    हिंसाग्रस्त लीबिया से आज दो हजार, चार सौ भारतीयों के स्वदेश लौटने के साथ ही भारतीय नागरिकों को सुरक्षित स्वदेश लाने का काम पूरा हो जाने की उम्मीद है। विदेश मंत्रालय के वक्तव्य के अनुसार मंगलवार की शाम और बुधवार की सुबह करीब एक हजार भारतीय नागरिकों को लीबिया की राजधानी त्रिपोली से एयर इंडिया की तीन विशेष उड़ानों से स्वदेश लाया गया। मंत्रालय ने कहा है कि करीब दो सप्ताह पहले भारतीयों को लीबिया से सुरक्षित वापस लाने के लिए शुरू किये गये आपरेशन सेफ होम कमिंग अभियान के बाद से करीब  १४ हजार भारतीयों को वहां से लाया जा चुका है।
 इस बीच संसद के बाहर संवाददाताओं से बातचीत में विदेश मंत्री एस० एम० कृष्णा ने कहा कि लीबिया में बचे कुछ भारतीयों को, अगर वे स्वदेश लौटना चाहते हैं तो जल्दी ही वहां से सुरक्षित हटा लिया जायेगा। श्री कृष्णा ने भारतीयों को स्वदेश वापस लाने के प्रयास में लगे लोगों की सराहना की।
 हमारे संवाददाता ने खबर दी है कि राष्ट्रपति मुअम्मार गद्दाफी के शासन के खिलाफ फरवरी में शुरू हुए हिसंक विद्रोह के समय लीबिया में करीब १८ हजार भारतीय थे। उनमें से सभी स्वदेश लौटना नहीं चाहते। रक्षा सूत्रों ने हमारे संवाददाता को बताया कि लीबिया तट के पास आईएनएस जलाश्व और आईएनएस मैसूर नौसैनिक जहाजों को भू-मध्य सागर में रखा गया है। उन्हें अभी तक काम में नहीं लगाया गया है क्योंकि लीबिया से भारतीयों को विमान से लाने का काम सफलतापूर्वक चल रहा है।

 सरकार सोमाली लुटेरों के चंगुल से भारतीयों को मुक्त कराने के लिए सभी संभव उपाय करेगी। राज्यसभा में आज शून्यकाल में सदस्यों की चिंताओं से सहमत होते हुए विदेशमंत्री एस एम कृष्णा ने कहा कि यह घटना गंभीर है। उन्होंने कहा कि भारत अपने नागरिकों की सुरक्षित रिहाई को सबसे अधिक महत्व देता है। काहिरा और दुबई में भारतीय राजनयिक, जहाज मालिकों से लगातार संपर्क में है। जहाज मालिक भी बंधकों को मुक्त कराने के लिए समुद्री लुटेरों से बातचीत कर रहे हैं। विदेश मंत्री ने कहा कि जहाजरानी महानिदेशालय भी बंधकों की रिहाई का प्रयास कर रहा है।

भारतीय जनता पार्टी के एस एस अहलुवालिया ने यह मामला उठाते हुए सरकार से जानना चाहा कि क्या सरकार समुद्री डकैती की समस्या से निपटने के लिए बनाये गये संयुक्तराष्ट्र कार्यकारी ग्रुप के साथ संपर्क में है। मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचूरी के प्रश्न के उत्तर में श्री कृष्णा ने कहा कि समुद्री डकैती से निपटने के लिए प्रभावित देशों की संयुक्त निगरानी व्यवस्था बनाने के प्रयास जारी हैं।

 इससे पहले कल सोमाली समुद्री लुटेरो ने एम वी रॉक अफ्रीकाना नाम के जहाज सहित ११ भारतीयों को मुक्त कर दिया। इन्हें सेशल्स के जल क्षेत्र में करीब ११ महीने तक बंधक बनाकर रखा गया था।  समुद्री डकैती की बढ़ती घटनाओं पर चिन्ता प्रकट करते हुए अमरीका ने कहा है कि वह इसकी रोकथाम में भारत के साथ सहयोग करेगा। भारत में अमरीका के राजदूत टिमोथी जे रोमर ने नई दिल्ली में बताया कि अमरीका भी समुद्री डकैती से प्रभावित है।

 मार्क्सवादी कम्युनिस्ट पार्टी ने देशभर में सभी ५० लाख आंगनवाड़ी कार्यकताओं को न्यूनतम वेतन कानून के तहत लाने की अपील की है। पार्टी ने इन लोगों के लिए पेंशन की भी मांग की है। आज राज्यसभा में आम बजट पर आगे शुरू हुई चर्चा में भाग लेते हुए पार्टी नेता वृन्दा कारात ने खुदरा क्षेत्र में सीधे विदेशी निवेश का विरोध किया। उन्होंने कहा कि इससे देश की अर्थव्यवस्था में और असंतुलन आयेगा। उन्होंने कहा कि बजट में परोक्ष कर बढ़ाने के प्रस्तावों से गरीबों की स्थिति और खराब होगी।
 जनता दल युनाइटेड के एन० के० सिंह ने कहा कि बजट में कृषि क्षेत्र के लिए आवंटन उम्मीद से बहुत कम है। उन्होनें कहा कि कृषि क्षेत्र की स्थिति सुधारने को प्राथमिकता दी जानी चाहिए। बहस जारी है।

     टू जी स्पेक्ट्रम घोटाले की जांच के लिए गठित संयुक्त संसदीय समिति की पहली बैठक २४ मार्च को होगी। समिति के अध्यक्ष पी० सी० चाको ने नई दिल्ली में बताया कि समिति उसके सामने बुलाये जाने वाले गवाहों और जरूरी दस्तावेजों सहित अपने कार्यक्रम को अन्तिम रूप देगी। ३० सदस्यों की संयुक्त संसदीय समिति से संसद के अगले सत्र की समाप्ति से पहले इस मुद्दे पर अपनी रिपोर्ट देने को कहा गया है । टू-जी स्पेक्ट्रम घोटाले पर संसद के दोनों सदनों में लम्बे गतिरोध के बाद इस महीने के शुरू में इस समिति का गठन किया गया। यह समिति १९९८ से २००९ तक दूरसंचार लाइसेंसों और स्पेक्ट्रम के आवंटन और कीमतों सहित समूची दूरसंचार नीति की जांच करेगी।

 लोकसभा की कार्यवाही आज भाजपा सदस्य बलिराम कश्यप को श्रद्धांजलि अर्पित करने के बाद दिनभर के लिए स्थगित हो गई। श्री कश्यप का आज तड़के देहान्त हो गया था। अध्यक्ष मीरा कुमार और सदस्यों ने भाजपा नेता को भावभीनी श्रद्धांजलि अर्पित की। सदस्यों ने श्री कश्यप की सेवाओं को स्मरण किया और उन्हें लोगों के कल्याण के प्रति पूरी तरह से समर्पित सांसद बताया। सदस्य कुछ देर के लिए दिवंगत नेता की स्मृति में मौन खड़े रहे। बाद में सदन की कार्यवाही दिवंगत सदस्य के सम्मान में दिनभर के लिए स्थगित कर दी गई।

      मुम्बई की सत्र अदालत ने पुणे के व्यापारी हसन अली खान के मामले की सुनवाई कल तक के लिए स्थगित कर दी है। प्रवर्तन निदेशालय ने खान के खिलाफ मजबूत मामला बनाने के लिए और समय मांगा था। खान, एक और दिन के लिए प्रवर्तन निदेशालय की हिरासत में रहेगा। खान को आज सत्र न्यायालय में फिर से पेश किया गया क्योंकि, न्यायाधीश एम० एल० तहलियानी ने प्रर्वतन निदेशालय की यह कह कर कड़ी आलोचना की थी कि वह खान की मनी लॉडरिंग के आरोपों पर हिरासत के लिए उचित मामला नहीं बना सका है। इस पर प्रवर्तन निदेशालय ने जज तहलियानी को खान के खिलाफ बंद लिफाफे में और सबूत दिये और उनसे अनुरोध किया कि इन दस्तावेजों को सार्वजनिक न किया जाये।

हसन अली खान की हिरासत की मांग करते हुए प्रवर्तन निदेशालय ने मुंबई की विशेष अदालत से आज इस मामले की पूरी जांच करने के लिए और अधिक समय की मांग की। इस मामले की सुनवाई खत्म होने के बाद पत्रकारों से बात करते हुए ईडी के वकील ने बताया कि आज अदालत में प्रवर्तन निदेशालय ने अली के खिलाफ नये सबूत पेश किये। उन्होंने आगे कहा कि ईडी के पास ऐसे सबूत हैं जिससे पता चलता है कि अली काले धन को सफेद करने का आरोपी है।

 प्रवर्तन निदेशालय ने जांच पूरी करने और किसी निष्कर्ष पर पहुंचने के लिए और समय मांगा है। निदेशालय ने अदालत को बताया कि खान से कई बार पूछताछ की गई लेकिन उसने सहयोग नहीं किया। अदालत ने कल यह कहते हुए प्रवर्तन निदेशालय को फटकार लगाई थी कि उसके पास हसन अली के खिलाफ ठोस सबूत नहीं हैं इसलिए वह खान की हिरासत की मांग नहीं कर सकता। निदेशालय को अपना काम पूरा करने और पर्याप्त सबूत लाने के लिए २४ घंटे का समय दिया गया।
 हसन अली खान को मनी लॉंडरिंग रोकने सम्बन्धी कानून के तहत सोमवार आधी रात को गिरफ्‌तार किया गया था। इससे पहले प्रवर्तन निदेशालय ने पुणे और मुम्बई में उसके परिसरों की जोरदार तलाशी ली। खान पर युनाइटेड बैंक ऑफ स्विटजरलैण्ड की ज्यूरिक शाखा में आठ अरब डॉलर जमा करने का आरोप है। उस पर  १९९९ के बाद से अपनी आय छिपाने और कर चोरी का भी आरोप है, जो ४० हजार करोड़ रूपये से अधिक का है।

 सीबीआई ने राष्ट्रमंडल खेलों के लिए शिवाजी स्टेडियम और तालकटोरा स्टेडियम के नवीकरण  और परामर्शकर्ताओं की नियुक्ति के सिलसिले में तीन नये मामले दर्ज किये हैं। नई दिल्ली में सी बी आई के प्रवक्ता ने हमारे संवाददाता को बताया कि जांच एजेन्सी ने राष्ट्रमंडल खेल परियोजनाओं में कथित अनियमितताओं के सिलसिले में देशभर में १८ स्थानों पर छापे मारे। मामले की सुनवाई कर रही दिल्ली की एक अदालत ने भारत में एक स्विस कम्पनी के निदेशक-आपरेशन्स, संदीप वाधवा को मंगलवार को जेल भेजा। इस कम्पनी को छह खेल स्थलों पर टैन्ट, पोर्टेबल केबिन, कन्टेनर और अन्य वस्तुएं सप्लाई करने के लिए करीब एक सौ चालीस करोड रूपये का ठेका दिया गया था।
 इससे पहले सी बी आई ने राष्ट्रमंडल खेल घोटाले के सिलसिले में इन खेलों के वरिष्ठ अधिकारियों टी एस दलबारी, संजय महेन्दु्र और एम० जयचन्द्रन को गिरफ्‌तार किया था।

 पांच राज्यों में आगामी विधानसभा चुनाव के मद्देनजर राज्य और जिला स्तर समितियों ने पैसा लेकर खबर देने यानि पेड न्यूज की निगरानी आज से शुरू कर दी है। निर्वाचन आयोग के प्रवक्ता ने हमारे संवाददाता को बताया कि चुनाव समिति पेड न्यूज संबंधी किसी भी खबर को शिकायत के रूप में दर्ज कर सकती है। निर्वाचन आयोग ने कहा है कि चुनाव वाले राज्यों में चौबीसों घंटे निगरानी रखने के लिए नियंत्रण कक्ष बनाया गया है जिसका निशुल्क फोन नम्बर है -१ ९ ६ ५ , यह नियंत्रण कक्ष मतदान के बाद मतदाताओं की सही संख्या के बारे में जानकारी देगा ताकि मतगणना प्रक्रिया में ज्यादा पारदर्शिता लाई जा सके।
 प्रवक्ता ने बताया कि उम्मीदवारों का आयकर रिटर्न आवश्यक नहीं है बल्कि वांछनीय है। निर्वाचन आयोग ने राजनीतिक दलों और उम्मीदवारों से चुनाव खर्च के लिए अलग बैंक खाता खोलने और नकदी  की जगह चैक के माध्यम से लेन-देन का आग्रह किया है। राजनीतिक दलों के प्रतिनिधियों के साथ बैठक में निर्वाचन आयोग ने कहा कि चुनाव खर्च पर निगरानी के लिए उचित तंत्र बनाया गया है और निर्वाचन आयोग में भी एक ईकाई का गठन किया गया है। निर्वाचन आयोग चुनाव क्षेत्रों में खर्चों पर निगरानी के लिए व्यय प्रेक्षकों को भेज रहा है। निर्वाचन आयोग ने राजनीतिक दलों को बताया कि चुनाव के दौरान शराब और खाने पीने की चीजों के वितरण पर नजर रखने की व्यवस्था है। हमारे संवाददाता ने खबर दी है कि चुनाव वाले पांच राज्यों असम, केरल, पुद्दुचेरी, तमिलनाडु और पश्चिम बंगाल में राजनीतिक गतिविधियां तेज हो रही हैं। इन राज्यों में चार अप्रैल से १० मई के बीच कई चरणों में विधानसभा चुनाव कराये जायेंगे।

      असम में विधानसभा चुनाव के पहले चरण के लिए आज अधिसूचना जारी होने के साथ ही नामांकन पत्र भरने का काम शुरू हो गया। इस चरण में  ६२ निर्वाचन क्षेत्रों में ४ अप्रैल को वोट पड़ेंगे। राज्य के मुख्य निर्वाचन अधिकारी हेमन्त नरजारे ने कहा कि इस चरण में बराक घाटी, सबसे बड़े नदी  द्वीप माजुली और दो पर्वतीय जिलों कर्बी आंगलोंग और उत्तरी कछार सहित १३ जिले शामिल हैं। १७ तारीख तक नामांकन पत्र दाखिल किये जा सकेंगे। इस चरण में ८५ लाख, ३ हजार ११७ मतदाता वोट डाल सकेंगे।
 हमारे संवाददाता ने खबर दी है कि अधिसूचना जारी होने के साथ ही राजनीतिक गतिविधियां बढ़ गयी हैं।

चुनाव की अधिसूचना जारी होने के साथ सभी राजनीतिक दल चुनावी गतिविधियों में व्यस्त हो गये हैं और उम्मीदवारों के नामों को अंतिम रूप देने में जुटे हुए हैं। सत्तारूढ़ कांग्रेस आगामी चौदह तारीख को अपने उम्मीदवारों के नामों की घोषणा करेगी। भारतीय जनता पार्टी उम्मीदवारों की तीसरी लिस्ट की घोषणा आज कर सकती है। पहले यह सात विधानसभा सीटों पर अपने उम्मीदवारों के नामों की घोषणा कर दी है। भाजपा राज्य के सभी विधानसभा सीटों के लिए चुनाव लड़ रही है। राज्य सरकार में भागीदार बोडोलैण्ड पीपल्स फ्रंट आज सत्रह उम्मीदवारों के नाम जारी करेगा। मुख्य विपक्षी दल असम गण परिषद उम्मीदवारों की चौथी लिस्ट अगले एक या दो दिन में जारी करेगा।
      दूसरे चरण में शेष ६४ निर्वाचन क्षेत्रों में चुनाव के लिए १८ मार्च को अधिसूचना जारी की जायेगी। मतदान १८ अप्रैल को होगा।

 निर्वाचन आयोग ने पश्चिम बंगाल प्रशासन से राज्य सरकार की उपलब्धियों वाले सभी होडिर्ग सड़कों से हटाने के लिए कहा है। निर्वाचन उपायुक्त विनोद जुत्शी ने राज्य के दौरे के समय चुनाव तैयारियों को जायजा लेते हुए यह निर्देश दिया।

 तमिलनाडु में डी एम के पार्टी और कांगे्रस ने अपने-अपने उम्मीदवारों के लिए निर्वाचन क्षेत्रों के पहचान की प्रक्रिया शुरू कर दी है। चेन्नई में कांग्रेस की राज्य ईकाई के अध्यक्ष के वी तंगबालु ने डी एम के पार्टी मुख्यालय में ४५ मिनट की बैठक के बाद बताया कि पहले दौर की बातचीत शुरू हुई है। बातचीत को सौहार्दपूर्ण बताते हुए उन्होंने आशा व्यक्त की कि आज बाद में निर्वाचन क्षेत्रों की पहचान के काम को पूरा कर लिया जायेगा। पांच सदस्यीय कांग्रेस निर्वाचन समिति में केन्द्रीय मंत्री पी चिदम्बरम और पार्टी प्रवक्ता जंयती नटराजन शामिल हैं। उन्होंने डी एम के प्रमुख और मुख्यमंत्री एम करूणानिधि से बातचीत की।
 डी एम के और कांग्रेस ने मंगलवार को सीटों के बटवारे पर समझौता कर लिया था जिसके अनुसार कांग्रेस ६३ और डी एम के १२१ सीटों पर उम्मीदवार खड़े करेगी।

 केरल में विधानसभा चुनाव में सीटों के बंटवारे को लेकर सत्ताधारी एल डी एफ गठबंधन और विपक्षी यू डी एफ दोनों मे राजनीतिक सरगरमी बढ़ गयी है। भारतीय जनता पार्टी ने अपने ४० उम्मीदवारों की घोषणा कर दी है। मार्क्सवादी कम्युनिस्ट पार्टी को अभी यह स्पष्ट करना बाकी है कि मुख्यमंत्री वी एस अच्चुतानंदन एल डी एफ का एक बार फिर नेतृत्व करने के लिए चुनाव मैदान में उतरेंगे या नहीं। दूसरी तरफ कांग्रेस ने अपने यू डी एफ सहयोगियों के साथ सीटों बटवारे के लिए बातचीत तेज कर दी है।

 राष्ट्रपति प्रतिभा देवी सिंह पाटील ने पूर्वोत्तर राज्यों का आह्‌वान किया है कि वे के देशों से संबंध बढ़ाने की भारत की नीति को साकार करने के लिए अपने क्षेत्रों के उत्थान में निर्णायक भूमिका निभाएं। उनका कहना था कि इससे इस क्षेत्र को आर्थिक लाभ पहुंचेगा। राष्ट्रपति आज कोहिमा के निकट नगा हेरीटेज गांव में आयोजित स्वागत समारोह को संबोधित कर रही थीं। वे पहली बार नगालैंड की दो दिवसीय यात्रा पर कोहिमा गई हुई हैं। पूर्वोत्तर क्षेत्र को दक्षिण पूर्व एशिया का द्वार बताते हुए उन्होंने कहा कि इस क्षेत्र के देशों के साथ संबंध बढ़ने से पूर्वोत्तर राज्यों में भौगोलिक और सांस्कृतिक पर्यटन सहित निवेश और पर्यटन को बढ़ावा मिलेगा।

 आन्ध्रप्रदेश में आज तेलंगाना संयुक्त कार्रवाई समिति के हैदराबाद तक विरोध मार्च के मद्देनजर लगाये गये यातायात प्रतिबंधों के कारण हैदराबाद में जनजीवन बुरी तरह प्रभावित है। संयुक्त कार्रवाई समिति, अलग तेलंगाना राज्य के गठन के लिए संसद में विधेयक लाने की मांग कर रही है। तेलंगाना राष्ट्र समिति, भारतीय कम्युनिस्ट पार्टी और भारतीय जनता पार्टी के कार्यकर्ता इस मार्च में भाग ले रहे हैं, जबकि तेलंगाना क्षेत्र के तेलगुदेशम और कांग्रेस नेता इसका समर्थन कर रहे हैं।

हैदराबाद में निषेध आदेश और यातायात प्रबंधों की वजह से आम लोगों को मुश्किलों का सामना करना पड़ रहा है। इन मुसीबतों के अलावा कई सार्वजनिक परिवहन सेवाएं और रेल सेवाएं भी स्थगित किया गया है। तेलंगाना संयुक्त कार्रवाई समिति के द्वारा हो रहे मार्च के तहत हैदराबाद में कानून और व्यवस्था को बनाए रखने के लिए पुलिस ने भी कड़ी सुरक्षा की व्यवस्था की है। आकाशवाणी समाचार के लिए हैदराबाद से लक्ष्मी।
 इस बीच मार्च को विफल करने के प्रयास में पुलिस ने टैंक बंद के निकट बहुत से आन्दोलनकारियों को गिरफ्‌तार किया है, जहां विरोध कार्यक्रम  आयोजित किया जा रहा है।

 इधर, तेलंगाना क्षेत्र के कांग्रेस सांसदों ने अलग तेलंगाना राज्य की मांग को लेकर आज संसद भवन के बाहर महात्मा गांधी की प्रतिमा के सामने धरना दिया। उन्होंने हैदराबाद में आयोजित किये जा रहे मिलियन मार्च के समर्थन में नारे भी लगाये।

 मध्य प्रदेश में खंडवा जिले में अखिल भारतीय विद्यार्थी परिषद ए बी वी पी के कार्यकर्ताओं के कथित गुडांगर्दी पर विपक्षी कांग्रेस के सदस्यों ने बहस की मांग की। शून्य काल में विपक्षी दल कांग्रेस के उपनेता चौधरी ने यह मामला उठाया। उन्होंने कहा कि ए बी वी पी के कार्यकर्ताओं ने खंडवा कृषि कॉलेज में कल सहायक प्रवक्ता के मुख पर कालिख पोती और उनकी पिटाई की। विधानसभा अध्यक्ष ईश्वरदास रोहानी ने कहा कि नियम के अनुसार बहस नहीं की जा सकती। इस पर विधानसभा अध्यक्ष और कांग्रेस सदस्यों के बीच गर्मागरम बहस हुई और कांग्रेसी सदस्यों ने वॉक आउट किया।

 राजस्थान विधानसभा में विपक्षी भारतीय जनता पार्टी ने बिजली की दरों में प्रस्तावित वृद्धि के खिलाफ विरोध प्रकट किया। प्रश्नकाल के दौरान  ऊर्जा मंत्री डॉ० जितेन्द्र सिंह ने सदन को बताया कि तीन बिजली कंपनियों ने विद्युत नियामक आयोग से बिजली की दरों में १९ सें २४ प्रतिशत की बढ़ोत्तरी का प्रस्ताव किया है। उन्होंने आश्वासन दिया कि बिजली की दरों में यह बढ़ोत्तरी किसानों और गरीब वर्ग के परिवारों पर लागू नहीं होगी।

     उत्तरप्रदेश की मुख्यमंत्री सुश्री मायावती ने मुख्य विपक्षी दल समाजवादी पार्टी के तीन दिन के आन्दोलन के दौरान सरकार द्वारा उठाये गये कदमों को सही ठहराया है। आज लखनऊ में संवाददाताओं से बातचीत में उन्होंने कहा कि उनकी सरकार किसी को भी कानून अपने हाथ में नहीं लेने देगी। दूसरी तरफ राज्य विधानसभा में विपक्ष के नेता शिवपाल सिंह यादव ने आरोप लगाया है कि पुलिस और सुरक्षा कर्मियों ने आन्दोलन के दौरान समाजवादी पार्टी के कार्यकर्ताओं को बेरहमी से पीटा। अपने आन्दोलन को पूरी तरह शान्तिपूर्ण बताते हुए उन्होंने कहा कि राज्य सरकार के कहने पर प्रशासन ने समाजवादी पार्टी के वरिष्ठ नेताओं से दुर्व्यवहार किया।

  भारत का निर्यात वार्षिक आधार पर फरवरी महीने में ४९ दशमलव ८ प्रतिशत बढ़कर २३ अरब ६० करोड़ डॉलर हो गया। उत्तरी अमरीका, एशिया और अफ्रीका में मांग बढ़ने के कारण ऐसा संभव हुआ है। अप्रैल से फरवरी के दौरान देश के निर्यात में ३१ दशमलव ४ प्रतिशत की बढ़ोत्तरी हुई और यह २०८ अरब २० करोड़ डॉलर हो गया। यह २०१०-११ वित्त वर्ष के दो सौ अरब के डॉलर के लक्ष्य से ज्यादा है। नई दिल्ली में वाणिज्य सचिव राहुल खुल्लर ने संवाददाताओं को बताया कि निर्यात २३० से २३५ अरब डॉलर के बीच रहने का अनुमान है।

      खाद्य पदार्थों की मुद्रास्फीति की दर करीब तीन महीने बाद १० से कम दर्ज की गई है।  २६ फरवरी को समाप्त हुए सप्ताह के दौरान यह ९ दशमलव पांच-दो प्रतिशत पर थी। इससे पहले के हफ्‌ते में यह दर १० दशमलव तीन-नौ प्रतिशत थी। आलू, दालों और गेहूं के दाम कम होने के कारण मुद्रास्फीति में यह गिरावट दर्ज की गई। इससे पहले ४ दिसम्बर २०१० को समाप्त सप्ताह में मुद्रास्फीति की दर इकाई के आंकड़े में ९ दशमलव चार-छह प्रतिशत थी।
  गेहूं के दाम में वार्षिक आधार पर एक दशमलव शून्य-सात प्रतिशत की कमी हुई। दालों के मूल्य तीन दशमलव नौ-एक प्रतिशत और आलू के दाम करीब ९ प्रतिशत कम हुए।

 बंबई शेयर बाजार का संवेदी सूचकांक आज १५३ अंक की गिरावट के साथ खुला। खाद्य पदार्थों की मुद्रास्फीति की दर में गिरावट आने की खबरों के बाद इसमें कुछ सुधार हुआ। लेकिन अब भी गिरावट का रूख जारी है। अब से कुछ देर पहले यह १५१ अंक गिरकर १८ हजार ३१९ पर था। नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी-४२  अंक फिसला और यह ५, ४८८ पर था।

 एशियाई बाजारों में खनिज तेल के दामों में आज वृद्धि हुई न्यूयॉर्क के अप्रैल की आपूर्ति वाले लाइट स्वीट तेल के दाम ४४ सेंट बढ़कर १०४ डॉलर, ८२ सेंट प्रति बैरल हो गये। ब्रेन्ट नॉर्थ सी तेल की कीमत में ५६ सेंट की वृद्धि हुई और यह ११६ डॉलर ५० सेंट प्रति बैरल हो गई।

 India expects to wrap up the safe evacuation of its citizens in strife-torn Libya as another batch of 2,400 Indians stranded in the north African country would be home today. According to a statement from the ministry of external affairs, nearly 1,000 citizens were flown back Tuesday evening and Wednesday morning from the Libyan capital Tripoli on three Air India special flights. The ministry said, as scheduled, some 14,000 Indians have been evacuated from Libya since 'Operation Safe Homecoming' was launched nearly two weeks ago.

 Meanwhile, talking to reporters outside Parliament today, External Affairs Minister S M Krishna said that few Indians still stranded will be evacuated soon,if they want to come home. Mr Krishna commended the efforts of those involved in the evacuation.

AIR correspondent reports, around 18,000 Indians were based in Libya when a violent uprising against President Muammar Gaddafi's rule began in mid-February. Not all of them wanted to return home. Defence sources told our correspondent that Naval vessels INS Jalashwa and INS Mysore have been kept in the Mediterranean, just off the Libyan coast. They have,however, not been pressed into service, given the successful air-bridge put in place between Libya and India since 26th of last month.

 The government will do everything possible to save the Indian sailors held hostage by Somalian pirates. Sharing the concerns of the members in the Rajya Sabha during the Zero Hour today, the External Affairs Minister, Mr S M Krishna described the incident as disturbing and serious. He said New Delhi attaches utmost importance to the safety and security of the Indian sailors and the Indian diplomats at Cairo and Dubai are in touch with the owners of the private ship owners. He also informed the house that the ship owners are also engaged in negotiations with pirates for the release of the sailors. He said the Director General of Shipping, who is the nodal authority of movements of the ships, is also making efforts to get the sailors released. Raising the matter Mr S S Ahluwalia of the BJP wanted to know whether the government is in touch with the Working Group set by the U N to deal with the problems of sea pirates. Replying to a specific query by Mr Sitaram Yechury of the CPIM, the Minister said efforts are on to set up a joint patrolling by the countries affected by sea piracy.

 The Lok Sabha was adjourned for the day today following the death of Bali Ram Kashyap, a sitting member.  As soon as the House met, members paid tributes to Kashyap who passed away early this morning. The members joined the Speaker Mrs. Meira Kumar in paying tributes to the BJP leader.  The Speaker recalled the services of Mr. Kashyap describing him a veteran Parliamentarian, dedicated to the service of the people. The members stood in silence in the memory of the departed leader. The House was later adjourned for the day as a mark of respect.

 The CPIM today pleaded for bringing all the 50 lakh Anganbadi workers across the country under the Minimum Wages Act . The party also demanded pension for them . Participating in the resumed discussion on the General Budget for 2011-12 in the Rajya Sabha, Mrs Brinda Karat opposed Foreign Direct Investment (FDI) into the retail sector saying this will lead to more imbalance in the country's economy. She felt that the budgetary proposal for enhanced indirect taxation will further impoverish the poor. Mr N K Singh of the JD(U) regretted that the budgetary allocation for agriculture is far below the expectations. He said revival of agriculture should have been given priority. The discussion was continuing when reports last came in.

 The Mumbai Sessions Court today adjourned the hearing in Pune-based stud farm owner Hasan Ali Khan’s case till tomorrow after the Enforcement directorate sought more time to build a strong case against Khan. Khan will remain in ED custody for one more day. Khan was once again produced in the Sessions Court today after Principle judge M.L. Tahiliyani slammed the ED for not being able to make a proper case against him for his custody on money laundering charges. Following which, the ED today submitted fresh evidence against Khan to Judge M.L. Tahiliyani in a sealed cover and requested that these documents should not be made public. ED sought more time to complete investigations and bring the case to logical conclusion. ED told the court that Khan was questioned many times but he did not co-operate. The court had yesterday pulled up the ED saying that they had no solid proof against Hasan Ali and hence could not demand his custody. The ED was given 24 hours to complete their homework and come back with enough evidence to nail India's biggest conman.  Khan was arrested from Mumbai on Monday midnight under the Prevention of Money Laundering Act. The ED arrested Khan after prolonged searches at his premises in Pune and Mumbai accompanied by sustained interrogation. Khan is accused of amassing 8 billion US dollars in the Zurich branch of United Bank of Switzerland. He is also accused of concealing his income and tax evasion since 1999, amounting to more than 40,000 crore rupees.

 The CBI has registered three fresh cases in connection with the renovation of Shivaji and Talkatora stadiums for the  Commonwealth Games and appointment of consultants. A CBI Spokesman told our correspondent in Delhi that the investigation agency has conducted nationwide searches at 18 locations in connection with alleged irregularities in Commonwealth Games projects. A Delhi court hearing the case sent Sandeep Wadhwa director operations of a Swiss company in India to jail on Tuesday. The company was given a contract of nearly one hundred fourty crore rupees for supplying tents, portable cabins, containers and other items for six Games venues. The CBI had earlier arrested T.S.Dalbari, Sanjay Mohindroo and M.Jaychandran all senior CWG officials in connection with the scam.

 The Joint Parliamentary Committee, constituted to probe the 2G Spectrum scam, will have its first meeting on the 24th March. The panel Chairman P C Chacko said in New Delhi that it will finalise the Committee's roadmap, including witnesses to be called and documents to be sought. The 30-member JPC, which has been asked to give its report on the issue by the end of the next session of the Parliament, was formed earlier this month after a prolonged stalemate in both the Houses over the 2G scam.

 After a gap of nearly three months, food inflation fell to a single digit at 9.52 per cent for the week ended February 26 on account of a decline in prices of potatoes, pulses and wheat. Food inflation had stood at 10.39 per cent in the previous week. The rate of price rise of food items has fallen to a single-digit figure for the first time since the week ended December 4, 2010, when it was 9.46 per cent. For the week under review, prices of wheat declined by 1.07 per cent on an annual basis, while pulses rates fell by 3.91 per cent. Prices of potatoes also fell by nearly 9 per cent year-on-year.

 India's exports went up by 49.8 per cent  year-on-year to 23.6 billion US Dollars in February on the back of increased demand from markets like North America, Asia and Africa.  During April-February, 2011, the country's merchandise shipments grew by 31.4 per cent to 208.2 billion US Dollars, surpassing the export target of 200 billion US Dollars for the entire 2010-11 fiscal. Commerce Secretary Rahul Khullar told reporters in New Delhi, that India  has crossed the 200 billion US dollars mark and the current forecast for the year is 230 to 235 billion US Dollars.  Khullar said, imports also went up in February, rising by 21.2 per cent to USD 31.7 billion, leaving a trade gap of 8.1 billion US dollar.<><>

 President Mrs. Pratibha Devi Singh Patil has called upon North eastern states to play a crucial role in the development and effective fructification of India’s look east policy  saying this will provide economic benefits to the region. She was addressing a  Public reception at the Naga heritage village near Kohima today on her maiden  two-day visit to Nagaland. While pointing out that North east region stands  strategically placed at the door step of South East Asia, the president said increased connectivity with these nations would open scope for investment and  tourism, including Eco-tourism and culture tourism in the North eastern states.

 Noted jurists, intellectuals and activist from all around the country gathered today in Shillong for, a three-day, third National Right to Information Convention. The inauguration took place at Soso Tham Auditorium in Shillong. Speaking on the occasion, RTI activist shared their experiences.

 The Plenary session of the convention would be addressed by Meghalaya Governor Ranjit Shekhar Mushahary later today. It would be addressed by former Chief Justice of India Justice J S Verma also. A souvenir will be jointly released by, among others, former Chief Election Commissioner J M Lyngdoh and noted social activist Aruna Roy.

The State and District level committees set up by the Election Commission to keep a watch on paid news have started functioning from today in the five poll bound states. A Spokesman of the Election Commission told our Correspondent that the poll panel will take any news item exposing  paid news as a complaint. The Commission said a twenty four hour control room has been set up in the poll bound states to check paid news. The toll free number is 1965. This control room will also  provide account of votes at the end of the polls in order to introduce greater transparency in counting process. The Spokesman also said, income tax return for the candidates is desirable but not mandatory. The Commission has urged political parties and candidates to open separate bank accounts to make payment through claques and avoid cash transactions. In a meeting with representatives of political parties of the five poll bound states, the commission said that a proper mechanism  has been put in place to monitor the election expenditure. For this an election monitoring cell has been set up at the commission. It is  sending expenditure observers to areas where elections are being held. This the commission says will help keep a close watch on the elections expenses. The commission informed party representatives that  the arrangements have also  been made to keep a close watch on distribution of liquors, food gifts as they are violations of code of conduct.

 In Tamil Nadu, the DMK and the Congress today set in motion the process of identifying the constituencies where the two key UPA partners would contest in the April 13, Assembly polls. Congress state unit President K V Thankgabalu told reporters after a 45-minute meeting at the DMK party headquarters in Chennai that, the first round of talks has begun.  Describing the talks as cordial, he said he hope that the identification of the constituencies would be finalised later in the day today. The five-member Congress Election Panel Committee, including Union Home Minister P Chidambaram and party spokesperson Jayanthi Natarajan, held talks with the DMK chief and Chief Minister M Karunanidhi. DMK and Congress on Tuesday had finalised a seat sharing agreement, under which Congress will contest in 63 seats and DMK in 121.

 In Assam, the filing of nominations began today for the first phase of elections in 62 Legislative Assembly Constituencies with the issue of formal notification this morning. The polling for the first phase of election is scheduled to be held on the 4th of next month. The Chief Electoral Officer of the state Mr.Hemanta Narzary said the first phase of election in the state will cover thirteen districts, including Barak Valley, biggest river island Majuli and two Hill districts of Karbi Anglong and North Cachar.  The last day of filing nominations for this phase of election has been fixed on the 17th of this month.  More from our correspondent;

 In Kerala, hectic political activities are underway on seat sharing and candidature for the Assembly polls, both within the ruling LDF and opposition UDF. The BJP has announced names of forty candidates. The CPIM is yet to clarify whether Chief Minister VS Achuthandanadan will be in the fray once again to lead the LDF. On the other hand, Congress party is continuing seat sharing arrangements on a war footing with other constituents of UDF.

 Well known for vibrant political activities and election process the state of Kerala is witnessing hectic political activities prior to the assembly elections . However, except BJP major political parties are yet to announce their candidates even as polling is just a month away. Despite prolonged meetings headed by CPIM General Secretary the party will take a few more days to clarify whether V S Achuthandan will be in the fray or not. Voters are equally keen to know whether KPCC president Ramesh Chennithala will be fighting the election. Congress led UDF is in an upbeat mood with its stunning performance in Parliament and Panchayat elections. While LDF is getting geared to approach voters with development issues it is also confronted with anti-incumbency factor. BJP will leave no stone unturned in its effort to open account in the 140 strong Kerala assembly.

 The Election Commission has asked the West Bengal Administration to remove all hoarding  placed on the streets highlighting the achievements of the State Government.  The Deputy Election Commissioner, Mr. Vinod Zutshi who came to the state to review the election preparedness asked the administration to comply with the orders as model code of conduct is in force.

Joytshi instructed the State administration to comply with the model code of conduct at earliest.  In Andhra Pradesh, normal life has been badly hit in Hyderabad today due to heavy traffic restrictions imposed in the wake of the March to Hyderabad protest called by the Telangana Joint Action Committee today. They are demanding the introduction of a bill in Parliament to carve out Telangana state. The cadres of Telangana Rastra Samithi, CPI and BJP are taking part in the march, while the Telugu Desam and Congress leaders from Telangana region have extended support to the protest. Meanwhile, in a bid to foil the march, police have been taking scores of agitators into custody near the Tank Bund where the protest programme is being held.

  "People have been facing several hardships due to prohibition orders and traffic restrictions in Hyderabad. Adding to their woes, the public transport services have been disrupted at several places and many services have been diverted due to traffic restrictions. The railway authorities have also cancelled about 35 passenger trains besides canceling most of the local train services in Hyderabad. Tight security arrangements have been made in and around Hyderabad to maintain law and order in the wake of Million march protest by Telangana Joint Action Committee backed by political parties. Numerous barricades have been set up at all important places and on the roads leading to the renowned public place, Tank Bund where the Million March protest is scheduled to be held till 4 o clock in the evening. The normally busy city roads have donned a deserted look due to traffic diversions at innumerable places even as traffic snarls have thrown the normal life out of gear at some other places in the twin cities. Meanwhile, in a bid to foil the Million March protest and also to maintain law and order, police have been taking scores of Telangana JAC agitators into custody as and when they are reaching the Tank Bund. It is yet to be seen how the protest will pass off peacefully as the leaders of Telangana JAC have resolved to hold the Million March while police have determined to foil it.

 Meanwhile, Congress MPs from Telangana region staged a Dharna at the Parliament House in support of their demand for a separate state. They also raised slogans in support of Millennium march being held in Hyderabad.
