भारत, जापान और चीन ने हिन्द महासागर क्षेत्र में मौजूद नौसेनाओं के सबसे कारगर उपयोग के लिए जानकारी का आदान प्रदान करने का समझौता किया है। इस पहल को शेयर्ड अवेर्यनेस एंड डिकन्लिक्शन यानी शेड का नाम दिया गया है। नौसेना के प्रवक्ता एडमिरल मोंटी खन्ना ने नई दिल्ली में बताया कि इस पहल पर पिछले महीने की पहली तारीख से अमल शुरू हुआ है। हमारे संवाददाता ने खबर दी है कि भारत, चीन और जापान, शेड के तहत जहाजी बेड़ा समन्वय कार्य दल के गठन पर सहमत हुए हैं ताकि सबसे कारगर तालमेल हो सके।

हिन्द महासागर क्षेत्र में जहाजों को समुद्री लुटेरों से सुरक्षा प्रदान करने के लिए भारत, चीन, जापान, ईरान, केन्या, मलेशिया, रूस सऊदी अरब, दक्षिण अफ्रीका और यमन ने अपने नौसैनिक जहाजों के साथ वायु यान भी तैनात कर रखे हैं। इन सभी स्वतंत्र इकाइयों के सामने सबसे बड़ी समस्या गुप्त सूचनाओं को एक-दूसरे से बांटने की थी। अब इस तकनीक के जरिए जहां सूचनाएं गुप्त रखी जा सकेंगी, वहीं तुरंत आपसी तालमेल के लिए इनका इस्तेमाल भी किया जा सकेगा। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

भारत और श्रीलंका के बीच सम्पन्न पहली रक्षा वार्ता में क्षेत्रीय सुरक्षा पर मुख्य रूप से चर्चा हुई है। कल नई दिल्ली में भारत के रक्षा सचिव शशिकांत शर्मा और श्रीलंका के रक्षा सचिव गोताभया राजपक्से ने अपने-अपने शिष्टमण्डलों की अगुवाई की। इन में रक्षा मंत्रालयों और सशस्त्र बलों के अधिकारी शामिल थे। रक्षा मंत्रालय के अनुसार इस बैठक में हिन्द महासागर क्षेत्र में समुद्री सुरक्षा सहित क्षेत्रीय सुरक्षा पर मुख्य रूप से चर्चा हुई। यह वार्ता अब हर साल होगी।

उत्तर प्रदेश विधानसभा चुनाव के छठे चरण की अधिसूचना आज जारी होने के साथ ही १३ जिलों के ६८ निर्वाचन क्षेत्रों में नामांकन पत्र भरने का सिलसिला शुरू हो जाएगा। हमारे संवाददाता का कहना है कि इस चरण में परिसीमन के बाद मौजूदा १८ की बजाय १९ सीटें शामिल हैं। पश्चिमी उत्तर प्रदेश के इन निर्वाचन क्षेत्रों में नौ फरवरी तक नामांकन पत्र भरे जाएंगे और अगले दिन उनकी जांच होगी। मतदान २८ फरवरी को होगा। आज ही चौथे चरण के नामांकन पत्रों की जांच होगी।

प्रदेश में चौथे चरण के चुनाव के लिए ५६ विधानसभा क्षेत्रों में दाखिल कुल एक हजार एक सौ ३८ नामांकन पत्रों की आज जांच की जाएगी। लखनऊ, फैजाबाद, कानपुर, इलाहाबाद और चित्रकूट धाम मंडलों के ११ जिलों में इस चरण में १९ फरवरी को मतदान होना है। तीसरे चरण के चुनाव के लिए नामांकन वापस लेने का काम पूरा होने के बाद ५६ विधानसभा क्षेत्रों में अब एक हजार २१ उम्मीदवार मैदान में रह गए हैं। पांचवे चरण के चुनाव के लिए ४९ विधानसभा क्षेत्रों में नामांकन दाखिल करने का काम तेजी से चल रहा है। अब तक २८२ प्रत्याशी अपने पर्चे दाखिल कर चुके हैं। निर्वाचन आयोग ने अधिकारियों से कहा है कि वह सुनिश्चित करें की सभी पात्र मतदाता बिना किसी व्यवधान के अपने मताधिकार का प्रयोग कर सकें। सुनील शुक्ल आकाशवाणी समाचार लखनऊ ।
आठ फरवरी को पहले चरण के मतदान के लिए ५५ निर्वाचन क्षेत्रों में कुल आठ सौ सड़सठ उम्मीदवार मैदान में हैं जबकि ग्यारह फरवरी को दूसरे चरण के मतदान में उनसठ सीटों पर एक हजार निन्यानवे उम्मीदवारों के भाग्य का फैसला होगा।
इस बीच पहले तीन चरणों के लिए चुनाव प्रचार चरम पर पहुंच गया है।

चुनाव आयोग ने रेडियो और टेलीविज+न चैनलों तथा केबल नेटवर्कों से जन प्रतिनिधित्व कानून १९५१ के प्रावधानों का उल्लंघन न करने को कहा है जिसमें मतदान समाप्त होने के पहले के ४८ घंटे के दौरान चुनाव से जुड़ी सामग्री दिखाने पर रोक है। चुनाव आयोग से जारी सलाह में कहा गया है कि इस प्रावधान का उल्लंघन करने पर दो वर्ष तक की सज+ा और जुर्माना या दोनों हो सकते हैं।

 उधर गोवा में मुख्य निर्वाचन आयुक्त  एस.वाई. कुरेशी ने कहा कि विधानसभा चुनाव के दौरान जो अधिकारी पक्षपात के दोषी पाये जाएंगे, उनके खिलाफ कड़ी कार्रवाई की जाएगी।

सरकार ने सामाजिक न्याय और अधिकारिता मंत्री की अध्यक्षता में राष्ट्रीय वरिष्ठ नागरिक परिषद के गठन का निर्णय लिया है। प्रधानमंत्री मनमोहन सिंह ने कल इस परिषद के गठन को मंजूरी दे दी। यह परिषद वरिष्ठ नागरिकों के कल्याण से सम्बन्धित मामलों पर केन्द्र और राज्य सरकारों को सलाह देगी। ये वरिष्ठ नागरिकों की शारीरिक और वित्तीय सुरक्षा के लिए नीतियां और कार्यक्रम तैयार करने का सुझाव भी देगी।
नई दिल्ली में जारी विज्ञप्ति के अनुसार परिषद में सामाजिक न्याय और अधिकारिता राज्य मंत्री सहित बीस सदस्य होंगे। इनमें संसद के दोनों सदनों के सबसे वरिष्ठ सदस्यों के अलावा विभिन्न क्षेत्रों के प्रतिष्ठित व्यक्ति भी शामिल होंगे।

केंद्रीय जांच ब्यूरो ने हैदराबाद की एक आलीशान बस्ती में जमीन सौंपने और विला तथा अपार्टमेंट की बिक्री में कथित अनियमितताओं से संबद्ध मामले में आंध्र प्रदेश के गृह सचिव और भारतीय प्रशासनिक सेवा के वरिष्ठ अधिकारी बी पी आचार्य सहित सात व्यक्तियों तथा पांच कंपनियों के खिलाफ आरोप पत्र दाखिल किया है। सी बी आई की प्रवक्ता धारिणी मिश्र ने नई दिल्ली में बताया कि प्रशासनिक अधिकारियों ने अपने अधिकारों का दुरूपयोग करते हुए विला और प्लॉट बढ़े हुए दामों पर बेचने में निजी रियल स्टेट कंपनियों कीे मदद की।
 यह आरोप पत्र हैदराबाद में सी बी आई की विशेष अदालत में भारतीय दंड संहिता और भ्रष्टाचार निरोधक अधिनियम की विभिन्न धाराओं के तहत दाखिल किया गया।

बिहार में विशेष सतर्कता न्यायालय ने आय के ज्ञात स्रोतों से अधिक संपत्ति के मामले में पूर्व पुलिस महानिदेशक नारायण मिश्रा और उनके परिवार के सदस्यों की संपत्ति जब्त करने का आदेश दिया है। श्री मिश्रा, उनकी पत्नी तथा उनके संबंधियों के पास आय के ज्ञात स्रोतों से अधिक संपत्ति की कीमत एक करोड़ चालीस लाख रूपये आंकी गई है। हमारे पटना संवाददाता ने खबर दी है कि श्री मिश्रा पांचवे सरकारी अधिकारी है जिनके खिलाफ सतर्कता न्यायालय ने यह आदेश पारित किया है।

झारखंड में माओवादियों के बारूदी सुरंग विस्फोट में एक सब इंस्पेक्टर सहित तीन पुलिसकर्मियों की मौत हो गई और चार घायल हो गए हैं। यह घटना लातेहार जिले के बालूमात थाने के खरंजी टुंगड़ी गांव के पास राष्ट्रीय राजमार्ग-२९ पर हुई। विस्फोट के समय पुलिसकर्मियों का एक दल इलाके में गश्त लगा रहा था। घायलों को स्थानीय अस्पतालों में भर्ती कराया गया है।

मिस्र के पोर्ट सईद शहर में कल एक फुटबाल मैच के दौरान प्रशंसकों के बीच हुई हिंसक झड़प में कम से कम ७४ लोगों की मौत हो गयी है और सैंकड़ों लोग घायल हो गये हैं। मृतकों में कुछ सुरक्षा अधिकारी भी शामिल हैं। अधिकतर मौतें भगदड़ के दौरान दम घुटने से हुईं।
हमारे संवादाता ने बताया कि दोनों टीमों के बीच अकसर खूनी झड़पें होती रहती हैं।

मिस्र के पोर्ट सईद में फुटबाल के इतिहास का यह एक काला दिन था। मौका था स्थानीय टीम मासरी और मिस्र की नम्बर एक टीम अहले के बीच मैच का अप्रत्याशित रूप से स्थानीय टीम मासरी की ३-१ से जीत दर्ज हुई। इसके फौरन बाद जीत के जश्न में मासरी के समर्थक फुटबाल मैदान में घुस आए, अहले के खिलाड़ियों को खदेड़ा और उनके समर्थकों को पर पत्थर और बोतलें बरसानी शुरू कर दीं। हालात इतने बिगड़ गए कि अहले के खिलाड़ियों और समर्थकों सेना के दो विमानों के जरिए पोर्ट सईद से वापस लाया गया। अतुल तिवारी आकाशवाणी समाचार।

इराक की राजधानी बगदाद में २९ मार्च को अरब शिखर सम्मेलन का आयोजन किया जायेगा। अरब लीग के सहायक महासचिव अहमद बिन हिली ने यह घोषणा बुधवार को बगदाद में की। २७ मार्च को अरब देशों के वित्त मंत्रियों और २८ मार्च को विदेश मंत्रियों की बैठक होगी। इसके बाद २९ मार्च को अरब शिखर सम्मेलन होगा।

कुवैत की ५० सदस्यों की नेशनल असेम्बली के लिए आज मतदान होगा। कुवैत के निर्वाचन आयोग ने कहा है कि चुनाव स्वतंत्र और निष्पक्ष ढंग से कराने की सभी तैयारियां पूरी कर ली गई है। इस चुनाव में करीब चार लाख कुवैती वोट डाल सकेंगे।

अन्तर्राष्ट्रीय क्रिकेट परिषद के कार्यकारी बोर्ड ने टैस्ट क्रिकेट की पुरस्कार राशि लगभग तीन गुना बढ़ा दी है। आई.सी.सी. अध्यक्ष शरद पवार की अध्यक्षता में दुबई में हुई। दो दिन की बैठक में क्रिकेट को बढ़ावा देने के लिए कई उपयोगी कदम उठाए गए।
 टैस्ट क्रिकेट को बढ़ावा देने के लिए आईसीसी बोर्ड ने २०१३ से १५ के बीच चार सर्वश्रेष्ठ टीमों के लिए पुरस्कार राशि को तीन गुना बढ़ा दिया है। पहले नम्बर के टैस्ट टीम के लिए पुरस्कार राशि एक लाख ७५ हजार अमरीकी डालर से बढ़ाकर साढ़े चार लाख से ५ लाख अमरीकी डालर कर दी गई है। आईसीसी के अध्यक्ष अब बारी-बारी से एक साल के लिए चुने जायेंगे, जबकि चेयरमैन आईसीसी बोर्ड के अध्यक्ष होंगे।

यूरोप में भीषण सर्दी से जन-जीवन अस्तव्यस्त हो गया है। सर्दी से मरने वालों की संख्या ८३ हो गयी है। यूके्रन में ठंडे मौसम ने बेघर लोगों के सामने समस्यायें उत्पन्न कर दी हैं। कुछ क्षेत्रों में कार्यालय और शिक्षण संस्थायें बंद कर दी गयी हैं तथा जल-भंडार भी जम गये हैं।
इटली के कई शहरों में २७ वर्षों में सबसे भीषण सर्दी पड़ रही है जिससे लोग घरों में रहने को विवश हो गये हैं। कई सप्ताह के हिमपात से परिवहन सुविधाओं पर असर पड़ा है तथा शीत लहर से हजारों लोग बीमार पड़ गये हैं।

India, Japan and China have entered into a pact to share data to achieve the most efficient use of Naval Forces present in the Indian Ocean Region. The initiative is known as the Shared Awareness and Deconfliction. Talking to reporters in New Delhi, Naval spokesperson Admiral Monty Khanna said that the initiative began functioning from first of last month. Our correspondent reports that China, India, and Japan have also agreed to carry out more effective coordination by establishing a convoy coordination working group as part of the Shared Awareness and Deconfliction Mechanism.

China, India, Iran, Japan, Kenya, Malaysia, Russia, Saudi Arabia, South Africa and Yemen have deployed ships and aircraft to combat piracy in the Indian Ocean region. They were working as independent forces in absence of shared information. Other issues included a lack of convoy coordination by countries outside the SHADE mechanism that led to inefficient use of ships and air crafts deployed for the purpose. India and Sri Lanka held the first defence dialogue that focused on regional security situation and maritime security in the Indian Ocean region. The inaugural defence dialogue, to be an annual feature, was led by the Defence Secretaries of both the countries in New Delhi. Defence Secretary Shashikant Sharma and his Sri Lankan counterpart Gotabhaya Rajapaksa co-chaired the meeting along with their delegations, comprising officers of the Defence Ministries and the Armed forces.

In Uttar Pradesh the nomination process for the sixth phase of Assembly elections in 68 Assembly seats spread over 13 districts begins today with issuance of notification. Our correspondent reports that the election will be held in this phase under the new delimitation with 19 new seats replacing the existing 18.

Scrutiny of nomination papers will be taking place today filed for phase four elections. A total of 1138 candidates have filed nominations for this phase in 56 assembly seats spread over 11 districts. For phase three elections a total of 1021 candidates are left in fray in 56 constituencies after withdrawal of nominations. Filling of nomination is in full swing for phase five elections as only two days are left for it. A total 282 candidates have filed their nominations in 49 constituencies. Reviewing the poll preparedness for first two phases of assembly elections at Faizabad Deputy Election Commissioner Dr. Alok Shukla said that steps should be taken to avoid incidents of intimidation of voters. The Election Commission has asked Television and Radio channels and cable networks not to violate the provisions of the Representation of People's Act, 1951 which prohibits display of poll matter 48 hours before the end of voting. The Election Commission in its advisory said that the violation of this Act is punishable with imprisonment upto a period of two years, or a fine or both. The Commission has also clarified that while telecasting or broadcasting programmes like debates, panel discussions or current affairs programmes, it should be ascertained that these do not violate the provisions of the Act.

The Government has set up a National Council for Senior Citizens. This will be headed by the Minister of Social Justice and Empowerment. Prime Minister Manmohan Singh gave his approval for the establishment of the Council yesterday which will advice the Central and State Governments on issues related to welfare of senior citizens. The Council will suggest special policies and programmes for the physical and financial security of the senior citizens in the country. According to a press statement released in New Delhi, the Council will comprise of 20 members including the Minister of State for Social Justice and Empowerment along with the oldest members from both the Houses of Parliament and distinguished personalities from different fields.

In Jharkhand, three policemen including a Sub Inspector of Police have been killed and four others injured in a landmine blast triggered by Maoists. The incident took place at a diversion on NH- 29 near Khranji-Tungri under Balumath police station in Latehar district yesterday. The blast occurred when the police party was patrolling the area. The injured policemen have been shifted to hospitals in Ranchi.

Income Tax officials raided a number of the premises of Uttar Pradesh-based liquor baron and businessman Ponty Chadha in the state and in Delhi on suspected tax evasion and claimed to have traced a huge currency chest in a big mall owned by him in Noida. Top sources in the department said that a team of 20 officials armed with counting machines and gas cutters reached the Centre stage Mall in Noida yesterday in the outskirts of Delhi to seize cash stored in its basement.

The CBI has filed its chargesheet against seven persons including Andhra Pradesh Home Secretary and senior IAS officer B P Acharya and five companies in the case relating to alleged irregularities in land transfer and sale of villas and apartments in an upscale township in Hyderabad. CBI spokesperson Dharini Mishra said in New Delhi that the public servants had abused their respective official positions and facilitated the private Real Estate Companies to sell the Villas and plots at exorbitant rates to the buyers. The Investigating agency had already sought permission for sanction of prosecution against the two IAS officers--Acharya and Subramanyam and another retired IAS official K V Rao named in the chargesheet.

In Bihar, a special vigilance court has ordered confiscation of property of former Director General of Police Narayan Mishra and his family members in a Disproportionate assets case. The Disproportionate Assets owned by Narayan Mishra and his wife besides his relatives were valued at one crore forty lakh. AIR Patna correspondent reports that Mishra is the 5th government servant against whom a vigilance case has passed such an order.

In Egypt, 74 people were reportedly killed and thousands injured in clashes between rival football fans in the city of Port Said. Our correspondent reports that most of the deaths were caused by suffocation during the stampede.

Seconds after the final whistle in Port Said , the fans of local team Masry invaded the field and went on a rampage. They were celebrating the rare 3-1 victory over Ahly, the top team in the Egyptian Premier league. The Masry supporters swarmed the field , chased the players and cornered the rival team supporters throwing stones and bottles. Two military air crafts were flown in to pick up Ahly fans and players from Port Said. The two teams have a long history of bad blood, and clashes have taken place in recent years between their supporters. Atul Tiwary, AIR News.

U.N. Chief Ban Ki-moon has called on Israel to create an atmosphere to resume direct talks with the Palestinians. After his meeting with the Israeli President Shimon Peres and Prime Minister Benjamin Netanyahu in Jerusalem, Ban said that Israel should reach an agreement with the Palestinians by the end of 2012. The UN Secretary General told Israel to quickly submit proposals on territory and security sought by the quartet mediating peace process in the Israeli-Palestinian conflict.

Kuwait goes to polls today. The Kuwaiti Election Commission said all arrangements have been made to ensure free and fair elections for the 50 member national Assembly. About 400,000 eligible Kuwaitis will cast their vote for the new parliament.

In Japan, some 8.5 tons of radioactive water leak from a reactor at country's crippled Fukushima Daiichi nuclear power plant but it had not flowed outside the reactor building. Tokyo Electric Power Company said the leak occurred in the No 4 reactor after a pipe connected to the reactor dropped off. Quoting the plant's operator Kyodo News agency reported that the leak discovered on Tuesday and was stopped shortly afterwards. The Fukushima Daiichi plant was crippled by meltdowns and explosions caused by a massive earthquake and tsunami in March last year.

The International Cricket Council, ICC Executive Board has raised the prize money in test cricket three fold. The top brass of ICC led by its President Sharad Pawar met in Dubai over the last two days and announced a series of measures to promote cricket. In a boost to test Cricket, the ICC board has hiked the prize money almost three times to 3.8 million US dollars for the top four test Cricket teams during 2013 until 2015. Earlier the top team received 175,000 US dollars. The term of ICC President will be for one year on a rotation basis and Chairman of the ICC will head the board.

The National Board of Examinations has agreed to conduct a single common entrance test for admission to post-graduate medical courses across the country from next year. The President of NBE K Srinath Reddy told PTI that the National Eligibility-cum-Entrance Test NEET for post-graduate medical courses like MD and MS is to be conducted as per directions of the Supreme Court to the Medical Council of India. However, Mr Reddy said before conducting the examination the NBE will require to clarify certain things with the Health ministry, which include strengthening infrastructure within the Board and granting freedom to it for conducting the NEET-PG in 2013.

उच्चतम न्यायालय ने २००८ में कंपनियों को आवंटित सभी १२२ टू जी लाइसेंस रद्द कर दिये है। न्यायालय ने कहा है कि ये लाइसेंस मनमाने और असंवैधानिक तरीके से दिये गए। न्यायालय ने भारतीय दूरसचांर नियामक प्राधिकरण ट्राई से कहा है कि टू जी स्पैक्ट्रम लाइसेंस देने के लिए नई सिफारिशें दे ताकि स्पैक्ट्रम का आवंटन चार महीने के अंदर नीलामी के जरिये हो सके।
न्यायालय ने तीन दूरसंचार कंपनियों पर पांच-पांच करोड़ रूपये का जुर्माना लगाया है जिन्होंने लाइसेंस प्राप्त करने के बाद अपनी हिस्सेदारी बेच दी। न्यायालय का यह आदेश एक गैर सरकारी संगठन और जनता पार्टी के अध्यक्ष सुब्रमण्यम स्वामी की याचिकाओं पर आया है। सीबीआई इस मामले की पहले से ही जांच कर रही है। डीएमके नेता तथा पूर्व दूरसंचार मंत्री ए राजा को इस मामले में भ्रष्टाचार के आरोपों कें कारण केन्द्रीय मंत्रिमंडल से त्यागपत्र देना पड़ा था। डीएमके की एक अन्य नेता कनिमोई भी इस मामले में आरोपित थी।
उच्चतम न्यायालय ने टू जी स्पैक्ट्रम मामले में गृहमंत्री पी चिदम्बरम की कथित भूमिका की जांच की मांग के बारे में फैसला निचली अदालत पर छोड़ दिया है। न्यायालय ने सीबीआई को टू जी स्पैक्ट्रम आवंटन मामले की जांच की स्थिति रिपोर्ट केन्द्रीय सतर्कता आयोग को देने का भी निर्देश दिया। श्री चिदम्बरम पर मुकदमा चलाने की मांग संबंधी डाक्टर सुब्रमण्यम की एक अलग याचिका की सुनवाई कर रहे विशेष सीबीआई जज ओ पी सैनी ने पहले ही अपना आदेश शनिवार तक के लिए सुरक्षित रखा है। उच्चतम न्यायालय की दो सदस्यों की पीठ ने कहा कि उसके आदेश का किसी भी तरह से निचली अदालत में चल रही कार्रवाई पर असर नहीं पड़ना चाहिए। न्यायालय ने निचली अदालत से दो हफ्ते के अंदर इस मामले का फैसला करने को कहा है।
उच्चतम न्यायालय के आदेश पर प्रतिक्रिया व्यक्त करते हुए डाक्टर सुब्रमण्यम स्वामी ने इसे बहुत अच्छा फैसला बताया। उन्होंने कहा कि देश उच्चतम न्यायालय पर गर्व कर सकता है।
भारतीय जनता पार्टी ने इस मामले को लेकर गृहमंत्री के त्यागपत्र की मांग की है। पार्टी नेता बलबीर पुंज ने कहा कि अगर निचली अदालत श्री चिदम्बरम को क्लीन चिट देती है तो वे केन्द्रीय मंत्रिमंडल में वापस लौट सकते हैं।
भाजपा की इस मांग को नामंजूर करते हुए कांग्रेस ने कहा कि उच्चतम न्यायालय ने गृहमंत्री के खिलाफ कोई टिप्पणी नहीं की है। पार्टी नेता राशिद अल्वी ने कहा कि अभी कुछ कहना बहुत जल्दबाजी होगी।
इस बारे में पूछे जाने पर वित्तमंत्री प्रणब मुखर्जी ने कहा कि सरकार उच्चतम न्यायालय के फैसले का अध्ययन करेगी। भारतीय कम्युनिस्ट पार्टी के महासचिव ए.बी. वर्धन ने फैसले को अच्छा बताते हुए कहा कि वित्तमंत्री के रूप में यह श्री चिदम्बरम की जिम्मेदारी थी कि वे अनियमितताओं को रोकें।

दूरसंचार मंत्री कपिल सिब्बल ने १२२ लाईसेंस रद्द करने के उच्चतम न्यायालय के फैसले के बाद आज प्रधानमंत्री मनमोहन सिंह से मुलाकात की। समझा जाता है कि उन्होंने न्यायालय के आदेश के असर और इस संबंध में उठाए जाने वाले कदमों के बारे में चर्चा की। इस फैसले से जो प्रमुख कंपनियां प्रभावित होंगी उनमें यूनिनार, सिस्तेमा-श्याम, वीडियोकॉन, एतिसलात डीबी, लूप टेलीकाम आईडिया और कुछ अन्य कंपनियां शामिल हैं।

प्रधानमंत्री डॉ० मनमोहन सिंह ने राज्यों से यह सुनिश्चित करने को कहा है कि महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंन्टी कानून मनरेगा के तहत काम करने वाले मजदूरों को १५ दिन के अंदर उनका पारिश्रमिक मिल जाए। उन्होंने राज्यों से कहा कि इन कामगारों के भुगतान के लिए औपचारिकताओं में बेहतर तालमेल हो और समय पर उनकी पुष्टि हो जाए ताकि मजदूरों को जल्दी पैसा मिल सके।

सबसे बड़ी चिंता इस बात की है कि मजदूरों को वक्त पर पैसा मिल पाएं। इसके लिए देश की गवर्नरमेंट, डाकघरों और बैंकों को अपनी पहुंच बढ़ानी होगी। हमारी कोशिश है कि १५ दिनों के भीतर मजदूरों को इनकी मजदूरी मिल पाए, इसमें देरी होने से उन्हें महंगा खर्च लेकर अपना काम चलाना पड़ता है।

प्रधानमंत्री ने कहा कि सरकार ने अनुसूचित जातियों, अनुसूचित जनजातियों और गरीबी की रेखा से नीचे के परिवारों की जमीनों का इस्तेमाल सिचांई, बागवानी और भूमि विकास परियोजनाओं के लिए करने का फैसला भी किया है। उन्होंने कहा कि इससे छोटे किसानों और गरीब परिवारों को लाभ होगा।

हमने ये फैसला लिया है कि अनुसूचित जातियों, जनजातियों या बीपीएल लोगों की जमीनों पर महात्मा गांधी मनरेगा के तहत सिंचाई, बागवानी और भूमि विकास से जुड़े कार्य भी किये जा सकते है।

ग्रामीण विकास मंत्री जयराम रमेश को नक्सलवाद प्रभावित क्षेत्रों में समन्वित कार्रवाई योजना के तहत इस कार्यक्रम को लागू करने के लिए बधाई देते हुए डाक्टर मनमोहन सिंह ने कहा कि इससे पिछड़े इलाकों का विकास तेज होगा और लोगों को हिंसा त्यागने के लिए बढ़ावा मिलेगा।
प्रधानमंत्री ने इस बात पर चिंता व्यक्त की कि इस परियोजना की पूरी क्षमता का इस्तेमाल नहीं किया जा रहा है। उन्होंने कहा कि इससे जुड़े मुददों को हल किया जा सकता है। उन्होंने कहा कि मनरेगा में एक आदर्श ग्रामीण विकास योजना बनने की पूरी गुजांइश है। इस अवसर पर राष्ट्रीय सलाहकार परिषद की अध्यक्ष सोनिया गांधी ने कहा कि इस योजना को लागू करने में भ्रष्टाचार, देश के गरीबों के प्रति अपराध है और इसे सहन नहीं किया जा सकता।

इस योजना के संबंध में भ्रष्टाचार और हेराफेरी की जो शिकायतें आ रही है, हम उन्हें नजरअंदाज नहीं कर सकते।
ग्रामीण विकास मंत्री जयराम रमेश ने बताया कि मनरेगा के क्रियान्वयन में खामियों को दूर करने के लिए अगले महीने तक इसमें संशोधन किया जायेगा और पुनर्गठन किया जायेगा।

उत्तर प्रदेश में विधानसभा चुनाव के छठे चरण के लिए नामांकन प्रक्रिया आज शुरू हो गई। इस चरण में ६८ विधानसभा निर्वाचन क्षेत्रों में २८ फरवरी को मतदान होगा। पश्चिमी उत्तर प्रदेश के ये निर्वाचन क्षेत्र १३ जिलों में हैं।
चौथे चरण में दाखिल किये गये नामांकन पत्रों की जांच आज की जा रही है। पर्चे ४ फरवरी तक वापस लिये जा सकते हैं।
इस बीच, पांचवें चरण के लिए शनिवार तक पर्चे दाखिल किये जा सकते हैं। अब तक दो सौ ७१ उम्मीदवार पर्चे भर चुके हैं। मतदान २३ फरवरी को होगा। हमारे संवाददाता ने बताया है कि पहले और दूसरे चरण में जिन एक सौ १४ निर्वाचन क्षेत्रों में वोट पड़ेंगे, वहां चुनाव प्रचार जोरों पर है।
कांग्रेस अध्यक्ष सोनिया गांधी ने गोंडा और देवरिया में कल दो चुनाव सभाओं में मतदाताओं को सम्बोधित किया, जबकि उत्तर प्रदेश की मुख्य मंत्री मायावती ने सीतापुर जिले की एक रैली में भाषण दिया। इस बीच, गाजीपुर से बहुजन समाज पार्टी के एक उम्मीदवार के खिलाफ एफ आई आर दायर की गई है। उन पर कथित रूप से भड़काऊ सामग्री रखने का आरोप है।

पूर्वांचल को धान का कटोरा कहे जाने वाला जिला महाराजगंज भोलेभाले किसानों की धरती है। जिले का लक्ष्मीपुर इलाका पड़ौसी देश नेपाल से लगता है, जिसकी वजह से लक्ष्मीपुर सीट इसका नाम अब बदलकर मोतरमा कर दिया है। हमेशा से अपराधिक गतिविधियों का गढ़ रहा है। इसकी झलक यहॉ के जनप्रतिनिधियों में भी मिलती है। इस सीट पर मधुमिता हत्याकांड में जेल में बंद विधायक अमरमणि चार बार जीते। उससे पहले पूर्वाचलों के दबंगों में से एक वीरेन्द्र प्रताप शाही ने भी इस सीट का प्रतिनिधित्व किया। १९८० के बाद साफ सुथरी छवि का कोई जनप्रतिनिधि यहां से नहीं जीता। लोग वही रहे, पार्टियां बदलती रही। जिले की पनियारा सीट पूर्व मुख्यमंत्री वीर बहादुर सिंह का गढ रही है। उनके बाद विरासत उनके पुत्र फतेह बहादुर से संभाली। बसपा के विधायक और मंत्री होने के बाद उन्हें मंत्रिमंडल से निकाला गया। अब वे गोरखपुर की कंटियरगंज सीट से चुनाव मैदान में है। इस इलाके में बाढ़ प्रति वर्ष तबाही लाती है, लेकिन ये क्षेत्र धान की एक विशेष किस्म काला नमक के लिए विख्यात है। कुल मिलाकर विकास यहां प्रमुख मुद्दा है। प्रेम सिंह के साथ महाराजगंज से मैं सलमान हैदर।

सरकार ने आज थोक मूल्य सूचकांक पर आधारित मुद्रास्फीति और खाद्य मुद्रास्फीति के साप्ताहिक आंकड़े जारी करने की व्यवस्था बंद करने की घोषणा की लेकिन मासिक आंकड़े जारी किये जायेंगे। इसमें खाद्य, गैर, खाद्य ईघन और विनिर्मित वस्तुओं सहित सभी वस्तुओं के आंकड़े शामिल होते हैं। जनवरी की मुद्रास्फीति के आंकड़े १४ फरवरी को जारी किये जाने हैं।
इसके अलावा इस महीने से अखिल भारतीय उपभोक्ता मूल्य सूचकांक पर आधारित खुदरा मुद्रास्फीति आंकड़े भी जारी किये जायेंगे।
सरकार ने पिछले महीने फैसला किया था कि हर हफ्ते जारी होने वाले प्रमुख और खाद्य मुद्रास्फीति के आंकड़ों को जारी करने की व्यवस्था समाप्त कर दी जायेगी क्योंकि इन आंकड़ों से मूल्यों की सही स्थिति का पता नहीं चलता है।

बम्बई शेयर बाजार में आज वृद्धि का रूख है। शुरूआती कारोबार में ही सेन्सेक्स में १७२ अंक की बढ़त रही। फंडो और छोटे निवेशकों की लिवाली तथा एशियाई बाजारों में वृद्धि के रूख से सेन्सेक्स में तेजी आई। अब से कुछ देर पहले यह १६४ अंक की वृद्धि के साथ १७ हजार ४६३ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३४ अंक बढ़कर पॉंच हजार २७० पर था।
एशिया के प्रमुख शेयर बाजारों, हांगकांग, जापान, चीन, इंडोनेशिया, दक्षिण कोरिया, ताईवान और सिंगापुर के बाजारों में शून्य दशमलव पांच प्रतिशत से एक दशमलव पांच प्रतिशत तक की वृद्धि दर्ज हुई। अमेरिका का औद्योगिक सूचकांक डाऊ जोन्स भी कल शून्य दशमलव सात प्रतिशत की बढ़त के साथ बंद हुआ।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया २२ पैसे मजबूत हुआ। एक डॉलर की कीमत ४९ रूपये पांच पैसे हो गई।

एशियाई बाजारों में आज कच्चे तेल के भाव ९८ डॉलर से नीचे आ गए। न्यूयॉर्क का लाइट स्वीट क्रूड एक सेंट सस्ता होकर ९७ डॉलर ६० सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड का भाव १११ डॉलर ५६ सेंट प्रति बैरल पर स्थिर रहे।

प्रधानमंत्री डॉ० मनमोहन सिंह ने आज नई दिल्ली में कहा कि १२वीं पंचवर्षीय योजना में टिकाऊ विकास के साथ जलवायु संरक्षण पर विशेष ध्यान दिया जाएगा। इस सिलसिले में एक राष्ट्रीय कार्य योजना पहले ही बनाई जा चुकी है और उसके काम में संतोषजनक प्रगति हो रही है। डॉ० सिंह दिल्ली-सस्टेनेबल सम्मिट में बोल रहे थे। उन्होंने दुनिया के सभी देशों से जलवायु परिवर्तन की समस्या से मिलकर निपटने का आह्‌वान किया। डॉ० सिंह ने कहा कि यह सहयोग हर हालत में विकास के अधिकार की नींव पर आधारित होना चाहिए और किसी भी बोझ को सभी के द्वारा मिलकर उठाये जाने की जरूरत है।
प्रधानमंत्री ने कहा कि विश्व में तापमान के बढ़ने की समस्या को इस तरह हल किया जाए कि इसमें उभरती हुई अर्थव्यवस्थाओं की चिंताओं का ध्यान रखा रखा जा सके। उन्होंने यह भी कहा कि जिन देशों को जलवायु की चुनौतियों का सामना करना पड़ रहा है, भारत उनकी अग्रिम पंक्ति में है और उसके सामने जलवायु परिवर्तन की समस्या से सफलतापूर्वक निपटने की भारी चुनौती है।
डॉ० सिंह ने कहा कि १९९७ से २००७ के बीच भारत के वन क्षेत्र में लगभग पांच फीसदी की वृद्धि हुई है। उन्होंने कहा कि हरित भारत मिशन के तहत देश ने वन और वृक्षों के मामले में पचास लाख हेक्टियर क्षेत्र बढ़ाने का लक्ष्य रखा है। साथ ही पचास लाख हेक्टेयर वन क्षेत्र में और सुधार लाने का भी लक्ष्य है।
सम्मेलन के अवसर पर डॉ० मनमोहन सिंह ने फिनलैंड की राष्ट्रपति टारजा हालोनेन को टिकाऊ विकास में नेतृत्व का २०१२ का पुरस्कार भी प्रदान किया।

पापुवा न्यू गिनी के उत्तरी तट के पास डूबी एक फैरी एम वी रबाउल क्वीन के दो सौ से अधिक यात्रियों को बचा लिया गया है। इसमें कुल तीन सौ ५० यात्री थे। पापुवा न्यू गिनी के राष्ट्रीय समुद्री सुरक्षा प्राधिकरण के कप्तान नूरूर रहमान ने बीबीसी को यह जानकारी दी। उन्होंने कहा कि सूर्यास्त से पहले अधिकाधिक लोगों को बचाने के प्रयास जारी हैं। इससे पहले ऑस्टे्रलिया की प्रधानमंत्री जूलिया गिलार्ड ने कहा था कि यह एक बड़ी दुर्घटना है।
इस फैरी को पापुवा न्यू गिनी की कंपनी स्टार शिप्स चलाती है और दुर्घटना के समय यह फैरी किम्बे तथा लेई शहरों के बीच थी। तड़के इसने मुसीबत में फंस जाने के संकेत भेजे थे।
पापुवा न्यू गिनी के अधिकारियों की मदद कर रहे ऑस्टे्रलिया के समुद्री सुरक्षा प्राधिकरण ने इस बात की पुष्टि की है कि यह फैरी फिनशेचाफेन;थ्पदेबीींमिदद्ध के तट से लगभग १६ किलोमीटर की दूरी पर डूबी। दुर्घटना स्थल पर आठ जहाज और तीन हैलिकॉप्टर बचाव कार्य में मदद कर रहे हैं। ऑस्टे्रलिया के तीन विमानों को भी बचाव कार्य के लिए भेजे जाने की खबर है। स्टार शिप्स के प्रवक्ता के अनुसार, समझा जाता है कि खराब मौसम के कारण यह फैरी डूब गई। प्रवक्ता ने समाचार एजेंसी ए एफ पी को यह जानकारी देते हुए कहा कि किसी के हताहत होने का समाचार अब तक नहीं मिला है।

मिस्र में सत्ताधारी सैन्य परिषद ने कल पोर्ट सईद में फुटबॉल मुकाबले में हुई हिंसक घटना के बाद तीन दिन के राजकीय शोक की घोषणा की है। इस घटना में कम से कम ७४ लोग मारे गए और सैकड़ों व्यक्ति घायल हो गए। फुटबॉल प्रेमी ४७ व्यक्तियों को मैच के दौरान हिंसा के लिए भड़काने के आरोपों में हिरासत में ले लिया गया है। सैन्य शासक फील्ड मार्शल तांतावी ने टेलिविजन से घोषणा की कि अपराधियों के खिलाफ कड़ी कार्रवाई की जाएगी। उन्होंने यह भी कहा कि पोर्ट सईद की घटना से मिस्र की सुरक्षा पर कोई असर नहीं पड़ेगा। अधिकांश मौतें झड़पों और भगदड़ के दौरान दम घुटने से हुईं।

पाकिस्तान की सुप्रीम कोर्ट ने प्रधानमंत्री युसुफ रजा गिलानी को इस महीने की १३ तारीख को अदालत में पेश होने को कहा है। उन पर राष्ट्रपति आसिफ अली जरदारी के खिलाफ भ्रष्टाचार के मामलों को फिर से खोलने के न्यायालय के आदेश पर कार्रवाई न करने के लिए अदालत की अवमानना का औपचारिक आरोप लगाया जायेगा।
न्यायमूर्ति नासिर-उल मुल्क की अध्यक्षता वाली सात जजों की पीठ ने प्रधानमंत्री गिलानी के वकील की दलीलें सुनने के बाद आज तीसरे पहर यह आदेश जारी किया। अगर श्री गिलानी अवमानना मामले में दोषी पाये गए तो उन्हें पांच वर्षों के लिए कोई भी सार्वजनिक पद ग्रहण करने के अयोग्य ठहरा दिया जायेगा। श्री गिलानी को उन्हें दोषी करार देने के किसी भी आदेश पर तीस दिन के अंदर अपील करने का अधिकार भी होगा।
सुप्रीम कोर्ट, सरकार पर राष्ट्रपति जरदारी के खिलाफ स्विटजरलैंड में काला धन जमा करने के मामलों को फिर से खोलने के लिए दबाव डाल रही है।

अमरीकी रक्षामंत्री लिओन पैनेटा ने कहा है कि अफगानिस्तान में अमरीका और अन्य विदेषी सेनाओं का लड़ाकू मिषन २०१३ तक खत्म हो जाएगा और इसके बाद सेनाएं प्रषिक्षण का काम संभालेंगी। मीडिया की खबरों में श्री पैनेटा के बयान का उल्लेख किया गया है जिसमें उन्होंने कहा है कि उनका लक्ष्य २०१३ तक अफगानिस्तान की हिफाजत की जिम्मेदारी अफगान सुरक्षा बलों को सौंपने का है और उन्हें उम्मीद है कि २०१३ के मध्य तक हम लड़ाकू जिम्मेदारी छोड़कर प्रषिक्षण, सलाह और सहायता की भूमिका निभाने लगेंगे। अमरीकी रक्षामंत्री ने यह टिप्पणी ब्रसेल्स में नैटो के रक्षा मंत्रियों की बैठक की पूर्व संध्या पर की है। यह ऐसे वक्त की गयी है जब फ्रांसीसी राष्ट्रपति भी २०१३ तक अफगानिस्तान में अपने देष के सैन्य अभियान की समाप्ति की बात कह चुके हैं। पिछले सप्ताह अफगान राष्ट्रपति हामिद करज+ई के साथ मुलाकात में श्री सरकोजी ने भी कहा था कि २०१३ के बाद उनके देष की सेनाएं अफगान सैनिकों के प्रषिक्षण का ही काम करेंगी।

कुवैत की संसद के पचास सदस्यों को चुनने के लिए देश के पांच सौ ४६ मतदान केन्द्रों में वोट डालने का काम शुरू हो गया है। वहां मतदाताओं की संख्या चार लाख से अधिक है और इस चुनाव में दो सौ ८६ उम्मीदवार हैं, जिनमें से २३ महिलाएं हैं। २००९ के पिछले चुनावों में पहली बार संसद के लिए चार महिलाएं चुनी गई थीं। आशा है कि इस साल इतनी या इससे अधिक महिलाएं चुनी जाएंगी। स्वतंत्र न्यायिक और अंतर्राष्ट्रीय प्रेक्षक चुनावों का निरीक्षण कर रहे हैं। कुवैत के न्याय मंत्रालय ने कहा है कि अगर मतदान प्रक्रिया शांतिपूर्वक संपन्न हुई तो प्रत्येक मतदान केन्द्र में चार घंटों में मतगणना पूरी हो जाएगी। यह इस क्षेत्र की सबसे पुरानी संसद है और छह वर्षों में देश में चौथी बार चुनाव हो रहे हैं। चुनाव के नतीजों से कुवैत में राजनीतिक उथल-पुथल के समाप्त हो जाने की आशा है। यह उथल-पुथल पिछली सरकार और विपक्ष के बीच भ्रष्टाचार के आरोपों के चलते बहुत अधिक विवादों के कारण हुई थी।

पोलैंड की नोबेल पुरस्कार प्राप्त कवियित्री विश्वावा शिम्बोर्स्का का कल शाम देहान्त हो गया। अधिकारियों ने बताया कि ८८ वर्षीय इस कवियित्री का देहान्त क्राकोव में उनके निवास पर फेफड़े के कैंसर से हुआ। पोलैंड में युद्ध, मृत्यु और उत्पीड़न पर उन्होंने बहुत मार्मिक कविताएं लिखी। उन्हें १९९६ में साहित्य का नोबेल पुरस्कार दिया गया था।

वित्तमंत्री प्रणव मुखर्जी ने कहा है कि सीमा शुल्क विभाग की भूमिका नियामक की बजाय ज्यादा सुविधाएं देने वाली होनी चाहिए। आज नई दिल्ली में सीमा शुल्क कानून १९६२ के पचास वर्ष पूरे होने के उपलक्ष्य में समारोह को संबोधित करते हुए श्री मुखर्जी ने कहा कि इस विभाग को सूचना टैक्नोलोजी का इस्तेमाल करके अपने काम में ज्यादा पारदर्शी होना चाहिए। उन्होंने कहा कि हथियारों, जाली मुद्रा और नशीले पदार्थों की तस्करी को रोकने के लिए सीमा शुल्क अधिकारियों के सामने अब पहले से ज्यादा बड़ी चुनौती है क्योंकि ऐसी गतिविधियां देश की अर्थव्यवस्था को नष्ट कर सकती हैं। श्री मुखर्जी ने कहा कि सीमा शुल्क अधिकारियों को वैध गतिविधियों के जरिये और प्रशासनिक बाधाएं कम करके प्रतिस्पर्धा बढ़ानी होगी। इस अवसर पर वित्त सचिव आर एस गुजराल ने कहा कि सीमा शुल्क और उत्पाद शुल्क विभाग को २४ घंटे काम करना होगा और व्यापारिक गतिविधियों के लिए सुविधाएं उपलब्ध करानी होंगी। उन्होंने कहा कि यह विभाग कर्मचारियों की कमी का सामना कर रहा है इसलिए कैडर रिव्यू का प्रस्ताव विचाराधीन है।

भारत और संयुक्त अरब अमीरात के बीच सांस्कृतिक और व्यापार संबंधों को दर्शाने वाला तीन दिन का भारत महोत्सव आज आबूधाबी में शुरू हो रहा है। महोत्सव का आयोजन भारतीय दूतावास के सांस्कृतिक प्रकोष्ठ के सहयोग से इंडियन सोशल कांग्रेस ने किया है। भारतीय सांस्कृतिक संबंध परिषद ने गुजराती लोक संगीत, कव्वाली और शहनाई के तीन सांस्कृतिक दल भेजे हैं। तीन दिन के इस उत्सव में भारतीय व्यंजनों का भी लोग आनन्द उठा सकेंगे। संयुक्त अरब अमीरात में भारत के राजदूत एम.के लोकेश महोत्सव का उद्घाटन करेंगे।

बिहार सरकार ने नेपाल के ११ माओवादी नेताओं के खिलाफ मुकदमे वापस लेने का फैसला किया है। इन्हें जून २००४ में पटना से गिरफ्तार किया गया था। हमारे पटना संवाददाता ने बताया है कि केन्द्रीय गृह मंत्रालय के अनुरोध के बाद यह कार्रवाई की गई। केन्द्रीय गृह सचिव आर.के. सिंह ने इस सिलसिले में बिहार के मुख्य सचिव नवीन कुमार को पत्र लिखा था। इन माओवादी नेताओं को २००६ में पटना उच्च न्यायालय ने जमानत दे दी थी और वे नेपाल लौट गये थे। इस समय वे नेपाल में मंत्रियों और सांसदों जैसे महत्वपूर्ण पदों पर हैं। इनके खिलाफ लम्बित वारंटों को लेकर नेपाल सरकार की चिंता को देखते हुए भारत ने मामले वापस लेने का फैसला किया है।

भारत, जापान और चीन ने हिन्द महासागर क्षेत्र में मौजूद नौसेनाओं के सबसे कारगर उपयोग के लिए जानकारी का आदान प्रदान करने का समझौता किया है। इस पहल को शेयर्ड अवेर्यनेस एंड डिकन्फ्लिक्शन यानी शेड का नाम दिया गया है। नौसेना के प्रवक्ता एडमिरल मोंटी खन्ना ने नई दिल्ली में संवाददाताओं को बताया कि इस पहल पर पिछले महीने की पहली तारीख से अमल शुरू हुआ है। हमारे संवाददाता ने खबर दी है कि भारत, चीन और जापान, शेड के तहत जहाजी बेड़ा समन्वय कार्य दल के गठन पर सहमत हुए हैं ताकि सबसे कारगर तालमेल हो सके।

झारखंड में माओवादियों के बारूदी सुरंग विस्फोट में एक सब इंस्पेक्टर सहित तीन पुलिसकर्मियों की मौत हो गई और चार घायल हो गए हैं। यह घटना लातेहार जिले के बालूमात थाने के खरंजी टुंगड़ी गांव के पास राष्ट्रीय राजमार्ग-२९ पर हुई। यह विस्फोट के समय पुलिसकर्मियों का एक दल इलाके में गश्त लगा रहा था। घायलों को स्थानीय अस्पतालों में भर्ती कराया गया है।

बिहार में विशेष सतर्कता न्यायालय ने आय के ज्ञात स्रोतों से अधिक संपत्ति के मामले में पूर्व पुलिस महानिदेशक नारायण मिश्रा और उनके परिवार के सदस्यों की संपत्ति जब्त करने का आदेश दिया है। श्री मिश्रा, उनकी पत्नी तथा उनके संबंधियों के पास आय के ज्ञात स्रोतों से अधिक संपत्ति की कीमत एक करोड़ चालीस लाख रूपये आंकी गई है। हमारे पटना संवाददाता ने खबर दी है कि श्री मिश्रा पांचवे सरकारी अधिकारी है जिनके खिलाफ सतर्कता न्यायालय ने यह आदेश पारित किया है।

Supreme Court today cancelled 122 2-G licenses allocated to telecom companies in 2008. The apex court held that the licenses were granted in arbitrary and unconstitutional manner and asked the telecom Regulatory Authority of India to make fresh recommendation on the grant of these licenses.  The Court imposed a fine of five crore rupees each for three telecom companies, which off loaded their shares after getting the licenses.  It maintained that the allocation of spectrum will be done through auction within four months.  The order came on petitions filed by an NGO and the Janata Party President.   The CBI is already investigating the matter and DMK leader and former Telecom Minister A Raja had to resign from the Union Cabinet in the wake of allegations of corruption in the case. Several arrests have been made and Mr. Raja is in Tihar jail. Another DMK leader Kanimozhi has also been charged in the case. The highest court of the country left it to the trial court to decide on the demand for investigation of alleged role of Home Minister. It also directed the CBI to file status reports on its ongoing probes into 2G spectrum allocation case to the Central Vigilance Commission. Special CBI judge O P Saini who is hearing a separate petition of Dr.Subramanian Swamy to prosecute Mr. Chidambaram has already reserved its order for Saturday. A two member bench of the court maintained  that its order should in no way influence the proceedings  before the trial court.  The Apex court asked the trial court to decide the matter within two weeks.  Reacting to the court order, Dr. Subramanian Swamy described it as the best judgement that was possible. He said country can be justifiably proud of Supreme Court. Finance Minister Pranab Mukherjee has said the government will examine the implications of the judgements given by the Supreme Court in the 2G case. He was responding to questions on the case.        The BJP on the other hand demanded the resignation of the Home Minister in the case.  Party leader Balbir Punj said in New Delhi that if Mr. Chidambaram is given a clean chit by the trial court he can return to the Union Cabinet. Dismissing BJP demand, Congress today noted that Supreme Court has not passed any remark against Home Minister in the case.  Party leader Rashid Alvi said in New Delhi that it is too early to comment on the judgement. Meanwhile, CPI has said that the Home Minister  cannot absolve himself as it was his job to prevent irregularities in the issue. Describing the Supreme Court orders on 2G spectrum as a fine judgement, CPI General Secretary A B Bardhan said, it was Mr. Chidambaram's job as the then Finance Minister to prevent irregularities.

The Telecom Minister Mr. Kapil Sibal today met the Prime Minister Dr.Manmohan Singh shortly after the Supreme Court judgement that cancelled all 122 licences issued in January, 2008.He is understood to have discussed the implications of the Court order and steps to be taken. The major companies affected by this verdict are Uninor, Sistema-Shyam, Videocon, Etisalat DB, Loop telecom and Idea among others.

The Prime Minister today called upon the states to ensure that Mahatma Gandhi National Rural employment Guarantee Act , MNREGA,  workers get wages within 15 days. Addressing MGNREGA Sammelan 2012 in New Delhi today, Dr Manmohan Singh asked the States to see that the formalities for payment to these  workers  are well coordinated and verified on time to ensure timely payment.

The biggest concern is that the labours get their money in time. For this, Banks & Post Offices will have to reach out to villagers. Our effort is that the Labour get their wages within 15 days, otherwise they have to take costly loan.

Dr. Singh said the government has also decided to use the land owned by Scheduled caste, Scheduled Tribe and below poverty line families, for irrigation, horticulture and land development projects. He said that this will benefit marginal farmers and poor families. Congratulating the Rural Development Minister Mr. Jairam Ramesh for enhanced implementation of the scheme in Naxal affected areas under Integrated Action Plan, Dr. Singh said that this will accelerate development of the backward areas and motivate people to abjure violence.  Expressing concern that the full potential of the project is yet to be exploited, the Prime Minister said that the issues related to it can always be sorted out.  He expressed hope that MGNREGA has the potential to become a model rural development scheme.  Speaking on the occasion, the National Advisory Council, Chairperson, Mrs. Sonia Gandhi said that corruption in the implementation of the scheme is a crime towards the poor of the country and it cannot be tolerated.  The Rural Development Minister Mr. Jairam Ramesh informed that by next month MGNREGA will be modified and restructured to sort out the discrepancies in its implementation.

The Prime Minister Dr Manmohan Singh today said that India will build a strategy for the 12th plan to ensure benefits of climate along with sustainable growth. A National Action Plan is already in place and progressing satisfactorily. Addressing Delhi-Sustainable Summit in New Delhi today, he called for global cohesion to tackle the problem of climate change.  Dr Singh  said that cooperation must be based on the foundation of the right to development and the need for an equitable distribution of burden sharing.

The threat of climate change caused by green house gas emissions has brought the world to a critical point. The reaction of each and every country affects the planet as a whole. Sustainable development in this environment, therefore calls for cooperation of all countries both industrialised and developing. That cooperation, must be based on the foundation of the right to development in the need for the equitable distribution of burden sharing.

The Prime Minister said that the problem of global warming needs to be  solved in a way that it addresses the concerns of development of the growing economies. He added, India, which is in the frontline of climate vulnerability, has a vital stake in the evolution of a successful response to climate change.        He stated that India's forest cover had increased by nearly 5 per cent between 1997 and 2007.   Dr Singh said that the Green India Mission aim to increase the forest and tree cover by five million hectares and improve forest cover on another 5 million hectares. Dr Singh presented sustainable Development Leadership Award for 2012 to President of Finland Ms. Tarja Halonen.

Finance Minister Pranab Mukherjee today said the role of customs department should be more of a facilitator than of a regulator. Addressing a function to celebrate 50 years of Custom Act 1962 in New Delhi, he said that by utilising the Information Technology, the department has to be transparent in their work. The Minister said there is a greater challenge than ever before for the custom officials to curb the smuggling of Arms, fake currencies and drugs as these activities can destroy the economy of the country. Mr. Mukherjee added that the custom officials have to increase competitiveness through facilitating legitimate activities and reducing administrative hindrance.       Earlier, speaking on the occasion, the Finance Secretary RS Gujral said that custom and Excise department has to work in a 24 in to 7 environment and facilitate the trade activities. He said as department is facing acute shortage, the proposal of cadre review is under consideration.

Kerala Chief Minister Oommen Chandy has said that as per the direction of the Centre, the state will be initiating steps to form State Wetland Authority soon. Inaugurating the national level celebration of World Wetland Day 2012 in Thiruvananthapuram he said that the Centre has already sanctioned 100 crore rupees to the state for revival of famed Sasthamkotta and Vembanad backwaters.

As a unique eco system, God' own country Kerala is blessed with large number of wetlands including the enchanting backwaters of the state. One fifth of the total geographical area of the state is wetland. Kerala has four out of 71 Ramsar Convention approved wetlands in the world. However, the state is confronted with tackling pollution of major rivers and backwaters. In Tamilnadu Assembly, the opposition leader Mr.Vijayakant was today suspended for ten days by the Privileges Committee. The decision was announced by the Speaker D.Jayakumar today. He said that the other members of the party were pardoned this time but warned that such behavior if repeated would not be pardoned anymore. The Finance Minister O. Panneerselvam moved the resolution on breach of privilege for what was termed as the unacceptable behavior of Mr.Vijayakant. The deputy leader of the opposition, Mr.Panruti Ramachandran demanded that a discussion should follow the resolution. But since opportunity was denied then, members of DMDK walked out protesting the decision of the speaker followed by DMK, CPI and CPM.

In Uttar Pradesh, the nomination process for the sixth phase of assembly election began today. 68 assembly constituencies are going to poll on 28th February in this phase. These constituencies are spread over 13 districts of western region. The scrutiny of nomination filed in fourth phase will be done today. Last date for withdrawal of nomination in fourth phase is 4th February.     Meanwhile,  the filling of nomination for fifth phase is also continuing. The candidate can file their nominations up to Saturday for this phase. So, far 271 candidates have filed their nomination papers in the fifth phase. Polling for this phase will be held on 23rd of this month. Our Correspondent reports that aggressive campaigning is on in 114 assembly areas that are going to polls in first and second phases. Congress President Ms Sonia Gandhi held two election rallies in Gonda and Deoria yesterday while Chief Minister Ms Mayawati addressed a rally in Sitapur district. Meanwhile FIR has been lodged against a BSP candidate from Ghazipur for allegedly possessing literature of provocative nature.

Luxmipur seat which has been renamed as Nautanwa is traditional seat of jailed MLA Amarmani Tripathi. He won the last three elections on different party platforms. His son Amanmani Tripathi is now a contestant on Samajwadi party ticket. It is the bordering area of Nepal and has been represented by the persons of dubious character since 1980. Paniara seat was traditional seat of former UP Chief Minister Virbahadur Singh. After his demise, his son Fatehbahadur represented the area. He won last election on BSP ticket but was denied this time. Now he is contesting from Campiyarganj seat of Gorakhpur. The area is devastated every year by the flood but is famous for its special variety of rice called Kala Namak. The development is a major issue here. The Bihar government has decided to withdraw cases lodged against 11 Nepali Maoist leaders arrested by the police in Patna in June 2004. Our Correspondent reports that the move comes after a request by the Ministry of Home Affairs . The Union Home Secretary R K Singh had written a letter to Bihar Chief Secretary Naveen Kumar in this regard. Maoist leaders were granted bail by the Patna High court in 2006 and returned to Nepal, where they currently occupy important positions like Ministers and Member of Parliament. These leaders did not return to present themselves in the lower court when the charge sheet was filed against them and prosecution started. The Nepal government communicated its concern about the pending warrants against the accused to the Indian government. Responding to it,  the Centre decided to withdraw the case registered against all the accused in view of the friendly relations with the neighboring country.

Air Chief Marshal N A K Browne will hold talks with Malaysia's top military officials, including his counterpart, and discuss ways to enhance India's defence cooperation with this key South Asian neighbour. Air Chief Marshal Browne, on an official visit, will touch upon bilateral defence cooperation which since 2008 has included the Indian Air Force training Malaysian pilots to fly Russian Sukhoi fighters. A team of IAF pilots and technicians were stationed in Malaysia for two years from 2008 to train Malaysian pilots, weapon system operators and maintenance staff for the smooth induction and operation of their then newly acquired Sukhoi-30 MKM fighters. The visit of the IAF chief and the strong bilateral ties with Malaysia shows India's efforts to seek closer ties with its ASEAN neighbours and strengthen its Look East policy.

More than 200 people have been rescued from the sea off Papua New Guinea (PNG) north coast after a ferry sank with up to 350 on board. Captain Nurur Rahman, from PNG's National Maritime Safety Authority  told the BBC most people have been rescued from the water. Efforts were continuing to pick up as many as possible before sunset, he said.  Australian Prime Minister Julia Gillard had earlier said the incident was a major tragedy. The MV Rabaul Queen, operated by PNG company Star Ships, was traveling between the towns of Kimbe and Lae.  It sent out a distress signal in the early hours yesterday. The Australian Maritime Safety Authority, which is assisting the PNG authorities, has confirmed that the vessel sank approximately 16 kilometre off Finschhafen. Eight ships and three helicopters are at the scene helping with the rescue. Three Australian fixed-wing aircraft have also been sent, reports say. A Star Ships spokesman told the AFP news agency that bad weather was believed to have sunk the ship. No fatalities have been reported yet, the spokesman said.

In Egypt, the ruling military council has announced a state of mourning for three days, after violence in a soccer game in Port Said left at least 74 dead and hundreds injured. 47 soccer fans have been detained on charges of inciting violence during the match. Military ruler Field Marshal Tantawi appeared on television and said the culprits would be brought to book. He also said that the events in Port Said will not affect Egypt's security. Most of the deaths took place in the clashes and the suffocation during the stampede. The incident took place just after the football match between the home team Masry and the top team in the league, Ahly got over. According to reports, the fans of the local team Masry went on a rampage seconds after a rare 3-1 win against Ahly in a Premier League match. They invaded the field ,chased the players and cornered their supporters throwing stones and bottles. The two teams have a long history of bad blood, and clashes have erupted in recent years between fans of each side.

In Kuwait, voting has begun at 546 polling stations across the country to elect the 50 members for the parliament. Over 4 lakh voters are eligible to cast their votes 286 candidates are in the fray which includes 23 women as well. In the last elections in 2009,four women were elected to the parliament for the first time. It is expected that this year they would repeat or improve upon their performances. The elections are being supervised by independent judicial and international observers. Kuwait Ministry of Justice said if the voting process passes smoothly, the counting process by the judges in each station will be over in four hours.

The government today announced discontinuation of release of weekly primary and food inflation data based on the Wholesale Price Index.  It , however, will continue releasing the monthly headline or overall inflation data, which also contains the break-up for all segments including food, non-food, fuel and manufactured items. The headline inflation figures for January are scheduled to be released on February 14.   Besides, the government will also come out with a retail inflation data based on the all-India Consumer Price Index, CPI, from this month.  The first nationwide CPI numbers, for the month of January, will come out on 21st of this month. The government had decided last month to do away with the practice of releasing the weekly primary and food inflation data as the figures were not portraying the holistic picture of the price situation.

The rupee today appreciated by 22 paise to trade at a fresh three-month high of 49.05 rupees a dollar on the Interbank Foreign Exchange today. It closed at 49.27 rupees  against the dollar in the previous session yesterday.

The Sensex at the Bombay Stock Exchange surged 172 points, or 1 per cent, to 17,472 in early trade, this morning, on sustained buying by funds and retail investors, driven by some encouraging quarterly corporate earnings and positive Asian bourses. Later, the Sensex trimmed some of its initial gains, to stand 117 points, or 0.7 percent in positive territory, at 17,418 in afternoon deals, a short while ago. Telecom stocks were mixed after the Supreme Court cancelled 122 licenses issued to telecom companies in 2008. But Bharti Airtel gained nearly 8 percent in volatile trade.

Oil prices were below 98 dollars a barrel today in Asian markets amid mixed signs about the strength of US crude demand.  Benchmark crude was down 1 cent at  97.60 dollars a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell 87 cents to settle at 97.61 dollars yesterday.  Brent crude was steady at 111.56 dollars a barrel on the ICE Futures Exchange in London.

The Pakistan Supreme Court has summoned Prime Minister Yousuf Raza Gilani in contempt of court case on 13th of this month. The court has charged Pakistan's Prime Minister with contempt for his failure to reopen an old corruption case against the President Asif Ali Zardri.  Today's court's decision follows an attempt by Prime Minister Yousuf Raza Gilani's lawyer to avoid the charge in a hearing before the judges. The prime minister could face six months in prison and be disqualified from holding office if convicted. The court ordered the government to write to Swiss authorities over two years ago to reopen a corruption case against President dating back to the late 1990s. The government, however, refused, saying the president enjoys immunity from prosecution while in office.

German Chancellor Angela Merkel urged Beijing today to put pressure on Iran to be more open and transparent over its nuclear programme. Merkel made the comment at the start of her three-day official visit to China during which she will hold talks with Chinese leaders expected to focus on the eurozone crisis, Iran and Syria.

American Defense Secretary Leon Panetta has said that U.S. and other foreign troops in Afghanistan will end their combat missions in 2013 and switch over to training Afghan security forces. Media reports quoting Panetta said that the goal of US is to complete all transition in 2013 and then to make a change in its role from a combat role to a training, advise-and-assistance role. Panetta made his comments yesterday on the eve of a meeting of NATO defense ministers in Brussels.

The world's largest social networking site, Facebook, has announced plans for a stock market flotation. Facebook said it would seek to raise five billion dollars, about half the amount many analysts expected. But the initial public offering is still expected to be the biggest sale of shares by an internet company.  Facebook, just eight years old and started by Harvard University students, now has 845 million users and made a profit of one billion dollars last year. Facebook filed its intention to float with the Securities and Exchange Commission after the US stock markets closed.

American search engine Google chose to apply for licence to operate in China. It agreed to abide by all the conditions imposed by the government in China after its share in the burgeoning Chinese market declined to 9 per cent. Since last year, Google has seen its share of the online mapping market shrink below 10 per cent while that it’s local rival Baidu Inc soared to 61 per cent.

The Institute of Company Secretaries of India, ICSI, has adopted a new syllabus. It  will have Objective type  multiple choice questions for Foundation Programme. The students are eligible to appear in the examination on the basis of self study. The requirement of Coaching Completion Certificate has been discontinued for Foundation programme Students.  A Ministry of Corporate Affairs release said, the new syllabus has been put into immediate effect.  The examination under this new syllabus will be held from December 2012 session of Company Secretary Examinations.

A three day long India Festival showcasing the cultural and trade linkages between India and UAE gets underway in the UAE Capital Abu Dhabi today. The function has been organized by Indian Social Congress in collaboration with the Cultural wing of Indian Embassy in Abu Dhabi. Indian Council of Cultural Relations, ICCR has sent three cultural troupes on Gujarati folklore, Qawwali and a Shehnai group in this year’s festival. One of the major attractions is the India food court where Indian delicacies will be put on platter over the next three days. India’s Ambassador to UAE M.K.Lokesh will inaugurate the festival .The President of Indian Social Congress, Ramesh V. Panicker said, last year the festival attracted 25,000 visitors and this year it is expected to reach 30,000 mark.

उच्चतम न्यायालय ने सन्‌ २००८ में कंपनियों को आवंटित किये गए सभी १२२ टू जी लाइसेंस रद्द कर दिये है। न्यायालय ने कहा है कि ये लाइसेंस मनमाने और गैर-संवैधानिक तरीके से दिये गए। न्यायालय ने भारतीय दूरसचांर नियामक प्राधिकरण ट्राई को टू जी स्पैक्ट्रम लाइसेंस देने के लिए नई सिफारिशे करने को कहा है। न्यायालय ने उन तीन दूरसंचार कंपनियों पर पांच पांच करोड़ रुपये का जुर्माना लगाया है जिन्होंने लाइसेंस प्राप्त करने के बाद अपनी हिस्सेदारी बेच दी। न्यायालय ने कहा कि स्पैक्ट्रम आवंटन चार महीने के अंदर नीलामी के जरिये किया जायेगा। यह आदेश एक गैर सरकारी संगठन और जनता पार्टी अध्यक्ष सुब्रमण्यम स्वामी की याचिकाओं पर आया है। सीबीआई इस मामले की पहले से ही जांच कर रही है।
न्यायालय ने टू जी स्पैक्ट्रम मामले में गृहमंत्री पी चिदम्बरम की कथित भूमिका की जांच की मांग के बारे में फैसला निचली अदालत पर छोड़ दिया है।

उच्चतम न्यायालय ने टूजी स्पेक्ट्रम मामले में और जांच के लिए विशेष जांच दल - एस आई टी बनाने से इंकार कर दिया है । मगर न्यायालय ने केंद्रीय सतर्कता आयोग से विभिन्न जांच दलों द्वारा की गयी छानबीन की मॉनिटरिंग करने में मदद करने को कहा है।

दूर संचार मंत्री कपिल सिब्बल ने लाइसेंसों को रद्द करने के उच्चतम न्यायालय के फैसले का स्वागत करते हुए कहा है कि सरकार इसका पालन करेगी। उन्होंने कहा कि न्यायालय के निर्देशों के अनुसार उनका मंत्रालय ट्राई की सिफारिशों के बाद इस मुद्दे पर आगे की कार्रवाई करेगा। उन्होंने यह स्पष्ट किया कि इस फैसले से उपभोक्ताओं पर कोई प्रभाव नहीं पड़ेगा।
आज नई दिल्ली में संवाददाता सम्मेलन में श्री सिब्बल ने कहा कि उच्चतम न्यायालय के फैसले में प्रधानमंत्री मनमोहन सिंह और तत्कालीन वित्त मंत्री पी चिदम्बरम के खिलाफ कोई टिप्पणी नहीं है।
हम सुर्प्रीम कोर्ट जजमेंट का स्वागत करते हैं। उन्होंने जो स्पष्टीकरण किया है कि हिन्दुस्तान में स्पेक्ट्रम का एलोकेशन है वह केवल आक्सन के द्वारा होना चाहिए और जो फस्ट कम फस्ट सर्व पॉलिसी शुरूआत से ही गलत है, २००३ से ही गलत है क्योंकि वो डिस्क्रिमिनेटरी है।
श्री सिब्बल ने कहा कि न्यायालय ने अपने फैसले में स्पष्ट किया है कि तत्कालीन दूरसंचार मंत्री ने प्रधानमंत्री मनमोहन सिंह तथा तत्कालीन वित्त मंत्री पी. चिदम्बरम की सलाहों पर ध्यान नहीं दिया।

ट्राई ने कहा है कि लाइसेंसों के रद्द किये जाने से ग्राहकों पर ज्यादा असर नहीं पड़ेगा क्योंकि कुल ग्राहकों में से लगभग ९५ प्रतिशत ग्राहक उन ऑपरेटरों से जुड़े हैं जिन्हें जनवरी २००८ से पहले लाइसेंस दिये गये थे।
नई दिल्ली में ट्राई अध्यक्ष जे एस सरमा ने कहा कि ग्राहकों को मोबाइल नम्बर की पोर्टेबिलिटी का इस्तेमाल करते हुए दूसरे ऑपरेटर के पास जाने का विकल्प होगा।

केंद्रीय मंत्रिमंडल ने ऐसे इलेक्ट्रोनिक उत्पादों की खरीद में घरेलू निर्माताओं को प्राथमिकता देने का फैसला किया है, जिसमें देश की सुरक्षा के पहलू शामिल है। यह फैसला विश्व व्यापार संगठन के प्रति, देश की प्रतिबद्धता के अनुरूप है।

सरकार ने चार अरब ८६ करोड़ रूपये की लागत से श्रीनगर में डल-निगीन झील के आसपास रहने वाले लगभग दस हजार परिवारों के पुनर्वास का फैसला किया है, क्योंकि ऐसा करना झील के जैव-पुनरूद्धार के लिए जरूरी है। यह फैसला आज शाम नई दिल्ली में प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में आर्थिक मामलों की मंत्रिमंडलीय समिति की बैठक में लिया गया।

प्रधानमंत्री मनमोहन सिंह ने राज्यों से यह सुनिश्चित करने को कहा है कि महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंन्टी कानून मनरेगा के तहत काम करने वाले मजदूरों को १५ दिन के भीतर उनका पारिश्रमिक मिल जाए। नई दिल्ली में मनरेगा सम्मेलन-२०१२ में प्रधानमंत्री ने राज्यों से कहा कि इन कामगारों के भुगतान के लिए औपचारिकताओं में बेहतर तालमेल हो और समय पर उनकी पुष्टि हो जाए ताकि मजदूरों को जल्दी पैसा मिल सके।
सबसे बड़ी चिंता इस बात की है कि मजदूरों को वक्त पर पैसा मिल पाएं। इसके लिए देश की गवर्नरमेंट, डाकघरों और बैंकों को अपनी पहुंच बढ़ानी होगी। हमारी कोशिश है कि १५ दिनों के भीतर मजदूरों को इनकी मजदूरी मिल पाए, इसमें देरी होने से उन्हें महंगा खर्च लेकर अपना काम चलाना पड़ता है।
इस अवसर पर राष्ट्रीय सलाहकार परिषद की अध्यक्ष सोनिया गांधी ने कहा कि इस योजना को लागू करने में भ्रष्टाचार, देश के गरीबों के प्रति अपराध है और इसे सहन नहीं किया जा सकता।
इस योजना के संबंध में भ्रष्टाचार और हेराफेरी की जो शिकायतें आ रही है, हम उन्हें नजरअंदाज नहीं कर सकते।

सरकारी तेल कंपनियों ने बकाया भुगतान नहीं करने पर आज शाम से कई हवाई अड्डों पर एयरइंडिया को ईंधन की आपूर्ति बंद कर दी है। इंडियन आयल, भारत पेट्रोलियम और हिन्दुस्तान पेट्रोलियम ने चारों मेट्रो हवाई अड्डों और तिरूअनंतपुरम तथा कोच्चि हवाई अड्डों पर एयरइंडिया को ईंधन की सप्लाई बंद कर दी। एयरइंडिया को भुगतान के लिए ९० दिन का समय देने के बावजूद भी भुगतान नहीं हो सका। सूत्रों अनुसार एयर इंडिया पर इन तेल कंपनियों के लगभग ४२ अरब रुपये बकाया हैं।

मुम्बई की एक स्थानीय अदालत ने पिछले साल १३ जुलाई को मुम्बई में हुए तीन विस्फोटों के सिलसिले में गिरफ्‌तार दो संदिग्ध आतंकवादियों की पुलिस हिरासत अवधि दस फरवरी तक बढ़ा दी है।
इस बीच, मुम्बई की मेट्रोपोलिटन अदालत ने कल तीसरे आरोपी हारून नाइक को दस फरवरी तक ए टी एस की हिरासत में दे दिया। हालांकि विस्फोटों का मास्टर माइंड इंडियन मुजाहिदीन आतंकी यासीन भटकल अभी भी फरार है।

उत्तर प्रदेश में विधानसभा चुनाव के लिए प्रचार अभियान तेज हो गया है। विभिन्न दलों के प्रचारक रैलियों और जनसभाओं के जरिये अधिक से अधिक मतदाताओं के पास पहुंचने की कोशिश कर रहे हैं।

पाकिस्तान की सुप्रीम कोर्ट ने प्रधानमंत्री युसुफ रजा गिलानी को न्यायालय की अवमानना के मामले में १३ फरवरी को अदालत में पेश होने को कहा है। न्यायालय ने प्रधानमंत्री पर राष्ट्रपति आसिफ अली जरदारी के खिलाफ भ्रष्टाचार के मामले को फिर से खोलने में विफल रहने के लिए अवमानना का आरोप लगाया है। अगर प्रधानमंत्री इस मामले में दोषी पाये जाते हैं तो उन्हें छह महीने की कैद की सजा हो सकती है और वे पद पर बने रहने के अयोग्य करार दिये जा सकते हैं।

सरकार ने आशा व्यक्त की है कि वह चालू वित्त वर्ष में ही बड़ी तेल कंपनी ओ एन जी सी के पांच प्रतिशत शेयरों की बिक्री का काम पूरा कर लेगी। तेल मंत्री जयपाल रेड्डी ने विनिवेश के बारे में अधिकार प्राप्त मंत्री समूह की बैठक के बाद आज नई दिल्ली में यह जानकारी दी। उन्होंने कहा कि अगले दस दिनों में मंत्री समूह की फिर से बैठक होगी जिसमें सेबी के नये दिशा-निर्देशों को देखते हुए शेयरों की बिक्री को अंतिम रूप दिया जायेगा।

रेल मंत्रालय ने रेल प्रणाली को नया रूप देने के लिए अगले दस वर्षों में १४ लाख करोड़ रूपये के निवेश की रूपरेखा तैयार की है। आज नई दिल्ली में संवाददाताओं से रेल मंत्री दिनेश त्रिवेदी ने कहा कि वर्तमान रेल प्रणाली अपनी उपयोगिता खो चुकी है और नई पीढ़ी की आवश्यकताओं को देखते हुए इसे नया रूप देने की जरूरत है।

The Supreme Court today cancelled 122 licenses of 2-G spectrum allocated to telecom companies in 2008. The apex court held that the licenses were granted in an arbitrary and unconstitutional manner and asked the telecom Regulatory Authority of India to make fresh recommendation on the grant of these licenses.  The Court imposed a fine of five crore rupees each for three telecom companies, which off - loaded their shares after getting the licenses.  It maintained that the allocation of spectrum will be done through auction within four months. The order came on petitions filed by an NGO and the Janata Party President, Subramaniam Swami. The highest court of the country left it to the trial court to decide on the demand for investigation of the alleged role of the Home Minister. It also directed the CBI to file status reports on its ongoing probes into 2G spectrum allocation case to the Central Vigilance Commission. Special CBI judge O P Saini who is hearing a separate petition of Dr.Subramanian Swamy to prosecute Mr.Chidambaram has already reserved its order for Saturday. A two member bench of the court maintained that its order should in no way influence the proceedings before the trial court. The Apex court asked the trial court to decide the matter within two weeks. The Court refused to appoint an SIT for further probe in 2G spectrum scam but sought the assistance of the Central Vigilance Commission to help it monitor the investigation.

Telecom Minister Kapil Sibal today welcomed the Supreme Court's judgement cancelling 122 2G licences and said the government will abide by it. Addressing a press conference in New Delhi, the Supreme court judgement should be read in the right perspective and it actually is a pointer towards the NDA government, as the UPA government only followed the policy initiated by their predecessor.

"The Prime Minister was in no way responsible, nor was the Finance Minister in any way responsible for whatever happened and whatever was done by the then minister. And on the policy issue the Supreme court now says that it is per se discriminatory, which is also of course well legacy of the NDA Government.

He said as per direction of the Supreme court his ministry will move forward in the issue, adding the subscribers will not be affected by the judgement.

The TRAI today said there will not be much impact on subscribers due to cancellation of 2G licenses of eight companies, as around 95 per cent of total subscribers belongs to operators which got licences before January 2008. This is consistent with the country's world trade organisation commitments. The decision was taken in the cabinet meeting held this evening. Government procures electronic items to meet the defence and security needs of the country and domestically manufactured electronic items are promoted to ensure that information processed through these equipment are not compromised.

The Government has decided to rehabilitate and resettle ten thousand families living in the Dal-Nigeen Lake in Srinagar at a cost of 486 crore rupees as it was necessary for eco-regeneration of the lake. The entire cost of the exercise will be borne by the State Government.

Our correspondent reports, Mr.Hasan's name figured in a TV sting operation related to allegedly using malpractices in the elections.

The Prime Minister today called upon the states to ensure that the Mahatma Gandhi National Rural employment Guarantee Act, MNREGA, workers get wages within 15 days. Addressing MNREGA Sammelan 2012 in New Delhi today, Dr Manmohan Singh asked the States to see that  the formalities for payment to those given employment under the scheme, are well coordinated and verified in time to ensure timely payment so that they are not unnecessarily troubled.

"The biggest concern is that the labours get their money in time. For this, Banks & Post Offices will have to reach out to villagers . Our effort is that the Labour get their wages within 15 days, otherwise they have to take costly loan."

Speaking on the occasion, the National Advisory Council, Chairperson,  Mrs. Sonia Gandhi said that corruption in the implementation of the scheme is a crime towards the poor of the country and it cannot be tolerated.

State-owned oil companies today snapped supplies of jet fuel (ATF) to Air India after the national carrier failed to honour payments even after 90-day credit period. According to an oil company official, Indian Oil, Bharat Petroleum and Hindustan Petroleum have stopped ATF supplies to Air India at the four metros, Trivandrum and Kochi from this evening.  Air India owes about 4,200 crore rupees as past dues towards fuel purchases.

The government today announced discontinuation of release of weekly primary and food inflation data based on the Wholesale Price Index.  It , however, will continue releasing the monthly headline or overall inflation data, which also contains the break-up for all segments including food, non-food, fuel and manufactured items. The headline inflation figures for January are scheduled to be released on February 14.

But silver gained 400 rupees, to 56,200 rupees per kilo. And US crude oil futures fell 95 cents, to 96.66 dollars a barrel, while Brent crude stood below 112 dollars a barrel. A local court in Mumbai today extended the police custody of two persons arrested recently in connection with July 2011 blasts in Mumbai. The police custody of Naqi Ahmed and Nadeem Sheikh who were arrested on January 12 in connection with the July 13 triple blasts in Mumbai has been extended till February 10.  Both Nadeem and Naqi, suspected Indian Mujahideen operative, were arrested by the Maharashtra Anti Terrorism Squad for allegedly facilitating the blast.

The Pakistan Supreme Court today ruled that Prime Minister Yousuf Raza Gilani had committed contempt by not initiating action against President Asif Ali Zardari for corruption. The Court today summoned Prime Minister Yousuf Raza Gilani to appear before it on 13th of this month. He will be formally charged on Feb 13th with contempt of court for failing to act on the court's orders to reopen graft cases against President Asif Ali Zardari. A seven-judge bench issued the order this afternoon after hearing arguments from Gilani's lawyer. If Gilani is convicted in the contempt case, he will be disqualified from holding any public office for five years. The Supreme Court has been pressuring the government to reopen cases of alleged money laundering against Zardari in Switzerland.

The Egyptian government has sacked the head of security in the northern city of Port Said for failing to deal effectively with the football riot that left 74 people dead. The announcement was made by the Interior Ministry, as the Egyptian Parliament held an emergency session to discuss the incident.

The government today said that the Geological Survey of India, GSI, has come up with findings that indicate the presence of new copper and gold deposits in Rajasthan, Karnataka and Uttar Pradesh. Mines Minister Dinsha Patel said in New Delhi that the GSI has made three significant findings- discovery of copper mineralisation at Khera block in Alwar district of Rajasthan and gold mineralisation in Tumkur and Sonbhadra districts in Karnataka and Uttar Pradesh.
