जापान में विनाशकारी भूकंप और त्सुनामी में एक हजार छह सौ लोगों के मारे जाने की आशंका है। एक परमाणु संयंत्र नष्ट हो जाने के बाद देशभर में परमाणु अलर्ट जारी कर दिया गया है।

भारत ने विनाशकारी भूकम्प और त्सुनामी से प्रभावित जापान को हरसम्भव मदद का आश्वासन दिया है। जापान के प्रधानमंत्री नाओतो कान को लिखे पत्र में डॉक्टर मनमोहन सिंह ने इस प्राकृतिक आपदा पर गहरा दुख व्यक्त करते हुए कहा है कि संकट की इस घड़ी में भारत, जापान की सरकार और जनता के साथ मजबूती से खड़ा है। विदेश मंत्रालय चौबीसों घंटे स्थिति की निगरानी कर रहा है। त्सुनामी प्रभावित इलाकों में करीब 25 हजार भारतीय रहते हैं। भारतीय दूतावास ने लोगों सहायता के लिए एक नियंत्रण कक्ष की स्थापना की है।

लीबिया में मुअम्मर गद्दाफी समर्थक सेना द्वारा ब्रेगा शहर को फिर से कब्जे में लेने की खबर है और सेना बेनगाजी के पास पहुंच गई है। काहिरा से मिली खबरों में कहा गया है कि गदफी की सेना ने ब्रेगा शहर में तोपों और बड़े हथियारों का इस्तेमाल किया। वह विपक्ष के कब्जे में आए बेनगाजी शहर से अब कुछ ही दूरी पर है।

राधिका तंवर हत्या मामले के मुख्य आरोपी को मुम्बई में पुलिस ने गिरफ्तार कर लिया है। चार दिन पहले राधिका तंवर की दिल्ली में कॉलेज जाते समय दिन-दहाड़े हत्या कर दी गई थी। दिल्ली पुलिस की टीम ने 25 वर्षीय रामसिंह उर्फ विजय को राधिका की हत्या के सिलसिले में गिरफ्तार किया है। पुलिस ने उत्तरप्रदेश में सीतापुर में दो लोगों को हिरासत में लेकर पूछताछ करने के बाद ये गिरफ्तारी की। इन दोनों ने राधिका हत्याकांड के दो दिन बाद रामसिंह को दिल्ली से बाहर निकल जाने में मदद की थी।

----वित्तमंत्री प्रणब मुखर्जी ने दस प्रतिशत या उससे अधिक विकास दर हासिल करने के लिए बैंकों से सक्रिय भूमिका निभाने के लिए कहा है। नई दिल्ली में आज एक समारोह में बैंकों से छोटे और मझौले किसानों को सीधा ऋण देने के लिए कदम उठाने को कहा। वित्तमंत्री ने कहा कि समय पर ऋण का भुगतान करने वाले किसानों को चार प्रतिशत ब्याज दर पर तीन लाख रूपये तक कृषि ऋण दिया जा रहा है। सरकार उन्हें ब्याज पर तीन प्रतिशत की सब्सिडी दे रही है।

With the country already reeling under the impact of giant tidal waves, an explosion occurred in the main reactor at Fukushima nuclear plant in northern Japan, 250 kilometres north of Tokyo, this afternoon leading to radiation leaks. Initial reports say that the leak has injured four persons. So far, the authorities say, the steel container of the reactor itself has not been breached. However officials fear a melt down. Residents living within a 20-km radius of the leaking plant have been asked to evacuate their homes. Kyodo news agency reported that the plant is experiencing a nuclear meltdown. This has been confirmed by Japanese nuclear scientists after Prime Minister Naoto Kan visited the site in a helicopter early today. Reports said the main building of the plant housing the reactor and the outer walls were blown away in the high intensity explosion, which occurred at noon Indian Standard Time. The cooling water levels dropped alarmingly through evaporation after the quake had damaged the main plant. Jiji Press reported that the loss of cooling water is leading to a meltdown of the reactor. TV footage showed smoke billowing from the site and reported that the reactor building had been destroyed. Nearby residents have been warned to turn off air conditioners and not to drink tap water. People going outside were told to avoid exposing their skins and to cover faces with masks and wet towels. Kyodo quoting police said that another nuclear plant adjacent to the one which exploded is also malfunctioning with the radiation level reaching almost 1000 times the normal level. The authorities said, an emergency has been declared at all five nuclear reactors as the units had lost their cooling ability. They rushed plane loads of coolants to the disaster struck nation. They said that Fukushima, Daiichi plant unit no. 1 had exploded after failing to bring down heat and pressure inside the reactor which had suffered extensive damaged due to tidal waves set off by the earth quake which cut down the power supply to the plant. Japan's Nuclear Safety Agency described the situation at the Fukushima plant dire. Defence Ministry officials said dozens of troops and fireman trained for chemical disasters have been dispatched to the plant, which is located South of the Miyagi Prefecture which was hardest hit by the quake. Despite Japan having strict set of regulations designed to limit the impact of quakes on nuclear plants, 10 of the Japan's 54 commercial reactors were shut down because of the quake. Meanwhile, four trains running in a coastal area of Miyagi and Iwate prefectures remained unaccounted for. Train operator said it is not known how many people were aboard the trains that were running on East Japan Railway Co.'s Ofunato, Senseki and Kes-e-numa lines on the Pacific coast when the quake hit northern Japan. The company said earlier that another train on the Senseki Line was found derailed near Nobiru Station after the quake. The Miyagi police today rescued nine passengers from the train by helicopter. The number of partially or completely destroyed buildings reached 3,400, while there were 200 fire incidents at quake-affected areas. Some 181 welfare facilities, including nursing homes, have been damaged. As reported, around 200 to 300 bodies were found in Sendai, the closest town, which bore the brunt of the disaster. Some 1,800 houses in Fukushima Prefecture were found to have been destroyed. As rescuers have not been able to completely access the tsunami-hit areas, the overall picture of the destruction remained unclear. A municipal official of the town of Futaba, Fukushima, said, more than 90 per cent of the houses in three coastal communities have been washed away the by tsunami. In the quake-hit areas, around 5.57 million households have lost power, while 6 lakh had their water supply cut off. Nine expressways were closed and at least 312 domestic flights cancelled. The Tokyo police said more than 1 Lakh 20 thousand people in the capital were unable to return home last evening due to the suspension of train operations and traffic jams. Rescue teams from South Korea, Australia, New Zealand, Singapore and other countries were set to arrive in Japan, after 50 nations offered support following the powerful earthquake, the Japanese Foreign Ministry said. A mammoth relief mission is swinging into action in north-east Japan. The military has mobilised thousands of troops, 300 planes and 40 ships. Police say 215,000 people have fled their homes, and there are reports that whole villages have been swept away. The Japanese Prime Minister said that today is a critical day for rescue teams to find survivors. He said the 50,000 rescue personnel deployed to the hardest-hit regions, including Japan's Self Defence Force, will do their utmost to help those in need.

Foreign Secretary Nirupama Rao says, all Indian nationals are safe in the quake-hit Japan. She said, she had spoken to Indian ambassador in Tokyo and according to presently available information with them all Indians there are safe. She said about 100 Indian nationals are in Sendai, the worst hit town in the massive earth quake and Tsunami. The Foreign Secretary said that India has pledged to assist Japan and that country will decide if it needs help.

The Chief electoral officer of Tamilnadu Mr.Praveen Kumar has said that unaccounted cash worth 15 crore rupees has been seized from different parts of the State. Speaking to reporters, he said that monitoring of vehicles have also been stepped up. The CEO said that 11 crore rupees were seized from a councilor's house at Erode and these have been handed over to the Income tax department. Mr.Praveen Kumar said that action has been taken against a panchayat president for misusing the money meant for NREGA scheme.

In West Bengal, gelatin sticks, detonators and other explosives were seized today from the Jamalpur- Howrah Express after the train reached Howrah Station this morning. Superintendent of Railway Police, Howrah, Rabindranath Mukhopadhyay said, altogether 50 gelatin sticks, 10 detonators, 15 kg other explosives and five pistols were seized from a coach of the train and three persons were arrested. Mukhopadhyay said the police had received a tip off and the three were under watch.

A list of anti-Indian elements hiding in Bangladesh has been handed over to Dhaka. The two sides are also planning to have joint retreat ceremonies as done at the Indo Pak border to symbolise good relations. The ceremony will involve troops from both sides dressed in full regalia performing the retreat of ceremonial lowering of flags. The matter figured prominently at the five day joint border talks between the Border Security Force and the Bangladesh Border Guards. Measures to curb the trans-border crime, smuggling and single-line fencing at Zero Line in some patches of Indo-Bangla border were also discussed at the talks. The Director General level talks began on Tuesday.
The Border Security Force has given the Bangladesh Border Guards a list of Indian insurgent camps including the banned All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) in Bangladesh and also the names of insurgent leaders who are still using the soil of the country. Relation between BSF and the border guards of Bangladesh is cordial now and both sides are cooperating to solve each other's problems after the new regime took over in Bangladesh. Many insurgent leaders were handed over to India also. Government has already sanctioned funds to flood light the 718-km Indo-Bangla border in Tripura, the work for which has started . India is erecting fencing in 150 yards away from the 4000-km long Indo-Bangla border including in northeast and West Bengal to adhere to Indira-Mujib pact signed in 1971 and border management agreement signed in 1975.

In Libya, Col.Gaddafi's forces are reported to have recaptured Brega town and said to be threatening Benghazi. Reports from Cairo says, Gaddafi's forces backed by tanks and artillery guns stormed into Brega after speeding down the key eastern coastal highway. They are now within striking distance of the main opposition held city of Benghazi. There were conflicting reports on Ras Lanuf, the main oil producing town, which saw pitched battle on Friday. After an intense fight, Gaddafi's forces held the town while the rebels occupied the oil terminals. But in a fresh attack this morning, Gaddafi's forces made the rebel fighters retreat. The fall of the town was confirmed by Libya's former interior minister Gen Abdul Fateh Younis, who has defected to the rebels. But he vowed that his fighters would launch a counter-attack latest by tomorrow. The near rout of the opposition forces came as Arab League foreign ministers met in Cairo where they are discussing a no-fly zone over the country to ramp up pressure on Gaddafi. Secretary General of Arab League said he wanted the pan Arab organisation to play a role in imposing a no-fly zone. A UN mission was also due in Libya to evaluate the country's humanitarian needs. As the sea-saw battle continued in Libya, US President Barack Obama has warned that the noose around Libyan ruler is tightening. In his first indication of a US tilt towards Libyan opposition, Obama said he will appoint an envoy to Libyan opposition forces as part of efforts to change the balance of the military situation in the war-torn country.

In Yemen, two persons have been killed when security forces fired live bullets and tear gas on two pro-democracy demonstrations. The violence began with a pre-dawn raid on a central square in the capital, Sana'a, where thousands of pro-democracy protesters have been camped out for the past month to demand the ouster of President Ali Abdullah Saleh.
