जम्मू कश्मीर राज्य में पंचायती चुनाव कराने के बारे में जानकारी देते हुए। राज्य के ग्रामीण व कानून एवं संसदीय कार्य मंत्री अली मोहम्मद सागर ने कहा कि इन चुनावों के लिए जरूरी तैयारियां पूरी की हुई है। उन्होंने कहा कि पहली दफह राज्य में किसी गैर पंचायती राज लागू होगा। सागर ने कहा कि पंचायतों के लिए वित कोष चुनाव आयुक्त बनाने के लिए मौजूदा स्तर में विधायक लाया जायेगा और कहा गया कि पंचायती चुनाव में महिलाओं, अनुसूचित और जनजाति वर्ग को आरक्षण के लिए इजीली बनाया जायेगा। मंत्रि ने कहा कि रियासती आवाम को जनहित न्याय दिलाने की पहल के तहत कई कदम उठाए गए हैं। १२ नई अदालतें खोली गई जबकि जूडिश्ल इंस्ट्रक्चर को आवृण करने के लिए २७ करोड़ का फंड भी जारी किया गया है।----

जापान के भूकंप प्रभावित इलाके में एक और परमाणु रिएक्टर में गंभीर समस्या पैदा हो गई है। राजधानी तोक्यो से २४० किलोमीटर दूर उत्तर में फुकुशिमा ऊर्जा संयंत्र. के रिएक्टर संख्या-तीन की ठंडा रखने वाली आपात प्रणाली ठप्प होने से विकिरण का खतरा बढ़ गया है।
भूकंप के बारे में अतंर्राष्ट्रीय मीडिया को ताजा जानकारी से अवगत कराने के लिए आज दोपहर प्रधानमंत्री आवास पर तोक्यों में एक सवांददाता सम्मेलन का आयोजन किया गया। जिसमे चीफ केबिनेट सैकेट्ररी जनाब यूक्यो अदानों साहब ने शंका जाहिर की। कि फुकुशिमा पावर प्लांट नम्बर १ के रिएक्ट ३ में भी एक विस्फोट हो सकता है। ये आशंका जताते हुए उन्होंने बताया कि इसका कारण यह हो सकता है कि वहां शायद हाइड्रोजन बहुत अधिक मात्रा में इकट्ठी हो गई होगी लेकिन उन्होंने किसी भी प्रकार की स्वास्थ्य संबधी समस्या की आशंका से इंकार किया। और कहा कि काफी लोगों को पहले ही निकाला जा चुका है। उन्होंने कहा कि जब वहां पर गर्मी बहुत ज्यादा बढ़ गई अंदर लगा कि तापमान बहुत ज्याद बढ़ गया है तो उसको नीचे लाने के लिए एक प्रेशर वाल्व उसमें होता है उसको खोला गया। और उसमें पानी डालने का प्रयास किया गया। पानी डाला जा रहा था लेकिन उसमें वाटर पम्प था उसने काम करना बंद कर दिया। उसके बाद यह प्रयास किया गया कि समुद्र का पानी डालकर उसको ठंडा किया जाए। लेकिन इस कार्यवाही के दौरान जितना समय लगा उसमें यह आशंका है कि वहां काफी ज्यादा मात्रा में हाइड्रोजन गैस इकट्ठी हो गई होगी। और जो एक और विस्फोट का कारण बन सकती है।
कल इस संयंत्र के रिएक्टर संख्या एक में विस्फोट और रिसाव के बाद हजारों लोगों को दूसरे स्थानों पर भेज दिया गया था। जापान की परमाणु सुरक्षा एजेंसी ने बताया है कि फुुकुशिमा के परमाणु ऊर्जा संयंत्र में विकिरण का स्तर वैध सीमा को पार कर गया है। कल से संयंत्र के आसपास के इलाके में कम से कम २२ लोग विकिरण का शिकार हो चुके हैं।

---- केन्द्रीय सतर्कता आयोग ने एक जांच में पाया है कि राष्ट्रमंडल खेल आयोजन समिति के अधिकारियों ने वास्तविक कीमत से १४ गुना से अधिक कीमत पर उपकरण किराए पर लिए। आयोग ने केन्द्रीय जांच ब्यूरो को भेजी रिपोर्ट में कहा है कि समिति ने दो करोड़ ८० लाख रूपये लागत वाला उपकरण ४२ करोड़ ३४ लाख रूपये में किराये पर लिया। आयोग को, बोली लगाने में फर्जीवाड़े, वास्तविक लागत से कई गुना अधिक रकम पर उपकरण किराये पर लेने, आपूर्ति किये गये सामान की दर बहुत ज्यादा होने, दोहरे भुगतान और घटिया गुणवत्ता वाले कार्य होने के संकेत भी मिले हैं।

केन्द्रीय रिजर्व पुलिस बल ने राष्ट्रीय मानवाधिकार आयोग से कहा है कि पिछले वर्ष अगस्त में सोपोर में दो नागरिकों की हत्या के सिलसिले में सीआरपीएफ पर लगाये गये आरोप निराधार प्रतीत होते हैं। सीआरपीएफ ने कहा कि उसके जवानों ने शहर में विरोध प्रदर्शनों के दौरान अपनी रक्षा के लिए केवल हवा में गोलियां चलाई थीं।

स्वास्थ्य मंत्रालय ने वित्त मंत्री से अगले वर्ष के बजट में कुछ स्वास्थ्य सेवाओं पर पांच प्रतिशत कर लगाने के प्रस्ताव को वापस लेने की अपील की है। स्वास्थ्य राज्य मंत्री दिनेश त्रिवेदी ने कहा कि नये करों से गरीबों के लिए स्वास्थ्य सेवायें और महंगी हो जायेंगी। वित्त मंत्री मुखर्जी ने शुक्रवार को लोकसभा में कहा कि वित्त मंत्रालय सांसदों और अन्य लोगों से प्राप्त सुझावों और टिप्पणियों की पड़ताल कर रहा है।

Japan's second nuclear reactor in the quake-stricken north experienced serious troubles today after its emergency cooling system failed, triggering a fresh radiation threat. The Fukushima power plant's operator said, pressure was rising inside reactor No. 3 after it lost its cooling system. The development came a day after thousands of people were evacuated from the area after a blast and leakage from the No. 1 reactor at Fukushima, 240 km north of the capital Tokyo. The explosion had blown off the roof and walls around the reactor. According to IAEA, the UN nuclear watchdog agency, an estimated 1 lakh 70 thousand people have been evacuated from the area around the plant. Tokyo Electric Power Company, which runs the power station, notified Japan's nuclear safety agency that the radiation level at the Fukushima No. 1 nuclear power plant had exceeded the legal limit. The nuclear safety agency also said the Tokyo Electric Company acknowledged that the No. 3 reactor of the Fukushima plant had lost its cooling functions is now in the process of releasing radioactive steam. At least 22 people are known to have been exposed to radiation near the plant since yesterday. The authorities said that an emergency had been declared at all the five nuclear reactors as the units had lost cooling ability. The US dispatched plane loads of coolants to the disaster struck nation. In the small town of Minamisanriku alone, about 10,000 people, over half the town's population, remained unaccounted for. Four trains running in a coastal area of Miyagi and Iwate prefectures remained unaccounted for. It is not known how many people were on board the trains that were running on the Pacific coast when the quake hit Northern Japan. Meanwhile, Japan was today shaken by another strong earthquake off its eastern coast, closer to Tokyo. The latest temblor swayed buildings in the capital. The US Geological Survey says, the temblor had a magnitude of 6.2 and struck around 7 this morning IST. It centered about 179 kilometres east of Tokyo, at a depth of 24.5 kilometres.
Ready to extend all possible help immediately to Japan, India is sending its first plane-load of blankets today. In a twitter Foreign Secretary Nirupama Rao said, the issue was discussed with the Japanese Ambassador in Delhi and it was felt this is the most useful and needed item in view of the cold weather conditions in affected areas. Ms. Rao is in constant touch with Indian embassy officials in Tokyo and also Japanese officials in Delhi regarding their requirements. MEA officials also said that governments of Haryana and Punjab are helping in procuring large quantity of woolen blankets. Rescue teams from South Korea, Australia, New Zealand, Singapore and other countries were set to arrive in Japan, after 50 nations offered support following the powerful earthquake.

The United States says, it supports a unanimous call by the Arab League for a No Fly Zone over Libya. The White House said the Arab League agreement to ask the UN Security Council to enforce the No Fly Zone, strengthened the international pressure on Col. Gaddafi. The 22- Member Bloc also decided to establish formal contacts with the Transitional Council set up by the Libyan rebels opposing Col. Gaddafi. Meanwhile, forces loyal to Libyan leader Muammar Gaddafi are within striking distance of the main opposition-held eastern city of Benghazi after they stormed into Brega. Al Jazeera channel reported that Gaddafi's forces are now in a good position to take on Benghazi, the seat of the rebels' National Opposition Council. With air supremacy and a big advantage in tanks, Gaddafi's forces are keeping up the momentum on the ground. Reports suggest that the rebel forces are losing steam to the better armed government forces. Columns of Libyan tanks backed by fighters and gun ships entered the city of Brega. Anti-Gaddafi rebels have also been pushed out of the northern oil town of Ras Lanuf.

In Yemen, reports quoting witnesses say that four protestors were killed and hundred others injured yesterday when security forces opened fire on pro-democracy demonstrations. Our West Asia Correspondent reports that the violence began with a pre-dawn raid on a central square in the capital, Sanaa, where thousands of pro-democracy protesters have been camped out for the past month to demand the ouster of President Ali Abdullah Saleh who has been in power for 32 years.
Protests intensified in Yemen after security forces stormed a protest camp in capital Sana'a early yesterday. The attack caught the mostly young protesters off-guard who were camping at a square near Saana university demanding the resignation of country’s president who is in power for more than 32 years. The attack on the anti-government protest camp comes two days after President Saleh offered a series of political reforms. Meanwhile protestors in Bahrain demonstrated yesterday at one of the royal family's palaces calling for political reforms. A similar march on Friday triggered a violent response from security forces.

In China, fire-fighters are continuing their efforts to contain a fire that has been raging for more than 22 hours in a forage plant in the northern Tongliao City. The fire that broke out at noon yesterday has so far burnt an area of 10,000 square meters in the hay storage yard of the forage plant in Yuliangbao Township. No casualties have been reported. Fire-fighters said strong winds have fanned the flames, making it difficult to contain the fire. The forage plant also raises more than 10,000 cows and the losses inflicted to the cows remained unknown. Cause of the fire is under investigation.

An investigation by Central Vigilance Commission has found that officials of Commonwealth Games Organising Committee had hired equipment for overlay works at over 14 times the actual price. In its report to CBI on overlays scam, CVC said, the committee had taken equipment on rent at an inflated 42.34 crore rupees against the actual cost of 2.80 crore, thus giving undue benefits to the companies. Besides, the investigators of the anti-corruption watchdog have found indications of collusive bidding, cost of renting items far higher than the cost of procurement, unreasonably high rate on supplied items, double payment and inferior quality in the overlays work. In its report, CVC also said, there was no cooperation from OC officials in furnishing documents, clarifications and information during its probe in the alleged scam.

In Assam, the Election Commission has appointed 52 general and 20 expenditure observers to supervise the ensuing Assembly polls in the State. The State is going to polls in two phases on 4th and 11th of the next month. Our Correspondent reports that most of the political parties in the State, except the ruling Congress, have released their lists of candidates for the polls to the 126-member Assam Assembly. With finalization of nominees by most of the political parties, the nomination filing process for the first phase of polls may pick up from tomorrow.
With only four days left for filing of nominations for the first phase of election, political activity is gearing up to finalize the list of candidates. Ruling Congress has announced its first list of candidates in 118 constituencies. The party has already announced to contest in all 126 constituencies without any pre poll alliance. The main opposition Asom Gana Parishad has already announced 96 candidates so far. The party has pre-poll alliance with BPPF and Gana Sakti. The BJP also declared another list of candidates for 6 constituencies. With this, it has so far announced 116 candidates. The AIUDF also announced its first list of candidates in 26 constituencies. The left alliance comprising of CPI-M,CPI,CPI-ML and Forwad Block also announced candidates in 48 constituencies. The first phase of election is scheduled to be held on 4th of next month.

In Kerala, both ruling LDF and opposition UDF is engaged in last round seat sharing talks for next month's assembly election. While CPIM led LDF has almost finalised the seat sharing arrangements, final announcement is likely by tomorrow. Congress led UDF is also engaged in final round of marathon discussion with main parties in its fold.
In Kerala, for the assembly election to be held on 13th of next month, CPIM is likely to field 95 candidates. At the same time, the other main constituent of the LDF, CPI will have 27 candidates in the fray. Oppostion UDF has also reached the final stage on seat sharing talks. However,Janatipatya Samrakshna Smity, JSS led by K R Gouriamma has developed serious difference of opinion with Congress party. The chances of JSS moving towards the Left Front cannot be ruled out. Meanwhile, BJP having announced forty candidates so far has intensified its campaign especially in Tiruvanthapuram. The party fielding former central minister O Rajgopal from Nemom constituency hopes to open account in the Kerala Assembly this time.

Polling is being held for the City Corporation of Panaji (CCP) in Goa today. Voting for 30 wards has begun where 92 candidates including 32 women are in the fray. State Election Commission has made elaborate arrangements to ensure free and fair polls. Counting will be held tomorrow. Our Correspondent reports that altogether 32,088 voters are eligible to exercise their franchise in this election. Electronic voting machines are being used for the first time for local elections.

Jammu and Kashmir Minister for Rural Development, Panchayats, Law, Justice and Parliamentary Affairs Mr Ali Mohammad Sagar has reiterated the government's resolve to more involvement of the MLAs to allow democracy to flourish in the State. He said the government for the first time involved them fully in formulation and implementation of different schemes carried out in their constituencies. Winding up discussion on the demand of grants of the departments under his charge, Mr. Sagar said, due care is being taken to accommodate the needs and views of the people to ensure that maximum benefits accrue to them within the stipulated time frame. Talking about Mahama Gandhi National Rural Employment Guarantee Act Scheme (MGNREGA), the Minister said that the scheme is being implemented with maximum transparency to ensure that the benefits reach to the targeted populace.
Regarding the holding of Panchayati elections in the State, the Minister said that all the requisite formalities have been completed adding that for the first time elections for 3-tier Panchayats will be conducted on non party basis. He said the Government is also setting up separate Finance Commission and Election Commission for Panchayats for which he said the Bills will be tabled in the ongoing session and added that reservation for women and SC and ST population will also be ensured. With regard to providing justice to the people at an earliest, the Minister said that several measures have been taken. He said 12 new courts have been opened after getting the proper sanction. An amount of over Rs. 27 crore has so far been released for upgrading the judicial infrastructure .

The Rail Traffic on Moradabad-Delhi route continues to be disrupted for ninth day today due to Jat reservation movement. The Jats are squatting on the rail tracks in Kafurpur of Jyotiba Phule Nagar in Uttar Pradesh causing disruption of traffic at Kanpur-Bareilly-Delhi rail route. Over 50 long-distance trains are either cancelled or being diverted to other routes. Many long distance trains are running 6 to 12 hours late. Our correspondent adds that the Jats are demanding reservation in Other Backward Class (OBC) quota in central government jobs. Meanwhile, the agitators have threatened to intensify their agitation further if their demands are not met.
The agitation is badly hampering the public life as the trains are running late and also no train is available for several destinations on Delhi-Moradabad route. The UP Chief Minister Mayawati however, has advised the agitators to launch peaceful agitation in Delhi but the stalemate continues as the plight of commuters also continues.

In Jharkhand, there has been no response in the urban areas to a 48-hour bandh called by the Communist Party of India-Maoist (CPI-Maoist) in West Bengal, Jharkhand, Bihar and Orissa from today. Reports from rural areas however suggest, the bandh has affected the loading of minerals and long distance road transport. The bandh is to protest the killing of its so called commander Sashadhar Mahato by police in an encounter. According to police sources, Sashadhar Mahto was killed in an encounter with the security personnel near Jamboni in Jhargram sub-division of West Midnapore district on March 10th.

The Union Health Ministry has urged Finance Minister Pranab Mukherjee to roll back proposed five percent service tax on certain health services in the next year's budget. Minister of State for Health Dinesh Trivedi said, the new tax will make the health services costlier for the poor. Finance Minister told the Lok Sabha on Friday that he was examining various suggestions and feedbacks received from MPs and other quarters and the ministry is examining these.
