मुख्य समाचार : -

• श्री पी. चिदंबरम नए वित्तमंत्री और श्री सुशील कुमार शिंदे को गृहमंत्री बनाया गया। श्री एम. वीरप्पा मोइली को बिजली मंत्रालय का अतिरिक्त कार्यभार सौंपा गया।
• उत्तरी, पूर्वी और पूर्वोत्तर बिजली ग्रिड फेल होने के कारण २० से अधिक राज्यों में बिजली संकट पैदा हुआ। पूर्वोत्तर में बिजली सप्लाई पूरी तरह बहाल।
• सरकार ने कुछ राज्यों में सूखे जैसी स्थिति से निपटने के लिए १९ अरब रुपये से अधिक के राहत पैकेज की घोषणा की। वर्षा की कमी वाले राज्यों में किसानों को सिंचाई के लिए डीजल पर ५० प्रतिशत सब्सिडी दी जाएगी।
• भारतीय रिजर्व बैंक ने अपनी मौद्रिक नीति की, इस वर्ष की पहली तिमाही समीक्षा में प्रमुख दरों में कोई बदलाव नहीं किया।
• लंदन ओलम्पिक में बैडमिंटन पी. कश्यप और मुक्केबाजी में देवेन्द्र सिंह प्री क्वार्टर फाइनल में पहुंचे।

कुछ केंद्रीय केबिनेट मंत्रियों के विभागों में फेरबदल किया गया है। गृह मंत्री पी चिदम्बरम को फिर वित्त मंत्री बना दिया गया है। राष्ट्रपति भवन की विज्ञप्ति में बताया गया है कि बिजली मंत्री सुशील कुमार शिन्दे नये गृह मंत्री होंगे। कंपनी मामलों के मंत्री वीरप्पा मोइली को बिजली मंत्रालय का अतिरिक्त कार्यभार दिया गया है।
कांगे्रस ने केंद्रीय मंत्रिमंडल में फेरबदल को स्वाभाविक बताया है। पार्टी महासचिव जर्नादन द्विवेदी ने में कहा कि श्री प्रणब मुखर्जी द्वारा वित्त मंत्री के पद से त्यागपत्र देने के बाद कोई अलग से वित्त मंत्री नहीं था।

आज दोपहर, उत्तरी, पूर्वी और पूर्वोत्तर बिजली ग्रिड के फेल हो जाने के कारण २० राज्यों और केंद्रशासित प्रदेशों में भारी बिजली संकट पैदा हो गया। इससे रेल तथा दिल्ली मैट्रो सेवाएं और सार्वजनिक परिवहन व्यवस्था प्रभावित हुई। लगभग तीन सौ रेलगाड़ियां जहां-तहां रूक गईं। दिल्ली- हावड़ा रेल मार्ग पूरी तरह अस्त व्यस्त हो गया। निवर्तमान बिजली मंत्री सुशील कुमार शिंदे ने कहा कि कुछ राज्यों द्वारा निर्धारित मात्रा से अधिक बिजली लेने से यह संकट पैदा हुआ है।

उन राज्यों को सूचना देना चाहूंगा कि जो कोटा दिया हुआ है। उससे ज्यादा बिजली खीचने से जो देश को संकट दुबारा आ गया है। मैं उनसे विनती करता हूॅं कि आप दिए हुए कोटे से बाहर बिजली मत खीचिए और मैंने ऑफीसर को इंस्ट्रक्शन दे दिए हैं कि जो राज्य खीचेंगे। उन पर तुंरत कार्रवाई कीजिए और इतना ही नहीं तो उनके रेग्युलर कोटे में भी बिजली की कपात कर दीजिए।
पावर ग्रिड के अध्यक्ष और प्रबंध निदेशक आर. एन. नायक ने कहा कि रात साढ़े सात बजे तक बिजली की आपूर्ति सामान्य हो जायेगी। इस बीच, राजधानी दिल्ली में मेट्रो रेल सेवा पूरी तरह बहाल हो गई है।
उधर, पश्चिम बंगाल में बिजली गुल होने के कारण बर्दमान जिले में इस्टर्न कोलफील्ड की विभिन्न खदानों में फंसे सभी दो सौ खान मजदूरों को सुरक्षित निकाल लिया गया हैं।

सरकार ने सूखे जैसी स्थिति का सामना कर रहे राज्यों के लिए १९ अरब रूपये से अधिक के राहत पैकेज की घोषणा की है। कम वर्षा वाले क्षेत्रों में किसानों को डीजल पर पचास प्रतिशत की सब्सिडी दी जायेगी। अधिकार प्राप्त मंत्रिसमूह की आज नई दिल्ली में बैठक के बाद कृषि मंत्री शरद पवार ने कहा कि सब्सिडी का आधा भाग केंद्र और आधा राज्य सरकारें वहन करेंगी।
एकीकृत जलसंभार प्रबंधन कार्यक्रम के तहत कर्नाटक, महाराष्ट्र, राजस्थान, गुजरात के लिए १४ अरब ४० करोड़ रूपये मंजूर किये गये हैं। राष्ट्रीय ग्रामीण पेयजल कार्यक्रम के अंतर्गत महाराष्ट्र, कर्नाटक, राजस्थान और हरियाणा को चार अरब ५३ करोड़ दिये जायेंगे। इसी कार्यक्रम के तहत कर्नाटक, राजस्थान और महाराष्ट्र लिये ३८ करोड़ रूपये जारी किये गये हैं। श्री पवार ने बताया कि कम बारिश वाले ३२० जिलों के लिए आपात योजना बनाई गयी है, जिसके तहत किसानों को आवश्यक जानकारी और वैकल्पिक फसल के लिए उत्तम किस्म के बीज दिये जायेंगे।
नलकूपों के जरिए पानी निकालने के लिए राज्यों को अतिरिक्त बिजली की आपूर्ति की जायेगी।

भारतीय रिजर्व बैंक ने अपनी मौद्रिक नीति की चालू वित्त वर्ष की पहली तिमाही समीक्षा में प्रमुख दरों में कोई बदलाव नहीं किया है। नकद आरक्षी अनुपात - सी आर आर- पहले ही तरह  चार दशमलव सात पांच प्रतिशत रहेगा। रैपो दर आठ प्रतिशत पर बरकरार रहेगी। इस दर पर रिजर्व बैंक, बैंकों को ऋण देता है।  रिवर्स रैपो दर भी पहले की तरह सात प्रतिशत ही रहेगा। इस दर पर रिजर्व बैंक, बैंकों से ऋण लेता है। बैंकों की ब्याज दर नौ प्रतिशत बनी रहेगी।
रिजर्व बैंक के गवर्नर डी सुब्बाराव ने मुंबई में कहा कि सकल घरेलू उत्पाद की अनुमानित दर सात दशमलव दो प्रतिशत से घटाकर छह दशमलव पांच प्रतिशत कर दी गई है। श्री सुब्बाराव ने कहा कि रिजर्व बैंक की मौद्रिक नीति, मुख्य रूप से मुद्रास्फीति पर काबू पाने पर केन्द्रित है।
योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने कहा है कि रिजर्व बैंक ने मुख्य दरों में कोई बदलाव नहीं कर सतर्कता बरती है।
वित्त मंत्री के मुख्य आर्थिक सलाहकार कौशिक बसु ने भी रिजर्व बैंक के फैसले को सही कदम बताया है। उन्होंने आशा व्यक्त की कि सितंबर के अंत तक मुद्रास्फीति की दर घटकर सात प्रतिशत से नीचे आ जायेगी।

असम सरकार ने कोकराझार, चिरांग और धुबरी जिलों में शांति बहाल करने और कानून-व्यवस्था बनाए रखने के लिए विस्तृत कार्यक्रम तैयार किए गए हैं।
गृह मंत्री पी चिदम्बरम ने आज धुबरी जिले का दौरा किया। वे बड़कंडा और लखीगंज के राहत शिविरों में गए। गृह मंत्री ने कहा है कि सरकार द्वारा घोषित मुआवजा और वित्तीय सहायता जल्द मुहैया करा दी जाएगी।

श्री चिदम्बरम ने बाद में नई दिल्ली में अपने मंत्रालय की रिपोर्ट पेश करते हुए कहा कि केन्द्र ने असम में राहत और पुनर्वास के लिए राज्य सरकार को पूरी सहायता देने को कहा है। उन्होंने यह भी कहा कि लोगों की सुरक्षा के लिए गड़बड़ी की आशंका वाले क्षेत्रों में पुलिस चौकियां स्थापित करने की पक्की समय सीमा तय कर दी गई है।
श्री चिदंबरम ने बताया कि नक्सल विरोधी अभियानों से मजबूती से निपटने के लिए छत्तीसगढ़ के सुकमा, कोंडागांव और बलरामपुर जिलों को भी सुरक्षा योजना में शामिल किया गया है।
जम्मू कश्मीर में सुरंग खोजने में सुरक्षाबलों की सराहना करते हुए श्री चिदम्बरम ने कहा कि गृह मंत्रालय इस बारे में रक्षा मंत्रालय और विदेश मंत्रालय के लगातार संपर्क में है और यह मामला पाकिस्तान के साथ भी उठाया गया है।

मुंबई की मेट्रोपोलिटन अदालत ने लश्कर-ए -तैयबा के संदिग्ध आतंकवादी अबू जुंदाल की पुलिस हिरासत १३ अगस्त तक बढा दी है। मुंबई की अपराध शाखा ने अदालत को बताया कि उसे २००८ के मुंबई हमलों के सिलसिले में उसके खून के डी एन ए नमूने का उस कुबेर नाव में मिले नमूनों से मिलान करना है जिसमें बैठ कर दस आतंकवादी मुंबई पहुंचे थे।

दिल्ली की एक अदालत में दिल्ली पुलिस ने आज इस्राइली राजनयिक की कार विस्फोट के मामले में आरोप-पत्र दायर किया । आरोप पत्र में सईद मोहम्मद काजमी को विदेशी तत्वों और अन्य के साथ इस आतंकी हमले की साजिश रचने का आरोपी बताया गया है।

अवकाश प्राप्त लेफि्‌टनेंट जनरल तेजिन्दर सिंह ने आज दो सदस्यीय जांच आयोग को बताया कि दक्षिणी मुंबई में घोटाले में फंसी आदर्श सोसायटी आस पास के रक्षा प्रतिष्ठानों के लिए कोई खतरा नहीं थी। श्री सिंह ने नवम्बर २००६ में आदर्श सोसायटी की सदस्यता के लिए तब आवेदन किया था जब वे महाराष्ट्र-गोवा और गुजरात क्षेत्र के जनरल आफीसर कमांडिंग थे। उन्होंने जांच आयोग को बताया कि आवेदन करने से पहले उन्होंने स्वयं इस बात की छानबीन कर ली थी कि इस सोसायटी को सरकार द्वारा आरोपपत्र सभी प्रकार की अनुमति और स्वीकृति मिल चुकी हैं।

केंद्रीय अन्वेषण ब्यूरो- सी बी आई ने प्रसार भारती के पूर्व मुख्य कार्यकारी अधिकारी बी एस लाली से जुड़े मामले में दिल्ली की एक अदालत में क्लोजर रिपोर्ट दायर की है। जांच एजेंसी ने कहा है कि राष्ट्रमंडल खेलों के लिए प्रसारण अधिकार देने में जालसाजी करने और साजिश रचने के श्री लाली पर लगे आरोपों को साबित करने के लिये कोई ठोस सबूत नहीं पाया गया है। विशेष सी. बी. आई. अदालत शनिवार को इस पर सुनवाई करेंगी।

केन्द्रीय प्रत्यक्ष कर बोर्ड ने निर्धारण वर्ष २०१२-१३ के लिए आय कर रिटर्न दाखिल करने की अवधि अगले महीने की ३१ तारीख तक बढ़ा दी है। ऐसा बिजली आपूर्ति में बाधा तथा कुछ विशिष्ट वर्गो के लिए ई रिटर्न दाखिल करना अनिवार्य बनाए जाने के कारण किया गया है।

लंदन ओलंपिक में तीरंदाजी के व्यक्तिगत मुकाबलों में राहुल बैनर्जी अब से कुछ देर पहले एल्मीनेशन राउंड के दूसरे चरण में पोलैंड के राफाल डोबरो वोलोस्की से हारकर बाहर हो गए। हालांकि पहले चरण में राहुल ने मंगोलिया के चांडसन गेंग्टूस को ६-० से हराया था। जयंत तालुकदार और चक्रोवेली स्वरो भी अपने-अपने मुकाबले हार गए। हमारी संवाददाता लवलीन निगम ने बताया कि भारत के लिए आज की दिन मिला-जुला रहा।

In a reshuffle of portfolios in the Union Cabinet, Home Minister P Chidambaram has been again given the charge of Finance Ministry. A Rashtrapati Bhavan communique said that Power Minister Sushilkumar Shinde will be the new Home Minister. Minister for Corporate Affairs, M Veerappa Moily has been given additional charge of the Power Ministry.

The reshuffle of portfolios has been necessitated by the exit of Pranab Mukherjee, who held the portfolio of Finance Ministry before getting elected as the President.

Northern, North-Eastern and Eastern power grids collapsed this afternoon, triggering a major power crisis in more than 20 states and Union Territories. Essential services and public transport systems including Railways and Delhi Metro were also hit. About 300 trains came to a grinding halt at various places with movement on the busy Delhi-Howrah route almost paralysed. Power Minister Sushil Kumar Shinde blamed that overdrawing of power by certain states is responsible for the crisis. Mr. Shinde said that power supply in North-Eastern states have been completely restored.  He however, said that it may take some more time to restore the services fully.

The Metro service in the National capital and in Kolkata city has been restored.  However, many trains are still stranded.

Our Kolkata Correspondent reports State Government offices were closed before schedule time for non availability of power. 200 miners trapped in eastern coalfields in West Bengal have been safely rescued.

A number of long distance trains have been cancelled following massive power failure in the Eastern grid. The Chief Minister Ms. Mamata Bannerjee told in Kolkata that 7 miners remain trapped in the Mines of the Eastern Coalfields. Efforts are on for their rescue. According to latest report train services have been partially restored in some sections of the Eastern and South Eastern Railways. Additional 250 State owned buses have been pressed into services to deal with the situation. The government today announced a relief package of over 1,900 crore rupees to the states facing a drought-like situation. It also offered 50 per cent subsidy on diesel to the farmers in the places where shortfall of rain has occurred. Talking to reporters in New Delhi after the meeting of the Empowered Group of Ministers, EGoM, Agriculture Minister Sharad Pawar said, 25 per cent of the subsidy on diesel will be borne by the Centre and 25 per cent of it will be shared by the state governments.

The EGoM approved 1,440 crore rupees to Karnataka, Maharashtra, Rajasthan and Gujarat under integrated watershed management programme. Another 453 crore rupees will be given under the National Rural Drinking Water Programme to Maharashtra, Karnataka, Rajasthan and Haryana.

Mr. Pawar said that the contingency plan prepared by the Centre also include some other measures to tackle the drought like situation in various states. He said that the  contingency plan has been made for those 320 districts where monsoon rains have been poor. The measure also includes provision of knowledge input twice a week and quality seeds for alternate crop. Besides these measures, the government is also trying to provide states with additional electricity to draw water from tubewells.

Mr Pawar said that till yesterday 20 per cent defficiency in overall rainfall was registered. Stating that 306 districts have received deficient rain and 94 districts got scanty rainfall out of the 627 districts. He said that sowing area is lower than the last year and there will be some setback to kharif crops.

Delhi Police today filed a charge sheet in a local court in the Israeli Diplomat's car blast case.  The charge sheet indicts Syed Mohammad Kazmi of conspiring with foreign elements and others for the terror strike. The charge sheet filed before Chief Metropolitan Magistrate Vinod Yadav only contained the name of Kazmi, the sole person arrested in the case for the February 13 attack in which an Israeli woman diplomat and her Indian driver were injured. Kazmi was arrested on March 6.

The Supreme Court today reserved its order on a plea to quash the trial in the murder case of former Railway Minister L N Mishra on account of extraordinary delay of 37 years. A bench comprising justices H L Dattu and C K Prasad had commenced the hearing on July 25 on the petition filed by Ranjan Dwivedi. He is seeking quashing of the trial against him in the 1975 murder case.

The CBI has filed a closure report in a Delhi court in a case involving former Prasar Bharti CEO B S Lalli. The Agency said it found no substantive evidence against him on charges of committing fraud and conspiracy in awarding of broadcasting rights for Commonwealth Games.

The RBI in its first quarterly monetary policy today for the current fiscal  kept all key rates unchanged.  The Cash Reserve Ratio, the money parked by banks with the RBI, has also been kept unchanged at 4.75 per cent, while the repo rate, the rate at which RBI lends to banks, has been retained at 8 per cent.

Consequently, the reverse repo rate, the rate at which RBI borrows from banks, will remain unchanged at 7 per cent and the marginal standing facility rate and the Bank Rate at 9%. The RBI has cut the Statutory Liquidity Ratio from 24 per cent to 23 per cent. Inflation forecast has been raised to 7.3 per cent from 6.5 per cent as earlier projected. Speaking to reporters in Mumbai, RBI Governor, D. Subbarao said that the primary focus of monetary policy remains on inflation control in order to secure a sustainable growth path over the medium term.

Inflation expectations will be anchored based on commentment of monetary policy to contol inflation liquidity will be maintained to facilitate smooth flow of credit to the productive sector of  economy there by suport growth.

The RBI Governor reduced the GDP growth forecast to 6.5 per cent from 7.3 per cent as earlier projected in view of the ongoing global economic slowdown, deficient monsoon rains and subdued prices of petroleum products. He said that inflation may also go up to 7.3 per cent.

Deputy Chairman, Planning Commission, Montek Singh Ahluwalia has said that Reserve Bank has taken a cautious stance in its quarterly review by keeping the key rates unchanged.

The Chief Economic Advisor to Finance Ministry, Kaushik Basu has described the RBI move right by not changing the key rates.  He expressed hope that the inflation will be below seven per cent by the end of September.

Reacting to the review, Indian industry says, it is disappointed with RBI's decision to leave interest rates unchanged. It said an opportunity has been lost in reviving the growth momentum in the economy.

Climbing for the third straight session, the Sensex at the Bombay Stock Exchange gained 93 points, or 0.5 percent, to 17,236, amid rising Asian markets, even as the Reserve Bank kept its key policy rates unchanged, today. The Sensex had gained over 500 points in the previous two trading sessions. The Nifty at the National Stock Exchange added 29 points, or 0.6 percent, to 5,229.Stock markets in Japan, Hong Kong, Singapore and South Korea rose between 0.1 percent and 2 percent. The rupee depreciated 7 paise, to 55.65 against the dollar. Gold spurted 220 rupees, to 30,520 rupees per ten grams in Delhi. Silver shot up 1,000 rupees, to 54,000 rupees per kilo.And Brent crude oil futures stood above 106 dollars a barrel, while US crude gained 45 cents, to 90.23 dollars a barrel. AIR News

The Central Board of Direct Taxes  has extended the  last date of filing of returns of income for the Assessment Year 2012-13, to 31st August 2012. The step has been taken on consideration of the reports of disturbance of general life caused due to power failure apart from consideration of the fact that e-filing of returns for a specified category of individuals and HUF, has been made mandatory.

Incessant rains continued to affect life in the southern and western parts of Madhya Pradesh, worsening the flood situation in over half a dozen districts. Eleven people have died due to excessive rainfall and flood. The surrounding area of Ujjain has been put on a high alert due to flood in the low-lying areas.

The electricity supply in the national capital was almost restored this evening.The national capital reeled under massive blackouts for the second successive day today after the Northern Grid collapsed again which paralysed normal  life. According to the Delhi Power Ministry, supply of power to Delhi Metro, AIIMS, IGI Airport and Railways has been restored.

At the London Olympics, the entry of shutler Parupalli Kashyap and boxer Devendro Singh into the pre-quarterfinals brought satisfaction to Indian sports lovers today.

India's top men's badminton star P. Kashyap dominated the match against Vietnam's Nguyen Tien Minh by winning in straight games.

Pugilist Devendro Singh registered a spectacular knock-out win over Bayron Molina Fiogueoroa of Honduras to reach the next stage in the lightweight 49-kg category.
