 उच्चतम न्यायालय द्वारा, भ्रष्टाचार के आरोपों के कारण केन्द्रीय सतर्कता आयुक्त पी.जे. थॉमस की नियुक्ति रद्द किये जाने के बाद श्री थॉमस ने इस्तीफा दे दिया है। न्यायालय ने कहा कि संस्थागत निष्ठा और व्यक्तिगत निष्ठा हालांकि एक-दूसरे से जुड़े हैं लेकिन फिर भी संस्थागत निष्ठा, व्यक्तिगत निष्ठा से अधिक महत्वपूर्ण है। न्यायालय ने श्री थॉमस की नियुक्ति को चुनौती देने वाली सेंटर फॉर पब्लिक इंटरेस्ट लिटिगेशन की याचिका पर यह व्यवस्था दी। न्यायालय ने अपने फैसले में यह भी कहा कि केन्द्रीय सतर्कता आयुक्त की नियुक्ति की सिफारिश करते समय उच्चाधिकार प्राप्त समिति को संस्थागत निष्ठा का भी ख्याल रखना चाहिए था और यह सुनिश्चित करना चाहिए था कि समिति की सिफारिशें कानून के अनुसार हों।

प्रधानमंत्री ने कहा है कि वे न्यायालय के फैसले का सम्मान करते हैं और इस बारे में वे सदन में बयान देंगे।
 कानून मंत्री एम. वीरप्पा मोइली ने कहा कि फिलहाल वे इस बारे में कुछ नहीं कह सकते। उन्होंने कहा कि सरकार इस फैसले के अध्ययन के बाद ही अपना रूख स्पष्ट करेगी।

हम निर्णय का स्वागत करते हैं और कोई विवरण हम अभी नहीं बता सकते क्यों हमें अभी फैसले का अध्ययन करना है। सवाल है कि कई बार कार्य पालिका के आदेशों को सुप्रीम कोर्ट में चुनौती दी जाती है और सुप्रीम कोर्ट फैसला देता है। यदि कोई प्रक्रियागत ऐसी चीज है जिस पर कोर्ट ने टिप्पणी की है जो हम उसे ठीक करेंगे।

भारतीय जनता पार्टी के प्रवक्ता राजीव प्रताप रूडी ने कहा कि उच्चतम न्यायालय का फैसला पार्टी की सोच के अनुरूप है। जेडीयू नेता शरद यादव ने कहा कि सरकार को इस मामले में अपना रवैया स्पष्ट करना चाहिए। भारतीय कम्युनिस्ट पार्टी के डी. राजा ने इस फैसले को सरकार के लिए जबरदस्त झटका बताया। मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने कहा कि प्रधानमंत्री को इस पर सरकार का रूख स्पष्ट करना चाहिए।

 उधर, कांग्रेस ने कहा कि वह उच्चतम न्यायालय के फैसले का  सम्मान करती है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने नई दिल्ली में कहा कि इस फैसले को राजनीतिक रंग नहीं दिया जाना चाहिए। उन्होंने इस मामले में एक कानूनी गलती को स्वीकार करते हुए कहा कि उच्चतम न्यायालय के फैसले से इसे सुधार दिया गया है।

 केन्द्रीय सूचना आयोग ने कहा है कि भविष्य में केन्द्र तथा राज्य सरकारों की सरकारी निजी भागीदारी वाली परियोजनाओं के नियम स्पष्ट होने चाहिए। आयोग के अध्यक्ष सत्येन्द्र नाथ मिश्र ने योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया को इस बारे में पत्र लिखा है। केन्द्रीय सूचना आयोग के अनुसार २८ दिसम्बर को उसकी पूर्ण बैठक में निर्णय लिया गया था कि सरकारी परियोजनाओं से जुड़ी सभी निजी कम्पनियों को भी सूचना अधिकार अधिनियम के अन्तर्गत लाया जाना चाहिए। श्री मिश्र ने कहा कि वर्तमान कानून में कुछ कमियां हैं और इनमें बदलाव की जरूरत है।

 दिल्ली की एक अदालत ने टू जी स्पैक्ट्रम मामले में गिरफ्‌तार पूर्व केन्द्रीय मंत्री ए राजा की न्यायिक हिरासत इस महीने की १७ तारीख तक बढ़ा दी है।  ए राजा वीडियो कांफ्रेंसिंग के जरिए अदालत में पेश हुए जबकि उनके पूर्व निजी सचिव आर के चंडोलिया, पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा और स्वान टेलकम के प्रमोटर शाहिद उस्मान बलवा व्यक्तिगत रूप से अदालत में मौजूद थे।

 तेलंगाना राष्ट्र समिति के सदस्यों ने अलग तेलंगाना राज्य की मांग को लेकर आज लोकसभा में शोरशराबा किया जिससे सदन की कार्यवाही  बार बार स्थगित करनी पड़ी और सवा तीन बजे, दिन भर के लिए स्थगित कर दी गई।
 इसी मुद्दे को लेकर सुबह की बैठक के दौरान राज्यसभा को दो बार स्थगित करना पड़ा।

 उधर, आंध्र प्रदेश विधानसभा में तेलंगाना मुद्दे पर आज नौवें दिन भी कोई काम नहीं हुआ। तेलुगुदेशम पार्टी के सदस्यों ने श्रीकृष्णा समिति की रिपोर्ट की सिफारिश के अनुसार अखंड आंध्र के फैसले को लागू करने के लिए सरकार से तुरंत कार्रवाई करने की मांग करते हुए बैठक में रूकावट डाली।

 इस बीच, आंध्रप्रदेश के धार्मिक दान से संबंधित मंत्री जे. कृष्णा राव ने अपना इस्तीफा कांग्रेस आलाकमान को भेज दिया है। उन्होंने मांग की है कि अलग तेलंगाना राज्य बनाने के लिए संसद के बजट सत्र में ही विधेयक पेश किया जाए।

 हिमाचल प्रदेश के चम्बा जिले में कल रात हुई दो सड़क दुर्घटनाओं में मरने वालों की संख्या ४४ हो गई है। बरातियों को ले जा रहे ट्रक की दुर्घटना में मरने वालों में से एक और शव बरामद कर लिया गया है। यह ट्रक चम्बा से करीब ५० किलोमीटर दूर शेरपुर गांव के निकट तीन सौ मीटर गहरे खड्ड में गिर गया था।

एक अन्य दुर्घटना में नौ लोगों को ले जा रहा एक निजी वाहन भरमौर सब-डिवीजन में रावी नदी में गिरा गया जिसमें सभी नौ लोग मारे गए। हमारी संवाददाता ने बताया है कि राज्य सरकार ने दोनों दुर्घटनाओं की जांच के आदेश दे दिए हैं। सरकार ने मरने वालों के  परिजनों को एक-एक लाख रूपये की अनुग्रह राशि देने की भी घोषणा की है।

मुख्यमंत्री प्रेम कुमार धूमल ने दुर्घटना की जांच के आदेश दे दिये हैं और सामान ढोने वाले वाहनों में सफर करना गैरकानूनी बताते हुए दोषियों के खिलाफ मामला दर्ज करने की बात कही है। इन दिनों शिमला में विधानसभा का बजटसत्र चल रहा है। जिसका लाभ उठाते हुए कांग्रेस विधायकों ने भी सरकार की कार्यप्रणाली पर उंगली उठाई और कहा कि सरकार ने हादसे से कोई सबक नहीं लिया है और वे ट्रक में यात्रा करने से लोगों को रोकने में नाकामयाब रही है। उल्लेखनीय है कि पिछले साल भी इसी प्रकार हादसों में लगभग ९० लोगों की जान चली गई थी।

 जानी मानी फिल्म अभिनेत्री हेमा मालिनी आज कर्नाटक से राज्यसभा के लिए चुन ली गईं। बंगलौर में आज हुए चुनाव में भाजपा उम्मीदवार हेमा मालिनी को १०६ वोट मिले जबकि उनके प्रतिद्वन्द्वी निर्दलीय उम्मीदवार प्रोफेसर मारूलसिदप्पा को ९४ वोट मिले। कांग्रेस और जनता दल सेक्युलर ने प्रोफेसर मारूलसिदप्पा का समर्थन किया था।

  जम्मू कश्मीर विधानसभा के उपाध्यक्ष सरताज मदनी ने आज अपने पद से इस्तीफा देने की घोषणा की। श्री मदनी मुख्य विपक्षी पार्टी पी डी पी के नेता हैं। उन्होंने एक प्रेस विज्ञप्ति में विधानसभा अध्यक्ष मोहम्मद अकबर लोन पर सदन चलाने में पक्षपात और संसदीय परंपराओं का पालन नहीं करने का आरोप लगाया।

 झारखंड में विधानसभा अध्यक्ष सी पी सिंह ने विपक्षी दलों के पांच विधायकों को बजट सत्र की शेष अवधि के लिए निष्कासित कर दिया। ये विधायक, विधानसभा की समानान्तर कार्यवाही चलाने का प्रयास कर रहे थे। वे राज्य के मुख्य सचिव डॉ. ए.के. सिंह के खिलाफ विरोध प्रदर्शन कर रहे थे।

 प्रधानमंत्री एक दिन की यात्रा पर कल जम्मू जाएंगे। प्रधानमंत्री का कार्यभार दोबारा संभालने के बाद डॉक्टर मनमोहन सिंह पहली बार जम्मू जा रहे हैं। हमारे संवाददाता ने बताया है कि इस दौरान प्रधानमंत्री के युवाओं के लिए रोजगार योजना और बासमती धान उत्पादकों की मदद के लिए केन्द्रीय सहायता की घोषणा करने की उम्मीद है।

सरकारी सूत्रों के अनुसार जम्मू के एक दौरे के दौरान प्रधानमंत्री डॉक्टर मनमोहन सिंह शेर-ए-कश्मीर कृषि विश्वविद्यालय के तीसरे दीक्षांत समारोह को संबोधित करेंगे। दीक्षांत समारोह के साथ प्रधानमंत्री जम्मू के बाहरी इलाके जगती नगरोटा में कश्मीरी पंडित विस्थापितों के लिए बनाये गये सैटलाइट टाउनशिप का उद्घाटन करेंगे और कुछ कश्मीरी विस्थापितों को नये फ्‌लैट वितरित तौर पर सौंपेंगे। कश्मीरी पंडित विस्थापितों के लिए ३५० करोड़ रुपये की लागत से प्रधानमंत्री पुनर्निर्माण योजना के अंतर्गत बनाये जाने वाले ५ हजार २४२ दो कमरों वालो फ्‌लैट तैयार करने के प्रोजेक्ट के एक हिस्से के तौर पर जगति में ४ हजार २१८ फ्‌लैट तैयार किये गये हैं।

 मिस्र के प्रधानमंत्री अहमद शफ़ीक़ ने इस्तीफा दे दिया है। सेना ने अपने फेसबुक पेज पर जारी बयान में कहा कि उसकी सुप्रीम काउंसिल ने प्रधानमंत्री के इस्तीफे को मंजूर करने का फैसला किया है और नई सरकार के गठन के लिए श्री इस्साम शरफ को नियुक्त किया है।

 विदेश मंत्री एस० एम० कृष्णा ने लीबिया में फंसे भारतीय नागरिकों को स्वदेश लाने के बारे में कहा है कि आज रात तक एक हजार और भारतीय नागरिक नई दिल्ली पहुंच जाएंगे। उन्हें मिला कर स्वदेश लाए जाने वाले नागरिकों की संख्या बढ़ कर सात हजार से अधिक हो जाएगी।

६ हजार भारतीय निकाले जा चुके हैं हमें आशा है आज रात तक और एक हजार भारतीय आ जायेंगे। मुझे लगता है आज एयर इंडिया के त्रिपौली से तीन एलेक्जेंडिया से ५ विमान भारत के लिए रवाना होंगे।

 लीबिया में फंसे भारतीयों में से ३३ प्रतिशत वापस आ चुके हैं। एक निजी विमान कम्पनी के भारतीयों को लाने के के काम में शामिल होने से इस काम में तेजी आई है।
 भारतीयों को लाने के लिए एक जलपोत भी शनिवार सुबह मालटा बंदरगाह पहुंच जायेगा।
 एक हजार एक सौ ८८ यात्रियों को लेकर एम वी स्कॉटिया प्रिंस जहाज भी लीबिया से मिस्र के सिंकदरिया बंदरगाह पहुंच गया है।

  लीबिया में विपक्ष के कब्जे वाले कस्बे ब्रेजा पर सेना ने फिर बमबारी की है। ख़बर है कि लीबिया नेता मोहम्मद गद्दाफी और अरब लीग के महासचिव अम्र मूसा, मौजूदा संकट के समाधान के लिए अंतर्राष्ट्रीय शांति मिशन को मध्यस्थ बनाने के वेनिजुएला के राष्ट्रपति ह्‌युगो शावेज के प्रस्ताव पर विचार कर रहे हैं।
 उधर, सरकार विरोधियों ने धमकी दी है कि अगर विदेशी शक्तियों ने इस मामले में हस्तक्षेप किया तो उन्हें वियतनाम जैसी स्थिति भुगतनी पड़ेगी।

 वित्तीय क्षेत्र के सुधार की ओर अग्रसर सरकार ने आज शेयरों की संख्या के आधार पर बैंक शेयर धारकों को मतदान के अधिकार  का रास्ता प्रशस्त कर दिया है। वर्तमान में सरकारी बैंकों में शेयर धारकों को मतदान का अधिकार एक प्रतिशत और निजी बैंकों में दस प्रतिशत तक सीमित है।

 खाद्य मुद्रास्फीति की दर १९ फरवरी को समाप्त हुए सप्ताह में एक प्रतिशत से अधिक गिरकर १० दशमलव तीन नौ प्रतिशत पर आ गई। ऐसा प्याज, आलू और दालों की कीमतें कम होने से संभव हुआ, लेकिन फल-सब्जियों और दूध अब भी महंगे हैं।

राजधानी के सर्राफा बाजार में सिल्वर रेडी एक हजार ४५० रुपये के उछाल के साथ अब तक के उच्चतम स्तर ५१ हजार ५४० रुपये प्रति किलो पर जा पहुंची।

 कोलम्बो में पाकिस्तान ने कनाडा को जीत के लिए १८५ रन का लक्ष्य दिया।  कनाडा ने ताजा समाचार मिलने तक ३४ ओवर में ४ विकेट पर १०४ रन बना लिये।  फिलहाल कनाडा को जीत के लिए  ९९ गेंदों में ८१ रन की ज+रूरत है।  इससे पहले टॉस जीतकर बल्लेबाजी करते हुए पाकिस्तान की पूरी टीम ४३ ओवर में १८४ रन ही बना सकी।  उमर अकमल ने ४८ और मिस्बाउल हक ने ३७ रन बनाये।  कनाडा की तरफ से हरवीर वैद्यवान ने तीन विकेट लिये।
 वहीं, आज सुबह गु्रप-बी के मैच में मौहाली में दक्षिण अफ्रीका ने हॉलैंड को २३१ रन से हरा दिया। दक्षिण अफ्रीका ने पहले बल्लेबाजी करते हुए निर्धारित ओवर में ५ विकेट पर ३५१ रन बनाये। ३५२ रन का लक्ष्य लेकर उतरी हॉलैंड की टीम ३४ ओवर और ५ गेंद में १२० रन ही बना सकी।

Central Vigilance Commissioner P. J. Thomas resigned today after the Supreme Court struck down his appointment for his alleged involvement in a corruption scandal and raised the issue of institutional integrity. Six months after the Kerala bureaucrat was named as head of the country's anti-corruption watchdog, the Supreme Court said the appointment by a high powered panel, did not exist in law.

An Apex court bench headed by Chief Justice S.H.Kapadia gave its verdict on a petition by the Centre for Public Interest Litigation challenging Thomas' appointment as CVC . Responding to the ruling, the Prime Minister Dr.Manmohan Singh said that he respects the court judgment and will speak in Parliament. On the other hand, the Law Minister M.Veerappa Moily said that the government is not in any position to say anything now as it has to study the verdict.

P J Thomas may consider filing a review petition in the Supreme Court which today quashed his appointment as CVC, his counsel indicated tonight. Dismissing reports that Thomas has resigned, his counsel Wills Mathews told PTI that Thomas would go through the judgement and consider whether to resign or to file a review petition.

Congress today said that it respects the Supreme Court's verdict quashing the appointment of P J Thomas as CVC. Briefing reporters in New Delhi today, Party Spokesperson Abhishek Manu Singhvi said that the judgement should not be politicised and there should not be any subjective interpretation. The BJP  however maintained that the Supreme Court verdict on the CVC is a serious stricture against the government. Raising the issue in the Rajya Sabha, the Leader of the Opposition, Mr Arun Jaitley demanded a statement from the government on the issue.

The Telangana issue rocked the Lok Sabha today with the members of the TRS trooping into the well of the House after every adjournment pledging their support for a separate state of Telangana . As the House met at 2.00, the TRS members who were joined by some Congress members from Telangana region were supported by the leader of the Opposition in the house Mrs. Sushma Swaraj. She urged the government to bring a legislation in the current session of Parliament for carving out a separate state of Telangana. The pleas by the Presiding officer to restore order in the house were not heeded by the agitated members, it was adjourned till 3 P.M. The issue also figured in the Rajya Sabha also forcing the adjournment of the House till noon.

A Delhi court today extended the judicial custody of former Telecom Minister A Raja and three others, arrested for their alleged involvement in the 2G spectrum allocation scam, till March 17. Raja appeared before the court through video conferencing while his former Personal Secretary R K Chandolia, former Telecom Secretary Siddarth Behura and Swan Telecom promoter Shahid Usman Balwa were present in person after the expiry of their judicial custody.

The Central Information Commission (CIC) has called  or disclosing the norms in all future public private partnership projects undertaken by the central and state governments. The head of the Commission Satyendra Nath Mishra has written a letter to the Deputy Chairman of the Planning Commission Mr. Montek Singh Ahluwalia to this effect.

In Himachal Pradesh, the death toll has risen to 44 in the two different accidents in Chamba District last night. One more body has been recovered from the accident site where the ill fated truck carrying a marriage party fell into a 300-metre deep gorge near Sherpur village about 50 kilometers from district headquarters of Chamba. In the other accident a private vehicle carrying nine people fell into the Ravi river in Bharmour sub-division. AIR correspondent reports that all the  bodies have been recovered.

A fresh air strike has been launched on the opposition-held Libyan town of Brega a day after clashes between anti-government rebels and pro-regime fighters killed at least 12 people. Bombs were also dropped on a rebel position in the nearby town of Ajdabiyah, where people armed with rocket launchers, anti-tank aircraft guns and tanks had earlier shored up defences. The latest attacks come amid reports that Moamar Gaddafi and the president of the Arab League are considering a plan that would allow an international peacekeeping mission to mediate the crisis. The plan, put forward by Venezuelan president Hugo Chavez, would involve a commission from Latin America, Europe and the Middle East trying to reach a negotiated outcome between Mr Gaddafi and rebel forces. Arab League secretary-general Amre Moussa denied reports that he and Mr Gaddafi had agreed to the proposal.  The rebels repulsed a land and air offensive by Mr Gaddafi's forces on the eastern oil terminal of Brega, as the defiant leader warned foreign powers of another Vietnam if they intervened in the popular uprising against his 41-year rule. Speaking live on state television, Mr Gaddafi warned the battle will be very, very long if there is any intervention by foreign powers. The Arab League said it was against direct outside military intervention, but could enforce a no-fly zone in cooperation with the African Union.

Government is making arrangements to bring 1050 passengers in three flights from trouble hit Libya. These flights are expected to reach New Delhi later tonight. An External Affairs Ministry release says, a total of 1,034 Indians arrived  from strife-torn Libya early this morning.  The release said that the evacuation process will gather further momentum from tomorrow with one more private airline  joining  the evacuation process. External Affairs Minister S.M. Krishna said over 6000 Indians have been evacuated.

A ferry  has also been pressed into service to evacuate Indians  and it will be reaching  Malta Port by Saturday morning. Meanwhile, a vessel  MV Scortia Prince has reached Alexandria Port in Egypt from Libya with 1188 passengers.

In Egypt, Prime Minister Ahmed Shafiq has resigned.  The army in a statement on its Facebook page today said, the Supreme Council of the Armed Forces decided to accept the resignation appoint Essam Sharaf to form the new government.  It had been one of the protesters' key demands that Mr Shafiq and other top ministers appointed at the end of the Mubarak rule step down. Mr Shafiq was appointed by Mr Mubarak just days before he stepped down on 11 February after several weeks of popular protests against his rule.

In Pakistan, at least nine people were killed and 30 others injured in a powerful explosion near a police station in Hangu in Khyber Pakhtunkhwa province  today.  The blast also damaged several residential buildings in the area.

Food inflation declined by more than one percentage point to 10.39 per cent for the week ended February 19. This follows a decline in prices of onions, potatoes and pulses. Food inflation stood at 11.49 per cent in the previous reporting week and at 21.62 per cent in the corresponding period a year ago.

The heroics however, could not be emulated by the Netherlands today who were bundled out by a quality bowling attack by South Africa for dishing out a crushing defeat. After clearing the stranded vehicles, the vehicular traffic on 300 KM long Jammu-Srinagar National Highway has been suspended again today due to heavy rainfall. During the day this arterial road was opened partially in order to clear the stranded vehicles for two hours.
