सरकार ने पेंशन फंड की २६ प्रतिशत राशि के बीमा क्षेत्र में निवेश को मंजूरी दे दी है, जो विभिन्न क्षेत्रों में प्रत्यक्ष विदेशी निवेश के बराबर है। नई दिल्ली में आज प्रधानमंत्री डॉक्टर मनमोहन सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में यह फैसला किया गया। बैठक में व्यक्तिगत फंड खाते से निकासी को अधिक लचीला बनाने का भी फैसला किया गया, ताकि निकासी कम से कम हो और लोगों को इसका अधिक से अधिक लाभ मिल सके।
एक अन्य महत्वपूर्ण फैसले में केंद्रीय मंत्रिमंडल ने तकनीकी शिक्षण संस्थानों, चिकित्सा शिक्षा, संस्थानों और विश्व विद्यालयों में धांधलियों की रोकथाम से संबंधित २०१० के विधेयक में संशोधन को भी मंजूरी दी। इस कानून के लागू होने से छात्रों को उच्च शिक्षा संस्थानों में दाखिले तथा अन्य क्षेत्रों में धांधलियों की रोकथाम में मदद मिलेगी।

मंत्रिमण्डल ने निर्यात आयात बैंक अधिनियम १९८१ में संशोधन के लिए संसद में भारतीय निर्यात आयात बैंक विधेयक २०११ पेश करने को भी मंजूरी दे दी है।
इस विधेयक में एग्जिम बैंक की अधिकृत पूंजी को दो हजार करोड़ रूपये से बढ़ाकर दस हजार करोड़ रूपये करने का प्रावधान है। इसमें इसकी भी व्यवस्था है कि केन्द्र सरकार अधिसूचना के माध्यम से इस रकम में और बढ़ोतरी कर सकती है। प्रस्तावित विधेयक में ये भी प्रावधान है कि चेयरमैन और प्रबंध निदेशक के अलावा केन्द्र सरकार दो निदेशकों की भी नियुक्ति कर सकती है।

आर्थिक मामलों से संबंधित मंत्रिमंडलीय समिति ने पूर्वोत्तर ग्रामीण आजीविका परियोजना के क्रियान्वयन को भी मंजूरी दे दी है। इस पर छह अरब ८३ करोड़ २० लाख रूपये की लागत का अनुमान है। इसमें विश्व बैंक से छह अरब १४ करोड़ ८० लाख रूपये का आसान कर्ज और पांच वर्षों में केंद्र सरकार से मिलने वाली ६८ करोड़ ४० लाख रूपये की राशि शामिल हैं।
पूर्वोत्तर क्षेत्र विकास मंत्रालय इस योजना को मिजोरम के आइजॉल और लुंगेई जिलों, नागालैंड के पेरेन और त्येनसांग जिलों, सिक्किम के पश्चिमी और पूर्वी जिलों के १५ सबसे गरीब पंचायत वार्डों और त्रिपुरा के पश्चिमी और उत्तरी जिलों में लागू करेगा। पूर्वोत्तर के चार राज्यों में एक हजार छह सौ २४ गांवों और २८ ब्लॉकों के करीब तीन लाख परिवारों को इस परियोजना का लाभ मिलेगा। इस परियोजना का उद्देश्य ग्रामीण क्षेत्रों में विशेष रूप से महिलाओं, बेरोजगार युवाओं और वंचितों का जीवन स्तर बेहतर करना है।

तमिलनाडु में डी.एम.के सांसद रितिश कुमार को आज पुलिस ने चेन्नई में गिरफ्तार कर लिया। उन पर कांचिपुरम के पास सुंगुवरचरित्रम में करीब दो एकड़ ज+मीन हड़पने का आरोप है। हमारे संवाददाता ने खबर दी है कि पुलिस की विशेष टीम ने उन्हें आज सवेरे मैलोर में उनके घर से गिरफ्तार किया। बाद में उन्हें पूछताछ के लिए पुलिस अधीक्षक के दफ्तर लाया गया। श्री रितिश एक अभिनेता हैं वे रामनाथपुरम से लोकसभा के लिए चुने गए थे।

दिल्ली उच्च न्यायालय ने आज पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा की जमानत याचिका पर सीबीआई से जवाब मांगा है। बेहुरा को टू जी स्पैक्ट्रम घोटाले में उनकी कथित भूमिका के लिए गिरफ्‌तार किया गया है। सीबीआई को जारी नोटिस में न्यायमूर्ति शाली ने पहली दिसम्बर तक स्थिति रिपोर्ट पेश करने को भी कहा है। इसी तारीख को डीएमके सांसद कणिमोडी सहित पांच अन्य अभियुक्तों की जमानत याचिका की सुनवाई होनी है। तीन नवम्बर को न्यायालय सिद्धार्थ बेहुरा की जमानत की अर्जी खारिज कर चुका है।

राजस्थान में अशोक गहलोत मंत्रिपरिषद में शामिल नए मंत्रियों को आज शाम शपथ दिलायी जाएगी। हमारे संवाददाता ने खबर दी है कि राज्य मंत्रिमंडल में छः नए मंत्रियों को शामिल किया जाएगा, जबकि पांच को हटाया गया है। राज्यमंत्री अशोक बैरवा को पदोन्नत कर केबिनेट मंत्री बनाया गया है। कल सभी मंत्रियों ने मुख्यमंत्री अशोक गहलोत में विश्वास जताते हुए इस्तीफे दे दिए थे ताकि वे मंत्रिमंडल का पुनर्गठन कर सकें।
हमारे संवाददाता ने खबर दी है कि नए चेहरों में वीरेन्द्र बेनीवाल,  अमीन खान, दयाराम परमार, मंजु मेघवाल, नसीम अख्तर इंसाफ और विनोद चौधरी शामिल हैं। जिन मंत्रियों को हटाया गया है उनके नाम हैं -शिक्षा मंत्री भंवरलाल मेघवाल, लोक निर्माण राज्यमंत्री प्रमोद जैन, राज्यमंत्री गोलमा देवी, रामलाल जाट और भरोसी लाल जाटव। रघु शर्मा  मुख्य सचेतक होंगे ा इन्हें केबिनेट मंत्री का दर्जा दिया गया है। श्री अशोक गहलोत ने सात नए संसदीय सचिवों की भी नियुक्ति की है।

अरूणाचल-प्रदेश में आज नए मंत्रिमंडल का गठन किया गया। राजभवन में आयोजित शपथ ग्रहण समारोह में ११ नये मंत्रियों को शपथ दिलाई गई। हमारे ईटानगर संवाददाता ने खबर दी है कि कैबिनेट में चार नये चेहरों को शामिल किया गया है।

मध्यप्रदेश में ग्वालियर के जय अरोग्यम मेडिकल कॉलेज के अधिकतर जूनियर डॉक्टरों ने आज अपनी अनिश्चितकालीन हड़ताल समाप्त कर दी, और ड्यूटी पर लौट आए। मध्यप्रदेश उच्च न्यायालय की ग्वालियर पीठ ने कल इन सभी हड़ताली डॉक्टरों को आज सुबह साढ़े दस बजे तक काम पर लौटने का निर्देश दिया था। न्यायालय ने उनकी अनिश्चितकालीन हड़ताल को अवैध बताया था।
हमारे संवाददाता ने खबर दी है कि इन्दौर, भोपाल और जबलपुर के सरकारी मेडिकल कॉलेजों में जूनियर डॉक्टरों की हड़ताल अभी जारी है। उनका कहना है कि ग्वालियर पीठ के निर्देश ग्वालियर के जूनियर डॉक्टरों पर ही लागू होते हैं। सरकार ने हड़ताली जूनियर डॉक्टरों के खिलाफ कड़ी कार्रवाई की चेतावनी दी है और स्थिति से निपटने के लिए आवश्यक सेवाएं  बनाये रखने संबंधी कानून एस्मा लागू कर दिया है।
भोपाल में कल शाम करीब ९० हड़ताली जूनियर डॉक्टरों को गिरफ्‌तार किया गया। इन्दौर में और जबलपुर में सात जूनियर डॉक्टरों के खिलाफ एफआईआर दर्ज कराई गई है। मेडिकल कॉलेजों से जुड़े सरकारी अस्पतालों में जूनियर डॉक्टरों की हड़ताल के कारण स्वास्थ्य सेवाएं प्रभावित हैं। इन डॉक्टरों की मांग है कि उनके स्टाइपंड बढ़ाये जाएं और गांव में कार्य करने के बॉण्ड की अवधि दो साल से घटाकर एक साल कर दी जाए। उन्होंने डॉक्टरों की सुरक्षा का कानून लागू करने की भी मांग की है।

कोलकाता के ईडन गार्डन्स में भारत के साथ दूसरे क्रिकेट टैस्ट मैच के तीसरे दिन आज वेस्टइंडीज ने दूसरी पारी में २ विकेट पर १४८ रन बना लिये हैं। इससे पहले वेस्टइंडीज की टीम अपनी पहली पारी में मात्र एक सौ ५३ रन पर सिमट गई और उसे फॉलोआन करना पडा। भारत ने अपनी पहली पारी सात विकेअ पर ६३१ रन बनाकर समाप्त घोषित कर दी थी।

राजधानी दिल्ली में अन्तर्राष्ट्रीय व्यापार मेले में व्यापारी वर्ग के लोगों की काफी भीड़ उमड़ रही है, क्योंकि मेले के पहले पांच दिन व्यापारी वर्ग के प्रवेश के लिए ही निर्धारित हैे। इस बार मेले में भारतीय हस्तशिल्प के अनेक महत्वपूर्ण उत्पाद प्रदर्शित किए गए हैं, जिनमें बांस, जूट, चमड़ा, हीरे-जवारात शामिल हैं। अनेक मंत्रालयों ने अपने-अपने स्टॉल लगाए हैं। जल संसाधन मंत्रालय ने पानी के संरक्षण पर विशेष ध्यान केन्द्रित किया है। आयकर विभाग ने भी पेनकार्ड और अन्य सेवाएं देने के लिए अपने स्टाल लगाए हैं।

तिब्बत के बौद्ध आध्यात्मिक नेता दलाई लामा आज प्राचीन बौद्ध स्थल अम्बारन पहुंचे। यह स्थल अखनूर के पास चेनाब नदी पर स्थित है। हवाई अड्डे पर मुख्यमंत्री उमर अब्दुल्ला और उनके मंत्रिमंडल के सहयोगियों ने उनकी आगवानी की। इस अवसर पर वरिष्ठ पुलिस और प्रशासनिक अधिकारियों सहित जम्मू-कश्मीर चैम्बर ऑफ कामर्स के प्रतिनिधि भी मौजूद थे। हवाईअड्डे पर पहुंचने के बाद वे सीधे जम्मू के कला केन्द्र गए और एक प्रदर्शनी का उदघाटन किया। बाद में दलाई लामा अम्बारन के लिए रवाना हो गए। प्रशासन ने उनकी एक दिन यात्रा के लिए कड़े सुरक्षा प्रबंध किए हैं।

The government today approved investment of 26 percent of pension fund in insurance sector at par with FDI in other sectors. The decision was taken in a Cabinet meeting chaired by the Prime Minister Dr. Manmohan Singh in New Delhi. It also decided to make the withdrawal of individual fund account more flexible so that withdrawal are minimised and returns are maximised to the individual.
In another important decision the Cabinet approved the official amendments to the Prohibition of Unfair practices in Technical Educational Insititutions, Medical Educational Institutions and Universities Bill, 2010. Students stand to benefit by the enactment of a legislation to curb unfair practices in admission and other areas in higher educational institutions.

In Tamilnadu, the DMK Member of Parliament, Mr. Ritish Kumar was arrested by the police in Chennai today following complaints of alleged grabbing of 1.47 acres of land at Sunguvarchathiram near Kanchipuram. Our correspondent reports, the special police team arrested him at his residence in Mylapore at this morning. He was later taken to Kancheepuram Superintendent of Police office after preliminary questioning. Mr. Kumar, also an actor was elected to the Lok Sabha from Ramanathapuram district.

In Rajasthan, the Swearing-in ceremony of the new ministers inducted in Ashok Gehlot ministry will take place this afternoon. Six new Ministers will be included in the state cabinet while five have been dropped. One State Minister Ashok Bairwa has been promoted to Cabinet rank. All the Ministers of the State had resigned yesterday expressing faith in Chief Minister Ashok Gehlot for the reconstitution of his cabinet.

Our correspondent reports, the new faces in the ministry include Virendra Beniwal , Amin Khan, Dayaram Parmar, Manju Meghwal, Naseem Akhtar Insaf and Vinod Chaudhary. Those dropped include Education Minister Bhanwarlal Meghwal, MoS PWD Pramod Jain and MoS Golma Devi, Ramlal Jat and Bharosi Lal Jatav. Raghu Sharma has been inducted as Chief Whip with cabinet minister status. Mr. Gehlot has also included 7 new Parliamentary Secretaries.

The Delhi High Court today sought CBI's response on the bail plea of former Telecom Secretary Siddharth Behura, arrested for his alleged role in the 2G spectrum case. Issuing notice to CBI, Justice Shali also asked the probe agency to file a status report by the 1st December, the date on which the bail pleas of other five accused including DMK MP Kanimozhi are also slated for hearing. The trial court had dismissed Behura's bail plea on the 3rd of this month.

The Information and Broadcasting Ministry has condemned the act of hooliganism and vandalism by MNS supporters who allegedly ransacked the Central Board of Film Certification, office in Mumbai. The Ministry has said that such methods of protest have no place in a democratic and civilized society. According to an official release, the Ministry has taken up the matter with utmost gravity with the Maharastra government and has been assured of strong and deterrent, preventive and punitive action.

Meanwhile, the Central Board of Film Certification has denied MNS's allegation that the Marathi films are being certified by non- Marathi knowing persons. In a statement the CEO of the Board has clarified that its Advisory Panel of 123 members has 47 members, whose mother tongue is Marathi. It said the allegation of MNS is baseless and motivated.

The Delhi High Court today granted five days parole to Manu Sharma, serving life term in Tihar Jail for killing ramp model Jessica Lall in 1999, on the condition that he will not visit night clubs or discotheques during the period. Allowing Sharma's plea to attend his younger brother's marriage, Justice V K Shali granted the temporary relief to him from 21st to 25th of this month. Justice Shali also directed Sharma to surrender before the Tihar Jail superintendent soon after his parole period expires. The court also confined the parole to Chandigarh, Karnal and Ambala. The court has also asked to furnish a personal bond of 50,000 rupees and a surety of like amount before the jail superintendent.

The Kerala High Court has issued notices to the Central and State Governments on a public interest writ petition seeking a directive to take immediate steps to save farmers in Wynad district from debt trap and prevent them from committing suicide. A Division Bench comprising Acting Chief Justice, Justice Manjula Chellur and Justice P R Ramachandra Menon issued the notices on a petition filed by a lawyer.

In Madhya Pradesh, most of the junior doctors of Government Jayarogya medical college of Gwalior called off their indefinite strike today and resumed their duty this morning. The Gwalior bench of Madhya Pradesh High Court had yesterday directed striking junior doctors to return to work by 10.30am today. The court had termed their indefinite strike as illegal.

Our correspnodent reports the junior doctors of Indore, Bhopal and Jabalpur government medical colleges are however continuing their strike. They claim that the directive of Gwalior bench of state high court is only binding on the junior doctors of Gwalior.

The Centre is working on a strategy to implement a housing-cum-sanitation programme with the provision of drinking water for all the villages in the maoist affected areas. This was revealed by Rural Development Minister Jairam Ramesh while talking to reporters in New Delhi. He said that such models have already been implemented in nine hundred villages in Orissa with assistance of a Non Government Organization.

Mr. Ramesh said that the government spends about ten thousand crore rupees on National Rural Drinking Water Programme.

The Rural Development Minister called for construction of durable water conservation structures through Mahatma Gandhi Rural Employment Guarantee Scheme, MNREGS. Mr. Ramesh said that this will enhance the conservation of water and enable the supply of water to the deprived communities.

The Prime Minister Dr.Manmohan Singh will leave for Bali, Indonesia tomorrow to participate in the ninth India-ASEAN Summit and sixth East Asia Summit. ASEAN Summit and Related Summits will be held in Bali from November 17 to 19. India is a dialogue partner with the Association of 10 South East Asian Nations, ASEAN. The Leaders from Ten ASEAN member countries will begin their deliberations tomorrow. Thereafter the forum will be opened for Dialogue partners India, Australia, China, Japan, South Korea, and New Zealand. The United States and Russia have also been invited to participate in the Summit this year.

The India-ASEAN Summit will consider 40 proposals worth 50 million US dollars submitted by India to enhance multilateral ties with South East Asian countries. Indian Ambassador in Indonesia Mr. Birendra Nanda, speaking to All India Radio, told that after Free Trade Agreement with ASEAN countries trade has increased manifold and will reach 70 billion dollars by next year.

Speaking about the Commemorative India-ASEAN Summit to be held in India next year the Ambassador said that various events are planned to mark the occasion.

The Prime Minister will also hold bilateral talks with member countries of ASEAN, during his visit to Indonesia. US President Barrack Obama who is visiting the summit for the first time is scheduled to meet Dr.Manmohan Singh on the sidelines of the ASEAN Summit.

US drones today fired a salvo of missiles at a compound in the restive South Waziristan tribal region of Pakistan, killing at least 13 suspected Taliban militants. Officials said, the drones targeted a compound in Sararogha sub-division of South Waziristan Agency. The drones fired at least six missiles in the attack. Officials said most of the dead were Pakistani Taliban fighters.

A missile attack near Miranshah, the main town of North Waziristan Agency, had killed six suspected militants yesterday.

Foreign Ministers of Arab nations are meeting in Rabat today to discuss the Syrian crisis.

The meeting will take stock of the situation in Syria and decide future course of action after the suspension of Syria from its membership. Turkey and Morocco would be joining the deliberations today. Syria is not taking part in the meeting.GCC countries have rejected its request to hold a summit on this issue.Arab League plans to send a team of 500 observers to Syria to assess the ground reality.These include representatives of Human rights organizations, media and military observers. The timing of the visit is likely to be decided in the meeting along with the sanctions and dailgue with the opposition groups in Syria.

The Arab League suspended Syria from its membership last Saturday, called for imposing sanctions, initiate a dialogue with the opposition groups and withdrawal of its ambassadors. . Syria has said that it would welcome an Arab ministerial delegation accompanied by observers, civilian and military experts and Arab media.

The President of Kazakhstan Nursultan Nazarbayev dissolved the parliament and have called for early elections in January that is likely to pave the way for a multi-party legislature. The parliamentary elections had been scheduled for August 2012. The President Nursultan Nazarbayev said on Tuesday that the election should be brought forward to avoid the campaigning season coinciding with an anticipated global economic downturn.

The election from party lists will be held on 15 January, and other deputies will be chosen on 16 January by a non-partisan consultative body loyal to Nazarbayev.

Early elections were widely expected after Nazarbayev, 71, won another five-year term in April and currently parliament is occupied exclusively by Nazarbayev's Nur Otan party.

The Assam government has launched a pilot project to vaccinate girls against human papiloma virus-HPV causing cervical cancer. The State Health and Family Welfare Minister Dr. Himanata Biswa Sarma said that 300 girls in the age group of 13 to 26 years would be vaccinated at the first phase under the project. The World Health Organization -WHO recommended vaccine, will be administered to the target group. Our correspondent has filed this report:

In a bid to prevent cervical cancer, which is one of the most common forms of cancer affecting women in recent times, Assam government has decided to vaccinate women population. Medical experts say that vaccination is the best way to prevent cervical cancer. Reports said that out of all cancer patients, about 35 percent are victims of this cancer.According to WHO, the HPV vaccine has been found to have 100 percent effectiveness to prevent the disease. Encouraged by the fact, Gauhati Medical College and Hospital would administer HPV vaccine to about 300 women at present After monitoring the results, the vaccination programme is likely to be extended to the other parts of the state later on. The Elite Special Forces of the three Services carried out military exercise in the Andaman and Nicobar Islands. The tri-services Special Forces camp was hosted at the Car Nicobar Islands by the Andaman and Nicobar Command where commando teams carried out simulated raids at the Air Force Station, Car Nicobar. Army officials said in New Delhi today,a total of 105 commandos took part in the joint drills which included 40 troops from Army's elite Para (Special Forces), 32 Marine Commandos (MARCOS) and 18 Garuds from the Indian Air Force. The Garuds are the latest entrant to the defence forces' special forces. The other major activities undertaken by the joint team of Special Forces included clandestine air diving, combat,beach reconnaissance and raid and ambushes.The exercise was held recently.

Our correspondent reports, India has planned to increase its aerial assets in Andaman and Nicobar islands and has operated its frontline Su-30MKI aircraft from there in the recent past. It is also looking to extend the length of its airstrips there and make them fit for operations of all types of aircraft. The army, which has stationed around 3,000 troops at the island,is also looking to increase the number of its troops there up to a division-size 10,000.

India's next generation-Agni 5 missiles will be test fired by February next year. This was disclosed by Defence Secretary and Security Advisor to Defence Minister Dr. V K Sarswat in New Delhi today. He was talking to media persons on the successful launch of strategic missile Agni 4. He also made it clear that India is not in the race with China or Pakistan and it has developed Agni 4 missile for defence purpose only. In a reply to a question, he said India has a policy of no first use of weapon and it will stick to it. Elaborating about the technology used in Agni 4, which was test fired successfully yesterday from the integrated test range at wheeler island of the Odisha coast, Dr. Saraswat said indeginiously developed superior technology has been used in Agni 4 and it is at par with the best technology available in the world. Terming it as quantem leap in missile technolgy, he said operationalisation of Agni 4 is much easier and it can be deployed at short notice at any place. He said, besides it has low maintainance cost. Dr. Sarswat said that Agni 4 missile system is equipped with modern and compact Avionics with Redundancy to provide a high level of reliability.

The Cabinet Committee on Economic Affairs also approved the implementation of the North East Rural Livelihood Project at an estimated cost of 683.2 crore rupees. This comprises a soft loan from the World Bank of 614.8 crore and central government fund of 68.4 crore rupees over a period of five years. The Minister of Development of North Eastern Region will implement the North East Rural Livelihood Project in Aizwal and Lungei districts of Mizoram, Peren and Tuensang districts of Nagaland, South, West and 15 poorest Panchayat Wards of East district of Sikkim and West and North districts of Tripura. The project will cover nearly three lakh households in 1624 villages of 58 blocks falling in the four States. The objective of the project is to improve rural livelihoods especially that of women, unemployed youth and the most disadvantaged in four North Eastern States.

The Sensex at the Bombay Stock Exchange fell 146 points, or 0.9 percent, to 16,736 in opening trade, this morning, on sustained selling by investors, amid considerable weakness in the regional markets. Later, the Sensex lost some more ground, and stood 192 points, or 1.1 percent in negative territory, at 16,690 in afternoon deals, a short while ago. The Sensex has already lost more than 680 points in the past four trading sessions.

Other Asian bourses in Japan, China, Hong Kong, Indonesia, South Korea, Singapore, and Taiwan were down by between 0.9 percent and 2.7 percent, today, on fears that even core euro zone members may not escape contagion form the region's two-year old debt crisis.

The rupee breached the 51 rupees per dollar-level today to a 32-month low, on good dollar demand from banks and importers overseas. The rupee resumed lower at 50.90 rupees per dollar on the Interbank Foreign Exchange, as against yesterday's close of 50.67 rupees per dollar, and dropped further to a 32-month low of 51.01 rupees per dollar before quoting at 50.88 rupee per dollar. The rupee had last touched 51.20 rupees per dollar on March 31, 2009.

The domestic currency moved in a range between 50.84 per dollar and 51.01 rupees per dollar during morning deals.

केन्द्रीय मंत्रिमंडल ने पेंशन फंड नियामक विकास प्राधिकरण विधेयक २०११ में संशोधन की मंजूरी दे दी है। इसे संसद के आगामी सत्र में पेश किए जाने की संभावना है। सरकार ने पेंशन क्षेत्र में २६ प्रतिशत विदेशी निवेश के प्रस्ताव को भी मंजूरी दे दी है, लेकिन प्रस्तावित संशोधन में खातेदारों को निश्चित लाभ देने के बारे में कोई फैसला नहीं किया गया है। मंत्रिमंडल की बैठक की अध्यक्षता प्रधानमंत्री मनमोहन सिंह ने की।
एक अन्य फैसले में तकनीकी शिक्षा संस्थाओं, चिकित्सा शिक्षा संस्थाओं और विश्वविद्यालयों में अनुचित कार्य निषेध विधेयक २०१० में संशोधन को भी मंजूरी दे दी गई। इससे विद्यार्थियों को उच्च शिक्षण संस्थाओं में सुचारू प्रवेश मिलेगा और अनुचित कार्यो पर रोक लगेगी।
मंत्रिमंडल ने आयात निर्यात बैंक के प्रबंधन ढांचे को मज+बूत बनाने के अलावा उसकी अधिकृत पूंजी में वृद्धि के लिए कानून में संशोधन को मंजूरी दे दी है।
मंत्रिमंडल की आर्थिक मामलों की समिति ने छह अरब ८३ करोड़ २० लाख रुपये की अनुमानित लागत वाली पूर्वोत्तर ग्रामीण आजीविका परियोजना पर अमल की मंजूरी दे दी है। पूर्वोत्तर क्षेत्र विकास मंत्रालय इस परियोजना पर अमल करेगा। इस परियोजना से चार पूर्वोत्तर राज्यों की महिलाओं और बेरोजगार युवाओं के रहन-सहन में सुधार होगा।
आर्थिक मामलों की मंत्रिमंडल समिति ने प्रधानमंत्री के रोजगार कार्यक्रम में एक अरब ३१ करोड़ रुपये की वृद्धि की है। इस फैसले से एक लाख ७३ हजार लोगों को लाभ होगा।

सरकार ने कहा है कि वह संसद के शीतकालीन सत्र में लोकपाल विधेयक पारित कराने के लिए कृतसंकल्प है। संसदीय कार्यमंत्री पवन कुमार बंसल ने आज नई दिल्ली में पत्रकारों को बताया कि सरकार विधेयक के बारे में स्थायी समिति की रिपोर्ट पर गंभीरता से विचार करेगी। उन्होंने आशा व्यक्त की कि अभिषेक मनु सिंघवी की अध्यक्षता वाली स्थायी समिति इस माह के अंत तक अपनी रिपोर्ट दे देगी।
श्री बंसल ने कहा कि सरकार, भ्रष्टाचार को जड़ से समाप्त करने के लिए वचनबद्ध है, लेकिन इसे केवल एक कानून से नहीं समाप्त किया जा सकता। उन्होंने बताया कि संसद के आगामी सत्र में न्यायिक मानक और जवाबदेही विधेयक तथा बीज विधेयक सहित ३१ विधेयक पेश करेगी। हमारे संवाददाता ने बताया है कि २२ नवंबर से शुरू हो रहे संसद के सत्र में तीस दिनों में २१ बैठकें होंगी।

२००८ के वोट के लिए नोट मामले में भारतीय जनता पार्टी के दो पूर्व सांसदों फग्गन सिंह कुलस्ते और महाबीर सिंह भगौरा तथा लालकृष्ण आडवाणी के पूर्व सहायक सुधीन्द्र कुलकर्णी की जमानत आज दिल्ली उच्च न्यायालय ने मंजूर कर ली। इन सभी ने दो-दो लाख रुपये का मुचलका और बॉन्ड भरा है।
राज्यसभा सांसद अमर सिंह के पूर्व सहयोगी संजीव सक्सेना सुहेल हिंदुस्तानी की ज+मानत भी मंजूर कर ली गई है। निचली अदालत ने उन्हें ज+मानत पर छोड़ने से इंकार कर दिया था।

कर्नाटक में सरकारी भूमि की अधिसूचना रद्द करने में अनियमितताओं के दो मामले में पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा और उनके परिवार के सदस्यों को ज+मानत मिल गई है। कर्नाटक उच्च न्यायालय ने आज उनके साथ उनके दो बेटों और दामाद की ज+मानत भी मंजूर कर ली। इससे पहले येडियुरप्पा को पांच मामलों में से दो में ज+मानत मिल चुकी है।

महाराष्ट्र में जुलाई २००६ के मालेगांव बम विस्फोट कांड के नौ अभियुक्तों में से सात को आज छोड़ दिया गया। अदालत ने पांच नवम्बर को उनकी जमानत मंजूर कर ली थी। लगभग पांच साल जेल में बिताने के बाद इन अभियुक्तों को ५०-५० हजार रुपये के बांड पर छोड़ा गया। लेकिन दो अभियुक्त आसिफ जुनैद ख़ान और मोहम्मद अली आलम शेख को रिहा नहीं किया गया क्योंकि वे मुंबई की रेलगाड़ियों में ११ जुलाई के बम विस्फोटों में भी शामिल हैं।
महाराष्ट्र के मालेगांव शहर में आठ सितम्बर २००६ को कई बम विस्फोटों में ३७ लोग मारे गये थे।

उपराष्ट्रपति मोहम्मद हामिद अंसारी ने मीडिया के नियमन के लिए व्यापक राष्ट्रीय सहमति बनाने को कहा है। उन्होंने कहा कि इसमें स्वैच्छिक पहल, सरकारी नियम और विधायी कार्रवाई तीनों का उचित समन्वय होना चाहिए। आज नई दिल्ली में राष्ट्रीय प्रेस दिवस समारोह में उन्होंने कहा कि मीडिया के नियमन के बारे में भारत अमरीका और ब्रिटेन जैसे अन्य लोकतांत्रिक देशों से प्रेरणा ले सकते हैं। उन्होंने कहा कि इससे समाचारों के प्रसारण में पारंपरिक लोक सेवा मूल्यों के लिए चुनौती खड़ी हो गई है।
आज समाचार माध्यमों, मनोरंजन और दूरसंचार के बीच बने सामंजस्य का अर्थ यह है कि पत्रकारिता, प्रकाशन, विज्ञापन और मनोरंजन के बीच कोई अंतर ही नहीं रह गया है। व्यवसायिक मूल्यों और उनके नतीजों को ज्यादा महत्व देने वाले रूख से समाचार प्रसारण में लोक सेवा के मूल्यों को चुनौती मिल रही है।

बाम्बे स्टाक एक्सचेंज का सेंसेक्स आज १०७ अंक नीचे १६ हजार ७७६ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी ३८ अंक कम होकर ५ हजार ३० पर आ गया। रूपया डालर के मुकाबले ०७ पैसे कमजोर हुआ और एक डालर की कीमत ५० रूपए ७४ पैसे दर्ज हुई। दिन में एक समय रुपया ५१ रुपये एक पैसे प्रति डालर पर आ गया था जो ३२ महीनों का न्यूनतम स्तर है। सोना दिल्ली में १७५ रूपए बढकर २९ हजार ४४० रूपए प्रति दस ग्राम के ताजा रिकार्ड उच्चतम स्तर पर जा पहुंचा। चांदी चार सौ रूपए महंगी होकर ५७ हजार ९०० रूपए प्रति किलो दर्ज हुई।

राजस्थान में गहलोत मंत्रिपरिषद में सात नये मंत्रियों को शामिल किया गया है। आज शाम जयपुर में राजभवन में आयोजित सादे समारोह में राज्यपाल शिवराज पाटिल ने उन्हें पद और गोपनीयता की शपथ दिलाई। श्री अशोक बैरवा को कैबिनेट मंत्री के रूप में शपथ दिलाई गई जबकि वीरेन्द्र बेनीवाल, अमीन खान, दयाराम परमार, मंजू देवी, नसीम अख्तर इंसाफ और विनोद कुमार को राज्य मंत्री के रूप में शपथ दिलाई गई।

The Union Cabinet today approved amendments to the Pension Fund Regulatory Development Authority, PFRDA Bill 2011 before presenting it in the forthcoming Winter session of Parliament. It also agreed to the proposed 26 per cent foreign investment in the pension sector. The meeting was presided over by the Prime Minister Dr. Manmohan Singh in New Delhi. In another important decision, the Cabinet approved the official amendments to the Prohibition of Unfair practices in Technical Educational Institutions, Medical Educational Institutions and Universities Bill, 2010. Students stand to benefit by this move. The Cabinet further approved amendments for an increase in the authorized capital of the Exim Bank from 2,000 crore to 10,000 crore rupees and make a provision for appointment of two full time directors, other than the Chairman and Managing Director. The Cabinet Committee on Economic Affairs (CCEA), in its meeting today approved a compensation of 600 crore rupees for NTPC's Loharinag Pala Hydel project in Uttarakhand which got scrapped last year over environment and religious issues. The CCEA also approved the implementation of the North East Rural Livelihood Project at an estimated cost of 683.2 crore rupees. The project will cover nearly three lakh households in 1624 villages of 58 blocks falling in the four States. The CCEA also approved augmentation of the existing outlay in Prime Minister's Employment Generation Programme, PMEGP by 131 crore rupees .An estimated 1.73 lakh people are expected to be benefitted by this decision. The Union Cabinet has also given its approval for notifying certain changes in the existing Central lists of OBCs.

The government today said that it was determined to ensure the passage of the Lokpal Bill in the Winter Session of Parliament. Addressing a press conference ahead of the session in New Delhi, Parliamentary Affairs Minister Pawan Kumar Bansal said that the government will give very serious thought to the report of the Standing Committee going into the Bill.

"We are approaching the matter with an open mind. The government is determined to pass the bill. The government is determined to take all measures which are necessary to put in place a system which fights corruption."

Mr. Bansal said, it is a priority Bill for the government. The minister said he expected that the Standing Committee headed by Abhishek Manu Singhvi to submit its report by month-end. He said the government stands totally committed to root out corruption but it cannot be done through one instrument or one law and it requires various measures. Mr. Bansal said, 31 Bills including the Lokpal Bill, the Judicial Standards and Accountability Bill, the Seeds Bill among others would be taken up during the session. Our correspondent reports the session beginning on November 22, will provide 21 sittings spread over a period of 30 days.

Two former BJP MPs, Faggan Singh Kulaste and Mahabir Singh Bhagora, and L K Advani's former aide Sudheendra Kulkarni were today granted bail by the Delhi High Court along with two other accused in the 2008 cash-for-vote case. Justice M L Mehta also granted anticipatory bail to BJP MP Ashok Argal, summoned by a special court to stand trial in the case. The Judge granted bail to the five jailed accused on furnishing of a personal bond and a surety bond of two lakh rupees each. The others who were granted bail are Rajya Sabha MP Amar Singh's former aide Sanjeev Saxena and alleged BJP activist Suhail Hindustani.

Seven of the nine accused in the 2006 Malegaon blast case in Maharashtra walked out of the jail today in Mumbai after the court granted them bail on the 5th of November. After spending nearly 5 years in jail, the accused were released against bonds of 50,000 rupees each. However, the other two accused - Asif Junaid Khan and Mohammed Ali Alam Shaikh, were not released as their names also feature on the list of accused of July 11, 2006 Mumbai serial train blasts. The accused had filed a bail application in October last which was not opposed by the National Investigation Agency, investigating the case. The serial blasts had occurred in Malegaon town in Maharashtra on September 8, 2006, killing 37 people.

In further relief to former Karnataka Chief Minister B S Yeddyurappa, the Karnataka High Court today granted anticipatory bail to him and his family members in two complaints relating to alleged irregularities in denotification of government lands. Justice H Billappa allowed bail applications moved by Yeddyurappa, his two sons and son-in-law who had apprehended arrest in two private complaints filed against them in the Lokayukta special court.

In Uttar Pradesh, the Congress today released its 3^{rd list of party candidates for the forthcoming assembly elections. It contains 78 candidates for different constituencies issued by the party general secretary Oscar Fernandes. Vice President Mohammad Hamid Ansari today called for a broad national consensus to put in place an appropriate framework of media regulation. He said it should have combination of voluntary initiative, executive regulation and legislative action. Inaugurating the National Press Day celebration in New Delhi, Mr. Ansari said, India can take a cue from other democracies like the United States and United Kingdom in dealing with media regulation. He also suggested publication of a White Paper on the subject. He expressed concern over the new trends in technological development and media conglomeration.

"Today the convergence between news media, entertainment and telecom has meant that the demarcation between journalism, public relations, advertising and entertainment has been eroded. The new trends characterized by an emphasis on commercial values and outcomes pose challenges to traditional public service values in news broadcasting."

Information and Broadcasting Minister Mrs. Ambika Soni on this occasion stressed the need for self regulation by the media itself.

"The importance of the media would naturally depend a lot on itself. We can put in various mechanisms, whether its a regulatory authority or self regulation or whatever press council or what ever other form a public debate throws up. Basically, it depends upon the credibility of the media itself. And it is in recent times that increasingly people are looking into what has come to be known as a paid news syndrome."

The Comptroller and Auditor General, CAG, Vinod Rai today denied reports that there was pressure from Parliament’s Public Accounts Committee, PAC to expedite the audit work of the 2G spectrum allocation. In an official release, the C&AG stated that a stern view is taken of any attempts of pressure or interference in the discharge of his Constitutional duties and functions. The statement added that the CAG had made it clear to the PAC that findings of its audit can not be shared with anyone including the PAC before being tabled in Parliament. The release comes in the wake of a fresh controversy that broke out with the surfacing of a letter which suggested that the PAC Chairman Murli Manohar Joshi had last year called up a C&AG official to press for expediting auditing work in the 2G Spectrum allocation.

Strengthening mutual trade and investment and further enhancing cooperation in agriculture, energy and tourism sectors will be the focus of the 9th India-ASEAN Summit and 6th East Asia Summit in Bali, Indonesia. The Prime Minister Dr. Manmohan Singh will leave for Bali tomorrow morning to participate in these meetings. Mr. Sanjay Singh, Secretary East, Ministry of External Affairs said in New Delhi today that he will also hold bilateral talks with U.S. President Barack Obama when he meets him on Friday on the sidelines of the Summits.

"Prime Minister Dr. Manmohan Singh and President Obama are to meet in Bali on the margins of the East Asia summit on Nov 18th. The meeting between the two leaders will will be an opportunity for them to review the progress and bilateral relations including with regard to the decisions and outcomes from the Nov 2010 Summit. They will also discuss a wide range of regional and global issues of mutual interest including the Asia Pacific Region, East Asia Summit, Our immediate neighborhood and other areas of mutual interest."

ASEAN Summit and related Summits will be held in Bali from 17th to 19th November. India is a dialogue partner with the ASEAN. Dr. Singh will also visit Singapore on the 19th and 20th November after the India- ASEAN and East Asia Summits in Bali .
