असम में सीमा सुरक्षा बल, सेना और पुलिस के जवान ब्रहमपुत्र नदी में राहत और बचाव कार्यों में जुटे हैं। कल धुबरी जिले के फकीरगंज थाने के अंतर्गत बुरहा-बुरही में जबरदस्त तूफान में घिरने के बाद यात्रियों से खचाखच भरी नाव ब्रहमपुत्र नदी में पलट गई थी। अब तक ४५ शव निकाले जा चुके हैं, जबकि ४९ लोगों को सुरक्षित बचा लिया गया है। सौ से ज्यादा लोग अब तक लापता हैं। राष्ट्रपति प्रतिभा देवीसिंह पाटील, प्रधानमंत्री मनमोहन सिंह और यूपीए अध्यक्ष सोनिया गांधी ने हादसे में मरने वालों के प्रति शोक व्यक्त किया है।

छत्तीसगढ़ सरकार सुकमा के अपहृत कलक्टर एलेक्स पॉल मेनन की रिहाई के बदले माओवादियों और उन लोगों के खिलाफ मामलों की समीक्षा के लिए एक उच्चस्तरीय स्थायी समिति बनाने को तैयार हो गई है जिनपर जांच और मुकदमा चलाने की कार्रवाई लम्बित है। मुख्यमंत्री डॉ० रमन सिंह ने कल रात रायपुर में आश्वासन दिया कि माओवादियों द्वारा श्री मेनन की रिहाई के एक घंटे के भीतर यह समिति काम करने लगेगी। डॉ. रमन सिंह ने कहा कि चारों मध्यस्थों के बीच इस बारे में हुए समझौते को मंत्रिमंडल की आंतरिक सुरक्षा संबंधी उपसमिति ने मंजूरी दे दी है और अब श्री मेनन की रिहाई का इंतजार किया जा रहा है।

माओवादियों और हमारी सरकार की ओर से चारों मध्यस्थ के बीच एक एग्रीमेंट का प्रस्ताव रखा गया है, जिसे हमने उप-समिति की ओर से सहमति दी है और अब उस एग्रीमेंट पर चारों मध्यस्थों ने हस्ताक्षर कर दिए हैं। जो एग्रीमेंट हुआ है, वह स्वागत योग्य है और छत्तीसगढ़ में शांति और विकास के लिए भविष्य का मार्ग प्रशस्त करने वाला ऐतिहासिक कदम है। कलेक्टर एलेक्स पॉल मेनन की ४८ घंटे में सुरक्षित वापसी की अब हमें भी प्रतीक्षा है।

इस बीच सरकारी मध्यस्थ श्रीमती निर्मला बुच ने कहा कि माओवादी मध्यस्थ श्री एलेक्स की कल तक सुरक्षित रिहाई सुनिश्चित करने के लिए राजी हो गए हैं।

मणिपुर की राजधानी इम्फाल में बारह उग्रवादी गुटों के एक सौ तीन उग्रवादियों ने आत्मसमर्पण किया है। इन उग्रवादियों ने मंत्रिपुखरी में असम राइफल महानिरीक्षक के मुख्यालय में कल तीसरे पहर मुख्यमंत्री ओकराम इबोबी सिंह को भारी मात्रा में हथियार और गोला-बारूद सौंपे।

सरकार ने कपास के और अधिक निर्यात को मंजूरी दे दी है। इसके साथ ही कपास निर्यात पंजीकरण पर लगी रोक हटाने की भी घोषणा की गई है। ये फैसला नई दिल्ली में मंत्रिसमूह की बैठक में लिया गया। बैठक में कपास निर्यात की स्थिति की समीक्षा की गई। वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता में मंत्रिसमूह ने कपास सलाहकार बोर्ड के अनुमानों और कृषि मंत्रालय के तीसरे अनुमानों पर विचार किया। बैठक में कृषि मंत्री शरद पवार, वाणिज्य तथा कपड़ा मंत्री आनन्द शर्मा और प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी रंगराजन ने हिस्सा लिया। बैठक के बाद श्री आनन्द शर्मा ने बताया कि सरकार ने कपास निर्यात के पंजीकरण का निलंबन समाप्त कर दिया है।

मंत्री समूह ने कपास की घरेलू मांग, मिलों में खपत और मंडियों में कपास की उपलब्धता का दोबारा आकलन किया है। कपास सलाहकार बोर्ड के संशोधित अनुमानों और कृषि मंत्रालय द्वारा दिए गए कपास की पैदावार के आंकड़ों को हमने स्वीकार कर लिया है। इसलिए कपास निर्यात के पंजीकरण का निलंबन समाप्त करने का फैसला किया गया है।
हमारे संवाददाता ने बताया है कि भारतीय कपास निगम को जून, जुलाई और अगस्त के दौरान किसी भी स्थिति से निपटने के लिए दस लाख गांठों का भंडार तैयार रखने का आदेश दिया गया है। मंत्रिसमूह दो से तीन हफ्तों के भीतर स्थिति की समीक्षा करेगा।

संसद ने भारतीय प्रौद्योगिकी संस्थान-आई.आई.टी. के बारे में दो संशोधन विधेयकों को मंजूरी दे दी है। राज्यसभा ने कल इसे ध्वनिमत से पारित कर दिया। लोकसभा इन दोनों विधेयकों से संबंधित दो संशोधनों को पहले ही पारित कर चुकी है।

प्रवर्तन निदेशालय ने आदर्श हाउसिंग सोसायटी घोटाले में कथित रूप से शामिल होने और पैसे की हेरा-फेरी करने के मामले में महाराष्ट्र के पूर्व मुख्यमंत्री अशोक चव्हाण और १३ अन्य के खिलाफ आरोप लगाए हैं। वरिष्ठ वकील आर.बी. देसाई ने कल बंबई उच्च न्यायालय को बताया कि इन लोगों के खिलाफ पैसे के अवैध लेन-देन रोकथाम अधिनियम के तहत इन्फोर्समेंट केस इंर्फोमेशन रिपोर्ट दर्ज की गई है। इसमें कहा गया है कि इन आरोपियों ने आदर्श हाउसिंग सोसायटी का निर्माण करने के लिए गैर-कानूनी तरीके से मंजूरी ली तथा बाजार मूल्य से बहुत कम पर फ्लैट खरीदे।

उत्तर प्रदेश में केन्द्रीय अन्वेषण ब्यूरो-सी बी आई की ग़ाजियाबाद अदालत ने पावर ग्रिड कॉर्पोरेशन के एक अतिरिक्त महाप्रबंधक सुशील कुमार गुप्ता को दो साल पुराने रिश्वत के एक मामले में दोषी करार दिया है। विशेष न्यायाधीश ने उन्हें सात साल की कैद और दो लाख रुपये जुर्माने की सजा सुनाई है। सीबीआई ने गुप्ता को एक ट्रांसपोर्टर से पांच हजार रुपये की रिश्वत लेते रंगे हाथों गिरफ्तार किया था।

सरकार ने, सभी मोबाइल फोन निर्माताओं को इस साल एक सितम्बर तक मोबाइल हैंड सेट में रेडियोधर्मी टैग लगाने का निर्देश दिया है, जिसमें स्पेसीफिक एब्जॉर्शन रेट (एस ए आर) मूल्य शामिल होंगे। संचार और सूचना प्रौद्योगिकी मंत्री मिलिंद देवड़ा ने कल राज्यसभा में कहा कि सभी घरेलू निर्माताओं को निर्देश दिया गया है कि वे निर्धारित समय-सीमा के भीतर डिजाइन, सॉफ्टवेयर और पैकेजिंग में आवश्यक बदलाव करें।

भारतीय दूरसंचार नियामक प्राधिकरण-ट्राई ने उपभोक्ताओं की शिकायतें मॉनीटर करने के लिए कल एक सुविधा प्रणाली की शुरूआत की। इस प्रणाली से उपभोक्ताओं को उपभोक्ता सेवा नम्बर, आम सूचना नम्बर और शिकायत केन्द्र तथा अपील प्राधिकरण से संपर्क स्थापित करने में मदद मिलेगी। ट्राई ने इस सेवा के लिए वेबसाइट ूूूण्जबबउेण्हवअण्पद की शुरूआत की है।

भारत और जापान नागरिक परमाणु सहयोग पर बातचीत आगे बढ़ाने तथा एक समझौते पर हस्ताक्षर करने के लिए सहमत हो गए हैं। इसके अलावा साइबर तथा समुद्री सुरक्षा के बारे में विदेश मंत्रालय अधिकारीे स्तर पर वार्ता शुरू करने पर भी दोनों देश सहमत हुए हैं। विदेश मंत्री एस.एम. कृष्णा ने जापानी विदेश मंत्री कोचिरो गेम्बा के साथ संयुक्त संवाददाता सम्मेलन में दोनों देशों के बीच सामरिक तथा वैश्विक साझेदारी पर संतोष व्यक्त किया। श्री एस. एम. कृष्णा ने कहा कि भारत और जापान दिल्ली-मुंबई औद्योगिक गलियारा परियोजना में सहयोग बढ़ाने पर सहमत हुए हैं।

हमने विविध क्षेत्रों सहित वर्तमान में चल रहे समर्पित माल-ढुलाई गलियारा परियोजना में सहयोग पर चर्चा की। साथ ही हमने जापान से हाई स्पीड रेल टेक्नोलॉजी प्राप्त करने की संभावना पर भी बातचीत की।
जापान, चेन्नई-बंगलौर गलियारा परियोजना के लिए एक व्यापक मास्टर प्लान बनाने में सहायता करने पर सहमत हुआ है।

सेशल्स ने भारत को भरोसा दिलाया है कि वह हिंद महासागर क्षेत्र में उसका विश्वसनीय साथी बना रहेगा। सेशल्स की यात्रा पर गईं राष्ट्रपति प्रतिभा देवीसिंह पाटील के साथ बैठक में मेज+बान देश के राष्ट्रपति जेम्स एलिक्स माइकल ने समुद्री डकैती से निपटने में भारत से मिले सहयोग के लिए आभार व्यक्त किया। श्रीमती पाटील ने कहा कि दोनों नेताओं ने हिन्द महासागर में समुद्री डकैती से निपटने सहित रक्षा और सुरक्षा के क्षेत्र में आपसी सहयोग के मौजूदा स्तर पर संतोष जाहिर किया है। एक रिपोर्टः-

भारत ने समुद्री डकैती के खिलाफ लड़ाई में सेशल्स को अपना सहयोग जारी रखने की प्रतिबद्धता दोहराई है। भारतीय नौसेना के जहाज सेशल्स के विशेष आर्थिक जोन की सुरक्षा के लिए नियमित रूप से दौरा कर रहे हैं। भारत ने वर्ष २००५ में सेशल्स को आईएनएस टारमुगली नामक नौसेना का एक जहाज उपलब्ध कराया था। बहुत जल्द ही भारत सेशल्स के ११५ द्वीपों में से एक में अपनी रडार प्रणाली स्थापित करेगा, जिससे किसी अजनबी जहाज का दूसरे जहाज के पास जाने पर उसकी शिनाख्+त हो सकेगी। सोमाली समुद्री लुटेरों से हिंद महासागर क्षेत्र में आवाजाही करने वाले जहाजों की सुरक्षा की दृष्टिकोण से यह एक बहुत ही अहम कदम साबित होगा। सेशल्स की राजधानी विक्टोरिया से मणिकांत ठाकुर के साथ तौहीद खान।
दोनों देशों ने सुरक्षा और पुलिस अनुसंधान तथा खेलों और युवाओं के मामलों में सहयोग के दो समझौता ज्ञापनों पर भी हस्ताक्षर किये। भारत ने सेशल्स को दिये जाने वाले ऋण की सीमा मौजूदा एक करोड़ डॉलर से बढ़ाकर पांच करोड़ डॉलर कर दी है।

भारतीय नैसेना के बेड़े में-आई एन एस द्वीपरक्षक को कल लक्षद्वीप में काबारत्ती द्वीप में शामिल किया गया। दक्षिण नौसेना कमान के वाइस एडमिरल के.एन. सुशील ने सामरिक दृष्टि से महत्वपूर्ण इस द्वीप में इसे शामिल किया, जिससे प्रभावी तटीय निगरानी और रक्षा क्षमताओं को बनाए रखने में मदद मिलेगी।

अमरनाथ श्राइन बोर्ड ने तीर्थयात्रियों का पंजीकरण करने की दिशा में एक नई शुरुआत करते हुए डाक विभाग के साथ समझौता किया है। देशभर के, खासतौर से पंजाब, हरियाणा, महाराष्ट्र, गुजरात, मध्यप्रदेश, बिहार और उत्तरप्रदेश के चुनिंदा डाकघरों के जरिए श्रद्धालु अपना पंजीकरण करवा सकेंगे। इस काम के लिए देशभर में सौ डाकघरों को चुना गया है। डाक विभाग सात मई से अमरनाथ यात्रियों की पंजीकरण प्रक्रिया शुरु करेगा।

उत्तराखंड में रूद्रप्रयाग जिले के केदारनाथ धाम क्षेत्र में खराब मौसम और बर्फबारी के कारण छह तीर्थयात्रियों की मौत हो गई है और कई बीमार हो गए हैं। जिला पुलिस प्रमुख विजय कुमार सिंह ने आकाशवाणी को बताया कि इस क्षेत्र में बर्फबारी के कारण खासकर बुजुर्ग तीर्थयात्रियों को दोपहर बाद तक धाम की ओर न जाने की सलाह दी गई है।

In Assam, the BSF, the Army and the police continue the rescue operation in the river Brahmaputra where a crowded ferryboat capsized due to a heavy storm at Burha-Burhi Char under the Fakirganj police station in Dhubri district yesterday. 45 bodies have so far been recovered from the incident spot and 49 others rescued. Over 100 people are still reported missing. More from our Correspondent:

"Two Ministers of the Assam Government-Chandan Brahma and Dr. Nazrul Islam besides the Deputy Commissioner and SP are also camping in the area. Assistance of the Bangladesh Rifles authorities have also been sought to carry out the rescue operation. Assam Government has rushed a team of doctors from the Guwahati Medical College and Hospital to the spot. The State Chief Minister Tarun Gogoi has directed the Chief Secretary and Principal Secretary, Revenue and Disaster Management to expedite the rescue operations of the victims who are feared to have been drowned into the Brahmaputra. Ramani Kanta Sharma, AIR News, Guwahati."

In Chattisgarh, negotiators of both sides, the government and the Maoists, have reached an agreement for the safe release of abducted Sukma district collector, Mr. Alex Paul Menon. The Collector is likely to be released within 48 hours. The Chhattisgarh government agreed to set up a high powered standing committee to review all cases of persons for whom investigation and prosecution is pending, including the Maoist related cases, in return of the release of the collector.

Briefing newsmen in Raipur last night the Chief Minister Dr. Raman Singh gave the assurance that the committee would be constituted and become operational within one hour of the release of Mr. Menon by the Maoists. Dr. Singh said the agreement arrived at by the four negotiators to this effect was duly approved by the cabinet sub-committee on internal security and that Mr. Menon’s release is awaited. "The consensus among the four interlocutors, that was reached after four circuitous sessions spread over three nail-biting days, has finally raised high hopes on the release of Mr. Menon. The series of talks that include the one the maoists had with their mediators in the dense woods of Bastar, is all set to fructify , hopefully soon. Terming the agreement as a milestone not only for the state but also for the country, the chief minister Dr. Raman Singh said that this is only the beginning of a new journey on the way to peace and development. Thanking all those who laboured into this welcome outcome , Dr Singh minced no words in stating his governmnet’s readiness to make extensive, the peace talks in future as well. The Government has lifted the ban on export registrations for cotton and has allowed fresh exports. This was decided in the Group of Ministers, GoM, meeting which reviewed the cotton exports situation in New Delhi. It has also announced that suspension of new registrations be revoked to allow traders to apply afresh for registration. The GoM chaired by the Finance Minister Mr. Pranab Mukherjee considered the estimates of the cotton advisory board and the 3rd estimates of the Ministry of Agriculture.

The meeting was attended by Agriculture minister Sharad Pawar, Commerce and Textiles minister Anand Sharma and Chairman of the Prime Minister's Economic Advisory Council C Rangarajan. Talking to reporters outside Parliament after the meeting, Mr. Anand Sharma said that the government has removed the suspension of registration of cotton exports.

"A decision has been taken to remove this suspension of registeration. The registeration of Cotton for exports will be allowed by the government and the Group of Ministers will review it within two to three weeks."

The Government has instructed all cell phone manufacturers to include radiation tags in mobile handsets to display the Specific Absorption Rate, SAR value by the first of September this year. A radiation tag is a device embedded within a cell phone for checking the radiation emitting from it.

The Minister of State for Communication and Information Technology Milind Deora gave this information in the Rajya Sabha yesterday. Mr Deora said that all indigenous manufactures have been instructed to the make necessary changes in design, software and packaging in compliance with these instructions within the stipulated time.

The Telecom Regulatory Authority of India, TRAI, yesterday launched a facility to monitor complaints from consumers. The facility called the Telecom Consumers Complaint Monitoring System will facilitate telecom consumers in locating the Consumer Care Number, General Information Number and contact details of the complaint centre and the Appellate Authority of their service provider.

TRAI has launched a website www.tccms.gov.in for this service. The portal will also help consumers access the website of their service provider’s complaint monitoring portal to track the current status of their complaints.

Seychelles has assured India that it would be a rock of dependability for New Delhi in the Indian Ocean Region and thanked India for its support in combating piracy. During a meeting with visiting President Pratibha Devisingh Patil, her Seychelles counterpart James Alix Michel thanked India for supporting his country in the fight against piracy.

The two countries also signed two MoUs including one on Security and police research under which police personnel of the island republic will receive training from India to combat piracy and other challenges. The second MoU was on cooperation in youth and sports affairs. India also extended 50 million Dollar line of credit besides the existing 10 million dollar.

It also extended a grant of 25 million dollars for the development of the country. AIR correspondent covering the President’s visit has filed this report;

"India would continue to extend cooperation to Seychelles in the fight against piracy as has been the case during the last few years. Indian naval ships make regular visits to Seychelles to safeguard its Exclusive Economic Zone. A naval patrol vessel "INS Tarmugli" was provided in 2005. It also has Maritime and Naval advisors in this strategic island country. Very soon India will establish a radar system at one of the 115 islands that Seychelles has to track the unidentified ship approaching another ship. Seychelles, an African country located in the mid-western part of the Indian Ocean has also sought greater business cooperation with India, especially in the field of energy and technology. In Uttrakhand, six people died and others fell ill due to snowfall and inclement weather in Kedarnath areas of Rudhraprayag district since the shrine was opened last Saturday. District Police Chief Vijay Kumar Singh Karki, told AIR this morning that snowfall continue in Kedarnath area and pilgrims are advised not to go towards the shrine in the afternoon, especially elderly persons. "Army has set up medical relief camps in Kedarnath and Gaurikunj area with the co-operation of district administration, where army doctors and medical assistants are tendering their services. As per reports, State Police and Army Jawans were also helping pilgrims on their way to Kedarnath shrine following this heavy snowfall. The Punjab Government has decided to abolish octroi on Petrol and Diesel in the state. This decision was taken in a cabinet meeting under the chairmanship of the Punjab Chief Minister, Parkash Singh Badal at Chandigarh last evening. A spokesman of the state government said that the decision will provide relief to the people.

At present one percent octroi was charged on petrol and two percent on diesel. The spokesman also said that Octroi was also adversely affecting the sale of products in urban areas, which are adjacent to the other states. The Cabinet also gave nod to amend the municipal acts in this regard and to issue ordinance.

असम में ब्रहमपुत्र नदी में नाव डूबने की दुर्घटना में आज और शव निकाले गए हैं। इसके साथ ही नदी से निकाले गए शवों की संख्या एक सौ तीन हो गई है। धुबरी जिले में फकीरगंज पुलिस थाने के अन्तर्गत आंधी-तूफान के कारण बुरहा-बुरही चार में कल शाम यह नौका डूब गई थी। इस नौका में तीन सौ से अधिक यात्री सवार थे, जिनमें से डेढ़ सौ से अधिक अब भी लापता बताये जा रहे हैं। हमारे संवाददाता ने खबर दी है कि चार लोगों को बचा लिया गया है। सेना, सीमा सुरक्षाबल, पुलिस और राष्ट्रीय आपदा कार्यबल बचाव कार्य की संयुक्त निगरानी कर रहे हैं।

छत्तीसगढ़ में सुकमा जिले के अपहृत कलैक्टर एलैक्स पॉल मेनन को कल छोड़े जाने की आशा है। छत्तीसगढ़ सरकार उन सभी लोगों के मामलों की समीक्षा के लिए उच्चस्तरीय समिति बनाने पर सहमत हो गई है जिनके खिलाफ जांच और मुकदमे की कार्रवाई अभी चलनी है। इन लोगों में कुछ माओवादी भी हैं। यह समीक्षा श्री मेनन को छुड़वाने के बदले की जा रही है। मुख्यमंत्री डॉक्टर रमन ंिसह ने कल, सरकार के वार्ताकारों और माओवादियों के प्रतिनिधियों के बीच हुए समझौते का पूरी तरह पालन करने की प्रतिबद्धता व्यक्त की। मुख्यमंत्री ने सरकार के वार्ताकारों श्रीमती निर्मला बुच और एस के मिश्रा और माओवादियों के वार्ताकार प्रोफेसर हरगोपाल और श्री बी डी शर्मा के प्रति आभार व्यक्त किया। ये चारों आज सवेरे डॉक्टर रमन सिंह से मिले थे।

उच्चतम न्यायालय ने आज पूर्व प्रधानमंत्री राजीव गांधी के हत्यारों की याचिकाएं मद्रास उच्च न्यायालय से अपने यहां स्थानान्तरित की हैं। न्यायमूर्ति जी० एस० सिंघवी और न्यायमूर्ति एस० जे० मुखोपाध्याय की पीठ ने इस मामले को उच्चतम न्यायालय में स्थानान्तरित करने सम्बन्धी एल० के० वेंकट और अन्य लोगों की याचिकाएं मंजूर कर ली। राष्ट्रपति प्रतिभा देवीसिंह पाटील ने राजीव गांधी के तीन हत्यारों की दया याचिकाओं को खारिज कर दिया था। मई १९९१ में आत्मघाती बम हमले में राजीव गांधी की हत्या की गई थी। राजीव गांधी के हत्यारों संथन, मुरूगन और पेरारीवालन ने राष्ट्रपति के फैसले को चुनौती देते हुए उच्च न्यायालय में याचिकाएं दायर की थी। उनका कहना था कि उनकी दया याचिकाएं ११ वर्षों से अधिक समय तक लम्बित पड़ी रही, इसलिए उनकी मौत की सजा को आजीवन कारावास में बदल दिया जाना चाहिए।

आरूषि और नौकर हेमराज हत्याकांड की आरोपी नुपुर तलवार की जमानत याचिका पर नई दिल्ली की एक अदालत ने फैसला कल तक सुरक्षित रखा है। वर्ष २००८ के इस हत्याकांड मामले में अतिरिक्त जिला जज एस लाल ने दोनों पक्षों की दलील सुनने के बाद ये फैसला किया है। नुपुर के वकील और सीबीआई की दलीलों को सुनने के बाद कल नुपुर को जेल भेज दिया गया था। सीबीआई ने नुपुर को कोई राहत देने की कार्रवाई का विरोध किया था। नुपुर के वकील का दावा था कि उनकी मुवक्किल के खिलाफ कोई सबूत नहीं है। झूठ पकड़ने वाली मशीन द्वारा जांच और पोलीग्राफी में भी उनके खिलाफ कोई सबूत नहीं मिला।

सरकार ने १२वीं पंचवर्षीय योजना में सार्वजनिक और निजी क्षेत्र की भागीदारी में डेढ़ हजार नये आई टी आई और पॉंच हजार कौशल विकास केन्द्र बनाने के लिए कौशल विकास योजना शुरू करने का फैसला किया है। सरकार ने भवन निर्माण कार्यों में लगे मजदूरों, फेरी वालों, मनरेगा कर्मचारियों, घरेलू नौकरों और बीड़ी मजदूरों को भी राष्ट्रीय स्वास्थ्य बीमा योजना के तहत लाने का फैसला किया है। श्रम और रोजगार मंत्री मल्लिकार्जुन खड़गे ने आज नई दिल्ली में अन्तर्राष्ट्रीय श्रम दिवस के अवसर पर इलेक्ट्रोनिक चालान-कम-रिटर्न वेब पोर्टल का उद्घाटन करते हुए यह जानकारी दी। इस वेब पोर्टल से नियोक्ता को कहीं से भी ऑनलाइन रिटर्न दायर करने का अवसर मिलेगा। श्री खड़गे ने कहा कि सरकार ने अब तक स्वास्थ्य बीमा योजना के तहत करीब तीन करोड़ स्मार्ट कार्ड जारी किये हैं। देश में बाल श्रम पर चिन्ता व्यक्त करते हुए श्री खड़गे ने कहा कि सरकार के लगातार प्रयासों से २००४-०५ के मुकाबले २००९-१० में बाल श्रम में ४५ प्रतिशत कमी हुई। उन्होंने कहा कि उनका मंत्रालय कौशल विकास के लिए पूरे प्रयास कर रहा है और अब तक कौशल विकास योजना के तहत १३ लाख से अधिक लोगों को प्रशिक्षित किया गया है। इस अवसर पर श्री खड़गे ने श्रम संसार समाचार पत्रिका जारी की जिसमें सरकार के प्रयासों और श्रम सम्बन्धित मामलों के बारे में पूरी जानकारी दी गई है। उन्होनें कहा कि इस पत्रिका से सरकार और कर्मचारियों के बीच बेहतर सम्पर्क कायम हो सकेगा।

सरकार का १२वीं पंचवर्षीय योजना अवधि में जलवायु परिवर्तन पर राष्ट्रीय कार्य योजना के विभिन्न मिशनों पर करीब दो लाख करोड़ रूपये खर्च करने का अनुमान है। सौर मिशन और हरित भारत मिशन जैसे विभिन्न कार्यक्रमों पर १२वीं योजना में काफी बड़ी राशि की आवश्यकता है। हरित भारत मिशन के लिए १२ वीं और १३वीं योजना में ४६ हजार करोड़ रूपये की जरूरत होगी। राष्ट्रीय हिमालय मिशन के लिए १२वीं योजना के अंत तक एक हजार, पॉंच सौ करोड़ रूपये और राष्ट्रीय जल मिशन के लिए ८९९ करोड़ रूपये की जरूरत होगी। डॉ० के० कस्तूरीरंगन की अध्यक्षता वाले विशेषज्ञ दल की रिपोर्ट में जोर देकर कहा गया है कि सरकार को ग्रीन हाउस गैसों के उत्सर्जन को कम करने के बारे में सम्बद्ध मंत्रालयों और अन्य पक्षों से व्यापक विचार विमर्श किये बिना कोई प्रतिबद्धता व्यक्त नहीं करनी चाहिए।

भारतीय निर्यात में २१ प्रतिशत की वृद्धि हुई है और पिछले वित्त वर्ष की तुलना में २०११-१२ में लक्ष्य से अधिक ३०३ +अरब ७० करोड अमरीकी डॉलर का निर्यात हुआ। आज वाणिज्य मंत्रालय द्वारा जारी आंकड़ों के अनुसार आयात २ दशमलव एक प्रतिशत की वृद्धि के साथ ४८८ अरब ६० करोड अमरीकी डॉलर का हुआ। इस तरह निर्यात-आयात व्यापार में भारत को १८४ अरब ९० करोड़ अमरीकी डॉलर का घाटा हुआ। वाणिज्य सचिव राहुल खुल्लर ने कहा कि इस तरह का व्यापारिक घाटा देश के सामने आर्थिक व्यवस्था को गंभीर चुनौती है। सरकार ने वर्ष २०११-१२ के लिए तीन सौ अरब अमरीकी डॉलर निर्यात का लक्ष्य निर्धारित कर रखा था।

राज्यसभा ने कल दो महत्वपूर्ण विधेयक प्रौद्योगिकी संस्थान संशोधन विधेयक-२०११ और राष्ट्रीय प्रौद्योगिकी संस्थान संशोधन विधेयक-२०१० पारित किये। राष्ट्रीय प्रौद्योगिकी संस्थान संशोधन विधेयक से आठ नये भारतीय प्रौद्योगिकी संस्थानों को ंसंसद के कानून के जरिये उनका दर्जा मिल जायेगा और भारतीय विज्ञान, शिक्षा और अनुसंधान संस्थानों के छात्रों को उनकी डिग्रियां मिलेंगी। प्रौद्योगिकी संस्थान संशोधन विधेयक-२०११ लोकसभा पहले ही पास कर चुकी है। इसमें भुवनेश्वर, गांधीनगर, हैदराबाद, इन्दौर, जोधपुर, मंडी, पटना और रोपड़ में आठ नये भारतीय प्रौद्योगिकी संस्थान बनाने की व्यवस्था है। यह विधेयक उत्कृष्ट शिक्षा के केन्द्र बनाने की दिशा में एक महत्वपूर्ण कदम है।

सिक्किम में नाथूला के रास्ते भारत और चीन के बीच सीमा पर व्यापार आज सुबह फिर शुरू हो गया। यह ३० नवम्बर तक जारी रहेगा। सिक्किम के पूर्वी जिले के कलेक्टर डी० आनन्दन ने बताया कि उन्हें व्यापारियों से ३०१ आवेदन मिले, जिन्हें मंजूरी के लिए गुप्तचर ब्यूरो कार्यालय भेजा गया। उन्होंने बताया कि गुप्तचर ब्यूरो कार्यालय से ५० आवेदनों को मंजूरी मिली है। बाकी २५१ के बारे में एक हफ्‌ते में फैसला हो जाने की उम्मीद है। २००६ में भारत और चीन के बीच नाथूला के रास्ते सीमित व्यापार का समझौता हुआ था। इसके तहत भारत से २९ और चीन से १५ वस्तुओं का कारोबार होता है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील दो देशों की अपनी यात्रा के दूसरे चरण में भारत के मैत्री संबंध बढ़ाने के लिए आज सुबह सेशल्स से दक्षिण अफ्रीका रवाना हो गईं। हमारे संवाददाता ने खबर दी है कि उनकी इस यात्रा के दौरान दोनों देशों के बीच कई समझौतों पर हस्ताक्षर होने की संभावना है। श्रीमती पाटील की दक्षिण अफ्रीका यात्रा इस बात का संकेत है कि भारत का दक्षिण अफ्रीका के साथ संबंध प्रगाढ हो रहा है। पिछले वर्ष प्रधानमंत्री मनमोहन सिंह ने अक्तूबर में इब्सा शिखर सम्मेलन में भाग लेने के लिए दक्षिण अफ्रीका की यात्रा की थी। पिछले महीने दक्षिण अफ्रीका के राष्ट्रपति जेकब जूमा ब्रिक्स शिखर सम्मेलन के मौके पर नई दिल्ली में थे और उन्होंने वर्ष २०१० में भारत की यात्रा की थी जो उनकी किसी एशियाई देशों की पहली द्विपक्षीय यात्रा थी। श्रीमती पाटील के साथ एक बडा व्यापार शिष्टमंडल भी है। राष्ट्रपति श्रीमती पाटील दक्षिण अफ्रीका व्यापार फोरम बैठक को संबोधित करंेंगी। भारत और दक्षिण अफ्रीका के बीच वर्ष २०१०-११ में ११ अरब डॉलर से अधिक का व्यापार हुआ है। वर्ष २०१५ तक १५ अरब डॉलर के व्यापार का नया लक्ष्य तय हुआ है। आकाशवाणी समाचार के लिए दक्षिण अफ्रीका विक्टोरिया से मणिकांत ठाकुर के साथ मैं तौहीद खान।

संयुक्त राष्ट्र महासचिव बान की मून ने सीरिया की राजधानी दमिश्क और इदलीब शहर में बम विस्फोट की घटनाओं की कड़ी निंदा की है। कल इन विस्फोटों में बीस लोग मारे गए थे। बताया जाता है कि दोनों शहरों में सुरक्षा प्रतिष्ठानों को इन विस्फोटों का निशाना बनाया गया। हमारे संवाददाता ने बताया है कि सीरिया में सत्तारूढ़ दल और विपक्षी गुट दोनों एक दूसरे को इन विस्फोटों का जिम्मेदार बता रहे हैं।

संयुक्त राष्ट्र के महासचिव बान की मून की ओर से जारी एक बयान में कहा गया है कि सीरिया में जिन इलाकों में संयुक्त राष्ट्र के पर्यवेक्षक तैनात किये गये हैं वहां हालात में कुछ सुधार हुआ है मगर साथ ही बान की मून ने सीरिया में जारी हिंसा और खूनखराबे पर गहरी चिंता व्यक्त की । उन्होंने सभी पक्षों से फोरन हिंसा रोकने और संयुक्त राष्ट्र पर्यवेक्षक मिशन से सहयोग करने की अपील की। मिशन को सीरिया में संघर्ष विराम की स्थिति में निगरानी रखने की जिम्मेदारी सौंपी गई है। इस बीच पर्यवेक्षक मिशन के तीस सदस्यों वाली अग्रिम टीम सीरिया पहुंच गई है। सुरक्षा परिषद सीरिया में ३०० पर्यवेक्षकों वाले दल को तैनात करने की मंजूरी दी है। संयुक्त राष्ट्र मिशन के अनुसार इस महीने के मध्य तक करीब एक सौ पर्यवेक्षक सीरिया में आ जायेंगे मगर कब तक तीन सौ पर्यवेक्षक सीरिया में आयेंगे इस बात को लेकर अभी भी खुलासा नहीं हुआ है। अतुल तिवारी, आकाशवाणी समाचार।

कोलम्बिया की वायुसेना का एक हैलीकॉप्टर आज तड़के कैरेबियन तट के निकट दुर्घटनाग्रस्त हो गया, जिससे उस पर सवार सभी १३ लोग मारे गये हैं। एटलांटिको स्टेट सिविल डिफेंस के निदेशक जॉर्ज फर्नाडीज ने बताया है कि हैलीकॉप्टर में पुलिस और वायुसेना के नौजवान सवार थे। घटना की जांच पड़ताल की जा रही है।

पुराने टेलीविजन सैट, मोबाइल फोन और कम्प्यूटर जैसा ई-कचरा कहीं भी फैंकने पर आज से पाबन्दी लगा दी गई है। ऐसा ई-कचरा कबाड़ी को बेचना भी गैरकानूनी होगा। इलैक्ट्रॉनिक कचरे के निपटान के बारे में २०११ में बनाये गए नियम आज से लागू हो गए हैं। ऐसा कचरा अब भारत के ऐसे ७३ अधिकृत संस्थानों को भेजा जायेगा जो इसे रि-साइकिल करेंगे। इन नियमों का पालन न करने वालों को कैद और जुर्माना हो सकता है। अभी तक यह सजा सिर्फ इलैक्ट्रॉनिक उपकरण बनाने वालों और इनका बड़े पैमाने पर इस्तेमाल करने वालों को हो सकती थी। हमारे संवाददाता ने बताया है कि अब ऐसा कबाड़ या तो सीधे किसी अधिकृत रि-साइकिल संस्थान या निर्माता को ही दिया जा सकेगा। भारत में २०१२ में इस तरह का आठ लाख मीट्रिक टन कचरा निकलने का अनुमान है जो अब तक का एक रिकॉर्ड है।

दिल्ली परिवहन विभाग ने हाई सिक्योरिटी रजिस्ट्रेशन नम्बर प्लेटें आज से नये वाहनों के लिए अनिवार्य कर दी हैं। पुराने वाहनों में नई रजिस्ट्रेशन प्लेट लगाने के लिए १५ जून तक का समय दिया गया है। बुराडी में क्षेत्रीय परिवहन कार्यालय ने कल दिल्ली की पहली हाई सिक्योरिटी रजिस्ट्रेशन नम्बर प्लेट लगाई। नई नीति के अनुसार नये वाहन मालिकों को रजिस्ट्रेशन नम्बर लेने के लिए क्षेत्रीय परिवहन कार्यालय में जाना होगा। मोटर लाइसेंस अधिकारी, वाहन मालिक को पर्ची जारी करेंगे, जिसे लेकर वे हाई सिक्योरिटी रजिस्ट्रेशन प्लेट सैन्टर में जाकर निर्धारित राशि जमा कराने के बाद यह नम्बर प्लेट हासिल कर सकेंगे। हमारे संवाददाता ने खबर दी है कि दिल्ली में हर क्षेत्रीय परिवहन कार्यालय में ऐसे एक-एक और कुल मिलाकर १४ केन्द्र होंगे।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने महाधिवक्ता गुलाम ई वाहनवती को अगले महीने की आठ तारीख से दो और साल के लिए फिर नियुक्ति दे दी है। हमारे संवाददाता ने खबर दी है कि श्री वाहनवती को वर्ष २००९ में तीन वर्ष के लिए इस पद पर नियुक्त किया गया था। इससे पहले, श्री वाहनवती सोलीसीटर जनरल थे। उन्होंने सुप्रीम कोर्ट और उच्च न्यायालयों में महत्वपूर्ण मुद्दों पर भारत सरकार का संवैधानिक और अन्य कानूनी मुद्दों पर प्रतिनिधित्व किया था।

मध्यप्रदेश सरकार ने नर्मदा नदी की सफाई की एक योजना बनाई है। यह काम इसके किनारे के शहरों में किया जायेगा। हमारे संवाददाता ने खबर दी है कि इस योजना के अन्तर्गत राज्य का शहरी प्रशासन और विकास विभाग नदी में गिर रही प्रदूषित सामग्री को रोकने के लिए इन शहरों के नगर निकायों के साथ मिलकर काम करेगा। योजना के पहले चरण के तहत नर्मदा के किनारे बसे नौ शहरों के नगरीय निकायों को एक-एक करोड़ रूपये दिये गये हैं। इस राशि का इस्तेमाल कर यह नगरीय निकाय सर्वेक्षण कर डिजाईन तैयार करेंगे और नाला सिनेलाइजेशन का काम शुरू करेंगे। नर्मदा में प्रदूषण रोकने के लिए दूसरे चरण में गंदे नालों के मार्ग बदलने और ठोस कचरा अपशिष्ट निष्पादन के लिए कार्य किये जायेंगे। यह योजना दस वर्षों में पूरी होगी। शारिक नूर आकाशवाणी समाचार, भोपाल।

जम्मू कश्मीर के रियासी जिले में माता वैष्णो देवी मन्दिर के दर्शनों के लिए जाने वाले तीर्थ यात्रियों और खच्चर वालों के बेहतर प्रबन्धन के लिए स्मार्ट कार्ड और बायोमीट्रिक्स पर आधारित व्यवस्था जल्दी ही लागू हो जायेगी। इस सिलसिले में कटरा नगर पालिका ने इसके लिए प्रस्ताव मांगे हैं। इसका उद्देश्य श्रद्धालुओं के लाभ के लिए खच्चर वालों पर नियंत्रण रखना है। यह व्यवस्था पवित्र वैष्णोदेवी गुफा के १८ किलोमीटर के कटरा-भवन-भैरो मार्ग पर लागू होगी। कटरा नगरपालिका के पास २५ हजार से अधिक खच्चर वाले हैं जो हर वर्ष वैष्णोदेवी की यात्रा करने वाले एक करोड़ से अधिक तीर्थयात्रियों में से करीब ३५ लाख श्रद्धालुओं को पवित्र गुफा तक लाते ले-जाते हैं। इस बीच श्री माता वैष्णो देवी श्राइन बोर्ड तीर्थयात्रियों की सुविधा के लिए नया हेलीपैड बनायेगा। बोर्ड के मुख्य कार्यकारी अधिकारी नवीन कुमार चौधरी ने बताया कि यह नया हेलीपैड वैष्णोदेवी मन्दिर तक हेलीकॉप्टर से जाने वाले तीर्थयात्रियों की बढ़ती संख्या को देखते हुए बनाया जा रहा है।

यात्रा बढने के हिसाब से सारे इन्फ्रास्ट्रक्चर को ऑपरेट किया जा रहा है चाहे वो ट्रेक हो ट्रेक करेन केपेसिटी हो या दूसरी सुविधाएं हों। हैलीपेड भी उन्हीं का एक हिस्सा है। ट्रेडिशनल हैलीपेड बन रहा है जिसकी जुलाई-अगस्त तक तैयारी कम्पलीट हो जाने की उम्मीद है।

योजना आयोग ने हरियाणा की २०१२-१३ की वार्षिक योजना के लिए २६ हजार ४८५ करोड़ रूपये की मंजूरी दी है। यह २०११-१२ की वार्षिक योजना से ३० प्रतिशत अधिक है। इसमें १४ हजार, ५०० करोड़ राज्य के बजट के लिए, ९ हजार ९५० करोड़ रूपये राज्य सरकार के उपक्रमों के लिए और दो हजार, ३५ करोड़ रूपये स्थानीय निकायों के लिए हैं।

मध्यप्रदेश में मंडला जिले में एक सड़क दुर्घटना में छह लोगों की मृत्यु हो गई और २२ घायल हो गए। जबलपुर-मंडला मार्ग पर एक बस जीप से टकरा गई। तीन लोग मौके पर ही मारे गए। तीन व्यक्ति जबलपुर ले जाते समय रास्ते में चल बसे।

उत्तर प्रदेश के महाराजगंज जि+ले में सीमा सुरक्षा बल और स्थानीय पुलिस ने नेपाल सीमा के रास्ते भारत में दाखिल होने की कोशिश कर रहे चालीस संदिग्ध व्यक्तियों को हिरासत में लिया है। इनमें सात महिलाएं और २२ बच्चे हैं। हमारे लखनऊ संवाददाता ने खबर दी है कि ये सभी भारत-नेपाल सीमा पर सुरक्षा जांच के दौरान अपनी पहचान के वैध दस्तावेज नहीं दिखा सके। उन्होंने सुरक्षा बलों को बताया कि वे जम्मू-कश्मीर के रहने वाले हैं और काठमांडू से आ रहे हैं। स्थानीय पुलिस उनकी सूचनाओं की पुष्टि करने की कोशिश कर रही है।

उत्तर प्रदेश के मुख्यमंत्री अखिलेश यादव ने कहा है कि बहुजन समाज पार्टी की पिछली सरकार के कार्यकाल के दौरान हुए सभी कथित घोटालों की जांच की जा रही है। उन्होंने कहा कि अगर पूर्व मुख्यमंत्री मायावती को दोषी पाया गया तो उन पर कानूनी कार्रवाई की जाएगी। मैंनपुरी में संवाददाताओं से बातचीत में श्री यादव ने कहा कि सभी घोटालों की जांच शुरू कर दी गई है। पचास करोड़ रुपए के कथित बीज घोटाले के बारे में पूछे जाने पर उन्होंने बताया कि राज्य बीज निगम के चार अधिकारियों के खिलाफ एफ आई आर दर्ज की गई है। मुख्यमंत्री को लोकपाल के दायरे में लाये जाने के मुद्दे पर श्री यादव ने कहा कि कोई भी फैसला लेने से पहले सभी दलों के साथ सार्थक बातचीत की जानी चाहिए।

उत्तराखंड में रूद्रप्रयाग जिले के केदारनाथ धाम क्षेत्र में खराब मौसम और बर्फबारी के कारण छह तीर्थयात्रियों की मौत हो गई है और कई बीमार हो गए हैं। जिला पुलिस प्रमुख विजय कुमार सिंह ने आकाशवाणी को बताया कि इस क्षेत्र में बर्फबारी के कारण खासकर बुजुर्ग तीर्थयात्रियों को धाम की ओर न जाने की सलाह दी गई हैं।

मैक्सिको की संसद ने सर्वसम्मति से उस विधेयक को मंजूरी दे दी है, जिसके तहत संगठित अपराध के शिकार लोगों को मुआवजा दिया जाएगा। इसमें कानूनी, चिकित्सा और वित्तीय समर्थन उपलब्ध कराने का भी प्रावधान है। २००६ में राष्ट्रपति फिलिप कालड्रन ने संगठित अपराधियों के खिलाफ कार्रवाई शुरू की थी तब से नशीले पदार्थो की तस्करी से उत्पन्न हिंसा में करीब पचास हजार लोग मारे जा चुके हैं। मारे गये लोगों और जबरन अपहृत तथा गायब लोगों के रिश्तेदार इस कानून के तहत मुआवजा ले सकेंगे।

नेपाल में मिथिला राज्य संघर्ष समिति ने धनुष जिले के जनकपुर शहर में कल के बम विस्फोट के विरोध में अनिश्चितकालीन बंद रखने को कहा है। इस विस्फोट में चार लोगों की मौत हो गई थी। खबर है कि इस इलाके के सभी स्कूल-कॉलेज और उद्योग-कारखाने बंद हैं और परिवहन व्यवस्था ठप्प है। इस घटना के विरोध में स्थानीय लोग सवेरे से प्रदर्शन कर रहे हैं। यह बम एक मोटरसाइकिल पर रखा गया था और यह जनकपुर के रामनंद चौक में मिथिला राज्य संघर्ष समिति के धरना स्थल के पास फटा। बीस से अधिक लोग घायल हुए हैं। इनमें से १४ लोगों को काठमांडू के अस्पताल में दाखिल कराया गया है। पुलिस ने इस धमाके के सिलसिले में दो संदिग्ध व्यक्ति गिरफ्तार किए हैं।

   In Assam, four more bodies have been recovered in the boat-capsize tragedy in river Brahmaputra. With this the number of bodies recovered from the river has gone up to 50. The boat capsized last evening in the river due to heavy storm at Burha-Burhi Char under Fakirganj police station in Dhubri district. Over 200 people are still reported missing. The Chief Minister Tarun Gagoi said in Guwahati that the boat was carrying over 300 passengers.

   "The boat which was carrying 300 passengers, capsized near Dhubri because it was hit by a cyclonic storm which is very common in Kaal Baishakhi."

Our Correspondent reports that four persons have been rescued. The Army, BSF, Police and National Disaster Response Force are continuing their joint rescue operation.

The abducted Sukma District Collector Mr. Alex Paul Menon is expected to be released by Maoists tomorrow. The Chhattisgarh government has agreed to set up a high level committee to review all pending Maoists related cases for whom investigation and prosecution is pending. This includes the Maoist related cases, in return of the release of the abducted collector. The Chief Minister Dr. Raman Singh has reiterated his commitment to fulfill the agreement in full arrived at between the government negotiators and representatives of Maoists yesterday. Dr. Singh thanked the four mediators Mrs. Nirmala Buch, and Mr. S.K. Mishra from the government side and Mr. B.D. Sharma and Professor Hargopal from the Maoists when they met him this morning. Our correspondent quoting official sources reports that the agreement to release the abducted district collector was reached yesterday after four long sessions of talks that led to the constitution of a high-power committee.

"Side by side with the agreement, the two negotiators of the Maoists have also appealed the southern regional committee of the Maoist Party, Dandakaranya to consider the proposal favourably and ensure the safe release of Mr. Menon . Together with this appeal, the said agreement forebodes the release of the Sukma collector at the earliest. While the chief minister Dr. Raman Singh has termed the agreement historic, it also sounds futuristic in matters of peace talks, as hoped by Dr. Singh. The Supreme Court today transferred the petitions of the killers of former prime minister Rajiv Gandhi, from the Madras High Court to the Apex court. A bench comprising Justices G S Singhvi and S J Mukhopadhayay allowed the petitions filed by L K Venkat and others for transfer of the case to the Supreme Court. President Pratibha Devisingh Patil had rejected the mercy petitions of the three assassins of the former prime minister who was blown off in a suicide attack in May 1991. The assassins, including Santhan, Murugan and Perarivalan, have challenged the decision of the President in the High Court stating that their mercy petitions were pending for the over 11 years and hence their death sentence should be commuted to life imprisonment.

The Supreme Court yesterday sought the Italian government's stand on a plea seeking release of its vessel Enrica Lexie whose two marines had allegedly shot dead two Indian fishermen in February. A bench of justices R M Lodha and H L Gokhale reserved its order on vessel's owner Dolphin Tankers' plea for release of the ship later today. By this time, the Italian government too was asked to file its reply. Earlier during the argument, the apex court questioned the Kerala government as to why it did not oppose the compromise reached between the families of the deceased fishermen and the Italian vessel's owners, who reportedly paid one crore rupees to each victim's family. The court objected the manner in which the Italian government made deal with the relatives of the two fishermen killed by two Italian marines of the coast of Kerala.

The order on the bail application of dentist Nupur Talwar, an accused in the 2008 double murder case of her daughter Aarushi and a domestic help, was reserved by a court in New Delhi today after hearing the arguments from both sides. Additional District Judge S Lal reserved the order on the bail application of Nupur, who was sent to jail yesterday, after hearing arguments of her counsel as well as the CBI, which opposed any relief to her. Nupur's lawyer claimed that there was no evidence against her and she had undergone scientific tests like lie detection and polygraphy and nothing was found against her. Nupur was sent to jail after her application for interim bail was rejected yesterday. 14-year-old Aarushi and Talwars' domestic help Hemraj were murdered in May 2008.

The Supreme Court today reserved its verdict on BSP supremo Mayawati's plea challenging a CBI probe against her in an alleged disproportionate assets case. A bench headed by P Sathasivam reserved its order after two-hour-long hearing during which the former Uttar Pradesh Chief Minister accused the CBI for fixing the disproportionate assets (DA) case against her, a charge refuted by the agency. Mayawati had filed a petition in May 2008 seeking quashing of the criminal proceedings against her in the DA case lodged by the CBI over eight years ago, alleging it was an act of political vendetta. Mayawati's counsel had said the bench should direct the CBI to consider the aspect of order passed by the Income Tax Tribunal holding that her income was genuine.

The Rajya Sabha passed two key bills yesterday including the Institutes of Technology (Amendment) Bill, 2011 and the National Institutes of Technology (Amendment) Bill, 2010. The bill would give eight new IITs their status through an Act of Parliament and would enable students of Indian Institutes of Science Education and Research to get their degrees. The Institutes of Technology (Amendment) Bill, 2011, already passed by the Lok Sabha, seeks to set up eight new Indian Institutes of Technology in Bhubaneshwar, Gandhinagar, Hyderabad, Indore, Jodhpur, Mandi, Patna and Ropar. The bills is an important step towards setting up centres of excellence.

India's exports grew 21 per cent and marginally crossed the exports target at 303.7 billion US Dollars in 2011-12 over the previous fiscal. According to the Commerce Ministry data released today, imports shot up by 32.1 per cent to 488.6 billion dollars, leaving a highest-ever trade deficit of 184.9 billion dollars. During March, exports fell 5.71 per cent to 28.68 billion dollars , while imports grew by 24.2 per cent at 42.58 billion dollars leaving a trade gap of 13.9 billion dollars .During the entire 2011-12, Oil and non-oil imports grew by 46.88 per cent and 26.23 per cent to 155.63 billion dollars and 263.80 billion dollars respectively. Commerce Secretary Rahul Khullar has said the widening trade deficit is posing a serious challenge for the economy. The government had set an export target of 300 billion dollars for 2011-12.

Dumping of e-waste, comprising electronic items like television sets, mobile phones and computers is illegal from today. It is also illegal to sell e-waste to local scrap dealers. Under the Electronic Waste (Management and Handling) Rules 2011 , notified a year ago and which comes into effect from today, such waste must be routed to one of 73 authorised recyclers in India. As per the law, non-compliance can entail imprisonment or a fine. As of now, these penalties are only for manufactures and bulk consumers.
Our correspondent reports that e-waste now has to be disposed off directly to authorised collection centres or directly to any authorised recycler or the manufacturer. India's e-waste has hit an all-time high estimated at around eight lakh metric tonnes in 2012.

The Delhi Transport department has made high security registration number plates, HSRPs, mandatory for new vehicles from today. However, in the case of old vehicles, users have time to get new registration plates till the 15th of June. The regional transport office, RTO, in Burari installed the first HSRP in the city yesterday. As per the new policy, new vehicle owners will have to go to the local RTO to get the registration number. The Motor Licensing Officer, MLO, will issue an authorisation slip to the owner who will then approach the HSRP centre and pay the requisite amount to get the HSRP fixed. The centre will allot a date and time for installing the secure number plate to the owner.
Our correspondent reports Delhi will have 14 such centres with one at each RTO. A registration number will have reflective sheets of imperishable nature guaranteed for a minimum period of five years.

The President Mrs Pratibha Devi Singh Patil has re-appointed Goolam E. Vahanvati as Attorney-General for two more years effective from the 8th of next month . Our correspondent reports that Mr. Vahanvati was appointed to the post in 2009 for three years. Earlier, Mr. Vahanvati has served as Solicitor-General. He has practised mainly in the Supreme Court and the High Courts, representing the Union of India in important matters, including constitutional and revenue cases.

The government intends to pump in almost two lakh crore rupees in the 12th Five Year Plan through the various missions of the National Action Plan on Climate Change. The existing commitments made under the National Action Plan on climate change, such as the Solar Mission and the Green India Mission, already need substantial funding in the 12th Plan. The Green India Mission requires 46,000 crore rupees in the 12th and 13th Plans. The National Mission for Himalayas requires 1,500 crore rupees and the National Water Mission requires 899 crore rupees by the end of the 12th plan.
The report of the expert group headed by K. Kasturirangan stressed that government should not make any further commitments on reducing greenhouse gas emissions without holding the widest possible consultations with concerned ministries and other stake holders. The report submitted to the Planning Commission, had recommended that a separate national authority be set up for implementing the mitigation actions to fulfill the domestic and international commitments made to reduce emissions and find adequate funds through all routes.

The Madhya Pradesh government has chalked out a scheme for purification of the Narmada River in the cities situated on its banks. Under the scheme the state’s Urban Administration and Development Department will undertake the work of preventing pollutants falling into the river with the assistance of the urban bodies of these cities. "Under the first phase of the scheme, urban bodies of nine cities situated on the banks of Narmada have been provided one crore rupees each. These cities include Amarkantak, Dindori, Mandla, Bhedaghat, Hoshangabad, Budni, Omkareshwar, Mandleshwar and Maheshwar. Utilising this fund, these urban bodies will conduct a survey and prepare a design. To prevent pollutants from falling into the river, works for diversion of filthy drain and sold waste management will be done under the second phase. These works will be undertaken in about 52 small and medium towns situated either on the banks of Narmada or some distance away. The scheme will be completed in ten years. Border trade at Nathula resumed in Sikkim's East district this morning and will continue till the 30th of November. Nathula is one of the three open trading border posts between China and India. District Collector, East, D Anandan said that his office received 301 applications from traders, which were sent to the Intelligence Bureau office for clearance. He said 50 applications have been cleared from the IB office. The Remaining 251 are likely to get clearance within a week. The President Mrs. Pratibha Devi Singh Patil has left for South Africa from Seychelles this morning in the second leg of her two-nation visit to boost India’s friendly ties with the African country. Our correspondent covering the President’s visit reports, several agreements are likely to be signed by the two countries during this visit.

"Mrs. Patil's visit to South Africa is another indication of New Delhi's growing ties with Pretoria. Prime Minister Manmohan Singh had visited the country in October last year for the IBSA Summit. South Africa President Jacob Zuma was in New Delhi last month for the BRICS Summit and had paid a state visit to India in June 2010 in what was then his first bilateral visit to any Asian country. A business delegation is also accompanying Mrs. Patil that will address the India-South Africa Business Forum meet. Trade between India and South Africa was pegged at over 11 billion US Dollars in 2010-11, of which imports were more than seven billion and exports around four billion. U.N. Secretary General Ban Ki-moon has condemned the terrorist bomb attacks in the Syrian cities of Idlib and Damascus in which 20 people were killed yesterday. Ban has called upon all the sides to halt violence immediately and co-operate with the UN Supervision Mission in Syria. 20 people were killed in three blasts targeting security establishments in Damascus and Idlib yesterday. Both the ruling regime and the opposition have held each other responsible for the blasts. More from our correspondent;

"In a statement, the UN Chief said the UN observers had brought some improvement in areas where they have been deployed. However he was gravely concerned abouut the reports of continued violence, killing and abuses in Syria. Ban Ki Moon urged all the sides to work with the growing UN Supervision mission in Syria. The mission is authorized to monitor the implementation of ceasefire in the country which began on 12th April. Meanwhile The first lot of 30 U.N. unarmed military observers arrived in Syria .The mission will eventually grow to 300 observers to be spread across Syria. According to reports by Mid May the team will grow up to 100. However, UN officials have not set any date by which the full contingent of 300 observers would be in place in Syria. The visiting UN Secretary General Ban Ki-moon today met Myanmar pro-democracy leader Aung San Suu Kyi for talks. The talks were held about the country's political future after a climb down by the Nobel laureate in her boycott of parliament. The talks at the opposition leader's lakeside mansion in Yangon come a day after Ban became the first visiting foreigner to address Myanmar's legislature.

The United States will release documents seized from the compound of al-Qaeda mastermind Osama bin Laden in Pakistan, on the eve of the anniversary of his death. John Brennan, President Barack Obama's homeland security and counter terrorism adviser, made the announcement during a speech at Woodrow Wilson International Center for Scholars yesterday. Brennan said some of the documents seized at bin Laden's compound in Abbottabad, Pakistan, will be published online by West Point's Combating Terrorism Center this week. The documents were never made public before.

A Colombian air force helicopter has crashed near the Caribbean coast and all 13 people aboard have been killed. Atlantico state civil defence director Jorge Fernandez said the aircraft crashed in a field in a rural area of the town of Sabanagrande. He said the aircraft caught fire as it fell to the ground and that police and air force personnel were aboard. Colombia’s air force said the Bell 212 helicopter crashed early this morning and that the incident is under investigation.

Government has decided to start Kaushal Vikas Yojana to set up 1500 new ITIs and 5 thousands Skill Development Centres in Public Private Partnership mode in 12th Five Year Plan. It has also extended Rashtriya Swasth Bima Yojana to construction workers, street vendors, MGNREGA workers, domestic workers and beedi workers in the country. This was stated by Labour and Employment Minister, Mallikarjun Kharge while, inagurating an Electronic Challan-cum-Return web portal on the occasion of International Labour Day in New Delhi today. The web portal will provide an opportunity for the employer to file their returns online from anywhere. Mr. Kharge said government has issued around three crore smart cards under the Swasth Bima Yojana till now. On this occasion, the minister also launched a Newsletter, SHRAM SANSAR for channelising information, government efforts and labour related matters. He said the newsletter will provide effective channel of communication between the government and the employers.

A Tropical Butterfly conservatory would be set up in Srirangam, Tamil Nadu at a cost of 8.61 crore rupees. The conservatory is being established to protect the butterfly species and creating an awareness among the public of the importance of butterflies in maintaining ecological balance and bio diversity. The conservatory would come up at Upper Anicut Reserve forest and preliminary works would begin soon. Tiruchirapalli District Forest officer, Mr Anwardeen said, entomologists and botanists would provide technical support and guidance in the establishment and maintenance of the conservatory.

A system based on smart-card and biometrics would soon be put in place for better management of pilgrims and pony vendors at the Mata Vaishno devi Shrine situated in Reasi district of Jammu and Kashmir State. The Municipal Committee Katra has floated a Request for Proposal for Visitor-Pony management system for pilgrims at Vaishno devi shrine to have a stricter control over vendors, for the benefit of devotees. The system will be put in place for the 18-km Katra-Bhawan-Bharov stretch of the route to the cave shrine.

U.S. based Delta Airlines will soon become the world's first air carrier to produce its own jet fuel. Delta announced yesterday it is buying a oil refinery near Philadelphia from the Phillips 66 oil company for 150 million Dollars for the purpose. Delta chief Richard Anderson called buying a refinery an innovative approach to managing the airline's largest expense. Delta spent 12 billion dollar on jet fuel last year, which was about 36 percent of its operating expenses. Delta says making its own fuel will save it about 300 million dollar a year.

असम में ब्रहमपुत्र नदी में कल शाम हुई नौका दुर्घटना में और शवों को निकालने के लिए व्यापक बचाव कार्य जारी है। राष्ट्रीय आपदा कार्यबल, सीमा सुरक्षा बल और केन्द्रीय सुरक्षा पुलिस बल बचाव कार्य में जुटे हुए हैं। अब तक ५० शवों को निकाला जा चुका है। अभी भी करीब २०० लोगों के लापता होने की खबर है।
इस नौका में क्षमता से अधिक करीब ३०० - ३५० लोग सवार थे। जो कल धुबरी से मेदरतरी घाट आ रही थी तभी आंधी तूफान के कारण यह पलट गई। करीब ७० - ८० लोगों ने तैरकर जान बचाई। बाकी लापता बताए जाते हैं जिनमें अधिकांश महिला और बच्चें हो सकते हैं।
प्रधानमंत्री ने मृतकों के आश्रितों के लिए दो-दो लाख रूपये और राज्य सरकार ने डेढ़-डेढ़ लाख रूपये की अनुग्रह राशि देने की घोषणा की है। राज्य सरकार ने घायलों को पचास-पचास हजार रूपये की सहायता और अस्पताल में भर्ती लोगों के मुफ्‌त इलाज कराने की भी घोषणा की है।

मृतकों के परिजनों को सूचना देने के लिए सीमा सुरक्षा बल ने एक हेल्पलाइन शुरू की है। इसका नम्बर है -- ० ३ ६ १ - २ ८ ४ २ ९ ७ २ यह चौबीसों घंटे चालू रहेगी।

छत्तीसगढ़ के मुख्यमंत्री रमन सिंह ने उम्मीद जताई है कि सुकमा के अपहृत जिला कलेक्टर अलेक्स पॉल मेनन की जल्द रिहाई होगी। आज रायपुर में मंत्रीमंडल की बैठक के बाद पत्रकारों से बातचीत में डॉक्टर सिंह ने कहा कि बैठक में श्री मेनन की रिहाई के सिलसिले में सभी मध्यस्थों के बीच कल हुए समझौते को लागू करने सहित सभी पहलुओं पर विचार किया गया। इससे पहले मुख्यमंत्री ने कहा कि नक्सल समस्या के शांतिपूर्ण समाधान के लिए जरूरत पड़ने पर वे किसी भी मंच पर बातचीत के लिए तैयार हैं। उन्होंने रायपुर में आज उनसे मिलने गए चारों वार्ताकारों - निर्मला बुच, एस.के. मिश्रा, डॉक्टर बी.डी. शर्मा और प्रोफेसर हरगोपाल की बैठक के दौरान यह बात कही। उन्होंने कहा कि इस ऐतिहासिक समझौते को नक्सल समस्या के समाधान के लिए राष्ट्रीय स्तर पर एक मॉडल के तौर पर भी अपनाया जा सकता है।
छत्तीसगढ़ सरकार ने माओवादियों द्वारा श्री मेनन को छोड़े जाने के एक घंटे के भीतर उन सभी लोगों के मामले की समीक्षा के लिए कल उच्चस्तरीय समिति बनाने पर सहमति व्यक्त की थी, जिनके खिलाफ जांच और मुकदमे की सुनवाई लंबित हैं, इनमें कुछ माओवादी नेताओं के भी मामले हैं। श्री मेनन को कल तक छोड़े जाने पर हुए समझौते के अनुसार माओवादियों के वार्ताकार डॉक्टर बी.डी. शर्मा और प्रोफेसर हरगोपाल ने भी उनसे श्री मेनन को सुरक्षित छोड़े जाने की अपील की है।

उच्चतम न्यायालय ने आज पूर्व प्रधानमंत्री राजीव गांधी के हत्यारों की याचिकाएं मद्रास उच्च न्यायालय से अपने यहां स्थानान्तरित की हैं। न्यायमूर्ति जी० एस० सिंघवी और न्यायमूर्ति एस० जे० मुखोपाध्याय की खंडपीठ ने इस मामले को उच्चतम न्यायालय में स्थानान्तरित करने सम्बन्धी एल० के० वेंकट और अन्य लोगों की याचिकाएं मंजूर कर ली। राष्ट्रपति प्रतिभा देवीसिंह पाटील ने राजीव गांधी के तीन हत्यारों की दया याचिकाओं को खारिज कर दिया था। मई १९९१ में आत्मघाती बम हमले में राजीव गांधी की हत्या की गई थी। राजीव गांधी के हत्यारों संथन, मुरूगन और पेरारीवालन ने राष्ट्रपति के फैसले को चुनौती देते हुए उच्च न्यायालय में याचिकाएं दायर की थी।

उच्चतम न्यायालय ने आज कांग्रेस नेता एन.डी. तिवारी को डी.एन.ए टेस्ट के लिए अपने खून का नमूना देने का निर्देश दिया। न्यायाधीश आफताब आलम और न्यायाधीश सी.के. प्रसाद की पीठ ने कहा कि न्यायालय ने उनकी उम्र को देखते हुए, डीएनए टेस्ट कराने के लिए अपनी पसंद का तरीका अपनाने के बारे में उच्च न्यायालय को बताने के लिए पर्याप्त विकल्प दिए थे।
यह निर्देश रोहित शेखर की याचिका पर दिया गया है, जो श्री तिवारी का पुत्र होने का दावा करता है। श्री तिवारी ने डी.एन.ए. टेस्ट कराने के लिए उच्च न्यायालय के २३ दिसंबर २०१० के आदेश को चुनौती दी थी।

विदेश मंत्री एस. एम. कृष्णा ने एक शांतिपूर्ण, स्थिर, लोकतांत्रिक और समृद्ध अफगानिस्तान के निर्माण में वहां के लोगों को सहायता देने की भारत की प्रतिबद्धता दोहराई है। आज नई दिल्ली में अफगानिस्तान के विदेश मंत्री ज+ालमै रसूल के साथ संयुक्त संवाददाता सम्मेलन में श्री कृष्णा ने कहा कि दोनों देशों ने भारत-अफगानिस्तान भागीदारी परिषद के उद्घाटन सत्र की सह-अध्यक्षता करके द्विपक्षीय सम्बन्धों को बढ़ाने में ऐतिहासिक कदम उठाया है। उन्होंने अफगानिस्तान के विदेश मंत्री को आश्वासन दिया कि अफगान राष्ट्रीय विकास रणनीति के अनुरूप पुनर्निर्माण और पुनर्वास में भारत का सहयोग जारी रहेगा।
हमारा मानना है कि उच्च स्तरीय राजनीतिक संबंध और विभिन्न क्षेत्रों में व्यापक विकास सहायता न सिर्फ जारी रहेगी। बल्कि आपसी वार्ता के जरिए इसमें और मजबूती आएगी।
श्री कृष्णा ने काबुल और दूसरे शहरों में हाल के आतंकवादी हमलों के खिलाफ जवाबी कार्रवाई करने के लिए अफगानिस्तान की सेना को बधाई दी।

सीरिया में विपक्षी मानवाधिकार सीरियाई पर्यवेक्षक ने कहा है कि संयुक्त राष्ट्र महासचिव बान की मून का लड़ाई तुरंत रोकने का फिर आह्‌वान किए जाने के बावजूद देशभर में भड़की हिंसा में आज १२ सुरक्षाकर्मियों सहित २४ लोग मारे गए। देश के उत्तर-पश्चिम इदलिब प्रांत में एक गांव पर सीरियाई सैनिकों की गोलीबारी में १० लोग मारे गए जिनमें नौ लोग एक ही परिवार के थे। उधर, दीर एज्जोर प्रांत में विद्रोही लड़ाकों के साथ झड़प में १२ सैनिक मारे गए।
संयुक्त राष्ट्र महासचिव ने कल अपने एक बयान में सभी पक्षों से संयुक्त राष्ट्र निगरानी मिशन के साथ मिलकर काम करने का आह्‌वान किया था।

नेपाल संविधान सभा की आज काठमांडू में बैठक हुई, जिसमें संविधान के मसौदे में विवादित मुद्दों को बहुमत से सुलझाने के नियमों में संशोधन करने का विधेयक सर्वसम्मति से पारित किया गया। इससे पहले प्रमुख दलों के नेता नए संविधान में शेष विवादित मुद्दों को सुलझाने के लिए मतदान करने और साथ ही समझौता वार्ता जारी रखने पर सहमत हुए।

राष्ट्रपति प्रतिभा देवीसिंह पाटील अपनी नौ दिन की यात्रा के दूसरे चरण में आज दक्षिण अफ्रीका पहुंच गई। उनकी यात्रा से दक्षिण अफ्रीका के साथ भारत के घनिष्ठ तथा मैत्रीपूर्ण संबंधों को और मजबूती मिलने की उम्मीद है। श्रीमती पाटील सेशल्स की तीन दिन की यात्रा की समाप्ति के बाद दक्षिण अफ्रीका में प्रिटोरिया पहुंचीं। हमारे संवाददाता ने बताया है कि श्रीमती पाटील दक्षिण अफ्रीका के राष्ट्रपति जैकेब ज+ुमा से मुलाकात करेंगी और आपसी हितों के द्विपक्षीय, क्षेत्रीय और अंतरराष्ट्रीय मुद्दों पर बातचीत करेंगी।

पिछले वर्ष अक्टूबर में प्रधानमंत्री डॉ. मनमोहन सिंह ने सह-शिखर बैठक के लिए दक्षिण अफ्रीका की यात्रा की थी। दक्षिण अफ्रीका की राष्ट्रपति जेकब जुमा पिछले महीने एक शिखर सम्मेलन के मौके पर भारत आए थे और उन्होंने वर्ष २०१० में भारत की यात्रा की थी। जो उनकी किसी भी एशियाई देश की पहली द्विपक्षीय यात्रा थी। श्री पाटील के साथ व्यापारिक शिष्टमंडल भी आया है। राष्ट्रपति पाटील दक्षिण अफ्रीका व्यापार फोरम बैठक को भी संबोधित करेगी। दक्षिण अफ्रीका के प्रिटोरिया से मणिकांत ठाकुर के साथ मैं तौहीद खान।
दक्षिण अफ्रीका के विदेशमंत्री नकोना मशाबाने ने हवाई अड्डे पर श्रीमती पाटील की अगवानी की। श्रीमती पाटील दक्षिण अफ्रीका में एक सप्ताह रहेंगी।

एक संसदीय समिति ने कृषि उत्पादों के निर्यात को बढ़ावा देने की वकालत की है। वाणिज्य मंत्रालय के इस पैनल की रिपोर्ट को कल संसद में पेश किया गया। इसने सरकार से आग्रह किया है कि वह उन लौह अयस्क और इसी प्रकार के अन्य संसाधनों का निर्यात न करे, जो सीमित अथवा कम है।
समिति ने इस बात की पुरजोर सिफारिश की है कि लौह अयस्क का प्रसंस्करण और उसकी टेक्नोलॉजी को इस प्रकार से अपनाए, जैसा कि चीन जैसे देश पिछले कई वर्षों से कर रहे हैं।

सिक्किम में नाथुला के रास्ते भारत और चीन के बीच इस साल का सीमा व्यापार आज खराब मौसम के कारण शुरू नहीं हो सका है। खराब मौसम को देखते हुए व्यापार को फिलहाल स्थगित कर दिया गया है।
राज्य के वाणिज्य और उद्योग सचिव बी.के. खारेल ने आकाशवाणी को बताया कि व्यापारी, आब्रजन अधिकारी और अन्य संबंधित लोग भारी बर्फबारी के कारण नाथुला जाने वाला रास्ता बंद हो जाने से शेरथांग के आगे नहीं जा सके। उन्होंने कहा कि व्यापार शुरू करने की नई तारीखों की घोषणा बाद में की जाएगी। प्रति वर्ष एक मई से ३० नवम्बर के बीच इस रास्ते से व्यापार होता है। १९६२ के भारत-चीन युद्ध के बाद इस रास्ते से होने वाला व्यापार बंद हो गया था जिसे जुलाई २००६ में फिर शुरू किया गया था। हिमाचल प्रदेश में शिपकिला और उत्तराखण्ड में लिपुलेख के अलावा नाथुला भारत-चीन सीमा व्यापार के तीन मार्गों में से एक है।

दिल्ली सर्राफा बाजार में सोना स्टेंडर्ड आज एक सौ रूपये की बढत से अब तक के सबसे ऊंचे स्तर २९ हजार ६९० रूपये प्रति दस ग्राम हो गया। वैश्विक बाजार के मजबूत संकेतों और वैवाहिक अवसरों के कारण सोने की मांग बनी रही। पिछले नौ दिनों में सोने के दामों में लगभग सात सौ रूपये की बढत हुई है, हालांकि चांदी एक सौ रूपये की गिरावट से ५६ हजार आठ सौ रूपये प्रति किलोग्राम के स्तर पर दर्ज हुई।
वैश्विक बाजारों में सोना शून्य दो दशमलव दो प्रतिशत की बढत से एक हजार ६६८ डालर प्रति औंस के स्तर पर दर्ज हुआ।

आंध्रप्रदेश में कुडनूर जिले में आत्माकुर मंडल में आज शाम हुई एक सड़क दुर्घटना में दस लोग मारे गए। प्रांरभिक खबरों के अनुसार क्वालिस जीप में सवार सभी दस लोग घटनास्थल पर ही मारे गए। पुलिस के अनुसार ये लोग श्रीसैलम से महानंदी जा रहे थे, तभी सामने से आती हुई एक लॉरी से उनकी जीप की टक्कर हो गई।

In Assam massive rescue operation is on to recover more bodies from the Brahmaputra river where a ferry-boat capsized due to cyclonic storm at Bura Buri Char in Dhubri district last evening. Our Correspondent reports that Divers from National Disaster Response Force, BSF and CRPF have swung into action and 50 bodies have been fished out so far. Around 200 people are still reported to be missing.

Despite bad weather and strong current of the river Brahmaputra, multiple agencies are continuing their efforts to recover the missing bodies in the river along Indo-Bangladesh border. A 12 member team of Army divers have been airlifted to the spot of the tragic incident for rescues operations. No dead body has been recovered today. Local television reports said a fisherman spotted some bodies floating inside Bangladesh waters this morning and the local administration of the neighbouring nation has been alerted. The State Government has ordered an inquiry to be conducted by Additional Chief Secretary Jitesh Khosla and he has been asked to submit report within 30 days. The Prime Minister Dr. Manmohan Singh has announced an ex-gratia assistance of two lakh rupees to the next of kin of each of the deceased in yesterday's unfortunate boat tragedy on the Brahmaputra river in Assam. A Prime Minister's Office statement said, the assistance has been announced from the Prime Minister's National Relief Fund. Dr. Singh earlier spoke to the Assam Chief Minister and offered all possible help to the state government in the relief operations. Meanwhile, the state government has declared the one lakh, fifty thousand rupees to the family of each deceased and 50,000 rupees one-time assistance to those injured and free-of-cost treatment for those hospitalized. Meanwhile, the Border Security Force, BSF has set up a helpline for providing information to the kith and kin of the victims. According to Home Ministry, the helpline number is 0361-2842972 and it will be operational for 24 hours.

The Chhattisgarh Chief Minister Dr. Raman Singh has expressed the hope that the abducted Collector of Sukma, Alex Paul Menon will soon be released. Talking to reporters after a Cabinet meeting today in Raipur, Dr. Singh said that all aspects including the implementation of the agreement that was arrived at yesterday by all the mediators in connection with the release of Mr. Menon, were discussed in the meeting. Earlier in the day, the Chief Minister said that he is ready for talks for the peaceful solution of the naxal problem in any forum, whenever the need arises. He said this during a courtesy meeting with all the four negotiators, Mrs. Nirmala Buch, Mr. S.K.Mishra, Dr. B.D.Sharma and Prof. Hargopal today in Raipur. He added that this historic agreement can be adopted as a model to solve the naxal problem at the national level as well.

The Supreme Court today transferred the petitions of the killers of former prime minister Rajiv Gandhi, from Madras High Court to the Apex court. A bench comprising Justices G S Singhvi and S J Mukhopadhayay allowed the petitions filed by L K Venkat and others for transfer of the case to the Supreme Court. President Pratibha Devisingh Patil had rejected the mercy petitions of the three assassins of the former prime minister who was blown off in a suicide attack in May 1991.

The Supreme Court today directed Congress leader N D Tiwari to give his blood sample for DNA test in a paternity suit against him. A Bench of Justices Aftab Alam and C K Prasad said today that having regard to his age, the Court had already given him enough options to convey to the High Court his preferred mode of undergoing DNA test, however, Mr. Tiwari did not agree to undergo the test. In the high court, Tiwari contended that he cannot be physically compelled to give his blood sample for his DNA test.

A Parliamentary panel has lauded the National Food Security Mission for achieving record production of 250.4 million tonnes food grains in 2011-12. It was 6.4 million tonnes higher than the Planning Commission's projected demand of 244 million tonnes. The panel headed by Basudev Acharia said that the silver lining was the record increase of about 20 per cent in rice production in the eastern region in comparison to the production of 2010-11. Keeping in view, the Parliamentary Standing Committee on Agriculture has desired increase in the coverage of this mission from the present 482 identified districts in 19 states to the entire country.

Dumping of e-waste, comprising of electronic items like television sets, mobile phones and computers is illegal from today. It is also illegal to sell e-waste to local scrap dealers. Under the Electronic Waste (Management and Handling) Rules 2011, notified a year ago has come into effect from today, such waste must be routed to one of 73 authorised recyclers in India. As per the law, non-compliance can entail imprisonment or a fine. As of now, these penalties are only for manufactures and bulk consumers.

The President Mrs. Pratibha Devisingh Patil arrived in South Africa today on the second leg of her nine-day tour, which is expected to give further impetus to India's close and friendly ties with the rainbow nation. She arrived in Pretoria after concluding her three-day visit to Seychelles. Our Correspondent covering the President’s visit, reports that Mrs. Patil will meet her South African counterpart Jacob Zuma and hold talks with him on bilateral, regional and international issues of mutual interests.

Mrs. Patil’s visit to the rainbow nation -- a term coined by Archbishop Desmond Tutu to describe post-apartheid South Africa after this country's first fully democratic election in 1994 -- is another indication of New Delhi's growing ties with Pretoria. Prime Minister Dr. Manmohan Singh had visited the country in October last year for the IBSA Summit. South Africa President Jacob Zuma was in New Delhi last month for the BRICS Summit and had paid a state visit to India in June 2010 in what was then his first bilateral visit to any Asian country. A business delegation is also accompanying Patil that will address the India-South Africa Business Forum meet. Main items of exports from India to South Africa are mineral fuel, mineral oil, engineering goods, textiles, gems and jewellery, chemicals and drugs and pharmaceuticals. In Syria, at least 24 people were killed in violence across the country today. The Britain-based Syrian Observatory for Human Rights said the clashes between government troops and rebel fighters in Deir Ezzor province today killed 12 soldiers and one civilian. The group blamed Syrian forces for the attack on civilians. This comes a day after a double bomb attack near security buildings in the northwestern town of Idlib killed at least 20 people.

In Pakistan, atleast five persons were killed and several injured in a powerful bomb blast in the south-western city of Quetta today. The police officials said, the blast targeted a convoy of the Paramilitary Frontier Corps that was on a routine patrol. All the dead and injured are civilians. No group has so far claimed responsibility for the blast.

Indo-China border this year trade through Nathula in Sikkim, deferred due to bad weather. The trade has been deferred for the time being in view of the prevailing bad weather conditions. The State Commerce and Industries Secretary, B K Kharel told our Gangtok Correspondent that traders, immigration officials and all other concerned could not go beyond Sherathang as a thick layer of snow blocked the road leading to Nathula. He said that as all efforts by the BRO to clear the snow proved too little to the enormity of the snow, it was decided to defer the trade for an indefinite period. Mr. Kharel said that fresh dates for commencement of the trade will be announced later on.

A Parliamentary Panel has advocated to promote export of agricultural products. The report of the panel on Commerce Ministry presented in the Parliament yesterday, also urged the government to avoid export of iron ore or similar resources which are scarce and limited. The panel strongly feels that efforts should be made to access the technology to process and value-add the iron ore fines. It said that countries like China have been doing the same for several years. The panel headed by Shanta Kumar has pointed out that China despite having huge iron ore reserves, has been preserving them for future.

Gold prices rose 100 rupees, to yet another all-time record high of 29,690 rupees per ten grams at Delhi's bullion market, today, on rising wedding season demand, amid a firm global trend. Gold has gained 700 rupees in the last nine days. But silver declined 100 rupees, to 56,800 rupees per kilo.

In view of growing number of cases related to vehicle theft, the Delhi Transport department has made high security registration number plates, HSRP, mandatory from today. As per the new order, all newly registered vehicles will have to get the HSRP in the first phase. Subsequently, the old or existing vehicles will be covered from the 15th of next month. Now, new vehicle owners will have to go to the local RTO to get the registration number. More from our correspondent.

The temper-free number plates on vehicles with high security features will help check cases of vehicle thefts. A High Security Registration Number Plate, HSRP, will be made of one millimetre thick aluminium plate with a retro-reflective sheet. It will have features like chromium based laser hologram, a non-reusable snap lock, a unique laser code of minimum seven digits and embossed registration number to prevent counterfeiting and duplication. The Railways have got the much-awaited clearance from space agency ISRO for using the satellite for surfing the Internet in trains without using data card. A senior Railway Ministry official said, the Indian Space Research Organisation, ISRO has given the clearance for using the frequency from KU band for using the satellite for Internet. It will be for the first time that Internet will be operational in moving trains through satellite. To make the Internet operational, the passenger will get a password in his mobile phone after dialing a number given by the TTE.
