प्रधानमंत्री ने बड़ी ताकतों से दुनिया के सामने आ रही आर्थिक और राजनीतिक चुनौतियों से निपटने के लिए मिलकर काम करने का अनुरोध किया है। उन्होंने कहा कि इनमें आतंकवादी गुटों से निपटना और सीमा पार से चल रहे आतंकवाद से निपटने में सहयोग शामिल है। नई दिल्ली में इंडिया टुडे कॉनक्लेव में डॉ० मनमोहनसिंह ने कहा कि भारत जी-२० सहित अंतर्राष्ट्रीय आर्थिक संगठनों में अपना पूरा और सार्थक सहयोग दे रहा है।

प्रधानमंत्री ने कहा कि भारत विश्व को आर्थिक संकट से उबरने में पूरा योगदान कर सकता है और उसमें अनिश्चितताओं से भरी दुनिया में राजनीतिक स्थिरता का स्तम्भ बनने की क्षमता है। उन्होंने कहा कि इसके लिए नये और लचीले दृष्टिकोण की जरूरत है। उन्होंने भ्रष्टाचार का डटकर मुकाबला करने और प्रशासन में सुधार की आवश्यकता पर जोर दिया।

डॉ० मनमोहनसिंह ने कहा कि जापान के परमाणु संकट को देखते हुए देश के परमाणु संयंत्रों की सुरक्षा व्यवस्था पर फिर से विचार करना जरूरी हो गया है। उन्होंने बताया कि सरकार परमाणु ऊर्जा विभाग से इसकी पूरी समीक्षा करने को पहले ही कह चुकी है।

केरल में विधानसभा चुनाव के लिए आज अधिसूचना जारी होने के साथ ही नामांकनपत्र भरने का काम शुरू हो गया है। २५ मार्च तक नामांकनपत्र दाखिल किये जा सकेंगे। २८ मार्च इनकी जांच होगी। ३० मार्च तक नाम वापस लिये जा सकेंगे। राज्य में १४० सदस्यों की विधानसभा के लिए एक चरण में १३ अप्रैल को वोट पड़ेंगे। इस बीच, कांग्रेस के नेतृत्व वाले युनाइटेड डेमोक्रेटिक फ्रंट की उम्मीदवारों की घोषणा और चुनाव घोषणापत्र के बारे में आज उच्चस्तरीय बैठक हो रही है।

तमिलनाडु में विधानसभा चुनाव के लिए नामांकनपत्र भरने का काम आज शुरू हो गया। चेन्नई में संवाददाताओं से बातचीत में राज्य के मुख्य चुनाव अधिकारी प्रवीण कुमार ने बताया कि इस महीने की २६ तारीख तक नामांकनपत्र भरे जा सकेंगे। राज्य में एक चरण में होने वाले चुनाव के लिए दो लाख ७६ हजार सरकारी कर्मचारियों को काम पर लगाया गया है। मुख्य चुनाव अधिकारी ने कहा कि ५८ खर्च प्रेक्षक उम्मीदवारों के खर्चो पर नजर रखेंगे।

केन्द्रशासित पुदुचेरी में विधानसभा चुनाव के लिए नामांकन भरने का काम शुरू हो गया है, हालांकि विभिन्न दलों के बीच सीटों के बंटवारे को लेकर अनिश्चितता बनी हुई है। नामांकन २६ मार्च तक भरे जा सकते हैं। हमारे पुदुचेरी संवाददाता ने खबर दी है कि सत्तारूढ़ कांग्रेस के नेतृत्व वाले गठबंधन में शामिल पार्टियों के बीच सीटों को लेकर अभी कोई स्पष्ट समझौता नहीं हुआ है। कांग्रेस ने डी.एम.के. के साथ दो दौर की बातचीत की है, लेकिन सीटों की संख्या पर गतिरोध बना हुआ है। मामले को सुलझाने के प्रयास जारी हैं। कांग्रेस पुदुचेरी की तीस विधानसभा सीटों में से बीस की मांग कर रही है, जबकि डी.एम.के. इसके लिए तैयार नहीं है। केन्द्रीय मंत्री और कांग्रेस के वरिष्ठ नेता वी. नारायण स्वामी ने कहा है कि जल्द ही कोई समझौता हो जाएगा।

ऑल इंडिया अन्ना डी.एम.के. के नेतृत्व वाले मोर्चे में भी सीटों के बंटवारे को लेकर अनिश्चितता बनी हुई है। पार्टी ने पूर्व मुख्यमंत्री एन. रंगास्वामी के साथ बातचीत की है, जिन्होंने ऑल इंडिया एन.आर. कांग्रेस पार्टी बनाई थी, लेकिन गठबंधन करने का फैसला सुश्री जयललिता पर छोड़ दिया गया है। खबर है कि श्री रंगास्वामी मोर्चे की ओर से मुख्यमंत्री पद के उम्मीदवार बनाये जाने की मांग कर रहे हैं।

भारतीय जनता पार्टी और बहुजन समाज पार्टी ने पुदुचेरी विधानसभा की सभी तीस सीटों के लिए अकेले ही चुनाव लड़ने का फैसला किया है।

असम में निर्वाचन आयोग ने १७ उम्मीदवारों को तीन वर्ष के लिए चुनाव लड़ने के अयोग्य ठहराया है, क्योंकि उन्होंने पिछले चुनाव के दौरान अपने खर्च का ब्यौरा नहीं दिया। राज्य के मुख्य चुनाव अधिकारी हेमन्त नरजारे ने कहा कि राज्य में २३ हजार ८१३ मतदान केन्द्रों में से चार हजार से अधिक की पहचान अत्यन्त संवेदनशील केन्द्रों के रूप में की गई है।

उत्तरप्रदेश में जाट आंदोलनकारी नेताओं ने काफुरपुर स्टेशन पर रेल पटरियों पर अपना धरना तुरन्त समाप्त कर दिया है। उनके आंदोलन पर इलाहाबाद उच्च न्यायालय के निर्देश और पुलिस महानिदेशक के साथ बातचीत के बाद ऐसा किया गया है। जाट नेताओं ने कहा है कि वे आज से रेल सेवाओं में बाधा डाले बिना अपना आंदोलन जारी रखेंगे। हमारे लखनऊ संवाददाता ने खबर दी है कि उत्तरप्रदेश के प्रधान गृहसचिव फतह बहादुर और पुलिस महानिदेशक कर्मवीर सिंह स्थिति का जायजा लेने और रेल यातायात बहाल करने के उपाय करने के लिए अमरोहा गये हैं। उन्होंने जाट आरक्षण संघर्ष समिति के नेता यशपाल मलिक को इलाहाबाद उच्च न्यायालय के निर्देशों के मद्देनजर बातचीत के लिए बुलाया है।

जापान में भूकंप से प्रभावित परमाणु संयंत्र की बिजली आपूर्ति जल्द ही हो सकती है। अधिकारियों का कहना है कि तोक्यो के उत्तर  में स्थित फुकुशिमा दाइची संयंत्र के छह रियक्टरों में से चार को आज नयी बिजली लाइन से जोड़ दिये जाने की उम्मीद है। भूकंप और त्सुनामी से संयंत्र को ठंडा रखने की प्रणाली ठप्प हो गई थी, जिससे विकिरण का खतरा उत्पन्न हो गया। संयंत्र में ईंधन की छड़ों को पिघलने से बचाने और ठंडा करने के प्रयास में दमकल कर्मी लगातार पानी की तेज बौछारें कर रहे थे।

इस बीच, फुकुशिमा इलाके में लगभग ६७ लोग विकिरण से प्रभावित पाए गए हैं। स्थानीय मीडिया के अनुसार अधिकारियो ने पूरे इलाके के १३ स्थलों पर ४२ हजार चार सौ चालीस लोगों पर विकिरण के प्रभावों की जांच की थी और इन ६७ लोगों के जूतों और कपड़ों पर रेडियाधर्मी पदार्थों का पता चला था। लेकिन उनका कहना है कि विकिरण की मात्रा इतनी नहीं है कि उनके स्वास्थ्य को किसी तरह का खतरा हो।

विद्रोहियों के कब्जे वाले लीबिया के पूर्वी शहर बेनगाजी में विस्फोटों की आवाजें सुनी गई हैं। वहां के निवासियों का कहना है कि मोअम्मर गद्दाफी के समर्थक, विद्रोहियों के गढ़ पर हमले कर रहे हैं। बेनगाजी से १६० किलोमीटर दूर अजदाबिया शहर के आसपास भी  लड़ाई जारी है।

लीबिया के विदेश उपमंत्री खालिद काइम ने त्रिपोली में संवाददाता सम्मेलन में बताया कि सशस्त्र गुट अल-मागरून में सरकारी सैनिकों पर हमले कर रहे हैं।

इस बीच, फ्रांस, लीबिया में सैन्य कार्रवाई के लिए संयुक्त राष्ट्र की स्वीकृति लेने के वास्ते कुछ ही घंटों में यूरोपीय संघ, अरब लीग, अफ्रीकी संघ और संयुक्त राष्ट्र महासचिव बान की मून के साथ महत्वपूर्ण शिखर बैठक करने जा  रहा है। संयुक्त राष्ट्र में फ्रांस के दूत गेरार्ड अराउड ने बताया है कि शिखर बैठक के कुछ ही घंटों के अन्दर उन्हें लीबिया में सैन्य हस्तक्षेप की उम्मीद है।

अमरीकी राष्ट्रपति बराक ओबामा ने लीबिया के नेता मोअम्मर गद्दाफी को चेतावनी दी है कि अगर उनके सैनिकों ने नागरिकों पर हमले बंद नहीं किए तो वे सैन्य कार्रवाई के लिए तैयार रहें। श्री ओबामा ने कहा कि नागरिकों तक मानवीय सहायता पहुंचने की अनुमति दी जानी चाहिए और इस बारे में कोई समझौता नहीं किया जाएगा।

यमन की राजधानी साना में सरकार विरोधी प्रदर्शन के दौरान कुछ प्रदर्शनकारियों की मौत के बाद राष्ट्रपति ने देशभर में आपातकाल की घोषणा कर दी है। संवाददाता सम्मेलन में गृहमंत्री मुतहर-अल-मसरी ने बताया कि प्रदर्शन में २५ लोग मारे गये और दोनों ओर के लगभग १०२ लोग घायल हुए।

बहरीन ने कहा है कि वह विपक्ष के साथ बातचीत के लिए प्रतिबद्ध है। वहां शांति बहाली के लिए खाड़ी देशों से और सैनिक पहुंच रहे हैं। बहरीन के विदेश मंत्री खालिद बिन अहमद अल-खलीफा ने कहा है कि तीन-चार खाड़ी देश अपनी सेनाएं भेज रहे हैं और उनके सैनिक शांति बहाली तक बहरीन में रहेंगे। उन्होंने मनामा में संवाददाताओं को बताया कि इन सैनिकों की भूमिका महत्वपूर्ण प्रतिष्ठानों की सुरक्षा तक सीमित रहेगी और ये शिया बहुल प्रदर्शनकारियों पर कार्रवाई नहीं करेंगे।

इस बीच, मनामा में पर्ल स्क्वेयर पर बने स्मारक को ध्वस्त कर दिया गया है।

सीरिया में कल कई शहरों में विरोध भड़कने के बाद कम-से-कम तीन लोगों के मारे जाने की खबर है। जॉर्डन की सीमा के निकट डेरा में प्रदर्शनकारियों को तितर-बितर करने के लिए सुरक्षा बलों के बल प्रयोग में ये तीन लोग मारे गए।

मिस्र में संविधान संशोधन के लिए आज मतदान हो रहा है। हुस्नी मुबारक के सत्ता से बेदखल होने के बाद मिस्र में हो रहे पहले चुनाव में संविधान के लिए प्रस्तावित संशोधनों के पक्ष या विपक्ष में वहां के निवासी मतदान कर रहे हैं। इससे जून में संसदीय चुनावों और सितम्बर में राष्ट्रपति चुनाव के लिए रास्ता साफ होगा।

नेपाल में भारत के राजदूत राकेश सूद ने कल काठमांडु में नेपाल के उप प्रधानमंत्री तथा बिजली और सिंचाई मंत्री भरत मोहन अधिकारी को ५४ करोड़, ५० लाख रुपये से अधिक का चैक सौंपा। यह धनराशि भारत और नेपाल की संयुक्त बाढ़ प्रबंधन समिति के फैसलों के तहत नेपाल की लालबकेया, बागमती और कमला नदियों के तटबंधों के निर्माण के लिए दी जा रही है।

भारतीय दूतावास की प्रैस विज्ञप्ति के अनुसार इस काम के लिए अब तक कुल दो अरब, दो करोड़, तीस लाख रुपये से अधिक की सहायता दी जा चुकी है।

राज्यसभा द्वारा गठित समिति ने सिक्किम उच्च न्यायालय के मुख्य न्यायधीश न्यायमूर्ति पी. डी. दिनाकरण के खिलाफ भ्रष्टाचार और अनियमितताओं के सोलह आरोप लगाए हैं। वे संसद में महाभियोग की कार्रवाई का सामना कर रहे हैं। उच्चतम न्यायालय के न्यायमूर्ति आफताब आलम, कर्नाटक उच्च न्यायालय के न्यायमूर्ति के. एस. केहर और जाने-माने  न्यायविद् पी.पी. रॉय की समिति ने आरोप-पत्र जारी करते हुए न्याययूर्ति दिनाकरण से ९ अप्रैल तक इसका जवाब देने को कहा है।

हमारे सवांददाता ने सूत्रों के हवाले से खबर दी है कि इन आरोपों में आय के ज्ञात स्रोतों से अधिक संपत्ति रखना, सार्वजनिक संपत्तियों तथा कमजोर वर्ग के लोगों की जमीन पर अवैध कब्जा, पत्नी और दो बेटियो के नाम पर तमिलनाडु हाउसिंग बोर्ड के पांच प्लॉट, बेनामी सौदे और सबूतों को नष्ट करना शामिल हैं। इसके अलावा, न्यायमूर्ति दिनाकरण पर यह भी आरोप है कि उन्होंने कर्नाटक उच्च न्यायालय के मुख्य न्यायाधीश के पद पर रहते हुए पक्षपातपूर्ण फैसले कराने की नीयत से जजों की तैनाती को लेकर अनियमित और गलत प्रशासनिक कार्य किये। दिनाकरण को अपने बचाव के लिए अपनी पसंद का वकील रखने की छूट दी गई है।

अगस्त २००९ में न्यायमूर्ति दिनाकरण की उच्चतम न्यायालय के न्यायाधीश के रूप में नियुक्ति की सिफारिश की गई थी, लेकिन उन पर लगे आरोपों के कारण उसे स्थगित कर दिया गया था।

एक संसदीय पैनल ने सिफारिश की है कि पर्यावरण मंत्रालय को बिजली ट्रांसमीशन परियोजनाओं से सम्बन्धित मुद्दों के प्रति उदारवादी रवैया अपनाना चाहिए। यह सिफारिश बिजली मंत्रालय की ट्रांसमीशन और वितरण प्रणालियों की १४वीं रिपोर्ट में की गई है। श्री मुलायम सिंह यादव के नेतृत्व वाली ऊर्जा संबंधी स्थायी समिति द्वारा तैयार यह रिपोर्ट लोकसभा में पेश की गई। रिपोर्ट में कहा गया है कि चूंकि ट्रांसमीशन लाइनों का जंगलों पर न के बराबर बुरा असर पड़ता है और इससे भूमि उपयोग के पैटर्न में कोई बदलाव नहीं आता है, इसलिए बिजली परियोजनाओं को अनापत्ति प्रमाण-पत्र देने के लिए मौजूदा कड़ी प्रक्रिया की समीक्षा किये जाने की जरूरत है।

संसदीय समिति ने देश में कोकिंग कोयले की मांग पूरी करने और आयात कम करने के उद्देश्य से और अधिक कोयला क्षेत्र विकसित करने की सिफारिश की है। समिति ने केन्द्र सरकार से कहा है कि वह राज्य सरकारों से कोयला क्षेत्रों को पट्टे पर देने की प्रक्रिया में तेजी लाने का आग्रह करे। समिति की रिपोर्ट में कहा गया है कि सम्बद्ध मंत्रालयों को कोकिंग कोयले में राख की मात्रा कम करने और कोयला उत्पादन बढ़ाने की संभावनाएं तलाश करनी चाहिए। हमारे संवाददाता ने बताया कि नये कोयला क्षेत्रों में उत्पादन शुरू न हो पाने का एक बड़ा कारण, वन तथा पर्यावरण मंत्रालय द्वारा मंजूरी देने में देर करना है।

कांग्रेस ने कहा है कि उसने पश्चिम बंगाल विधानसभा चुनाव में अपने सहयोगी दल तृणमूल कांग्रेस के साथ सीटों के बंटवारे को लेकर चल रहे मतभेदों को हल करने के लिए और समय मांगा है। कांग्रेस कार्यकारी समिति के सदस्य और पश्चिम बंगाल मामलों के प्रभारी शकील अहमद ने संवाददाताओं से बातचीत में कहा कि पार्टी के केन्द्रीय नेता इस मुद्दे पर विस्तार से विचार विमर्श करेंगे और उसके बाद कोई फैसला लेंगे। हमारे संवाददाता ने खबर दी है कि पश्चिम बंगाल कांग्रेस कमेटी के अध्यक्ष मानस भुइया इस बारे में वरिष्ठ कांग्रेसी नेताओं से बातचीत करने के लिए नई दिल्ली आएंगे। कांग्रेस द्वारा होली के बाद ही कोई फैसला लिये जाने की संभावना है।

उत्तरप्रदेश में सुल्तानपुर जिले में सालाना ग़ौसुल आजम  उर्स पारम्परिक हर्षोल्लास के साथ शुरू हो गया है। प्रसिद्ध सूफी संत शेख मोहब्बत अली शाह ने शेख अब्दुल कादिर गिलानी की स्मृति में उर्स गौसुल आजम की शुरूआत की थी। देशभर से बड़ी संख्या में लोग इसमें शामिल हो रहे हैं। उर्स,साम्प्रदायिक एकता और सौहार्द की समृद्ध भारतीय परम्परा का प्रतीक है। पांच दिन तक चलने वाले उर्स में महफिले समा, नातिया मुशायरा और सूफीवाद पर संगोष्ठी का आयोजन होगा। देशभर से आये कव्वाल उर्स में हिस्सा लेते हैं और महान सूफी संत को श्रद्धांजलि देते हैं।

क्रिकेट विश्वकप के ग्रुप-बी में मीरपुर में दक्षिण अफ्रीका से जीत के लिए २८५ रन के लक्ष्य का पीछा करते हुए मेजबान बंगलादेश ने ताजा समाचार मिलने तक २० ओवर में ५ विकेट पर ५३ रन बना लिए थे।  इससे पहले, टॉस जीतकर बल्लेबाजी करते हुए दक्षिण अफ्रीका ने निर्धारित ५० ओवर में ८ विकेट पर २८४ रन बनाए।

आज के दूसरे मैच में, ग्रुप-ए में, कोलंबो में ऑस्ट्रेलिया ने पाकिस्तान के खिलाफ टॉस जीतकर पहले बल्लेबाजी का फैसला किया है।  ताजा समाचार मिलने तक ऑस्ट्रेलिया ने २ ओवर में बिना किसी नुकसान के ६ रन बना लिए थे। इससे पहले कल देर रात मुंबई में श्रीलंका ने न्यूजीलैंड पर ११२ रन की शानदार जीत दर्ज की, जबकि कोलकाता में आयरलैंड ने नीदरलैंड को ६ विकेट से हराया।

रंगों के त्यौहार होली के मौके पर लोगों में खासा उत्साह दिखाई दे रहा है। बाजार रंग, गुलाल, अबीर और तरह-तरह की पिचकारियों से सजे हैं। आज रात होलिका दहन होगा और कल दुल्हांडी पर रंग खेला जाएगा। किसी भी अप्रिय घटना से निपटने के लिए पुलिस और प्रशासन भी मुस्तैद है।

झारखंड में रंगों का त्यौहार होली इस बार एक अलग ही तरीके से मनाया जा रहा है। पानी की बर्बादी को रोकने के लिए इस बार लोग तिलक होली मना रहे हैं।

सूखे की मार झेल रहे झारखंड में इस बार रंगों के त्यौहार होली का महत्व इसलिए और अधिक है, क्योंकि यह समय प्राकृतिक कठिनाई के बीच मानवीय उल्लास को व्यक्त करने की चुनौती का। यानी सूखे के समय रंगों

के त्यौहार होली का और इसका उपाय लोगों ने तिलक होली यानि बिना पानी के गुलाल से तिलक लगाकर होली खेलने के रूप में निकाला है। पूरे राज्य में कई स्वयंसेवी संस्थाएं एवं सरकारी संगठन तिलक होली के मुहिम में पिछले दस दिनों से शामिल हैं और इससे यह माहौल बन गया है कि झारखंड में लोग इस बार कल बड़ी संख्या में तिलक होली ही मनाकर होली के उल्लास में शामिल होंगे।

उधर, उत्तर प्रदेश में समूचे बृजमंडल में होली की धूम मची हुई है। बरसाना की विश्व प्रसिद्ध होली के साथ ही बृज की होली की औपचारिक शुरूआत हुई। हमारे संवाददाता ने बताया है कि जगह-जगह होली के डोले निकाले जा रहे हैं और रसिया दंगल का आयोजन किया जा रहा है।

मथुरा, वृंदावन, बरसाना, नंदगांव गोकुल के मंदिरों में देशी-विदेशी पर्यटक और श्रद्धालु अपने आराध्य श्रीकृष्ण और राध की होली का आनंद ले रहे हैं। बरसाना की होली के साथ ही सारे बृज में होली जोर-शोर से शुरू हो गई है। आज होलिका दहन पर मथुरा के होली वाली गली, होली दरबाजा और अन्य स्थानों पर बड़े ही आकर्षक रूप से प्रहलाद की बुआ होलिका की मूर्तियां रखकर होलिका को सजाया गया है। यहां जिला प्रशासन ने सुरक्षा व्यवस्था के कड़े इंतजाम किए गए हैं

राष्ट्रपति प्रतिभा देवी सिंह पाटिल, उपराष्ट्रपति हामिद अंसारी और लोकसभा की अध्यक्ष मीरा कुमार ने देशवासियों को होली की शुभकामनाएं दी हैं और आशा व्यक्त की है कि रंगों का ये त्यौहार देशवासियों के बीच एकता और सौहार्द को और मजबूत करेगा।

Strongly advocating for democratization of United Nations Security Council, he said India seeks a similar place in handling of political, security and other issues at the international level. The Prime Minister said, India can contribute to the world's recovery from the economic melt down and has the potential to become a pole of political stability in an uncertain world. He added that for this some innovation and flexibility in approach is needed and called for dealing  squarely with the menace of corruption and improving the governance. Refering to  problems such as piracy the Prime Minister said, this requires cooperative solutions by several states, both to prevent piracy on the high seas and to eliminate the causes which make it possible. He commended the Indian Navy for the task in foiling the attempts of piracy in the Arabian Sea.  Dr. Singh said, the nuclear crisis in Japan has underlined the need for revisiting strategies for the  safety of atomic plants. He said, a thorough review by the Department of Atomic Energy has already been ordered by the government.

A parliamentary panel has recommended the development of more coal blocks to meet the domestic demand for coking coal and to cut imports. The report has urged the centre to impress upon the  state governments to speed up the leasing process. The committee said, the concerned ministries should explore the possibility of reducing ash content in coking coal and increasing production. At present most of the coking coal is used in furnaces for steel production. AIR correspondent says, the delay in granting forest and environment clearances is a major hurdle behind the non-production in newly established coal blocks.

A Parliamentary panel has recommended that the Environment Ministry should take a more liberal approach towards issues related to power transmission projects. The recommendation is part of the 14th report on Transmission and Distribution Systems and Networks of Ministry of Power submitted in the Lok Sabha . The report has been prepared by the Standing Committee on Energy, headed by Mulayam Singh Yadav. The report said,  as laying the transmission lines has negligible impact on forests and there is no alteration of land use patterns, therefore, existing stringent procedure for according clearance need to be reviewed.

In Japan, workers are close to restoring power at a quake-stricken nuclear power plant. Officials said engineers are expected to connect a new power line to four of the six reactors at the Fukushima Daiichi plant, north of Tokyo today. The earthquake and tsunami it triggered crippled the plant's cooling systems, raising concerns over radiation leaks. Firefighters have continued to spray water to cool the fuel rods at the Fukushima plant, in a desperate attempt to avert a meltdown. The storage pools need a constant source of water to cool the rods. Engineers have now connected a power cable to the outside of the plant. Further cabling is under way inside to try to restart water pumps in four of the six reactors. Workers are also boring holes in roofs to prevent a potential gas explosion. Yesterday, officials raised the alert level at the plant from four to five on a seven-point international scale of atomic incidents.

The death toll from the March 11 disaster has risen to at least 7,200. About 11,000 more remain missing. Meanwhile it emerged that a young man who was believed to have been pulled from the rubble had in fact returned to his ruined home from an evacuation centre.        

About 67 people have been exposed to radiation in Fukushima prefecture following leaks of radioactive substances from the troubled nuclear plant. Local media reports said the authorities detected radioactive substances on their shoes and clothes after having conducted radiation checks on 42,440 people at 13 locations in the prefecture. They said, however, the dose of radiation was not high enough to pose any threat to their health.

Large explosions have been heard in the rebel-held eastern Libyan city of Benghazi. Residents say, forces loyal to leader Moamar Gaddafi are attacking the rebel stronghold. According to Media reports,  a plane bombed an area south-west of Benghazi and two columns of smoke were seen rising from the targeted zone. The sound of the aircraft could be heard from the centre of the city, where explosions could be heard overnight. There has also been continued fighting around the town of Ajdabiya, 160 kilometres from Benghazi.

Libya's Deputy Foreign Minister Khaled Kaaim told a news conference in Tripoli that armed militias had been attacking government troops at Al Magrun, which is about halfway between Ajdabiya and Benghazi. He said government troops would not fire back and he denied rebel claims that government troops were continuing their relentless advance on Benghazi.

Meanwhile, France is due to host in a few hours what it said would be a decisive summit with the European Union, Arab League and African Union, as well as UN chief Ban Ki-moon, on taking UN-sanctioned military action in Libya. France's Ambassador to the UN, Gerard Araud, said he expected military intervention within hours of the summit.

Meanwhile, U.S. President Barack Obama has warned Libyan leader Moammar Gadhafi that his forces must stop attacking his people or face military action. Mr. Obama said that Mr. Gadhafi's forces must allow humanitarian supplies to reach civilians.

Sixteen charges of corruption and irregularities have been slapped by a Rajya Sabha constituted panel against Chief Justice of the Sikkim High Court Justice P D Dinkaran, who is facing impeachment proceedings in Parliament. A three member committee comprising Supreme Court Justice Aftab Alam, Karnataka High Court Justice K S Khehar and eminent jurist P P Roy issued the chargesheet to Justice Dinakaran  and has sought his response by 9th April.

In Kerala, filing of nomination papers begins  with the issuance of notification today for next month's assembly elections. Nomination can be filed till 26th of this month and  scrutiny will be done on 28th. Last date for withdrawal is 30th. The single phase election to 140 member Kerala assembly is on 13th of next month.

Except on public holidays candidates can file nomination papers from 11 AM to 3PM till 26th of this month. Media monitoring cell to keep strict vigil on paid news phenomenon and surrogate advertisement has been launched today in Kerala. Central election expenditure observers are also reaching the state today. As per election guidelines, a candidate can spend upto 16 lakh rupees strictly through a bank account. Meanwhile, Congress led UDF is holding high level meeting at Thiruvananthapuram in connection with shortlisting of candidates and release of election manifesto. Congress is expected to announce candidates on Monday.

 Filing of nominations for the fourteenth assembly began in Tamilnadu this morning. Speaking to newsmen in Chennai today, the Chief Electoral officer Mr.Praveen Kumar said that the returning officers will be receiving the applications everyday till 26th from eleven in the morning to three pm in the evening. Pointing out that two lakh 76 thousand government employees will be nominated to conduct the single phase polls in the State, the CEO said that 58 expenditure observers will start monitoring the expenses of the candidates. He said that presently cash amounting to 9 crore rupees and eight crore worth articles were seized.

Filing of nomination for the assembly election in the union territory of Puducherry began today, even as uncertainty continues over seat sharing among various parties. Filing of nominations will continue till the 26th. AIR Puducherry correspondent reports that the main parties in the elections the ruling congress led alliance and the opposition Aiadmk led front are yet to clinch a seat sharing deal with their allies.

Perhaps for the first time in recent years in the Union Territory seat sharing ceremony  among various political parties have made no headway even as filling of nominations have begun.  Congress which has been a dominant player in Puducherry politics has been recently hit by desertions to the newly floated All India inner Congress headed by Former Chief Minister Mr. N.Rangaswamy. Asseting itself the ruling Congress has been insisting that it could only give ten of the thirty seats to its principal ally the DMK.  This has been the reason for the stalemate in talks.  The ruling party could take comfort as the opposition parties have also not been able to cobble and ally.

Meanwhile. the Election commission has announced that since the union territory has achieved 100 per cent coverage under EPIC, voters possessing electoral photo Identity cards only will be allowed to vote. The state electoral officer has announced that a special 10 day camp will begin on Monday to issue duplicate EPIC’s to voters who have misplaced them.

In Assam, the Election Commission has disqualified 17 candidates from contesting the polls for three years for their failure to submit the expenditure of the last elections they had fought. Disclosing this to newsmen at Guwahati, the State Chief Electoral Officer (CEO) Mr.Hemanta Narzary said more than four thousand polling centres, out of the total of 23,813, have been identified as very sensitive.  Over seven thousand booths have been marked as sensitive. The Chief Electoral Officer said 163 cases of poll code violation have so far been received and almost all of them have been disposed off.

Meanwhile, scrutiny of nomination papers which have been received is underway for the first phase of polls in 62 Assembly segments on 4th April . The last day of withdrawal of candidature for this phase is Monday next. 

Security has been beefed up across Assam following the threat perception coming from two anti-talk factions of banned ULFA and NDFB. The Unified Command engaged for anti-insurgency operations in a meeting held at Guwahati has decided to seal the international and inter-state boundaries of the State to stop infiltration of militants during the poll process. The State Chief Electoral Officer Hemanta Narzary said 200 additional companies of para military forces, besides existing 96 companies, are to be deployed in the vulnerable locations to monitor the situation. The State Police have also intensified its activities to capture the criminals pending execution of non-bailable warrants. Over eight thousand such criminals are still at large in the State. Meanwhile, with hardly two weeks left for the first phase of polls, the political parties of the State have geared up their activities to woo the voters by organizing road shows and street-corner meetings. Most of the political parties are organizing frequent press briefings to express their views to the public. Party offices have been erected in almost all the constituencies. On the other hand, the poll observers appointed by the Election Commission are keeping a strict vigil on the violation of model code of conduct and election expenditures of the candidates. The district authorities have also geared up training of poll officials besides the electronic voting machines (EVMS) for conducting a free and fair election in the State.

The Congress today said it has sought more time to resolve the differences with its ally Trinamool Congress over seat sharing for West Bengal Assembly elections. Speaking to reporters, Congress Working Committee member-in charge for West Bengal Shakeel Ahmad said  this is a new situation and new development. He said the party central leadership will discuss the issue in detail and then take a decision.  Mr Ahmad said,  discussions for seat sharing between the two parties had remained inconclusive. AIR correspondent reports, the West Bengal PCC President Manas Bhuniya will be coming to New Delhi to hold talks with senior Congress leaders over the issue. However, any decision by Congress is likely only after Holi.  Party President Sonia Gandhi, who is in London for a week, will arrive tomorrow evening. Fresh talks would be held between TMC chief and senior Congress leader Pranab Mukherjee in a day or two to break the impasse.

In Uttar Pradesh, the agitating Jat leaders have withdrawn their rail blockade at Kafurpur station with immediate effect. The move comes following   directions from the Allahabad high court on their agitation and talks with Director General of Police. They said, they will however continue their agitation with out disturbing  the train services from today.

Bahrain's security forces have razed the monument of Pearl roundabout in the capital Manama which was the focal point of recent protests and one of the symbols of the unrest that has shaken the country. The moon will move closer to Earth than it has been in more than 18 years tonight. According to a report in space. com., the "supermoon", as dubbed by some observers, will arrive at its closest point to the Earth in 2011, a distance of  356,575 kilometers away, and the moon will officially be full. The report said at its peak, the supermoon may appear 14 percent larger and 30 percent brighter than lesser full moons.
