• प्रधानमंत्री ने कहा भारत पाकिस्तान के साथ सभी मुद्दों को हल करना चाहता है। डॉ० सिंह का पाकिस्तान से मुम्बई हमलों के जिम्मेदार लोगों को सजा दिलाने का अनुरोध।

 प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि भारत, पाकिस्तान के साथ कश्मीर सहित सभी मुद्दों को हल करना चाहता है। उन्होंने कहा कि सभी समस्याओं के बावजूद दोनों पक्षों ने बातचीत की प्रक्रिया फिर शुरू करने का फैसला किया है। आज जम्मू में शेर-ए-कश्मीर विज्ञान और टैक्नोलोजी कृषि विश्वविद्यालय के तीसरे दीक्षान्त समारोह को सम्बोधित करते हुए डॉक्टर मनमोहन सिंह ने कहा कि पाकिस्तान के आतंकवादी गुटों की गतिविधियां भारत के लिए चिन्ता का विषय है। उन्होंने पाकिस्तान से मुम्बई आतंकी हमलों के जिम्मेदार लोगों को सजा दिलाने के लिए विश्वसनीय कदम उठाने को कहा। उन्होंने पाकिस्तान से इन आतंकवादी गुटों के खिलाफ कड़ी कार्रवाई करने की अपील की और कहा कि ये पाकिस्तान, भारतीय उप महाद्वीप और समूचे विश्व के हित में होगा।
 जम्मू कश्मीर के बारे में डॉक्टर मनमोहन सिंह ने कहा कि वे उन सभी मुद्दों पर बातचीत करने के लिए तैयार हैं जो राज्य की शान्ति, प्रतिष्ठा और कल्याण के लिए जरूरी हैं। जम्मू कश्मीर में रोजगार योजना के बारे में रिपोर्ट देने वाली रंगराजन समिति के बारे में डॉक्टर मनमोहन सिंह ने कहा कि इस योजना में तीन से पांच वर्ष की अवधि में करीब डेढ़ लाख युवाओं को रोजगार उपलब्ध कराने की बात कही गई है। उन्होंने कहा कि ऐसा दो स्तरीय नीति के जरिये किया जायेगा। उन्होंने कहा कि केन्द्र सरकार इसकी कुछ सिफारिशों को तुरन्त लागू करने के लिए कदम उठायेगी।
 प्रधानमंत्री ने कहा कि केन्द्र सरकार जम्मू कश्मीर में कृषि क्षेत्र के विकास की हरसम्भव कोशिश करेगी। इस समय राज्य में कृषि की स्थिति बहुत अच्छी नहीं है। कम उत्पादकता और अन्य चुनौतियों की चर्चा करते हुए उन्होंने कहा कि कृषि उत्पादन बढ़ाने के लिए क्षेत्रवार नीति बनाई जायेगी। आर एस पुरा बासमती चावल और किश्तवाड़ी केसर जैसे विशेष उत्पादों की चर्चा करते हुए डॉक्टर मनमोहन सिंह ने कहा कि किसानों को कृषि ऋण उपलब्ध कराने में तेजी लानी होगी क्योंकि राज्य की ७० प्रतिशत से अधिक आबादी कृषि पर निर्भर है। उन्होंने कहा कि केन्द्र केसर उत्पादन को बढ़ावा देने के लिए ३७० करोड़ रूपये पहले ही आवंटित कर चुका है और  बुनियादी सुविधाओं के लिए ६८ करोड़ रूपये निर्धारित किये गये हैं।

केन्द्र सरकार ने जम्मू कश्मीर में केसर उत्पादन क्षेत्र के आर्थिक विकास के लिए ३७० करोड़ रूपये की एक योजना को मंजूरी दी है। मुझे आपको यह बताते हुए खुशी हो रही है कि राज्य के जम्मू, सांबा और कठुआ जिलों को भी राष्ट्रीय खाद्य सुरक्षा मिशन के तहत लाया जाएंगा।
  प्रधानमंत्री ने शेर-ए-कश्मीर कृषि विश्वविद्यालय के लिए ३२ करोड़ रूपये अनुदान की भी घोषणा की।

जम्मू कश्मीर के तीना समभागों के बराबर विकास के लिए केन्द्र सरकार ने जम्मू और लद्दाख हिस्सों के लिए स्पेशल टॉसिक फोर का गठन किया था। उन्होंने कहा कि टॉसिक फोर  पर सौंपी गई रिपोर्टो पर सरकार के साथ परामर्श किया जा रहा है। उन्होंने कहा कि केन्द्र ने हाल ही के बजट में जम्मू और लद्दाख समभागों में --- के कार्यावयन के लिए ५० करोड़ रूपये की रकम रखी है। कृषि विश्वविद्यालय के लिए ३२ करोड़ रूपये के अनुदान का ऐलान करते हुए प्रधानमंत्री ने जम्मू हवाई अड्डे के निजी एनक्लेव की टर्मिनल बिल्डिंग के विस्तार के लिए ७० करोड़ रूपये देने की घोषणा भी की।

 आन्ध्रप्रदेश विधानसभा की कार्यवाही में आज लगातार दसवें दिन तेलंगाना मुद्दे को लेकर बाधा आई। रायलसीमा और तटवर्ती क्षेत्रों के तेलगुदेशम पार्टी के सदस्यों ने यह मांग करते हुए सदन की कार्यवाही में बाधा डाली कि सरकार को राज्य को एकीकृत रखने के लिए श्रीकृष्ण समिति की रिपोर्ट पर तुरन्त फैसला करना चाहिए। मार्क्सवादी कम्युनिस्ट पार्टी के सदस्यों ने भी अलग तेलंगाना राज्य के गठन के लिए संसद में विधेयक पेश करने की मांग को लेकर शोर शराबा किया। शोरगुल के बीच उपाध्यक्ष एन० मनोहर ने दो बार सदन की कार्यवाही स्थगित की। मार्क्सवादी कम्युनिस्ट पार्टी के एक सदस्य द्वारा तीन गैर सरकारी प्रस्ताव रखे जाने के अलावा सदन में कोई कामकाज नहीं हो सका। इस बीच, तेलंगाना राष्ट्र समिति तथा तेलंगाना क्षेत्र से तेलगुदेशम और कांग्रेस के सदस्यों का विधानसभा की कार्यवाही का बष्हिकार जारी है।

 सीबीआई ने आज प्रसार भारती के निलम्बित मुख्य कार्यकारी अधिकारी बी० एस० लाली के आवास पर छापा मारा। इससे पहले नई दिल्ली राष्ट्रमंडल खेलों के प्रसारण अधिकार देने में कथित अनियमितताओं के सिलसिले में श्री लाली और अन्य लोगों के खिलाफ मामला दर्ज किया गया। कहा जाता है कि प्रसारण अधिकारों के कारण सरकार को १३५ करोड़ रूपये का नुकसान हुआ। हमारे संवाददाता ने सीबीआई के सूत्रों के हवाले से खबर दी है कि श्री लाली, ज+ूम कम्युनिकेशन्स के निदेशक वसीम दहलवी और अन्य लोगों के खिलाफ कल देर रात आतंकवाद निरोधक कानून और भारतीय दण्ड संहिता की धाराओं के तहत मामला दर्ज किया गया। श्री दहलवी के निवास और दो अन्य स्थानों पर भी छापे मारे गये।
 सीबीआई ने सूचना और प्रसारण मंत्रालय से लाली पर मुकदमा चलाने की मंजूरी मिलने के बाद ये कार्रवाई की है।

 सीबीआई ने आज चंडीगढ़ की एक विशेष सीबीआई अदालत में  न्यायमूर्ति निर्मल यादव और चार अन्य के खिलाफ आरोप पत्र दाखिल कर दिए।  ये आरोप पत्र २००८ में न्यायाधीश के घर में नकद १५ लाख रुपये
रखने के मामले में षड़यंत्र और भ्रष्टाचार रोकथाम कानून की विभिन्न धाराओं के अंतर्गत दाखिल किए गए हैं।  घटना के समय निर्मल यादव पंजाब और हरियाणा उच्च न्यायालय में न्यायाधीश थे। सीबीआई की विशेष अदालत ने सुनवाई के लिए छह अप्रैल की तारीख तय की है।

 सरकार केन्द्रीय सतर्कता आयुक्त पी.जे थॉमस की नियुक्ति और उससे सम्बद्ध घटनाक्रम पर अगले सप्ताह संसद में वक्तव्य देगी। संसदीय कार्यमंत्री अश्विनी कुमार ने राज्यसभा में विपक्षी सदस्यों के प्रश्नों का जवाब देते हुए यह बात कही।
 हमारे संवाद्दाता ने खबर दी है कि विपक्षी दल उच्चतम न्यायालय द्वारा केन्द्रीय सतर्कता आयुक्त की नियुक्ति को गैर-कानूनी ठहराये जाने के फैसले के संदर्भ में प्रधानमंत्री के वक्तव्य की मांग कर रहे हैं।

 सरकार ने वित्त वर्ष २०११-१२ के बजट में बुनियादी ढांचा विकास तेज करने के लिए कई उपाय किये हैं। इस सप्ताह सोमवार को संसद में पेश किए गए बजट में २१ लाख चार हजार करोड़ रूपये की राशि बुनियादी ढांचा और उद्योग क्षेत्र के लिए प्रस्तावित की गई है। वित्त मंत्री प्रणब मुखर्जी ने अपने बजट भाषण में कहा कि सरकार इस क्षेत्र के विकास के लिए करमुक्त बांड के अलावा सार्वजनिक निजी भागीदारी की एक व्यापक नीति भी बनाएगी। रेलवे को बांड के जरिए दस हजार करोड़ रूपये की राशि एकत्र करने की अनुमति दी गई है। बुनियादी ढांचा क्षेत्र के लिए विदेशी वित्तीय सहायता जुटाने के वास्ते कई विशेष उपाय प्रस्तावित हैं। देश में अगले पांच वर्ष में बुनियादी ढांचा क्षेत्र में तीन खरब अमरीकी डॉलर के प्रत्यक्ष विदेशी निवेश की जरुरत है।
 कृषि क्षेत्र में भी बुनियादी ढांचे को मजबूत किया गया है। इन उपायों में मेगाफूड पार्क, भंडारण क्षमता में बढ़ोतरी और शीत भंडारों की पर्याप्त व्यवस्था शामिल है।
 हमारे संवाददाता ने खबर दी है कि पर्यावरणीय मुद्दों से जुड़ी समस्याओं पर विचार के लिए मंत्रियों का एक समूह भी गठित किया गया है। यह समूह इस संबंध में मौजूदा नियमों में परिवर्तन के बारे में सुझाव देगा।

 लोकसभा की कार्यवाही आज दो बार स्थगित करनी पड़ी। सदस्यों ने केन्द्रीय सतर्कता आयुक्त के मुद्दे, महिला आरक्षण विधेयक और तेलंगाना मुद्दे पर सरकार से स्पष्टीकरण मांगा। वामदलों, तेलुगुदेशम और तेलंगाना राष्ट्र समिति के सदस्यों ने यह मामले उठाये। कांग्रेस के तेलंगाना समर्थक सांसदों ने भी तेलंगाना राष्ट्र समिति के समर्थन में सदन से वाकआउट किया। इससे पहले लोकसभा और राज्यसभा की कार्यवाही १५ मिनट के लिए स्थगित की गई।
 राज्यसभा की कार्यवाही आईआईटी की संयुक्त प्रवेश परीक्षा क्षेत्रीय भाषाओं में कराने के मुद्दे को लेकर शोर शराबे के कारण स्थगित की गई।

 लोकसभा में आज रेल बजट पर चर्चा शुरू हुई। बहस की शुरूआत करते हुए भाजपा के योगी आदित्यनाथ ने बजट में सुरक्षा उपायों की अनदेखी करने के लिए सरकार की आलोचना की। उन्होंने यह भी आरोप लगाया कि संसाधन जुटाने के लिए ठोस कदम नहीं उठाये गये हैं। बहस जारी है। राज्यसभा में रेल बजट पर कल ही बहस शुरू हो गयी थी।

 राज्यसभा में प्रश्नकाल के समय में परिवर्तन किया गया है। सोमवार से बृहस्पतिवार तक प्रश्नकाल का समय दो से तीन बजे तक होगा। शुक्रवार को प्रश्नकाल का समय ढ़ाई बजे से साढ़े तीन बजे तक रहेगा। यह व्यवस्था सोमवार से लागू होगी। सभापति मोहम्मद हामिद अंसारी ने आज सदन में यह धोषणा की। श्री अंसारी ने बताया कि ११ से १२ बजे के समय में सदस्य सभापति की अनुमति से महत्वपूर्ण जनहित के मामले उठा सकेंगे।

 सरकार ने कहा है कि केन्द्रीय विश्वविद्यालयों में अन्य पिछड़ा वर्ग के शिक्षकों का प्रतिनिधित्व बढ़ाने के लिए पर्याप्त उपाय किए जा रहे हैं। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज राज्यसभा में एक लिखित उत्तर में बताया कि विश्वविद्यालय अनुदान आयोग केन्द्रीय विश्वविद्यालयों से अन्य पिछड़ा वर्गों के लिए आरक्षित रिक्त पदों को भरने का लगातार आग्रह कर रहा है। उन्होंने कहा कि केन्द्रीय विश्वविद्यालयों में दो हजार ३२७ असिस्टेंट प्रोफेसर हैं, जिनमें २३३ अन्य पिछड़ा वर्ग के हैं।

 मंत्रिमंडल की संसदीय मामलों सम्बन्धी समिति ने बजट सत्र २५ मार्च को समाप्त करने की सिफारिश की है। पूर्व निर्धारित कार्यक्रम के अनुसार यह सत्र २१ अप्रैल को समाप्त होना है। आज नई दिल्ली में वित्त मंत्री प्रणव मुखर्जी की अध्यक्षता में हुई बैठक में यह फैसला किया गया। समिति ने पांच राज्यों असम, पश्चिम बंगाल, तमिलनाडु, पुड्डुच्चेरी और केरल में होने वाले विधानसभा चुनावों के मद्देनजर बजट सत्र की अवधि कम करने की सिफारिश का फैसला किया है। उसकी यह सिफारिश संसद की कार्यमंत्रणा समिति को भेजी जायेगी। मई के अन्त में संसद का विशेष सत्र बुलाने का भी प्रस्ताव है।

 लीबिया में विद्रोहियों ने कहा है कि वे तब तक कोई बातचीत नहीं करेंगे, जब तक राष्ट्रपति मोअम्मर गद्दाफी पद छोड़कर निर्वासन में नहीं चले जाते। नेशनल लीबियन कौंसिल ने बेनगाजी में विद्रोहियों के खिलाफ सरकार के हवाई हमले रोकने के लिए विदेशी हस्तक्षेप की मांग की है। अंतर्राष्ट्रीय अपराध न्यायालय ने कहा है कि वह मानवता के खिलाफ कर्नल गद्दाफी और उनके पुत्रों के अपराधों की छानबीन करेगा। आज त्रिपोली में जुम्मे की नमाज के बाद कर्नल गद्दाफी शासन के खिलाफ विरोध प्रदर्शनों का आह्‌वान किया गया।
 इस बीच अमरीका के राष्ट्रपति बराक ओबामा ने कर्नल गद्दाफी से इस्तीफे की मांग दोहराई है। कर्नल गद्दाफी द्वारा विद्रोहियों से बातचीत के लिए खुफिया प्रमुख को आदेश दिए जाने की खबरों के बाद बेनगाजी में विपक्षी नेशनल लीबियन कौंसिल ने कहा कि अब बातचीत की कोई गुजांइश नहीं है।
 इस बीच, भारत ने संकटग्रस्त लीबिया से लगभग एक तिहाई भारतीयों को निकाल लिया है। सरकार हर रोज चार उड़ानों के माध्यम से वहां फंसे भारतीयों को स्वदेश लाने की व्यवस्था कर रही है। इस कार्रवाई में मदद के लिए भारतीय वायुसेना का एक विमान मिस्र में भी तैयार रखा गया है। सरकार चार्टर्ड विमानों की भी सेवाएं ले रही है। ऐसे चार विमान आज से उड़ान भरेंगे।

 बहरीन में विपक्ष देश में राजनीतिक सुधारों के बारे में सरकार से बातचीत करने पर सहमत हो गया है। शिया गु्रप- अल वफाक के प्रमुख नेता अब्दुल जलील खलील ने कहा कि विपक्ष बिना किसी पूर्व शर्तों के बातचीत करेगा, हालांकि उन्होंने कहा कि अभी इसके लिए कोई तारीख तय नहीं की गई है। खबरों में कहा गया है कि विपक्ष ने बहरीन के शहजादे के नाम पत्र में कहा है कि वे देश में नई सरकार और नया संविधान चाहते हैं।
 विपक्ष ने पहले संवैधानिक राजतंत्र की मांग की थी, जिसके तहत एक निर्वाचित सरकार का गठन हो। राजधानी के पर्ल चौक पर इकट्ठा कुछ प्रदर्शनकारी देश में राजतंत्र पूरी तरह खत्म करने की मांग कर रहे हैं।

 विपक्ष द्वारा बातचीत का न्यौता स्वीकार किये जाने के बाद बहरीन में राजनीतिक संकट के समाधान के लिए सरकार और विपक्ष के बीच बातचीत अब शुरू हो सकेगी। बहरीन के राजा ने इससे पहले कई राजनैतिक और आर्थिक कदमों की घोषणाएं की थी, जिनमें राजनीतिक कैदियों को रिहा किया जाना और कई आर्थिक रियायतें शामिल है। उन्होंने देश के युवराज सलमान को सरकार की ओर से बातचीत के लिए अधिकृत किया है। इस बीच, मिस्र में भी सैन्य शासकों ने विपक्ष की एक बड़ी मांग के आगे झुकते हुये पुराने प्रधानमंत्री को बर्खास्त कर नये प्रधानमंत्री की नियुक्ति की है। सेना को अब प्रदर्शनकारियों के गुस्से के शांत होने की आशा है, क्योंकि नये प्रधानमंत्री शराफ की मिस्र की जनता में अच्छी शाख है और उन्हें पूर्व राष्ट्रपति मुबारक का खुला विरोधी माना जाता था। धीरेन्द्र ओझा, आकाशवाणी समाचार।
 मिस्र के सरकारी मीडिया अल अहराम के अनुसार श्री शफीक को उनकी सरकार को हटाने के लिए हो रहे युवा आंदोलनों के बाद इस्तीफा देना पड़ा है। देश की सर्वोच्च परिषद ने एस्साम शराफ को नए मंत्रिमंडल के गठन की जिम्मेदारी सौंपी है। एस्साम शराफ उन कुछ पूर्व मंत्रियों में से हैं, जिन्होंने विद्रोह को शुरु में समर्थन दिया था।

 असम में अगले महीने की चार और ११ तारीख को होने वाले विधानसभा चुनावों के लिए भारतीय जनता पार्टी ने ५४ उम्मीदवारों की दूसरी सूची जारी कर दी है। पार्टी सूत्रों के अनुसार उम्मीदवारों की तीसरी और अंतिम सूची इस महीने की नौ तारीख को जारी की जाएगी।
 मार्क्सवादी कम्युनिस्ट पार्टी ने भी राज्य विधानसभा चुनाव के लिए १७ उम्मीदवारों के नाम घोषित कर दिये हैं। कल गुवाहाटी में एक संवाददाता सम्मेलन में सूची जारी करते हुए पार्टी के राज्य सचिव श्री उद्धव बर्मन ने कहा कि उनकी पार्टी अन्य वाम दलों के साथ चुनावी तालमेल करेगी।
 इस बीच, राज्य में सत्तारूढ़ कांग्रेस पार्टी ने १२६ विधानसभा सीटों के लिए उम्मीदवारों के नामों को अंतिम रूप देने की कवायद तेज कर दी है। पहली सूची इस महीने की १३ तारीख को जारी होने की उम्मीद है।
 पार्टी ने राज्य में अकेले चुनाव लड़ने का फैसला किया है। मुख्य विपक्षी दल असम गण परिषद इस महीने की सात तारीख को अपने उम्मीदवारों की दूसरी सूची जारी करेगी। पार्टी की पहली सूची में ३१ उम्मीदवारों के नाम हैं।
 असम में पहले चरण के चुनावों की अधिसूचना दस मार्च को जारी होगी।

 केरल में अगले महीने की १३ तारीख को होने वाले विधानसभा चुनाव के लिए राजनीतिक गतिविधियां तेज हो रही है। एक चरण में होने वाले मतदान में अब केवल चालीस दिन से भी कम समय रह गया है। केरल में कुल मिलाकर दो करोड़, २९ लाख, ४० हजार ४०८ मतदाता है।  १४० सदस्यों की विधानसभा के चुनाव के लिए अधिसूचना इस महीने की १९ तारीख को जारी की जायेगी। इनमें से १४ सीटें अनुसूचित जातियों और दो अनुसूचित जनजाति के लिए आरक्षित हैं। इस बार प्रवासी भारतीय भी वोट डाल सकेंगे, इसलिए विदेशों विशेष रूप से खाड़ी देशों में काम कर रहे बड़ी संख्या में केरलवासियों की भी चुनाव में महत्वपूर्ण भूमिका रहेगी।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज संवेदी सूचकांक में २४७ अंकों की वृद्धि हुई। अब से कुछ देर पहले यह ७० अंक की वृद्धि के साथ १८ हजार ५६० पर था।  नेशनल स्टॉक एक्सचेंज का निफ्टी भी २६ अंक बढ़कर ५ हजार ५६३ पर था। अन्तर्राष्ट्रीय मुद्राबाजार में डॉलर के मुकाबले रूपया १० पैसे मजबूत हुआ। एक डॉलर की कीमत ४४ रूपये ९४ पैसे बोली गयी।

 एशियाई बाजारों में आज कच्चे तेल के दाम बढ़े। न्यूयार्क का लाइट स्वीट क्रूड ४५ सेंट महंगा होकर १०२ डॉलर ३६ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत भी २१ सेंट बढ़ी और एक बैरल ११५ डॉलर का बोला गया।

 क्रिकेट विश्व कप मुकाबले के ग्रुप ए में अहमदाबाद में न्यूजीलैंड ने ताजा समाचार मिलने तक २३वें ओवर में बिना किसी नुकसान के ९५ रन बना लिए हैं। इससे पहले जिम्बाब्वे की पूरी टीम टॉस जीतकर पहले बल्लेबाजी करते हुए ४६ ओवर और दो गेंदों में १६२ रन बनाकर आउट हो गई और जीत के लिए १६३ रन का लक्ष्य रखा। जिम्बाब्वे की ओर से बे्रंडन टेलर ने सबसे ज्यादा ४४ रन बनाए।
 गु्रप बी में मीरपुर में वेस्टइंडीज के साथ मैच में बंग्लादेश ने टॉस जीतकर पहले बल्लेबाजी का फैसला किया है। ताजा समाचार मिलने तक बंग्लादेश ने ग्यारहवें ओवर में पांच विकेट पर ४१ रन बना लिए हैं। हमारे संवाददाता ने बताया कि बंग्लादेश के लिए आज का मैच काफी महत्वपूर्ण है।

Prime Minister Dr. Manmohan Singh today said that India wants to resolve all outstanding issues including the issue of Jammu and  Kashmir  with Pakistan. He said despite all the problems both the sides decided to resume the dialogue process. Addressing the third convocation  ceremony of the  Sher-e-Kashmir Agriculture University of Sciences and Technology at Jammu   today Dr. Singh said that the activities of extremist groups in Pakistan is a matter of concern for India and once again urged Pakistan to bring the culprits of the Mumbai carnage to book.  Dr. Singh urged Pakistan to take strong and resolute action against these extremist groups. He added that this will be in the interest of Pakistan, the Indian sub-continent and the world at large.

Talking about Jammu and Kashmir, Dr. Singh said that he is willing to discuss all issues that have a bearing on the peace, dignity and well being of the Jammu and  Kashmir state.  Talking about Rangarajan Committee, which submitted its job plan for the Jammu and Kashmir state, Dr.Singh said that the plan envisaged reaching out to nearly 1.5 lakh youths in a period of 3 to five years. He added that this would be done through a two pronged strategy.  The Prime Minister said government of India proposes to begin implementing some of the recommendations immediately.

Prime Minister Dr.Manmohan Singh said that the Centre will not spare any effort to develop the agriculture sector in Jammu and kashmir which is not in good shape.

Referring to the low productivity and agronomical challenges, he said, areas specific strategies will be devised to enhance farm output.

The Prime Minister also announced a grant of 32 crore rupees for the Sher-e-Kashmir Agriculture University.

The Government has said that all the 604 telephone towers installed by Bharat Sanchar Nigam Limited (BSNL) in the tribal areas of Orissa have been activated. In a written reply in the Rajya Sabha today, the Communications Minister,  Mr. Kapil Sibal said, some of the towers installed by BSNL in tribal areas of Jharkhand and Chhattisgarh are still to be activated. Giving details he said that 977 telephone towers in Jharkhand and 652 telephone towers in Chhattisgarh are activated and only 46 telephone towers in Jharkhand and 107 telephone towers in Chhattisgarh are still to be activated. He further added that the reasons for delay in activating these mobile towers in the States of Jharkhand and Chhattisgarh are due to extreme remote areas, tough terrain, Naxalite or insurgency affected areas, difficulties in land acquisition and irregular power supply. The Minister assured the House that these towers are likely to be activated by June this year.

The government today said it is taking a series of measures to check ATM fraud cases. Responding to questions in the Lok Sabha, Finance Minister Pranab Mukherjee said a committee has already been formed with the Reserve Bank of India executive director heading it. He said various suggestions have come in. Mr. Mukherjee said the RBI has issued a circular to all commercial banks advising them to take various preventive measures to combat frauds relating to the duplicating of credit cards. He also said the banks were advised to inspect ATMs on a regular basis by bank official.

The Lok Sabha today initiated discussion on the Rail Budget. Initiating the debate Yogi Avaidyna of the BJP criticised the government for ignoring the safety aspect in the budget. The government has said that adequate efforts are being taken to increase the representation of Other Backward class teachers in Central Universities. In a written reply in the Rajya Sabha today Human Resource Development minister Mr. Kapil Sibal said that the University Grants Commission has been reminding Central Universities constantly to fill up vacant posts reserved for OBCs. He said, there are two thousand three hundred and twenty seven Assistant Professors in central universities out of which 233 are from the OBC category. The Minister informed the House, that Central Universities have also been asked to fill up the backlog of vacancies at the earliest in a time bound manner.

The government will make a statement on the issue of the appointment and subsequent developments regarding Central Vigilance Commissioner (CVC) P J Thomas next week in Parliament. The Minister of State for Parliamentary Affairs, Mr. Ashwini Kumar said this in the Rajya Sabha today while responding to  queries from the opposition members.

AIR Correspondent reports that the opposition has been demanding a statement from the Prime Minister on the issue in the wake of the Supreme Court's decision holding the CVC's appointment as illegal.

The government says there are 13000 designated microscopy centres across the country to ensure convenient and readily accessible tuberculosis diagnostic centres. A revised national TB control programme has also taken up the establishment of a network of 43 quality assured laboratories for sputum culture. Replying to questions in the Lok Sabha, the minister of state for health and family welfare, Dinesh Trivedi said there are over 19 lakh patients suffering from Tuberculosis in the country.

The Centre provides financial assistance for encouraging Inter state and inter region marketing of traditional textiles, jewellery and handicraft. Replying to supplementaries in the Lok Sabha today, the Minister for Textile Dayanidhi Maran said that this assistance is being provided to state governments and other eligible agencies for organising marketing events like expos and crafts bazaars at the districts, States and national levels.

Question hour in the Rajya Sabha will be taken up between 2 to 3 pm from Monday to Thursday and between 2.30 to 3.30 PM on Fridays.  This will come into force from next Monday.  This was announced by the Chairman, Mohammed Hamid Ansari in the House today.

As soon as the house met for the day, the Chairman observed that members tend to raise matters of concern during and at the expense of the question hour.  Mr. Ansari said the traditional timing of the question hour between 11 AM and 12 noon will be utilised to enable members to raise  matters of Public importance with the permission of the Chair.

The Lok Sabha was adjourned for the second time today as members raised a host of issues. They included an explanation from the government on the CVC issue, Womens' reservation Bill and Telangana issue. The members belonging to the Left, TDP and TRS raised these issues. Pro Telangana MPs from the Congress also pledged their support to the TRS who staged a walkout as the House met at 11.15 hrs after the first adjournment.

Earlier, the Lok Sabha and the Rajya Sabha were adjourned for 15 minutes. The issues raised in the Rajya Sabha included the question of joint entrance examination for IITs in regional languages.

Meanwhile the proceedings of the Andhra Pradesh Legislative Assembly were stalled for the 10th consecutive day today over the Telangana  issue.  TDP members belonging to the  Rayalaseema and Coastal regions  obstructed the proceedings of the Assembly demanding that the government should take an  immediate decision on the Srikrishna Committee report to keep the state united. CPI members too  stalled business for the introduction of a bill in Parliament for a separate Telangana state. Amidst the pandemonium, Deputy Speaker N Manohar adjourned the Assembly twice. 

Besides the Telangana Rastra Samithi, members of the Telugu Desam and Congress from the Telangana region continued to boycott  proceedings of the Assembly.

The Government has taken a series of measures for faster infrastructure development in the budget for 2011-12. An amount of 21 lakh 4000 crores rupees has been earmarked for infrastructure and industry in the budget  presented in Parliament this Monday. It marks an increase of over 23 per cent in this sector in the current fiscal and is 48.5 per cent of the gross budgetary support to plan expenditure. The budget speech of the Finance Minister says that government will come up with a comprehensive policy of public private partnership models to develop infrastructure, apart from  tax free bonds for its development. Railways have been allowed to raise an amount of 10 thousand crore through this bond. Special purpose vehicles are proposed to be created to attract foreign funds for infrastructure financing. The Government has already set up an infrastructure finance company to provide long term financial assistance to infrastructure financing. Apart from this infrastructure in the agriculture sector has also been strengthened . They include setting up of mega food parks, enhancement of storage capacity and cold chains. AIR correspondent reports a Group of Ministers has been set up to consider all issues  relating to reconciliation of environmental concerns emanating from various department activities including infrastructure and mining and suggest changes in the existing regulations.

The CBI today carried out searches at the residence of suspended Prasar Bharti CEO B S Lalli after registering a case against him and others for alleged irregularities in the award of broadcasting rights of Delhi Commonwealth Games 2010. The broadcasting rights reportedly resulted in a loss of  135 crore rupees to the exchequer. AIR correspondent quoting CBI sources reports that   the case was filed against Mr. Lalli, Director of Zoom Communications Wasim Dehlvi and others under the relevant provisions of the Prevention of Corruption Act and the Indian Penal Code late last night.

Besides Mr. Lalli's residence,  searches were being carried at the residence of Wasim Dehlvi and two more places.

The CBI move comes after the Information and Broadcasting Ministry cleared the deck for prosecution of Mr.Lalli facing allegations of corruption relating to broadcast rights given to SIS Live for the Delhi Commonwealth Games.

CBI today filed a charge sheet against Justice Nirmal Yadav and four others in a special CBI court in Chandigarh in  connection with the 2008 cash-at-judge's-door scam. Justice Yadav is to demit office as a judge of the Uttarakhand High Court today. Charge sheet has been filed in the court of Special CBI Judge Ritu Tagore under various sections relating to conspiracy and sections of the Prevention of Corruption Act. The charge sheet has been filed in a case of throwing 15 lakh rupees cash at Judge’s house in 2008.

The Special CBI court posted the hearing for the sixth of next month. At the time of the incident Nirmal Yadav was the judge of the Punjab and Haryana High Court.

In Assam, the BJP has released its second list of candidates containing 54 names for the two-phased Assembly polls scheduled to be held on the  4th and 11th of the next month in the State. The list was finalized at a meeting chaired by party president Nitin Gadkari in New Delhi last night. 

The ruling Congress is yet to finalize its list of candidates. Party sources said the first list is likely to be released on 13th of this month. This time the congress has decided to fight the election in 126 assembly segment of the state alone without alliance with any other party. The BJP is also fielding its candidates in all the seats. The party has so far released the names of 50 candidates. The 3rd and final list of the party contestants are to be declared on 9th of this month. The opposition Asom Gana Parisad will also release its 2nd list of nominees. The party has already released the names of 31 candidates. The CPIM has released its 1st list of the candidates against 17 constituencies. The party has also decided to fight the election with an Electrol understanding with other left parties.

Rebels in eastern Libya have said they will not negotiate unless Col Muammar Gaddafi quits and goes into exile. The National Libyan Council in the city of Benghazi also called for foreign intervention to stop government air raids against the rebels. The International Criminal Court said it will investigate Col Gaddafi and his sons for crimes against humanity. There have been calls in Col Gaddafi's stronghold, Tripoli, for protests against his rule after Friday prayers.

Meanwhile, the US President Barack Obama has repeated his demand that the embattled ruler resign.

In Benghazi, the opposition National Libyan Council said there was no room for talks, following reports that Col Gaddafi had ordered an intelligence chief to negotiate with the rebels.

Meanwhile, India has so far evacuated nearly one third of the total numbers of Indian stranded in the strife torn country. Government is making arrangements to bring back home stranded Indians in four daily flights and a ferry. An IAF plane has also been positioned in Egypt to assist in the evacuation operations. The Government has also hired four chartered aircrafts to evacuate about 700 Indians, who crossed over from Libya to Djerba, a resort town in Tunisia. The four chartered flights will start operating today. Several Indian companies have also taken initiatives to bring back home their professionals and workers from the trouble hit Libya.

AIR West Asia Correspondent reports that in Bahrain, opposition is set to talk to government about political reforms in the country.

The dialogue between ruling establishment and opposition is set to begin after opposition accepted the invitation for talks. Bahrain's king extended several concessions earlier, which included release of political prisoners and financial benefits. He delegated Crown Prince Salman to lead talks with the opposition groups who were demanding the dismissal of government and release of all political prisoners before start of talks. Military rulers in Egypt have also fulfilled a key demand of the opposition protest movement with appointment of new Prime Minister. Now military hopes to dilute the anger of protesters as new Prime Minister Sharaf is well respected among the Egyptian public who has been a vocal opponent of the Mubarak regime.

The Government today said that it will make a statement in Parliament on evacuation of Indians from Libya on Monday. The issue was raised by the members who sought a response from the government as early as possible. The Deputy Chairman Rehman Khan urged the government to come out with the statement at the earliest. The issue figured in the Lok Sabha also. Replying to queries from the members Civil aviation minister Vyalar Ravi said the Government is making all out efforts to bring all the Indians back from strife torn Libya safely. He said three Air India Boeing 747 and private aircrafts are also ferrying passengers. Mr. Ravi said Water and Food Packets are being given to them at the airport. Sharing the concern Railway Minister Mamta banerjee said her Ministry will send all the passengers from  Delhi and Mumbai to their respective destinations free of cost.

The condition of Former Prime Minister of Nepal and founding member of Nepali congress Krishna Prasad Bhattarai is critical. The 87 year old leader had been undergoing treatment for the last three weeks at a hospital in Kathmandu after he complained of respiratory problem. His condition deteriorated on Wednesday.

The High Court in Bangladesh has fixed Sunday to deliver its judgment on the writ petition filed by Nobel Laureate Muhammad Yunus, challenging the legality of his removal as Grameen Bank‘s Managing Director. The two judge High Court bench fixed the date after hearing the petition filed by Dr.Yunus on Thursday against the Bangladesh Bank’s order to remove him from the post of the Managing Director of Grameen Bank. In a letter to Grameen Bank, the country’s central Bank said that seventy year old Dr. Yunus cannot continue as the Managing Director of the Bank as he has crossed the retirement age of 60 years stipulated by law.

After decades of pioneering work in microfinance which earned him and the Grameen bank a Nobel Prize, Prof Mohammed Yunus is faced with the possibility of an ugly exit from the organization he helped set up. The Bangladesh bank’s letter ordering his removal was the last salvo after efforts by the government to make him retire failed. Trouble started for Prof. Yunus following allegations of malpractices by Grameen Bank in a Norwegian documentary. This was followed by a series of allegations and criticism’s from several quarters in the country which included Bangladesh Prime Minister Sheikh Hasina in addition to three legal cases he faces in court. Despite the Norwegian government giving a clean chit, the Bangladesh government set up an inquiry committee into the operations of the bank. The support for Prof Yunus from the international community has not helped and Dr. Yunus’s fate now depends on the judgment to be delivered by the High Court on Sunday.

The Sensex at the Bombay Stock Exchange surged 247 points to 18,737, in opening trade, this morning, on continued buying by funds, amid firm global bourses. But the benchmark index later surrendered most of its initial gains, to stand a much more modest 63 points in the positive zone, at 18,553, in afternoon deals, a short while ago. The Sensex has already rallied more than 865 points in the past four trading sessions.

In Puducherry, Political activity is gaining momentum as various parties have invited applications from potential candidates to contest the ensuing assembly polls scheduled for the 13th of next month. AIR correspondent reports that though the broad contour of the alliance has been decided, a final picture on the 30 seats in the union territory to be shared among partners will only emerge after seat sharing arrangements between various fronts is reached in Tamil Nadu.

Alliances in the Union Territory always follow the Tamil Nadu line. This time around also the story is the same. With talks between the DMK and Congress on seat sharing in the neighboring state yet to be clinched, there has been delay in finalizing the seats to be shared in Puducherry as well. The AIAMK may tie up with Former Chief Minister Mr. N.Rangaswamy who has recently launched a new political outfit after quitting the congress, The left parties and the MDMK are already in alliance with the AIADMK. The Former French colony has an electorate of just over 8 lakh voters. Puducherry has been a bastion of the Congress, with the AIADMK and DMK ruling it once each. Political pundits keep their fingers crossed, as it becomes increasingly difficult to guess what the voters have in their minds.

In Jammu and Kashmir, fresh snowfall and landslides triggered by heavy rains kept the vital Jammu-Srinagar National Highway closed for traffic for the fourth consecutive day today. Police said that  no movement of traffic was allowed in view of heavy rains and snowfall along the highway. They said, men and machines of Border Roads Organisation are working round-the-clock to clear the Highway from landslides.

In reply of 163 runs New Zealand were  75 runs for no loss when reports last came in.
