श्री अजीत सिंह ने कल शाम कांग्रेस अध्यक्ष सोनिया गांधी से मुलाकात की और केंद्र में यूपीए में शामिल होने की पेशकश की। कांग्रेस प्रवक्ता जनार्दन द्विवेदी ने बताया कि अजीत सिंह की पेशकश सिद्धांत रूप से स्वीकार कर ली गई है।
अजित सिंह जी कांग्रेस अध्यक्ष श्रीमती सोनिया गांधी से मिले थे। उन्होंने अपने दल को यू पी ए का एक घटक बनाने की इच्छा व्यक्त की थी। कांग्रेस अध्यक्ष ने सिद्धांता से इसे स्वीकार्य किया है।
कांग्रेस प्रवक्ता जनार्दन द्विवेदी ने संवाददाताओं को बताया कि अजीत सिंह इस बारे में कांग्रेस अध्यक्ष को पत्र लिखेंगे। लोकसभा में आर एल डी के पांच सदस्य हैं। कांग्रेस के वरिष्ठ नेता मोहन प्रकाश ने श्री अजीत सिंह को केंद्रीय मंत्रिमंडल में शामिल किए जाने की संभावना से इंकार नहीं किया।
दसवीं अनुसूची के अनुसार कांग्रेस विधायक दल उन विधायकों को आरोग्य घोषित करने के लिए तैयारी कर रहा है जिन्होंने पार्टी व्हिप और पार्टी के निर्देशों का उल्लंघन किया। इसलिए पार्टी इन सदस्यों के खिलाफ कार्रवाई के लिए विधानसभा अध्यक्ष के समक्ष अपील करेगी।
तेलंगाना पर सवालों के जवाब में श्री किरण कुमार रेड्डी ने कहा कि केंद्र सरकार इस मुद्दे पर राज्य स्तर की विभिन्न पार्टियों के साथ विचार-विमर्श पूरा कर चुकी है। उन्होंने कहा कि केंद्र राष्ट्रीय स्तर की विभिन्न पार्टियों के साथ विचार-विमर्श करने के बाद राज्य की जनता के हित में कोई फैसला लेगा।
मुख्यमंत्री ने सारी परिस्थिति को जिस तरह संभाला वह प्रशंसा के काबिल है। वे हालात से बहुत अच्छी तरह से निपटी। हम मृतकों के परिजनों के साथ सहानुभूति प्रकट करते हैं। मुझे पूरा विश्वास है कि इस घटना से सही सबक सीखा जाएगा, और भविष्य में इस तरह की घटनाओं को रोकने के लिए उचित कदम उठाये जाएंगे।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी द्वारा कोलकाता के अस्पताल में लगी आग की न्यायिक जांच के आदेश दिए जाने को जनसत्ता ने प्रमुखता से प्रकाशित किया है। अखबार के अनुसार अस्पताल में पानी भरने के कारण इस ुर्घटना की फारेंसिक जांच अभी पूरी नहीं हो पाई है। इसी घटना से सबक लेते हुए सरकार के ये आदेश कि सभी अस्पताल अग्नि सुरक्षा के उपाय और मजबूत करें, अधिकतर अखबारों में है।
हिन्दुस्तान का कहना है कि - बंद करें अस्पतालों के बेसमेंट में बने ओपीडी। राष्ट्रीय सहारा की सुर्खी है-फायर सेफ्टी चैक अभियान चलेगा। अखबार के अनुसार दिल्ली अग्निशन विभाग जारी करेगा फायर सेफटी एक्ट की अनदेखी करने वाले अस्पतालों की सूची। लोकपाल मुद्दे पर अन्ना हजारे के आज जंतर मंतर पर एक दिन का अनशन करने की खबर भी अखबारों में है।

इस बीच, लोकपाल विधेयक पर संसदीय स्थायी समिति की सिफारिशों के विरोध में आज अण्णा हजारे का नई दिल्ली के जन्तर-मन्तर पर एक दिन का सांकेतिक उपवास जारी है। उपवास शुरू करने से पहले वे महात्मा गांधी के समाधि-स्थल राजघाट गये।
लोकपाल विधेयक पर हो रही खुली चर्चा में अनेक प्रमुख राजनीतिक दल भाग ले रहे है। कांग्रेस महासचिव जनार्दन द्विवेदी ने कहा है कि उनकी पार्टी इस चर्चा में शामिल नहीं होगी। श्री द्विवेदी ने कहा कि इस मुद्दे पर संसद के बाहर इस समय चर्चा करना उचित नहीं होगा।
संविधान और संसद से उपर कुछ नहीं होता है और इसलिए संसद में बहस न हो, संसद का निर्णय न आये और उससे पहले इस तरह की चर्चा शुरू की जाये जैसा कि यह लोग कर रहे हैं मैं समझता हूं कि यह संविधान, संसद और लोकतंत्र की मर्यादा पर अनावश्यक दबाव है।
हमारे जितने बुनियादी कानून हैं इंडियन पीनल कोड है, प्रीवेंसन ऑफ करप्शन एक्ट है आज भी प्रधानमंत्री उसके दायरे में है। एक आम थाने में उनमें मुकदमा चल सकता है। सीबीआई उनमें मुकदमा चला सकती है। लेकिन लोकपाल का बहाना लेकर यह कहा जाये कि प्रधानमंत्री को इस कानून से मुक्त कर दो हम इसको स्वीकार करने को तैयार नहीं है।
विपक्ष के नेता वी एस अच्युतानन्दन ने इस समस्या के समाधान के लिए प्रधानमंत्री के साथ मुख्यमंत्री उम्मन चांडी की बातचीत में शामिल होने की इच्छा व्यक्त की है। राज्य का सर्वदलीय शिष्टमंडल तीन दिन के भीतर दिल्ली आ रहा है।
इस बीच, इडुक्की में कल कम तीव्रता के एक और भूकंप ने लोगों की चिंता बढ़ा दी है।
पूर्व मंत्री और जे ए एस पार्टी की ९२ वर्षीय नेता के. आर. गौरी अम्मा कल इडुक्की मे सत्याग्रह में शामिल हुईं।
उधर, अन्ना हजारे ने विपक्षी दलों से अपील की है कि अगर सरकार से अपनी बात मनवाने के लिए उनके पास पर्याप्त संख्या नहीं है तो वे सशक्त लोकपाल के लिए उनके आंदोलन में शामिल हों।
लोकपाल विधेयक के बारे में नई दिल्ली के जन्तर-मन्तर पर खुली बहस में भाग लेते हुए विपक्षी दलों ने प्रधानमंत्री और निचले दर्जे के सरकारी कर्मचारियों को लोकपाल के दायरे में लाने की टीम अन्ना की मांग का समर्थन किया। कुछ दलों ने टीम अन्ना को लचीला रूख अपनाने का सुझाव दिया है और कहा कि उन्हें यह उम्मीद नहीं करनी चाहिए कि उनके द्वारा उठायी गयी हर बात मानी जाये। भारतीय जनता पार्टी, भारतीय कम्युनिस्ट पार्टी, मार्क्सवादी कम्युनिस्ट पार्टी, जनता दल-युनाईटेड, अकाली दल, समाजवादी पार्टी, तेलुगुदेशम पार्टी और बीजू जनता दल ने भाग लिया। अन्ना हजारे ने लोकपाल विधेयक के बारे में संसद की स्थायी समिति की रिपोर्ट के खिलाफ एक दिन का अनशन भी किया।
राज्यसभा में विपक्ष के नेता अरूण जेटली ने बहस में हिस्सा लेते हुए कहा कि भारतीय जनता पार्टी, संसदीय समिति की सिफारिशों का विरोध करेगी। उन्होंने सीबीआई को सरकार के नियंत्रण से बाहर रखने की बात कही।
सी.बी.आई. मित्रों इस देश के अंदर भ्रष्टाचार के खिलाफ जांच करने का एक प्रमुख मैकेनिजम है ये सच है कि सी.बी.आई. का दुरूपयोग भी हुआ है और इसलिए आवश्यक है कि सरकार के हाथों में से सी.बी.आई. को अलग कर कर एक निष्पक्ष संस्था के रूप में सी.बी.आई. बने।
भारतीय कम्युनिस्ट पार्टी नेता ए. बी. बर्धन ने टीम अन्ना को सुझाव दिया कि वे सशक्त और प्रभावी लोकपाल के लिए अपने रवैये में लचीलापन लाएं।
मैं कहता हूं कि औरों को भी सुनने का आप लोगों के अंडर में पेशन्स होना चाहिए, जहां तक आपका सवाल ज्युडिसरी का है ये सही है कि ज्युडिसरी में आज भ्रष्टाचार काफी हद तक प्रवेश कर चुका है। ये दुख की बात है और देश के लिए बड़े खतरनाक लेकिन मेैं नहीं समझता कि एक ही लोकपाल के अंतर्गत उनको लाया जाए।
मार्क्सवादी कम्युनिस्ट पोलित ब्यूरो सदस्य बृंदा करात का कहना था कि बड़े उद्योगपतियों को भी लोकपाल के दायरे में लाना चाहिए। उन्होने सांसदों को भी इसके तहत लाने की मांग की।
जनता दल-युनाईटेड के अध्यक्ष शरद यादव ने कहा कि संसद का विशेष सत्र बुलाया जाना चाहिए ताकि इस मुद्दे पर व्यापक बहस कराई जा सके।
कांगे्रस ने टीम अन्ना पर देश को गुमराह करने और संसद की गरिमा को ठेस पहुंचाने का आरोप लगाया है। पार्टी प्रवक्ता राशिद अल्वी ने नई दिल्ली में संवाददाताओं से बातचीत में कहा कि लोकपाल विधेयक पर संसद में चर्चा होगी और कोई भी संविधान से ऊपर नहीं है।
कानून जंतर मंतर पर नहीं बनाया जा सकता। कानून पार्लियामेंट के अंदर बनेगा। अन्ना जी पार्लियामेंट के बेज्जती कर रहे हैं, पार्लियामेंट की इज्जत सबको करनी चाहिए, कोई भी पार्लियामेंट से बड़ा नहीं है, देश के संविधान से बड़ा नहीं है। देश संविधान से चलता है, नारों से नहीं चलता, भ्रष्टाचार के खिलाफ कांग्रेस पार्टी लगातार लड़ाई लड़ रही है लड़ती रहेगी।

प्रधानमंत्री डा. मनमोहन सिंह ने लोकपाल मुद्दे पर बुधवार को सर्वदलीय बैठक बुलायी है। आधिकारिक सूत्रों ने बताया कि इस मुद्दे पर मंगलवार को केबिनेट में चर्चा होगी और उसी दिन बाद में सरकार यूपीए के सहयोगियों के साथ विचार-विमर्श करेगी। इस मुद्दे पर विचार-विमर्श के बाद स्थायी समिति द्वारा संसद में अपनी रिपोर्ट पेश करने के बाद ये बैठक बुलायी गईं है। स्थायी समिति ने अपनी रिपोर्ट में ग्रुप-सी और डी के कर्मचारियों को लोकपाल के दायरे से बाहर लेकिन सीवीसी के दायरे में रखने की सिफारिश की थी। समिति ने केंद्रीय जांच ब्यूरो को भी लोकपाल के दायरे से बाहर रखने की सिफारिश की। प्रधानमंत्री को लोकपाल के दायरे में लाया जाए या नहीं, इस मुद्दे पर समिति ने कहा है कि उसने यह फैसला संसद के विवेक पर छोड़ दिया है। सामाजिक कार्यकर्ता अन्ना हजारे ने गुप सी और डी के कर्मचारियों को शामिल नहीं करने पर नाखुशी जाहिर की है और कहा है कि जब तक उन्हें लोकपाल के अंतर्गत नहीं लाया जाता, भ्रष्टाचार से प्रभावकारी तरीके से नहीं निपटा जा सकेगा। उन्होंने मजबूत लोकपाल के समर्थन में आज दिनभर के उपवास की घोषणा की है।------

बिहार में एक निजी निर्माण कंपनी के सात अपहृत मजदूरों का पता लगाने के लिए जमुई जिले के जंगलों में सघन तलाशी अभियान जारी है। माओवादियों ने शुक्रवार को इन मजदूरों का अपहरण कर लिया था। राज्य के पुलिस महानिरीक्षक तलाशी अभियान की निगरानी कर रहे हैं। हमारे पटना संवाददाता ने खबर दी है कि जमुई जिले के साथ लगी बिहार-झारखंड सीमा सील कर दी गई है और माओवादियों की धर-पकड़ के लिए व्यापक तलाशी अभियान जारी है।------

इस बीच, दिल्ली की मुख्यमंत्री श्रीमती शीला दीक्षित ने मुख्य अग्निशमन अधिकारी से सभी अस्पतालों, प्रमुख भवनों, सिनेमा हॉल, ऑडिटोरियम और बहुमंजिला इमारतों का शीघ्र निरीक्षण कराने को कहा है, ताकि आग से बचाव के नियमों का पालन किया जा सके। दिल्ली सरकार की प्रेस विज्ञप्ति में कहा गया है कि इस बारे में व्यापक निरीक्षण कार्यक्रम तैयार किया जा रहा है। मुख्यमंत्री ने मुख्य अग्निशमन अधिकारी से राज्य सरकार को अंतरिम रिपोर्ट देने को कहा है, ताकि तत्काल एहतियाती उपाय किए जा सकें।------
अमरीकी सेना के प्रमुख जनरल मार्टिन डेंप्सी ने कहा है कि पाकिस्तान आतंकवादियों की शरणस्थली बना हुआ है और अफगानिस्तान में उसके प्रभाव से निपटने की जरूरत है। उन्होंने यह भी माना कि पाकिस्तान के साथ संबंध मुश्किल दौर से गुजर रहे हैं। अमरीका और पाकिस्तान के संबंधों के तनावपूर्ण होने का जिक्र करते हुए उन्होंने कहा कि हम देखेंगे क्या एक साथ काम किया जा सकता है, लेकिन फिलहाल यह मुश्किल लग रहा है। पाकिस्तान पर हुए एक नेटो हमले के बाद अमरीका और पाकिस्तान के संबंध बिगड़ गए हैं। २६ नवम्बर को हुए इस हमले में २६ पाकिस्तानी सैनिक मारे गए थे।------
सूडान में नई सरकार ने कल राष्ट्रपति उमर अल-बशीर के समक्ष शपथ ली। राष्ट्रपति ने शपथग्रहण समारोह के दौरान नए मंत्रियों से आग्रह किया कि वे सूडान के सामने मौजूद राजनैतिक चुनौतियों से निपटने के लिए मिल कर काम करें। इस बीच, सूडान के नए सूचना मंत्री अब्दुल्ला मसर ने कहा है कि यह सरकार १५ राजनीतिक दलों के सहयोग से बनी है और उसे मौजूद चुनौतियों से सौहार्दपूर्ण तरीके से निपटना चाहिए।------

The Rashtriya Lok Dal, RLD led by Mr Ajit Singh and the Congress have decided to fight the fourth coming UP elections together. The Congress General Secretary Digvijay Singh said that an agreement has been reached on seat sharing in the state.
"We have had discussions with them on seat sharing and we are happy that the Rashtriya Lok Dal and the Congress party will be allies in the Uttar Pradesh elections. There has been an agreement on seat sharing."
Mr Ajit Singh met the Congress President Sonia Gandhi yesterday evening and offered to join the UPA at the Centre. Congress Spokesman Janardhan Dwivedi told reporters that his offer has been accepted in-principle and the RLD Chief will be writing to the Congress President in this regard..
"Ajit Singh had a meeting with Congress President Sonia Gandhi. He has expressed his party's desire to become an ally of the UPA. The Congress President has in-principle accepted the proposal. Ajit Singh will soon write a letter to the Congress President in this regard and then all the formalities will be completed."
The RLD has five members in the Lok Sabha. Senior Congress leader Mohan Prakash did not rule out Mr Ajit Singh joining the Union Cabinet.

The Prime Minister Dr Manmohan Singh has called an all-party meeting on Wednesday to discuss the Lokpal issue. Official sources said that the Cabinet will discuss the issue on Tuesday. Later the same day, the government will have consultations with its UPA allies. The meeting has been called after the Standing Committee, which deliberated on the Lokpal issue, tabled its report in Parliament. The report has recommended keeping the Goup 'C' and 'D' employees outside the Lokpal but under the CVC. It has also recommended keeping the CBI outside the purview of the Lokpal. The decision about bringing the Prime Minister under the Lokpal has been left to the wisdom of Parliament. Social activist Anna Hazare has expressed unhappiness over the exclusion of Group 'C' and 'D' employees and said that unless they are brought under the Lokpal, corruption can not be fought effectively. He has announced a day long fast today in support of a strong Lokpal.

Andhra Pradesh Chief Minister N. Kiran Kumar Reddy has said that action will be taken against the 16 rebel Congress MLAs who defied the party whip and voted in favour of the 'No confidence' motion against the government in the state Legislative Assembly on the 5th of this month. Talking to newsmen in New Delhi, the Chief Minister said, the Congress Legislature party, CLP meeting will be held in Hyderabad soon and it will recommend to the Speaker of the Assembly the disqualification of the rebel MLAs.
"As per the 10th schedule 21B, the Congress Legislative party is filing for disqualification of the members who have defied the whip and voted against the direction of the party. So the legislative party will petition against the members to the Speaker."
The Chief Minister called on AICC President Sonia Gandhi and party General Secretary Ghulam Nabi Azad.

In Kerala, another tremor of 2.6 on Richter scale was felt yesterday evening in Idukki district where the 116-year old mullapperiyar dam is situated. In an emergency meeting between Chief Minister Oommen Chandy and Opposition leader V S Achuthanandan, it has been decided to seek the Prime Minister's assistance once again by sending an all party delegation to Delhi within three days to sort out the dam safety issue.

The West Bengal government has ordered a judicial inquiry into the fire at the AMRI Hospital in Kolkata. State Chief Minister Mamata Banerjee said in Kolkata last night that the police investigation will continue simultaneously. The West Bengal government has also formed a five-member committee to audit the fire safety measures of hospitals, nursing homes, installations, hotels and high-rise buildings. The death toll in the incident has risen to 91 with one more patient succumbing to injuries yesterday. A state Forensic Research Laboratory team will today visit the hospital basement, where the fire is believed to have originated. Meanwhile, six directors of the super-specialty hospital were remanded to 10-days police custody by the Chief Judicial Magistrate of the Alipur court yesterday. Two blocks of the private hospital were sealed yesterday by the city's civic authorities. The licence of the AMRI hospitals has already been cancelled. Union Finance Minister Pranab Mukhrjee praised West Bengal Chief Minister Mamta Banerjee for the way she handled the situation at the AMRI hospital yesterday.
"The way Chief Minister has handled the whole situation is praise worthy. She has handled the whole situation with depth. We appreciate it. We have all sympathy for the bereaved families. I am quiet hopeful that correct lesson will be drawn from this type of incidents and appropriate steps will be taken to prevent the future occurance."

Delhi Chief Minister Shiela Dikshit has asked the Chief Fire Officer to get all hospitals, major buildings, cinema halls, auditoriums and sky-scrapers inspected at the earliest to ensure that all fire safety norms are being followed. A Delhi government press release said that a detailed inspection programme is being chalked out in this regard. The Chief Minister also directed the Chief Fire Officer to submit an interim report to the state government so that precautionary measures, if required, could be taken immediately.

In Bihar, an intensive search operation is on in the forest areas of Jamui district to locate seven labourers of a private construction company who were kidnapped by Maoists on Friday. IG (Operations) is personally supervising the combing operation. Senior police officials are camping in the district to oversee the operation against the Maoists. Our Patna correspondent reports that the Bihar-Jharkhand border along Jamui district has been sealed and a massive manhunt is continuing to nab the Maoists.

The Jammu and Kashmir government has decided to set up a joint control room to be managed by the CRPF, the Army, the Border Roads Organisation, the Police and the Civil Administration to ensure smooth flow of traffic during the winter on the Jammu-Srinagar national highway. Defence Minister A K Antony yesterday said India wanted to have good relations with Pakistan despite the neighbouring country's "inaction" to dismantle terrorist training camps there. Speaking at a meet-the-press programme of the Kannur Press Club in Kannur, Kerala, Mr. Antony said, Pakistan had not taken any action against such terrorist centres. The Minister said, there was need to strengthen the Indian Navy as the force had to protect the country from the threat posed by sea pirates and terrorists. He further said that the Union Cabinet had decided to sanction 140 crore rupees for the second phase development of the Ezhimala Naval Academy in Kannur.

In Pakistan, pro-Taliban militants attacked two Sufi shrines in the country's restive tribal belt yesterday. However, there were no reports of casualties. Officials said in Islamabad that militants detonated a bomb inside the century-old shrine of Sheikhullah Baba near Landi Kotal in Khyber Agency partially damaging the structure. They also torched the shrine of Sheikh Bahadur Baba in Kam Shalman area. No militant group has claimed responsibility for the attacks.

In Pakistan, the Defence Ministry will be taking control of the Shamsi airbase from today, as US officials have vacated the facility on the orders of the Pakistan government following the Nato strikes that killed at least 24 Pak army soldiers last month. In Durban, the climate change negotiations which were scheduled to conclude on Friday, have spilled into Sunday in a bid to arrive at an agreement on the issues involved. Negotiators from both developed and developing countries gave guarded replies on whether a deal could be brokered at the 17th round of the climate talks. The Indian delegation said they were waiting for the next drafts to see whether their concerns had been addressed. Observers expressed concerns that the talks have lost steam because of the lengthy delay.

The devastating fire at the AMRI hospital in Kolkata that left 91 people dead is intensely scrutinised in all the dailies. "AMRI thumbed nose at warnings, bent norms in all its basements", reports the Indian Express. The Tribune reveals that two weeks ago the Supreme Court had held the hospital liable for causing the death of a child psychologist and directed it to pay Rs 1.55 crores as compensation. Highlighting the heroic efforts put in by the residents of a nearby slum to save people, the Hindustan Times says "Kolakata's heroes are slumdog brave hearts".
Anti-corruption activist Anna Hazare's response to the Standing Committee's report on the Lokpal which was presented in Parliament on Friday is widely noticed. "Anna fumes over weak Lokpal, plans fast today", reports the Asian Age. The Pioneer writes "Anna sounds poll bugle; Determined to campaign against Govt before Lok Sabha polls".
The Statesman, the Asian Age and the Hindu report that the Congress has decided to disqualify 16 party MLAs in Andhra Pradesh who defied the party whip and cross voted against the Kiran Reddy government in the no-confidence motion in the State Assembly on Tuesday last.
The decision by the Oxford University Press (OUP) to start reprinting an essay on the Ramayan by noted scholar A K Ramanujan which it had stopped in 2008 is prominently noticed in the papers today. Highlighting that this move comes in the wake of widespread protests by scholars and the larger academic community, the Times of India says "Shamed, OUP to reprint Ramanujan". Similarly, the Indian Express reports "Oxford press to continue printing Ramayana essay".

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने लोकपाल के मुद्दे पर बुधवार को सर्वदलीय बैठक बुलाई है। सरकारी सूत्रों ने बताया कि इस मसले पर मंगलवार को मंत्रिमंडल में चर्चा होगी। मंगलवार को ही, सरकार यूपीए के सहयोगी दलों के साथ भी विचार-विमर्श करेगी।इस बीच, लोकपाल विधेयक पर संसदीय स्थायी समिति की सिफारिशों के विरोध में आज अण्णा हजारे का नई दिल्ली के जन्तर-मन्तर पर एक दिन का सांकेतिक उपवास जारी है। उपवास शुरू करने से पहले वे महात्मा गांधी के समाधि-स्थल राजघाट गये।
लोकपाल विधेयक पर हो रही खुली चर्चा में अनेक प्रमुख राजनीतिक दल भाग ले रहे है। कांग्रेस महासचिव जनार्दन द्विवेदी ने कहा है कि उनकी पार्टी इस चर्चा में शामिल नहीं होगी। श्री द्विवेदी ने कहा कि इस मुद्दे पर संसद के बाहर इस समय चर्चा करना उचित नहीं होगा।
संविधान और संसद से उपर कुछ नहीं होता है और इसलिए संसद में बहस न हो, संसद का निर्णय न आये और उससे पहले इस तरह की चर्चा शुरू की जाये जैसा कि यह लोग कर रहे हैं मैं समझता हूं कि यह संविधान, संसद और लोकतंत्र की मर्यादा पर अनावश्यक दबाव है।

भारतीय जनता पार्टी ने प्रधानमंत्री और निचले स्तर की नौकरशाही को भी लोकपाल के दायरे में लाने की मांग की है। राज्यसभा में विपक्ष के नेता अरूण जेटली ने खुली बहस में कहा कि उनकी पार्टी, ग्रुप सी और डी कर्मचारियों को लोकपाल के दायरे से बाहर रखने की संसदीय पैनल की सिफारिश का विरोध करेगी।हमारे जितने बुनियादी कानून हैं इंडियन पीनल कोड है, प्रीवेंसन ऑफ करप्शन एक्ट है आज भी प्रधानमंत्री उसके दायरे में है। एक आम थाने में उनमें मुकदमा चल सकता है। सीबीआई उनमें मुकदमा चला सकती है। लेकिन लोकपाल का बहाना लेकर यह कहा जाये कि प्रधानमंत्री को इस कानून से मुक्त कर दो हम इसको स्वीकार करने को तैयार नहीं है।

कम्युनिस्ट पार्टी के नेता ए.बी. बर्धन ने टीम अण्णा से अनुरोध किया कि वह सशक्त और प्रभावी लोकपाल के लिए लचीला रूख अपनाए। खुली बहस में भाग लेते हुए श्री बर्धन ने कहा कि टीम अण्णा को हरेक की बात सुनने का धैर्य रखना चाहिए। उन्होंने कहा कि न्यायपालिका को लोकपाल के दायरे से बाहर रखना चाहिए। लेकिन सभी सरकारी कर्मचारियों को लोकपाल के दायरे में लाना चाहिए।-----
कांग्र्रेस ने टीम अण्णा पर देश को गुमराह करने और ससंद की गरिमा को धक्का पहुंचाने का आरोप लगाया है। पार्टी प्रवक्ता राशिद अल्वी ने आज नई दिल्ली में संवाददाताओं को बताया कि लोकपाल विधेयक पर संसद में चर्चा होगी और कोई भी व्यक्ति संविधान से ऊपर नहीं है। श्री अल्वी ने कहा कि अण्णा हजारे को विरोध करने का अधिकार है लेकिन यूपीए अध्यक्ष सोनिया गांधी और कांग्रेस महासचिव राहुल गांधी की छवि को धूमिल करने का प्रयास कर वे मुद्दे को राजनीतिक रंग देने की कोशिश कर रहे हैं। श्री अल्वी ने कहा कि कांग्रेस पार्टी ने हमेशा भ्रष्टाचार मिटाने के लिए काम किया है और कानून संसद द्वारा ही बनाया जा सकता है, न कि विरोध प्रदर्शन के जरिये!कानून जंतर मंतर पर नहीं बनाया जा सकता। कानून पार्लियामेंट के अंदर बने मुझे यह कहने में कोई झिझक नहीं है कि अन्ना जी पार्लियामेंट की बेइजती कर रहे हैं। कोई भी पार्लियामेंट से बड़ा नहीं है। देश के संविधान से बड़ा नहीं है। देश संविधान से चलता है। नारों से नहीं चलता।-----
सरकार ने सुरक्षित पेयजल आपूर्ति सुनिश्चित करने के लिए प्रत्येक ग्राम पंचायत, गांव और वार्ड में ग्रामीण जल तथा सफाई समिति गठित करने का फैसला लिया है। सरकारी सूत्रों के अनुसार हर ग्राम पंचायत में यह स्थायी समिति होगी जो ग्रामीणों की सक्रिय भागीदारी से जल आपूर्ति योजनायें तैयार करने और लागू करने के अलावा उनके रखरखाव और निगरानी का काम भी करेगी।इस समिति में छह से बारह सदस्य होंगे इनमें निर्वाचित पंचायत सदस्य होंगे और अनुसूचित जाति तथा जनजाति की उचित भागीदारी सहित कम से कम पचास फीसदी महिलाएं होंगी। राष्ट्रीय ग्रामीण पेयजल कार्यक्रम के तहत यह पहल की गई है इसका उद्देश्य सत्ता का विकेंद्रीकरण और जल तथा सफाई से जुड़े मुद्दों पर ध्यान देना है। समाचार कक्ष से आनंद प्रकाश सोनी।----
केरल में इडुक्की जिले के ११६ साल पुराने मुल्लपेरियार बांध कीसुरक्षा को लेकर जारी जन आंदोलन और सत्याग्रह के बीच, केरल- तमिलनाडु सीमा पर तनाव बना हुआ है। केरल पुलिस ने कुमली में सुरक्षा बढ़ा दी है।विपक्ष के नेता वी एस अच्युतानन्दन ने इस समस्या के समाधान के लिए प्रधानमंत्री के साथ मुख्यमंत्री उम्मन चांडी की बातचीत में शामिल होने की इच्छा व्यक्त की है। राज्य का सर्वदलीय शिष्टमंडल तीन दिन के भीतर दिल्ली आ रहा है।

महाराष्ट्र में ३२ जिलों की १७७ नगरपालिकाओं में आज मतदान हो रहा है। इन चुनावों में कांग्रेस और राष्ट्रवादी कांग्रेस पार्टी एक साथ नहीं हैं जबकि ज्यादातर क्षेत्रों में शिवसेना, भाजपा और रिपब्लिकन पार्टी ऑफ इंडिया ने अपना साझा उम्मीदवार खड़ा किया है। सूत्रों के अनुसार इन सभी क्षेत्रों में मतदान शांतिपूर्वक चल रहा है।-----
असम में, सेना और पुलिस ने कल रात कामरूप और धुबरी जिलों से उल्फा और मुस्लिम यूनाइटेड लिब्रेशन टाइगर्स ऑफ असम-मुल्टा के आठ उग्रवादियों को गिरफ्तार किया। उल्फा के छह उग्रवादियों को गिरफ्तार किया गया गया है। इनमें से तीन को बैहाता चरियाली से जबकि तीन अन्य को धुबरी के गोलोकगंज से गिरफ्तार किया गया। इनके पास से कई तरह के हथियार और गोलाबारूद भी बरामद हुए।धुबरी जिले के ही दहालागुतीपारा से मुल्टा के दो विद्रोहियों को एक पिस्तौल और कुछ आपत्तिजनक दस्तावेजों के साथ हिरासत में लिया गया।----
असम में, उग्रवादी संगठन यूनाइटेड पीपुल्स डेमोक्रेटिक सॉलिडेरिटी -यूपीडीएस के नेताओं सहित लगभग साढ़े तीन सौ उग्रवादी इस महीने की १४ तारीख को कार्बी आंगलौंग जिले में दीफू स्टेडियम में हथियार डाल देंगे। इस समारोह में केन्द्रीय गृह मंत्री पी चिदंबरम, राज्यपाल जे. बी. पटनायक और मुख्यमंत्री तरूण गोगोई के शामिल होने की संभावना है। सरकारी सूत्रों ने बताया कि ये गुट १६० से ज्यादा अत्याधुनिक हथियार सरकार को सौंपेगा। इसी समारोह में इस गुट को भंग कर समाज की मुख्यधारा में शामिल होने की घोषणा भी की जाएगी।-----
बिहार में एक निजी निर्माण कंपनी के सात अपहृत मजदूरों का पता लगाने के लिए जमुई जिले के जंगलों में सघन तलाशी अभियान जारी है। माओवादियों ने शुक्रवार को इन मजदूरों का अपहरण कर लिया था। राज्य के पुलिस महानिरीक्षक तलाशी अभियान की निगरानी कर रहे हैं। जमुई जिले के साथ लगी बिहार-झारखंड सीमा सील कर दी गई है।------

The Prime Minister Dr. Manmohan Singh has called an All Party meet on Wednesday to discuss the Lokpal issue. Official sources said that the cabinet will discuss the issue on Tuesday. Later, the same day, the government will hold consultations with the UPA allies. Meanwhile, Anna Hazare today began his day long token fast at Jantar Mantar in New Delhi to protest against the Parliamentary Standing Committee's recommendations on the Lokpal Bill. Hazare visited Mahatma Gandhi's memorial at Rajghat before beginning his fast.
Leaders from major political parties are participating in an open debate on the proposed Lokpal Bill . Congress General Secretary Janardhan Dwivedi however denied his party's participation saying that a debate at this stage outside Parliament may be premature.

Congress today accused Team Anna of misleading the nation and insulting the prestige of Parliament. Talking to reporters in New Delhi today, Party Spokesman Rashid Alvi said that the discussion on Lokpal bill will be taken up in Parliament and nobody is above Constitution. Stating that Anna Hazare has the right to protest, Mr Alvi said that by attempting to mailgn the image of UPA Chairperson Sonia Gandhi and Congress General Secretary Rahul Gandhi, Hazare is only trying to politicise the issue. Mr Alvi said that Congress party has always worked to eradicate corruption, but he added that a law can only be made by Parliament and not by holding protests.

BJP today demanded bringing the Prime Minister and lower bureaucracy under the ambit of Lokpal. Leader of Opposition in the Rajya Sabha Arun Jaitely said in New Delhi that they will oppose the recommendations of the Parliamentary Panel which has suggested keeping the Group C and D Employees outside Lokpal. Mr Jaitely was participating in the open debate organised by Team Anna at Jantar Mantar today.
CPI leader A B Bardhan today urged Team Anna to adopt flexibility in their approach for a strong and effective Lokpal. Participating in the open debate, Mr Bardhan said, Team Anna should have patience to listen to everybody's view point. He added that Judiciary should be kept out of the ambit of Lokpal. He however said that all government employees should be brought under its ambit.

The Government has decided to set up a village water and sanitation committee in each Gram Panchayat, village and ward to ensure safe drinking water supply. Official sources said that the committee will be set up as a standing committee in each Gram Panchayat for planning, monitoring, implementation and maintenance of water supply schemes in the area with active participation of the villagers. Our correspondent reports that the membership of the committee will consist of 6 to 12 persons comprising elected Panchayat members and at least 50 percent women with due representation to Scheduled castes and Tribes. The committee will be an integral part of the village panchayat. This initiative has been taken under the National Rural Drinking Water Programme to decentralize power and responsibilities and to give greater focus on water and sanitation issues.

The Vice President Mohammad Hamid Ansari has said that gender, class, caste, tribe, linguistic, cultural and the rural urban divide still persist in the country and needs to be rectified. He said that growth is a necessary condition for societal welfare, but it is not sufficient and does not automatically lead to equality in accessing development and opportunities for growth. In Assam, Army and Police arrested eight militants belonging to United Liberation Front of Asom (ULFA) and Muslim United Liberation Tigers of Assam (MULTA) in separate operations in Kamrup and Dhubri districts last night. Three ULFA militants were arrested at Baihata Chariali by Rangiya Police last night. Three guns and 14 rounds of live ammunition have been recovered from the militants. In another operation at Golokganj in Dhubri district, security forces arrested three ULFA cadres along with a 12 bore shot gun, a grenade and some amount of cash in US dollars. Two MULTA militants were also arrested at Dahalagutipara in Dhubri district last night. One pistol and some incriminating documents have been recovered from the arrested militants. All the militants are now being interrogated at Baihata Chariali and Golokganj police stations.

UN climate talks have reached a landmark deal under which the European Union will place its current emission-cutting pledges inside legally-binding Kyoto Protocol and all major emitters will be forced to act against global warming. The crucial negotiations in Durban closed after running nearly 36 hours beyond their schedule. As per the agreement reached at the 194-party conference, the countries agreed to start negotiations on a new pact that would put all nations under the same legal regime that would come in force by 2020. The pact was described by the chair as balanced. Media reports say that talks on a new legal deal covering all countries will begin next year and end by 2015, coming into effect by 2020. Management of a fund for climate aid to poor countries has also been agreed upon though how to raise the money has not.

Pakistani security forces have taken control of a strategically important airbase in the country's southwest after most of the U.S. military personnel have vacated the airfield. Local media report said only one American cargo plane is still parked at the airbase which will transfer the remaining personnel and equipment. The report said Pakistani Civil Aviation officials also arrived at the airbase to take its full control after the remaining officials leave the facility. Pakistan had asked the U.S. to vacate Shamsi airbase in Balochistan province by today following the NATO strike on November 26 killing 24 Pakistani soldiers. According to American and Pakistani media, the U.S. had reportedly been using the airbase since late 2001 for military operations in Afghanistan and for drone strikes in Pakistan tribal regions.

A major 6.5-magnitude earthquake struck Mexico with officials reporting two deaths. The tremor was strongly felt in the capital Mexico City and southern Guerrero state at 0717 IST today about 166 kilometres southwest of Mexico City, at a depth of about 65 kilometres. According to US Geological Survey, the epicentre was located 133 kilometres north of the large beach resort city of Acapulco, on the country's Pacific coast. The Pacific Tsunami Warning centre said, no destructive Pacific-wide tsunami was expected. Much of Mexico lies on the Pacific Ring of Fire, where most of the world's earthquakes and volcanic eruptions occur.

A moderate 5.8-magnitude earthquake hit Japan's southwestern islands today, but there was no tsunami warning or immediate reports of damage. According to the US Geological Survey, the quake hit at 0652 IST in Kagoshima prefecture, some 1,300 kilometres from Tokyo, at a depth of 28 kilometres.

The outcome of the first round of Egypt's parliamentary elections has brought to the surface the rivalry among the major contenders for power the moderate Muslim Brotherhood and hardline Salafist's Al Nour party. The Salafists want the country to be run by a strict Islamic code while Muslim Brotherhood says it respects all shades of views.
Meanwhile the expatriate Egyptians have begun casting their votes at respective embassies and consulates for the second round of polls. They can cast votes till tomorrow afternoon. Our Correspondent reports that Egypt goes to polls for the second round of parliamentary elections on 14th and 15th December.
"The moderate Muslim Brotherhood's newly formed Freedom and Justice Party (FJP) won the most votes in the first round of the parliamentary election around 40 per cent. But it faces a direct challenge from the hardline al-Nour party, which took 24 per cent of the votes surprising many. Al-Nour has a particularly strong presence in Egypt's slums and rural areas, which go to polls in the next two rounds. Salafists are in favour of running the country through a strict Islamic code. Muslim Brotherhood has promised to follow the rule of the law protecting the rights of the people. Although the two Islamist parties have been bitter rivals in these elections, many liberal secular parties are apprehensive that they can form an alliance in parliament-a fact which has also made the military rulers cagey". North Korea today warned South Korea of unexpected consequences if Seoul displays Christmas lights near the tense border. The South's defence ministry said earlier it was considering a request by a Seoul church group to put up Christmas lights on a steel tower atop a military-controlled hill near the border. The North's official website called the plan a mean attempt for psychological warfare against the communist state and threatened to retaliate immediately when the lights are switched on. The 155-metre hill in the South, about three kilometres from the border, is within range of North Korean gunfire. The two Koreas in 2004 reached a deal to halt official-level cross-border propaganda and the South stopped its annual Christmas illumination ceremony. But Seoul resumed the ceremony last December amid high military tensions with Pyongyang.

Philippine investigators today combed through the smouldering wreckage of a Manila slum, hunting for more victims of a cargo plane crash that left at least 13 dead. The small aircraft plunged into the shanty town yesterday, exploding on impact and causing a fire that gutted a half-acre section of the slum. The crash killed both the pilot, co-pilot, and a third person on board while the other fatalities were residents who died in the resulting inferno. According to residents, five others were reported missing, while at least 20 people were injured. Emergency crews said they were carefully sifting through the rubble in hopes of finding bodies beneath, although an early morning search turned out negative. Experts from the civil aviation authority said they were trying to recover the burnt-out engine of the crashed plane, as well as other debris that could yield clues as to what caused it to plummet into the slum.

The Palestinian flag will be hoisted on Tuesday at UNESCO headquarters, a month after its admission to the UN cultural agency. President Mahmud Abbas will travel to Paris to attend the event, which is seen by many as a step on the Palestinians' road to eventual UN membership. A Palestinian diplomat said this is the first time that Palestinian flag will be flown at the headquarters of a UN institution. The UN Educational, Scientific and Cultural Organisation says the flag-hoisting is a symbolic ceremony to mark Palestine's admission to the organisation that takes place each time a new member joins. The Palestinians were admitted to the body in late October, when the UNESCO general assembly voted 107-14 to make Palestine its 195th member.

This year's Nobel Peace Prize winner and the renowned Yemenese activist, Tawakkol Karman said the international community has not provided enough support for the uprising in Yemen. In her speech after receiving the Nobel Peace Prize in Oslo on Saturday, she lamented that the struggle for democracy in her country did not get the international understanding, support or attention of the other revolutions in the region. Karman said it should haunt the world’s conscience. While calling for more support for the Arab Spring uprisings, Karman made it clear that she was opposed to the use of military force to address the issue. She said she would return to her tent in the Capital Sanaa's Change Square, where she moved in March to continue her peaceful protest.

संसदीय मामलों के मंत्री पवन कुमार बंसल ने कहा है कि प्रधानमंत्री चाहते हैं कि उनके कार्यालय को लोकपाल के दायरे में लाया जाये। श्री बंसल ने आज चंडीगढ़ में कहा कि डाक्टर मनमोहन सिंह सार्वजनिक जीवन में ईमानदारी के सिद्धान्तों का पालन करते हैं। लोकपाल विधेयक के बारे में संसद की स्थायी समिति की रिपोर्ट का जिक्र करते हुए श्री बंसल ने कहा कि इस बारे में सभी चिन्ताओं को दूर किया जायेगा। लोकपाल विधेयक को लेकर कुछ दलों के विरोध प्रदर्शन पर उन्होंने कहा कि ये दल यह दर्शाना चाहते हैं कि वे भ्रष्टाचार के खिलाफ हैं लेकिन इनके दोहरे मानदण्डों को स्वीकार नहीं किया जा सकता। संसदीय कार्यमंत्री ने कहा कि भ्रष्टाचार के बारे में मौजूदा कानूनों में संशोधन करने की जरूरत है। उन्होंने कहा कि सरकार संसद के इसी सत्र में लोकपाल विधेयक पास करने के लिए प्रतिबद्ध है। दिल्ली में अन्ना हजारे के अनशन का जिक्र करते हुए श्री बंसल ने कहा कि यदि अन्ना की लड़ाई भ्रष्टाचार के खिलाफ है तो वे इसका स्वागत करते हैं। उधर, अन्ना हजारे ने विपक्षी दलों से अपील की है कि अगर सरकार से अपनी बात मनवाने के लिए उनके पास पर्याप्त संख्या नहीं है तो वे सशक्त लोकपाल के लिए उनके आंदोलन में शामिल हों।
लोकपाल विधेयक के बारे में नई दिल्ली के जन्तर-मन्तर पर खुली बहस में भाग लेते हुए विपक्षी दलों ने प्रधानमंत्री और निचले दर्जे के सरकारी कर्मचारियों को लोकपाल के दायरे में लाने की टीम अन्ना की मांग का समर्थन किया। कुछ दलों ने टीम अन्ना को लचीला रूख अपनाने का सुझाव दिया है और कहा कि उन्हें यह उम्मीद नहीं करनी चाहिए कि उनके द्वारा उठायी गयी हर बात मानी जाये। भारतीय जनता पार्टी, भारतीय कम्युनिस्ट पार्टी, मार्क्सवादी कम्युनिस्ट पार्टी, जनता दल-युनाईटेड, अकाली दल, समाजवादी पार्टी, तेलुगुदेशम पार्टी और बीजू जनता दल ने भाग लिया। अन्ना हजारे ने लोकपाल विधेयक के बारे में संसद की स्थायी समिति की रिपोर्ट के खिलाफ एक दिन का अनशन भी किया।
राज्यसभा में विपक्ष के नेता अरूण जेटली ने बहस में हिस्सा लेते हुए कहा कि भारतीय जनता पार्टी, संसदीय समिति की सिफारिशों का विरोध करेगी। उन्होंने सीबीआई को सरकार के नियंत्रण से बाहर रखने की बात कही।
सी.बी.आई. मित्रों इस देश के अंदर भ्रष्टाचार के खिलाफ जांच करने का एक प्रमुख मैकेनिजम है ये सच है कि सी.बी.आई. का दुरूपयोग भी हुआ है और इसलिए आवश्यक है कि सरकार के हाथों में से सी.बी.आई. को अलग कर कर एक निष्पक्ष संस्था के रूप में सी.बी.आई. बने।
भारतीय कम्युनिस्ट पार्टी नेता ए. बी. बर्धन ने टीम अन्ना को सुझाव दिया कि वे सशक्त और प्रभावी लोकपाल के लिए अपने रवैये में लचीलापन लाएं।
मैं कहता हूं कि औरों को भी सुनने का आप लोगों के अंडर में पेशन्स होना चाहिए, जहां तक आपका सवाल ज्युडिसरी का है ये सही है कि ज्युडिसरी में आज भ्रष्टाचार काफी हद तक प्रवेश कर चुका है। ये दुख की बात है और देश के लिए बड़े खतरनाक लेकिन मेैं नहीं समझता कि एक ही लोकपाल के अंतर्गत उनको लाया जाए।
मार्क्सवादी कम्युनिस्ट पोलित ब्यूरो सदस्य बृंदा करात का कहना था कि बड़े उद्योगपतियों को भी लोकपाल के दायरे में लाना चाहिए। उन्होने सांसदों को भी इसके तहत लाने की मांग की।
जनता दल-युनाईटेड के अध्यक्ष शरद यादव ने कहा कि संसद का विशेष सत्र बुलाया जाना चाहिए ताकि इस मुद्दे पर व्यापक बहस कराई जा सके।
कांगे्रस ने टीम अन्ना पर देश को गुमराह करने और संसद की गरिमा को ठेस पहुंचाने का आरोप लगाया है। पार्टी प्रवक्ता राशिद अल्वी ने नई दिल्ली में संवाददाताओं से बातचीत में कहा कि लोकपाल विधेयक पर संसद में चर्चा होगी और कोई भी संविधान से ऊपर नहीं है।
कानून जंतर मंतर पर नहीं बनाया जा सकता। कानून पार्लियामेंट के अंदर बनेगा। अन्ना जी पार्लियामेंट के बेज्जती कर रहे हैं, पार्लियामेंट की इज्जत सबको करनी चाहिए, कोई भी पार्लियामेंट से बड़ा नहीं है, देश के संविधान से बड़ा नहीं है। देश संविधान से चलता है, नारों से नहीं चलता, भ्रष्टाचार के खिलाफ कांग्रेस पार्टी लगातार लड़ाई लड़ रही है लड़ती रहेगी।

दक्षिण अफ्रीका के डरबन में आयोजित संयुक्त राष्ट््र जलवायु वार्ता में एक निर्णायक समझौते की दिशा में सहमति बनी है, जिसके तहत पहली बार ऐसी व्यवस्था बनाई जाएगी जिसमें कार्बन उत्सर्जक सभी बड़े देश, ग्रीनहाउस गैसों के उत्सर्जन में कटौती करने को कानूनी रूप से बाध्य होंगे। समझौते के तहत यूरोपीय संघ कार्बन उर्त्सन में कटौती पर अपनी मौजूदा योजना को कानूनी रूप से बाध्यकारी क्योटो संधि की परिधि में रखेगा। ये विकासशील देशों की मुख्य मांग थी। ग्रीनहाउस गैसों के उत्सर्जन में कटौती के लिए क्योटो संधि एक मात्र कानूनी रूप से बाध्य संधि रही है। भारत और यूरोपीय संघ में नई संधि के रोडमैप की शब्दावली को लेकर गतिरोध था जिस कारण अंतिम समझौते में देर हुई। सम्मेलन में भारत की प्रतिनिधि पर्यावरण मंत्री जयंती नटराजन ने कहा कि भारत अपनी बात पर कायम है और ये सिर्फ भारत की बात नहीं है, बल्कि पूरे विश्व का सवाल है। उन्होंने कहा कि पश्चिमी देशों ने अपने वादों के अनुसार उत्सर्जन कम नहीं किया है। -------
वाणिज्य और उद्योग मंत्रालय ने मल्टी ब्रांड खुदरा व्यापार क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति के बारे में आशंकाएं दूर करने के लिए सभी सम्बद्ध पक्षों के साथ जल्द विचार-विमर्श शुरू करने का फैसला किया है। सरकारी सूत्रों के अनुसार मंत्रालय, व्यापारियों और किसानों सहित सभी सम्बद्ध पक्षों को प्रत्यक्ष विदेशी निवेश की नीति के बारे मे ंविस्तार से बतायेगा और इसमें सुधार के लिए उनके सुझावों पर विचार करेगा। हमारे संवाददाता ने बताया है कि सरकार ने मल्टी ब्रांड खुदरा क्षेत्र में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति का फैसला विभिन्न राजनीतिक दलों के विरोध के बाद, पिछले सप्ताह स्थगित करने की घोषणा की थी। -------
सरकार, २०१७ तक देश में सब के लिए माध्यमिक शिक्षा सुनिश्चित करने के लिए प्रतिबद्ध है। इस लक्ष्य को प्राप्त करने के लिए वर्ष २००९-१० से एक नयी केन्द्रीय प्रायोजित योजना-राष्ट्रीय माध्यमिक शिक्षा अभियान चालू है। इस योजना के तहत प्रत्येक गांव के नजदीक माध्यमिक स्कूल खोलकर सबके लिए शिक्षा की उपलब्धता सुनिश्चित की जाएगी। सरकारी सूत्रों ने बताया है कि सरकार ने लगभग ९ हजार ८०० नए माध्यमिक स्कूल खोलने और मौजूदा ३५ हजार ५४७ माध्यमिक स्कूलों के आधारभूत ढांचे में सुधार को मंजूरी दी है। -------
आयकर विभाग ने विदेशों में जमा कालेधन के बारे में दोहरे कराधान से बचने के समझौते-डी टी ए ए के तहत तीस हजार से अधिक सूचनाएं प्राप्त की हैं। आयकर विभाग ने हाल में नयी दिल्ली में आयोजित आर्थिक सहयोग और विकास के बारे में वैश्विक संगठन के सम्मेलन में यह जानकारी दी। सरकारी सूत्रों ने बताया है कि आयकर विभाग को बिना हिसाब-किताब का ४३० करोड़ रुपये से अधिक धन प्राप्त हुआ हैं।

उत्तर प्रदेश में सत्ताधारी बहुजन समाज पार्टी के सांसद धनन्जय सिंह को दोहरे हत्याकांड के आरोप में आज गिरफ्तार कर लिया गया। उन्हें उनके निर्वाचन क्षेत्र जौनपुर से गिरफ्तार किया गया। धनन्जय सिंह को समाजवादी पार्टी के पूर्व नेता अमर सिंह से नई दिल्ली में एम्स में मुलाकात करने के बाद बसपा से निलंबित कर दिया गया था लेकिन बाद में पार्टी प्रमुख मायावती ने उनकी बर्खास्तगी रद्द कर दी थी। -------

भारतीय निर्यात-आयात बैंक ने अरूणाचल प्रदेश से निर्यात क्षेत्र को बढ़ावा देने के लिए राज्य सरकार को मदद की पेशकश की है। हमारे संवाददाता ने बताया है कि बैंक के अध्यक्ष और प्रबंध निदेशक टी.सी.ए. रंगनाथन के नेतृत्व में चार सदस्यीय शिष्टमंडल ने प्रभारी मुख्य सचिव तापे बागरा से मुलाकात कर राज्य के निर्यात क्षेत्र के लिए सहायता देने की पेशकश की है। प्रदेश में उत्तम गुणवत्ता वाले जैविक सेब, किवी, संतरा, अदरक और औषधीय पादक पैदा होते है। बैंक के मुख्य प्रबंधक निदेशक ने बताया कि बैंक के पास राज्य के उद्यमियों और निर्यातकों की सहायता के लिए कई योजनाएं हैं। राज्य के व्यापार और वाणिज्य विभाग के निदेशक ने बैंक की टीम को बताया राज्य सरकार ने प्रदेश में निर्यात की संभावनाओं पर भारतीय विदेश संस्थान की सहायता से एक अध्ययन किया है। उन्होंने बताया कि विभाग ने कुछ प्रमुख जैविक उत्पाद प्रमाणीकरण एजेंसियों से करार किया है।

Union Minister for Parliamentary Affairs Pawan Kumar Bansal has said that the Prime Minister Manmohan Singh is keen that his office is brought under the purview of Lokpal. He said in Chandigarh today that Dr. Manmohan Singh upholds principles of integrity in public life. Referring to the report of Parliament's Standing Committee on Lokpal Bill, he said, all concerns would be addressed.
On protests by some parties on Lokpal Bill, he said, that they just want to show they are against corruption and added that their double standards are not acceptable. He also said, there was need to bring amendments in the existing laws on corruption. Mr. Bansal said, the Centre was committed to pass the Lokpal Bill in this session itself. On Anna's fast in Delhi, he said, if he was only fighting against corruption, he was welcome.
Anna Hazare appealed to opposition parties to join his agitation for a strong Lokpal if they do not have the numbers to correct the government. He accused Congress General Secretary, Rahul Gandhi of being a person behind watering down the Parliament are Standing Committee's report on Lokpal. Participating in an open debate in New Delhi where Anna observed a day-long fast to press for a strong Lokpal, opposition parties backed the team's demand to include Prime Minister and lower bureaucracy under the ambit of Lokpal.
Some parties suggested Team Anna to be flexible and not expect every point raised by it to be accepted. Leaders of BJP, CPI(M), CPI, JD(U), Akali Dal,SP, TDP and BJD participated in the public debate on Lok Pal at Jantar Mantar where Anna Hazare was sitting on a one-day protest against Parliamentary Standing Committee report on Lokpal Bill.
Leader of Opposition in the Rajya Sabha, Arun Jaitely said, BJP will oppose the recommendations of the Parliamentary Panel. He added that the recommendations do not reflect the sense of the House after the debate on the issue in the last session. He called for taking the CBI out of the government's hands.

"CBi is the main mechanism to investigate against corruption. It is true that CBI has been misused and that is why it is important to take the CBI out of the government's hands and it should be made an independent agency."
CPI leader A B Bardhan urged Team Anna to adopt flexibility in their approach for a strong and effective Lokpal. He said, Team Anna should have patience to listen to everybody's view point. He added that Judiciary should be kept out of the ambit of Lokpal. CPI (M) politburo member Brinda Karat wanted big corporate houses to be brought under Lokpal.

Ms. Karat also advocated for MPs to be under the ombudsman's ambit. Supporting the demands, JDU chief Sharad Yadav demanded a special session of Parliament to have a thorough debate on the issue.
Congress has accused Team Anna of misleading the nation and insulting the prestige of Parliament. Talking to reporters in New Delhi today, Party Spokesman Rashid Alvi said that the discussion on Lokpal Bill will be taken up in Parliament and nobody is above Constitution.
Stating that Anna Hazare has the right to protest, Mr Alvi said that by attempting to mailgn the image of UPA Chairperson Sonia Gandhi and Congress General Secretary Rahul Gandhi, Hazare is only trying to politicise the issue. Mr Alvi said that Congress party has always worked to eradicate corruption.

In Uttar Pradesh, Controversial Ruling BSP MP, Dhananjay Singh was today arrested in a double murder case registered against him in his constituency Jaunpur. Our Lucknow correspondent reports that the MP, was taken into custody from the residential complex of MLAs under Hazrat Gunj police station in a joint operation. After his arrest, Dhananjay alleged that he was being implicated in a false case by the Mayawati government.

The government is committed to ensure universal secondary education by 2017 in the country. To achieve the target, a new Centrally sponsored scheme - Rashtriya Madhyamic Shiksha Abhiyan is in place from 2009-10. It will ensure access to secondary education by providing secondary schools within a reasonable distance of every habitation.
Official sources said that government has sanctioned 9799 new secondary schools and improvement in the existing infrastructure of 35,547 secondary schools. Our correspondent adds that as per the Working Group Report on Secondary Education for the 12th Five Year Plan, there is a requirement of about 20 thousand new secondary schools, with an estimated outlay of about 30 thousand crore rupees.

The Government has decided to set up a village water and sanitation committee in each Gram Panchayat, village and ward to ensure safe drinking water supply. Official sources said that the committee will be set up as a standing committee in each Gram Panchayat for planning, monitoring, implementation and maintenance of water supply schemes in the area with active participation of the villagers.

The Income Tax Department has received more than 30,000 pieces of information from various countries on stashed black money under the Double Taxation Avoidance Agreement, DTAA. The Financial Intelligence Unit, FIU, under the Finance Ministry, has gathered voluminous data on suspicious transactions, the department informed a global Organisation for Economic Cooperation and Development Conference held in New Delhi recently.
Official sources say, more than 430 crore rupees of unaccounted funds have also been received by the I-T department. The Investigation wing of Central Board of Direct Taxes has detected concealed income of 18,750 crore rupees in the last two financial years. Focused searches have been conducted in a number of cases in the current year on the basis of information received from foreign jurisdictions under the provisions of DTAA.

West Bengal Government has decided to reward 36 local people who immediately swung into action for rescue operations in the devastating fire which broke out in a private hospital in Kolkata on Friday. Giving this information in Kolkata today, the Chief Minister Ms. Mamata Banerjee said that the government will recognize their courage for carrying out the rescue job at the risk of their lives. Meanwhile, the death toll in the fire tragedy has gone up to 92.

UN climate negotiators today struck a compromise deal in Durban on a roadmap for an accord that will for the first time, legally force all major carbon emitters to cut greenhouse gas emissions. This leads to ending days of wrangling between India and the EU over the fate of the Kyoto protocol. The new pact to be finalised till 2015, will for the first time bring India and China under the ambit of a legal mechanism guiding emission cuts after it comes into effect from 2020.
Under the compromise, while India and China agreed to bring themselves under a governing treaty, the developed nations agreed to a second commitment period under Kyoto Protocol, putting to rest concerns that they will walk away from commitments once the 1997 treaty expires in 2012.
Minister for Environment Jayanthi Natarajan expressed satisfaction over the deal.

Information and Broadcasting Minister Ambika Soni today condoled the death of renowned cartoonist Mario Miranda. In her message, Ms Soni said, Mario Miranda was a multi-faceted personality and his cartoons captured the nuances of Goan life prolifically. Ms Soni said, his cartoons and images won him universal admiration. She said his illustrations in children's books will always be fondly remembered.
Mario Miranda passed away near Panaji. He was 85. Miranda was awarded Padma Bhushan, the third highest civilian award, in 2002 and Padma Shri in 1988.

Pakistani security forces have taken control of a strategically important airbase in the country's south-west after most of the U.S. military personnel have vacated the airfield. The report said Pakistani Civil Aviation officials also arrived at the airbase to take its full control after the remaining officials leave the facility. Pakistan had asked the U.S. to vacate Shamsi airbase in Balochistan province by today following the NATO strike on November 26, killing 24 Pakistani soldiers.
