 उच्चतम न्यायालय ने पी जे थॉमस की केन्द्रीय सतर्कता आयुक्त के रूप में नियुक्ति को आज रद्द कर दिया। न्यायालय ने कहा कि उच्च अधिकार प्राप्त समिति की सिफारिशों में इससे संबंद्ध सभी महत्वपूर्ण मुद्दों पर विचार नहीं किया गया इसलिए उसकी सलाह कानून में मान्य नहीं है।  ६० वर्षीय थॉमस पर पॉमोलीन आयात घोटाले के सिलसिले में केरल की एक अदालत में भ्रष्टाचार का मामला चल रहा है। थॉमस ने उच्चतम न्यायालय का फैसला आने के तुरंत बाद इस्तीफा दे दिया। थॉमस को ६ महीने पहले १४वां केन्द्रीय सतर्कता आयुक्त नियुक्त किया गया था। मुख्य न्यायाधीश न्यायमूर्ति एस एच कापड़िया, न्यायमूर्ति के एस राधाकृष्णन और न्यायमूर्ति स्वतंत्र कुमार की पीठ ने कहा कि पिछले वर्ष तीन सिंतबर को की गई सिफारिशें कानून में मान्य नहीं हैं। पीठ ने थॉमस पर पॉमोलीन आयात मामले में चल रहे आपराधिक मामले और सन्‌ २००० से २००४ तक कार्मिक और प्रशिक्षण विभाग द्वारा उनके खिलाफ अनुशासनात्मक कार्रवाई करने की सिफारिशों सहित सभी संबंधित जरूरी दस्तावेजों पर विचार न करने के लिए समिति की आलोचना की। अदालत ने थॉमस और सरकार की इस दलील को खारिज कर दिया कि केन्द्रीय सतर्कता आयुक्त की नियुक्ति पर अदालत में विचार नहीं हो सकता और कहा कि नियुक्ति की सिफारिश की वैधता पर अदालत में विचार किया जा सकता है। न्यायालय ने कहा कि केन्द्रीय सतर्कता आयुक्त के पद पर नियुक्ति के लिए उम्मीदवार की संस्था के प्रति निष्ठा और व्यक्तिगत निष्ठा का बहुत महत्व है। न्यायालय ने कहा कि भविष्य में इस पद के लिए केवल प्रशासनिक अधिकारियों को ही नियुक्त नहीं किया जाना चाहिए बल्कि अन्य क्षेत्रों के निष्ठावान और ईमानदार व्यक्तियों के नामों पर भी विचार होना चाहिए। पीठ ने कहा कि तीन सदस्यों की उच्च अधिकार समिति में अगर कोई सदस्य असहमति देता है तो उसे इसके लिए उचित कारण देना होगा और बहुमत द्वारा इस पर विचार करना होगा। साथ ही बहुमत को भी अपने फैसले का कारण बताना होगा क्योंकि ऐसा करने से प्रक्रिया पारदर्शी होगी और लोगों का विश्वास बढ़ेगा। पीठ ने कहा कि इस संस्था की निष्पक्षता बनाये रखना जरूरी है। न्यायालय ने सेंटर फॉर पब्लिक इनटेरेस्ट लिटिगेशन तथा अवकाश प्राप्त प्रशासनिक अधिकारियों और पुलिस अधिकारियों की जनहित याचिका पर केन्द्रीय सतर्कता आयुक्त की नियुक्ति को रद्द किया है। इन अधिकारियों में पूर्व मुख्य निर्वाचन आयुक्त जे एम लिंगदोह भी शामिल हैं।

 इस फैसले के बाद पी जे थॉमस ने त्यागपत्र दे दिया है। केन्द्रीय विधि मंत्री वीरप्पा मोइली ने संसद के बाहर संवाददाताओं से बातचीत में श्री थॉमस के त्यागपत्र की जानकारी दी। उन्होंने कहा कि प्रधानमंत्री ने कुछ भी गलत नहीं किया है।

जब सीवीसी की रिपोर्ट में उनके नाम की मंजूरी दे दी गई उसके आधार पर  ही प्रधानमंत्री और समिति ने उनके नाम को स्वीकृति दी। मुझे नहीं लगता कि प्रधानमंत्री की कोई गलती है। फिर भी जहा तक इस प्रक्रिया का सवाल है हम फैसले पर विचार करेंगे और जरूरत पडी तो कमी में सुधार करेंगे।

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि वे मुख्य सतर्कता आयुक्त श्री थॉमस की नियुक्ति रद्द करने के उच्चतम न्यायालय के फैसले का सम्मान करते हैं।

 भारतीय जनता पार्टी ने कहा है कि केन्द्रीय सतर्कता आयुक्त पी जे थॉमस के बारे में उच्चतम न्यायालय का फैसला सरकार पर तीखी टिप्पणी है। आज राज्यसभा मे ये मुद्दा उठाते हुए विपक्ष के नेता अरूण जेटली ने सरकार से इस पर वक्तव्य की मांग की। श्री जेटली ने कहा कि उच्चतम न्यायालय ने केन्द्रीय सतर्कता आयुक्त की नियुक्ति इस बात को लेकर रद्द की है कि श्री थॉमस के खिलाफ भ्रष्टाचार के आरोपों को ध्यान में नहीं रखा गया। इसके जवाब में संसदीय मामलों के राज्य मंत्री अश्विनी कुमार ने कहा कि वे विपक्ष की चिंताओं से सरकार को अवगत करा देंगे।

 मार्क्सवादी कम्युनिस्ट पार्टी कें नेता सीताराम येचूरी ने कहा कि यह मामला केन्द्रीय सतर्कता आयुक्त के त्यागपत्र से समाप्त नहीं होगा। सरकार को इसका जवाब देना होगा कि इतने विरोध के बावजूद थॉमस की नियुक्ति कैसे हुई।

 उनका इस्तीफा करने से मामला सुलझ नहीे जाता है। उनको आज ये बताना होगा कि तरीके से यह अपॉइंटमेंट हुआ जबकि सबको पता है कि बहुत सारी चीजें जिसके अन्दर जांच हो रही है। उस समय जिस ..... के बारे में उस समय टेलीकॉम संकट में यह सब के बावजूद अप्वाइंटमेंट किस तरीके से हुई। उसकी पद्यति के बारे में जवाब सरकार को देना होगा।
 भारतीय कम्युनिस्ट पार्टी ने उच्चतम न्यायालय के फैसले को केन्द्र सरकार के लिए एक और आघात बताया है। पार्टी नेता गुरूदास दासगुप्त ने कहा कि सरकार अपनी विश्वसनीयता खो चुकी है और ऐसा लगता है कि प्रधानमंत्री देश के लोगों की बात का सम्मान नहीं

 कांगे्रस ने कहा है कि विधि मंत्री स्पष्ट कर चुके हैं कि उच्चतम न्यायालय के फैसले का पूरी तरह से अध्ययन करने के बाद ही सरकार इस पर प्रतिक्रिया व्यक्त करेगी। संसद के बाहर संवाददाताओं से बातचीत में पार्टी प्रवक्ता मनीष तिवारी ने यह कहते हुए कोई और टिप्पणी करने से इंकार कर दिया कि श्री थॉमस ने त्यागपत्र दे चुके हैं।

 हिमाचल प्रदेश में दो अलग-अलग सड़क दुर्घटनाओं में ४२ लोग मारे गए हैं। चम्बा जिले से साठ किलोमीटर दूर बारात ले जा रहा ट्रक खाई में गिर जाने से ३३ लोगों की मौत हो गयी। हमारी संवाददाता ने बताया है कि दूसरी घटना भरमौर इलाके में हुई। एक निजी वाहन के रावी नदी में गिर जाने से नौ लोग मारे गए हैं।

प्रदेश में एक बार फिर ट्रक पर यात्रा करना ३३  लोगों की मृत्यु का कारण बना है। ये उदारहण है कि सरकार द्वारा पिछले साल ट्रकों और ट्रोलियों में यात्रा के खिलाफ कानून बनाये जाने के बावजूद लोग प्रदेश में ट्रकों को यात्रा के लिए इस्तेमाल कर रहे हैं। यह कानून पिछले वर्ष मंडी जिले में लगभग४० बरातियों के ट्रक  दुर्घटना में मारे जाने के बाद बनाया गया था। चंबा से लगभग सात किलोमीटर दूर हुई इस दुर्घटना में  गये सभी बरातियों के शवों को बरामद कर लिया गया है और परिजनों को सौंप दिया गया है। बडमौड क्षेत्र में भी निजी वाहन को रास्ते से निकाल लिया गया है और मारे गये  सभी नौ लोगों की पहचान कर ली गई है।

 लोकसभा में आज तेलंगाना मुद्दे को लेकर शोरशराबा हुआ और सदन की कार्रवाई तीन बजे तक स्थगित कर दी गई। इससे पहले तीन बार पहले १५ मिनट के लिए फिर १२ बजे तक के लिए और फिर दो बजे तक कार्रवाई स्थगित की गई। तेलंगाना राष्ट्र समिति के सदस्य अलग तेलंगाना राज्य की मांग को लेकर सदन के बीचोबीच आ गये। तेलंगाना क्षेत्र के कुछ कांगे्रस सदस्य नें भी उनका साथ दिया। सदन में विपक्ष की नेता सुषमा स्वराज ने तेलंगाना राज्य समिति के सदस्यों का समर्थन किया। उन्होंने सरकार से संसद के चालू सत्र में अलग तेलंगाना राज्य के गठन के लिए विधेयक लाने का अनुरोध किया। सदन में व्यवस्था बनाये रखने के पीठासीन अधिकारी के बार-बार अनुरोध के बावजूद यह सदस्य शोर करते रहे जिस पर सदन की कार्रवाई तीन बजे तक स्थगित कर दी गई। राज्यसभा में भी ये मामला उठा और कार्रवाई १२ बजे तक स्थगित करनी पड़ी।

 आंध्र प्रदेश विधानसभा में भी तेलंगाना मुद्दे पर आज नौवें दिन भी कोई काम नहीं हुआ। तेलुगुदेशम पार्टी के सदस्यों ने श्रीकृष्णा समिति की रिपोर्ट की सिफारिश के अनुसार अखंड आंध्र के फैसले को लागू करने के लिए सरकार से तुरंत कार्रवाई करने की मांग करते हुए बैठक में रूकावट डाली। भारतीय कम्युनिस्ट पार्टी के सदस्यों ने अलग तेलंगाना राज्य की मांग करते हुए काम नहीं होने दिया। शोरशराबे के बीच उपाध्यक्ष एन मनोहर ने सदन की बैठक कल तक स्थगित कर दी। आज भी सदन में कोई सूचीबद्ध विधायी कार्य नहीं हो सका। वार्षिक बजट रखा गया और राज्यपाल के अभिभाषण पर धन्यवाद प्रस्ताव बिना बहस के पास कर दिया गया।   १७ फरवरी को बजट सत्र शुरू होने के बाद से आंध्र विधानसभा में कोई काम नहीं हुआ है।

राज्यसभा ने रेलवे बजट पर चर्चा शुरू कर दी है। बहस शुरू करते हुए भाजपा के वरिष्ठ नेता वैंकेया नायडू ने आरोप लगाया कि बजट दिशाहीन है। उन्होंने कहा कि रेलवे की वितीय स्थिति सुधारने के लिए कुछ नहीं किया गया है। उन्होंने कहा कि कोई सुरक्षा कोष भी नही बनाया गया है।

 खाद्य मुद्रास्फीति की दर १९ फरवरी को समाप्त हुए सप्ताह में एक प्रतिशत से भी अधिक गिरकर १० दशमलव तीन नौ प्रतिशत पर आ गई। ऐसा प्याज, आलू और दालों की कीमतें कम होने से संभव हुआ, लेकिन फल-सब्जियों और दूध अब भी महंगे हैं। इससे पिछले सप्ताह खाद्य मुद्रा स्फीति ११ दशमलव चार नौ प्रतिशत थी। पिछले साल इसी अवधि में ये २१ दशमलव छह दो प्रतिशत थी। मुद्रास्फीति की दर जनवरी में आठ दशमलव दो तीन प्रतिशत दर्ज की गई।

 २०११ -१२ के आम बजट में आर्थिक संकट से जूझ रहे हथकरघा बुनकरों की सहायता के लिए नाबार्ड को तीन हजार करोड़ रूपये उपलब्ध कराने का प्रावधान है। देश में हथकरघा विकास के लिए काम कर रही कई सहकारी समितियां आर्थिक संकट का सामना कर रही हैं। सोमवार को संसद में पेश आम बजट में कहा गया है कि इस आवंटन से ऐसी १५ हजार सहकारी समितियों को लाभ होगा। कपड़ा मंत्रालय योजना आयोग के मशविरे से योजना का ब्यौरा तैयार कर रहा है। बजट में अल्पसंख्यक समुदायों के लिए ऋणों में १३ प्रतिशत से अधिक वृद्धि का प्रस्ताव भी है। सरकार ने सार्वजनिक क्षेत्र के बैंकों से इस लक्ष्य को जल्द से जल्द पूरा करने को कहा है।

 सरकार ने एयर इंडिया की आर्थिक हालत ठीक करने के लिए एक योजना बनाई है। रिजर्व बैंक और बैंक समूह की शर्त के अनुसार एक सलाहकार कम्पनी इस योजना का पूरा अध्ययन कर रही है। विमानन मंत्री वायलार रवि ने राज्यसभा में एक लिखित उत्तर में बताया कि एयर इंडिया की आर्थिक दशा सुधारने के लिए सरकार अगले वित्त वर्ष में एक हजार २०० करोड़ रूपये देगी। श्री रवि ने ये भी बताया कि एयर इंडिया  तीन हजार करोड़ रुपये की हिस्सा-पूंजी जुटाना चाहती है।

 सरकार ने कोयला खनन और अन्य परियोजनाओं की पर्यावरण संबंधी मंजूरी पर विचार के लिए एक मंत्री समूह बनाया है। १२ सदस्यों के इस समूह की अध्यक्षता वित्त मंत्री करेंगे। यह मंत्री समूह बुनियादी ढांचे और खनन से संबंधित विभिन्न विकास गतिविधियों को लेकर उत्पन्न चिंताओं पर विचार करेगा और  दो महीने के अंदर अपनी सिफारिशों को अंतिम रूप देगा। आज राज्यसभा में एक लिखित उत्तर में यह जानकारी देते हुए विज्ञान और टैक्नॉलोजी राज्य मंत्री अश्विनी कुमार ने कहा कि बिजली, कोयला और राजमार्गों संबंधी कुल ७५ परियोजनाएं पर्यावरण मंजूरी के इंतजार में हैं।

 रेल मंत्री ममता बनर्जी ने आज लोकसभा में बताया कि रेल मंत्रालय ने अपने कर्मचारियों के लिए पूरे देश में स्वास्थ्य सुविधाएं जुटाई हैं। एक लिखित उत्तर में उन्होंने बताया कि १२५ अस्पतालों और ५८८ स्वास्थ्य केन्द्रों के अलावा रेल कर्मचारी डेढ़ सौ से अधिक सुपर स्पैशिएलिटी निजी अस्पतालों की सेवाएं ले सकते हैं। रेल मंत्रालय की स्वास्थ्य मंत्रालय के साथ मिलकर रेलवे की भूमि पर स्वास्थ्य केन्द्र बनाने की योजना है। इस योजना की रूपरेखा और स्वास्थ्य केन्द्रों के स्थान तय करने के लिए दोनों मंत्रालयों के अधिकारियों का एक दल बनाया गया है।

 तमिलनाडु में चुनावी सरगर्मियों के बीच प्रमुख राजनीतिक दल आपस में सीटों के बंटवारे को अंतिम रूप देने में जुट गए हैं। कुछ राजनीतिक दलों ने मतदान की तारीखों पर असहमति व्यक्त करते हुए इन्हें बदलने की मांग की है। तमिलनाडु के मुख्य चुनाव अधिकारी प्रवीण कुमार ने आज पत्रकारों को बताया कि आचार संहिता का पालन सख्ती से किया जाएगा। उन्होंने कहा कि उम्मीदवारों के नकद लेनदेन पर नजर रखने के काम में पहली बार आयकर अधिकारी भी शािमल किए गए हैं।

 असम में चुनाव अधिकारियों ने कानून लागू करने वाली एजेंसियों को निर्देश दिया है कि वे अगले महीने की चार और ११ तारीख को होने वाले विधानसभा चुनावों के मद्देनजर आदर्श आचार संहिता का कड़ाई से पालन सुनिश्चित करें। असम के मुख्य चुनाव अधिकारी ने गुवाहाटी में पत्रकारों को बताया कि उम्मीदवारों के चुनाव खर्च पर निगरानी रखने की भी कड़ी व्यवस्था की गई है। एक कॉल सेंटर भी स्थापित किया गया है, जहां आम जनता तथा उम्मीदवार चुनाव से जुड़े किसी भी मुद्दे पर शिकायत दर्ज करा सकते हैं।

 उच्चतम न्यायालय ने प्रवर्तन निदेशालय के उन तीन प्रमुख अधिकारियों को तुरंत वापस बुलाने का आदेश दिया है, जिनका पुणे के कारोबारी हसन अली खान के विदेशी मुद्रा अधिनियम उल्लंघन मामले की जांच के दौरान ही कथित रूप से तबादला कर दिया गया था।
न्यायमूर्ति बी सुदर्शन रेड्डी और एस एस निज्जर की पीठ ने संकेत दिया कि अगर सरकार ने यह कार्रवाई न की तो न्यायालय को दोषियों के खिलाफ जांच के लिए मजबूरन एक विशेष निगरानी अधिकारी की नियुक्ति करनी पड़ेगी। अदालत ने ये भी जानना चाहा कि हसन अली खान और कालेधन के अन्य आरोपियों को हिरासत में लेकर पूछताछ करने से सरकार को किसने रोका है। आरोप है कि खान ने आठ अरब डॉलर का कालाधन विदेशी बैंकों में जमा कर रखा है। आयकर अधिकारियों ने खान को ५० हजार करोड़ रूपये के कर भुगतान का नोटिस भी दे रखा है।

 लीबिया की राजधानी त्रिपोली से और एक हजार से अधिक भारतीय आज रात दिल्ली पहुंच जाएंगे। लीबिया से भारतीयों को निकालने का काम तेज कर दिया गया है। कल एक हजार ४५ भारतीय स्वदेश लौटे। विदेश मंत्रालय की विज्ञप्ति के अनुसार लीबिया के शहर बेनगाजी से जिन एक हजार १८८ भारतीयों को मिस्र में सिकन्दरिया लाया गया था, उन्हें भी विमान से दिल्ली भेजा जा रहा है। विदेश सचिव निरूपमा राव ने बताया है कि इन्हें स्वदेश लाने के लिए इजिप्ट एयर कम्पनी के चार विमान किराए पर लिए गए हैं।  भारतीय वायुसेना ने अपना एक आईएल-७६ परिवहन विमान लीबिया भेजा है। इस विमान से भारतीय नागरिकों को मिस्र में काहिरा लाया जाएगा। ऐसा एक और बड़ा विमान तैयार रखा गया है। सुश्री राव के अनुसार लीबिया में लगभग १८ हजार में से करीब ३३ फीसदी भारतीय निकाले जा चुके हैं। अगले कुछ दिन रोज तीन विमान त्रिपोली से उड़ान भरेंगे। इस कार्रवाई को और तेज किया जा सकता है। जैट एयरवेज और किंगफिशर जैसी निजी एयरलाइन कंपनियों ने भी कहा है कि वे सरकार के आदेश के अनुसार भारतीयों को दिल्ली लाने के लिए ट्यूनीशिया में दिएरबा और मिस्र में सिकंदरिया में विमान भेजेंगी।

 अरब लीग ने लीबिया में किसी देश के सीधे सैनिक हस्तक्षेप को रद्द कर दिया है। अरब लीग का कहना है कि वह लीबिया को उड़ान वर्जित क्षेत्र घोषित करने के प्रस्ताव पर विचार कर सकती है। अरब लीग के २२ सदस्य देशों के विदेशमंत्रियों ने काहिरा में अपनी बैठक के बाद कहा कि वे लीबिया के नागरिकों की सुरक्षा के किसी भी बेहतर तरीके के बारे में बातचीत को समर्थन देंगे। अरब लीग ने कहा कि ऐसा अफ्रीकी देशों के संघ के तालमेल से किया जाएगा।

 बहरीन में अनेक राजनीतिक और आर्थिक रियायतों की घोषणा के बावजूद, सरकार और विपक्ष के बीच बातचीत अभी तक शुरु नहीं हो पाई है। विपक्षी दल पहले निर्वाचित सरकार के गठन का वादा किए जाने की  मांग कर रहे हैं। हमारे संवाददाता ने बताया है कि बहरीन की सामाजिक विकास मंत्री फातिमा अल बलूशी ने कहा है कि सरकार विपक्ष के साथ बातचीत करना चाहती है, लेकिन कुछ तत्व इस बातचीत में रोड़े अटका रहे हैं।

जहां बहरीनी प्रदर्शनकारी दो हफ्तों से अधिम समय से राजनीतिक परिवर्तन की मांग को लेकर राजधानी के मुख्य चौक पर डेरा डाले हैं। तो यमन के साना विश्वविद्यालय के पास लोकतंत्र समर्थक इकट्ठा हैं। जो २५ सालों से राष्ट्रपति से ही मांग कर रहे है।सरकार समर्थकों ने ही बहरीन, यमन और ओमान में प्रदर्शन किये हैं। स्थिति को शांत करने के लिए सरकारों ने कुछ राजनीतिक और आर्थिक कदमों की घोषनाएं की हैं। लेकिन यह सब प्रदर्शनकारियों को संतुष्ट करने में असफल रही है। रिपोर्टो के अनुसार खाडी सहयोग परिषद बहरीन, और ओमान को भारी आर्थिक मदद देने पर विचार कर रहा है। इस बीच अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने आरोप लगाया है कि समस्याग्रस्त देशों में प्रभाव डालने के लिए ईरान विपक्षी गुटों से संपर्क में हैं।

इधर, यमन के दक्षिणी शहर सदरीं में सरकार विरोधी प्रदर्शनों में दो व्यक्तियों के मारे जाने की खबर है। प्रत्यक्षदर्शयिों ने बताया है कि सुरक्षा बलों ने सैंकड़ों प्रदर्शनकारियों पर आंसू गैस छोड़ी और गोलियां चलाईं। जवाब में प्रदर्शनकारियों ने सुरक्षा बलों की तीन गाड़ियां जला दीं। तेरह लोग घायल हुए हैं। व्हाइट हाउस से मिली खबरों के अनुसार राष्ट्रपति सालेह ने अमरीकी राष्ट्रपति ओबामा से फोन पर बातचीत के दौरान यमन में राजनीतिक सुधारों के लिए प्रतिबद्धता व्यक्त की है। यमन के विपक्षी दलों ने एक रूपरेखा प्रस्तुत की है जिसके अनुसार राष्ट्रपति सालेह इसी साल त्यागपत्र देकर बड़ी सुविधा से सत्ता विपक्ष को सौंप सकते हैं। ओमान में हालांकि शांति बनी हुई है, लेकिनबेचैनी साफ नजर आ रही है। अनेक प्रदर्शनकारी रोजगार की मांग कर रहे हैं। सरकार बेरोजगारों के लिए लगभग १५ हजार रूपये के मासिक भत्ते की घोषणा कर चुकी है। सरकार प्रदर्शनकारियों को शांत करने के अन्य उपाय भी कर रही है।

 अन्ना डीएमके पार्टी के कुछ नेता आज संसद भवन में प्रधानमंत्री से मिले और उन्हें पार्टी प्रमुख जयललिता के फोन टैप किए जाने के मामले में एक ज्ञापन दिया। पार्टी के वरिष्ठ नेता एम तम्बीदुरई ने संसद के बाहर पत्रकारों को बताया कि अन्ना डीएमके ये जानना चाहती है कि क्या केन्द्र सरकार की कोई एजेंसी फोन टैपिंग के इस मामले में शामिल थी। उन्होंने बताया कि प्रधानमंत्री ने इस शिकायत की जांच करने का आश्वासन दिया है। श्री तम्बीदुरई ने ये भी आरोप लगाया कि तमिलनाडु में सत्तारूढ़ डीएमके पार्टी विधानसभा चुनाव से पहले सत्ता का दुरुपयोग कर रही है।

अरूणाचल प्रदेश राज्य विधानसभा का छह दिन का बजट सत्र आज राज्यपाल जे जे ंिसंह के अभिभाषण से शुरू हुआ।

राज्यपाल ने कहा कि राज्य का विकास और कानून व्यवस्था को बनाये रखना सरकार कर प्राथमिकता है। उन्होंने कहाकि अरूणाचल प्रदेश का पहला ऐसा राज्य है  जहां सबसे पहले  शिक्षा का अधिकार अधिनियम लागू किया गया है।  श्री सिंह ने कहा कि  अरूणाचल असम सीमा मामलो को देखने के लिए राज्य सरकार ने एक अलग से सीमा निदेशालय का गठन किया है। राज्य में जलविद्युत परियोजनाओ के महत्व पर  जोर देते हुए राज्यपाल ने कहा कि प्रदेश में इस क्षेत्र में  अपार संभावनाओ को देखते हुए राज्य सरकार ने कई महत्वपूर्ण नीतियां बनाई है। छह दिवसीय विधानसभा का बजट सत्र आगामी १८, २१, २२,२३, २४ मार्च को भी चलेंगे।

खेलों से जुड़े विवादों को हल करने के लिए पहले से ही एक या उससे ज्यादा राष्ट्रीय खेल ओम्बड्समैन की नियुक्ति पर काम कर रही है।

जम्मू-श्रीनगर राष्ट्रीय राजमार्ग आज तीसरे दिन भी यातायात के लिए बन्द है। वरिष्ठ अधिकारियों ने बताया कि जवाहर सुरंग और कई अन्य स्थानों पर भारी वर्षा और बर्फबारी के कारण चट्टानें खिसकने की वजह से इस मार्ग पर यातायात की अनुमति नहीं दी गयी। हमारे   संवाददाता ने खबर दी है कि सीमा सड़क संगठन के कार्यकर्ता राजमार्ग को साफ करने में लगे  हैं।

उधमपुर से बानिहाल के राजमार्ग पर लगभग एक हजार गाड़ियां इस समय फंसी हुई हैं। ट्रैफिक अधिकारियों का कहना है कि सड़क साफ करने का कार्य जारी है और अगर मौसम साफ रहा तो आज शाम तक यातायात हेतु सड़क को साफ कर लिया जाएगा। उधर जम्मू  किश्तवाड़ राजमार्ग भी बटोथ और डोडा के बीच कुछ स्थानो पर भूस्खलन के चलते अभी बंद हैं।कठुआ जिले के उपरी क्षेत्र में पड़ने वाली सौ किलोमीटर लंबी बनी बसौली और  बनिलोयांग सडकों पर भी यातायात स्थगित है और सफाई का काम चल रहा है।

The Supreme Court today quashed the appointment of P J Thomas as Central Vigilance Commissioner. The Apex court upheld that  the recommendation made by the high-powered panel did not consider the relevant material and therefore its advice does not exist in law. 60-year-old Thomas, facing a corruption case in a Kerala court relating to a Palmolein import scam, resigned immediately after the apex court gave its awaited verdict, just six months after the former bureaucrat was appointed as the 14th CVC. A bench comprising Chief Justice S H Kapadia and justices K S Radhakrishnan and Swatantra Kumar said, the recommendations made on September 3, 2010 does not exist in law.  The bench  criticised the committee for not considering the relevant material including the pending criminal case against Mr. Thomas in the Palmolein import case and the recommendations of the DoPT between 2000-04 for initiating disciplinary proceedings against him. The apex court said that if the selection process adversely affects the institution then it is the duty of the authority not to recommend such persons and in the present case, this vital aspect was not taken into account by the Committee. The court rejected the contention of Mr. Thomas and the government that the appointment of the CVC cannot be brought under judicial review and said the legality of the recommendation can very much be reviewed by it. The bench also rejected the government's contention that vigilance clearance given by the CVC in 2008 was the basis for empanelment of Thomas as a candidate for the post of the CVC. While observing that the touchstone for the appointment of CVC is the institutional integrity as well as the personal integrity of the candidate, the court said in future, appointments should not be restricted to civil servants alone but people of impeccable integrity from other fields should also be considered. The bench said if there is a dissent note by any of the three members of the high-power panel, it has to be given with sufficient reasons and has to be considered by the majority. Further, the majority should also give reasons for their decision as this will lead to a transparent process in public interest and also inspire public confidence, it said. Adding the impartiality of the institution has to be maintained which is envisaged in the CVC Act. The court scrapped Thomas' appointment as CVC on a PIL by civil society, Center for Public Interest Litigation (CPIL) and retired bureaucrats and police officials, including former Chief Election Commissioner J M Lyngdoh, challenging his appointment in view of a criminal case pending against him in a Kerala court. Mr. Thomas was appointed CVC on September 7 the last year.

 The Central vigilance commissioner P J Thomas has resigned. The resignation has come in the wake of the Supreme Court verdict on his appointment. The Union law minister Mr Veerappa Moily told reporters outside Parliament that Mr. Thomas had tendered his resignation. He added that the Supreme Court has also termed his appointment as illegal and government will only react in detail after it gets the full order of the Supreme Court. The Law Minister in reply to a question said that the Prime Minister has done nothing wrong.

The Congress  said the Law minister has already made it clear that the government will react to the judgement of the Supreme Court on the appointment of the CVC only after going through the order. Speaking to reporters outside Parliament, party spokesperson Manish Tiwari declined to comment further saying the CVC has already resigned. The BJP today said the Supreme Court verdict on the Central Vigilance Commissioner (CVC), P J Thomas is a serious stricture against the government.  It said that Supreme Court's verdict on P J Thomas's appointment as the CVC is the biggest blow to the UPA government.  Senior BJP leader Murli Manohar Joshi today said Home Minister P Chidambaram should take moral responsibility in the CVC appointment issue. Speaking to reporters outside Parliament, Mr Joshi said as the head of the committee appointing the CVC, Mr. Chidambaram should have presented all the facts regarding P J Thomas. He said that the  government has committed an avoidable mistake.  Raising the issue in the Rajya Sabha, the Leader of the Opposition, Mr Arun Jaitley demanded a statement from the government on the issue. Mr Jaitley said the appointment of the CVC has been struck by the apex court on the fact that the criterion of corruption charges against Mr. Thomas was not considered.

Speaking to reporters outside Parliament, party spokesperson Rajiv Pratap Rudy said the leader of the opposition Sushma Swaraj who was a member in the CVC selection process had opposed the appointment from the very beginning. The CPI(M) leader Sitaram Yechury said that the matter does not end with the resignation of CVC. Mr Yechury said government must answer how the the appointment was made despite so much opposition.  

The CPI today termed the verdict of the Supreme Court on the cancellation of the appointment of the CVC as another blow to the central government. Talking to reporters outside Parliament, CPI leader Gurudas Dasgupta said the government has lost its credibility and the Prime Minister appears to be disrespectful to the people of the country.

In another case, the Supreme Court has also ordered forthwith reinstatement of three key Enforcement Directorate officials allegedly transferred midway into the probe in a case of foreign exchange law violation by Pune businessman Hasan Ali Khan. A bench of justices B Sudershan Reddy and S S Nijjar also indicated that if the government fails to act, it would be compelled to appoint a special officer for supervising the probe against the offenders.

The Union cabinet today cleared a bill aimed to amend the Banking Regulation Act. The clearance was given to the proposed legislation in the meeting chaired by the Prime Minister Dr Manmohan Singh in New Delhi today. Official sources said, that the cabinet also gave its nod to a bill aiming to prevent sexual offences against children. Our correspondent quoting official sources reports that the cabinet has sent some of its decisions to the Election Commission for its approval as model code of conduct has come into force in the five poll bound states.

In Himachal Pradesh, at least 42 people have been killed and  seven injured in two separate road accidents in Chamba district.  In the first accident, 33 people were killed around 60 kilometres away from Chamba when a truck carrying a marriage party fell  into a gorge.  All bodies have been recovered while the injured have been admitted to the district hospital. Our Shimla Correspondent reports that  another accident, nine people were killed when a private vehicle  plunged into the Rabi river in Bharmour area.

Food inflation declined by more than one percentage point to 10.39 per cent for the week ended February 19. This follows a decline in prices of onions, potatoes and pulses. However, prices of fruit, milk and vegetables as a group continued to remain high. Food inflation stood at 11.49 per cent in the previous reporting week and at 21.62 per cent in the corresponding period a year ago. According to data released by the government, prices of potatoes declined by 12.66 per cent year-on-year, while pulses fell by 5.02 per cent, onions by 3.64 per cent and wheat by 2.06 per cent. The items that became dearer during the week ended February 19 vis-a-vis the corresponding period a year ago  were fruits, egg, meat, fish, vegetables  and milk.  The declining prices of certain food items will have a favourable impact on headline inflation in February. General inflation stood at 8.23 per cent in January, much above the comfort level of 5-6 per cent.

The Union Budget for the next fiscal has provided three thousand crore rupees to NABAD to address the concerns of hand loom weavers facing economic crisis. Many cooperative societies working for the development of  handloom in the country have become financial unviable due to this crisis. The budget presented in Parliament on Monday says that the initiative will benefit 15 thousand cooperative societies across the country. The details of the scheme are being work out by the Ministry of Textiles in consultation with the Planning Commission. The budget has also proposed an increase of over 13 per cent for loans to the minority communities in the current fiscal.

In Jharkhand, an activist working for the implementation of the Mahatma Gandhi National Rural Employment Guarantee scheme was killed after being mercilessly beaten by a group of 12 Maoists at Jerua village in Latehar district. According to police, the activist, Niyamat Ansari, who was stated to be a close aide of noted economist Jean Dreze, died last night after the Maoists beat him up with lathis.

The Jammu-Srinagar National Highway, the only surface link between Kashmir Valley and rest of the country, was closed for vehicular traffic for the third consecutive day today. A senior official said that heavy rainfall had triggered landslides at five or six places along the 300-kms long highway and no fresh traffic has been allowed between Jammu and Srinagar due to snowfall at Jawahar Tunnel. Our Jammu Correspondent reports that workers of Border Road Organisation (BRO) are also working to clear the highway.

About 1000 vehicles are stranded at various places on the Highway from Uhampur to Banihal. Traffic officials said that the work of road clearing is going on in full swing and if there is an improvement in weather the road would be cleared for the traffic by today evening. Meanwhile, the traffic, on Jammu-Kashtwar road has also been suspended as the road is blocked at some places due to land sliding between Batote and Doha. In upper areas of district Kathua, the 100 km long. Bani-Basohli and the Bani-Loyang roads have also been closed for traffic due to lansliding and snowfall, and the work of road-clearing is going on.

The Bangladesh High Court has begun the hearing on a petition filed by  Nobel Laureate Professor Mohammed Yunus challenging the Bangladesh Bank’s decision to remove him from the post of Managing Director of Grameen Bank. The Bangladesh bank had sent a letter to Grameen Bank ordering his removal from the post as his appointment violates the law which stipulates that the official retirement age of managing directors at banks is 60 years while Prof Yunus is now seventy years old.

Another batch of over 1000 Indian's will reach Delhi later tonight from Tripoli in Libya as evacuation from strife-torn Libya has been intensified. 1,045 Indian nationals returned home yesterday. An MEA press release says that 1188 nationals evacuated from Benghazi Libya to Alexandria in Egypt are being flown to India. India AIR Force has sent a mega transport air craft IL-76 to Libya for taking the Evacuees to Cairo in Egypt. Another air craft is also ready. Foreign Secretary Nirupama Rao said, India has chartered four flights from Egypt Air to start bringing back 1,188 Indians, who have been evacuated by a ship from Libya to the Egyptian Black Sea resort of Alexandria. She said, nearly 33 per cent of the estimated 18,000 Indians will be pulled out of Libya by today. Three daily flights to Tripoli will continue over the coming days and may even be stepped up further. Private carriers Jet Airways and Kingfisher Airlines said they will be flying to Djerba in Tunisia and Alexandria to bring back Indians following instruction from the government. The Arab League is rejecting any direct outside military intervention in Libya, but says it would consider backing a no-fly zone. Foreign ministers from the league's 22 members said today after meeting in Cairo that  they will pursue talks on the best way to protect Libya's citizens and assure their security. The Arab League said it will do this in coordination with the African Union.

In the Group 'A' game which is starting in Colombo in a short while from now, the chasm between Pakistan and Canada, in terms of form and talent, is very huge.  Although no side can be taken lightly in a World Cup match, only a miracle can stop Pakistan from beating Canada. A victory today will assure a quarter-final berth for Pakistan with six points. Having received thorough drubbings in their games against Sri Lanka and Zimbabwe, Canada will now be hoping for an honourable defeat, if not an upset.

In Pakistan, at least nine people were killed and 30 others injured in a powerful explosion near a police station in Hangu in Khyber Pakhtunkhwa province today. The blast also damaged several residential buildings in the area. Most of the victims were civilians and have been rushed to different hospitals. Security forces have cordoned off the area after the blast.

India is the guest of honour at this year’s Riyadh book fair, which is underway in Saudi capital Riyadh. The book fair is described as the largest annual book exhibition in the Middle East where hundreds of publishing houses, distributors and a large number of retail booksellers are participating.
