श्रीमती पाटील ने कहा कि भारत स्विटजरलैंड को अपना एक महत्त्वपूर्ण सहयोगी मानता है।

दोनों नेताओं ने विश्वशांति और सुरक्षा के लिए गंभीर खतरा बने अंतर्राष्ट्रीय आतंकवाद के महत्त्वपूर्ण मुद्दे पर भी विचार विमर्श किया। श्रीमती पाटिल ने कहा कि दोनों देशों को इस चुनौती से निपटने के लिए मिलकर काम करना चाहिए।
मैं इस बात पर जोर देना चाहता हूं कि यह निचला स्तर है। यह योजना आयोग का विचार नहीं है कि गरीबी रेखा आम आदमी के लिए उचित मानक है। वास्तव में इस गरीबी रेखा का निर्धारण वर्ष १९७३-७४ में किया गया था।
इससे पहले, आयोग ने उच्चतम न्यायालय में एक हलफनामा दाखिल किया था, जिसमें गरीबी की रेखा के आकलन का मानदंड बताया गया था। इसके अनुसार पांच लोगों के परिवार के लिए शहरी क्षेत्रों में प्रतिदिन ३२ रूपए प्रति व्यक्ति और ग्रामीण इलाकों में २६ रूपए प्रति व्यक्ति आय वाले लोगों को गरीबी की रेखा से नीचे नहीं मानने की बात कही गई थी।
श्री अहलुवालिया ने ग्रामीण विकास मंत्री जयराम रमेश के साथ नई दिल्ली में एक संवाददाता सम्मेलन में कहा कि गरीबी की रेखा से नीचे के लोगों के लिए तेंदुलकर समिति के मानदंड १९७३-७४ के आंकड़ों पर आधारित हैं।
श्री जयराम रमेश ने कहा कि सरकार यह सुनिश्चित करेगी कि कोई भी गरीब परिवार केंद्र की सहायता से चलाई जा रही योजनाओं के लाभ से वंचित न रहे।
अब हम स्पष्ट रूप से यह कह रहे हैं कि योजना आयोग द्वारा किए गए राज्यवार निर्धनता आकलन और ग्रामीण विकास तथा अन्य कार्यक्रमों के तहत लाभार्थियों के चयन के बीच कोई तालमेल नहीं है।
श्री करजई की यात्रा के दौरान दोनों देश एक महत्वपूर्ण समझौते पर भी हस्ताक्षर करेंगे। हमारे संवाददाता ने बताया है कि अफगास्तिान की मौजूदा स्थितियों के संदर्भ में राष्ट्रपति करजई की भारत यात्रा का विशेष महत्व है।

बिहार के पूर्व मुख्यमंत्री भागवत झा आजाद का आज सवेरे नई दिल्ली में निधन हो गया। परिवार के सूत्रों ने बताया कि श्री आजाद ने तड़के तीन बजे अंतिम सांस ली। वे नवासी वर्ष के थे। उनका अंतिम संस्कार आज दोपहर नई दिल्ली के लोधी रोड़ शमशान गृह में किया जायेगा।
उधर, बिहार के पंचायती राज और पिछड़ा वर्ग कल्याण मंत्री हरि प्रसाद साह का कल रात दिल्ली के अखिल भारतीय आयुर्विज्ञान संस्थान में मस्तिष्क आघात से निधन हो गया। वे ७४ वर्ष के थे।

राष्ट्रपति ने कहा कि पिछले १५ वर्ष में भारत और स्विटजरलैण्ड ने मिलकर सात हजार, आठ सौ से ज्यादा तकनीकी उद्यम लगाये हैं। स्विटजरलैण्ड के सहयोग से भारत में भारी इंजीनियरी, प्रिसिजन औजार, रसायन, औषधि, वस्त्र और सूचना प्रौद्योगिकी सेवा क्षेत्रों में करीब १७० संयुक्त उद्योग चल रहे हैं और कई सहायक कम्पनियां भी मौजूद हैं।

नई दिल्ली में आज सरकारी सूत्रों ने बताया कि भारत ने अपने शपथ पत्र में आश्वासन दिया है कि १९९३ के मुम्बई विस्फोटों के मामले में प्रमुख अभियुक्त सलेम पर ताजा आरोपों के आधार पर उन आरोपों के मुकाबले कम सजा की व्यवस्था है जिनके लिए उसका प्रत्यर्पण किया गया था। सूत्रों ने कहा कि भारत ने अपनी अपील में पुर्तगाल हाईकोर्ट के आदेश पर अमल रोकने को कहा है। लिज+बन हाईकोर्ट ने १९ सितम्बर को अबु सलेम का यह अनुरोध स्वीकार कर लिया था कि उसे पुतर्गाल वापिस भेज दिया जाये। सलेम पर १९९३ के मुम्बई विस्फोटों के मामले सहित ८ आपराधिक मामले चल रहे हैं।
बड़ी संख्या में शिया समुदाय के लोग बोलान मेडिकल कॉलेज पहुंचे और इस हमले के विरोध में प्रदर्शन किया। बाद में उत्तेजित प्रदर्शनकारियों ने जिस पर हमला हुआ था उसे आग लगा दी।

भारतीय जनता पार्टी पर लोकपाल मुद्दे का राजनीतिकरण करने का आरोप लगाते हुए श्री बंसल ने कहा भ्रष्टाचार के बारे में उसके रूख एकरूपता नहीं है। श्री बंसल ने अन्ना हजारे से आग्रह किया कि वे इस मुद्दे पर राजनीति करने की बजाय भ्रष्टाचार के विरूद्ध जागरूकता पैदा करें।
केन्द्रीय विधि मंत्री सलमान खुर्शीद ने लोकपाल विधेयक जल्दी पास कराने के लिए विपक्ष का समर्थन मांगा है। कांग्रेस प्रवक्ता राशिद अल्वी ने कहा है कि सरकार जल्दी से जल्दी लोकपाल विधेयक लाने के लिए प्रतिबद्ध है, जबकि भारतीय जनता पार्टी के प्रवक्ता रवि शंकर प्रसाद ने आरोप लगाया है कि सरकार का बिल पास कराने का कोई इरादा नहीं है। इससे पहले अन्ना हजार ने महाराष्ट्र में अपने पैतृक गांव में कहा था कि अगर केन्द्र सरकार संसद के शीतकालीन अधिवेशन में उनका जनलोकपाल विधेयक पारित नहीं करा पायी तो वे उन राज्यों में कांग्रेस के खिलाफ प्रचार करेंगे जहां चुनाव होना है। उन्होंने घोषणा की कि वे १३ से १५ अक्तूबर के बीच उत्तरप्रदेश, उत्तराखंड, पंजाब, गोआ और मणिपुर का दौरा करेंगे, जहां चुनाव होने वाले हैं।
मार्क्सवादी कम्युनिस्ट पार्टी और नेशनल पैन्थर्स पार्टी के सदस्यों ने इस विषय पर बहस करने की अनुमति देने का अनुरोध किया लेकिन अध्यक्ष ने इसकी अनुमति नहीं दी। सदन ने शोरगुल के बीच बिना किसी बहस के दो विधेयक पास कर दिये जिसके बाद अध्यक्ष ने सदन की बैठक् अनिश्चिकाल के लिए स्थगित कर दी।
निलंबित आईपीएस अधिकारी संजीव भट्ट को पिछले शुक्रवार को गिरफ्तार किया गया था। पुलिस के एक सिपाही के० डी० पंत ने झूठी गवाही देने और गलत तरीके से गिरफ्तारी का आरोप लगाते हुए भट्ट के खिलाफ एफआईआर दर्ज कराई थी। इसी के बाद श्री भट्ट को गिरफ्तार किया गया। पंत ने २००२ में गुजरात में हुए दंगों के समय गुप्तचर ब्यूरो में संजीव भट्ट के साथ काम किया था। श्री भट्ट ने इन दंगों के पीछे गुजरात के मुख्यमंत्री नरेन्द्र मोदी का हाथ होने का आरोप लगाया था। और उनका कहना है कि उनकी गिरफ्तारी राजनीतिक से प्रेरित है।
इस अवसर पर मानव संसाधन विकासमंत्री कपिल सिब्बल ने कहा कि सरकार बधिरों के लिए उच्च शिक्षा और अनुसंधान संस्थान स्थापित करेगी। साथ ही सरकार इस सिलसिले में सभी प्रकार के श्रवण उपकरण भी मुहैया करायेगी।
सूत्रों ने कहा है कि पूर्वी उत्तरप्रदेश में इस वर्ष एनसेफलाइटिस से पीड़ित दो हजार ४८० मरीजों को विभिन्न अस्पतालों में भर्ती कराया गया। इस समय तीन सौ से अधिक मरीजों का इलाज चल रहा है। हमारे संवाददाता ने खबर दी है कि राज्य सरकार ने इस बीमारी पर काबू पाने के लिए २२ करोड़ रूपये की राशि जारी है और कई दीर्घावधि उपाय किए हैं।

देश में नई राष्ट्रीय इलेक्ट्रोनिक नीति के अन्तर्गत जल्दी ही दो सौ समूहों में इलेक्ट्रोनिक उद्योग लगाए जायेंगे। केन्द्रीय संचार और सूचना टैक्नोलोजी मंत्री कपिल सिब्बल ने कल शाम इलेक्ट्रोनिक नीति का मसौदा जारी किया, जिसमें इस दशक में दो करोड़ ८० लाख रोजगार जुटाने का उद्देश्य है। श्री सिब्बल ने बताया कि २०२० तक देश का इलेक्ट्रोनिक बाजार बढ़कर चार खरब अमरीकी डॉलर हो जाने की उम्मीद है। राष्ट्रीय सुरक्षा बनाये रखने में इस नीति के महत्व की जानकारी देते हुए श्री सिब्बल ने कहा कि इससे रक्षा, परमाणु ऊर्जा और वैमानिकी क्षेत्रों के विकास को बढ़ावा मिलेगा। उन्होंने यह भी बताया कि सरकार भारतीय उद्योगों, वैज्ञानिकों और संगठनों को सुविधाएं देने वाले केन्द्रों को सहायता देगी।
उधर मुद्राबाजार में डॉलर के मुकाबले रूपया २९ पैसे कमजोर हुआ। एक डॉलर की कीमत ४९ रूपये ४४ पैसे बोली गयी।
किसानों का अग्र्रिम पंजीयन उनकी सुविधा के लिए शुरू किया गया है। केवल राजकीय किसानों की फसल भी न्यूनतम समर्थन मूल्य पर खरीदी जाएगी और अन्य राज्यों के लोग मध्यप्रदेश में अपनी उपज नहीं बेच पाएगे। उपार्जन प्रक्रिया शुरू होने पर पंजीकृत किसानों को एसएमएस भेजकर उनसे खरीदी के दिन आदि के बारे में जानकारी दी जाएगी। योजना का एक महत्वपूर्ण पहलू ये है कि सरकार को बेचे जाने वाली उपज की मात्रा के बारे में पहले से ही जानकारी रहेगी और उसके अनुसार व्यवस्थाएं की जा सकेंगी। राज्य सरकार ने अगले रबी मौसम में समर्थन मूल्य पर ६० लाख मीट्रिक टन गेंहू की खरीदी का लक्ष्य रखा है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

शहर की एक अदालत द्वारा सात दिन की रिमांड की पुलिस की याचिका खारिज किए जाने के बाद गुजरात के निलंबित पुलिस अधिकारी संजीव भट्ट को रविवार को साबरमती जेल भेज दिया गया था।
श्री बसंल ने भारतीय जनता पार्टी पर लोकपाल मुद्दे को राजनीतिक रंग देने का आरोप लगाते हुए कहा कि भ्रष्टाचार के बारे में भाजपा का एक जैसा रवैया नहीं रहा है। उन्होंने भ्रष्टाचार के खिलाफ मुहिम चला रहे अण्णा हजारे से अपील की कि वे इस मुद्दे को राजनीतिक रंग देने की बजाए भ्रष्टाचार के बारे में लोगों में चेतना जगाए।
कांग्रेस ने भी कहा कि वह एक मजबूत विधेयक पारित करने के लिए वचनबद्ध है।
उधर, भाजपा ने कहा कि वह एक मजबूत लोकपाल के पक्ष में है और इस मुद्दे पर उसका रुख हमेशा से स्पष्ट रहा है।
इस्लामी उग्रवादी संगठन अल शबाब के एक प्रवक्ता ने बी बी सी को बताया कि यह हमला उनके द्वारा किया गया है। मोगादिशु से अगस्त में अल शबाब के हटने के बाद से यह सबसे बड़ा हमला है। संयुक्त राष्ट्र के समर्थन वाली अंतरिम सरकार ने इस हमले की निंदा की है।

भारत और स्विट्जरलैंड ने एक सहमति पत्र पर हस्ताक्षर किए हैं जो वित्तीय और बहुत छोटे आर्थिक मुद्दों पर आदान-प्रदान के लिए एक उपयोगी मंच प्रदान करेगा। राष्ट्रपति प्रतिभा देवी सिंह पाटील ने स्विट्जरलैंड की राष्ट्रपति मिकेलिन कैमी रैंड के साथ बातचीत के बाद कहा कि आने वाले दशकों में भारत की प्राथमिकता निरंतर, तीव्र और समग्र विकास करना है। उन्होंने कहा कि दोनों देशों के बीच सहयोग कायम करने के अनेक अवसर है।श्रीमती पाटील ने श्रीमती रैंड और संघीय परिषद के अन्य सदस्यों के साथ बातचीत के दौरान भारत और स्विटजरलैंड के बीच आर्थिक और वित्तीय सहयोग पर भी चर्चा की।

योजना आयोग ने स्पष्ट किया है कि तेंदुलकर समिति के मानदंडों को, सब्सिडी वाले अनाज के आबंटन और गरीबी दूर करने के अन्य कार्यक्रमों का आधार नहीं बनाया जाएगा। आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया ने कहा कि सामाजिक-आर्थिक जाति जनगणना रिपोर्ट अगले वर्ष जनवरी तक तैयार हो जाएगी और इसे केंद्र की योजनाओं का आधार बनाया जाएगा। उन्होंने कहा कि योजना आयोग ने यह कभी नहीं कहा कि इन योजनाओं का लाभ केवल गरीबी की रेखा से नीचे के लोगों को दिया जाए।मैं इस बात पर जोर देना चाहता हूं कि यह निचला स्तर है। यह योजना आयोग का विचार नहीं है कि गरीबी रेखा आम आदमी के लिए उचित मानक है। वास्तव में इस गरीबी रेखा का निर्धारण वर्ष १९७३-७४ में किया गया था।
इससे पहले, आयोग ने उच्चतम न्यायालय में एक हलफनामा दाखिल किया था, जिसमें गरीबी की रेखा के आकलन का मानदंड बताया गया था। इसके अनुसार पांच लोगों के परिवार के लिए शहरी क्षेत्रों में प्रतिदिन ३२ रूपए प्रति व्यक्ति और ग्रामीण इलाकों में २६ रूपए प्रति व्यक्ति आय वाले लोगों को गरीबी की रेखा से नीचे नहीं मानने की बात कही गई थी।
श्री अहलुवालिया ने ग्रामीण विकास मंत्री जयराम रमेश के साथ नई दिल्ली में एक संवाददाता सम्मेलन में कहा कि गरीबी की रेखा से नीचे के लोगों के लिए तेंदुलकर समिति के मानदंड १९७३-७४ के आंकड़ों पर आधारित हैं।
श्री जयराम रमेश ने कहा कि सरकार यह सुनिश्चित करेगी कि कोई भी गरीब परिवार केंद्र की सहायता से चलाई जा रही योजनाओं के लाभ से वंचित न रहे।
अब हम स्पष्ट रूप से यह कह रहे हैं कि योजना आयोग द्वारा किए गए राज्यवार निर्धनता आकलन और ग्रामीण विकास तथा अन्य कार्यक्रमों के तहत लाभार्थियों के चयन के बीच कोई तालमेल नहीं है।

अफगानिस्तान के राष्ट्रपति हामिद करजई, भारत की दो दिन की यात्रा पर आज नई दिल्ली पहुंच रहे हैं। वे अफगानिस्तान में सुरक्षा की स्थिति के बारे में प्रधानमंत्री डॉ. मनमोहन सिंह के साथ व्यापक विचार विमर्श करेंगे। श्री करजई की भारत यात्रा के दौरान दोनों देश महत्वपूर्ण भागीदारी को और मजबूत करेंगें तथा क्षेत्र की स्थिति का जायजा लेंगे। उम्मीद है कि श्री करजई पूर्व राष्ट्रपति बरहानुद्दीन रब्बानी की हत्या के बाद तालिबान के साथ सुलह- सफाई की अपनी रणनीति के बारे में डॉ. मनमोहन सिंह को जानकारी देंगे। अफगान अधिकारियों ने बताया कि उनके पास पुख्ता सबूत है कि श्री रब्बानी की हत्या आई एस आई की मदद से पाकिस्तान में क्वेटा में मौजूद तालिबान ने की।श्री करजई की यात्रा के दौरान दोनों देश एक महत्वपूर्ण समझौते पर भी हस्ताक्षर करेंगे। हमारे संवाददाता ने बताया है कि अफगास्तिान की मौजूदा स्थितियों के संदर्भ में राष्ट्रपति करजई की भारत यात्रा का विशेष महत्व है।

बिहार के पूर्व मुख्यमंत्री भागवत झा आजाद का आज सवेरे नई दिल्ली में निधन हो गया। परिवार के सूत्रों ने बताया कि श्री आजाद ने तड़के तीन बजे अंतिम सांस ली। वे नवासी वर्ष के थे। उनका अंतिम संस्कार आज दोपहर नई दिल्ली के लोधी रोड़ शमशान गृह में किया जायेगा।
उधर, बिहार के पंचायती राज और पिछड़ा वर्ग कल्याण मंत्री हरि प्रसाद साह का कल रात दिल्ली के अखिल भारतीय आयुर्विज्ञान संस्थान में मस्तिष्क आघात से निधन हो गया। वे ७४ वर्ष के थे।

India and Switzerland have signed a Memorandum of Understanding which will provide a useful forum for exchange of financial and micro-economic issues. Briefing the media after delegation level talks with her Swiss counterpart, the President Mrs Pratibha Devisingh Patil said, India's overriding priority is to achieve rapid, sustainable and inclusive development over the coming decades.
"The two sides had agreed to discuss the elevation of the bilateral relationship to the level of a privileged partnership. In our view this would required an enhancement of frequency as well the quality of our interaction in areas such as economic and commercial cooperation, scientific ties, educational exchanges and people to people contacts."
Mrs Patil said, Switzerland is a world leader in many areas which are important for India's development, the President, during talks with her Swiss counterpart Micheline Calmy-Reyand and other members of the Federal Council, discussed economic and financial cooperation between India and Switzerland. "A business delegation from India has accompanied the President to explore opportunities for commercial and economic collaboration with Swiss partners and energize this important aspect of Indo-Swiss relationship. The Planning Commission has made it clear that the Tendulkar Committee criteria will not be applied for allocation of subsidized food and other poverty allevation programmes. Deputy Chairman of the Planning Commission Montek Singh Ahluwalia said, the Socio Economic Caste Census will be ready by January next year and will provide the criteria for coverage of centrally sponsored schemes. He added that Commission has never taken a view that the benefits should be restricted to those living below the poverty line.
The Commission had earlier submitted an affidavit before the Supreme Court outlining the yardstick for the poverty line. It was put at 32 rupees per head for a family of five living in urban areas and 26 per head for people living in the rural areas. Addressing a joint press conference in New Delhi along with Rural Development Minister Jairam Ramesh, Mr. Ahluwalia said that the Tendulkar Committee Criteria is actually the standard of living of those at the poverty line in 1973-74 and appears to be very low now.
"I want to emphasize that this is a low level. It is not the view of the planning commission that the poverty line represents a reasonable level for the Aam Adami. This is actually the poverty line that was fixed in 1973-74 adjusted up."
Rural Development Minister Jairam Ramesh said the government will seek to ensure that no poor household is excluded from the benefit of central government schemes. He said, an Expert Committee is being appointed to ensure that the methodology is consistent with the provisions of the Food Security Bill.
"The planning Commission and the Ministry of Rural Development will set up an expert committee. This expert committee will consult the state, will consult civil society organizations and other experts to come up with what should be a methodology which everybody is happy with."

Prime Minister Dr Manmohan Singh has said that Centre will make all efforts to find a solution to the Telangana issue soon. As hectic parleys continue to sort out the issue, the Prime Minister yesterday met Telegana Rashtriya Samiti Chief K. Chandrashekhar Rao and a delegation of Congress party from the Telangana region in Andhra Pradesh. Dr Singh assured them that he would resolve the vexed issue. Speaking to reporters after the meeting, senior Congress party leader from Andhra Pradesh, Geetha Reddy said that the delegation briefed the Prime Minister about the situation in the Telangana region.
"He expressed his understanding and sympathies with us. He also says that we need to solve it. We will show our best to solve it as soon as possible. Whatever we have conveyed to him he is going to be putting it at the core committee meeting."

Home Minister P Chidambaram last night reviewed the security situation in Mumbai and discussed steps to enhance the apparatus at a meeting with Maharashtra Chief Minister Prithviraj Chavan. Mr Chavan briefed Mr Chidambaram on investigations into the July 13 triple bomb blasts in Mumbai and the security measures being taken to prevent any such incidents in the future.

Afghan President Hamid Karzai will arrive in New Delhi today on a two-day visit to India. He will hold comprehensive talks with Prime Minister Manmohan Singh on the fragile security situation in Afghanistan. The two countries will further strengthen their strategic partnership and take stock of the situation in the region during Mr Karzai's visit to India. The visit comes days after the assassination of former Afghan President Burhanuddin Rabbani, who was heading the Afghan High Peace Council spearheading talks with the Taliban. An External Affairs Ministry official said this is Mr Karzai's second visit to India this year. Dr. Singh is also hosting a dinner for the Afghanistan President, who is expected to brief the Prime Minister on his revised strategy for reconciliation with the Taliban in the backdrop of Rabbani's killing. Our correspondent reports that India has already pledged two billion US dollars for a series of developmental projects in Afghanistan, including infrastructure.

Former Chief Minister of Bihar Bhagwat Jha Azad passed away in New Delhi early this morning. Family sources said, he breathed his last at 3.00 A.M. He was 89. His last rites will be performed at the Lodhi Road crematorium this afternoon. He is survived by three sons including former cricketer and BJP MP Kirti Azad.

Bihar Minister for Panchayati Raj and Backward Welfare Hari Prasad Sah died of brain hemorrhage at the All India Institute of Medical Science in New Delhi last night. He was 74 and is survived by wife, two daughters and a son. Officials said, Sah was admitted to a private hospital in Patna last week after he fell in the bathroom. His body will be brought to Patna today.

The four workers who died in an explosion in Kuwait's largest refinery have been identified as Indian nationals from Tamil Nadu. The Indian embassy said the victims have been identified as Rajaram Lakshmaiah Reddy, Lognathan Ponnaiah Senthivel, Janakiraman Arjunan and Sivachandran Shanmugam. The Embassy said, its officials are in contact with the employer of the deceased for completing the necessary formalities for airlifting their mortal remains to India.

In Gujarat, the bail plea of suspended IPS officer Sanjiv Bhatt will come up for hearing in an Ahmedabad district court today. A US court has sentenced two Somali pirates to a life term in prison for hijacking a yacht in February leading to the murder of four Americans. Muhidin Salad Omar and Mahdi Jama Mohamed both pleaded guilty to piracy charges in May but denied shooting anyone. US Attorney Neil MacBride called Somali piracy a scourge that is growing and becoming more violent. राष्ट्रपति ने स्विटजरलैण्ड से भारत के कौशल विकास मिशन में भागीदार बनने का अनुरोध किया है। उन्होंने बताया कि भारत सरकार ने २०२२ तक ५० करोड़ कुशल व्यक्तियों को प्रशिक्षण देने का लक्ष्य रखा है। आज बर्न में भारत-स्विटजरलैण्ड व्यापार मंच को सम्बोधित करते हुए श्रीमती पाटील ने कहा कि स्विटजरलैण्ड क्षमता निर्माण के प्रयासों में भारत को सहयोग दे सकता है। श्रीमती पाटील ने कहा कि व्यापार बढ़ाने के उद्देश्य से भारत, यूरोपीय संघ के साथ मुक्त व्यापार समझौते पर बातचीत कर रहा है, जिसमें स्विटजरलैण्ड भी शामिल है। उन्होंने कहा कि दोनों देशों के व्यापार समुदायों को आपसी व्यापार सम्बन्धों में और तेजी लाने के लिए उपलब्ध अवसरों का भरपूर इस्तेमाल करना चाहिए। राष्ट्रपति ने कहा कि भारत में निवेश करने वाले प्रमुख देशों में स्विटजरलैण्ड इस समय ११वें स्थान पर है।राष्ट्रपति ने कहा कि पिछले १५ वर्ष में भारत और स्विटजरलैण्ड ने मिलकर सात हजार, आठ सौ से ज्यादा तकनीकी उद्यम लगाये हैं। स्विटजरलैण्ड के सहयोग से भारत में भारी इंजीनियरी, प्रिसिजन औजार, रसायन, औषधि, वस्त्र और सूचना प्रौद्योगिकी सेवा क्षेत्रों में करीब १७० संयुक्त उद्योग चल रहे हैं और कई सहायक कम्पनियां भी मौजूद हैं।

पुर्तगाल के हाईकोर्ट द्वारा अबू सलेम के प्रत्यर्पण पर रोक लगाने के आदेश के खिलाफ भारत ने वहां के सुप्रीमकोर्ट में याचिका दायर की है। हाईकोर्ट ने यह कहकर प्रत्यर्पण से इंकार किया था कि भारत ने अबु सलेम पर जो आरोप लगाये हैं, उनके लिए उसे मृत्युदण्ड दिया जा सकता है। पुर्तगाल की सुप्रीमकोर्ट में दायर अपील में भारत ने कहा है कि देश की विभिन्न अदालतों में चल रहे मुकदमों का हाईकोर्ट ने सही अर्थ नहीं लगाया।नई दिल्ली में आज सरकारी सूत्रों ने बताया कि भारत ने अपने शपथ पत्र में आश्वासन दिया है कि १९९३ के मुम्बई विस्फोटों के मामले में प्रमुख अभियुक्त सलेम पर ताजा आरोपों के आधार पर उन आरोपों के मुकाबले कम सजा की व्यवस्था है जिनके लिए उसका प्रत्यर्पण किया गया था। सूत्रों ने कहा कि भारत ने अपनी अपील में पुर्तगाल हाईकोर्ट के आदेश पर अमल रोकने को कहा है। लिज+बन हाईकोर्ट ने १९ सितम्बर को अबु सलेम का यह अनुरोध स्वीकार कर लिया था कि उसे पुतर्गाल वापिस भेज दिया जाये। सलेम पर १९९३ के मुम्बई विस्फोटों के मामले सहित ८ आपराधिक मामले चल रहे हैं।

पाकिस्तान में बलूचिस्तान की राजधानी क्वेटा के पास आतंकवादियों ने शिया मुस्लिम समुदाय के लोगों को लेकर जा रही एक बस पर हमला कर १३ लोगों को मार दिया। हमले में सात लोग घायल हुए हैं। प्रत्यक्षदर्शियों ने कहा है कि एक पिक-अप में सवार तीन बंदूकधारियों ने अखतराबाद क्षेत्र में बस को रूकवा लिया। उन्होंने बताया कि दो आतंकवादियों ने बस में घुस कर अंधाधुंध गोलियां चलानी शुरू कर दी। पुलिस ने बताया कि घायलों को बोलान मेडिकल कॉलेज और गंभीर रूप से घायल तीन लोगों को क्वेटा के सेना अस्पताल में भेजा गया है। सेना और अर्धसैनिक बलों ने इस क्षेत्र को घेर लिया है।बड़ी संख्या में शिया समुदाय के लोग बोलान मेडिकल कॉलेज पहुंचे और इस हमले के विरोध में प्रदर्शन किया। बाद में उत्तेजित प्रदर्शनकारियों ने जिस पर हमला हुआ था उसे आग लगा दी।

उत्तरप्रदेश के लोकायुक्त ने माध्यमिक शिक्षा मंत्री रंगनाथ मिश्र को तुरन्त हटाने की सिफारिश की है। न्यायमूर्ति एन.के मेहरोत्रा ने मुख्यमंत्री मायावती को इस बारे में पत्र लिखा है। लोकायुक्त को मंत्री के खिलाफ आय से अधिक सम्पति रखने की शिकायत मिली थी। प्रारंभिक जांच और मंत्री से जवाब मिलने के बाद लोकायुक्त ने मंत्री पर लगे आरोपों की जांच सी बी आई से कराने की भी सिफारिश की है। हमारे लखनऊ संवाददाता ने खबर दी है कि संत रविदास नगर भदोही के पूर्व प्रधान ने शिकायत की थी कि वे विधायक कोष का पैसा अपने और परिजनों द्वारा चलायी जा रही शिक्षण संस्थाओं को लाभ पहुंचाने के लिए खर्च कर रहे हैं। उन्होंने यह भी आरोप लगाया था कि पूर्वांचल विकास कोष मंत्री और उनके परिवार वालों द्वारा चलाये जा रहे ट्रस्ट पर खर्च किया जा रहा है।

तमिलनाडु में सतर्कता और भ्रष्टाचार निरोधक निदेशालय ने आज वरिष्ठ डीएमके नेता और पूर्व मंत्री एम आर के पनेरसेलवम के निवास स्थान और उनके परिवार के सदस्यों के घरों पर छापे मारे। छापों की यह कार्रवाई चेन्नई, कुड्डालूर और नागापट्टीनम जिलों में की गई। श्री पनेरसेलवम डीएमके शासन के दौरान राज्य के स्वास्थ्य और परिवार कल्याणमंत्री थे। वे ऐसे चौथे पूर्व मंत्री हैं जिन पर आय के ज्ञात स्रोतों से अधिक धन जोड़ने के कथित आरोप के सिलसिले में यह कार्रवाई की गई हैं। इससे पहले, पूर्व मंत्रियों के० एन नेहरू, के पोनमुडी और टी एम अम्बारासन और उनके परिवारों के सदस्यों के घरों पर छापे मारे गए थे।---
सरकार ने कहा है कि वह भ्रष्टाचार की समस्या से निपटने के लिए संसद के शीतकालीन सत्र में एक सशक्त लोकपाल विधेयक पारित कराने के लिए हरसंभव प्रयास कर रही है। संसदीय कार्यमंत्री पवन कुमार बंसल ने नई दिल्ली में आज पत्रकारों से बात करते हुए आशा व्यक्त की कि संसद की स्थायी समिति लोकपाल विधेयक पर अपनी रिपोर्ट सत्र के दौरान दे देगी।भारतीय जनता पार्टी पर लोकपाल मुद्दे का राजनीतिकरण करने का आरोप लगाते हुए श्री बंसल ने कहा भ्रष्टाचार के बारे में उसके रूख एकरूपता नहीं है। श्री बंसल ने अन्ना हजारे से आग्रह किया कि वे इस मुद्दे पर राजनीति करने की बजाय भ्रष्टाचार के विरूद्ध जागरूकता पैदा करें।
केन्द्रीय विधि मंत्री सलमान खुर्शीद ने लोकपाल विधेयक जल्दी पास कराने के लिए विपक्ष का समर्थन मांगा है। कांग्रेस प्रवक्ता राशिद अल्वी ने कहा है कि सरकार जल्दी से जल्दी लोकपाल विधेयक लाने के लिए प्रतिबद्ध है, जबकि भारतीय जनता पार्टी के प्रवक्ता रवि शंकर प्रसाद ने आरोप लगाया है कि सरकार का बिल पास कराने का कोई इरादा नहीं है। इससे पहले अन्ना हजार ने महाराष्ट्र में अपने पैतृक गांव में कहा था कि अगर केन्द्र सरकार संसद के शीतकालीन अधिवेशन में उनका जनलोकपाल विधेयक पारित नहीं करा पायी तो वे उन राज्यों में कांग्रेस के खिलाफ प्रचार करेंगे जहां चुनाव होना है। उन्होंने घोषणा की कि वे १३ से १५ अक्तूबर के बीच उत्तरप्रदेश, उत्तराखंड, पंजाब, गोआ और मणिपुर का दौरा करेंगे, जहां चुनाव होने वाले हैं।

जम्मू कश्मीर विधानसभा की बैठक आज अनिश्चितकाल के लिए स्थगित हो गई। नेशनल कांफ्रेस के एक प्रमुख कार्यकर्ता की पुलिस हिरासत में कथित मौत के मामले में विधानसभा में शोरगुल मचने की वजह से ऐसा हुआ। आज सवेरे साढे नौ बजे जैसे ही सदन की बैठक शुरू हुई मुख्य विपक्षी दल पीडीपी के सदस्य सीटों से उठ खड़े हुए और उन्होंने अपने कार्य स्थगन प्रस्ताव पर चर्चा करने पर जोर दिया। यह प्रस्ताव कल नामंजूर हो गया था लेकिन उन्होंने इसे आज फिर पेश किया। उन्होंने सदन में समाचारपत्र लहराते हुए आरोप लगाया कि सरकार इस मुद्दे पर लोगों को गुमराह कर रही है क्योंकि राज्य के उच्च न्यायालय को न्यायिक आयोग बनाने के बारे में कोई अनुरोध प्राप्त नहीं हुआ है। दूसरी ओर, कानून मंत्री ने इस बारे में उच्च न्यायालय को प्राप्त रसीद प्रस्तुत करते हुए विपक्ष के दावे का खंडन किया। जब विधानसभा अध्यक्ष ने प्रश्नकाल शुरू करने के लिए कहा तब भी पीडीपी के सदस्य नारे लगाते रहे।मार्क्सवादी कम्युनिस्ट पार्टी और नेशनल पैन्थर्स पार्टी के सदस्यों ने इस विषय पर बहस करने की अनुमति देने का अनुरोध किया लेकिन अध्यक्ष ने इसकी अनुमति नहीं दी। सदन ने शोरगुल के बीच बिना किसी बहस के दो विधेयक पास कर दिये जिसके बाद अध्यक्ष ने सदन की बैठक् अनिश्चिकाल के लिए स्थगित कर दी।

गुजरात में अहमदाबाद के एक सत्र न्यायालय ने गिरफ्तार आईपीएस अधिकारी संजीव भट्ट को रिमान्ड पर लेने की पुलिस की याचिका पर अपना आदेश इस महीने की सात तारीख तक के लिए सुरक्षित रखा है। अदालत ने श्री भट्ट को रिमान्ड पर लेने की पुलिस की मांग को पिछले हफ्ते नामंजूर करके उन्हें न्यायिक हिरासत में भेजा दिया था लेकिन पुलिस ने कल इस मामले में समीक्षा याचिका दायर की। हमारे अहमदाबाद संवाददाता ने खबर दी है कि न्यायालय आज भट्ट की जमानत याचिका पर भी सुनवाई कर रहा है।निलंबित आईपीएस अधिकारी संजीव भट्ट को पिछले शुक्रवार को गिरफ्तार किया गया था। पुलिस के एक सिपाही के० डी० पंत ने झूठी गवाही देने और गलत तरीके से गिरफ्तारी का आरोप लगाते हुए भट्ट के खिलाफ एफआईआर दर्ज कराई थी। इसी के बाद श्री भट्ट को गिरफ्तार किया गया। पंत ने २००२ में गुजरात में हुए दंगों के समय गुप्तचर ब्यूरो में संजीव भट्ट के साथ काम किया था। श्री भट्ट ने इन दंगों के पीछे गुजरात के मुख्यमंत्री नरेन्द्र मोदी का हाथ होने का आरोप लगाया था। और उनका कहना है कि उनकी गिरफ्तारी राजनीतिक से प्रेरित है।

सरकार ने कहा है कि वह बधिरों के सशक्तिकरण के लिए विशेष उपाय कर रही है। आज नई दिल्ली में इंडियन साइन लैंगवेज रिसर्च एंड ट्रेनिंग सैन्टर का उद्घाटन करते हुए केन्द्रीय सामाजिक न्याय और आधिकारिता मंत्री मुकुल वासनिक ने यह जानकारी दी। उन्होंने कहा कि यह केन्द्र सांकेतिक भाषा के लगभग एक हजार दुभाषिए उपलब्ध कराने की आवश्यकता को पूरा करने में महत्वपूर्ण भमिका निभायेगा। उन्होंने यह भी कहा कि सरकार दूरदराज के इलाकों में बधिरों को प्रशिक्षण देने के विभिन्न कार्यक्रम चलाने के लिए पहल कर रही है।इस अवसर पर मानव संसाधन विकासमंत्री कपिल सिब्बल ने कहा कि सरकार बधिरों के लिए उच्च शिक्षा और अनुसंधान संस्थान स्थापित करेगी। साथ ही सरकार इस सिलसिले में सभी प्रकार के श्रवण उपकरण भी मुहैया करायेगी।

पूर्वी उत्तरप्रदेश में पिछले दो दिनों में एनसेफलाइटिस-दिमागी बुखार से पीड़ित आठ और मरीजों की मृत्यु हो गई। इसके साथ ही इस क्षेत्र में इस वर्ष एनसेफलाइटिस से मरने वालों की ३७६ हो गई है। हमारे गोरखपुर संवाददाता ने सरकारी सूत्रों के हवाले खबर दी है कि पिछले दो दिनों में जापानी बुखार और जलजनित इनसेफलाइटिस से पीड़ित ४३ मरीजों को गोरखपुर के बी आर डी मेडिकल कॉलेज में भर्ती कराया गया है।सूत्रों ने कहा है कि पूर्वी उत्तरप्रदेश में इस वर्ष एनसेफलाइटिस से पीड़ित दो हजार ४८० मरीजों को विभिन्न अस्पतालों में भर्ती कराया गया। इस समय तीन सौ से अधिक मरीजों का इलाज चल रहा है। हमारे संवाददाता ने खबर दी है कि राज्य सरकार ने इस बीमारी पर काबू पाने के लिए २२ करोड़ रूपये की राशि जारी है और कई दीर्घावधि उपाय किए हैं।

बिहार के उत्तरी भागों की अधिकांश नदियों का जलस्तर गिर जाने से शिवहर और मधुबनी जिलों में बाढ़ की स्थिति में सुधार आया है, लेकिन अधवारा समूह की नदियों में बाढ़ जारी है। इसकी वजह से दरभंगा, सीतामढ़ी और मुज+फ्फरपुर अब भी बाढ़ की चपेट में हैं। हमारे संवाददाता ने खबर दी है कि राष्ट्रीय आपदा बल की टीमों की मदद से राहत और बचाव कार्य जारी हैं।आठ दिनों के बाद शिवहर-मुजफ्फरपुर मार्ग पर आज से यातायात बहाल हो गया है। सीतामढ़ी जिले के कई बाढ़ क्षेत्रों में स्थिति अभी भी गंभीर बनी हुई है। मुजफ्फरपुर जिले के दर्जनों गांवों का सड़क सम्पर्क भंग हो गया है। अधवारा समूह की नदियों का जलस्तर अभी भी खतरे के निशान से ऊपर होने के कारण दरभंगा जिले के लगभग दो सौ गांवों की स्थिति गंभीर बनी हुई है। जिलाधिकारी आर.लक्ष्मण ने बताया कि बाढ़ प्रभावित छह अनुमंडलों के लिए २० हजार क्विंटल गेंहू बांटे जा रहे है। बाढ़ से जहां जनजीवन बुरी तरह से प्रभावित हुई है, वहीं बड़े पैमाने पर फसलों को नुकसान पहुंचा है। आकाशवाणी समाचार के लिए पटना से संजय कुमार।

देश में नई राष्ट्रीय इलेक्ट्रोनिक नीति के अन्तर्गत जल्दी ही दो सौ समूहों में इलेक्ट्रोनिक उद्योग लगाए जायेंगे। केन्द्रीय संचार और सूचना टैक्नोलोजी मंत्री कपिल सिब्बल ने कल शाम इलेक्ट्रोनिक नीति का मसौदा जारी किया, जिसमें इस दशक में दो करोड़ ८० लाख रोजगार जुटाने का उद्देश्य है। श्री सिब्बल ने बताया कि २०२० तक देश का इलेक्ट्रोनिक बाजार बढ़कर चार खरब अमरीकी डॉलर हो जाने की उम्मीद है। राष्ट्रीय सुरक्षा बनाये रखने में इस नीति के महत्व की जानकारी देते हुए श्री सिब्बल ने कहा कि इससे रक्षा, परमाणु ऊर्जा और वैमानिकी क्षेत्रों के विकास को बढ़ावा मिलेगा। उन्होंने यह भी बताया कि सरकार भारतीय उद्योगों, वैज्ञानिकों और संगठनों को सुविधाएं देने वाले केन्द्रों को सहायता देगी।

बम्बई शेयर बाजार में आज भी गिरावट का रूख है। शुरूआती कारोबार में सेन्सेक्स में ६६ अंक गिरावट आयी। बाद में भी गिरावट का सिलसिला जारी रहा और तीसरे पहर के कारोबार में यह १६ हजार के स्तर से नीचे आ गया। लगातार तीसरे सत्र में फंडों की बिकवाली जारी रहने और एशियाई बाजारों में गिरावट के रूख के कारण यह गिरावट आयी। अब से कुछ देर पहले सेन्सेक्स २७३ अंक की गिरावट के साथ १५ हजार ८७८ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ७२ अंक गिरकर ४ हजार ७७२ पर आ गया। एशियाई बाजारों में आज गिरावट का रूख रहा। जापान के निक्केई में एक दशमलव नौ-पांच प्रतिशतद और हांगकांग के हैंगसेंग में एक दशमलव चार-नौ प्रतिशत की गिरावट दर्ज की गई। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस दो दशमलव तीन-छह प्रतिशत की गिरावट के साथ बन्द हुआ।उधर मुद्राबाजार में डॉलर के मुकाबले रूपया २९ पैसे कमजोर हुआ। एक डॉलर की कीमत ४९ रूपये ४४ पैसे बोली गयी।

असम में गुआहाटी और डिब्रूगढ़ शहरों में जल आपूर्ति और अन्य शहरी सुविधाएं सुधारने के लिए एशियाई विकास बैंक ने २० करोड़ अमरीकी डॉलर का ऋण मंजूर किया है। यह परियोजनाएं दिसम्बर-२०१७ तक पूरी की जानी हैं। सरकारी सूत्रों के अनुसार इस राशि का इस्तेमाल इन दोनों शहरों में सीवरेज और कचरे के निपटान की व्यवस्था सुधारने और साथ ही राजधानी गुआहाटी में करीब साढ़े तीन लाख लोगों को पीने का पानी उपलब्ध कराने के लिए किया जायेगा। गुआहाटी में दस किलोमीटर लम्बा रेपिड ट्रांजि+ट कॉरीडोर बनाया जायेगा जिससे हर रोज+ ४० हजार से ज्यादा लोग कम समय में यह दूरी तय कर सकेंगे और प्रदूषण रोकने भी मदद मिलेगी। एशियाई विकास बैंक के दक्षिण एशिया विकास महानिदेशक सुल्तान हफीज+ रहमान ने बताया कि पूर्वोत्तर भारत के आर्थिक विकास में असम के महत्व को देखते हुए एशियाई विकास बैंक और राज्य सरकार ने यह समझौता किया है।----
मध्यप्रदेश में मूल्य समर्थन योजनाओं का लाभ पहुंचाने के लिए किसानों का ऑनलाईन पंजीकरण शुरू किया है। हमारे भोपाल संवाददाता ने खबर दी है कि ऑनलाइ्रन पंजीकरण के लिए समूचे राज्य में चार हजार कियोस्क और जन सुविधा केन्द्र बनाए हैं।किसानों का अग्र्रिम पंजीयन उनकी सुविधा के लिए शुरू किया गया है। केवल राजकीय किसानों की फसल भी न्यूनतम समर्थन मूल्य पर खरीदी जाएगी और अन्य राज्यों के लोग मध्यप्रदेश में अपनी उपज नहीं बेच पाएगे। उपार्जन प्रक्रिया शुरू होने पर पंजीकृत किसानों को एसएमएस भेजकर उनसे खरीदी के दिन आदि के बारे में जानकारी दी जाएगी। योजना का एक महत्वपूर्ण पहलू ये है कि सरकार को बेचे जाने वाली उपज की मात्रा के बारे में पहले से ही जानकारी रहेगी और उसके अनुसार व्यवस्थाएं की जा सकेंगी। राज्य सरकार ने अगले रबी मौसम में समर्थन मूल्य पर ६० लाख मीट्रिक टन गेंहू की खरीदी का लक्ष्य रखा है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

Afghanistan President Hamid Karzai arrived in New Delhi today on a two-day visit to India. Mr. Karzai will hold comprehensive talks with Prime Minister Manmohan Singh on the fragile security situation in the region. The two countries are expected to ink a strategic pact to streamline the various assistance programmes of India and sign some MoUs in the exploration of mineral resources after the talks.
This is Karzai's second visit to India this year. Our correspondent reports, External affairs Minister S M Krishna will call on the Visiting Afghan President this afternoon.
"The visit of Afghan President assumes importance as it comes days after the assassination of former Afghan President Burhanuddin Rabbani. He was a key player in the reconciliation process in that country and also headed Afghan High Peace Council . At his dinner meeting with Dr.Singh , the visiting dignitary is expected to brief the Prime Minister on his revised strategy for reconciliation with the Taliban after Rabbani's killing. Not with standing the denial by Pakistan,Afghan government maintains that they have strong evidence that the assassination of Rabbani was organised by the Taliban leadership with the help of ISI. During the visit, bilateral ties between two countries will be formally elevated to a strategic partnership. India is expected to play a greater role in the reconstruction process of the war torn country in the coming days as America is reading to exit by 2014. In Uttar Pradesh, the Lokayukta has recommended for the removal of Secondary Education Minister Rangnath Mishra from the post with immediate effect. Justice N K Mehrotra has written a letter to the Chief Minister Mayawati in this regard. The Lokayukta has received a complaint against the Minister for earning disproportionate money. Following preliminary inquiry and getting reply from the Minister, the Lokayukta has also recommended CBI inquiry against the Minister in view of the charges. Our Lucknow correspondent reports that a former Gram Pradhan from Sant Ravidas Nagar Bhadohi has lodged a complaint against the Minister for expanding of the MLA fund to benefit an educational institution run by himself and his family members. He also has charged the Minister for using the Poorvanchal Vikas Nidhi Fund for the trust run by the Minister and his family members.

The Directorate of Vigilance and anti corruption conducted raids at the premises of senior DMK leader and former Minister M.R.K.Pannerselvam today. The raids were conducted at his residences and also at the houses of his family members at Chennai, Cuddalore and Nagapattinam districts. Mr. Pannerselvam served as the Minister for Health and family welfare in the DMK regime. He is the fourth ex-minister to come under the scanner for allegedly amassing wealth disproportionate to known sources of income. Former Tamil Nadu Transport Minister K N Nehru was given conditional bail by Madurai bench of the Chennai High Court today. Justice C S Karnan while granting bail to KN Nehru and seven others said that KN Nehru has to sign daily at Tiruchirapalli court. He was arrested on August 25 for land grabbing charges and was lodged in Cuddalore Central Prison. The complainant K Srinivasan has alleged that Nehru has grabbed his land for the construction of DMK party's district headquarters in Tiruchi.

A local court in Ahmedabad today reserved the order on Gujarat government's remand revision application of arrested IPS officer Sanjiv Bhatt, for the 7th of this month. The state government had yesterday challenged in the sessions court in Ahmedabad, a magisterial court order denying remand of Bhatt, arrested for allegedly threatening and forcing a constable to sign a false affidavit. Sessions Judge G N Patel hearing the case reserved the order after hearing both the parties. After the order was reserved, Bhatt who was present in the court told the judge that he would like to assist it and remain present during pronouncement of the order. But he was told that his presence was not required. The judge also asked the jail authorities not to bring Bhatt on October 7.

Government today said that it is making all possible efforts to pass a strong Lokpal Bill to deal with the menace of corruption in the winter session of Parliament. Talking to reporters in New Delhi, Parliamentary Affairs Minister Pawan Bansal expressed hope that the standing committee on Lokpal bill will submit its report during the session.
Charging the BJP with politicizing the Lokpal issue, Mr. Bansal said that the party has no consistent stand on corruption. Mr. Bansal urged Anna Hazare who is spearheading the movement against corruption to create awareness about corruption rather than politicizing the issue. Union Law Minister Salman Khurshid sought the support of opposition for the early passage of Lokpal bill. Congress spokesman Rashid Alvi said that government is committed to bring a strong Lokpal bill at the earliest. BJP spokesman Ravi Shankar Prasad alleged that the government has no intention of passing the bill. Earlier in the day, Anna Hazare said in his native village in Maharashtra that he will campaign against Congress party in election-bound states if the Centre fails to get his version of the anti- corruption bill passed in Parliament's Winter session. He announced that he will begin his tour of five election-bound states of Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur between October 13 and 15.

The Jammu and Kashmir assembly was today adjourned sine die amid uproar and slogan shouting on the issue of the alleged custodial death of a prominent National Conference Worker. As soon as the House met at this morning, members of the main opposition party PDP stood up and stressed the need for taking up their adjournment motion. Waving newspapers in the House, they alleged that the government was misleading people on the issue as no request for Judicial Commission has been received by the state High Court. The Law Minister presented the receipt of the state high court in this regard and contested the opposition claim. The House passed two bills without a discussion amid din and the Speaker adjourned the House Sine-die.

The President, Mrs. Pratibha Devi Singh Patil today invited the Swiss government to be a partner in India's skill development mission. She said, the Indian Government has set up a target of training 500 million skilled personnel by 2022. Mrs. Patil said that Switzerland can jointly contribute to capacity building efforts in India. In a bid to enhance trade she said, India is negotiating a free trade agreement with the European Union which includes Switzerland. She wanted business community of the two countries to fully utilize opportunities available to impart further momentum to business relations between the two countries. Mrs. Patil was speaking at the Indo-Swiss Business Forum at Berne today. The President said that Switzerland is among the top foreign investors in India and currently ranks 11th. The President said, over the last fifteen years, there have been over 7,800 technical collaborations between Indian and Swiss companies. About 170 Joint Ventures and subsidiaries of Swiss companies are operating in India, in diverse fields including heavy engineering, precision tools, chemicals, pharmaceuticals, textiles and IT services. In Pakistan, militants today stormed a bus carrying Shia Muslims in southwest Balochistan province killing 13 men and injuring seven others in the latest of a string of attacks targeting the minority community. Witnesses said, three gunmen travelling in a pick-up truck stopped the bus with about 30 passengers in Akhtarabad area on the outskirts of provincial capital Quetta. They said, two gunmen entered the bus and fired indiscriminately. Police said, the injured were taken to the Bolan Medical Complex and those with critical wounds were shifted to Quetta’s military hospital. Three of the injured are in a serious condition. The attackers fled from the area before it was cordoned off by police and paramilitary Frontier Corps personnel.A large number of Shia Hazaras reached the Bolan Medical Complex and staged a protest against the attack. The bus that was attacked was set on fire by angry protestors.

India has approached Portugal's Supreme Court challenging its High Court order which had terminated the extradition of underworld don Abu Salem for breach of agreement by India by slapping charges which attract the death penalty. India, in its appeal before the Portuguese Supreme Court, has said the interpretation of the High Court of the trial in various courts of the country was not correct. Official sources said in New Delhi today that, In its affidavit, India has given an assurance that the fresh charges levelled against Salem, a key accused in the 1993 Mumbai blasts case, attracted a shorter jail term than the offences for which he had been extradited. Sources said, that in its plea, India has asked for a stay on the Portuguese High Court order. The Lisbon High Court had on September 19 allowed the plea of the extradited gangster, being tried in eight criminal cases including the 1993 Mumbai serial blasts, which he be sent back to Portugal.

In Bihar, the flood situation in Sheohar and Madhubani districts has improved following the fall in water level in most of the rivers in Northern parts of the state. However, Darbhanga, Sitamarhi and Muzaffarpur are still reeling under flood as the Adhwara river continues to be in spate. Our correspondent reports, relief and rescue operations are on with the support of teams from the National Disaster Response Force.
"The flood hit Tariyani block in Sheohar district is now approachable by road as the flood water recedes. Muzaffarpur-Sheohar road is also now open to traffic after remaining closed for about a week. Gushing flood water has caused damage to the Sitamrhi- Pupri road and as such many villages are cut off from their headquarters. In Muzaffarpur, about 200 villages are still inundated. Two Hundred electronic clusters will be established in the country under the New national policy on electronics to be introduced soon. The Minister of Communication and Information Technology, Kapil Sibal, released the draft policy on electronics, last evening, which aims to generate 2.8 crore jobs in the decade. He said, by 2020 the electronic market in India is expected to rise to 400 billion US dollars. Talking about the importance of the policy in maintaining national security, Sibal said it will boost growth in the defence, nuclear energy and aeronautical sectors. The Minister added that government will provide assistance to centres catering to the Indian industries, scientists and other organisations.

In Assam, the Asian Development Bank (ADB) has extended 200 million US dollar loan to improve the water supply and other urban services in two major cities of Guwahati and Dibrugarh. The projects are to be completed by December 2017. According to official sources, the funds will be used to provide clean piped water to about three lakh fifty thousand residents in the capital city of Guwahati besides major upgrades in sewerage and solid waste systems in the two cities. In Madhya Pradesh, online registration of farmers has begun to provide full benefit of the price support scheme. Our Bhopal correspondent reports that arrangements for online registration have been made at about 4,000 kiosks and public utility centres across the state.
"Advance registration of farmers has been made mandatory for their convenience. Only crops of farmers of the state will be procured and people of other states will have no chance to sell their crops in Madhya Pradesh. When the procurement process will start, a SMS alert will be sent to the registered farmers giving details about procurement date and other things. Another important aspect of this scheme is that the government will have beforehand information about the quantity of food grains to be sold and arrangements will be made accordingly. भारत और अफगानिस्तान ने आज दोनों देशों के बीच रक्षा सहयोग को मजबूत करने के एक ऐतिहासिक सामरिक साझेदारी समझौते पर हस्ताक्षर किए जिसमें अफगान सुरक्षा बलों के प्रशिक्षण में भारत की भूमिका को भी शामिल किया गया है। प्रधानमंत्री मनमोहन सिंह और भारत यात्रा पर आए अफगान राष्ट्रपति हामिद करजई ने प्रतिनिधि मंडल की वार्ता के बाद इस समझौते पर हस्ताक्षर किए। इस अवसर पर प्रधानमंत्री मनमोहन सिंह ने कहा कि सामरिक सहयोग समझौते से दोनों देशों के बीच सहयोग को नये आयाम मिलेंगे।प्रधानमंत्री ने आतंकवाद का मिलकर मुकाबला करने पर जोर दिया। उन्होंने कहा कि कोई भी देश इस खतरे की अनदेखी नहीं कर सकता।

गृह मंत्रालय ने गुजरात सरकार से जेल में बंद आई.पी.एस. अधिकारी संजीव भट्ट और उनके परिवार को पर्याप्त सुरक्षा उपलब्ध कराने को कहा है। सरकारी सूत्रों के अनुसार श्री भट्ट और उनके परिवार को खतरे के बारे में केन्द्र स्वतंत्र रूप से आकलन करेगा। श्री भट्ट की पत्नी ने पति की सुरक्षा सुनिश्चित करने के लिए केन्द्रीय गृहमंत्री को पत्र लिखा था।शहर की एक अदालत द्वारा सात दिन की रिमांड की पुलिस की याचिका खारिज किए जाने के बाद गुजरात के निलंबित पुलिस अधिकारी संजीव भट्ट को रविवार को साबरमती जेल भेज दिया गया था।

सरकार ने संसद के शीतकालीन सत्र में एक मजबूत लोकपाल विधेयक पारित करने के लिए आज अपनी प्रतिबद्धता दोहराई, ताकि भ्रष्टाचार की बुराई से कड़ाई से निपटा जा सके। संसदीय कार्यमंत्री पवन कुमार बंसल ने आशा व्यक्त की कि लोकपाल के बारे में संसद की स्थाई समिति जल्द ही अपनी रिपोर्ट सौंप देगी।श्री बसंल ने भारतीय जनता पार्टी पर लोकपाल मुद्दे को राजनीतिक रंग देने का आरोप लगाते हुए कहा कि भ्रष्टाचार के बारे में भाजपा का एक जैसा रवैया नहीं रहा है। उन्होंने भ्रष्टाचार के खिलाफ मुहिम चला रहे अण्णा हजारे से अपील की कि वे इस मुद्दे को राजनीतिक रंग देने की बजाए भ्रष्टाचार के बारे में लोगों में चेतना जगाए।
कांग्रेस ने भी कहा कि वह एक मजबूत विधेयक पारित करने के लिए वचनबद्ध है।
उधर, भाजपा ने कहा कि वह एक मजबूत लोकपाल के पक्ष में है और इस मुद्दे पर उसका रुख हमेशा से स्पष्ट रहा है।

सोमालिया में चिकित्सा कर्मियों के अनुसार राजधानी मोगादिशु में हुए एक शक्तिशाली आत्मघाती बम हमले में कम से कम ७० लोग मारे गये हैं। खबरों के अनुसार विस्फोटकों से लदे एक ट्रक को शिक्षा मंत्रालय के प्रवेश द्वार के पास ले जा कर उसमें विस्फोट कर दिया गया। मरने वालों और घायलों में सरकारी सैनिकों के साथ साथ वे छात्र भी शामिल हैं जो विदेश में छात्रवृत्ति के लिए शिक्षा मंत्रालय में आए हुए थे।इस्लामी उग्रवादी संगठन अल शबाब के एक प्रवक्ता ने बी बी सी को बताया कि यह हमला उनके द्वारा किया गया है। मोगादिशु से अगस्त में अल शबाब के हटने के बाद से यह सबसे बड़ा हमला है। संयुक्त राष्ट्र के समर्थन वाली अंतरिम सरकार ने इस हमले की निंदा की है।

अमरीका में जन्मे तीन वैज्ञानिकों को इस वर्ष के भौतिकी नोबेल पुरस्कार के लिए चुना गया है। इन वैज्ञानिकों को यह पुरस्कार फटते हुए तारों के उनके अध्ययन के लिए दिया जाएगा, जिससे पता चला है कि ब्रह्मांड के विस्तार में तेजी आ रही है। स्वीडन की रायल विज्ञान अकादमी ने कहा है कि एक करोड़ क्रोनर का यह पुरस्कार अमरीकी वैज्ञानिक सौल पर्लमुटर तथा अमरीकी-आस्ट्रेलियाई ब्रायन शिमिट और अमरीकी वैज्ञानिक एडम रीस को संयुक्त रूप से दिया जाएगा।अकादमी ने बताया कि १९९० के दशक में दो अलग अलग अनुसंधान दलों के रूप में काम करने वाले इन वैज्ञानिकों ने एक विशेष प्रकार के सुपरनोवा यानी फटते तारों के विश्लेषण से ब्रह्मांड के विस्तार का नक्शा बनाया था।

एशियाई विकास बैंक ने असम के गुवाहाटी और डिब्रुगढ़ में पानी की आपूर्ति और अन्य शहरी सेवाओं के सुधार के लिए २० करोड़ डॉलर का ऋण देने की घोषणा की है। सरकारी विज्ञप्ति के अनुसार बैंक के निदेशकों के बोर्ड ने असम के शहरी बुनियादी निवेश कार्यक्रम के लिए यह बहुद्देश्यीय वित्तीय सुविधा मंजूर की है।-------

India and Afghanistan today signed a landmark strategic partnership agreement that includes a role for India in training Afghan security forces. The agreement was signed by the Prime minister Dr. Manmohan Singh and visiting Afghan president Hamid Karzai in New Delhi this evening after delegation level talks. It also provides for cooperation in the areas of trade, culture, health, education, people-to-people contact and several other fields.
The Agreement creates an institutional framework for our future cooperation in the fields of political and security cooperation, trade and economic cooperation, capacity building and education, and social, cultural, civil society and people- to-people relations. We have also concluded two Memoranda of Understanding for cooperation in the fields of Mining and Hydrocarbons.
The two other pacts signed are in the areas of hydro-carbon, mines and mineral resources. The MoUs provide for cooperation for exploring and development in these areas. Speaking on the occasion, the Prime Minister Dr. Manmohan Singh said that the strategic cooperation agreement will give new dimensions to the bilateral partnership. The Prime minister called upon to fight resolutely with the menace of terrorism jointly. Prime Minister asserted that India will stand by Afghanistan in its development and reconstruction process even after the withdrawal of NATO forces.
I reiterated to the President that India stands by the people of Afghanistan in their journey towards capacity building, reconstruction, development and peace. We will do all that is within our means to help Afghanistan.
Dr. Singh said that people of Afghanistan deserve to live in peace without any outside interference. Speaking on the occasion, Afghan president Hamid Karzai praised India's contribution in the development of his country.
India has been a very significant contributor in Afghanistan's reconstruction, rehabilitation, the capacity building of our government and economy in the past ten years.
Earlier, talking to reporters after the meeting with Afghan President, External Affairs Minister S.M. Krishna said, they discussed the entire gamut of bilateral and regional issues. Referring to two recent assassinations including that of the former President Burhanuddin Rabbani, Mr. Krishna said that they discussed the contours of the strategic partnership to harbour the situation after the withdrawal of the US-led NATO forces by 2014. India has pledged the support of two billion dollars for a slew of development projects in Afghanistan, making it one of the largest regional donors to the violence-hit country.

Government today renewed its commitment to pass a strong Lokpal Bill in the winter session of Parliament. This is to firmly deal with the menace of corruption. Talking to reporters in New Delhi, Parliamentary Affairs Minister Pawan Bansal expressed hope that Standing Committee on Lokpal Bill will submit its report during the session. Charging the BJP with politicizing the Lokpal issue, Mr. Bansal said that the party has no consistent stand on corruption. He urged Anna Hazare who is spearheading the movement against corruption to create awareness about corruption rather than politicizing the issue. Earlier in the day, Anna Hazare said in his native village in Maharashtra that he will campaign against Congress party in election-bound states if the Centre fails to get his version of the anti- corruption bill passed in Parliament's winter session.

In Andhra Pradesh, vehicular traffic was obstructed today for several hours on the National Highway number 9 in Nalgonda district following Telangana Joint Action Committee called for 24-hour blockade as part of its ongoing general strike for statehood. The JAC, however, called off its protest later in the afternoon. Hundreds of vehicles were stranded for over 60 kilometers due to the blockades by agitators in the boarder districts between Telangana and Coastal Andhra regions in the state. Meanwhile, state owned Road Transport Corporation buses remained off the roads in Telangana region while very few city buses are plying in Hyderabad as the ongoing general strike entered 22nd day today. On the other hand, in view of severe power deficit that Andhra Pradesh is facing, the Centre has agreed to provide about 800 MW from Northern grid from 11 PM to 6 AM every day while Haryana Government has agreed to provide 200 MW throughout the day.

Home Ministry has asked Gujarat government to ensure adequate security to jailed IPS officer Sanjeev Bhatt and his family. According to the official sources, Centre will conduct an independent assessment of the threat perception to Mr. Bhatt and his family. Earlier, Bhatt's wife has written to the Union Home Minister for ensuring her husband's safety. Suspended Gujarat police officer Sanjeev Bhatt was sent to Sabarmati Jail on Sunday, after a city court rejected the police’s plea for a seven-day remand.

In Somalia at least 70 people have been killed in a suicide bomb attack in the capital, Mogadishu. Fifty others were wounded. Reports say, a truck laden with explosives was driven into a gate near a government Ministry building and detonated. Amongst the dead and injured are government soldiers as well as students who were in the Ministry of Education, hoping for scholarship abroad. A spokesman for the Islamist militant group al-Shabab told BBC that it had carried out the attack. It is the largest attack since al-Shabab withdrew its forces from Mogadishu in August.

In Pakistan, militants today stormed a bus carrying Shia Muslims in southwest Balochistan province killing 13 men and injuring seven others. Witnesses said, three gunmen travelling in a pick-up truck stopped the bus with about 30 passengers in Akhtarabad area on the outskirts of provincial capital Quetta. They said, two gunmen entered the bus and fired indiscriminately, leading to the deaths.

The President today unveiled the statue of Gurudev Rabindra Nath Tagore in the historic University of Lusanne in Switzerland. An MoU was also signed between the Indian Council for Cultural Relations and the University of Lusanne. It established the Rabindra Nath Tagore Chair on Indian studies in the city. Falling for the third straight session, the Sensex at the Bombay Stock Exchange lost 287 points, or 1.8 percent, to close below the key 16,000 level, at 15,865, today. The market fell on sustained selling by investors, amid declining global Bourses, and as Moody's Investor Service lowered State Bank of India's rating. The Nifty shed 77 points, or 1.6 percent, to 4,772. Stock markets in Japan, Hong Kong, South Korea and Singapore dropped between 1 percent and 3.5 percent, on growing concerns about Europe's debt troubles. The rupee weakened 25 paise, to 49.40 against the dollar. Gold gained 285 rupees, to 27,275 rupees per ten grams in Delhi. But silver declined 200 rupees, to 53,300 rupees per kilo. Three US-born scientists won the Nobel Prize in physics today for their studies of exploding stars which revealed that the expansion of the universe is accelerating. The Royal Swedish Academy of Sciences said, American Saul Perlmutter would share the 10 million kronor award with US-Australian Brian Schmidt and US scientist Adam Riess. Working in two separate research teams during the 1990s, the scientists raced to map the universe's expansion by analyzing a particular type of supernovas, or exploding stars. They found that the light emitted by more than 50 distant supernovas was weaker than expected, a sign that the universe was expanding at an accelerating rate, the academy said.

In Uttarakhand, in a tragic incident, ten members of a family, including six children, allegedly committed suicide today by jumping into a canal at Vikas Nagar town in Dehradun. In Uttar Pradesh, the Lokayukta has recommended removal of Secondary Education Minister Rangnath Mishra from the post with immediate effect and lodging of criminal cases against him for his involvement in illegal activities. Indian judokas have notched up an impressive tally of a gold, four silver and two bronze medals in the Asian Youth and Junior Championships. The events were held from September 28 to October 3 in Beirut, Lebanon. Likmabam Sushila Devi became the Asian Champion by bagging gold in the below 52 kg category. Shushila was also awarded the Best Judo Player trophy of the event. B.R. Sangeeta, the junior national champion, won the silver medal in the above 63 Kg Category.
