राष्ट्रीय जांच एजेंसी ने दिल्ली उच्च न्यायालय परिसर के बाहर कल हुए विस्फोट की जांच शुरू कर दी है। इस विस्फोट में ग्यारह लोगों की मृत्यु हो चुकी है और ७४ घायल हैं। जांच के लिए एक उप महानिरीक्षक के नेतृत्व में बीस सदस्यीय दल गठित किया गया है। अपराधियों की धरपकड़ के लिए जबरदस्त छानबीन चल रही है। दिल्ली पुलिस ने प्रत्यक्षदर्शियों से मिली जानकारी के आधार पर संदिग्ध व्यक्तियों के स्केच जारी किए हैं। राष्ट्रीय जांच एजेंसी के प्रमुख शरद चन्द्र सिन्हा ने बताया है कि एजेंसी विस्फोट के लिए हरकत-उल-जिहादी इस्लामी के कथित दावे की छानबीन कर रही है।

हूजी के मेल के बारे में अभी कुछ कहना बहुत जल्दबाजी होगी पर हां उस मेल पर गंभीरता से विचार करना होगा क्योंकि हूजी एक बहुत बड़ा आतंकी संगठन है जिसके निशाने पर भारत है।

गृहमंत्री पी चिदम्बरम्‌ ने कहा है कि गुजरात में राष्ट्रीय फोरेंसिक प्रयोगशाला के विशेषज्ञ घटनास्थल की बारीकी से जांच कर रहे हैं और महत्वपूर्ण प्रमाण देने वाली विस्तृत फॉरेंसिक जांच रिपोर्ट आज मिलने वाली है। श्री चिदम्बरम ने दिल्ली के अस्पतालों का भी दौरा किया।
गृह मंत्रालय में आंतरिक सुरक्षा सचिव यू के बंसल ने पत्रकारों से कहा कि विस्फोट में करीब दो किलोग्राम विस्फोटक इस्तेमाल किया गया था। शुरूआती फोरेंसिक रिपोर्ट से संकेत मिलते है कि विस्फोटक नाइट्रेट वाले हो सकते है और इसमें पीईटीएन के तत्व शामिल होने की भी आशंका है।

देशभर में सभी राज्यों से कहा गया है कि वे चौकसी बढ़ा दें और एहतियाती उपाय करें। प्रधानमंत्री डॉक्टर मनमोहन सिंह ने ढाका से लौटने के तुरंत बाद राम मनोहर लोहिया अस्पताल जाकर घायलों का हालचाल पूछा।
प्रधानमंत्री ने अपने राष्ट्रीय राहत कोष से मृतकों के निकट संबंधियों के लिए दो-दो लाख रुपए और गम्भीर रूप से घायलों के लिए एक-एक लाख रुपए की अनुग्रह राशि देने की स्वीकृति दी है।
दिल्ली सरकार ने भी मृतकों के निकट संबंधियों के लिए चार-चार लाख रुपए और स्थायी रूप से अक्षम हुए लोगों के लिए दो-दो लाख रुपए देने की घोषणा की है। गम्भीर रूप से घायलों को एक-एक लाख रुपए दिए जाएंगे, जबकि जिन नाबालिग लोगों की मृत्यु हुई है, उनके परिवारों को डेढ़-डेढ़ लाख रुपए दिए जाएंगे।

प्रधानमंत्री डॉ० मनमोहन सिंह ने कहा है कि दिल्ली उच्च न्यायालय के बाहर हुए आतंकवादी हमले के बारे में कुछ सुराग मिले हैं, लेकिन फिलहाल ये कहना जल्दबाजी होगी कि इसके पीछे किस गुट का हाथ है।
डॉ० सिंह ने यह बात कल रात ढाका से नई दिल्ली लौटते समय अपने साथ मौजूद पत्रकारों से कही। प्रधानमंत्री ने सभी राजनीतिक दलों से आग्रह किया कि आपसी विवाद और दोषारोपण करने के बजाय आतंकवाद से निपटने के लिए मिलकर काम करें।

अंतर्राष्ट्रीय समुदाय ने दिल्ली उच्च न्यायालय परिसर के बाहर कल हुए आतंकवादी हमले की निंदा की है। संयुक्त राष्ट्र महासचिव बान की मून ने इस हमले की कड़ी निंदा करते हुए कहा कि नागरिकों पर ऐसे बर्बर हमलों को किसी भी सूरत में सही नहीं ठहराया जा सकता। अमरीका ने इस जघन्य अपराध को अंजाम देने वालों के खिलाफ कार्रवाई करने में हर संभव मदद की पेशकश की है।
ब्रिटेन के विदेश मंत्री विलियम हेग ने इस विस्फोट को कायराना हमला करार देते हुए कहा कि उनका देश आतंकवाद के हर रूप का मुकाबला करने में भारत का साथ देने को प्रतिबद्ध है।
ऑस्ट्रेलिया के प्रधानमंत्री ने आशंका व्यक्त की है कि यह साजिश आम लोगों को ज्यादा से ज्यादा नुकसान पहुंचाने के इरादे से रची गई थी। इसरायल ने भी इस विस्फोट की निंदा की है।
इस्राइल ने भी दिल्ली उच्च न्यायालय को निशाना बनाकर किये गए विस्फोट की निंदा की है।
पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी और प्रधानमंत्री यूसुफ रजा गिलानी ने पीड़ित परिवारों, भारत सरकार और भारतीय जनता के प्रति गहरी संवेदना व्यक्त की है।
बांग्लादेश की प्रधानमंत्री शेख हसीना ने भी इस बर्बर घटना की निंदा की है।

दिल्ली, गाजियाबाद और नोएडा तथा गुड़गांव में कल देर रात ११ बजकर २८ मिनट पर मध्यम तीव्रता के भूकंप के झटके महसूस किये गए।
पृथ्वी विज्ञान मंत्रालय के सचिव शैलेश नायक और भारतीय मौसम विभाग के महानिदेशक अजित त्यागी ने पीटीआई को बताया कि भूकंप की तीव्रता रिक्टर पैमाने पर ४ दशमलव २ मापी गयी। भूकंप का केन्द्र सोनीपत में था। भूकंप के झटके १० सेंकण्ड से भी कम समय तक महसूस किये गये। किसी के हताहत होने की खबर नहीं है।

भारत और बांग्लादेश आपसी व्यापार बढ़ाने के लिए सभी बाधायें हटाने और रेल, बंदरगाह तथा सड़क सम्पर्क सुधारने पर सहमत हो गए हैं। बांग्लादेश की दो दिन की सफल यात्रा के बाद स्वदेश लौटते समय विशेष विमान में प्रधानमंत्री डॉ० मनमोहन सिंह ने कहा कि दोनों देशों के बीच हुए व्यापक समझौतों का दोनों देशों के समग्र विकास पर दूरगामी और रचनात्मक प्रभाव पड़ेगा। डॉ० मनमोहन सिंह ने आशा व्यक्त की कि भारत-बांग्लादेश सीमा पर माल और लोगों की अवैध आवाजाही अब रुक जाएगी।
तीस्ता नदी जल बंटवारे पर गतिरोध का जिक्र करते हुए इस मुद्दे पर सभी सम्बद्ध पक्षों के बीच चर्चा जारी रहने का आश्वासन देते हुए प्रधानमंत्री ने कहा कि पश्चिम बंगाल का हित उनकी पहली प्राथमिकता है। उन्होंने बताया कि असम, मिजोरम, मेघालय, और त्रिपुरा को विभिन्न मुद्दों पर हुए समझौतों से बहुत लाभ होगा। इन राज्यों की सीमा बांग्लादेश से लगी है।
डॉ० मनमोहन सिंह ने बताया कि वे बांग्लादेश में विपक्ष की नेता खालिदा जिया और जातीय पार्टी के नेता एच एम इरशाद से मिले ताकि ये बता सकें कि भारत, बांग्लादेश के साथ गहरी मित्रता चाहता है।
प्रधानमंत्री के साथ गए हमारे संवाददाता का कहना है कि दो दिन की ढाका यात्रा के दौरान प्रधानमंत्री और उनके शिष्टमंडल के सदस्यों ने बहुत सार्थक विचार-विमर्श किया।

प्रधानमंत्री ने कहा कि उनकी व्यक्तिगत भावनाएं बांग्लादेश से जुड़ी हुई हैं क्योंकि उसकी आजादी के बाद तत्कालीन प्रधानमंत्री इंदिरा गांधी ने उन्हें बंग बंधु शेख मुजिबुर्रहमान से मिलने के लिए ढाका भेजा था। कल जब वो ढाका विश्वविद्यालय में भाषण दे रहे तो उन्होंने विश्वविद्यालय के शिक्षकों और छात्रों के मुक्ति आंदोलन और पाकिस्तान द्वारा उन पर ढाए गए जुल्म और उनकी शहादत को याद किया। प्रधानमंत्री की बारह वर्षों बाद हुई द्विपक्षीय यात्रा इस मामले में एतिहासिक है कि कई ऐसे मुद्दों पर समझौते हुए जिनमें से कई का तय होना मुश्किल लग रहा था। सलमान हैदर आकाशवाणी समाचार दिल्ली।

सरकार ने कल भूमि अधिग्रहण, राहत और पुर्नवास विधेयक २०११ लोकसभा में पेश किया। यह सौ वर्ष से अधिक पुराने कानून का स्थान लेगा। ये विधेयक जमीन मालिकों को अधिक मुआवजे सहित बेहतर ढांचे की पेशकश करता है और १८९४ के कानून में आमूल-चूल बदलाव का आधार तैयार करता है।

ऐसे संकेत हैं कि स्थाई समिति द्वारा जांच पड़ताल के बाद सरकार इस विधेयक को शीतकालीन अधिवेशन में पारित कराने की कोशिश कर सकती है।

गुजरात उच्च न्यायालय ने राज्य में लोकायुक्त की नियुक्ति के मामले में उच्च न्यायालय के सेवानिवृत्त न्यायाधीश, न्यायमूर्ति आर ए मेहता और उच्च न्यायालय के महापंजीयक तथा मुख्य न्यायाधीश के प्रधान निजी सचिव को नोटिस जारी कर २१ सितम्बर तक जवाब दाखिल करने को कहा है। राज्यपाल द्वारा लोकायुक्त की नियुक्ति किये जाने से संबद्ध मामले पर दाखिल याचिका की सुनवाई करते हुए उच्च न्यायालय ने ये नोटिस जारी किये। मामले की अगली सुनवाई २१ सितम्बर को होगी।
हमारे अहमदाबाद संवाददाता ने खबर दी है कि गुजरात की राज्यपाल डॉ. श्रीमती कमला ने न्यायमूर्ति मेहता को २५ अगस्त को गुजरात का लोकायुक्त नियुक्त किया था।

गुजरात के बाढ़ग्रस्त कच्छ जिले में राहत और बचाव कार्य तेज हो गए हैं। आधिकारिक सूत्रों के हवाले से हमारे भुज संवाददाता ने खबर दी है कि पीड़ितों को खाने के पैकेट, पीने का पानी और दवाइयां बटवाई गई। भुज शहर के कई स्थानों पर पानी निकालने के पम्प लगाए गए हैं। भुज और आसपास के गांवों में अतिरिक्त चिकित्सा और स्वास्थ्यकर्मी भेजे गए हैं।

रूस में एक विमान हादसे में आइस हॉकी के ३६ खिलाड़ियों और अधिकारियों सहित ४२ लोगों की मौत हो गई है। मरने वालों में रूस और स्वीडन स्लोवाकिया और चैकगणराज्य सहित विभिन्न यूरोपीय देशों के शीर्ष अंतर्राष्ट्रीय खिलाड़ी शामिल है। केवल दो ही लोग जीवित बच सके। यह सभी लोग कॉन्टीनेन्टल हॉकी लीग के एक मैच में हिस्सा लेने के लिए एक चार्टड विमान से मिन्स्क जा रहे थे, लेकिन उड़ान भरने के कुछ देर बाद ही यह विमान दुर्घटनाग्रस्त हो गया। हादसे के कारण पता नहीं चल सके हैं। रूसी अधिकारियों ने जांच शुरू कर दी है।

The National Investigation Agency, NIA, has started probe into the blast outside the Delhi High Court premises that left 11 people dead and 74 injured. A 20 member team headed by a DIG is conducting the investigations. A massive manhunt and combing operation has been launched to bring the perpetrators of the blast to book. Delhi Police has released the sketches of the suspects based on the deion given by the eye witnesses. NIA Chief Sharad Chandra Sinha has said that the agency is probing the reported claim of Harkatul Jehadi Islami for the blast.

NIA has constituted a special investigation team headed by a DIG to investigate the case. It could be very pre-mature to make any comment from the Huji mail at this stage but that mail has to be looked at seriously. Huji is a very prominent terrorist group among whose targets India is one.

Home Minister P. Chidambaram has said detailed forensic report carrying critical evidence on the blast outside Delhi High Court is expected today. He said that experts in bomb blast who have been called from Forensic Laboratory, FSL, Gujarat are closely examining the blast site and are likely to come up with critical evidence regarding the nature of the blast soon. The Prime Minister visited RML hospital immediately after his arrival from Dhaka last night and met the blast victims admitted there.

The Home Minister also met the blast victims admitted in RML hospital. Talking to reporters he said that he has spoken to relatives of the injured and assured them that the doctors conveyed that best possible medical attention would be given to every injured.

The number of people who died in the blasts remains at 11 while those injured are 74. 17 persons were discharged after first aid from the Delhi High Court dispensary that makes it 91 injured persons. Four of the injured are reported to be in a critical condition.

Secretary Internal Security in the Home Ministry U.K. Bansal told reporters that about two kilogram of explosives were used in the blast and the explosives used could be nitrate based.

Preliminary forensic reports indicate that the explosive could be nitrate based and some traces of PETN are also suspected.

A nationwide alert has been sounded in the wake of the blast. All the states have been asked to step up vigil and take precautionary measures.

The Prime Minister has sanctioned an ex-gratia of two lakh rupees each from the Prime Minister’s National Relief Fund to the next of kin of the persons deceased in the blast. He has also announced one lakh rupees each to those who got seriously injured in the incident.

The Delhi Government has also announced a compensation of 4 lakh rupees to the next of the kin of those killed in the blast while those permanently incapacitated will get 2 lakh rupees. Apart from that, those seriously injured in the blast will get one lakh rupees while in case of any death of minor, the family will get 1.5 lakh rupees.

The Prime Minister Dr Manmohan Singh has said there are some leads to the terror attack outside Delhi High Court but it is too early to say which group is behind the incident. He was talking to mediapersons on board last night on his return from Dhaka to New Delhi last night.

Replying to a question about a sense of insecurity among the people since the 26/11 Mumbai terror attacks, Dr. Singh said the government had put in place several mechanisms and innovative measures but there are obviously unresolved problems and weaknesses in the system and the terrorists are taking advantage of that.

He said the government must work hard to plug those weaknesses. The Prime Minister called upon the political parties to end mutual bickering and mutual recriminations and work together to combat the problem of terrorism.

The world community has condemned the terror attack at the Delhi High Court that caused heavy casualties. United Nations Secretary-General Ban Ki Moon strongly condemned the bomb attack. The Secretary-General reiterates his firm stance that there is no justification for indiscriminate violence against civilians. He expresses his solidarity with the Government and people of India.

Nations across the world also condemned the Delhi High Court bomb blast. The US has offered every possible assistance to help bring the perpetrators of the heinous crime to justice.

The Gujarat high court has issued notices to retired high court judge R. A. Mehta and registrar general of high court and the principal private secretary to the Chief Justice over the appointment of Lokayukta in the state. Hearing the petition over the appointment of Lokayukta by the Governor, the high court asked for a reply from all the respondents to clear their stand on the issue by 21^st September. The next hearing in this case was fixed on 21st September.

AIR Ahmedabad Correspondent reports that the Governor Dr Shrimati Kamla had appointed Justice Mehta as Lokayukta on 25th August, which the state government had challenged in the high court. The State Government had amended its petition recently and removed the Governor's name as one of the respondents on instruction of the High Court.

The government has introduced Land Acquisition, Rehabilitation and Resettlement Bill, 2011 in the Lok Sabha to replace a more than 100 year old Act. It proposes to give a much better deal, including higher compensation, to landowners, and sets the stage for a radical overhaul of the 1894 Act.

The bill aims at ensuring among other things, a humane, participatory, informed, consultative and transparent process for land acquisition. Among other things, the bill makes it mandatory for private parties buying 50 acres in urban areas to file intimation with the district collectors on the intent to buy the land, the purpose of purchase and the particulars of the land to be bought. It has also been ensured that consent of at least 80 per cent of the project affected families is to be obtained through a prior informed process. Its rehabilitation and resettlement provisions will apply when private companies buy land for a project - more than 100 acres in rural areas, or more than 50 acres in urban areas.

An earthquake of medium intensity jolted Delhi and its satellite towns late last night. The tremors were felt across Delhi and its adjoining satellite towns of Ghaziabad and Noida in Uttar Pradesh and Gurgaon in Haryana at 11:28 pm.

Dr. A.K. Shukla, DDG, IMD told reporters that the intensity was 4.2 and the epicenter was Sonepat,"

It is 4.2 magnitude earthquake of slight intensity. Time was 11 hours 28 minutes and the epicenter is in near Delhi Haryana border in some around Sonepat district. This is a slight magnitude earthquake so we do not expect any damage from this earthquake.

The quake sent shivers among citizens who ran out of the high-rise buildings. The tremors were felt for less than ten seconds. There were no immediate reports of any casualty. The fire brigade and police said they have not received any immediate calls of casualty or damage.

In Madhya Pradesh, Mr. Ramnaresh Yadav will take over as the new governor of the state today. Acting Chief Justice of Madhya Pradesh high court Sushil Harkuli will administer the oath of office to him at the Raj Bhavan in Bhopal. Mr. Yadav will replace incumbent governor Rameshwar Thakur.

India and Bangladesh have agreed to remove all barriers and improve infrastructure like road, port and rail links for enhancing bilateral trade. This was agreed after a two-day successful visit by Prime Minister Manmohan Singh.

During his visit, Dr.Singh announced to remove 46 textiles lines, of interest to Bangladesh, from India's negative list for the least developed countries under the South Asia Free Trade Area Agreement (SAFTA).

Import duties on these items from Bangladesh will be eliminated with immediate effect.

Dr Singh and Bangladesh Prime Minister Sheikh Hasina reviewed the progress of bilateral trade.

Talking to media onboard the special aircraft after completion of his two-day state visit, Dr. Manmohan Singh has said that wide ranging agreements between New Delhi and Dhaka will have far reaching and positive impact on overall development of the two countries. Dr. Singh said, the two countries were successful in signing an umbrella agreement on diverse fields which include not only infrastructure, land connectivity, settlement of long pending issues of enclaves and adversely possessed land but also on cultural and academic cooperation. Dr Manmohan Singh said that he sincerely hope that the illegal migration of men and material across the Indo-Bangla border becomes a thing of past. Talking about the deadlock on the Teesta river water sharing issue he said there remained some misunderstanding on the part of both the State and Centre and one learns from one’s mistake. Assuring continued discussion on the matter between all the stakeholders, the PM said that the interest of west Bengal will be his top priority. He said Assam, Mizoram, Meghalaya and Tripura, that share borders with Bangladesh are going to achieve from the agreement signed on a variety of issues.

He said, during his visit to Dhaka he met the Opposition leader Khalida Zia and Jatiyo Party leader H.M Ershad to underline his intention that New Delhi is interested in a deep rooted friendship with Dhaka. He said full potential in the field of overall regional development can not be achieved if South Asian countries do not work in harmony. More from our correspondent:

The paper adds that the legal fraternity has blamed the Delhi Police for their indifference even after the failed bomb attack in May in the same court. दिल्ली उच्च न्यायालय विस्फोट की जिम्मेदारी लेने वाले हूजी के ई-मेल के बारे में जांच के बाद जम्मू कश्मीर पुलिस ने किश्तवाड़ में पांच लोगों को हिरासत में ले लिया है। हमारे जम्मू संवाददाता ने बताया है कि क्षेत्र के पुलिस उपमानिरीक्षक के नेतृत्व में एक टीम और कुछ कंप्यूटर विशेषज्ञों ने इन लोगों से कई घंटे तक पूछताछ की। यह पता लगा था कि यह ई-मेल किशतवाड़ जिले से भेजा गया था जो कभी हूजी उग्रवादियों का गढ़ हुआ करता था।
राष्ट्रीय जांच एजेंसी ने इस विस्फोट के अपराधियों के बारे में जानकारी देने के लिए पांच लाख रूपये के ईनाम की घोषणा की है। केंद्रीय गृह सचिव आर के सिंह ने आज नई दिल्ली में कहा कि इस विस्फोट में कीलों के इस्तेमाल से उसका असर अधिक हुआ और हताहतों की संख्या भी अधिक रही। श्री सिंह को विस्फोट की प्राथमिक फोरेंसिक रिपोर्ट भी मिल गई है।
इस बीच मुम्बई और दिल्ली में मीडिया को एक और ई-मेल मिला है। बताया जाता है कि यह ई-मेल इंडियन मुजाहिदीन द्वारा भेजा गया है, जिसमें उसने दिल्ली उच्च न्यायालय के विस्फोट की जिम्मेदारी ली है। इस ई-मेल में कहा गया है कि किसी शापिंग माल में एक और धमाका किया जायेगा। सूत्रों का कहना है कि इस मामले में हरसंभव सावधानी बरती जा रही है इस ई-मेल के भेजे जाने की जगह के बारे में पता लगाया जा रहा है तथा अगर जरूरत हुई तो सेवा प्रदाता से भी संपर्क किया जायेगा।
नई दिल्ली में आंतरिक सुरक्षा सचिव यू के बंसल ने कहा कि एजेंसियां इस ई-मेल की गंभीरता से जांच कर रही हैं।
जो ई-मेल कल प्राप्त हुई थी। उसका कुछ कनेक्शन कश्मीर से होना पाया जा रहा था। उस मसले में आगे तफशील जम्मू और कश्मीर पुलिस की मदद से कराई जा रही है। कुछ पोलिटिक्स साईंस के विशेषज्ञ जो हैदराबाद और गांधीनगर से बुलाये गये थे उन्होंने आज घटनास्थल का पुनः मुआयना किया और घटना स्थल से उनको कुछ नई वस्तुएं प्राप्त हुई है, जिसका की संबंध इस विवेचना से हो सकता है, उसकी गहराई से छानबीन की जा रही है।
राष्ट्रीय जांच एजेंसी प्रमुख एस सी सिन्हा ने आज दिल्लीके पुलिस आयुक्त बी के गुप्ता से मुलाकात की और इस विस्फोट की जांच की औपचारिकताओं के बारे में चर्चा की।
एन आई ए अधिकारियों की एक टीम ने दिल्ली पुलिस की विशेष शाखा के अधिकारियों से बातचीत की। सरकार ने विस्फोट की जांच की जिम्मेदारी कल एन आई ए को सौंपी थी जिसने जांच के लिये बीस सदस्यों की एक टीम गठित की है।
इस बीच, इस विस्फोट में मरने वालों की संख्या बारह हो गयी है। एक व्यक्ति की आज सुबह मौत हो गयी थी। ९१ लोग घायल हैं और इनमें से कुछ के अंग काटने पड़ सकते हैं।
केंद्रीय गृह मंत्री ने आज सुबह रिसर्च एंड एनेलिसिस विंग -रॉ, इंटेलीजेंस ब्यूरो और राष्ट्रीय जांच एजेंसी के प्रमुखों की एक बैठक में सुरक्षा स्थिति की समीक्षा की।

इस बीच, कल हुए आतंकी बम विस्फोट के बाद सुरक्षा के प्रबन्ध कड़े कर दिए गए हैं। दिल्ली पुलिस के प्रवक्ता ने बताया कि मुख्य बाजारों में सुरक्षाबलों की संख्या बढ़ा दी गई है और सी सी टी वी कैमरों के जरिये संदिग्ध व्यक्तियों पर नजर रखी जा रही है। मेट्रो स्टेशनों, रेलवे स्टेशनों, अंतर्राज्जीय बस अड्डों, महत्वपूर्ण भवनों और भीड़भाड़ वाले स्थानों पर पुलिस चौकसी बढ़ा दी गई है।

कांगे्रस अध्यक्ष सोनिया गांधी आज अमरीका से इलाज कराने के बाद स्वदेश वापस आ गई है। नई दिल्ली पहुंचने पर उन्होंने उन लोगों के प्रति आभार व्यक्त किया, जिन्होंने उनके तेजी से स्वस्थ होने की कामना की थी। कांग्रेस महासचिव जनार्दन द्विवेदी ने कहा कि श्रीमती सोनिया गाधंी ने दिल्ली उच्च न्यायालय बम विस्फोट पर गहरा दुःख व्यक्त किया।

आज सुबह कांग्रेस अध्यक्ष श्रीमति सोनिया गांधी वापिस आ गई है। उन्होंने कल दिल्ली में हाईकोर्ट में जो बम बलास्ट हुआ, उसपर चिंता और दुःख व्यक्त किया है। साथ ही जिन लोगों ने अपने परिवार जनों को खोया है या जो लोग घायल हुए है उनके प्रति अपनी हार्दिक संवेदना व्यक्त की है।

मॉनूसन सत्र के अन्तिम दिन आज संसद के दोनों सदनों की कार्यवाही अनिश्चितकाल तक के लिए स्थगित कर दी गई। लोकसभा अध्यक्ष मीरा कुमार ने लोकपाल पर अच्छी बहस की प्रशंसा की। उन्होंने कहा कि प्रश्नकाल बहुमूल्य होता है। भविष्य में इसमें बाधा डालने की किसी भी कोशिश की अनुमति नहीं दी जा सकती। श्रीमती कुमार ने बताया कि सत्र में बिजली की मांग और आपूर्ति, तेलंगाना, एयर इंडिया की वित्तीय स्थिति, अनाज भंडारण क्षमता जैसे महत्वपूर्ण जनहित के मुद्दों पर चर्चा हुई। सत्र में सदन की २६ बैठकें हुईं।

सरकार ने मानसून सत्र में संसदीय प्रक्रिया में बाधा डालने के लिए विपक्ष की कड़ी आलोचना की है। आज नई दिल्ली में संसदीय कार्य मंत्री पवन कुमार बंसल ने कहा कि विपक्षी सदस्यों द्वारा बार-बार बाधा डालने से कई महत्वपूर्ण विधेयक पारित नहीं हो सके।

श्री बंसल ने कहा कि वे आश्चर्यचकित हैं कि भारतीय जनता पार्टी की भ्रष्टाचार के खिलाफ राष्ट्रव्यापी मुहिम छेडने की योजना है जबकि उसके कुछ नेता भ्रष्टाचार में बुरी तरह डूबे हुए हैं।

भारतीय जनता पार्टी वोट के बदले नोट घोटाले का विरोध करने के लिए देशव्यापी भ्रष्टाचार विरोधी अभियान शुरू करेगी। पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी ने नई दिल्ली में कहा कि इस अभियान में अच्छे शासन और राजनीति को साफ-सुथरा बनाने पर भी बल दिया जाएगा। उन्होंने कहा कि संसद में नोटों के प्रदर्शन के बिना वोट के बदले नोट घोटाले की प्रमाणिकता स्थापित नहीं हो सकती थी।
इस मुद्दे पर भाजपा के दो पूर्व सांसद फिलहाल जेल में हैं, उनका बचाव करते हुए श्री आडवाणी ने कहा कि वे इसकी नैतिक जिम्मेदारी लेते हैं।

एक करोड़ रूपये अपने घर में ले जाकर के और आकर के संसद में पटक दिये। ऐसा मैं नहीं कह सकता कि मुझे पता नहीं था और अगर मुझे लगता है कि ये जो कुछ कर रहे हैं वो गलत कर रहे है तौ मैं जरूर रोकता उनको और इसलिए मैने सोचा था कि कल ही आकर के मैं इस सवाल को उठाकर के कहूंगा कि अगर ये सरकार इन लोगों को जो विसिंस ग्लोवर्स है और जिन्होंने एक प्रकार से लोकतंत्र की बहुत बड़ी सेवा की है। उसको अपराधी मानते है तो इनसे बड़ा अपराधी मैं हूं।

मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि भ्रष्टाचार से संबंधित मुद्दे उठाना भारतीय जनता पार्टी के लिए ठीक नहीं है, क्योंकि उसकी विश्वसनीयता काफी गिर गई है। पार्टी नेता निलोत्पल बसु ने कहा कि अवैध खनन में बेल्लारी बंधुआ के शामिल होने के बाद से पार्टी की छवि काफी धूमिल हुई है।

दिल्ली की एक अदालत ने तिहाड़ जेल के अधिकारियों से राज्यसभा सांसद अमरसिंह के स्वास्थ्य की स्थिति पर रिपोर्ट मांगी है। अमरसिंह को २००८ में वोट के बदले नोट मामले में मंगलवार को न्यायिक हिरासत में भेजा गया था।

नियंत्रक और महालेखा परीक्षक - कैग - की रिपोर्ट में सरकार से एयर इंडिया की जरूरतें पूरी करने के लिए तुरंत हस्तक्षेप करने और उसे सहायता पैकेज देने को कहा गया है। आज लोकसभा में पेश कैग की रिपोर्ट में कहा गया है कि सरकार, शेयर पूंजी के जरिए, सीधे सहायता से या उदार शर्तों पर ऋण के रूप में सहायता दे सकती है।
नियंत्रक और महालेखा परीक्षक ने एयर इंडिया और इंडियन एयरलाइंस के विलय के लिये भी नागरिक विमानन मंत्रालय की खिंचाई की है।
रिपोर्ट में कर्ज में डूबी एयरइंडिया के लिये एक सौ ग्यारह विमान खरीदने के मंत्रालय के फैसले पर आपत्ति की गयी है और कहा गया है कि विमान खरीदने से एयरलाइंस का कर्ज काफी अधिक बढ गया है।
केंद्रीय मंत्री प्रफुल्ल पटेल ने सीए जी की रिपोर्ट में किसी को दोषी ठहराये जाने के आरोप का खंडन किया है। श्री पटेल के पास पहले नागरिक उड्डयन मंत्रालय का प्रभार था। उन्होंने बताया कि एयर बसें खरीदने का फैसला एयरलाइन की निर्णय लेने की व्यापक प्रक्रिया के तहत लिया गया था।

खाद्य मुद्रास्फीति की दर दहाई से इकाई अंक में आ गई है। २७ अगस्त को समाप्त सप्ताह में यह नौ दशमलव पांच पांच प्रतिशत हो गई। इससे पहले के सप्ताह में यह दस दशमलव शून्य पांच प्रतिशत थी। पिछले साल इसी अवधि में यह १४ दशमलव सात-छह प्रतिशत थी।

वित्तमंत्री प्रणब मुखर्जी ने आशा व्यक्त की कि त्यौहारों के बाद मुद्रास्फीति में फिर से कमी आएगी। २७ अगस्त को समाप्त हुए सप्ताह में खाद्य मुद्रास्फीति में कमी पर श्री मुखर्जी ने कहा कि मौजूदा वित्तवर्ष के अन्त तक मुद्रास्फीति में कमी की उम्मीद है, लेकिन उन्होंने गैर खाद्य पदार्थों के मूल्यों में तेजी को चिंता का विषय बताया।

रूपया आज तीन पैसे कमजोर हुआ एक डॉलर का मुल्य ४६ रूपये २० पैसे रहा।

राजधानी के सर्राफा बाजार में आज सोना ९५ रुपये महंगा होकर २७ हजार ९१५ रुपये प्रति दस ग्राम पर जा पहुंचा। चांदी भी एक हजार एक सौ रुपये बढ़कर ६४ हजार एक सौ रुपये प्रति किलो पर पहुंच गई।

Five persons have been detained by Jammu and Kashmir police in Kishtwar after investigations traced the HuJI e-mail claiming responsibility for Delhi High Court blast. Our Jammu correspondent reports that a police team led for the DIG of the area along with some computer experts questioned the detained people by several hours. It was traced that the e-mail was sent from Kishtwar district, once a hub of HuJi militants.

The NIA has announced a reward of five lakh rupees for any information from the general public about the blast culprits. Home Secretary RK Singh today said in New Delhi that shrapnel was used in the blast to maximise the impact and casualties. Yesterday, officials had claimed that shrapnel was not used in the blast as it was carried out using penta erythritol tetra nitrate (PETN), which is a plastic explosive. Mr.Singh has also received the preliminary forensic report on the blast.

Meanwhile ,another mail has been received by media houses in Mumbai and Delhi purportedly written by Indian Mujahideen who claimed responsibility for the Delhi High Court blasts .The mail claimed that another blast will take place at a shopping mall. Sources said as of now nothing was being left to chance and the origin of the mail was being ascertained and, if need be, the service provider would also be contacted. Talking to reporters in New Delhi secretary internal security U.K.Bansal said ,the agencies are seriously examining the purported IM email.

Union Home Minister P Chidambaram chaired a meeting of the chiefs of the Research and Analysis Wing, Intelligence Bureau and NIA this morning to review the security situation. Meanwhile, the death toll in the blast has risen to 12 after a victim succumbed to his injuries early this morning.

Mrs.Gandhi, who returned to Delhi this morning from the US after undergoing surgery, expressed her condolence to the affected families. Both the Houses of Parliament have been adjourned sine die today on the last day of the monsoon session. In her valedictory remarks in the Lok Sabha, the Speaker, Mrs. Meira Kumar said 14 Bills were passed in the Session and 11 others introduced.Mrs. Meira Kumar said that the House sat late for 18 hours and 25 minutes and lost 51 hours and six minutes due to disruptions. 63 Standing Committee Reports were also placed on the table. The session had 26 sittings. In his valedictory remarks in the Rajya Sabha, the Chairman Mohammed Hamid Ansari regretted that the monsoon session was characterized by frequent interruptions and disturbances. He said no business whatsoever was transacted for 10 days.

The government has strongly criticized the opposition for crippling the Parliamentary proceedings in the monsoon session. Briefing media persons in New Delhi today, Parliamentary Affairs Minister Pawan Kumar Bansal observed the output in the session was less than the expectation. Mr. Bansal regretted that several significant bills could not be passed due to frequent disruptions by the opposition members.

The BJP will launch a nation-wide anti-corruption campaign to protest against the Cash for Vote scam. Talking to reporters in New Delhi, senior party leader, Mr. L K Advani said the campaign will also focus on ensuring good governance and clean politics. He said the authenticity of the cash for vote scam could not have been established without flouting currency notes in Parliament. Defending Ex BJP MPs who are currently in jail on the issue, Mr. Advani said that he owns a moral responsibility and he should also be jailed.

A Delhi court today directed Tihar jail authorities to submit a report on Rajya Sabha MP Amar Singh's health condition. Singh was remanded to judicial custody on Tuesday in cash-for-vote case. The Special Judge also asked prison authorities to apprise her of the conditions in which the high-profile politician is being kept in jail after a brief hearing on Singh's bail plea seeking relief on health grounds.

The Comptroller and Auditor General, has called for immediate government intervention and a bailout package to fullfill the requirements of Air India. In its report tabled in Parliament today, the CAG said that intervention can be in the form of equity infusion, outright grant and soft loans as per the requirements of the airline. The Auditor general has recommended a total hands-off approach by the government. It has recommended professional management of the airlines and asked the government to provide it with a level playing field. The Comptroller and Auditor General has also pulled up the Ministry of Civil Aviation on the merger of the two erstwhile state-run carriers, Air India and Indian Airlines. It has termed the merger as ill-timed and not in accordance with the need of the airlines.

The report also found faults in the Ministry's decision to acquire 111 planes for Air India through debt. It said that the aircraft acquisition has contributed to the airlines massive debt liability.

Union Minister Mr. Praful Patel who was earlier holding the charge of the Civil Aviation Ministry has dismissed the charge that the CAG has indicted anybody in its report tabled in the Lok Sabha today. Food inflation fell to a single-digit at 9.55 per cent for the week ended August 27 after breaching the double-digit mark in the previous week. Food inflation, as measured on the basis of the Wholesale Price Index (WPI), stood at 10.05 per cent in the previous week. The rate of price rise of food items was 14.76 per cent in the corresponding week of 2010. As per data released by the government today, prices of pulses fell by 1.56 per cent year-on-year, while wheat became cheaper by 1.04 per cent during the week ended August 27. However, other food items became more expensive during the week under review. The fall in food inflation could be attributed to a moderation in the rate of price rise of some of the items on a week-on-week basis, even though they continued to go up.

The government has decided to lift a ban on wheat exports and put a ban on onion exports to control its rising prices.

The decision to open wheat exports was taken by the empowered Group of Ministers EGoM on food, headed by Finance Minister Pranab Mukherjee in the wake of record production and storage problem. Talking to reporters in New Delhi, the Union Minister of State for Food and Consumers Affairs, Mr K.V Thomas said that his ministry will stop export of wheat and non-basmati rice once shipments reaches two million tonnes each.

Supreme Court has held that rules of reservation like SC,ST, OBC quota would not apply to upgradation of posts in Government establishments as the benefit could be extended only to promotional posts. A two judge bench quashed the concurrent rulings of the Central Administrative Tribunal (CAT), Chennai branch and the Madras High Court that rules of reservation would apply even to upgradation of posts.
