मुख्य समाचार : -

• जापान में दो परमाणु रिएक्टरों को गर्म होने से बचाने और उनके रेडियोधर्मी विनाशकारी प्रभाव से निपटने के लिए युद्धस्तर पर प्रयास जारी। त्सुनामी से मरने वालों की संख्या दस हजार से अधिक होने की आशंका।
• पश्चिम बंगाल में सत्तारूढ़ वाममोर्चे ने विधानसभा चुनाव के लिए अपने उम्मीदवारों की सूची जारी की। नौ मंत्रियों को टिकट नहीं। सीटों के बंटवारे पर कांग्रेस और तृणमूल कांग्रेस के मतभेद कम हुए।
• केंद्रीय सतर्कता आयोग की जांच में राष्ट्रमंडल खेलों के सामान लेने में खामियों का पता लगा, वास्तविक कीमत से चौदह गुना अधिक कीमत पर खेलों के सामान किराए पर लिए गए।
• लीबिया में कर्नल गद्दाफी की सेनाओं का एक और महत्वपूर्ण शहर पर कब्ज+ा। अरब देशों के विदेशमंत्रियों का संयुक्त राष्ट्र सुरक्षा परिषद् से आग्रह - लीबिया के विमानों की उड़ान पर प्रतिबंध लगे।

जापान में भूकंप से प्रभावित दो परमाणु रिएयक्टरों के गर्म होने से बचाने और उनके रेडियोधर्मी विनाशकारी प्रभाव से निपटने के लिए युद्ध स्तर पर प्रयास किए जा रहे हैं।  धमाके से क्षतिग्रस्त रिएयक्टरों में ईंधन छड़ों को गर्म होने से बचाने की पूरी कोशिश की जा रही है। सरकार ने कहा है कि टोकियो से डेढ़ सौ मील उत्तर में एक रिएयक्टर में धमाका होने के बाद एक इमारत में भी विस्फोट का खतरा है। इसी इमारत में दूसरा परमाणु रिएयक्टर लगा हुआ है। अगर ईंधन छड़ें ठंडी न हुईं तो रिएयक्टर में धमाका हो सकता है और  रेडियोधर्मी विकिरण हवा में फैल जाएगा।
यहां ताजा स्थिति इस समय यह है कि कुल मारे गए 1300 लोगों की पुष्टि हो चुकी है और पुलिस का यह दावा है कि मियादी.....की मृतकों की संख्या 10 हजार से ऊपर जा सकती है। अभी तक तीन लाख दस हजार लोगों को पहुंचाया जा चुका है सुरक्षित ठिकानों पर और खास पर यह है कि पहले जिस तरह से कहा जा रहा था कि यह भूकंप 8 दशमलव 8 की तीव्रता वाला था अब उस आंकड़े में संशोधन किया गया है। जापान की जो मौसम एजेंसी है जो उसका दावा है कि 9 की तीव्रता वाला यह भूकंप रहा और सबसे खास बात यह है कि फुकुशिमा प्रोफेक्चर का पावर प्लांट नं. 1 जो है जहां कल भी विस्फोट हुआ था । उसका रिएक्टर नं. 3 में फिर से हाइड्रोजन विस्फोट की आशंका जताई जा रही है।

फुकुशिमा ऊर्जा संयंत्र के आस-पास बीस किलोमीटर के क्षेत्र को खाली करा दिया गया है। एक दूसरे परमाणु संयंत्र के आसपास दस किलोमीटर क्षेत्र से भी लोगों को हट जाने को कहा गया है। करीब एक लाख चालीस हजार लोग इस क्षेत्र से हट गए हैं। लोगों को रेडियोधर्मी विकिरण से बचाने के लिए आयोडीन वितरित की जा रही है।
इस बीच, आज का दिन लाखों जापानियों ने पानी और बिजली के बग़ैर गुजारा। यह लोग नूडल और चावल के सहारे जिंदा हैं। देश भर में तीन लाख लोग अलग-अलग स्थानों से हटाए गए हैं। एक लाख सैनिक बचाव कार्य में लगाए गए है। देश का बहुत बड़ा इलाका पानी से घिरा है और वहां पहुंचना मुश्किल है। पेट्रोल पम्प भी बंद हैं।
जापान में भूकंप से प्रभावित परमाणु संयंत्र में धमाके के बाद एक दूसरे संयंत्र में विकिरण की मात्रा ज्यादा होने को देखते हुए आपातकालीन स्थिति घोषित कर दी गई है। अधिकारियों ने बताया कि तोहोकु इलैक्ट्रिक पावर कंपनी ने ओनागवा परमाणु बिजली संयंत्र के आस-पास रेडियोधर्मी विकिरण में बढ़ोतरी को देखते हुए सतर्कता की घोषणा की गई है। अधिकारियों के अनुसार ओनागावा में तीन रिएयक्टरों की स्थिति नियंत्रण में है।
जापान के प्रधानमंत्री नाओतो कान ने कहा कि उनका देश दूसरे विश्व युद्ध के बाद से अब तक का सबसे बड़ा संकट झेल रहा है। भूकम्प और सुनामी से हुए व्यापक विनाश के साथ-साथ जापान परमाणु आपात स्थिति से निपटने की कोशिश कर रहा है। प्रधानमंत्री ने कहा कि राजधानी टोकियो में पावर-कट जरूरी हो गये हैं।
भारत का एक विमान आज कम्बल लेकर जापान जा रहा है। विदेश सचिव निरूपमा राव ने कहा है कि दिल्ली में जापान के राजदूत के साथ इस बारे में बातचीत की गई। भूकंप और सुनामी प्रभावित इलाकों में सर्दी को देखते हुए कंबल को सबसे उपयोगी और जरूरी वस्तु समझा गया और तुरंत भेजने का फैसला किया गया।
उधर, दक्षिण कोरिया, ऑस्टे्रलिया, न्यूजीलैंड, सिंगापुर और कई अन्य देशों के दल राहत और बचाव कार्यों में मदद के लिए जापान पहुंच रहे हैं। 50 से अधिक देशों ने जापान को मदद की पेशकश की है।

विनाशकारी भूकंप और त्सुनामी से प्रभावित जापान को श्रीलंका दस लाख अमरीकी डालर की सहायता उपलब्ध कराने के साथ ही एक विशेष चिकित्सा दल भी वहां भेजेगा। श्रीलंका के राष्ट्रपति महेन्दा राजपक्षे ने टे्रजरी सचिव पी बी जयसुन्दरा को सहायता राशि जारी करने के लिये कदम उठाने को कहा है।  त्सुनामी प्रभावित लोगों के इलाज के लिये एक विशेष चिकित्सा दल जापान को भेजा जायगा जिसमें सेना के डाक्टर और नर्स शामिल होंगे।

जर्मनी की चांसलर अंगेला मर्केल का कहना है कि जापान के परमाणु संयंत्रों से रेडियोधर्मी पदार्थ के रिसाव के बाद जर्मनी के परमाणु संयंत्रों के सुरक्षा पैमानों की समीक्षा की जायेगी। उन्होंने जापान पर आये इस संकट को विश्व के लिए एक नया मोड़ बताया। जर्मनी की परमाणु नीति इस वर्ष होने वाले क्षेत्रीय चुनावों में एक महत्वपूर्ण राजनीतिक मुद्दा है।

पश्चिम बंगाल में विधान सभा चुनाव के लिए सत्तारूढ़ वाम मोर्चे की ओर से जारी एक सौ उनचास उम्मीदवारों की सूची में मौजूदा नौ मंत्रियों के नाम शामिल नहीं हैं। ऐसा माना जा रहा है कि वाम मोर्चे ने सरकार विरोधी लहर का मुकाबला करने के लिए यह फैसला किया है। राज्य की दो सौ 94 सीटों वाली विधानसभा के लिए 18 अप्रैल को चुनाव होंगे। वाम मोर्चे के अध्यक्ष बिमान बोस ने आज कोलकाता में पार्टी उम्मीदवारों की सूची जारी की।

कांग्रेस ने आशा व्यक्त की है कि पश्चिम बंगाल चुनावों के लिए सीटों के बंटवारे पर तृणमूल कांग्रेस के साथ मतभेद सुलझा लिये जाएंगे। दोनों पार्टियों के बीच औपचारिक बातचीत आज नई दिल्ली में शुरू हुई। तृणमूल कांग्रेस की तरफ से केन्द्रीय मंत्री सुल्तान अहमद और मुकुल रॉय ने कांग्रेस कार्यकारिणी में पश्चिम बंगाल प्रभारी शकील अहमद के साथ बैठक की। गठबंधन के बीच मतभेद कम हुए हैं। कांग्रेस अब 75 सीटें मांग रही है और तृणमूल कांग्रेस करीब 60 सीटें देना चाहती है।

असम में सत्तारूढ कांगे्रस पार्टी ने चार और ग्यारह अप्रैल को होने वाले विधानसभा चुनाव के लिए 118 विधानसभा क्षेत्रों में उम्मीदवारों की सूची जारी कर दी है। कांगे्रस ने 126 उम्मीदवारों को चुनाव में उतारने की घोषणा की है।
मुख्यमंत्री तरूण गोगोइ विधानसभा अध्यक्ष शंभूबहादुर राय सहित सभी मंत्री और कई विधायकों के नाम इस लिस्ट में हैं। इधर एआईईडीएफ ने भी आज 24 उम्मीदवारों के नामों की घोषणा की हैं। कल और पांच नामों की भी घोषणा करेंगे। एआईईडीएफ इस बार असम में इस बार 86 सीटों पर चुनाव लड़ेगे। इधर असम .गण परिषद..के सांसद जोसफ तब्बु ने पार्टी के कुछ फैसलों से नाराज होकर पार्टी पद से इस्तीफा दे दिया है। पहले चरण के मतदान के लिए नामांकन भरने का आखरी तारीख 17 मार्च है।

पुड्डुचेरी विधान सभा चुनाव के लिए 13 अप्रैल को होने वाले मतदान में हिस्सा लेने के लिए मतदाताओं को फोटो वाले मतदाता पहचान पत्र दिखाना जरूरी होगा। राज्य के मुख्य चुनाव अधिकारी बिलाती पर्टिन ने आज पुड्डुचेरी में कहा कि किसी और दस्तावेज के आधार पर मतदान की अनुमति नहीं दी जाएगी।

इस बीच, कांग्रेस और द्रमुक तेरह अप्रैल को पुड्डुचेरी में होने वाले विधान सभा चुनाव के लिए सीटों के बटवारे पर अगले एक-दो दिन में फैसला कर लेंगे।

निर्वाचन आयोग ने कर्नाटक में अनुसूचित जनजाति के लिये आरक्षित चन्नापतना जगालूर और अनुसूचित जाति के लिये आरक्षित बंगारापेट विधानसभा सीटों के उपचुनाव की तारीख की घोषणा कर दी है। इन सीटों के लिये मतदान नौ अप्रैल को और मतगणना 13 मई को होगी।

केन्द्रीय सतर्कता आयोग की जांच में पता चला है कि राष्ट्रमंडल खेल आयोजन समिति के अधिकारियों ने वास्तविक कीमत से 14  गुना से अधिक  कीमत पर सामान किराए पर लिए। आयोग ने केन्द्रीय जांच ब्यूरो को भेजी रिपोर्ट में कहा है कि समिति ने दो करोड़  80 लाख रूपये लागत वाला उपकरण 42 करोड़ 34 लाख रूपये में किराये पर लिया। आयोग को, बोली लगाने में फर्जीवाड़े, वास्तविक लागत से कई गुना अधिक रकम पर उपकरण किराये पर लेने, आपूर्ति किये गये सामान की दर बहुत ज्यादा होने, दोहरे भुगतान और घटिया दर्जे का कार्य होने के संकेत भी मिले हैं।

लीबिया में सरकारी सेनाओं की भारी गोलाबारी को देखते हुए विद्रोही एक और मुख्य शहर से पीछे हट गये हैं। कुछ विद्रोहियों को ब्रेगा शहर छोड़ते हुए देखा गया।  अरब देशों के विदेश मंत्रियों ने घोषणा की कि गद्दाफी शासन करने का अधिकार खो चुके हैं और उन्होंने संयुक्त राष्ट्र सुरक्षा परिषद से आग्रह किया कि वह लीबिया में बिगड़ती स्थिति को देखते हुए परिषद अपनी जिम्मेदारी को सम्भाले और लीबिया के युद्धक विमानों की उड़ान पर रोक लगाए। अमरीका ने भी इस फैसले का स्वागत किया है।

क्रिकेट विश्वकप में ग्रुप ए में बंगलुरू में 325 रन के लक्ष्य का पीछा करते हुए केन्या ने ताजा समाचार मिलने तक .33वें  ओवर में .3.. विकेट पर .150. रन बना लिए हैं। टॉस जीतकर बल्लेबाजी करते हुए ऑस्ट्रेलिया ने छह विकेट के नुकसान पर 324 रन बनाए।

Japan fought today to avert a disastrous meltdown at two earthquake-crippled nuclear reactors as estimates of the death toll from the tsunami that charged across its northeast rose to more than 10,000. Officials worked desperately to stop fuel rods in the damaged reactors from overheating after some controlled radiation leaks into the air to relieve pressure. The government said a building housing a second reactor was at risk of exploding after a blast blew the roof off the first the day before at the complex, 150 miles north of Tokyo. The fear is that if the fuel rods do not cool, they could melt the container that houses the core, or even explode, releasing radioactive material into the wind.     

Broadcaster NHK, quoting a police official, said more than 10,000 people may have been killed as the wall of water triggered by Friday's 8.9-magnitude quake surged across the coastline, reducing whole towns to rubble. Authorities have set up a 20-km exclusion zone around the Fukushima Daiichi plant and a 10 km zone around another nuclear facility close by. Around 140,000 people have been moved from the area, while authorities prepared to distribute iodine to protect people from radioactive exposure.

Meanwhile, millions of Japanese were without drinking water or electricity today, surviving on instant noodles and rice balls. Kyodo news agency said, almost two million households were without power in the freezing north and about 1.4 million without running water. About 300,000 people were evacuated nationwide, many seeking refuge in shelters, wrapped in blankets, some clutching each other sobbing. Although the government doubled the number of soldiers deployed in the aid effort to 100,000, it seemed overwhelmed by what's turning out to be a triple disaster. Teams searched for the missing along hundreds of miles of the Japanese coast, and thousands of hungry survivors huddled in darkened emergency centres that were cut off from rescuers and aid. Large areas of the countryside were surrounded by water and unreachable. Fuel stations were closed and people were running out of gasoline for their cars.

Ready to extend all possible help immediately to Japan, India is sending first plane-load of blankets today. In a tweeter Foreign Secretary Nirupama Rao said, the issue was discussed with Japanese Ambassador in Delhi and it was felt this is the most useful and needed item in view of the cold weather conditions in affected areas. Ms. Rao is in constant touch with Indian embassy officials in Tokyo and also Japanese officials in Delhi regarding their requirements. Meanwhile, rescue and relief teams from South Korea, Australia, New Zealand and Singapore are also reaching Japan. Over 50 countries have offered assistance to the quake ravaged country.

Nine Ministers were today dropped from the list of contestants for the West Bengal Assembly polls with the Left Front announcing 149 new candidates, apparently to counter anti-incumbency. The list was announced by Left Front Chairman Biman Bose at a press conference in Kolkata today for elections to the 294-member House, beginning April 18th.

The ruling front has dropped nine Ministers from its candidate's list. They include tourism Minister Mr.Madhav Mukehrjee, School Education Minister Mr.Partho Dey, Water Resource Development Minister Mr.Nando Gopal Bhattacharayjee and others. Besides the Speaker of the assembly Mr.Hashim Abdul Halim ,Deputy Speaker Mr.Bhakti Pada Ghosh and government's Chief Whip Mohamd. Masih are also not contesting this time. While Chief Minister Mr.Bhuddhadev Bhattacharyajee  will contest the election from his old constituency Jadavpur.

Congress today expressed the hope of resolving differences on seat-sharing with the Trinamool Congress for the West Bengal Assembly polls. The first round of formal talks between the two parties began with Union Ministers Sultan Ahmed and Mukul Roy from Mamta Banerjee's party meeting Congress Working Committee in-charge for the state, Shakeel Ahmed in New Delhi. After two-hour long meeting, Shakeel Ahmed said that the alliance was strong. Sources said, there were some irritants in the alliance talks initially with Congress demanding over 100 seats and Banerjee's party offering only 45. However, the differences have narrowed down with Congress now insisting on 75 while Trinamool is in a mood to give nearly 60 seats.

In Assam, the ruling Congress party today declared its first list of candidates in 118 constituencies for the ensuing Assembly polls scheduled to be held on 4th and 11th of next month. AIR correspondent reports that the AIUDF also declared its list of 24 candidates.

The ruling Congress party has today announced 118 candidates . Chief Minister Tarun Gogoi ,Assembly Speaker Tanka Bahadur Rai and most of the other senior ministers and sitting MLAs remained in the party’s list of candidates.       The AIUDF also announced its first list of candidates for 24 seats.        With finalization of nominees by most of the political parties, the nomination filing process for the first phase of polls likely to pick up from tomorrow.

Meanwhile, Asom Gana Parishad MP in Lok Sabha Joseph Toppo decided to quit all party positions expressing displeasure over party’s candidate selection in Dhekiajuli constituency. The party so far announced 96 candidates.

In Puducherry, the Congress and DMK will finalise in a couple of days, the number of seats each party would contest in the April 13th Assembly elections. Union Minister of State for Parliamentary Affairs and PMO, V Narayansamy said today in Puducherry that both the parties discussed the number of seats each party would contest and the views were apprised to the respective party high commands.

In Kerala, in the ongoing seat sharing arrangements, Janathipathya Samrakshna Samiti, JSS has finally yielded to the tough position of Congress and agreed to accept four seats in next month's assembly election. JSS, in a dramatic turn of events finally indicated that it will be facing election as part of UDF. Another major constituents of UDF, Kerala Congrees (M ) also relaxed its tough stand on seat sharing. Ruling LDF having finalised seat sharing arrangements is expected announce candidates tomorrow after the crucial meeting of LDF at Thiruvanathapuram.

The Election Commission has announced the dates for by-elections in Channapatna, Jagalur, reserved for ST and Bangarapet reserved for SC candidates in Karnataka. The polling will be held on April 9 and counting of votes on May 13. The last date for nominations is March 23 and the last date for withdrawal of candidatures is 26th of this month.

An investigation by Central Vigilance Commission has found that officials of Commonwealth Games Organising Committee had hired equipment for overlay works at over 14 times the actual price. In its report to CBI on overlays scam, CVC said, the committee had taken equipment on rent at an inflated 42.34 crore rupees against the actual cost of 2.80 crore, thus giving undue benefits to the companies. Besides, the investigators of the anti-corruption watchdog have found indications of collusive bidding, cost of renting items far higher than the cost of procurement, unreasonably high rate on supplied items, double payment and inferior quality in the overlays work. In its report, CVC also said, there was no cooperation from OC officials in furnishing documents, clarifications and information during its probe in the alleged scam.

Mr. P C Chacko, Chairman of Joint Parliamentary Committee set up to probe the 2G spectrum scam, has said that the Prime Minister Dr. Manmohan Singh will be called before the panel if it is absolutely necessary and there is consensus among the members. He said, it will be a last resort for the fair conclusion of the Committee's work.

An Air India pilot has been arrested in the capital for allegedly using forged mark sheets to procure a license from country's airline regulator, the second such incident in the past four days. Captain J K Verma was apprehended in New Delhi late last night after following investigations into a complaint filed by the Directorate General of Civil Aviation (DGCA) which claimed that some of the pilots had forged mark sheets to get license. A senior police official said, the scanner is on for two more pilots Meenakshi Sehgal of Indigo and Swaran Singh Talwar of MDLR. The official said Sehgal, a resident of North Delhi, and Talwar, a resident of Jaipur, were absconding.

The budget session of the Maharashtra legislature begins tomorrow in Mumbai. Deputy Chief Minister and Finance Minister Ajit Pawar will present his first budget on 23rd March. The fifty per cent reservation bill for women in local self-government bodies is expected to be introduced in this session.

The Budget Session of Maharashtra Legislature is likely to be a stormy affair with the Shiv Sena-Bharatiya Janata Party (BJP) combine opposition likely to take on the government on a number of issues including corruption and the murder of Additional District Collector Yashwant Sonawane. Tomorrow's Budget Session will be the first for Prithviraj Chavan. Unlike the Winter Session in Nagpur, Chavan may not have a smooth sailing in the budget session. Prime Minister Manmohan Singh's statement in the Rajya Sabha that Department of Personnel and Training, then under Chavan was responsible for short listing P J Thomas for the post of Central Vigilance Commissioner, will also provide ammunition to the Opposition.

Libyan rebels abandoned another key town today under heavy shelling from advancing government forces, as international backing grew only slowly for a no-fly zone over the country. Dozens of rebels were seen leaving the coastal town of Brega and heading for Ajdabiya, 80 kilometres away on the road to the main rebel cities of Benghazi and Tobruk. Rebel sources said forces loyal to Moammer Gaddafi were approaching from the west, and Libyan state television, quoting an unspecified military source, later declared Brega purged of the armed gangs.

Meanwhile, rebel morale had been boosted yesterday by an Arab League decision to support a no-fly zone over Libya and to make contact with the insurgents' provisional national council in Benghazi. Declaring Gaddafi had lost all legitimacy, Arab foreign ministers urged the UN Security Council to assume its responsibilities in the face of the deteriorating situation in Libya and take the necessary measures to impose an air exclusion zone for Libyan warplanes. The United States welcomed the decision, which strengthens the international pressure on Gaddafi and support for the Libyan people.
