Prime Minister Manmohan Singh has assured his visiting Singapore counterpart that India is committed to reinforcing its status as an investment friendly country. Addressing a Joint conference after holding bilateral talks at Hyderabad house in New Delhi yesterday, the Prime Minister welcomed investments from Singapore.

"I welcome additional Singapore investments into India particularly in the infrastructural sector where Singapore has expertise. We agreed to expedite the conclusion of the ongoing second review of the comprehensive economic cooperation agreement that would further facilitate trade in goods services and investment."

Dr. Singh expressed the hope that Singapore companies will look at India as a valued investment destination. He said, Singapore is India's foremost trading partner in the ASEAN and also a major source of FDI inflows. Singapore Prime Minister Li Sien Loong said that more companies will participate if India becomes more investor friendly.

"Investors into India rely on good governance, a predictable regulatory regime and a hassle free rules based business environment because they are making major long term commitments and the more this can be assured, the lesser the risk, the more easy and attractive it will be for companies to come in and participate."

India and Singapore also inked three pacts, including one in the field of defence and security. Memorandums of Understanding were also signed for increased cooperation in areas of education, vocational training, labour and skill development.

The Centre has cleared a package to the tune of 45,000 crore rupees for Uttar Pradesh. The package includes release of fresh instalments of funds for centrally-aided projects which are pending due to various reasons, including failure on part of the state government to provide utilisation certificates. The decision to clear the release of the funds was taken at a meeting between Prime Minister's Principal Secretary Pulok Chatterjee and top officials of the Uttar Pradesh government led by Chief Secretary Javed Usmani in New Delhi on Tuesday.

While Uttar Pradesh had demanded the release of funds to the tune of 93,000 crore rupees, the Centre has agreed to release 45,000 crore rupees, which the state government officials termed as "no mean achievement".

The Maharashtra government has decided to ban the production, sale, distribution and storage of gutkha and paan masala in the state. The decision was taken at a Cabinet meeting chaired by Chief Minister Prithviraj Chavan. The ban on gutkha and paan masala will result in a revenue loss of 100 crore rupees per annum for the state exchequer, but the decision has been taken in larger public interest.
Maharashtra has joined a handful of states, among them Kerala and Madhya Pradesh, to ban gutkha, blamed for oral diseases such as cancer.

In Pakistan, the upper house of Parliament has passed a bill to protect top leaders from contempt of court and curbing the Supreme Court's efforts to push the Prime Minister into reopening the graft cases against President Asif Ali Zardari. Dawn News reported that the Senate took only five minutes to pass the bill yesterday. The bill was adopted by the National Assembly or lower house on Monday.

Putting aside reservations of its own senators, Raza Rabbani and Barrister Aitzaz Ahsan, the Pakistan Peoples Party government seemed in a hurry to make the bill a law before the scheduled hearing of National Reconciliation Ordinance or NRO implementation case in the Supreme Court today. We spoke to senior journalist Rahul Jalali on this recent development.

"The Pakistani Government has finally insulated  its President Asif Ali Zardari, from what it might seem, as any future act by its Supreme Court to launch a prosecution drive against him. This might now reassert the supremacy of the parliament, but I think it is going to be short lived measures because things in Pakistan today are very fluid and no one still does not know who controls the destiny of this country -army, Judiciary or the parliament."
