१२वीं भारत -रूस वार्षिक शिखर बैठक आज मॉस्को में ग्रेट क्रेमलिन पैलेस में होगी। शिखर वार्ता में भाग लेने के लिए प्रधानमंत्री डॉ० मनमोहन सिंह कल शाम मॉस्को पहुंच गए। उनकी आज रूस के राष्ट्रपति दमित्रि मेदवेदेव के साथ बैठक होगी। प्रधानमंत्री डॉक्टर मनमोहन सिंह संयुक्त राष्ट्र सुरक्षा परिषद, जी-२० , ब्रिक्स और पूर्वी एशिया सम्मेलन जैसे अंतर्राष्ट्रीय मंचों में आपसी विचार विमर्श और बढ़ाने के तौर तरीकों पर राष्ट्रपति मेदवेदेव के साथ बातचीत करेंगे। प्रधानमंत्री डॉ० मनमोहन सिंह ने मॉस्को पहुंचने पर संवाददाताओं को बताया कि उनकी यात्रा से दोनों देशों के बीच भागीदारी को नया बल मिलने की उम्मीद है।

रूस के साथ हमारे संबंध बहुआयामी हैं और इनमें अधिक मजबूती आयी है। मुझे उम्मीद है कि इस अनूठी भागीदारी को नयी ऊर्जा, नया अर्थ और नया स्वरूप मिलेगा।''
हमारे संवाददाता ने खबर दी है कि शिष्टमण्डल स्तर की बातचीत के बाद समझौतों पर हस्ताक्षर किये जाएंगे।

प्रधानमंत्री का आज मॉस्कों में काफी व्यस्त कार्यक्रम है। रूस के राष्ट्रपति दमित्रि मेदवेदेव के साथ द्विपक्षीय सम्मेलन में जहां वो दोनों देशों के बीच रणनीतिक संबंधों में तेजी लाने पर चर्चा करेंगे। वहीं दोनों मुल्कों के बीच नागरी परमाणु सहयोग पर भी चर्चा की संभावना है। रूस के साथ भारत के संबंध आपसी विश्वास, मित्रता और साझा हितों पर आधारित है। और इन मित्रता को नई दिशा देने के लिए और आर्थिक क्षेत्र में पारस्परिक हितों को और बढ़ाने के तर्क पर प्रधानमंत्री मनमोहन सिंह, रूस के राष्ट्रपति और प्रधानमंत्री से चर्चा करेंगे। इस बार की वार्षिक बैठक ऐसे समय हो रही है, जब अंतर्राष्ट्रीय माहौल बहुत ही जटिल है और दुनिया भर के आर्थिक व्यवस्था संकट के दौर से गुजर रही है। आकाशवाणी समाचार के लिए मॉस्को से अल्पनातुम शर्मा के साथ मैं आर. के. रैना।''
डॉक्टर मनमोहन ंिसंह रूस के प्रधानमंत्री व्लादिमीर पुतिन से भी मुलाकात करेंगे, जिन्होंने सामरिक भागीदारी में प्रमुख भूमिका निभाई है। मॉस्को में भारतीय राजदूत अजय मल्होत्रा ने आकाशवाणी संवाददाता को बताया कि नैनो टैक्नोलॉजी, शिक्षा, संस्कृति और सूचना प्रौद्योगिकी के क्षेत्रों में द्विपक्षीय सहयोग और मजबूत किया जाएगा। उन्होंने बताया कि रूस के साथ संबंधों का भारत की विदेश नीति में प्रमुख स्थान होगा।

संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा है कि सरकार लोकपाल के मुद्दे पर आम सहमति बनाने की जी-तोड़ कोशिश कर रही है। संसद भवन के बाहर संवाददाताओं से बातचीत में श्री बंसल ने कहा कि सरकार ३५ राजनीतिक दलों के दृष्टिकोण पर विचार करने के बाद इस मुद्दे पर अपनी अंतिम राय तैयार कर रही है।

अब सरकार का काम थोड़ा बढ़ा है कि ३५ के किस के विचार के आते-आते उनका समावेश कैसे किया जाए और कैसे एक उसके बाद जो सरकार का अपना विचार है, उसके लिए संशोधन क्या-क्या लाएं जाएं। वो जो विधेयक है वो सरकार ने काम करना है और मैं समझता हूं कि अभी भी आ पाएगा।''
श्री बंसल ने यह भी कहा कि अण्णा हजारे की टीम को यह समझना चाहिए कि कानून बनाने का अधिकार केवल संसद को ही है और वह लम्बी प्रक्रिया के बावजूद इस जिम्मेदारी को पूरा कर रही है। श्री बंसल ने कहा कि लोकपाल विधेयक पारित कराने के लिए संसद का शीतकालीन सत्र और बढ़ाने का कोई प्रस्ताव नहीं है। कांग्रेस ने कहा है कि सरकार जल्द से जल्द एक मजबूत लोकपाल विधेयक लाने की पूरी कोशिश कर रही है। पार्टी नेता जनार्दन द्विवेदीने कहा है कि सरकार मजबूत लोकपाल लाना चाहती है।

कांग्रेस मजबूत लोकपाल बिल के पक्ष में है। सभी पार्टियों को इसकी चिंता है। इस पर एक व्यापक सहमती बननी चाहिए कि उसका प्रारूप क्या हो। संसद में चर्चा हो। इस प्रश्न को राजनीतिक दलों और संसद के सामूहिक विवेक पर छोड़ना चाहिए।''
राष्ट्रीय जनतांत्रिक गठबंधन-एनडीए के संयोजक और जनता दल यूनाइटेड नेता शरद यादव ने लोकपाल विधेयक पर चर्चा के लिए संसद का विशेष सत्र बुलाने की मांग की है। देश में सब संस्थाएं हैं। लोकपाल जैसे बन रही है तो वह देश भर के लिए बन रही है,तो इसमें विचार-विमर्श तो होगा।'''
भारतीय जनता पार्टी और वाम दलों ने भी अपना रूख कड़ा करते हुए मांग की है कि लोकपाल विधेयक मौजूदा शीतकालीन सत्र में ही पारित कराया जाना चाहिए। मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने कहा कि लोकपाल विधेयक में ग्रुप सी और डी कर्मचारी शामिल होने चाहिए।
बात यह है कि ग्रुप सी एन डी के लोगों को भी आना चाहिए दायरे में। तब उन्होंने कहा कि मेकेनिज+म की जरूरत है। फिर वही बात आएगी कि ठोस रूप से बताइये कि क्या है मेकेनीज+म तब उन्हें राय दे पाईये। लेकिन इनको आना चाहिए दायरे में वो बात है।''
इस बीच वित्तमंत्री प्रणब मुखर्जी ने उन परिवर्तनों पर सलाह मशविरा शुरू कर दिया है जिन्हें सरकार लोकपाल विधेयक में शामिल करना चाहती है। गृहमंत्री पी चिदम्बरम, विधि मंत्री सलमान खुर्शीद और कार्मिक राज्य मंत्री वी नारायणसामी भी उस टीम में शामिल हैं जो इन संशोधनों को जल्द ही अंतिम रूप देगी।

पश्चिम बंगाल में जहरीली शराब त्रासदी में मृतकों की संख्या एक सौ अड़तालीस हो गई है। राज्य सरकार ने दक्षिण चौबीस परगना जिले में बुधवार को हुई जहरीली शराब त्रासदी की सी.आई.डी. जांच का आदेश दिया है। मुख्यमंत्री ममता बनर्जी ने कल विधानसभा में जांच की घोषणा करते हुए कहा कि इस मामले में दस लोग गिरफतार किये गए हैं। शराबखाने का मालिक अब तक फरार है।
हमारे संवाददाता ने खबर दी है कि अवैध शराब का कारोबार करने वालों के खिलाफ कार्रवाई का रास्ता निकालने के लिए सरकार ने १९ दिसम्बर को सर्वदलीय बैठक बुलाई है। राज्य सरकार मृतकों के परिजनों को दो-दो लाख रूपये की अनुग्रह राशि देने की घोषणा पहले ही कर चुकी है।

भारतीय रिज+र्व बैंक ने डॉलर के मुकाबले रुपये में गिरावट और अटकलों पर लगाम कसने के लिए कई उपाय लागू किए हैं। रिजर्व बैंक ने विदेशी संस्थागत निवेशकों और व्यापारियों के स्थानीय मुद्रा में वायदा कारोबार पर नियंत्रण लगा दिये हैं। विदेशी मुद्रा बाजार में बैंकों के व्यापार पर भी ऊपरी सीमा तय कर दी गई है। केन्द्रीय बैंक ने कहा है कि विदेशी मुद्रा बाजार के घटनाक्रम के मद्देनजर ये उपाय किये गए हैं। डॉलर के मुकाबले रुपया कल पहली बार न्यूनतम स्तर ५४ रुपये ३० पैसे पर आ गया। पिछले साढ़े चार महीनों में डॉलर के मुकाबले रुपये में लगभग २० प्रतिशत गिरावट आ चुकी है। रिज+र्व बैंक ने ये उपाय बाजार में डॉलर की आवक बढ़ाने के लिए किये हैं।
इस बीच रिजर्व बैंक के गर्वनर डी. सुब्बाराव आज बैंक की साख और मौद्रिक नीति की घोषणा करेंगे।

अमरीका ने इराक में लगभग नौ वर्ष तक चले युद्ध को आधिकारिक रूप से समाप्त कर दिया है। करीब नौ साल पहले २००३ में सद्दाम हुसैन को सत्ता से बेदखल करने के लिए इराक युद्ध शुरू हुआ था। हमारे संवाददाता ने बताया है कि इराक युद्ध के दौरान पांच सौ से अधिक ठिकानों पर लगभग एक लाख सत्तर हजार सैनिक तैनात किये गए थे।

बगदाद हवाई अड्डे पर एक समारोह में अमरीकी झंडे को झुकाकर उसे परम्परागत तरीके सैनिक अधिकारियों को सौंप दिया गया। इसके साथ ही करीब नौ साल तक इराक में चले अमरीकी सैनिक अभियान की समाप्ति हो होगी। मौके पर मौजूद अमरीकी रक्षा मंत्री लियोन पेनेटा ने कहा कि अब इराक एक स्वतंत्र और मजबूत देश के रूप में अपनी रक्षा खुद करने में सक्षम है। इराक में बाकी बचे चार हजार अमरीकी सैनिक इस महीने के अंत तक वहां से वापस स्वदेश लौट जाएंगे। मार्च २००३ में इराक में अमरीकी सैनिक अभियान के बाद से अब तक जारी हिंसा में हजारों इराकी मारे गए, जबकि पांच चार हजार पांच सौ अमरीकी सैनिकों की जाने गई। अतुल तिवारी आकाशवाणी समाचार।''

मिस्र में सत्तारूढ़ सैन्य परिषद ने राष्ट्रपति चुनाव के लिए नियमों और शर्तों का मसौदा तैयार कर लिया है। यह मसौदा समीक्षा के लिए सलाहकार परिषद के पास भेज दिया गया है। मसौदे के अनुसार मिस्र में राष्ट्रपति का चुनाव लड़ने के लिए उम्मीदवारों को संसद के तीस सदस्यों या तीस हजार नागरिकों का समर्थन हासिल करना जरूरी होगा। राष्ट्रपति पद के उम्मीदवार का समर्थन करने वाले इन तीस हजार लोगों में देश के २७ प्रांतों के कम से कम १५ लोग शामिल होने चाहिए।
संसद में कम से कम एक निर्वाचित सीट रखने वाली कोई भी पार्टी इस चुनाव के लिए अपना उम्मीदवार खड़ा कर सकेगी।

भारतीय ओलम्पिक संघ ने सर्वसम्मति से फैसला किया है कि २०१२ के लंदन ओलम्पिक खेलों के प्रायोजक के रूप में डाऊ केमिकल्स का विरोध किया जाएगा। हालांकि संघ ने कहा है कि ओलम्पिक खेलों का बहिष्कार नहीं किया जाएगा।
ओलम्पिक संघ के कार्यकारी अध्यक्ष वी. के. मल्होत्रा ने दिल्ली में ओलिम्पिक संघ की आम सभा की बैठक के बाद संवाददाताओं से कहा कि इस कंपनी के कारण भोपाल गैस त्रासदी में हजारों लोग मारे गए थे और ओलम्पिक खेलों से इसके जुड़ने को स्वीकार नहीं किया जा सकता।

हिमाचल प्रदेश के अधिकांश भागों में कड़ाके की ठंड पड़ रही है। राज्य के विभिन्न स्थानों पर न्यूनतम तापमान शून्य से नीचे चला गया है। रावी, व्यास और सतलुज नदियों के तटों पर कई स्थानों और कस्बों में सुबह के समय घने कोहरे के कारण यातायात पर असर पड़ रहा है।

The 12th Indo-Russia Annual Summit will be held at the Grand Kremlin Palace in Moscow today. The Prime Minister Dr. Manmohan Singh, who arrived in Moscow yesterday evening to participate in the Summit, will hold a meeting with Russian President Dmitry Medvedev which will be followed by delegation level talks and the signing of agreements. Dr Manmohan Singh told media persons in Moscow that he is looking forward to giving a new thrust to the strategic partnership between the two countries.

"Our relations are multifaceted and they have all grown in intensity and in strength. I look forward to renewing our giant commitment, to working together to give a new thrust, new meaning, new content to our strategic and unique partnership."

This year’s Indo-Russia Annual Summit takes place in the backdrop of a complex international environment, hence discussions at the Summit will also focus on the crisis facing the global economy, the situation in West Asia, Gulf and Afghanistan and the impact of all this on the peace and stability of the world. Dr. Manmohan Singh will discuss with Mr Medvedev how to further enhance consultation in international fora like the UN Security Council, G-20, BRICS as well as the East Asia Summit. The Reserve Bank swung into action to check the slide in rupee value against the dollar and speculations. It has imposed restrictions with immediate effect on forward trading in the local currency by Foreign Institutional Investors and traders and has capped banks exposure to the forex market. The Reserve Bank has also decided to withdraw the facility of re-booking forex contracts by companies and has reduced across-the board exposure limits of banks which are authorised to deal in the foreign currency. The central bank said these steps have been taken in view of the developments in the foreign exchange market. This direction comes after the rupee slipped to a sub-54 level for the first time in its history and touched a low of 54.30 against the dollar. In the last almost four and half months, the rupee has declined by about 20 per cent against the dollar. Meanwhile, Reserve Bank Governor D Subbarao is scheduled to announce the RBI's credit and monetary policy today.

Parliamentary Affairs Minister Pawan Kumar Bansal has said that the government is working overtime to evolve a consensus on Lokpal. Talking to reporters outside Parliament, Mr. Bansal said, the government is formulating its final opinion on the issue after considering the views of 35 political parties. He expressed confidence that the revised draft of the Lokpal bill will be introduced in this session of Parliament.

"The Government has to work on the bill and I think it can be introduced in this session only. It can even be introduced on the 20th and the 21st, as it can be discussed in one house on one day and in the other house on the next. Our aim now is to reconcile divergent views on some issues in this regard."

Mr Bansal added that Team Anna must understand that Parliament is doing its job responsibly despite it being a lengthy procedure. The Minister said, the government has no proposal to extend the winter session of Parliament to pass the Lokpal Bill. The Congress said, the Government is doing its best to bring a strong Lokpal Bill at the earliest. Talking to reporters in New Delhi, party spokesman Manish Tiwari said that no bill has been taken up with such a pace in the recent past as the Lokpal. He advised Team Anna to be patient as government is reconciling various divergent views from different stakeholders. NDA Convenor and Janata Dal (United) leader Sharad Yadav demanded a special session of Parliament to discuss the Lokpal Bill. Mr Yadav told reporters outside Parliament House that the Lokpal Bill should not be hurriedly passed. All members should be given a chance to give their opinions. The BJP and the Left parties also toughened their stands demanding that the bill be passed during the ongoing winter session itself. BJP leader Yashwant Sinha said that government should pass a strong and effective Lokpal Bill in the winter session itself. Meanwhile, Finance Minister Pranab Mukherjee has begun consultation on changes the government proposes to make in the Lokpal Bill. Home Minister P. Chidambaram, Law Minister Salman Khurshid and Minister of State for Personnel V. Narayanasami are also part of the team that will finalise the amendment soon.

The death toll in the West Bengal hooch tragedy has mounted to 148. The State Government has ordered a CID probe in Wednesday's liquor tragedy in the South 24 Paraganas district. Announcing the probe in the State Assembly yesterday, Chief Minister Mamta Banerjee said that ten persons have been arrested in this connection. But the owner of the liquor Den named in the FIR is still absconding. The state government has called an all-party meeting on the 19^thof this month to find out ways and means against the menace of illicit liquor.

Vijay Diwas is being commemorated today to mark the Indian victory over Pakistan in the 1971 war. It is celebrated to remember the brave soldiers of the Indian armed forces who laid down their lives fighting for the nation in the war. On this occasion in New Delhi, Defence Minister A. The US military has officially ended its war in Iraq, packing up a military flag nearly nine years after the invasion that ousted Saddam Hussein. Our correspondent has filed this report;

"At a low key ceremony in Baghdad, the US flag was lowered marking the shut down of the military mission. US Defence Minister Leon Panetta was present on this occasion. He said the US mission in Iraq has been successful in making the country, a sovereign and independent one, which can govern and secure itself. The last remaining 4000 US troops in Iraq are due to leave by the end of this year. But the two sides are likely to meet the target before 31st of December. प्रधानमंत्री मनमोहन सिंह और रूस के राष्ट्रपति दमित्री मेदवेदेव के बीच १२ वीं शिखर वार्ता आज मॉस्को में क्रेमलिन में हुई। इसमें आपसी सहयोग और अन्तर्राष्ट्रीय मुद्दों पर चर्चा हुई।

प्रधानमंत्री डॉक्टर मनमोहन सिंह और रूस के राष्ट्रपति दमित्रि मेदवेदेव के बीच तकरीबन एक घंटा शिखर वार्ता हुई, जिसमें रक्षा, आर्थिक स्थिति, वाणिज्यिक व्यापार के मुद्दों पर विस्तृत चर्चा हुई। इसके बाद भारत और रूस के प्रतिनिधिमंडलों की बैठक शुरू हुई, जिसमें विभिन्न मुद्दों पर बातचीत हो रही है, ताकि दोनों देशों के संबंधों को और मजबूत किया जाएगा। इसके तुरंत बाद कुछ समझौतों पर हस्ताक्षर भी किये जाएंगे और उसके तुरंत बाद उसका ब्यौरा संवाददाता सम्मेलन में दिया जाएगा। आकाशवाणी समाचार के लिए मॉस्को से अल्पना पंत शर्मा के साथ मैं आर.के. रैना।
रूस सरकार के प्रवक्ता ने मॉस्को में आकाशवाणी संवाददाता को बताया कि व्यापार में बढ़ोतरी के लिए दोनों देश साझा यूरेशिया बाजार पर काम करेंगे। आशा है कि दोनों देश असैन्य परमाणु भागीदारी मुद्दे पर सहयोग बढ़ाएंगे। रूस सरकार के सूत्रों ने बताया है कि रूस द्वारा भारत को पनडुब्बी पट्टे पर देने और गैस तथा तेल की खोज में सहयोग पर भी बात होगी।
राष्ट्रपति मेदवेदेव और प्रधानमंत्री मनमोहन सिंह आपसी व्यापार को बढ़ावा देने के लिए दोनों देशों के बड़ी कंपनियों के मुख्य कार्यकारी अधिकारियों की बैठक को भी सम्बोधित करेंगे। दोनों देशों ने २०१५ तक आपसी व्यापार बढ़ाकर २० अरब डॉलर करने का लक्ष्य रखा है।

संसद के दोनों सदनों की बैठकें सोमवार तक के लिए स्थगित कर दी गई हैं क्योंकि महाराष्ट्र और कर्नाटक के बीच सीमा विवाद सहित कई मुद्दों पर विपक्ष और सत्ता पक्ष के सदस्य शोरगुल मचा रहे थे।
पहले लोकसभा और राज्यसभा की बैठकें दोपहर १२ बजे तक एक घंटे के लिए स्थगित की गई थीं। जब दोनों सदनों की बैठकें फिर शुरू हुई तो शिवसेना और राष्ट्रवादी कांग्रेस पार्टी-एनसीपी के सदस्य यह मांग करते हुए सदन के बीचों बीच आ गए कि बेलगांव नगर निगम को भंग करने की कार्रवाई की वजह से कर्नाटक सरकार को बर्खास्त किया जाए। उन्होंने आरोप लगाया कि भाजपा के नेतृत्व वाली राज्य सरकार बेलगांव में मराठी भाषी लोगों के साथ भेदभाव कर रही है। उन्होंने नगर निगम के पुनर्गठन की भी मांग की। दूसरी ओर भाजपा के सदस्यों ने गृह मंत्री पी चिदम्बरम के इस्तीफे पर दबाव डालने के लिए नारे लगाए। उनका आरोप था कि श्री चिदम्बरम ने एक होटल मालिक के खिलाफ आपराधिक मामलों को वापस लेने के लिए दिल्ली पुलिस को निर्देश देने में कथित भूमिका निभाई है। शोरगुल के बीच लोकसभा ने रेलवे विनियोग विधेयक को मंजूरी दे दी। इसी बीच दो अन्य विधेयक भी पेश किए गए। ये विधेयक प्रेस तथा पुस्तकों और प्रकाशनों के पंजीकरण और उपभोक्ता संरक्षण संशोधन से संबंधित हैं।
राज्यसभा में भी स्थिति भिन्न नहीं थी। सदन में केवल कुछ कागजात रखे जा सके। इसके अलावा कोई और कार्यवाही नहीं हुई। कांग्रेस सदस्यों ने संसद सदस्यों के बारे में सामाजिक कार्यकर्ता अण्णा हजारे और उनकी टीम द्वारा कथित अभद्र वक्तव्य दिए जाने पर विरोध प्रकट किया।

भारतीय रिजर्व बैंक ने आज अपनी मौद्रिक नीति की अर्ध तिमाही समीक्षा में मुख्य ब्याज दरों में कोई परिवर्तन नहीं किया है। रेपो रेट आठ दशमलव पांच प्रतिशत ही रहेगी। इस दर पर आर बी आई बैंकों को ऋण देता है। रिवर्स रेपो रेट में भी कोई बदलाव नहीं किया गया है। यह सात दशमलव पांच प्रतिशत ही रहेगी। इस दर पर रिज+र्व बैंक, बैंकों से ऋण लेता है। मार्जिनल स्टैंडिंग फेसलिटी-एम.एस.एफ. दर मौजूदा नौ दशमलव पांच प्रतिशत ही रहेगी।
रिज+र्व बैंक ने नकदी आरक्षी अनुपात में भी कोई बदलाव नहीं किया है। यह छह प्रतिशत ही रहेगा। बैंको को इतना धन रिज+र्व बैंक के पास जमा रखना होता है। आर्थिक विशेषज्ञ जयंतो राय चौधरी ने आकाशवाणी से खास बातचीत में बताया कि इसका फायदा सभी वर्गो को मिलेगा।

रेपो रेट और रिवर्स रेपो रेट जिस स्तर में बैंक रिजर्व बैंक से उधार लेती है या जिस स्तर में बैंक उधार देती है रिजर्व बैंक को। उसका रेट बढ़ाने से बाकी जितने भी ऋण का रेट होती है वो बढ़ जाती है। उसमें बढ़ावा नहीं मिलने से अब इतना फायदा है कि कंजूमर जो है जिस रेट से खरीदारी कर रहा था, जिस दर में वो उधार ले सकता था, वो उधार का दर अब सुनिश्चित हो गया है और बढ़त की तरफ नहीं है। इससे आशा है कि कुछ इंडस्टिलिस्ट को भी कुछ फायदा होगा, क्योंकि वो जूझ रहे थे ऊंचा हाई इंटरेस्ट रेट के कारण उनकी जो परोफीटब्लिटी घट रही थी। वो और इंवेशमेंट करने से कतरा रहे थे। इनफलेशन का दर अब भी काफी ऊंचा है, नौ प्रतिशत से ऊपर है, इसके कारण रिजर्व बैंक अब इस वक्त इनटरेस्ट का रेट घटा नहीं सकती है, परंतु हां आगे जाके कर आशा है कि आगे जाके जनवरी तक शायद इन्टरेस्ट दर और नीचे तक आए शायद सात साढ़े सात की तरफ आए। ऐसा होने पर अगले तिमाही के जो विश्लेषण होगा रिजर्व बैंक का उसमें शायद कटौती करके रिजर्व बैंक इंटरेस्ट का दर घटा पाए।
रिजर्व बैंक ने संकेत दिया है कि वह मुद्रास्फीति पर कड़ी नजर रखते हुए विकास दर में गिरावट रोकने के लिए अब मुख्य नीतिगत दारों में कटौती कर सकता है।
बैंक की अर्ध तिमाही समीक्षा के अनुसार वर्ष २०११-२०१२ के वैश्विक विकास दर पहले के अनुमान से कम रहने की उम्मीद है। देश में विकास दर में गिरावट पर चिंता व्यक्त करते हुए रिजर्व बैंक ने कहा है कि अनुमानित मुद्रास्फीति के आधार पर दरों में और वृद्धि की जरूरत नहीं होगी। सकल घरेलू उत्पाद की विकास दर २०११-२०१२ की दूसरी तिमाही में छह दशमलव नौ प्रतिशत रही, जबकि पहली तिमाही में यह सात दशमलव सात प्रतिशत थी। औद्योगिक विकास दर में भारी गिरावट के कारण चालू वित्त वर्ष की दूसरी तिमाही में आर्थिक गतिविधियों में कमी आई है। समीक्षा में कहा गया है कि मुद्रास्फीति की दर में कमी का एक मुख्य कारण खरीफ फसलों की अच्छी पैदावार और रवि की बुवाई में तेजी है।
इस वर्ष नवम्बर में खाद्य मुद्रास्फीति की दर में गिरावट और कुल मांग में कमी के चलते २०१२ के मार्च के लिए मुद्रास्फीति की दर पूर्व अनुमान के अनुसार सात प्रतिशत रहने की उम्मीद है। रिजर्व बैंक ने कहा है कि मुद्रा स्फीति की दर सुविधाजनक स्तर से अधिक रह सकती है।

भारतीय रिजर्व बैंक के गवर्नर डी. सुब्बाराव ने आज मुंबई में कहा कि रिजर्व बैंक नकदी का प्रबंध खुले बाजार के जरिए करेगा। बैंक की अर्ध-तिमाही मौद्रिक नीति समीक्षा की विस्तृत जानकारी देते हुए श्री सुब्बाराव ने कहा कि रुपये के कमजोर होने से मुद्रास्फीति पर दबाव पड़ेगा और अनुमान लगाना संभव नहीं है कि रिजर्व बैंक कब दरें कम करना शुरू करेगा। उन्होंने कहा कि रिजर्व बैंक द्वारा भविष्य में किये जाने वाले उपाय विकास और मुद्रास्फीति पर निर्भर करेंगे।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि रिजर्व बैंक की मौद्रिक नीति की अर्ध तिमाही समीक्षा से अमरीकी डॉलर की तुलना में रुपये के दाम में तेजी से गिरावट रोकने में मदद मिलेगी। संसद के बाहर संवाददाताओं से बातचीत में उन्होंने कहा कि विदेशी मुद्रा विनिमय बाजार में वायदा कारोबार से भी रुपये के दाम में गिरावट आई है। उन्होंने आशा व्यक्त की कि आने वाले हफ्तों के दौरान मुद्रास्फीति की दर में और कमी आएगी। श्री मुखर्जी ने चालू वित्त वर्ष के बाकी महीनों में कारोबार के हालात में सुधार और विकास की गति तेज करने की आवश्यकता बताई।
वित्त मंत्री ने कहा कि खाद्य मुद्रास्फीति कम हुई है, लेकिन निर्मित वस्तु क्षेत्र में मुद्रास्फीति की दर सात दशमलव सात प्रतिशत बनी हुई है। उन्होंने कहा कि रिजर्व बैंक ने विकास दर पर अपनी चिंता प्रकट की है, जो पिछले कुछ महीनों से अच्छी स्थिति में नहीं है।

प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी. रंगराजन ने आज कहा कि रिजर्व बैंक ने आशा के अनुकूल अपनी मुख्य नीतिगत दरों में कोई बदलाव नहीं किया है। उन्होंने कहा कि अगर मुद्रास्फीति की दर घटती रही तो केन्द्रीय बैंक दरों में कमी कर सकता है।

वित्तमंत्री प्रणव मुखर्जी ने आज लोकसभा को बताया कि सेबी को पार्टिसिपेटरी नोट्स की सूचना देने में नियमों के उल्लंघन के कुछ संदिग्ध मामले सामने आये हैं। सदन में पूरक प्रश्नों के उत्तर में उन्होंने कहा कि जांच के बाद दो मामलों में सजा दी गई है। श्री मुखर्जी ने बताया कि विदेशी संस्थागत निवेशकों को पार्टिसिपेटरी नोट्स के बारे में सेबी को मासिक रिपोर्ट देनी होती है।

केन्द्र सरकार ने देश में कौशल विकास में मजबूती लाने के लिए २०२२ तक ५० करोड़ लोगों को प्रशिक्षण देने का लक्ष्य निर्धारित किया है। श्रम और रोजगार मंत्री मल्लिकार्जुन खड़गे ने आज नई दिल्ली में राष्ट्रीय व्यवसायिक प्रशिक्षण परिषद की ४०वीं बैठक में यह सूचना दी। उन्होंने कहा कि औद्योगिक प्रतिष्ठानों की उत्पादकता और स्थिरता के लक्ष्य को प्राप्त करने और लोगों को अधिक संख्या में रोजगार प्रदान करने के लिए कौशल विकास जरूरी है। इसी के साथ श्री खड़गे ने देश में प्रशिक्षकों में योग्यता की कमी पर चिंता भी व्यक्त की। उन्होंने कहा कि प्रशिक्षकों का स्तर बेहतर बनाने के लिए एक समग्र दृष्टिकोण अपनाने की आवश्यकता है। श्री खड़गे ने कहा कि कौशल मिशनों और राष्ट्रीय व्यवसायिक प्रशिक्षण परिषद के कौशल विकास कार्यक्रम में एकरूपता लाने की भी जरूरत है।

आठ राज्यों में कृषि क्षेत्र में बिजली बचाने की पायलट परियोजना तैयार की गई है। ये आठ राज्य हैं - महाराष्ट्र, कर्नाटक, आन्ध्रप्रदेश, पंजाब, राजस्थान, हरियाणा, मध्यप्रदेश और गुजरात । इस परियोजना के अन्तर्गत महाराष्ट्र के शोलापुर इलाके में ११ सौ पचास बिजली बचाने वाले पम्प लगा दिये गए हैं। यह जानकारी आज लोकसभा में बिजली राज्यमंत्री ए०सी० वेणुगोपाल ने दी।

विश्वविद्यालय अनुदान आयोग दो ऐसी योजनाएं लागू कर रहा है जिनके अंतर्गत कमजोर वर्गों के छात्रों को विभिन्न परीक्षाओं की तैयारी के लिए कोचिंग कक्षाओं में निःशुल्क पढ़ाई कराई जाती है। मानव संसाधन विकास मंत्री कपिल सिब्बल ने राज्यसभा में आज एक लिखित उत्तर में यह जानकारी दी। उन्होंने कहा कि इंडियन इंस्टीट्यूट ऑफ टेक्नोलॉजी-आईआईटी में अनुसूचित जातियों, अनुसूचित जनजातियों और शारीरिक रूप से अक्षम वर्गों के लिए प्रतियोगिता की तैयारी के पाठ्यक्रम हैं। श्री सिब्बल ने कहा कि जनजातीय मामलों के मंत्रालय की भी अनुसूचित जातियों के छात्रों के लिए कोचिंग की एक योजना है। इसके तहत ऐसे छात्रों को प्रतिस्पर्धी परीक्षाओं में बराबरी के स्तर पर मौका देने और सफलता प्राप्त करने के लिए बेहतर अवसर दिए जाते हैं।

कांग्रेस अध्यक्ष सोनिया गांधी ने जोर देकर कहा है कि विकास, देश में वाम उग्रवाद और विद्रोह से निपटने का एकमात्र तरीका है। श्रीमती गांधी आज नई दिल्ली में आदिवासी महिलाओं के सशक्तिकरण पर अखिल भारतीय महिला कांग्रेस के राष्ट्रीय सम्मेलन को संबोधित कर रही थीं। उन्होंने कहा कि माओवादियों को मुख्य धारा में वापस लाना केन्द्र और राज्य सरकारों की संयुक्त जिम्मेदारी है।

केन्द्र और राज्य सरकारों दोनों का ही ये मौलिक, सवैधानिक दायित्व है कि उन आदिवासी इलाकों में जो अपनी जिम्मेदारी पूरी करें। मुझे लगता है कि अगर हम जो कर सकें तो आज जिन्होंने हिंसा की सांस्कृति अपना रखी है, उन्हें हम लोकतांत्रिक मुख्य धारा में वापस ला सकेंगें।
श्रीमती गांधी ने कहा कि देश में जनजातीय लोगों के सशक्तीकरण के लिए केन्द्र नयी खनिज नीति बना रहा है। कांग्रेस अध्यक्ष ने कहा कि नयी नीति से आदिवासी युवाओं को रोजगार मिलेगा और विकास के नाम पर उनका होने वाला शांेषण भी रूकेगा। उन्होंने कहा कि मनरेगा, प्रधानमंत्री ग्रामीण सड़क योजना और आदिवासी शिक्षा ऋण योजना जैसे यूपीए सरकार के बड़े कार्यक्रम देश में आदिवासी इलाकों के विकास में महत्वपूर्ण योगदान कर रहे हैं।
कांग्रेस अध्यक्ष ने कहा कि सरकार वंचित वर्गों तक शिक्षा सुविधा पहुंचाने के लिए सभी उपाय कर रही है। उन्होंने कहा कि छात्रवृत्ति और अन्य सुविधाओं ं के जरिए आदिवासियों के बच्चों को शिक्षा की ओर प्रोत्साहित किया जा रहा है। उन्होंने कहा कि स्व सहायता समूह जनजातीय लोगों में चेतना पैदा करने में महत्वपूर्ण भूमिका निभा रहे हैं। श्रीमती गांधी ने कहा कि केन्द्र सरकार को विकास कार्यक्रमों का कारगर कार्यान्वयन सुनिश्चित करना चाहिए।

पश्चिम बंगाल में जहरीली शराब पीने से १९ और लोगों के दम तोड़ने के साथ मरने वालों की संख्या बढ़कर १६७ हो गई है। स्वास्थ्य विभाग के सूत्रों ने कहा है कि मरने वालों की संख्या बढ़ सकती है क्योंकि कई मरीजों की हालत गंभीर हुई है। इस बीच, पुलिस ने शराब त्रासदी के सिलसिले में दो और लोगों को गिरफ्‌तार किया है । इसके साथ ही गिरफ्‌तार लोगों की संख्या १२ हो गई है। हालांकि शराबखाने का मालिक अभी भी फरार है। मरने वाले अधिकतर लोगों के शवों का पोस्टमार्टम किया जा चुका है और शव उनके सम्बन्धियों को सौंपा जा चुका है। मुख्यमंत्री ममता बनर्जी ने इस मामले की सीआईडी जांच के आदेश दिए हैं।

सरकार ने शाक-सब्जियों सहित बागवानी की उपज बढ़ाने का एक कार्यक्रम शुरू किया है। शहरी क्षेत्रों के लिए सब्जियों में पहल नामक यह कार्यक्रम २९ से अधिक राज्यों के दस लाख से ज्यादा आबादी वाले शहरों में चलाया जा रहा है। कृषि मंत्री शरद पवार ने आज राज्यसभा में एक लिखित उत्तर में यह सूचना दी। उन्होंने कहा कि इस योजना में सब्जियों के उत्पादन, पौध लगाने की सामग्री की सप्लाई और विपणन से संबंधित सभी पहलुओं को शामिल किया गया है। चुने हुए इलाकों में सब्जी उत्पादकों को प्रशिक्षण देने और उनके क्षमता विकास पर विशेष ध्यान दिया जा रहा है। श्री पवार ने बताया कि सरकार के विभिन्न प्रयासों के परिणाम सामने आने लगे हैं। इसी की वजह से आलू का उत्पादन २०१०-११ में लगभग चार करोड़ टन पर आ गया है जबकि यह २००९-१० में तीन करोड़ ६० लाख टन से कुछ ही अधिक था। इसी अवधि में प्याज का उत्पादन भी एक करोड़ २० लाख टन से बढ़कर एक करोड़ ४८ लाख टन पर पहुंच गया।

विपक्ष को किसान विरोधी बताते हुए कांग्रेस के महासचिव राहुल गांधी ने खुदरा बाजार में प्रत्यक्ष विदेशी निवेश की नीति का खुलकर समर्थन किया और कहा कि इससे किसानों को मदद मिलेगी। फर्रूखाबाद में एक सभा को संबोधित करते हुए उन्होंने कहा कि साठ प्रतिशत सब्जियां बरबाद हो जाती हैं और इस नीति से किसान अपने उत्पादन को सीधे बेच सकेंगे।
पांच दिन के जन अभियान के अपने कार्यक्रम के चौथे दिन राहुल गांधी ने कहा कि किसानों को उनकी फसलों के बरबाद हो जाने से काफी परेशानियां झेलनी पड़ रही हैं। इसलिए सरकार ने इस नीति को लाने का फैसला किया है लेकिन विपक्षी दलों ने इसे संसद में नहीं लाने दिया क्योंकि वे किसान विरोधी हैं।

छत्तीसगढ़ विधानसभा में राज्य की तीन साल पुरानी भाजपा सरकार के खिलाफ अविश्वास प्रस्ताव पर बहस जारी है। अविश्वास प्रस्ताव मुख्य विपक्षी दल कांग्रेस ने रखा है। कांग्रेस नेता नन्द कुमार पटेल ने बहस शुरू करते हुए आरोप लगाया कि सरकार भ्रष्टाचार और नक्सल गतिविधियों को रोकने सहित सभी मोर्चों पर विफल रही है। सरकार की ओर से बोलते हुए भाजपा के बृज मोहन अग्रवाल ने विपक्ष के सभी आरोपों का खारिज कर दिया और कहा कि राज्य तेजी से प्रगति कर रहा है।

राष्ट्रीय बाल अधिकार संरक्षण आयोग ने उत्तर प्रदेश सरकार से जापानी दिमागी बुखार की रोकथाम के लिए कारगर कदम उठाने को कहा है। इस बीमारी से प्रभावित इलाकों का दौरा करने के बाद आयोग ने मरीजों को तत्काल चिकित्सा सुविधा उपलब्ध कराने के लिए प्राथमिक स्वास्थ्य केन्द्रों को मजबूत करने की सिफारिश की है। आयोग ने कहा है कि जिला अस्पतालों को सुपर स्पेशलिटी अस्पताल के रूप में विकसित किया जाए। नई दिल्ली में जारी एक बयान में आयोग ने राज्य सरकार से कहा है कि दिमागी बुखार के मामलों का पता लगाने के लिए वह अखिल भारतीय आयुर्विज्ञान संस्थान, डॉ० राममनोहर लोहिया अस्पताल तथा अन्य राष्ट्रीय स्तर के संस्थानों के विशेषज्ञ डॉक्टरों के दल से जांच कराये।

हरियाणा सरकार ने उच्चतम न्यायालय को आश्वासन दिया है कि वह हिसार जिले में मिर्चपुर गांव में २०१० में जातिगत हिंसा से प्रभावित सौ से अधिक परिवारों को अगले चार महीने तक निशुल्क खाद्यान्न की आपूर्ति करेगी। हरियाणा सरकार के वकील ने न्यायालय को यह भी बताया कि सरकार प्रत्येक परिवार को निशुल्क कम्बल भी देगी। इस बारे में भी न्यायालय ने सरकार को पहले निर्देश दिया था।
उच्चतम न्यायालय ने कल हरियाणा सरकार से इस गांव के एक सौ २५ दलितों को पुनर्वास पैेंकेज देने पर की गई कार्रवाई के बारे में पूछा था। इन दलितों को जातिगत हिंसा के बाद गांव छोड़ना पड़ा था।

१९७१ के युद्ध में पाकिस्तान पर भारत की जीत के उपलक्ष्य में आज विजय दिवस मनाया जा रहा है। यह दिवस युद्ध में लड़ते हुए अपने प्राणों की आहुति देने वाले भारतीय सैनिकों की बहादुरी की याद में मनाया जाता है। इस मौके पर नई दिल्ली में सेना के तीनों अंगों के प्रमुखों के साथ रक्षा मंत्री ए के एंटनी ने इंडिया गेट पर अमर जवान ज्योति पर श्रद्धांजलि अर्पित की। इस अवसर पर श्री एंटनी ने जम्मू-कश्मीर में सीमापार से हो रही घुसपैठ के प्रति आगाह किया है। आज नई दिल्ली में अमर जवान ज्योति पर भारत-पाक युद्ध में शहीदों को पुष्पांजलि अर्पित करने के बाद उन्होंने कहा कि सीमापार से खतरे को नजर अंदाज नहीं किया जा सकता। उन्होंने यह भी कहा कि राज्य में हिंसा की घटनाओं में कमी आई है फिर भी घुसपैठ के प्रयास किये जा रहे हैं। रक्षामंत्री ने जोर देकर कहा कि २४ घंटे निगरानी रखनी जरूरी है। हमारे संवाददाता ने बताया है कि विजय दिवस के उपलक्ष्य में देश भर में कई कार्यक्रम आयोजित किए गए हैं।

बंगलादेश भी आज अपने विजय दिवस की ४०वीं वर्षगांठ मना रहा है। आज ही के दिन नौ महीने तक चला मुक्ति संघर्ष समाप्त हुआ था और बंगलादेश के रूप में एक नये राष्ट्र का उदय हुआ था। १९७१ में आज के दिन पूर्वी पाकिस्तान में पाकिस्तानी सशस्त्र सेना के कमांडिंग ऑफिसर जनरल ए ए के नियाजी ने अपने सुरक्षा बलों के साथ भारतीय सेना के लेफि्‌टनेंट जनरल जे एस अरोरा और बंगलादेश मुक्ति बलों के समक्ष आत्मसमर्पण किया था।
आज तड़के बंगलादेश की राजधानी ढाका में ३१ तोपों की सलामी के साथ विजय दिवस समारोह शुरू हुए। बंगलादेश की प्रधानमंत्री शेख हसीना ने राष्ट्र की ओर से मुक्ति संघर्ष के शहीदों की स्मृति में सावर स्थित राष्ट्रीय स्मारक पर फूल चढ़ाए। इसके बाद उन्होंने विजय दिवस की भव्य परेड की सलामी ली। इस परेड को मुक्ति युद्ध कार्य मंत्रालय और बंगलादेश के सशस्त्र बलों ने आयोजित किया।

अंतर बैंक विदेशी मुद्रा बाजार के शुरुआती कारोबार में डॉलर के मुकाबले रुपया आज ७४ पैसे मजबूत हुआ। एक डॉलर ५२ रूपये ९० पैसे का हो गया। रिजर्व बैंक द्वारा रूपये में गिरावट को रोकने के लिए वायदा बाजार पर प्रतिबंध लगाने से रुपये में यह सुधार हुआ है।
उधर बम्बई शेयर बाजार के शुरूआती कारोबार में सेन्सेक्स में १८३ अंकों से अधिक की बढ़त रही। ऊर्जा, ऑटो, रिएलिटी, बैंकिंग तथा धातु क्षेत्र के शेयरों की ताजा लिवाली तथा एशियाई बाजारों में वृद्धि के रूख के कारण बाजार में यह तेजी आई। दोपहर बाद के कारोबार में इसमें गिरावट आनी शुरू हो गई और अब से कुछ देर पहले यह २१८ अंक की गिरावट के साथ १५ हजार ६१७ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ६६ अंक गिरकर ४ हजार ६८० पर था।
एशिया के प्रमुख शेयर बाजारों में वृद्धि का रूख रहा। चीन, हांगकांग, इंडोनेशिया, जापान, ताईवान, सिंगापुर और दक्षिण कोरिया के शेयर बाजारों में शून्य दशमलव शून्य एक प्रतिशत से लेकर एक दशमलव एक-एक प्रतिशत तक की वृद्धि दर्ज की गई।

एशियाई बाजारों में आज कच्चे तेल के भाव गिरे। जनवरी की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड आठ सेंट सस्ता होकर ९३ डॉलर ७९ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी कीमत में भी ६५ सेंट की गिरावट आई और एक बैरल १०३ डॉलर ६० सेंट का हो गया।

उत्तराखंड में कई स्थानों पर कड़ाके की ठंड पड़ रही है। हमारे संवाददाता ने बताया है कि दूर दराज के पहाड़ी इलाकों में ठंड से जनजीवन अस्त व्यस्त हो गया है। कल रात पिथौरागढ़ जिले में उंचाई वाले इलाकों में बर्फ गिरी।

प्रदेश के सुदूरवर्ती पर्वतीय क्षेत्रों में ठंड से आम जनजीवन बाधित हो गया है। राज्य में कुछ स्थानों पर रात के तापमान में करीब ४ डिग्री सेल्सियस की कमी आई है। देहरादून में बीती रात करीब ५ डिग्री सेल्सियस तापमान रिकार्ड किया गया, जो सामान्य से २ डिग्री कम था। इस बीच मैदानी इलाकों में कोहरे से रेल सेवा और सड़क यातायात पर विपरीत असर पड़ा है। सरकारी सूत्रों के अनुसार देहरादून, ऋषिकेश, हरिद्वार और काठगोदाम आने वाली ट्रेनें अपने निर्धारित समय से घंटों विलंब से पहुंच रही है। कोहरे से सड़क यातायात भी प्रभावित हो गया है। राज्यों में बसों के संचालन पर इसका विपरीत असर पड़ा है। मौसम विभाग के अनुसार अगले २४ घंटों के दौरान विभिन्न स्थानों पर दिन में धूप होगी, जबकि रात में पाला पड़ने की संभावना है। राघवेश पांडे, आकाशवाणी समाचार, देहरादून।

डरबन में हुए जलवायु सम्मेलन में ऐसा कोई फैसला नहीं किया गया है कि भारत को २०२० तक ग्रीन हाऊस गैसों को कम करने के लिए अनिवार्य रूप से बाध्य होना पड़ेगा। लोकसभा में आज रखे गए एक वक्तव्य में पर्यावरण मंत्री जयंती नटराजन ने यह स्पष्टीकरण दिया। उन्होंने कहा कि भारत ने २०२० तक गैसों के उत्सर्जन में २० से २५ प्रतिशत तक कमी लाने के घरेलू लक्ष्य की घोषणा पहले ही कर दी है। यह २००५ के स्तर के अनुरूप है। श्रीमती नटराजन ने डरबन में हुए सम्मेलन के विचार विमर्श का ब्यौरा दिया। उन्होंने कहा कि भारत ने जलवायु परिवर्तन के मुद्दे पर बातचीत में स्पष्ट, सुसंगत और समुचित नीति का पालन किया है। श्रीमती नटराजन ने कहा कि सम्मेलन ने उत्सर्जन की सीमा के लक्ष्यों की पुष्टि के लिए क्योतो संधि वाले पक्षों को २०१७ तक के पांच वर्षों की समयावधि दी है। उन्होंने यह भी कहा कि डरबन सम्मेलन ने एक ऐसा मंच बनाने का फैसला किया है जो भविष्य की व्यवस्थाओं के बारे में २०१५ तक विचार विमर्श पूरा कर लेगा।

अमरीकी कांग्रेस ने रक्षा अधिकार विधेयक-२०१२ को भारी बहुमत से पास कर दिया है। इसके अंतर्गत पाकिस्तान को ७० करोड़ डॉलर की सैन्य सहायता देने पर तब तक रोक लगाई जाएगी जब तक कि वह अफगानिस्तान में देशी बमों-आईईडी के भेजे जाने पर रोक लगाने में प्रगति नहीं दिखाता। प्रतिनिधि सभा की ही तरह अमरीकी सीनेट ने भी कल भारी बहुमत से इस विधेयक को मंजूरी दे दी। अब इस विधेयक को कानून का रूप देने के उद्देश्य से हस्ताक्षर के लिए राष्ट्रपति बराक ओबामा के पास भेजा जाएगा।
इस बीच, कल ओबामा प्रशासन ने कड़े शब्दों में कहा कि कांगे्रस द्वारा पास किए गए रक्षा खर्च संबंधी बिल के अंतर्गत पाकिस्तान को अमरीकी सहायता पर रोक नहीं लगाई गई है। प्रशासन का कहना है कि पाक मीडिया इस मुद्दे पर गलत ढंग से खबरें दे रहा है।

During this Summit, chemistry between leaders is already in place . On a wide range of issues, both countries have a great deal of convergence. On international issues, both sides have reached a level of maturity and understanding. Russia continues to stand by India at all international forum. While the dimensions of the relationship are expanding, the challenge for New Delhi will be to put trade on a fast track. Russian Government official sources said that the leasing of a submarine by Russia to India and hydrocarbons explorations is also going to figure in the delegation level talks. In the field of defence, the Indo-Russian cooperation has changed from a buyer-seller position to partnership relations in joint researches and production. President Medvedev and Prime Minister Dr. Manmohan Singh will also be meeting CEOs of business circle of Russia and India to give a boost to bilateral trade as the target is 20 billion US dollars by 2015.

Later today, Dr. Singh will also be meeting Russian Prime Minister Vladimir Putin, who has played a key role in the strategic partnership and who is the architect of the Indo-Russia contemporary relationship.

Both the Houses of Parliament were adjourned till Monday over noisy scenes by the opposition as well as the treasury benches on several issues including border dispute between Maharashtra and Karnataka. Earlier, the Lok Sabha and the Rajya Sabha were adjourned till 12 noon. When the two Houses re-assembled, the Shiv Sena and NCP members, trooped into the well demanding the dismissal of the Karnataka government for dissolving the Belgaum Municipal Corporation.

They alleged that the BJP-led state government is discriminating against the Marathi-speaking people in Belgaum. They also demanded the reconstitution of the Municipal Corporation. On the other hand, the BJP members raised slogans pressing for the resignation of the Home Minister, Mr. P Chidambaram for his alleged role in directing the Delhi Police to withdraw criminal cases against a hotelier.

Amid din, the Lok Sabha adopted the Railways Appropriation Bill. Two bills, the Press and Registration of Books and Publication and the Consumer Protection Amendment, were also introduced. In the Rajya Sabha also, the situation was no different. The House could not transact any business except the laying of papers. The Congress members protested against the alleged indecent statements by the social activist Anna Hazare and his team on Members of Parliament.

The Reserve Bank of India (RBI), has kept policy rates unchanged in its Mid Quarter Review of Monetary Policy announced today. The repo rate (the rate at which RBI lends money to banks) remains unchanged at 8.5%. The Reverse Repo Rate (rate at which RBI borrows money from banks) also will remain unchanged at 7.5% and the Marginal Standing Facility rate at 9.5%.

The RBI has also kept the Cash Reserve Ratio (the amount of funds that the banks have to keep with RBI) unchanged at 6%.

The Reserve Bank indicated that that it could cut key policy rates from now onwards to arrest falling growth while keeping a close vigil on inflation. According to the mid quarterly review of RBI, the global growth for 2011 - 2012 is now expected to be lower than earlier projected. Expressing concerns over the moderating growth rate, the RBI has stated that based on the projected inflation trajectory, further rate hikes may not be warranted.

GDP Growth of the domestic economy has moderated to 6.9% in the second quarter of 2011 - 2012 from 7.7% in the first quarter. The deceleration in economic activity in the second quarter of this financial year has been on account of a sharp moderation in industrial growth.

The review stated that promising agricultural prospects on the back of Kharif output and progress on rabi sowing has been a significant contributing factor towards declining inflation rates. On account of moderation in food inflation in November - 2011 and expected moderation in aggregate demand, the inflation projection for March 2012 is retained at 7%. The mid quarterly review of the RBI also highlighted that inflation risks still remain high and both inflation and inflation expectations still remain above the comfort level of the Reserve Bank. The growth deceleration continues to contribute to a decline in inflation momentum which is also being helped by softening food inflation.

The Governor of the Reserve Bank of India (RBI), D. Subbarao, today said in Mumbai that the RBI will manage liquidity through open market operations. While elaborating on RBI's mid quarterly monetary policy review, Subbarao said a depreciating rupee will put pressure on inflation and it is not possible to speculate when the RBI will start cutting rates. He said further measures by the RBI will depend on growth and inflation numbers.

"(After having raised policy rates in thirteenth times since march last year it is decided to keep the repo and the reverse repo rates unchanged. The policy rates of course remains quite high which means that the rate at which people borrow money, industralist as well as the consumer still remiains high. But the important point is that reverse bank has stopped increasing interest rates as this tighthening cycle was actually killing of growth. People were not investing norway, they are taking big loans to buy big tickets items like car houses etc. So growth has now been given more importance till now. The RBI had been saying that since the inflationary is high, it needed to keep increase rate in order scotch Inflation. This give a signal that next time round perhaps in January the RBI will start reversing cycle will start reducing interest rates but it ofcourse depond on the inflation rates itself. )"

The Finance Minister Mr. Pranab Mukherjee has said that the RBI Mid-Quarter Review of Monetary Policy will help in arresting the sharp depreciation of the Indian rupee against the US dollar. Talking to reporters outside Parliament, he said speculative intervention in the foreign exchange market are among the factors that contributed to its slide. He expressed hope that inflation will moderate further in the coming weeks but called for improving business sentiments and recovery of growth momentum in the remaining months of the current fiscal. Mr. Mukherjee pointed out that food inflation has declined but inflation in manufactured goods remains around 7.7 per cent. The Minister said that the apex bank has chosen to reflect its concerns on growth which has faltered in the past few months.

Prime Minister's Economic Advisory Council, PMEAC Chairman C Rangarajan today said RBI's move to keep all the key policy rates unchanged in its mid-quaterly policy review is on expected lines and the central bank might start revising downwards its monetary stance only if inflation continues to decline further. He added that inflation will start declining, particularly food prices will come down more sharply as it was earlier indicated, in December and in January as well. He said, the impact of the base effect will be seen as food prices generally come down in the winter season. He said he believes inflation will come down sharply and that might provide the correct environment in which the RBI can act further in the direction of easing action.

Congress President Sonia Gandhi has asserted that development is the only way to defeat left wing extremism and insurgency in the country. Addressing an All India Mahila Congress National convention on empowerment to tribal women, in New Delhi today, Mrs. Gandhi said that it is a combined responsibility of both the Central and the State governments to bring the Maoists back to the main stream. She said the center is coming up with an innovative mineral development law to empower tribal people in the country.

Mrs. Gandhi said that the Government is making all efforts to take education to the most marginalized sections of the country. She said tribal children are encouraged with scholarships and other facilities. The Congress President said, Self help groups are doing a remarkable job in the awakening of the tribals. Mrs. Gandhi also said that the government must ensure proper implementation of all the tribal development programmes.

In West Bengal, the death toll in the hooch tragedy rose to 167 today with 19 more casualties reported from three hospitals. The police arrested two more persons in connection with the incident. Health department sources said more deaths are feared as the condition of several of the victims was critical.

The hooch victims including labourers, rickshaw pullers and hawkers were admitted to Diamond Harbour sub-divisional hospital in South 24 Parganas district and M R Bangur Hospital and National Medical Hospital in Kolkata.

About 90 victims were receiving treatment at the Diamond Harbour Hospital where the condition of two was critical. Police said, the postmortem on most of the bodies have been done and the bodies have been handed over to the respective families. Chief Minister Mamata Banerjee has announced a CID inquiry into the tragedy.

Defence Minister Mr. A. K Antony today warned against increasing infiltration on the LOC in Jammu and Kashmir. After laying wreath on Amar Jawan Jyoti remembering the 1971 martyrs of the Indo Pak conflict, he said that the threat from the other side can not be ignored. He said even though violence level has reduced substantially in the state, attempts at infiltration are still persisting. The Defence Minister asserted that a round the clock vigil has to be kept in force. All the three Service Chiefs were also present on the occasion.

Bangladesh is celebrating the 40th anniversary of Victory Day today marking the end of the nine-month-long Liberation War and the birth of a new nation. It was on this day in 1971 that General A.A. K. Niazi the Commanding officer of the Pakistan armed forces in East Pakistan surrendered with his forces to Lt.General J.S.Aurora of the Indian army and the Bangladesh Liberation Forces. The celebrations began today morning with a 31-cannon salute in the capital city of Dhaka at dawn. Our correspondent reports that Bangladesh Prime Minister Sheikh Hasina led the nation in the victory day celebrations by laying a wreath at the National Memorial in Savar to commemorate the martyrs of the Liberation War.

Rich tributes are being paid to the martyrs of the 1971 liberation war as Bangladesh celebrates the fortieth anniversary of Victory day. Thousands of people dressed in the colours of the national flag- green and red thronged the national memorial at Savar to pay homage to the war heroes. The day also witnessed an impressive military parade showcasing the skills and capabilities of the Bangladesh army navy and airforce. Afghan President Hamid Karzai has favoured the opening up of a Taliban political office in Saudi Arabia or Turkey. A statement issued by President’s office in Kabul yesterday, said that if it is not possible to set up a Taliban political office in Afghanistan, then it should be established in some other Islamic country like Saudi Arabia or Turkey.

President Karzai called a meeting of Afghan leaders yesterday and discussed the issue of a political solution to the decade long war in the country.

The Haryana government today assured the Supreme Court that it would supply foodgrains free of cost for the next four months to over 100 families affected by the April 2010 caste-driven violence in Mirchpur village of Hisar district. The counsel for Haryana also told the court that the government would also provide free blankets to each family to sustain themselves during winter at a special camp set up by the government as per an earlier direction of the apex court.

Terming the opposition as anti-farmer, Congress general secretary Rahul Gandhi today came out openly in support of FDI in the retail sector saying it would help farmers. Addressing a public meeting at Farrukhabad, the higest potato growing district in the country, Gandhi said that 60 per cent of vegetables go waste and FDI would provide a chance to the farmers to directly sell their produce.

On the fourth day of his five-day mass contact programme , Rahul said, farmers are facing problems as 60 per cent of vegetables go waste.

The Finance Minister Mr. Pranab Mukherjee today informed the Lok Sabha that certain suspected cases of violations in reporting participatory notes to SEBI have been noticed. Replying to supplementaries in the House, he said after investigations punitive action has been taken in two cases. Mr. Mukherjee elaborated that foreign institutional investors are required to submit monthly reports of participatory notes to the SEBI.

The BSE benchmark Sensex was trading 102 points or 0.65 per cent up at 15,938 points in the afternoon trade a shortwhile ago. Earlier, Sensex rose by over 107 points in opening trade today.

The rupee gained 74 paise to 52 rupees 90 paise against the dollar in opening trade today after the Reserve Bank of India imposed restrictions on forward trading to check the slide of the domestic currency, which had tumbled to a record low of 54rupees 30 paise per dollar yesterday.

Dealers said the sharp recovery of the rupee was due to restrictions imposed by the RBI on forward trading in the local currency by FIIs and traders, besides the cap fixed on banks' exposure to the forex market.

The rupee had gained 7 paise to close at 53 rupees 65 paise per dollar yesterday after witnessing a record low of 54.30 rupees during the volatile session.

Crude dived in Asian trade today. New York's main contract, light sweet crude for delivery in January, fell eight cents to 93.79 dollars per barrel. Brent North Sea crude for February delivery shed 65 cents to 103.60 dollars on its first trading day. रूस, भारत को संयुक्त राष्ट्र सुरक्षा परिषद में स्थायी सीट का एक मजबूत दावेदार मानता है। रूस के राष्ट्रपति दिमित्री मेदवेदेव ने आज मास्को में प्रधानमंत्री मनमोहन सिंह के साथ एक संयुक्त संवाददाता सम्मेलन में यह घोषणा करते हुए कहा कि भारत एक विशेष और महत्वपूर्ण सामरिक साझेदार है। इस अवसर पर प्रधानमंत्री मनमोहन सिंह ने कहा कि रूस के साथ परमाणु संबंध जारी रहेंगे ।उन्होंने कहा कि कुछ ही सप्ताह में कुडनकुलम परमाणु बिजली घर की पहली इकाई चालू हो जाएगी।

प्रतिनिधिमंडल स्तर की वार्ता के बाद रक्षा, शैक्षणिक आदान-प्रदान, स्वास्थ्य सेवाओं और सामाजिक विकास, विज्ञान और प्रौद्योगिकी के क्षेत्रों में पांच समझौतों पर हस्ताक्षर किए गए।

भारत और रूस की कंपनियों के कार्यकारी अधिकारियों की संयुक्त बैठक में प्रधानमंत्री मनमोहन सिंह ने कहा कि २०१५ तक दोनों देशों के बीच व्यापार को २० अरब डॉलर तक पहुंचाने का लक्ष्य रखा गया है। हमारे संवाददाता ने बताया कि प्रधानमंत्री ने रूसी उद्योगों को भारत में बुनियादी संरचना तथा अन्य विकास कार्यक्रमों में भाग लेने का निमंत्रण दिया।

गृह मंत्री पी. चिदम्बरम ने भारतीय जनता पार्टी के इस आरोप का कड़ाई से खंडन किया है कि उन्होंने अपने पुराने मुवक्किल, दिल्ली के एक होटल मालिक के खिलाफ दर्ज तीन एफ आई आर को कथित रूप से वापस लेने की सिफारिश की थी। उन्होंने इस बात का भी खंडन किया कि इसमें उनका किसी प्रकार का स्वार्थ था। श्री चिदम्बरम ने पत्रकारों को बताया कि २००४ से होटल मालिक एस. पी. गुप्ता ने गृह मंत्रालय को ४० से अधिक ज्ञापन दिए थे और अपने खिलाफ दर्ज एफ आई आर वापस लेने का अनुरोध किया था। उनके ज्ञापनों को तीन सांसदों का समर्थन भी प्राप्त था।

पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा को टू-जी स्पेक्ट्रम मामले में दिल्ली उच्च न्यायालय ने जमानत देने से इंकार कर दिया है। बेहुरा को इस मामले में उनकी कथित भूमिका के लिए पूर्व दूरसंचार मंत्री ए. राजा के साथ फरवरी में गिरतार किया गया था।
इसी अदालत ने २८ नवम्बर को टू-जी मामले में पांच अन्य सह-आरोपियों को जमानत दे दी थी। इनमें डी एम के सांसद कनिमोढ़ी और फिल्म निर्माता करीम मोरानी शामिल थे।

मुंबई शेयर बाजार का संवेदी सूचकांक आज ३४५ अंक गिर कर १५ हजार चार सौ ९१ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज के निफटी में भी ९५ अंक की गिरावट आई और यह चार हजार छह सौ बावन पर रहा।
जापान, चीन, हांगकांग, दक्षिण कोरिया और सिंगापुर के शेयर बाजारों में शून्य दशमलव तीन प्रतिशत और दो प्रतिशत के बीच बढ़त देखी गई।
भारतीय मुद्रा, रुपये के गिरते स्तर को सुधारने के लिए रिज+र्व बैंक द्वारा उठाए गए कदम के एक दिन बाद, डॉलर के मुकाबले ९४ पैसा रुपया मजबूत हुआ। आज एक डॉलर की कीमत ५२ रुपये ७१ पैसे रही।

कांग्रेस अध्यक्ष सोनिया गांधी ने जोर देकर कहा है कि देश का विकास ही वाम उग्रवाद से निपटने का एकमात्र तरीका है। आज नई दिल्ली में आदिवासी महिलाओं के सशक्तीकरण पर अखिल भारतीय महिला कांग्रेस के राष्ट्रीय सम्मेलन में उन्होंने कहा कि माओवादियों को मुख्य धारा में लाने की जिम्मेदारी केन्द्र और राज्य सरकारों की संयुक्त रूप से है। उन्होंने कहा कि देश में जनजातीय लोगों के सशक्तीकरण के लिए केन्द्र नयी खनिज नीति बना रहा है। कांग्रेस अध्यक्ष ने कहा कि नयी नीति से आदिवासी युवाओं को रोजगार मिलेगा और विकास के नाम पर उनका होने वाला शांेषण भी रूकेगा। श्रीमती गांधी ने कहा कि यूपीए सरकार के कई बड़े कार्यक्रम देश में आदिवासी इलाकों के विकास में महत्वपूर्ण योगदान कर रहे हैं।

विपक्ष को किसान विरोधी बताते हुए कांग्रेस के महासचिव राहुल गांधी ने खुदरा बाजार में प्रत्यक्ष विदेशी निवेश की नीति का खुलकर समर्थन किया और कहा कि इससे किसानों को मदद मिलेगी।

Dr. Manmohan Singh said, the terms and conditions for the third and fourth units were discussed and reviewed. The Prime Minister stated that India is facing some temporary problems and agitations about nuclear safety. He, however, expressed confidence that these concerns would be taken care of.

Russian President Dmitry Medvedev said that Russia considers India as a strong candidate for a permanent seat in the United Nations Security Council. He said that India continues to be a special and privileged strategic partner.

After the delegation-level talks, five agreements were signed in the areas of defence, educational exchange, healthcare, social development and science and technology. In their joint statement, the two sides reiterated their commitment to the further long term joint collaboration in the civilian nuclear energy sector as well as in the hydrocarbon sector.

They reaffirmed their commitment to the highest standards of safety of nuclear technologies. The two countries also intend to cooperate in the production of satellite navigation equipments. For enhancing bilateral trade, the two sides have decided to set up a joint investment fund. They expressed satisfaction as several joint projects are being pursued in hydrocarbon, steel, mining, automobiles and the the pharmaceutical sectors.

In the joint statement, the two leaders also urged Afghanistan to step up efforts to strengthen its security forces. Both the sides strongly condemned the existence of safe havens and sanctuaries for terrorism. India and Russia stressed the need for all states to comply with their respective obligations on non-proliferation.

They welcomed the role of BRICS in international political and economic life. Both sides noted that financial and economic situation in the eurozone was a source of concern. Meanwhile, in the joint meeting with CEOs from India and Russia, Prime Minister Manmohan Singh said that the target to raise the trade volume to 20 billion US Dollars by 2015, has been set. Both the Houses of Parliament were adjourned till Monday over noisy scenes by the opposition as well as the treasury benches on several issues today. The demands for the resignation of Union Home Minister Chidambaram for reportedly helping a hotelier and dismissal of the Karnataka government for alleged atrocities on Marathi-speaking people today disrupted Parliament.

Trouble started as soon as the Lok Sabha House met for the day with AIADMK and Left members trooping into the Well demanding resignation of Chidambaram. BJP members were also on their feet raising slogans. NDA partner Shiv Sena members raised slogans holding placards demanding dismissal of the BJP government in Karnataka for alleged atrocities on Marathi-speaking people living on the Karnataka-Maharashtra border.

NCP members also joined them in raising slogans. Samajwadi Party MPs were also in the Well demanding sacking of the Mayawati government over reports that BSP ministers were getting tractors at subsidised rates under a central scheme meant for drought-hit Bundelkhand region. Similar scenes were noticed in the Rajya Sabha where members of even the ruling UPA ally NCP joined those from the Shiv Sena in the Well raising slogans and carrying placards to demand dismissal of the Karnataka government.

Expressing deep hurt, Home Minister P Chidambaram today strongly rejected the BJP's allegation that he had favoured a Delhi-based hotelier, his former client, in withdrawing three FIRs filed against him and dismissed suggestions that there was any conflict of interest involved in it. Chidambaram told reporters since 2004, hotelier S P Gupta had made more than 40 representations to the Home Ministry requesting to withdraw the three FIRs filed against him, which were also backed by three MPs.

Railway Minister Dinesh Trivedi today projected an investment requirement of 14 lakh crore rupees by 2020 for modernisation and expansion of the Railways. He said this in the Lok Sabha as he presented Supplementary Demands for Grants for 2011-12 after a debate. The grants were approved in the house through a voice vote amidst noisy scenes.

The Union Cabinet is being expanded on Sunday. A spokesman of Rashtrapati Bhavan said that the swearing-in ceremony is scheduled at 11.30 AM. Media reports say, the probables to be inducted in the Cabinet include RLD chief Ajit Singh. His party recently joined the UPA.

Former Telecom Secretary Siddharth Behura has been denied bail by the Delhi High Court in the 2G spectrum allocation scam. Behura was arrested for his alleged role along with former Telecom Minister A Raja in February. The same court on November 28, had granted bail to five other co-accused in the 2G case, including DMK MP Kanimozhi and Bollywood filmmaker Karim Morani. While granting bail to the five, Justice Shali had reserved his order on Behura's bail plea, saying his case was different from those of one others accused as he was a public servant.

Congress President Sonia Gandhi has asserted that development is the only way to defeat left wing extremism and insurgency in the country. Addressing an All India Mahila Congress National convention on empowerment to tribal women, in New Delhi today, Mrs. Gandhi said that it is a combined responsibly of both the Central and the State governments to bring the Maoists back to the main stream. She said the center is coming up with an innovative mineral development law to empower tribal people in the country.

The Reserve Bank of India, RBI has kept policy rates unchanged in its Mid Quarter Review of Monetary Policy announced today. The repo rate remains unchanged at 8.5%. The Reverse Repo Rate will also remain unchanged at 7.5% and the Marginal Standing Facility rate at 9.5%. The RBI has also kept the Cash Reserve Ratio unchanged at 6%.

"The Sensex at the Bombay Stock Exchange fell 345 points, or 2.2 percent, to close at a two-year low of 15,491, today, on domestic growth concerns. The Nifty lost 95 points, or 2 percent, to 4,652. But Stock markets in Japan, China, Hong Kong, South Korea and Singapore rose between 0.3 percent and 2 percent. The rupee appreciated 90 paise to 52.75 against the dollar. Gold lost 375 rupees, to 27,765 rupees per 10 grams in Delhi. But, silver rose 500 rupees, to 53,100 rupees per kilo. And U.S. crude oil futures rose 50 cents, to 94.37 dollars a barrel, while Brent crude remained below 104 dollars a barrel."

A day after the RBI's swift move to stem the fall of the rupee, the domestic currency notched up a smart gain of 94 paise to settle the day at 52 rupees, 71 paise against the dollar on fresh selling of the US currency.

According to a release issued in New Delhi today, 36 Akademi awards in the field of music, dance and threatre and traditional folk music for 2011 have also been announced. Sports Minister Ajay Maken told reporters in New Delhi that the new rules provide that for performance of highest order in any field of human endeavour Bharat Ratan could be awarded. Mr. Maken said that the decision has paved the way for any sportsperson to get Bharat Ratna award.
