    सरकार ने उपभोग से बचे चीनी के स्टॉक की बिक्री सरल बनाने के लिए मात्रात्मक प्रतिबंध हटाकर चीनी के मुक्त निर्यात का निर्णय लिया है। प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में मंत्रिमंडल की उच्च स्तरीय बैठक में प्याज के न्यूनतम निर्यात मूल्य एमईपी हटाने का भी निर्णय लिया गया ताकि किसानों को उनकी उपज के अच्छे दाम मिल सकें और प्याज का निर्यात बढ़ाया जा सके।
ु    यह भी निर्णय लिया गया कि प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी. रंगराजन की अध्यक्षता में एक समिति का गठन किया जाए जो सरकारी गोदामों में बचे अनाज के बारे में नीति बना सके और अनाज के निर्यात के बारे में सुझाव दे सके।
    बैठक में वित्तमंत्री प्रणब मुखर्जी, कृषि मंत्री शरद पवार, वाणिज्य मंत्री आनंद शर्मा, खाद्य और सार्वजनिक वितरण मंत्री के वी थॉमस ने भाग लिया। चीनी का निर्यात ओपन जनरल लाइसेंस के अंतर्गत ही किया जाएगा।
    हमारे संवाददाता ने खबर दी है कि चीनी के मुक्त निर्यात के आदेश से चीनी के निर्यात में तेजी आयेगी। इससे पहले सरकार ने ऐसा आदेश वर्ष २००८ में दिया था।
    दूसरी ओर प्याज के अधिक निर्यात मूल्य की वजह से भारत अंतर्राष्ट्रीय प्याज बाजार में चीन और मिस्र से पिछड़ गया है।

    गृहमंत्री पी चिदम्बरम ने सभी राज्य सरकारों से कहा है कि वे राष्ट्रीय सुरक्षा को खतरे की समस्या से निपटने की अपनी जिम्मेदारी निभाएं। उन्होंने कहा कि केन्द्र भी अपना उत्तरदायित्व निभायेगा। कल लोकसभा में अपने मंत्रालय की अनुदान मांगों पर बहस का जवाब देते हुए श्री चिदम्बरम ने पुलिस हथियारों तथा गोलाबारूद, वाहनों और अन्य सुविधाओं के क्षमता विकास पर जोर दिया। उन्होंने कहा कि खुफिया तंत्र का विस्तार कर राष्ट्रीय सुरक्षा बढ़ायी जा सकती है। श्री चिदम्बरम ने राष्ट्रीय सुरक्षा के खतरे से निपटने के लिए सभी संबंद्ध पक्षों के सामूहिक प्रयासों की आवश्यकता पर जोर दिया।

    टाट्रा ट्रक रिश्वत मामले में सेना प्रमुख जनरल वी.के. सिंह की शिकायत के सिलसिले में सीबीआई ने रिटायर्ड लेफ्टिनेंट जनरल तेजिन्दर सिंह से पूछताछ की है। इस मामले में उनसे पहली बार पूछताछ की गई है। तेजिन्दर सिंह को कल सवेरे सीबीआई के मुख्यालय बुलाया गया और काफी देर तक पूछताछ की गई। हमारे संवाददाता ने बताया है कि तेजिन्दर सिंह से सेना प्रमुख वी.के. सिंह के आरोपों के बारे में पूछताछ की गई। जनरल वी.के. सिंह ने एक बयान में आरोप लगाया था कि एक पूर्व लेफ्टिनेंट जनरल ने वर्ष २०१० में छह सौ टाट्रा ट्रकों की मंजूरी के लिए १४ करोड़ रुपये की रिश्वत की पेशकश की थी। तेजिन्दर सिंह ने इन आरोपों का खण्डन किया है ।
    सीबीआई ने सेना को टाट्रा ट्रकों की खरीद के मामले में ३० मार्च को मामला दायर किया था।

    सरकार ने पूर्वोत्तर के छात्रों के साथ कथित भेदभाव और अपराध की हाल की घटनाओं पर चिंता जाहिर की है।
    मानव संसाधन विकास मंत्री कपिल सिब्बल ने नई दिल्ली में कहा कि शैक्षणिक संस्थानों को एकजुट होकर देश भर के छात्रों को शिक्षा का समावेशी और सौहार्दपूर्ण वातावरण मुहैया कराना चाहिए। श्री सिब्बल ने पिछले महीने विश्वविद्यालय अनुदान आयोग से उच्च शिक्षण संस्थानों में भेद भाव रोकने के नियम बनाने का अनुरोध किया था।
    आयोग ने बुधवार की अपनी बैठक में ऐसे कई नियमों पर चर्चा के बाद उन्हें अंतिम रूप दिया। इन नियमों के मुताबिक प्रत्येक संस्थान में एक लोकपाल होगा, जो भेदभाव की शिकायतों की सुनवाई करेगा।
    मणिपुरी छात्र रिचर्ड लोताम पिछले हफ्ते बंगलौर में मृत पाया गया था। कुछ दिन बाद मेघालय की छात्रा डोना का शव गुड़गांव के एमिटी बिजनेस स्कूल के छात्रावास के कमरे से बरामद हुआ था।

    झारखंड से राज्यसभा की दो सीटों के लिए आज चुनाव होगा। मतदान सुबह नौ बजे से शुरू होकर शाम चार बजे तक चलेगा। इसके बाद मतों की गिनती की जाएगी और परिणाम की घोषणा आज ही कर दी जाएगी। तीन उम्मीदवार मैदान में हैं। कांग्रेस ने पार्टी के प्रदेश अध्यक्ष प्रदीप बालमुचु और भारतीय जनता पार्टी ने पूर्व सांसद एस एस अहलूवालिया को खड़ा किया है। झारखंड मुक्ति मोर्चा में सुप्रीमकोर्ट के वकील संजीव कुमार को उम्मीदवार बनाया है।

    छत्तीसगढ़ में सुकमा के अपहृत जिला कलेक्टर एलेक्स पॉल मेनन को आज छोड़ा जा सकता है। मीडिया को भेजे एस.एम.एस. में माओवादियों ने कहा कि श्री मेनन को आज ताड़मेटला में मध्यस्थों को सौंपा जाएगा।
    दूसरी तरफ मुख्यमंत्री रमन सिंह ने कहा कि राज्य सरकार इस  बारे में वार्ताकारों को हरसंभव सुविधाएं उपलब्ध कराएगी।

उन्होंने जो खुद अपने से तीन तारीख का डेट फिक्स किया है। तो ठीक है उन्होंने पहले ४८ घंटे कहा था और अब तीन तारीख का भी उन्होंने कहा है तो उनका स्वागत है और उनको जाने की जरूरत होगी तो हमारे तरफ से कोई दिक्कत नहीं।
    इस बीच, दो वार्ताकार डॉ. वी डी शर्मा और प्रोफेसर हरगोपाल हेलीकॉप्टर से चिंतलनार रवाना हो गए हैं। हेलीकॉप्टर में सवार होने से पहले दोनों वार्ताकारों ने संवाददाताओं को कुछ भी बताने से इनकार कर दिया।

    वित्त मंत्री प्रणब मुखर्जी एशियाई विकास बैंक के संचालन मंडल की ४५वीं वार्षिक बैठक में हिस्सा लेने के लिए आज मनीला जाएंगे। इस बैठक में वैश्विक अर्थव्यवस्था, समावेशी और बुनियादी विकास, शहरीकरण, ऊर्जा सुरक्षा तथा क्षेत्रीय और विकासशील देशों के बीच सहयोग के उपायों पर विचार किये जाने की संभावना है। इस बैठक में श्री मुखर्जी को एशियाई विकास बैंक के संचालन मंडल की अध्यक्षता सौंपी जाएगी, जो अगले वर्ष मई में नई दिल्ली में ४६वीं वार्षिक बैठक तक जारी रहेगी।

    दक्षिण-पूर्व एशियाई देशों के संगठन-सार्क ने स्वतंत्र और निष्पक्ष चुनाव कराने में आपसी सहयोग बढ़ाने के लिए एक चार्टर स्वीकार किया है। कल नई दिल्ली में इस बारे में एक संयुक्त मंच गठित करने का फैसला किया गया। भारत अगले वर्ष म्यामां में पहले संयुक्त मंच की अध्यक्षता करेगा। दो दिन के विचार-विमर्श के बाद सार्क देशों के निर्वाचन आयोगों ने सर्वसम्मति से आपसी सहयोग बढ़ाने के लिए स्थायी संयुक्त मंच के गठन का प्रस्ताव पारित किया।

    भारत ने नेपाल के तराई क्षेत्र में सोमवार को हुए विस्फोट की कड़ी निन्दा की है। काठमांडू में भारतीय दूतावास की ओर से जारी बयान में पीड़ित परिवारों के प्रति सहानुभूति व्यक्त करते हुए कहा गया है कि ऐसी हिंसक कार्रवाइयों को उचित नहीं ठहराया जा सकता। बयान में कहा गया है कि दोषियों पर जल्द ही कार्रवाई की जानी चाहिए। धनुष जि+ले के जनकपुर में सोमवार को हुए  विस्फोट में चार लोग मारे गए थे।

    जनसत्ता ने पुलिस महानिदेशकों को प्रस्तावित राष्ट्रीय आतंकवाद निरोधी केन्द्र की स्थायी परिषद में शामिल किये जाने को पहली खबर बनाया है।
    सांसदों को निशाना बनाकर कहे गए बाबा रामदेव के बयान और सांसदों की कड़ी प्रतिक्रिया को आज अधिकांश अखबारों ने पहले पन्ने पर दिया है। नवभारत टाइम्स लिखता है- रामदेव पर भड़के सांसद, विशेषाधिकार हनन का नोटिस दिया।
    राष्ट्रपति चुनाव को लेकर तेज हलचल भी अखबारों की सुर्खियां बनी हैं।
    अखबारों ने लिखा है चीनी निर्यात मात्रात्मक प्रतिबंध हटाने पर बाजार सूत्रों के अनुसार खुले बाजार में चीनी के दाम बढ़ सकते हैं। वीर अर्जुन का मानना है-मीठी चीनी होगी कड़वी। जबकि बिजनेस भास्कर के पहले पन्ने की खबर है- चीनी उत्पादन बढ़ा, पिछले अक्तूबर से शुरू मौजूदा मार्किटिंग सीजन में ११ फीसदी उत्पादन बढ़कर २५१ लाख टन हुआ।   
    दैनिक भास्कर ने टाट्रा ट्रक मामले में सीबीआई की विस्तार से पूछताछ की खबर देते हुए  लिखा है- ऑडिट आफीसर की फाइल नोटिंग से खुलासा, २००६ से २०११ के बीच कई बार आपत्ति उठाई गयी थी।
    इकनॉमिक टाइम्स ने सरकार पर दबाव बनाने के लिए एक्साइज ड्यूटी हटाने की मांग पर आभूषण निर्माताओं की सात मई को सांकेतिक हड़ताल  की संभावना को प्रमुखता दी है।

 The government has decided to free sugar exports by removing quantitative restrictions to help the industry liquidate surplus stocks. A high-level inter-ministerial meeting chaired by the Prime Minister, Dr Manmohan Singh yesterday also scrapped the Minimum Export Price, MEP on onion to give fillip to its export and ensure better returns to growers.
 Highly placed sources said that it was also decided to constitute a committee, headed by the Prime Minister's Economic Advisory Council, PMEAC Chairman, C Rangarajan, for formulating policy on how to handle surplus foodgrains in government godowns and suggest ways for foodgrains export. Finance Minister Pranab Mukherjee, Agriculture Minister Sharad Pawar, Commerce Minister Anand Sharma and Food and Public Distribution Minister KV Thomas attended the meeting.
 Source said, Sugar will be exported under the Open General License only, not under first come first serve basis. On March 26 this year, the Empowered Group of Ministers on Food had decided to allow export of one million tonnes of sugar, but the decision has not been notified yet in absence of export modalities.
Our correspondent reports that doing away with the release order would ensure that sugar shipments for exports move faster. The Government had earlier done away with the release order mechanism in 2008.
According to the industry estimates, Sugar production in the current 2011-12 year-ending September is expected to touch 26 million tonnes. It is about 2 and a half million tonnes more compared with the same period a year ago.
On the other hand, due to high export price of onions,
India had lost its competitive edge in international onion markets to China and Egypt. At present, the MEP for onion is 125 dollars a tonne. India's onion production is estimated at 151.36 lakh tonnes in 2011-12, which is higher than the previous year's output of 145.62 lakh tonnes.

Home Minster P. Chidambaram has called upon all State governments to strengthen intelligence network and enhance capacity building to deal with the challenges of national security. Replying to a debate on the Demands for Grants of his Ministry in the Lok Sabha yesterday, he asked them to share their responsibilities in countering the threat to national security. Mr. Chidambaram strongly advocated the need for collective efforts by all concerned against the threat to national security.

In this troubled neighbourhood in the year 2012, the internal security of this country is a shared responsibility. We are willing to accept our share, states must come forward to accept their share.
Spelling out the measures taken by the Home Ministry, Mr. Chidambaram said, it has sanctioned 800 crore rupees for setting up 400 model police stations across the country at a cost of 2 crore rupees each.

In Chhattisgarh, abducted Sukma collector Alex Paul Menon will be released today. In an SMS to the media the maoists said that they will release Mr. Menon in the presence of people in Tadmetla to their mediators. Meanwhile, talking to reporters in
Raipur one of the maoists’ mediators B.D.Sharma said that they will go to the place as specified by the maoists today. On the other hand, Chief Minister Raman Singh told Mediapersons that the government will extend all facilities to the mediators in this regard.

If they have fixed the 3rd of May on their own; It's fine. They said 48 hours, but if now they have fixed the 3rd, it's also welcomed. And if they need more, we don't have any problem.
Meanwhile, two mediators B.D.Sharma and Professor Hargopal have left for Chintalnar by helicopter.

Carrying forward its probe on the bribery allegation made by Army Chief Gen. V K Singh, the CBI has questioned retired Lt. Gen. Tejinder Singh for the first time for his alleged role in the Tatra case. Lt. Gen. Singh was questioned at the CBI headquarters yesterday at length in connection with the Tatra case. Lt. Gen. Singh was also asked to reply to the allegations levelled against him by the Army Chief who claimed in his statement that the former Lt. Gen. had approached him in 2010 with a bribe offer of 14 crore Rupees to clear a tranche of 600 Tatra trucks for the Army. Lt. Gen. Singh has denied all the allegations and also filed a contempt case against the Army Chief. The CBI has registered a case in the purchase of Tatra Trucks to the Army on the 30th of March.

Government expressed concern over recent incidents of alleged discrimation and crime against students from Northeast in campuses. HRD Minister Kapil Sibal said in
New Delhi that educational institutions should rise to the occasion to provide an inclusive and harmonious platform for students from across the country to come together and pursue studies. HRD Ministry officials said, Mr Sibal had last month requested UGC to formulate regulations to prevent discrimination in higher educational institutions.

India and South Africa have agreed to expand co-operation in the fields of power including renewable energy, health, Information Technology, Science and Technology, tourism, hospitality, infrastructure development and culture. Addressing a joint press conference with South African President Jacob Zuma in Pretoria following delegation level talks, the visiting President Mrs. Pratibha Devisingh Patil said that the focus of their discussions was on issues covering the vast canvas of Indo-South African relations.

We have agreed to closely monitor the implementation of various agreements that exist and expand co-operation in the fields of power including renewable energy, health, Information Technology, Science and Technology, tourism, hospitality, infrastructure development and culture.
South African President Jacob Zuma sought
India’s cooperation in enhancing skills in the areas of engineering, information and communication technology, computer science, finance, economics and accounting to boost the South African infrastructure programme.

The Election Commissions of SAARC countries has adopted a charter to set up a joint forum to promote mutual cooperation for enhancing their capabilities in conducting free and fair elections. The Supreme Court allowed the Italian merchant navy ship Enrica Lexie to leave Indian shores along with crew members and remaining marines. A bench of justices R M Lodha and H L Gokhale, however, directed the crew members of the Italian merchant navy ship and marines to make themselves available whenever they are required by Indian authorities during the investigation and prosecution of the two arrested marines who are in judicial custody.
Setting aside the Kerala High Court's order restraining the ship from leaving Indian shores, it directed the ship owner to execute a bond of three crore rupees before the Registrar General of the Kerala High Court.

छत्तीसगढ़ में सुकमा के अपहृत जिला कलैक्टर एलेक्स पॉल मेनन को माओवादियों द्वारा आज छोड़े जाने की पूरी उम्मीद है। हमारे संवाददाता ने बताया कि दोनों मध्यस्थ चिंतलनार पहुंच चुके हैं जहां से वे कलैक्टर को वापस लाने के लिए ताड़मेटला के पास जंगल में गये हैं।

रायपुर से हेलीकॉप्टर में दक्षिण बस्तर के चिंतलनार पहुंचने के बाद माओवादियों के कुछ मध्यस्थों ने मीडिया कर्मियों के काफिले के साथ सड़क मार्ग पर ताड़मेटला बना है। हालांकि ताड़मेटला में ही सभी को रोक दिया गया, जहां से सिर्फ दोनों मध्यस्थ घने जंगल की ओर पैदल चल पड़े। जंगल की ओर जाने से पहले ही दोनों ने कलेक्टर श्री मैनन की रिहाई के बारे में पत्रकारों से सवाल का कोई जवाब नहीं दिया। ऐसे में माओवादियों के वार्ताकार डॉक्टर बी डी शर्मा और प्रोफेसर हर गोपाल के जंगल से लौटने तक का समय पर सबकी निगाहें टिकी रहेंगी। रायपुर से गिरश चंद दास।

असम सरकार ने धुबरी जिले में ब्रह्मपुत्र नदी की नौका दुर्घटना में मृतकों की तलाश के लिए बंग्लादेश के अधिकारियों से मदद मांगी है। धुबरी जिले के उपायुक्त कुमुद चन्द्र कलिता ने आज सवेरे जिला मजिस्ट्रेट और बंग्लादेश राइफल्स के कमांडर के साथ कुरीग्राम सीमा चौकी के पास बैठक की और शवों को ढूंढने की रणनीति पर विचार-विमर्श किया। अधिकारियों ने कहा है कि बंग्लादेश  सरकार ने शवों को ढूंढने के लिए हर संभव मदद देने का वायदा किया है।
इस बीच राष्ट्रीय आपदा कार्रवाई बल, सेना, सीमा सुरक्षा बल और पुलिस को पांच और शव मिले हैं। नाव डूबने के हादसे में करीब ३५० यात्री डूब गए थे।  अब तक कुल ५७ शव बरामद हुए हैं। अधिकारियों के अनुसार दो सौ तीस यात्री अभी भी लापता हैं जिनमें से १३० के मारे जाने की आशंका है।

लोकसभा में आज बताया गया कि पूर्वोत्तर क्षेत्र में चल रही १८ रेल परियोजनाओं में से दस को राष्ट्रीय परियोजना घोषित किया जा चुका है। इसके लिए विशेष कोष बनाया गया है। एक प्रश्न के उत्तर में रेल मंत्री मुकुल राय ने बताया कि ४४ किलोमीटर लुमडिंग-होजाई रेल लाईन के दोहरीकरण को मंजूरी दी जा रही है। आठ नई रेल लाइनों का प्रस्ताव योजना आयोग को स्वीकृति के लिए भेजा गया है।

रेलवे ने चालू वित्तीय वर्ष में अपनी भूमि पर एक करोड़ से अधिक पौधे लगाने का लक्ष्य रखा है। पिछले तीन वर्षो में करीब दो करोड़ ६१ लाख पौधे लगाये गये। यह अभियान रेलवे की पर्यावरण में सुधार लाने और अपनी भूमि को अनधिकृत कब्जे से बचाने की वचनबद्धता का हिस्सा है। रेल राज्यमंत्री के एच मुनिअप्पा ने आज लोकसभा में बताया कि रेल पटरियों के किनारे रेलवे की खाली जमीन पर पौधे लगाए जाएंगे।

सरकार ने चीनी के निर्यात पर लगा प्रतिबंध हटाने का फैसला किया है। इससे किसानों को अंतर्राष्ट्रीय बाजार के ऊंचे दामों का लाभ मिल सकेगा। वाणिज्य मंत्री आनंद शर्मा ने कहा कि इस आशय की अधिसूचना जल्द  जारी की जायेगी। भारतीय चीनी मिल संघं ने कहा है कि देश में दो करोड़ साठ  लाख टन चीनी का उत्पादन होने की उम्मीद है जबकि खपत दो करोड़ बीस लाख टन है।
सरकार ने अगले दो महीनों के लिए प्याज का न्यूनतम निर्यात मूल्य समाप्त कर दिया है। सरकार ने प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी रंगराजन की अध्यक्षता में एक समिति बनाने का भी फैसला किया है जो सार्वजनिक वितरण प्रणाली के जरिये एक करोड़ पचास लाख टन अनाज की अतिरिक्त सप्लाई की अनुमति देने पर विचार करेगी। सरकार ने सोमवार को कपास के निर्यात की अनुमति देने का भी फैसला किया था।
हमारे संवाददाता ने खबर दी है कि कुछ विशेषज्ञ मानते हैं कि चीनी के दाम सरकारी नियंत्रण से मुक्त होने चाहिए। इस समय राज्यों को चीनी के दाम नियमित करने का अधिकार है। भारत, चीनी का सबसे बड़ा उपभोक्ता और दूसरा सबसे बड़ा उत्पादक देश है जहां केन्द्र और राज्य सरकारें इसकी कीमतें स्थिर रखने के लिए खरीद मूल्य तय करती हैं।

सरकार ने कहा है कि भारतीय इस्पात उद्योग की कार्यप्रणाली आम तौर पर संतोषजनक रही है। लेकिन दशकों पहले स्थापित की गई कुछ इस्पात इकाइयों को और प्रभावी बनाने के लिए अत्याधुनिक तकनीक अपनाने की जरूरत है। ये जानकारी आज इस्पात मंत्री बेनीप्रसाद वर्मा ने राज्यसभा में एक लिखित उत्तर में दी। उन्होंने बताया कि इस्पात उद्योग के लिए अनुसंधान और विकास के वास्ते रूपरेखा को अंतिम रूप दे दिया गया है।

सरकार ने कहा है कि वह श्रमिक वर्ग के कल्याण और उनकी कामकाज की दशा सुधारने के लिए वचनबद्ध है। श्रम और रोजगार मंत्री मल्लिकार्जुन खड़गे ने आज नई दिल्ली में भवन निर्माण, वन और लकड़ी के कामगारों के २३वें सम्मेलन का उद्घाटन करते हुए यह बात कही। उन्होंने कहा कि सरकार मनरेगा जैसी सामाजिक सुरक्षा योजनाओं में शामिल कामगारों की न्यूनतम मजदूरी बढ़ाने और उनके रोजमर्रा के  जीवन को बेहतर बनाने के हरसंभव प्रयास कर रही है। उन्होंने श्रम कानूनों के प्रति जागरूकता बढ़ाने और राज्य स्तर पर उनको लागू करने पर जोर दिया ताकि लोगों को इसका अधिक से अधिक लाभ मिल सके।
श्री खड़गे ने इस बात पर असंतोष जताया कि कई राज्य सरकारें श्रमिक कल्याण योजनाओं को गंभीरता से नहीं ले रही हैं। उन्होंने राज्य सरकारों से अपील की कि वे श्रमिक कल्याण के लिए धन खर्च करें।

केरल, तमिलनाडु जैसे राज्यों से अन्य राज्य बहुत पीछे है। इससे लगता है कि वह निर्माण कार्य में लगे श्रमिकों के कल्याण के प्रति रूचि नहीं दिखा रहे।

सरकार कानूनी मामलों के जल्दी निपटारे के लिए अदालत मैनेजर नियुक्त करने पर विचार कर रही है। केन्द्रीय विधि और न्याय मंत्री सलमान खुर्शीद ने लोकसभा में एक लिखित उत्तर में बताया कि सरकार ने प्रत्येक जिले में अदालत मैनेजर नियुक्त करने के लिए तीन सौ  करोड़ रूपये आवंटित किये हैं। प्रत्येक उच्च न्यायालय में दो अदालत मैनेजरों की नियुक्ति का भी प्रस्ताव है।

सरकार ने कहा है कि अक्तूबर २०१० से देश के ५२ जिलों में इन्दिरा गांधी मातृत्व योजना प्रयोग के तौर पर  चलाई जा रही है। राज्यसभा में प्रश्नकाल के दौरान महिला और बाल विकास मंत्री कृष्णा तीरथ ने पूरक प्रश्नों का उत्तर देते हुए बताया कि केन्द्र प्रायोजित मातृत्व लाभ योजना का उद्देश्य गर्भवती और दूध पिलाने वाली माताओं और उनके शिशुओं के स्वास्थ्य और पोषाहार के स्तर को बेहतर करना है।

यह पायलट स्कीम है विभिन्न राज्यों के ५२ जिलों को चिन्हित किया गया, जहां डिलीवरी के समय उनको यह पैसा दिया जाता है १५००-१५०० और एक हजार। १५०० छह महीने की प्रेगनेंसी के बाद, १५०० तीन महीने का जब बच्चा हो। उसको पूरी उसकी कुछ फोरमेल्टिीज है। उसे इमोज्लाइजेशन दिया है टीकाकरण क्या है और उसका स्वास्थ्य ठीक है और उसके बाद एक हजार लेक्टेटिन मदर, जब वो दूध पिलाने वाली मां है, छह महीने के भीतर उसे एक हजार रूपया दिया जाता है।

उन्होंने कहा कि एक लाख ८८ हजार से अधिक महिलाओं और शिशुओं को इस योजना का लाभ मिला है और केन्द्र सरकार ने इसके लिए पिछले दो वर्षों के दौरान करीब चार सौ ११ करोड़ रूपये जारी किए हैं।

बहुजन समाज पार्टी ने अनुसूचित जाति और अनुसूचित जनजाति के लोगों को नौकरी में पदोनति के अवसर पर आरक्षण देने के लिए संविधान में संशोधन की मांग की है। राज्यसभा में इस मुद्दे पर अल्पावधि चर्चा की शुरूआत करते हुए पार्टी नेता सतीश चन्द्र मिश्रा ने कहा कि उच्चतम न्यायालय के हाल के फैसले के मद्देनज+र संविधान के संबंधित अनुच्छेद में संशोधन करने की जरूरत है। उन्होंने उत्तर प्रदेश और राजस्थान में ऐसे मामले की ओर सदन का ध्यान खींचा। इस मुद्दे पर चर्चा जारी है।

झारखण्ड से राज्यसभा की दो सीटों के लिए आज चुनाव हो रहा है। मतदान शाम चार बजे तक चलेगा। मतदान के तुरंत बाद मतगणना होगी और देर शाम तक परिणाम घोषित किए जाने की संभावना है। इस चुनाव  में कांग्रेस के प्रदीप बालमुचु ,भाजपा के एस.एस अहलुवालिया और झारखंड मुक्ति मोर्चा के संजीव कुमार के बीच मुकाबला है।

सेनाध्यक्ष जनरल वी० के० सिंह ने कहा है कि हाल  में रक्षा क्षेत्र से जुड़े कई जटिल मुद्दे सामने आए हैं। राजस्थान में सशस्त्र सेना के शूरवीर नामक रण-कौशल को देखने के बाद जनरल सिंह ने कहा कि इन जटिल समस्याओं का समाधान पारदर्शी ढंग से ही होना चाहिए। संवाददाताओं ने उनसे रक्षा सौदों में कथित भ्रष्टाचार और सेना के पास गोला-बारूद की कमी जैसे मुद्दों पर टिप्पणी करने को कहा था। सैन्य अभ्यास के बारे में जनरल सिंह ने कहा कि वे दक्षिण-पश्चिमी कमान की तैयारियों से संतुष्ट हैं।

पाकिस्तान की एक अदालत ने प्रधानमंत्री युसुफ रजा गिलानी को अदालत द्वारा दोषी ठहराये जाने के बाद भी पद पर बने रहने से रोकने की दो याचिकाओं पर सरकार को नोटिस जारी किया है जबकि ऐसी ही एक अन्य याचिका दूसरी अदालत ने खारिज कर दी है। लाहौर उच्च न्यायालय ने इन याचिकाकर्ताओं के वकील ए के डोगर की दलीलें सुनने के बाद कल सरकार को  नोटिस जारी किया। श्री डोगर जमात-उद-दावा के प्रमुख हाफिज मोहम्मद सईद के भी वकील हैं। उन्होंने अपनी दलील में कहा कि प्रधानमंत्री और उनका मंत्रिमंडल इस मुकदमे के बाद अयोग्य माना जायेगा और इसके लिए किसी और प्रक्रिया की जरूरत नहीं है। लाहौर उच्च न्यायालय के मुख्य न्यायाधीश ने कहा कि संविधान के अनुरूप इस मामले में फैसला सुनायेंगे और बाद में उन्होंने मुकदमे की कार्रवाई इस महीने की सात तारीख तक स्थगित कर दी।

सीरिया में विपक्षी मानवाधिकार पर्यवेक्षकों ने कहा है कि देश भर में भड़की हिंसा में अब तक तीस नागरिक और २२ सीरियाई सैनिक मारे गये हैं। संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान के द्वारा युद्धविराम की मध्यस्थता किये जाने के बावजूद वहां हिंसा जारी है। संयुक्त राष्ट्र सैन्य पर्यवेक्षक मिशन के प्रमुख रॉबर्ट मूड ने कहा है कि उनके दल के वहां होने का सकारात्मक असर पड़ रहा है। हालांकि उन्होंने स्वीकार किया कि युद्धविराम नहीं हो रहा है। उन्होंने उन आरोपों का खण्डन किया कि सीरिया में ंसंयुक्त राष्ट्र निगरानी मिशन तेजी से काम नहीं कर रहा है।
सीरिया में हिंसा के कारण शरणार्थियों के लिए संकट पैदा हो गया है। हजारों शरणार्थियों ने लेबनान, तुर्की और जॉर्डन जैसे पड़ोसी देशों में शरण ली है। जॉर्डन सरकार ने कहा है कि उसने एक लाख सीरियाई शरणार्थियों को अपने यहां रखा है।

लीबिया में सत्तारूढ़ राष्ट्रीय अंतरिम परिषद-एनटीसी ने धार्मिक, क्षेत्रीय, जातीय और जनजातीय पार्टियों को संविधानसभा के लिए चुनाव लड़ने पर पाबंदी लगाने का प्रस्ताव वापस ले लिया है। अंतरिम सरकार ने कहा है कि गद्दाफी शासन को महिमामंडित करने की किसी भी कोशिश के लिए आजीवन कारावास की सजा हो सकती है। हमारे पश्चिम एशिया संवाददाता की रिपोर्ट -

लीबिया में दो सौ सांसदो वाले नेशनल एसेंबली के चुनाव १९ जून तक पूरे हो जाने है। अनेकों दो पार्टियां लोकतांत्रिक, इस्लामी, उक्त बाजार राष्ट्रीय या फिर मिले जुले एजेंडे को लेकर मैदान में हैं। गद्दाफी सरकार में राजनीतिक दलों के चुनाव लड़ने पर पाबंदी लगा दी गई थी। अब संशोधन के जरिए सत्तारूढ़ में एनटीसी गठबंधन ने इस प्रतिबंध को हटा दिया है। इसी मुद्दे को लेकर इस्लामिक और फेडरल पार्टी ने कड़ी आपत्ति जताई थी। गद्दाफी सरकार के पतन के बाद यह पहला मौका होगा, जब दलगत आधार पर लीबिया में चुनाव लड़े जाएंगे। पार्टियों की बढ़ती तादाद को लेकर लीबिया के चुनाव आयोग ने कानून बनाने की मांग की। अतुल तिवारी, आकाशवाणी समाचार।

अमरीका और चीन के बीच हर वर्ष होने वाली उच्चस्तरीय महत्वपूर्ण आर्थिक वार्ता आज पेइचिंग में शुरू हुई। दो दिन की इस बैठक का उद्घाटन करते हुए चीन के राष्ट्रपति हू चिंताओ ने दोनों देशों के बीच एक नये किस्म के संबंधों का आह्‌वान करते हुए कहा कि इस पारम्परिक सोच को बदला जाना चाहिए कि दो महाशक्तियों में केवल विवाद ही होते हैं। उन्होंने आपसी संबंधों को घनिष्ठ करने के नये उपायों पर जोर दिया। इस वार्ता में अमरीका की विदेशमंत्री हिलेरी क्लिंटन और वित्तमंत्री टिमोथी गैथनर सहित अन्य लोग भाग ले रहे हैं। बैठक के दौरान चीन के राष्ट्रपति ने कहा कि दुनिया में चाहे जो भी बदलाव हो और दोनों देशों की घरेलू स्थिति कैसी भी हो, चीन और अमरीका अपनी सहयोगपूर्ण भागीदारी को  बढ़ाने के लिए पूरी तरह प्रतिबद्ध रहेंगे। यह बातचीत ऐसे समय हो रही है जब चीन के सामाजिक कार्यकर्ता चेन गुआंगचेंग के अमरीकी दूतावास में शरण मांगने और फिलीपीन्स तथा चीन के बीच विवादित द्वीप को लेकर चल रहे तनाव के मुद्दे चर्चा में हैं। आर्थिक वार्ता की बैठक में श्री गैथनर ने कहा कि अमरीका से चीन को किया जाने वाला निर्यात २००९ के बाद से दोगुना हो चुका है और अमरीका में चीन का निवेश भी लगभग पांच गुणा  बढ़ा है।

नेपाल के प्रधानमंत्री बाबू राम भट्टाराई आज अपना मंत्रिमंडल भंग करने वाले हैं। इससे देश में राष्ट्रीय सहमति की सरकार के गठन कर रास्ता साफ हो जायेगा। नेपाली कांग्रेस के नेता रामचन्द्र पौडल के अनुसार नेपाली कांग्रेस और सीपीएन - यूएमएल के सरकार में शामिल होने की पूरी संभावना है। यूसीपीएन माओवादी, नेपाली कांग्रेस, सीपीएन-यूएमएल और संयुक्त लोकतांत्रिक मधेसी मोर्चा के नेताओं की काठमांडू में कल शाम हुई बैठक में इस बारे में सहमति हो गई। आज औपचारिक घोषणा से पहले इन पार्टियों की एक बार फिर बैठक होगी।
नया संविधान लागू होने के बाद नेपाली कांग्रेस के नई सरकार का नेतृत्व करने की संभावना है।

पाकिस्तान में एक सड़क दुर्घटना में दो पुलिसकर्मियों सहित पन्द्रह लोगों की मौत हो गई। हादसा आज सवेरे कामेला के पास तेज गति से आ रही बस के गहरे खड्ड में गिर जाने से हुआ। पुलिस सूत्रों के अनुसार बस रावलपिंडी से गिलगिट जा रही थी।

मैक्सिको में उत्तरी प्रान्त सिनालोआ में मादक पदार्थों के सशस्त्र गिरोह और सेना के बीच झड़पों मे लगभग बारह लोग मारे गए हैं। महाधिवक्ता कार्यालय के एक वक्तव्य में कहा गया है कि गुसावे शहर में कल यह झड़प हुई। बन्दूकधारियों ने सेना के एक गश्ती दल पर घात लगाकर हमला किया और हथगोले, स्वचालित हथियारों के अलावा बख्तरबंद वाहन भी इस्तेमाल किया। इस प्रान्त में एक सप्ताह के अंदर सैनिकों और ड्रग माफिया के बीच झड़प की यह दूसरी घटना है।

चीन के पूर्वोत्तर प्रांत हेलोंगजियांग में एक खान में पानी भर जाने से पांच लोग मारे गए और पांच अन्य खान में फंस गए। बचावकर्मियों का कहना है कि खान में २८ खनिक काम कर रहे थे। स्थानीय प्रशासन ने कहा है कि ८० से अधिक बचावकर्मी खान में फंसे मजदूरों की तलाश में जुटे हैं।  दुर्घटना के कारणों की जांच चल रही है।

आज विश्व प्रेस स्वतंत्रता दिवस है। संयुक्त राष्ट्र महासभा ने १९९१ में तीन मई को विश्व प्रेस स्वतंत्रता दिवस घोषित किया था। इसका उद्देश्य प्रेस की आजादी के महत्व के बारे में जागरूकता बढ़ाना और अभिव्यक्ति की स्वतंत्रता को बनाए रखना है।

नागरिक उड्डयन मंत्रालय ने महाराष्ट्र में नागपुर के बाबा साहेब आम्बेडकर अंतर्राष्ट्रीय हवाईअड्डे को अत्याधुनिक एयर ट्रैफिक कंट्रोल ऑटोमेशन सिस्टम सफलतापूर्वक लागू करने के लिए पुरस्कृत किया है। नागर विमानन मंत्री अजीत सिंह ने हवाईअड्डा निदेशक अशोक कुमार वर्मा को आज यह पुरस्कार प्रदान किया। देशभर में ३८ शहरों को नई राडार प्रणाली लगाने का महत्वाकांक्षी कार्य सौंपा गया था। नागपुर एकमात्र ऐसा शहर है जिसने एक वर्ष के भीतर इस प्रणाली को सफलता से चालू कर दिया। हवाई सुरक्षा की सभी जरूरतों को पूरा करने वाली यह प्रणाली फिलहाल एक सौ ७६ देशों में इस्तेमाल की जा रही है।

जम्मू-कश्मीर में आतंकवादियों के साथ मुठभेड़ में प्रादेशिक सेना का एक जवान शहीद हो गया। पलमार क्षेत्र में आतंकवादियों के छिपे होने की सूचना  पर कल रात राष्ट्रीय राइफल्स के जवानों और पुलिस ने संयुक्त रूप से इलाके की घेराबंदी कर आतंकवादियों की तलाश शुरू की। आतंकवादियों ने तलाशी अभियान के सदस्यों पर गोलियां चलाई जिसके जवाब में दोनों ओर से गोलीबारी हुई।

नर्सिंग क्षेत्र का अध्ययन करने के लिए केरल सरकार द्वारा नियुक्त बालारमन समिति ने निजी अस्पतालों में नर्सो के वेतन बढ़ाने और अनुबंध प्रणाली से भी मुक्त करने की सिफारिश की है। राज्य सरकार ने ये समिति उस समय गठित की थी, जब निजी अस्पतालों की नर्से बेहतर वेतन और कार्यस्थिति की मांग को लेकर हड़ताल पर चली गईं थीं। अस्पतालों से प्रत्यक्ष रूप से साक्ष्य जुटाने के बाद तैयार की गई बालारमन समिति की रिपोर्ट में काम का समय घटाकर आठ घंटे करने की सिफारिश की गई थी। समिति ने नर्सो की विभिन्न श्रेणियों के लिए १२ हजार से २० हजार रूपये तक के वेतन की सिफारिश की थी।

सरकार ने पूर्वोत्तर के छात्रों के साथ हाल की कथित भेदभाव और अपराध की घटनाओं पर चिंता जाहिर की है। मानव संसाधन विकास मंत्री कपिल सिब्बल ने नई दिल्ली में कहा कि शैक्षणिक संस्थानों को एकजुट होकर देश भर के छात्रों को शिक्षा का सम्मिलित और सोहार्दपूर्ण वातावरण मुहैया कराना चाहिए। मानव संसाधन विकास मंत्रालय के अधिकारियों ने बताया कि श्री सिब्बल ने पिछले महीने विश्वविद्यालय अनुदान आयोग से उच्च शिक्षण संस्थानों में भेद-भाव रोकने के नियम बनाने का अनुरोध किया था।
आयोग ने बुधवार की अपनी बैठक में ऐसे कई नियमों पर चर्चा के बाद उन्हें अंतिम रूप दिया। इन नियमों के मुताबिक प्रत्येक संस्थान में एक लोकपाल होगा, जो भेद-भाव की शिकायतों की सुनवाई करेगा।

 The government has decided to free sugar exports by removing quantitative restrictions to help the industry liquidate surplus stocks. A high-level inter-ministerial meeting chaired by the Prime Minister, Dr Manmohan Singh yesterday also scrapped the Minimum Export Price, MEP on onion to give fillip to its export and ensure better returns to growers.
 Highly placed sources said that it was also decided to constitute a committee, headed by the Prime Minister's Economic Advisory Council, PMEAC Chairman, C Rangarajan, for formulating policy on how to handle surplus foodgrains in government godowns and suggest ways for foodgrains export. Finance Minister Pranab Mukherjee, Agriculture Minister Sharad Pawar, Commerce Minister Anand Sharma and Food and Public Distribution Minister KV Thomas attended the meeting.
 Source said, Sugar will be exported under the Open General License only, not under first come first serve basis. On March 26 this year, the Empowered Group of Ministers on Food had decided to allow export of one million tonnes of sugar, but the decision has not been notified yet in absence of export modalities.
Our correspondent reports that doing away with the release order would ensure that sugar shipments for exports move faster. The Government had earlier done away with the release order mechanism in 2008.
According to the industry estimates, Sugar production in the current 2011-12 year-ending September is expected to touch 26 million tonnes. It is about 2 and a half million tonnes more compared with the same period a year ago.
On the other hand, due to high export price of onions,
India had lost its competitive edge in international onion markets to China and Egypt. At present, the MEP for onion is 125 dollars a tonne. India's onion production is estimated at 151.36 lakh tonnes in 2011-12, which is higher than the previous year's output of 145.62 lakh tonnes.

Home Minster P. Chidambaram has called upon all State governments to strengthen intelligence network and enhance capacity building to deal with the challenges of national security. Replying to a debate on the Demands for Grants of his Ministry in the Lok Sabha yesterday, he asked them to share their responsibilities in countering the threat to national security. Mr. Chidambaram strongly advocated the need for collective efforts by all concerned against the threat to national security.

In this troubled neighbourhood in the year 2012, the internal security of this country is a shared responsibility. We are willing to accept our share, states must come forward to accept their share.
Spelling out the measures taken by the Home Ministry, Mr. Chidambaram said, it has sanctioned 800 crore rupees for setting up 400 model police stations across the country at a cost of 2 crore rupees each.

Carrying forward its probe on the bribery allegation made by Army Chief Gen. V K Singh, the CBI has questioned retired Lt. Gen. Tejinder Singh for the first time for his alleged role in the Tatra case. Lt. Gen. Singh was questioned at the CBI headquarters yesterday at length in connection with the Tatra case. Lt. Gen. Singh was also asked to reply to the allegations levelled against him by the Army Chief who claimed in his statement that the former Lt. Gen. had approached him in 2010 with a bribe offer of 14 crore Rupees to clear a tranche of 600 Tatra trucks for the Army. Lt. Gen. Singh has denied all the allegations and also filed a contempt case against the Army Chief. The CBI has registered a case in the purchase of Tatra Trucks to the Army on the 30th of March.

Government expressed concern over recent incidents of alleged discrimation and crime against students from Northeast in campuses. HRD Minister Kapil Sibal said in
New Delhi that educational institutions should rise to the occasion to provide an inclusive and harmonious platform for students from across the country to come together and pursue studies. The Supreme Court allowed the Italian merchant navy ship Enrica Lexie to leave Indian shores along with crew members and remaining marines. A bench of justices R M Lodha and H L Gokhale, however, directed the crew members of the Italian merchant navy ship and marines to make themselves available whenever they are required by Indian authorities during the investigation and prosecution of the two arrested marines who are in judicial custody.
Setting aside the Kerala High Court's order restraining the ship from leaving Indian shores, it directed the ship owner to execute a bond of three crore rupees before the Registrar General of the Kerala High Court.

छत्तीसगढ़ में सुकमा के अपहृत कलेक्टर एलेक्स पॉल मेनन को आज शाम माओवादियों ने छोड़ दिया। माओवादियों ने उन्हें सुकमा जिले में तडमेटला जंगलों में किसी अज्ञात स्थान पर मध्यस्थों को सौंपा। चिंतलनार पहुंचने पर श्री मेनन ने संवाददाताओं को बताया कि वे राहत महसूस कर रहे हैं और बिल्कुल ठीक हैं। उन्होंने सभी सम्बद्ध लोगों को अपना पूरा समर्थन देने के लिए धन्यवाद दिया।

मैं दोनों पक्ष के मध्यस्थों, राज्य सरकार, अपने मुख्यमंत्री और अपने वरिष्ठ अधिकारियों का बहुत आभारी हूं।
श्री मेनन ने कहा कि सरकार उन्हें जहां भी काम करने को कहेगी, वे करेंगे। राज्य सरकार ने एक उच्च अधिकार प्राप्त स्थायी समिति बनाने का आदेश दिया है, जो माओवादियों से संबंधित मामलों सहित छत्तीसगढ़ की जेलों में बंद लोगों के मामलों की जांच और मुकदमों के लिए लम्बित पड़े सभी मामलों की समीक्षा करेगी। मुख्यमंत्री डॉ० रमन सिंह ने श्री मेनन की रिहाई पर संतोष व्यक्त किया।

उच्चतम न्यायालय ने नक्सली नेता चेरूकुरी राजकुमार उर्फ आजाद और दिल्ली के पत्रकार हेमचन्द्र पांडेय की कथित फर्जी मुठभेड़ में मौत की न्यायिक या विशेष दल से जांच कराने के आदेश देने से इंकार कर दिया है। न्यायालय ने कहा कि ये मानने का कोई कारण नहीं है कि सीबीआई ने इस मामले की ईमानदारी से जांच नहीं की है। न्यायालय ने सीबीआई को आंध्रप्रदेश के अदिलाबाद जिले में सम्बद्ध मजिस्ट्रेट के सामने जांच रिपोर्ट दायर करने का निर्देश भी दिया। ये मुठभेड़ अदिलाबाद में जुलाई, दो हजार दस में हुई थी।

झारखंड में रांची में सीबीआई की विशेष अदालत ने चारा घोटाले के एक मामले में उन्हत्तर आरोपियों को दोषी पाया है। सबूतों के अभाव में १६ अन्य लोगों को बरी कर दिया गया है। अदालत ने २९ लोगों को एक से तीन वर्ष तक की कैद की सजा सुनाई है, शेष अभियुक्तों को अगले सोमवार को सजा सुनाई जाएगी। आरोपित लोगों में सरकारी खजाने के अधिकारी और चारा सप्लाई करने वाले शामिल हैं।  यह मामला १९९० के दशक के शुरू में दोरांदा खजाने से धोखाधड़ी से ४७ करोड़ रुपये निकालने का है। नौ सौ पचास करोड़ रूपये का चारा घोटाला प्रकाश में आने के बाद यह मामला दर्ज किया गया था।

दिल्ली की एक अदालत ने उत्तर प्रदेश के विधायक मुख्तार अंसारी पर  अनुचित रूप से पैसा कमाने के लिए संगठित अपराध सिंडीकेट चलाने के मामले में आरोप तय कर दिये हैं। अदालत ने अंसारी के तीन सहयोगियों पे्रम प्रकाश उर्फ मुन्ना बजरंगी, इफि्‌तखार अहमद और मिराज अहमद पर भी आरोप तय कर दिये हैं। उत्तर प्रदेश के मउ से निर्दलीय विधायक अंसारी पर महाराष्ट्र संगठित अपराध नियंत्रण कानून-मकोका की धारा-तीन की  उपधारा-चार के तहत आरोप तय किये गये हैं।
इस धारा के तहत दोषी पाये जाने पर कम से कम पांच साल की कैद या अधिकतम आजीवन कारावास की सजा दी जा सकती है और कम से कम पांच लाख रूपये का जुर्माना किया जा सकता है।

झारखंड में राज्यसभा की दो सीटों के लिए आज हुए चुनाव में एक सीट कांग्रेस ने और दूसरी झारखंड मुक्ति मोर्चा ने जीती है। पूर्व सांसद और भारतीय जनता पार्टी के उम्मीदवार एस.एस. आहलूवालिया चुनाव हार गए हैं। हमारे संवाददाता ने खबर दी है कि कांग्रेस उम्मीदवार प्रदीप बालमुचु को २५ वोट मिले, जबकि झारखंड मुक्ति मोर्चा के उम्मीदवार संजीव कुमार ने २३ वोट प्राप्त किये। भाजपा उम्मीदवार एस.एस. आहलूवालिया को २० वोट मिले। एक रिपोर्ट-

आज झारखंड से राज्यसभा की दो सीटों पर हुए मतदान में कांग्रेस एवं झारखंड मुक्ति मोर्चा ने जीत दर्ज कर प्रदेश की राजनीति में कई सवाल पैदा कर दिये हैं। सबसे बड़ा सवाल मुख्यमंत्री अर्जुन मुंडा के नेतृत्व को लेकर उनके पार्टी में होगा कि बीजेपी और जेएमएम की प्रारंभिक स्थिति एक जैसी होने पर भी क्यों बीजेपी के उम्मीदवार हार गये जबकि जेएमएम के संजीव कुमार जीत गये। वहीं कांग्रेस की सहयोगी रही झारखंड विकास मोर्चा के मतदान में हिस्सा नहीं लेने पर भी कांग्रेस ने जीत दर्ज कर जेडीएम को दो टुक कह दिया है कि प्रदेश की राजनीति में अब वो किसी के मोहताज नहीं। राजेश सिन्हा आकाशवाणी समाचार, रांची।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने आज नई दिल्ली मे ंकांग्रेस अध्यक्ष सोनिया गांधी से मुलाकात की। समझा जाता है कि उन्होंने राष्ट्रपति चुनाव के बारे में विचार-विमर्श किया। सुश्री ममता बनर्जी ने श्रीमती गांधी के साथ हुई बातचीत का ब्यौरा देने से इंकार कर दिया। इससे पहले, आज समाजवादी पार्टी के अध्यक्ष मुलायम सिंह यादव ने राष्ट्रपति पद के लिए संभावित उम्मीदवारों पर अपनी राय व्यक्त करने से इंकार कर दिया था, लेकिन उन्होंने कहा कि राष्ट्रपति कोई राजनीतिक व्यक्ति ही होना चाहिए। उधर, मार्क्सवादी कम्युनिस्ट पार्टी ने आज कांग्रेस से राष्ट्रपति पद के उम्मीदवार के लिए आम सहमति बनाने की पहल करने को कहा। पार्टी नेता सीताराम येचुरी ने कहा कि वाम दल कल अपनी बैठक में राष्ट्रपति चुनाव के बारे में विचार-विमर्श करेंगे।

आध्र प्रदेश के राज्यपाल ईएसएल नरसिम्हन ने राज्य में विकास की रफ्तार मे ंतेजी लाने के लिए शांति और स्थिरता पर जोर दिया है। श्री नरसिम्हन ने हैदराबाद में राज भवन में एक औपचारिक समारोह के दौरान राज्यपाल के पद की दूसरी बार शपथ ली।

लोकसभा में २०१२ का विनियोग विधेयक पारित हो गया है। इस विधेयक के पास हो जाने से वित्त वर्ष २०१२-१३ में कुछ सेवाओं के लिये संचित निधि से राशि निकाली जा सकेगी। वित्त मंत्री प्रणब मुखर्जी ने आज सदन में विधेयक पेश किया। विपक्ष के सभी कटौती प्रस्तावों को नामंजूर करते हुए इसे पारित कर दिया गया। इससे पहले लोकसभा अध्यक्ष मीरा कुमार ने आम बजट की बकाया अनुदान मांगों को भी मंजूर किये जाने की घोषणा की।

रासायनिक हथियार संधि संशोधन विधेयक-२०१०, आज राज्यसभा ने पास कर दिया। रसायन और उर्वरक राज्य मंत्री श्रीकांत जेना ने विधेयक पर हुई संक्षिप्त चर्चा का उत्तर देते हुए कहा कि रासायनिक हथियारों के विकास, उत्पादन, भंडारण और उपयोग पर रोक लगाने वाले इस समझौते पर भारत ने हस्ताक्षर किये हैं। प्रस्तावित संशोधन के बाद केंद्र सरकार अब इस बारे में कानून बना सकेगी।

सरकारी सेवा में आरक्षित वर्ग की पदोन्नति के मामले में उच्चतम न्यायालय के हाल के फैसले के संदर्भ में सरकार अनुसूचित जाति और अनुसूचित जनजाति फोरम के संपर्क में है। कानून और न्यायमंत्री सलमान खुर्शीद ने आज राज्यसभा में इस मुद्दे पर हुई अल्पावधि चर्चा में हस्तक्षेप करते हुए यह जानकारी दी। बहस शुरू करते हुए बहुजन समाज पार्टी के सतीशचन्द्र मिश्रा ने इस उद्देश्य के लिए संविधान में संशांेधन की आवश्यकता बताई। उन्होंने उत्तर प्रदेश और राजस्थान में ऐसे मामलों की ओर भी सदन का ध्यान खींचा। अन्य सदस्यों ने भी चर्चा में भाग लिया और आरक्षण पर एक व्यापक कानून और सभी दलों की बैठक बुलाने की मांग भी की।

सरकार ने अपने अधिकारियों को विदेशी दूतावासों के कर्मचारियों से सम्पर्क करने के बारे में चेतावनी दी है। एक कड़े पत्र में केन्द्रीय गृह सचिव आर के सिंह ने सभी मंत्रालयों और विभागों के सचिवों से कहा है कि ऐसा करना निर्धारित नियमों और परिपत्रों के खिलाफ है।

उत्तर पूर्वी नाइजीरिया में एक मवेशी बाजार पर हमले में कम से कम ३४ लोग मारे गए हैं। नाइजीरियाई सेना के एक प्रवक्ता ने बताया है कि इस हमले में २९ लोग घायल भी हुए हैं। कुछ बंदूकधारियों ने विस्फोटकों से बाजार में आग लगा दी। पुलिस का कहना है कि यह हमला मवेशी चुराने वाले एक व्यक्ति की व्यापारियों द्वारा हत्या का बदला हो सकता है।

असम में  धुबरी जिले में बूढा-बूढी चार में ब्रह्मपुत्र नदी में  सोमवार को हुई नाव दुर्घटना में मरने वालों में से १४ और लोगों के शव निकाल लिये गये हैं। इनमें से दस लोगों की पहचान भी हो गयी है। सरकारी सूत्रों के अनुसार दुर्घटनाग्रस्त नाव में सवार यात्रियों में से दो सौ लोग अभी भी लापता है।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि सरकार वोडाफोन कर विवाद में अपना पक्ष संसद में वित्त विधेयक-२०१२ पर चर्चा के दौरान रखेगी। वे पत्रकारों के इस सवाल का जवाब दे रहे थे कि कि क्या सरकार आयकर कानून-१९६१ में प्रस्तावित संशोधन को, पिछली तारीख से लागू करने की  संसद से मंजूरी मिलने के बाद वोडाफोन पर जुर्माना माफ कर देगी। संसद में वित्त विधेयक पर अगले हफ्ते चर्चा होनी है।

मुंबई शेयर बाजार में आज लगातार दूसरे दिन गिरावट जारी रही और सेंसेक्स १५१ अंक गिरकर १७ हजार १५१ अंकों पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्‌टी ५१ अंक की गिरावट के साथ पांच हजार १८८ अंकों पर पहुंच गया।
रूपया आज ४५ पैसे गिरा। एक डॉलर का मूल्य ५३ रूपये ४१ पैसे रहा।
राजधानी के सर्राफा बाजार में आज सोना ३५ रूपये बढकर अब तक के उच्चतम स्तर २९ हजार ६९५ रूपये प्रति दस ग्राम के स्तर पर पहुंच गया। लेकिन चांदी चार सौ रूपये गिरकर ५६ हजार दो सौ रूपये प्रति किलो के स्तर पर आ गई।

The 13 day hostage crisis in Chhattisgargh is over with the release of abducted Sukma Collector Alex Paul Menon by Maoists this evening. Talking to eagerly waiting news persons after reaching at Chintalnar, Menon said he is feeling relieved and he is fine. He thanked the mediators of both the sides, the state Government, Chief Minister and his seniors and his friends and family for their unstinted support to him in getting his release from the maoists.
I would like to thank the mediators of both the sides first and my state government, my Chief Minister and my Chief Secretary and my Senior.
Our correspondent says, the high drama started with the the two mediators -Dr.B.D.Sharma and Professor Hargopal - flown  to Chintalnar by helicopter today amidst speculation of his release by the ultras. The delay in his release caused concern but his release finally came through around 6.30 PM. The Maoists handed over Menon to their mediators in an undisclosed location in the jungle of Tadmetla in the Sukma district. More from AIR correspondent..
 Amidst many twists and turns during these thirteen days, the event witnessed four long rounds of talks between the negotiators of both sides concluding on the 3oth of April with their agreement. All along it continued to hit the headlines as much within the state as in the country and beyond. Each of these 13 long days that lay between Mr’ menon’s abduction and release, kept nibbling at their nails till the countdown today. Finally the tears shed and toils made all through these days , secured not only Mr. Menon’s  freedom but also a ray of hope for the furtherance of peace-talks in the state. The state government as per its commitment, has ordered the constitution of the high powered standing committee to review all cases of persons for whom investigation and prosecution is pending in Chhattisgarh jails, including the maoist  related cases.
Disclosing this at a press conference, Chief Minister Dr. Ramans Singh expressed his satisfaction over the release of Menon and thanked all those who worked for the release of the collector. Menon was abducted by the Maoists on the 21st of April, while he was holding a meeting in Majhipara village  in Sukma district. He went there on a motor cycle and two of his body guards were gunned down by the Ultras.

In Jharkhand, Congress and Jharkhand Mukti Morcha have won one seat each of the Rajya Sabha for which the election was held today. Ex- MP and BJP candidate S S Ahluwalia has lost the Rajya Sabha election. AIR correspondent reports that Congress candidate Pradeep Balmuchu has got 25 votes while Jharkhand Mukti Morcha candidate Sanjeev Kumar got 23 votes. BJP candidate S S Ahluwalia got 20 votes. Today's victory of Congress and the JMM on two seats of R.S. from Jharkhand has raised question about the leadership of Chief Minister Arjun Munda, within the BJP.  Both the BJP and its allies JMM were similar to situation in terms of number of the state assembly whereas the BJP candidate S.S. Ahluwalia lost, the JMM candidate Sanjeev Kumar won the seat.  Similarly Congress candidate Pradeep Balmuchu 's victory despite its allias Jharkhand Vikas Morcha participating in the poll has sent a strong signal in the state that the Congress can win even without its allias. In Jharkhand, a special CBI court at Ranchi today convicted 69 fodder scam accused for fraudulently withdrawing 47 crore rupees from Doranda treasury in the early 1990s. Delivering the verdict, Judge Ganpati Tiwari acquitted 16 others in the case for lack of evidence.
The court sentenced 29 persons to jail terms ranging between one and three years. The quantum of sentence on the rest of the convicts will be pronounced on Monday next week.
Treasury officials and fodder suppliers were among the convicted. The cases were registered soon after the 950-crore rupees scam was unearthed in early 1990s.

West Bengal Chief Minister Mamata Banerjee today met Congress President Sonia Gandhi in New Delhi. Both the leaders are believed to have discussed the coming Presidential election. Speaking to reporters later, Mamta Banerjee declined to divulge the details of their discussion.
Earlier in the day, Samajwadi Party Chief Mulayam Singh Yadav refused to express his opinion on probable candidates for the forthcoming election to the country's highest office. Yadav, however, said President should always be a political person.
CPI(M) today asked the Congress to take the initiative in building a consensus on the candidate for the Presidential election. Party MP and politburo member Sitaram Yechury said the Left parties will discuss the Presidential Election issue at their meeting tomorrow.

At least 34 people have been killed in an attack on a cattle market in north-eastern Nigeria. A spokesman for Nigerian military said another 29 people were injured.  The market in Potiskum, Yobe state, was set on fire by gunmen armed with explosives. Police say the attack may be in revenge for the killing by traders of a man who had earlier tried to steal cattle.

China says, it is verifying Defence Minister A. K. Antony's charge that Chinese helicopters violated Indian airspace twice last month. Chinese Foreign Ministry Spokesman Liu Weimin told the media in Beijing today that his government has seen the press reports but it still needs to verify the information.
He reiterated his government's stand to resolve the border dispute with India through negotiations.
Antony's statement in Parliament yesterday said that Chinese helicopter's violated Indian airspace on March 16 and 19 in the Himachal Pradesh border.

In Nepal, efforts are on to form a national consensus government in a bid to resolve the current political crisis as the deadline of May 27 to draft the new constitution is approaching. Minister for Information and Broadcasting , Raj Kishore Yadav after a meeting of the ruling coalition partners UCPN (maoist) and the Samyukta Loktantrik Madhesi Morcha said in Kathmandu that there has been an agreement to reshuffle the current cabinet to make way for inclusion of the Nepali Congress and CPN-UML in the current ruling coalition and turn it to a national consensus government.

President Pratibha Devi Singh Patil, now on a visit to South Africa, has lauded the close relationship between the two countries. Unveiling the bust of Mahatma Gandhi in the Constitutional Court Complex of South Africa in Johannesburg today she said the two nations not only share the history against colonialism, racialism and tyranny but also commitment to democracy and rule of law.
Both the countries are promoting global peace and security, social justice besides cooperating in the war on poverty and unemployment.  She said, India and South Africa are also upholding fundamental principles of peace, non-violence and dialogue to maintain the global order of equality and justice based on Gandhian values. Government has been in touch with the Forum of Scheduled Castes and Scheduled Tribes on their promotional aspects in the service following the recent Supreme Court judgement. This was stated by Law and Justice Minister Salman Khurshid, while intervening in a Short Duration discussion in the Rajya Sabha on the issue. Initiating the discussion on the subject Satish Chandra Mishra of the BSP underlined the need for amending relevant Articles of the Constitution to achieve the objective.

The Lok Sabha has passed the Appropriation Bill, 2012. It authorises payment and appropriation of certain sums from the Consolidated Fund of India for services in the financial year 2012-13. The Supreme Court has declined to order judicial inquiry or a probe by a Special Investigation Team into the alleged fake encounter killings of top Naxalite leader Cherukuri Rajkumar alias Azad and a Delhi journalist Hemchandra Pandey.
A bench of justices Aftab Alam and C K Prasad said there is no reason to believe the allegation that the investigation conducted by the CBI into the encounter is not honest. The bench also directed the CBI today to file its investigation reports before the jurisdictional magistrate concerned in Adilabad district of Andhra Pradesh, where the encounter took place on July 1, 2010.

He was responding to queries by news persons in New Delhi on whether the government will waive penalty on Vodafone after Parliament approved amendments to Income-tax Act, 1961 with retrospective tax effect.

In Assam, 14 more bodies were recovered today in the river Brahmaputra from the spot of Monday’s ferryboat capsize area at Burha-Burhi Char in Dhubri district. 10 of them have been identified.
The divers of the National Disaster Response Force, Army, BSF and Police so far recovered around 60 bodies from the spot of the worst-ever boat tragedy. Post mortem of 30 of the recovered bodies have been completed. According to official sources, over 200 passengers of the ill-fated ferry are still missing.

Falling for the second straight day, the Sensex at the Bombay Stock Exchange lost 151 points, or 0.9 percent, at 17,151, today, on continued selling by foreign funds amid a falling rupee and weak regional bourses. The Nifty dropped 51 points, or 1 percent, to 5,188. Stock markets in Hong Kong, Singapore and South Korea shed about 0.2 percent ech.  The rupee dropped 45 paise to close at a four-and-a-half month low of 53.41, against the dollar. Gold gained 35 rupees to hit a new all-time high of 29,695 rupees per ten grams in Delhi. But silver declined 400 rupees to 56,200 rupees per kilo. And US crude oil futures fell 52 cents, to 104.70 dollars a barrel, while Brent crude stood near 118 dollars a barrel. Avnish Puri, AIR News.

In the IPL match at Pune, Mumbai Indians were 89 for 4 in 14 overs against Pune Warriors, a short while ago. Earlier, Mumbai won the toss and opted to bat.
At present,  Mumbai Indians are placed better in the points table.  They have ten points after playing nine encounters. The Pune team, despite completing ten fixtures, have collected only eight points.

Sania Mirza and her partner Anastasia Rodionova have booked a semi-final berth in the women's doubles event of the Estoril Open tennis tournament in Portugal. In the quarter-finals at Estoril, the second seeded Indo-Australian pair defeated their American rivals Megan Moulton-Levy and Lindsay Lee-Waters in straight sets 6-0 6-4.
The Indo-Australian duo will next face Kazakhstan's third seeded pair of Yaroslava Shvedova and Galina Voskoboeva for a place in the final of the 220,000 U.S. dollar clay court event.Rodionova had beaten Sania in the 2010 Commonwealth Games women's singles final.
