लीबिया के नेता कर्नल गद्दाफी ने कहा है कि वे विदेशी आक्रमण से लीबिया को बचाने के लिए नागरिकों को हथियार देंगे। उन्होंने धमकी दी है कि लीबिया पर पश्चिमी देशों के हमलों का मुंहतोड़ जवाब दिया जाएगा। उन्होंने कहा कि लीबिया के सैनिक भूमध्य सागर में पश्चिमी देशों के सैनिक और नागरिक ठिकानों को निशाना बनाएंगे। संयुक्त राष्ट्र सुरक्षा परिषद में,लीबिया के नागरिकों की सुरक्षा के लिए सभी आवश्यक उपायों के इस्तेमाल और लीबिया को उड़ान वर्जित क्षेत्र घोषित करने से संबंधित प्रस्ताव पास होने के बाद, पश्चिमी देशों ने ये हवाई हमले किए हैं। कर्नल गद्दाफी ने कहा कि वे संयुक्त राष्ट्र घोषणा पत्र के अनुच्छेद-५१ के अंतर्गत अपनी रक्षा के अधिकार का इस्तेमाल करेंगे। उन्होंने अरब देशों, अफ्रीका के इस्लामी देशों, लैटिन अमरीकी और एशियाई देशों से अपील की कि वे लीबिया पर इस आक्रमण से निपटने में सहयोग करें।
कल रात अमरीकी और अन्य यूरोपीय देशों की नौसेना ने मिसाइलों और युद्धक विमानों से कर्नल गद्दाफी के सैन्य और हवाई ठिकानों पर हमले किए। इराक युद्ध के बाद पहली बार इतनी बड़ी अंतर्राष्ट्रीय सैन्य कार्रवाई की गई है। लीबिया टेलीविजन ने सैन्य कमान के हवाले से खबर दी है कि इन हमलों में ४८ लोग मारे गए और डेढ़ सौ घायल हुए हैं। इन हमलों से बच्चों को सबसे ज्यादा नुकसान पहुंचा है। अमरीकी और ब्रिटिश पोतों और पनडुब्बियों से बीस तटवर्ती ठिकानों पर एक सौ बारह टोमा हॉक मिसाइलें दागी गई। फ्रांसीसी लड़ाकू जैट विमानों ने इन हमलों में पहल की और विद्रोहियों के कब्जे वाले पूर्वी क्षेत्रों पर बमबारी की।
इस बीच त्रिपोली के बाब-अल-अजी+जया सैन्य शिविर में रह रहे कर्नल गद्दाफी की सुरक्षा के लिए सरकार समर्थक हजारों लोग जमा हो गए हैं।
मार्क्सवादी कम्युनिस्ट पार्टी पोलित व्यूरो ने नेटो सेनाओं द्वारा लीबिया पर वायु सेना और नौसेना की बमबारी की घोर निंदा की है। नई दिल्ली में आज जारी पार्टी विज्ञप्ति में इस बमबारी को आक्रमण की कार्रवाई और लीबिया की प्रभुसत्ता का घोर उल्लंघन बताया है। पार्टी ने सैन्य कार्रवाई रोके जाने और संयुक्त राष्ट्र प्रस्ताव की तुरंत समीक्षा की मांग की है।
जापान की परमाणु सुरक्षा एजेंसी ने बताया कि त्सुनामी प्रभावित फुकुशिमा दाई इची परमाणु संयंत्र के एक रियेक्टर में फिर से दबाव बढ़ना शुरू हो गया है। सुरक्षा एजेंसी के अधिकारी ने बताया कि संयंत्र के तीसरे रियेक्टर में पानी डालने की कोशिश का कोई फायदा नहीं हुआ। अब संयंत्र संचालक रियेक्टर से रेडियोधर्मी गैस निकलने देंगे, ताकि रियेक्टर पर दबाव कुछ कम हो सके।
फुकुशिमा परमाणु बिजली के रिएक्टर नम्बर तीन को ठंडा करने की कोशिशों के बावजूद उसके अंदर गैस के दबाव को बड़ा हुआ बताया जा रहा है और इस बात की पुष्टि स्वयं जापान की परमाणु और औद्योगिक सुरक्षा एजेंसी ने कर दी है और उसने कहा है कि पहले कोशिश यह की जाएगी कि सप्रेशन कूल के जरिए गैस को बाहर निकाला जाए और अगर इसमें कामयाबी न मिले तो सीधे वैसल से गैस को बाहर किया जाएगा, लेकिन अगर ऐसा करना पड़ा तो हवा में रेडियो एक्टिव आयोडीन का स्तर बताया जा रहा सौ गुना तक बढ़ सकता है। कंटिनर वैसल को बचाना जरूरी है, क्योंकि किसी भी दुर्घटना की स्थिति में रेडियो एक्टिव पदार्थ जो है, उन्हें यहीं रोके रखता है और तोक्यों इलेक्ट्रिक पावर कंपनी का कहना है कि गैस छोड़ने से पहले उन तमाम कर्मचारियों को वहां से निकालने होगा, जो वहां बिजली की तारे बिछाने और पानी की बौछार करने के लिए गये हुए है। तोक्यो पावर इलेक्ट्रिक कंपनी और परमाणु एवं औद्योगिक सुरक्षा एजेंसी के बीच यह सहमति हो चुकी है कि रेडिएशन का स्तर बढ़ने के खतरे के बावजूद यह अब जरूरी हो गया है कि गैस को किसी तरह बाहर निकाला जाए।
इस बीच, जापान की राष्ट्रीय पुलिस एजेंसी ने बताया कि ११ मार्च को आए भूकंप और त्सुनामी की वजह से अब तक सात हजार सात सौ लोगों की मौत हो चुकी है और २० हजार से अधिक लोग लापता हैं।
अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी ने चेतावनी दी है कि जापान में आए भूकंप से प्रभावित परमाणु रियक्टरों के रेडियोधर्मी विकिरण से प्रदूषित खाद्य वस्तुओं से लोगों को जबर्दस्त खतरा है। जापान के स्वास्थ्य विभाग ने भी इसे स्वीकार किया है। उसका कहना है कि टोक्यो के पूर्वोत्तर क्षेत्र में ध्वस्त फुकुशिमा परमाणु संयंत्र के आसपास, दूध और पालक में सामान्य से बहुत अधिक रेडियोधर्मी तत्व पाए गए हैं।
एआईएडीएमके और डीएमडीके ने आगामी विधानसभा चुनाव के लिए सीटों पर मतभेद सुलझा लिए हैं। १३ अप्रैल को होने वाले प्रदेश विधानसभा चुनाव में डीएमडीके पाटी के लिए ४१ सीटें दी जाएंगी। डीएमडीके पार्टी के अध्यक्ष पनरूत्ती रामचन्द्रन ने बताया कि उनकी पार्टी के संस्थापक और अभिनेता विजयकांत सीटों की नई सूची को मंजूरी देंगे और इसके बाद ही दोनों पार्टिंयां औपचारिक समझौते पर हस्ताक्षर करेंगी। एआईएडीएमके प्रमुख जयललिता के आवास पर उनसे बातचीत के बाद पत्रकारों से श्री रामचन्द्रन ने कहा कि सीटों के बंटवारे को लेकर बातचीत अंतिम दौर में पहुंच गई है।
यह घोषणा एआईएडीएमके गठबंधन के दूसरे प्रमुख घटक वायको की पार्टी एमडीएमके के तमिलनाडु और पुड्डुचेरी में चुनाव नहीं लड़ने की घोषणा के बाद आया। वायको ने गठबंधन के बड़े दल पर सीट बंटवारे में नाइंसाफी का कथित आरोप लगाया है। यह फैसला आज सुबह पार्टी के जिला सचिवों की बैठक में लिया गया।
अगले महीने केरल में होने वाले विधानसभा चुनाव में पार्टी के उम्मीदवारों को अंतिम रूप देने के लिए कांग्रेस की उच्चस्तरीय चयन समिति की आज शाम नई दिल्ली में बैठक हो रही है। कांग्रेस अपने उम्मीदवारों की घोषणा कल करेगी और अपना घोषणा-पत्र मंगलवार को जारी करेगी। इस बीच, केरल कांग्रेस-एम आज अपने उम्मीदवारों की घोषणा करने वाली थी, लेकिन उसने अपना फैसला टाल दिया है।
असम में विधानसभा चुनाव के पहले चरण के लिए दाखिल पर्चों की जांच के बाद पांच सौ ९ नामांकन पत्र सही पाये गए हैं। नाम वापस लेने का आज अंतिम दिन है। पहले चरण के तहत राज्य के १३ जिलों में ६२ सीटों पर चार अप्रैल को वोट डाले जाएंगे। दूसरे चरण के लिए ६४ सीटों पर ११ अप्रैल को मतदान होगा।
आंध्रप्रदेश में तेलंगाना राष्ट्र समिति ने हाल ही में विधान परिषद चुनाव में कथित रूप से क्रॉस वोटिंग करने वाले अपने तीन विधायकों को निलंबित करने का फैसला किया है। तेलंगाना समर्थकों के बढ़ते दबाव के बीच पार्टी के पोलित ब्यूरो ने कल शाम यह निर्णय लिया। पार्टी अध्यक्ष के. चन्द्रशेखर राव ने बताया कि विधायक-विद्यासागर राव, ई. रविन्द्र रेड्डी और के. समैया को निलंबित किया जा रहा है। इन विधायकों ने अपने त्यागपत्र पार्टी अध्यक्ष को दे दिये हैं। इनके त्यागपत्र आज विधानसभा उपाध्यक्ष को भेज दिये जाएंगे।
जम्मू कश्मीर के रामबन जिले में जम्मू-श्रीनगर राष्ट्रीय राजमार्ग भारी बारिश और चट्टाने खिसकने के कारण कल बंद किया गया था, उसे आज सुबह फिर खोल दिया गया है।

सड़कों, गलियों और रिहाशियों कोलोनियों में लोग रंगों की बौछार उड़ाते देखे जा रहे हैं। इस बार लोगों ने कृत्रिम रंगों के बजाए पलाश और टेसू के फूलों से बने प्राकृतिक रंगों को तरजीह दी है। शराब पीकर वाहन चलाने और छेडछाड़ जैसी घटनाओं को रोकने के लिए दिल्ली पुलिस ने सुरक्षा के व्यापक प्रबंध किए हैं। १०वीं और १२वीं कक्षाओं की चल रही परीक्षाओं के कारण इस बार होली के हुडदंग में छात्रों की संख्या कम दिखाई दे रही हैं। आज शाम को चांदनी चौक में महामूर्ख सम्मेलन का आयोजन किया गया है।
हमारे संवाददाता के अनुसार दक्षिणी राजस्थान के जनजातीय बहुल डुंगरपुर जिले के बेहुडा गांव में होली खेलने की अनोखी परंपरा है।
यहां के बाशिंदे समूह बनाकर एक दूसरे पर गोहण से पत्थर फैंकते हैं, जिसमें की व्यक्ति लहुलुहान भी हो जाते हैं। यह परंपरा पिछले चार सौ सालों से चली आ रही हैं, वहीं जिले के कोकापुर गांव में वहां युवा नंगे पैर होलिका दहन स्थित अंगारों पर चलते हैं और सुखमय भविष्य की कामना करते हैं।
एक संसदीय समिति ने सरकार से आग्रह किया है कि वह देश में उपलब्ध पनबिजली संसाधनों की खोज कर उनका भरपूर इस्तेमाल करे। लघु और अति लघु पनबिजली परियोजनाओं के बारे में संसदीय स्थायी समिति की सोलहवीं रिपोर्ट में कहा गया है कि अरूणाचल प्रदेश, उत्तराखंड, हिमाचल प्रदेश और जम्मू-कश्मीर में करीब छह हजार पांच सौ मेगावाट पनबिजली की क्षमता उपलब्ध है जिसमें से मात्र सात सौ ७२ मेगावाट बिजली ही प्राप्त की जा सकी है।
समिति ने कहा है कि अप्रयुक्त अपार संसाधनों के उचित उपयोग के लिए सरकार को ठोस कार्ययोजना बनाने की जरूरत है।
केरल में पनायीकुलम सिमी शिविर मामले में एक आरोपी निसार इब्राहिम को आज सुबह कोचीन अन्तर्राष्ट्रीय हवाई अड्डे से पकड़ा गया। शारजाह से कोचीन पहुंचते ही इब्राहिम को हिरासत में ले लिया गया। कडनगल्लूर के अलुवा निवासी निसार इब्राहिम ने १५ अगस्त २००६ को पनायीकुलम में हैप्पी ऑडिटोरियम में प्रतिबंधित स्टुडेंट्स इस्लामिक मूवमेंट ऑफ इंडिया के एक गुप्त शिविर में भाग लिया था।
इस मामले में दायर आरोप पत्र में राष्ट्रीय जांच एजेंसी ने इस बैठक को धार्मिक उन्माद पैदा करने, सरकार विरोधी और देशद्रोह के इरादे से बुलाई गई बताया है।
कर्नाटक के मुख्यमंत्री बी.एस. येदियुरप्पा ने पूर्व मुख्यमंत्री और जनता दल सेक्युलर के प्रदेश अध्यक्ष एचडी कुमारास्वामी द्वारा लगाए गए रिश्वत के आरोप को खारिज कर दिया है। बैंगलुरू में आज एक पुस्तक लोकार्पण समारोह के बाद मुख्यमंत्री ने इन आरोपों को आधारहीन बताया।
एचडी कुमारास्वामी ने कल आरोप लगाया था कि मुख्यमंत्री येदियुरप्पा के बेटे की कंपनी ने ऊपरी भद्र सिंचाई परियोजना में काम दिलाने के ऐवज में एक कंपनी से १३ करोड़ रुपये लिए हैं। जबकि, मुख्यमंत्री येदियुरप्पा का कहना है कि प्रदेश में मिली-जुली सरकार के दौरान तत्कालीन मुख्यमंत्री कुमारास्वामी ने ही इस परियोजना को मंजूरी दी थी।
जम्मू-कश्मीर के वित्तमंत्री अब्दुल रहीम राथर ने कहा है कि राज्य के पिछड़े क्षेत्रों में विकास गति तेज करने के उद्देश्य से बजट में एक सौ करोड़ रूपये का प्रावधान किया गया है। जम्मू में पार्टी कार्यकर्ताओं के सम्मेलन को संबोधित करते हुए श्री राथर ने कहा कि सामान्य योजना के अंतर्गत वित्तीय व्यवस्था के अतिरिक्त ये रकम है। उन्होंने कहा कि सरकार राज्य के तीनों क्षेत्रों के संतुलित सर्वांगीण विकास और खुशहाली के प्रति कटिबंद्ध है। पंचायतों को लोकतंत्र का बुनियादी स्तम्भ बताते हुए वित्तमंत्री ने लोगों से अपील की कि वे सक्षम उम्मीदवारों को ही चुनें। बेरोजगारी की समस्या के समाधान के संबंध में उन्होंने कहा कि जम्मू-कश्मीर देश का पहला राज्य है जिसने युवा रोजगार और कल्याण कार्यक्रम के अंतर्गत रोजगार सृजन की भावी योजना बनाई है।

Libyan leader Moammar Gaddafi has said, he will arm civilians to defend Libya from what he called colonial, crusader aggression. He threatened to attack military and civilian targets in the Mediterranean in retaliation for Western air and sea strikes on his country. Western forces launched air strikes on Libya after the UN Security Council passed a resolution authorizing a no-fly zone and the use of all necessary measures to protect civilians. Gaddafi' said, Libya will exercise its right to self defence under article 51 of the United Nations charter, adding that the Mediterranean and North Africa were now a battleground. He also called on Arab, Islamic, African, Latin American and Asian countries to "stand by the Libyan people to confront this aggression, which will only increase his people's strength, firmness and unity".
The US and European nations pounded Moammar Gaddafi's forces and air defenses last night with cruise missiles and airstrikes, launching the broadest international military effort since the Iraq war. Libyan TV quoted the armed forces command as saying 48 people were killed and 150 wounded in the allied assault. It said most of the casualties were children but gave no more details. The US military said, 112 Tomahawk cruise missiles were fired from American and British ships and submarines at more than 20 coastal targets to clear the way for air patrols to ground Libya's air force. French fighter jets fired the first salvos, carrying out several strikes in the rebel-held east.
President Barack Obama said, military action was not his first choice and reiterated that he would not send American ground troops to Libya. Mr. Obama said from Brazil, where he is starting a five-day visit to Latin America that his country cannot stand by idly when a tyrant tells his people there will be no mercy.
Meanwhile, thousands of regime supporters, packed into the sprawling Bab al-Aziziya military camp in Tripoli where Gadhafi lives to protect against attacks.

Japan's nuclear safety agency says, pressure is rising again in one of the reactors at the tsunami-damaged Fukushima Dai-ichi nuclear power plant. Safety agency official said today that efforts to put water in the Unit 3 reactor might not have been working. Now, the plant operator will release some radioactive gas from the reactor to ease the pressure. He added that the action will raise radiation levels around the plant and may slow work on restoring power and cooling systems to the unit. Problems have been reported at all six of the Fukushima Dai-Ichi plant's reactors. Fire trucks have been focusing a near-constant stream of water on overheated reactors and nuclear fuel, helping to stabilize the situation. However, officials earlier acknowledged the gains could be temporary.
Japan raised the severity rating of the disaster from 4 to 5 on the 7-point international nuclear event scale. Level 5 signals an accident with wider consequences, including some release of radioactive material, with a high probability of significant public exposure.
The number of people confirmed dead or listed as missing has surpassed 20,000, nine days after the massive earthquake and tsunami struck. There were fears of a far higher death toll from the disaster. More than 360,000 people have been displaced from their homes and taken shelter in evacuation facilities in 15 prefectures.

Light rain was forecast today near Japan's stricken nuclear plant and in the Tokyo area, leading the government to advise people to use umbrellas if they are worried about the radioactive fallout. In an interview with public broadcaster NHK, Deputy Chief Cabinet Secretary Tetsuro Fukuyama said, Government agencies had received calls from a number of people about contamination carried in raindrops.

UN nuclear watchdog IAEA has warned of the risks to humans of ingesting contaminated food products, after Japan said it had detected abnormal levels of radioactivity in milk and spinach. Japan's health ministry had confirmed that the substance found in higher-than-usual doses in foods near the quake-damaged Fukushima No.1 plant northeast of Tokyo was radioactive iodine. The food contamination was measured between March 16 and 18, said the IAEA, which has been monitoring developments at the nuclear plant for the past week.

The AIADMK and DMDK today settled their differences over constituencies as 41 seats were identified for DMDK to contest in the April 13 Tamil Nadu assembly polls. DMDK presidium chairman Panrutty Ramachandran said, his party founder and actor Vijayakant would approve the new list after which the two parties would sign a formal deal. Speaking to reporters outside the residence of AIADMK chief J Jayalalithaa after talks with her, Ramachandran said, the discussions have reached the final stage.

High level scrutiny committee of the Congress party is meeting in Delhi this evening to finalise party candidates for next month's assembly election in Kerala. The party will be announcing its candidates by tomorrow and the election manifesto will be released by Tuesday. Chief Minister of Karnataka B S Yeddyurappa has stoutly denied the allegation of graft made against him by former Chief Minister H D Kumaraswamy. The festival of colours, Holi is being celebrated in several parts of the country today with traditional fervour and enthusiasm. The festival, which marks the end of winter and onset of the spring season, was celebrated in some parts of the country yesterday. In Delhi, people came out of their houses spraying colours on each other and dancing to the beat of drums. The services of DTC buses and Metro Rail have been suspended till 2:00 PM.
"There is splash of colours on roads, streets and residential colonies and people were seen dancing with joy. The people are preferring herbal colours made from Tesu and Palash flowers keeping in view the harmful effects of synthetic colours. Heavy deployment of police and paramilitary forces have been made. The Delhi police has made special arrangement to check the drunken driving. The students were seen less in number due to ongoing exams. Holi Milan have begun since last evening. Maha Murkh Sammelan is being organised this evening at Chandni Chowk.

Youngsters both girls and boys are being seen at various places playing with colours and dancing to the tune of folk and filmy songs. Children are being seen with colourful stylish Pichkaris. The Holi spirit was high among them who throw water balloons on passers-by in streets and on the main roads. Examination season has not dampened their festival spirit. In Mathura Holi festivities reached at its peak in Braj Bhumi with lakhs of pilgrims thronged to celebrate the festival in the land of Lord Krishna. In most of the districts festivity of Holi begins from Basant Panchamai and gets momentum after Rang Bhari Eakadashi.
In Jharkhand, the prevailing drought conditions have failed to dampen the Holi festivity. However, people are celebrating the festival of colours without water which they call Tilak Holi or dry holi. In Jammu and Kashmir, Central Reserve Police Force CRPF organised a Holi function at its 117 battalion headquarters at Wazir Bagh for those jawans who were not able to go home on leave. Border Security Force also organised a similar function at Humhama Subsdiary Training Institute of the force while Army jawans celebrated Holi at the Badamibagh cantonment in Srinagar.

A parliamentary panel has urged the government to tap the full potential of Hydro Electric resources available in the country. The Parliamentary Standing Committee in its sixteenth report on Small and Mini Hydel Projects says that about 6500 Megawatt potential is available in Arunachal Pradesh, Uttarakhand, Himachal Pradesh and Jammu and Kashmir; of which only 712 megawatt has been tapped so far.
The committee urged the government to come out with a concrete action plan to exploit the huge untapped potential at a faster pace. It has observed that the government has been able to achieve only 62 percent of the installation target of Hydel projects and the remaining target of 11th Five-Year Plan should be executed at a faster pace.
On Micro Hydel Projects and Water Mills, the committee has appreciated the government's move to promote production of efficient water mills and has recommended their mass scale production and to highlight the subsidy component to attract entrepreneur for its production.

In Kerala, an accused in the Panayikulam SIMI camp case, Nissar Ibrahim was nabbed at the Cochin International Airport this morning. He was taken into custody on his arrival at the airport on a flight from Sharjah. Nissar Ibrahim, belonging to Kadangallur in Aluva, had participated in the secret camp organised by the banned Students Islamic Movement of India at the Happy Auditorium at Panayikulam on August 15, 2006.

In Jammu and Kashmir, the Jammu-Srinagar National Highway is reopened for traffic from early this morning. Border Roads Organisation authorities cleared the 300-km long highway affected with landslides at Painthal, Digdol and other few places. AIR Correspondent reports that light snow-fall occurred in the upper reaches in the Pir Panchal Range last night.
Meanwhile, the State Government will embark on a multi-pronged strategy to develop and showcase the tourism potential of the state both at domestic and international level. This was disclosed by State Minister for Tourism and Culture Nawang Rigzin Jora in Jammu. AIR correspondent reports that over 315 crore rupees centrally-funded projects are under execution to boost tourism.
Mr. Rigzin Jora said that an amount of 222 crore rupees has been incurred on development of tourism infrastructure under the state plan during the last two years and 53 villages across the state will be developed as tourist villages to boost rural tourism for which the Centre has agreed to provide requisite funds. He said that the government has identified two mega tourist projects for development at a cost of 100 crore rupees in the State. Mr. Jora said that opening of new tourism destinations is the top priority of the government. He said 36 new tourism projects have been prioritized and Centre is expected to sanction 100 crore rupees for these projects and development work amounting to about 21 crore rupees are apace in two tourism circuits, including Jammu-Rajouri-Poonch.

At least three miners were killed and over 50 trapped following a series of blasts this morning, in a coal mine in Quetta, the capital city of Balochistan province in southwest Pakistan. The accident took place when the gas accumulated due to poor ventilation in a mine in Sorang area of Quetta and prompted three blasts. The death toll could further rise as more than 50 miners were stranded inside the mine. A rescue operation has already been launched to bring out the trapped workers.

At Chepauk in Chennai, India have elected to bat after winning the toss against the West Indies in their final Group 'B' league match of the ICC Cricket World Cup.
A win will help India retain the second spot in the Group standings. At the present, the co-hosts have seven points from their five games. The West Indies occupy the fourth place with six points after playing the same number of matches.
In the penultimate league match of the tournament at Eden Gardens, Kolkata, Zimbabwe have set a victory target of 309 for Kenya. Electing to bat in the Group 'A' fixture, they made 308 for six in the stipulated 50 overs. Chasing the target, Kenya were 26 for 2 in the 7th over, a short while ago.
The result of the match is of only academic interest, as both the teams are out of reckoning for the last eight stage.
