नॉर्दन ग्रिड में खराबी आने से उत्तर भारत के सात राज्य अंधेरे में डूबे रहे। पावर ग्रिड कॉर्पोरेशन के वरिष्ठ अधिकारी ने आकाशवाणी को बताया कि ग्रिड में खराबी के कारणों का पता लगाया जा रहा है। उत्तरी क्षेत्र केन्द्र के महाप्रबंधक वी वी शर्मा ने बताया कि बिजली सप्लाई बहाल करने के प्रयास किये जा रहे हैं। उन्होंने बताया कि ग्रिड में खराबी रात लगभग ढाई बजे शुरू हुई जिससे दिल्ली, उत्तर प्रदेश, हरियाणा , पंजाब, उत्तराखंड, जम्मू कश्मीर और राजस्थान में बिजली आपूर्ति प्रभावित हुई। इससे इन इलाकों में ट्रेन सेवाओं पर बुरा असर पड़ा। रेल मंत्रालय के प्रवक्ता अनिल सक्सेना ने बताया कि अब स्थिति सामान्य हो रही है।
नार्दन रेलवे, नार्थ सेंट्रल रेलवे और वेस्ट सेंट्रल रेलवे और डिविजनस में अंबाला डिवीजन, दिल्ली डिवीजन,झांसी डिवीजन, आगरा डिवीजन, इलाहाबाद डिवीजन ये सारा डिवीजन में ट्रेनों का मूवमेंट प्रभावित हुआ। इनफेक्ट रात को ही हमने कोर्डिनेट करके काफी ट्रेनों को नार्मल मूवमेंट कराया भी था। खैर स्थिति अब ये है कि हमारे रेलवे नेटवर्क में बिजली रिस्टोर हो गई है और नार्मल सा हो गया है। राष्ट्रीय राजधानी दिल्ली में मेट्रों सेवा पर भी असर पड़ा है।

गृहमंत्री पी चिदम्बरम आज असम में हिंसा प्रभावित कोकराझार और धुबरी जिलों की दो दिन की यात्रा पर जा रहे हैं। वे राज्य की स्थिति की निगरानी कर रहे हैं। गृहमंत्री वरिष्ठ अधिकारियों के साथ राहत और पुनर्वास कार्यों की समीक्षा करेंगे। श्री चिदंबरम के कुछ राहत शिविरों में जाने की संभावना है। उनका राज्यपाल जे. बी. पटनायक, मुख्यमंत्री तरुण गोगोई और उनके कुछ मंत्रियों से अलग से मिलने का कार्यक्रम है। असम के मुख्यमंत्री तरुण गोगोई भी राहत और पुनर्वास कार्य की समीक्षा के लिए आज धुबरी जाएंगे। भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी भी आज ंिहंसा प्रभावित कोकराझार जिले का दौरा करेंगे। इस बीच हमारे संवाददाता ने खबर दी है कि हिंसाग्रस्त इलाकों में स्थिति सामान्य हो रही है।
कोकराझार, चिरांग और धुबरी जिले की स्थिति सामान्य हो रही है। वृहस्पतिवार से कहीं से हिंसा की खबर नहीं मिली है। दिन की कर्फ्यू में ढील दी गई है। इस बीच हिंसा में मरने वालों की संख्या बढ़कर ५८ हो गई है। २८० राहत शिविरों में असम सरकार द्वारा लगभग चार लाख लोगों को खाना, पीने के लिए साफ पानी और दवाइयां मुहैया कराई जा रही है। प्रदेश सरकार हिंसाग्रस्त जिलों में विभिन्न सरकारी योजनाओं के माध्यम से लोगों की मदद करेंगे। मानस प्रतिम शर्मा आकाशवाणी समाचार गुवाहाटी

हरियाणा के मुख्यमंत्री भूपिंदर सिंह हुड्डा ने कहा है कि राज्य सरकार ने गरीबी रेखा से नीचे के परिवारों के लिए घर निर्माण करने की एक नई नीति लागू कर दी है। उन्होंने कहा कि इस नीति के तहत कॉलोनी बनाने वाले निजी समूह लाइसेंसशुदा क्षेत्र में ५० वर्ग मीटर के ५० प्रतिशत भूखंडों को आर्थिक रूप से कमजोर वर्गों के लिए रियायती कीमत पर हाउसिंग बोर्ड को हस्तांतरित करेंगे जिन पर गरीबी रेखा से नीचे के परिवारों के लिए फ्लैटों का निर्माण किया जाएगा। मुख्यमंत्री ने बताया कि हरियाणा हाउसिंग बोर्ड ने ४ हजार ४ सौ ९३ भूखंडों पर पहले ही कब्जा कर लिया है जिन पर गरीबी रेखा से नीचे के परिवारों के लिए तीन मंजिला घर बनाए जाएंगे।

पश्चिम बंगाल में मजदूर संगठन सीटू ने इस महीने की ३१ तारीख की अपनी प्रस्तावित ट्रांसपोर्ट हड़ताल टाल दी है। कोलकाता में इसकी घोषणा करते हुए सीटू के अध्यक्ष श्यामल चक्रवर्ती ने कहा कि यह फैसला राज्य में अगले महीने के पहले सप्ताह में परिवहन क्षेत्र में सरकार की नीतियों के खिलाफ वाम मोर्चे के आंदोलन को देखते हुए किया गया है। सीटू ने राज्य में पेट्रोल और डीजल की कीमतों में सब्सिडी और अन्य संबंधित मुद्दों को लेकर ट्रांसपोर्ट हड़ताल का आह्वान किया था।

आंध्र प्रदेश में नेल्लूर के निकट नई दिल्ली-चेन्नई तमिलनाडु एक्सप्रेस के एक डिब्बे में आज तड़के आग लगने से ७ लोग मारे गए और अनेक घायल हुए। करीब साढ़े पांच बजे नेल्लूर रेलवे स्टेशन से रवाना होने के बाद रेलगाड़ी के एस-११ डिब्बे में आग लग गई। स्थानीय अधिकारियों ने बताया कि मृतकों की संख्या बढ़ने की आशंका है क्योंकि डिब्बे में अभी कई यात्री फंसे हुए हैं। रेलवे अधिकारी, पुलिस और अग्निशमन कर्मचारी राहत और बचाव कार्य में लगे हैं।
नेल्लूर के जि+लाधिकारी बी. श्रीधर ने बताया कि जले हुए डिब्बे से ७ लोगों के शव निकाले गए हैं, जबकि अनेक यात्री अब भी अंदर फंसे हैं। इस डिब्बे को रेलगाड़ी से अलग कर दिया गया है।

भारत और बंगलादेश ने आपसी समझौतों पर तेजी से अमल करने पर बल दिया है। वर्ष २०१० और २०११ के दौरान दोनों देशों के प्रधानमंत्रियों की एक-दूसरे के देशों की यात्राओं के दौरान यह समझौते किए गए थे। कल ढाका में बंगलादेश के विदेश सचिव मिजारूल कैस ने बताया कि मंगलवार को नई दिल्ली में संयुक्त सलाहकार समिति की बैठक में भारतीय ऋण सहायता, सीमावर्ती इलाकों से जुड़ी सहमति, व्यापार सुगम बनाने के उपायों, सीमा शुल्क चौकियों में बुनियादी सुविधाओं तथा सीमा पर हाट के विकास संबंधी विभिन्न समझौतों को तेजी से लागू करने का फैसला किया गया। उन्होंने आशा प्रकट की कि दोनों देश अगली बैठक से पहले इस दिशा में काफी प्रगति कर लेंगे, क्योंकि यह दोनों देशों के हित में है। उन्होंने कहा कि नवीकरणीय ऊर्जा और परमाणु ऊर्जा के क्षेत्रों में सहयोग पर भी बैठक में चर्चा की गई।

संयुक्त राष्ट्र ने कहा है कि राष्ट्रपति बशर अल असद की सेना के हमले में तेजी आने से पिछले दो दिनों में सीरिया के अलेप्पो से दो लाख लोग अपने घर छोड़कर भाग गए हैं। संयुक्त राष्ट्र के मानवीय प्रमुख वलेरी एमोस ने एक बयान में कहा है कि नगर में काफी संख्या में लोग फंसे हुए हैं और उन्होंने सहायता समूहों को अलेप्पो तक सुरक्षित रास्ता देने की अपील की है। श्री एमोस ने कहा कि शहरों और यातायात मार्गो में असुरक्षित हालात के चलते अलेप्पो, हामा और अन्य क्षेत्रों में बेघर परिवारों तक मानवीय एजेंसियों का पहुंचना बेहद मुश्किल है। सीरिया के हजारों नागरिकों ने हाल के दिनों में पड़ोसी देशों जॉर्डन, इराक और तुर्की में शरण ली है।

इराक में कल अल-कायदा के गढ़ रहे देश के पश्चिमी भाग में दो बम हमलों और गोलीबारी की घटना में ७ पुलिसकर्मी मारे गए। अधिकारियों का कहना है कि यह उग्रवादियों के फिर से उभरने के एक और संकेत हैं।
फलुज्जाह शहर के आस-पास हुए इस हमले में ९ पुलिसकर्मी घायल भी हो गए। यह हमले इराक में अल-कायदा के नेता द्वारा देश के उन हिस्सों पर फिर से कब्ज+ा जमाने के लिए भयानक अभियान आरंभ करने की घोषणा के एक सप्ताह बाद हुए हैं।

देश के कुछ उत्तरी भागों में सामान्य से भारी वर्षा के कारण उमस से राहत मिली है। राष्ट्रीय राजधानी दिल्ली में कल अधिकतम तापमान ३१ दशमलव ८ डिग्री सेल्सियस और न्यूनतम २७ दशमलव ९ डिग्री सेल्सियस रहा। दिल्ली के कुछ भागों में हल्की वर्षा हुई। मौसम विभाग के अनुसार आज दिल्ली में एक या दो बार बारिश होने की संभावना है।
उत्तर प्रदेश के कुछ भागों में सामान्य से लेकर भारी वर्षा हुई। राज्य में मानसून पूरी तरह सक्रिय है। बारिश से जुड़ी घटनाओं में कल सोनभद्र और फर्रूखाबाद जिलों में दो बच्चों सहित तीन लोग मारे गए। राजस्थान में कई स्थानों पर सामान्य बारिश हुई। महाराष्ट्र के कोलापुर में भी बारिश हुई।दक्षिण-पश्चिम मानसून पश्चिमी मध्य प्रदेश में अधिक सक्रिय है।
इंदौर, उज्जैन, सिहोर, हरदा, शाहजहांपुर, विदिशा, रायसेन और हौशंगाबाद जिलों में तेज बारिश के चलते नदी और नाले उफान पर आ गए हैं। वहीं बड़ी नदियों नर्मदा, शिप्रा, कालीसिंद, पार्वती और बेनगंगा खतरे के निशान को छू रही हैं। भारी बारिश के चलते प्रदेश में मरने वालों की संख्या ६ हो गई है। शाजापुर जिले में राहत और बचाव कार्य के लिए सेना को बुलाया गया है। वहीं राज्य सरकार ने बाढ़ में फंसे लोगों को बचाने के लिए हेलीकॉप्टर की सेवाएं भी ली है। मुख्यमंत्री शिवराज सिंह चौहान ने सभी मंत्रियों को निर्देश दिए हैं कि वे अपने-अपने क्षेत्रों में बाढ़ की स्थिति पर निरंतर नजर रखें। सुनील तिवारी, आकाशवाणी समाचार इंदौर।

Northern India plunged into darkness last night following a major power failure in the region. The crisis was caused by a major failure in the northern grid. A senior Power Grid Corporation official told AIR that the actual reason for the grid failure is being ascertained. V.V. Sharma, General Manager in the Northern Region Load Dispatch Centre of Power Grid Corporation said that efforts are being made to restore power supply. He said the problem started around 2.30 am last night. Among the affected states are Delhi, Uttar Pradesh, Haryana, Punjab, Uttarakhand, Jammu and Kashmir and Rajasthan. The power failure hit train services in the region. Delhi Metro services were also affected in the national capital. A railway official said that the trains stranded in remote areas are being brought to railway stations. We spoke to Railway spokesperson Anil Saxena on the train services affected.
"This setback of failure of Northern Grid happened in the middle of the night at around 2:30. This affected our Ambala Division, Delhi Division, Agra Division, Jhansi Division, Allahabad Division and in the night itself when the electricity was not given to us, we somehow extended the feet and tried to run trains between Bina and Mathura section and Kota and Mathura section. We managed to ply certain trains. Now, the good news is that we have received electricity from Dadri and Phapund and the railway network supply is normal and the trains have started moving."

Home Minister, P Chidambaram will pay a two-day visit to violence affected Kokrajhar and Dhubri districts of Assam beginning today. Mr. Chidambaram, who has been monitoring the situation, will hold meetings with top officials. The Home Minister is expected to visit a few relief camps and review the relief and rehabilitation work being carried out by the state government. He is likely to hold separate meetings with Governor JB Patnaik, Chief Minister Tarun Gogoi and his Council of Ministers. Assam Chief Minister Tarun Gogoi will also visit Dhubri today to take stock of the relief and rehabilitation works. Our correspondent reports that so far 58 people have lost their lives.
"The situation in Kokrajhar, Chirang and Dhubri district has improved as no untoward incidents were reported since Thursday. Day curfew has been relaxed by district administration. Above five thousand houses have been burnt by miscreants .Police detained more than 150 people for indulging in violence. The state government has set up 280 relief camps where around four lakh persons are being provided with food, drinking water and medicines. At least 7 persons were killed and several others injured when the New Delhi-Chennai Tamil Nadu express caught fire near Nellore in Andhra Pradesh in the early hours today. Fire broke out at around 5.30 am in the S-11 compartment after the train left Nellore Railway Station. Local authorities said, the number of casualties may go up as several other passengers have been trapped in the compartment.
Nellore Collector B Sridhar told reporters that seven bodies have been found in the ill-fated compartment while many passengers are still trapped inside. The compartment has been detached from the rest of the train to prevent the fire spreading to other bogies. Our correspondent reports that medical teams and Ambulances were pressed into service to provide immediate medical assistance to the injured.
"Massive rescue and relief operations have been launched with Railway and district authorities swung into action near Nellore where Chennai bound Tamil Nadu Express caught fire. According to Railway Authorities, the ill-fated S-11 Compartment, in which about 70 persons were aboard, has been immediately detached from the rest of the train preventing fire to spread to other bogies. Though the exact reason for the breaking out of fire to be ascertained, the authorities are suspecting that short circuit might have caused it. So far, about 10 persons who were injured have been admitted to Nellore Government Hospital. Lakshmi, Air news, Hyderabad."

Expressing concern over deficient rainfall, Union Agriculture Minister, Sharad Pawar has stated that the country may face a serious situation if it does not rain in the next two months. He said that everything depends on the return of rains in August and September. The Union Minister was speaking at the inauguration of a sky walk at Bonkode in Navi Mumbai yesterday. However, the Minister said that deficient rain will not affect the supply of food grains and food crops as there is enough stock available, though it may affect the supply of vegetables.

India and Bangladesh have decided to fast track the implementation of various agreements reached during the visits of the two Prime Ministers to each other's countries in 2010-2011. Briefing reporters in Dhaka yesterday about the Foreign Office Consultations held between the two countries in New Delhi last week, Bangladesh Foreign Secretary Mijarul Quayes said that both sides have decided to fast track the implementation of various agreements. These relate to projects under the Indian line of credit, land boundary agreement implementation, trade facilitation measures, infrastructure development of land customs station and border haats.

The United Nations has said that 200,000 people have fled the Syrian city of Aleppo in two days as President Bashar Al-Assad's forces stepped up their assault. UN humanitarian Chief Valerie Amos said in a statement that an unknown number of people are trapped in the city and appealed for safe access to Aleppo for aid groups.
Amos said, it is not known how many people remain trapped in places where fighting continues. Aleppo has a population of about 2.5 million people.

In West Bengal, the CITU has deferred the proposed transport strike called on the 31st of this month. The state President of the CITU, Mr. Shyamal Chakraborty announced this in Kolkata yesterday. The CITU called the transport strike in the state demanding subsidy on petrol and diesel prices and other related issues. Private bus organization, Joint Council of Bus Syndicate and Bengal Bus Syndicate have announced deferment of their proposed bus strike till next Tuesday.

Moderate to heavy rain lashed parts of North India bringing respite from high humidity. The national capital recorded a maximum temperature of 31.8 degrees celsius and a minimum of 27.9 degrees celsius yesterday. A light drizzle was reported from some parts of Delhi. The Met department has predicted one or two spells of rain today.
Parts of Uttar Pradesh also received moderate to heavy rainfall at a few places as the monsoon remained active over the state. Three persons, including two children, were killed in Sonbhadra and Farukkhabad districts yesterday.
The south-west Monsoon has been vigorous over west Madhya Pradesh and active over Assam, Meghalaya and Vidarbha. It has weakened over Punjab, Saurashtra, Kutch, Marathwada and Chhattisgarh.

The sagging morale of the Indian contingent at the London Olympic Games got a much-needed boost yesterday when key medal contenders Saina Nehwal and Jai Bhagwan began their campaign with a bang. Shuttler Saina, among the hot favourites for a podium finish, defeated Swiss rival Sabrina Jacquet 21-9, 21-4 in her opening Group E match in just 22 minutes.
Jai Bhagwan became India's second boxer to advance to the last-16 stage after Vijender Singh made it in the 75 kilogram division. Bhagwan produced a dominating performance to bring cheers to the Indian camp. He was in complete control of the bout from the onset as he thrashed his opponent Andrique Allisop of Seychelles 18-8 at the Excel arena.

आंध्र प्रदेश में विजयवाड़ा-गुडूर रेल खंड पर नेल्लूर और वेदायपालेम स्टेशन के बीच नई दिल्ली से चेन्नई जा रही तमिलनाडु एक्सप्रेस के एक डिब्बे में आज तड़के आग लगने से ३५ यात्री मारे गए और २६ घायल हो गए। अब तक २८ शव मिल चुके हैं। यह रेलगाड़ी शनिवार को रात साढे दस बजे नई दिल्ली रेलवे स्टेशन से रवाना हुई थी। नेल्लूर रेलवे स्टेशन से रवाना होने के बाद इस रेलगाड़ी के एस-११ डिब्बे में तड़के करीब सवा चार बजे आग लग गई।नेल्लूर के जिलाधिकारी श्रीधर ने संवाददाताओं को बताया कि जले हुए डिब्बे से अब भी शव निकाले जा रहे हैं। मृतकों की संख्या बढ़ने की आशंका है। घायलों को नेल्लूर के सरकारी और निजी अस्पतालों में भर्ती कराया गया है। आग से जले एस-११ डिब्बे को नेल्लूर रेलवे स्टेशन पर अलग कर दिया गया है जबकि अन्य डिब्बों के साथ रेलगाड़ी को चेन्नई भेज दिया गया है।प्रधानमंत्री डाक्टर मनमोहन सिंह ने इस हादसे पर दुख व्यक्त करते हुए रेल मंत्रालय से कहा है कि तत्काल राहत और बचाव कायों के लिए राज्य सरकार के साथ तालमेल बनाये। रेलमंत्री मुकुल राय भी दुर्घटनास्थल पर पहुंच रहे हैं। उन्होने तमिलनाडु एक्सप्रेस अग्निकांड की जांच का आदेश दिया है। रेलमंत्री ने मृतको के निकट परिजन को पांच-पांच लाख रूपये की अनुग्रह राशि देने की घोषणा की। गंभीर रूप से घायल लोगों को एक-एक लाख रूपये और मामूली रूप से घायल लोगों को २५-२५ हजार रूपये दिये जायेंगे। दक्षिण मध्य सर्किल के रेल सुरक्षा आयुक्त डी के सिंह इस दुर्घटना की जांच करेंगे और आग के कारणों का पता लगायेंगे। रेल मंत्रालय के प्रवक्ता अनिल सक्सेना ने बताया कि बित्रागुंडा स्टेशन से दुर्घटना राहत चिकित्सा गाड़ी घटनास्थल पर रवाना कर दी गई है। रेल राज्यमंत्री मुणिअप्पा ने दुर्घटना पर गहरा शोक व्यकत करते हुए पीड़ित परिवारों के प्रति संवेदना व्यक्त की है। वे स्थिति का जायजा लेने के लिए आज दोपहर बाद नेल्लूर पहुंचेगे। आन्ध्रप्रदेश के मुख्यमंत्री किरण कुमार रेड्डी और राज्य की गृहमंत्री सविता इन्द्रा रेड्डी भी नेल्लूर रवाना हो गए है।दुर्घटना पीड़ितों के बारे में जानकारी के लिए विजयवाड़ा, नेल्लूर और सिकंदराबाद में हेल्पलाइन बनाई गई हैं। हेल्पलाइन के नम्बर हैं--

केन्द्रीय बिजली मंत्री सुशील कुमार शिन्दे ने उत्तरी ग्रिड फेल होने की जांच के लिए तीन सदस्यीय समिति बनाई है। ग्रिड फेल होने के कारण इस पूरे क्षेत्र में बिजली की सप्लाई में बाधा आई। नई दिल्ली में अब से कुछ देर पहले संवाददाताओं से बातचीत में श्री शिंदे ने कहा कि आवश्यक सेवाओं सहित करीब साठ प्रतिशत बिजली की आपूर्ति बहाल कर दी गई है और जल्दी ही पूरी तरह इसकी आपूर्ति बहाल हो जाएगी।बिजली की यह समस्या कल रात करीब ढ़ाई बजे शुरू हुई। दिल्ली, पंजाब, हरियाणा, हिमाचल प्रदेश, उत्तर प्रदेश, राजस्थान और जम्मू-कश्मीर और पर इसका असर पड़ा।श्री शिंदे ने बताया कि जांच समिति की अध्यक्षता केन्द्रीय बिजली प्राधिकरण के अध्यक्ष ए.एस बक्शी करेंगे। यह समिति पन्द्रह दिन के अन्दर अपनी रिपोर्ट देगी। समिति के अन्य सदस्य हैं- पॉवर ग्रिड कार्पोरेशन के अध्यक्ष और प्रबंध निदेशक ए.एम. नायक तथा पॉवर सिस्टम ऑपरेशन कार्पोरेशन के मुख्य कार्यकारी अधिकारी एस.के सूनी।श्री शिंदे ने कहा कि बिजली की मांग को पूरा करने के लिए आठ हजार मेगावट अतिरिक्त पनबिजली ली जा रही है, इनमें भूटान से ली जा रही बिजली भी शामिल है। उन्होंने कहा कि उत्तरी क्षेत्र को पूर्वी और पश्चिमी ग्रिडों से भी बिजली मिल रही है। उन्होंने कहा कि पिछले दस वर्षों में पहली बार बिजली ग्रिड फेल हुआ है। श्री शिंदे ने कहा कि इस तरह की गड़बड़ी को रोकने के लिए कई उपाय किए जा रहे हैं। इनमें २०१४ तक देश के विभिन्न बिजली ग्रिडों को आपस में जोड़ना शामिल है।

केन्द्रीय गृहमंत्री पी. चिदम्बरम असम में कोकराझार की स्थिति का जायजा लेने के लिए आज सुबह वहां पहुंचे। उन्होंने पूर्वोत्तर मामलों के मंत्री पवन सिंह घाटोवार और बोड़ोलैंड क्षेत्रीय परिषद के प्रमुख हगरामा महिलारी के साथ राहत शिविरों का दौरा किया। गृहमंत्री, तीतागुढ़ी हाईस्कूल और भोतगांव काशीपाड़ा में राहत शिविरों में गए। श्री चिदम्बरम ने हिंसा प्रभावित जियागुढ़ी और बामनगांव का दौरा भी किया। वे आज बाद में चिरांग जिले का दौरा भी करेंगे। श्री चिदम्बरम के राज्यपाल जे.बी पटनायक तथा मुख्यमंत्री तरूण गोगोई और उनके मंत्रिमंडल के सहयोगियों के साथ अलग-अलग बैठकें करने की उम्मीद है। मुख्यमंत्री तरूण गोगोई ने आज धुबरी जिले के दौरा किया और राहत और पुर्नवास कार्यों की समीक्षा की। मुख्यमत्री बिलासीपाड़ा में दो राहत शिविरों को देखने गए। श्री गोगोई ने कहा कि जिन लोगों ने राहत शिविरों में शरण ली हुई है वे जल्दी ही पूरी सुरक्षा के बीच अपने घरों को लौट सकेंगे। भारतीय जनता पार्टी के नेता लालकृष्ण आडवाणी भी गुवाहाटी पहुंचे हैं। वे आज हिंसा प्रभावित कोकराझार जिले का दौरा करेंगे।इस बीच, जिला प्रशासन ने दिन के कर्फ्यू में ढील दी है। एक अन्य घटनाक्रम में हिंसा प्रभावित चिरांग और कोकराझार जिलों के उपायुक्तों का तबादला कर दिया गया है। हमारे संवाददाता ने बताया है कि कोकराझार, चिरांग और धुबरी जिलों में स्थिति में सुधार हुआ है और बृहस्पतिवार से किसी अप्रिय घटना का समाचार नहीं है।

हिंसाग्रस्त जिलों में चार लाख लोग घर छोड़कर राहत शिविरों में शरण लिये हुए हैं। बदमाशों ने पांच हजार से ज्यादा घरों में आग लगा दी है। लेकिन इस सबके बीच धुबरी जिले के परबचोरा और चिरांग जिले के कामादंगा और थुरीवरा गांव के लोग भाईचारे और सद्भाव की मिसाल कायम कर चुके हैं। लगभग ४४ हजार लोग की आबादी वाले परबचोरा गांव में बोडो और मुसलमान लोग दूसरे समुदायों के साथ बरसों से मिलकर रह रहे हैं। हिंसा के दौरान भी इस गांव के लोग एकसाथ मिलकर रहे हैं। दूसरी ओर थुरीवरा गांव में बोडो, मुसलमान और बंगाली लोग एकसाथ मिलकर पहरा देते रहे। लोगों के इस भाईचारे की वजह से इन जगहों पर हिंसा की कोई भी वारदात नहीं हुई। मानस प्रतिम सरमा आकाशवाणी समाचार गुआहाटी।

हरियाणा के भिवानी जिले में सिवानी मंडी के निकट सैनिवास गांव में आज एक सड़क दुर्घटना में २९ लोगों की मृत्यु हो गई और करीब १७ लोग घायल हो गए। यह दुर्घटना टैम्पो और कैन्टर की टक्कर से हुई। टैम्पो में सवार सभी लोग राजस्थान में अमरधाम पर धार्मिक अनुष्ठान के बाद अपने गांव लौट रहे थे। सभी लोग कलायत के निकट सिसर गांव रहने वाले थे। सभी शव भिवानी और हिसार के सरकारी अस्पतालों में भेज दिये गए हैं।हरियाणा के मुख्यमंत्री भुपिन्द्र सिंह हुड्डा और कराधान मंत्री किरण चौधरी ने इस हादसे पर शोक व्यक्त किया।

गुजरात में मेहसाणा की विशेष अदालत ने २००२ में गोधरा दंगों के बाद विसनगर कस्बे में दीप्दा दरवाजा इलाके में अल्पसंख्यक समुदाय के ११ लोगों की हत्या के मामले में २२ लोगों को दोषी ठहराया है। इस मामले में अदालत ने विसनगर के भाजपा के पूर्व विधायक प्रहलाद गोसा सहित ६१ लोगों को बरी कर दिया है। दोषी पाये गए लोगों में एक व्यक्ति की मृत्यु हो चुकी है। विशेष न्यायाधीश एस सी श्रीवास्तव सजा की घोषणा आज बाद में करेंगे। हमारे अहमदाबाद संवाददाता ने बताया है कि २८ फरवरी २००२ को दीप्दा दरवाजा इलाके में हिंसक भीड़ ने एक ही परिवार के ११ लोगों को जिंदा जला दिया था। इनमें पांच बच्चे भी शामिल थे। उच्चतम न्यायालय के आदेश पर गठित विशेष जांच दल ने गोधरा रेल आग सहित जिन नौ मामलों की जांच की थी उनमें यह मामला भी शामिल है।

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने विकास केन्द्रों और सूचना टैक्नोलॉजी क्षेत्र के लिए कर व्यवस्था समीक्षा के लिए एक समिति बनाई है। यह समिति सभी सम्बद्ध पक्षों और सरकारी विभागों के साथ विचार-विमर्श करेगी और इन क्षेत्रों के लिए २०१० के बजट में घोषित कर सुविधाओं को अंतिम रूप देगी।इससे पहले प्रधानमंत्री ने कर वंचना-रोधी नियमों अर्थात जनरल एंटी एवॉयडेंस रूल-गार के बारे में भी डॉक्टर पार्थों शोम की अध्यक्षता में एक समिति बनाई थी। इसे गार के बारे में व्यापक विचार-विमर्श करने और इसके दिशा-निर्देश तय करने का काम सौंपा गया था। एक सरकारी बयान में कहा गया है कि यह समिति गार के नियमों के बारे में सभी गलतफहमियां दूर करेगी और कर व्यवस्था के बारे में निवेशकों को आश्वस्त करेगी।नई समिति का अध्यक्ष केन्द्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष एन.रंगाचारी को बनाया गया है। हमारे संवाददाता का कहना है कि कई बहुराष्ट्रीय कम्पनियां भारत में अपने उद्यमों के ज+रिये बेहतर उत्पाद बनाने, विश्लेषण परियोजनाएं चलाने और सॉफ्टवेयर तैयार करने का काम कर रही है। इनमें से ज्यादातर कम्पनियां सूचना टैक्नोलॉजी, दवाओं के अनुसंधान एवं विकास तथा अन्य वैज्ञानिक प्रतिष्ठानों के रूप में काम कर रही हैं जिन्हें विकास केन्द्र कहा जाता है। साढ़े सात सौ से अधिक बहुराष्ट्रीय कम्पनियां भारत में एक हजार एक सौ से अधिक स्थानों पर ऐसे विकास केन्द्र चला रही है। ये एक कड़ी प्रतिस्पर्द्धा वाला क्षेत्र है और कई देश इस क्षेत्र में सुविधाओं का लाभ उठाना चाहते हैं। सरकार इस क्षेत्र में कर व्यवस्था के बारे में उन्हें सारी चीज+ें स्पष्ट करना चाहती है।

भारत और बंगलादेश ने आपसी समझौतों पर तेजी से अमल करने पर बल दिया है। वर्ष २०१० और २०११ के दौरान दोनों देशों के प्रधानमंत्रियों की एक-दूसरे के देशों की यात्राओं के दौरान यह समझौते किए गए थे। कल ढाका में बंगलादेश के विदेश सचिव मिज+ारूल क़ैस ने बताया कि मंगलवार को नई दिल्ली में संयुक्त सलाहकार समिति की बैठक में भारतीय ऋण सहायता, सीमावर्ती इलाकों से जुड़ी सहमति, व्यापार सुगम बनाने के उपायों, सीमा शुल्क चौकियों में बुनियादी सुविधाओं तथा सीमा पर हाट के विकास संबंधी विभिन्न समझौतों को तेजी से लागू करने का फैसला किया गया। उन्होंने आशा प्रकट की कि दोनों देश अगली बैठक से पहले इस दिशा में काफी प्रगति कर लेंगे, क्योंकि यह दोनों देशों के हित में है। उन्होंने कहा कि नवीकरणीय ऊर्जा और परमाणु ऊर्जा के क्षेत्रों में सहयोग पर भी बैठक में चर्चा की गई।

उच्चतम न्यायालय ने गुजरात उच्च न्यायालय के उस आदेश पर रोक लगाने से इंकार कर दिया है जिसमें राज्य सरकार को २००२ के दंगों में क्षतिग्रस्त धार्मिक स्थलों की मरम्मत कराने का निर्देश दिया गया है। गुजरात सरकार ने उच्चतम न्यायालय को बताया कि वह मुआवजे के बारे में योजना बनाने पर विचार करेगी। राज्य सरकार ने उच्चतम न्यायालय से मुआवजा अदा करने के उच्च न्यायालय के आदेश पर रोक लगाने का अनुरोध किया था।इससे पहले, उच्चतम न्यायालय ने गुजरात सरकार से दंगों में क्षतिग्रस्त धार्मिक स्थलों का ब्यौरा पेश करने को कहा था। न्यायालय ने सरकार से पूछा था कि इन धार्मिक स्थलों की मरम्मत के लिए कितनी धनराशि की आवश्यकता होगी। गुजरात में २००२ के दंगों के दौरान लगभग पांच सौ धार्मिक स्थल नष्ट कर दिये गए थे। उच्च न्यायालय ने राज्य सरकार की आलोचना करते हुए कहा था कि उसकी लापरवाही और कोताही की वजह से इन धार्मिक स्थलों को नुकसान पहुंचा।

पाकिस्तान में आज तड़के एक निजी टेलिविजन चैनल के स्टूडियों में आग लगने से पांच लोगों की मौत हो गई और १२ व्यक्ति घायल हो गए। यह दुर्घटना लाहौर के गढ़ी शाहू इलाके में हुई। अधिकारियों का कहना है कि टीवी चैनल के ट्रांसमिशन के दौरान आग लगी। घायलों को स्थानीय अस्पताल में दाखिल कराया गया है। तीन लोगों की हालत नाजुक बतायी जाती है। आग शॉट सर्किट की वजह से लगी।

सीरिया की खबरों में बताया गया है कि सेना ने रात में भारी बमबारी के बाद अलेप्पो शहर के सलाहेद्दीन इलाके के एक हिस्से पर कब्जा कर लिया है। सीरिया के सरकारी मीडिया के अनुसार यह जिला अलग-थलग कर दिया गया है। पहले यह विद्रोहियों का गढ़ था। अलेप्पो में एक आंदोलनकारी ने कहा कि रात में मोर्टारो, टैंकों और हेलीकॉप्टरों से हमला किया गया।सीरिया के सरकारी टेलिविजन में अलेप्पो की तस्वीरें दिखाई, जिनमें सैनिकों से बातचीत की गई थी। बातचीत में बताया गया कि सैनिकों ने शहर के दक्षिण पश्चिम में सलाहेद्दीन इलाके पर पूरा नियंत्रण कर लिया है। आंदोलनकारियों के अनुसार इस जिले में पश्चिमी दिशा से हमला करके भारी बमबारी की गई, लेकिन आंदोलनकारियों का कहना है कि उन्होंने हार नहीं मानी है।

ईरान और सीरिया के विदेश मंत्रियों ने कल तेहरान में मुलाकात की और सीरिया में हाल की घटनाओं और विदेशी हस्तक्षेप के बारे में विचार-विमर्श किया। ईरान के विदेश मंत्री अली अकबर सालेही ने कहा कि ईरान हमेशा सीरिया के साथ रहा है और रहेगा। उन्होंने दोनों पक्षों की ओर से हिंसा को अस्वीकार्य बताया।सीरिया के विदेश मंत्री वलीद अलमुअल्लिम ने अपने देश के प्रति ईरान की नीतियों की सराहना की। वे ईरान के विदेश मंत्री और राष्ट्रीय सुरक्षा परिषद के सचिव से भेंट करने के लिए कल ही तेहरान पहुंचे थे।

उत्तर कोरिया में भारी वर्षा से ८८ लोगों की मौत हो गयी है और १३४ घायल हुए हैं । उत्तर कोरिया की सरकारी समाचार एजेंसी-- सैन्ट्रल न्यूज एजेंसी ने खबर दी है कि १८ जुलाई से शुरू हुई भीषण बारिश में पांच हजार मकान नष्ट हो गये हैं और ६३ हजार लोग बेघर हो गये हैं।संयुक्त राष्ट्र की हाल की एक रिपोर्ट के अनुसार उत्तर कोरिया की दो-तिहाई आबादी यानी लगभग दो करोड़ चालीस लाख लोग खाद्यान्न की भारी कमी का सामना कर रहे हैं। विश्लेषकों के अनुसार इस बाढ़ से स्थिति और खराब होने की आशंका है।

अफगानिस्तान के पश्चिमी इलाके में कल आतंकवादियों के हमले में नेटो के दो सैनिक मारे गए। संयुक्त बलों के एक बयान में इस बात की पुष्टि की गई है। संक्षिप्त वक्तव्य में मरने वालो की नागरिकता और इस घटना के ब्यौरे की जानकारी नहीं दी गई। पश्चिमी इलाके में मुख्य रूप से अमरीका, इटली और स्पेन के सैनिकों को तालिबान से संबद्ध आतंकवादी कार्रवाई पर रोक लगाने के लिए तैनात किया गया है।अफगानिस्तान में २०१२ के दौरान अब तक २६६ विदेशी सैनिकों की मौत हो चुकी है।

आयकर विभाग ने दिल्ली में इन्कम टैक्स रिटर्न जमा करने के लिए विशेष काउंटर बनाये हैं। वेतनभोगी कर्मचारी कनॉट प्लेस के पास सिविक सेन्टर में बने नए आई टी कार्यालय में आज शाम पांच बजे तक अपने रिटर्न दाखिल कर सकते हैं। करदाता इसी स्थान पर कल सुबह दस बजे से रात आठ बजे तक भी आयकर रिटर्न जमा कर सकते हैं। रिटर्न जमा करने की आखिरी तारीख कल है। पिछले वर्षों की तरह आयकर रिटर्न दाखिल करने के लिए इस बार प्रगति मैदान में कोई काउंटर नहीं बनाया गया।हमारे संवाददाता ने बताया है कि पांच लाख रूपये सालाना आय वाले वेतनभोगी कर्मचारियों के लिए इस वर्ष से इन्कम टैक्स रिटर्न दाखिल करना अनिवार्य नहीं है। यह छूट केवल उन्हीं लोगों के लिए है जिनकी कुल आय पांच लाख रूपये से अधिक नहीं है और वर्ष २०१२ -१३ के दौरान उनके बैंकों के बचत खाते से मिलने वाला वार्षिक ब्याज दस हजार रूपये से कम है।
चालू वित्त वर्ष से दस लाख रूपये से अधिक की सालाना आय वाले लोगों के लिए ऑनलाइन आयकर रिटर्न दाखिल करना अनिवार्य किया गया है। इससे पहले, दस लाख सालाना से अधिक आय वाले लोगों को अपने रिटर्न ऑनलाइन जमा करने अथवा ऑडिटर और चार्टर्ड अकाउंटेंट के माध्यम से अपनी रिटर्न दाखिल करने का विकल्प दिया जाता था।

पंजाब में एक डिब्बे वाली स्थानीय रेल गाड़ी और एक स्कूली बस में टक्कर से चार छात्रों की मौत हो गई और लगभग एक दर्जन बच्चे गंभीर रूप से घायल हो गए। बस पूरी तरह से क्षतिग्रस्त हो गई। यह दुर्घटना अमृतसर जिले में आज सवेरे ब्यास के निकट एक मानव रहित रेलवे क्रॉसिंग पर हुई। यह रेलगाड़ी ब्यास रेलवे स्टेशन से गोइंदवाल की ओर जा रही थी कि तभी वह स्कूल की बस से टकरा गई।

बम्बई शेयर बाजार में आज वृद्धि का रूख है। शुरूआती कारोबार में ही सेन्सेक्स में १४५ अंक का उछाल आया। एशियाई बाजारों में तेजी के रूख के बीच फंडों और छोटे निवेशकों की लिवाली से सेन्सेक्स में यह वृद्धि दर्ज हुई। अब से कुछ देर पहले यह २६२ अंक की वृद्धि के साथ १७ हजार १०१ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८७ अंक बढ़कर ५ हजार १८७ पर था।

मौसम विभाग का पूर्वानुमान है कि इस हफ्ते ३ अगस्त तक देश के मध्यवर्ती और पूर्वी भागों में मानसून सक्रिय रहेगा, लेकिन उसके बाद के दो दिनों में वर्षा में कमी आएगी। विभाग के साप्ताहिक पूर्वानुमान के अनुसार इस सप्ताह के पूर्वार्ध में उड़ीसा, छत्तीसगढ़, महाराष्ट्र के विदर्भ क्षेत्र और मध्य प्रदेश में कहीं-कहीं मूसलाधार बारिश होगी। पश्चिमी तटीय इलाके और पूर्वोत्तर के कई स्थानों में वर्षा होगी। सप्ताह के पूर्वार्ध में उत्तर-पश्चिमी भारत में कई स्थानों पर भी बारिश होगी और सप्ताह के उत्तरार्ध में खासतौर पर उत्तर प्रदेश, उत्तराखंड और हिमाचल प्रदेश में ज्यादा पानी बरसेगा। देश के बाकी हिस्सों, खासतौर पर प्रायद्वीप के अंदरूनी भागों में थोड़ा-बहुत पानी बरसेगा।

India today test fired Brahmos supersonic cruise missile as part of a user trial by the Army from a test range at Chandipur off Odisha coast. Defence sources said, the missile, developed under an Indo-Russian joint venture project, has a flight range of up to 290 km and is capable of carrying a conventional warhead of 300 kg.
The cruise missile, a surface-to-surface Army version, was test fired as part of user trial by the Army. The two-stage missile, the first one being solid and the second one ramjet liquid propellant, has already been inducted into the Army and the Navy, and the Air-Force version is in final stage of trial. The name of the missile is derived from the Brahmaputra river and the Russian capital Moscow. The missile can fly at zero level.
While induction of the first version of Brahmos missile system in the Indian Navy commenced from 2005 with INS Rajput, it is now fully operational with two regiments of the Army. We have a report:

The Home Minister Mr. P. Chidambaram will make a two-day visit to Assam beginning tomorrow. He will visit the violence hit areas and relief camps in Kokrajhar and adjoining areas.
Meanwhile, the overall situation of the violence hit districts is limping back to normal and there were no reports of violence since Thursday. Official sources said that around 4 lakh people who have taken shelter at relief camps, will return to their homes very soon amidst proper security. Sixty five companies of Para-military forces have been deployed in Kokrajhar, Dhubri, Chirang and Baksa districts. Flag march by the army is continuing. Day curfew has been relaxed in the violence marred districts. So far 53 people have lost thier lives and another 57 sustained injuries.
The Prime Minister Dr.Manmohan Singh yesterday announced 300 crore rupee relief package for the affected people. He assured to provide 2 lakh rupees each from the Prime Minister’s National Relief Fund to the next of kin of those killed. Fifty thousand rupees each will be given to the seriously injured. Assam Chief Minister Tarun Gogoi has already announced an ex-gratia relief of six lakh rupees each to the families of those killed. Eighty nine additional doctors along with nurses and para medical staff, 22 ambulances and Mobile Medical Vans with medicines are being deployed. So far there is no report of outbreak of any disease at the 270 relief camps. A report:-
Assam government has initiated all measures to restore peace in the areas. Peace committees have been formed involving various ethnic groups for confidence building. One thousand 300 army and seven thousand 300 Para -military personnel have been deployed in the Kokrajhar, Chirang, Baksa and Dhubri districts. Rural Development Minister Jairam Ramesh has said, a skill-based placement programme launched in terrorist-hit Jammu and Kashmir will be replicated in worst affected Naxal districts of the country. In an interview to a news agency, he said, his Ministry has launched Himayat Programme - a 237 crore rupee placement linked skill development initiative for training and placement of one lakh Jammu and Kashmir youth in the next 5 years. It would start similar programme in Maoist affected districts also.
Mr. Ramesh said, these are all the entry level programmes targeting unemployed youths, usually 10th standard passed or failed. He said, the Ministry has already started the initiative in Chhattisgarh's Sukma, one of the worst Naxal affected districts of the country. Mr. Ramesh said, the initiative will be expanded to 34 other districts in Orissa, Maharashtra, Chhattisgarh and Jharkhand.

The Supreme court has said, mines and minerals are part of the nation's wealth. A bench of justices R M Lodha and H L Gokhale upheld the Jharkhand government's decision to cancel its recommendation to the Centre to grant mining lease in the state to six private firms. The court gave the ruling rejecting the private firms' plea that the state's act of withdrawing its recommendation to the Centre after making the same, was illegal. The apex court gave the ruling while dismissing a batch of appeal by various other firms challenging denial of mining lease to them in the state.

The Supreme Court has quashed the acquisition of land of two industrial units in Dehradun by the Uttar Pradesh government in 1986 on grounds of urgency. A two member Bench of Justices G S Singhvi and F M Ibrahim Kalifulla said, the state government has failed to produce any material to show that invoking of the urgency clause of the Land Acquisition Act for acquiring the land, was bonafide. The Bench set aside an order of the Allahabad High Court, which had upheld the acquisition.

India has overtaken China in exports growth rate recording an increase of 16.1 per cent in 2011, topping the list of all major trading countries in the world. The WTO Report 2012 said, India had the fastest export growth among major traders in 2011. China had the second-fastest export growth of any major economy at 9.3 per cent. According to experts, the Indian government's and exporters' endeavour of diversification of export markets have benefited the country's shipments.
According to the Director of the Indian Institute of Foreign Trade, K T Chaco, mainly the diversification of markets to West Asian countries, South East Asia and China, have yielded good results for Indian exports. Federation of Indian Export Organisations' President Rafeeq Ahmed also said that market and product diversification strategy has yielded positive results.

The government is all set to connect 2 lakh fifty thousand gram panchayats with broadband within 16 months with a view to improving public delivery mechanism. A meeting chaired by Planning Commission Deputy Chairman, Montek Singh Ahluwalia was held recently to review the government's ambitious programme. During the meeting Knowledge Commission Chairman, Sam Pitroda assured that all the country's 250,000 panchayats will have broadband connectivity by November 2013.
The broadband connectivity for gram panchayats will help improve delivery of public services and getting real time feedback. Besides, this will help in training of panchayat and other grassroots functionaries and empowering the community through e-library.

Indian Industry bodies the Associate Chambers of Commerce and Industry of India, ASSOCHAM and Confederation of Indian Industries, CII have suggested measures to overcome the challenges of drought like situation. Expressing concern over the impact of deficit monsoon on the economy, the industry has asked the government to take urgent steps like providing subsidised diesel to farmers and focussing on distribution of high yielding and drought resistant seeds.
The ASSOCHAM has proposed a 15-point strategy which includes incentives to farmers to reduce production cost, effective steps to prevent hoarding and curb speculation. It has also said that Forward Markets Commission must keep a close watch on key commodities to curb possible speculation and price increase in the backdrop of poor monsoon.
Echoing similar views, the CII has said that Non-conventional sources of energy need to be explored to supplement power availability in the wake of deficient monsoons.

Income Tax authorities say, undisclosed income of Indians totaling 565 crore rupees has been detected in France. The figure was disclosed in the information that India received from France on Indians having bank accounts, under the exchange of information clause of the Double Taxation Avoidance Agreement (DTAA) with the European country. The Central Board of Direct Taxes, CBDT told the Parliament's Public Accounts Committee that in 219 cases, the tax authorities have detected undisclosed income totaling 565 crore rupees and taxes amounting to 181 crore have already been realised.

The International Envoy to Syria, Mr. Kofi Annan has said that the latest events in the city of Aleppo show the need for international efforts to bring about a political transition. A report from Aleppo says, there has been a significant escalation in the fighting there as government forces intensified their attacks against rebel troops. Civilians have been trying to flee the city.
As Syrians flee the violence in their homeland, a United Nations sponsored refugee camp in Jordan will open later today in a border town. The UN says, 150 thousand Syrians have already entered the country. According to a report from Jordan, hundreds of Syrians are entering Jordan every day through legal crossings or illegally along increasingly dangerous routes.

Three Hindu traders have been abducted by unidentified armed men in the restive Balochistan province of southwest Pakistan. This is the latest in a series of crimes targeting the minority community. The traders were kidnapped at a spot about 140 km from provincial capital Quetta on Friday night. The kidnapped men belong to the same family. They were abducted while they were on their way back home from a family function. Media reports say, the incident triggered protests against the government's continued inability to provide safety to residents of the province.

North Korea today warned that more rainstorms will hit the country's north and western coastal regions this week, after recent flooding killed 88 people and left tens of thousands homeless. State-run KCNA said, heavy rains are expected in most parts of the country today and tomorrow, particularly warning of downpours set to deluge the west coast and the northern province of Jagang. KCNA yesterday said more than 30,000 hectares of crop fields were washed away or submerged, with roads and factories destroyed.
