लीबिया पर सैनिक कार्रवाई के बारे में विचार के लिये आज फ्रांस में एक शिखर बैठक हो रही है। इसमें यूरोपिय संघ और अरब लीग के नेताओं के अलावा अमरीकी विदेश मंत्री हिलेरी क्लिंटन भी भाग लेंगी। लीबिया पर होने वाले संभावित हवाई हमले में ब्रिटेन, फ्रांस और कुछ अरब देशों के भाग लेने की आशा है। संयुक्त राष्ट्र में फ्रांस के राजदूत ने कहा है कि इस बैठक के कुछ घंटों के भीतर ही सैनिक हस्तक्षेप शुरू हो सकता है। ब्रिटेन के प्रधानमंत्री डेविड कैमरॉन ने कहा कि लड़ाकू विमानों को इस क्षेत्र के अड्डों की ओर भेजा जा रहा है।
इससे पहले अमरीकी राष्ट्रपति बराक ओबामा ने कहा कि कर्नल गद्दाफी की वफादार सेनाएं विद्रोही इलाकों में हमला तुरंत रोकें वरना उन्हें सैनिक कार्रवाई का सामना करना होगा।
इस बीच कर्नल गद्दाफी के समर्थक सैनिक दस्ते बैंगाजी में प्रवेश कर गए हैं और उन्होंने विद्राहियों पर टैंको से हमला किया है। खबरों के अनुसार संघर्ष विराम और संयुक्त राष्ट्र द्वारा लीबिया को उड़ान वर्जित क्षेत्र घोषित करने के बावजूद एक जेट विमान को मार गिराया गया है।
विद्रोही नेता मुस्तफा अब्दुल जलील ने कहा है कि बेन्गाजी के सभी जिलों में तोपों और राकेटों से बमबारी की जा रही है, अगर अंतर्राष्ट्रीय समुदाय सुरक्षा परिषद के प्रस्तावों पर अमल नहीं करता तो भारी नरसंहार हो सकता है। लेकिन लीबिया सरकार के प्रवक्ता ने दावा किया है कि बेन्गाजी पर कोई हमला नहीं किया गया है। उनका कहना है कि संघर्षविराम का पूर्णरूप से पालन किया जा रहा है। अंतर्राष्ट्रीय पर्यवेक्षक चाहें तो आकर यह देख सकते हैं।

उधर, बहरीन के शाह ने अंतर्राष्ट्रीय दबावों को देखते हुए देश में सुधार लाने का वचन दिया है। बहरीन की सरकारी समाचार एजेन्सी के अनुसार शाह ने कहा है कि वो सुधार प्रक्रिया में कोई रूकावट नहीं आने देंगे। सुधार की यह प्रक्रिया उनके सत्तारूढ़ होने के साथ ही शुरू हो गई थी।
इस बीच, बहरीन में कफ्‌र्यू की अवधि घटाकर चार घंटे कर दी गई है। इस बीच, मनामा में एक महीने से लोकतंत्र के समर्थन में चल रहे आंदोलन के दौरान बुधवार को की गई कार्रवाई में लापता व्यक्ति की मौत की पुष्टि हो गई है। जेल में बंद विपक्षी नेताओं की सुरक्षा सुनिश्चित करने के बारे में बहरीन को अंतर्राष्ट्रीय दबाव का सामना करना पड़+ रहा है।

ईरान ने बहरीन में सैनिक हस्तक्षेप को क्षेत्रीय सुरक्षा और विश्व शांति के लिये गंभीर खतरा बताया है।

मिस्र में पुराने संविधान में बदलाव के मुद्दे पर राष्ट्रीय जनमत संग्रह हो रहा है। पिछले महीने होस्नी मुबारक के सत्ता से बेदखल होने के बाद संविधान को निलंबित कर दिया गया था। हमारे संवाददाता ने बताया है कि प्रस्ताव में राष्ट्रपति का कार्यकाल और आपात लगाने के राष्ट्रपति के अधिकार को सीमित करने और चुनावों को पारदर्शी बनाने के मुद्दे शामिल हैं।
जनमत संग्रह अपने वोटर 9 सुधारों के एक पैकेज पर निर्णय ले रहे हैं। आधे से ज्यादा सुधार चुनाव कराने के बारे में हैं जबकि एक सुधार स्वतंत्र उम्मीदवारों को राष्ट्रपति चुनाव लड़ना आसान करेगा और दूसरा चुनाव की देखरेख न्यायपालिका द्वारा करना सुरक्षित करेगा। सुधारों को एकमुश्त स्वीकार करना या रद्द करना जरूरी है। मिस्र के सुधारवादी नेता अलबरदायी अरब लीग वर्तमान अध्यक्ष उमरमुसा और युवा आंदोलनकारी इसका विरोध कर रहे हैं जबकि मुस्लिम ..समर्थन में खड़ी है।

जापान के ईबाराकी जिले में आज फिर भूकम्प के झटके महसूस किए गए। इसे रिक्टर पैमाने पर छह दशमलव एक मापा गया। मौसम विभाग के अनुसार त्सुनामी की चेतावनी जारी नहीं की गई है। भूकंप से टोक्यो में भी इमारतें हिलने लगीं, लेकिन फिलहाल किसी नुकसान की खबर नहीं है। नरिता हवाई अड्डे पर विमानों को सुरक्षा जांच के लिए अस्थाई तौर पर रद्द किया गया है। एनएचके जापान रेडियो की प्रतिनिधि लोचनी अस्थाना ने आकाशवाणी को बताया है कि फुकुशीमा संयंत्र के परमाणु रिएक्टरों के लिए बिजली आपूर्ति बहाल हो गई हैं।

इस समय की बड़ी खबर यह है कि फुकुशिमा परमाणु बिजली घर के पहले और दूसरे रिएक्टर तक बाहर से बिजली पहुंचाने में कामयाबी मिल गई है जिससे रिएक्टरों को ठंडा करने वाली प्रणाली फिर चालू होने की उम्मीदें बढ़ गई है। रिएक्टर नम्बर 4 में भी कल तक बिजली आपूर्ति बहाल करने कोशिश हो रही है। लेकिन अब भट्टियों को ठंडा करने वाली प्रणाली को पानी भेजने वाले पम्पों और मोटरों की जांच के बाद ही इन्हें चालू किया जा सकेगा। इस बीच, फुकुशिमा और इसके पड़ौसी..ईबारॉकी में ताजे दूध और पालक में मान्य मात्रा से ज्यादा विकिरण मिला है। सरकार इनके नमूने की फिर से जांच कर रही है।

इस बीच, जापान में भूकंप में लापता लोगों की खोजबीन जारी है। सात हजार तीन सौ 48 लोगों के मरने की पुष्टि की गई है। दस हजार 947 लोग लापता हैं। बर्फबारी की वजह से बुरी तरह प्रभावित इलाकों में राहत और बचाव कार्यों में रूकावट आ रही है।

केन्द्र के साथ जाट नेताओं की आज बातचीत बेनतीजा रही, क्योंकि जाट नेताओं ने अन्य पिछड़ा वर्ग श्रेणी के तहत नौकरियों में आरक्षण पर सरकार को फैसला लेने के लिए और समय देने से इंकार कर दिया। अखिल भारतीय जाट आरक्षण संघर्ष समिति के नेता यशपाल मलिक ने दावा किया कि केन्द्रीय गृहमंत्री पी. चिदम्बरम के साथ नई दिल्ली में एक घंटे की बैठक में केन्द्र ने उनकी मांगों को उचित बताया, लेकिन स्पष्ट रूप से कोई आश्वासन नहीं दिया गया। श्री मलिक ने कहा कि इस मुद्दे को अनिश्चित अवधि के लिए छोड़ा नहीं जा सकता। वे इसके लिए एक निश्चित समय सीमा चाहते हैं।
उधर, इलाहाबाद उच्च न्यायालय के कड़े निर्देश के बाद जाट आंदोलनकारियों ने उत्तरप्रदेश के काफुरपुर स्टेशन पर रेल पटरियों पर धरना समाप्त कर दिया है।
रेलवे अधिकारियों का कहना है कि लखनऊ, दिल्ली रेलमार्ग पर रेल यातायात शीघ्र ही सामान्य हो जायेगा। मामूली परिवर्तनों के तहत गाड़ियों का परिचालन शुरू हो गया है। उधर जाट आरक्षण संघर्ष समिति के नेता यशपाल मलिक का कहना है कि उन्होंने इलाहाबाद उच्च न्यायालय के आदेशों के सम्मान में रेल पटरियों से अपना धरना हटाया है लेकिन उनका आंदोलन जारी है। इस बीच पुलिस ने रेल पटरियों पर धरना देने और यातायात को बाधा पहुंचाने के आरोप में लगभग डेढ़ हजार जाट आंदोलकारियों के विरूद्व मुकदमा दर्ज किया है।

त्रिपुरा में मिजोरम के 15 रियांग बू्र शरणार्थी आग में झुलस कर मारे गये हैं। आग लगने के कारणों का पता नहीं चला है। पुलिस उप महानिरीक्षक नेपाल दास ने बताया कि यह दुर्घटना उत्तरी त्रिपुरा के शिविर में हुई।

केन्द्रीय कानून और न्याय मंत्री वीरप्पा मोइली ने वोट के बदले नोट मुद्दे से संबंधित विकीलीक्स के खुलासे को भारतीय लोकतंत्र को अस्थिर करने के इरादे से सोच-समझकर छपवाई गई खबर बताया है। आज बंगलौर में पत्रकारों से बातचीत में उन्होंने भारतीय जनता पार्टी और वाम दलों पर देशविरोधी तत्वों के हाथों में खेलने का आरोप लगाया।
पूर्व मुख्य न्यायधीश दिनाकरण के बारे में श्री मोइली ने कहा कि उनके खिलाफ महाभियोग की कार्रवाई संसद के मानसून सत्र में की शुरू की जा सकती है।

राज्यसभा द्वारा बनाई गई समिति ने सिक्किम उच्च न्यायालय के मुख्य न्यायधीश न्यायमूर्ति पी. डी. दिनाकरण पर भ्रष्टाचार और अनियमितताओं के सोलह आरोप लगाए हैं। उच्चतम न्यायालय ने आरोप-पत्र जारी करते हुए न्याययूर्ति दिनाकरण को अगले महीने की 9 तारीख तक इसका जवाब देने को कहा है।

पश्चिम बंगाल में लालगढ़ के पास संयुक्त सुरक्षाबलों और माओवादियों के बीच मुठभेड होने की खबर है। यह मुठभेड पश्चिमी मेदिनीपुर जिले के बीनपुर के जंगलों में हुई। पुलिस सूत्रों ने बताया कि मारे गये माओवादी नेता शशाधर महतो की पत्नी सुचित्रा महतो की अगुवाई में कुछ माओवादियों के बीनपुर में अमरकुली के पास मौजूद होने की खबर मिलने पर सुरक्षा बलों को वहां रवाना किया गया था। माओवादियों ने सुरक्षाकर्मियों को देखते ही उन पर हमला कर दिया। सुरक्षा बलों को मजबूरन जबावी कार्रवाई करनी पड़ी। माओवादी बाद में, हथियार, गोला-बारूद और माओवादी साहित्य छोड़कर वहां से भाग गये।

उच्चतम न्यायालय ने नोएडा के आरूषि हत्याकांड में राजेश और नुपुर तलवार के खिलाफ निचली अदालत में चल रही सभी कार्यवाही पर रोक लगा दी है। दोनों से अपने पासपोर्ट सोमवार तक न्यायालय में जमा कराने के लिये कहा गया है।

केरल, तमिलनाडु और केन्द्र शासित पुदुचेरी विधानसभा चुनाव के लिए आज अधिसूचना जारी होने के साथ, नामांकन भरने का काम शुरू हो गया है। 26 मार्च तक नामांकन पत्र दाखिल किये जा सकते हैं। 28 मार्च को इनकी जांच होगी। तीस मार्च तक नाम वापस लिये जा सकेंगे। इन तीनों विधानसभाओं के चुनाव के लिए 13 अप्रैल को वोट डाले जायेंगे।

निर्वाचन आयोग ने केन्द्रीय रसायन और उर्वरक मंत्री एम. के. अलागिरी को आज निर्देश दिया कि हाल की तमिलनाडु की उनकी यात्रा चुनाव आदर्श आचार संहिता का उल्लंघन है, इसलिए उसका सारा व्यय उन्हें सरकार को लौटाना होगा। डी एम के. के इस वरिष्ठ नेता को भविष्य में अधिक सतर्क रहने की हिदायत देते हुए आयोग ने अपने आदेश में कहा है कि दिल्ली से चेन्नई आने-जाने के हवाई खर्च, चेन्नई से मुदरई तक के सड़क परिवहन का खर्च और यात्रा के दौरान ठहरने तथा खाने-पीने के लिए खर्च की गई राशि सरकार को लौटानी होंगी।

असम में निर्वाचन आयोग ने 17 उम्मीदवारों को तीन वर्ष के लिए चुनाव लड़ने के अयोग्य ठहराया है, क्योंकि उन्होंने पिछले चुनाव के दौरान अपने खर्च का ब्यौरा नहीं दिया।

कांग्रेस ने पश्चिम बंगाल विधानसभा चुनाव में अपने सहयोगी दल तृणमूल कांग्रेस के साथ सीटों के बंटवारे को लेकर बने मतभेदों को हल करने के लिए और समय मांगा है। तृणमूल कांग्रेस की अध्यक्ष ममता बैनर्जी और वरिष्ठ कांग्रेसी नेता प्रणब मुखर्जी के बीच इस गतिरोध को दूर करने के लिए एक दो दिन में फिर से बातचीत होगी।

केरल में कांग्रेस पार्टी सोमवार को अपने उम्मीदवारों के नामों की घोषणा कर सकती है।

टेलीविजन और फिल्मों के जाने-माने कलाकार नवीन निश्चल का आज सुबह दिल का दौरा पड़ने से निधन हो गया। वे 65 वर्ष के थे।

As the leaders from the countries committed to enforcing no-fly zone over Libya meet in Paris, French planes are already in action.  The French President Nicolas Sarkozy said, French military jets are preventing forces loyal to Libyan leader Col Muammar Gaddafi from attacking the rebel-held city of Benghazi.   It is believed to be the first act of intervention since the UN voted on Thursday for a no-fly zone over Libya. Reports say, hours earlier, Pro-Gaddafi forces launched an assault on the Libyan rebel stronghold of Benghazi. However, the Libyan government has denied it is attacking. Reports from Benghazi suggest hundreds of cars packed with people were fleeing eastwards as fighting spread.

Egyptians are voting today on constitutional amendments, which will be over by 10-30 PM Indian time. In their first election after ouster of Hosni Mubarak, Egyptians are voting “yes” or “no” for a package of proposed amendments that would set the stage for parliamentary elections in June and presidential election in September.

 The referendum is being seen as a major test for Egypt's transition to democracy in which voters are deciding on a package of nine amendments. About half of amendments deal with the conduct of elections, one would make it easier for independent candidates to run for president; another would re-establish judicial oversight of elections. The amendments must be approved or rejected as a bloc. Former IAEA chief Mohamed ElBaradei, outgoing Arab League chief Amr Moussa and the youth activists that drove Egypt's revolution have decided to oppose the amendments while Muslim Brotherhood is supporting it.

Syrian security forces have fired tear gas to disperse crowds at the funeral of two people killed in anti-government protests yesterday. Thousands had gathered for the funeral in the southern city of Deraa, and began chanting anti-government slogans. A rights activist that several had been injured as the protesters struggled to run away from the security forces and at least one mourner was arrested by secret police.  They were killed by security forces as protesters demanded political freedom.

In Yemen, 13 people were wounded today when police stormed a protest camp in the southern port city of Aden. Reports from Capital Sanaa says, police fired live rounds and tear gas as President Ali Abdullah Saleh's crackdown on dissent continued.  The attack was followed by clashes after thousands of people surrounded the al-Mualla police station trying to break in. But police were holding them off, firing in the air.

After a week long heroic battle, Japanese engineers managed to connect power to the tsunami-crippled Fukushima Daiichi nuclear plants.  Lochni Asthana of Japanese Public Broadcaster NHK told AIR from Tokyo that the engineers succeeded in connecting power to No 1 and 2 of the Fukushima Daiichi plants. This will help them to operate the coolant pumps and contain the rising temperature  at the plants. They made it possible by bringing power from outside and laying cables inside the crippled plant. They are now trying to connect power to the other plants - No 3 and 4. Japan was shaken by another  strong 6.1 magnitude earthquake today rattling Ibaraki Prefecture. The prefecture is  south of the stricken Fukushima No 1 nuclear plant.

The Centre's talk with Jat leaders remained inconclusive today as the Jat leaders refused to give further time to the government to decide on Job quota in OBC category. The leader of Akhil Bhartiya Jat Arakshan Sangharsh Samiti Yashpal Malik claimed after an hour long meeting with Union Home Minister P. Chidambaram in New Delhi that the Centre has termed their demand as justified but has given no clear cut assurance. Malik said the issue can not be left open for an indefinite period and they want a definite time frame to implement the quota. AIR correspondent reports that the agitators had cleared the Railway track at Kafurpur station in Jyotiba Phule Nagar of Uttar Pradesh after strictures from the High Court.

In Uttar Pradesh railway authorities have said that trains have started moving with minor changes in timings but running of most of the trains will be normal till next day. President of the All India Jat Aarakshan  Sangharsh Samiti Yashpal Malik has that their agitation is continuing. They allowed movement of trains following Allahabad High court order. Jat protesters removed their belongings from the railway tracks.  Meanwhile police has lodged FIR against about 1500 Jat agitators for sitting on dharna at Kafurpur railway station and disrupting train services for 15 days. The Allahabad High Court and its Lucknow bench have issued separate stern directives to clear the tracks immediately and ensure the restoration of rail services disrupted due to Jat community agitation.

In Tripura, at least 15 Reang-Bru refugees from Mizoram   were killed in a major fire in their camp today. Other reports have put the death toll at 19. The fire broke out  around noon in their Naisingpara camp in northern Tripura and soon gutted about 3000 houses. Those killed in the fire include women and children. The Naisingpara camp is one of the six Reang Bru refugee camps in Tripura and the biggest of all. According to the police the fire broke out from a kitchen and soon spread in the camp with 3500 Houses. Fire tenders from all over North Tripura were rushed to the spot and the blaze was brought under control. Officials have rushed to the spot. Relief and rescue work is on.

The Election Commission today directed Union Chemicals and Fertilisers Minister M K Alagiri to reimburse the expenditure incurred on his recent visit to poll-bound Tamil Nadu in violation of the Model Code of Conduct.  Cautioning the senior DMK leader to be more careful in future, the Commission said in its order that the expenditure on airfare from Delhi to Chennai and back, road transport, boarding and lodging availed by him during his visits to Chennai and Madurai be reimbursed to the government. The Commission  said that the minister himself admitted that he combined his official visit to Chennai with a personal visit to Madurai for political activities, which amounted to violation of Model Code. The Commission has nevertheless taken into consideration the submission made by him that as a first time MP, he was not aware of all the nitty-gritty of the procedure and that such lapses will not happen in future. The Commission said it was not satisfied with his reply. The Election Commission had issued a show cause notice to Alagiri for violating the Model Code in this regard.

In Assam, the Election Commission has disqualified 17 candidates from contesting the polls for three years for their failure to submit the expenditure of the last elections they had fought. Congress today said it has sought more time to resolve the differences with its ally Trinamool Congress over seat sharing for West Bengal Assembly elections. Congress Working Committee member-in charge for West Bengal Shakeel Ahmad said that fresh talks would be held between TMC chief and senior Congress leader Pranab Mukherjee in a day or two to break the impasse. In Kerala, filing of nomination papers begins with the issuance of notification today for next month's assembly elections. Nomination can be filed till 26th of this month and  scrutiny will be done on 28th. Last date for withdrawal is 30th. Filing of nominations for the fourteenth assembly began in Tamilnadu today. Speaking to newsmen in Chennai today, the Chief Electoral officer Mr. Praveen Kumar said that the returning officers will be receiving the applications everyday till 26th. Filing of nomination for the assembly election in the union territory of Puducherry began today, even as uncertainty continues over seat sharing among various parties. Filing of nominations will continue till the 26th.

The Supreme Court has stayed all proceedings in the trial court against dentist couple Rajesh and Nupur Talwar in Aarushi murder case.  The apex court, however, asked the couple to surrender their passport before the trial court by Monday.

Yesteryear’s Bollywood actor Navin Nischol died of a massive heart attack today in Mumbai. The sixty-five year old actor suffered the attack today morning when he had started from Mumbai with the intention of going to Pune with his actor friend Randhir Kapoor. Nischol complained of uneasiness sometime after starting for the journey and suffered the attack even before they could leave the city. He was immediately rushed to the nearby Sion hospital in central Mumbai where he was declared dead. The funeral took place this evening in the presence of family members and friends from the film industry.

In West Bengal, there was an exchange of fire between Joint Forces and Maoists  near Lalgarh today. Reports from Jhargram  says the gunfight  took place  in the forests of Binpur in West Midnapore district. Additional Superintendent of Police of Jhargram Mukesh Kumar said that  acting on a tip-off that a Maoist squad led by Suchitra Mahato, wife of slain Maoist leader Sasadhar Mahato, was camping at Amarkuli in Binpur, the Joint Forces launched an operation early today. He said as soon as the Joint Forces reached the area, Maoists fired at them, forcing the Joint Forces to retaliate. Later, the Maoists fled the area leaving behind arms, ammunition, medical preion and Maoist literature. The police suspect the Maoist leader Suchitra Mahato may be sick. Combing Operation is going on in the area, with the Joint Forces assisted by the COBRA force of CRPF and state police.

Nuclear Power Corporation Limited Chairman Dr. S K Jain has ruled out slowing down Nuclear Power Expansion Programme because of Fukushima incidents in Tsunami stricken Japan. Addressing a press conference in Hyderabad today, he said there is no need to drift away from the nuclear power path of India as there is no alternative to fulfill the power needs of the country. He said no single nuclear plant in the country was tripped due to earth quake in the past four decades due to the fool proof safety measures taken.

In the Group 'A' World Cup match at the Premadasa Stadium in Colombo,  chasing a modest target of 177 runs against Australia, Pakistan were 139 for 5 in 32 overs, a short while ago. Earlier, Pakistan produced a clinical bowling display to bundle out the defending champions for just 176 in 46.5 overs, after Rickey Ponting chose to bat after winning the toss.  Both teams have already qualified for the quarter-finals. But today's result will decide who top the group. Earlier, in a Day encounter at Mirpur, South Africa registered a comprehensive 206-run victory over Bangladesh.  While the Proteas finished the league phase with 10 points, the co-hosts bowed out of the mega event following their second worst net run-rate among the seven teams.

The month long cricket party has virtually ended for the Bangladesh cricket fans with their team buckling under pressure in their last do or die group match against South Africa. Chasing a daunting target of 285 runs, the Bangladesh top order were sent back to the pavilion by Tsostsobe and Robin Peterson for just twenty one runs. The Bangladesh batsmen made the score keeper’s job look like a Kindergarten student’s exercise with ten of the Bangladesh batsmen scoring just under eight runs while Skipper Shakib al Hasan managed to score thirty.
