संसदीय कार्य मंत्री पवन कुमार बंसल ने कहा है कि प्रधानमंत्री चाहते हैं कि उनके कार्यालय को लोकपाल के दायरे में लाया जाये। उन्होंने कल चंडीगढ़ में कहा कि डॉक्टर मनमोहन सिंह सार्वजनिक जीवन में ईमानदारी के सिद्धान्तों का पालन करते हैं। लोकपाल विधेयक के बारे में संसद की स्थायी समिति की रिपोर्ट का जिक्र करते हुए श्री बंसल ने कहा कि इस बारे में सभी चिन्ताएं दूर की जाएंगी। लोकपाल विधेयक पर कुछ दलों के विरोध पर उन्होंने कहा कि ये दल सिर्फ यह दिखाना चाहते हैं कि वे भ्रष्टाचार के खिलाफ हैं। श्री बंसल ने कहा कि इनके दोहरे मानदण्डों को स्वीकार्य नहीं किया जा सकता। श्री बसंल ने कहा कि सरकार संसद के इसी सत्र में लोकपाल विधेयक पारित कराने के लिए प्रतिबद्ध है।
दिल्ली में अन्ना हजारे के अनशन का जिक्र करते हुए श्री बंसल ने कहा कि  अन्ना अकेले भ्रष्टाचार से नहीं लड़ रहे हैं।
उधर, अन्ना हजारे ने विपक्षी दलों से अपील की है कि अगर सरकार से अपनी बात मनवाने के लिए उनके पास पर्याप्त बहुमत नहीं है तो वे सशक्त लोकपाल के लिए उनके आंदोलन में शामिल हो जाएं।
लोकपाल विधेयक के बारे में नई दिल्ली के जन्तर-मन्तर पर खुली बहस में  विपक्षी दलों ने प्रधानमंत्री और निचली श्रेणी के सरकारी कर्मचारियों को लोकपाल के दायरे में लाने की टीम अन्ना की मांग का समर्थन किया। कुछ दलों ने टीम अन्ना को लचीला रूख अपनाने का सुझाव दिया और कहा कि उन्हें यह उम्मीद नहीं करनी चाहिए कि उनकी हर बात मानी जाये। इस बहस में भारतीय जनता पार्टी, भारतीय कम्युनिस्ट पार्टी, मार्क्सवादी कम्युनिस्ट पार्टी, जनता दल-युनाईटेड, अकाली दल, समाजवादी पार्टी, तेलुगुदेशम पार्टी और बीजू जनता दल के नेताओं ने भाग लिया। अन्ना हजारे ने लोकपाल विधेयक के बारे में संसद की स्थायी समिति की रिपोर्ट के खिलाफ एक दिन का अनशन भी  किया।
राज्यसभा में विपक्ष के नेता अरूण जेटली ने कहा कि भारतीय जनता पार्टी, संसदीय समिति की सिफारिशों का विरोध करेगी और सीबीआई को निष्पक्ष संस्था बनाने की मांग करेगी।
"सी.बी.आई. इस देश के अंदर भ्रष्टाचार के खिलाफ जांच करने का एक प्रमुख मैकेनिजम है। ये सच है कि सी.बी.आई. का दुरूपयोग भी हुआ है और इसलिए आवश्यक है कि सरकार के हाथों में से सी.बी.आई. को अलग कर कर एक निष्पक्ष संस्था के रूप में सी.बी.आई. बने।''
भारतीय कम्युनिस्ट पार्टी के नेता ए. बी. बर्धन ने टीम अन्ना को सुझाव दिया कि वे सशक्त और प्रभावी लोकपाल के लिए अपने रवैये में लचीलापन लाएं।
"मैं कहता हूं कि औरों को भी सुनने का आप लोगों के अंदर में पेशेन्स रहना चाहिए, जहां तक आपका सवाल जुडिसयरी का है। ये सही है कि जुडिसयरी में आज भ्रष्टाचार काफी हद तक प्रवेश कर चुका है। ये दुख की बात है और देश के लिए बड़े खतरनाक। लेकिन मैं नहीं समझता कि एक ही लोकपाल के अंतर्गत उनको लाया जाए।''
मार्क्सवादी कम्युनिस्ट पोलित ब्यूरो की सदस्य बृंदा करात का कहना था कि बड़ी कम्पनियों और सांसदों को भी लोकपाल के दायरे में लाना चाहिए। जनता दल-युनाईटेड के अध्यक्ष शरद यादव ने इस मुद्दे पर विस्तार से बहस कराने के लिए संसद का विशेष सत्र बुलाने की मांग की।
कांगे्रस ने टीम अन्ना पर देश को गुमराह करने और संसद की गरिमा को ठेस पहुंचाने का आरोप लगाया है। पार्टी प्रवक्ता राशिद अल्वी ने नई दिल्ली में कहा कि लोकपाल विधेयक पर संसद में चर्चा होगी और कोई भी संविधान से ऊपर नहीं है।
"कानून जंतर मंतर पर नहीं बनाया जा सकता। कानून पार्लियामेंट के अंदर बनेगा। अन्ना जी पार्लियामेंट की बेज्जती कर रहे हैं, पार्लियामेंट की इज्जत सबको करनी चाहिए, कोई भी पार्लियामेंट से बड़ा नहीं है, देश के संविधान से बड़ा नहीं है। देश संविधान से चलता है, नारों से नहीं चलता, भ्रष्टाचार के खिलाफ कांग्रेस पार्टी लगातार लड़ाई लड़ रही है लड़ती रहेगी।''

जम्मू-कश्मीर में ग्रामीण विकास और कानून मंत्री अली मोहम्मद सागर कल रात श्रीनगर में आतंकवादी हमले में बाल-बाल बच गये। पुलिस का कहना है कि श्री सागर जैसे ही नवाकदल क्षेत्र में नवाब बाजार के अपने पैतृक निवास पहुंचे, उनके काफिले पर अज्ञात उग्रवादियों ने गोलियां बरसा दी। हमले में उन्हें कोई चोट नहीं आई, लेकिन एक सुरक्षाकर्मी मारा गया और तीन व्यक्ति घायल हो गये।
"राज्य के वरिष्ठ मंत्री और नेशनल कांफ्रेस नेता अली मोहम्मद सागर के घर के बारह हुई इस घटना से सभी को हैरत हुई है। किसी भी मंत्री को पिछले तीन साल में निशाना बनाने की यह पहली घटना है। ऐसे में जब राज्य में हिंसा बहुत कम हो रही है। कल रात की इस घटना से इस बात की आवश्यकता सामने आ रही है कि चौकसी में यह समझकर कमी नहीं की जानी चाहिए कि आतंकवाद समाप्त हुआ है। साथ ही इस  घटना की जांच भी जरूरी है ताकि इससे मुलविश लोगों की पहचान कर उन्हें सजा दिलाई जाएगी और सुरक्षा में रही किसी भी कमी को दूर किया जाए। मुश्ताक अहमद तांत्रे आकाशवाणी समाचार श्रीनगर। ''

दिल्ली आज भारत की राजधानी बनने के सौ साल पूरे कर रही है। आज ही के दिन १९११ में तत्कालीन सम्राट जॉर्ज पंचम ने कोलकाता के बजाय दिल्ली को ब्रिटिश राज की राजधानी घोषित किया था। इस अवसर पर दिल्ली सरकार और भारतीय सांस्कृतिक संबंध परिषद जैसी अन्य सांस्कृतिक एजेंसियां  एक वर्ष तक अनेक समारोह आयोजित करेंगी। मुख्य मंत्री शीला दीक्षित दिल्ली के सात शहरों के इतिहास और वर्तमान शहर का निर्माण किस तरह हुआ इस बारे में एक पुस्तक का विमोचन करेंगी। इस अवसर पर एक विशेष स्मारिका जारी की जाएगी। शताब्दी वर्ष पर सरकार की एजेंसियां शहर के बारे में एक फोटो प्रदर्शनी आयोजित करेंगी।

पश्चिम बंगाल सरकार उन ३६ लोगों को सम्मानित करेगी, जिन्होंने कोलकाता में एएमआरआई अस्पताल में लगी भीषण आग से लोगों को बचाने के लिए अपनी जान जोखिम में डाली। मुख्यमंत्री ममता बनर्जी आज वह दक्षिण कोलकाता में ढकुरिया में अस्पताल की आग से ध्वस्त इमारत के सामने आयोजित स्मृति सभा में हिस्सा लेंगी। तृणमूल कांग्रेस ने ममता बनर्जी के नेतृत्व में सरकार के २०० दिन पूरे होने के उपलक्ष्य में आज कोलकाता में रैली का आयोजन रद्द कर दिया है।
इस अग्निकांड में जान गंवाने वाली केरल की दो नर्सों पी.के. विनीता और रेम्या राजप्पन का पार्थिव शरीर कल रात कोच्चि ले जाया गया। केन्द्रीय मंत्री वायलार रवि और मुख्यमंत्री ओमन चांडी ने हवाई अड्डे पर उन्हें श्रद्धांजलि अर्पित की। श्री चांडी ने कहा कि सात लोगों की जान बचाने वाली इन दोनों नर्सों का अंतिम संस्कार कोट्टायम जिले में उनके पैतृक स्थान पर आज पूरे राजकीय सम्मान के साथ किया जाएगा।
इस बीच, कल दो और लोगों के दम तोड़ देने के साथ ही शुक्रवार को लगी इस आग में मरने वालों की संख्या बढ़कर ९३ हो गई है, इनमें पश्चिम बंगाल पुलिस का एक कांस्टेबल और एक महिला मरीज शामिल है।

बिहार के जमुई जिले में शुक्रवार को एक निजी निर्माण कंपनी के माओवादियों द्वारा अपहृत सात कर्मयमरियों को छुड़वाने की कोशिशें जारी है। कोबरा बटालियन, सीआरपीएफ, बीएसएफ और विशेष कार्यबल के जवान इन लोगों की तलाश में जंगल में घुस गये हैं। हमारे पटना संवाददाता ने खबर दी है कि सुरक्षा बलों ने कई रणनीतियां बनाई है और माओवादियों की धर-पकड़ के लिए जबर्दस्त अभियान चल रहा हैं ।

Union Minister for Parliamentary Affairs Pawan Kumar Bansal has said that the Prime Minister is keen that his office is brought under the purview of Lokpal.  He said in Chandigarh yesterday that Dr. Manmohan Singh upholds principles of integrity in public life. Referring to the report of Parliament's Standing Committee on Lokpal bill, Mr Bansal said all concerns will be addressed and the Centre is committed to pass the Lokpal bill in this session itself. He also said there is need to bring amendments in the existing laws on corruption. On Anna's fast in Delhi, Mr Bansal said, Anna is not the only person fighting against corruption. Anna Hazare appealed to opposition parties to join his agitation for a strong Lokpal if they do not have the numbers to correct the government. Participating in an open debate in New Delhi where Anna observed a day-long fast to press for a strong Lokpal, opposition parties backed Team Anna's demand to include the Prime Minister and the lower bureaucracy under the ambit of Lokpal. Some parties  suggested Team Anna to be flexible and not expect every point raised by it to be accepted. Leader of Opposition in the Rajya Sabha Arun Jaitely said  BJP will oppose the recommendations of the Parliamentary Panel. He called for taking the CBI out of the government's hands.

"CBi is the main mechanism to investigate against corruption. It is true that CBI has been misused and that is why it is important to take the CBI out of the government's hands and it should be made an independent agency."

CPI leader A B Bardhan urged Team Anna to adopt flexibility in their approach for a strong and effective Lokpal. He added that the Judiciary should be kept out of the ambit of Lokpal.  CPI(M) politburo member Brinda Karat wanted big corporate houses to be brought under Lokpal.

I urge you what is in the dissent note of our party to strengthen the prevention of corruption act and secondly, if you will leave the corporate world out then the agitation against corruption can never succeed.

Supporting the demands, JDU chief Sharad Yadav demanded a special session of Parliament to have a thorough debate on the issue. Congress has accused Team Anna of misleading the nation and insulting the prestige of Parliament. Talking to reporters in New Delhi, Party Spokesman Rashid Alvi said that the discussion on Lokpal bill will be taken up in Parliament. He said that Congress party has always worked to eradicate corruption.

"i have no hesitation in saying that Anna is insulting the Parliament. He has placed his views and there will be a debate in parliament on it . Parliament will make the law. Everyone should respect the parliament. Nobody is above the parliament. Congress party is continuously fighting against the corruption and will continue to fight."

In Jammu and Kashmir Rural Development and Law Minister Ali Mohammad Sagar escaped an attempt on his life by militants who attacked his entourage last night in downtown Srinagar. One security personnel was killed and three persons injured in the incident. Our correspondent reports that no militant outfit has claimed responsibility for the attack so far.

The attack on a senior minister has surprised all, common masses, political class and security set up. This was first such heinous attempt on a minister in last three years of present coalition government. At a time, when militancy related violence have remain negligible during current year, the Nawab Bazar incident of last night is grim reminder that challenges posed by militancy is not all over and there is need for being alert. a major fire broke out in a slum area of central Delhi early this morning. 500 Jhuggies were gutted in the fire at Mata Sundari Road. Officials said, no casualty has been reported. 25 fire tenders were pressed into service to douse the flame. The fire was brought under control within 2 hours. The cause of fire is yet to be ascertained.

The West Bengal government will felicitate 36 volunteers who had risked their lives while trying to rescue people from the devastating fire at AMRI Hospital in Kolkata. This was disclosed by Chief Minister Mamata Banerjee yesterday. Ms. Banerjee will attend a memorial function today in front of the fire-ravaged building in south Kolkata's Dhakuria. Trinamool Congress has cancelled its rally today in Kolkata organised to mark the completion of 200 days of the Mamata Banerjee-led government in the state. Meanwhile, death toll in Friday's Kolkata fire has risen to 93 with two more persons succumbing to their injuries yesterday. They include a West Bengal police constable and a female patient. Forensic experts could not collect evidence at the AMRI Hospital yesterday as the basement where the fire started is still under several feet of water. They are expected to visit the hospital once again today to carry out their investigations.

Delhi completes 100 years as the capital of India, today. It was on this day in 1911 that then Emperor of India George V proclaimed Delhi as the capital of the British Raj, shifting from Kolkata. The centenary of the establishment of New Delhi will be marked by year-long celebrations, being planned by the Delhi government and other cultural agencies. A book on the history of seven cities of Delhi and detailing the account of how the present city was constructed, will be released by Chief Minister Sheila Dikshit.

Security has been beefed up along the Tamil Nadu, Kerala border around the Mullaperiyar dam. Tamil Nadu Chief Minister J. Jayalalithaa has called a special session of the State Assembly on Thursday to discuss the Mullaperiyar Dam issue. In a statement released in Chennai yesterday. She urged the people in the border areas not to precipitate the situation and allow the government to handle the situation logically and scientifically. The database will help assess gross domestic product besides situation of people engaged in various economic activities. It will also help obtain more exact information of units of employment and service sectors. Development plans will be chalked out in a better way with the assistance of the database. About 200 persons will be associated with the work and all the economic activities will be computerized. Besides, data related to agriculture will also be strengthened. NATO has announced that it will withdraw its Iraq training mission by the end of this year. The decision follows a nearly complete pullout of US troops from Iraq. Meanwhile the Iraqi Prime Minister Nuri al-Malki left for the United States to hold talks on ties between the two countries after the withdrawal of the American military troops by the end of this month. Iraqi National Security Adviser Falah al-Fayadh said he was surprised by the NATO decision. At the same time he clarified that immunity from prosecution for the NATO troops is beyond consideration. The NATO had earlier agreed in principle to extend its stay till the end of beyond 2013. At present around 4,000 US troops are left in Iraq on four bases.  कांग्रेस ने कहा है कि टीम अन्ना का अभियान भ्रष्टाचार के खिलाफ नहीं है, बल्कि इसका उद्देश्य राजनीतिक है। संसद के बाहर संवाददाताओं से बातचीत में पार्टी महासचिव दिग्विजय सिंह ने कहा कि टीम अन्ना भाजपा के साथ मिलकर सरकार के खिलाफ वातावरण तैयार कर रही है। केन्द्र में यूपीए सरकार और कांग्रेस शासित राज्यों को निशाना बनाने के लिए टीम अन्ना की आलोचना करते हुए श्री दिग्विजय सिंह ने आरोप लगाया कि टीम अन्ना ने भाजपा शासित राज्यों में भ्रष्टाचार को पूरी तरह अनदेखी कर दिया है। उन्होंने राहुल गांधी को निशाना बनाने पर टीम अन्ना की कड़ी आलोचना की।

यह बात प्रमाणित हो जाती है कि अब राहुल गांधी जी को वो टारगेट कर रहे हैं, जबकि राहुल गांधी जी ने लोकसभा में पहली बार किसी व्यक्ति ने यह बात रखी थी कि लोकपाल की संस्था को संवैधानिक स्वरूप उसी प्रकार से देना चाहिए, जिस प्रकार से चुनाव आयोग को दिया गया है। यह बात उन्होंने जब कही, तब लोगों ने उसका मजाक उड़ाया और अब इस बात का सब स्वीकार कर रहे हैं।

 कांग्रेस ने यह भी आरोप लगाया है कि अन्ना हजारे सरकार को निशाना बनाने के लिए भाजपा के एजेंडे पर चल रहे हैं। पार्टी  सांसद संजय निरूपम ने संसद से बाहर संवाददाताओं से कहा कि टीम अन्ना यह कहकर देश को गुमराह कर रही है कि लोकपाल विधेयक, संसद के पिछले सत्र में सर्वसम्मति से पारित प्रस्ताव पर आधारित होना चाहिए। उन्होंने कहा कि प्रस्ताव, लोकपाल विधेयक का मसौदा तैयार कर रही स्थायी समिति के लिए मात्र सलाह था।

इस मुद्दे पर जो विवाद चल रहा है और उस विवाद के उपर टीका-टिप्पणी करने के लिए जिस प्रकार से लोग जंतर-मंतर पहुंचे मुझे लगता है कि संसद का सत्र चलते हुए यह नहीं होना चाहिए था, इसमें संसद की अवमानना हो रही है।
 ग्रामीण विकास राज्य मंत्री प्रदीप जैन ने टीम अन्ना के इन आरोपों को खारिज कर दिया कि कांग्रेस महासचिव राहुल गांधी एक मजबूत लोकपाल के पक्ष में नहीं है। श्री जैन ने कहा कि ये श्री राहुल गांधी ही थे, जिन्होंने लोकपाल को संवैधानिक दर्जा देने की सलाह दी थी।

 सूचना और प्रसारण मंत्री अम्बिका सोनी ने विपक्ष पर दोहरी भाषा बोलने का आरोप लगाया है। उन्होंने कहा कि राजनीतिक नेताओं को टीम अन्ना द्वारा आयोजित खुली बहस में भाग नहीं लेना चाहिए था। आज संसद के बाहर संवाददाताओं से बातचीत में श्रीमती सोनी ने कहा कि संसद मुद्दों को उठाने और उस पर चर्चा के लिए सबसे बेहतर मंच है और सभी महत्वपूर्ण विधेयकों पर बहस संसद में होनी चाहिए। उन्होंने जोर देकर कहा कि सरकार मजबूत और कारगर लोकपाल के प्रति वचनबद्ध है।

तमाम मुद्दों पर चर्चा करनी है, क्योंकि हम विधेयक पारित करना चाहते है जैसे लोकपाल है तो सही जगह चर्चा करने के लिए   सब एपीज के लिए पार्लियामेंट का फोरम है। हम सब बहुत शक्तिशाली विधेयक चाहते हैं लोकपाल का। वायदे भी कर चुके हैं, तो यह पार्लियामेंट में डिसकस करेंगे, तो बेहतर होगा बजाय बाहर लोगों को उकसाने के।
 संसद के बाहर मीडिया से बातचीत में कानून मंत्री सलमान खुर्शीद ने कहा कि लोकतंत्र में सभी महत्वपूर्ण मुद्दों पर चर्चा होनी चाहिए और इसके लिए संसद ही सबसे अच्छा मंच है।

 नेशनल कांफ्रेंस के प्रमुख फारूख अब्दुल्ला ने संसद के बाहर संवाददाताओं से कहा कि संसद सत्र के दौरान खुली बहस में भाग लेना संसद की प्रतिष्ठा के खिलाफ है। उन्होंने कहा कि संसद में लोकपाल विधेयक पेश किये जाने पर विपक्ष को अपने विचार प्रकट करने चाहिए।

पार्लियामेंट सुप्रीम होने की वजह से बहुत जरूरी है कि जो कुछ भी हमकों कहना है, हमको पार्लियामेंट के अंदर कहना है। यह एक बेहतरीन तरीका है। अगर इसमें तबदिलिया लानी है, तो तबदिलिया पार्लियामेंट में ही लाई जा सकती है। वो जंतर-मंतर के स्टेट से नहीं ला सकते।

 भारतीय जनता पार्टी ने आज कहा कि उसने टीम अन्ना द्वारा कल नई दिल्ली में आयोजित लोकपाल पर खुली बहस में भाग लेकर संसद का अपमान नहीं किया है। पार्टी प्रवक्ता रवि शंकर प्रसाद ने संसद से बाहर संवाददाताओं से कहा कि संसद के बाहर चर्चा करना कोई गलत काम नहीं है।

सारे विपक्ष के नेताओं और अरूण जेटली जी ने स्पष्ट कहा कि विधायी काम संसद करेगी। कानून पास करने का काम संसद करेगी। संसद का हम पूरा सम्मान करते है। दोष आज एक प्रभावी लोकपाल की अपेक्षा करता है। अन्ना हजारे की मूवमेंट ने देश में एक नई फिज+ा बनाई है लोगों की चेतना को जगाया है। इसको जाने में कोई आपत्ति नहीं है।
 पार्टी के अन्य प्रवक्ता शाहनवाज हुसैन ने कहा कि भाजपा ने जनता के साथ बातचीत करने के विचार का हमेशा समर्थन किया है।

  केन्द्रीय मंत्रिमंडल की कल होने वाली बैठक में राष्ट्रीय खाद्य सुरक्षा विधेयक को मंजूरी दिए जाने पर विचार होगा। खाद्य और सार्वजनिक वितरण मंत्री के.वी थॉमस ने आज संसद के बाहर पत्रकारों को यह जानकारी दी। उन्होंने बताया कि विधेयक संसद के चालू सत्र में पेश किए जाने की संभावना है। श्री थॉमस ने कहा कि सरकार ने सार्वजनिक वितरण प्रणाली को और आधुनिक बनाने और देश में खाद्यान्न की भंडारण क्षमता बढ़ाने के लिए कई कदम उठाए हैं।  उन्होंने आशा व्यक्त की कि खाद्य सबसिडी ६३ हजार करोड़ रूपये से बढ़ाकर ९५ हजार करोड़ कर दी जाएगी। इस विधेयक का उद्देश्य शहरी क्षेत्रों की आधी आबादी और ग्रामीण क्षेत्रों की दो तिहाई आबादी को खाद्य सुरक्षा विधेयक के दायरे में लाना है।

 जोधपुर की सी बी आई अदालत ने नर्स भंवरी देवी मामले में राजस्थान के बर्खास्त मंत्री महिपाल मदेरणा और परस राम बिश्नोई को आज २४ दिसम्बर तक न्यायिक हिरासत में भेज दिया है। सीबीआई ने आज इनको अदालत में पेश किया, जहां मजिस्टे्रट जगदीश ज्यानी ने इन्हें न्यायिक हिरासत में भेजा। सीबीआई ने महिपाल मदेरणा और और कांगे्रस विधायक मलखान सिंह के भाई परसराम बिश्नोई को दो दिसंबर को गिरफ्तार किया था। भंवरी देवी पहली सितम्बर से लापता हैं। उसके पति अमरचन्द ने आरोप लगाया था कि भंवरी देवी का मदरेणा के इशारे पर अपहरण किया गया है।  सी बी आई ने जांच में सहयोग न करने के लिए अमर चन्द को भी गिरफ्तार किया था। इस मामले में तीन अन्य आरोपी भी जेल में हैं।

 देश में बुनकरों के विकास के लिए कई कदम उठाए गए हैं, जिनमें ३८ अरब ८४ करोड़ रुपये का पैकेज शामिल है। आज लोकसभा में पूरक प्रश्नों का जवाब देते हुए कपड़ा मंत्री आनन्द शर्मा ने बताया कि सरकार ने कपड़ा क्षेत्र में विश्वस्तरीय बुनियादी सुविधा तैयार करने के लिए २१ नयी एकीकृत कपड़ा परियोजना बनाने की मंजूरी दी है, जिस पर २१ अरब रुपये खर्च होंगे। उन्होंने बताया कि अगले वर्ष मार्च तक ढाई लाख कपड़ा मजदूरों को कुशल मजदूर बनाने के लिए एकीकृत कौशल विकास कार्यक्रम शुरू किया गया है। श्री शर्मा ने बताया कि केन्द्रित बाजार योजना और केन्द्रित उत्पाद योजना जैसे उपायों के जरिए कपड़े के निर्यात में बढ़ोतरी के कई उपाय किये गए हैं। इस वर्ष ३३ अरब डॉलर के कपड़ों का निर्यात लक्ष्य रखा गया है।

 देश में चीनी की पैदावार करीब दो सौ ४६ लाख टन होने की संभावना है। यह मात्रा करीब दो सौ बीस लाख टन की घरेलू मांग से अधिक है। आज राज्यसभा में एक लिखित उत्तर में उपभोक्ता राज्यमंत्री प्रोफेसर के वी थॉमस ने यह जानकारी दी। उन्होंने कहा कि घरेलू बाजार में चीनी के मूल्य का निर्धारण चीनी उत्पादन की मात्रा, पिछले वर्ष की शेष चीनी , घरेलू मांग और अंतर्राष्ट्रीय चीनी के मूल्य और बाजार की स्थिति पर ही किया जा सकता है। उन्होंने बताया कि सरकार की यह कोशिश है कि नियमित व्यवस्था के माध्यम से लोगों को उचित दाम पर चीनी उपलब्ध कराई जाए।

 आवश्यक वस्तु अधिनियम और काला बाजारी तथा हेराफेरी रोकने के कानूनों को कड़ाई से लागू करने के लिए सभी राज्यों और केन्द्र शासित प्रदेशों से कहा गया है। आज राज्यसभा में लिखित उत्तर में उपभोक्ता मामलों और जन वितरण प्रणाली मंत्री के.वी. थॉमस ने बताया कि पिछले तीन वर्षों के दौरान जमाखोरी और काला बाजारी के आरोप में लगभग २८ हजार लोगों को गिरफ्तार किया गया और लगभग एक हजार लोगों को सजा दी गई। उन्होंने बताया कि राज्य सरकारों और केन्द्र शासित प्रदेशों ने देश में २००८ और २०१० के बीच आठ लाख से अधिक छापे मारे।

 सरकार ने नेपाल, श्रीलंका और बंगलादेश को चावल का निर्यात करने का फैसला किया है। आज लोकसभा में लिखित उत्तर में वाणिज्य और उद्योग राज्य मंत्री ज्योतिरआदित्य सिंधिया ने बताया कि इंडोनेशिया को पांच लाख टन चावल के निर्यात के लिए समझौत किया गया है। उन्होंने बताया कि अगले मौसम तक जन वितरण प्रणाली और अन्य कल्याणकारी योजनाओं के तहत लक्षित वर्गों को चावल उपलब्ध कराने के लिए देश में पर्याप्त भंडार है।

 सरकार ने आज स्पष्ट रूप से राज्यों के इस आरोप का खंडन किया है कि बिजली उत्पादन के लिए कोयले के आवंटन में उनके साथ भेदभाव किया गया। राज्यसभा में प्रश्नों के उत्तर में कोयला मंत्री श्रीप्रकाश जायसवाल ने कहा कि कोयला आवंटन प्रक्रिया के तहत कोयला खदान वाले राज्यों को अन्य राज्यों की तुलना में प्राथमिकता दी जाती है। उन्होंने कहा कि देश के तीस प्रतिशत भौगोलिक क्षेत्र में कोयले के भंडार है। अनेक राज्यों ने अभी तक कोयले का खनन शुरू नहीं किया है।

 सरकार ने कहा है कि देश में जवाहर लाल नेहरू सौर ऊर्जा मिशन के तहत एक हजार तीन सौ मेगावाट बिजली का उत्पादन किया जाएगा। नवी और नवीकरणीय ऊर्जा मंत्री फारूख अब्दुल्ला ने कहा कि सौर ऊर्जा के जरिए बीस हजार मेगावाट बिजली पैदा करने का लक्ष्य रखा गया है, जिसे तीन चरणों में २०२२ तक हासिल कर लिया जाएगा। वे आज वीडियो कांफ्रेंसिंग के जरिए आई आई टी मुम्बई में अनुसंधान तथा कुशल मानव शक्ति पर आयोजित सम्मेलन का उद्घाटन कर रहे थे। उन्होंने कहा कि अत्याधुकिन टेक्नोलॉजी और सरकार के प्रयासों के फलस्वरूप सौर ऊर्जा के जरिए बिजली उत्पादन की लागत १८ रुपये से घटकर साढ़े सात रुपये प्रति यूनिट हो गई है।

 देश में पिछले कुछ महीनों के दौरान औद्योगिकी उत्पादन  लगातार गिरावट के साथ अक्तूबर में घटकर पांच दशमलव एक प्रतिशत हो गया। विनिर्माण, खनन और पूंजीगत वस्तुओं सहित सभी क्षेत्रों में उत्पादन में भारी गिरावट आई है। औद्योगिक उत्पादन सूचकांक के अनुसार कारखाना उत्पादन पिछले वर्ष अक्तूबर में ११ दशमलव तीन प्रतिशत बढ़ा था। आज सरकार द्वारा जारी आंकड़ों के अनुसार चालू वित्त वर्ष के अप्रैल-अक्तूबर के दौरान औद्योगिक उत्पादन में तीन दशमलव पांच प्रतिशत की वृद्धि हुई, जो पिछले वर्ष की इसी अवधि में आठ दशमलव सात प्रतिशत थी।
 सूचकांक में ७५ प्रतिशत हिस्सेदारी वाले विनिर्माण क्षेत्र में अक्तूबर के उत्पादन में छह प्रतिशत की गिरावट आई, जबकि पिछले साल की इसी अवधि में १२ दशमलव तीन प्रतिशत बढ़ा था।
 इसके अलावा, खनन क्षेत्र में अक्तूबर के उत्पादन में सात दशमलव दो प्रतिशत की गिरावट आई, जबकि पिछले साल अक्तूबर में छह दशमलव एक प्रतिशत बढ़ा था। पूंजीगत वस्तुओं के उत्पादन में इस अवधि में २५ दशमलव पांच प्रतिशत की भारी गिरावट दर्ज की गई, जबकि पिछले वर्ष की इसी अवधि में इसमें २१ दशमलव एक प्रतिशत की बढ़ोतर हुई थी।

 झारखण्ड के पश्चिमी सिंहभूमि जिले के सारंड़ा वन क्षेत्र में सड़क निर्माण के सर्वे का काम पूरा हो गया है। प्रधानमंत्री ग्राम सड़क योजना के तहत तेरह सड़कों का निर्माण किया जाएगा। ओड़िशा सीमा से सटा यह वन क्षेत्र पुलिस अभियान एनाकोड़ा के बाद माओवादियों के प्रभाव से मुक्त हुआ है। इसके अलावा एक और सड़क का निर्माण राज्य सरकार द्वारा भी किया जाएगा। पश्चिमी सिंहभूमि के उपायुक्त के.श्रीनिवास ने हमारे संवाददाता को बताया कि कार्य संतोषजनक रूप से प्रगति पर है।

 माओवादियों ने बिहार के जमूई जिले में एक निजी निर्माण कम्पनी के  बंधक बनाये गए सभी मजदूरों को आज सवेरे छोड़ दिया। माओवादियों ने इन मजदूरों का शुक्रवार को अपहरण कर लिया था। हमारे संवाददाता ने खबर दी है कि इन मजदूरों को सोनो थाना क्षेत्र के अगहारा गांव के पास छोड़ा गया। पुलिस अधीक्षक राम नारायण सिंह ने बताया है कि माओवादियों की धरपकड़ के लिए अभियान जारी है।

 केरल के मुख्यमंत्री उम्मन चांडी ने विश्वास व्यक्त किया है कि मुल्लपेरियार बांध की सुरक्षा का मुद्दा राज्य और तमिलनाडु के बीच बहुत जल्द सुलझा लिया जायेगा। पत्थनमथिहा जिले में जनसम्पर्क कार्यक्रम का उद्घाटन करते हुए उन्होंने आरोप लगाया कि निहित स्वार्थी लोग इस परियोजना को तमिलनाडु और केरल के बीच विवाद का मुददा बनाकर पेश कर रहे हैं। श्री चांडी ने कहा कि यह मुददा केरल के लोगों की सुरक्षा और तमिलनाडु के लिए जल आपूर्ति से जुड़ा है। हमारे संवाददाता ने बताया है कि कल उच्चतम न्यायालय में इस मुददे से संबंधित दोनों राज्यों की अपील याचिका की सुनवाई होगी।

हर बितते दिन के साथ मुल्लेपेरियार बांध के सुरक्षा के मुद्दे पर इड्डुकी में चल रहे सत्याग्रह में लोगों का कारवा बढ़ता ही जा रहा है। सुरक्षा के पुख्ता बंदोबस्त के बीच कुमली में हालात शांतिपूर्ण हैं। केरल के इड्डुकी और तमिलनाडु के थेनी दोनों के जि+ला अधिकारी कानून और व्यवस्था बनाए रखने के लिए लगातार एक दूसरे के संपर्क में बने हुए हैं। आज पर्यावरण कार्यकर्ता मेघा पाटकर मुल्लपेरियार पहुंच रही है। इस बीच ११६ साल पुराने इस बांध का जल स्तर घटता जा रहा है। आने वाले दिनों में सभी पार्टियों का एक दल इस मुद्दे पर केंद्र से हस्तक्षेप की मांग को लेकर दिल्ली आने वाला है। आकाशवाणी समाचार के लिए केरल से आर.के. पिल्लई की रिपोर्ट के साथ दिल्ली से मैं शशांक कुमार।

 तमिलनाडु में डीएमके नेताओ ने मुल्लपेरियार बांध मुद्दे पर केन्द्र का ध्यान आकृष्ट करने और राज्य के अधिकारों पर जोर देने के लिए आज दिनभर का उपवास रखा है। बांध मुद्दे पर उच्चतम न्यायालय के आदेश को लागू करवाने के लिए पूर्व उप मुख्यमंत्री एम.के. स्टालिन, पार्टी महासचिव के.अंबाझंगन और कई सांसद विरोध उपवास पर हैं। उनकी मांग है कि केन्द्र उच्चतम न्यायालय के फैसले को लागू करने के लिए केरल सरकार को आदेश दे। उच्चतम न्यायालय ने २००६ में अपने फैसले में बांध का जलस्तर एक सौ ४२ फीट करने की अनुमति दी थी।
 उधर, राज्य की ऑल इंडिया अन्ना डीएमके सरकार ने बांध मुद्दे पर चर्चा के लिए इस महीने की १५ तारीख को विधानसभा का विशेष सत्र बुलाया है।

 न्यायमूर्ति प्रमोद कोहली ने आज सिक्किम उच्च न्यायालय के मुख्य न्यायधीश के रूप में शपथ ली। राज्यपाल वाल्मीकि प्रसाद सिंह ने राजभवन में एक सादे समारोह में उन्हें पद की शपथ दिलायी। सिक्किम उच्च न्यायालय में वे १४ वें मुख्य न्यायाधीश हैं। उन्होंने न्यायमूर्ति पी.डी.दिनाकरन का स्थान लिया है जिन्होंने राज्यसभा में महाभियोग की प्रक्रिया के चलते पिछली जुलाई में त्यागपत्र दे दिया था।

कांगे्रस ने श्री पंकज बोरा को असम से राज्यसभा सीट के उप-चुनाव में अपना उम्मीद्वार घोषित किया है।श्री बोरा मुख्यमंत्री के सलाहकार हैं और राज्य के  शिक्षा मंत्री रह चुके हैं। यह उपचुनाव २२ दिसम्बर को होगा।इस चुनाव के लिए नामांकन दाखिल करने का आज अंतिम दिन है।

 कर्नाटक के मुख्यमंत्री डी०वी सदानंद गौड़ा ने आज विधानपरिषद चुनाव के लिए अपना नामांकन पत्र दाखिल कर दिया है। लोकसभा सांसद के रूप में उनका मुख्यमंत्री का पदभार संभालने के छह महीने के भीतर राज्य विधानसभा का सदस्य चुना जाना जरूरी है। क्रांगेस उम्मीदवार गड्डदेवर्मता आज अपना नामांकन पत्र दाखिल करेंगे। इस महीने की २२ तारीख को विधानपरिषद के चुनावों के लिए नामांकन पत्र भरने का आज आखिरी दिन है।

 दिल्ली आज भारत की राजधानी बनने के सौ साल पूरे कर रही है। आज ही के दिन १९११ में तत्कालीन सम्राट जॉर्ज पंचम ने कोलकाता के बजाय दिल्ली को ब्रिटिश राज की राजधानी घोषित किया था। इस अवसर पर दिल्ली सरकार और भारतीय सांस्कृतिक संबंध परिषद जैसी अन्य सांस्कृतिक एजेंसियां एक वर्ष तक अनेक समारोह आयोजित करेंगी। एक रिपोर्ट -

१२ दिसंबर १९११ को ब्रिटिश सरकार ने राष्ट्रीय राजधानी को कोलकाता से दिल्ली स्थानांतरित किया था। १२ से १९वीं शताब्दी के बीच के शासकों ने दिल्ली पर शासन किया। दिल्ली के ऐतिहासिक ढांचे में सात ऐतिहासिक शहरों का योगदान रहा, जिनमें सैरी, तुगलकाबाद, जहांपना, फिरोजाबाद, दिनपन्ना, शेरगढ़ और शाहजहांबाद शामिल हैं। वर्तमान नई दिल्ली आठवां शहर था और इसे ब्रिटिश हुकुमत ने तैयार किया था। १९११ में दिल्ली  की जनसंख्या मात्र ५ लाख थी, जो अब बढ़कर दो करोड़ हो गई हैं। श्रीरामलाल जैन जिनका जन्म राजधानी दिल्ली में १९३८ में हुआ था उन्हें अपने शुरूआती दिनों के बारे में बताया। जेएनयू के प्रोफेसर मृदुला मुखर्जी ने दिल्ली वासियों के पहनावे और उनकी मानसिकता के बदलाव के बारे में बताया। बीते सौ वर्षों में दिल्ली ने एक लंबी यात्रा तय की है। आकाशवाणी समाचार के लिए दिल्ली से शीला।

 लंदन में भारतीय ग्रैंडमास्टर अभिजीत गुप्ता ने लंदन शतरंज क्लासिक्स ओपन वर्ग का खिताब जीत लिया है। अभिजीत ने अंतिम दौर में इंग्लैंड के ग्रैंडमास्टर केथ आर्केल को कड़े मुकाबले में हराया। अंतरराष्ट्रीय मास्टर सहज ग्रोवर ने दूसरा स्थान हासिल किया। पूर्व विश्व जूनियर चैम्पियन और मौजूदा राष्ट्रीय चैम्पियन अभिजीत ने कुल आठ अंक हासिल किये जिससे वह अगली ईएलओ रेटिंग सूची में २६५० अंको का आंकड़ा पार कर लेंगे। अभिजीत ने सात बाजियों में जीत दर्ज की और दो ड्रा खेले।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में १४७ की  बढ़त रही। बाद में इसमें गिरावट आनी शुरू हो गई और अब से कुछ देर पहले यह २११ अंक की गिरावट के साथ १६ हजार १ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ६६ अंक गिरकर ४ हजार ८०० पर आ गया।
 एशिया के प्रमुख शेयर बाजारों में वृद्धि का रूख रहा। हांगकांग के हैंगसेंग में एक दशमलव पांच-एक प्रतिशत और जापान के निक्केई में एक दशमलव तीन-छ प्रतिशत की बढ़त रही। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस शुक्रवार को एक दशमलव पांच-पांच प्रतिशत की वृद्धि के साथ बंद हुआ था।
 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया २३ पैसे कमजोर हुआ। एक डॉलर की कीमत ५२ रूपये २६ पैसे हो गई।
 उधर एशियाई तेल बाजारों में कच्चे तेल के भाव गिरे।

 इराक के प्रधानमंत्री नूरी अल मालिकी आज अमरीकी राष्ट्रपति बराक ओबामा से बातचीत करेंगे। इस महीने के अंत तक अमरीकी सैनिकों की वापसी के बाद अमरीका और इराक के बीच संबंधों पर दोनों नेता विचार विमर्श करेंगे।

करीब नौ साल तक इराक में अमरीकी अतिक्रमण के बाद आखिरी अमरीकी सैनिक इस महीने के अंत तक वापस स्वदेश लौट जाएंगे। फिलहाल तीन सैनिक अड्डों पर छह हजार अमरीकी सैनिक तैनात है। संघर्ष जब अपनी चरम सीमा पर था, उस वक्त पांच सौ पांच सैनिक अड्डों पर करीब एक लाख ७० हजार अमरीकी सैनिक मौजूद थे। मगर करीब १६० अमरीकी सैनिक और ७६० कॉन्ट्रेक्टर बगदाद के अमरीकी दूतावास में इराकी सेना के प्रशिक्षण के लिए मौजूद रहेंगे। नेटों में भी इस महीने के अंत तक अपनी बची-खुची टुकड़ियों को वापस बुलाने का फैसला कर लिया है। ऐसे में इराकी सरकार के सामने चुनौती है कि वो किस तरह शिया और सुन्नी गुटों के बीच के संघर्ष से निपटेगी। अतुल तिवारी, आकाश्वाणी समाचार।

 रूस के राष्ट््रपति दमित्रि मेदवेदेव ने पिछले सप्ताह हुए संसदीय चुनावों में धांधली के आरोपों की जांच के आदेश दिए हैं। ये घोषणा मास्को और अन्य शहरों में हुए व्यापक विरोध प्रदर्शनों के बाद की गई जिसमें प्रदर्शनकारियों ने आरोप लगाया कि प्रधानमंत्री व्लादिमिर पुतिन की पार्टी ने धांधली से चुनाव जीता है।

 दिल्ली पुलिस ने गैर कानूनी ढंग से भारत में प्रवेश करने के आरोप में नई दिल्ली रेलवे स्टेशन पर दो पाकिस्तानी नागरिकों को गिरफ्तार किया है, जिनमें एक महिला है। इन पर पाकिस्तान कीखुफिया एजेंसी आईएसआई के एजेंट होने का संदेह है।

The Congress today alleged that Team Anna's campaign is not against corruption and their intent is political. Talking to reporters outside Parliament, Party general secretary Digvijay Singh said that Team Anna is working to create an environment against the government along with the BJP. Criticising members of Team Anna for targeting UPA led government at the Centre and Congress ruled states, Mr Singh said that they have completely ignored the corruption in BJP ruled states. He also criticised Team Anna for targeting Rahul Gandhi.

Talking to reporters, party MP Sanjay Nirupam said that Team Anna is misleading the nation by saying that Lokpal Bill should have been based on the unanimous resolution passed by Parliament in the last session. He said that the resolution was only an advisory for the Standing Committee looking into the Lokpal to prepare its draft.

The debate which is going-on on the issue and the way people are gathering at Jantar Mantar to remark on it, I think , with Parliament in Session, this should not happen. This is an insult to Parliament.

Minister of State for Rural Development Pradeep Jain said that government is committed to bring a robust Lokpal. Quashing Team Anna's charges that Rahul Gandhi is not in favour of a strong Lokpal, Mr. Jain said that it was Mr. Gandhi's suggestion to accord a constitutional status to Lokpal.

Information and Broadcasting Minister Ambika Soni charged the Opposition of double speak and said that political leaders should not have participated in the open debate organised by Team Anna.

Talking to reporters Law Minister Salman Khurshid said that in a democracy discussions should be held on all important issues. He added that Parliament is the best platform to hold discussions.

National Conference Chief Farooq Abdullah said that participating in open debates when the House is in session is against the prestige of Parliament. Talking to reporters Dr Abdullah said that the Opposition should have expressed their views when the Lokpal Bill comes up for discussion in Parliament.

That is what which I feel they should have done here in the parliament that is my view . Many may not agree with me. But that is my view whatever they had to say and they have to still say it When the Bill is presented . They want change in it. That cannot be made on that stage. That can only be done in the Parliament.

Meanwhile, the BJP said that they have not shown any disrespect to Parliament by participating in an open debate on Lokpal organised by Team Anna in New Delhi yesterday. Talking to reporters Party Spokesman Ravi Shankar Prasad said that there is nothing wrong in holding a dialogue outside Parliament.

This is not an insult to Parliament. We totally respect Parliament . The Country wants an effective Lok Pal Bill. The Country is upset with the corruption under the UPA regime. This movement by Anna Hazare has created a new atmosphere and awakened the consciousness of the people of the country.

The government today said an inter-ministerial committee of senior officers at the central level has been constituted comprising representatives from Environment ministry, urban development ministry and central pollution control board to review the implementation of bio-medical waste in the country. In a written reply to the LoK Sabha, Environment minister Jayanthi Natarajan said all state pollution control boards have been asked to ensure effective implementation of the bio-medical waste rules. She said financial assistance is provided to state pollution control boards for creating awareness and capacity building programmes on bio-medical waste management. Ms Natarajan informed the House that ministry of health and family welfare has been requested to advise the state health secretaries to take necessary measures to improve compliance of the bio-medical waste rules.

The government today said that it has taken a series of measures for the upliftment of the weavers in the country including a 3,884 crore package for them. Replying to supplementaries in the Lok Sabha, Textiles minister Anand Sharma said government has sanctioned 21 new integrated textiles parks under the scheme for integrated textile parks in October 2011 with a project cost of 2100 crore rupees to create world class infrastructure for textiles industry. The minister informed the House that the government has constituted six high level inter ministerial committees to address specific policy challenges to ensure effective and timely implementation of government schemes. Mr Sharma said his ministry has introduced several export promotion measures through schemes of foreign trade policy 2009-14.

Five schemes which area currently under implementations, integrated handloom development scheme, handloom weavers comprehensive welfare scheme, Marketing and exports promotion scheme will get diversify handloom development scheme. All the schemes are under implementation. I had explained earlier the problems that are confronting this sector and the steps the government has taken to address the challenge.

The Rajya Sabha today condoled the death of 90 persons in the devastating fire that swept through the building of AMRI Hospital in Kolkata in the early hours of 9th December. Making an obituary reference in the House today, the Chairman Mohammed Hamid Ansari said the loss of so many precious innocent lives is indeed tragic and unfortunate. Later, the members stood in silence as a mark of respect to the memory of the departed.

States and Union Territories have been asked to strictly enforce the provisions of the Essential Commodities Act and laws to prevent black marketing and curb mal practices. In a written reply in the Rajya Sabha today, the Minister of State for Consumer Affairs and Public Distribution, Prof. K.V. Thomas said that to control rise in prices, a meeting of ministers of food and public distribution of States had been convened earlier this year. He said that during last three years about 28 thousand persons have been arrested on charges of hoarding and black marketing.

A CBI court in Jodhpur today remanded former Rajasthan minister Mahipal Maderna and Parasram Bishnoi to judicial custody till December the 24th in the Bhanwari Devi case abduction case. They were produced before the local CBI court where magistrate Jagdish Jyani remanded them in judicial custody. Maderna was arrested on 2nd of the December in Jodhpur by the CBI along with Bishnoi, the brother of Congress MLA Malkhan Singh, after it filed charge sheet against three other arrested accused.

Bhanwari Devi went missing on September 1 and her husband Amarchand alleged that she was abducted at the behest of Maderna. The CBI has also arrested Amar Chand on charges of not cooperating with the investigation.

Three other accused are also behind bars in connection with the sensational case while two accused are still absconding

The Government says that 1300 Megawatt of Solar Power will be generated under Jawahar Lal Nehru Solar mission in the country. Inaugurating a programme to promote Research and Produce Quality man power in the field of Solar Energy in New Delhi today, the Minister of New and Renewable energy Dr. Farooq Abdullah said that the target of producing 20,000 megawatt of solar power under the mission will be achieved in three phases by 2022. The Minister said with the advent of modern technology and several government initiatives the cost of solar power has come down from 18 rupees to 7 ruppes 50 paise now. He said 36 Research Projects are being pursued at this time and 5 centers of excellence have been set up for the purpose.

Our previous research education at Bombay IIT is one of the major center. We have also announced in another centre in solar thermal at IIT Jodhpur Rajasthan. A total of 36 reserch projects is are under implementation this includes several projects involving industry and industry academis partnership. For the uccess of all our programmes. We need change and that where you all come in. We need change, qualified manpower. We have announced fellowships. We have also decided to have chair a the premier institutions.

The Minister who inaugurated the programme through video conferences at IIT Mumbai said that this institute is one of the premier Research institutes for solar energy and asserted that trained man power is a necessity for the greater success of the project.

The power generation in the country has exceeded its consumption demand as on today. Replying to supplementaries during the question hour in the Rajya Sabha today, the Power Minister, Mr Sushil Kumar Shinde said the country’s power generation touched the mark of 1 lakh 85 thousand Mega Watts as against the consumption of 1 lakh 8 thousand mega watts. He said never in history, had 60 thousand mega watts been generated within 5 and a half year. He denied the opposition allegation that there is slow progress in the implementation of electrification programmes under the Rajiv Gandhi Grameen Vidyutikaran Yojana.<<<>>>
The government today categorically denied the allegation that the states have been discriminated against in the allocation of coal for power generation. Replying to questions in the Rajya Sabha, the Minister of State for Coal, Mr Sriprakash Jaiswal said under the coal allocation process, the states having coal mines are given preference compared to other states. He said coal is available in 30 per cent of the country’s geographical area. He said that several states have not started mining of coal till now.

Earlier, opposition members from BJP, BJD, JDU and BSP raised slogans alleging that the government is discriminating in the allotment of coal to the non-congress ruled states.

The government has taken several measures to combat frauds and irregularities in the corporate sector. Replying to a discussion on the Chartered Accountants (Amendment) Bill, 2010 and two other related bills in the Rajya Sabha today, the Corporate Affairs Minister, Mr Veerappa Moily said that the stringent measures are aimed at bringing more transparency into the functioning of the corporate world. He said the government will consider the suggestions made by the members relating to shortage of chartered accountants and company secretaries.

Sugar production in the country is provisionally estimated at about 246 lakh tones as against the estimated domestic demand of about 220 lakh tones. This information was given in a written reply in the Rajya Sabha today, the Minister of State for Consumer Affairs, Prof. K V Thomas. He said the prices of sugar in the domestic market depend upon various factors like quantum of sugar produced, carried over stocks, domestic demand, international sugar prices and market sentiments etc.

The Bombay High Court is likely to give its ruling today on the confirmation of death sentence, awarded to three convicts in the 2003 Mumbai twin bomb blasts case.

Ashrat Ansari, his aide Hanif Sayed Anees and wife Fehmida Sayed were held guilty on charges of planting powerful bombs in two taxis which exploded at the Gateway of India and Zaveri Bazaar on August 25, 2003, killing 52 persons and injuring 184 others. A special Prevention of Terrorism Act (POTA) court had in August 2009 awarded capital punishment to the trio. The trio had been convicted under various sections of IPC, POTA, Explosives Substances Act and Prevention of Damage to Public Property Act.

According to the prosecution, the conspiracy of the attack was hatched in Dubai by Hanif, Ashrat and another person named Nasir, who was later killed in a police encounter along with some Pakistani nationals owing allegiance to terror outfit LeT.

India's industrial output shrunk by 5.1 per cent in October after witnessing a sustained slowdown over the past few months, led by a steep fall in production of almost sectors, particularly manufacturing, mining and capital goods.Factory output, as measured by the Index of Industrial Production (IIP), had grown by 11.3 per cent in October last year. As per data released by the government today, industrial output grew by 3.5 per cent in the April-October period this fiscal, as against 8.7 per cent in the same period last year.Output of the manufacturing sector, which constitutes over 75 per cent of the index, declined by 6 per cent in October, compared to a growth of 12.3 per cent in the same month of 2010

In Tamilnadu two new ministers will be sworn in this evening at a function to be held at Raj Bhavan. The newly inducted ministers are Mrs.N.Valarmathy and MSM Anandan. In Tamilnadu, the DMK leaders are observing a day long fast today to draw the Centre’s attention towards the Mullaperiyar Dam issue and also assert the State’s rights. Party General Secretary K.Anbazhagan, treasurer and former Dy Chief Minister Mr.M.K.Stalin and MPs of the Party are participating in the protest to impress upon the Centre to urge the Kerala Government to implement the Supreme Court’s order on the issue. The Supreme Court’s order in 2006 is to allow the water level to be raised to 142 feet. The ruling AIADMK government has called for a special assembly session on the fifteenth of this month.

Kerala Chief Minister Oommen Chandy has expressed confidence that the Mullapperiyar dam safety issue between the state and Tamil Nadu will be solved at the earliest. Inaugurating the ongoing mass contact programme in Pathanamthita district he alleged that some vested interests are trying to project the issue as a tussle between Tamil Nadu and Kerala. Erasing all its intitial gains, the Sensex at the Bombay Stock Exchange declined 255 points, or 1.6 percent, to slip below the 16,000 level, at 15,959 in afternoon deals. Stocks fell after the latest data showed that industrial output contracted 5.1 percent in October. Earlier in the morning, however, the Sensex had risen 147 points, or 0.9 per cent, to 16,360, on fresh buying by investors, amid firm regional bourses. The 30-share Sensex has already lost over 660 points in the past two trading sessions.

The Delhi Police today arrested two Pakistan nationals, including a woman, for illegally entering into Indian territory via Nepal. Acccording to an official release of Delhi Police issued in New Delhi, the police also recovered several incriminating documents from them. Police said that the passports of both the arrested persons were issued by the Pakistan government but it had no Indian Visa and stamp of entry into India.

सीबीआई ने टू जी स्पैक्ट्रम मामले में दिल्ली की एक अदालत में आज मुंबई के निजी टेलीकॉम ग्रुप के दो प्रमोटरों सहित पांच लोगों पर आरोप-पत्र दाखिल किया। एस्सार ग्रुप के प्रमोटर अशुंमन और रवि रूइया इनमें शामिल हैं। सीबीआई ने इनके अलावा एस्सार ग्रुप के निदेशक विकास सर्राफ, लूप टेलीकॉम प्रमोटर्स किरण खेतान और उनके पति आई पी खेतान के खिलाफ भी आरोप पत्र दाखिल किया है। सीबीआई ने तीन कंपनियों- लूप टेलीकॉम प्राइवेट लिमिटेड, लूप मोबाइल इंडिया लिमिटेड और एस्सार टेली होल्डिंग को भी आरोपी बनाया है। इस मामले मे ंसीबीआई का यह तीसरा आरोप-पत्र है।
सीबीआई ने अपने दो पहले आरोप-पत्रों में १४ व्यक्तियों और तीन कंपनियों को आरोपी बनाया है, जिनमें पूर्व दूरसंचार मंत्री ए. राजा, उनके निजी सचिव आर के चंदोलिया, पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा, डीएमके सांसद कनिमोई और डीएमके द्वारा संचालित कंपनी क्लइग्नार टीवी के प्रबंध निदेशक शरद कुमार शामिल हैं। राजा और बेहुरा को छोड़कर सभी आरोपियों को जमानत मिल चुकी है।

दूरसंचार मंत्रालय ने कहा है कि वह जल्दी ही थ्री-जी सेवा के लिए रोमिंग सुविधा उपलब्ध कराने वाले सेवा प्रदाताओं के खिलाफ कार्रवाई करेगा, क्योंकि यह लाइसेंस की शर्तों और नियमों के विरुद्ध है। दूरसंचार सचिव आर. चंद्रशेखर ने नई दिल्ली में आज कहा कि इस संबंध में कानून मंत्रालय और अन्य संबद्ध पक्षों से राय ले ली गई है। विभागीय सूत्रों का कहना है कि दूरसंचार विभाग के अनुसार थ्री-जी सेवाओं के लिए दूरसंचार कंपनियों द्वारा रोमिंग सेवा उपलब्ध कराने से सरकार के राजस्व में काफी कमी आएगी।

सरकार, संसद में लोकपाल विधेयक रखने से पहले, कल इस पर अपने गठबंधन में शामिल दलों के साथ विचार-विमर्श करेगी। केंद्रीय मंत्रिमंडल अगले हफ्ते इस पर विचार करेगा। इसे संसद में इस महीने की २० तारीख को मंजूरी के लिए पेश किए जाने की संभावना है। जहां सरकार का कहना है कि वह भ्रष्टाचार से कारगर ढंग से निपटने के लिए इस विधेयक को संसद के वर्तमान अधिवेशन में ही पास कराना चाहती है, उधर, विपक्ष का कहना है कि वह प्रधानमंत्री और निचले सरकारी कर्मचारियों को लोकपाल के दायरे में लाना चाहता है। संसदीय मामलों के मंत्री पवन कुमार बंसल ने आज संसद के बाहर संवाददाताओं को यह जानकारी दी।
इस विधेयक पर टीम अन्ना की खुली बहस के प्रस्ताव पर प्रतिक्रिया देते हुए विधि मंत्री सलमान खुर्शीद ने आज कहा कि सभी महत्वपूर्ण मुद्दों पर बहस होनी चाहिए और बहस के लिए संसद ही उचित मंच है। सूचना और प्रसारण मंत्री अंबिका सोनी ने विपक्ष पर दोहरे मानदंडों का आरोप लगाते हुए कहा कि इन नेताओं को खुली बहस में भाग नहीं लेना चाहिए था।
कांग्रेस ने यह भी कहा कि ये बहुत दुर्भाग्यपूर्ण है कि विपक्षी दलों की राजनीतिक मौकापरस्ती, संसदीय लोकतंत्र के मूल्यों पर हावी हो गई। पार्टी प्रवक्ता रेणुका चौधरी ने पत्रकारों से बातचीत में आरोप लगाया कि भ्रष्टाचार के विरुद्ध टीम अन्ना के अभियान का, आशय राजनीतिक है।

यह दुर्भाग्यपूर्ण है कि लोकतांत्रिक प्रक्रियाओं पर राजनैतिक स्वार्थ भारी पड़ रहा है। किसी व्यक्ति को निशाना बनाना, उस पर निजी हमला बोलना बड़े ही दुःख की बात है।
उधर, भारतीय जनता पार्टी ने कहा है कि लोकपाल विधेयक पर खुली बहस में हिस्सा लेकर उसने संसद का कोई अपमान नहीं किया। पार्टी प्रवक्ता रविशंकर प्रसाद ने कहा कि संसद से बाहर विचार-विमर्श करने में कुछ गलत नहीं है, लेकिन उनका कहना था कि कानून बनाने का एकमात्र अधिकार केवल संसद के पास है।

सारे विपक्ष के नेताओं और अरूण जेटली जी ने स्पष्ट कहा कि विधायी काम संसद करेगी। कानून पास करने का काम संसद करेगी। संसद का हम पूरा सम्मान करते है। दोष आज एक प्रभावी लोकपाल की अपेक्षा करता है। अन्ना हजारे की मूवमेंट ने देश में एक नई फिज बनाई है लोगों की चेतना को जगाया है। इसको जाने में कोई आपत्ति नहीं है।

लोकसभा ने पेट्रोलियम और खनिज पाइपलाइन कानून १९६२ में संशोधन पारित कर दिये हैं। इस कानून का उद्देश्य तेल की चोरी और आतंकवादियों द्वारा पाइपलाइनों की तोड़-फोड़ पर रोक लगाना है। इससे पाइपलाइन प्रतिष्ठानों की सुरक्षा को बढ़ते खतरे पर रोक लगेगी। बहस का जवाब देते हुए पेट्रोलियम और प्राकृतिक गैस राज्य मंत्री आर. पी. एन. सिंह ने बताया कि कानून में संशोधन जरूरी था, ताकि संगठित गिरोहों और तोड़-फोड़ करने वालों द्वारा पेट्रोल की चोरी पर रोक लगाई जा सके।

लोकसभा ने जीवन बीमा संशोधन विधेयक - २००९ पास कर दिया है। इससे जीवन बीमा निगम - यानी एल आई सी - अपनी न्यूनतम चुकता पूंजी, मौजूद पांच करोड़ रुपये से बढ़ाकर एक सौ करोड़ रुपये कर सकेगा। सरकार ने वित्त क्षेत्र में सुधार का यह पहला विधेयक प्रस्तुत किया है। इस विधेयक से एल आई सी , निजी बीमा कंपनियों के बराबर आ जाएगा। इस संशोधन से एल आई सी की पॉलिसियों को सरकार की गारंटी भी मिल जाएगी।
बहस का जवाब देते हुए वित्त राज्यमंत्री नमोनारायण मीणा ने कहा कि सरकार एल आई सी में अपनी हिस्सेदारी कम नहीं करना चाहती।

विपक्षी दलों ने आज सरकार से कहा कि मल्टी ब्रांड खुदरा बाजार में सीधे विदेशी निवेश जैसे मुद्दों पर सरकार को अपना रवैया बदलना चाहिए। राज्यसभा में २०११ के विनियोग विधेयक पर चर्चा शुरू करते हुए विपक्ष के नेता अरुण जेटली ने कहा कि राष्ट्रीय महत्व के मुद्दों पर आम सहमति बननी चाहिए।
कांग्रेस के सदस्य डॉक्टर रामप्रकाश ने इस बात पर बल दिया कि विकास की प्रक्रिया में जिन लोगों के आजीविका के साधन छिन गये हैं, उन्हें किसी अन्य जगह रोज+गार दिया जाना चाहिए। इससे पहले वित्तमंत्री प्रणब मुखर्जी ने सदन में विनियोग विधेयक प्रस्तुत किया। लोकसभा इसे पिछले सप्ताह पास कर चुकी है।

योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलुवालिया ने कहा है कि औद्योगिक उत्पादन में हाल में आई गिरावट का मुकाबला करने के लिए आने वाले महीनों में महत्वपूर्ण आर्थिक सुधार लागू करने की आवश्यकता होगी। अक्टूबर महीने में औद्योगिक उत्पादन घटकर माइनस पांच दशमलव एक प्रतिशत आने पर चिंता जाहिर करते हुए उन्होंने यह टिप्पणी की। उन्होंने आज नई दिल्ली में संवाददाताओं से कहा कि इस स्थिति से निपटने के लिए एक समग्र दृष्टि की आवश्यकता है, ताकि निवेश में बाधक सभी कठिनाइयों को दूर किया जा सके। औद्योगिक उत्पादन सूचकांक आई.आई.पी. इस साल अक्टूबर महीने में माइनस पांच दशमलव एक प्रतिशत दर्ज किया गया, जबकि पिछले साल इसी अवधि में वृद्धिदर ग्यारह दशमलव तीन प्रतिशत थी।

पिछले वर्ष पेट्रोल की कीमतों पर नियंत्रण हटाने के बाद, सरकार का सभी पेट्रोलियम पदार्थों पर धीरे-धीरे नियंत्रण हटाने का प्रस्ताव है। पेट्रोलियम राज्य मंत्री आर. पी. एन. सिंह ने नई दिल्ली में दसवीं पेट्रो इंडिया कांफ्रेंस का उद्घाटन करते हुए कहा कि समाज के कमजोर वर्गों पर खुले बाजार के असर को नजरंदाज नहीं किया जा सकता। उन्होंने कहा कि ऐसे लोगों के हितों की रक्षा करना सरकार की बड़ी जिम्मेदारी है। समारोह के बाद श्री सिंह ने संवाददाताओं से बातचीत में समृद्ध परिवारों से अपील की कि वे अपने आप सब्सिडी वाली गैस की सुविधा सरेंडर कर दें, ताकि आम लोगों को इसका लाभ मिल सके।

सरकार ने कहा है कि लक्षित सार्वजनिक वितरण प्रणाली के काम-काज में उल्लेखनीय सुधार हुआ है। उपभोक्ता मामलों और सार्वजनिक वितरण राज्य मंत्री के. वी. थॉमस ने राज्य सभा में बताया कि वितरण प्रणाली में काला बाजारी घटकर अब १० से १५ प्रतिशत रह गई है, जो कि पहले ४० प्रतिशत थी।

मुंबई शेयर बाजार का सेंसेक्स आज ३४३ अंक घटकर १५ हजार ८७० पर बंद हुआ। उधर, नेशनल स्टाक एक्सचेंज का निफ्‌टी १०२ अंक कम होकर चार हजार ७६५ पर आ गया। एक डालर की तुलना में रूपया ८१ पैसे कम होकर अब तक के न्यूनतम स्तर ५२ रूपए ८४ पैसे के स्तर पर आ गया। दिल्ली सर्राफा बाजार में सोना १९० रूपए घटकर २९ हजार १४० रूपए प्रति दस ग्राम पर आ गया। जबकि चांदी ६५० रूपए घटकर ५५ हजार ५०० रूपए प्रति किलो हो गयी। और अंतर्राष्ट्ीय बाजार में कच्चे तेल की कीमत ८७ सेंट कम होकर ९८ डालर ५४ सेंट प्रति बैरल पर आ गयी।

The CBI today filed chargesheet against five persons including two promoters of a Mumbai based private Telecom Group in a Delhi Court in connection with the 2G Spectrum allocation scam. Essar Group promoters Anshuman and Ravi Ruia were among the five persons. Besides the Ruias, the CBI also charged Essar Group director Vikas Saraf, Loop Telecom promoters Kiran Khaitan and her husband I P Khaitan. The agency also named three companies - Loop Telecom Pvt Ltd, Loop Mobile India Ltd and Essar Tele Holding as accused in the case. All of them have been chargesheeted under criminal conspiracy and cheating of the IPC. This is the third charge sheet filed by the CBI in the case. Essar group in a statement, denied all allegations against its officials and the company.

In the last two charge sheets, the CBI had named 14 persons and three companies as accused in the case which includes former Telecom Minister A Raja, his Private Secretary R K Chandolia, former Telecom Secretary Siddharth Behura, DMK MP Kanimozhi and DMK-run Kalaignar TV's Managing Director Sharad Kumar. Barring Raja and behura, all the other accused are out on bail.

Meanwhile the Telecom Ministry today said, it will soon take action against service providers who have entered into roaming agreements for 3G services, as pacts violate licence terms and conditions. Telecom Secretary R Chandrashekhar said, in New Delhi today that the Ministry had received the views of the Law Ministry, among others, on the matter. The Department of Telecom, DoT had sought a legal opinion on this matter and the Law Ministry had also supported the DoT's view.

The Bombay High Court today deferred its verdict on confirmation of death sentence to three people, including a woman, convicted in the 2003 Mumbai twin bomb blasts case that claimed 52 lives. Justice AM Khanwilkar said that the judgment is likely to be pronounced either next week or in the first week of January when the court resumes after vacation. The convicts - Ashrat Ansari, his associate Hanif Sayed Anees and wife Fehmida Sayed were awarded death sentence by a Prevention of Terrorism Act, POTA Court in August 2009 which held them guilty of planting powerful bombs in two taxis that exploded at the Gateway of India and Zaveri Bazaar on August 25, 2003, killing 52 persons.

While the government says it is committed to pass the Bill in the current session to deal with corruption effectively, the opposition is in favour of bringing the Prime Minister and Lower Bureaucracy under Lok Pal. The Cabinet will take up the Bill for discussion next week. Parliamentary Affairs Minister Pawan Kumar Bansal said this while talking to reporters outside Parliament today. Reacting to Team Anna's Open Debate on the Bill, Law Minister Salman Khurshid today said that discussions should be held on all important issues and Parliament is the best platform to hold discussions. Information and Broadcasting Minister Ambika Soni charged the Opposition of double speak and said that political leaders should not have participated in the open debate. She was talking to reporters outside Parliament. The Congress today said, it is unfortunate that Political opportunism by opposition parties has overruled the values of Parliamentary democracy. Briefing reporters in New Delhi, party spokesperson Renuka Chaudhary alleged that the intent of Team Anna's campaign against corruption is political. She added that the Congress does not regret reaching out to team Anna and making them part of the democratic process.

"It is unfortunate that political opportunism overrules practices of democracy and targeting individual making personal attacks on individual are only a sorry state of affairs. We can only pity those who believe that this is the way to establishing their own national credentials."

On the other hand, the BJP maintained that it has not shown any disrespect to Parliament by participating in an open debate. Talking to reporters outside Parliament, Party Spokesman Ravi Shankar Prasad said that there is nothing wrong by holding a dialogue outside Parliament. He stated that the law making authority rests exclusively with Parliament.

"We all respect parliament including Shri Arun Jaitely, the leader of opposition categorically told them that the law making about an effective Lokpal shall be done by the parliament alone."

The opposition today called for attitudinal change in the behaviour of the government in dealing with issues like allowing Foreign Direct Investment, FDI, in the multi-brand retail sector. Initiating a discussion on the Appropriation Bill, 2011 in the Rajya Sabha, the Leader of Opposition, Mr Arun Jaitley said, consensus should be arrived at while dealing with issues of national importance. Dr Ram Prakash of the Congress emphasized the need for providing alternate employment to the people who have lost their livelihood during the process of development. Earlier, the Bill was introduced by the Finance Minister, Pranab Mukherjee. The Bill to authorize payment and appropriation of certain sums from and out of the Consolidated Fund for the services of the financial year 2011-12, was passed by the Lok Sabha last week.

The government today asserted that there has been an impressive improvement in the performance of the targeted public distribution system (TPDS). Minister of State for Consumer Affairs and Public Distribution K V Thomas said in a reply during Question Hour in the Rajya Sabha that the leakage was reduced to about 10-15 per cent on average now from 40 per cent earlier. The government provides subsidised foodgrains to the poor through the TPDS. The Economic Survey for 2010-11 prepared by the Finance Ministry had indicated that over 40 per cent of the grain meant for distribution to the poor through the TPDS does not reach the target audience.

"This survey points out on impressive revival of the PDS across the country. There have been major initiative in the recent past to improve the PDS. We are talking a number of action and we are giving suggestions to the states government."

Cutting across party lines, members in the Rajya Sabha today expressed concern over fear and insecurity under which minorities, particularly the Hindus and the Sikhs, live in Pakistan and asked the government to take up the issue with Islamabad. Some of them wanted the government to take up the issue at an international fora like the United Nations.

India's industrial output shrank by 5.1 per cent in October after witnessing a sustained slowdown over the past few months, led by a steep fall in production of almost sectors, particularly manufacturing, mining and capital goods.Factory output, as measured by the Index of Industrial Production (IIP), had grown by 11.3 per cent in October last year. As per data released by the government today, industrial output grew by 3.5 per cent in the April-October period this fiscal, as against 8.7 per cent in the same period last year. Output of the manufacturing sector, which constitutes over 75 per cent of the index, declined by 6 per cent in October, compared to a growth of 12.3 per cent in the same month of 2010.

Planning Commission Deputy Chairman Montek Singh Ahluwalia today said, key economic reforms need to be implemented in the coming months to counter the current slump in industrial output. He was expressing concern over the slump in industrial output that plunged to minus 5.1 per cent in October. Talking to reporters in New Delhi he said that a holistic look needs to be taken at all aspects of the situation that may be constraining investment. Reacting on the monthly data, Mr.Ahluwalia said slump in investment was the biggest concern. He said there was no certainty whether the growth will turnaround in the third quarter of the current fiscal. India's overall economic growth has decelerated to 7.7 per cent in the first quarter of 2011-12 and it fell further to 6.9 per cent in the second quarter against the government's budgetary target of around 9 per cent.

New Delhi is 100 years today. It was on the 12th December, 1911, that the British King George V held the "Delhi Durbar" to commemorate his Coronation and announced the shifting of the Capital of British India from Calcutta to Delhi. The historical announcement restored the lost glory of Delhi as the traditional seat of power and capital of the sub-continent before the arrival of the British on the political landscape. Then began the task of converting Delhi into the capital of the British empire. To house the Viceroy, the British Architect Edwin Lutyens chose the Raisina Hill to build the Viceregal House, presently known as Rashtrapati Bhavan. The Parliament House, North and South Blocks and other government buildings also came up. It took the British Raj 20 years to unveil New Delhi in 1931. A report from our News Desk:

The BCCI today scrapped the contract with its broadcasting rights holder Nimbus for defaulting on payments and forfeited the bank guarantee amount of 2,000 crore rupees. The decision to terminate Nimbus' contract, three years before its expiry, was taken at the BCCI's emergent working committee meeting. Members were unanimous in scrapping the telecast deal for India's home series matches.
