पांच राज्यों, उत्तर प्रदेश, मणिपुर, पंजाब, उत्तराखंड और गोआ विधानसभा चुनाव की तिथियां घोषित होने के साथ ही आदर्श आचार संहिता लागू हो गई है। मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने कल नई दिल्ली में एक संवाददाता सम्मेलन में बताया कि उत्तर प्रदेश में अगले वर्ष फरवरी महीने में ४, ८, ११, १५, १९, २३ और २८ तारीख को सात चरणों में वोट डाले जाएंगे। बाकी चार राज्यों में एक चरण में मतदान कराया जाएगा। मणिपुर में २८ जनवरी, पंजाब और उत्तराखंड में ३० जनवरी और गोआ में ३ मार्च को मतदान होगा। मणिपुर में नामांकन पत्र भरने का काम ४ जनवरी से और पंजाब और उत्तराखंड में इसके एक दिन बाद शुरु होगा।
उत्तर प्रदेश में पहले चरण के मतदान वाले क्षेत्रों के लिए १० जनवरी से और गोआ में ६ फरवरी से परचे दाखिल किए जा सकेंगे। पांचों राज्यों में डाले गए वोटों की गिनती चार मार्च को कराई जाएगी।
श्री कुरैशी ने बताया कि मतदान सुचारु रूप से कराए जाने के लिए राज्य पुलिस के अलावा केंद्रीय अर्द्धसैनिक बल तैनात किए जाएंगे।

मुख्य चुनाव आयुक्त ने कहा कि उम्मीदवारों को अपने चुनाव खर्च के लिए अलग बैंक खाता खोलना होगा जिससे पर्यवेक्षक उस पर बारीकी से नजर रख सकें। उन्होंने बताया कि चुनाव में धन का दुरूपयोग रोकने के लिए कई उपाए किए गए हैं।
मनीपॉवर को कंट्रोल करने के लिए हमने जो स्टेप्स लिए हैं उसमें हवाई अड्डे, रेलवे स्टेशन और बस स्टॉप्स, उनके ऊपर विजिलेंस लगाई है। वहां से जो लोग गुजरेंगे उनके साथ अगर पैसे की मूवमेंट होगी तो हमारे लोग उसको सीक्रेटली उसको वॉच कर रहे हैं। अनॉथराइज्ड और इलिगल पैसा होगा तो पकड़ा जाएगा और लीगल कार्रवाई की जाएगी।
श्री कुरैशी ने कहा जहां तक संभव होगा अधिक से अधिक केंद्रों पर मतदान के दिन वीडियोग्राफी कराई जाएगी।
निर्वाचन आयोग ने चुनाव संबंधी शिकायतें दर्ज करने के लिए पहली बार २४ घंटे का टॉल फ्री कॉल सेंटर शुरु किया है जिसका नंबर है - १ ९ ५ ०  ।   श्री कुरैशी ने कहा कि जिन-जिन राज्यों में विधानसभा चुनाव कराए जा रहे हैं वहां वेबसाइट और कॉल सेंटर आधारित शिकायत निवारण तंत्र स्थापित किया जाएगा। शिकायतकर्ताओं को कॉल सेंटर से और एसएमएस के जरिए की गई कार्रवाई की जानकारी मिल सकेगी। 
उत्तर प्रदेश में कांग्रेस, भारतीय जनता पार्टी और समाजवादी पार्टी समेत अधिकांश प्रमुख राजनीतिक दलों ने सात चरण में मतदान कराए जाने की घोषणा का स्वागत किया है।

राजस्थान में डॉक्टरों की हड़ताल का आज पांचवां दिन है। हड़ताल से अस्पतालों की सेवाओं पर असर पड़ा है। सरकारी अस्पतालों में सेना, सीमा सुरक्षा बल, रेलवे और गैर सरकारी डॉक्टरों की मदद से चिकित्सा सुविधाओं में कल से सुधार दिख रहा है। हमारे संवाददाता ने बताया है कि राजस्थान आवश्यक सेवा अधिनियम के तहत लगभग ३६० डाक्टरों को गिरतार और ४० को निलंबित किया गया है।

सेना ने बीकानेर और अलवर में अपने अस्पतालों में आम आदमी को इलाज कराने की अनुमति दी है। सरकार द्वारा कुछ और निजी अस्पतालों को आम मरीजों को सेवाएं देने के लिए अधिकृत किया गया है। एक हजार नए डॉक्टरों की भर्ती कवायद शुरू की गई है। मुख्यमंत्री हालात पर खुद नजर रखे हुए हैं और अधिकारियों को हर कीमत पर वैकल्पिक स्वास्थ्य सवाएं बनाए रखने के निर्देश दिए हैं।

नई दिल्ली में अगले महीने की २ तारीख से तीन और सीबीआई अदालतें काम करने लगेंगी। सीबीआई के पास मामलों की बढ़ती संख्या निपटाने के लिए अतिरिक्त विशेष न्यायालय गठित किए जाने की काफी समय से मांग की जा रही थी। ये विशेष सीबीआई अदालतें तीस हजारी, साकेत और पटियाला हाउस में स्थित होंगी।

देश का समूचा उत्तरी क्षेत्र कंपकंपाती सर्दी और शीत हवाओं की चपेट में है। राजधानी दिल्ली में न्यूनतम तापमान गिर कर २ डिग्री सेल्सियस हो गया और अधिकतम तापमान २० डिग्री सेल्सियस रिकॉर्ड किया गया। मौसम विभाग के अनुसार आज दिन में आसमान साफ रहेगा और ठंडी हवाएं चलेंगी।
उधर, राजस्थान में राज्यभर में उत्तरी शीत लहर जारी है। चुरू राज्य में सबसे ठंडा रहा और न्यूनतम तापमान शून्य से एक डिग्री नीचे पहुंच गया। श्रीगगानगर में न्यूनतम तापमान एक दशमलव चार डिग्री सेल्सियस रहा।
हरियाणा में हिसार में तापमान जमाव बिंदु तक पहुंच गया और रोहतक में तापमान शून्य से नीचे रहा। पंजाब में अमृतसर में सबसे अधिक ठंडा दिन महसूस किया गया और तापमान शून्य डिग्री तक पहुंच गया। पटियाला में न्यूनतम तापमान एक दशमलव आठ और लुधियाना में तीन दशमलव सात डिग्री सेल्सियस रिकॉर्ड किया गया।
हिमाचल प्रदेश में कई स्थानों पर तापमान शून्य से नीचे रहा। किन्नौर जिले के कालपा में सबसे अधिक ठंड पड़ी और तापमान शून्य से छह दशमलव एक डिग्री कम रिकॉर्ड किया गया। मनाली में भी जबर्दस्त ठंड महसूस की गई और तापमान शून्य से दो दशमलव दो डिग्री सेल्सियस नीचे पहुंच गया।

भारत और पाकिस्तान के वरिष्ठ अधिकारी कल से इस्लामाबाद में परम्परागत मुद्दों और परमाणु विश्वास बहाली उपायों पर दो दिन की वार्ता करेंगे। दो महीने पहले मालदीव में दोनों देशों के नेताओं की बातचीत के बाद यह पहली औपचारिक वार्ता होगी।
दोनों देशों के अधिकारी अन्य बातों के अलावा कश्मीर के रास्ते व्यापार और यात्रा सम्बन्धी विश्वास बहाली उपायों को लागू करने पर ध्यान केन्द्रित करेंगे। परमाणु सुरक्षा और मिसाइल परीक्षणों के बारे में मंगलवार को चर्चा होगी।

नाइजीरिया के अशांत उत्तरी क्षेत्र में एक कट्टरपंथी इस्लामी गुट के हमलों में लगभग एक सौ लोगों के मारे जाने की आशंका है।  उग्रवादियों और सेना के बीच झड़पें जारी हैं। उग्रवादियों ने कई उत्तरी शहरों में विस्फोटकों से हमला किया, जहां सेना और पुलिस ने जवाबी कार्रवाई की। देश के थल सेना अध्यक्ष जनरल अजबुइके-इहेजीरिका ने बताया कि कट्टरपंथी गुट बोको हरम ने बृहस्पतिवार को हमले शुरू किये। यह गुट शरियत कानून लागू करना चाहता है। कट्टरपंथियों को  उनके गढ़ गोम्बे राज्य की राजधानी दामातुरू से खदेड़ दिया गया है।

क्रिसमस का त्यौहार आज देश और विदेशों में धार्मिक हर्षोल्लास के साथ मनाया जा रहा है। दुनिया भर के हजारों इसाई तीर्थ यात्री और पर्यटक बैथलेहेम पहुंच गये हैं जहां दो हजार वर्ष पहले ईसा मसीह का जन्म हुआ था। एक हजार सात सौ वर्ष पुराने चर्च ऑफ द नैटिविटी में मध्यरात्रि प्रार्थना सभा आयोजित की गई।
देश में राजधानी और अन्य स्थानों पर विशेष प्रार्थना सभाओं का आयोजन किया गया। हमारे संवाददाता ने बताया कि गोवा में अंतर्राष्ट्रीय शांति और साम्प्रदायिक सौहार्द के लिए सभी गिरजा घरों में आधी रात को प्रार्थना सभाएं हुईं।

The model code of conduct comes into force with the announcement of poll dates by the Election Commission for five states - Uttar Pradesh, Manipur, Punjab, Uttarakhand and Goa. Chief Election Commissioner S Y Quraishi told a news conference in New Delhi that seven-phase polling will be held for the Uttar Pradesh Assembly on the 4th, 8th, 11th, 15th, 19th 23rd and 28th of February. All other states will have single phase polling. Manipur will go to the polls on the 28th of January, Punjab and Uttarakhand on the 30th of January and Goa on the 3rd of March. Filing of nominations will begin on the 4th of January in Manipur, a day later in Punjab and Uttarakhand and on the 10th for the first phase of polling in Uttar Pradesh and on the 6th of February in Goa. Counting of votes for all the five states will take place on the 4th of March. He said the commission has prepared the schedule taking into account all relevant aspects.

"The Commission has prepared schedule for holding general elections to these assemblies taking into consideration all relevant aspects like the climatic condition, academic examinations schedules, festivals, prevailing law and order situation in the state, availability of Central police forces, the time needed for movement of these forces, transportation and timely deployment of these forces and assessment of other ground realities."

Mr. Quraishi said Central Paramilitary Forces as well as the state police will be deployed for the smooth conduct of polls. Candidates will have to open a separate bank account to enable the observers to have a close watch on their poll expenses.

"Candidate will be required to open a new bank account from which only the con incur expenditure on the campaign. To deal with issue of paid news monitoring committee has been set up at district and state and commission level."

The Election Commission has opened for the first time a 24-our toll free call centre number 1950, the year in which the Commission came into being, to register poll-related complaints. The Chief Election Commissioner said every poll going state shall have a complaint redressal mechanism based on a website and a call centre.

In Uttar Pradesh most of the major political parties including the Congress, the BJP and the Samajwadi Party have welcomed the announcement of the seven-phase Assembly elections in the state. The Main opposition Samajwadi Party has demanded immediate removal of top state government officials including Cabinet Secretary, Principal Secretary Home and DGP for ensuring free and fair elections. The state BJP has demanded the cancellation of transfers done by the BSP government this month. Congress state unit Chief Rita Bahuguna Joshi has also welcomed the advancing of the polls.

In Rajasthan, the doctors’ strike has entered the fifth day today affecting hospital services. With the Army, BSF, Railways and private Doctors providing assistance in government hospitals, the medical and health services are showing signs of improvement since yesterday. Our correspondent reports that nearly 360 doctors have been arrested under RESMA and 40 Doctors have been suspended.

"The state government is trying its best to maintain medical and health services in government hospitals with the help of Army, BSF, Railways and private Doctors. The Army has also allowed common people to avail medical facilities in Bikaner and Alwar Military hospitals. With this the overall situation in the hospitals is gradually improving. Some more private hospitals have been authorized for giving free health services to the people. The government also aims to appoint 1000 new doctors by tomorrow. The Chief Minister is personally monitoring the situation and has instructed senior officers of the Medical Department to pay highest attention on providing alternate health services to the patients. Senior officials of India and Pakistan will hold two-day talks from tomorrow on conventional and nuclear confidence-building measures - CBMs in Islamabad. This is the first formal engagement since the leaders of the two countries met in the Maldives over two months ago. Officials of the two countries will focus on, among other things, implementing the cross-Kashmir trade and travel CBMs that were unveiled during the talks between the foreign ministers in July.

Three new CBI courts will become functional from the 2nd of next month in New Delhi to meet the long-standing demand for additional special courts to dispose of the rising number of cases with the investigation agency. These special CBI courts will come up at Tis Hazari, Saket and Patiala House.

A special court yesterday rejected an application by journalist Jigna Vora, arrested in connection with the Jyotirmoy Dey murder case, seeking a direction to the media to quote sources of their information while publishing stories regarding the crime. The judge observed that no order can be passed against the media as it is not a party. Vora, deputy bureau chief of an English daily, was arrested last month under MCOCA on charges of sharing key information about Dey with Underworld don Chhota Rajan.

The President, Mrs. Pratibha Devi Singh Patil will arrive at Hyderabad today on a 11 day Southern sojourn. She will stay at the Rashtrapati Nilayam, Secunderabad, the official retreat of the President of India. Christmas is being celebrated with religious festivities through out the country and abroad today. Thousands of Christian pilgrims and tourists from around the world have thronged Bethlehem, where Jesus Christ was born more than two thousand years ago. Hundreds of Christian pilgrims from India took out a procession in Bethlehem praying for world peace on the eve of Christmas. Special services and masses were held in the national capital and across the country. In Goa Prayer meetings were held at midnight in all the churches for global peace and communal harmony. Our correspondent has filed this report.

"Cribs depicting the scene of the birth of Lord Jesus have been put up in homes and at strategic locations in the state besides churches, chapels, home and other places are tastefully decorated. A large number of people working outside the state have come to Goa to celebrate Christmas along with their families. The Archbishop Partiarch Filipe Neri Ferrao, The state Government K. Special prayers and carol singing heralded the day of Jesus Christ's birth, in Mizoram. Our correspondent says that people can be seen nicely dressed up going to the churches for prayers.

"The festival of Christmas, the birthday of Jesus Christ, is being celebrated in Mizoram with zest and zeal. Special prayers are being held in churches across the state today. People have decorated the churches and their homes with lighting and flowers. They are busy organizing Christmas parties and exchanging the gifts. The festivities started last night with midnight mass and carol singing. The state administration has taken up strict security measures to ensure peaceful and uninterrupted Christmas celebrations. The Governor and Chief Minister of Mizoram have urged people to strengthen peace and feelings of humanity. Kerala, with a sizable Christian population is celebrating Christmas with pomp and vigour today. Our correspondent says that midnight mass in cathedrals and churches have been held across the state to welcome the festival. .

In Nigeria, at least 100 people are feared dead in a series of attacks launched by a radical Islamic group in the restive northern region as gunbattle continued between militants and the military. The militants attacked several northern cities with explosives and gunfire as the army and the police went in pursuit. The country's chief of army staff, General Azubuike Ihejirika said the attacks were triggered on Thursday by militants of the radical Boko Haram sect who want to impose Sharia law in the region.

The entire northern region continues to shiver under biting cold conditions and chilly winds. In the national capital Delhi, the minimum temperature plummeted to 2 degree Celsius and maximum 20 degrees. The weatherman has forecast mainly clear skies with chilly winds during the day. In Rajasthan, icy northern winds swept across the state with Churu being the coldest with minus one degree Celsius.

Sonia Chanu of Uttar Pradesh has won Gold in the clean and jerk in the 48 Kg women category in the National Senior Weight Lifting championship which began at Berhampur in Odisha yesterday. S.Mohan Sunderam of the Railways has won Gold in the 56 KG Men's category. Around 350 lifters are participating in both the men’s and women categories in the five day long championship.

NEWSPAPERS HEADLINES

The announcement of dates for the forthcoming assembly elections in five states early next year dominates the front pages of most papers. While the Times of India calls the elections "the big game hunt" the Hindustan Times says it will be a "Litmus test for UPA, Opposition, and Anna". Highlighting Uttarakhand Chief Minister B C Khanduri's reaction to the poll schedule, the Pioneer writes "Jan election will repel hill voters, rues Khanduri". Reporting on UP Chief Minister Maywati's expectations, The Mail Today opines "Maya doesn't get her way on April vote".

Even as the papers report on the preparations is being made ahead of Anna Hazare's protest fast and propoised jail-bharo andolan, many of them highlight opinions critical of his methods. The Times of India quotes Minister of State in the Prime Minister's Office V Narayansamy as saying "People on streets cant pass Lokpal". The Indian Express reports RJD leader Lalu Prasad Yadav as saying "Team Anna like dictators, they want lock put on Parliament".

Most papers take note of the orders of a Delhi court to 22 social networking sites. "Delete anti-religious posts: court to networking sites" reports the Hindustan Times. Similarly the Tribune writes "Remove derogatory content by Feb 6, Delhi court tells websites".

In a special front page story the Indian Express reports that faced with an acute shortage of trainer aircraft, the Indian Air force has cut down flying time for rookie pilots to only 25 flying hours in the first stage, down from the minimum 75 hours that was the norm.
