An all-party meeting will be held tomorrow to evolve the consensus on the issue. The bill is likely to come up for approval in Parliament on the 20th of this month. This was informed by Pawan Kumar Bansal while talking to reporters out side parliament yesterday. While the government says, it is committed to pass the Bill in the current session to deal with corruption effectively, opposition is in favour of bringing the Prime Minister and the Lower Bureaucracy under Lok Pal. The Congress said, it is unfortunate that Political opportunism by opposition parties has overruled the values of Parliamentary democracy. Talking to reporters yesterday in New Delhi, Congress General Secretary Digvijay Singh alleged that the intent of Team Anna's campaign against corruption is political.S/B of Digvijay SinghThe intent of this whole Anna team is political. Corruption is not the issue, their issue is how to create an environment against the Congress Party. They don't see corruption in Uttar Pradesh. They don't see corruption in Uttrakhand. The Congress party stands committed to bring a strong Lokpal Bill.Reacting to Team Anna's Open Debate on the Bill, Information and Broadcasting Minister Ambika Soni charged the Opposition of double speak and said that political leaders should not have participated in the open debate. She was talking to reporters outside Parliament.On the other hand, BJP maintained that it has not shown any disrespect to Parliament by participating in an open debate . This was stated by Food and Public Distribution Minister K V Thomas while talking to reporters outside Parliament. He said that the Bill is likely to be introduced in this session of Parliament. Mr. Thomas said that the Bill aims to cover about half of the Urban population and about two third of the rural population for the entitled food grains.Earlier, Mr. Thomas told Rajya Sabha that under the new bill, the distribution, evaluation and deciding the particular sectors had almost been entrusted to Panchayati Raj institutions.[]><><><[]The Lok Sabha has passed the amendments to the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962. The amended legislation provides for deterrent punishment to the culprits. Replying to the discussion, the Minister of State for Petroleum and Natural Gas, Mr. R.P.N. Singh said the amendment to the act was necessary to prevent pilferage of petroleum by organized gangs and saboteurs.[]><><><[]Today is the 10th anniversary of Terror attack on the Parliament. On this day in 2001, terrorists belonging to Jaish-e-Mohammed stormed into Parliament which was in session. Security personnel bravely fought back and foiled their nefarious attempt and eliminated five Jaish-e-Mohammed terrorists. Six security men, four Delhi Police personnel and one each from the CRPF and Parliament watch-and-ward staff were killed . An special programme will be organized in the Parliament to remember the martyrs.[]><><><[]The CBI has filed the third charge sheet in connection with the 2G Spectrum allocation scam. It has filed charge sheet against five persons including two promoters of a Mumbai based private Telecom Group in a Delhi Court . Essar Group promoters Anshuman and Ravi Ruia were among the five persons. Besides Ruias, the CBI also charged Essar Group director Vikas Saraf, Loop Telecom promoters Kiran Khaitan and her husband I P Khaitan. The agency also named three companies-- Loop Telecom Pvt Ltd, Loop Mobile India Ltd and Essar Tele Holding as accused in the case. All of them have been charge sheeted under criminal conspiracy and cheating of the IPC. Essar group in a statement, denied all allegations against its officials and the company.[]><><><[]The Telecom Ministry said, it will soon take action against service providers who have entered into roaming agreements for 3G services, as pacts violate licence terms and conditions. Telecom Secretary R Chandrashekhar said, in New Delhi yesterday that the Ministry had received the views of the Law Ministry, among others, on the matter. According to official sources, the DoT had said that the roaming agreement among telecom companies for 3G services will lead to a significant loss of revenue for the government.[]><><><[]The Supreme Court directed state governments to build adequate number of night shelter to ensure that no homeless person has to sleep under sky this winter. A bench of justices Dalveer Bhandari and Justice Dipak Misra asked the governments to file their detailed report on the status of night shelters which are operating in their states by January 3 next year.The bench, which passed separate orders for different states, asked the Chief Secretaries to ensure construction of sufficient number of shelters for the homeless and poor people.[]><><><[]Delhiites today woke up to chilly morning and the national capital witnessed shallow fog in some areas. Mr Quairshi said people should act as watch dogs in checking use of black money in the polls. He said election Commission would soon come up with a Systematic Voters’ Education and Electoral Participation wing that rolls out comprehensive community outreach and multi-media campaigns to bring all citizens in to electoral participation.[]><><><[]The Supreme Court is to consider the pleas of Kerala and Tamil Nadu in the politically sensitive Mullapperiyar dam safety issue today. Meanwhile, in Kerala as per a recent resolution passed by the state assembly, Kerala is asking for immediate reduction of the water level of the dam to 120 feet on safety grounds and construction of a new dam in place of the existing one.In Tamil Nadu, DMK President and former Chief Minister M. Karunanidhi sought an amicable solution on the issue of Mullaperiyar dam. Delivering a speech on the completion of the day long hunger protest by the DMK yesterday , he said that it was unnecessary for the people of Kerala to be anxious, since the Mullapeiryar dam had been strengthened thrice since 1994, using 12 thousand tonnes of concrete.[]><><><[]US President Barack Obama said the United States and Iraq were about to turn the page and begin a new chapter in their relations. सन् २००१ में आज ही के दिन संसद भवन पर हुए आतंकवादी हमले में शहीद हुए सुरक्षाकर्मियों को आज संसद के दोनों सदनों में श्रद्धांजलि अर्पित की गई। लोकसभा अध्यक्ष मीरा कुमार ने सभी रूपों में आतंकवाद के खतरे का सामना करने के प्रयास तेज करने और देश की एकता, अखण्डता तथा प्रभुसत्ता की रक्षा की शपथ दोहराने का आग्रह किया।इस मौके पर हम किसी भी तरह के आतंकवाद से लड़ने के प्रति अपना संकल्प व्यक्त करते है और अपनी मातृभूमि की एकता, अखण्ता और संप्रभुता की रक्षा करने की अपनी प्रतिबद्धता दोहराते हैं।''
राज्यसभा में सभापति मोहम्मद हामिद अंसारी ने संसद भवन में आतंकवादियों को घुसने से रोकने की कोशिश में सुरक्षाकर्मियों के बलिदान को याद किया। उन्होंने सदस्यों से आग्रह किया कि वे मिलकर इस घटना की भर्त्सना करें। शहीदों की याद में दोनों सदनों में सदस्यों ने मौन रखा।
संसद भवन के प्रांगण में आयोजित विशेष समारोह में उपराष्ट्रपति मोहम्मद हामिद अंसारी ने इन सुरक्षाकर्मियों को राष्ट्र की ओर से
श्रद्धांजलि अर्पित की। उपराष्ट्रपति ने आतंकवाद से लड़ने का दृढ़ संकल्प व्यक्त किया।
हम एक बार फिर आतंकवाद से लड़ने की अपनी दृढ़ प्रतिबद्धता दोहराते है और अपने देश की एकता और अखंडता की रक्षा करने के लिए खुद को फिर से समर्पित करते हैं।''
प्रधानमंत्री डॉ० मनमोहनसिंह ने शहीदों के चित्रों पर पुष्पांजलि अर्पित की। लोकसभा अध्यक्ष मीरा कुमार, केन्द्रीय मंत्रिमण्डल के सदस्यों, कांग्रेस अध्यक्ष सोनिया गांधी, भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी, लोकसभा में विपक्ष की नेता सुषमा स्वराज और राज्यसभा में विपक्ष के नेता अरूण जेतली सहित बड़ी संख्या में सांसदों और अन्य गण्यमान्य लोगों ने भी श्रद्धांजलि अर्पित की।
कानून मंत्री सलमान खुर्शीद ने श्रद्धांजलि अर्पित करते हुए न्याय प्रक्रिया को तेज करने का आग्रह किया और कहा कि ऐसे घृणित हमले को आसानी से भुलाया नहीं जा सकता।
हम सभी तरह के मामलों में जल्दी न्याय चाहते हैं और बेशक यह बहुत महत्त्वपूर्ण घटना थी जो हम सब कभी भुला नहीं सकते, लेकिन फिर भी ऐसी घटना के लिए भी कोई कुछ नहीं कर सकता सिवाए इस आशा के कि हमारी पूरी प्रक्रिया को तेज गति से काम करना सीखना होगा।''
भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी ने कहा कि हमला करने वालों को सजा दी जानी चाहिए।
जो पांच लोग उस भयानक आतंकवादी हमले को अंजाम देने आये थे, अगर वो सफल हो जाते, जबकि उनमे से एक भी संसद के अंदर घुसने में सफल हो जाता, तो वह बहुत भयानक होता।''
जैशे मोहम्मद आतंकवादी संगठन के सदस्य संसद भवन के प्रांगण में घुस आए थे, उस समय दोनों सदनों की बैठक चल रही थी। सुरक्षाकर्मियों ने अपनी जान की परवाह न करते हुए डटकर मुकाबला किया और जैशे मोहम्मद के पांच आतंकवादियों को ढेर कर दिया। इस हमले में दिल्ली पुलिस के पांच सुरक्षाकर्मी, सीआरपीएफ की एक महिला कांस्टेबल और संसद की सुरक्षा सेवा के दो सुरक्षा सहायकों के साथ सीपीडब्ल्यूडी के एक माली की भी मृत्यु हुई थी।

सरकार एक हजार करोड़ रूपये का +ऋण जोखिम गारंटी कोष बनाने पर विचार कर रही है, ताकि बैंक गरीबों को आसानी से कर्ज दे सकें। नई दिल्ली में जवाहरलाल नेहरू राष्ट्रीय शहरी नवीकरण मिशन के राष्ट्रीय सम्मेलन का उद्घाटन करते हुए प्रधानमंत्री डॉ० मनमोहनसिंह ने कहा कि इससे बैंक आर्थिक रूप से कमजोर और कम आय वाले वर्गों को अधिक मात्रा में ऋण देने के लिए प्रोत्साहित होंगे।बैंको को आर्थिक रूप से कमजोर और कम आय वाले समूहों को अच्छी मात्रा में ऋण देने के लिए प्रोत्साहित करने के वास्ते हम एक हजार करोड़ रूपये का ऋण जोखिम गारंटी कोष बनाने पर विचार कर रहे हैं जो मौजूदा वर्ष से शुरू होगा।''
शहरों की बढ़ती आबादी का जिक्र करते हुए उन्होंने कहा कि ३७ करोड़ ७० लाख की मौजूदा शहरी आबादी २०३१ तक बढ़कर साठ करोड़ हो जाने का अनुमान है। डॉ० सिंह ने कहा कि सकल घरेलू उत्पाद में शहरी भारत का दो-तिहाई योगदान है और शहरों में रहने वालों की मदद करने से विकास और वृद्धि के उल्लेखनीय अवसर मिलेंगे। उन्होंने कहा कि भारत की युवा आबादी की क्षमताओं का उपयोग करने के लिए उद्योग और सेवा क्षेत्र में आजीविका के अवसर जुटाने और खेती में उत्पादकता सुधारने पर जोर देना जरूरी है। प्रधानमंत्री ने कहा कि इससे गरीबी का बोझ कम होगा तथा अधिक खुले और लोकतांत्रिक समाज की रचना में मदद मिलेगी। जवाहर लाल नेहरू शहरी नवीकरण मिशन का जिक्र करते हुए उन्होंने कहा कि अभी कई चुनौतियां आएंगी।
डॉ० मनमोहन सिंह ने संस्थाओं और प्रशाासन में सुधार की आवश्यकता बताते हुए कहा कि अगर ऐसा नहीं किया गया, तो शहरी बुनियादी ढांचे की देखभाल में निवेश जुटाने और कुशल सेवाएं प्रदान करने में कठिनाई होगी। डॉ० सिंह ने कहा कि सरकार संविधान में स्थानीय निकायों की वित्तीय सूची शामिल करने पर विचार कर रही है। ये स्पष्ट करते हुए उन्होंने कहा कि बड़े और छोटे दोनों तरह के शहरों के लिए एक जैसी सरकारी नीतियां नहीं चल सकती और जवाहरलाल नेहरू राष्ट्रीय शहरी नवीकरण मिशन के अगले चरण में चुनौती स्थानीय निकायों का अपना राजस्व जुटाने और बुनियादी सेवाओं की योजनाएं बनाने तथा उन्हें प्रदान करने के कार्यक्रम की क्षमता मजबूत करने की होगी।
उन्होंने सेवाएं प्रदान करने की व्यवस्था में सबको शामिल करने की नीति पर अधिक ध्यान देने का आग्रह करते हुए सरकारी और निजी भागीदारी को बढ़ावा देने की जोरदार हिमायत की।
सेवा प्रदान करने के लिए सिटिजन चार्टर बनाया जा सकता है ताकि ये सुनिश्चित किया जा सके, कि सार्वजनिक सेवाओं और निजी क्षेत्र के सेवा प्रदान करने वाले नागरिकों के प्रति वास्तव में जवाबदेह हों। उन्हें सरकार-सार्वजनिक-निजी क्षेत्र और लोगों की भागीदारी को बढ़ावा देना होगा।''
हमारे संवाददाता का कहना है कि प्रधानमंत्री ने देश भर में शहरों का तेजी से विकास करने के लिए ई-प्रशासन तंत्र के उपयोग के अलावा योजनाओं को स्थाई बनाने की चिन्ताओं सहित अनेक चुनौतियों का भी जिक्र किया।

सरकार ने जोर देकर कहा है कि वह देश में भ्रष्टाचार पर अंकुश लगाने के लिए सशक्त लोकपाल विधेयक लाएगी। कानून मंत्री सलमान खुर्शीद ने आज संसद के बाहर पत्रकारों से कहा कि टीम अन्ना इस विधेयक को प्रतिष्ठा का प्रश्न न बनाए। उनका कहना था कि टीम अन्ना को बिना बात के विवाद खड़े करने की बजाय मंत्रिमण्डल की ओर से लाए जाने वाले विधेयक के अंतिम मसौदे का इंतजार करना चाहिए।राष्ट्रवादी कांग्रेस पार्टी के नेता, भारी उद्योग मंत्री प्रफुल्ल पटेल ने कहा कि जनता यूपीए के साथ है और यूपीए सरकार भ्रष्टाचार रोकने के लिए कारगर कदम उठा रही है। जनता पर टीम अन्ना के प्रभाव के बारे में एक प्रश्न का उत्तर देते हुए श्री पटेल ने कहा कि इस मुद्दे को जरूरत से ज्यादा उछाला जा रहा है।

सरकार, लोकपाल विधेयक पर आज शाम अपने गठबंधन में शामिल दलों के साथ विचार-विमर्श करेगी। इस मुद्दे पर कल सर्वदलीय बैठक भी होगी। विधेयक को संसद में २० दिसम्बर को मंजूरी के लिए पेश किए जाने की संभावना है। जहां सरकार भ्रष्टाचार से कारगर ढंग से निपटने के लिए इस विधेयक को संसद के चालू सत्र में ही पास कराना चाहती है,वहीं विपक्ष प्रधानमंत्री और निचली श्रेणी के सरकारी कर्मचारियों को लोकपाल के दायरे में लाना चाहता है।------
वित्तमंत्री ने कहा है कि सरकार, आर्थिक सुधार लागू करने के बारे में मोटे तौर पर सहमति तैयार करेगी। राज्यसभा में विनियोग विधेयक पर चर्चा का जवाब देते हुए श्री प्रणब मुखर्जी ने कहा कि विश्वव्यापी आर्थिक मंदी के प्रभाव का सामना करने के लिए ऐसा करना महत्वपूर्ण है। उन्होंने जोर देकर कहा कि पहले भी ऐसा किया गया है और व्यापक राष्ट्रीय हित में भविष्य में भी करना होगा। श्री मुखर्जी ने कहा कि भारत की अर्थव्यवस्था में दबावों को सहने की शक्ति है। उनका ये भी कहना था कि अमरीकी अर्थव्यवस्था संकट से उबर रही है और जापान में भी सुधार के संकेत मिल रहे हैं, किन्तु वित्तमंत्री ने सावधान किया कि भारतीय अर्थव्यवस्था पर यूरो संकट के प्रभाव की संभावना से इंकार नहीं किया जा सकता। उन्होंने आशा व्यक्त की कि हाल में हुई सहमति से इन अर्थव्यवस्थाओं को फिर पटरी पर लाने में मदद मिलेगी।सरकार ने नीतिगत स्तर पर शिथिलता के विपक्ष के आरोप को रद्द करते हुए श्री मुखर्जी ने कहा कि विभाजित जनादेश में सभी सहयोगियों की राय को ध्यान में रखकर ही हर महत्वपूर्ण नीति बनानी पड़ती है। अब विनियोग विधेयक पास करने की प्रक्रिया पूरी हो गई है। राज्यसभा ने विधेयक को आज मंजूरी दे दी, जबकि लोकसभा पिछले सप्ताह इसे पारित कर चुकी है।

पर्यावरण और वनमंत्री सुश्री जयन्ती नटराजन ने आज राज्यसभा को सूचित किया कि ओड़िशा सरकार ने मंत्रालय के अनुरोध पर राज्य की जलवायु परिवर्तन कार्रवाई योजना बना ली है। लिखित उत्तर में इसकी सूचना देते हुए उन्होंने कहा कि कृषि, जल, तटवर्ती आपदा, ऊर्जा, स्वास्थ्य और उद्योग सहित ११ क्षेत्रों में कार्रवाई योजना के तहत कार्य किया जायेगा। इस योजना के लिए बजट में पांच वर्षों के लिए १७ हजार करोड रूपये का प्रावधान किया जायेगा। उन्होंने कहा कि मंत्रालय के अनुरोध पर जलवायु परिवर्तन से सम्बद्ध विशेषज्ञ समिति ने कार्रवाई योजना के मसौदे पर विचार किया था। सुश्री नटराजन ने यह भी बताया कि विेशेषज्ञ समिति की सिफारिशें ओड़िशा सरकार को भेज दी गई थीं।------
लोकसभा में केबल टेलीविजन नेटवर्क नियामक अधिनियम १९९५ के दोबारा संशोधन से संबंधित विधेयक पर चर्चा की जा रही है। ये विधेयक इस वर्ष २५ अक्तूबर में राष्ट्रपति द्वारा जारी अध्यादेश का स्थान लेगा। विधेयक पेश करते हुए सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा कि केबल टीवी के कामकाज को पारदर्शी बनाने के लिए यह विधेयक लाया गया है। उन्होंने कहा कि टेलीविजन रेटिंग प्वाइन्टस - टीआरपी पर निर्भरता कम करने से संबंधित पक्षों को फायदा ही होगा। श्रीमती सोनी ने कहा कि सरकार २०१४ तक केबल टीवी प्रसारण को पूरी तरह डिजीटल कर देना चाहती है।उन्होंने सदन को आश्वासन दिया कि कुछ आपरेटरों की अवैध गतिविधियों पर अंकुश लगाने की पर्याप्त व्यवस्था की जायेगी।

सरकार ने टेलीविजन पर प्रसारित कार्यक्रमों की विषयवस्तु पर निगरानी रखने के लिए दो स्तरीय स्वायत्त नियामक समिति बना दी है। आज लोकसभा में एक प्रश्न के उत्तर में सूचना और प्रसारण मंत्री श्रीमती अम्बिका सोनी ने कहा कि १३ सदस्यीय इस समिति में समाज, प्रसारण कम्पनियों और महिला आयोग, बालाधिकार संरक्षण आयोग तथा अल्पसंख्यक आयोग के सदस्य शामिल किये गए हैं। समिति इस वर्ष जून से कार्यरत है। श्रीमती सोनी ने सदन को सूचित किया कि नागरिकों की ओर से अब तक समिति को तीन सौ शिकायतें मिल चुकी हैं जिनमें से अधिकतर के उत्तर दे दिये गये है। कुछ मामलों में वित्तीय जुर्माना भी लगाया गया है। टेलीविजन पर अशोभनीय और अभद्र कार्यक्रमों के बारे में सांसदों के विचार से सहमति व्यक्त करते हुए श्रीमती सोनी ने कहा कि इस स्थिति से निपटने के लिए सरकार ने प्रसार नियामक विधेयक बनाने का प्रस्ताव किया है।सदन चाहता है कि वो बिल पर कोई आम राय जाहिर न की जाए,जिनको वो अफेक्ट करने जा रहा है, उनकी राय भी नहीं ली जाए और यहां से हम एक ओडिनेट जारी करे, तो अगर सदन की राय है तो यह भी हो सकता है।''

भारत, कैंसर, हृदय रोग और पक्षा घात का पता लगाने के लिए पूरी आबादी की जांच के लिए कदम उठाने वाला विश्व का पहला देश है। आज राज्यसभा में प्रश्नकाल के दौरान पूरक प्रश्नों का जवाब देते हुए स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने यह जानकारी दीं। उन्होंने बताया कि इन बीमारियों पर काबू पाने के लिए २१ राज्यों के सौ जिलों में पायलट परियोजनाएं शुरू की गई हैं।

सरकार ने कहा है कि अखिल भारतीय प्रीमेडिकल और प्रीडेन्टल प्रवेश परीक्षा में शामिल होने वाले उम्मीदवार अंग्रेजी या हिन्दी में से किसी एक भाषा के प्रश्नपत्र चुन सकते हैं। आज राज्यसभा में एक लिखित उत्तर में स्वास्थ्य और परिवार कल्याणमंत्री गुलाम नबी आजाद ने कहा कि केन्द्रीय माध्यमिक शिक्षा बोर्ड - सीबीएसई देश के सरकारी मेडिकल और डेन्टल कालेजों की केवल १५ प्रतिशत सीटों के लिए ही अखिल भारतीय प्रीमेडिकल और प्रीडेन्टल प्रवेश परीक्षा कराता है। शेष ८५ प्रतिशत सीटों के लिए राज्य सरकारे ंप्रवेश परीक्षा कराती हैं और उन्हें इसका अधिकार है कि वे अपनी क्षेत्रीय भाषाओं में यह परीक्षा करायें। उन्होंने बताया कि क्षेत्रीय भाषा के इस्तेमाल पर कोई प्रतिबंध नहीं है।

आन्ध्रप्रदेश विधानसभा अध्यक्ष मनोहर कांग्रेस के १६ विधायकों को अयोग्य ठहराने के मुद्दे पर कानूनी प्रावधानों पर सलाह-मश्विरा कर रहे हैं। इन विधायकों ने पार्टी व्हिप का उल्लंघन कर सरकार के प्रति अविश्वास प्रस्ताव के पक्ष में वोट दिया था। सरकारी सूत्रों के अनुसार इन विधायकों को नोटिस जारी कर स्पष्टीकरण मांगे जाने की संभावना है। कांग्रेस विधायक दल ने अध्यक्ष को याचिका देकर इन विधायकों को विधानसभा की सदस्यता से अयोग्य घोषित करने की मांग की थी।

उच्चतम न्यायालय ने आज कीटनाशक एंडोसल्फान रसायन के बचे हुए भंडार के निर्यात की अनुमति दे दी है। इसके साथ ही उसने देश में इस रसायन के उत्पादन, बिक्री और इस्तेमाल पर पूर्ण प्रतिबंध भी कायम रखा है। निर्यात की अनुमति देते हुए प्रधान न्यायाधीश एस० एच० कापड़िया की अध्यक्षता में तीन जजों की पीठ ने कहा कि सार्वजनिक क्षेत्र की इकाई हिन्दुस्तान इन्सेक्टीसाइड लिमिटेड इस रसायन के निर्यात की व्यवस्था करेगी । पीठ ने यह भी कहा कि तीस सितम्बर के उसके आदेशानुसार इस रसायन की पैकेजिंग और निर्यात की व्यवस्था की जायेगी।नौ दिसम्बर को सुनवाई के दौरान न्यायालय ने मार्क्सवादी कम्युनिस्ट पार्टी की युवा शाखा डेमोक्रेटिक यूथ फेडरेशन ऑफ इंडिया-डीवाईएफआई से एंडोसल्फान के निर्यात संबंधी एतराज के बारे में स्पष्टीकरण को कहा था। डीवाईएफआई ने इस कीटनाशक रसायन के उत्पादन पर प्रतिबंध लगाने की याचिका दायर की थी।

तमिलनाडु में राज्य लोक सेवा आयोग की नियुक्तियों में कथित अनियमितताओं के खिलाफ कार्रवाई जारी रखते हुए आज राज्य में चालीस स्थानों पर संदिग्ध बिचौलियों के यहां छापे मारे गए।चेन्नई में १४ स्थानो ंऔर मदुरै में सात स्थानों पर छापे मारे गए। सतर्कता और भ्रष्टाचार निरोधक विभाग द्वारा जारी विज्ञप्ति में कहा गया है कि सलेम, कोयम्बटूर तिरूचिरापल्ली, वेल्लूर, धर्मपुरी, कृष्णागिरी और डिंडीगुल में संदिग्ध विचौलियों के कार्यालयों और आवासों की भी तलाशी ली गई।
सतर्कता और भ्रष्टाचार निरोधक विभाग द्वारा छापे का यह तीसरा दौर है। तमिलनाडु लोकसेवा आयोग के अध्यक्ष टी० आर० शेलामुत्थु और कई सदस्य सतर्कता विभाग के जाल में फंस चुके हैं।

ट्यूनीसिया की अंतरिम संसद ने मुनसिफ मजर्+ूकी को देश का नया राष्ट्रपति चुना है। चुनाव के तुरन्त बाद श्री मजर्+ूकी ने कहा कि वे लोगों की इच्छानुसार काम करेंगे। दो सौ १७ सदस्यीय संविधानसभा में उन्हें एक सौ ५३ वोट मिले। नये संविधान की तैयारी और नये चुनाव तक वे इस पद पर बने रहेंगे। ट्यूनीसिया के लोग श्री मजर्+ूकी का बहुत सम्मान करते हैं क्योंकि उन्होंने हमेशा बेन अली की तानाशाही का विरोध किया था। इसके कारण उन्हें बंदी बनाया गया और फिर देश निकाला दे दिया गया था। ट्यूनीसिया में २३ वर्षों से सत्ता पर काबिज बेन अली को देश छोड़कर सऊदी अरब भागना पड़ा था।

म्यांमा में सरकार ने आंग सांग सू ची के नेतृत्व वाले मुख्य विपक्षी दल नेशनल लीग फॉर डेमोक्रेसी-एनएलडी को फिर पंजीकरण कराने के लिए अनुमति दे दी है। इससे सुश्री आंग सांग सू ची का राजनीति में फिर शामिल होने का रास्ता खुल गया है। विश्लेषकों का कहना है कि नयी असैनिक सरकार द्वारा सुधारों के लिए उठाए जा रहे कदमों में तेजी आ रही है। एनएलडी पहले ही स्पष्ट कर चुका है कि वैधानिक मान्यता मिलने के बाद वह सभी उप-चुनाव लड़ेगा। हालांकि अभी तक उपचुनावों के तारीखों की घोषणा नहीं की गई है। देश में ४८ संसदीय सीटों के लिए उप चुनाव होने वाला है।------
तेल निर्यातक देशों के मंत्रियों की वियना में आयोजित बैठक से पहले सदस्य देश तेल उत्पादन लक्ष्यों पर सहमति जुटाने की कोशिश कर रहे हैं। हमारे संवाददाता ने बताया कि ओपेक के वर्तमान अध्यक्ष ईरान ने सदस्य देशों से आग्रह किया है कि वे अपना उत्पादन लीबिया में संघर्ष शुरू होने के पहले के स्तर पर ले आएं, क्योंकि लीबिया ने तेल का निर्यात शुरू कर दिया है।तेल उत्पादक देशों का समूह ओपेक पिछले तीन सालों से करीब २५ मिलियन बैरल तेल का उत्पादन प्रति दिन कर रहा है। हर एक साल १२ देशों का समूह अपने सदस्य राष्ट्रों का कोटा तय करता है। लीबिया में जारी संघर्ष के चलते वहां से तेल का निर्यात ठप्प हो गया था। इस दौरान साउदी अरब और कुवैत ने तेल का उत्पादन अपने यहां बढ़ाकर तेल की मांग और कीमतों पर लगाम कसने की कोशिश की थी। मगर अब लीबिया में तेल का उत्पादन और निर्यात दोनों ही शुरू हो गए हैं। इसके बाद ओपेक के मौजूदा चेयरमैन ईरान का कहना है कि सदस्य देशों को तेल का उत्पादन लीबिया संघर्ष के पहले के तयशुदा कोटे के अनुसार ही करना चाहिए, जिससे ओपेक राष्ट्र ज्यादा आर्थिक लाभ उठा सकेंगे। मगर जानकारों की राय में ओपेक देश मौजूदा स्तर बनाए रखने के पक्ष में हैं, जिससे तेल की कीमत अन्तर्राष्ट्रीय बाजार में सौ डॉलर प्रति बैरल के आस पास ही रहे। अतुल तिवारी आकाशवाणी समाचार।''

संयुक्तराष्ट्र मानवाधिकार आयुक्त नवी पिल्लै ने सुरक्षा परिषद को बताया है कि सीरिया में प्रदर्शनकारियों पर सैनिक कार्रवाई के दौरान पांच हजार से अधिक लोग मारे गए हैं। जेनेवा में संयुक्तराष्ट्र सुरक्षा परिषद की ओर से संवाददाताओं से बातचीत में उन्होंने बताया कि १४ हजार से अधिक लोगों को गिरतार किये जा चुके है और १२ हजार ४०० लोग देश छोड़कर चले गये हैं।

अन्तर बैंक विदेशी मुद्रा बाजार में शुरूआती कारोबार में आज डॉलर के मुकाबले रूपये में ५६ पैसे की ऐतिहासिक गिरावट आई। एक डॉलर का भाव ५३ रूपये ४० पैसे रहा, जो एक रिकार्ड है। आज सुबह बाजार खुलने पर डॉलर का भाव ५३ रूपये ११ पैसे रहा और फिर गिरता चला गया। कल न्यूयॉर्क के बाजार में भी अमरीकी डॉलर में तेजी देखी गई थी, जबकि यूरो दो सप्ताह में सबसे निचले स्तर पर चला गया था।मुम्बई शेयर बाजार में शुरूआती गिरावट के बाद उतार-चढ़ाव का रूख है। बाजार खुलते ही सेंसेक्स में ६१ अंक की गिरावट आई और कुछ ही मिनट में १५ हजार ८०९ तक गिर गया। अब से कुछ देर पहले ये १५ हजार ८५२ .पर था।
नेशनल स्टॉक एक्चेंज का निटी भी शुरूआती कारोबार में १८ अंक गिरा। अब से कुछ देर पहले ये ४ हजार ७५५ पर था।
एशिया के अन्य बाजारों में भी आज सुबह गिरावट का रूख दिखाई दिया।

एशिया के बाजारों में आज कच्चे तेल के भाव में मिलाजुला रूख रहा। न्यूयॉर्क में जनवरी में डिलिवरी के लिए लाइट स्वीट क्रूड ऑयल का भाव आठ सेंट बढ़कर ९७ दशमवल ८५ डॉलर प्रति बैरल रह गया। जनवरी की ही डिलिवरी के लिए ब्रेंट नार्थ सी क्रूड ऑयल का भाव छह सेंट घटकर एक सौ सात रुपये २० डॉलर प्रति बैरल रह गया।

भारत ने अर्जेंटीना में ब्यूनस आयर्स में चार देशों की महिला हॉकी प्रतियोगिता में पेनल्टी शूट आउट में आयरलैण्ड को ४-२ से हराकर कांस्य पदक जीत लिया है। पहले हाफ में कोई भी टीम गोल नहीं कर सकी। दूसरे हाफ में आयरलैण्ड की मिशेल हार्वी ने ५१वें मिनट में पेनल्टी कॉर्नर से गोल कर अपने देश को १-० की बढ़त दिला दी। मात्र चार मिनट के बाद भारत की दीप ग्रेस एक्का ने पेनल्टी कॉर्नर को गोल में बदलकर बराबरी कर ली। दोनों टीमों ने गोल करने की जी तोड़ कोशिश की, लेकिन निर्धारित तथा अतिरिक्त समय में भी दोनों टीम कोई गोल नहीं कर सकी।पेनल्टी शूटआउट में भारत के लिए रानी, ऋतु रानी, वंदना कटारिया और अनुराधा देवी ने गोल किए। वाटकिन्स और डाली ने आयरलैण्ड के लिए गोल किए।

Both Houses of Parliament today paid homage to the martyrs who laid down their lives during a terrorist attack on Parliament House on this day in 2001. Making a reference in the Lok Sabha, the Speaker Ms Meira Kumar called for renewing efforts to combat the threat of terrorism.
On this occassion let us resolve to renew our efforts to combat the threat of terrorism in all forms and reaffirms our pledge to protect the unity, integrity and sovereignty of our Mother land.
In the Rajya Sabha, the Chairman Mohammad Hamid Ansari recalled the supreme sacrifices made by security personnel including two from the Parliament Security Service of the Rajya Sabha Secretariat, in preventing the entry of terrorists inside the Parliament House Building. He asked the members to join him in condemning the incident in unequivocal terms. Members in both the Houses observed silence as a mark of respect to the memory of those who lost their lives in the terror attack.
A special commemorative function was held in Parliament complex this morning. The Vice President Mohd Hamid Ansari who led the nation in paying tributes to the martyrs reiterated the firm resolve to fight terrorism.
We once again reiterate our firm resolve to fight terrorism with determination and re-dedicate ourselves to protect the sovereignty, integrity of our nation.
Prime Minister Dr. Manmohan Singh offered floral tributes at their portraits. He was joined by Lok Sabha Speaker Miera Kumar and several of his cabinet colleagues. Congress president Sonia Gandhi, Senior BJP Leader L K Advani, leader of the Opposition in the Lok Sabha Sushma Swaraj and leader of the Opposition in the Rajya Sabha Arun Jaitely were among those who offered tributes.
After paying tributes, the Law Minister Salman Khurshid called for fast tracking the justice delivery system and said such a heinous attack cannot be forgotten so easily.
We want quick justice in all matters and this is of course symbolically & substantially a very significant event, that we can all not easily forget but nevertheless even for such an event there is not very much one can do expect hope that our entire system will learn to respond in a much faster manner.
Senior BJP leader L K Advani said the perpetrators of the attack should be brought to justice.
All the five who had come to enact a very horrid terrorist attack, If they had succeeded even one of them had succeeded in entering the house it would have been horrified.
Five security personnel of the Delhi Police, one woman constable of the CRPF and two security assistants of the Parliament Security Service were killed in the attack. A gardener of the CPWD also lost his life in the incident. The security personnel had bravely fought back and foiled their nefarious attempt and eliminated five Jaish-e-Mohammed terrorists.

The Government is considering the establishment of a credit risk guarantee fund of 1000 crore rupees to encourage banks to lend to the poor. Inaugurating a National conference of Jawahar Lal Nehru National Urban Renewal Mission, Prime Minister Dr. Manmohan Singh said this will encourage banks to lend in, significant volumes to the economically weaker sections and low income groups.

Referring to the growing urban population he said it is projected to increase from 377 million today to 600 million by 2031. The Prime Minister added that Urban India generates two thirds of the GDP and leveraging Urban transition presents a significant opportunity for development and growth. He added that for harvesting the demographic opportunity of young India, it is important to focus on livelihood opportunities in Industry and Service Sectors and improving productivity in Agricultural Sector. This is Prime Minister said, will ease the burden of poverty while facilitating a more open and democratic society. Referring to the Jawahar Lal Nehru Urban renewal mission, he said there are many challenges ahead.
Dr. Singh called for reforming of institutions and improvement of Governance. He added that unless this is done, investments to maintain city infrastructure and delivery of efficient services will be difficult. Dr. Singh said that the government is mulling introduction of a local bodies finance list in the Constitution. Making it clear he noted that government policies cannot have a one-size-fits-all approach towards both big and small cities and said the challenge in the next stage of JNRUM will be raising internal revenue of local bodies and strengthning the capacity to plan implement and deliver programmes and basic services. He urged to pay greater attention to the participatory approach for delivery of services and strongly advocated encouraging private public partnership.
The participatory approach to Urban development needs much greater attention. Citizens charter for delivery of services could be instituted to ensure that public services and private sector services providers are indeed made accountable to citizens. We should promote the concept of public private peoples partnership.
Our correspondent reports that the Prime Minister also refered to several other challenges including sustainability concerns besides use of E-Governance to fastrack the development of cities across the country.

The government has so far approved 49 projects for establishing cold chain facilities in the country. Replying to a question in the Lok Sabha today, the Food Processing Industry Minister, Mr. Sharad Pawar said that there is a need of over 61 million tones cold storage capacity against the present capacity of 23.5 million tonnes. He said that cold storage gap of about 38 million tonnes has been worked out on the basis of peak season production. Mr. Pawar said that the Ministry is also facilitating creation of post harvest processing infrastructure with a view to reduce wastages of produce through its various schemes of financial assistance being implemented in this sector.

The Lok Sabha is now discussing a Bill to further amend the Cable Television Networks Regulation Act, 1995. The bill seeks to replace an Ordinance promulgated by the President on 25th October, this year. Introducing the Bill, the Minister of Information and Broadcasting, Mrs. Ambika Soni said that it is intended to bring transparency in cable TV operations. She said, reducing dependence on the television rating points, TRP, will be beneficial to all stake holders. Mrs. Soni said that the government intends to entirely digitize cable TV operations across the country by 2014. She assured the House that adequate supervision will be done to curb the illegal activities of some unscrupulous operators.

The government has set up a two tier self regulatory body to monitor television broadcast contents. In reply to a question in the Lok Sabha today, the Information and Broadcasting Minister Mrs. Ambika Soni said that the 13 member body comprising members of civil society, broadcasters and members from the Women Commission, Child Right Protection Commission and Minority Commission started functioning from June this year. Mrs. Soni informed the House that the body has so far received 300 complaints from citizens and most of the complaints have been replied and in some cases monetary penalties have also been imposed. Sharing the members' views on vulgar and obscene programmes on television, the Minister said the government has proposed a broadcast regulatory Bill to deal with the situation.
Introduction of digital system will enable regulatory agencies to exercise supervision over illegal activities indulged in by some unscrupulous elements. That it no secret that we have all been agitative over the carriage of certain non-permitted channels in certain areas. There have been difficult to control so far. The Finance Minister says that the government will workout a broad consensus to carry on economic reforms. Responding to a discussion on the Appropriation Bill in the Rajya Sabha, Mr Pranab Mukherjee said this is important to address the impact of global economic meltdown. He asserted that this has been done in the past and needs to be repeated in the future for the larger national interest. Mr Mukherjee said that the Indian economy has resilience to withstand the pressures and added that the US economy is on the recovery path and Japan is also showing signs of improvement. The Finance Minister, however, cautioned that the impact of Euro crisis on Indian economy cannot be ruled out but expressed hope that their recent agreement will help to put those economies back on the track.

The government today said candidates appearing for the All India Pre-Medical and Pre-Dental Entrance Examination can opt for question paper either in English or Hindi. Giving this information in a written reply in the Rajya Sabha today, the Health and Family Welfare Minister, Mr. Ghulam Nabi Azad said the Central Board of Secondary Education (CBSE) conducts the All India Pre-Medical/Pre-Dental Entrance Examination only for 15 per cent of seats in government medical and dental colleges in the country. He said for the remaining 85 per cent seats, the States conduct their own entrance examination and have the liberty to conduct it in their respective regional languages. He said as such, there is no ban on use of regional language as a medium for medical entrance examination. The Minister said the CBSE has constituted an Advisory Committee to address the apprehensions about the proposed National Eligibility and Entrance Test.

The Environment and Forests Minister, Ms Jayanthi Natarajan informed the Rajya Sabha today that the Odisha government has prepared a State Action Plan on Climate Change in response to the request made by her ministry. Giving this information in a written reply, she said the Action Plan has proposed activities under eleven sectors including agriculture, water, coastal and disaster, energy, health and industry with a total budgetary provision of over 17 thousand crores for five years. She said the draft Action Plan was considered by the Expert Committee on Climate Change set up by her ministry.

India is the first country in the world to initiate steps for screening of the entire population to detect cancer, cardio vascular diseases and stroke. This was stated by the Health and Family Welfare Minister, Mr Ghulam Nabi Azad while replying to supplementaries during the question hour in the Rajya Sabha today. He said a pilot project has been launched in 100 districts spread over 21 states to prevent and control these killer diseases. Under the project, the Centre is providing equipment, human resource and facilities for Chemotherapy for 100 patients in each selected district.

The government is implementing a scheme to provide financial assistance for setting up of Integrated Re-Cycling facilities for e-waste on a public-private-partnership mode. This information was given in a written reply in the Rajya Sabha today by the Minister of State for Environment and Forests, Ms Jayanthi Natarajan. She said that E-waste recycling can be undertaken only in facilities authorized and registered with state pollution control boards. She said her ministry had notified two rules in 2008 and this year for handling and managing of hazardous wastes including E-waste. The Minister said that E-waste management and handling rules notified this year will come into effect from May next year.

Government has decided to develop 35 tourist cities in the next five years to attract more tourists in the country. Chairing the meeting of the National Tourism Advisory Council in New Delhi, Union Minister for Tourism Mr. Subodh Kant Sahai said tourist places will be developed through Public Private Partnership. He said the Ministry has appointed a National level consultant, which is in the process of identification of the four tourist circuits and two rural clusters in each State. He added the tourist places will be developed in a phased manner.

The Government will hold discussions with its alliance partners on the Lok Pal Bill today. An all-party meeting will be held tomorrow to evolve the consensus on the issue. It is likely to come up for approval in Parliament on 20th of this month. While the government says it is committed to pass the Bill in the current session to deal with corruption effectively, opposition is in favour of bringing Prime Minister and Lower Bureaucracy under Lok Pal. The court, in the last hearing on December 9, had sought explanation from CPI-M's youth wing Democratic Youth Federation of India (DYFI), which has filed petition for ban on manufacturing of the insecticide, for objecting exports. The bench had earlier on September 30 allowed the company manufacturing Endosulfan to export nearly 1,100 tonnes of the pesticide to meet their contractual obligations while maintaining the ban on its use and production. The apex court had on August 5 asked an expert panel appointed by it to explore the possibility of exporting the unused stock of Endosulfan manufactured in the country. The expert committee had recommended its export.

In Tamilnadu, the Directorate of Vigilance and Anti Corruption of the State Government conducted raids today at forty places across the State including Chennai and Madurai. The raids were conducted in connection with the alleged irregularities in appointments in the Tamilnadu Public Service Commission. More from our correspondent:
Alleging irregularities in Tamil Nadu filling up of the vacancies of the previous government, more than 300 officials of the Vigilance and Anti corruption department today swooped down on officials and suspected middlemen at 40 places. This is the third time that the raids were carried out. Last month the residences of members and deputy secretaries of the recruitment board were searched. The previous raid was at the houses of Under Secretaries, section officers and assistant section officers, incriminating documents are said to have been seized during the raids. In Andhra Pradesh, the State Legislative Assembly Speaker Manohar has been considering legal opinion over the disqualification of 16 Congress MLAs who voted against party whip during voting on the No Confidence Motion. According to officials, the notifications are likely to be issued to the 16 MLAs seeking their explanations on the issue.
The Congress Legislative Party had submitted a petition to the Speaker last evening seeking disqualification of 16 MLAs who voted against the Government and supported no confidence motion in the assembly recently. The Government Whip Murali Mohan said these 16 MLAs have been involved in anti party activities and gone to the extent of trying to oust the State Government during the voting on the No Confidence motion. He said they did not listen to the repeated requests made by party leaders to come back to the party fold from the YSR Congress party.

In Tunisia, Moncef Marzouki has been elected by the interim parliament as the new President of the country. Soon after his election, Marzouki said he will work for Tunisia taking the people together. Marzouki was elected with 153 votes in the 217-member constituent assembly. He will serve for a year until the constitution is re-written and new elections are held. Marzouki is respected by many Tunisians for his opposition to the autocratic Ben Ali. He was imprisoned and then exiled for opposing former President Ben Ali. Analysts say as President, he will be a secularist counterweight to the moderate Islamist party Ennahda which is now Tunisia’s dominant political force. Tunisia became the birth-place of the Arab Spring uprisings in January when protests forced Ben Ali, in power for more than 23 years, to flee to Saudi Arabia.

US President Obama has asked Iran to return a military drone captured by Iranian forces earlier this month. BBC reports said, the Iranian television last week showed pictures of the unmanned aerial vehicle which Teheran said had been brought down hacking into the plane's control systems. Washington has maintained that the drone had probably malfunctioned. Meanwhile, the head of Iran's parliamentary national security committee said yesterday that Iran is in the final stages of unlocking the aircraft's software secrets. A day ahead of the crucial OPEC ministers meeting in Vienna, the member nations are trying to work out a consensus on the oil production targets. The current OPEC President, Iran has called upon the member nations to roll back their oil output to Pre Libyan war levels since Libyan has already begun exporting the oil. The 12 member cartel of oil exporting nations has been producing nearly 25 million barrels per day over the past three years. The oil output targets are fixed every year by the group. During the war in Libya ,the export of oil came to a halt . Saudi Arabia and Kuwait had to boost their production beyond the fixed Quotas to meet the global oil demands and avoid a surge in world prices.
