प्रधानमंत्री डॉक्टर मनमोहन सिंह नौंवे भारत-आसियान शिखर सम्मेलन और छठे पूर्व एशिया शिखर सम्मेलन में भाग लेने आज सुबह बाली रवाना हो रहे हैं। भारत दक्षिण पूर्व एशिया के दस राष्ट्रो के संगठन-आसियान के साथ वार्ता सहयोगी है। भारत इन बैठकों में आपसी व्यापार और निवेश को मजबूत बनाने तथा कृषि ऊर्जा और पर्यटन क्षेत्रों में आपसी सहयोग के मुद्दे उठाएगा।विदेश मंत्रालय में सचिव, पूर्व संजय सिंह ने कहा कि भारत-आसियान वस्तु-व्यापार समझौता लागू हो चुका है और अब सेवाओं के क्षेत्र में समझौते के बारे में बातचीत चल रही है। उन्होंने बताया कि भारत और एशियाई देशों के बीच द्विपक्षीय व्यापार में महत्वपूर्ण वृद्धि हुई है।
भारत और आसियान के बीच २०१०-२०११ में व्यापार ३० प्रतिशत बढ़कर लगभग ५८ अरब डॉलर का हो गया है। सातवें आसियान भारत सम्मेलन में प्रधानमंत्री द्वारा की गई घोषणा के अनुसार वर्ष २०१२ तक इसके बढ़कर ७० अरब डॉलर का हो जाएगा।''
श्री संजय सिंह ने बताया कि अगले वर्ष भारत आसियान शिखर सम्मेलन का आयोजन करेगा। इस उपलक्ष्य में कई कार्यक्रमों की योजना बनाई गई है जिसके अंतर्गत इंडोनेशिया से भारत तक एक कार रैली भी आयोजित की जाएगी।
प्रधानमंत्री की यात्रा कवर करने गए हमारे संवाददाता ने बताया है कि पिछले कुछ वर्षों में भारत के दक्षिण पूर्व एशियाई देशों के संगठन आसियान के साथ संबंधों में अच्छी प्रगति हुई है।
दक्षिण पूर्व एशिया का क्षेत्र सामरिक दृष्टि से पूरी दुनिया के लिए अत्यंत महत्वपूण है। यहां विश्व की १८ प्रतिशत आबादी रहती है तथा व्यापार और निवेश भागीदारी की अपार संभावनाएं हैं। पिछले दो दशक में भारत ने लुक इस्ट नीति के अंतर्गत आसियान के दस देशों के साथ विभिन्न क्षेत्रों में सम्पर्क और सहयोग बढ़ाया। इस्ट देशों के साथ भारत ने व्यापार और निवेश के अलावा कृषि ऊर्जा तथा विज्ञान और प्रोद्योगिकी के क्षेत्र में भी समझौते किए। बाली में हो रही ये बैठकें भारत को दक्षिणपूर्व क्षेत्र में अपनी साख को और मजबूत बनाने का अवसर प्रदान करेंगी। रतन प्रकाश आकाशवाणी समाचार नई दिल्ली।''

उत्तर प्रदेश में मथुरा की एक अदालत ने ऑनर किलिंग यानी इज्जत के नाम पर एक दम्पति और उनके मित्र की हत्या के सनसनीखेज मामले में आठ लोगों को मृत्यु दण्ड और २७ को आजीवन कारावास की सजा सुनाई है। वर्ष १९९१ में मथुरा जिले के बरसाना इलाके में मेहराना गांव की स्थानीय पंचायत के आदेश पर इन तीनों को फांसी पर लटकाने के बाद जला दिया गया था। अतिरिक्त जिला न्यायाधीश ए के उपाध्याय ने कई वर्षों तक चली सुनवाई के बाद कल इस मामले में फैसला सुनाया।हमारे संवाददाता ने खबर दी है कि इस मामले में जिन व्यक्तियों को दोषी पाया गया है, वे ग्राम पंचायत के सदस्य हैं और उनमें से ज्यादातर साठ वर्ष से अधिक उम्र के हैं। पुलिस ने इस मामले में ५४ लोगों के खिलाफ आरोप पत्र दाखिल किया था। अदालत ने उनमें से ३५ लोगों को दोषी करार दिया और एक व्यक्ति को बरी कर दिया। बाकी १८ लोगों में से १५ की मौत मुकदमे की सुनवाई के दौरान हो गई। तीन अन्य अभियुक्तों के खिलाफ मामला बाल न्यायालय में विचाराधीन है।

उच्चतम न्यायालय ने व्यवस्था दी है कि मोटर दुर्घटनाओं में जीवन भी के लिए विकलांग होने के मामलों में मुआवजा केवल शारीरिक चोट के आधार पर ही नहीं दिया जाना चाहिए। न्यायालय ने कहा कि इस तरह के मामलों में मुआवजे का निर्धारण पीड़ित व्यक्ति को हुई भारी शारीरिक और मानसिक पीड़ा के आधार पर भी किया जाना चाहिए, क्योंकि पीड़ित व्यक्ति दुर्घटना के बाद सामान्य जीवन नहीं बिता सकता।न्यायमूर्ति जी एस सिंघवी और न्यायमूर्ति एस जे मुखोपाध्याय की पीठ ने एक बढ़ई को कर्नाटक उच्च न्यायालय द्वारा ७६ हजार रुपए का मुआवजा देने के आदेश के खिलाफ एक अपील में उसे आठ लाख ३७ हजार रुपए का मुआवजा देने का निर्देश दिया।

केन्द्रीय मंत्रिमंडल ने पेंशन फंड नियामक विकास प्राधिकरण विधेयक २०११ में संशोधन की मंजूरी दे दी है। इसे संसद के आगामी सत्र में पेश किए जाने की संभावना है। सरकार ने पेंशन क्षेत्र में २६ प्रतिशत विदेशी निवेश के प्रस्ताव को भी मंजूरी दे दी है, लेकिन प्रस्तावित संशोधन में खातेदारों को निश्चित लाभ देने के बारे में कोई फैसला नहीं किया गया है। मंत्रिमंडल की बैठक की अध्यक्षता प्रधानमंत्री मनमोहन सिंह ने की।मंत्रिमंडल ने आयात निर्यात बैंक के प्रबंधन ढांचे को मज+बूत बनाने के अलावा उसकी अधिकृत पूंजी में वृद्धि के लिए कानून में संशोधन को मंजूरी दे दी है।
सरकार शिक्षण संस्थाओं में प्रवेश के लिए कैपिटेशन फीस की मांग पर रोक लगाने के वास्ते प्रस्तावित जुर्माना दोगुना बढ़ाकर एक करोड़ रुपए करने पर विचार कर रही है। केन्द्रीय मंत्रिमंडल ने तकनीकी शिक्षण संस्थानों, चिकित्सा शिक्षा से जुड़ी शिक्षण संस्थानों और विश्वविद्यालयों से संबंधित २०१० के विधेयक में मानव संसाधन विकास विभाग से सम्बद्ध संसद की स्थायी समिति की सिफारिशों के अनुसार अनुचित गतिविधियों पर रोक लगाने के लिए संशोधन लाने को मंजूरी दे दी। विधेयक का नाम भी बदलकर उच्च शिक्षण संस्थान विधेयक २०११ रखा गया है।
मंत्रिमंडल ने अन्य पिछड़ा वर्गों की मौजूदा केंद्रीय सूची में बदलाव की अधिसूचना जारी करने की मंजूरी भी दे दी है। राष्ट्रीय पिछड़ा वर्ग आयोग ने सोलह राज्यों और चार केंद्रशासित प्रदेशों की केंद्रीय सूची में संशोधन के लिए केंद्र सरकार को सलाह दी थी। सामाजिक न्याय और अधिकारिता मंत्रालय इस संशोधन की अधिसूचना जारी करेगा।

सरकार ने कहा है कि वह संसद के शीतकालीन सत्र में लोकपाल विधेयक पारित कराने के लिए कृतसंकल्प है। संसदीय कार्यमंत्री पवन कुमार बंसल ने कल नई दिल्ली में पत्रकारों को बताया कि सरकार विधेयक के बारे में स्थायी समिति की रिपोर्ट पर गंभीरता से विचार करेगी। उन्होंने आशा व्यक्त की कि अभिषेक मनु सिंघवी की अध्यक्षता वाली स्थायी समिति इस माह के अंत तक अपनी रिपोर्ट दे देगी।लोकपाल बिल इस वक्त जैसा कि आप जानते हैं वह स्थाई समिति के सामने हैं। प्रयास हो रहा है और उन्होंने बहुत मेहनत की है और हमें आशा है कि यह जल्द ही वहां से इसकी रिपोर्ट आ जाएगी, और उसके बाद एक दम जो अगली कार्रवाई होगी वह करके इसको इसी सेशन में हर हालत पास करने के लिए हम चर्चा के लिए लाना चाहता हैं और पास हो जाएगा।''

केन्द्रीय नागरिक उड्डयन और प्रवासी भारतीय मामलों के मंत्री व्यालार रवि ने फिर कहा है कि सरकार किसी निजी विमान कम्पनी को आर्थिक संकट से उबारने की किसी योजना पर विचार नहीं कर रही है। उन्होंने स्पष्ट किया कि सरकार ने किंगफिशर एयरलाइन्स को वित्तीय संकट से उबारने के लिए कोई निर्णय नहीं लिया है। कल शारजाह में संवाददाता सम्मेलन में श्री रवि ने एक सवाल का जवाब देते हुए यह बात कही। श्री रवि ने कहा कि किसी निजी या सार्वजनिक विमान कम्पनी का प्रबंधन समान रूप से महत्वपूर्ण है और उसे यह सुनिश्चित करने में पूरी सावधानी बरतनी चाहिए कि इस तरह की स्थिति उत्पन्न न हो।..................
अरब लीग ने सीरिया सरकार को ख्+ाूनी संघर्ष पर विराम लगाने के लिए तीन दिन की समय सीमा देते हुए कहा है कि ऐसा न करने पर उसे आर्थिक प्रतिबंधों का सामना करना पड़ेगा। यह समय सीमा कल से शुरू हो गई। अरब लीग का एक शिष्टमंडल शांति योजना पर अमल की निगरानी के लिए सीरिया भेजा जाएगा। इस बारे में निर्णय कल रबात में २२ सदस्यों वाली अरब लीग की आपात बैठक में लिया गया। कतर के प्रधानमंत्री और सीरिया मुद्दे पर अरब लीग के शिष्टमंडल के प्रमुख शेख हमद बिन जासेम-अल-थानी ने कहा कि अगर सीरिया, अरब लीग के साथ सहयोग नहीं करेगा तो उसके खिलाफ प्रतिबंध लगा दिये जाएंगे। हमारे संवाददाता ने बताया कि अरब देशों द्वारा सीरिया के बारे में अब तक दी गई छूट की सीमा अंतिम चरण में पहुंच गई है।अनेक उपायों पर चर्चा के बाद अरब लीग के बाईस विदेशी मंत्रियों ने सीरिया सरकार से कहा कि वह लोगों का दमन बंद करे वरना आर्थिक प्रतिबंध लगा दिए जाएंगे। साथ ही तीन दिन की समय सीमा भी तय कर दी गई, जो बुधवार से शुरू हो गई है। लीग के शांति प्रस्ताव पर क्या कुछ अमल हो रहा है। इसकी पड़ताल करने पर्यवेक्षकों का एक दल सीरिया जाएगा। इस दल को सीरिया में कहीं भी बेरोकटोक जाने की इजाजत होगी। अरब लीग ने साथ ही साफ कर दिया कि वह विदेशी सैनिक हस्तक्षेप के बिल्कुल खिलाफ है। अतुल तिवारी आकाशवाणी समाचार।''

The Prime Minister Dr. Manmohan Singh will leave for Bali, Indonesia this morning to participate in the 9th ASEAN- India Summit and the 6th East Asia Summit. India is a dialogue partner with the Association of 10 South East Asian Nations, ASEAN. India will focus on strengthening mutual trade and investment and further enhancing cooperation in agriculture, energy and tourism sectors at these meetings. The Secretary East in the External Affairs Ministry Sanjay Singh said in New Delhi that trade-in-goods agreement between India and ASEAN is now fully functional and negotiations for the conclusion of similar agreements in services and trade sectors are under way.
The trade and goods agreement between India and ASEAN is now fully functioning. We are continuing efforts to conclude the services and investment agreement which will compliment the trade and goods agreement. The total trade between India and ASEAN is increased by 30 percent in 2010-11, reaching around 58 billion dollars. We expect the trade target of 70 billion by 2012.
Mr Sanjay Singh said that India will host ASEAN-India Commemorative Summit next year.
We are in the process of planning a number of events as a part of the celebrations next year including the Delhi dialogue-IV in February 2012. A car rally from Indonesia to India in November-December, 2012 a civil training ship exhibition along with the monsoon trade winds route, an intensive year long calendar of cultural activities.

India's relationship with ASEAN countries have been a central element in India's look East policy during the last two decades. In 90's, it was a strategic shift in India's vision of the world. As part of Look East policy India has extended cooperation to the South east Asian countries in the field of its expertise and also opened its market for these countries. Prime Minister Manmohan Singh will not only put across India's view point on issues of common interest at the ASEAN- India and east Asia summits but will also have bilateral meetings with the leaders of USA, China, Cambodia and Indonesia. In Uttar Pradesh, a court in Mathura has awarded death sentence to 8 persons and awarded life imprisonment to 27 others in an honour killing case. The Additional District Judge AK Upadhyaya pronounced the judgment yesterday after hearing the case for several years. In 1991, a couple and their friend were killed on the orders of the local Panchayat at Meherana village in Barsana area. Our Lucknow correspondent reports that those convicted were members of a village Panchayat and most of them were over 60 years of age.
The Police had filed charge sheet against 54 persons and the court had held 35 of them guilty and acquitted only one. Of the remaining 18, 15 died during trial. The trial of three accused is pending in a Juvenile Court.

Finance Minister Pranab Mukherjee has said that the government is committed to ensure transparency in delivery of public services at the local level. He also reiterated the government’s commitment to completely eradicate corruption from the system. Mr Mukherjee was addressing the valedictory function on the completion of 150 years of Comptroller and Auditor General, the CAG in New Delhi yesterday. Lauding the role of CAG in ensuring transparency and accountability, Mr Mukherjee stressed the need for close cooperation between the Finance Ministry and the CAG for promoting good governance.

The government has said that it is determined to ensure the passage of the Lokpal Bill in the Winter Session of Parliament. Addressing a press conference ahead of the session in New Delhi yesterday, Parliamentary Affairs Minister Pawan Kumar Bansal said that the government will have an open mind and will give a very serious thought to the report of the Standing Committee going into the Bill.
"We are approaching the matter with an open mind. The government is determined to pass the bill. The government is determined to take all measures which are necessary to put in place a system which fights corruption."
Mr Bansal said, he expected that the Standing Committee headed by Abhishek Manu Singhvi will submit its report by the month-end.

The Union Cabinet has approved amendments to the Pension Fund Regulatory Development Authority, PFRDA Bill 2011 before presenting it in the Winter Session of Parliament. It is also agreed to the proposed 26 per cent foreign investment in the pension sector. The amendment, however, does not mention providing assured returns to subscribers. An official spokesperson said, the government is of the view that the FDI cap in the pension fund should be at 26 per cent at par with the insurance sector.
The Cabinet has also given its approval for notifying changes in the existing Central lists of Other Backward Classes, OBCs. The National Commission for Backward Classes had advised the Central Government about the amendment in the Central list of OBCs in a number of states. The inclusion of certain castes and communities in the Central list of OBCs will enable them to avail the benefits of reservation in Central Government services and admissions to Central educational institutions.

In a bid to prevent educational institutions from demanding capitation fee for admissions, the government wants to double the proposed penalty to one crore rupee. The union cabinet approved the amendment to the prohibition of unfair practices in technical educational institutions, medical educational institutions and universities bill 2010 as per the recommendations made by the Parliament Standing Committee on Human Resource Development this year. The name of the bill is also been changed to Higher Educational Institutional Bill 2011.

The government has notified rules to implement the Nuclear Liability Law. The rule gives the nuclear plant operator the right to recourse for the period for which the supplier of equipments has taken liability for patent or latent defects or sub-standard services under a contract. But the foreign suppliers of nuclear materials to the Indian Nuclear power plant will not be held responsible for accidents caused by defective equipments supplied by them if it takes place after a guarantee period specified by them.

The Supreme Court has ruled that in cases where victims are rendered disabled for life due to motor accidents, compensation should be awarded not only for the physical injuries sustained, but also for tremendous trauma and mental agony suffered by the person, who cannot lead a normal life. The apex court said, the personal sufferings of the survivors of the road accidents and those who are disabled in such accidents are manifold. Some time they can be measured in terms of money but most times it is not possible to do so. If an individual is permanently disabled in an accident, the cost of his medical treatment and care is likely to be very high.

The Civil Aviation Minister Mr. Vyalar Ravi has reiterated that the government has no plans to bailout any private airline. He made it clear that the government has not taken any decision about bailing out Kingfisher Airlines. The Minister was responding to a question about reported bailout for Kingfisher Airlines at a press conference in Sharjah yesterday. He said, any such move will have financial policy implications.

The Arab League has given the Syrian government a three day deadline to end repression of its people or face economic sanctions. बिहार सरकार ने राज्य में पहली बार चिकनगुनिया फैलने का पता लगने के बाद अलर्ट जारी किया है। राज्य स्वास्थ्य सोसायटी के कार्यकारी निदेशक संजय कुमार ने आकाशवाणी को बताया कि इस बीमारी के तीन और मरीजों का पता लगने के बाद राज्य में चिकनगुनिया के मरीजों की संख्या ३७ हो गई है। सभी डॉक्टरों को मच्छरों से फैलने वाली इस बीमारी पर काबू पाने के उचित और समय पर उपाय करने को कहा गया है। राज्य सरकार ने स्वास्थ्य अधिकारियों से उन स्थानों पर हर तरह के बुखार पर नज+र रखने को कहा है जहां चिकनगुनिया के मामलों की पुष्टि हुई है। हमारे पटना संवाददाता ने खबर दी है कि चिकनगुनिया के अलावा राज्य में डेंगू के मरीजों की संख्या भी बढ़ी है। डेंगू के छः और मामलों का पता लगने के बाद इसके मरीजों की संख्या बीस हो गई है।---

केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने उत्तरप्रदेश में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार योजना-मनरेगा के कार्यान्वयन में कथित अनियमित्ताओं की सी बी आई से जांच कराए जाने की मांग की है। उत्तरप्रदेश की मुख्यमंत्री मायावती को लिखे पत्र में श्री रमेश ने उत्तरप्रदेश सरकार पर केन्द्र के इस प्रमुख कार्यक्रम में वित्तीय अनियमित्ताओं का आरोप लगाया है। आधिकारिक सूत्रों ने कहा है कि उन्होंने कथित रूप से उन अधिकारियों की सूची भी दी है जिन्होंने धन राशि का दुरूपयोग किया। उन्होंने उत्तरप्रदेश सरकार पर भ्रष्ट अधिकारियों का बचाव करने आरोप लगाया है। ----

खाद्य पदार्थों की मुद्रास्फीति की दर ५ नवम्बर को समाप्त हुए सप्ताह के दौरान कम होकर १० दशमलव छ-तीन प्रतिशत हो गई जो इससे पहले के हफ्ते में ११ दशमलव आठ-एक प्रतिशत थी। मुद्रास्फीति में यह कमी प्याज और गेहूँ को छोड़कर शेष कृषि उत्पादों के दाम वार्षिक आधार पर बढ़ने के बावजूद आई है। पिछले साल इसी अवधि में खाद्य पदार्थों की मुद्रास्फीति ११ दशमलव चार-एक प्रतिशत थी। आज जारी सरकारी आंकड़ों के अनुसार प्याज के दाम वार्षिक आधार २२ दशमलव आठ-नौ प्रतिशत कम हुए, जबकि गेहूँ के मूल्यों में तीन दशमलव छः-तीन प्रतिशत की गिरावट आई, लेकिन सब्जियां २७ दशमलव दो-छः प्रतिशत महंगी हुई। दालों के दाम १४ दशमलच चार-चार प्रतिशत, दूध के दस दशमलव सात-चार प्रतिशत तथा अंडे, मांस और मछली के दाम ११ दशमलव सात-तीन प्रतिशत बढ़े। फल पांच दशमलव नौ-नौ प्रतिशत महंगे हुए और मोटे अनाज के दामों में तीन-दशमलव पांच-तीन प्रतिशत की वृद्धि दर्ज की गई। ---
वित्त मंत्री प्रणब मुखर्जी ने कहा है कि अगर खाद्य पदार्थो के दाम गिरने जारी रहे तो मुद्रास्फीति में कुछ राहत की उम्मीद की जा सकती है। खाद्य मुद्रास्फीति के आज जारी आंकड़ों पर प्रतिक्रिया व्यक्त करते हुए उन्होंने कहा कि इसमें एक प्रतिशत की कमी एक अच्छा संकेत है। वित्तमंत्री ने कहा कि खाद्य पदार्थों के दाम कम हुए हैं लेकिन ईंधन और अन्य वस्तुओं के दाम बढ़े हैं।वित्तीय सुधारों का उद्देश्य विभिन्न क्षेत्रों में कौशल और प्रतिस्पर्धा को बढ़ाना है, ताकि हम संसाधनों का बेहतर उपयोग कर सकें।

खाद्य संबंधी अधिकार प्राप्त मंत्री समूह के अध्यक्ष वित्त मंत्री प्रणब मुखर्जी ने राष्ट्रीय खाद्य सुरक्षा विधेयक के संशोधित मसौदे को मंजूरी दे दी है। विधेयक का मसौदा जल्दी ही केन्द्रीय मंत्रिमंडल के सामने रखा जाएगा। खाद्य और उपभोक्ता मामलों के मंत्री के.वी थॉमस ने आज नई दिल्ली में एक समारोह के दौरान संवाददाताओं से बातचीत में यह जानकारी दी। हमारे संवाददाता ने खबर दी है कि जुलाई में मंत्रिसमूह द्वारा राष्ट्रीय खाद्य सुरक्षा विधेयक के मसौदे को शुरूआती मंजूरी दिए जाने के बाद, खाद्य मंत्रालय ने इसमें कई परिवर्तनों का प्रस्ताव किया था।विधेयक के मसौदे में देश की ७५ प्रतिशत ग्रामीण आबादी और ५० प्रतिशत शहरी आबादी को कानूनी तौर पर रियायती दरों पर अनाज उपलब्ध कराने की व्यवस्था है।

नागरिक उड्डयन महानिदेशक भारत भूषण ने कहा है कि सरकार कुछ विमान कंपनियों के संकट पर बारीकी से नजर रखे हुए है लेकिन इससे निपटने में कोई जल्दबाजी नहीं की जाएगी। नई दिल्ली में आज संवाददाताओं से बातचीत में उन्होंने कहा कि सरकार किंगफिशर की रद्द की गई उड़ानों के कारण अन्य एयरलाइंस को इन मार्गो पर उड़ानों की अनुमति देगी। श्री भूषण ने कहा कि सरकार नागरिक उड्डयन क्षेत्र के हालात को बेहतर करने के लिए जरूरी उपाय कर रही है। इससे पहले भारत ने नागरिक उड्डयन क्षेत्र के आधुनिकीकरण के लिए अमरीका के साथ एक समझौता किया। डीजीसीए के महानिदेशक भारत भूषण ने अमरीका नागरिक उड्डयन महानिदेशक की दोरेन्दा बेकर के साथ आज नई दिल्ली में इस समझौते पर हस्ताक्षर किये। इससे विमानन सुरक्षा उत्पादों की अदला-बदली में मदद मिलेगी।---
सरकार ने स्पष्ट किया है कि पैंशन क्षेत्र में विदेशी निवेश की कोई सीमा तय नहीं की गई है। आकाशवाणी से बातचीत में वित्त मंत्रालय में प्रवक्ता अरविन्द कुमार ने कहा कि सरकार ने पैंशन क्षेत्र में विदेशी निवेश को बीमा क्षेत्र में मौजूदा व्यवस्था के बराबर रखने का फैसला किया है।सरकार ने कल पैंशन कोष नियामक विकास प्राधिकरण विधेयक २०११ में संशोधन को मंजूरी देते हुए इसे संसद के आगामी शीतकालीन सत्र में पेश करने की बात कही थी। सरकार ने प्रत्यक्ष विदेशी निवेश की सीमा की बात विधेयक में शामिल न करने का फैसला किया है, ताकि आदेश के जरिये इसे लागू करते समय जरूरी बदलाव के वास्ते लचीलापन रह सके।

अण्डमान निकोबार में पोर्टब्लेयर की एक विशेष अदालत ने सीबीएसई के प्रश्नपत्र को लीक करने के सनसनीखेज मामले में चार लोगों को उम्रकैद की सजा सुनाई है। विशेष न्यायाधीश देवीप्रसाद डे ने एक अन्य अभियुक्त को बरी कर दिया। चारों अभियुक्तों पर अपने बच्चों के लाभ के लिए फरवरी २०११ में सीबीएसई की १२वीं कक्षा के प्रश्नपत्र लीक करने की आपराधिक साजिश करने के आरोप में मुकदमा चलाया गया था। फैसले में कहा गया है कि इनमें से दो अभियुक्तों ने १४ फरवरी २०११ को कार-निकोबार जाकर जीएसएसएस स्कूल के प्रधानाचार्य लेपाथी से उनके घर पर मुलाकात की और वहां प्रश्नपत्रों की फोटोकॉपी तैयार की गई।---
जापान में इस वर्ष के शुरू में त्सुनामी के कारण फुकुशिमा परमाणु संयंत्र के संकट के बाद से पहली बार देश के सुरक्षा मानकों से अधिक के विकीरण वाले चावल का पता लगा है। जापान की सरकार उस क्षेत्र से चावल की आपूर्ति पर प्रतिबंध लगाने पर विचार कर रही है, जहां विकीरण वाले चावल का पता चला है। इस चावल का नमूना फुकुशिमा शहर के एक खेत से लिया गया। इस चावल को बाजार के लिए तैयार किया जा रहा था लेकिन जापान के मुख्य केबिनेट सचिव ने कहा है कि इसमें से कोई भी चावल नहीं बेचा गया है। हाल के महीनों में जापान में गौ-मांस, मशरूम और ग्रीन टी जैसे खाद्य पदार्थों में विकीरण का पता चला है। ---

बम्बई शेयर बाजार के शुरूआती कारोबार में आज भी सेन्सेक्स में करीब ४७ अंकों की गिरावट आई। पिछले पांच कारोबारी सत्रों में इसमें ७९३ अंक की गिरावट आई है। अब से कुछ देर पहले यह १८५ अंक गिरकर १६ हजार ५९० पर था।नेशनल स्टॉक एक्सचेंक का निफ्टी भी ६२ अंक गिरकर ४ हजार ९६८ पर आ गया।

Prime Minister Dr. Manmohan Singh left this morning for Bali to participate in the 9th India-ASEAN Summit and 6th East Asia Summit. In his departure statement, Dr. Singh said, the level of engagement with the ASEAN as a group and with ASEAN member states has gone up qualitatively in the last few years which is reflected in the areas of trade and investment capacity building, connectivity, people to people and institutional linkage. Dr. Singh said that he will review the implementation of ambitious India-ASEAN plan of action for 2010 to 2015 with the ASEAN leaders. Regarding the East Asia summit Dr. Manmohan Singh said, that political and security issues are becoming a part of the Summit agenda. There are concerns among the countries of the region relating to disaster management, maritime security, terrorism and other non-traditional threats to security. The Prime Minister said he is looking forward for an open, frank and productive discussion on these issues. Dr. Singh said as a founder member, India is part of several initiatives taken by the East Asia summit to create an Economic Community in the region such as the Comprehensive Economic Partnerhsip in East Asia, CEPEA. He said on the sidelines of the India-Asean and East Asia Summit he will have a discussions with other world leaders including the President of USA, Premier of the State Council of China, Prime Minister of Cambodia and President of Indonesia. On his first bilateral visit to Singapore, Dr. Singh said India's Look East Policy started with the engagement with the state and the country has been among the strongest advocates of greater cooperation between South East Asia and India.
A direct flight from India to Indonesia will soon be a reality. Indonesia Minister for Tourism Mari Elka Pangestu informed this on the sidelines of ASEAN Summit that was inaugurated in the beautiful island of Bali today. Speaking to AIR she said both Indonesia and India have long cultural and traditional ties since ages and they are keen on furthering this long lasting friendship between the two countries.

The Government says it is working to put in place a legal framework to control misleading advertisements. Addressing a function on Self Regulation of Advertising Content in New Delhi today, the Information and Broadcasting Minister Ambika Soni said that her Ministry is working with the Consumer Affairs and Health Ministry to put in place the framework. She said that it will be a comprehensive and effective mechanism to curb all objectionable advertisements. Stressing the need for greater self regulation in media and entertainment, Mrs Soni said that such mechanism needs to be constantly evolved according to the changing aspirations of consumers. She also urged the Advertising Standards Council of India, ASCI to reduce the time taken in addressing consumer complaints against misleading advertisements. Mrs Soni called for greater transparency and accountability in the functioning of all government and private sector organisations.
Speaking on the occasion, Consumer Affairs Minister K V Thomas noted that the health and nutrition related advertisements blatantly violate rules and regulations. He said that his Ministry is considering a proposal to set up an independent regulator to certify all health related advertisements.

Mrs.Ambika Soni today reiterated the Government's commitment to put in place a strong and effective Lokpal Bill. Talking to reporters on the sidelines of a function in New Delhi, Mrs Soni urged everyone not to pay heed to rumors being spread by Team Anna that the government is diluting the powers of the proposed anti-graft legislation. She said that the Lokpal bill will be thoroughly debated in Parliament after the Standing Committee looking into it submits its recommendations.

Finance Minister Pranab Mukherjee who is the head of the Empowered Group of Ministers, EGoM on Food has given his final clearance to the revised draft of the National Food Security Bill. The draft Bill will be put before the cabinet soon. This was stated by Food and Consumer Affairs Minister K V Thomas while talking to reporters on the sidelines of a function in New Delhi today. He said that Mr Mukherjee gave his nod to the draft food bill last evening.
Our Correspondent reports that the Food Ministry had proposed several key changes in the draft National Food Security Bill after it was initially approved by the EGoM in July. Mr Thomas said that the Finance Ministry has agreed to remove the condition of extending the benefits of the proposed food security law only to general households in states where the Public Distribution System is modernised. He said now the benefit will be extended to all states. The two other major changes include keeping an option open for supplying more than three kilogram of subsidised foodgrains to general households and widening its reach to include lactating women, destitute and aged people and providing nutritious food to children.
The draft bill seeks to provide a legal entitlement to subsidised foodgrains to 75 per cent of the country's rural population and 50 per cent of urban India.

The Bihar government has issued an alert following the detection of the first ever outbreak of Chikangunia in the state. The Executive Director of the state health society Sanjay kumar told AIR that with the detection of three fresh cases, the total number of of Chikangunia patients has risen to 37. All Civil surgeons have been instructed to take appropriate and timely measures for management of the mosquito-borne viral fever.
The state government has asked the health officials to monitor all types of fever, where confirmed cases of Chikungunia have been reported. AIR Patna correspondent reports that apart from Chikungunia the number of cases of Dengu are also rising in the state. Six more Dengu cases were detected and the number of infected has gone up to 20.

A top Hizbul Mujahideen militant was killed in an encounter with security forces in south Kashmir's Shopian district today. Officials said that on information about presence of militants in the area, security forces launched a cordon and search operation in Shalidora village in Keller area of Shopian, last night. The militants opened fire on security forces in the wee hours which was retaliated, triggering off a gun battle. Officials said , Muneer Ahmad Kalas, a top self-styled commander of Hibzul Mujahideen, was killed in the operation and the security forces were searching for another militant.

The Director General of Directorate General of Civil Aviation, DGCA Bharat Bhushan said that the government is closely monitoring the crisis in some airlines and there will be no knee jerk reaction to deal with it. Talking to reporters in New Delhi he added that the government will allocate the routes vacated by Kingfisher to other airlines.
Mr. Bhushan also said that government is taking effective steps to improve the condition of the Civil Aviation sector. Earlier, India signed an agreement with the United States on modernization of Civil Aviation. Director General, DGCA Bharat Bhushan signed the agreement with his counterpart Ms. Dorenda Baker in New Delhi today. This agreement will felicitate the exchange of aviation security products.

The government has clarified that no cap has been put on foreign investment in the pension sector. Talking to All India Radio, the spokesperson in the Ministry of Finance Mr.Arvind Kumar said that at present government has decided to put foreign investment in the pension sector at par with the existing cap in the insurance sector.

However, the funds of the subscribers are not the part of its own balance sheet and there by management of pension fund are only providing very limited services in terms of providing the International best practices and it need not be kept under the bill it is appropriate that it is determinant under that the Fema regulations."
Yesterday, the government had approved amendments to the Pension Fund Regulatory Development Authority Bill 2011 before presenting it in parliament in the forthcoming Winter session.

Union Minister for Rural Development Jairam Ramesh has demanded a CBI probe into the alleged irregularities in the implementation of Mahatma Gandhi National Rural Employment Guarantee scheme, MNREGA in Uttar Pradesh. In a letter to U.P Chief Minister Mayawati, Jairam Ramesh accused the UP government of financial irregularities in the flagship programme. Official sources said he has also reportedly listed the officials who misused the funds and charged the U.P government of shielding the corrupt officials.

Food inflation eased to 10.63 per cent for the week ended November 5, from 11.81 per cent in the previous week, even as prices of agricultural items, barring onions and wheat, continued to rise on an annual basis. Food inflation, as measured by the Wholesale Price Index, had stood at 11.41 per cent in the corresponding week of the previous year. As per data released by the government, today, onions became cheaper by 22.89 per cent, year-on-year, while wheat prices fell 3.63 per cent. But vegetables became 27.26 per cent costlier, pulses were dearer by 14.44 per cent, milk by 10.74 per cent, and eggs, meat and fish by 11.73 per cent. Fruits became 5.99 per cent more expensive, while cereal prices were up 3.53 per cent.

Finance Minister Pranab Mukherjee today said that if food prices continues to come down, some relief on inflation is expected. Reacting to the food inflation figures released today he said the decrease of one percentage point in inflation is a welcome sign. The Finance Minister noted that the prices of food articles have come down but prices of fuel and some other items have gone up.

The Sensex at the Bombay Stock Exchange lost 47 points, or 0.3 per cent, to 16,729 in opening trade, today, as investors continued to off-load stocks, amid disappointing second quarter corporate earnings, subdued global markets, and persisting concerns about the euro zone debt crisis. After recovering to briefly move into the positive zone, the Sensex again lost ground, and stood 52 points, or 0.3 percent in negative territory, at 16,724, in afternoon trade, a short while ago. The 30-share Sensex has already lost nearly 800 points in the past five trading sessions.

The Indian rupee recovered by 8 paise to 50.67 rupee against US dollar in late morning trade today on mild selling of dollars by banks and exporters. Dealers said, the rupee initially got off to a weak start in view of good demand for the American currency from banks and corporates on the back of a higher dollar in overseas markets. However, the domestic currency recovered afterward due to dollar-selling at current levels by banks and exporters.

The Reserve Bank has cancelled the licence of Maharashtra-based Bhandari Cooperative Bank as the lender has become insolvent. The Reserve Bank of India delivered the order canceling its Licence to the bank as on the close of business on November 11, 2011. The apex bank said in a statement that efforts to revive the bank in consultation with the Maharashtra government have failed and the depositors were being inconvenienced by continued uncertainty.
The Registrar of Cooperative Societies, Maharashtra, has been requested to issue an order for winding up the bank and appoint a liquidator for the bank. The statement said, that on liquidation, every depositor is entitled to repayment of deposits up to a monetary ceiling of Rs 1 lakh from the Deposit Insurance and Credit Guarantee Corporation under usual terms and conditions.

Crude prices fell in Asian trade today as buyers took profits after an overnight rally saw prices surge to five-month highs. New York's main contract, light sweet crude for December delivery, fell 41 cents to 102.18 per barrel dollar. Brent North Sea crude for delivery in January retreated 1.07 dollar to 110.81 dollar a barrel.

The head of the International Monetary Fund (IMF) in Europe has resigned citing personal reasons, amidst the deepening European economic crisis. The Washington-headquartered world body said,Antonio Borges, the Director of the International Monetary Fund's European Department, has notified IMF Managing Director Christine Lagarde of his intention to leave the Fund for personal reasons.
Borges, had taken up his current IMF post in November 2010.
Reza Moghadam, currently Director of the Strategy, Policy, and Review Department, has been appointed as Borges successor. Moghadam is being succeeded by Siddharth Tiwari, who is currently the IMF Secretary.
Both of them are are expected to take up their new duties today.

In Japan, rice with radiation levels exceeding the country's safety limits has been discovered for the first time since the nuclear disaster at Fukushima in the Tsunami earlier this year. The Japanese government is considering banning all shipments from the area where it was detected. Rice with radiation above the official safety limits has been detected in a sample from a farm in Fukushima city. The rice was being prepared for market. However the Chief Cabinet Secretary of Japan said none have been sold.
Radiation was detected in food in Japan in recent months in beef, mushrooms and green tea among other products.
Japan is fighting to tackling the radiation, which spread across eastern Japan by wind and rain following the damage of Fukushima Nuclear complex in the Tsunami.

Russian officials say that 89 crew members of a South Korean bulk carrier have been rescued after a fire broke out on their ship in the Bering Sea off Russia's Far Eastern coast. Officials said the Oriental Angel did not send out a distress signal after crew members failed to put out of the fire near the Chukotka Peninsula early today. The crew escaped on small rafts before being rescued by boats nearby.

In Afghanistan two rockets landed close to the Loya Jirga compound in Kabul this morning, wounding at least one person. The police said the first rocket landed in Bagh-e-Bala area near the Intercontinental Hotel about 500 meters away from the Loya Jirga compound as the tribal elders were gathering to discuss the issue of long term strategic partnership with the United States while the second hit at the crossroads near a police check point. The incident comes just a day after the inauguration of the four day traditional Jirga by Afghan President Hamid Karzai yesterday.
More than 2,000 delegates representing tribal elders of different ethnic groups including all sitting parliamentarians and some former MPs and influential Afghan members of society as well as representatives of women and Afghan refugees have gathered to discuss the issue of the US-Afghan strategic partnership. The insurgents had threatened to attack the Loya Jirga as they are opposing the presence of foreign troops in Afghanistan. Some opposition leaders had also raised questions over the legality of the Loya Jirga terming it as illegal and unconstitutional.

Meanwhile, at least 27 insurgents were killed in six joint operations conducted by the NATO and Afghan forces in Kabul, Kunar, Nangarhar, Kapisa, Kunduz and Kandhar provinces yesterday. Six others were arrested by the Afghan National Police. The Afghan Interior Ministry said a cache of arms and ammunition was also recovered during the operations.

In Puducherry, people from all over the country thronged the Aurobindo Ashram to pay tributes to 'The Mother' at the memorial on the occasion of her 38th death anniversary.
Formerly called Mirra Alfassa, the Mother was the spiritual collaborator of philosopher and freedom fighter Aurobindo. Devotees meditated before the memorial and also visited her room in the ashram premises, where the mother used to carry on her spiritual work. A mass meditation programme was organized by the ashram inmates. Our correspondent reports the birth anniversary is one of the few days in the year when rooms in which the Mother and Sri Aurobindo stayed are kept open for public viewing.

हैदराबाद में सीबीआई की एक अदालत ने एक बड़े खनन कारोबारी और कर्नाटक के पूर्व मंत्री जी० जनार्दन रेड्डी और उनके सम्बन्धी बी. वी. श्रीनिवास रेड्डी की जमानत याचिकाओं को फिर रद्द कर दिया है।ओबुलापुरम् खनन कम्पनी के मालिक जनार्दन रेड्डी और कम्पनी के प्रबंध निदेशक श्रीनिवास रेड्डी ने आठ नवम्बर को सीबीआई की विशेष अदालत में तीसरी बार जमानत की अर्जियां दाखिल करते हुए कहा था मामले की अधिकांश जांच पूरी हो चुकी है और वे दो महीने से रिमांड में चल रहे हैं, तथा वे गवाहों को प्रभावित नहीं कर सकेंगे।

झारखंड के मुख्यमंत्री अर्जुन मुंडा ने कहा है कि पुलिस पाकुर जिले में पचवाड़ा गांव में हुई एक नन की हत्या की जांच कर रही है। यह नन गांव में एक कोयला कम्पनी के खिलाफ विस्थापन के विरोध में आंदोलन चला रही थी।श्री मुंडा आज रांची में पत्रकारों से बातचीत कर रहे थे। केरल की ५२ वर्षीय नन, वल्शा जॉन की मंगलवार को ३५-४० अज्ञात व्यक्तियों ने हत्या कर दी थी। लगभग तीन साल पहले उसने पनेम कोयला कम्पनी के खिलाफ आंदोलन शुरू किया था।

उच्चतम न्यायालय ने आज विशेष सीबीआई अदालतें स्थापित करने की प्रधानमंत्री की सलाह की अनदेखी करने के लिए राज्यों को फटकार लगाई है। न्यायालय ने जोर कहा कि राज्य सरकारें अवमानना की धमकी के तहत ही फैसला लेती हैं।उच्चतम न्यायालय ने यह निर्देश गुजरात उच्च न्यायालय के आदेश को चुनौती देने वाली सीबीआई की एक याचिका पर दिए हैं।

छत्तीसगढ़ के कांकेर जिले में आज नक्सलियों ने करीब एक दर्जन वाहनों को आग लगा दी। पुलिस सूत्रों के अनुसार नक्सलियों ने ११ टै्रक्टरों और सड़क निर्माण कार्य में लगी दो मशीनों को भी आग लगा दी। ये वाहन एक निजी ठेकेदार के थे। पुलिस घटना की जांच कर रही है। कल राज्य के दंतेवाड़ा जिले के बचेली में नक्सलियों ने केंद्रीय औदयोगिक सुरक्षाबल के दो जवानों की हत्या कर दी थी।----

The bail pleas of mining baron and former Karnataka minister Gali Janardhana Reddy and his brother-in-law B V Srinivas Reddy were again rejected by a local court in Hyderabad today. Janardhana Reddy, owner of the Obulapuram Mining Company (OMC) and its's Managing Director Srinivas Reddy had on November 8 moved bail applications in the CBI Special Court for the third time on the grounds that majority of the investigation into the case was over and they were in remand for over two months and would not influence the witnesses. The CBI, probing illegal mining and irregularities in allotment of leases to OMC, had arrested the Reddys on September 5 from Bellary in Karnataka and the duo are presently in judicial custody till November 28.

The government says it is working to put in place a legal framework to control misleading advertisements. Addressing a function on Self Regulation of Advertsiing Content in New Delhi today, the Information and Broadcasting Minister Ambika Soni said that her Ministry is working with the Consumer Affairs and Health Ministry to put in place the framework. She said that it will be a comprehensive and effective mechanism to curb all objectionable advertisments. She stressed the need for greater self regulation in media and entertainment.

Jharkhand Chief Minister Arjun Munda today said police was inquiring into the killing of a nun who spearheaded an anti-displacement stir against a private coal company at Pachwara village in Pakur district. He was talking to reporters in Ranchi today. Fifty two year old Valsha John was hacked to death on Tuesday by about 35 to 40 unidentified persons at her house . She hailed from Kerala's Kudapali village in and came to Pakur 12 years ago. Around three years ago, she began her protest against mining by Panem Coal Company. According to locals, the stir began after villagers feared displacement following mining. Meanwhile, the mortal remains of the nun was today laid to rest at Dudhiyani in Dumka district.

Food inflation eased to 10.63 per cent for the week ended November 5, from 11.81 per cent in the previous week, even as prices of agricultural items, barring onions and wheat, continued to rise on an annual basis. Food inflation, as measured by the Wholesale Price Index, had stood at 11.41 per cent in the corresponding week of the previous year.

Government today said that all cities having a population of more than 20 lakhs will soon have metro rail facility. Briefing reporters in New Delhi, Urban Development Minister Kamal Nath said that Detailed Project Report, for the projects in Ludhiana, Pune, Ahmedabad and Lucknow have already been finalized. The Minister informed that projects for the Kochi and line three of the Mumbai metro will be sent for cabinet approval within the next two weeks.
"On the DMRC model, we are looking at Kochi Metro. We will be taking this to the cabinet shortly. Inter ministerial consultations on the DPR for the Mumbai Metro line-1 Metro Mumbai is in the PPP mode.
