देश के नए राष्ट्रपति के चुनाव के लिए आज संसद भवन और राज्यों की राजधानियों में मतदान हुआ। डीएमके पार्टी के एम. के. अजागिरि, बीजू-जनता दल सांसद बी. महताब और कांग्रेस के प्रताप सिंह बाजवा सबसे पहले वोट डालने वालों में थे। संसद भवन में वोट डालने वालों में प्रधानमंत्री मनमोहन सिंह, यूपीए अध्यक्ष सोनिया गांधी, सूचना और प्रसारण मंत्री अम्बिका सोनी, रक्षा मंत्री ए. के. एंटनी, कांग्रेस महासचिव राहुल गांधी, समाजवादी पार्टी अध्यक्ष मुलायम सिंह यादव, भाजपा नेता मुरली मनोहर जोशी, बहुजन समाज पार्टी अध्यक्ष मायावती और राष्ट्रवादी कांग्रेस पार्टी अध्यक्ष शरद पवार शामिल थे। राज्यों से भी भारी मतदान की खबरें हैं। मतदान सुबह दस बजे शुरू हुआ और शाम को पांच बजे तक चला। यूपीए द्वारा मनोनीत प्रणब मुखर्जी का मुकाबला पी. ए. संगमा से है, जिन्हें कुछ विपक्षी दलों का समर्थन प्राप्त है। मतगणना २२ जुलाई को होगी।-------
दूरसंचार विभाग ने स्पेक्ट्रम के लिए बोली प्रस्तुत करने की अंतिम तारीख दस दिन बढ़ाकर ३० जुलाई कर दी है। विभाग द्वारा जारी विज्ञप्ति में कहा गया है कि अब बीस जुलाई के स्थान पर तीस जुलाई तक बोलियां प्रस्तुत की जा सकेंगी। नीलामीकर्ता एक हजार आठ सौ मेगाहर्ट्ज और आठ सौ मेगाहर्ट्ज बैंड की वायु तरंगों की नीलामी का प्रबंधन करेगा। विभाग ने पांच करोड़ रूपये का नीलामी शुल्क रखा है। ये राशि बोली प्रक्रिया पूरी होने के बाद विभाग को मिलने वाले कमीशन के अलावा होगी। पहले, नीलामकारों को बोली में वायु तरंगों के आधार मूल्य और अंतिम मूल्य के बीच अंतर का एक प्रतिशत मिलता था। हमारे संवाददाता ने खबर दी है कि गृह मंत्री पी. चिदम्बरम की अध्यक्षता में अधिकार प्राप्त मंत्रियों के समूह की बैठक कल होगी, जिसमें स्पेक्ट्रम की कीमत के बारे में विचार किया जाएगा।-------
सरकार ने तेल और गैस योजनाओं को तेजी से मंजूरी देने के लिए एक परियोजना स्वीकृति बोर्ड बनाने का फैसला किया है। इसमें सुरक्षा पहलुओं को भी शामिल किया जाएगा। यह बोर्ड विदेशी निवेश संवर्द्धन बोर्ड की तरह होगा। इस बोर्ड में गृह, रक्षा, पर्यावरण और वन, वाणिज्य, कोयला तथा अन्य मंत्रालयों के प्रतिनिधि शामिल होंगे। यह फैसला आज प्रधानमंत्री कार्यालय में नई खोज लाइसेंस नीति के तहत दी गई, तेल और गैस ब्लाकों की मंजूरी की स्थिति की समीक्षा के लिए बुलाई गई बैठक में किया गया।-------
वित्त मंत्रालय ने सार्वजनिक क्षेत्र के बैंकों से कहा है कि वे सम्पत्ति दायित्व प्रबंधन में सुधार के लिए कुल जमा की १५ प्रतिशत से अधिक राशि स्वीकार न करें। यह जानकारी बैंकिंग और वित्तीय सेवा विभाग के सचिव डी. के. मित्तल ने आज नई दिल्ली में भारतीय निर्यात संगठन परिसंघ की बैठक से इतर संवाददाताओं से बातचीत में दी। उन्होंने बताया कि वित्त मंत्रालय ने इस बारे में हाल में एक परिपत्र जारी किया है। श्री मित्तल ने निर्यातकों से कहा है कि वे विदेशी मुद्रा में कारोबार करके घरेलू मुद्रा के अवमूल्यन से बचें। उन्होंने कहा कि निर्यातकों को रूपये की कीमत में उतार-चढ़ाव के बारे में चिन्ता करने की बजाय वस्तुओं और सेवाओं के निर्यात पर ध्यान देना चाहिए।-------
सरकार ने कहा है कि वह धन के अवैध लेन-देन और आतंकवादियों को वित्त पोषण को लेकर एच एस बी सी कर्मचारियों द्वारा सुरक्षा नियमों के कथित उल्लंघन की तह तक जाएगी। गृह सचिव आर. के. सिंह ने आज नई दिल्ली में कहा कि इस बारे में अमरीकी सीनेट की स्थायी उप-समिति द्वारा की गई जांच के बारे में अमरीका से और जानकारी मांगी जाएगी। उन्होंने कहा कि यह बहुत गंभीर मुद्दा है क्योकि अगर कोई भी वित्तीय संस्थान, वित्तीय कार्रवाई दल द्वारा बनाए गए अंतरराष्ट्रीय दिशानिर्देशों का उल्लंघन करता है तो यह समूचे विश्व के लिए खतरनाक है।-------
संयुक्त राष्ट्र सुरक्षा परिषद में सीरिया पर प्रस्ताव गिर गया है। रूस और चीन ने वीटो किया है। ग्यारह मत पस्ताव के पक्ष में और दो मत इसके विरोध में पड़े। दो सदस्यों ने मतदान में हिस्सा नहीं लिया।-------
इस बीच, सीरिया में सरकार विरोधियों ने कहा है कि सरकारी बलों ने राजधानी दमिश्क के दक्षिण में हमला किया है जिसमें साठ लोग मारे गए हैं। लंदन स्थित सीरियन आब्जरवेटरी फॉर ह्यूमन राईटस के अनुसार आज सीरिया के विभिन्न इलाकों में डेढ़ सौ से अधिक लोग मारे गये । सरकार विरोधी कार्यकर्त्ताओं का यह भी कहना है कि पश्चिम की ओर से दमिश्क की तरफ ज्यादा टैंकों को आते देखा गया है।-------
अफगानिस्तान के विभिन्न प्रांतों में पिछले २४ घंटों में अफगान और नैटो गठबंधन सेनाओं के संयुक्त अभियानों में १४ सच्चस्त्र विद्रोही मारे गये और ४६ गिरफ्तार किये गये हैं। अफगान गृह मंत्रालय द्वारा आज काबुल में जारी विज्ञप्ति के अनुसार ये अभियान नंगरहार, बग़लान, तखर, फरयाब, कंधार, जबुल, ग़जनी, ग़ोर और हेलमंड प्रांतों में चलाए गये।-------

विदेश मंत्री एस. एम. कृष्णा ने कहा है कि भारतीय मछुआरों को मारे जाने की घटना के बारे में वे संयुक्त अरब अमारात में भारतीय राजदूत की रिपोर्ट का इंतजार कर रहे हैं। श्री कृष्णा ने आज बंगलौर में राष्ट्रपति चुनाव में मतदान करने के बाद यह बात संवाददाताओं से कही।उन्होंने कहा कि रिपोर्ट मिलने के बाद ही वे इस मामले में कोई फैसला कर पाएंगे। पिछले सोमवार को दुबई तट पर एक अमरीकी जहाज से भारतीय मछुआरों पर गोलीबारी की गई, जिसमें एक मछुआरे की मौत हो गई और तीन घायल हो गए।-------
उच्चतम न्यायालय ने, इटली के दो नाविकों पर चल रहा मुकदमा रद्द करने की वहां की सरकार की याचिका पर केन्द्र और केरल सरकार से तीन सप्ताह में जवाब मांगा है। इन दोनों नाविकों पर आरोप है कि फरवरी में इनकी गोलीबारी में दो भारतीय मछुआरे मारे गये थे। मामले की अगली सुनवाई छह अगस्त को होगी।-------
भारतीय रिजर्व बैंक शीघ्र ही महात्मा गांधी श्रृंखला-२००५ के तहत नए दस और पचास रूपये के नोट जारी करेगा, इसमें अंग्रेजी का अक्षर एल होगा। बैंक ने एक विज्ञप्ति में कहा है कि ये नोट पहले के नोटों की तरह ही होंगे। बैंक द्वारा पहले से जारी नोट भी मान्य रहेंगे।-------

सिक्किम में राष्ट्रीय राजमार्ग ३१-ए, पर भूस्खलन के बाद, इसका सम्पर्क देश के अन्य भागों से कट गया है। इस बीच फिर वर्षा के कारण तीस्ता और जलढाका नदियों का जलस्तर तेजी से बढ़ने के कारण पश्चिम बंगाल के तीन जिलों में बाढ़ की स्थिति गंभीर हो गई है। हमारे संवाददाता ने बताया है कि दार्जिलिंग पर्वतीय क्षेत्र में कई स्थानों पर भी भूस्खलन की खबरें हैं। यहां पिछले कुछ दिनों से मूसलाधार वर्षा हो रही है। जान-माल के नुकसान के बारे में अभी कोई जानकारी नहीं है।सिंचाई विभाग एवं उत्तर बंगाल बाढ़ नियंत्रण आयोग ने तीस्ता नदी के असंग्रहित क्षेत्र में खतरे का लाल संकेत और गंधक का तथा अन्य नदियों में खतरे का पीला संकेत जारी रखने का निर्णय लिया है। तीस्ता नदी का जलस्तर बढ़ने के कारण दार्जिलिंग और जलपाई गुड़ी क्षेत्र के नीचले हिस्सों में रह रहे लोगों के लिए खतरा उत्पन्न हो गया है। सिक्किम स्थित मौसम विभाग ने चेतावनी दी है कि अगले ४८ घंटों के दौरान दार्जिलिंग पर्वतीय अंचल, सिक्किम तथा हिम-हिमालयन क्षेत्र में वर्षा जारी रहने की संभावना है। आकाशवाणी समाचार के लिए एस वी सोनवार कर्सियांग दार्जिलिंग से।

Polling was held today in Parliament House and State capitals for electing a new President for the country. The Returning Officer for Presidential Poll and Secretary General of Rajya Sabha Mr. V K Agnihotri told media that the poll was conducted in a peaceful and orderly manner.

Mr. Agnitori said out of the 706 electors comprising 698 Member of Parliament, MPs and 8 Member of Legislative Assemblies, MLAs were permitted by the Election Commission to vote at Parliament House. 682 electors, comprising 674 MPs and 8 MLAs cast their votes before closure of the poll.
Mr Agnihotri said that the total elector turnout at Parliament House was 96.60 per cent. He said according to preliminary figures, out of the 4189 electors in the States including 4111 MLAs and 78 MPs, who were permitted to vote at various States Capitals, 3135 electors including 3085 MLAs and 50 MPs cast their votes at various State Capitals across the country.
The total elector turnout in all States together was 74.84 per cent. The Returning Officer said the counting of votes will take place in Parliament House on Sunday from 11 AM onwards. He said the result of counting will be announced immediately after the counting of votes is over.
UPA nominee Pranab Mukherjee was in a direct contest with P A Sangma sponsored by some opposition parties in the poll.

The Department of Telecom ,DOT has extended the deadline for submission of bids to manage spectrum auction till the 30th of July. A DOT release says, as per the new dates, a potential auctioneer will have to submit a bid by the 30th of July instead of the 20th.
The auctioneer will manage auction of airwaves in 1800 MHZ and 800 MHZ bands. The DOT has announced a fixed component of five crore rupees in auctioneer fee. This will be apart from the commission that DOT will get after successful completion of auction process.
Earlier the auctioneer was only entitled to get a percentage of difference between base price of airwaves in the auction and final price.
Our Correspondent reports the Empowered Group of Ministers, EGoM, headed by Home Minister P. Chidambaram is likely to meet tomorrow to take a view on spectrum price.

Insisting that there cannot be a straitjacket formula for distribution of natural resources, the Government today told the Supreme Court that auction cannot be made the only route as it can be counterproductive.
Attorney General G E Vahanvati, who commenced the arguments on the merits of the Presidential Reference arising out of the 2G spectrum verdict disagreed that fairness and transparancy can be achieved only through auction.
Appearing before a Constitution Bench headed by Chief Justice S H Kapadia, he said common good is the sole guiding factor for distribution of natural resources.

The government has decided to set up a Project Clearance Board for speedy one time clearances to oil and gas projects. This will include security aspects. It is to be set up on the lines of Foreign Investment Promotion Board-FIPB. The Board will include representatives from the Ministries of Home, Defence, Environment and Forests, commerce, Coal and other Ministries. The decision was taken at a meeting held in the Prime Minister's Office to review the status of clearances of Oil and Gas Blocks awarded under the New Exploration Licensing Policy-NELP.
To be headed by Cabinet Secretary,the Board will meet on a monthly basis to review the status of clearances for energy and infrastructure projects and expedite issuing of security and other clearances. Ministries would report to this Board about the status of issuing of clearances after following their internal due diligence processes.
For the Petroleum and Natural Gas sector, the special cell for clearances being set up in Directorate General of Hydrocarbon, will act as the secretariat. A common mechanism for all sectors will be evolved soon and the Board will be set up in the coming weeks.

External Affairs Minister Mr.S M Krishna today said that he is awaiting a report from the Indian Ambassador in UAE on the incident of killing of an Indian fisherman. He was speaking to media persons in Bangalore today after casting his vote in the Presidential election.
The US ship had fired at Indian fishermen off the Dubai coast last monday, killing one and injuring three of them. The Minister said that the Government can come to a conclusion only after seeing the report which he said is on its way.

The Supreme Court today sought responses of the Centre and the Kerala government on the Italian government's plea to quash the ongoing trial of two of its marines. They are accused of gunning down two Indian fishermen off the southern state's coast in February this year.
A bench of justices Altamas Kabir and J Chelameswar issued notices on the plea, which also sought a stay on all criminal proceedings against the two Italian Naval officers, Chief Sargeant Lattore Massimiliano and Sargeant Salvatore Girone. The bench also asked the Centre and the state to file their replies within three weeks.

Russia and China have vetoed a draft resolution at the UN Security Council to impose sanctions on Syria. The resolution sponsored by Britain, France, Germany, USA and Portugal calls for sanctions on Syria under Chapter VII of the UN Charter if the regime does not withdraw heavy weapons and troops from cities and towns within 10 days. The voting at the UN Security Council was on expected lines with both Russia and China casting their veto on the British draft resolution. There were 11 votes in favour of the resolution, two against and two abstentions. Pakistan and South Africa abstained from the voting .This is the third time since last October and then in February this year that UN Security Council resolution on Syria has not been able to sail through. The resolution had called for sanctions under Cahapter VII of UN Charter which authorizes the Security Council to take measures ranging from sanctions to military intervention. Ahead of the vote, both Russia and China had expressed their reservations on sanctions while the western nations said the time had come to take a tough measure to end the 16 month long conflict in the country. Fourteen armed insurgents were killed and 46 others arrested in nine joint clearance operations by Afghan and NATO coalition forces in various parts of Afghanistan in the past 24 hours. A press release issued by the Afghan Interior Ministry in Kabul today says the anti-insurgent operations were launched in Nangarhar, Baghlan, Takhar, Faryab, Kandahar, Zabul, Ghazni, Ghor and Helmand provinces. Besides several arms, ammunition and other incriminating items police also confiscated 935 kilograms of opium during the operation.

The Finance Ministry has asked public sector banks not to accept bulk deposits beyond 15 per cent of total deposits to improve asset-liability management. This was informed by the Secretary Department of Banking and Financial Services D K Mittal on the sidelines of a meeting of the Federation of Indian Export Organisations in New Delhi today. Mr Mittal said the Finance Ministry has recently issued a circular to the banks in this regard.
Mr Mittal called upon exporters to desist from devaluing the domestic currency by trading in foreign currency, which creates problems for the government. He said exporters should focus on exporting goods and services rather than worrying about the fluctuations in the Rupee.

The Government today said it will get to the bottom of the alleged violation of safety compliance by HSBC's staff in the country against money laundering and terrorist financing. Talking to reporters on the sidelines of a function in New Delhi, Home Secretary R.K Singh said that government will also seek more information from Washington on the probe by the US Senate's Permanent Sub-committee on investigations in this regard. He said this is a very serious matter and any financial institution that does not follow the international guidelines set by the Financial Action Task Force makes the entire world vulnerable.

Rising for the third straight session, the Sensex at the Bombay Stock Exchange gained 94 points, or 0.6 percent, to 17,279, today, on hopes of acceleration in economic reforms, and in line with rising global markets. The Nifty rose 26 points, or 0.5 percent, to 5,243.Stock markets in Japan, China, Hong Kong, South Korea and Singapore rose between 0.4 percent and 1.7 percent, on positive US economic data. The rupee strengthened 36 paise, to 55.12 against the dollar. Gold lost 55 rupees, to 29,630 rupees per ten grams in Delhi. But silver gained 150 rupees, to 52,550 rupees per kilo. Millions of fans from across the nation today bad a tearful farewell to the original superstar of Hindi Cinema -- actor Rajesh Khanna in Mumbai. Last rites of India’s beloved Kaka, superstar Rajesh Khanna were held this morning at a Vile Parle crematorium in Mumbai. The funeral pyre was lit by his grandson, Aarav assisted by his father Akshay Kumar. Mr. Khanna's body was taken to the cremation ground in a glass casket covered with flowers. Earlier, braving heavy rains and carrying his posters, thousands of Kaka’s fans line across the road to pay their last respects. Celebrities like Amitabh Bachchan Abhishek Bachchan, Karan Johar, Rani Mukerji, Kareena Kapoor and Raj Babbar were also present at the crematorium. The Indian men's hockey team lost 1-2 to hosts Spain in the final league match of the tri-nation invitational tournament at Santander yesterday.
Great Britain won the tournament with two victories while Spain finished second.
The Indian team will leave Spain for the Olympic Games in London tomorrow.
