Campaigning for the sixth phase of Assembly Elections in Uttar Pradesh will end today. 68 constituencies, spread over 13 districts of Saharanpur, Meerut, Aligarh and the Agra divisions will go to polls on Tuesday in this phase. A total of 1,103 candidates including 86 women are in the fray. The Ruling BSP, Samajwadi Party and BJP have fielded their candidates for all 68 constituencies, while the Congress has left 33 seats for its ally, the Rashtriya Lok Dal. Our correspondent reports that campaigning has reached its peak for this phase.

Political parties have intensified their campaign for the Goa Assembly Elections. The state will go to the polls on the 3rd of March to elect a new assembly. Congress President Sonia Gandhi, yesterday, addressed an election rally at Fatorda in Margaon, while BJP General Secretary Gopinath Munde addressed a rally at Mala in Panaji. A Special Investigation Team of the Kerala Police have completed the search and seizure of weapons on board the Italian vessel Enrica Lexie during the wee hours today. Our correspondent reports that the process, which began yesterday afternoon on the vessel berthed at the Cochin Port, continued past midnight.
"The search and seizure on board the Italian vessel Enrica Lexie continued till 2 o' clock this morning, The Kochi City Police Commissioner M R Ajith Kumar said, the weapons and other materials seized from the vessel have been sealed in four boxes and were shifted to the Harbour Police Station at Wellington Island. He, however, refused to provide details of the seized materials. The Police Commissioner also said, the vessel will be allowed to leave the Kochi coast only after investigations are over. The Central Board of Excise and Customs (CBEC) will soon issue bio-metric cards to custom house agents to check fraud and misuse of services. Speaking to reporters in Mumbai yesterday, CBEC chairman SK Goel said, Bio-metric smart cards will be issued first in Mumbai in all three Customs zones. He gave the information that a fraudulent person will not be able to file documents anywhere in the city as his fingerprints would not match and his photo would be flashed across all zones.

In Afghanistan, the NATO-led International Security Assistance Force, ISAF has announced immediate withdrawal of all its personnel working in different Afghan Ministries in and around capital Kabul. The move comes after two senior US officers were shot dead in the Interior Ministry building in Kabul yesterday. Condemning the attack, the ISAF Commander General John R. Allen said, all leads to find the person responsible for this attack will be pursued. Local media reports said the gunman was an Afghan policeman but this has not been confirmed. The British embassy in Kabul has also decided to temporarily withdraw all civilian mentors and advisors from Afghan government institutions in the capital. Pakistani authorities, last night, demolished the compound in the garrison town of Abbottabad, where Osama bin Laden was killed by the US special forces last year. Local residents said, powerful spotlights were put up and a large number of security personnel, including army soldiers, were deployed in the area before the demolition began at around 9 PM. A US drone crashed in northwest Pakistan's tribal district near the Afghan border yesterday. Officials said, the unmanned reconnaissance aircraft came down in the mountainous Machikhel area about 30 kilometres east of Miranshah, the main town in the North Waziristan region. A Pakistan military official said in Peshawar that the US drone crashed due to some technical fault and fell in the mountains. The crash site has been surrounded by militants.

Opposition activists said, 83 people were killed in shelling by the security forces on rebel areas across the country yesterday on the eve of the referendum. Israeli Prime Minister Benjamin Netanyahu has said that the International Atomic Energy Agency's latest report on Iran's nuclear programme is further proof that Israeli estimates of the programme have been accurate. A government statement said, Mr Mandela was treated for a long-standing abdominal complaint and is expected to be released from hospital by tomorrow. Amarnath yatra pilgrims will have to produce medical certificates at the time of registration from now onwards. The decision was taken by the Shri Amarnath Shrine Board because of many Amarnath-bound pilgrims losing their lives due to health problems. Judges have thrown out a bribery case against former Italian Prime Minister Silvio Berlusconi, because it expired under the statute of limitations. Mr Berlusconi was accused of paying his former British tax lawyer, David Mills, to lie in a court to protect his interests. The case dates back to the 1990s. Acting on a specific information about the presence of militants in Bunjwad area of Kishtwar district, Army assisted by Central Reserve Police Force and Police launched joint search operations in the area late last night. Finding the troops advancing towards them, militants opened indiscriminate firing towards the troops which was effectively retaliated. The intermittent firing between the two sides continued for several hours and finally ended at about 11 am today with the gunning down of two militants. The two slain militants have been identified as Bilal and Rafiq. Bilal was a surrendered militant and had re-joined militant ranks while Rafiq- a Special Police Officer (SPO) had deserted the Police force and had joined militancy couple of months ago. The Delhi High Court has held that the Indian Railways is an enterprise and the Competition Commission of India, CCI is empowered to hear complaints against it for alleged abuse of its dominant position in the goods transport sector. Holding that there is a commercial angle to the services rendered by the Railways, Justice Vipin Sanghi dismissed the Railway Ministry's plea challenging the CCI jurisdiction to decide cases related to it.
The Court said, it is not an inalienable function of the state and the submission of the petitioner that it is not covered by the definition of enterprise, has no merit and is rejected. The judgement, which broadened the ambit of the panel by bringing Railways' commercial activities under it, came on the plea of the public carrier against a CCI verdict.

The Supreme Court has asked the Ministry of Civil Aviation to file its response to a plea challenging the Centre notification, which fixes different compensation amounts for international and domestic fliers. At present the compensation is 7.5 lakhs rupees in case of a domestic air passenger's death against 75 lakhs rupees for international fliers. A Bench of Justices Dalveer Bhandari and Dipak Misra issued notice to the Ministry on a plea challenging a 1973 notification of the Union government, which fixes airliners' liability in respect of passengers, baggage and cargo in different eventualities. The petition was filed by a Bihar native Rajesh Kumar whose son had died in an air ambulance crash last May at Faridabad in Haryana, along with all others including the flight crew members.

In Chhattisgarh, bodies of the two home guards killed by Naxals in the Bijapur district, have been recovered by the police. The home guards were killed by the Naxals in a Jan Adalat day before yesterday. They were kidnapped by the ultras about a month ago. The Naxalites also damaged about a dozen crusher plants near Jagdalpur in the Bastar district of the state last night.

Twenty-two Tamil fishermen and their five boats were taken into custody by Sri Lankan naval personnel when they were fishing near the International Maritime Boundary Line, IMBL, off Arichalmunai in Tamil Nadu early today. The police official sources said that the Lankan naval men alleged that the fishermen had crossed the IMBL while fishing. They said, the fishermen were produced before a court in Talimannar in Sri Lanka. Before taking the fishermen into custody, the Lankan naval men allegedly attacked them by pelting stones and bottles and damaged their boats.

In Odisha, 34 tribal poachers have been arrested in Barahakamuda in the world-famous Similipal Tiger Reserve Forests in Mayurbhanj district, about 350 km from Bhubaneswar. As many as 13 country guns, 80 bows and arrows and 80 kg of sambar meat have been seized from them. Our Correspondent reports, more than 500 armed poachers have entered Similipal Tiger Reserve ahead of the Akhanda Shikar, the traditional mass hunting by the tribals. The arrests came during intensified crackdown by forest department security personnel. The arrested poachers have been sent to Udala Sub-Jail in Mayurbhanj district after the Sub-Divisional Judicial Magistrate of Udala rejected their bail pleas.

The Odisha Government has imposed restriction on the visit of foreign tourists and researchers to the areas inhabitated by primitive vulnerable tribals groups like Bondas, Dongaria Kandhas and other such communities. The decision has been taken following the controversy over the human safari in the tribal areas of Odisha.
The state government also decided not to give permission in any form of amusement or entertainment by the primitive vulnerable tribal groups for the tourists. More from AIR Correspondent:
No foreign tourist or researcher intending to visit the areas inhabited and frequented by primitive vulnerable tribals groups like Bondas and Dongaria Kandhas in Odisha can do so now without valid permission from the concerned district collector and magistrate. A copy of the permission should also be marked to the local police station. In case of any violation, criminal cases will be lodged against the tourist, sponsor, tour operator under appropriate sections of the law. The concerned district collector and magistrate shall allow visitors to only limited number of villages or locations taking into account the sensitivity of the area and genuine purpose of the visit. The instructions issued by the Odisha Government maintains that permission for visiting the primitive vulnerable tribal groups areas at night will not be given. The State Bank of India, SBI, has taken in-principle decision to slash interest on education loans by up to one percentage point. SBI Managing Director and Chief Finance Officer Diwakar Gupta said, the bank will issue the notification shortly. At present, interest rates on education loans range from 12.25 per cent to 14.50 per cent, depending on their quantum and duration. SBI is also offering a concession of 0.5 per cent on interest rates for loans given to female students. About the possible slashing of home loan rates, Mr. Gupta said, the possibility is less.

In Assam, Governor J B Patnaik has taken the initiative to launch a white revolution. It will cover Tinsukia in the first phase as a few places of the district have already achieved success in milk production. Talking to AIR, Upper Assam Division Commissioner Ifitkar Hussain said, in a bid to improve the social and economic condition of the people of insurgency affected Sadia, Kakopathar and Tinsukia areas, the Governor has initiated the scheme. He said, Bharat Integrated Social Welfare Agency has already submitted the detailed project report on it.
Tinsukia district administration has involved various government departments, Self Help Groups, dairy development societies and local banks to implement the scheme. There are 200 dairy development societies and 15 SHGs being involved in this process. The Assam government is likely to extend the scheme to Majuli in the next phase.

People in Senegal are voting today in a Presidential election, with incumbent Abdoulaye Wade seeking a controversial third term. Mr Wade's re-election bid sparked protests in which several people died. Last month, the country's highest court, the Constitutional Council, announced that he could stand for a third term despite a two-term limit. Israeli war jets struck the town of Rafah in Gaza last night, causing severe damages but no injuries. Witnesses said, Israeli war jets fired two air-to-ground missiles at a cement storage facility on the outskirts of the southern town, two big explosions were heard and columns of smoke were seen in the area. The air strike was carried out shortly after Gaza militants fired several projectiles into southern Israel. An Israeli army spokesman said that the projectiles caused no damages or casualties. Acts of hostility remain between Israel and Gaza militants despite an Egypt-brokered ceasefire being in force.

Confederation of Indian Industry, CII today asked Finance Minister Pranab Mukherjee to retain the current rates of excise and service tax in the Budget to boost investments. CII said in its pre-Budget memorandum that there is a strong need for retaining the current rates of excise and service tax to spur investment by the industry. As the government is faced with widening fiscal deficit, there are apprehensions in the industry that excise duty may be hiked in the Budget. Finance Minister Pranab Mukherjee will present the Budget for 2012-13 on March 16.

उत्तर प्रदेश विधान सभा चुनाव के छठे चरण के लिये प्रचार आज शाम समाप्त हो गया। इस चरण में पश्चिमी उत्तर प्रदेश के १३ जिलों के ६८ निर्वाचन क्षेत्रों में मंगलवार को वोट डाले जायेंगे। जिला चुनाव अधिकारी, मतदान की तैयारियों को अंतिम रूप दे रहे हैं। ८६ महिलाओं समेत एक हजार १०३ उम्मीदवारों के चुनावी भाग्य का फैसला दो करोड १४ लाख मतदाता करेंगे। हमारे संवाददाता ने बताया है कि आज प्रचार के आखिरी दिन विभिन्न राजनैतिक दलों के नेताओं ने रैलियां की।छठें चरण का प्रचार अभियान खत्म होते ही अब मतदान की तैयारियां जोरों हैं। प्रचार के आखिर दिन वाले जिलों में आज तमाम दिग्गज नेताओं ने अपनी सारी ताकत झोंक दी। पूरी पार्टियां अपने निर्धारित मतदान केन्द्रों के लिए कल रवाना हो रही हैं। इस चरण में ३७ निवर्तमान विधायक भी अपनी किस्मत आजमा रहे हैं। विभिन्न राजनैतिक दलों के उम्मीदवार नेताओं ने कई विधानसभा क्षेत्रों में आज जनसभाओं को संबोधित किया।

उधर लखनऊ में निर्वाचन आयोग के प्रेक्षक उस स्ट्रॉंग रूम की स्थिति की जांच कर रहे हैं जहां लखनऊ के दो निर्वाचन क्षेत्रों की इलेक्ट्रानिक वोटिंग मशीनें रखी गई हैं। वहां पानी रिसने की खबरें मिली थी। निर्वाचन आयोग के प्रेक्षकों के अनुसार ये स्ट्रॉंग रूम आज अन्य निर्वाचन अधिकारियों और उम्मीदवारों की उपस्थिति में खोले जायेंगे।-------
उधर, गोवा में विधानसभा चुनाव के लिए तीन मार्च को होने वाले मतदान के लिए चुनाव प्रचार तेज हो गया है। विधानसभा की ४० सीटों के लिए २१५ उम्मीदवार चुनाव मैदान में हैं। हमारे संवाददाता ने बताया है कि विभिन्न राजनीतिक दलों के नेता अपने उम्मीदवारों के समर्थन में रैलियां और जनसभाएं कर रहे हैं।केन्द्रीय ऊर्जा मंत्री तथा वरिष्ठ कांग्रेसी नेता श्री सुशील कुमार शिंदे ने आज अलडोना में एक चुनावी प्रचार सभा को संबोधित किया, वहीं महाराष्ट्र के उपमुख्यमंत्री श्री अजीत पवार तथा गृहमंत्री आर.आर. पाटिल भी जनसभाएं कर रहे हैं। इस दरम्यान भाजपा के गोवा प्रभारी महासचिव श्री गोपीनाथ मुंडे ने भी पणजी में एक प्रचार सभा में भाग लिया।

कश्मीर घाटी में एवेलांच गिरने से फंसे दस स्थानीय लोगों को हेलीकॉप्टर से बचाकर उनके घर पहुंचा दिया गया है। इन दस में सात लोग सोनमर्ग विकास प्राधिकरण के कर्मचारी है और तीन स्थानीय निवासी हैं। हाल ही में सोनमर्ग इलाके में एवेलांच गिरी थीं। राज्य सरकार की अपील पर वायुसेना के हेलीकॉप्टर आज उन्हें गन्दरबल लेकर आये।इस बीच गुरेज में लापता दो जवानों की तलाश आज चौथे दिन भी जारी रही। सेना के सूत्रों ने बताया है कि खराब मौसम के कारण तलाश के काम में बाधा आ रही है। ये जवान लगभग १८ फुट बर्फ में दबे हुए हैं।

जम्मू-कश्मीर में जम्मू डिवीजन के किश्तवाड़ जिले में सुरक्षा बलों के साथ मुठभेड़ में दो आतंकवादी मारे गए हैं। किश्तवाड़ जिले के बुंजवाड़ इलाके में आतंकवादियों के होने की सूचना मिलने पर सेना ने केन्द्रीय रिजर्व पुलिस बल और पुलिस की सहायता से कल देर रात तलाशी अभियान शुरू किया। आतंकवादियों ने सैनिकों को अपनी ओर आता देखकर अंधाधुंध गोलियां चलानी शुरू कर दीं।-------
रक्षामंत्री ए के एंटनी ने कहा है कि केरल के पास समुद्र में दो भारतीय मछुआरों की हत्या के आरोपी इटली के दो नाविकों के खिलाफ जांच और कानूनी कार्रवाई भारतीय कानून के तहत की जायेगी। उन्होंने आज तिरूअंनतपुरम में पत्रकारों से कहा कि भारतीय न्यायपालिका पूरी तरह से स्वतंत्र और निष्पक्ष है। मारे गये एक मछुआरे के परिवार से कोलम में मिलने के बाद रक्षामंत्री ने बताया कि भारत के समुद्रीतट के आसपास सुरक्षा व्यवस्था को और मजबूत बनाया जायेगा। इसके लिए भारतीय नौसेना और तटरक्षक बल को सभी संभव सहायता दी जायेगी।-------
श्रीलंका की नौसेना द्वारा आज पकड़े गये २२ भारतीय मछुआरों को कल सुबह स्थानीय अदालत में पेश किये जाने की संभावना है। श्रीलंकाई नौसेना के कमांडर कोसला ने आकाशवाणी के संवाददाता को यह जानकारी देते हुए इन आरोपों का खंडन किया कि मछुआरों पर हमला किया गया था।श्रीलंका की नौसेना ने आज सुबह तमिलनाडु में अरिचल मुनाई के पास अंतर्राष्ट्रीय समुद्री सीमा के निकट मछली पकड़ने गये २२ भारतीय मछुआरों को उनकी पांच नौकाओं सहित पकड़ लिया था।

स्वास्थ्य मंत्री गुलाम नबी आजाद ने देश में पोलियो के नए मामले रोकने के लिए पोलियो की दवा पिलाने की प्रक्रिया को और मजबूत करने की जरूरत पर जोर दिया है। उन्होंने कहा कि पोलियो वाले देशों से इसके वायरस को भारत आने से रोकने के लिए देशभर में एक योजना लागू की गई है। आज नई दिल्ली में पोलियो शिखर सम्मेलन २०१२ के समापन अधिवेशन को संबोधित करते हुए श्री आजाद ने कहा कि २०१२ को पोलियो की दवा पिलाने की प्रक्रिया को तेज करने का वर्ष घोषित किया गया है। उन्होंने कहा कि सरकार विशेष अभियान चलाकर दवा पिलाने की गतिविधियों को तेज करेगी। उन्होंने बताया कि हर गर्भवती महिला और हर नवजात शिशु को पोलियो की दवा पिलाने के लिए पंजीकृत करने के वास्ते इंटरनेट पर व्यवस्था की गई है।-------
उत्तर प्रदेश सरकार ने , हाल में लखीमपुर खीरी जिले में, स्वास्थ्य विभाग के कर्मचारी महेन्द्र शर्मा की रहस्यमय मृत्यु की सीबीआई जांच कराने की सिफारिश की है। हमारे संवाददाता ने सरकारी सूत्रों के हवाले से बताया है कि राज्य सरकार ने इस बारे में केन्द्र सरकार को पत्र भेज दिया है। दिवंगत महेन्द्र शर्मा की पत्नी ने सीबीआई जांच की मांग की थी। लखीमपुर खीरी जिले के पसगवां प्राथमिक स्वास्थ्य केन्द्र में लेखाकार महेन्द्र शर्मा इस महीने की १५ तारीख को प्राथमिक स्वास्थ्य केन्द्र परिसर में मृत पाये गये थे। इसके पहले वे लंबे समय से लापता बताये जा रहे थे। राष्ट्रीय ग्रामीण स्वास्थ्य मिशन में घोटाले की जांच के सिलसिले में सीबीआई की टीम ने पिछले दिनों लखीमपुर खीरी जिले का दौरा किया था और कुछ अधिकारियों से पूछताछ की थी। सीबीआई ने कहा है कि तब महेन्द्र शर्मा को पूछताछ के लिए नहीं बुलाया था।-------
सीरिया में जारी हिंसा और विपक्ष के विरोध के बीच नये संविधान पर राष्ट्रव्यापी जनमत संग्रह शुरू हो गया है। सीरिया के राष्ट्रपति बशर अल असद ने कहा है कि नये संविधान में तीन महीने के भीतर बहुदलीय संसदीय चुनाव कराने की बात कही गई है। इससे बाथ पार्टी का एकाधिकार समाप्त हो जायेगा। इसके अलावा राष्ट्रपति का कार्यकाल सात साल तक सीमित हो जायेगा। एक व्यक्ति केवल दो कार्यकाल तक ही राष्ट्रपति के पद पर बना रह सकेगा।विपक्ष रायशुमारी का यह कहकर बहिष्कार कर रहा है कि यह प्रदर्शनकारियों के खिलाफ दमन की कार्रवाई को ढकने के लिए कराया जा रहा है। उधर गृहमंत्रालय ने एक बयान में कहा है कि कुछ इलाकों को छोड़कर अधिकतर प्रांतों में लोग भारी संख्या में मतदान कर रहे हैं। इस बीच सीरिया में मानवाधिकारों की देखरेख कर रहे, विपक्षियों के एक संगठन ने कहा है कि आज की हिंसा में ३१ लोग मारे गये हैं।

मिस्र में संसद के उपरी सदन यानी शूरा काउंसिल के लिए इस्लामी पार्टियों ने ८० प्रतिशत से ज्यादा सीटें जीत ली हैं। मुस्लिम ब्रदरहुड की फ्रीडम एंड जस्टिस पार्टी को १८० में से १५० सीटों पर जीत हासिल हुई है। सालाफिस्ट रेडिकल अल नूर पार्टी ४५ सीटें जीतकर दूसरे स्थान पर रही है। अल वफ़द पार्टी को १४ सीटें मिली हैं और इसका स्थान तीसरा रहा है। इस्लामी पार्टियों के पास संसद के निचले सदन में पहले ही दो तिहाई से ज्यादा बहुमत है। शूरा काउंसिल के अधिकार सीमित हैं और इसमें कुल २७० सदस्य है। इनमें से दो तिहाई सदस्य सीधे निर्वाचित किए जाते हैं जबकि बाकी एक तिहाई राज्यों के प्रमुखों द्वारा नियुक्त किए जाते हैं।-------
दक्षिण अफ्रीका के पूर्व राष्ट्रपति और नोबल पुरस्कार से सम्मानित नेल्सन मंडेला को अस्पताल से छुट्टी मिल गई है। उन्हें पेट की तकलीफ के कारण अस्पताल में भर्ती कराया गया था। सरकार ने बताया है कि उनकी मेडिकल जांच में कोई गंभीर समस्या नजर नहीं आई इसलिए उन्हें घर जाने की अनुमति दे दी गई है। दक्षिण अफ्रीका के रक्षा मंत्री लिडींवे सिसुलू ने बताया कि ९३ वर्षीय श्री मंडेला स्वस्थ हैं।-------

दक्षिण दिल्ली के छत्तरपुर में आज एक निर्माणाधीन इमारत की दीवार ढहने से चार बच्चों की मौत हो गई। दमकल विभाग के अधिकारियों ने बताया कि यह घटना दोपहर साढे बारह बजे घटी, जब ये बच्चे इमारत में खेल रहे थे। उन्होने बताया कि मृत बच्चों में एक लड़की और तीन लड़के हैं जिनकी उम्र लगभग दस साल है।-------
केंद्र ने जम्मू कश्मीर में विश्व प्रसिद्ध डल झील के संरक्षण के लिए ३५६ करोड़ रूपये और वुल्लर झील के लिए १२० करोड़ रुपये मंजूर किए हैं।डलझील के लिए दिये गये पैसे में से एक हिस्सा झील में रहने वाले उन सैकड़ों परिवारों को फिर से बहार पुर्नवास पर खर्च किया जाएगा जो यहां काजों से रहते आए हैं। अनेक कार्यों में सफाई और कब्जा हटाने के काम भी हाथ में लिए गये हैं जबकि वुल्लर झील के लिए भी नाजायज कब्जे को हटाने और पानी पर लगे दरख्त हटाने को प्राथमिकता दी जा रही है। प्रवेक्षक मानते है कि अगर इस धन राशि का सही उपयोग हुआ तो कश्मीर घाटी के प्राकृतिक सौन्दर्य में और चार चांद लग जाएंगे। मुश्ताक अहमद तांत्रे आकाशवाणी समाचार श्रीनगर
