इस बीच, ओड़िशा पुलिस संघ और ओड़िशा कांॅस्टेबल, हवलदार और सिपाही मानसंघ ने धमकी दी है कि अगर किसी भी कट्टर माओवादी को छोड़ा गया तो वे नक्सल विरोधी कार्रवाई में हिस्सा नहीं लेंगे।
यह फैसला समिति की बैठक में लिया गया। बैठक में रक्षा सचिव शशिकांत शर्मा ने इस बात की पुष्टि की कि सेना को अपनी आवाजाही के बारे में सरकार को सूचित करने की जरूरत नहीं है और मीडिया में १६-१७ जनवरी के जिस अभ्यास का जिक्र हुआ है वो सामान्य अभ्यास था।
जम्मू में उच्च स्तर की बैठक में गृहमंत्री पी. चिदम्बरम को अर्द्धसैनिक बलों, पुलिस और खुफिया एजेंसियों की तरफ से अंतर्राष्ट्रीय सीमा पर सुरक्षा प्रदर्शन और राज्य की अंतरिम सुरक्षा पर व्यापक जारकारी दी जाएगी। २५ जून से दो अगस्त तक चलने वाले वार्षिक अमरनाथ यात्रा पर भी इस बैठक में चर्चा होगी। राज्य के मुख्यमंत्री उमर अब्दुल्ला बैठक में केन्द्रीय गृहमंत्री के साथ राज्य के कुछ जिलों जम्मू, सांभा, कुटवा, श्रीनगर और बड़गांव जिलों से आर्म्ड फोर्सेस स्पेशल पावर एक्ट हटाने और श्रीनगर से सीआरपीएफ के बंकरों को चरणबद्ध तरीके से हटाने पर चर्चा करेंगे। आकाशवाणी समाचार के लिए जम्मू से आर. के. रैना।-
भारत ने कहा है कि वह पड़ोस तथा आस-पास के क्षेत्रों में चीन की बढ़ती सैन्य शक्ति के प्रति सचेत है और उस पर नजर रखे हुए है। कल २०११-१२ के लिए जारी वार्षिक रिपोर्ट में रक्षा मंत्रालय ने कहा है कि चीन ने तेजी से आधुनीकीकरण के जरिए भारत के खिलाफ अपने सैन्य शक्ति अनुमानों को बढ़ा दिया है। रिपोर्ट में कहा गया है कि सेना सुरक्षा परिदृश्य से पूरी तरह अवगत है तथा वास्तविक नियंत्रण रेखा पर रणनीतिक दृष्टि से महत्वपूर्ण ढांचागत जरूरतों की पहचान कर ली गई है। रिपोर्ट में कहा गया है कि भारत चीन के साथ अच्छे संबंध का इच्छुक है। मंत्रालय ने कहा है कि दोनों देशों के बीच सीमा विवाद भारत की सुरक्षा परिकल्पना में एक महत्वपूर्ण पहलू है।
पाकिस्तान पर रिपोर्ट में कहा गया है कि एक समृद्धपाकिस्तान भारत के हित में है, लेकिन सीमा पार आतंकवादी ठिकानों और सीमा पार से घुसपैठ की लगातार कोशिशों से खतरा है।
म्यामां पर मंत्रालय ने कहा है कि वहां की सरकार ने आश्वासन दिया है कि वह अपनी भूमि को भारत विरोधी गतिविधियों के लिए इस्तेमाल नहीं होने देगा।
सरकार ने सेवा कर और केन्द्रीय उत्पाद कर को एकरूप करने के लिए समान कर संहिता अपनाये जाने की संभावना पर विचार के लिए एक अध्ययन दल गठित किया है। इसकी अध्यक्षता भारतीय राजस्व सेवा के सेवानिवृत्त अधिकारी एम के गुप्ता करेंगे। नई दिल्ली में जारी सरकारी विज्ञप्ति के अनुसार सरकार ने इस दल से सितम्बर के अंत तक अपनी रिपोर्ट देने को कहा है। यह दल विचाराधीन वस्तु और सेवा कर के संदर्भ में चुनौतियों को देखते हुए सेवा कर और केन्द्रीय उत्पाद शुल्क के लिए समान कर संहिता की व्यवहारिकता पर विचार कर उसका मसौदा तैयार करेगा। अध्ययन दल प्रक्रियाओं और क्रियाविधियों को व्यापारियों के लिए और सरल बनाने के उपाय भी सुझायेगा।-
भारत बहुराष्ट्रीय डिजाइन आकलन कार्यक्रम एमडीईपी में शामिल हो गया है। यह कार्यक्रम नये परमाणु रिएक्टर के डिजायन की समीक्षा में परमाणु नियामक संगठनों के संसाधनों और ज्ञान के उपयोग का अवसर देता है। परमाणु ऊर्जा नियामक बोर्ड इस कार्यक्रम में भारत का प्रतिनिधित्व करेगा। २००६ में यह कार्यक्रम शुरू होने के बाद से भारत का परमाणु ऊर्जा नियामक बोर्ड पहला नया सदस्य है। कार्यक्रम की ओर से जारी वक्तव्य के अनुसार बोर्ड ने अपनी भूमिका और कर्त्तव्यों के साथ साथ भारत में परमाणु ऊर्जा नियमन तंत्र के बारे में जो जानकारी दी थी उस पर सावधानी से विचार करने के बाद भारत को शामिल करने का निर्णय लिया गया।
अमरीका, ब्रिटेन, रूस, फ्रांस कनाडा, चीन, फिनलैंड, जापान, दक्षिण कोरिया और दक्षिण अफ्रीका के बाद भारत इस कार्यक्रम का ग्यारहवां सदस्य है।

जल संसाधनों का समन्वित प्रबंधन, इस मिशन का मुख्य उद्देश्य है। ऐसे प्रबंधन के जरिये पानी का संरक्षण करने, पानी की बर्बादी कम से कम करने और पूरी जनता तक पानी की एक समान मात्रा पहुंचाने का काम किया जा सकता है। डॉक्टर मनमोहनसिंह ने कहा कि राष्ट्रीय जल नीति के मसौदे में, जल संसाधनों के प्रबंधन के लिए नदी के थाले को एक इकाई के रूप में मानने की सिफारिश की गई है। इसके तहत केन्द्र और राज्यों में विभिन्न विभागों और संगठनों को इस प्रकार से नया रूप देने की बात कही गई है कि वे विभिन्न भूमिकाएं निभा सकें। इस नीति के मसौदे में प्रत्येक राज्य में जल नियमन प्राधिकरण स्थापित करने का भी प्रस्ताव किया गया है। एक राष्ट्रीय मंच बनाने की बात भी कही गई है, जिसमें पानी से जुड़े सभी मुद्दों पर सहयोग की आम सहमति बनाई जा सके और विभिन्न राज्यों के बीच तालमेल बढ़ाया जा सके। प्रधानमंत्री ने बताया कि राष्ट्रीय जल नीति की समीक्षा और एक नई नीति का मसौदा तैयार करने की बात आम लोगों के बीच रखी गई है और उनसे सुझाव मांगे गये हैं। जमीनी पानी बचाने और इसके बेहतर इस्तेमाल को सर्वोच्च प्राथमिकता देने की बात कहते हुए डॉ० मनमोहनसिंह ने इसके लिए स्पष्ट कानूनी ढांचा बनाने की वकालत की। प्रधानमंत्री डॉ० मनमोहनसिंह ने कहा कि देश में भूजल की उपलब्धता के बारे में बुनियादी जानकारी हासिल करने के लिए १२वीं योजना में देश के सभी जल स्रोतों का नक्शा बनाने के उपाय किये जाएंगे। उद्घाटन समारोह में कृषि मंत्री शरद पवार, जल संसाधन मंत्री पवन कुमार बंसल, वनमंत्री जयन्ती नटराजन और योजना आयोग के उपाध्यक्ष मोंटक सिंह आहलूवालिया भी उपस्थित थे।

सरकार ने माओवादियों से अपील की है कि वे बंधकों को छोड़ दें, क्योंकि सरकार माओवादियों की सभी मांगों के बारे में गंभीर है। माओवादियों ने अभी इस अपील का कोई जवाब नहीं दिया है। इस बीच, ओडीशा में बीजू जनता दल विधायक झिना हिकाका और इटली के नागरिक को छोड़ने के लिए माओवादियों की समयसीमा आज समाप्त हो रही है। राज्य सरकार, दो माओवादी गुटों के जवाब की इंतजार कर रही है। सरकार दोनों बंधकों के बदले जेल में बंद २७ माओवादियों को छोड़ने पर सहमत हो गई है। हमारे संवाददाता ने खबर दी है कि दोनों बंधकों को छोड़ने के बदले माओवादियों को रिहा करने के लिए ओडीशा पुलिस पशोपेश में है। राज्य सरकार को माओवादियों की उस शर्त पर फैसला लेना है कि विधायक हिकाका को छुड़ाने के लिए उनकी पत्नी, रिहा किये गये ३० कैदियों के साथ कोरापुट जिले के गांव पहुंचे या नहीं। विपक्षी कांग्रेस और भारतीय जनता पार्टी ने सत्तारूढ़ बीजू जनता दल पर आरोप लगाया है कि वह बंधक संकट सुलझाने में विफल रही है।

निर्वाचन आयोग ने सरकार से उन घटनाओं की सीबीआई जांच कराने का अनुरोध किया है जिनके कारण झारखंड में राज्यसभा चुनाव रद्द करना पड़ा। आयोग के सूत्रों ने आकाशवाणी को बताया कि राज्यसभा चुनाव की सीबीआई जांच कराने के लिए कार्मिक और प्रशिक्षण विभाग को एक पत्र भेजा गया है। झारखंड उच्च न्यायालय ने राज्य में राज्यसभा चुनाव रद्द किये जाने के विरूद्ध दायर दो याचिकाओं का निपटारा करते हुए चुनाव आयोग से कहा था कि उन घटनाओं की किसी स्वतंत्र एजेंसी से पूरी जांच कराई जाए जिनके कारण ये चुनाव रद्द करना पड़ा। -
भारतीय रिजर्व बैंक ने क्षेत्रीय ग्रामीण बैंकों और सहकारी बैंकों को केन्द्रीयकृत इलैक्ट्रोनिक भुगतान प्रणाली में शामिल होने की अनुमति दे दी है। भारतीय रिजर्व बैंक ने लाइसेंस प्राप्त सभी बैंकों को राष्ट्रीय इलैक्ट्रोनिक धन अंतरण प्रणाली एन ई एफ टी और तुरंत सकल निपटान प्रणाली आर टी जी एस में हिस्सा लेने के लिए उप सदस्यता तंत्र का दायरा बढ़ाने का फैसला किया है। रिजर्व बैंक ने मुंबई में कल जारी अधिसूचना के अनुसार रिजर्व बैंक ने यह फैसला इलैक्ट्रोनिक धन अंतरण व्यवस्था को लोकप्रिय बनाने के लिए किया गया है। अब तक सिर्फ सार्वजनिक और निजी बैंकों सहित सदस्यों को ही केन्द्रीय भुगतान प्रणाली की सुविधा उपलब्ध है। केन्द्रीयकृत भुगतान प्रणाली में एन ई एफ टी यानी पैसे के इलैक्ट्रोनिक लेन देन की सुविधा खुदरा ग्राहकों के लिए है जबकि आर टी जी एस प्रणाली के जरिये दो लाख रूपये और उससे अधिक का का लेन-देन किया जा सकता है।-सरकार ने सेवा कर और केन्द्रीय उत्पाद कर को एकरूप करने के लिए समान कर संहिता अपनाये जाने की संभावना पर विचार के लिए एक अध्ययन दल गठित किया है। इसकी अध्यक्षता भारतीय राजस्व सेवा के सेवानिवृत्त अधिकारी एम के गुप्ता करेंगे। नई दिल्ली में जारी सरकारी विज्ञप्ति के अनुसार सरकार ने इस दल से सितम्बर के अंत तक अपनी रिपोर्ट देने को कहा है। यह दल विचाराधीन वस्तु और सेवा कर के संदर्भ में चुनौतियों को देखते हुए सेवा कर और केन्द्रीय उत्पाद शुल्क के लिए समान कर संहिता की व्यवहारिकता पर विचार कर उसका मसौदा तैयार करेगा। अध्ययन दल प्रक्रियाओं और क्रियाविधियों को व्यापारियों के लिए और सरल बनाने के उपाय भी सुझायेगा।-
भारत बहुराष्ट्रीय डिजाइन आकलन कार्यक्रम एमडीईपी में शामिल हो गया है। यह कार्यक्रम नये परमाणु रिएक्टर के डिजायन की समीक्षा में परमाणु नियामक संगठनों के संसाधनों और ज्ञान के उपयोग का अवसर देता है। परमाणु ऊर्जा नियामक बोर्ड इस कार्यक्रम में भारत का प्रतिनिधित्व करेगा। २००६ में यह कार्यक्रम शुरू होने के बाद से भारत का परमाणु ऊर्जा नियामक बोर्ड पहला नया सदस्य है। कार्यक्रम की ओर से जारी वक्तव्य के अनुसार बोर्ड ने अपनी भूमिका और कर्त्तव्यों के साथ साथ भारत में परमाणु ऊर्जा नियमन तंत्र के बारे में जो जानकारी दी थी उस पर सावधानी से विचार करने के बाद भारत को शामिल करने का निर्णय लिया गया।
अमरीका, ब्रिटेन, रूस, फ्रांस कनाडा, चीन, फिनलैंड, जापान, दक्षिण कोरिया और दक्षिण अफ्रीका के बाद भारत इस कार्यक्रम का ग्यारहवां सदस्य है।

ईरान ने कहा है कि वो अपने विवादित परमाणु कार्यक्रम के बारे में दुनिया के प्रमुख देशों के साथ वार्ता से पहले कोई शर्त नहीं मानेगा। ये वार्ता शनिवार को इस्ताम्बुल में होने वाले वाली है। ईरान के विदेश मंत्री अली अकबर सालेही ने कहा कि बैठक से पहले शर्तें रखने का मतलब नतीजों तक पहुंचना है, जो पूरी तरह बेमानी है। अमरीका और उसके सहयोगियों का कहना है कि इस वार्ता से पहले ईरान यूरेनियम संवर्धन बंद करे और फोर्दो परमाणु संयंत्र को खत्म कर दे।-

The Odisha government has asked the two Maoist groups to move bail pleas for the quick release of the detenus sought by them in exchange for the BJD MLA Jhina Hikaka and Italian Paolo Bosusco. State Home Secretary UN Behera, told media persons last night that since the Maoists' release from jail involves the judicial process of grant of bail by the concerned courts, the detainees would have to file their bail applications. The Parliamentary Standing Committee on Defence has decided to call the three service chiefs to give an account of the state of preparedness of the forces against the backdrop of Army Chief General, VK Singh speaking of shortages and deficiencies. Quoting sources, PTI reported that the decision to call the Chiefs of the Army, Indian Air Force and Navy on April 20, is part of an exercise to understand the issue of defence preparedness as the panel is examining the budgetary proposals of the Defence Ministry for 2012-13. The sources said the date for appearance could be adjusted to ensure that all the three Chiefs are available on the same day.

India says, it is conscious and watchful of Beijing's rising military profile in the immediate and extended neighbourhood. In its annual report for 2011-12 released yesterday, the Defence Ministry noted that China has upgraded its military force projection against India through rapid modernisation.
The report said, the Army is fully seized of the security scenario and has identified strategically important infrastructure requirements along the Line of Actual Control (LAC) and they are being developed in a phased manner. The Election Commission has written to the government seeking a CBI probe into the events that led to the countermanding of the recent Rajya Sabha elections in Jharkhand. Election Commission sources told AIR that a letter was sent to the Department of Personnel and Training for conducting a CBI probe into the Rajya Sabha polls which were countermanded as the poll was vitiated.
The Jharkhand High Court, while disposing off two petitions challenging the countermanding of the Rajya Sabha polls in the state, had asked the Election Commission to conduct a thorough probe by an independent agency into the events that led to the countermanding of the poll.

The Reserve Bank of India has allowed all licenced banks to participate in the centralised electronic payment systems. In a notification issued in Mumbai yesterday, the RBI announced its decision to expand the sub-membership route to enable regional rural banks, RRBs and co-operative banks to participate in the national electronic funds transfer or NEFT system and real time gross settlement system or RTGS.
The RBI said this decision has been taken to popularise electronic transfer of funds. At present, the centralised payment systems can be accessed only by members that include public and private sector banks. NEFT is an electronic transfer of funds meant for retail customers while the RTGS system facilitates high-value transfer of money with a threshold limit of 2 lakh rupees.

The government has constituted a study team to examine the possibility of a common tax code for service tax and central excise, which could be adopted to harmonize the two legislations. The team, to be headed by a retired Indian Revenue Service officer MK Gupta, was constituted by the Finance Ministry. An official release in New Delhi said that the government has asked the Study Team to submit its report by the end of September this year.

India has joined the Multinational Design Evaluation Programme or MDEP, an initiative to leverage resources and knowledge of nuclear regulators in reviewing new reactor designs. Atomic Energy Regulatory Board, AERB will represent India at the MDEP. The AERB has become the first new member of the MDEP since its inception in 2006. An MDEP statement said that the Policy Group's decision to induct India is based on careful consideration of the information provided by the AERB, concerning its role and duties as well as India's nuclear regulatory framework.

To boost bilateral trade, India and Pakistan will finalise a new visa agreement which will make it easier for certified businessmen from both sides to get a one-year multiple-entry non-reporting visa. The Pakistani High Commissioner Shahid Malik said, this decision was taken at the meeting between Indian Prime Minister Manmohan Singh and Pakistan President Asif Ali Zardari. Talking to reporters in Washington, State Department spokesperson Victoria Nuland said that the US is pleased at the decision of Prime Minister Manmohan Singh to accept the invitation of President Asif Ali Zardari to visit Pakistan in the near future. Air and train traffic was affected in Kolkata due to norwester winds that lashed the city and its adjoining districts last evening. None of the scheduled 10 flights were able to take off or land at the Netaji Subhas Chandra Bose International Airport between 7.30 pm and 8 pm due to the storm. प्रधानमंत्री ने देश में बेहतर जल प्रबंधन के लिए वर्तमान संस्थात्मक व्यवस्था तथा कानूनी ढांचे में सुधार की आवश्यकता पर बल दिया है। डॉ० मनमोहनसिंह ने कहा है कि जल संसाधनों के प्रबंधन, नियोजन और विकास को वर्तमान वास्तविकताओं के अनुरूप ढालना होगा। आज नई दिल्ली में एक समारोह में भारत जल सप्ताह का उद्घाटन करते हुए प्रधानमंत्री ने बताया कि सरकार ने जलवायु परिवर्तन पर अपनी कार्ययोजना के तहत एक राष्ट्रीय जल मिशन भी शुरू किया है।जल संसाधनों का समन्वित प्रबंधन, इस मिशन का मुख्य उद्देश्य है। ऐसे प्रबंधन के जरिये पानी का संरक्षण करने, पानी की बर्बादी कम से कम करने और पूरी जनता तक पानी की एक समान मात्रा पहुंचाने का काम किया जा सकता है। डॉक्टर मनमोहनसिंह ने कहा कि राष्ट्रीय जल नीति के मसौदे में, जल संसाधनों के प्रबंधन के लिए नदी के थाले को एक इकाई के रूप में मानने की सिफारिश की गई है। इसके तहत केन्द्र और राज्यों में विभिन्न विभागों और संगठनों को इस प्रकार से नया रूप देने की बात कही गई है कि वे विभिन्न भूमिकाएं निभा सकें। इस नीति के मसौदे में प्रत्येक राज्य में जल नियमन प्राधिकरण स्थापित करने का भी प्रस्ताव किया गया है। एक राष्ट्रीय मंच बनाने की बात भी कही गई है, जिसमें पानी से जुड़े सभी मुद्दों पर सहयोग की आम सहमति बनाई जा सके और विभिन्न राज्यों के बीच तालमेल बढ़ाया जा सके। प्रधानमंत्री ने बताया कि राष्ट्रीय जल नीति की समीक्षा और एक नई नीति का मसौदा तैयार करने की बात आम लोगों के बीच रखी गई है और उनसे सुझाव मांगे गये हैं। जमीनी पानी बचाने और इसके बेहतर इस्तेमाल को सर्वोच्च प्राथमिकता देने की बात कहते हुए डॉ० मनमोहनसिंह ने इसके लिए स्पष्ट कानूनी ढांचा बनाने की वकालत की। प्रधानमंत्री डॉ० मनमोहनसिंह ने कहा कि देश में भूजल की उपलब्धता के बारे में बुनियादी जानकारी हासिल करने के लिए १२वीं योजना में देश के सभी जल स्रोतों का नक्शा बनाने के उपाय किये जाएंगे। उद्घाटन समारोह में कृषि मंत्री शरद पवार, जल संसाधन मंत्री पवन कुमार बंसल, वनमंत्री जयन्ती नटराजन और योजना आयोग के उपाध्यक्ष मोंटक सिंह आहलूवालिया भी उपस्थित थे।

रक्षामंत्री ए के एंटनी ने देश को भरोसा दिलाया है कि भारत किसी भी स्थिति का सामना करने के लिए तैयार है। आज नई दिल्ली में भारतीय वायुसेना के कमाण्डरों के दो दिन के सम्मेलन से अलग उन्होंने पत्रकारों से कहा कि सेना देश की एकता और अखण्डता के लिए किसी भी चुनौती का मुकाबला करने में सक्षम है। उन्होंने इस बात पर प्रसन्नता व्यक्त की कि स्थिति पहले के मुकाबले कहीं बेहतर है। मैं आपको यकीन दिला सकता हूं कि देश पूरी तरह से तैयार है। भारत पहले से ज्यादा मजबूत स्थिति में है। भारतीय सशस्त्र सेनाएं पूरी तरह मुस्तैद हैं और वे देश की एकता के सामने मौजूद किसी भी चुनौती का सामना बहुत अच्छी तरह से कर सकती है। रक्षा मंत्री ने सेना के पास गोला बारूद की कमी की खबरों को गलत बताया। उनका कहना था कि ऐसी खबरें बिल्कुल अफवाह हैं। लेकिन रक्षामंत्री का कहना था कि कुछ कमियां तो हमेशा रहती हैं, उन्हें दूर किया जा रहा है। श्री एंटनी ने विश्वास व्यक्त किया कि वायुसेना भी पूरी तरह तैयार है। उन्होंने बताया कि कुछ नये उपकरण और साज-सामान आ चुका है और कुछ निकट भविष्य में आने वाला है। उन्होंने इस बात पर भी प्रसन्नता व्यक्त की कि वायुसेना ने पिछले पांच वर्षों में एक करोड़ ११ लाख रूपये के साज-सामान खरीदने के ३१५ से अधिक अनुबंध पूरे कर लिये हैं।----
अवकाश प्राप्त लेफि्टनेंट जनरल तेजिन्दर सिंह ने दिल्ली की एक अदालत को बताया है कि उन पर टेट्रा और वेक्ट्रा कंपनी की ओर से थलसेना अध्यक्ष जनरल वी के सिंह को रिश्वत देने के आरोप बिल्कुल बेबुनियाद हैं। इन आरोपों को लेकर लेफि्टनेंट जनरल तेजिन्दर ने जनरल वी के सिंह के खिलाफ मानहानि का मामला दायर किया है। अदालत ने लेफि्टनेंट जनरल तेजिन्दर सिंह का बयान रिकार्ड करना शुरू कर दिया है। इस बीच, सीबीआई, थलसेना अध्यक्ष जनरल वी के सिंह की इस शिकायत की जांच कर रही है कि लेफि्टनेंट जनरल तेजिन्दर सिंह ने उन्हें रिश्वत देने की पेशकश की।----
संचार मंत्री कपिल सिब्बल ने आज देश की पहली ४ जी मोबाइल सेवा कोलकाता में शुरू की। भारत के लिए ये एक उल्लेखनीय उपलब्धि है। इससे भारत, इस आधुनिकतम टैक्नोलॉजी का इस्तेमाल करने वाले दुनिया के चुनिंदा देशों में शामिल हो गया है। वर्तमान ३ जी सेवा के तहत २१ एमबी प्रति सैकेण्ड की रफ्तार से डाउनलोड किया जा सकता है, लेकिन ४ जी सेवा से ये गति लगभग पांच गुना बढ़ जाएगी। अब १०० एमबी प्रति सैकेण्ड की रफ्तार से डाउनलोड किया जा सकेगा।----
कंपनियों का कामकाज चलाने के बारे में एक राष्ट्रीय नीति बनाने के लिए सरकार ने एक समिति का गठन किया है। उद्योगपति आदि गोदरेज की अध्यक्षता में बनाई गई इस समिति को इस नीति का व्यापक ढांचा तैयार करने को कहा गया है। समिति के अन्य सदस्यों में बायोकॉन की मुख्य प्रबंध निदेशक डॉ० किरण मजूमदार शॉ और फिक्की के महानिदेशक सिद्धार्थ बिड़ला शामिल हैं।हमारे संवाददाता ने बताया है कि ये समिति विभिन्न कंपनियों, विशेषज्ञों और आम जनता से परामर्श करने के बाद अपनी सिफारिशें देगी। समिति से कहा गया है कि अपनी पहली परामर्श बैठक के छह महीने के अन्दर रिपोर्ट दे दे।

केन्द्र ने, उत्तराखंड को चार धाम यात्रा के लिए न्यूनतम समर्थन मूल्य पर तीन हजार टन गेहूं और तीन हजार टन चावल का अतिरिक्त आवंटन किया है। यह यात्रा इस महीने शुरू हो रही है। एक सरकारी विज्ञप्ति के अनुसार खाद्य और सार्वजनिक वितरण मंत्री के० वी० थॉमस ने यह अतिरिक्त खाद्यान्न उत्तराखंड को तुरन्त उपलब्ध कराने का निर्देश दिया है। यह आवंटन उत्तराखंड सरकार के अनुरोध पर किया जा रहा है।----
उच्चतम न्यायालय ने इस बात पर नाखुशी जाहिर की है कि भारत की जेलों में ऐसे पाकिस्तानी कैदी अब भी मौजूद हैं, जिनकी मानसिक स्थिति ठीक नहीं है और जो अपनी सजा पूरी काट चुके हैं। न्यायालय ने सरकार से पूछा है कि ऐसे लोगों को पाकिस्तान वापस क्यों नहीं भेजा जाना चाहिए ? न्यायमूर्ति आर एम लोढ़ा की अध्यक्षता वाली पीठ ने कहा कि जब भी दोनों देशों के वरिष्ठ नेता या अधिकारी मिलें, तो ऐसे मामलों पर प्राथमिकता के आधार पर विचार करना चाहिए। इस पीठ ने ऐसे २१ पाकिस्तानी कैदियों का जिक्र किया। इनमें से १६ की मानसिक दशा ठीक नहीं है और पांच गूंगे और बहरे हैं। ये लोग सजा पूरी करने के बाद भी भारत की जेलों में बंद हैं। अदालत ने केन्द्र सरकार से तीन हफ्तों के भीतर ये बताने को कहा है कि इन्हें पाकिस्तान भेजने के लिए क्या कुछ किया जा सकता है। मामले की अगली सुनवाई दो मई को होगी।-----
पटना की एक सी बी आई अदालत ने आज निजी स्कूल अध्यापिका रूपम पाठक को उम्र कैद की सजा सुनाई है। वह पूर्णिया से भारतीय जनता पार्टी विधायक राज किशोर केसरी हत्या मामले में आरोपी है। न्यायाधीश, वशिष्ठ नारायण सिंह ने फैसला सुनाते हुए कहा है कि आरोपी ने जघन्य अपराध किया है। इससे पहले, सी बी आई द्वारा उसके खिलाफ आरोपपत्र दाखिल करने के बाद अदालत ने रूपम पाठक को दोषी पाया था। उसे पिछले वर्ष मार्च से पटना की बेउर जेल में रखा गया था।-----
माओवादियों के प्रमुख नेता सव्यसाची पांडा की पत्नी शुभाश्री पांडा को आज ओडिशा की एक अदालत ने, मुठभेड़ के एक मामले में बरी कर दिया। ओडिशा सरकार जिन पांच माओवादियों को छोड़ने के लिए तैयार है, उनमें शुभाश्री पांडा भी शामिल है।सरकार ने माओवादियों से अपील की है कि वे बंधकों को छोड़ दें, क्योंकि सरकार माओवादियों की सभी मांगों के बारे में गंभीर है। माओवादियों ने अभी इस अपील का कोई जवाब नहीं दिया है। इस बीच, ओडीशा में बीजू जनता दल विधायक झिना हिकाका और इटली के नागरिक को छोड़ने के लिए माओवादियों की समयसीमा आज समाप्त हो रही है। राज्य सरकार, दो माओवादी गुटों के जवाब की इंतजार कर रही है। सरकार दोनों बंधकों के बदले जेल में बंद २७ माओवादियों को छोड़ने पर सहमत हो गई है। हमारे संवाददाता ने खबर दी है कि दोनों बंधकों को छोड़ने के बदले माओवादियों को रिहा करने के लिए ओडीशा पुलिस पशोपेश में है। राज्य सरकार को माओवादियों की उस शर्त पर फैसला लेना है कि विधायक हिकाका को छुड़ाने के लिए उनकी पत्नी, रिहा किये गये ३० कैदियों के साथ कोरापुट जिले के गांव पहुंचे या नहीं। विपक्षी कांग्रेस और भारतीय जनता पार्टी ने सत्तारूढ़ बीजू जनता दल पर आरोप लगाया है कि वह बंधक संकट सुलझाने में विफल रही है।

राजस्थान में डुंगरपुर जिले में आज एक नाव के डूब जाने से सात किशोरों की मृत्यु हो गई जिनमें छह लड़किया हैं। यह दुर्घटना चित्री गांव में उस समय हुई जब एक भट्टे पर काम करने वाले मजदूरों के लड़के-लड़कियां नाव से वजहपुर जा रहे थे। नाव में सवार अन्य ११ को सुरक्षित निकाला गया है।----
आंध्र प्रदेश में, हैदराबाद के मदनापेट और सैदाबाद क्षेत्रों में स्थिति सामान्य है। अनिश्चितकाल का कर्फ्यू आज तीसरे दिन भी जारी है। स्थिति नियंत्रण में है। शहर के पुलिस आयुक्त ए० के० खान ने बताया कि कुछ इलाकों में छिटपुट घटनाओं की खबर मिली है इसलिए कर्फ्यू जारी है। उन्होंने कहा कि स्थिति पर निगरानी रखी जा रही है और कहा कि अफवाहों पर विश्वास न करें। रविवार को दो गुटों में झड़पों के बाद यहां कर्फ्यू लगा दिया गया था। किसी भी अप्रिय घटना को रोकने के लिए पुलिस पुराने शहर के सभी संवेदनशील इलाकों में कड़ी चौकसी बरत रही है।----
मध्यप्रदेश में आज दूसरे दिन भी ज्यादातर खुदरा किराना दुकानें, रेस्तरां और होटल बंद रहे। अखिल भारतीय व्यापार परिसंघ ने खाद्य सुरक्षा और मानक अधिनियम के विरोध में तीन दिन के बंद का आह्वान किया है। राजधानी भोपाल में ज्यादातर किराना बाजार बंद रहे। लोगों, खासकर होटलों में ठहरे विद्यार्थी तथा शहरों और गांवों से आने वाले खरीददारों को काफी मुश्किलों का सामना करना पड़ा। बस अड्डों और रेलवे स्टेशनों के आसपास सभी रेस्तरां और खाने पीने की दुकानें बंद होने के कारण यात्रियों को खासी परेशानी हो रही है।----
मणिपुर में १४ पुलिस कर्मचारियों को निलंबित कर दिया गया है। उन पर बलात्कार, तस्करी और जबरन वसूली जैसे आरोप हैं। राज्य के गृहमंत्री गायखंगम ने कहा है कि किसी भी आपराधिक गतिविधि में शामिल पुलिसकर्मी के खिलाफ कड़ी कार्रवाई की जाएगी।----
मध्यप्रदेश में आज से बिजली मंहगी हो गई है। राज्य बिजली नियमन आयोग ने बिजली के शुल्क में सात प्रतिशत की बढ़ोतरी कर दी है। अब घरेलू उपभोक्ताओं को एक सौ एक से तीन सौ यूनिट के बीच बिजली खपत करने पर चार रूपये अस्सी पैसे प्रति यूनिट के हिसाब से भुगतान करना पड़ेगा। इससे पहले, वे दो सौ यूनिट तक की बिजली खर्च करने पर चार रूपये साठ पैसे प्रति यूनिट दे रहे थे। कृषि कार्य के लिए तीन सौ यूनिट तक बिजली खपत करने पर प्रति यूनिट बीस पैसे ज्यादा देना पड़ेगा।----

सउदी अरब में १८ साल से फंसे एक भारतीय चरवाहे के इस हफ्ते के अंत तक तमिलनाडु में पैरम्बलूर जिले के अपने गृृह नगर मंगलमेडु तालुकिन वापस आने की सम्भावना है। ४५ वर्षीय पी० पेरियारस्वामी, हेल इलाके में चरवाहा के रूप में एक सउदी नागरिक के यहां काम कर रहा है। मालिक ने वेतन रोक लिया और उसे घर जाने के लिए छुट्टी नहीं दी। पेरियारस्वामी की कहानी भी विदेशों में रह रहे उन तमाम प्रवासी भारतीयों की तरह है जिन्हें धोखेबाज एजेन्ट विदेशों में भेज देते है जहां उन्हें धन और नौकरी से हाथ धोना पड़ता है। पेरियारस्वामी, तमिलनाडु से १९९४ में उत्तरी सउदी अरब के अल-सामली के हेल इलाके में पहुंचा था।----
अमरीका ने भारत और पाकिस्तान के बीच वार्ता में हुई प्रगति का स्वागत किया है। वाशिंगटन में संवाददाताओं से बातचीत में अमरीकी विदेश विभाग की प्रवक्ता विक्टोरिया नूलैंड ने कहा कि अमरीका बेहद प्रसन्न है कि प्रधानमंत्री डॉ. मनमोहन सिंह ने निकट भविष्य में पाकिस्तान की यात्रा करने का राष्ट्रपति आसिफ अली जरदारी का न्यौता स्वीकार कर लिया है। उन्होंने कहा कि अमरीका का मानना है कि संबंधों बेहतर होने से इन दोनों पड़ोसियों को ही लाभ नहीं होगा बल्कि पूरे क्षेत्र में सुरक्षित और स्थिर वातावरण बनाने में भी मदद मिलेगी। पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी रविवार को एक दिन की यात्रा पर भारत आए थे।-----
सीरिया में, लगता है कि संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान की शांति योजना का कोई असर नहीं पड़ा है। इस योजना के अनुसार सरकारी सेनाओं और भारी हथियारों को बैरकों में वापस भेजने की समय सीमा आज सवेरे समाप्त हो चुकी है, लेकिन सीरिया के इदलीब शहर में सेना और विद्रोहियों के बीच हिंसा तथा झड़पें होने की खबरें मिल रही हैं। सीरिया सरकार ने सेनाएं और हथियार हटाने की कोफी अन्नान की योजना मंजूर कर ली थी। ४८ घंटे बाद सरकारी और विद्रोही सेनाओं को हर प्रकार की हिंसा रोकनी थी, मगर सीरिया सरकार ने अंतिम क्षणों में ये शर्त रख दी कि विद्रोही गुट, हथियार डालने के बारे में लिखकर गारंटी दें। मुख्य विपक्षी गुट सीरियन नेशनल काउंसिल लिखित गारंटी देने के लिए तैयार हो गया था, पर विद्रोही संगठन फ्री सीरियन आर्मी ने कहा कि वे इस बारे में केवल अंतर्राष्ट्रीय समुदाय के साथ बातचीत करेंगे। इस बीच, तुर्की ने चेतावनी दी है कि अगर सीरिया की सेना ने फिर सीमा पार गोलाबारी की, तो वह सभी आवश्यक कदम उठाएगा।----
अफगानिस्तान में पश्चिमी हेरात सूबे में आज एक आत्मघाती बम हमले में कम से कम नौ लोग मारे गये और कई अन्य घायल हो गये। मृतकों में छह नागरिक और तीन पुलिसकर्मी शामिल हैं। स्थानीय अधिकारियों ने बताया कि आत्मघाती हमलावर ने जिला मुख्यालय के बाहर अपनी कार को उड़ा दिया। अफगान पुलिस ने इस हमले को रोकने की कोशिश की लेकिन हमलावार ने मुख्यालय के द्वार पर तुरन्त विस्फोट कर अपने को उड़ा दिया।-----
नेपाल सरकार देश में मलेरिया की रोकथाम के लिए अगले महीने से एक राष्ट्रव्यापी कार्यक्रम शुरू कर रही है। मलेरिया नियंत्रण कार्यक्रम के तहत सरकार देश के मलेरिया संभावित जिलों में मच्छरों को मारने के लिए पॉंच लाख लोगों को दवाएं उपलब्ध करायेगी। एक अध्ययन के अनुसार ६५ जिलों के करीब दो करोड़ लोगों को मलेरिया का खतरा है। इनमें ३१ जिले मलेरिया प्रभावित जबकि तराई सीमावर्ती १३ जिले मलेरिया संभावित हैं।----

The Defence Minister Mr. A K Antony today assured the nation that India is fully prepared for any eventuality. Talking to reporters on the sidelines of the two-day IAF Commanders' Conference in New Delhi today, he asserted that the armed forces are prepared for any challenge to the integrity of the country. Mr Antony expressed happiness that things are much better now and India is in much more strong position as compared to the past.

The Defence Minister dismissed reports about shortage of ammunition in the army as rumours. The minister, however, maintained that there will always be some shortcomings and that is also being taken care of.

He also expressed happiness over the fact that the Air Force had concluded 317 capital acquisition contracts worth over 1.11 lakh crore rupees in the last five years.

The Prime Minister has stressed the need for reforms of current institutional and legal structure for better management of water in the country. Dr. Manmohan Singh said that the planning, development and management of water resources has to keep pace with current realities.
Inaugurating India Water Week at a function in New Delhi today, Dr. Singh said, the government has launched a National Water Mission as part of an Action Plan on Climate Change.
The main objective of this Mission is to achieve an integrated management of water resources by conserving water, minimizing wastage and ensuring its more equitable distribution both across and within various states of our union.
The Prime Minister informed that the Mission proposed a review of the National Water Policy and the draft of the new Policy recommends taking the river basin as a unit for planning and management of water resources. It also proposes the establishment of water regulatory authorities in each State and a national forum to deliberate upon issues relating to water and evolve consensus, cooperation and reconciliation amongst various States.
The Prime Minister said conservation of groundwater is the top priority and stressed on a legal framework to govern the use of scarce groundwater resources.

Today's launch is a major milestone for India and Bharti Airtel as it will result in India becoming one of the first countries in the world to commercially deploy the cutting-edge technology. Union Home Minister P. Chidambaram today reviewed security arrangements for pilgrims visiting Mata Vaishnodevi Shrine in Jammu and Kashmir. Centre has constituted a Committee for framing a policy on National Corporate Governance in the country. The committee under the chairmanship of Adi Godrej has been asked to suggest a comprehensive policy framework to enable corporate governance of highest quality . The other members of the committee include Chief Managing Director of Biocon Dr. Kiran Mazumdar Shaw and Director General of FICCI Sidharth Birla.

The Center has made an additional allocation of three thousand tonnes of wheat and three thousand tonnes of rice to Uttarakhand at Minimum Support Price for Char Dham Yatra. The Yatra begins this month. According to an official release, Food and Public Distribution Minister, K V Thomas has directed his ministry to release the additional quantity of foodgrains to the state immediately. The allocation has been made in view of the request received from the state government in this regard.

The Supreme Court today expressed displeasure over mentally unsound Pakistani nationals languishing in Indian jails even after completion of their sentences. The apex court sought response from the government why they should not be repatriated. A bench headed by Justice R M Lodha said such matters should be taken up on priority basis and at the highest level when the top authorties of the two nations meet. The bench was referring to 21 prisoners, 16 of whom are mentally unsound and five are deaf and dumb and are in jail despite serving out their sentences. The court asked the Centre to find out in three weeks what can be done for sending these prisoners back to their country and posted the matter for further hearing on May 2.

A CBI court in Patna today awarded life imprisonment to Rupam Pathak, a private school teacher. She was accused of the killing of Purnia BJP MLA Rajkishore Keshari. Pronouncing the judgement Spl court Judge Vasishta Narayan Singh said that the accused had committed a heinous crime.Earlier the court had found Rupam Pathak guilty after the CBI filed a chargesheet against her. Rupam Pathak has been lodged in the Patna Beur Jail, since March last year.

In Madhya Pradesh, electricity has become dearer from today. The state power regulatory commission has increased the tariff by seven percent. Now domestic power consumers will have to pay four rupees 80 paisa per unit for consuming between 101 to 300 units. Earlier they were paying four rupees 60 paisa per unit for consumption of up to 200 units. An Agriculture consumer will have to pay 20 paisa more for every unit for consumption of up to 300 units.

In Madhya Pradesh, most of the retail grocery shops, restaurants and hotels are closed for second consecutive day today to protest against the Food Safety and Standards Act. The three day bandh call was given by the Confederation of All India Traders (CAIT). In capital Bhopal major grocery markets are closed. People particularly students living in hostels and floating population from cities and villages around are facing hardships in getting eatables and drinks. Passengers at bus stands and railway stations are also facing problems in finding eatables as all nearby restaurants and food stalls are closed.

In Andhra Pradesh, curfew continued in Madannapet and Saidabad areas of old city of Hyderabad for the third consecutive day today. The situation is under control. The City Police Commissioner, A K Khan said the curfew continued as sporadic incidents reported in some other areas. Stating that the situation is being continuously monitored and urged people not to believe rumours. The indefinite curfew was clamped in these areas on Sunday following clashes between two groups. Tight vigil kept in all the sensitive areas of the old city to prevent any untoward incident.

In Odisha, the deadline set by Maoists for the Odisha Government for securing release of ruling BJD MLA Jhina Hikaka and Italian national comes to an end today. The Naveen Patnaik Government is waiting for response from the two Maoist groups holding the two hostages. It has already agreed to release 27 jailed Maoists in lieu of the MLA and Italian national Paolo Boscusco. Our correspondent reports that there is stiff resistance from Odisha police to release maoists in exchange of the hostages. The state government is yet to decide on the condition by the Maoists that the wife of the 37-year-old MLA should reach a village in Koraput district today along with 30 freed prisoners for release of Hikaka. As the twin-hostage crises turned murkier, Opposition Congress and BJP charged the ruling BJD government of failure to resolve the crisis.

In Afghanistan, at least nine people have been killed in a suicide bomb attack in the western Herat province. Many others have been injured in the explosion. Local officials said the bomber detonated his car outside the district headquarters. Afghan police tried to stop the suicide bomber but he detonated his explosives at the gate. The dead included six civilians and three policemen.

Iran has said it has no interest in reviving the nuclear fuel swap deal with Western powers. The Chief of Iran’s Atomic Agency, Fereydoon Abbasi-Davani dismissed reports about a swap deal to supply Iran with fuel enriched abroad for peaceful purposes. Abbasi however said, Teheran might scale back production of higher-grade enriched uranium once it has the material it needs. He said Iran may scale down Uranium enrichment at the level of 3.5 percent for power requirements.

The British Prime Minister has arrived in Tokyo, Japan, on the first leg of his visit to East Asia. The visit is aimed at encouraging trade deals with Britain. An Indian Shepherd ,stranded in Saudi Arabia for 18 years is set to return to his home town of Mangalamedu Taluk in Perambaur district in Tamilnadu by the end of this week. 45 year old P.Periyarswamy was stranded in Hail region as a shepherd since his Saudi sponsor withheld his salary and didn’t allow him a vacation to go home. 45 year’s old, P.Periyarswamy’s story is like several expatriates who get lost in the lure of money and jobs abroad by scrupulous recruiting agents, only to find themselves cheated at the end. Three Asian airlines are making changes to flight paths to avoid a North Korean rocket launch. Philippine Airlines, Japan Airlines and All Nippon Airways have announced changes in several routes. Pyongyang says the rocket, to be launched between 12th to 16th of this month, will put a satellite into orbit. In Philippines, at least twenty two soldiers were injured in an explosion in southern province of Basilan. The military said the troops were patrolling the village of Baiwas in Sumisip town when an improvised bomb exploded today. Lt. Col. The Sensex at the Bombay stock Exchange rose 48 points, or 0.2 per cent, to 17,270 in opening deals, this morning, on selective buying by funds and retail investors. But the Sensex later gave up all its initial gains, in volatile trade, and stood 51 points, or 0.3 per cent in negative territory, at 17,172 a short while ago. The Nepalese government will launch a nationwide programme next month to check the spread of malaria in the country. Under the malaria control programme, the government will provide drugs to 500,000 people to kill mosquitoes in malaria prone districts of the country. According to a study, around 20 million people in 65 districts are at risk of being afflicted with malaria. Among them, 31 districts were found affected with malaria while 13 districts along the Terai border were found to be prone to malaria.

इस मिशन का मुख्य उद्देश्य राज्यों और राज्यों के बीच जल संरक्षण को बढ़ावा देना जल की बर्बादी को रोकना तथा बराबरी के आधार पर वितरण के जरिए भू-जल के समेकित प्रबंधन के लक्ष्य को प्राप्त करना है।
प्रधानमंत्री ने बताया कि नई राष्ट्रीय जल नीति के मसौदे में प्रत्येक राज्य में जल नियमन प्राधिकरण स्थापित करने और एक ऐसा राष्ट्रीय मंच बनाने की बात कही गई है, जिसमें पानी से जुड़े मुद्दों पर विभिन्न राज्यों के बीच तालमेल बढ़ाया जा सके।
उद्घाटन समारोह में कृषि मत्री शरद पवार, जल संसाधन मंत्री पवन कुमार बंसल, पर्यावरण मंत्री जयंती नटराजन तथा योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलूवालिया ने भी भाग लिया।

थलसेना अध्यक्ष जनरल वी के सिंह ने, सेना के अवकाश प्राप्त अधिकारी लेफि्टनेंट जनरल तेजिन्दर सिंह द्वारा उन्हें रिश्वत देने की पेशकश की शिकायत सीबीआई से की है। हमारे संवाददाता ने सीबीआई के सूत्रों के हवाले से खबर दी है कि इस शिकायत की जांच की जा रही है।इस बीच, जनरल तेजिन्दर सिंह ने दिल्ली की एक अदालत को बताया है कि उन पर टेट्रा और वेक्ट्रा कंपनी की ओर से रिश्वत देने के जनरल वी. के. सिंह के आरोप बिल्कुल बेबुनियाद हैं। इन आरोपों को लेकर लेफि्टनेंट जनरल तेजिन्दर ने जनरल वी के सिंह के खिलाफ मानहानि का मामला दायर किया है। अदालत ने लेफि्टनेंट जनरल तेजिन्दर सिंह का बयान रिकार्ड करना शुरू कर दिया है।

रक्षा मंत्री ए.के. एंटनी ने आश्वासन दिया है कि सरकार भारतीय वायुसेना को अपनी क्षमता बढ़ाने के लिए आधुनीकीकरण की उसकी योजनाओं के लिए हर संभव संभव सहायता देगी। आज नई दिल्ली में वायुसेना के कमांडरों के द्वि-वर्षीय सम्मेलन में उन्होंने कहा कि सरकार, वायुसेना को अगली तीन पंचवर्षीय योजनाओं की अवधि में उसके आधुनीकीकरण की प्रक्रिया में सहयोग देती रहेगी।रक्षा मंत्री ने, आत्मनिर्भता का लक्ष्य प्राप्त करने के लिए रक्षा उत्पादों की खरीद देश की कंपनियों से करने पर जोर दिया।

सरकार १२२ टू-जी दूर संचार लाइसेंसों को रद्द करने के उच्चतम न्यायालय के फैसले पर राष्ट्रपति के जरिए इसे उच्चतम न्यायालय को भेजने पर सहमत हो गई है। मंत्रिमंडल की बैठक के बाद दूर संचार मंत्री कपिल सिब्बल ने संवाददाताओं को बताया कि राष्ट्रपति की राय पर मंजूरी दे दी गई है। दूरसंचार विभाग का मानना है कि उच्चतम न्यायालय के फैसले का अन्य कई क्षेत्रों पर भी प्रभाव पड़ेगा। उच्चतम न्यायालय ने प्राकृतिक संसाधनों के आवंटन के लिए पहले आओ पहले पाओं नीति को गलत ठहराया है।----
संचार मंत्री कपिल सिब्बल ने आज देश की पहली ४ जी मोबाइल सेवा कोलकाता में शुरू की। भारत के लिए ये एक उल्लेखनीय उपलब्धि है। इससे भारत, इस आधुनिकतम टैक्नोलॉजी का इस्तेमाल करने वाले दुनिया के चुनिंदा देशों में शामिल हो गया है। वर्तमान ३ जी सेवा के तहत २१ एमबी प्रति सैकेण्ड की रफ्तार से डाउनलोड किया जा सकता है, लेकिन ४ जी सेवा से ये गति लगभग पांच गुना बढ़ जाएगी। अब १०० एमबी प्रति सैकेण्ड की रफ्तार से डाउनलोड किया जा सकेगा।----
प्रधानमंत्री ने कहा है कि देश में भू-जल की उपलब्धता के बारे में बुनियादी जानकारी हाासिल करने के लिए १२वीं पंचवर्षीय योजना में देश के सभी जल स्रोतों का नक्शा बनाने का काम शुरू किया जाएगा। आज नई दिल्ली में भारत जल सप्ताह का उद्घाटन करते हुए डॉ० मनमोहन सिंह ने देश में भू-जल के स्तर में गिरावट पर गंभीर चिंता व्यक्त करते हुए कहा कि भू-जल के संरक्षण और इसके प्रबंधन के लिए एक स्पष्ट कानूनी व्यवस्था की जरूरत है।हमें भूमि जल के सतत तथा समान रूप से इस्तेमाल सुनिश्चित करने तथा फसल चक्र को बढावा देने के लिए इसके प्रबंधन में भागीदारी को बढ़ावा देना होगा। हमें भू-जल के इस्तेमाल के प्रबंधन के लिए स्पष्ट कानून की रूपरेखा तैयार करने के प्रस्ताव पर गंभीरता से विचार करना होगा।
प्रधानमंत्री ने कहा कि सरकार ने जलवायु परिवर्तन संबंधी कार्ययोजना के तहत राष्ट्रीय जल मिशन शुरू किया है। उन्होंने कहा कि इस मिशन का मुख्य उद्देश्य जल संसाधनों का समन्वित प्रबंधन करना है।
इस मिशन का मुख्य उद्देश्य राज्यों और राज्यों के बीच जल संरक्षण को बढ़ावा देना जल की बर्बादी को रोकना तथा बराबरी के आधार पर वितरण के जरिए भू-जल के समेकित प्रबंधन के लक्ष्य को प्राप्त करना है।
प्रधानमंत्री ने बताया कि नई राष्ट्रीय जल नीति के मसौदे में प्रत्येक राज्य में जल नियमन प्राधिकरण स्थापित करने और एक ऐसा राष्ट्रीय मंच बनाने की बात कही गई है, जिसमें पानी से जुड़े मुद्दों पर विभिन्न राज्यों के बीच तालमेल बढ़ाया जा सके।

अहमदाबाद में गोधरा कांड के बाद हुए दंगों के बारे में विशेष जांच दल की रिपोर्ट में कहा गया है कि गुलबर्ग सोसायटी मामले के आरोपी मुख्यमंत्री नरेंद्र मोदी और ६२ अन्य लोगों के खिलाफ कोई सबूत नहीं मिले हैं। उच्चतम न्यायालय द्वारा गठित विशेष जांच दल ने फरवरी में सीलबंद लिफाफे में अपनी रिपोर्ट विशेष अदालत को सौंपी थी। अदालत ने इस रिपोर्ट को देखने के बाद कहा कि ज+ाकिया जाफरी द्वारा लगाए गए आरोपों को साबित करने के लिए सबूत नहीं है। अदालत ने विशेष जांच दल को निर्देश दिया है कि वह तीस दिन के भीतर गुजरात में २००२ की साम्प्रदायिक हिंसा पर अपनी अंतिम रिपोर्ट शिकायतकर्ता जाकिया जाफरी को उपलब्ध कराए। जाकिया जाफरी पूर्व सांसद तथा कांग्रेस नेता एहसान जाफरी की पत्नी है। एहसान जाफरी की, २००२ के दंगों के दौरान गुलबर्ग सोसायटी में उनके घर में ही एक हिंसक भीड़ ने जला कर हत्या कर दी थी।-----

केन्द्रीय गृह मंत्रालय ने सशस्त्र बल विशेषाधिकार अधिनियम में तीन संशोधनों का प्रस्ताव किया है। इन पर सुरक्षा के बारे में मंत्रिमंडलीय समिति विचार कर रही है। गृहमंत्री पी. चिदंबरम ने जम्मू में बताया कि सुरक्षा समिति द्वारा निर्णय लेने के बाद गृहमंत्रालय इसकी घोषणा करेगा। उन्होंने कहा कि जम्मू-कश्मीर के बारे में केन्द्र के वार्ताकारों की रिपोर्ट को कैबिनेट कमेटी द्वारा विचार के बाद सार्वजनिक किया जायेगा।हमारे संवाददाता ने बताया है कि एक दिन के दौरे पर जम्मू गए गृहमंत्री ने सुरक्षा और कानून तथा व्यवस्था की स्थिति की समीक्षा की।

निर्वाचन आयोग ने झारखंड से राज्यसभा की दो सीटों के चुनाव के लिए नई तारीख की घोषणा कर दी है। चुनाव अगले महीने की तीन तारीख को होगा और उसी दिन वोटों की गिनती होगी। इसके लिए अधिसूचना अगले सोमवार यानी इस महीने की १६ तारीख को जारी की जाएगी और २३ तारीख तक नामांकन पत्र भरे जाएंगे।इससे पहले, राज्य में इन सीटों के चुनाव में धनबल के इस्तेमाल के आरोपों के कारण निर्वाचन आयोग की सिफारिश पर राष्ट्रपति ने चुनाव स्थगित कर दिए थे।

सरकार ने विदेशी संस्थागत निवेशकों के लिए प्रत्यक्ष विदेशी निवेश के नए मानदण्डों की घोषणा की है। इनके तहत विदेशी संस्थागत निवेशक अब सरकार की पूर्व अनुमति के बगैर कोमोडिटी बाजार में २३ प्रतिशत तक निवेश कर सकते हैं। हालांकि एफ डी आई के लिए विदेशी निवेश संवर्धन बोर्ड की अनुमति जरूरी रहेगी। औद्योगिक नीति तथा संवर्धन विभाग की समेकित प्रत्यक्ष निवेश नीति और नये मानदंड आज से लागू हो गए हैं। फिलहाल कोमोडेटी बाजार में संस्थागत विदेशी निवेश के जरिए २३ प्रतिशत और प्रत्यक्ष विदेशी निवेश के जरिए २६ प्रतिशत के लिए सरकार की मंजूरी आवश्यक है।-----

Army Chief General V.K. Singh has filed a complaint with Central Bureau of Investigation, CBI, regarding alleged bribe offer made to him by a retired army officer. Our correspondent quoting CBI sources reports that the complaint is being examined by the investigating agency.
Meanwhile, Retd. Lieutenant General Tejinder Singh has informed a Delhi trial court that the allegations against him that he offered a bribe on behalf of Tatra and Vectra company are absolutely baseless and ill founded. The court today started recording statements of the General in a criminal defamation case against the army chief.
The CBI is examining the complaint of the Army Chief General V K Singh regarding alleged bribe offer made to him by Tejinder Singh.

Defence Minister Mr. A K Antony assured the nation that India is fully prepared for any eventuality. Talking to reporters on the sidelines of the two-day IAF Commanders' Conference in New Delhi today, he asserted that the armed forces are prepared for any challenge to the integrity of the country.
"I can assure you that country is fully prepared. India is in much much better strong position compared to the past. Indian Armed Forces are now well prepared and they are in much more better position to meet any challenge to our integrity."

The government today agreed to issue a Presidential reference to the Supreme Court on the apex court's order cancelling 122 2G telecom licenses. Telecom Minister Kapil Sibal told reporters after the Cabinet meeting that the proposal for Presidential reference has been cleared. The Department of Telecom feels that the judgment has ramifications on several other sectors which also use the Supreme Court condemned 'first-come-first-serve' policy for allocation of natural resources. The Department had hence sought Presidential reference for clarifications from the Apex court.
The government's limited review petition on the process of auction to be followed on the cancelled licenses, has been accepted by the Supreme Court. The apex court had, however, rejected 10 other petitions filed by telecom companies seeking review of its February order.

Special Investigation Team, SIT has found no evidence against the Gujarat Chief Minister Narendra Modi and 62 others accused in the Gulbarga society carnage case in Ahmedabad in 2002. An Ahmedabad Magisterial Court after perusing the voluminous SIT report today, observed that there was no evidence to establish the offences alleged by Zakia Jafri against the accused. Zakia Jafri is the widow of Parliamentarian and Congress leader Ehsan Jafri who was burnt to death in 2002 in his own home by a violent mob in the Gulburg society. Metropolitan Magistrate MS Bhatt directed the SIT to provide its final report to complainant Zakia Jafri within 30 days. Zakia had sought a copy of the report and had urged the court to reveal the content of the report, which was submitted by the Supreme Court appointed SIT in a sealed cover in February.
Meanwhile, BJP termed SIT's clean chit to Gujrat Chief Minister as a big relief. Talking to reporters in New Delhi, party spokesperson, Ravishankar Prasad said that investigation cannot be continued on manufactured evidence. He said, the riots and deaths in Gujarat were unfortunate.

The Union Home Ministry has proposed three amendments in Armed Forces Special Powers Act. The Act is under the consideration of Cabinet Committee on Security Affairs. Talking to reporters in Jammu today Home Minister, P. Chidambaram said Interlocutors Report on Jammu and Kashmir will be made public after Cabinet Committee on Security reviews the whole report.
The Home Minister who was on a day long visit to Jammu also reviewed the security situation in Jammu and Kashmir and paid obeisance at the Vaishno Devi Shrine. Mr. Chidambaram took stock of the security situation and law and order at a high-level meeting. Our Correspondent reports that the meeting reviewed various measures on the anti-militancy front.

The Prime Minister today said that mapping of the aquifers in the country will be initiated in the 12th five year plan to obtain basic information on ground water availability. Aquifers are continuous underground water resources. Dr. Manmohan Singh said, it will help in their effective management. Inaugurating India Water Week at a function in New Delhi today, Dr. Singh expressed serious concern over the decline in the ground water across the country.
"We also need to promote participatory management of aquifers to ensure sustainable and equitable use and promoting cropping pattern which are aligned with the ground water actually available. We should also examine seriously the proposal to have a clear legal frame work to govern the use of scarce ground water resources."
Noting that inadequate and sub-optimal pricing of power and water are promoting misuse of groundwater, the Prime Minister stressed on the need to move towards participatory mechanisms of pricing of water by the primary stakeholders themselves. Dr. Singh said, the government has been working on watershed management, rainwater harvesting and groundwater recharge. He said, the government has launched a National Water Mission as part of an Action Plan on Climate Change.
"The main objective of this mission is to achieve an integrated management of water resources by conserving water, minimising wastage and ensuring its more equitable distribution both across and within various states of our union."

The government today announced new Foreign Direct Investment, FDI norms for Foreign Institutional Investors, FIIs. Under the new norms, FIIs can now invest up to 23 per cent in commodity exchanges without seeking prior approval of the government. However, FDI will continue to require the approval of the Foreign Investment Promotion Board. The Department of Industrial Policy and Promotion's consolidated FDI policy and the new norms came in force from today. At present both type of foreign investments, 23 per cent through FII route and 26 per cent through FDI route in commodity exchanges require government approval.
This change aligns the policy for foreign investment in commodity exchanges, with that of other infrastructure companies in the securities markets, such as stock exchanges, depositories and clearing corporations.

Snapping two days of losses, the Sensex at the Bombay Stock Exchange rose a modest 22 points, or 0.1 percent, to 17,244, on selective buying at lower levels, today. The Nifty gained 9 points, or 0.2 percent, to 5,244. Stock markets in Japan, China, Hong Kong, Singapore and South Korea ended mixed. Gold rose 150 rupees, to 28,650 rupees per ten grams in Delhi. But silver lost 400 rupees, to 56,100 rupees per kilo. The rupee depreciated 33 paise, to close at a nearly three-month low of 51.47 against the dollar. And US crude oil futures declined 71 cents, to 101.75 dollars a barrel, while Brent crude fell below 122 dollars a barrel,AIR News.

In Andhra Pradesh, curfew continued on the third day today in Madannapet and Saidabad areas of the old city of Hyderabad as the situation remains tense but under control. Hyderabad police has arrested six more persons in connection with the Madannapet clashes today. With this a total of 11 persons have been arrested relating to the clashes. The Special Investigation Team is interrogating some more persons who were picked up for questioning.
Meanwhile, City Police Commissioner, A K Khan said, curfew is being continued as a precautionary measure as some sporadic incidents have been reported in some other areas.

In Yemen, 63 persons were killed in violent clashes last night between the military and Al Qaeda militants in the southern province of Abyan. These include 56 militants, four soldiers and three tribal fighters killed overnight and early today. Yemenese Army officials said the clashes began in Lawder early Monday and spilled over into Tuesday. The death toll in the fighting in the region over the past two days has gone up to 127. Army shelled militant hideouts to flush them out. Al-Qaeda in Yemen has exploited the country's political turmoil to seize territory in the south of the impoverished Arab nation. Meanwhile, the visiting Yemen Prime Minister Mohammed Salem Basendwah met the Deputy Emir of Qatar, Tamim Bin HAMAD Al Thani in Doha today to discuss the regional situation. He sought assistance from Qatar in rebuilding Yemen.

Visitors will have an opportunity to buy the unique Pakistani designs, high-end textiles, jewellery and fashion accessories during the four-day exhibition to be held at Pragati Maidan. The event will be inaugurated by the Commerce Ministers of both the countries.
Our correspondent reports, for the first time, India is hosting such an exposition exclusively for Pakistani traders under one roof. Items that would be showcased include fashion textiles, designer furniture, semi-precious jewellery, leather accessories, food items, marble ornaments and intricate handicrafts.

Kolkata Knight Riders brought their IPL campaign back on track today with a 42-run victory over Bangalore Royals Challengers in the match played in Bangalore. Sent into bat, the Knight riders posted a challenging 165 for eight in their stipulated 20 overs. Skipper Gautam Gambhir was the top scorer with a strokeful 64 in just 39 balls. Kolkata then restricted the Challengers to 123 for nine in their twenty overs.
In the other match now under way in Delhi, put in to bat, Chennai Super Kings were 53 for 3 in 8 overs against Delhi Daredevils, a short while ago.

Union Commerce Minister Anand Sharma today laid the foundation stone of the Regional Tea Board Office at Palampur in Kangra District of Himachal Pradesh. On this occasion, he also announced setting up of a Tea Museum at the cost of one crore rupees to promote Kangra Tea at the international level.
Our Correspondent reports that Kangra region produces nine lakh tonnes of tea every year and the flavour of the tea is very popular in European countries.
