राष्ट्रीय आतंकवाद निरोधक केंद्र - एनसीटीसी पर कल नई दिल्ली में आयोजित सम्मेलन में मुख्यमंत्रियों के सुझावों पर केंद्र विचार करेगा। गृहमंत्री पी. चिदंबरम ने कहा कि केंद्र सरकार, खुफिया ब्यूरो में एनसीटीसी स्थापित करने और विशेष मामलों में भी राज्यों के कार्यों को केंद्र के अंतर्गत लेने पर कुछ मुख्यमंत्रियों की चिंताओं पर विचार करेगी। बैठक के बाद संवाददाताओं से बातचीत में श्री चिदंबरम ने कहा कि खुफिया ब्यूरो में एनसीटीसी की स्थापना का फैसला २००१ में मंत्रियों के समूह की सिफारिशों पर लिया गया था।२००१ में गठित मंत्री समूह की सिफारिशों के आधार पर यह फैसला लिया गया जिसका कहना था कि आतंकवाद का मुकाबला करने के लिए आईबी एक नोडल संस्था है। इस सिफारिश को मानते हुए सरकार ने फैसला किया कि इसकी स्थापना आईबी के तहत की जाए।
गृहमंत्री ने कहा कि सरकार ने विभिन्न सुरक्षा एजेंसियों की मदद से आतंकवाद का असर कम करने में पर्याप्त सफलता हासिल की है। हालांकि कुछ मामलों में असफलता का सामना करना पड़ा है। उन्होंने कहा कि ऐसे निकाय की जरूरत है और एनसीटीसी इन विफलताओं को पूरी तरह खत्म करने में मदद करेगा।
बहुत से गैर कांग्रेसी मुख्यमंत्रियों ने वर्तमान स्वरूप में राष्ट्रीय आतंकवाद निरोधक केंद्र पर आपत्ति जताई है।
इससे पहले, सम्मेलन का उद्घाटन करते हुए प्रधानमंत्री ने कहा कि राष्ट्रीय आतंकवाद निरोधक केंद्र राज्य बनाम केंद्र का मामला नहीं है। डॉक्टर मनमोहन सिंह ने कहा कि राज्यों के कार्य क्षेत्र में दखल देना केंद्र की मंशा नहीं है। उन्होंने स्वीकार किया कि एनसीटीसी की स्थापना के लिए इसके कार्यों और अधिकारों पर व्यापक सहमति बनाया जाना जरूरी है।

केंद्र ने महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना की अनिवार्य रूप से लेखा परीक्षा कराने का फैसला किया है। लेखा परीक्षा नियंत्रक और महालेखा परीक्षक - सीएजी द्वारा नियुक्त चार्टर्ड एकाउंटेंट यह काम करेंगे। मनरेगा के अंतर्गत दिये गये कार्य आदेशों में से दस प्रतिशत का वास्तविक सत्यापन करने का फैसला किया गया है। ग्रामीण विकास मंत्री जयराम रमेश ने भुवनेश्वर में पत्रकारों को बताया कि चालू वित्त वर्ष से इस फैसले पर अमल किया जायेगा। उन्होंने कहा कि इससे मनरेगा में अधिक पारदर्शिता और जवाबदेही आयेगी। चालू वित्त वर्ष में ग्रामीण विकास, जलापूर्ति और सफाई क्षेत्र पर ९९ हजार करोड़ रुपये खर्च किये जायेंगे। उन्होंने माओवाद से प्रभावित जिलों के धीमे विकास पर चिंता जताई। श्री जयराम रमेश ने कहा कि केंद्र ने वामपंथी उग्रवाद से प्रभावित सभी ७८ जिलों के लिए एकीकृत कार्य योजना के तहत इस साल तीस करोड़ रुपये प्रति जिला आवंटित करने का फैसला लिया है।----
वित्त मंत्री प्रणब मुखर्जी ने एशियाई विकास बैंक के बोर्ड ऑफ गवर्नर्स के अध्यक्ष का पद संभाल लिया है। उन्होंने बैंक के बोर्ड ऑफ गवर्नर्स की फिलीपींस में मनिला में आयोजित ४५वीं वार्षिक बैठक में कार्यभार ग्रहण किया। श्री मुखर्जी मई २०१३ तक पद पर बने रहेंगे। श्री मुखर्जी ने कहा कि एशियाई विकास बैंक भारत की आर्थिक वृद्धि में मूल्यवान सहयोगी रहा है। उन्होंने कहा कि बैंक का संस्थापक भागीदार होने के नाते भारत का १९६६ से इससे संबंध है। हालांकि देश में इसके ऋण संबंधी प्रचालन दो दशक बाद १९८६ में शुरू हुये।----
अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने कहा है कि अमरीका, भारत और बांग्लादेश के साथ भागीदारी और मजबूत करना चाहता है। बांग्लादेश के विदेश मंत्री डा. दीपूमोनी के साथ ढाका में बातचीत के बाद संयुक्त संवाददाता सम्मेलन में सुश्री क्लिंटन ने कहा कि बांग्लादेश और भारत, दक्षिण एशिया में दो महत्वपूर्ण देश हैं और अमरीका इन दोनों देशों को अग्रिम पंक्ति में देखना चाहता है। वार्ता के बाद बांग्लादेश के विदेश मंत्री और सुश्री हिलेरी क्लिंटन ने दोनों देशों के सहयोग पर वार्ता के संयुक्त घोषणापत्र पर हस्ताक्षर किये। बंग्लादेश की प्रधानमंत्री शेख हसीना भी इस अवसर पर मौजूद थीं। इस घोषणापत्र में आतंकवाद, हिंसक उग्रवाद, और नशीले पदार्थों की तस्करी, मानव और हथियारों की तस्करी को रोकने सहित सुरक्षा सहयोग में वार्ता आगे बढ़ाने की पुष्टि की गई है। सुश्री क्लिंटन ने प्रधानमंत्री शेख हसीना से भी मुलाकात की और पड़ोसी देश म्यामां के साथ अच्छे संबंध स्थापित करने और क्षेत्रीय सहयोग बढ़ाने के लिए बांग्लादेश सरकार की सराहना की।अमरीकी विदेशी मंत्री तीन देशों की यात्रा में चीन और बांग्लादेश के बाद आज भारत पहुंच रही हैं। वे आज कोलकाता के लिए रवाना होने से पहले, विभिन्न नेताओं और समाज के कई वर्गों से मुलाकात करेंगी।

ईरान में संसदीय चुनावों में राष्ट्रपति महमूद अहमदीनेजाद को भारी धक्का लगा है। समाचार एजेंसी ईरानियन मेहर ने खबर दी है कि ६५ में से विरोधी दलों को ४१ सीटों पर जीत मिली है जबकि निर्दलीय उम्मीदवारों ने ११ सीटों पर कब्जा कर लिया है। अहमदीनेजाद के वफादारों को मात्र १३ सीटों पर संतोष करना पड़ा है।संसदीय चुनाव के दूसरे दौर में दो सौ ९० सांसदों वाली मजलीस की ६५ सीटें दाव पर थीं। जिनमें से अकेले २५ सिर्फ राजधानी तेहरान में थी। नतीजे उम्मीदों के अनुसार ही रहे और राष्ट्रपति अहमदीनेजाद के विरोधी गुट ने एक बार फिर भारी जीत हासिल की। इसके साथ ही सत्ता पर इस गुठ की पकड़ मजबूत हो गई है। पहले दौर के चुनाव में मार्च में अहमदीनेजाद के विरोधी भारी बहुमत से जीते थे। जानकारों की राय में चुनाव में हार का असर अगले राष्ट्रपति के चुनाव और सब्सिडी के कटौती के राष्ट्रपति अहमदीनेजाद की योजना पर पड़ सकता है। अतुल तिवारी, आकाशवाणी समाचार।

गुरुदेव रवीन्द्रनाथ ठाकुर की १५०वीं जयंती के अवसर पर ढाका में आज सुबह एक विशेष कार्यक्रम आयोजित किया जा रहा है। पिछले एक वर्ष से भारत और बांग्लादेश संयुक्त रूप से विभिन्न समारोह आयोजित कर रहे थे। वित्त मंत्री प्रणब मुखर्जी विशिष्ट अतिथि के रूप में समारोह में हिस्सा लेने के लिए कल रात ढाका पहुंचे। बांग्लादेश की प्रधानमंत्री शेख हसीना समारोह की मुख्य अतिथि होंगी। श्री मुखर्जी के साथ उच्चस्तरीय शिष्टमंडल भी गया है जिसमें संस्कृति मंत्रालय की सचिव संगीता गैरोला और प्रसार भारती के मुख्य कार्यकारी अधिकारी जवाहर सरकार शामिल हैं।

पेरू की राजधानी लीमा में नशा मुक्ति केंद्र में लगी आग में १४ लोग मारे गए हैं। अग्निशमन दल के अनुसार केंद्र के मरीज बच कर नहीं निकल सके क्योंकि वहां दरवाजे और खिड़कियां बंद थीं। इस साल जनवरी महीने में ऐसी ही घटना में पेरू में २९ लोग मारे गए थे।----

आज बुद्ध पूर्णिमा है। ईसा पूर्व सातवीं शताब्दी में आज ही के दिन भगवान बुद्ध का जन्म, बोधिसत्व की प्राप्ति और परिनिर्वाण हुआ था। दुनिया भर में बौद्ध धर्म के अनुयायी इसे धार्मिक श्रद्धा और उत्साह के साथ मना रहे हैं।बिहार में बोधगया में बुद्ध पूर्णिमा धार्मिक श्रद्धा और उल्लास के साथ मनाई जा रही है। भगवान बुद्ध को यहीं बोधिसत्व की प्राप्ति हुई थी। समारोह की शुरुआत भगवान बुद्ध की ८० फुट ऊंची प्रतिमा के स्थान से मंदिर के पीछे बोधि वृक्ष तक शोभा यात्रा के साथ हुई। अंतर्राष्ट्रीय बौद्ध परिषद के सदस्य और बौद्ध भिक्षु इस शोभायात्रा में शामिल हुये।
लद्दाख क्षेत्र में भी आज बुद्ध जयंती धूमधाम से मनाई जा रही है। हमारे संवाददाता ने बताया कि बौद्ध मठों को बेहतरीन तरीके से सजाया गया है और कई कार्यक्रम आयोजित किये जा रहे हैं।
बुद्ध पूर्णिमा के मौके पर आज लेह के प्रसिद्ध पोलो ग्राउंड में खास कार्यक्रम का आयोजन किया गया है। पूरे लेह में आज लोग पारंपरिक परिधान में सज-धज कर सड़कों पर निकल रहे हैं और भगवान बुद्ध की झांकी को देखने के लिए उमर पड़े हैं। स्कूली बच्चे झांकी को बेहतरीन तरीके से पेश करेंगे, जिसमें भगवान बुद्ध के हर संदेश को लोगों के बीच पहुंचाने की कोशिश की जाएगी। हर कोई गोम्पा में भगवान बुद्ध के दर्शन कर रहे हैं और उनसे आर्शीवाद ले रहे हैं। आज ही के दिन भगवान बुद्ध का जन्म हुआ, ज्ञान की प्राप्त हुई और फिर महापरिनिर्वाण को प्राप्त हुए। तब से बुद्ध पुर्णिमा के दिन को एक उत्सव की तरह मनाया जाता है। लेह से यांचन के साथ दिवाकर कुमार, आकाशवाणी के लिए।

The Centre is to examine carefully the suggestions made by the Chief Ministers at the day-long conference on the National Counter Terrorism Centre, NCTC held in New Delhi yesterday. The Home Minister P Chidambaram said, the Centre will look into the concerns of some Chief Ministers on locating the NCTC in the Intelligence Bureau, IB and the undertaking of operations in the states by the centre even in exceptional cases. Addressing a news conference after the meeting, he said, the decision to locate the NCTC in the IB was taken on the basis of recommendations made by a Group of Ministers in 2001.
"Based upon the GoM of 2001 recommendation, which said the IB is a nodal organisation for the counter terrorism now taking that as a starting point the government decided that it will located in the IB."
The Minister said, the government has significantly succeeded in neutralizing terrorist modules with the help of different security agencies, though there were some failures too. He said, there is a need for such a body and the NCTC can fill the gap to reduce the failure to zero level.
Several non-Congress Chief Ministers raised objections against the National Counter Terrorism Centre in its present form. West Bengal Chief Minister Mamata Banerjee said the setting up of institutions like the NCTC upsets the federal structure of the country. Gujarat Chief Minister Narendra Modi claimed that the well-defined and constitutionally mandated Centre-state relations are being disturbed. Bihar Chief Minister Nitish Kumar raised issues related to jurisdiction, accountability and power to investigate saying that these are prone to misuse. Chhattisgarh Chief Minister Raman Singh emphasised the need for a national policy to deal with naxalism and terrorism and said there should be no negotiations in case of a hostage crisis. Tamil Nadu Chief Minister J Jayalalithaa demanded that a Sub-Committee of Chief Ministers be set up to go into the proposed body and till then the proposal should be kept in abeyance. But, Chief Ministers of Rajasthan, Maharashtra and Andhra Pradesh supported the Centre on the NCTC issue.
Earlier, Inaugurating the conference, the Prime Minister said, the National Counter Terrorism Centre, is not a State versus the Centre issue. Dr. Manmohan Singh said, it is not the Government's intention to infringe upon the States domain. He admitted that for operationalisation of the NCTC, it is fairly important to have a broad consensus on its powers and functions.

The Centre has decided to go for compulsory auditing of the Mahatma Gandhi national Rural Employment Guarantee Scheme, MGNREGA, by Chartered Accountants appointed by the Comptroller and Auditor General, CAG. It has been decided to go for physical verification of at least 10 to 15 percent of the work orders and expenditure details of works under MGNREGA. Union Minister of Rural Development, Mr Jairam Ramesh, told media persons at Bhubaneswar that the decision will be implemented from the current financial year.
He said the move will bring more transparency and accountability in the MGNREGA Scheme. 99,000 crore rupees will be spent on rural development, water supply and sanitation in the current financial year.

Finance Minister Pranab Mukherjee has taken over as the Chairperson of the Board of Governors of the Asian Development Bank at Manilla in the Philippines. He took charge at the 45th Annual Meeting of the ADB Board of Governors. Mukherjee will hold this post till May, 2013. Mr. Mukherjee said that the ADB has been a valued multilateral partner in India's economic growth. He said that as one of the founder members of the ADB, India’s association with the ADB dates back to 1966 while the bank's lending operations in the country commenced two decades later in 1986.

In Iran, results from the run off elections show the rivals of President Mahmoud Ahmedinejad gaining strength in parliament. Iranian Mehr news agency reported that out of the 65 seats which went to the polls, opponents of the Iranian president won 41 seats, independents got 11 while Ahmadinejad loyalists were left with only 13 seats. "Friday's vote saw 130 candidates competing for 65 seats in Iran's 290-member parliament. The results were on expected lines as the rivals of President Ahmedinejad consolidated their gains. They have already registered an emphatic win in the first round of election in March this year. Iranian Parliament is a largely symbolic body with little sway over policy issues, but it has a say in the domestic matters. Experts say the new parliament is likely to pose a challenge to Ahmadinejad, who completes his second and final four-year presidential term in August 2013. President Pratibha Devi Singh Patil yesterday visited Robben Island in Cape Town where South Africa's Anti-Apartheid leader Nelson Mandela was incarcerated for 18 years. Expressing her views in the visitor's book Mrs. Patil wrote that Robben Island is today a place of pilgrimage for all those who respect the inalienable right of all people to a life of freedom and dignity.

A special programme to mark the conclusion of the India Bangladesh joint celebrations of the 150th birth anniversary of Gurudev Rabindranath Tagore will be held in Dhaka this morning. Finance Minister Pranab Mukherjee reached Dhaka last night to participate in the programme as the Guest of Honour while Bangladesh Prime minister Sheikh Hasina will be the Chief Guest. Mr. Mukherjee is leading a high level delegation of officials which includes Sangita Gairola Secretary, Ministry of Culture and Jawhar Sircar, Chief Executive Officer of Prasar Bharati who had planned and implemented the Joint Celebrations programme with Bangladesh during his previous assignment as the Secretary. भारत औेर बंगलादेश ने कहा है कि आपसी समस्याओं को, दोनों देशों के घनिष्ठ संबधों में बाधा नहीं बनने दिया जाएगा। गुरूदेव रविन्द्रनाथ ठाकुर की १५०वीं जयंती के साल भर से चल रहे समारोहों के समापन अवसर पर ढाका में एक समारोह में वित्त मंत्री प्रणब मुखर्जी ने कहा कि रविन्द्रनाथ ठाकुर के कृतित्व ने दोनों देशों के बीच सांस्कृतिक सेतु का काम किया है। उन्होंने कहा कि भौगौलिक रूप से दोनों देशों की सीमाएं भले ही बटीं हुई है लेकिन रविन्द्रनाथ टैगोर के साहित्य और रचनाओं ने हमेशा ही दोनों देशों की साझा संस्कृति, एकता और संपन्न विरासत का प्रतिनिधित्व किया है। नोबेल पुरस्कार से सम्मानित गुरूदेव की १५०वीं जयंती के समारोह को दोनों देशों के बीच सांस्कृतिक सहयोग की मुख्य घटना बताते हुए श्री मुखर्जी ने कहा कि इससे निश्चित रूप से आपसी संबंध और मजबूत हुए हैं और एक सार्थक आदान-प्रदान की शुरूआत हो सकेगी। बंगलादेश की प्रधानमंत्री शेख हसीना ने अपने तैयार किए हुए भाषण से हटकर कहा कि भारत और बंगलादेश के निकट पड़ोसी होने के कारण कुछ समस्याएं हो सकती हैं लेकिन इसका अर्थ यह नहीं है कि इनका समाधान नहीं हो सकता। समारोह के समापन के मौके पर आयोजित सांस्कृतिक कार्यक्रम में फिल्म अभिनेत्री शर्मिला टैगोर सहित दोनों देशों के जानेमाने कलाकार शामिल थे।-----
अमरीका की विदेशमंत्री हिलेरी क्लिंटन तीन दिन की भारत यात्रा पर कोलकाता पहुंच गई हैं। वे कल पश्चिम बंगाल की मुख्यमंत्री ममता बैनर्जी से रायटर्स बिल्डिंग में बातचीत करेंगी। अमरीकी पूंजी निवेश और खुदरा कारोबार में प्रत्यक्ष विदेशी निवेश जैसे मुद्दों पर चर्चा होने की संभावना है। आज श्रीमती क्लिंटन विक्टोरिया मैमोरियल जाएंगी और भारतीय सांस्कृतिक परिषद द्वारा आयोजित समारोह में हिस्सा लेंगी। उनकी यात्रा को देखते हुए सुरक्षा की कड़ी व्यवस्था की गई है। मंगलवार को नई दिल्ली में भारतीय नेताओं के साथ उनकी बातचीत के दौरान भारत-अमरीका असैनिक परमाणु सहयोग, दक्षिण एशिया क्षेत्र की सुरक्षा और ईरान जैसे प्रमुख मुद्दों पर चर्चा होने की संभावना है। वे विदेशमंत्री एस एम कृष्णा के साथ- साथ, प्रधानमंत्री मनमोहन सिंह से भी मिलेंगी। डॉ० सिंह के साथ भेंट के दौरान वे दोनों देशों के बीच महत्वपूर्ण साझेदारी की प्रगति पर चर्चा करेंगी। भारत-अमरीका महत्वपूर्ण वार्ता का अगला दौर अगले महीने की १३ तारीख को वाशिंगटन में होना है। हमारे संवाददाता ने बताया है कि श्रीमती क्लिंटन की भारत के नेताओं के साथ ये वार्ता इसलिए भी महत्वपूर्ण है, क्योंकि वे चीन के नेताओं के साथ बातचीत के बाद भारत आई हैं। उधर, अमरीका में शिकागो में नेटो देशों का शिखर सम्मेलन होने वाला है, जहां अफगानिस्तान के बारे में कुछ अहम फैसले किये जा सकते हैं। ईरान के परमाणु कार्यक्रम को लेकर अमरीका उस पर पाबंदियां लगा चुका है और वह भारत से भी कहता रहा है कि ईरान से कच्चे तेल का आयात कम करे। लेकिन भारत का कहना है कि वह किसी देश की एकतरफा कार्रवाई को नहीं, बल्कि संयुक्त राष्ट्र की तरफ से लगाये गये प्रतिबंधों को मान्यता देता है।-----
ईरान का एक व्यापार प्रतिनिधिमंडल आज से छह दिन की यात्रा पर भारत आ रहा है। इससे पहले इस साल के शुरू में भारतीय व्यापारियों का एक शिष्टमंडल ईरान गया था। ईरानी प्रतिनिधिमंडल व्यापार संबंधों को बढ़ाने और आपसी सहयोग की नई संभावनाएं तलाशने के लिए नई दिल्ली और मुम्बई जाएगा।-----
भारत ने दुश्मन की मिसाइलों से सुरक्षा की प्रणाली तैयार कर ली है। आदेश मिलने पर, इसे कम से कम दो शहरों में तुरन्त तैनात किया जा सकता है। भारत अब दुनिया के उन कुछ चुनिंदा देशों में शामिल हो गया है, जिनके पास मिसाइल सुरक्षा कवच मौजूद है। इस प्रणाली को रक्षा अनुसंधान और विकास संगठन-डी आर डी ओ- ने तैयार किया है। इसका सफलतापूर्वक परीक्षण भी कर लिया गया है। इस प्रणाली से भारत पर हमला करने वाली दुश्मन की किसी भी मिसाइल को दो हजार किलोमीटर तक नष्ट किया जा सकता है। डी आर डी ओ के अध्यक्ष वी के सारस्वत ने नई दिल्ली में पीटीआई को बताया कि ये सुरक्षा प्रणाली कहीं भी बहुत कम समय में तैनात की जा सकती है। उन्होंने बताया कि इस प्रणाली के दूसरे चरण में २०१६ तक इसकी क्षमता और बढ़ा दी जाएगी और इससे पांच हजार किलोमीटर की दूरी तक दुश्मन की मिसाइल को नष्ट किया जा सकेगा। इस प्रणाली के अंतर्गत दुश्मन की मिसाइलों को रोकने और बर्बाद करने के लिए पृथ्वी प्रक्षेपास्त्रों का इस्तेमाल किया गया है। श्री सारस्वत ने बताया कि इस प्रणाली के सभी उपकरणों का परीक्षण सफल रहा है।-----
केन्द्र सरकार ने बिजली की भारी किल्लत से जूझ रहे बिहार को राहत देते हुए, उसे पटना जिले में बन रहे एनटीपीसी के एक हजार ३२० मेगावाट क्षमता के बाढ़ बिजली घर से, ५० प्रतिशत बिजली देने का फैसला किया है। केन्द्र ने बरौनी कारखाने को ईंधन की लगातार सप्लाई के मुद्दे पर कोयला मंत्रालय के साथ बातचीत करने पर सहमति व्यक्त की है। केन्द्रीय बिजली मंत्री सुशील कुमार शिंदे ने बिहार के मुख्यमंत्री नीतीश कुमार को हाल ही में भेजे एक पत्र में यह आश्वासन दिया है।-----
एशियाई विकास बैंक - ए डी बी - भारत को विभिन्न परियोजनाओं के लिए अगले तीन वर्ष के दौरान छह अरब २५ करोड़ डॉलर की सहायता देगा। इसके तहत ऊर्जा, शिक्षा, परिवहन, शहरी विकास, कृषि, प्राकृतिक संसाधन प्रबंधन जैसे क्षेत्रों से जुड़ी परियोजनाएं शामिल हैं। एशियाई विकास बैंक के सचिव रॉबर्ट डॉसन (क्ूंेवद) ने बताया कि २०१२-२०१४ की योजना अवधि के दौरान भारत में समग्र विकास की परियोजनाओं के लिए यह सहायता दी जाएगी। इन सभी परियोजनाओं में पर्यावरण संरक्षण पर विशेष ध्यान दिया जाएगा। इससे पहले एशियाई विकास बैंक ने भारत के लिए २४ अरब १२ करोड़ डॉलर के १५९ ऋण मंजूर किए थे।

एक संसदीय समिति ने भारतीय हवाई अड्डा प्राधिकारण को वित्तीय स्वयत्तता देने की जोरदार मांग की है, ताकि वह कर-मुक्त बांड जारी करके पैसा जुटा सके। मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी की अध्यक्षता में, संसद की, परिवहन, पर्यटन और संस्कृति से संबद्ध स्थायी समिति ने अपनी ताजा रिपोर्ट में कहा है कि भारतीय हवाई अड्डा प्राधिकारण को अपनी परियोजनाएं पूरी करने के लिए वित्तीय स्वयत्तता देने की योजना अभी तक सिरे नहीं चढ़ी है। ये मिनी रत्न प्राधिकरण, कर-मुक्त बॉड से तीन सौ करोड़ रुपये जुटाने के अपने प्रस्ताव के लिए वित्त मंत्रालय की मंजूरी की अब भी प्रतीक्षा कर रहा है। इस रकम से देश के विभिन्न हवाई अड्डों का विकास और आधुनिकीकरण करने का प्रस्ताव है। चेन्नई और कोलकाता हवाई अड्डों के आधुनिकीकरण के अलावा, प्राधिकरण अन्य पैंतीस नगरों के हवाई अड्डों के सुधार कार्य में लगा हुआ है। समिति ने आशा व्यक्ति की है कि भारतीय हवाई अड्डा प्राधिकरण चालू वित्त वर्ष के दौरान आवंटित धन का ज्यादा से ज्यादा इस्तेमाल करेगा।-----
हरियाणा में रोहतक से लगभग १४ किलोमीटर दूर खरावड़ गांव के पास आज तड़के दिल्ली आ रही पंजाब मेल के आठ डिब्बे पटरी से उतर गये। कम से कम १९ यात्री घायल हुए हैं। रोहतक रेंज के आई जी पुलिस आलोक मित्तल ने बताया है कि ये हादसा लगभग साढ़े तीन बजे हुआ। एस-५ से एस-१० तक स्लीपर कोच और गार्ड तथा सामान वाला डिब्बा पटरी से उतरा है। घायलों को रोहतक के पी जी आई अस्पताल में दाखिल कराया गया है। बचाव और राहत दल मौके पर भेजे गये हैं। पंजाब मेल के बाकी १६ डिब्बे दिल्ली रवाना कर दिये गये हैं। कुछ यात्रियों को बस से दिल्ली भेजा गया है। दुर्घटना के कारण का पता लगाने के लिए जांच शुरू कर दी गई है। रेल अधिकारियों ने बताया है कि लगभग तीन सौ मीटर पटरी को नुकसान पहुंचा है।-----
असम ने ब्रह्मपुत्र नदी में जहाजरानी सुविधाएं बढ़ाने के लिए, केन्द्र से तीन सौ ६५ करोड़ रुपये का विशेष अनुदान देने को कहा है। ब्रह्मपुत्र, देश का दूसरा राष्ट्रीय जलमार्ग है। असम में सादिया से धुबरी तक इस नदी में लगभग आठ सौ ९० किलोमीटर तक जहाज चल सकते हैं। पिछले सोमवार को धुबरी में मेदेरतारी के पास एक नाव डूबने के बाद, कल केन्द्रीय जहाजरानी मंत्री जी के वासन ने घटनास्थल का दौरा किया। असम सरकार ने उनके सामने विशेष अनुदान की यह मांग रखी। सोमवार को हुई त्रासदी में मरने वालों की संख्या ६३ हो गई है। करीब दो सौ यात्री अब भी लापता बताये जा रहे हैं। राष्ट्रीय आपदा निवारण बल, सेना, सीमा सुरक्षा बल और पुलिस के गोताखोर शवों की तलाश कर रहे हैं। बंगलादेश राइफल्स और कुड़ीग्राम जिला के अधिकारी भी अपने क्षेत्र में ब्रह्मपुत्र नदी में शवों की तलाश कर रहे हैं।-----
मध्यप्रदेश में आज सुबह सिंगरोली जिले के चिंगीतोला क्षेत्र में कोयले की एक अवैध खान धंस जाने से छह लोगों की मृत्यु हो गई और दो गंभीर रूप से घायल हो गये। शुरूआती खबरों के अनुसार करीब १४ लोग गैरकानूनी ढंग से खनन कर रहे थे। आठ लोगों को बचा लिया गया है। जिला प्रशासन ने तीन दिन पहले अवैध खान को बंद कराने के निर्देश दिये थे।-----
हरियाणा अनुसूचित जाति वित्त विकास निगम -एच एस सी एफ डी सी - ने मार्च २०१२ तक, विभिन्न योजनाओं के तहत, १२ हजार से अधिक लोगों को लगभग ४८ करोड़ रूपये की वित्तीय सहायता दी है। इसमें नौ करोड़ रूपये की सब्सिडी भी शामिल है। हरियाणा की सामाजिक न्याय और अधिकारिता मंत्री गीता भुक्कल ने चंडीगढ़ में कहा कि निगम, लोगों को खुद का काम शुरू करने के लिए कर्ज देता है।-----
राष्ट्रपति श्रीमती प्रतिभा देवीसिंह पाटील आज डर्बन में फिनिक्स फॉर्म का दौरा कर रही हैं। महात्मा गांधी ने दक्षिण अफ्रीका में १९०४ में डर्बन के निकट इस फार्म की स्थापना की थी। एक रिपोर्टडर्बन से ३६ किलोमीटर की दूरी पर प्रतिष्ठित फिनिक्स सेटलमेंट वर्ष १९०४ में महात्मा गांधी द्वारा भारत से आने वाले लोगों के रहने के लिए स्थापित किया गया था। महात्मा गांधी ने यहां एक हजार पॉड से सौ एकड़ जमीन खरीदी थी। इसका बुनियादी मकसद इंडियन ओपिनियन नामक की एक साप्ताहिक पत्रिका निकालना था और इस पत्रिका में एक राजनीतिक संगठन नडाल इंडियन कांग्रेस के विचारों को पेश करना था, जो बाद में अफ्रीकन नेशनल कांग्रेस की बुनियाद बनी। १९८५ में हुए जातीय दंगों में इस पुनर्वास कॉलोनी को तहस नहस कर दिया गया और महात्मा गांधी के निवास के साथ साथ सारे निवास नष्ट कर दिये गए, लेकिन जैसा कि महात्मा गांधी ने स्वयं कहा था कि हम धूल में मिलकर भी पुर्न जीवित हो जाएंगे और ऐसा ही हुआ। आकाशवाणी समाचार के लिए डर्बन से मणिकांत ठाकुर के साथ मैं तौहीद खान।

आज बुद्ध पूर्णिमा है। दुनियाभर में यह पर्व श्रद्धा, भक्ति और हर्षोल्लास के साथ मनाया जा रहा है। इसी दिन भगवान बुद्ध का जन्म हुआ, उन्हें बोध की प्राप्ति हुई और महा-परिनिर्वाण मिला। बिहार में बोध गया में बोधि वृक्ष के नीचे विश्व शांति के लिए विशेष प्रार्थना का आयोजन किया गया। इसी वृक्ष के नीचे भगवान बुद्ध को सम्यक् सम्बोधि प्राप्त हुआ था। दुनियाभर से हजारों बौद्ध भिक्षु वहां एकत्र हुए हैं। भगवान बुद्ध की ८० फुट ऊंची प्रतिमा से बोधि वृक्ष तक शोभा यात्रा निकाली गई। हमारे संवाददाता ने बताया है कि महा-बोधि मंदिर को रंग-बिरंगी पताकाओं और फूलों से सजाया गया है।पंचशील ध्वज से सजे बौद्धगया में आज सुबह बौद्धभिक्षुओं की धम यात्रा के साथ समारोह शुरू हुआ। बोधिस्त्व वृक्ष की छाव में धम सभा आयाजित की गई। इसमें भगवान बुद्ध के संदेश को मानवता के लिए सर्वोपरि बताया गया। बुद्धपूर्णिमा के अवसर पर महाबोधी मंदिर सहित अन्य विदेशी महाविहारों में विशेष पूजा अर्चना आयोजित की गई है। आकाशवाणी समाचार के लिए बोद्धगया से कमल नयन बक्श।

A host of strategic bilateral issues, including extradition treaty, Teesta water treaty and boundary implementation agreement are expected to be high on the agenda in the first Indo-Bangla Joint Consultative Commission, JCC meeting to be held in New Delhi tomorrow.
According to an official statement, External Affairs Minister S M Krishna and his Bangladeshi counterpart Dipu Moni will co-chair the JCC meeting, which was formed under the framework agreement on development and cooperation signed during the Prime Minister Dr Manmohan Singh's visit to Dhaka in September last year.
The JCC, which was envisaged as an annual event at the level of foreign ministers, will also explore newer avenues for cooperation including progress of activities under the Framework Agreement, besides discussions on a wide range of issues, including water sharing, connectivity, border security and trade. The Commission is also expected to review the progress made in implementation of the accords signed during Sheikh Hasina's visit to New Delhi in 2010 and Dr. Singh's reciprocal visit to Bangladesh.
Our correspondent reports that India has been pushing for early signing of an extradition treaty that will facilitate bringing back of insurgents from north-eastern India holed up in Bangladesh.
Later during the day, the Bangladesh Foreign Minister would be the Guest of Honour and participate on behalf of her government at the closing ceremony of the year-long joint celebrations of the 150th birth anniversary of Rabindranath Tagore. Vice-President Hamid Ansari would be the Chief Guest at the ceremony to be held at Vigyan Bhavan in New Delhi.

Civil nuclear cooperation, regional security and Iran are among the key issues that US Secretary of State Hillary Clinton is expected to discuss with External Affairs Minister S M Krishna during their meeting in New Delhi on Tuesday. On the last leg of her three-nation Asia tour, Clinton arrived in Kolkata from Bangladesh today, where she is to hold talks with West Bengal Chief Minister Mamata Banerjee, before arriving New Delhi tomorrow.
During her stay in the national capital, she is expected to call on Prime Minister Dr. Manmohan Singh apart from holding talks with Mr Krishna, during which they will also review progress made in their countries' strategic partnership ahead of the India-US strategic dialogue to be held in Washington on 13 th of next month.
Our correspondent reports that the meeting between Clinton and Indian leaders gains significance as it comes immediately after her high-level talks in China and ahead of the crucial NATO summit in Chicago, where some important decisions are expected to be made on Afghanistan. The US, which has imposed sanctions against Tehran, has been asking India to restrict its import of crude oil from Iran but New Delhi has been maintaining that it only accepts sanctions which are made by the United Nations and not unilateral sanctions.

India has developed a missile defence shield which can be put in place at a short notice to protect at least two cities, bringing the country at par with an elite group of few nations. The shield, developed by Defence Research Development Organisation, has been tested successfully. With this an incoming ballistic missile with the range of up to 2,000 kms can be destroyed. Talking to PTI in New Delhi, DRDO chief V K Saraswat said, the Ballistic Missile Defence shield is now mature and we are ready to put phase one in place and it can be put in very short time. He said, the system is to be upgraded to the range of 5,000 kms by 2016.
The DRDO used variants of Prithvi missiles as simulated targets and successfully intercepted missiles in test-firings. Mr. Saraswat said, all the elements such as long-range radars and tracking devices, real-time data link and mission control system required for the missile system, have been realized successfully. Under the phase two of the project, the premier defence research agency would upgrade the system to handle ballistic missiles with the range of 5,000 kms.

In Haryana, at least 19 passengers were injured when eight coaches of the Delhi-bound Firozpur-Mumbai Punjab Mail derailed near Kharawar village, about 14 km from Rohtak in the wee hours today. Mr. Alok Mittal, the IGP of the Rohtak Range, informed that the incident took place around 3:30 am. The derailed coaches include sleeper coaches from S-5 to S-10, apart from the guard-cum-luggage van. The injured have been admitted to the PGIMS hospital in Rohtak.
Mr. Mittal said that all the officers have reached the spot and rescue and relief operations are on. He said that the 16 remaining bogies of the train have been flagged off to Delhi. Some of the passengers have been sent to Delhi by buses.
The Railway authorities have started an investigation to ascertain the cause of the accident. They said, around 300 metres of railway track has been damaged.

The Centre is to examine carefully the suggestions made by the Chief Ministers at the day-long conference on the National Counter Terrorism Centre, NCTC, held in New Delhi yesterday. The Home Minister P Chidambaram said, the Centre will look into the concerns of some Chief Ministers on locating the NCTC in the Intelligence Bureau, IB, and the undertaking of operations in the states by the Centre even in exceptional cases. Addressing a news conference after the meeting, he said, the decision to locate the NCTC in the IB was taken on the basis of recommendations made by a Group of Ministers in 2001.
Several non-Congress Chief Ministers raised objections against the National Counter Terrorism Centre in its present form. However, Chief Ministers of Rajasthan, Maharashtra and Andhra Pradesh supported the Centre on the NCTC issue.

The Centre has decided to go for compulsory auditing of the Mahatma Gandhi national Rural Employment Guarantee Scheme, MGNREGA, by Chartered Accountants appointed by the Comptroller and Auditor General, CAG. It has been decided to go for physical verification of at least 10 to 15 percent of the work orders and expenditure details of works under MGNREGA. Union Minister of Rural Development, Jairam Ramesh, told media persons at Bhubaneswar that the decision will be implemented from the current financial year.
He said, the move will bring more transparency and accountability in the MGNREGA Scheme. 99,000 crore rupees will be spent on rural development, water supply and sanitation projects in the current financial year.

A Parliamentary panel has made a strong pitch for grant of financial autonomy to Airports Authority of India, AAI, allowing it to raise funds through tax-free bonds. Headed by CPI-M leader Sitaram Yechury, the Parliamentary Standing Committee on Transport, Tourism and Culture, in its latest report, noted that the much-emphasized financial autonomy to AAI to plan and execute its projects, has not materialized so far.
The AAI, a mini-ratna, has long been awaiting the Finance Ministry's approval to its proposal to raise 3,000 crore rupees through tax-free infrastructure bonds to fund various airport development and modernization projects.
The Committee's 174th report, tabled in the Parliament last week, also asked the government to lend a helping hand to AAI in recovering its outstanding dues from various agencies for the services rendered to them, so that its cash flow was maintained at the desired level.

The farm was founded on ideas of simplicity and equality where Mahatma Gandhi tried to persuade relatives who had come with him from India to settle down. The community was classified into daily wage workers and skimmers comprising Indians who were given an acre of land each, the house ,the montly allowance of 3 pounds for working in the press and the share of profit if any. The Asian Development Bank, ADB, will provide an assistance of 6.25 billion US Dollars to India over the next three years for various projects, including those in the energy and education sectors. The other key areas are transport, energy urban development, agriculture, natural resource management and finance.
According to Secretary ADB Robert Dawson, the assistance for the plan period 2012-2014 will support inclusive and environmentally sustainable growth in the country. Earlier, the ADB had approved 159 loans both sovereign and non-sovereign for India amounting to 24.12 billion US Dollars.

Assam Government has demanded the Centre to release a special grant of 365 crore rupees for improvement of shipping facilities in the river Brahmaputra. The Brahmaputra River, declared as the second National Waterways of the Country, has 891 Kilometre navigable length of waterways from Sadiya to Dhubri in Assam. The demand was placed before the Union Shipping Minister G. K. Vasan, who visited last Monday’s ferry boat tragedy site at Medertari in Dhubri district yesterday.
Mr Vasan reviewed the entire shipping system in the river Brahmaputra with the Assam Minister for Transport Chandan Brahma and other top officials. Meanwhile, with one more body recovered, the toll in the worst-ever boat tragedy has gone up to 63. Around 200 passengers of the ferry are still reported to be missing. Search for more bodies is on by the divers of the National Disaster Response Force, Army, BSF and Police.

Buddha Purnima is being celebrated with religious fervour and gaiety by Buddhists across the world today. The day marks the birth, enlightenment and Mahaparinirvan of Mahatma Budha in the 7th century Before Christ. At Bodh Gaya where Lord Budha attained enlightenment, a special prayer was organised under Bodhi tree for world peace Thousands of monks across the world have assembled at the Mahabodhi temple to offer prayer.
The celebration began with a procession from the 80-ft tall Buddha statue up to the Bodhi tree behind the temple. Monks , including members of the International Buddhist Council, took part in the procession. AIR Correspondent reports, the Mahabodhi Temple wears a festive look and is decorated with colorful flags and flowers.

The President, the Vice President and the Prime Minister have greeted the people on the occasion of Budh Purnima. In neighbouring Nepal, a large number of Buddhists have gathered at the historic Swayambhunath temple and Boudha Stupa in Kathmandu to offer prayers and light lamps. A special function is being organised in Lumbini, the birth-place of Buddha. Reports of celebrations have also come in from Srilanka, Japan, Singapore, Taiwan and Indonesia.
Coinciding with 'Budha Purnima', the moon will be closest to the earth today than it will be on any other night in 2012 and will appear significantly larger and brighter. The phenomenon is called supermoon. On November 28 this year, the moon will be farthest from earth.

Most passengers to the gulf countries from Kerala depend on Calicut airport. All Haj flights from Kerala, Male and Lakshadweep are operated from this airport. Civil aviation Director Mr Bharath Bhushan who visited the airport recently said that top priority will be given to the development of the Calicut international airport. Japan has switched off its last functioning nuclear reactor, leaving the country without atomic power for the first time in four decades. Japan's last operational nuclear reactor at Tomari on the northern island of Hokkaido was shut down overnight. Like the country's 49 other functional reactors, it has been taken offline for routine maintenance.
Not one has been switched back on because of opposition from local communities fearful of nuclear power since an earthquake and Tsunami last year caused meltdowns at Fukushima power station.

जम्मू-कश्मीर के लद्दाख क्षेत्र में बुद्ध पूर्णिमा पारम्परिक श्रद्धा और धार्मिक उल्लास के साथ मनाई जा रही है। हमारे संवाददाता ने बताया है कि लेह में आयोजित मुख्य समारोह में पहली बार बौद्ध भिक्षुओं ने धार्मिक विधि के अनुसार मुखौटा नृत्य प्रस्तुत किया।
आज बुद्ध पूर्णिमा के मौके पर बौद्ध मठो की धरती के नाम से मशहूर लेह की रौनक और खुबसूरती देखने लायक है। इस वक्त पूरा शहर चांद की दूधिया रोशनी और दीपो की जगमगाहट से जगमगा उठा है। बौद्ध मठों के साथ-साथ घरों में भी लोग दीप जला रहे हैं। इससे पहले आज लेह के प्रसिद्ध पोलो ग्राउंड में खास धार्मिक और सांस्कृतिक कार्यक्रम का आयोजन किया गया। इस मौके पर पहली बार बौद्ध भिक्षुकों ने मास डांस का प्रदर्शन किया। सुबह से ही आज लोग भगवान बुद्ध की झांकी को देखने के लिए उमड़ पड़े स्कूली बच्चे इस झांकी बेहतरीन तरीके से पेश कर रहे थे जिसमें भगवान बुद्ध के हर संदेश को लोगों के बीच पहुंचाने की कोशिश की गई।

राजस्थान में भारतीय जनता पार्टी के ५६ विधायकों ने पार्टी की प्राथमिक सदस्यता से इस्तीफा दे दिया है। आज जयपुर में विधानसभा में विपक्ष की नेता श्रीमती वसुंधरा राजे को इन विधायकों ने अपने इस्तीफे सौंपे। ये विधायक पार्टी के वरिष्ठ नेता गुलाब चन्द कटारिया की लोक जागरण यात्रा का विरोध कर रहीं श्रीमती राजे का समर्थन कर रहे हैं। श्रीमती राजे के निकट सहयोगी विधायक भवानी सिंह राजावत ने संवाददाताओं को बताया कि पार्टी को अगले विधानसभा चुनाव में वसुंधरा राजे को मुख्यमंत्री पद का उम्मीदवार घोषित करना चाहिए। इससे पहले श्री कटारिया ने कल अपनी यात्रा रद्द करने की घोषणा की। श्रीमती राजे ने कहा था कि अगर श्री कटारिया को उदयपुर संभाग में लोक जागरण यात्रा करने की अनुमति दी गई तो वे पार्टी की प्राथमिक सदस्यता से इस्तीफा दे देंगी। श्री गुलाब चंद कटारिया की उदयपुर संभाग में होने वाली लोक जागरण यात्रा को लेकर पूर्व मुख्यमंत्री और प्रतिपक्ष की नेता श्रीमती वंसुधरा राजे के रूख के बाद भारतीय जनता पार्टी की राजस्थान ईकाइ में दरार खड़ी हो गई है। श्री राजे का निवास दिन भर गतिविधियों का केन्द्र रहा जहां लगातार एक के बाद एक विधायक आए और उन्होंने अपने इस्तीफे सौंपे, हालांकि श्रीमती राजे ने कहा है कि ये पार्टी का अंधरूनी मामला है जिसे पार्टी के भीतर ही सुलझा लिया जाएगा लेकिन भाजपा के विश्वसनीय सूत्रों के अनुसार इस मुद्दे पर केन्द्रीय नेतृत्व के दखल के बाद ही कुछ समाधान संभव है।

भारत-बंगलादेश संयुक्त परामर्शदात्री आयोग की कल नई दिल्ली में होने वाली पहली बैठक में प्रत्यर्पण संधि, तीस्ता जलसंधि और सीमा समझौते के कार्यान्वयन सहित विभिन्न महत्वपूर्ण आपसी मुद्दों पर प्रमुखता से बातचीत होने की आशा है। सरकारी विज्ञप्ति के अनुसार विदेशमंत्री एस.एम. कृष्णा और बंगलादेश की विदेशमंत्री दीपू मोनी इस बैठक की सहअध्यक्षता करेंगे। इस आयोग का गठन पिछले वर्ष सितंबर में प्रधानमंत्री मनमोहन सिंह की बंगलादेश यात्रा के दौरान विकास और सहयोग के बारे में किए गए समझौते के तहत किया गया था। आयोग की हर वर्ष होने वाली बैठक में सहयोग के नए अवसरों का पता लगाया जाएगा। इनके अलावा पानी के बंटवारे, संपर्क, सीमा-सुरक्षा और व्यापार सहित विभिन्न मुद्दों पर विचार-विमर्श किया जाएगा।हमारे संवाददाता ने बताया है कि भारत प्रत्यर्पण संधि पर जल्द हस्ताक्षर किये जाने पर जोर दे रहा है। इससे बंगलादेश में छिपे भारत के पूर्वोत्तर के उग्रवादियों को वापस लाने में मदद मिलेगी।

नेपाल में प्रधानमंत्री बाबूराम भट्टराई ने नई राष्ट्रीय एकता सरकार का गठन किया है। इसमें बारह मंत्री शामिल किए गए हैं। प्रधानमंत्री ने शांति प्रक्रिया को तेज करने और इस महीने की २७ तारीख की निर्धारित समय- सीमा में नए संविधान का मसौदा तैयार करने के लिए बृहस्पतिवार को बुलाई गई बैठक में बड़े राजनीतिक दलों के बीच बनी सहमति के तहत नई सरकार का गठन किया है। प्रधानमंत्री ने सबसे बड़ी पार्टी यू.सी.पी.एन.-माओवादी, मुख्य विपक्षी नेपाली कांग्रेस और यूनाइटेड डेमोक्रेटिक मधेसी फ्रंट से मंत्रियों को कैबिनेट में शामिल किया ।इस बीच, सीपीएन-यूएमएल ने बाबूराम भट्टराई के नेतृत्व में गठित राष्ट्रीय एकता सरकार में फिलहाल शामिल नहीं होने का फैसला किया है। पार्टी की स्थायी समिति की आज काठमांडू में हुई बैठक में यह फैसला किया गया।

In Rajasthan, 56 BJP MLAs tendered their resignations today from the primary membership of the party. They handed over their resignations to the leader of Opposition Vasundhara Raje at Jaipur. All these MLAs are supporting Mrs Raje who opposed the Lok Jagran Yatra of senior party leader Gulab Chand Kataria yesterday.
An MLA and a close associate of Vasundhara Raje, Bhawani Sinh Rajawat told media persons that the Party should declare Mrs Raje as the Chief Ministerial candidate in the next assembly elections. Senior BJP leader Gulab Chand Kataria called off his Yatra yesterday.
Mrs Raje said if Kataria will be allowed to conduct his Yatra in Udaipur division she will resign from the primary membership of the party. She, however, said that the issue will be solved amicably within the party. Our correspondent has filed this report:

There is no contradiction between fight against terrorism and federal structure. Fight against terrorism should be with the cooperation, co-ordination and active participation of the states and not through the violation of rights of states by the centre.

The first Indo-Bangla Joint Consultative Commission, JCC meeting will be held in New Delhi tomorrow. A host of bilateral issues, including extradition treaty, Teesta water treaty and boundary implementation agreement are expected to dominate the agenda. An official statement said, External Affairs Minister SM Krishna and his Bangladeshi counterpart Dipu Moni will co-chair the meeting of the JCC, which was formed under the framework agreement on development and cooperation signed during Prime Minister Dr Manmohan Singh's visit to Dhaka in September last year.

India and Bangladesh will form a sub-committee of experts to remove any confusion about proposed cross border Tipaimukh hydro-power project. Finance Minister Pranab Mukherjee announced this today while interacting with the Editors of the Bangladesh Electronic and print media of Bangladesh after meeting with the Prime Minister Sheikh Hasina in Dhaka. He said India will write off 200 million US dollars of the 1 billion US dollar line of credit offered to Bangladesh. Mr. Mukherjee also promised to implement all bilateral agreements, including those that have witnessed delays.

The US Secretary of State Hillary Clinton arrived in Kolkata today on a 3-day visit to India. She will hold talks with West Bengal Chief Minister, Mamata Banerjee at the Writers' Building tomorrow. Matters of mutual interests including US investment and FDI in retail sector are likely to figure in the talks. Mrs Clinton today visited Victoria Memorial, the grand edifice of the British Raj in Kolkata.
She will leave for New Delhi tomorrow.

Nepal's Prime Minister Baburam Bhattarai has formed a new national unity government, inducting 12 ministers. The Premier formed the government as per a deal reached among the major political parties on Thursday night to expedite the peace process and to draft the new Constitution within the May 27 deadline. The Prime Minister inducted ministers from the largest party UCPN (Maoist), the main opposition Nepali Congress and United Democratic Madhesi Front.
The CPN-UML has decided not to join the Baburam Bhattarai led national unity government for now. This was decided at a meeting of the party’s Standing Committee held in Kathmandu today. In a statement the CPN-UML has objected to the arbitrary change of structure of certain ministries and the sharing of ministerial portfolios by going against the spirit of the five-point agreement.

The second round of voting is underway for French presidential elections. The run-off will decide the fate of incumbent President Nicolas Sarkozy and the Socialist Francois Hollande. The campaign has been dominated by the faltering economy and their different approaches to the euro zone debt crisis. Both contenders are telling supporters it is likely to be an extremely tight result, so every vote will count.

Voting is also underway in Greece to elect a new Parliament. Today's poll is the country's first parliamentary election since the start of its debt crisis two years ago. Outgoing Prime Minister Lucas Papademos and party leaders expressed optimism over the outcome of the election which has turned into a kind of austerity and reform referendum that could seal the debt-laden country's future.
Opinion polls have suggested that the two main parties that have been alternating in power for almost four decades, the socialist PASOK party and the conservative New Democracy party will be punished for their pro-bailout stance. Final results will be announced tomorrow.

Syria goes to polls tomorrow at a time when a fragile ceasefire is yet to hold ground in the country. This will be the first multi party elections in the country after the new constitution ended the monopoly of Baath party and allowed the political parties to contest elections. Nine parties have been created, and seven have candidates vying for a parliamentary seat. Pro-regime parties led by the Baath Party are represented the National Progressive Front. Laying the foundation stone for the Mahatma Gandhi Centre for Information Technology at the Phoenix Settlement in Durban today, President Mrs. Pratibha Devisingh Patil said this is an important step forward in India's efforts to help generate good quality, cost effective and relevant higher education and skills.
Mrs. Patil also visited Dr.J L Dubey Memorial and paid homage to the founding Chairman of the African National Congress and an associate of Mahatma Gandhi. Talking to the media she said she has been inspired by the indomitable spirit of the great leader.

The Jharkhand government has constructed 7,285 km of all-weather roads that connect about 3,200 habitats across the state. The roads have been constructed under the 'Pradhan Mantri Grameen Sadak Yozna'. Our correspondent reports that about 11 kms of metalled road has also been constructed during the past two months in Saranda forest range.
Although the overall target of seventy thousands kilometre roads connecting about 10 thousands habitats is quite an ambitious task for Jharkhand under ‘Pradhan Mantri Grameen Sadak Yozna’, but the works are surely coming on grounds. Seeing the shortage of quality contractors, the state government has sought the services of the Central Government PSU- Indian Railways Construction Company - IRCON, to undertake construction of roads under, although three other Central PSUs - HSCL, NPCC and NBCC are being already used for the Yozana. Apart from perennial Maoists threats to any construction works in rural areas and problem of getting clearances from the forest department, the issue of acquiring private land for this Yozna is also acting as roadblock. Budh Purnima was celebrated in different parts of the country today with traditional fervor and gaiety. The day marks the birth, enlightenment and Mahaparinirvan of Mahatma Budha in the 7th century.
At Bodh Gaya in Bihar, where Lord Budha attained enlightenment, a special prayer was organised under Bodhi tree for world peace. Thousands of monks from across the world have assembled at the Mahabodhi temple to offer prayers.

A supermoon has graced the skies, appearing bigger and brighter than usual, as it came closer to the Earth and is likely to bring higher tides. The phenomenon, known as a perigee full moon, means the Moon appears up to 14 per cent bigger and 30 per cent brighter than when it is furthest from the planet. The optimum effect was observed across the world. Britain's Royal Astronomical Society's Dr Robert Massey said the Moon's size may be more obvious than its brightness.

A government survey says, Internet revolution has bypassed rural India with less than half a per cent of families having the facility at home as against 6 per cent in cities. National Sample Survey Organisation (NSSO) report on expenditure in 2009-10 says at all India level only about 0.4 per cent of rural households had access to Internet at home as compared to about 6 per cent of urban households.
Reflecting the digital divided in India, the study said just 3.5 households per 1000 families, had access to Internet services at home in rural areas in the year.
