विश्व नेताओं ने सत्ता से हटाए गए लीबिया के पूर्व शासक कर्नल मुअम्मर गद्दाफी की मौत का स्वागत करते हुए इसे उत्तरी अफ्रीकी देश में निरंकुशता, क्रूरता, तानाशाही और युद्ध का अंत करार दिया है। संयुक्त राष्ट्र महासचिव बान जी मून ने कर्नल गद्दाफी की मौत को लीबिया के लिए ऐतिहासिक बदलाव बताया है। उन्होंने सभी लड़ाकों से हथियार डालने का अनुरोध किया है।अमरीका के राष्ट्रपति बराक ओबामा ने कहा कि मुअम्मर गद्दाफी की मौत लीबियावासियों के लम्बे और दर्दनाक अध्याय का अंत है। उन्होंने चेतावनी दी कि अरब के अन्य तानाशाहों का भी आखिरकार पतन होगा।
ब्रिटेन के प्रधानमंत्री डेविड कैमरन ने गद्दाफी की मौत पर प्रतिक्रिया व्यक्त करते हुए इसे लीबिया में लोकतांत्रिक भविष्य का अवसर करार दिया।
फ्रांस के राष्ट्रपति निकोला सारकोजी ने इसे लीबियाई जनता के लिए महत्वपूर्ण बताते हुए वहां लोकतांत्रिक सुधार लागू करने का अनुरोध किया। कभी कर्नल गद्दाफी के सहयोगी रहे इटली के प्रधानमंत्री सिल्वियो बर्लूस्कोनी ने कहा कि युद्ध समाप्त हो गया है।
इस बीच, ब्रसेल्स में यूरोपीय संघ ने कहा हैं कि गद्दाफी की मौत निरंकुशता के दौर का अंत है। भारत ने इस घटना पर प्रतिक्रिया व्यक्त करते हुए लीबिया में स्थिरता बहाल होने की आशा व्यक्त की और वहां के राजनीतिक बदलाव और पुनर्निर्माण के लिए वहां की जनता को हरसंभव सहयोग देने की पेशकश की। विदेश मंत्रालय के प्रवक्ता ने कल नई दिल्ली में कहा कि लीबिया का संघर्ष और उसकी जनता की तकलीफें भारत के लिए चिंता का विषय रही हैं।
विद्रोहियों ने कर्नल गद्दाफी के आखिरी गढ़ पर कब्जा करने के बाद कल कर्नल गद्दाफी की उनके गृहनगर सरत में गोली मारकर हत्या कर दी थी। राष्ट्रीय अंतरिम परिषद के एक अधिकारी के हवाले से रिपोर्ट में कहा गया है कि कर्नल गद्दाफी का पार्थिव शरीर मिसराता की मस्जिद में ले जाया गया है।
कर्नल गद्दाफी के पुत्र मुतासिम और रक्षा मंत्री अबु बकर यूनुस जबर भी सरत में मृत पड़े मिले हैं।उनकी मौत के बाद लीबिया के लोग त्रिपोली की सड़कों पर उतर आए और स्वचालित हथियारों से हवा में गोलियां चलाते हुए खुशी से नाचने लगे। ब्यौरा हमारे संवाददाता से-
त्रिपोली में प्रधानमंत्री महमूद जिद्दिल ने बताया कि कि गद्दाफी को एक ड्रेनेज पाइप से निकाला गया, उनकी बांह में गोली मारी गई इसके बाद चल रही गोलीबारी में वे मारे गए। बाद में लोगों को संबोधित करते हुए महमूद जिद्दिल ने संयम बरतने और एक जुट बनाऐ रखने की अपील की। लीबिया की औपचारिक मुक्ति के बारे में ऐलान शनिवार को किया जाएगा। सत्तारूढ अंतरिम परिषद पहले ही शीर्त के पतन और गद्दाफी के अंत के बाद लीबिया में जनतांत्रिक प्रक्रिया लाने का वादा कर चुकी है। शनिवार की घोषणा के बाद चुनाव प्रक्रिया की उल्टी गिनती का काम लीबिया में शुरू हो जाएगा। अतुल तिवारी आकाशवाणी समाचार।

प्रधानमंत्री मनमोहन सिंह और नेपाल के प्रधानमंत्री बाबूराम भट्टराई के बीच आज नई दिल्ली में होने वाली शिष्टमंडल स्तरीय बातचीत में दोनों देशों के बीच व्यापार बढ़ाने और विकास में सहयोग से जुड़े मसलों पर मुख्य रूप से चर्चा होगी। नेपाल में भारत के निवेश को बढ़ावा देने के लिए दोनों देश निवेश सरंक्षण समझौते को अंतिम रूप देने में लगे हैं। श्री भट्टाराई चार दिन की यात्रा पर कल भारत पहुंचे। बातचीत के दौरान प्रस्तावित प्रत्यर्पण संधि सहित सुरक्षा सहयोग पर भी मुख्य रूप से चर्चा होने की संभावना है।-
भारत ने फ्रांस सहित कई यूरोपीय देशों में पगड़ी पहनने पर लगी रोक के मुद्दे को यूरोपीय संघ के साथ उठाया है। भारत दौर पर आए फ्रांस के विदेश मंत्री एलन जुप्पे के साथ व्यापक बातचीत के बाद कल नई दिल्ली में विदेश मंत्री एस एम कृष्णा ने कहा कि भारत इस मुद्दे का एक स्वीकार्य समाधान चाहता है, हालांकि फ्रांस का कहना है कि यह प्रतिबंध भेदभावपूर्ण नहीं है। -
गुमराह करने वाले विज्ञापनों के खिलाफ स्वतरू कार्रवाई करने के लिए एक स्वतंत्र एजेंसी बनाई जा रही है। उपभोक्ता मामलों के मंत्री के वी थॉमस ने आकाशवाणी के साथ एक भेंट में बताया कि विज्ञापनों में बढाचढ़ा कर किये गये दावों पर अंकुश लगाने के लिए एजेंसी में विभिन्न क्षेत्रों के विशेषज्ञों को शामिल किया जायेगा। उन्होंने बताया कि उनका मंत्रालय इस मसले पर सूचना और प्रसारण मंत्रालय सहित इससे जुड़े विभिन्न पक्षों के साथ विचार विमर्श कर रहा है। श्री थॉमस ने कहा कि प्रस्तावित एजेंसी उपभोक्ता मामलों के मत्रालय के तहत काम करेगी।-
निर्वाचन आयोग ने बहुजन समाज पार्टी की विधायक उमलेश यादव के तीन साल तक चुनाव लड़ने पर रोक लगा दी है। पैसे देकर खबर छपवाने के मामले में किसी भी राजनीतिज्ञ के खिलाफ यह पहला मामला है। हमारे लखनऊ संवाददाता ने आयोग के सूत्रों के हवाले से खबर दी है कि श्रीमती यादव के खिलाफ पैसे देकर खबरें छपवाने की शिकायत दर्ज कराई गई थी, जिस पर मुख्य निर्वाचन आयुक्त एस.वाई. कुरैशी की अध्यक्षता में हुई पूर्ण आयोग की बैठक में कल ये आदेश दिया गया।श्रीमती यादव पर आरोप है कि उन्होंने वर्ष २००७ के विधानसभा चुनावों के दौरान दो हिन्दी दैनिकों में पैसे दे कर छपवाई गई खबरों पर हुए खर्च का उल्लेख नहीं किया।

निर्वाचन आयोग ने पांच राज्यों में अगले वर्ष होने वाले विधानसभा चुनावों को एक साथ कराने की मीडिया की खबरों का खंडन करते हुए इसे आधारहीन और गुमराह करने वाला कहा है। आयोग ने स्पष्ट करते हुए कहा है कि उत्तर प्रदेश, उत्तराखंड, पंजाब, मणिपुर और गोवा में विधानसभा चुनावों के समय के बारे में अभी विचार नहीं किया जा रहा है।-
गृहमंत्री पी चिदम्बरम ने मुख्यमंत्रियों को पत्र लिखकर अपने राज्यों में साम्प्रदायिक घटनाओं पर काबू पाने के लिए पूरी चौकसी बरतने को कहा है। उन्होंने मुख्यमंत्रियों से साम्प्रदायिक दृष्टि से संवेदनशील इलाकों और शहरों की पहचान कर उन पर लगातार नजर रखने का सलाह दी है। हाल की घटनाओं पर चिंता प्रकट करते हुए श्री चिदम्बरम ने अपने पत्र में कहा है कि पिछले दो महीने के दौरान इस तरह की सौ से अधिक घटनाओं के समाचार मिले है, जिनमें २६ लोगों की जान गयी है।-

तमिलनाडु की मुख्यमंत्री जे. जयललिता आय के ज्ञात स्रोतों से अधिक सम्पत्ति के मामले में आज बैंगलुरू में लोकायुक्त विशेष न्यायाधीश बी.एम. मल्लिकार्जुनैया के समक्ष दोबारा पेश हो कर बयान दर्ज कराएंगी। सुश्री जयललिता के वकील ने बताया कि न्यायाधीश ने उनसे ३७९ प्रश्नों का जवाब मांगा है। सुश्री जयललिता आज सुबह ग्यारह बजे से उन प्रश्नों का जवाब देना शुरू करेंगी।-
कर्नाटक उच्च न्यायालय में आज राज्य के पूर्व मुख्यमंत्री बी एस येदियुरप्पा की अंतरिम जमानत याचिका पर सुनवाई होगी। इससे पहले कल न्यायालय ने सुनवाई को आज तक के लिए टाल दिया था। येदियुरप्पा ने जमीन अधिग्रहण की अधिसूचना को गलत इरादे से रद्द करने के दो मामलों में उनकी जमानत की अर्जी नामंजूर करने के निचली अदालत के फैसले के खिलाफ अपील की है।-
गुजरात में सौराष्ट्र क्षेत्र में कल देर रात जोरदार भूकम्प का झटका महसूस किया गया। सौराष्ट्र और कच्छ के कई क्षेत्रों में आए इस भूकम्प की तीव्रता पांच दशमलव तीन बताई जा रही है। हमारे संवाददाता ने खबर दी है कि भूकम्प के तीव्र झटके से नींद में सोए हुए लोग अपने घरों से बाहर निकल आए। इस भगदड़ में काफी लोग घायल हो गए।जूनागढ़ के शासन गिर भूकम्प का केन्द्र बिन्दु दर्ज किया गया है। कई मकान गिर गए हैं। जूनागढ़ के जिला कलेक्टर ने रात को ही आपदा प्रबंधन की टीमों को प्रभावित क्षेत्रों भेज देने का आदेश दिया है। इस भूकम्प के जोरदार झटके से २००१ में कच्छ क्षेत्र में आये विनाशकारी भूकम्प की याद फिर उमट आयी। आकशवाणी समाचार के लिए भुजकच्छ से शैलेश ब्यास।

रेलवे ने एजेंटों द्वारा टिकट बुक कराने की तत्काल योजना का दुरूपयोग रोकने के लिए कदम उठाए हैं। सरकारी विज्ञप्ति के अनुसार रेलवे ने सुबह आठ बजे से नौ बजे तक कैश कार्ड से बुकिंग रोकने का निर्णय लिया है। इस दौरान क्विक बुक विकल्प का प्रयोग भी नहीं किया जा सकेगा लेकिन एक व्यक्ति केवल दो टिकट ही बुक कर सकेगा। सवेरे आरक्षण के पहले घन्टे के दौरान इंटरनेट के माध्यम से एजेंट तत्काल बुकिंग नहीं कर सकते हैं।-
अमरीका की विदेश मंत्री हिलेरी क्लिंटन कल देर रात पाकिस्तान की राजधानी इस्लामाबाद पहुंची। श्रीमती क्लिंटन पाकिस्तान को तालिबान की सुरक्षित पनाहगाहें समाप्त करने की चेतावनी दे सकती हैं।श्रीमती क्लिंटन अफगानिस्तान की राजधानी काबुल से दो दिन की यात्रा पर पाकिस्तान पहुंची हैं। अफगानिस्तान के राष्ट्रपति हामिद करजई के साथ बातचीत के बाद श्रीमती क्लिंटन ने बताया कि पाकिस्तान के लिए उनका संदेश बिल्कुल स्पष्ट है। उन्होंने कहा कि अमरीका और अफगान सरकार जहां अफगानिस्तान में स्थायित्व लाने के लिए काम कर रहे हैं वहीं पाकिस्तान या तो सहायता कर सकता है या रुकावट डाल सकता है।

World leaders hailed the end of despotism tyranny and dictatorship in Libya with the death of Col. Muammar Gaddafi.
U.N. chief Ban Ki-moon said Mr. Gadhafi's death marks a historic transition for Libya. He called on all combatants to lay down their arms, warning the country can only realize the promise of the future by national unity and reconciliation.
Speaking in the White House Rose Garden, US President Barack Obama said, the death of Muammar Gaddafi has ended a long, painful chapter for Libyans.
British Prime Minister David Cameron hailed it as a chance for a democratic future for Libya.
French President Nicolas Sarkozy hailed the death of Gaddafi as a major step forward for the people of Libya and urged the country to pursue democratic reforms. Italian Prime Minister Silvio Berlusconi said after the death of his onetime ally that the war is over.
In Brussels, the European Union said Gaddafi's death marks the end of an era of despotism. The news means an end also to the repression from which the Libyan people have suffered for too long.
Reacting to the killing of Libya's long-standing ruler, India has hoped for return of stability to the North African country and offered assistance to the people of Libya in their political transition and rebuilding of the country. An external affairs spokesman said in New Delhi last evening that the strife in Libya and the suffering of its people has been a matter of concern to India.
After the killing of Muammar Gaddafi in his hometown Sirte yesterday Libya’s ruling Transitional Council has called upon the people to stay united. More from our Correspondent:
Putting the record straight, Libyan Prime Minister Mahmoud Jibril said Gaddafi was hauled up from a drainage pipe in Sirte. He was then shot in the arm and put in a truck which was caught in crossfire as it ferried Gaddafi to the hospital in Mishrata. His secret burial is due today. One of his Muatassim was killed while another son and one-time heir apparent Seif al-Islam was wounded and captured. Addressing Libyans in Tripoli, Prime Minister Mahmoud Jibril calledupon the Libyans to put aside their differences . He said it is time to start a new and united Libya.A formal announcement of Libya's liberation would be made on Saturday.

US Secretary of State Hillary Clinton is on a two-day visit to Pakistan during which she will deliver the Obama administration's message that the country's civil and military leadership must crack down on the Haqqani network and other militant groups operating along the border with Afghanistan. Clinton flew into Islamabad last evening.
Earlier, Clinton told a news conference in Kabul that Pakistan must step up the fight against terrorists within its territory and become a "part of the solution" to the conflict in Afghanistan.

The French Foreign Minister Alain Juppe who is on visit to New Delhi assured that stringent safety standards will be implemented in the proposed plants in Jaitapur amid nuclear safety concerns. Mr S M Krishna and Mr Juppe held comprehensive talks during which an entire gamut of bilateral issues along with international and regional matters of mutual interest came up. He said that France is determined to be completely open with its Indian partners on the safety aspects. The two leaders also talked about global financial situation ahead of the G-20 summit of emerging and developed economies next month with France terming India as key strategic member which can play an important role in resolving the current crisis.
Mr Krishna hailed the support from France for India's increasing role in world affairs including its permanent membership in the UN Security Council. They referred to the ongoing joint military exercises focussing on insurgency and counter terrorism and renewed their pledge to continue cooperation in their fight against terror. The two countries decided to achieve the trade target of 12 billion Euros by 2012. Mr Krishna invited greater investments from France.

India yesterday took up the issue of ban on wearing turban in many European countries, including France and EU. The External Affairs Minister S M Krishna, who held comprehensive talks with his French counterpart Alain Juppee told reporters in New Delhi yesterday that New Delhi is pursuing the matter with the European Union and was looking forward to a mutually acceptable solution even as France maintained that its ban was not discriminatory. Asserting that turban for Sikhs was a symbol of dignity, Mr.Krishna said he has also written to the Italian Foreign Minister regarding the problems faced by Sikhs due to the ban.

An independent agency is being set up to take suo-motto action against mis-leading advertisements. Consumer Affairs Minister K V Thomas told AIR that the agency will have experts from various fields to check the exaggerated claims about their products and services in their advertisements. Mr. Thomas said that his ministry is in consultation with Information and Broadcasting ministry along with other stakeholders to chalk out the strategy at the earliest. Expressing concern over rising consumer complaints against misleading advertisements, the minister emphasized the need for co-ordination between different departments to keep a tab on such advertisements.

Quoting Commission sources our Lucknow correspondent reports that the full Commission headed by the Chief Election Commissioner Dr. S.Y. Quraishi passed this order yesterday. She was disqualified under section 10A of the Representation of Peoples' Act 1951 for supressing expenditure which was spent for issuing advertisement. This is the first case of action against a politician for 'Paid News' syndrome.
The Commissioner said that by suppressing expenditure on paid news and filing an incorrect or false account, the candidate is guilty of not merely circumventing the law relating to election expenses but also of resorting of false propaganda by projecting a wrong picture and defrauding the electorate.
It was alleged that the Ms. Yadav had not mentioned expenses made by her for publishing paid news items in two Hindi Dailies during Assembly elections in 2007. The Commission has said that instead of admitting her failure, she has denied having filed an incorrect account and defended her act of having filed an incorrect account.
Our correspondent reports that Ms. Yadav was elected from Bisauli Assembly Constituency in Badayun district as Rashtriya Parivartan Dal candidate. Later, her party was merged with ruling BSP in UP.

लोकपाल के गठन को लेकर चले आंदोलन से यह बात स्पष्ट हो चुकी है कि सार्वजनिक जीवन से भ्रष्टाचार दूर करना हमारी पहली राष्ट्रीय प्राथमिकता है।
इसके लिए हम सिविल सोसाइटी और गैर सरकारी संगठनों के सुझावों का स्वागत करते रहेंगे।
प्रधानमंत्री ने कहा कि दस वर्ष से अधिक समय से लम्बित मुकदमों की समीक्षा के लिए उच्चतम न्यायालय के अवकाश प्राप्त जज की अध्यक्षता में एक समिति बनाई जायेगी।
डा० मनमोहन सिंह ने कहा कि भ्रष्टाचार दूर करने के लिए सरकारी अधिकारियों के विवेकाधीन अधिकारों को कम से कम करने की कोशिश कर रही है। उन्होंने कहा कि मंत्रियों का एक समूह हर वर्ष हजारों करोड़ रूपये के सरकारी ठेके देने में अनियमितताओं को दूर करने के लिए सार्वजनिक खरीद कानून के मसौदे पर विचार कर रहा है।
भ्रष्टाचार से निपटने का सबसे अच्छा तरीका भ्रष्टाचार के अवसरों को कम करना है। अगर सरकारी फैसले पारदर्शी हैं और निर्णय लेने की प्रक्रिया में लोक सेवकों की जिम्मेदारी भी स्पष्ट है तो अवैध निजी लाभ की संभावना कम हो जाएगी।

उन्होंने कहा कि यूपीए सरकार सूचना के अधिकार का ऐतिहासिक कानून लेकर आई है जो पारदर्शिता और जवाबदेही सुनिश्चित करने का एक सशक्त साधन है। प्रधानमंत्री ने कहा कि सरकार इसके दायरे में निजी क्षेत्र को लाने के लिए कानून में परिवर्तन करने पर विचार कर रही है।

न्यायालय ने आदेश दिया कि अधिगृहित ज+मीन के लिए करीब ६४ प्रतिशत मुआवजा देना होगा। आदेश में यह भी कहा गया है कि किसानों को दस प्रतिशत विकसित ज+मीन दी जाए। तीन न्यायधीशों ने उत्तरप्रदेश के मुख्य सचिव को आदेश दिया कि ठीक से छानबीन करके पता लगाया जाए कि नोएडा और ग्रेटर नोएडा के अधिकारियों तथा बिल्डर्स ने नियमों का सही ढंग से पालन किया या नहीं।
वित्तमंत्री ने विजया बैंक के स्थापना दिवस समारोह में कहा कि समग्र विकास की चुनौती का सामना करने के लिए अगले बीस वर्षों में पचास करोड़ कुशल कर्मचारियों की जरूरत होगी। उन्होंने कहा कि बैंकों को देश के आर्थिक विकास में महत्वपूर्ण भूमिका निभानी है। सरकार ने बैंकों को अगले वर्ष मार्च तक दो हजार या इससे अधिक की आबादी वाले गांवों में बैंकिंग सुविधाएं उपलब्ध कराने के निर्देश दिये हैं। श्री मुखर्जी ने कहा कि दो सौ आठ गांवों में ये सुविधाएं उपलब्ध कराई जा चुकी हैं।

इलाहाबाद उच्च न्यायालय ने ग्रेटर नोएडा और नोएडा एक्सटेंशन इलाकों के विकास के लिए गौतमबुद्धनगर जिले के तीन गांवों में भूमि अधिग्रहण की अधिसूचना रद्द कर दी है। न्यायालय ने अधिकतर अन्य गांवों के लिए अतिरिक्त मुआवजे का आदेश दिया है। न्यायमूर्ति अशोक भूषण, वी.के. शुक्ला और न्यायमूर्ति एस.यू.खान की पूर्ण पीठ ने ग्रेटर नोएडा और नोएडा के तिरसठ गांवों के लिए यह फैसला दिया। फैसले में देवला, चकशाहबेरी और असदुल्लापुर गांवों की अधिसूचना रद्द की गई है और आदेश दिया गया है कि इन गांवों के जो किसान मुआवजा ले चुके हैं उन्हें अपनी ज+मीन वापिस लेने के लिए अधिकारियों को रकम लौटानी होगी। न्यायालय ने नोएडा की दो याचिकाएं खारिज कर दी, लेकिन बाकी गांवों को ज्यादा मुआवजा मिलेगा।न्यायालय ने आदेश दिया कि अधिगृहित ज+मीन के लिए करीब ६४ प्रतिशत मुआवजा देना होगा। आदेश में यह भी कहा गया है कि किसानों को दस प्रतिशत विकसित ज+मीन दी जाए। तीन न्यायधीशों ने उत्तरप्रदेश के मुख्य सचिव को आदेश दिया कि ठीक से छानबीन करके पता लगाया जाए कि नोएडा और ग्रेटर नोएडा के अधिकारियों तथा बिल्डर्स ने नियमों का सही ढंग से पालन किया या नहीं।

वित्तमंत्री प्र्रणव मुखर्जी ने कहा है कि बढ़ती मंहगाई का मुख्य कारण आपूर्ति में कमी है। आज नई दिल्ली में एक समारोह के दौरान अलग से बातचीत में श्री मुखर्जी ने खाद्य मुद्रास्फीति के दहाई का आंकड़ा पार कर जाने पर चिंता व्यक्त की। खाद्य मुद्रास्फीति दस दशमलव छह प्रतिशत तक पहुंच गई है। वित्तमंत्री ने कहा कि इस समस्या से निपटने के लिए समुचित कदम उठाये जायेंगे।वित्तमंत्री ने विजया बैंक के स्थापना दिवस समारोह में कहा कि समग्र विकास की चुनौती का सामना करने के लिए अगले बीस वर्षों में पचास करोड़ कुशल कर्मचारियों की जरूरत होगी। उन्होंने कहा कि बैंकों को देश के आर्थिक विकास में महत्वपूर्ण भूमिका निभानी है। सरकार ने बैंकों को अगले वर्ष मार्च तक दो हजार या इससे अधिक की आबादी वाले गांवों में बैंकिंग सुविधाएं उपलब्ध कराने के निर्देश दिये हैं। श्री मुखर्जी ने कहा कि दो सौ आठ गांवों में ये सुविधाएं उपलब्ध कराई जा चुकी हैं।

सरकार चीनी के निर्यात पर अंतिम फैसला अगले महीने के पहले सप्ताह में ले लेगी। उपभोक्ता कार्य मंत्री के वी थॉमस ने आज नई दिल्ली में संवाददाताओं को बताया कि उनका मंत्रालय इस मौसम में चीनी के उत्पादन के बारे में एक नोट तैयार कर रहा है, जिसे इस महीने के अंत तक विचार के लिए अधिकारप्राप्त मंत्री- समूह को भेजा जाएगा। श्री थॉमस ने बताया कि मंत्री-समूह चीनी के निर्यात की मात्रा के बारे में अंतिम फैसला लेगा। चीनी उत्पादन के बारे में अलग-अलग अनुमानों का उल्लेख करते हुए श्री थॉमस ने बताया कि उनके मंत्रालय को दो करोड़ ४६ लाख टन के उत्पादन की उम्मीद है, जबकि कृषि मंत्रालय ने दो करोड़ ५० लाख टन का अनुमान लगाया है।बढ़ती खाद्य मुद्रास्फीति पर प्रश्नों का जवाब देते हुए उपभोक्ता कार्यमंत्री ने कहा कि अतिरिक्त लागत में कमी लाने के लिए शीतगृहों और परिवहन संबंधी सुविधाएं बढ़ाने की जरुरत है। वर्ष २०१०-११ के लिए भारतीय खाद्य निगम की कामकाज रिपोर्ट जारी करते हुए श्री थॉमस ने निगम के काम में पारदर्शिता लाने की आवश्यकता पर जोर दिया।

वित्त मंत्रालय सार्वजनिक क्षेत्र के बैंकों को लम्बे समय के लिए पूंजीगत सहायता देने के वास्ते एक योजना तैयार कर रहा है। बैंकिंग सचिव डी.के मित्तल ने आज नई दिल्ली में पत्रकारों को बताया कि वित्त मंत्रालय चालू वित्त वर्ष के लिए और लम्बी अवधि में बैंकों की पूंजीगत आवश्यकताओं के प्रस्तावों पर विचार कर रहा है। उन्होंने बताया कि चालू वित्त वर्ष के लिए सार्वजनिक क्षेत्र के बैंकों में दस से बीस हजार करोड़ रूपये की पूंजी लगाने की ज+रूरत है। उन्होंने यह भी कहा कि इन बैंकों को अगले दस वर्ष में करीब साढ़े तीन लाख करोड़ रूपये की पूंजी की जरूरत पड़ेगी। हमारे संवाददाता ने बताया है कि २०११-१२ वित्त वर्ष के दौरान सरकारी बैंकों में पूंजी लगाने के लिए छःहजार करोड़ रूपये का प्रावधान पहले से रखा गया है। श्री मित्तल ने बताया कि संसद के शीतकालीन सत्र में दूसरी पूरक अनुदान मांगों के जरिये अतिरिक्त राशि की मंजूरी ली जाएगी।----
राष्ट्रीय आवास बैंक ने सभी आवास वित्त कम्पनियों को निर्देश दिया है कि वे आवास ऋण का समय से पहले भुगतान करने पर शुल्क लेना बन्द करे। बैंक ने अधिसूचना में कहा है कि आवास वित्त कम्पनियां आवास ऋण समय से पहले चुकाने पर कोई शुल्क नहीं लगा सकतीं। राष्ट्रीय आवास बैंक ने सभी आवास वित्त कम्पनियों को यह निर्देश दिया है कि समान ऋण या जोखिम क्षमता वाले पुराने और नए लेनदारों से एकसमान दर पर ब्याज लिया जाना चाहिए। भारतीय रिज+र्व बैंक ने आवास ऋण की अदायगी समय से पहले करने या उसे समय से पहले खत्म करने पर शुल्क की अलग से जांच कराई थी। उसके बाद यह फैसला लिया गया। बैंक ने कम्पनियों को निर्देश दिया है कि इस अधिसूचना का तत्काल पालन किया जाएगा। हमारे संवाददाता का कहना है कि इस फैसले से आवास ऋण देने वालों के सामने वित्त कम्पनियों के विकल्प बढ़ जाएंगे। समय पूर्व भुगतान पर शुल्क के कारण वे एक कम्पनी से ऋण लेने के बाद दूसरी कम्पनी के पास नहीं जा पाते थे। इस रोक से आवास वित्त व्यवस्था की विश्वसनीयता भी बढ़ेगी।----

नेपाल के प्रधानमंत्री बाबू राम भट्टाराई और विदेशमंत्री एस एम कृष्णा ने आज सुबह नई दिल्ली में आपसी हित के मामलों पर बातचीत की। आधिकारिक सूत्रों ने बताया कि नेपाल में चल रही शांति प्रक्रिया पर भी चर्चा हुई। श्री भट्टाराई राष्ट्रपति भवन में राष्ट्रपति प्रतिभा देवीसिंह पाटील से मिलने गए। उन्होंने उपराष्ट्रपति मोहम्मद हामिद अंसारी से भी मुलाकात की। प्रधानमंत्री के साथ बातचीत से पहले श्री भट्टाराई वित्तमंत्री प्रणव मुखर्जी और लोकसभा में विपक्ष की नेता सुषमा स्वराज के साथ भी विचार विमर्श करेंगे।नेपाल के प्रधानमंत्री ने राजघाट जाकर राष्ट्रपिता महात्मा गांधी को श्रद्धांजलि अर्पित की।

अमेरिकी विदेशी मंत्री हिलेरी क्लिंटन ने पाकिस्तान पर फिर दबाव डाला है कि वो आतंकवादियों के सुरक्षित ठिकानों पर कार्रवाई करे। उन्होंने कहा कि उग्रवादी गुट बहुत लम्बे समय से देश में बेलगाम कार्रवाई कर रहे हैं और अब यह बर्दाश्त नहीं किया जाना चाहिए। आज इस्लामाबाद में पाकिस्तान की विदेश मंत्री हिना रब्बानी खार के साथ संवाददाता सम्मेलन में श्रीमती क्लिंटन ने कहा कि अमेरिका पाकिस्तान की जनता और उनके भविष्य के प्रति वचनबद्ध है और चाहता है कि पाकिस्तान के साथ उसके संबंधों का दोनों देशों को लाभ मिले, लेकिन उनका कहना था कि उग्रवादी बहुत लम्बे समय से पाकिस्तान में और उसकी धरती से अपनी गतिविधियां चला रहे हैं। श्रीमती क्लिंटन ने कल प्रधानमंत्री युसुफ रज+ा गिलानी से बात की थी। श्रीमती क्लिंटन ने अमेरिकी प्रशासन की ओर से पाकिस्तान को स्पष्ट बता दिया कि उसे देश के कबायली इलाके में आतंकवादियों के सुरक्षित ठिकाने खत्म करने होंगे।उन्होंने तालिबान और हक्कानी नेटवर्क सहित हिंसा फैलाने वाले सभी उग्रवादी गुटों के खिलाफ कार्रवाई का आग्रह किया। श्रीमती क्लिंटन का कहना था कि मासूम नागरिकों को निशाना बनाने वालों को न तो बर्दाश्त किया जाना चाहिए और न ही संरक्षण दिया जाना चाहिए, चाहे वो पाकिस्तानी हों, अफगान हों, अमेरिकी हों या कोई और हो।
उन्होंने व्यापार संबंध सामान्य करने के लिए भारत और पाकिस्तान के प्रयासों का स्वागत किया और कहा कि फलती-फूलती अर्थव्यवस्था के साथ स्थिर और सम्पन्न पाकिस्तान इस क्षेत्र के हित में होगा।

लीबिया में आठ महीने से चल रहे संघर्ष के बाद सत्तारूढ़ अंतरिम राष्ट्रीय परिषद प्रशासन को फिर से पटरी पर लाने के तरीके तय कर रही है। सरकार कल औपचारिक रूप से लीबिया की मुक्ति की घोषणा करेगी। हमारे संवाददाता ने खबर दी है कि परिषद अपना मुख्यालय बेंगाजी से त्रिपोली ले आएगी ताकि एक महीने के भीतर अंतरिम सरकार का गठन हो सके।लीबिया की पूरी आजादी के एनटीसी के एलान के साथ ही चुनावी प्रक्रिया की शुरूआत हो जाएगी। तयशुदा फार्मूले के तहत एनटीसी का मुख्यालय बेनकाबी क्षेत्रपुली लाया जाएगा। एक महीने में एनटीसी एक अंतरिम सरकार का गठन करेगी। इसके बाद आठ महीने के भीतर लीबिया में दो सौ सदस्यों वाले नेशनल कांफ्रेंस के लिए चुनाव होगा। यहीं कांफ्रेंस नये प्रधानमंत्री को चुनेगी, जो नई सरकार बनायेंगे। देश के नये संविधान का प्रारूप तय करना और नई संसद का चुनाव एक निश्चित समय सीमा के भीतर कराना नेशलन कांफ्रेंस के भीतर की जिम्मेदारी होगी। अब आने वाले दिनो में राष्ट्रीय अंतरीम परिषदों, लीबिया को एक जुट रखने, आर्थिक हालात सुधारने के साथ-साथ चुनावी प्रक्रिया को अंजाम देने की नैतीक जिम्मेदारी संभालनी होगी। अतुल तिवारी आकाशवाणी समाचार, दुबई।

लीबिया के राष्ट्रीय तेल निगम के अध्यक्ष नूरी बेरूहीन ने आशा व्यक्त की है कि कल की घटनाओं से देश में खनिज तेल का उत्पादन सामान्य स्तर पर लाने के प्रयासों में सहायता मिलेगी। लीबिया से तेल का निर्यात बढ़ने से ओपेक के सदस्य १४ दिसम्बर को वियना में अपनी बैठक में तेल की सप्लाई कम करने पर विचार कर सकते हैं।----
केन्द्रीय विधि मंत्री सलमान खुर्शीद ने कहा है कि सरकार मुसलमानों के पिछड़े वर्गों को सरकारी नौकरियों और अन्य क्षेत्रों में आरक्षण देने की प्रक्रिया में है। यह आरक्षण उन्हें पिछड़े वर्गों के लिए आरक्षित कोटे में से दिया जायेगा। कल पटना में एक समारोह में श्री खुर्शीद ने कहा कि सरकार इस प्रस्तावित कानून को लागू करने के लिए नये विधेयक के मसौदे पर पहले से ही विचार कर रही है। श्री खुर्शीद ने कहा कि सरकार एक मजबूत लोकपाल के पक्ष में भी है लेकिन यह भ्रष्टाचार को पूरी तरह से समाप्त करने के लिए पर्याप्त नहीं होगा।----
गुजरात में कल रात भूकंप के झटके आये जिन्हें रिक्टर पैमाने पर पांच दशमलव तीन मापा गया। भूकंप के कारण जानमाल के नुकसान की फिलहाल कोई खबर नहीं है। भारतीय मौसम विभाग ने कहा है कि कल रात करीब पौने ११ बजे आए इस भूकंप का केन्द्र जूनागढ़ जिले में वनस्थली शहर के निकट सासनगीर से बीस किलोमीटर दक्षिण पूर्व में था। अधिकारियों ने कहा है कि जूनागढ़ में करीब २५ सैंकेड तक भूकंप के झटके महसूस किये गए।----
बिहार में इंदिरा आवास योजना लागू करने में कथित रूप से अनियमित्ताएं बरतने वाले ७२ अधिकारियों के खिलाफ प्राथमिकी दर्ज कराई गई हैं। राज्य के ग्रामीण विकास मंत्री नीतीश मिश्रा ने बताया कि राज्य में इंदिरा आवास योजना शिविरों के आयोजन के संबंध में ग्यारह सौ से अधिक गंभीर शिकायतें प्राप्त हुई हैं। इन शिकायतों की जांच के बाद राज्य सरकार ने ७२ अधिकारियों के खिलाफ प्राथमिकी दर्ज करायी है। सबसे अधिक ४५ मामले भाबुआ जिले में दर्ज हुए हैं।इस बीच केन्द्र ने बिहार को इंदिरा आवास योजना के लिए तीन हजार करोड़ रूपये स्वीकृत किए हैं। इस योजना में प्रत्येक लाभार्थी को ४५ हजार रूपये दिए जाएंगे। यह राशि उनके बैंक या डाकघर खाते में भेजी जाएगी। माओवाद से ग्रस्त जिलों के लाभार्थियों को ४८ हजार पांच रूपये दिए जाएंगे।

अन्तरबैंक विदेशी मुद्राबाजार में आज डॉलर के मुकाबले रूपया ३७ पैसे कमजोर होकर पिछले ३० महीने में रूपया सबसे निचले स्तर पर आ गया। एक डॉलर की कीमत ५० रूपये १७ पैसे बोली गयी।उधर बम्बई शेयर बाजार में आज उतार-चढ़ाव जारी है। शुरूआती कारोबार में आज सेन्सेक्स में ४४ अंकों की गिरावट आई। अब से कुछ देर पहले यह १०९ अंक की गिरावट के साथ १६ हजार ८२७ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३० अंक गिरकर ५ हजार ६१ पर था।

उच्चतम न्यायालय ने ग्रेटर नोएडा में फॉर्मूला-वन रेस कराने की अनुमति देते हुए शर्त लगा दी है कि आयोजकों को टिकटों की बिक्री से हुई आमदनी का पच्चीस प्रतिशत हिस्सा अलग खाते में जमा कराना होगा, जिससे लेन-देन उसकी अनुमति के बिना नहीं किया जा सकेगा।न्यायमूर्ति डी.के जैन और ए. आर दवे की पीठ ने अंतरिम आदेश में कि फार्मूला-वन रेस के आयोजकों को दी गई कर छूट को चुनौती देने वाली याचिका पर जो भी फैसला होगा उसके हिसाब से इस राशि के बारे में निर्णय किया जाएगा।
उच्चतम न्यायालय ने आयोजकों की इन दलीलों को खारिज कर दिया कि इस निर्देश से अन्तर्राष्ट्रीय प्रतियोगिता की छवि खराब होगी।

मारूति सुजुकी इंडिया के मानेसर संयंत्र में कर्मचारियों की चौदह दिन से चल रही हड़ताल समाप्त हो गई है। कम्पनी के प्रबंधकों, कर्मचारियों और हरियाणा सरकार के बीच एक त्रिपक्षीय समझौता हुआ है जिसके तहत प्रबंधक ६४ स्थायी कर्मचारियों को काम पर वापिस ले लेंगे, जबकि बाकी ३० कर्मचारी निलंबित रहेंगे। जानकार सूत्रों के अनुसार करीब बारह सौ अस्थायी कर्मचारियों को काम पर वापिस ले लिया जाएगा।शिकायतों के निपटारे और श्रमिक कल्याण के लिए दो समितियां गठित करने पर भी सहमति हुई है ताकि संयंत्र में काम का माहौल अच्छा रहे। बुधवार से हरियाणा सरकार के वरिष्ठ अधिकारियों की उपस्थिति में कई दौर की बातचीत के बाद यह समझौता हो सका है।

राजस्थान सरकार ने सड़कों की मरम्मत के लिए व्यापक अभियान शुरू किया है। इस अभियान के तहत इस महीने की २५ तारीख से पहले ३८ हजार किलोमीटर सड़कों की मरम्मत का काम पूरा कर लिया लाएगा।हमारे संवाददाता ने खबर दी है कि बारिश की वजह से सड़कें बुरी तरह से टूट गई थी।
राज्य भर में सड़कों की मरम्मत के लिए सरकार ने एक बड़ा अभियान छेड़ा है और इसके लिए एक सौ ५८ करोड़ रुपये का मंजूर किए हैं। इस धन राशि से सभी राज्यमार्गों और जिल संमर्क सड़कों मरम्मत का काम किया जा रह है। राज्य के सार्वजनिक निर्माण मंत्री ने कहा है कि यह काम दीपावली से पहले पूरा हो जाएगा और इसके बाद वे खुद जाकर मरम्मत के काम का निरीक्षण करेंगे। राज्य में कृषि विपणण बोर्ड की मंडियों तक तक पहुंचने वाली छह हजार चार सौ सत्ताइस किलोमीटर लम्बी सड़कों की भी इस दौरान मरम्मत की जा रही है। इस पूरे काम की निगरानी और इसकी गुनवत्ता सुनिश्चित करने के लिए मरम्मत की विडियोंग्राफी भी करवाई जा रही है। अनुराग वाजपेयी आकाशवाणी समाचार जयपुर।

तमिलनाडु में सत्ताधारी ऑल इंडिया अन्ना डीएमके पार्टी स्थानीय निकायों के चुनाव में भारी सफलता की ओर बढ़ रही है। उसके उम्मीदवार चेन्नई, कोयम्बटूर और मदुरई सहित राज्य के सभी दस निगमों में महापौर के चुनाव में आगे हैं। अभी प्राप्त खबरों के अनुसार तूतीकोरिन में उसकी उम्मीदवार शशिकला पुष्पा २३ हजार से अधिक वोटों से जीत गई हैं।निगमों, नगरपालिकाओं और नगर पंचायतों के अब तक घोषित छह हजार ८९४ परिणामों में ऑल इंडिया अन्ना डीएमके को दो हजार सात सौ से अधिक सीटों पर सफलता मिली है, जबकि डीएमके के उम्मीदवार एक हजार छह सौ से कुछ ज्यादा सीटों पर विजयी हुए हैं।

Prime Minister Dr Manmohan Singh has said the government is committed to expeditiously move forward to curb corruption and deliver good governance. This includes a comprehensive agenda for executive, legal and technological reforms. Addressing a biennial conference of the CBI in New Delhi today, Dr Singh said the Lokpal is at the top of the Government's agenda. The Prime minister expressed hope to see the establishment of a strong and effective Lokpal in the coming months. He added that a committee under a retired Supreme Court Judge will be set up to review cases pending trial for more than 10 years. The Prime minister said the agitation on Lokpal has brought the issue of cleaning up our public life right at the top of national priorities.

Group of ministers is also looking at the issue at the public procurement law to minimise irregularities in the award of Government contract worth 1000 of crores of rupees every year.
Dr. Singh said the UPA government has brought in the path breaking RTI Act which provided a potential tool in ensuring transparency and accountability in public life. He said the government is considering changes in laws to bring into ambit the private sector.

Recent cases such as 2G, CWG and the introduction of the Lok Pal bill in Parliament have initiated a National debate on corruption. This is opportune moment to strengthen and functionary empower the existing anti-corruption agency to realize their full potential. One of the draft bills for the Lok Pal envisages merger of the anti- corruption wing of the CBI with the Lok Pal. Given the composite nature of the CBI, which is its instrin strength, I am of the firm belief that such a proposal is neither practical nor advisable.

The Allahabad High Court today quashed the notification for the acquisition on land in three villages of Noida and Greater Noida. The court also ordered for additional compensation for most of the other villages. The full bench comprising justice Ashok Bhushan and Justice V K Shukla and Justice S U Khan pronounced judgement for 63 villages of Greater Noida and Noida. The court quashed the notification of Devla, Chakshahberi and Asadullahpur villages. The Court ordered that farmers from these villages who had already taken compensation, have to return the compensation to the authorities to get their land. The court has dismissed two petitions of Noida but the rest of the villages will get higher compensation.
The court has ordered that the authorities have to give about 64 per cent compensation against their acquired land. The court has also given order that 10 per cent developed land should also be given to the farmers. While delivering the judgement the three judge bench also ordered the Chief Secretary of Uttar Pradesh for proper investigation into the matter whether of the Noida and Greater Noida authorities and the builders had followed the rules and regulations or not.

The Chief Minister of Tamilnadu J Jayalalithaa appeared before the special court Judge B M Mallikarjunaiah for the second day today in Bangaluru in connection with the disproportionate assets case against her. Jayalalithaa was summoned to make submissions in the special court. She answered 379 questions yesterday related to the case and was asked to appear today to complete the submissions. Tamilnadu Chief Minister flew in to Bangalore by a special flight once again today and drove to the court hall constructed in the premises of the Parappana Agrahara prison in a convoy with NSG commandos around her. The court proceedings which started at 11.00 am is likely to continue till lunch break. Barring the lawyers and three ministers, the court was out of bounds for all. The media persons were stopped 400-metres before the prison premises. As per Supreme Court directions tight security is provided around the jail premises. Along with Jayalalitha, the Finance minister of Tamilnadu Panneerselvam, Agriculture minister Shengottyan and Power minister Vishwanathan accompanied her today. Supporters of the CPI are observing a day long hunger strike demanding the government to take effective measures to deal with rising prices. In the national capital, Party General Secretary A.B. The 14-day strike at Maruti Suzuki India's Manesar's plant has been called off this morning following a tripartite agreement between the management, workers and the Haryana Government. A State Election Commission release said, the AIADMK has been leading by a huge margin.
In Municipalities, the party has won four chairmen posts and 314 councilor seats. Surprisingly, Independents have won a sizeable runner up position in the civic polls which were held on 17 and 19th of this month. Union Law Minister Salman Khurshid has said the UPA government is in process of giving reservation to backward Muslims in government jobs and other sectors within the reservation quota for backward classes. While addressing a function in Patna yesterday Mr. Khurshid said the government is already drafting the new bill to enact the proposed law. In Bihar, FIRs have been lodged against 72 officials allegedly involved in committing irregularities in the implementation of Indira Awas Yojana throughout the state. Rural Development Minister Nitish Mishra told AIR that over 1100 complaints of serious nature were reported during the state wide Indira Awas Yojana camps organised by the state government. After verification of complaint, the state government has registered FIR against 72 officials with a maximum number of 45 cases lodged in Bhabua district.
AIR Patna correspondent reports that the state government has also instructed to record the videos of complaints against officials seeking bribes and other genuine grievances of corruption and upload them on You Tube as an experiment to fight corruption in welfare schemes, particularly the Indira Awas Yojana.

Kerala Chief Minister Oommen Chandy has said that the state government is thoroughly investigating the police report that a number of international telephone calls have been made by the inmates of different jails in the state. In reply to an adjournment motion, he informed the state assembly that suspected terrorist link to these calls are being analysed by the high-tech cell of Kerala police. The Rajasthan Government has started a massive campaign to repair 38,000 Kilometres of damaged roads before the 25th of this month. PWD Minister Pramod Jain Bhaya said, the National Highways Authority of India has also been asked to repair damaged highways in the state. US Secretary of State Hillary Clinton again pressed Pakistan today to act against terrorist safe havens, pointing out that militant groups have for long operated with impunity in the country and should not be tolerated. Addressing a joint press conference in Islamabad with Pakistan Foreign Minister Hina Rabbani Khar, Clinton said while US was committed to the people of Pakistan and their future, and wanted its relationship with the country to deliver results for both sides. She said that, for too long extremists have been able to operate in Pakistan and from Pakistani soil. Ms. Clinton, had a meeting with Prime Minister Yousuf Raza Gilani yesterday.
Ms. Clinton urged for action against militant groups perpetrating violence, including Taliban and the Haqqani network.
Ms. Clinton delivered a clear message from the US administration that Pakistan will have to dismantle terrorist sanctuaries in the country's tribal belt. She also welcomed the efforts being made by India and Pakistan to normalise trade relations and said a thriving economy and a stable and prosperous Pakistan would serve the interests of the region.

Back Home, The Government will take the final decision on sugar export in the first week of next month. Consumer Affairs Minister K V Thomas told reporters in New Delhi today that his Ministry is preparing a note on the sugar produced this season. The note will be submitted to the Empowered Group of Ministers EGoM by the end of this month. Mr Thomas said, the EGoM will take the ultimate decision on the quantum of sugar to be allowed for export.

The Finance Ministry is preparing a roadmap for providing long-term capital support to public sector banks. Banking Secretary D K Mittal told reporters in New Delhi today that the ministry is examining proposals for capital requirement of banks during the current fiscal as well as capital requirement over the long-term. Mr Mittal said that for the current fiscal, the public sector banks require a capital infusion between 10,000 crore rupees to 20,000 crore rupees.

The National Housing Bank, NHB has banned all Housing Finance Companies from charging pre-payment penalty on home loans. In a notification, the NHB has stated that Housing Finance Companies, HFCs cannot levy a charge for early payments of home loans. The NHB has also directed all HFCs to have uniform rates of interests for old and new borrowers that have the same credit or risk profile. The decision has been taken after the Reserve Bank of India carried out a separate examination of the pre payment and pre-closure levy of home loans.

सरकार ने निजी क्षेत्र में रिश्वत को अपराध की श्रेणी में लाने के लिएकानून में परिवर्तन करने पर विचार कर रही है। यह बात प्रधानमंत्री ने सीबीआई और राज्यों के भ्रष्टाचार निरोधी संगठनों के नई दिल्ली में आयोजित द्विवार्षिक सम्मेलन में कही।हम अपने कानून में परिवर्तन पर विचचार कर रहे है। ताकि निजी क्षेत्र मे रिश्वत को अपराध की श्रेणी में लाया जा सके। संसद में और विधेयक लाया गया है जिसमें भ्रष्टाचार को उजागर करने वालों को सुरक्षा देनपे की प्रावधान है। न्यायिक जवावदेही विधेयक भी संसद में पेश किया गया है।
डॉ० मनमोहन सिंह ने कहा कि भारत ने भ्रष्टाचार के खिलाफ संयुक्त राष्ट्र की संधियों का अनुमोदन करते हुए कई कदम उठाये है, जिनमें भ्रष्टाचार पर नियंत्रण के लिए कानूनों में संशोधन भी शामिल है। उन्होंने कहा सरकारी अधिकारियों के विवेकाधीन अधिकारों को कम करने पर भी विचार किया जा रहा है।
हम सरकारी अधिकारियों के विवेकाधीन अधिकारों से कम करने पर भी काम कर रहे है। इस मामले पर मंत्रियों के एक समूह ने विचार दिया है। यही मंत्री समूह पर भाी विचार कर रहा है। ताकि हर साल हजारों करोड़ो रूपये के सरकारी ढेकों में होने वाली अनियमितताओं की रोकथाम की जा सके। अगले कुछ महीनों में मुझे विश्वास है हम संसद में इसके लिए विधेयक पेश कर पाएंगे।
प्रधानमंत्री ने सीबीआई से कहा कि जो लोग भ्रष्टाचार में लिप्त होते हैं उन्हें समझना चाहिए कि एक न एक दिन उन्हें अपने गलत कामों का खामियाजा उठाना पड़ता है। इससे पहले, सीबीआई के निदेशक ए० पी० सिंह ने कहा कि सीबीआई को भ्रष्टाचार से निपटने की व्यवस्था मजबूत करने के किसी भी प्रयास में एक ईमानदार और स्वतंत्र इकाई की तरह काम करना चाहिए।

दिल्ली की एक अदालत ने भाजपा नेता लालकृष्ण आडवाणी के पूर्व सहयोगी और २००८ के नोट के बदले वोट मामले में एक अभियुक्त सुधीन्द्र कुलकर्णी की जमानत की अर्जी आज खारिज कर दी। विशेष न्यायाधीश संगीता ढींगरा सहगल ने कुलकर्णी के अलावा भाजपा के पूर्व सांसदों फग्गन सिंह कुलस्ते और महाबीर सिंह भगोड़ा की भी जमानत नामंजूर कर दी। कुलकर्णी, अंतरिम जमानत की अर्जी खारिज हो जाने के बाद न्यायिक हिरासत में तिहाड़ जेल में बंद हैं। उन्हें समन जारी होने पर २७ सितम्बर को अदालत में पेश होना पड़ा था। अदालत ने पाया कि अभियुक्तों के पास इस मामले में कानून लागू करने वाली एजेंसियों को सूचित करने का पर्याप्त अवसर था। अदालत ने अभियुक्तों के इस जुर्म को गंभीर बताया।----
दिल्ली उच्च न्यायालय ने विस्फोट के मामले के कथित आरोपी वसीम अकरम मलिक की राष्ट्रीय जांच एजेंसी ने हिरासत की अवधि तीन दिन और बढ़ा दी गई है। एजेसंी ने अपनी याचिका में मांग की थी कि मलिक से पूछताछ के लिए और समय चाहिए ताकि उसके अन्य साथियों को पकड़ा जा सके। मलिक की चौदह दिन की हिरासत समाप्त होने के बाद आज उसे अदालत में पेश किया गया। जांचकर्ताओं ने ७ सितंबर को उच्च न्यायालय परिसर में हुए विस्फोट की साजिश रचने में मलिक को एक मुख्य सूत्र बताया है। विस्फोट में पंद्रह लोग मारे गए थे और ७० से अधिक घायल हो गए थे।----
इस बीच राष्ट्रीय जांच एजेंसी ने इस विस्फोट से जुड़े तीन आंतकवादियों के बारे में सुराग देने वालों को दस-दस लाख रुपये का इनाम देने की घोषणा की है, लेकिन इस सुराग से इन आंतकवादियों की गिरतारी तक पहुंचना आवष्यक षर्त होगी।----
कर्नाटक में न्यायमूर्ति बी० एम० मल्लिकार्जुनैया ने तमिलनाडु की मुख्यमंत्री जयललिता के खिलाफ आय से अधिक सम्पत्ति मामले की सुनवाई आठ नवम्बर तक टाल दी है। सुश्री जयललिता के वकील बी० कुमार ने बंगलौर में पत्रकारों को बताया कि अदालत ने पिछले दो दिन में सूचीबद्ध एक हजार तीन सौ ३९ सवालों में से ५७० सवालों का जवाब मांगा। उन्होंने बताया कि अदालत ने जयललिता को अगले महीने एक बार फिर हाजिर होने के लिए कहा है, जिसके खिलाफ वे उच्चतम न्यायालय में अपील करेंगे। क्योंकि उच्चतम न्यायालय ने विशेष अदालत को सिर्फ दो दिन का ही समय दिया था। दूसरी ओर सरकारी वकील का कहना है कि अदालत ने जयललिता से उनके पास मिले ६६ करोड़ रुपये के सोने, चांदी और साड़ियों के बारे में पूछताछ की, जिसका वे सही जवाब नहीं दे सकी।----
इलाहाबाद उच्च न्यायालय ने ग्रेटर नोएडा और नोएडा एक्सटेंशन इलाकों के विकास के लिए गौतमबुद्धनगर जिले के तीन गांवों में भूमि अधिग्रहण की अधिसूचना रद्द कर दी है। न्यायालय ने अधिकतर अन्य गांवों के लिए और मुआवजे का आदेश दिया है। न्यायमूर्ति अशोक भूषण, वी.के. शुक्ला और एस.यू.खान की पूर्ण पीठ ने ग्रेटर नोएडा और नोएडा के तिरसठ गांवों के लिए यह फैसला दिया। फैसले में देवला, चकशाहबेरी और असदुल्लापुर गांवों की अधिसूचना रद्द की गई है और आदेश दिया गया है कि इन गांवों के जो किसान मुआवजा ले चुके हैं उन्हें अपनी ज+मीन वापिस लेने के लिए अधिकारियों को रकम लौटानी होगी। न्यायालय ने नोएडा की दो याचिकाएं खारिज कर दी, लेकिन बाकी गांवों को ज्यादा मुआवजा मिलेगा। न्यायालय ने आदेश दिया कि अधिगृहित ज+मीन के लिए करीब ६४ प्रतिशत और मुआवजा देना होगा।----
ग्रामीण विकास मंत्री जयराम रमेश ने विश्वास व्यक्त किया है कि संसद के शीतकालीन सत्र में भूमि अधिग्रहण विधेयक पारित हो जायेगा। नई दिल्ली में आज श्री रमेश ने पत्रकारों से बताया कि वे इस विधेयक के मसौदे के बारे में विभिन्न दलों के नेताओं से विचार विमर्श कर रहे हैं।----
आयकर विभाग ने सामाजिक कार्यकर्ता अरविन्द केजरीवाल को फिर नोटिस भेजकर इस महीने के अंत तक नौ लाख रुपये की बकाया राशि अदा करने को कहा है। आयकर विभाग के सूत्रों ने बताया कि केजरीवाल को पढाई के लिए दो साल का अवकाश लेने के बॉन्ड की शर्तों को तोड़ने का दोषी पाया गया है। इससे पहले अगस्त महीने में भी श्री केजरीवाल को ऐसा ही नोटिस दिया गया था।----

छत्तीसगढ़ में बस्तर जिले में आज दर्भा थाना क्षेत्र में नेतानार गांव के नजदीक नक्सलियों के हमले में राज्य पुलिस के एक अधिकारी सहित छह जवान शहीद हो गए और तीन घायल हो गए। खबरों के अनुसार नक्सलियों द्वारा कल रात वन विभाग के एक अतिथि गृह पर कब्जे की सूचना मिलने पर पुलिस उस गांव में गई थी। पुलिस दल की वापसी के दौरान नक्सलियों ने बारूदी सुरंग से विस्फोट किया और गोलीबारी की। घटना स्थल पर पुलिस के और दस्ते भेजे गए हैं।----
जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने घोषणा की है कि आतंकवाद के शुरूआती दिनों में राज्य में लगाये गये सशस्त्र बल विशेषाधिकार अधिनियम को कुछ दिनों में राज्य के कुछ इलाकों से हटा लिया जायेगा। श्रीनगर के निकट जेवान में पुलिस स्मारक दिवस समारोह में मुख्यमंत्री ने कहा कि राज्य में शांतिपूर्ण माहौल के कारण यह पहल की जा रही है। उन्होंने विश्वास व्यक्त किया कि आतंकवाद को कुचलने में मुख्य भूमिका निभाने वाली राज्य की पुलिस इन इलाकों में कानून व्यवस्था बनाये रखने में समर्थ होगी।----

मुंबई शेयर बाजार का संवेदी सूचकांक आज शून्य दशमलव नौ प्रतिशत की गिरावट से १५१ अंक लुढ़ककर १६ हजार ७८६ के स्तर पर बंद हुआ। रिजर्व बैंक द्वारा ब्याज दरों में की जाने वाली संभावित बढ़ोत्तरी के मद्देनजर बाजार में बिकवाली का दबाव रहा। नैशनल स्टॉक एक्सचेंज का निटी भी शून्य दशमलव आठ प्रतिशत की गिरावट से ४२ अंक लुढ़ककर पांच हजार ५० के स्तर पर बंद हुआ।हांगकांग, दक्षिण कोरिया, सिंगापुर और चीन जैसे एशियाई बाजारों में आज मिला-जुला रूझान रहा।
मुद्रा बाजार में रूपये की कीमत में आज २२ पैसे की गिरावट रही और एक डॉलर ५० रूपये ३ पैसे के स्तर पर दर्ज हुआ।
दिल्ली सर्राफा बाजार में आज सोना स्टैंडर्ड ३७५ रूपये की बढ़त से २६ हजार नौ सौ ४० रूपये प्रति दस ग्राम के स्तर पर दर्ज हुआ। चांदी भी चार सौ रूपये की बढ़त से ५२ हजार ६ सौ रूपये प्रति किलोग्राम के स्तर पर दर्ज हुई।
और अमरीका में कच्चे तेल के वायदा भाव ७७ सेंट की बढ़त से ८६ डॉलर ८४ सेंट प्रति बैरल के स्तर पर दर्ज हुए। जबकि ब्रैंट क्रूड के भाव एक सौ १० डॉलर प्रति बैरल के स्तर से नीचे दर्ज हुए।

The Government is considering changes in law to make private sector bribery a criminal offence. The Prime Minister Dr Manmohan Singh, while speaking at the Biennial Conference of CBI and State Anti-Corruption Bureau in New Delhi today said that India has ratified UN Conventions against corruption and to meet its requirements, several measures have beeen taken, which include amendments in laws pertaining to anti-graft measures.
"We are considering changes in our laws to criminalize private sector bribery. Another Bill has been introduced in Parliament to provide protection to whistle blowers. The Judicial Standards and Accountability Bill has also been introduced in Parliament."
The Prime Minister said, the Government is working on ways and means to minimize discretionary powers of public authorities and the issue of a public procurement law to minimize irregularities in the award of government contracts worth thousands of crores of rupees every year. Earlier, CBI Director A P Singh in his speech said, the CBI must be an integral and independent component in any effort to strengthen the mechanism to combat corruption.

A Delhi court today dismissed the bail plea of Sudheendra Kulkarni, former aide of BJP leader L K Advani and an accused in the 2008 cash-for-vote scam. Special Judge Sangita Dhingra Sehgal also denied bail to former BJP MPs Faggan Singh Kulaste and Mahabir Singh Bhagora. The court, while dismissing the bail pleas, observed the accused had ample opportunity to inform the law enforcing
agencies when they received the illegal gratification. Besides these three accused, Rajya Sabha MP Amar Singh, his former associate Sanjeev Saxena and BJP activist Sohail Hindustani are in judicial custody for their alleged complicity in the offence.

In Chhattisgarh, six jawans, including an officer of the state police, were killed and three others injured in an ambush set up by naxals near Netanar village in Darbha police station area of Bastar district today. According to reports, the police were heading for the village after receiving a report that the naxals had vandalised a guest house of the Forest Department there last night. When the police team was on the way back, naxals triggered a landmine explosion and opened fire. Additional forces have been dispatched to the spot.

Wasim Akram Malik, arrested for his alleged role in the September 7 Delhi High Court blast, was today remanded by a city court to NIA custody for three more days. The NIA pleaded that he needs to be further interrogated for nabbing a few more of his accomplices. Malik was produced before the court after the expiry of his 14-days' NIA custody.

The Allahabad High Court today quashed the notification for the acquisition of land in three villages of Noida and Greater Noida. The court also ordered for additional compensation for most of the other villages. The full Bench comprising Justice Ashok Bhushan and Justice V K Shukla and Justice S U Khan pronounced judgement for 63 villages of Greater Noida and Noida. The court quashed the notification of Devla, Chakshahberi and Asadullahpur villages. The Court ordered that farmers from these villages who had already taken compensation, have to return the compensation to the authorities to get their land. The court has dismissed two petitions of Noida but the rest of the villages will get higher compensation.

Union Health Minister Ghulam Nabi Azad has said that a special programme will be launched to control encephalitis in eastern UP and Bihar. Talking to reporters in Gorakhpur today he stressed the need for a multi-pronged strategy to tackle the menace. He said that a coordination committee of different Union Ministries, would be formed for a long-term strategy on the issue.
"If we want to eradicate this disease, then we have to coordinate two-three ministries at the Center and State levels. We also have to pool the resources of ministries and chalk out programme at the medium and long term basis." Mr. Azad said, while the cases of Japanese Encephalitis have come down from 36% in 2005 to 10% this year, the cases of water-borne encephalitis are mounting. He said safe drinking water and clean surrounding is the need of the hour to control water-borne encephalitis.

Finance Minister Pranab Mukherjee has emphasised the need for better coordination between monetary and fiscal policies for improving overall economic stability and growth. Addressing the foundation day function of Vijaya Bank in New Delhi today, Mr. Mukherjee said, current global economic developments and more particularly, the sovereign debt crisis of Europe, have once again brought into focus the need for better co-ordination between monetary and fiscal policies. The Supreme Court today cleared the decks for the Formula 1 race in Greater Noida, stipulating that the organisers would deposit 25 per cent of sale proceeds from tickets in a separate account which would not be operated without its permission. A bench of justices D K Jain and A R Dave in an interim order directed that the amount would be subject to the final outcome of a plea challenging tax exemptions accorded to the organisers of the Formula 1 race.

The National Investigation Agency has announced a cash award of ten lakh rupees each for the persons who give information about three terrorists involved in the Delhi High Court blast case. The information must lead to their arrest. Rise in Libyan exports may cause OPEC members to consider reigning back supply when the 11-nation group meets on 14TH December in Vienna. Libya has one of the Africa’s biggest crude reserves. The Oil companies are striving hard to restore production to about 1.7 million barrels a day over the next one and a half years after its output fell sharply in the wake of eight month long civil strife. The collapse in exports led to sharp rise in global oil prices by nearly 34 percent earlier this year. Subsequently the International Energy Agency had to announce a global release of emergency stockpiles for the third time in the agency’s history.
