नई दिल्ली में आज भारत और पाकिस्तान के गृह सचिवों की दो दिन की बातचीत शुरू हुई। इसमें मुख्य रूप से मुम्बई के आतंकी हमलों की जांच में हुई प्रगति और इन हमलों में शामिल आतंकवादियों की आवाज के नमूने सौंपे जाने पर चर्चा की जाएगी। बातचीत में पाकिस्तान के गृह सचिव चौघरी कमरज+मा छह सदस्यों के प्रतिनिधिमंडल का नेतृत्व कर रहे हैं। वे केन्द्रीय गृह सचिव जी के पिल्लै के साथ कई मुद्दों पर विचार करेंगे। सीमापार आतंकी शिविरों को नष्ट करने और समझौता एक्सप्रेस के विस्फोटों के सिलसिले में जांच की प्रगति पर भी चर्चा होगी। हमारे संवाददाता ने बताया है कि मुम्बई में नवम्बर २००८ के आतंकी हमलों के बाद ये दोनों देशों के बीच पहली व्यवस्थित वार्ता है। आशा है कि भारत पाकिस्तान से कहेगा कि वह इंडियन मुजाहिदीन आतंकवादियों और पाकिस्तान में रह रहे अंडर वर्ल्ड डॉन दाउद इब्राहिम को भारत के सुपुर्द करे। आशा है कि भारत यह भी मांग करेगा कि पाकिस्तान से जाली भारतीय नोटों के आने पर प्रतिबंध लगाया जाए। बताया गया है कि मोहाली में भारत-पाकिस्तान क्रिकेट मैच के अवसर पर दोनों देशों के प्रधानमंत्रियों की अलग से बातचीत होगी। इस कारण इस वार्ता से आशाएं और बढ़ गई हैं।

उच्चतम न्यायालय ने सरकार से कहा है कि वह पुणे के घुड़साल मालिक हसन अली खान के काले धन के मामले में राष्ट्रीय सुरक्षा के पहलू के संबंध में जांच-पड़ताल की जानकारी दे। न्यायालय ने काले धन के स्रोतों पर ध्यान न देने के मामले पर जांच एजेंसियों के काम पर असंतोष भी व्यक्त किया है। उच्चतम न्यायालय ने राय जाहिर की है कि प्रवर्तन निदेशालय ने जांच की स्थिति के बारे में जो रिपोर्ट दी है उसे देखते हुए चुप रहना बहुत कठिन है।

सीबीआई, टू जी स्पेक्ट्रम घोटाले में पूर्व दूरसंचार मंत्री ए राजा और उसके कुछ सहयोगियों के खिलाफ इस सप्ताह अपना पहला आरोपपत्र दाखिल कर देगी। राजस्व विभाग को कथित रूप से अरबों रूपये का नुकसान पहुंचाने के आरोप में कुछ रीयल एस्टेट कंपनियों के खिलाफ भी आरोपपत्र दाखिल किया जाएगा। सीबीआई सूत्रों के हवाले से हमारे संवाददाता ने बताया कि इस आरोपपत्र में राजस्व विभाग को हुए नुकसान को शामिल नहीं किया जाएगा, क्योंकि भारतीय दूरसंचार नियामक प्राधिकरण ने वर्ष २००१ और वर्ष २००८ के बीच स्पेक्ट्रम ऑपरेटरों को स्पेक्ट्रम आवंटन से हुए नुकसान का आकलन करने की प्रक्रिया अभी पूरी नहीं की है। वर्ष २००७-२००८ के दौरान तत्कालीन दूरसंचार मंत्री ए राजा द्वारा स्पेक्ट्रम आवंटन के मामले में कथित आपराधिक षड़यंत्र का मामला भी आरोपपत्र में शामिल होगा।

आन्ध्रप्रदेश विधानसभा में आज भी विशेष आर्थिक क्षेत्र के लिए आवंटित भूमि के मुद्दे को लेकर सत्तारूढ़ और विपक्ष ने जबर्दस्त शोरशराबा किया और इस दौरान कई मंत्री भी एकदूसरे से उलझ पड़े। कृषि मंत्री वाई० एस० विवेकानन्द रेड्डी ने विपक्षी सदस्यों के साथ धक्का-मुक्की भी की। विपक्षी दल तेलगुदेशम पार्टी, भूमि आवंटन में घोटले की जांच के लिए संयुक्त विधायी समिति के गठन की मांग को लेकर पिछले एक सप्ताह से सदन की कार्यवाही में बाधा डाले हुए है। सदन की कार्यवाही के प्रारम्भ में ही इन मुद्दों को लेकर शोरशराबा होने लगा और उपाध्यक्ष श्री एन० मनोहर ने उत्तेजित सदस्यों को शान्त करने की कोशिश की और उनसे अनुरोध किया कि वे कार्यसूची के अनुसार अपनी बात रखें। स्थिति को देखते हुए उपाध्यक्ष ने कुछ समय के लिए सदन की कार्यवाही स्थगित कर दी।

तमिलनाडु में विधानसभा चुनावों के लिए प्रचार जोर पकड़ रहा है। राजनीतिक दल अंतिम दौर के प्रचार के लिए अपनी रणनीति बनाने में व्यस्त हैं। नामांकन-पत्रों की आज जांच की जा रही है। हमारे संवाद्दाता ने खबर दी है कि सभी जिलों में अर्ध सैनिक बलों की १५० से अधिक कम्पनियां तैनात की गई हैं। संवेदनशील मतदान केन्द्रों पर सुरक्षा व्यवस्था और कड़ी की जाएगी।
राज्य में १३ अप्रैल को होने वाले विधानसभा चुनाव के लिए साढ़े चार करोड़ से अधिक मतदाता अपने मताधिकार का प्रयोग करेंगे। इस चुनाव में नौजवानों में खासा जोश देखा जा रहा है। वे अपने अन्य युवा साथियों को वोट देने के लिए प्रेरित कर रहे हैं। युवाओं के दल चुनाव के महत्व को बताते हुए राज्य के विभिन्न हिस्सों में जुलूस निकाल रहे हैं। विभिन्न समाचार चैनल भी नेताओं के प्रचार अभियान की तस्वीरें पेश कर रहे हैं ताकि लोग सही उम्मीदवार का चुनाव कर सकें।

पुडुच्चेरी में राजनीतिक दलों के नेता और उम्मीदवार घर-घर जाकर चुनाव प्रचार में लगे हैं। वहां विधानसभा की तीस सीटों के लिए चुनाव होना है। तीन सौ ७४ उम्मीदवारों ने नामाकंन पत्र भरे हैं जिनकी आज जांच की जा रही है। कांग्रेस के नेतृत्व वाले सत्ताधारी गठबंधन का पूर्व मुख्यमंत्री एन रंगास्वामी के नेतृत्व वाले मोर्चे से मुकाबला है। कांग्रेस पार्टी ने डीएमके, पीएमके और वीसीके दलों के साथ गठबंधन किया है जबकि एन आर कांग्रेस के मोर्चे में ए आई ए डीएमके, डीएमडीके और सीपीआई शामिल हैं।

असम में ११ अप्रैल को होने वाले विधानसभा चुनाव के दूसरे चरण के लिए नाम वापिस लेने का आज आखिरी दिन है। इस चरण में ६४ सीटों के लिए वोट डाले जाएंगे। राज्य चुनाव कार्यालय के सूत्रों ने बताया कि ५२१ नामांकन-पत्र जांच के बाद वैध पाए गए हैं। इस बीच, चार अप्रैल को होने वाले पहले चरण के मतदान के लिए प्रचार ने जोर पकड़ लिया है।
चार अप्रैल को होने वाले पहले चरण के मतदान के लिए प्रचार के केवल पांच दिन बचे हैं। विभिन्न राजनीतिक दलों के प्रचार ने तेजी पकड़ ली है। उम्मीदवार घर-घर जाकर लोगों से मिल रहे हैं। विभिन्न राजनीति दलों के बड़े नेता भी प्रचार में जुटे हुए हैं। केन्द्रीय वित्त मंत्री प्रणब मुखर्जी कांग्रेस उम्मीदवार के पक्ष में प्रचार के लिए आज शाम बराक घाटी पहुंच रहे हैं। प्रधानमंत्री डॉक्टर मनमोहन सिंह प्रचार के लिए दो अप्रैल को राज्य का दौरा करेंगे। वरिष्ठ भाजपा नेता लालकृष्ण आडवाणी और सुषमा स्वराज भी राज्य में प्रचार के लिए जाएंगे। सत्तारूढ़ कांग्रेस पार्टी चुनाव प्रचार में शांति और विकास का मुद्दा उठाएगी, जबकि भाजपा और असम गण परिषद सहित विपक्षी दल भ्रष्टाचार मिटाने और अच्छी सरकार देने जैसे मुद्दे रखेंगे। राज्य में प्रतिबंधित संगठन उल्फा और एनडीएफबी की धमकी को देखते हुए सुरक्षा के कड़े उपाय किए गए हैं।
असम में चार अप्रैल को होने वाले पहले चरण के मतदान में अब केवल एक सप्ताह का ही समय बचा है, लेकिन इस बार वैसी चुनावी रंगत नजर नहीं आ रही है, जैसी पहले देखी जाती थी। न तो डिब्रुगढ़ शहर में पोस्टरों का रैला है, और न ही लाउडस्पीकर से ही चुनाव प्रचार किया जा रहा है। नेताओं की जगह असमी फिल्मों के पोस्टर शहर में अधिक नजर आ रहे हैं। चुनाव प्रचार खामोशी के साथ चल रहा है। नारों का शोर भी दबा दबा है और बढ़ चढ़कर वायदे और दावे भी नहीं किये जा रहे हैं। चुनाव आयोग की चाबुक ने इस बार गणतंत्र और गणतंत्र के प्रभाव को रोकने के लिए अभूतपूर्व उपाय किये। चुनाव आयोग की अभूतपूर्व चुनाव व्यवस्था के भीतर रहकर ही राजनेता आरोप-प्रत्यारोप लगा रहे हैं और मतदाताओं को लुभाने का प्रयत्न कर रहे हैं।

उधर, निर्वाचन आयोग ने पश्चिम बंगाल में विधानसभा चुनावों के दौरान कानून और व्यवस्था की स्थिति पर नजर रखने के लिए निर्वाचन आयोग ने पुलिस प्रेक्षक तैनात करने का फैसला किया है। राज्य चुनाव विभाग के सूत्रों के अनुसार नामांकन प्रक्रिया पूरी हो जाने के बाद पुलिस प्रेक्षक राज्य में पहुंच जायेंगे। इनमें से दो प्रेक्षक उत्तर बंगाल के दार्जिलिंग और जलपाईगुडी जिलों में तैनात किये जायेंगे। बाकी दस को पश्चिम बंगाल के जिलों में निगरानी का काम सौंपा जायेगा।
इस बीच, उम्मीदवारों के खर्च पर नजर रखने के लिए नौ पे्रक्षक उत्तर बंगाल पहुंच गए हैं जहां अगले महीने की १८ तारीख को पहले चरण का मतदान होगा। इसके अलावा उत्तर बंगाल के छह जिलों में पहले चरण के मतदान में ५४ सीटों पर नजर रखने के लिए २८ सामान्य प्रेक्षक तैनात किये जायेंगे।

तटरक्षक बल, इस वर्ष देश के विभिन्न भागों में ४६ तटरक्षक निगरानी केन्द्र स्थापित कर रहा है। तटवर्ती क्षेत्रों की सुरक्षा को मजबूत करने के उद्देश्य से ये यह उपाय किये जा रहे हैं। कोच्चि में आज तटरक्षक बल की दो गश्ती नौकाओं के जलावतरण समारोह को सम्बोधित करते हुए बल के महानिदेशक वाइस एडमिरल अनिल चौपड़ा ने कहा कि अगले वर्ष तक तटरक्षक केन्द्रों की संख्या ४० तक पहुंच जायेगी। उन्होंने कहा कि वर्ष २०१२ तक १५ और हवाई इकाइयां स्थापित की जायेंगी।
वाइस एडमिरल चौपड़ा ने कहा कि अगले कुछ वर्षों के भीतर तटरक्षक बल के पास दो सौ जहाज और एक सौ विमान हो जायेंगे। फिलहाल इसके पास ७६ जहाज और ४५ विमान हैं।

भारतीय नौसेना ने कल अरब सागर में लक्ष्यद्वीप के पास सोमालिया के १६ समुद्री डाकुओं को पकड़ लिया। रक्षा मंत्रालय के प्रवक्ता कैप्टन एम नांबियार ने मुंबई में बताया कि नौसेना ने उनके साथ तीन घंटे की भिड़ंत के बाद एक अपहृत जहाज के १६ कर्मचारियों को छुड़वाया। इनमें १२ ईरानी और चार पाकिस्तानी नागरिक हैं।
नौ सेना और तटरक्षक बल ने पिछले १५ दिन में अरब सागर में दूसरी बार समुद्री डाकुओं का हमला विफल किया है। नौ सेना ऑपरेशन आइलैंड वाच के तहत कई महीने से लक्ष्यद्वीप की निगरानी कर रही है।

नाटो ने लीबिया में सभी अन्तर्राष्ट्रीय अभियानों की कमान संभाल ली है। इनमें सैनिक कार्रवाई, उड़ान वर्जित क्षेत्र की व्यवस्था लागू करना, लीबिया को हथियारों की पाबंदी पर अमल करवाना और नागरिकों को सुरक्षा प्रदान करने के उपाय शामिल हैं। नाटो के महासचिव एन्डर्स फॉग रासमुसन ने ब्रसल्स में जारी बयान में कहा कि नाटो संयुक्त राष्ट्र प्रस्तावों के सभी पहलुओं को लागू करेगा। श्री रासमुसन ने कहा कि नाटो ने संयुक्त राष्ट्र प्रस्ताव के अनुसार समुद्री और हवाई कार्रवाई की पूरी योजना पर अमल शुरू कर दिया है।
उन्होंने कहा कि नाटो के दस्तों ने लीबिया को हथियारों की सप्लाई पर पूरी रोक सुनिश्चित कर दी है और उड़ान वर्जित क्षेत्र की व्यवस्था लागू कर दी है, बाकी कार्रवाइयां चल रही हैं। श्री रासमुसन ने कहा कि लीबिया के लोगों को सुरक्षा प्रदान करने के लिए वे अपने अन्तर्राष्ट्रीय और क्षेत्रीय सहयोगियों के साथ तालमेल बनाये हुए हैं। उन्होंने कहा कि नाटो के ऑपरेशन कमांडर से कहा गया है कि वे तुरन्त कार्रवाइयों तमाम को अंजाम दें।

इस बीच, लीबिया में अमरीकी और यूरोपीय लड़ाकु विमानों ने सिरते शहर पर जबर्दस्त बमबारी की। सिरते, कर्नल गद्दाफी का नगर है। खबर है कि विद्रोही, कर्नल गद्दाफी की सेना की ओर बढ़ रहे हैं। पश्चिमी देशों के समाचार माध्यमों ने खबर दी है कि आज सुबह सिरते शहर में ९ धमाके हुए। कल भी इसी तरह के धमाके हुए थे, जिससे भयभीत होकर लोग शहर छोड़ रहे हैं।
विपक्ष के प्रवक्ता शमसी अब्दुल मौला ने अल-जजीरा को बताया है कि कल रात साढ़े ११ बजे विद्रोही शहर में घुस गये थे। उन्हें किसी विरोध का सामना नहीं करना पड़ा। लीबिया के पश्चिमी क्षेत्र के नगर मिसराता में घमासान जारी है।

अफगानिस्तान के पूर्वी सूबे पकतिया में एक आत्मघाती बम विस्फोट में कम से कम बीस लोग मारे गए और लगभग पचास व्घायल हो गए। अफगान आंतरिक मामलों के मंत्रालय ने कहा है कि बड़ी मात्रा में विस्फोटकों से लदे ट्रक से तीन आतंकवादियों ने कल देर रात यह हमला किया। ये हमलावर विस्फोट करने से पहले एक सड़क निर्माण कंपनी के परिसर में घुस गए। सूबे के गवर्नर के प्रवक्ता ने बताया कि मरने वालों में इंजीनियर, निर्माण कर्मचारी और सुरक्षा गार्ड शामिल थे। तालिबान ने इस हमले की जिम्मेदारी ली है। पाकिस्तान के पूर्वी वजीरिस्तान से अपनी हरकतों को अंजाम देने वाले अलकायदा से संबंधित हक्कानी नेटवर्क पकतिया सूबे में खासतौर पर सक्रिय है। यह गुट तालिबान के प्रति वफादारी रखता है और इस पर अफगानिस्तान में कुछ बड़े घातक हमले करने का आरोप है।

जापान में तीसरे सप्ताह भी परमाणु संकट जारी है। क्षतिग्रस्त फुकुशीमा दाई-ची परमाणु बिजली घर के परिसर से आयोडीन एक सौ ३१ के कारण बहुत अधिक विकिरण समुद्र में फैल रहा है। परमाणु और औद्योगिक सुरक्षा एजेंसी के प्रवक्ता हाइडहीको निशीयामा ने संवाददाताओं को बताया कि पहले के मुकाबले समुद्र में प्रदूषण लगभग एक दशमलव छः किलोमीटर और उत्तर की ओर फैल गया है। यूनिट पॉंच और यूनिट छः से पास के ही समुद्री क्षेत्र में समुद्र में सामान्य के मुकाबले एक हजार एक सौ पचास गुना अधिक रेडियोधर्मी आयोडिन-१३१ फैल गया है। संयंत्र के निकट समुद्री पानी में रेडियोधर्मिता पिछले सप्ताह सामान्य से लगभग एक हजार दो सौ पचास गुना अधिक पाई गई और सप्ताह के अंत में यह सामान्य से एक हजार आठ सौ पचास गुना अधिक हो गई ।
इस बीच, कर्मचारियों ने आज से यूनिट संख्या ६ की इमारतों से सैंकडों टन रेडियोधर्मी पानी हटाने का मुश्किल काम फिर शुरू कर दिया है। परमाणु सुरक्षा अधिकारियों का कहना है कि संयंत्र को ठंडा करने की व्यवस्था संबंधी काम जारी रखने से पहले पानी को हटाना और सुरक्षित जगह पर पहुचाना जरूरी है।
आज इस क्षेत्र में तेज भूकंप के झटके महसूस किये गये जिसकी वजह से तड़के त्सुनामी से सतर्क रहने की चेतावनी दी गई।

देश में वर्ष २००६ में बाघों की संख्या एक हजार, ४११ थी जो बढ़कर वर्ष २०१० में एक हजार, ७०६ हो गई। नई दिल्ली में आज बाघों की गणना से सम्बन्धित ताजा आंकड़े जारी करते हुए पर्यावरण मंत्री जयराम रमेश ने कहा कि इनमें सुन्दरबन के ७० बाघ भी शामिल हैं, जिन्हें पिछली गणना में शामिल नहीं किया गया था। बाघ परियोजना के लिए अधिक वित्तीय प्रावधान की अपील करते हुए श्री रमेश ने कहा कि विकास और पर्यावरण के उद्देश्यों के बीच संतुलन होना चाहिए।

Progress in the probe into Mumbai terror attacks and handing over of voice samples of terrorists involved in these attacks is high on the agenda of Home Secretary level talks between India and Pakistan that began in New Delhi today. Pakistan Interior Secretary Chaudhary Qamar Zaman is leading a six member delegation to discuss a wide range of issues with Home Secretary G.K Pillai. The two day talks will also cover dismantling of terror camps across the border and progress of Samjhota blasts probe. Our correspondent covering the talks reports that this is the first structured dialogue between the two countries after the Mumbai terror attacks in November, 2008 in which India is likely to ask Pakistan to hand over Indian Mujahideen terrorists and under world Don Dawood Ibrahim taking shelter in that country besides checking the inflow of fake Indian currency notes. With the Prime Ministers of the two countries said to meet on the sidelines of India Pakistan Cricket Match at Mohali, expectations from the talks have increased. The Pakistan Interior Secretary told reporters on his arrival yesterday that the Home Secretary level meeting is aimed at promoting and strengthening peace between the two countries and pleaded for relaxation of the VISA regime. He said Pakistan has appreciated Prime Minister Dr. Manmohan Singh's invitation to President Zardari and Premier Yusuf Raza Geelani to witness the Indo-Pak World cup semi final. The Pakistani Prime Minister has reciprocated by saying that he will be coming to witness the match at Mohali on Wednesday.

The Supreme Court today asked the government to apprise it on the investigation concerning the national security aspect in the black money case involving Pune stud farm owner Hasan Ali Khan. The apex court also expressed dissatisfaction over the probe agencies not looking into sources of blackmoney. The Supreme court opined that going by the status report submitted on the probe by the Enforcement Directorate, it is very difficult to be calm and quiet.

The CBI will file this week its first charge sheet into the 2G spectrum scam against former Telecom Minister A Raja and some of his close aides besides a couple of real estate companies for allegedly defrauding the exchequer. According to CBI sources, the extent of loss to the state exchequer may not be included in this charge sheet as the Telecom Regulatory Authority of India (TRAI) was yet to complete the process of ascertaining the loss on allocation of spectrum to all operators between 2001 and 2008. The charge sheet would cover the alleged criminal conspiracy behind the allocation of spectrum during 2007-08 by Raja, the then Telecom Minister.
The CBI had last year informed the Apex Court that it would be filing the first set of charge sheet by March 31st which will include the investigations made by the agency as well as by the Enforcement Directorate in the case.

The Andhra Pradesh Legislative Assembly today witnessed unruly scenes with members of the Opposition and the ruling parties including Ministers indulging in scuffles on the issues of land allocation to Special Economic Zones in the State. Our correspondent report, Agriculture Minister Y.S. Vivekananda Reddy came to near blows and pushing the Opposition members leading to pandemonium in the House.
Andhra Pradesh Assembly has today witnessed unprecedented scenes following near brawl between ruling Congress party members including ministers and the members of main opposition telugu Desam Party. The incident took place when Agriculture Minister Y.S. Vivekananda Reddy tried to jostle the TDP MLAs as they held placards that belittle late Chief Minister Y.S Rajasekhra Reddy seeking a Joint Legislature Committee to look into alleged misappropriations during his rule. Minister Vivekananda Reddy, brother of late Rajasekhara Reddy rushed to opposition benches and tore away the placards. The jostlings of TDP members Ch Prabahkara Rao led to pandemonium in the house as a group of ruling congress and TDP members entered allegations and counter allegations using unparliamentarily words and pushing each other. Amidst din, deputy Speaker N.Manohar adjourned house for some time to cool the tempers of the members. Later, the TDP has demanded the government to berthruff the minister from the state cabinet and take action under the privileges of members.

In Maharashtra, the opposition today continued to boycott the Legislative Assembly proceedings over suspension of nine Shiv Sena-BJP MLAs by the government last week. The ruling and the Opposition leaders met in Speaker Dilip Wasle Patil's chamber this morning to resolve the deadlock.
Chief Minister Prithviraj Chavan, Deputy Chief Minister Ajit Pawar, leaders of Opposition in the Legislative Assembly and the Council Eknath Khadse and Pandurang Phundkar and group leaders of other parties were present in the meeting. The nine suspended legislators were also present in the meeting despite the order last week, which bars their entry into the premises till the 31st of December, 2011.

In Assam, today is the last day of withdrawal of nominations for the second phase of polls scheduled to be held in 64 constituencies on 11th of the next month. AIR correspondent reports, the nominations of 521 candidates were found to be valid after scrutiny for this phase of polling.
Only five days remaining for electioneering for the first phase of polling on 4th of the next month, the campaigning by different political parties reached its tempo. The candidates are busy with door-to-door campaigning and street corner meetings. Election meetings by leaders of political parties have geared up. The Union Finance Minister Pranab Mukherjee is arriving at Guwahati this evening to campaign for the congress nominees in different constituencies of Barak Valley. The Prime Minister Dr. Manmohan Singh is scheduled to arrive in the state for campaigning on 2nd April. Top BJP leaders, including L.K. Advani and Sushma swaraj are also arriving in the State for campaigning. While the ruling Congress has taken up peace and development as the main poll plank, the opposition parties, including the BJp and AGP have raised corruption and good governance as their prime poll issues.

In Puducherry, door-to-door campaign continues to be the trend adopted by leaders of political parties and candidates to woo the voters in all the 30 Assembly constituencies. The nominations of the 374 candidates who have filed their papers for contesting the polls are being scrutinized today. AIR Correspondent reports that being a small Union Territory with an electorate of just over eight lakh ten thousand voters, candidates rely on direct contacts with the voters.
Unlike neighbouring Tamil Nadu, the main Dravidian parties play second fiddle to the National party in the Union territory. The Congress has been the dominant player in Puducherry politics for many years. This time around also the party leads the front, contesting 17 seats. while its allies including the DMK are contesting in 13. The Former Chief Minister Mr. N.Rangaswamy, was a congressmen till two months ago, when he decided to beak away and form a party of his own following differneces with the local party leaders. Despite starting the NR congress jsut before the elections. he has managed to head the alliance contesting 17 seats. With constituencies being small having a maximum of 31,000 voters, candidates prefer door to door campaign to meet the voter face to face to garner voter.

In Afghanistan, at least 20 people have been killed and about 50 injured in a suicide bomb explosion in eastern province of Paktika. The Afghan Interior Ministry today said three militants carried out the attack late yesterday using a truck carrying a large amount of explosives. The attackers shot their way into the compound used by a road construction company before detonating the bomb. Spokesman for the provincial governor, said engineers, construction workers and security guards were among those killed in the blast. The Taliban has claimed responsibility for the attack. The Al Qaeda-linked Haqqani network, which is based in North Waziristan in Pakistan, is particularly active in Paktika. The group is loyal to the Taliban and has been blamed for some of the deadliest attacks in Afghanistan.

The 28-member NATO has announced to take over all the international operations in Libya, including military operations to enforce no-fly-zone, enforcement of arms embargo and civilian protection. NATO Secretary General Anders Fogh Rasmussen said in a statement in Brussels that, NATO will implement all aspects of the UN Resolution. Rasmussen said the alliance has put together a complete package of operations in support of the United Nations Resolution by sea and by air.

A series of powerful explosions in Libya today shook Muammar Gaddafi's tribal homeland of Sirte as US and European warplanes pounded the city. The rebels are reported to have advanced against Gaddafi's forces. Western media reports said, Nine explosions were heard in the city early today. The latest blasts followed two explosions yesterday which has already triggered a mass exodus from the Sirte town. Opposition spokesman Shamsi Abdul Molah told Al-Jazeera that the rebels had moved into the city at 11.30 pm last night.

In Germany, Chancellor Angela Merkel's Christian Democratic Union suffered a crushing defeat at the hands of the anti-nuclear Green Party in the southern state of Baden Wuerttemberg. The poll results come as a big blow for Merkel's party that ruled the state for half a century indicating that the country's political landscape has changed dramatically. The Green party is set to form the first government under its leadership in Baden Wuerttemberg after winning 24.1 per cent of the votes, more than double the votes polled in the last elections in 2006.

In Japan, the nuclear crisis continues for the third week with increased concerns of highly radioactive iodine seeping from the damaged Fukushima Dai-ichi nuclear power plant complex into the sea. Hidehiko Nishiyama, spokesman for the Nuclear and Industrial Safety Agency, told reporters that, new readings show contamination in the ocean has spread about 1.6 kilometers farther north of the nuclear site than before. Radioactive iodine-131 was discovered just offshore from Unit 5 and Unit 6 at a level 1,150 times higher than normal. Closer to the plant, radioactivity in seawater tested about 1,250 times higher than normal last week and climbed to 1,850 times normal over the weekend. The nine magnitude earth quake and Tsunami on the 11th of this month had knocked out power to the system that cools the dangerously hot nuclear fuel rods.

The Human Rights Group, Amnesty International, says that nearly eighteen thousand people were under death sentences across the world at the end of last year. It says, that China remains the world's most frequent executioner, followed by Iran, North Korea, Yemen, the United States, Saudi Arabia and Libya. Amnesty says that in many countries, death penalty is used disproportionately against the poor and minority communities. During the last decade, thirty one countries have abolished capital punishment either in law or in practice.

Pakistani cricketers have been warned not to indulge in any match-fixing by their Interior Minister Rehman Malik who said in Karachi, that he was keeping a close watch on their activities. The warning comes ahead of Wednesday's crucial Indo-Pak World Cup semi-final at Mohali.

The Sensex at the Bombay Stock Exchange surged 197 points, or 1.1 percent, to cross the 19,000-point mark, at 19,013, in afternoon deals, a few minutes ago, amid continued buying by foreign funds and retail investors, on expectations of better fourth quarter corporate results. Earlier, in the morning, the Sensex had opened 90 points higher, at 18,905. The benchmark index has already rallied more than 975 points in the last four trading sessions. But stock markets in Japan, South Korea, Singapore, Hong Kong, Taiwan and Indonesia were down by between 0.1 percent and 0.8 percent, today.

The tiger population in the country has risen to 1,706 in 2010 from 1,411 in 2006. Releasing the latest Tiger Census in New Delhi, today environment minister Jairam Ramesh said that the figure also includes 70 tigers from the Sunderban region which were not enumerated in the previous census. He highlighted that poaching, mining mafias, realty sector and other development dynamics pose a serious threat to conservation of tigers in the country. Calling for greater allocation to Project Tiger, Mr Ramesh said that there is a need to strike a balance between growth and environmental objectives. He also said, India cannot hold significant number of tigers and some of the major tiger reserves including Corbett, Ranthambore and Pench are already touching their carrying capacity. He added that States which have declared buffer zones around Tiger reserves have done well in conservation. The 2006 Census had shown a sharp fall in the number of tigers in protected areas- reserves, national parks and wildlife sanctuaries in 19 states across the country.

The ambitious 1,656 crore rupees Yamuna Action Plan-III will come up for the approval of the union cabinet soon. The objective is to address the problems caused by pollution in the river in Delhi. Environment Minister Jairam Ramesh met Delhi Chief Minister Sheila Dikshit and Haryana chief minister Bhupinder Singh Hooda to discuss the measures to be taken to clean the Yamuna. Mr Ramesh later told reporters that the project is funded by the Japanese Government . The minister said under the Yamuna Action Plan-III, the existing sewage treatment network in Delhi will be modernised in a very big way.
