 आंध्र प्रदेश विधानसभा में सरकार के खिलाफ लाया गया अविश्वास प्रस्ताव ३८ मतों से गिर गया है।  आधी रात के बाद हुए मतदान में प्रस्ताव के विरोध में १६० और पक्ष में १२० मत पड़े। चार सदस्य अनुपस्थित रहे और लोकसत्ता पार्टी के एक विधायक ने मतदान में हिस्सा नहीं लिया। कांग्रेस के १३६, प्रजाराज्यम के १६ और एमआईएम के ६ सदस्यों और एक सम्बद्ध सदस्य तथा एक निर्दलीय सदस्य ने प्रस्ताव के विरोध में वोट  दिया। प्रस्ताव के पक्ष में मतदान करने वालों में तेलुगू देशम पार्टी के ८४, तेलंगाना राष्ट्र समिति के ११, वाम दलों के पांच , भाजपा के दो और एक निर्दलीय विधायक  शामिल है।
 कांग्रेस के १६ सदस्यों और तेलुगू देशम पार्टी और प्रजाराज्यम पार्टी के एक-एक सदस्य ने क्रॉस वोटिंग की।
 प्रस्ताव पर १६ घंटे से ज्यादा समय तक बहस चली। बाद में विधानसभा की कार्यवाही अनिश्चितकाल के लिए स्थगित कर दी गई और इसके साथ ही  शीतकालीन अधिवेशन सम्पन्न हो गया।
 मुख्यमंत्री किरण कुमार रेड्डी ने बाद में कहा कि उनकी सरकार ने अपना बहुमत साबित कर दिया है।

 सरकार ने खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश के मुद्दे पर लोकसभा और राज्यसभा में गतिरोध समाप्त करने के लिए कल सर्वदलीय बैठक बुलाई है। इस मुद्दे पर गतिरोध समाप्त करने के लिए यह दूसरी सर्वदलीय बैठक होगी। केन्द्रीय स्वास्थ्य राज्यमंत्री और तृणमूल कांगे्रस नेता सुदीप बंदोपाध्याय ने आकाशवाणी को बताया कि बैठक संसद भवन में सुबह साढ़े नौ बजे होगी।
वित्तमंत्री प्रणब मुखर्जी भी बृहस्पतिवार को कांग्रेस संसदीय दल की बैठक को सम्बोधित करेंगे।
 श्री प्रणब मुखर्जी ने खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश के मुद्दे पर संसद में गतिरोध समाप्त करने के लिए विभिन्न विपक्षी दलों से बातचीत की। श्री मुखर्जी ने भाजपा नेता लालकृष्ण आडवाणी और सुषमा स्वराज तथा मार्क्सवादी नेता सीताराम येचुरी को इस मुद्दे पर सरकार के रूख की जानकारी दी ।
 मार्क्सवादी नेता सीताराम येचुरी ने कहा कि श्री मुखर्जी ने उन्हें बताया है कि यह निर्णय फिलहाल स्थगित कर दिया गया है।


श्री प्रणब मुखर्जी ने मुझे सुबह बताया कि खुदरा क्षेत्र में प्रत्यक्ष विदेशी मामले पर सरकार ने अपना निर्णय फिलहाल स्थगित रखा है।  इसलिए मैंने सुझाव दिया है कि उन्हें संसदीय नेताओं की एक और सर्वदलीय बैठक बुलानी चाहिए और  उस बैठक में हमें सरकार के निर्णय के बारे में सूचित करें। उसी आधार पर हम अपना फैसला लेंगे, लेकिन हम चाहते हैं कि संसद चले।''
 लोकसभा में विपक्ष की नेता सुषमा स्वराज ने कहा कि उन्होंने आग्रह किया है कि इस फैसले को या तो वापस लिया जाये या स्थगन प्रस्ताव के जरिए सदन में चर्चा कराई जाये।

इंदौर आते समय एयर पोर्ट पर ही श्री प्रणब मुखर्जी का फोन आया था। उन्होंने कहा कि सात तारीख को सदन चले ऐसा हम चाहते हैं। तो मैंने उनको कहा है कि वे बुधवार की सुबह ऑल पार्टी मीटिंग बुला लें, सर्वदलीय बैठक बुला लें और जो भी निर्णय सरकार ने किया वह वहां बता दें और वहां फिर हमारी प्रतिक्रिया सुन लें और उसके बाद सदन की बात करें। सदन हम जरूर चलाना चाहते हैं।
 वित्त मंत्री प्रणब मुखर्जी ने स्पष्ट किया है कि वे इस बारे में बुधवार को केवल संसद में ही घोषणा करेंगे।

 मुझे जो कहना है वो मैं पहले ही बता चुका हूं। मैं सदन में अपना वक्तव्य दूंगा। संसद का सत्र अभी चल रहा है। कोई भी नीतिगत वक्तव्य संसद में ही दिये जाते हैं।''
 कांगे्रस प्रवक्ता रेणुका चौधरी ने नई दिल्ली में पत्रकारों से कहा कि कांगे्रस खुले दिमाग से इस मुद्दे पर राय लेगी।

मैंने कहा पार्लियामेंट में बातचीत करेंगे जो भी स्टेटमेंट सरकार करना चाह रही है वो पार्लिमेंट में ही कर सकते हैं। क्योंकि सेशन ऑन है और पार्लिमेंट से बाहर हमें किसी को अधिकार नहीं है इस पर बोलने के लिए।''

 उत्तर प्रदेश में इलाहाबाद उच्च न्यायालय की लखनऊ पीठ ने राज्य सरकार और राज्य चुनाव आयोग को दस दिन के भीतर शहरी स्थानीय निकायों और मेयरों के चुनाव की अधिसूचना जारी करने के निर्देश दिए हैं। अदालत ने राज्य के मुख्य सचिव को निर्देश दिया है कि १९ दिसंबर तक इस निर्देश के अनुपालन की रिपोर्ट दें। न्यायमूर्ति डी. पी. सिंह और न्यायमूर्ति एस. सी. चौरसिया ने शहरी स्थानीय निकायों में प्रशासकों की नियुक्ति को चुनौती देने वाली याचिकाओं पर सुरक्षित रखे गये फैसले पर यह आदेश दिया।

न्यायालय ने राज्य निर्वाचन आयोग को निर्देश दिया है कि यदि राज्य सरकार न्यायालय के आदेश का पालन करने में विफल रहती है तो वह इस संबंध में अपनी रिपोर्ट राज्यपाल को भेजेंगे। न्यायालय ने नगर निगमों और नगरपालिकाओं में प्रशासक नियुक्त करने संबंधी राज्य सरकार के आदेश को खारिज करते हुए यह व्यवस्था दी है कि जब तक नवनिर्वाचित जनप्रतिनिधि अपना काम संभाल नहीं लेते, नगर निकायों का कामकाज वहां के नगर आयुक्त और कार्यकारी अधिकारी देखते रहेंगे। जानकारों का मानना है कि ये चुनाव स्थानीय नगर निकायों के कार्यकाल  समाप्त होने के पहले २० नवम्बर तक ही करा दिए जाने चाहिए थे, लेकिन राज्य सरकार इन चुनावों को लेकर कभी गम्भीर नहीं दिखी। आकाशवाणी समाचार के लिए मैं सुनील शुक्ल।''

राष्ट्र आज डॉक्टर भीमराव आम्बेडकर की  ५६वीं पुण्यतिथि पर उन्हें श्रद्धांजलि अर्पित कर रहा है। इस अवसर पर अनेक कार्यक्रम आयोजित किए गए हैं। विभिन्न राजनीतिक दलों के नेता संसद भवन परिसर में डॉक्टर आम्बेडकर की प्रतिमा पर पुष्पांजलि अर्पित करेंगे।  यह दिन महापरिनिर्वाण दिवस के रूप में भी मनाया जाता है।  डॉक्टर आम्बेडकर को भारतीय संविधान के निर्माता और सूत्रधार के रूप में जाना जाता है। उन्हें २९ अगस्त, १९४७ को संविधान का मसौदा तय करने वाली समिति का अध्यक्ष चुना गया था।

 आज देश भर में मुहर्रम का दसवां दिन योमे आशुरा मनाया जा रहा है। मुहर्रम करीब १४ सौ साल पहले करबला में हजरत मोहम्मद के नवासे इमाम हुसैेन की शहादत की याद में मनाया जाता है। आज दोपहर में मुस्लिम समुदाय के लोग अपना दुःख व्यक्त करने के लिए ताजिए के साथ जुलूस निकालेंगें। ताजिए के दफन और सूर्यास्त के बाद शाम को मजलिसे शामें गरीबां होगी। उत्तर प्रदेश में भी जुलूस निकाले जाएंगे।

 राष्ट्रपति प्रतिभा देवीसिंह पाटील ने कहा है भारत शांति बरकरार रखने के लिए प्रतिबद्ध है लेकिन अपनी सरहद की हिफाजत के लिए वह कोई भी  कदम उठाने से नहीं हिचकिचाएगा। राजस्थान में सैन्य अभ्यास सुदर्शन शक्ति के समापन के अवसर पर अपने सम्बोधन में श्रीमती पाटील ने सैनिकों के प्रशिक्षण और आधुनिक हथियारों की जरूरत पर जोर दिया।

कोई भी राष्ट्र अपनी सीमाओं को सुरक्षित रखे बिना समृद्ध नहीं हो सकता। यद्यपि एक राष्ट्र के रूप में हम शांति के प्रति वचनबद्ध हैं, परंतु हम अपनी सीमाओं की रक्षा के लिए भी कदम उठाने से नहीं हिचकिचायेंगे। अपने बहादुर जवानों से सज्जित हमारी शस्त्र सेनाए राष्ट्र हितों की रक्षा करने के हमारे दृढ़ संकल्प को प्रदर्शित करती है।''

 अफगानिस्तान के भविष्य पर चर्चा के लिए जर्मनी के बॉन शहर में आयोजित सम्मेलन में भारत ने अफगानिस्तान में शांति और समृद्धि कायम करने करने की दिशा में सहयोग देने की बात कही है। एक दिन के सम्मेलन के अंत में जारी बयान में कहा गया है कि आतंकवाद से अफगानिस्तान की सुरक्षा और स्थायित्व को ही नही बल्कि क्षेत्रीय और वैश्विक शांति और सुरक्षा को भी खतरा है। सम्मेलन की मेजबानी जर्मनी और अध्यक्षता अफगानिस्तान ने की।
 इस सम्मेलन में भारत सहित सौ से ज्यादा देशों ने हिस्सा लिया। सम्मेलन में विदेशमंत्री एस एम कृष्णा ने अफगानिस्तान के विकास में सहयोग की भारत की प्रतिबद्धता व्यक्त की ।

 मिस्र में संसदीय चुनाव में व्यक्तिगत सूची की ५२ सीटों के चुनावों के लिए मतदान आज दूसरे दिन भी जारी रहेगा। मुस्लिम ब्रदरहुड और सलाफिस्ट के गढ़ में भारी मतदान हुआ है।

मिस्र के चुनावों में इंडिविजुअल लिस्ट की ५२ सीटों के लिए मतदान में कहिरा में सुस्ती दिखी तो मुस्लिम ब्रदरहूड और सलाफिस्ट के गढ़ों में मतदाता बड़ी तादात में नज+र आये। दक्षिण एस्युट इलाके में मुस्लिम ब्रदरहूड और सलाफिस्ट के समर्थकों के बीच झड़पे हुईं जो दोनों ही दावेदारों के बीच बढ़ते तनाव को दर्शाती हैं। इंडिविजुअल लिस्ट में भी पार्टी लिस्ट की तर्ज पर इस्लामिक पार्टियों की बढ़त जारी रहने के पूरे आसार हैं, जबकि सुधारवादी और धर्मनिरपेक्ष पार्टियां अपनी खोई ज+मीन तलाश करने में जुटी हैं। इस बीच, मिस्र के चुनाव आयोग ने कहा है कि पिछले हते पहले दौर के चुनाव में वोटिंग ६२ फीसदी की बजाय ५२ फीसदी ही रही। अतुल तिवारी आकाशवाणी समाचार।''

 वेस्टइंडीज ने तीसरे एकदिवसीय अंतर्राष्ट्रीय क्रिकेट मैच में भारत को १६ रन से हरा दिया है। अहमदाबाद में दिन-रात के मैच में मेहमान टीम के गेंदबाजों ने शानदार गेंदबाजी का प्रदर्शन करते हुए भारत को ४७वें ओवर में ही २४४ रन के स्कोर पर समेट दिया। भारत अब भी २-१ से आगे है।
 श्रृंखला का चौथा मैच इंदौर में ८ दिसम्बर को और पांचवा तथा अंतिम मैच ११ दिसम्बर को चेन्नई में खेला जाएगा।

 विपक्ष और खुदरा व्यापारियों के भारी विरोध को देखते हुए मल्टी ब्रांड रिटेल में एफडीआई के फैसले पर, सरकार के पीछे हटने की खबर अधिकांश अखबारों ने प्रमुखता से दी है। नई दुनिया ने लिखा है-सरकार ने एफडीआई पर कदम पीछे खींचे। बिजनेस भास्कर का शीर्षक है-तगड़ा झटका, बढ़ते कदम थामने को विवश सरकार। हिन्दुस्तान लिखता है-फैसला टालने पर भी नहीं बन रही है बात। जनसत्ता ने इसे विपक्ष से बात करने के बाद लिया फैसला, बताया है जबकि नवभारत टाइम्स की सवालिया निशान के साथ सुर्खी है-रोल बैक या होल्ड बैक ?

The Andhra Pradesh Assembly has rejected the no-confidence motion against the government by 38 votes. In the voting held after mid night, 160 members opposed the motion and 120 voted in favour. Four members remained absent and one member of the Lok Satta party abstained. Sixteen Congress members cross voted in favour of the motion. Our correspondent reports that one member each from the TDP and the Prajarajyam party also cross voted.
"The 16 MLAs along with one each from Praja Rajyam and TDP cross voted and sailed together with the single member-YSR Congress party to support the no trust motion. Besides 136 members of Congress, 16 from Praja Rajyam, 6 from MIM and one attached member voted against the no trust motion while 84 TDP members besides 11 from TRS, 5 from Left parties, 2 BJP one Independent members voted in favour of the motion in the division of votes. The lone Lok Satta party members remained neutral. Lakshmi, AIR News, Hyderabad."
The marathon debate went on for more than 16 hours. The Assembly was later adjourned sine die marking the end of the Winter session. The Chief Minister Kiran Kumar Reddy later said that his government had proved its majority.

The Government has called an all party meeting tomorrow to discuss the FDI retail issue in a bid to break the log jam in Parliament. This will be the second meeting to end the stalemate on the issue. The Minister of state for Health and senior Trinamool Congress Leader Sudip Bandyopadhya told AIR that the meeting will be held in the Parliament Complex at 9. 30 am. The Finance Minister is also addressing a Congress Parliamentary meeting on Thursday. The Finance Minister has made it clear that he will make an announcement only in Parliament. The statement is scheduled for Wednesday.
"I will make a statement on the floor of the House. Parliament is in session. A policy statement is to be made on the floor of the House."
Mr. Pranab Mukherjee held talks with various Opposition parties to ensure smooth functioning of Parliament. He spoke to BJP Leaders L K Advani and Sushma Swaraj and CPI(M) Leader Sitaram Yechury to explain the stand of the government on the issue.
Both the parties demanded the convening of an all party meeting to discuss the matter. CPI(M) leader Sitaram Yechury said that Mr Mukherjee conveyed to him that the decision has been put on suspension.
"I have suggested that there should be another all party meeting convened by him of the Parliamentary leaders, where he can inform us about the government decision and on that basis we will take further decision but we want the Parliament to continue."
Leader of the Opposition in the Lok Sabha Sushma Swaraj said she asked Mr Mukherjee to brief members about the decision of the government at the all party meeting.
"I got a call from Mr. Pranab Mukherjee. He said that he wants the House to function on 7th. I told him to call all party meeting on Wednesday at 9.30 a.m. and brief about the decision of government and listen our reaction. We also wanted the House should function."
The Congress has said it will consult all political parties to evolve a consensus to allow Foreign Direct Investment, FDI in retail. Talking to reporters in New Delhi, party spokesperson Renuka Chaudhary said that Congress will seek opinion with an open mind.
"We are open minded. We want to consult. We want to go forward. The consultations are going on and it should be discussed in Parliament. So, we are waiting Parliament to start functioning when this issue will be taken up.

In Uttar Pradesh the Lucknow Bench of the Allahabad High Court has directed the State government and State Election Commission to issue the notification for urban local bodies and mayoral elections in the state within 10 days. The court has also directed the Chief Secretary of the state to submit a compliance report before court on December 19.
A division bench of the court comprising Justice DP Singh and Justice SC Chaurasia passed this order yesterday on the reserved judgment on seven writ petitions challenging the appointment of administrators in the urban local bodies. More from our correspondent
"Rejecting the appointment of administrators in Municipal corporation and municipalities, the court has said that till newly elected people representatives resume work, the affairs of the corporation shall be managed by the executive officers and municipal commissioners. The court also directed chief secretary and principal secretary Nagar Vikas and all the district magistrates of the state to make necessary preparation in effective consultation with the state election commission to hold election. The court also observed that executive officers and municipal commissioners working in the state shall not be transferred except with the permission of state election commission.  The President Mrs. Pratibha Devisingh Patil says that though the country is committed to maintain peace it would not hesitate to take steps to safeguard its borders. Addressing a function on culmination of a military exercise, Sudarshan Shakti in Barmer, Rajasthan she also underlined the need for the training of troops and modern weaponry.
"No country can remain integrated without safeguarding its border. Though, we as a country are committed to peace. But, we will not hesitate to take step to safeguard our border."
The army exercise was conducted in Barmer-Jaisalmer sector jointly by the Southern Command of Army, and the South Western Air Command.

The Centre has asked all Naxal-affected states to beef up security and deploy additional forces in sensitive locations. Officials sources said in New Delhi that the Home Ministry advised Bihar, Jharkhand, Odisha, West Bengal, Chhattisgarh and Maharashtra to intensify security at railway stations, bus terminals, roads, bridges and other public places. The Ministry of Railways have also been advised to deploy additional forces and intensify vigil along railway tracks to avoid any sabotage attempts by the Maoists.

"The supreme sacrifice of Imam-e-Husain and his 72 accomplices is being commemorated with religious fervour. People kept night vigil last night observing Matam and Majlis in Imambaras across the state, Tazia, the replicas of the tomb of Imam Husain will be taken out in procession to symbolic Karabalas situated in almost every city of the state. Majlis-e- Sham-e-Ghariban will be held in various places tonight. Elaborate security arrangements have been made to avert any miss-happening during the procession. In Uttar Pradesh an alert has been sounded across the state in view of the 19th anniversary of the demolition of the disputed structure in Ayodhya. Apart from the regular and reserved forces available at districts, about 90 companies of the security forces including central Para military forces have been deployed in sensitive districts.
An official spokesperson said that about two dozen companies of the PAC, RAF as well as four companies of the Central Reserve Police Force are already deployed in Ayodhya to maintain peace.

अफगानिस्तान में आज अलग-अलग विस्फोटों में ५८ लोग मारे गये और एक सौ पचास से अधिक घायल हो गए। राजधानी काबुल में आत्मघाती हमलावर ने एक मस्जिद के सामने विस्फोट किया जिसमें ५४ लोग मारे गये और एक सौ से ज्यादा घायल हो गये। यौमे आशुरा के मौके पर मस्जिद में सैकड़ों लोग इकट्ठा थे।
एक अन्य घटना में उत्तरी बल्ख प्रांत की राजधानी मजारे शरीफ में मस्जिद के पास बम विस्फोट में एक पुलिसकर्मी सहित चार लोग मारे गये। कंधार शहर में भी पार्किंग में खड़ी एक मोटर साइकिल में विस्फोट से छह लोग घायल हो गए। हमारे संवाददाता ने बताया है कि अभी तक किसी संगठन ने इन विस्फोटों की जिम्मेदारी नहीं ली है।

खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश के मुद्दे पर कल होने वाली सर्वदलीय बैठक से पहले विपक्षी दल फैसला वापस लिए जाने के अपने रूख पर अड़े हुए हैं। उधर सरकार ने उम्मीद जाहिर की है कि इस बैठक के बाद संसद में चल रहा गतिरोध समाप्त हो जाएगा।
भारतीय जनता पार्टी और मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि वे कल की बैठक के बाद ही खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश के बारे में अंतिम रूप से अपना रुख तय करेंगे। वित्तमंत्री प्रणब मुखर्जी के साथ चर्चा में विपक्षी दलों ने इस प्रकार की बैठक बुलाने की मांग की थी। पिछले सप्ताह गतिरोध के कारण लोकसभा और राज्यसभा में कोई खास कामकाज नहीं हो सका। श्री प्रणब मुखर्जी ने कल राजनीतिक दलों के नेताओं के साथ सलाह मशविरा किया था। कल वे इस बारे में संसद में बयान देगे।
कांग्रेस का कहना है कि वह इस मामले पर आम सहमति बनाने के लिए सभी राजनीतिक दलों से राय सलाह करेंगी।
भाजपा ने कहा है कि सरकार इस फैसले को फिलहाल स्थगित करना चाहती है ताकि बाद में इसे बहाल किया जा सके। पार्टी नेता अरूण जेटली ने आरोप लगाया है कि सरकार ने भ्रष्टाचार और मुद्रास्फीति जैसे मामलों से लोगों का ध्यान हटाने के लिए खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश को मंजूरी देने का फैसला किया है।

केरल के मुख्यमंत्री उम्मन चांडी ने राज्य के लोगों से अपील की है कि वे मुल्लपेरियार बांध के मुद्दे पर तमिलनाडु के खिलाफ हिंसक प्रदर्शन से दूर रहें। तिरूअनन्तपुरम में सर्वदलीय बैठक के बाद उन्होंने कहा कि बैठक में सर्वसम्मति से यह प्रस्ताव पास किया गया कि बांध में जलस्तर १२० फीट तक लाया जाए और मुल्लपेरियार बांध की जगह एक नया बांध बनाया जाए। श्री चांडी ने आशा व्यक्त की कि दोनों राज्यों के बीच यह मुद्दा सौहार्दपूर्ण तरीके से हल कर लिया जायेगा। हमारे संवाददाता ने बताया है कि प्रस्ताव में तमिलनाडु को नियमित जलापूर्ति बनाये रखने और इस बारे में उसकी किसी भी आशंका को दूर करने का आश्वासन दिया गया है।

मध्य प्रदेश राज्य मानवाधिकार आयोग ने भोपाल गैस त्रासदी की २७वीं बरसी पर भोपाल में शनिवार को हुई हिंसक घटनाओं की जिला प्रशासन से विस्तृत रिपोर्ट मांगी है। हिसंक घटनाओं का संज्ञान लेते हुए आयोग ने जिलाधीश और वरिष्ठ पुलिस अधीक्षक से १५ दिन में रिपोर्ट देने को कहा है।

At least 58 people have been killed and more than 150 injured in bomb blasts at three different places in Afghanistan today. In the first incident in the capital Kabul, a suicide attacker blew himself up near the gate of a mosque where hundreds of people had gathered on the occasion of Yaum-e-Ashura, killing 54 people and injuring more than a 100. The dead include several women and children. Ashura is the biggest event in the Shiite Muslim calendar. In another incident in Mazare Sharif, capital of northern Balakh province, four people including a policeman, died in a blast near a mosque. The bomb was strapped to a bicycle parked near the mosque. The third blast took place in a motorcycle parking lot in Kandahar city in southern Afghanistan, wounding six people. Our correspondent reports that no organization has claimed responsibility for the blasts.
"These attacks have taken place just a day after the representatives of more than 100 nations and international organizations discussed the issue of peace and security in Afghanistan after the withdrawal of foreign troops in 2014. Although tension between Sunnis and the Shiites is not a new phenomenon but Afghanistan has not seen any incident of large scale sectarian violence during the last ten years. Addressing a press conference in Berlin today, he said that for the first time, a horrible terrorist attack has taken place in Afghanistan on such an important religious day. The opposition parties are firm on their stand for a roll back on the decision to open up FDI retail in the multi-brand sector, the Government on the other hand, is hopeful of an end to the logjam in Parliament after tomorrows' all party meeting. The opposition BJP and CPIM today said that they will take a final view on the FDI in multi-brand retail after the meeting. The meeting has been convened after opposition parties made such a demand in their discussions with the Finance Minister Pranab Mukherjee. Both the Lok Sabha and the Rajya Sabha could not transact much business last week due to the stalemate. The leader of the Lok Sabha Pranab Mukharjee held consultations with leaders of political parties yesterday and is scheduled to make a statement in Parliament tomorrow. The Congress party maintains that the government will consult all political parties to evolve a consensus on the matter. The BJP and Left parties are pressing for a roll back of the decision. The The BJP says, the government is just keen to put the decision on hold so as to revive it later. Party leader Arun Jaitley today alleged that the government has taken the decision on allowing FDI in retail to divert the attention of the people from issues like corruption and inflation.
" It is not only the businessman who are having doubts, but there is a lot of speculation surrounding the issue. To take such a decision would be to force it on the society."
Expressing similar sentiments, CPIM General Secretary Prakash Karat alleged that the government is not taking into account the report of the Parliamentary standing committee on FDI in retail. He said that keeping the decision in abeyance or putting it on hold, is just a temporary measure.
"As far as the CPI(M) is the concerned, we are totally opposed to the introduction of FDI in multi brand retail trade. We want cancellation, rescinding of this cabinet discussion.

The Standing Committee looking into the Lokpal is likely to submit its draft report in Parliament within the next three days. Parliamentary Standing Committe Chief Abhishek Manu Singhvi met the Chairman of the Rajya Sabha Mohammad Hamid Ansari at his residence this morning. Talking to reporters after the meeting Dr. Singhvi said that all subjects and sense of the house has been given due weightage in the report. Replying to questions regarding objections raised by the members of Team Anna, Dr. Singhvi said the report has not been prepared to please any organization or person.
"What is given to the idea that we are writing this report to please any individual organisation or all organisational individual. Please be clear we are writing this only to satisfy our conscience and national interest."

Delhi Police has denied the allegation of involvement of the Prime Minister's office and Home Ministry in withholding of forensic reports of the disputed CD involved in conversation of Senior Supreme court lawyer Shanti Bhusan. Refuting allegations made by Team Anna Member Prashant Bhusan, it has said that the allegation is totally false and baseless. In a statement, the Delhi Police said that the original reports have been filed in the court. The clarification came as Bhushan yesterday alleged the PMO and Home Ministry were behind withholding a forensic report by CFSL-Chandigarh.

Kerala Chief Minister Oommen Chandy has urged the people of the state to refrain from violent protests on the Mullapperiyar dam issue with Tamil Nadu. Addressing the media after an all party meeting on the issue in Thiruvananthapuram today, he said that an unanimous resolution passed by the meeting demands reduction of the present water level of the dam to 120 feet, construction of a new dam, and decommissioning the existing one. Our correspondent reports that the resolution also promise regular supply of water to Tamil Nadu.
"Tense but peaceful situation prevails in Kumily and Kambam Medu areas of Idukki district adjoining Tamilnadu following yesterday's violence related to Mullapperiyar dam agitation . The state Human Rights Commission has been stopped by the agitators in Idukki today forcing the commission to abandon the visit to the dam site. At the same time, water level of the Mullapperiyar dam has come down to 135.9 feet. In Chhattisgarh, naxalites today damaged a bridge by blasting a powerful landmine in Bastar district. Our correspondent reports that the blast took place near Bania village on National Highway - 30.

In Madhya Pradesh, the State Human Rights Commission has sought detailed reports from the district administration in connection with the violent incidents that happened in Bhopal on Saturday on the 27th anniversary of the Bhopal gas tragedy. India and Nepal today signed an agreement to enhance bilateral trade and investment. The pact was signed after the two day Commerce Secretary level talks between the two countries which concluded in New Delhi. Talking to reporters after the meeting Commerce Secretary Rahul Khullar said that India is keen to enhance cooperation in the hydel power generation along with increased investment in various infrastructure projects in Nepal. Nepal Commerce Secretary Purushottam Ojha said that India is the single largest trading partner of Nepal and his country hopes for more investment from India.

In Egypt, the first round of voting for 168 out of the 498 member Lower House of Parliament, the People's Assembly, concludes today. The elections for the party list were over last week while the run offs for the 52 out of 56 seats for the Individual List come to close today. The Islamist parties of Muslim Brotherhood and hardline Salafists have won over 65 per cent of the votes in this round. The Election Commission has revised down the turnout from 62 per cent to 52 per cent and said, results from several polling stations would be withheld because of violations. The Muslim Brotherhood, the biggest winner in the first round of Egypt's elections, has threatened to take to the streets if there is any attempt to manipulate the results. In Syria, more than 40 bodies were found last evening in the flash point city of Homs, as clashes between government forces and armed men, left four gunmen and unspecified number of civilians and military personnel dead. Local media reports said, clashes had erupted yesterday between Syrian Army and gunmen who attacked Army checkpoints.

The Arab League has said that it won’t lift sanctions imposed on Syria. Damascus had sought the removal of the sanctions as a condition to allow Arab observers in the country. Syrian Foreign Minister Walid al-Muallem in a letter to the League, had said Syria would agree to let in Arab League observers in the country provided the bloc restored Syrian membership and ended the sanctions in an agreement signed in Damascus. The Arab League Chief Nabil al-Arabi said in Cairo, the response will not lead to suspending Arab sanctions on Syria.
