सरकार ने थलसेना से अपनी खरीद प्रक्रिया इस प्रकार की बनाने का निर्देश दिया है जिससे किसी तरह की खामी पाए जाने की स्थिति में जवाबदेही तय की जा सके। रक्षा मंत्री ए. के. एंटनी ने आज नई दिल्ली में सेना के लिए खरीद से जुड़े विभिन्न मुद्दों और प्रस्तावों की समीक्षा की। उन्होंने रक्षा मंत्रालय और सेना के अधिकारियों से तकनीकी मूल्याकंन तथा परीक्षण को कम समय में पूरा करने की संभावना का पता लगाने को भी कहा। उन्होंने सेना मुख्यालय को अधिक वित्तीय अधिकार देने का समर्थन किया बशर्ते इससे हथियारों और उपकरणों की खरीद में तेजी आए।
बैठक में अन्य लोगों के अलावा थल सेनाध्यक्ष जनरल वी. के. सिंह, रक्षा सचिव शशिकांत शर्मा, खरीद महानिदेशक विवेक रे और थल सेना के वरिष्ठ अधिकारियों ने भाग लिया। आज लिए गये फैसलों पर अमल में प्रगति की समीक्षा के लिए अगले महीने एक और बैठक होगी।
रक्षामंत्री की अध्यक्षता में रक्षा खरीद परिषद की अलग से बैठक हुई। समझा जाता है कि इसमें सेना के तीनों अंगों, डीआरडीओ, और तटरक्षक बल से संबंधित खरीद प्रस्ताओं पर चर्चा हुई। इस बैठक में थल सेनाध्यक्ष के अलावा नौ सेनाध्यक्ष एडमिरल निर्मल वर्मा, वायुसेना प्रमुख चीफ एयर मार्शल एन. ए. के. ब्राउनी ने भाग लियां

केन्द्रीय अन्वेषण ब्यूरो-सी बी आई ने सेना के लिए टाट्रा ट्रकों की खरीद में कथित अनियमितताओं के सिलसिले में वेक्टा्र समूह के प्रमुख रवि ऋषि से आज पूछताछ की। वेक्ट्रा समूह के मालिक रवि ऋषि की टाट्रा ट्रकों में बड़ी हिस्सेदारी है। जांच एजेंसी ने शनिवार को टाट्रा ट्रक सौदे के सिलसिले में उनसे कड़ी पूछताछ की थी। सी बी आई ने कल ब्रिटिश नागरिक रवि ऋषि के खिलाफ लुकआउट नोटिस जारी किया था, ताकि वे देश छोड़कर न जा सकें। जांच एजेंसी ने इसके लिए सभी हवाई अड्डों और निकास द्वारों को भी अलर्ट कर दिया है।

प्रधानमंत्री ने टैक्नोलॉजी और प्रशिक्षण दोनों की मदद से सुरक्षाबलों के स्तर में निरन्तर सुधार की आवश्यकता बताई है ताकि नई चुनौतियों का सामना किया जा सके। आज नई दिल्ली में विशेष संरक्षण बल-एसपीजी के २७वें स्थापना दिवस समारोह में डॉ० मनमोहन सिंह ने कहा कि आतंकवाद अब नया स्वरूप ले रहा है और इसमें पढ़े-लिखे आतंकवादी शामिल हो रहे हैं। उन्होंने अपने कर्मियों को प्रशिक्षित करने के लिए नये तरीके अपनाने और सर्वश्रेष्ठ अंतर्राष्ट्रीय मानकों के अनुरूप सुरक्षा तैयारी क्षमता प्राप्त करने के लिए एसपीजी की सराहना की। उन्होंने इसमें एस.पी.जी. को सरकार के पूरे सहयोग का आश्वासन दिया।

कांग्रेस ने, राष्ट्रीय आतंकवाद निरोधक केन्द्र-एन सी टी सी पर सरकार के रूख को दोहराते हुए कहा है कि यूपीए सरकार इस मुद्दे पर कुछ मुख्यमंत्रियों की चिन्ताओं का समाधान करेगी। पार्टी प्रवक्ता मनीष तिवारी ने बताया कि प्रधानमंत्री और गृहमंत्री दोनों ने कहा है कि सरकार, संबंधित राज्य सरकारों के साथ बातचीत को तैयार है। उन्होंने कहा कि इस दिशा में बातचीत की प्रक्रिया शुरू भी कर दी गई है।

केरल में कोलम की एक अदालत ने इटली के एनरिका लेक्सी जहाज के दो सुरक्षा गार्डों की न्यायिक हिरासत १४ दिन और बढ़ा दी है। उन पर फरवरी में केरल तट के पास दो भारतीय मछुआरों की गोली मारकर हत्या का आरोप है। ये १९ फरवरी को गिरतारी के बाद से न्यायिक हिरासत में हैं। दोनों आरोपियों को केन्द्रीय जेल के विशेष कक्ष में रखा गया है। राज्य सरकार ने दोनों कैदियों को जेल से बाहर अतिथि गृह में रखने और अंतर्राष्ट्रीय समुद्री कानून के तहत भारत के बाहर मुकदमा चलाने के इटली के राजनयिक दबाव का कड़ा विरोध किया है। मामले की जांच के लिए कोच्चि नगर पुलिस आयुक्त आर. अजित कुमार के नेतृत्व में एक विशेष जांच दल गठित किया गया है।

विदेश मंत्री एस. एम. कृष्णा ने कहा कि इटली के एनरिका लैक्सी जहाज के मुद्दे पर दोनों देशों के बीच सौहार्दपूर्ण संबंधों पर कोई प्रभाव नहीं पड़ेगा। श्री कृष्णा ने कोच्चि में कहा कि दोनों देशों के बीच संबंध और मजबूत करने के लिए और उपाय किए जाएंगे।

किसी भी तरह से इसका असर हमारे इटली के साथ सौहार्दपूर्ण संबंधों पर नहीं पड़ेगा। इटली के साथ हमारे सद्भावनापूर्ण संबंध हैं जिन्हें हम आगे और मजबूत करना चाहते हैं।
इससे पहले, श्री कृष्णा ने, रोककर रखे गये इटली के जहाज के मुद्दे पर केरल के मुख्यमंत्री ओमन चांडी के साथ बातचीत की। उन्होंने राज्य में १३ पासपोर्ट सेवा केन्द्रों का भी उद्घाटन किया। उन्होंने बताया कि सरकार हज यात्रा पर से सब्सिडी हटाने पर विचार कर रही है।

पश्चिम बंगाल विधानसभा ने आज भूमि सुधार संशोधन विधेयक, २०१२ पारित कर दिया। इसका उद्देश्य राज्य में औद्योगिकीकरण की प्रक्रिया में तेजी लाना है। संसदीय कार्यमंत्री पार्था चटर्जी ने विधेयक पर चर्चा का उत्तर देते हुए कहा कि राज्य में उद्योग स्थापित करने के लिए पर्याप्त जमीन है और मुख्यमंत्री की अध्यक्षता में मंत्रियों की एक समिति बनायी जाएगी, जो उद्योगों के लिए अधिकृत की गई जमीन के उचित इस्तेमाल की निगरानी करेगी। विपक्ष के नेता डॉक्टर सूर्यकांत मिश्रा ने कहा कि विधेयक को सदन की प्रवर समिति में भेजा जाना चाहिए। बाद में मतदान के दौरान विधेयक के पक्ष में १५६ सदस्यों ने, और ४६ सदस्यों ने उसके खिलाफ वोट दिया।

महाराष्ट्र में नक्सलियों ने नक्सल प्रभावित गढ़चिरौली जिले में अहेरी ताल्लुका के जोगनगुड्डा गांव में दो आदिवासियों की गोली मार हत्या कर दी है। पुलिस सूत्रों ने बताया है कि मृतकों की पहचान बापू विनायक और अर्जुन तालंडी के रूप में हुई है। कल रात नक्सलियों ने उनका अपहरण कर लिया था। आज तड़के उन्हें गांव में लाकर और गोली मार दी।

केन्द्रीय गृह सचिव आर.के. सिंह ने देश में आतंकवाद और नक्सलवाद से निपटने के लिए खुफिया नेटवर्क मजबूत करने पर जोर दिया है। पटना में आईटीबीपी के सेक्टर मुख्यालय का उद्घाटन करते हुए उन्होंने कहा कि नक्सलवाद की समस्या का समाधान बातचीत से नहीं किया जा सकता, क्योंकि माओवादी लोकतांत्रिक व्यवस्था में विश्वास नहीं करते। श्री सिंह ने कहा कि नक्सलवादी, गरीबों के उत्थान के नाम पर समानांतर प्रशासन स्थापित करना चाहते हैं। उन्होंने सवाल उठाया कि अगर नक्सलवादियों का यह प्रयास सही है, तो फिर देशभर में नक्सली हमलों में गरीब क्यों मारे जा रहे हैं। केन्द्रीय गृह सचिव ने कहा कि केन्द्र, आतंकवाद और नक्सलवाद से निपटने में कोई कसर नहीं छोड़ेगा।

सरकारी क्षेत्र की तेल कंपनियों ने चेतावनी दी है कि अगर उन्हें पेट्रोल के दाम बढ़ाने की अनुमति नहीं दी जाती है या कम कीमत पर तेल बेचने से हो रहे प्रतिदिन ४८ करोड़ रुपये के नुकसान की भरपाई नहीं की जाती है तो तेल आपूर्ति बाधित हो सकती है। कंपनियों ने कहा है कि स्थिति बहुत ही कठिन है और उन्हें बीस प्रतिशत बिक्री कर जोड़ने के बाद पेट्रोल की बिक्री पर प्रति लीटर सात रुपये ६७ पैसे का नुकसान हो रहा है। भारतीय तेल निगम के अध्यक्ष आर. एस. बूटोला ने कहा कि पेट्रोल के उत्पादन लागत में ९३ प्रतिशत हिस्सा कच्चे तेल का है जिसे कंपनियां आयात करती हैं।
भारतीय तेल निगम, भारत पेट्रोलियम और हिन्दुस्तान पेट्रोलियम को वर्तमान मूल्य पर पेट्रोल की बिक्री से हर रोज ४८ करोड़ रुपये का नुकसान हो रहा है। सरकार ने जून २०१० में पेट्रोल की कीमतों पर नियंत्रण हटा लिया था, लेकिन सरकार तेल कंपनियों को पेट्रोल का दाम बढ़ाने की अनुमति नहीं दे रही है।

अमरीका और यूरोजोन में आर्थिक मंदी के कारण इस साल फरवरी में भारत का निर्यात चार दशमलव दो प्रतिशत घटकर चौबीस अरब साठ करोड़ डॉलर रहा। यह तीन महीने में सबसे कम है लेकिन इसी अवधि में आयात बीस दशमलव छह प्रतिशत बढ़कर ३९ अरब सत्तर करोड़ डॉलर हो गया। इससे व्यापार घाटा पन्द्रह अरब दस करोड़ डॉलर का रहा।
अप्रैल २०११ से फरवरी २०१२ की अवधि में वार्षिक आधार पर कुल निर्यात २१ दशमलव चार प्रतिशत की वृद्धि के साथ २६७ अरब डॉलर का हुआ। वाणिज्य सचिव राहुल खुल्लर ने कहा कि २०११-१२ के वित्त वर्ष में आयात ४८० अरब डॉलर होने की संभावना है तथा व्यापार घाटा १७५ से १८० अरब डॉलर होने की उम्मीद है।

केन्द्रीय परिवहन और राजमार्ग मंत्री सी. पी. जोशी ने कहा है कि उनके मंत्रालय ने पिछले वित्त वर्ष में सात हजार ९५७ किलोमीटर सड़कें और राजमार्ग बनाने के ठेके दिये। नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने कहा कि इस भारी सफलता का श्रेय पारदर्शिता तथा निष्पक्ष निविदा प्रक्रिया के पालन को जाता है। भारतीय राष्ट्रीय राजमार्ग प्राधिकरण ने पूरी तरह ई-टेंडरिंग शुरू कर दी है।

सेबी ने शेयर बाजारों को सूचीबद्ध करने का रास्ता साफ करते हुए कहा है कि बुअर्स का ५१ प्रतिशत शेयर जनता के पास रह सकता है। यह फैसला बिमल जालान समिति की सिफारिशों पर लम्बी बहस के बाद किया गया। जालान समिति शेयर बाजारों को सूचीबद्ध करने के पक्ष में नहीं थी। मुम्बई में सेबी की बैठक में बाजार बुनियादी ढांचा संस्थानों की स्वामित्व तथा प्रबंधन की समीक्षा पर जालान समिति की कई अन्य सिफारिशों को स्वीकार कर लिया गया।

बॉम्बे स्टाक एक्सचेंज का सेंसेक्स आज नये वित्त वर्ष के पहले कारोबारी सत्र में अधिकतर एशियाई बाजारों में तेजी के बीच ७४ अंक बढ़कर सत्रह हजार ४७८ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी २२ अंक बढ़कर ५ हजार ३१८ पर जा पहुंचा। अमेरिकी कच्चे तेल का वायदा मूल्य ६२ सेंट कम होकर १०२ डालर ४० सेंट प्रति बैरल हो गया। जबकि ब्रैंट कू्रड का मूल्य १२३ डालर प्रति बैरल से नीचे गिर गया।

स्टार ग्रुप ने जुलाई २०१२ से मार्च २०१८ तक भारतीय क्रिकेट के प्रसारण, इंटरनेट और मोबाइल अधिकार हासिल कर लिए हैं। स्टार ग्रुप ने मुंबई में छह साल तक प्रसारण के अधिकार तीन हजार आठ सौ ५१ करोड रपए की बोली लगाकर हासिल किए। इनमें ९६ मैच शामिल है। रूपर्ट मर्डोक के मालिकाना हक वाले स्टार स्पोर्ट्स के प्रसारण अधिकार में भारत में खेले जाने वाले सभी अंतरराष्ट्रीय मैच और रणजी ट्रॉफी, ईरानी ट्रॉफी और दलीप ट्रॉफी जैसी घरेलू प्रतियोगिताएं शामिल हैं। स्टार के अलावा मल्टी स्क्रीन मीडिया सोनी ने भी बोली लगाई थी।

भारतीय ओलंपिक संघ, आई. ओ. ए. ने तीन बार के ओलंपियन और पूर्व हॉकी कप्तान अजीत पाल सिंह को इस वर्ष होने वाले लंदन ओलंपिक खेलों के लिए भारतीय दल का प्रमुख नियुक्त करने की घोषणा की।

शिक्षा और विकलांगता के क्षेत्र में कार्य करने वाले व्यक्ति मानव संसाधन मंत्रालय और सामाजिक न्याय तथा सशक्तिकरण मंत्रालय के लोग एक साथ बैठकर उनके लिए विशेष प्रकार की शिक्षा पर विचार विमर्श कर इस बारे में एक सही नीति तैयार करें ताकि १२वीं योजना के दौरान इस पर कोई असमंजस न हो और हम कुछ दिशानिर्देश तैयार कर सकें जिन पर समय आने पर अमल किया जा सके।

रूस के एक यात्री विमान के साइबेरिया में दुर्घटनाग्रस्त होने से ३१ लोग मारे गए हैं। आपातस्थिति मंत्रालय ने कहा है कि एटीआर-७२ टर्बो प्रॉप विमान में चालक दल के चार सदस्यों सहित ४३ लोग सवार थे, जीवित बचे १२ लोगों को अस्पताल ले जाया गया है। पांच घायलों की हालत गंभीर है। इतर तास समाचार एजेंसी के अनुसार दोनों पायलटों समेत चालक दल के सभी सदस्य मारे गए हैं। विमान ट्यूमैन से सरगुट जा रहा था।

ओसामा बिन लादेन की तीन विधवाओं और दो बड़ी बेटियों पर पाकिस्तान में अवैध रूप से रहने के लिए आरोप लगाया गया है और ४५ दिन की जेल की सजा सुनाई गई है। प्रत्येक पर एक सौ चौदह डॉलर का जुर्माना भी लगाया गया है।

The government has directed the Army to streamline its acquisition process in such a manner so that accountability can be fixed in case of any slippages. The Defence Minister Mr. A.K. Antony today reviewed various issues and proposals relating to acquisition for the Army on Capital and Revenue Accounts and asked the Defence officials and the Army to examine the possibility of compressing the time taken for technical evaluations and trials. He favoured delegation of more financial powers to Service Headquarters if it can lead to speedier acquisition of equipment, platforms and systems for the Services.

The meeting was attended among others by Defence Secretary Shashi Kant Sharma, Chief of Army Staff Gen. V.K. Singh, DG Acquisition Vivek Rao and the top brass of Indian Army. Another meeting will be held next month to review the progress made on the decisions taken today.

A separate meeting of the Defence Acquisition Council, DAC,was also chaired by the Defence Minister in New Delhi today. The DAC, the apex body of the Defence Ministry, is believed to have discussed procurement proposals relating to the three Services, DRDO and the Coast Guard. It was attended by three Services Chiefs.

The Central Bureau of Investigation today questioned Vectra Group chief Ravi Rishi in connection with a case of alleged irregularities in purchase of Tatra trucks for the Indian Army. Mr. Rishi, who owns the Vectra group and has a majority stake in the Tatra trucks, was earlier grilled by the premier probe agency on Saturday in connection with the Tatra trucks deal case. The CBI yesterday issued a lookout notice against Mr. Rishi, a British citizen, to prevent him from leaving the country. The probe agency has alerted all airports and exit points to ensure that he does not leave the country.

The Prime Minister today stressed the need for continuous upgrading of security forces, both in terms of technology and training, to meet the ever emerging new challenges. Addressing the 27th Raising Day function of Special Protection Group, SPG. in New Delhi today, Dr. Manmohan Singh said, terrorism today has acquired new forms and shapes and are often driven by a bold and educated class of terrorists. He said that SPG must induct top quality and highly motivated personnel in adequate numbers, provide them an environment that encourages good performance and equip them with the latest technology and skills. Dr. Singh assured government’s full support to the organization in its endeavors in this direction.

Union Home Secretary R. K. Singh today emphasized the need for strengthening of the intelligence network to fight twin menace of terrorism and naxalism in the country. While inaugurating the sector headquarter of ITBP at Patna Mr. Singh said naxal menace could not be eradicated through dialogue as Maoist do not believe in democratic set up.

They want to establish a parallel administration in the name of upliftment of the poor. Union Home secretary said the centre will not leave any stone unturned to combat terrorism and naxalism.

Reiterating the government's stand on the issue of operationalisation of National Counter Terrorism Centre, NCTC, the Congress today said that UPA government will address the concerns of those Chief Ministers of States who have raised observations on this issue. Briefing reporters in New Delhi, the party spokesman Manish Tiwary said, both the Prime Minister and Home Minister have already said that the the government is ready for consultations with the concerned States on this issue. He said that a consultation process has already been started in this regard.

On the issue of Gems and Jewellaries associations' strike against their demands of withdrawal of excise duty on unbranded jewellery, Mr. Tiwary expressed the hope that Congress led UPA government will soon find a constructive solution in this regard.

In Kerala, a Kollam court today extended by 14 days the judicial remand of two marines of Italian ship 'Enrica Lexie'. The marines are charged with gunning down two Indian fishermen off the Kerala coast in February. The duo, Latore Massimiliano and Salvatore Girone, have been in remand since February 19 when they were arrested.

The marines were produced before Chief Judicial Magistrate on expiry of the deadline of their judicial custody. The accused are lodged in a special cell in the central prison.

The External Affairs Minister S.M Krishna today said that the issue relating to Enrica Lexie will not affect the cordial relations between the two countries. He was speaking to media persons in Kochi

"This does not in any manner affect the cordial relationship that we have with Italy and we would like to continue to have those relationship further strengthened."

Mr. Krishna said the union government is not inclined to go beyond the state government's stand on the issue.

Earlier, Mr. Krishna held discussions with the Kerala Chief Minister Oommen Chandy and other officials of the state on the issue relating to the detained vessel. He also inaugurated 13 Passport Seva Kendras in the state.

State-owned oil companies warned of disruptions in fuel supplies if they are not allowed to raise petrol price or compensated for the 48 crore rupees per day loss the companies incur on selling fuel below cost. The companies say that the situation is very critical and they are losing 7.67 rupees per litre on petrol, after adding 20 per cent sales tax. Talking to reporters, Indian Oil Corporation Chairman R S Butola said that 93 per cent of cost of production is on account of crude oil, which the companies have to import.

IOC and other oil PSUs, Bharat Petroleum and Hindustan Petroleum are losing 48 crore rupees per day on sale of petrol, whose pricing was decontrolled by the government in June 2010.

But the government hasn't allowed the oil companies to hike petrol price.

The Reserve Bank of India, RBI today said that Indian companies will require to obtain its prior permission to open, hold and maintain foreign currency account -FCA abroad for the purpose of overseas direct investments. The RBI has issued a notification to this effect. According to the notification the remittances sent to the FCA by the Indian company should be utilised only for making overseas direct investment into the joint venture or wholly-owned subsidiaries abroad.

"The Sensex at the Bombay Stock Exchange rose 74 points, or 0.4 percent, to 17,478, in the first trading session of the new fiscal, amid largely positive Asian markets, today. The Nifty climbed 22 points, or 0.4 percent, to 5,318. Stock markets in Japan, Singapore and South Korea gained between 0.2 percent and 0.8 percent. And US crude oil futures slipped 62 cents, to 102.40 dollars a barrel, while Brent crude fell below 123 dollars a barrel. Pradeep Kumar, AIR News."

This was decided after considering the much-debated Bimal Jalan Committee recommendations which had not favoured listing of stock exchanges. The Board, however, in its meeting in Mumbai accepted several other recommendations of Jalan Committee on Review of Ownership and Governance of Market Infrastructure Institutions, MIIs.

The stock exchanges will have diversified ownership and no single investor will be allowed to hold more than 5 per cent except the stock exchange, depository, insurance company,banking company or public financial institution which may hold upto 15 per cent. 51 per cent of the holding of the Stock Exchanges will be held by public, the market.

No stock exchange shall be permitted to list within 3 years from the date of approval by SEBI.

Impacted by the economic slowdown in the US and euro-zone, India's export growth slipped to a three-month low of 4.2 per cent, at 24.6 billion dollars in February this year. But imports grew 20.6 per cent, year-on-year, to 39.7 billion dollars in February. This left a trade deficit of 15.1 billion dollars.

Oil imports in February grew 39.4 per cent, to 12.7 billion dollars. Non-oil imports increased 13.5 per cent, to 27.1 billion dollars.

In Afghanistan, 17 militants were killed during military operations in different provinces of the country over the past 24 hours. The Interior Ministry today said the national police backed by army and the NATO- led forces have conducted series of operations in several provinces including Kabul, Helmand and Kandahar over the past 24 hours during which insurgents were killed.

Un Special envoy Kofi Annan is scheduled to brief UN Security Council today on the progress of his peace mission to Syria. He will provide a feedback to the Security Council members after his visits to Syria, Russia and China to end the crisis in Syria. Ahead of the briefing ,pressure is mounting on the Syrian regime to implement Annan’s peace plan.

Meanwhile, violence continues in the country. At least three people werer killed in an army offensive in Idlib province, and there has been fresh fighting in the city of Homs. There has also been an explosion in central Damascus.

Osama Bin Laden's three widows and two eldest daughters have been charged and sentenced for living in Pakistan illegally. They have received a jail term of 45 days in prison and fined 114 dollars each. The women have already served a month of their sentence and are expected to be deported in two weeks. The three widows were taken into custody after Osama Bin Landen was killed in a raid by US special forces in Pakistan last year.

A Russian passenger plane carrying 43 people, crashed shortly after take-off in Siberia today. Emergencies Ministry today said, 32 people were killed while 11 survivors were taken to hospital. Officials said, 39 passengers and four crew members were on board the plane. According to Tass news agency, all the crew members including two pilots and two flight attendants, died.

The Indian Olympic Association, IOA named former hockey captain Ajitpal Singh as Chef-de-Mission of national contingent for the London Olympics. Three time Olympian Ajitpal, who led the country to its only victory in the World cup in 1975 so far, is the first active sports person to be honoured by being appointed as Chef-de-Mission of the Olympic contingent. Making this announcement in New Delhi today, the IOA acting president Vijay Kumar Malhotra said senior vice-presidents Tarlochan Singh and BP Basaya will be the IOA's delegates for the Games.

The Star Group today bagged the broadcast and digital rights of India's international cricket matches at home for a period of six years after bidding a whopping 3851 crore rupees.

The Rupert-Murdoch-owned company beat competition from Multi Screen Media (Sony) to bag rights for all international matches at home events like Ranji Trophy, Duleep Trophy and the Irani Trophy starting from July 2012 till March 2018.
