई और अक्षय ऊर्जा योजनाओं के लिए साढ़े पांच अरब रूपये से अधिक की राशि उपलब्ध कराई है।

सरकार ने कहा है कि अनुसूचित जातियों और जनजातियों के बच्चों को स्कूलों में दाखिला लेने और अपनी पढ़ाई जारी रखने को प्रोत्साहित करने के लिए कई उपाय किये हैं। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज राज्यसभा में एक लिखित उत्तर में कहा कि अगर ऐसे बच्चों को राज्य सरकार की तरफ से पाठ्य पुस्तकें और स्कूल वर्दी नहीं मिल रही है तो उन्हें पाठ्यपुस्तकों का एक-एक सैट और दो वर्दियां सर्वशिक्षा अभियान के तहत उपलब्ध कराई जाती हैं। उन्होंने कहा कि सर्वशिक्षा अभियान के तहत कस्तूरबा गांधी बालिका विद्यालयों में अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों और अल्पसंख्यक समुदायों की लड़कियों के लिए ७५ प्रतिशत सीटें उपलब्ध कराई जाती हैं। इसके अलावा सर्वशिक्षा अभियान के तहत जिला स्तर पर एक विशेष कोष भी बनाया गया है जिससे ऐसे बच्चों को पढ़ाई के लिए खासतौर पर सहायता दी जाती है।
श्री सिब्बल ने सदन को यह भी सूचित किया कि सर्वशिक्षा अभियान अनुसूचित जातियों की २५ प्रतिशत से अधिक की आबादी वाले ६१ जिलों और अनुसूचित जनजातियों की २५ प्रतिशत से अधिक की आबादी वाले १०९ जिलों में इस योजना की प्रगति पर नजर भी रखता है।

कर्मचारियों की गलती के कारण होने वाली रेल दुर्घटनाओं की संख्या में कुल मिलाकर कमी आयी है। २००३-०४ में ऐसी १६१ दुर्घटनाएं हुई थी, जबकि २०१०-११ में केवल उनसठ दुर्घटनाएं हुई। रेल मंत्री दिनेश त्रिवेदी ने राज्यसभा में आज एक लिखित उत्तर में स्वीकार किया कि कर्मचारियों की गलतियां, अब भी रेल दुर्घटनाओं का एक सबसे बड़ा कारण है। उन्होंने बताया कि दुर्घटनाएं रोकने के लिए रेलवे में कर्मचारियों को प्रशिक्षण देने तथा काम के हालात सुधारने के लिए लगातार कोशिशें की जाती हैं। उन्होंने कहा कि भारतीय रेलवे सुरक्षा को सबसे अधिक प्राथमिकता देता है। हादसे रोकने के लिए विभिन्न उपकरण भी रेलगाड़ियों में लगाए जा रहे हैं।

केन्द्र ने बताया है कि उच्चतम न्यायालय ने इस वर्ष मई से देश में कीटनाशक दवा एंडोसल्फान के इस्तेमाल पर पाबंदी लगा दी है। कृषि मंत्री शरद पवार ने राज्यसभा में एक लिखित उत्तर में बताया कि उच्चतम न्यायालय ने एंडोसल्फान के उत्पादन, बिक्री और प्रयोग पर प्रतिबंध लगा दिया है। अदालत ने एक समिति भी बनायी है जो इस बात की जांच करेगी कि क्या एंडोसल्फान के इस्तेमाल से मनुष्यों और पर्यावरण को कोई गंभीर नुकसान पहुंचता है। यह समिति अदालत को एंडोसल्फान का विकल्प भी सुझाएगी। श्री पवार ने सदन को यह भी बताया कि एंडोसल्फान कई तरह से इस्तेमाल होने वाली कीटनाशक दवा है और इसका प्रयोग देश में कई फसलों पर किया जाता है। इस दवा के विकल्प मौजूद ह,ै लेकिन वे महंगे हैं। इनमें से कुछ, ज्यादा खतरनाक और मधुमक्खियों के लिए ज्यादा घातक बताए जाते हैं।

सरकार ने कहा है कि अप्रैल २०१० से जुलाई २०११ तक सोशल नेटवर्किंग साइट्स के दुरूपयोग के ३३ मामलों की जानकारी मिली। ये घटनाएं राजनीतिक नेताओं, धर्म, राष्ट्रीय सुरक्षा और लोगों के बारे में आपत्त्जिनक सामग्री प्रकाशित करने से सम्बन्धित हैं। आज राज्यसभा में एक लिखित उत्तर में संचार और सूचना टैक्नोलोजी मंत्री कपिल सिब्बल ने कहा कि इस तरह की साइट्स पर बड़ी संख्या में लोग लॉग करते हैं और इनके करोड़ों पृष्ठ हैं, इसलिए इन साइट्स पर आने वाली पूरी सामग्री पर नजर रखना बहुत मुश्ेिकल है।

उच्चतम न्यायालय २६ नवम्बर २००८ के मुम्बई आतंकी हमलों के दो अभियुक्तों को बरी किये जाने के खिलाफ महाराष्ट्र सरकार की याचिका पर सुनवाई करने पर आज सहमत हो गया। न्यायमूर्ति आफताब आलम की अध्यक्षता वाली पीठ ने कहा कि इस मामले की गम्भीरता को देखते हुए न्यायालय नोटिस जारी कर रहा है, लेकिन महाराष्ट्र सरकार का पक्ष कमजोर है। पीठ ने इन आतंकी हमलों के कथित भारतीय षडयंत्रकारियों फहीम अन्सारी और सबाउद्दीन अहमद को नोटिस जारी किये।
लेकिन उच्चतम न्यायालय ने राज्य सरकार के इस अनुरोध पर कोई आदेश नहीं दिया कि इस मामले के एकमात्र दोषी अजमल कसाब के मृत्युदण्ड को चुनौती देने वाले पत्र को इस अपील के साथ जोड़ा जाये।
महाराष्ट्र सरकार ने बम्बई उच्च न्यायालय के २१ फरवरी के आदेश को चुनौती देते हुए याचिका दायर की थी । उच्च न्यायालय ने अपने आदेश में अंसारी और अहमद को निचली अदालत द्वारा बरी किये जाने के फैसले को बरकरार रखा था।

सी बी आई ने उच्चतम न्यायालय को बताया है कि टू जी स्पैक्ट्रम आवंटन के घोटाले की जांच के दौरान एन डी ए के शासनकाल में भी नियमों के उल्लंघन का पता चला है, जब प्रमोद महाजन और अरूण शौरी दूरसंचार मंत्री थे। सी बी आई ने कहा कि तत्कालीन वित्तमंत्री जसवन्त सिंह से भी पूछताछ की जाएगी। सी बी आई ने कहा कि जांच के दौरान यह भी पता चला है कि मलेशिया के मैक्सिस ग्रुप को एयरसैल कम्पनी बेचने के लिए किसी तरह का दबाव डालने में दयानिधि मारन की कोई भूमिका नहीं थी। दयानिधि मारन मई २००४ से मई २००७ के बीच दूरसंचार मंत्री रहे।
सी बी आई ने अपनी जांच की स्थिति के बारे में कल अदालत में अपनी ताजा रिपोर्ट प्रस्तुत की। रिपोर्ट में कहा गया है कि वह २००१ से २००७ के बीच टू जी स्पैक्ट्रम के आवंटन की जांच कर रही है, जब प्रमोद महाजन, अरूण शौरी और दयानिधि मारन दूरसंचार मंत्री थे। सी बी आई ने अदालत को बताया कि जांच का काम इस महीने के अंत तक पूरा कर लिया जाएगा।

प्रशासनिक सुधार और लोक शिकायत विभाग ने आज नई दिल्ली में राज्यों के प्रशासनिक सुधार सचिवों का सम्मेलन आयोजित किया है। इस सम्मेलन का उद्देश्य राज्यों के प्रशासनिक सुधार विभागों द्वारा जन सेवाओं को बेहतर बनाने और प्रशासन को प्रभावी, पारदर्शी तथा जवाबदेह बनाने की पहल के अनुभवों को साझा करने का राष्ट्रीय मंच तैयार करना है।

राष्ट्रपति ने राज्य सरकारों और उद्योग जगत से कहा है कि लघु, छोटे और मझौले उद्यमों के सतत विकास के लिए ठोस प्रयास किये जाने चाहिएं। आज नई दिल्ली में छोटे उद्यमों के लिए राष्ट्रीय पुरस्कार समारोह में श्रीमती प्रतिभा देवी सिंह पाटील ने कहा कि छोटे उद्योगों को बचाने के लिए समय पर वित्तीय सहायता मुहैया करना जरूरी है। उन्होंने कहा कि छोटे उद्योगों के विकास के लिए बुनियादी ढांचा, तकनीक, उत्पादन और विपणन बहुत महत्वपूर्ण हैं। उन्होंने कौशल विकास पर विशेष जोर देते हुए कहा कि देश में प्रतिभा विकास के लिए अंतर्राष्ट्रीय मानकों के अनुरूप प्रशिक्षण की सुविधाएं उपलब्ध की जानी चाहिए।

ग्रामीण समृद्धि के बगैर देश की समृद्धि संभव नहीं है। मैंने कई अवसरों पर लघु और मझौले उद्योगों सहित आर्थिक क्षेत्रों से कहा है कि वे किसानों और खेतीहर मजदूरों के सहयोग से आपसी हित के प्रभावी कदम उठाए।
इस मौके पर श्रीमती पाटील ने वर्ष २०१० के लिए राष्ट्रीय लघु उद्यम पुरस्कार भी प्रदान किये। उत्कृष्ट योगदान के लिए २१३ उद्यमियों को विभिन्न श्रेणियों में पुरस्कार दिये गये। लघु, छोटे और मझौले उद्यमों के लिए १४४ पुरस्कार दिये गए, जबकि खादी और ग्रामीण उद्योग के लिए ४५ और नारियल उद्योग के लिए १८ पुरस्कार प्रदान किये गये। इस अवसर पर इस विभाग के केन्द्र्रीय मंत्री वीरभद्र सिंह भी मौजूद थे।

दुनियाभर में आज नारियल दिवस मनाया जा रहा है। इस मौके पर आज गुवाहाटी में भी एक कार्यक्रम का आयोजन किया गया है। नारियल विकास बोर्ड ने देश में नारियल की खेती में सराहनीय योगदान के लिए १५ व्यक्तियों और संस्थानों को राष्ट्रीय पुरस्कार दिये हैं। इस वर्ष असम के हाजो गांव के पंकज दास को पूर्वोत्तर राज्यों में सर्वश्रेष्ठ नारियल किसान का सम्मान प्रदान किया गया। असम के मुख्यमंत्री तरुण गोगोई ने पुरस्कार प्रदान किये।
असम में नारियल टैक्नोलॉजी मिशन के तहत १२वीं योजना में लगभग एक सौ नारियल प्रसंस्करण इकाइयां लगाई जाएंगी। इस कदम से नारियल का उत्पादन बढ़ाने और रोजगार के नए अवसर उपलब्ध हो सकेंगे। नारियल विकास बोर्ड के अध्यक्ष टी के जोस ने कल गुवाहाटी में बताया कि असम के २७ जिलों में से १७ ऐसे क्षेत्र हैं, जहां नारियल का उत्पादन केरल से भी अधिक होता है। श्री जोस ने कहा कि असम में प्रति हेक्टेयर क्षेत्र में नौ हजार १३० नारियल का उत्पादन होता है, जबकि राष्ट्रीय औसत आठ हजार ३०३ है।

मणिपुर में तीन संगठनों के छः आतंकवादियों ने सीमा सुरक्षा बल के सामने समर्पण कर दिया है। इनमें से चार युनाइटेड नेशनल लिबरेशन फ्रंट-यू एन एल एफ के हैं। नेशनल सोशलिस्ट कॉउंसिल ऑफ नागालैंड-खापलांग-एन एस सी एन के और कांगलेई यावोल कान्ना लुप के वाई के एल के एक-एक आतंकवादी ने भी समर्पण किया । उन्होंने कल बिशनुपुर जि+ले में एक सादे समारोह में, सीमा सुरक्षा बल के विशेष महानिदेशक वी.एन.रायालोंग को कुछ हथियार और गोली-बारूद भी सौंपा।

जम्मू-कश्मीर के कुपवाड़ा जिले में सुरक्षा बलों के साथ मुठभेड़ में एक अज्ञात आतंकवादी मारा गया और दो सैनिक घायल हो गए। रक्षा प्रवक्ता लेफि्‌टनेंट कर्नल जे एस बरार ने बताया कि श्रीनगर से ९५ किलोमीटर दूर हंदवाड़ा के वुडर वाला इलाके में सेना के तलाशी अभियान के दौरान सुरक्षा बलों और आतंकवादियों के बीच आज तड़के गोलीबारी शुरु हुई। उन्होंने बताया कि गोलीबारी में दो सैनिक मामूली रूप से घायल हो गए।

उत्तर प्रदेश में बाढ़ग्रस्त जिलों के अधिकतर भागों में नदियों का जलस्तर घटना शुरु हो गया है। लेकिन सबसे अधिक प्रभावित गोंडा जिले में स्थिति अभी भी गंभीर है। करीब ७५ गांव अब भी बाढ़ की चपेट में हैं। इस बीच, पूर्वी उत्तर प्रदेश के कुछ भागों और पश्चिमी उत्तर प्रदेश के कुछ इलाकों में पिछले २४ घंटों के दौरान हल्की से मध्यम बारिश हुई है। हमारे गोरखपुर संवाददाता ने बताया है कि बाढ़ग्रस्त क्षेत्रों में जनजीवन अभी सामान्य नहीं हुआ है।

शारदा नदी पलियाकला में और राम गंगा नदी शहजहां पुर - में जहां अभी भी खतरे के निशान से उपर हैं। प्रदेश के तीस जिलों के लगभग साढ़े तीन गांवों की २१ लाख से अधिक की आबादी बाढ़ से प्रभावित है। जिनमें से करीब ९० हजार लोग अभी भी राहत शिविरों में रह रहे है। बाढ़ की वजह से साढ़े तीन हजार से ज्यादा मकान पूरी तरह से ध्वस हो गए हैं। जिन जिलों से बाढ़ का पानी उतर गया है, वहां संक्रामक बीमारियां फैलने की सूचना मिल रही है। लोगों को संक्रामक बीमारियों से बचाने के लिए स्वास्थ्य विभाग की टीमें काम कर रही हैं। सलमान हैदर, आकाशवाणी समाचार, गौरखपुर।

बम्बई शेयर बाजार में आज वृद्धि का रूख है। शुरूआती कारोबार में ही सेन्सेक्स करीब ३१३ अंक उछल गया। मुद्रास्फीति में वृद्धि तथा एशियाई बाजारों में कमजोर रूख के बावजूद, फंडों की लिवाली से बाजार में तेज+ी आई। पिछले दो सत्रों में सेन्सेक्स लगभग आठ सौ तीस अंक की बढ़त ले चुका है। अब से कुछ देर पहले यह १११ अंक की वृद्धि के साथ १६ हजार ७८९ था।
नेशनल स्टाक एक्सचेंज के निफ्टी नें भी सवेरे लगभग ११२ अंक की छलांग लगायी। अब से थोड़ी देर पहले यह २१ अंक बढ़कर ५ हजार २२ पर था।
एशिया के प्रमुख बाजारों में आज गिरावट का रूख रहा। हांगकांग के हैंगसेंग में शून्य दशमलव एक-छह प्रतिशत और जापान के निक्केई में शून्य दशमलव आठ-नौ प्रतिशत की गिरावट रही। अमरीका का औद्योगिक सूचकांक कल एक दशमलव शून्य-तीन प्रतिशत की गिरावट के साथ बंद हुआ।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया १९ पैसे मजबूत हुआ। एक डॉलर की कीमत ४५ रूपये ८९ पैसे बोली गयी।

नेपाल में माओवादी यूनाइटेड कम्युनिस्ट पार्टी ऑफ नेपाल ने हथियारों के कंटेनरों की चाबियां विशेष समिति के सदस्यों को सौंप दी हैं। माओवादी प्रमुख पुष्पकमल दहल ने प्रधानमंत्री के नेतृत्व वाली विशेष समिति के साथ बुधवार को हुए फैसले के मद्देनजर कल माओवादियों के वरिष्ठ कमांडरों के साथ इस सिलसिले में बातचीत की। पीपल्स लिबरेशन आर्मी- पी.एल.ए. के प्रवक्ता चन्द्र प्रकाश खनाल ने बताया कि सभी डिविजनों को निर्देश दिए गए हैं कि वे अपनी छावनियां, लड़ाकू और सभी कंटेनर विशेष समिति के अधीन कर दें।
इस बीच, पार्टी उपाध्यक्ष मोहन वैद्य के नेतृत्व वाले माओवादी गुट ने इस फैसले को रद्द करने की मांग की है। उन्होंने इसके विरोध में आज सुबह एक घंटे के लिए वाहनों की हड़ताल भी की।
नेपाल में करीब सात छावनियों और २१ कैम्पों में करीब १९ हजार माओवादी लड़ाकू हैं और उनके पास लगभग तीन हजार ४०० हथियार हैं। २००६ में हुए व्यापक शांति समझौते के तहत विशेष समिति को माओवादी पीपल्स लिबरेशन के कार्यकर्ताओं के पुनर्वास और उनसे जुड़े मामलों की देखरेख का काम सौंपा गया है।
अमरीका ने यू.पी.सी.एन. माओवादी द्वारा हथियारों के कंटेनरों की चाबियां विशेष समिति को सौंपने के फैसले का स्वागत किया है। नेपाल स्थित अमरीकी दूतावास ने इसे एक महत्वपूर्ण कदम बताते हुए आशा व्यक्त की कि इस फैसले से शांति प्रक्रिया को पूरा करने में सहायता मिलेगी।

पेरिस में कल आयोजित सम्मेलन में ६० देशों के नेताओं ने जहां लीबिया के नये विद्रोही नेताओं से मुलाकात कर उन्हें सहायता देने की पेशकश की, वहीं लीबिया के शासक कर्नल मुअम्मार गद्दाफी ने एक बार फिर से चेतावनी भरा संदेश जारी किया है। रूस, चीन और अल्जीरिया भी लीबिया में विद्रोहियों की नई सरकार को साहयता देने पर सहमत हो गए हैं। इस बीच, संयुक्त राष्ट्र महासचिव बान जी मून ने कहा है कि वे लीबिया में मानवीय संकट से निपटने और पुनर्निर्माण कार्यों के लिए संयुक्त राष्ट्र सुरक्षा परिषद के साथ काम करेंगे। कर्नल गद्दाफी ने ४२ साल पहले कल ही के दिन लीबिया की सत्ता पर नियंत्रण किया था।
इस बीच, सिरते शहर की घेराबंदी करने वाले विद्रोहियों ने कर्नल गद्दाफी के वफादारों को आत्मसमर्पण के लिए बातचीत करने के वास्ते सप्ताह भर का समय दिया है।
उधर, गद्दाफी ने एक ऑडियो संदेश जारी कर कहा है कि वे लम्बे अर्से तक छापामार युद्ध लड़ने को तैयार है। यह संदेश उनके एक समर्थक टीवी चैनल ने जारी किया है। कर्नल गद्दाफी का अब तक कुछ अतापता नहीं चल सका है।

तुर्की की विमान कम्पनी टर्किश एयरवेज का एक विमान आज तड़के मुम्बई के छत्रपति शिवाजी अन्तर्राष्ट्रीय हवाई अड्डे पर उतरते हुए रन-वे से फिसल गया। यह विमान इस्ताम्बुल से मुम्बई आ रहा था और उसमें ९७ यात्री थे। भारतीय हवाई अड्डा प्राधिकरण ने आकाशवाणी को बताया है कि सभी यात्री और चालक दल के कर्मचारी सुरक्षित हैं और किसी को कोई चोट नहीं आयी। इस घटना के बाद तत्काल सभी आपात उपाय किए गए। हवाईअड्डे के मुख्य रन-वे को थोड़ी देर के लिए बंद करना पड़ा।
इस कारण कुछ दूसरी उड़ानों के संचालन में कुछ देरी हुई।

सरकार, देश में अवैध खनन रोकने के लिए जल्दी ही एक नया विधेयक लाएगी। खनन मंत्री दिनशा पटेल ने आज लोकसभा में पूरक प्रश्नों के उत्तर में बताया कि सतत विकास की रूपरेखा इस विधेयक पेश की जाएगी। उन्होंने बताया कि पर्यावरण को नुकसान पहुंचने की आशंका में न्यायालय के निर्देशों के अनुसार चार सौ तिरेपन खानें बंद की गई हैं। उन्होंने बताया कि इस से १५ हजार से ज्यादा मजदूरों पर असर पड़ा है। उन्होंने यह भी कहा कि खनन, राज्यों का विषय है और रॉयल्टी के मुद्दे पर राज्य सरकारों के साथ बातचीत की जाएगी।

Opposition BJP today disrupted proceedings in both the Houses of Parliament on the issue of appointment of the Lokayukta in Gujarat. The Lok Sabha was adjourned till 2 PM as the papers were being laid. Members trooped into the well in support of their demand seeking the recall of the Gujarat governor. The Rajya Sabha witnessed four adjournments on the issue with the members pressing for action against the governor. When the house re-assembled after the third adjournment in the afternoon, the opposition continued to press for their demand leading to its adjournment till 2.30 hrs. The opposition had stalled proceedings in both the houses on Wednesday on the same issue.

A delegation of BJP MPs today met the President Mrs. Pratibha Devi Singh Patil at Rashtrapati Bhawan. The delegation led by senior BJP leader L K Advani handed over a memorandum to the president seeking removal of Gujarat Governor for appointing Lokayukta without consultation with the state government. Talking to reporters after handing over the memorandum to the President, the BJP leaders said that the action is against the convention and constitution. Leaders of opposition in Lok Sabha and Rajya Sabha Mrs. Sushma Swaraj and Mr. Arun Jaitley were part of the delegation.

The government today made it clear that elections to the Shiromani Gurudwara Prabandhak Committee (SGPC) will be held as per schedule. Making a statement in the Lok Sabha, Home Minister P Chidambaram said that the government has not endorsed the view of the senior counsel. Mr. Chidambaram asserted that the government has not withdrawn any notification. Earlier, the Senior Counsel Harbhagawan Singh had informed the Punjab and Haryana High Court that the Centre has decided to withdraw the October 2003 notification debarring Sehajdhari Sikhs from exercising their franchise in the SGPC elections. Responding to queries by members in the Rajya Sabha, Mr Chidambaram said that his ministry is in close touch with the Punjab government and will find out from the counsel the reasons for making such a statement. He assured the members that corrective action will be taken.

The Lok Sabha will not take up the impeachment motion against Justice Soumitra Sen. Talking to reporters outside Parliament; Minister of State for Parliamentary Affairs Rajiv Shukla said that there is no need for any further discussion on the matter as Justice Sen has already resigned from his post. Our Correspondent reports that Justice Sen resigned from the Calcutta High Court yesterday and had sent his resignation to President Mrs Pratibha Devi Singh Patil. The Rajya Sabha had passed the impeachment motion against Justice Sen on the 18th of last month. Justice Sen was charged with misappropriation of funds to the tune of over 24 lakh rupees.

The government has released more than four thousand crores rupees to the States for providing adequate health care and medical facilities in the backward and tribal areas under National Rural Health Mission, NRHM. Replying to supplementaries in the Lok Sabha today, the Union Minister for Health and Family Welfare Ghulam Nabi Azad said that 264 districts have been identified for focussed attention under the mission. The minister said 461 districts in different states have been equipped with more than 1500 mobile medical units to provide health care services to unserved and under served areas. Giving the details Mr. Azad said that community ownership of health facilities has been promoted by constituting about five lakh village health sanitation and nutrition committees. The Minister said that health care infrastructure has been strengthened under the NRHM by taking up new construction and upgradation of public health facilities. He said the centre has provided 70 thousand crore rupees to the States under the mission during the 11th five year plan for infrastructure development.

The government today assured the Lok Sabha that funds will be provided to the farmers for tapping renewable energy sources to operate water pumps for irrigation purpose. Replying to supplementaries, the New and renewable Energy Minister Dr. Farooq Abdhulla said that the government has taken several measures to facilitate private sector participation in setting up renewable energy projects. It includes fiscal and financial incentives such as concessions in Excise and Custom duties. He said the government has initiated Jawahar Lal Nehru National Solar Mission last year to enable large scale capital investment in solar energy application. He said the centre has provided more than 550 crore rupees to the states during the last 3 years for new and renewable power generation projects.

The Government has said that a number of measures are being undertaken to encourage the children belonging to Scheduled Casts and Scheduled Tribes to enroll and continue their education. In a written reply in the Rajya Sabha today, the Minister for Human Resource Development Mr. Kapil Sibal said that these children are entitled to one set of textbooks and two sets of uniforms under the Sarva Shiksha Abhiyan, the SSA, provided that textbooks and uniforms are not already being supplied from the State Budgets. He said the SSA also provides for 75 percent seats in Kasturba Gandhi Balika Vidyalayas, KGBVs, for girls belonging to SC/ST, other backward classes and Minority communities. In addition, SSA provides for a district Innovation Fund, under which States are encouraged to undertake context specific interventions for such children.

The Minister further informed that SSA monitors the progress of the scheme in 61 districts with more than 25 percent SC population and in 109 districts with more than 25 percent ST population. He said this is as per Census 2001, specifically with reference to new schools, additional classrooms and teacher posts sanctioned.

The government will soon bring a new legislation to curb illegal mining across the country. Replying to supplementaries in the Lok Sabha today, the Minister of Mines Dinsha Patel said that sustainable development framework will be incorporated in the proposed bill. He said that seven principles including incorporating environmental and social sensitivities in decision on leases and strategic assessment in key mining regions are included in the framework. He said that community development, resettlement and mine closure and post closure issues will be addressed in the proposed bill. He informed the House that a total of 453 mines have been closed by court directions on account of environmental hazards. He said that due to closure of mines more than 15 thousand mining labourers have been affected. The Minister informed that his ministry has advised the state governments to review mining operations so that there is no adverse effect on the environment. He said that the mining is a state subject and the matter of royalties has to be taken up by the state governments.

There is an overall reduction in train accidents attributable to human failure. It has come down from 161 in 2003-2004 to 59 in 2010-11. In a written reply in the Rajya Sabha today, the Minister of Railways Mr. Dinesh Trivedi however admitted that human failure still continues to be one of the major causes of train accidents. He said, development of manpower, regular training and improvement in working conditions is being pursued by Indian Railways with all seriousness to prevent accidents.

The Minister asserted that safety is accorded the highest priority by Indian Railways and all possible steps are undertaken on a continuing basis to prevent accidents and to enhance safety. These include timely replacement of over-aged assets, adoption of suitable technologies for up gradation and maintenance of track, rolling stock, signaling and interlocking systems and safety drives.

The Centre has said that the use of insecticide Endosulfan has been banned in the country by the Supreme Court in May this year. In a written reply in the Rajya Sabha today, the Minister of Agriculture, Mr. Sharad Pawar said that the Apex Court has banned the production, sale and use of Endosulfan. A Joint Committee has also been appointed by the Apex Court to conduct a scientific study on the question whether the use of Endosulfan would cause any serious health hazard to human beings and would cause environmental pollution. The Committee has also been directed by the Court to suggest alternatives to Endosulfan.

The Minister informed the House that Endosulfan is a broad spectrum insecticide approved for use in the country for several crops. He said that alternative pesticides to Endosulfan are available, but costlier. He said, some of them are categorized as more hazardous and also more toxic to honey bees.

The Supreme Court today agreed to hear the plea of Maharashtra government against the acquittal of the two accused in the 26/11 Mumbai terror attack. A bench headed by Justice Aftab Alam, observed that having regards to the seriousness of the matter, the apex court is issuing notice but the Maharashtra Government has a weak case. The bench issued notice to Faheem Ansari and Sabauddin Ahmed, the alleged Indian conspirators of the 26/11 Mumbai terror attack. The court, however, refused to pass any order on Ajmal Kasab, the sole convict in the case, when the state government pleaded that his letter to the Supreme Court challenging his death sentence should be tagged with this appeal.

The Maharashtra government had filed the plea challenging the Bombay High Court's February 21 order upholding the acquittal of Ansari and Ahmed by the trial court. The two were acquitted for want of corroborative evidence.

The CBI has told the Supreme Court that the probe in the 2G spectrum allocation scam has shown violation of norms during the NDA regime when late Pramod Mahajan and Arun Shourie were the Telecom Ministers and said that the then Finance Minister Jaswant Singh would be examined. The agency also told the court that the element of coercion by Dayanidhi Maran, who was the Telecom Minister between May 2004 and May 2007, has not been revealed during the investigation so far into his alleged role in connection with the sale of Aircel to Malaysia-based Maxis group.

The agency, which yesterday filed a fresh status report on its probe, said that it was investigating the allocation of spectrum during 2001 to 2007 when Mahajan, Shourie and Maran were the Telecom Ministers. It informed the court that the probe in this regard would be completed by the end of this month.

An unidentified militant was killed and two Army soldiers were injured in an encounter in Kupwara district of Kashmir today. Defence Spokesman Lt Colonel J S Brar said, the gun battle broke out between militants and security forces in Wuder Bala area of Handwara, 95 kms from Srinagar, in the wee hours after the Army launched a search operation in the area. He said two soldiers sustained minor injuries during the operation, which was still in progress when reports last came in.

In Bihar, no case of polio has been detected in the state during the last one year. AIR Patna correspondent reports that the last P-1 polio case was reported in August 2010 under Dhaka block in East Champaran district of the state. P-3 polio case was last detected in February 2010. State Health Minister Ashwani Kumar Choubey told AIR that the state government has intensified polio eradication campaign in 41 high risk blocks of the state with regular vaccination.

The water level in the rivers is receding in most of the flood affected districts in Uttar Pradesh. The situation in one of the worst affected Gonda district has improved. Several people are suffering from water -borne diseases in flood affected areas. According to state relief commissioner team of doctors and para medical staffs are put on a high alert. Preventive medicines including chlorine tablets and anti dehydration mixtures are being provided to people. Two hundred and seventy two medical teams are working in these areas and about eighty thousand flood affected people have been treated by the doctors so far. The Coconut Development Board presented national awards to 15 persons and institutions that have excelled in coconut farming in the country. This year Pankaj Das of Hajo village in Assam has been selected as the best coconut farmer among the north-eastern states. The awards were presented by Assam Chief Minister Tarun Gogoi. In Assam, around a hundred coconut processing units are to be set up under Coconut Technology Mission during the 12^{th Plan period. Reacting to today's statement of Union Home Minister, P.Chidambaram, Shiromany Akalidal President Sukhbir Singh Badal wondered how an advocate can give such a statement in the court. He said the advocate told the court that Home Ministry has withdrawn the notification of 2003 to which right to vote to Sehajdhari Sikhs was withdrawn.

संसद में विपक्षी भारतीय जनता पार्टी ने आज दोनों सदनों में कार्यवाही नहीं चलने दी। लोकसभा दो बजे तक और राज्यसभा को दिन भर के लिए स्थगित किया गया। विपक्ष ने दोनों सदनों में गुजरात में लोकायुक्त की नियुक्ति का मामला उठाया। उत्तेजित सदस्य बार-बार सदन के बीचोंबीच आ जाते और गुजरात के राज्यपाल को वापस बुलाने की मांग करते। प्रश्नकाल के बाद लोकसभा की बैठक स्थगित कर दी गई। राज्यसभा में बैठक को पांच बार स्थगित करना पड़ा और इसके बाद बैठक को दिन भर के लिए स्थगित कर दिया गया।
इसके साथ ही भारतीय जनता पार्टी सांसदों के एक प्रतिनिधिमंडल ने राष्ट्रपति भवन में राष्ट्रपति प्रतिभा देवी सिंह पाटील से मुलाकात की। प्रतिनिधिमंडल ने गुजरात सरकार से सलाह लिए बिना लोकायुक्त की नियुक्ति को लेकर गुजरात के राज्यपाल को हटाये जाने की मांग की।

इस बीच, कांग्रेस ने आज भारतीय जनता पार्टी पर आरोप लगाया कि वह गुजरात के राज्यपाल के संवैधानिक अधिकार को नकार रही है। गुजरात विधानसभा में विपक्ष के नेता शक्ति सिंह गोहिल ने नई दिल्ली में संवाददाताओं से कहा कि राज्य का १९८६ का लोकायुक्त अधिनियम राज्यपाल को ये अधिकार देता है कि वह भ्रष्टाचार के विरोध में निगरानी तंत्र की नियुक्ति करे।

सरकार ने आज विपक्ष पर आरोप लगाया कि वह संसद की कार्यवाही में जानबूझ कर बाधा डाल रहा है। संसदीय मामलों के मंत्री पवन कुमार बंसल ने नई दिल्ली में कहा कि वर्तमान अधिवेशन में अब तक कुल २४ विधेयकों में से सात पारित किये जा सके हैं। उन्होंने कहा कि सरकार इस सत्र के बाकी बचे समय में ज्यादा से ज्यादा विधेयकों को लायेगी। श्री बंसल ने ये स्पष्ट नहीं किया कि अधिवेशन को बढ़ाया जायेगा अथवा नहीं?

खाद्य और उपभोक्ता मामलों के मंत्री के.वी. थॉमस ने कहा है कि अनाज भंडारण की क्षमता बढ़ाने के लिए कई उपाय किये जा रहे हैं। लोकसभा में ध्यानाकर्षण प्रस्ताव पर बहस का जवाब देते हुए प्रो. के.वी. थॉमस ने सदन को बताया कि अगले वर्ष मार्च तक ३० लाख टन की अतिरिक्त भंडारण क्षमता उपलब्ध हो जायेगी। श्री प्रो. थॉमस ने सदन को आश्वासन दिया कि अब खाद्यान्नों को सड़ने नहीं दिया जायेगा। उन्होंने राज्यों से कहा कि वे खाद्यान्न के भंडारण की अतिरिक्त क्षमता बनाने के लिए नाबार्ड से वित्तीय सहायता प्राप्त करें।
एफसीआई गोदामों में खाद्यान्नों को होने वाले नुकसान को ढाई प्रतिशत से कम करके शून्य दशमलव सात प्रतिशत तक ला दिया गया है। एफसीआई के सारे गोदामों को कंप्यूटरीकृत किया गया है। हर दिन इन गोदामों के आंकड़ों पर नजर रखता हूं। निजी और सार्वजनिक भागीदारी के तहत योजना तैयार की है जिसके तहत एक करोड़ ५३ लाख टन की अतिरिक्त क्षमता बनाई जायेगी।

संसद ने राष्ट्रीय अध्यापक शिक्षा परिषद संशोधन विधेयक २०११ पारित कर दिया है। लोकसभा में इसे ध्वनिमत से पारित किया गया। राज्यसभा इसे पहले ही पारित कर चुकी है। विधेयक पर चर्चा में भाग लेते हुए अधिकतर सदस्यों ने शिक्षा में अधिक गुणवत्ता और मूल्यों की जरूरत पर जोर दिया। उन्होंने सरकार से शिक्षक-छात्र अनुपात घटाने की भी अपील की। चर्चा का जवाब देते हुए मानव संसाधन मंत्री कपिल सिब्बल ने कहा कि विधेयक को लागू करते समय सदस्यो के सुझावों को ध्यान में रखा जाएगा।

कलकत्ता उच्च न्यायालय के न्यायधीश सौमित्र सेन के त्यागपत्र को राष्ट्रपति प्रतिभा देवी सिंह पाटील ने आज न्याय विभाग को भेज दिया है। ये त्यागपत्र सही स्वरूप में नहीं है। नियमों के अनुसार त्यागपत्र आवेदनकर्ता की अपनी लिखावट में होना चाहिए। सरकारी सूत्रों ने आज बताया कि राष्ट्रपति ने त्यागपत्र को न्याय विभाग को एक नोट के साथ भेजा है जिसमें कहा गया है कि फैक्स किये गए त्यागपत्र को स्वीकार नहीं किया जा सकता।
श्री सौमित्र सेन के खिलाफ अगले सोमवार को लोकसभा द्वारा महाभियोग की कार्रवाई शुरू होनी निर्धारित है। राज्यसभा पहले ही श्री सेन के खिलाफ प्रस्ताव पारित कर चुकी है। सेन पर ३३ लाख तेईस हजार रूपये के दुरूपयोग का आरोप है।

उच्चतम न्यायालय ने दिल्ली पुलिस से कहा कि वह उस धन के स्रोत का पता लगाये जिसे कुछ सांसदों ने २००८ में लोकसभा में विश्वास मत से पहले कथित रूप से रिश्वत के लिए इस्तेमाल किया था।
दिल्ली पुलिस को धन के स्रोत का पता लगाने के लिए कहने के अलावा न्यायमूर्ति आफताब आलम और न्यायमूर्ति आर.एम. लोढा की खंडपीठ ने इस मामले पर आगे निगरानी रखने से इंकार कर दिया। न्यायालय ने कहा कि वोट के बदले नोट मामले में आरोप पत्र पहले ही दाखिल किया जा चुका है।

असम सरकार ने पश्चिम बंगाल, ओडीशा, झारखंड और बिहार से माओवादियों की घुसपैठ को रोकने के लिए हाई अलर्ट घोषित किया है। मुख्यमंत्री तरूण गोगोई ने आज दिसपुर में संवाददाता सम्मेलन में यह बात कही। उन्होंने दावा किया कि राज्य के कुछ हिस्सों में प्रतिबंधित गुट उल्फा की मदद से माओवादी अपनी गतिविधियां चला रहे हैं। श्री गोगोई ने कहा कि केन्द्र और उल्फा के वार्ता समर्थक गुट के बीच औपचारिक वार्ता का दूसरा दौर कल नई दिल्ली में शुरू होगा।

जम्मू कश्मीर में पाकिस्तानी सेना ने नियंत्रण रेखा पर एक बार फिर संघर्ष विराम का उल्लंघन किया है। रक्षा विभाग के एक प्रवक्ता ने श्रीनगर में बताया कि पाकिस्तानी सैनिकों ने केरन और माचिल सेक्टरों में हल्के हथियारों से दो दो बार हमले किए। भारतीय सैनिकों ने भी जवाबी गोलीबारी की। दोनों ओर से किसी के हताहत होने की खबर नहीं है।

सी बी आई ने आमदनी से अधिक सम्पत्ति के सिलसिले में आज लोकसभा अध्यक्ष के सचिव ए पी पाठक के परिसरों की तलाशी ली। केन्द्रीय सतर्कता आयोग ने आय से अधिक सम्पत्ति के इस मामले को सी बी आई को भेजा था।
इस बीच, लोकसभा अध्यक्ष के कार्यालय ने बताया है कि पाठक को लोकसभा अध्यक्ष के कार्यालय से तत्काल प्रभाव से हटा दिया गया है।

सरकार ने स्पष्ट किया कि शिरोमणि गुरूद्वारा प्रबन्धक कमेटी के चुनाव निर्धारित कार्यक्रम के अनुसार होंगे। आज लोकसभा में वक्तव्य देते हुए गृहमंत्री पी० चिदम्बरम ने कहा कि सरकार ने वरिष्ठ अधिवक्ता हरभगवान सिंह के विचारों की पुष्टि नहीं की है। उन्होंने कहा कि सरकार ने कोई अधिसूचना वापस नहीं ली है।
ग्रह मंत्रालय ने श्री हरभगवान सिंह को कोई वकालतनामा नहंी दिया है। ना ही सरकार के ८ अक्टूबर २००३ के अधिसूचना वापस लेने के बारे में बयान का उन्हें कोई अधिकार है। सरकार यह भी स्पष्ट करना चाहती है कि सरकार के पास अधिसूचना ८ अक्टूबर २००३ को वापस लेने का कोई प्रस्ताव भी नहीं है। मैं यह भी कहूंगा कि शिरोमणी गुरूद्वारा प्रबंधक कमेटी के चुनाव तय समय पर ही होंगे।
इससे पहले वरिष्ठ अधिवक्ता हरभगवान सिंह ने पंजाब और हरियाणा उच्च न्यायालय को सूचित किया था कि केन्द्र ने अक्टूबर २००३ की अधिसूचना वापस लेने का फैसला किया है, जिसमें शिरोमणि गुरूद्वारा प्रबन्धक कमेटी के चुनावों में सहजधारी सिखों के वोट देने का अधिकार है।

भारत और बंगलादेश प्रधानमंत्री मनमोहन सिंह की आगामी बंगलादेश यात्रा के दौरान हस्ताक्षर किये जाने वाले समझौते की रूपरेखा तैयार कर रहे हैं। दोनों देशों के बीच आपसी सहयोग के लिए यह दृष्टि-पत्र का काम करेगा। आकाशवाणी संवाददाता से विशेष बातचीत में बंगलादेश की प्रधानमंत्री शेख हसीना के अन्तर्राष्ट्रीय मामलों के सलाहकार डॉ. गौहर रिज+वी ने कहा कि तीस्ता नदी जल बंटवारे के अंतरिम समझौते पर हस्ताक्षर होने की दोनों पक्षों को उम्मीद है। उन्होंने ऊर्जा क्षेत्र में आपसी सहयोग पर भी बल दिया।
हम एक ऐसा दायरा विकसित करना चाहते हैं जहां पर हम बराबर के भागीदार हों हम मिलकर अपनी परियोजनाओं पर काम कर सकें और जो बिजली बनाई जाये उससे हमें मिलजुलकर फायदा पहुंचे और दूसरा हम यह भी चाहेंगे कि बंगलादेश की बिजली ग्रीड समस्त भारतीय ग्रीड के साथ जोड़ी जाये ताकि हम बिजली बाजार में ज्यादा सक्षम और सुनिश्चित हो सकें।

सरकार ने हिंद महासागर में चीन की बढ़ती उपस्थिति को देखकर अंडमान निकोबार द्वीप समूह और लक्षद्वीप में सुरक्षा बढ़ा दी है। गृहमंत्री पी. चिदंबरम ने आज नई दिल्ली में कहा कि सरकार इन द्वीपों के सामरिक महत्व को जानती है इसलिए इन दोनों द्वीप समूहों में सुरक्षा बढ़ा रही है। सरकारी विज्ञप्ति के अनुसार गृहमंत्री ने कहा है कि अंडमान निकोबार द्वीप में एक संयुक्त कमान गठित की गई है। उन्होंने कहा कि चीन, भारत के पड़ोसी देशों म्यामां, श्रीलंका और पाकिस्तान में बंदरगाहों का निर्माण कर रहा है ये बात भारत सरकार के ध्यान में है।

मुम्बई शेयर बाजार में आज लगातार तीसरे दिन तेजी का दौर रहा और सेंसेक्स १४५ अंक बढकर सोलह हजार ८२१ के स्तर पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफटी भी ३९ अंक बढ़कर पांच हजार चालीस के स्तर पर बंद हुआ। मुद्रा बाजार में रूपये में आज ३१ पैसे की बढोतरी हुई और एक डालर ४५ रूपये ७९ पैसे के स्तर पर दर्ज हुआ। दिल्ली सर्राफा बाजार में आज सोना स्टेन्डर्ड ३८५ रूपये की बढत से २७ हजार ९१५ रूपये प्रति दस ग्राम के स्तर पर दर्ज हुआ। चांदी भी सात सौ रूपये के उछाल से ६४ हजार पांच सौ रूपये प्रति किलोग्राम के स्तर पर दर्ज हुई।

The opposition BJP today stalled the proceedings in both the Houses of Parliament. The Lok Sabha was adjourned till 2 PM and the Rajya Sabha for the day. The opposition raised the issue of appointment of the Lokayukta in Gujarat in the two houses. Agitated members repeatedly trooped into the well seeking recall of the Gujarat governor. The Lok Sabha was adjourned after the question hour after the papers were laid in the din. The Rajya Sabha witnessed five adjournments on the issue before the house was adjourned finally for the day. In a related development, a delegation of BJP MPs met the President Mrs. Pratibha Devi Singh Patil at Rashtrapati Bhawan. The delegation sought the removal of the Gujarat Governor for appointing the Lokayukta without consultation with the state government.

The resignation of Calcutta High Court judge Justice Soumitra Sen ,against whom the impeachment process has been initiated in Parliament, has been referred to the Department of Justice by the President Mrs.Pratibha Devisingh Patil today as it was not in the proper format . Justice Sen had faxed his resignation to the President yesterday. According to the rules, the letter needs to be in his own handwriting and not in copy form. The Lok Sabha is scheduled to take up impeachment proceedings against Justice Soumitra Sen next Monday. The Rajya Sabha has already passed the motion .

The Supreme Court today asked the Delhi Police to trace the source of money used to allegedly bribe some parliamentarians ahead of a confidence vote in the Lok Sabha in 2008. While asking police to trace the source of the funds, a bench of justices Aftab Alam and R M Lodha, however, refused to monitor the case further, saying the charge sheet in what is known as the cash-for-vote scam has already been filed in the court. Former Chief Election Commissioner J M Lyngdoh on whose plea the apex court had issued a slew of directions in the scam pleaded the matter should not be disposed of and the apex court keep the matter pending. The Delhi Police also assured the bench that the probe will be completed within four weeks.

The Supreme Court today agreed to hear the plea of the Maharashtra government against the acquittal of the two accused in the 26/11 Mumbai terror attack. A bench headed by Justice Aftab Alam,issued notice to Faheem Ansari and Sabauddin Ahmed, the alleged Indian conspirators of the 26/11 Mumbai terror attack. The bench however ,observed that the Maharashtra Government has a weak case. The duo was acquitted for want of corroborative evidence.

The CBI told the Supreme Court that the probe in the 2G spectrum allocation scam has shown violation of norms during the NDA regime when late Pramod Mahajan and Arun Shourie were the telecom ministers and said the then Finance Minister Jaswant Singh would be examined. The agency also told the court that the element of coercion by Dayanidhi Maran, who was the Telecom Minister between May 2004 and May 2007, has not been revealed during the investigation so far into his alleged role in connection with the sale of Aircel to Malaysia-based Maxis group.

Fighting has broken out in Sudan's Blue Nile state between the Sudanese army and forces loyal to the State's Governor Malik Agar. Mr. Aga is head of the main opposition party SPLM-North and a former rebel commander with links to the newly independent state of South Sudan. The Supreme Court today directed the army to reinstate 11 short service commission women officers who had been released after completion of 14 years in service. A two judge bench also said the order reinstating them would be subject to the outcome of the appeal filed by the army against the March 12, 2010 judgment of the Delhi High Court. The high court had earlier directed it to grant permanent commission to 11 serving women officers, who had filed a petition.
