तुर्की के पूर्वी हिस्से में कल आये भीषण भूकंप में १३८ लोग मारे गये हैं और साढ़े तीन सौ घायल हैं। भूकंप की तीव्रता रिक्टर पैमाने पर सात दशमलव दो बताई गई है। प्रधानमंत्री रिसेप तैय्यप एरदोगान ने बताया है कि सिर्फ वैन प्रांत में ही ९३ लोगों की मृत्यु हुई है जबकि ४५ इरकिस में मारे गये हैं। भूकंपग्रस्त इलाकों का दौरा करने के बाद उन्होंने बताया कि मृतकों की संख्या बढ़ने की आशंका है क्योंकि ईरान की सीमा के निकट इरकिस में कई रिहायशी इमारतें गिर गई हैं। जीवित बचे लोगों की तलाश रात भर चलती रही। भूकंप का केंद्र पूर्वी तुर्की में वैन से १६ किलोमीटर पूर्वोत्तर में बीस किलोमीटर की गहराई पर था। ----
विदेश मंत्रालय ने नई दिल्ली में कल जारी बयान में कहा कि अंकारा में भारतीय दूतावास के पास उपलब्ध जानकारी के अनुसार तुर्की में भारतीय नागिरक सुरक्षित हैं। बयान में कहा गया है कि अंकारा स्थित भारतीय दूतावास में हेल्पलाइन स्थापित की गयी है। कार्यालय समय में इसका नम्बर है- ९० ५३० ४४० ३२१६ और उसके बाद जानकारी पाने के लिए नम्बर है- ९३ ५३० ३१४ २२०० ----
भारत और नेपाल ने व्यापार और सुरक्षा सहित विभिन्न क्षेत्रों में आपसी संबंध बढ़ाने और उन्हें मजबूत करने का फैसला किया है। नेपाल के प्रधानमंत्री बाबूराम भट्टाराई की तीन दिन की भारत यात्रा की समाप्ति पर नई दिल्ली में कल एक संयुक्त बयान में कहा गया कि दोनों पक्षों ने सभी द्विपक्षीय और संस्थागत व्यवस्थाओं में नई जान डालने और नियमित विचार-विमर्श जारी रखने पर सहमति व्यक्त की। नेपाल के प्रधानमंत्री ने भारत सरकार और उसकी जनता द्वारा दिये गये सहयोग की सराहना की और आशा व्यक्त की कि नेपाल की शांति प्रक्रिया में भारत से ं पूरा सहयोग मिलता रहेगा। दोनों पक्षों ने दोनों देशों के बीच खुली सीमा पर सुरक्षा से जुड़े मुद्दों पर भी चर्चा की । नेपाल ने विश्वास दिलाया कि भारत के खिलाफ किसी तरह की गतिविधि के लिए वह अपनी जमीन का इस्तेमाल नहीं होने देगा। ----

पाकिस्तान के कब्जे वाले कश्मीर में भटककर गये भारतीय सेना के हैलीकॉप्टर को छोड़ दिया गया है। ये हैलीकॉप्टर चालक दल सहित कल शाम लगभग छह बजे जम्मू-कश्मीर में करगिल वापस आ गया था। इससे पहले पाकिस्तानी सेना ने उसे अपनी सीमा में उतरने पर मजबूर कर दिया था और हैलीकॉप्टर में सवार एक कर्नल, दो मेजर और एक जे सी ओ को अपने कब्जे में ले लिया था। विदेश मंत्रालय ने इस मुद्दे को जल्द सुलझाने के लिए पाकिस्तान के विदेश मंत्रालय का धन्यवाद किया।नई दिल्ली में भारतीय सेना के सूत्रों ने बताया कि खराब मौसम की वजह से चीता हैलीकॉप्टर पाकिस्तान की सीमा में ग़लती से दाखिल हो गया था।

केंद्रीय कैबिनेट सचिव अजीत कुमार सेठ की अध्यक्षता में एक उच्चस्तरीय केंद्रीय दल कल श्रीनगर पहुंचा। यह दल अपने दो दिन के दौरे में केंद्र द्वारा प्रायोजित विभिन्न योजनाओं और इस वर्ष के शुरू में प्रधानमंत्री की आर्थिक सलाहकार परिषद द्वारा राज्य के युवाओं को रोजगार देने की २० अरब रूपए की योजना के कार्यान्वयन के अलावा राज्य में वर्तमान विकास और सुरक्षा स्थिति का जायजा लेगा। श्रीनगर पहुंचने के तुरंत बाद कैबिनेट सचिव ने राजभवन में राज्यपाल एन. एन. वोहरा से मुलाकात की। ----
आज विश्व पोलियो दिवस है। स्वास्थ्य मंत्रालय का कहना है कि भारत से पोलियो करीब-करीब समाप्त होने वाला है। मंत्रालय ने एक बयान में कहा कि इस साल पोलियो का केवल एक मामला सामने आया है। पोलियो उन्मूलन कार्यक्रम शुरू होने के बाद से यह अब तक की सबसे कम संख्या है। स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा कि सरकार ने पोलियो के किसी भी नए रोगी का इलाज जनस्वास्थ्य की आपात स्थिति के रूप में करने का फैसला किया है ताकि पोलियों को जल्द से जल्द पूरी तरह समाप्त किया जा सके। ब्यौरा हमारी संवाददाता से -भारत में पोलियों के टीके को सन् १९८५ में सार्वभौमिक टीकाकरण कार्यक्रम के साथ जोड़ा गया था। उस समय देश में दो लाख से भी अधिक पोलियों के मामले थे। जब १९९५ में पल्स पोलियों प्रोग्राम्स की शुरूआत की गई तब भी देश में पचास हजार से अधिक पोलियों के मामले थे। लेकिन २०१० में पूरे देश में केवल ४१ पोलियों के मामले दर्ज किए गए और इस साल केवल एक ही मामला सामने आया है। यह भारत के लिए उल्लेखनीय उपलब्धि है। भारत के इस बीमारी को पूरी तरह उन्मूलन के प्रयासों की दुनिया भर में सराहना की गई है। आकाशवाणी समाचार के लिए दिल्ली से मै सुमिता यादव।

महाराष्ट्र में कुपोषण की समस्या से निपटने के लिए राज्य के स्वास्थ्य विभाग ने ÷राजमाता जिजाऊ कुपोषण मुक्त ग्राम अभियान' शुरू किया है। इसके तहत कुपोषण से मुक्त होने वाले गांवों को नकद पुरस्कार दिए जाएंगे। हाल में राज्य में कुपोषण मामले में तेजी आने के बाद राज्यव्यापी अभियान शुरू किया गया है। ताजा सरकारी रिपोर्टो में कहा गया है कि छह साल की उम्र वाले लगभग चौदह लाख बच्चे इस समस्या से जूझ रहे हैं। देश में पहली बार इस तरह की योजना शुरू की गई है। ----
कर्नाटक उच्च न्यायालय पूर्व मुख्यमंत्री बी एस येदीयुरप्पा की जमानत याचिका पर आज सुनवाई करेगा। बंगलूर में शुक्रवार को लोकायुक्त अदालत ने उनकी न्यायिक हिरासत की अवधि अगले महीने की तीन तारीख तक बढ़ा दी थी। न्यायाधीश एन के सुधीन्द्र रॉव ने पूर्व मंत्री और विधायक कृष्णैया सेट्टी की हिरासत भी बढ़ा दी। अदालत ने जमीन की अधिसूचना समाप्त करने की अनियमितता के दो मामलों में येदीयुरप्पा और सेट्टी को न्यायिक हिरासत में भेज दिया था। ----
कांग्रेस ने, आंध्र प्रदेश में तेलंगाना समर्थक, प्रदर्शनकारियों से अपील की है कि वे त्योहारों के मौसम के दौरान लोगों की कठिनाइयों को देखते हुए पांच हते से चल रहे अपने आंदोलन को समाप्त कर दें। केंद्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा कि राज्य सरकार के कर्मचारी कई दिनों से आंदोलन कर रहे हैं। इसकी वजह से आम लोग काफी कठिनाइयां झेल रहे हैं और त्योहार के दिनों में उनकी कठिनाइयां बढ़ गई हैं। ----
तमिलनाडु में कुडनकुलम परमाणु बिजली घर की स्थापना के विरोध में तिरूनेलवेली जिले के इदिन्धाकराई गांव में दूकानें कल तीसरे दिन भी बंद रहीं। स्थानीय निवासी और कार्यकर्त्ता सुरक्षा संबंधी चिंताओं के कारण यह बिजली घर लगाने का विरोध कर रहे हैं। उनके क्रमिक अनशन का कल छठा दिन था। शुक्रवार को बंद हुई दुकानें २६ अक्टूबर दिवाली तक बंद रहेंगी। उधर राधापुरम में भी इस परियोजना के विरोध में अनशन चल रहा है।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने दार्जिलिंग जिले के बिजनबाड़ी में पुल गिरने की घटना में मारे गए लोगों के परिजनों को दो-दो लाख रुपये और गंभीर रूप से घायलों को पचास-पचास हजार रुपये मुआवजे के रूप में देने की घोषणा की है। सरकारी सूत्रों के अनुसार शनिवार रात हुई इस दुर्घटना में मृतकों की संख्या बढ़कर ३३ हो गई है। ----

यूरोपीय संघ ने चेतावनी दी है कि अगर सीरिया में प्रदर्शनकारियों का दमन जारी रहा तो उस पर और प्रतिबंध लगाये जा सकते हैं। यूरोपीय संघ ने सीरिया से कच्चे तेल का आयात और वहां तेल क्षेत्र में निवेश पर प्रतिबंध लगा रखा है। यूरोपीय संघ के देशों में स्थित कंपनियां सीरिया के साथ कर्ज का लेन-देन नहीं कर सकती और उसकी कंपनियों के साथ संयुक्त उद्यम भी नहीं लगा सकती।यूरोपीय संघ ने कल राष्ट्रपति असद से फिर आग्रह किया कि वे अपना पद छोड़ दें। संघ ने सीरियाई राष्ट्रीय परिषद के गठन को प्रगतिशील कदम बताया है।

An earthquake measuring 7.2 on the Richter scale killed 138 people and injured 350 in eastern Turkey yesterday. Turkish Prime Minister Recep Tayyip Erdogan said, 93 people died in Van province alone and 45 in the Ercis district. After visiting the affected areas, he said, the death toll could increase as many apartment buildings collapsed in Ercis, close to the Iranian border. Rescuers worked during the night to find survivors. Serious damage and casualties were also reported in the district of Celebibag, near Ercis. The US Geological Survey initially measured the quake at 7.3 magnitude but later downgraded it to 7.2. The earthquake struck at a depth of 20 kilometres with its epicentre 16 kilometres north-east of Van in eastern Turkey. It was followed by a series of powerful aftershocks, also centred north of Van, including two of magnitude 5.6 soon after the quake and one of 6.0 late yesterday. Turkey is particularly vulnerable to earthquakes because it sits on major geological fault lines.

India has said that its nationals in Turkey are reportedly safe follwing the earthquake. In a statement in New Delhi last night, the External Affairs Ministry said, as per information available with the Embassy of India in Ankara, Indian nationals are reportedly safe. The ruling National Transitional Council of Libya has proclaimed the country fully liberated after eight months of civil war. The NTC Chairman Mustafa Abdel Jalil made the declaration in front of a huge gathering at Kish Square in Bengazi last night. The Eastern city of Bengazi has been the birth place of the uprising which put an end to the regime of Muammar Gaddafi. Jalil said, it is time now to heal the wounds of the past and work together for a better, safer and modern Libya. Interim Prime Minister Mahmoud Jibril said that consultations to form a new government are in progress.
"Consultations which started to form a new government, which we call the interim government; This process would take, I think, from one week to one month and then, there will be a real hard work trying to minimise the period where we are going to have elections to select or to elect our National Congress, which would be the new parliament instead of the TNC."
Our correspondent reports that with the declaration, the stage is set for the return of democracy in Libya.

India and Nepal have decided to further expand and consolidate the close multi-faceted relationship between them including that in the area of trade and security. A joint statement, issued in New Delhi yesterday at the end of the Nepal's Prime Minister Baburam Bhattarai's three-day visit to India, said that both sides have decided that all the bilateral and institutional mechanisms be revitalised and convened regularly. The two sides also decided to convene early meetings of the Joint Ministerial Commission on Water Resources and Home Secretaries. The statement said, Mr. Bhattarai briefed Prime Minister Manmohan Singh about the ongoing peace process in Nepal as well as the drafting of a new Constitution. The two sides discussed security concerns related to the open border between the two countries.

Bhutan King Jigme Khesar Namgyel Wangchuck will hold talks with the Prime Minister Dr. Manmohan Singh today. He arrived in New Delhi on a nine-day state visit yesterday. Several Union Ministers will also call on the King to exchange views on issues of mutual interest. He will be accorded a ceremonial reception at the Rashtrapati Bhawan. The Indian Army chopper that strayed into Pakistan-occupied Kashmir and was forced to land by the Pakistan military, was released along with its occupants and has returned to India. The Army's public relations officer in New Delhi confirmed this and said, it returned to Kargil in Jammu and Kashmir around 6 last evening. The External Affairs Ministry has thanked the Pakistan foreign ministry for sorting out the issue in a short time. Earlier, the four-member crew were taken into military custody after the Pakistan Army alleged that the chopper had violated its airspace in the Kargil sector. The Army will order an inquiry to ascertain the reasons behind its helicopter straying into Pakistan-occupied Kashmir, Army sources said last night.

The Karnataka High Court will take up the bail plea of former Chief Minister, B S Yeddyurappa today. His judicial custody was extended till the 3rd of next month by the Lokayukta court in Bangalore on Friday. Judge N K Sudhindra Rao also extended the custody of former Minister and MLA, Krishnaiah Setty. The court had remanded Yeddyurappa and Krishnaiah Setty to judicial custody in two cases of irregularities in denotification of land.

The West Bengal government has decided to give compensation of 2 lakh rupees each to the next of kin of those who died in a bridge collapse near Bijan Bari in Darjeeling on Saturday. The government has also announced compensation of fifty thousand rupees to the critically injured and 25 thousand rupees each to those with minor injuries. Altogether 34 persons have died so far and over 100 person were injured in the mishap. The Chief Minister Ms. Mamta Banerjee and Governor Mr. M.K.Narayanan visited the Darjeeling hospital yesterday to see the injured.

All India Forward Bloc has announced that it would contest 50 of the 403 seats in the forthcoming Uttar Pradesh Assembly polls due next year. Talking to media persons in Lucknow, the AIFB National General Secretary Debabrata Biswas said that the party will field candidates in districts where it has a strong presence. World Polio Day is being observed today. The Union Health Ministry has said, India is the closest ever to eradicating polio from the country. In a statement, the ministry said that only one polio case has been detected this year making it the longest polio-free period ever since eradication programmes were launched. Our correspondent has filed this report.
"In India, the polio vaccine was universalised and integrated with the Universal Immunization Programme for administration in 1985, when there were an estimated 2 lakh polio cases in the country. At the launch of the Pulse Polio Programme in 1995, there were still an estimated 50,000 polio cases in the country. However, 2010 was the turning point when only 42 polio cases were reported. And this year, only one case has been detected so far, which is a remarkable achievement. India's dedicated efforts to completely eradicate this crippling disease have been lauded world over. The International Monitoring Board of the Global Polio Eradication Initiative in its October report has said that India stands alone as the country that has made consistent progress in eradication of polio. Tunisians have voted in large numbers to elect their new leaders. The Chief of the ISIE, the agency supervising the polls, Kamel Jendoubi said in Tunis that the voter turnout was over 60 percent which was beyond expectations. The mother of Mohamed Bouazizi, the fruit seller whose self-immolation set off the Tunisian rebellion, said the elections were a victory for dignity and freedom. The Islamic Ennahda party, banned under Ben Ali, is the front runner in these elections.

The Kashmir valley received its first snowfall of the season. Jammu and Kashmir MeT Director Sonum Lotus said that snowfall has been reported in the upper mountainous reaches of Gulmarg tourist resort. दिल्ली उच्च न्यायालय ने राज्यसभा सांसद अमर सिंह की २००८ के नोट के बदले वोट मामले में आज जमानत मंजूर कर ली, लेकिन बिना अनुमति के उनके देश से बाहर जाने पर पाबंदी लगा दी है। ५५ वर्षीय अमर सिंह की जमानत मंजूर करते हुए न्यायालय ने उनसे पचास लाख रूपये का ज+ाती मुचलका और इतनी ही राशि की दो जमानतें देने को कहा है। न्यायमूर्ति सुरेश कैत ने अमर सिंह से नोट के बदले नोट मामले की सुनवाई कर रही अदालत में अमर सिंह से अपना पासपोर्ट जमा करने को भी कहा। न्यायालय ने निचली अदालत द्वारा अमर सिंह की जमानत याचिका नामंजूर करने को चुनौती देने वाली उनकी अपील पर ये आदेश जारी किया है।निचली अदालत ने अमर सिंह की स्वास्थ्य कारणों से १५ सितम्बर को अंतरिम जमानत मंजूर की थी लेकिन २८ सितम्बर को निचली अदालत के जज ने उनकी नियमित और अंतरिम जमानत की अर्जियों को नामंजूर करते हुए फिर से उनकी गिरफ्तारी का आदेश दिया था, क्योंकि जज का कहना था कि अमर सिंह की हालत अब ठीक है।

कर्नाटक के पूर्व मुख्यमंत्री बी एस येडियुरप्पा की जमानत की अर्जी पर आज कर्नाटक उच्च न्यायालय में सुनवाई होगी। येडियुरप्पा के वकील ने शुक्रवार को तीन दिन की अंतरिम जमानत की मांग की थी, लेकिन शिकायतकर्ता के वकील ने यह कहते हुए इसका विरोध किया कि येडियुरप्पा मुख्य गवाहों को प्रभावित कर सकते हैं।भूमि घोटाला मामले की जांच कर रही लोकायुक्त अदालत ने येडियुरप्पा की न्यायिक हिरासत तीन नवम्बर तक बढ़ा दी थी। अदालत ने इस महीने की १५ तारीख को येडियुरप्पा की जमानत की अर्जी रद्द कर दी थी और उन्हें न्यायिक हिरासत में दे दिया था। इसके बाद येडियुरप्पा ने अंतरिम जमानत के लिए उच्च न्यायालय में अर्जी दी।

भूटान नरेश जिग्मे खेसर नामग्याल वांगचुक ने आज नई दिल्ली में प्रधानमंत्री मनमोहन सिंह से बातचीत की है। वे कल ही नई दिल्ली पहुंचे थे। प्रधानमंत्री के साथ बातचीत में आपसी हित के विभिन्न मुद्दों पर चर्चा की गई। आज सुबह राष्ट्रपति भवन में उनका परंपरागत स्वागत किया गया। बाद में भूटान नरेश ने राजघाट जाकर राष्ट्रपिता महात्मा गांधी की समाधि पर पुष्पाजंलि अर्पित की। राष्ट्रपति प्रतिभा देवी सिंह पाटील आज भूटान नरेश के सम्मान में भोज देंगी। उपराष्ट्रपति हामिद अंसारी भी उनसे मिलेंगे। राजधानी दिल्ली में प्रवास के दौरान वे भारत के अन्य नेताओं से भी मुलाकात कर विचारों का आदान-प्रदान करेंगे।नवविवाहित जिग्मे खेसर नामग्याल वांगचुक रानी जेतसुन पेमा के साथ नौ दिन की यात्रा पर भारत आए हुए हैं। वे जयपुर, उदयपुर, रणथम्बौर और जोधपुर भी जाएंगे और भारत में ३१ अक्टूबर तक रहेंगे। भूटान नरेश वांगचुक की यह चौथी भारत यात्रा है। वे पहली बार २००८ में भारत आए थे।

भारत और नेपाल के आपसी व्यापार में पिछले वित्त वर्ष के दौरान ३६ फीसदी का जबरदस्त उछाल आया है। सरकारी सूत्रों के अनुसार २०१०-११ में दोनों देशों के बीच व्यापार एक अरब नब्बे करोड़ डॉलर से बढ़कर दो अरब ७० करोड़ डॉलर से भी अधिक हो गया। नेपाल से भारत को होने वाले निर्यात में पांच प्रतिशत से ज्यादा की वृद्धि हुई।नेपाल के प्रधानमंत्री बाबू राम भट्टराई की हाल की भारत यात्रा के दौरान दोनों देशों ने बहुपक्षीय संबंधो ंको और बढ़ाने तथा मजबूत करने का भी फैसला किया। ऐसा व्यापार और सुरक्षा के क्षेत्रों मे विशेष रूप से किया जायेगा। दोनों सरकारों ने पारस्परिक निवेश संरक्षण और सम्वर्द्धन समझौते को अन्तिम रूप दे दिया है।
नई दिल्ली में कल जारी संयुक्त वक्तव्य के अनुसार दोनों पक्षों ने सभी पारस्परिक और संस्थागत व्यवस्थाओं को नया रूप देने और उन पर नियमित बातचीत करने का फैसला किया है। दोनों देशों ने जल संसाधन के बारे में संयुक्त मंत्रिस्तरीय आयोग और गृहसचिवों की बैठकें जल्द आयोजित करने का भी निर्णय किया। वक्तव्य में कहा गया है कि श्री भट्टराई ने नेपाल में जारी शांति प्रक्रिया और नये संविधान का मसौदा तैयार करने के बारे में प्रधानमंत्री मनमोहन सिंह को जानकारी दी। दोनों पक्षों ने भारत और नेपाल के बीच खुली सीमा से संबंधित सुरक्षा के मुद्दो ंपर भी विचार विमर्श किया।
हमारे संवाददाता ने खबर दी है कि बाबू राम भट्टराई ने डा० मनमोहन सिंह और अन्य भारतीय नेताओं के साथ विस्तार से चर्चा की ताकि रणनीतिक संबंध बढ़ाये जा सकें। भारत ने ढांचागत व्यवस्था बनाने में नेपाल को पूरा समर्थन दिया है। इसके अन्तर्गत पनबिजली उत्पादन पर विशेष ध्यान दिया जायेगा।

गृहमंत्री पी चिदम्बरम ने कहा है कि सरकार भारत-तिब्बत सीमा पुलिस बल-आई टी बी पी के जवानों को आधुनिक हथियार और संचार व्यवस्था उपलब्ध कराएगी। आज नई दिल्ली में आई टी बी पी के ५०वें स्थापना दिवस समारोह को सम्बोधित करते हुए श्री चिदम्बरम ने कहा कि दुर्गम क्षेत्रों में तैनात सैनिकों के मनोबल को बढ़ाने के उद्देश्य से हाल ही में सरकार ने कई भत्तों की घोषणा की है।सरकार ने पहाड़ों पर और ४३ सीमा चौकियों को सेना के बराबर पहाड़ी क्षेत्र का भत्ता दिया है। ऊंचे स्थानों पर किराये से सामान ले जाने वाले मजदूरों और सामान ढोने वाले जानवरों के बारे में अधिक सुविधाएं स्वीकृत की हैं। सरकार ने केन्द्रीय सशस्त्र पुलिस बलों के कई भत्तों में बढ़ोत्तरी की है। इनमें राशन, खतरे और कठिन परिस्थितियों में रहने तथा मूलभूत भत्ते शामिल हैं।
बल के महानिदेशक रंजीत सिन्हा ने कहा कि सीमा सुरक्षा के अलावा आई टी बी पी अति विशिष्ट व्यक्तियों को भी सुरक्षा प्रदान करता है और माओवादियों के खिलाफ अभियान में भी हिस्सा लेता रहा है।
इससे पहले गृहमंत्री पी चिदम्बरम ने भारत-तिब्बत सीमा पुलिस बल के जवानों को पुलिस उत्कृष्ट सेवा पदक और राष्ट्रपति के विशिष्ट सेवा पदक प्रदान किये। हमारे संवाददाता ने बताया है कि स्थापना दिवस परेड में घुड़सवार दस्तों सहित बल की विभिन्न टुकड़ियां शामिल हुई। भारत-चीन सीमा की सुरक्षा के लिए १९६२ में चार बटालियन के साथ आई टी बी पी की स्थापना की गई थी। इस समय इसकी ४९ बटालियनें हैं जिसके ५५ हजार जवान देश के विभिन्न भागों में तैनात हैं। सीमा सुरक्षा प्रबंध के अतिरिक्त ये बल आपदा प्रबंधन में भी अपनी भूमिका निभाता रहा है।

केन्द्रीय मंत्रिमंडलीय सचिव ए० के० सेठ ने आज जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला के साथ राज्य की स्थिति पर विचार विमर्श किया। श्री सेठ श्रीनगर में हैं। उनके साथ १२ सदस्यों का एक केन्द्रीय दल वहां गया है जिसमें रक्षा और गृहसचिव भी शामिल हैं। इस केन्द्रीय दल ने राज्य का दो दिन का दौरा पूरा करने से पहले जम्मू कश्मीर के मुख्य सचिव माधव लाल के नेतृत्व में राज्य सरकार के वरिष्ठ अधिकारियों के साथ विस्तार से बातचीत की। इस दल ने कल राज्य में प्रमुख कार्यक्रमों और विकास परियोजनाओ ंपर अमल की समीक्षा की। कल शाम एक बैठक में सुरक्षा की स्थिति की भी समीक्षा की गई। हमारे संवाददाता ने बताया है कि बैठक में राज्य के कुछ इलाकों से सशस्त्र बल विशेषाधिकार कानून को हटाने के मुद्दे पर भी बातचीत हुई।-------
छत्तीसगढ़ में कोरिया के जिला प्रशासन ने महिलाओं के स्वसहायता समूहों को किराना दुकानें चलाने की जिम्मेदारी सौंपी है। जिले की सभी दो सौ ३९ ग्राम पंचायतों और सात नगरपालिका निकायों मे कोरिया महिला गृह उद्योग के तहत दो सौ ४९ किराना दुकानों का उद्घाटन किया गया। हमारे संवाददाता ने खबर दी है कि इन दुकानों के जरिये स्वसहायता समूहों ने आम जनता के अलावा आंगनवाड़ी केन्द्रों और दोपहर के भोजन की योजना के तहत स्कूलों को किराना सामग्री उपलब्ध कराना शुरू कर दिया है।जिले की करीब साढ़े ४ हजार महिला स्व-सहायता समूहों में लगभग आधे को प्रशासन द्वारा न सिर्फ आर्थिक मदद दी गई है बल्कि उनके द्वारा उत्पादित सामानों को उचित मूल्य प्राप्ति के लिए क्रय विक्रय का एक सेतु भी बना दिया गया है। इसके अलावा प्रशासन की योजना के मुताबिक महिलाओं द्वारा उत्पादित इन किराना दुकानों के जरिये जिन ग्राम पंचायतों में कोई भी बैंकिंग सुविधा न हो , वहां पेंशन, छात्रवृत्ति और मजदूरी आदि का भुगतान भी किया जायेगा। ऐसे में महिलाओं के प्रति प्रशासन की संवेदनशीलता और महिला स्व-सहायता समूहों की मेहनत का गठजोड़ महिला सशक्तिकरण के नारे को अमली जामा पहनाने में कामयाब होगा। रायपुर से गिरीशचन्द्र दास।

केरल के मुख्यमंत्री ओमान चांडी ने बताया है कि केरल में कुट्टनाड पैकेज लागू करने के लिए केन्द्र सरकार ने अब तक बारह अरब ९२ करोड़ रूपये की सहायता दी है। उन्होंने राज्य विधानसभा को बताया कि चौतीस अरब ६ करोड़ रूपये की लागत परियोजना के अन्तर्गत पच्चास कार्यों की विस्तृत रिपोर्ट केन्द्र को दी गई है।मुख्यमंत्री ने बताया कि कुट्टनाड विकास परिषद की बैठक अगले महीने के अंत में होगी। इसमें परियोजना की रूपरेखा और इसे समय पर लागू करने पर चर्चा होगी। हमारे संवाददाता ने बताया है कि इस बैठक में स्वामीनाथन फाउंडेशन के प्रतिनिधियों के अलावा कुट्टनाड क्षेत्र के सांसद और विधायक भी शामिल होंगे।

केरल विधानसभा में विपक्षी एल डी एफ के सदस्यों ने आज वाकआउट किया। वे केरल पशु चिकित्सा और पशुपालन विश्वविद्यालय के कुलपति डॉक्टर बी.अशोकन को हटाये जाने के यू डी एफ सरकार के फैसले का विरोध कर रहे थे। स्थगन प्रस्ताव स्वीकार करने की मांग करते हुए पूर्व मंत्री सी.दिवाकरन ने आरोप लगाया कि सरकार का फैसला नियमों और प्रक्रियाओं का उल्लंघन है। उन्होंने कहा कि हाल में इस विश्वविद्यालय की स्थापना एक अरब रूपये की केन्द्रीय सहायता से हुई है, इसलिए कुलपति को हटाने का फैसला एकतरफा है। लेकिन मुख्यमंत्री ओम्मन चांडी ने स्पष्ट किया कि इस मामले में कोई अनुचित कदम नहीं उठाया गया है। विपक्ष उनके जवाब से संतुष्ट नहीं हुआ और सदन से वाकआउट कर गया। ------
केरल सरकार कचरे के निपटान के लिए एक नया विधेयक लाएगी। राज्य के सूचना प्रौद्योगिकी मंत्री ने विधानसभा को सूचित किया कि नए विधेयक में कचरे के निपटान संबंधी समस्या से निपटने के लिए सख्+त नियमों को शामिल किया जाएगा। उन्होंने यह भी कहा कि ज+रूरत पड़ने पर अध्यादेश भी लाया जा सकता है। --------

मध्यप्रदेश पुलिस की आर्थिक अपराध शाखा ने भोपाल में आज राज्य बिजली बोर्ड के एक अधीक्षण अभियंता के घर पर छापा मारा। सूत्रों ने बताया है कि उनके पास करोड़ों रूपये की बेनामी सम्पत्ति होने का पता चला है, जिसमें भोपाल में दो मकान, पन्द्रह एकड़ कृषि भूमि, भोपाल के बाहरी क्षेत्र में एक फार्म हाऊस, दमखेड़ा में एक प्लॉट, बीस किलोग्राम सोना और २१ किलोग्राम चांदी शामिल है। उनके खिलाफ भ्रष्टाचार निरोधक कानून के तहत मामला दर्ज किया गया है। --------
तुर्की के पूर्वी हिस्से में कल आये भीषण भूकंप में दो सौ से अधिक लोग मारे गये हैं और एक हजार से अधिक घायल हुए हैं। भूकंप को रिक्टर पैमाने पर सात दशमलव दो मापा गया। तुर्की के गृहमंत्री इदरीस नईम शाहीन ने इस्तामबुल में बताया कि मरने वालों की संख्या २१७ से अधिक हो गई है। अरजीज और वान में मलबे में फंसे लोगों को निकालने का काम चल रहा है। वान में एक सौ लोग मारे गये हैं जबकि अरजीज में मरने वालों की संख्या ११७ हो गई है। वान में स्कूल बंद कर दिये गये हैं। प्रधानमंत्री रजब तैय्यब एरदोगान ने बताया है कि ईरान के नजदीकी शहर अरजीज में बहुत सी इमारतें गिर गई ह,ैं जिससे मरने वालों की संख्या बढ़ सकती है।------

यूरोपीय संघ के नेता यूरो क्षेत्र के ऋण संकट से निपटने की व्यापक रणनीति की रूपरेखा पर सहमत हो गए हैं। इसमें ग्रीस के कर्ज के बड़े हिस्से को कम करना भी शामिल है। यूरोपीय संघ के २७ देशों के नेताओं ने ब्रसेल्स में यूरो क्षेत्र के देशों के वित्तीय संकट के संबंध में हुई बैठक में हिस्सा लिया और बाद में यूरो मुद्रा का उपयोग करने वाले १७ देशों की अलग से बैठक हुई।जर्मनी की चांसलर एंगेला मार्केल ने कहा कि उन्होंने ज्यादातर विवादास्पद मुद्दों पर उल्लेखनीय प्रगति की जिसमें ग्रीस के ऋण को कम करना, ग्रीस के बॉंडों के कारण नुकसान उठाने वाले बैंकों को आर्थिक सहायता देना और यूरो क्षेत्र संकट फंड को प्रभावशाली तरीके से लागू करना शमिल है।
उन्होंने कहा कि हालांकि कुछ ब्यौरों पर काम करना अभी बाकी है, इसलिए अगले तीन दिन में यूरोपीय संघ के नेताओं की जब दोबारा बैठक होगी तो संकट को बढ़ने से रोकने के लिए एक व्यापक पैकेज तैयार किया जा सकेगा।

बम्बई शेयर बाजार के शुरूराती कारोबार में आज सेन्सेक्स में तीन सौ अंक का उछाल आया और यह एक बार फिर १७ हजार के स्तर को पार कर गया। अब से कुछ देर पहले यह १७३ अंक की वृद्धि के साथ १६ हजार ९५९ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी ५८ अंक बढ़कर ५ हजार-१०८ पर था।
एशियाई बाजारों में आज तेज+ी का रूख है। हांगकांग का हैंगसेंग तीन दशमलव पांच-शून्य प्रतिशत और जापान के निक्केई में एक दशमलव छ-एक प्रतिशत की वृद्धि हुई। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस भी शुक्रवार को दो दशमलव तीन-एक की वृद्धि के साथ बंद हुआ था।

केन्द्र सरकार ने पोलियों की ज्यादा आशंका वाले क्षेत्रों में बच्चों को पोलियों की खुराक पिलाने की आपात योजना तैयार की है। पोलियो का देश से पूरी तरह से खत्मा करने के लिए देशभर में व्यापक टीकाकरण कार्यक्रम शुरू किया गया है। विश्व पोलियो निरोधक दिवस पर आज सरकार ने फैसला किया कि पोलियो के किसी भी नए मामले को पूरी गंभीरता से लिया जाएगा और उस पर तुरंत कार्रवाई होगी।पोलियो के खिलाफ टीकाकरण अभ्यिान शुरू करने के लगभग ढाई दशकों के बाद पहली बार इस वर्ष अभी तक केवल पोलियो का एक ही मामला सामने आया है। जहां वर्ष २००९ में पोलियो के ७७१ नये रोगी पाये गये थे वहीं पर ये संख्या पिछले वर्ष घटकर ४२ रह गई थी। नेशनल पोलियो सरवेलियेंस की सलाहकार समिति के अध्यक्ष डॉ० हामिद जाफरी के अनुसार देश को पूर्णतः पोलियो से मुक्ति दिलाने के लिए सरकार कई कदम उठा रही है।
लेकिन जब तक लगातार तीन वर्षों तक कोई भी पोलियो का ताजा मामला नहीं जायेगा तब तक हम देश को इस विकलांग कर देने वाली बीमारी से मुक्त घोषित नहीं किया जा सकता। इस लिए भारत अपनी कोशिशों में किसी तरह की ढील नहीं की जा सकती। आकाशवाणी समाचार के लिए दिल्ली से मैं सरिता बरारा।

सौ यात्रियों को बैंगलोर ले जा रहे किंगफिशर के एक ए-३२० विमान को आज गोवा हवाई अड्डे पर अचानक उतारना पड़ा। विमान की विंडशील्ड में दरार पड़ने से सुबह आठ बजकर दस मिनट पर इसे उतारना पड़ा । गोवा हवाई अड्डे के प्रवक्ता ने बताया कि यात्रियों को बैंगलोर पहुंचाने के लिए प्रबंध कर लिये गये हैं। उन्होंने कहा कि गोवा हवाई अड्डे पर विमान की मरम्मत की जा रही है। विंडशील्ड में दरार पड़ने के कारणों का अभी तक पता नहीं चला है।------

ऑस्ट्रेलिया में एक भारतीय छात्र प्रशांत चेरकुपल्ली को छह लाख ऑस्ट्रेलियाई डॉलर का मुआवजा मिलने की संभावना है। ऑस्ट्रेलिया के आव्रजन और नागरिकता विभाग ने वीजा संबंधी कानूनों के उल्लंघन के आरोप में २००४ में उसे गिरफ्तार कर लिया था जिस पर देश के मानवाधिकार आयोग ने कहा कि उसकी गिरफ्तारी मनमाने तौर पर की गई है। इसी के बाद प्रशांत को मुआवजा मिलने की संभावना पैदा हुई है। यह छात्र पश्चिमी सिडनी की एक बेकरी में काम करता था और इंजीनियंरिंग में स्नात्तकोत्तर का छात्र है। उसे लगभग १८ महीने की हिरासत में रहना पड़ा और अप्रैल २००६ में उसकी रिहाई हुई। तब से वह ऑस्ट्रेलिया में ब्रिजिंग वीजा पर रह रहा है। उसने ऑस्ट्रेलिया के मानवाधिकार आयोग में मामला दर्ज किया, जिसने अपनी जांच पड़ताल की रिपोर्ट इस महीने के शुरू में जारी की। आयोग ने सिफारिश की है कि प्रशांत को मुआवजा दिया जाए और गिरफ्तारी को लेकर उससे माफी मांगी जाए।-------

The Delhi High Court today granted bail to Rajya Sabha MP Amar Singh, in the 2008 cash-for-vote case but restrained him from leaving the country without its permission. While granting bail to 55-year-old Singh, who was undergoing treatment at AIIMS under judicial custody, the court asked him to furnish a personal bond of 50 lakh rupees and two sureties of like amount. Justice Suresh Kait also asked Singh to surrender his passport before the trial court which is hearing the cash-for-vote case. The court passed the order on an appeal filed by Singh challenging the lower court's order rejecting his bail plea. The lower court had granted interim bail to Singh on September 15 on medical grounds, which continued till September 28 when the judge ordered his re-arrest while dismissing his regular and interim bail pleas on the ground that he was stable.

Former Karnataka Chief Minister B S Yeddyurappa's bail hearing is scheduled to come up in the Karnataka High court today. Yeddyurappa's counsel had on Friday sought a three-day interim bail. However the complainant's counsel had opposed the bail plea on the ground that Yeddyurappa could influence key witnesses. The Lokayuktha court probing the denotification case had extended Yeddyurappa's Judicial Custody till the 3rd of next month. The Court had rejected Yeddyurappa's bail application and sent him under Judicial custody on the 15th of this month. Yeddyurappa's plea was then made in the High court for interim bail. Meanwhile, the High Court today adjourned to the 28th of this month, the hearing on the bail plea of former Karnataka minister Katta Subramanya Naidu, arrested in an alleged land scam. Justice B V Pinto adjourned the hearing on the application filed on 21st of this month by Katta who sought bail on health grounds. Earlier on the 17th, the Special Lokayukta Court had dismissed his bail petition, but permitted him to undergo treatment for cancer in any hospital of his choice in India under police security. Katta left for Mumbai yesterday to undergo treatment at the Leelavati Hospital. The former minister is in judicial custody since the 8th of August for his alleged involvement in the Karnataka Industrial Area Development Board scam.

Bhutan King Jigme Khesar Namgyel Wangchuck, who arrived in New Delhi yesterday, held talks with Prime Minister Dr. Manmohan Singh in New Delhi today. Issues of mutual interest came up for review in the discussions. Earlier this morning,the Bhutan King was accorded a ceremonial reception at the fore courts of Rashtrapati Bhawan . He offered floral tributes at the samadhi of the father of Nation Mahatma Gandhi at Rajghat. The President, Pratibha Devisingh Patil will host a banquet in the honour of the Visiting dignitary. Vice President Hamid Ansari will also call on him. The King will also exchange views with other Indian leaders during his stay in the national capital. The newly-wed, King Jigme Khesar Namgyel Wangchuck along with Queen Jetsun Pema, is on a nine-day state visit to India. The royal couple would also visit Jaipur, Udaipur, Ranthambore and Jodhpur and stay in India till the 31st of this month.

India Nepal bilateral trade has registered a quantum jump of 36 percent in the last fiscal. According to official sources, the two way trade increased from over 1900 million US dollars to over 2700 million US dollars in 2010-11. Exports from Nepal to India have also grown by over five percent. During the recent visit of Nepalese Prime Minister Baburam Bhattari, the two neighbouring countries also decided to further expand and consolidate the close multi-faceted relationship especially in the areas of trade and security. Both the Governments have finalized the bilateral investment protection and promotion agreement. A joint statement, issued in New Delhi yesterday said that both sides have decided that all the bilateral and institutional mechanisms be revitalised and convened regularly. The two sides also decided to convene early meetings of the Joint Ministerial Commission on Water Resources and Home Secretaries. Our correspondent reports that the Mr. Bhattarai held extensive discussions with the Prime Minister Dr Manmohan Singh and other Indian leaders to scale up the strategic relations.

Home Minister P Chidambaram has said that the Government will provide modern weaponary and latest communication facilities to the Indo Tibetian Border Police Force, ITBP personnel. He said, this will help in synergising the activity between men and machine. Addressing the 50th raising day function of ITBP in New Delhi today, Mr Chidambaram said that to boost the morale of soldiers deployed in difficult terrain, the Centre recently announced high altitude allowances to ITBP personnel at par with the Army.
The government is allowed high altitude allowances to 43 more BOPs at par with the army. The facility of hiring porters and animal transport for carrying the load to high altitude post has also been sanctioned. The government has also increased the amount of various monitory allowances to the central armed police personnel including risk, hardship base allowance and ration and fundamental allowance.
Director General of ITBP Ranjit Sinha said that besides border security, ITBP also provides protection to VVIPs and takes part in anti-Maoist operations. Earlier, Home Minister P Chidambaram conferred the Police Meritorious Service Medal and Presidential Distinct Service Medal to ITBP jawans. Our Correspondent reports that ITBP was set up in 1962 with four batallions to guard the Indo- China border. At present the force has 49 batallions with a total strength of over 55 thousand soldiers deployed across the country. Besides border security management, the force also plays a primary role in disaster management.

The Union Cabinet Secretary A K Seth today discussed the overall situation in Jammu and Kashmir with Chief Minister Omar Abdullah. The cabinet secretary is in Srinagar along with 12 member high level central team including both Defence and Home secretaries. The team before winding up the two day visit to the state, had a detailed meeting with senior officers of the state government led by Chief Secretary Madhav Lal. The high level central team had yesterday reviewed the implementation of flagship programmes and developmental projects in the state. The security situation was also reviewed at a high level meeting last evening. In Madhya Pradesh, unaccounted assets worth crores of rupees have been allegedly unearthed during a raid in Bhopal at the house of , a Superintending Engineer with the Madhya Pradesh State Electricity Board. Sources in the Economic Offences Wing of state police said today that the assets included two houses in Bhopal, 15-acre agricultural land, a farm house on the outskirts of Bhopal, a plot in Damkheda, 20 tolas of gold and 21 kg of silver. A case under the Prevention of Corruption Act has been registered.

In Kerala, the Opposition LDF walked out of the State assembly today protesting against the decision of UDF government to remove the Vice Chancellor of Kerala Veterinary and Animal Husbandry University, Dr B Ashokan from the post. Seeking permission for an adjournment motion on the issue, former Minister C Divakaran alleged that the government decision violates laid down norms and procedures. He said that the University has been set up recently with the central assistance of 100 crore rupees and the decision to remove the VC is unilateral.

The first -ever Indian Formula one team ,Force India's lead driver Adrian Sutil says that racing in India would be as special as it is driving in his motherland, Germany. India's first-ever Formula One Grand Prix will see Sutil racing for the Indian team. Talking to a German news agency today ,he said, it will be a proud moment to arrive at the track and race for the only Indian team in the very first Indian Grand Prix. Our correspondent reports, that Sutil said, finishing sixth is their priority and everyone in the team is working hard to achieve this.
Sutil and his British teammate Paul di Resta have done well in the second half of the season but the German shot down suggestions that they will be under pressure to deliver at India's home race. Last season, Force India were pipped by Williams by just one point for the sixth place and Sutil said this year the Silverstone-based team is determined to take sixth position in the constructors' championship. Force India have 49 points so far but Sauber and Toro Rosso are far behind. And probably Sutil knows that both the teams are capable of turning the tables on them. In the 2010 season, Sutil had nine top-10 finishes, including two top-5 and stood 11th in the drivers' standing with 47 points. A Bangalore-bound Kingfisher flight, carrying 100 passengers on board, made an emergency landing at the Goa Airport today after the air crafts windshield developed a crack. Goa Airport spokesman said the A320 landed at 8.10 AM after the pilot noticed the crack. The plane was flying from Mumbai to Bangalore. Airport officials said arrangements were made to fly the passengers to Bangalore. The spokesman said, the plane is currently under repair at the Goa Airport. He also added that the cause of the crack could not be ascertained.

In Turkey, more than 200 people have been killed in yesterday's earthquake measuring 7.2 on the Richter scale that struck the eastern parts of the country. Turkish Interior Minister Idris Naim Sahin said in Istanbul today that the death toll in the earthquake has gone up to 217 and over a thousand people have been injured. Efforts are on to rescue those trapped in the debris in Ercis and Van, the two worst quake-hit cities. One hundred people were killed in Van, while 117 perished in Ercis. Schools have been closed for a week in Van. Turkish Prime Minister Tayyip Erdogan, after visiting the affected areas, said the death toll could increase as many apartment buildings collapsed in Ercis, close to the Iranian border. Survivors and rescuers complained of lack of heavy machinery to remove chunks of cement floors that had pancaked on to each other. Serious damage and casualties were also reported in the district of Celebibag, near Ercis. US Geological Survey initially measured the quake at 7.3 magnitude but later downgraded it to 7.2. The earthquake struck at at a depth of 20 kilometres with its epicentre 16 kilometres north-east of Van in eastern Turkey. It was followed by a series of powerful aftershocks, also centred north of Van, including two of magnitude 5.6 soon after the quake and one of 6.0 late yesterday. Turkey is vulnerable to earthquakes as it sits on major geological fault lines. Two earthquakes in 1999 with a magnitude of over 7 on the Richer scale had killed around 20,000 people in the densely populated parts of the north-west Turkey. India has said that its nationals in Turkey are reportedly safe following the earthquake. In a statement in New Delhi last night, External Affairs Ministry said, as per information available with the Embassy of India in Ankara, Indian nationals are reportedly safe.

European Union leaders have reached an agreement on the broad outline of a comprehensive strategy to resolve the euro-zone debt crisis, including a substantial write-down of Greece’s debts. The leaders of the 27 EU nations attended a crisis summit in Brussels over the financial troubles in euro-zone nations, and held a separate meeting later of the 17 nations that use the single currency - euro. German Chancellor Angela Merkel said, they made significant progress on some of the most contentious issues including waiving of Greek debts, recapitalisation of banks which will suffer losses on their Greek bonds and an effective implementation of the euro-zone crisis fund, the European Financial Stability Facility. She however said that, some details still remain to be worked out and a deal on a comprehensive package of measures to avert the escalation of crisis could be concluded when the EU leaders convene again in three days.

Japanese exports grew in September for a second straight month, signaling a gradual recovery from the March 11 earthquake and Tsunami. The Japanese Finance Ministry announced today that exports rose 2.4 percent from a year earlier, pushing Japan back into a trade surplus. The country registered a trade deficit in August. The ministry said the September exports stood at more than 78 billion dollar, while imports came to 74 billion dollar, registering a trade surplus of 4 billion dollars. The recovery was led by exports of vehicles and auto parts.

The Sensex at the Bombay Stock Exchange rallied 301 points, or 1.8 per cent, to again cross the 17,000 mark, at 17,086 in opening trade, this morning, on fresh buying by investors, driven by rising Asian markets. Later, after paring its gains only slightly, the Sensex stood a good 272 points, or 1.6 percent in positive territory, at 17,057, in afternoon trade, a short while ago. Other regional stock markets in Japan, China, South Korea, Hong Kong, Taiwan, Singapore, and Indonesia were up by between 1.5 percent and 3.9 percent. Markets rose after European leaders indicated progress on a plan to resolve the euro zone's debt crisis, and preliminary data showed that Chinese manufacturing is improving.

In Chennai, 25 shops selling scrap materials, were gutted in a fire in the early hours today. Police said, the major fire in the famous Moore Market complex in the city, reduced several shops to ashes. In Chattisgarh,the district administration of Koriya has entrusted the task of running grocery shops across the district to women Self Help groups (SHG). A total of 249 grocery shops were inaugurated in all the 239 Gram Panchayats and 7 municipal units across the district under the 'Koriya Mahila Grih Udyog'. Through these shops the women SHGs are vending grocery items required by the Anganwadi centres and Mid Day Meal scheme in schools besides the general public. More from our Correspondent:
About 3000 women of Koriya district took a step towards their economic empowerment. दिल्ली की एक अदालत, टू-जी मामले में डी एम के सांसद कनिमोढी और चार अन्य लोगों की जमानत याचिका पर फैसला अगले महीने की तीन तारीख को सुनाएगी। कनिमोढी, आसिफ बलवा, राजीव अग्रवाल कलईग्नार टीवी के प्रबन्ध निदेशक शरद कुमार और फिल्म निर्माता करीम मोरानी के खिलाफ आरोप तय हो जाने के दो दिन बाद दायर की गई इनकी जमानत याचिकाओं पर विशेष न्यायाधीश ओ पी सैनी ने अपना फैसला आज सुरक्षित रखा । आज सुनवाई के दौरान सी बी आई ने इनकी जमानत की अर्जियो का विरोध नहीं किया, लेकिन सी.बी.आई. ने स्वान टेलीकॉम के प्रमोटर शाहिद बलवा और ए. राजा के पूर्व निजी सचिव आर.के. चंदोलिया की जमानत का विरोध किया, इसलिए अदालत इनकी जमानत याचिकाओं पर सुनवाई करेगी।
इससे पहले येडियुरप्पा के वकील ने अंतरिम जमानत के लिए अर्जी वापस ले ली और नियमित जमानत की अर्जी दाखिल की थी। लेकिन शिकायतकर्ता के वकील ने यह कहते हुए जमानत का विरोध किया कि येडियुरप्पा गवाहों को प्रभावित कर सकते हैं।
इससे पहले कैबिनेट सचिव ने मुख्यमंत्री उमर अब्दुल्ला से मुलाकात की और प्रमुख विकास कार्यक्रमों और कल्याणकारी योजनाओं के बारे में चर्चा की। मुख्यमंत्री ने उन्हें भरोसा दिलाया कि स्थानीय निकायों का चुनाव इसी वित्तवर्ष में करा लिया जाएगा।

दिल्ली उच्च न्यायालय ने राज्यसभा सांसद अमर सिंह की जमानत मंजूर कर ली है, लेकिन बिना अनुमति के देश से बाहर जाने पर पाबंदी लगा दी है। न्यायालय ने २००८ के वोट के बदले नोट मामले में जमानत मंजूर करते हुए उन्हें पचास लाख रूपये का व्यक्तिगत मुचलका और इतनी ही राशि की दो जमानतें देने को कहा है। अमर सिंह ने जमानत याचिका को नामंजूर किए जाने के निचली अदालत के आदेश को दिल्ली उच्च न्यायालय में चुनौती दी थी। निचली अदालत ने स्वास्थ्य कारणों से १५ सितम्बर को अमर सिंह की अंतरिम जमानत मंजूर की थी लेकिन २८ सितम्बर को निचली अदालत के न्यायाधीश ने उनकी नियमित और अंतरिम जमानत अर्जियों को नामंजूर करते हुए फिर से गिरतारी का आदेश दिया था, क्योंकि न्यायाधीश का कहना था कि अमर सिंह की हालत स्थिर है।-----
कर्नाटक उच्च न्यायालय ने पूर्व मुख्यमंत्री बी. एस. येडियुरप्पा की जमानत अर्जी पर सुनवाई शुक्रवार तक स्थगित कर दी है। न्यायालय ने आज येडियुरप्पा और पूर्व मंत्री कृष्णैया शेट्टी की दलीलें सुनीं और उन्हें शुक्रवार को अपनी दलीलें जारी रखने की अनुमति दी। ये दोनों भूमि अधिसूचना रद्द करने के मामले में न्यायिक हिरासत में हैं।इससे पहले येडियुरप्पा के वकील ने अंतरिम जमानत के लिए अर्जी वापस ले ली और नियमित जमानत की अर्जी दाखिल की थी। लेकिन शिकायतकर्ता के वकील ने यह कहते हुए जमानत का विरोध किया कि येडियुरप्पा गवाहों को प्रभावित कर सकते हैं।

भारतीय रिज+र्व बैंक कल अपनी अर्धवार्षिक मौद्रिक नीति की घोषणा करेगा। मुम्बई में जारी प्रेस विज्ञप्ति के अनुसार आरबीआई ने दोहराया है कि उसकी मौद्रिक नीति मुद्रास्फीति को काबू में लाने पर केन्द्रित होगी, भले ही उससे विकास दर पर असर पड़े। विज्ञप्ति के अनुसार रिज+र्व बैंक ने कहा है कि मार्च २०१० के बाद से ब्याज दरों में साढ़े तीन प्रतिशत तक की वृद्धि की जा चुकी है, लेकिन मुद्रास्फीति पर काबू नहीं पाया जा सकता है। विज्ञप्ति में ये भी कहा गया है कि हालांकि विकास पर विपरीत असर की आशंका स्पष्ट दिखाई देने लगी है और मुद्रास्फीति को स्वीकार्य स्थिति तक बनाये रखने की चुनौती लगातार महत्वपूर्ण बनी हुई है। आरबीआई ने सकारात्मक नजरिया पेश करते हुए कहा है कि हालांकि मौजूदा वित्तवर्ष में विकासदर में कुछ कमी आने की संभावना है, लेकिन कृषि क्षेत्र की संभावनाएं उत्साहजनक है। बैंक ने कहा है कि विभिन्न अंतराष्ट्रीय और घरेलू कारणों से २०११-१२ के दौरान विकास दर पहले के अनुमान आठ प्रतिशत से कम रहने की संभावना है।-----
योजना आयोग ने भारी घाटे में चल रही विद्युत वितरण कम्पनियों की आर्थिक स्थिति में सुधार के लिए आयोग के सदस्य बी. के. चतुर्वेदी की अध्यक्षता में एक समिति का गठन किया है। समिति में केन्द्रीय वित्तमंत्रालय, भारतीय रिजर्व बैंक और राज्य सरकारों के प्रतिनिधि शामिल हैं। श्री चतुर्वेदी ने बताया कि समिति अपनी रिपोर्ट छह महीने के अन्दर यानी १२वीं पंचवर्षीय योजना के शुरू होने के पहले तैयार कर लेगी ताकि इन सुझावों को योजना में शामिल किया जा सके। हमारे संवाददाता ने बताया है कि वित्तमंत्री प्रणब मुखर्जी ने पिछले हते हुए राष्ट्रीय विकास परिषद की बैठक में राज्यों से विद्युत वितरण कम्पनियों की आर्थिक स्थिति में सुधार के लिए बिजली की दरें बढ़ाने को कहा था।कुछ विद्युत कम्पनियों ने पिछले दस वर्षों से दरों में वृद्धि नहीं की है और एक अनुमान के अनुसार उनका कुल धाटा सात खरब+ रुपये तक पहुंच गया है।

A Delhi court today fixed November 3 for its decision on fresh bail petitions moved by DMK MP Kanimozhi and four other accused in the 2G case after the CBI did not object to their plea. Two days after charges were framed against them, special CBI judge O P Saini reserved his order on the bail petitions of Kanimozhi, Asif Balwa, Rajiv Agarwal, Kalaignar TV MD Sharad Kumar and Bollywood producer Karim Morani. During arguments, special public prosecutor U U Lalit, appearing for the CBI, said that the agency had no objection if they were granted bail by the court. The Delhi High Court today granted bail to Rajya Sabha MP Amar Singh, in the 2008 cash-for-vote case but restrained him from leaving the country without its permission. While granting bail to 55-year-old Singh, who was undergoing treatment at AIIMS under judicial custody, the court asked him to furnish a personal bond of 50 lakh rupees and two sureties of the like amount. Justice Suresh Kait also asked Singh to surrender his passport before the trial court which is hearing the cash-for-vote case. The court passed the order on an appeal filed by Singh challenging the lower court's order rejecting his bail plea.

Former Karnataka Chief Minister B S Yeddyurappa's bail plea hearing has been adjourned till Friday by the Karnataka High Court today. The Single Bench Judge Justice B V Pinto heard arguments of Counsels for Yeddyurappa and co-accused and former Minister Krishnaiah Shetty. Both are facing Judicial custody and seeking bail in land denotification case filed by Sirajin Basha. Our Correspondent reports that the Judge heard the argument from Tony Sabastian, the Counsel for Krishnaiah Shetty and directed him to continue his argument on October 28. Earlier in the day, the Counsel for Yeddyurappa had withdrawn application for interim bail and sought regular bail from the court. The Lokayuktha court probing the denotification case against Yeddyurappa and Krishnaiah Setty had extended their judicial custody till November 3. Both the accused have appealed to High Court against Lokayuktha court's order.

In Rajasthan, the main accused in Bhanwari Devi case, Shahabuddin has been sent to police custody till the 31st of this month. Today Shahabuddin was presented in the Special CBI Court at Jodhpur. CBI demanded for extension of his police remand which was accepted. Shahabuddin had surrendered in the CBI Court two days ago. Earlier, the Rajasthan High Court had ordered to include CBI as a party in Bhanwari Devi case last week. Bhanwari Devi, an auxiliary nurse, is missing since the 1st of September. Meanwhile, CBI is looking for another accused Sahiram Vishnoi.

The Reserve Bank of India is going to announce its mid-year monetary policy tomorrow. In a press release issued in Mumbai today, the RBI has reiterated that its monetary policy will continue to remain focussed on taming inflation even if it results in moderation of growth. RBI release stated, although in the past it has raised interest rates by 350 basis points since March, 2010, inflation risk still continues to persist. The release further stated, although the risk to growth is becoming visible, the challenge of bringing down inflation to an acceptable level on a sustainable basis, remains significant. On a positive note, the RBI has stated, although the growth in the current fiscal year is likely to moderate to below trend, agriculture prospects are encouraging. The RBI had projected the economic growth for the current fiscal at 8 per cent.

The Planning Commission has set up a Committee headed by its member B K Chaturvedi to improve the financial health of power distribution companies in the country which is reeling under huge losses. The Committee also includes representatives from the Union Finance Ministry, the Reserve Bank of India and officials from the state governments. Talking to newsmen in New Delhi today, Mr. Chaturvedi said that the committee will prepare a report in the next 6 months, before the start of the 12th Five Year Plan Period 2012-17, so that the suggestions can be incorporated in it. Power Ministry has set a target of adding 1,00,000 MW of electricity during the 12th plan period.

The Food Corporation of India, FCI latest data re-affirms India's food surplus status. Foodgrain stocks in the government godowns are almost two-and-a-half times more than the required stock at 51.78 million tonnes at the start of the current month. FCI, government's nodal foodgrains procurement agency has stored 27.08 million tonnes, MT, of foodgrains, whereas 24.69 million tonnes is stored in state government godowns.

Kenya says, other foreign military forces have joined an offensive against Al-Shabaab militants in Somalia. Military spokesman Emmanuel Chirchir said a French naval ship bombed the southern Somali town of Kuday near the rebel stronghold Kismayo. Warplanes have also carried out airstrikes in recent days in Kismayo, but it is not clear who was responsible for the attacks. Meanwhile, the President of Somalia, Sheikh Sharif Ahmed, has said his Government and people do not approve of Kenya's military intervention in their country.

In Afghanistan, nearly 200 insurgents have been killed or captured in major military operations by Afghan and NATO coalition forces in the eastern border with Pakistan. International Security Assistance Force, ISAF spokesman, Brigadier General Carsten Jacobson told reporters in Kabul today that the Afghan security forces with the help of the US-led International Security Assistance Force troops launched a major offensive against insurgents last week on the troubled eastern Afghan border. The United States has been pressuring Pakistan to take action against the Haqqani network based in Pakistan’s North Waziristan province.

Jharkhand Chief Minister Arjun Munda has requested the Center to grant special status to Jharkhand. Speaking to reporters at the Birsa Munda Airport in Ranchi soon after his arrival from New Delhi today, Mr Munda said that 33 per cent of the state land is covered with forest, while other 33 per cent is having minerals, and the remaining 34 percent is not very fertile land for agriculture. He also demanded to know from the Center the criterion for awarding the status of ‘special state’.

Demanding separate Telangana State, the Telangana Employees Joint Action Committee has been on General Strike for the past 42 days. Speaking to reporters later, State Finance Minister Ramanarayan Reddy said, the talks have been held in a positive atmosphere.
