    लीबिया के नेता मोअम्मर गद्दाफी ने उनके देश पर हमला करने वाले अंतर्राष्ट्रीय सैन्य बलों के खिलाफ लंबी लड़ाई लड़ने की बात कही है। अंतर्राष्ट्रीय सैन्य बलों द्वारा हवाई हमले में 48 लोग मारे गए हैं जिनमें ज्यादातर बच्चे हैं। कर्नल गद्दाफी ने लीबिया के सरकारी टेलीविजन पर कहा कि देश के पूर्वी भागों में विद्रोह को दबाने में कोई कसर  नहीं छोड़ेंगें और लीबिया के लोगों के लिए हथियारों के भण्डार खोल दिए गए हैं तथा सभी को स्वचालित हथियारों, तोपों और बमों से लैस कर दिया गया है। उन्होंने इस हमले को आक्रमण बताते हुए पश्चिमी देशों के हवाई और नौसैनिक  हमलों के जवाब में उनके सैन्य और नागरिक ठिकानों को निशाना बनाने की धमकी दी। संयुक्तराष्ट्र सुरक्षा परिषद द्वारा लीबिया में उड़ान वर्जित क्षेत्र घोषित करने और नागरिकों की सुरक्षा के लिए सभी आवश्यक कदम उठाने संबंधी प्रस्ताव पारित करने के बाद पश्चिमी देशों की सेना ने लीबिया पर हवाई हमला शुरू किया।
    कर्नल गद्दाफी ने कहा कि संयुक्तराष्ट्र चार्टर के अनुच्छेद-51 के अंतर्गत हुए अपनी रक्षा के अधिकार का इस्तेमाल करेंगे। उन्होंने कहा कि भूमध्य सागर और उत्तरी अफ्रीकी क्षेत्र अब रणक्षेत्र बन गए हैं। उन्होंने अरब, अफ्रीका के इस्लामी देशों, लैटिन अमरीकी और एशियाई देशों से अपील की कि वे लीबिया पर किए गए इस हमले से निपटने में उनका साथ दें।
    इस बीच, भारत ने लीबिया में किये जा रहे हवाई हमले पर खेद व्यक्त किया है। भारत ने आशा प्रकट की है कि इससे निर्दोष लोगों, विदेशी नागरिकों और दूतावासों तथा उनके कर्मचारियों को ज्यादा नुकसान नहीं होगा। भारत ने लीबिया में जारी हिंसा और मानवीय स्थिति में गिरावट पर गंभीर चिंता व्यक्त की और सभी पक्षों से हिंसा और हिंसा करने की धमकी देने से बचने की अपील की है। भारत ने एक बयान में मतभेदों को शांतिपूर्ण तरीकों और बातचीत से सुलझाने का आह्‌वान किया है। बयान में कहा गया है कि संयुक्त राष्ट्र और क्षेत्रीय संगठनों को इस संकट को दूर करने में अपनी भूमिका निभानी चाहिए।

    मार्क्सवादी कम्युनिस्ट पार्टी पोलित व्यूरो ने नेटो सेनाओं द्वारा लीबिया पर वायु सेना और नौसेना की बमबारी की घोर निंदा की है। नई दिल्ली में आज जारी विज्ञप्ति में पार्टी ने सैन्य कार्रवाई रोके जाने और संयुक्त राष्ट्र प्रस्ताव की तुरंत समीक्षा की मांग की है।

    जापान के फुकुशिमा परमाणु संयंत्र में इंजीनियरों द्वारा दो रिएक्टर इमारतों में विद्युत आपूर्ति शुरू करने के बाद संकट टल गया है। सबसे अधिक प्रभावित परमाणु ऊर्जा संयंत्र संख्या 3 को नष्ट होने से बचाने की कोशिश में लगे विशेषज्ञों ने कहा है कि उनके प्रयास में प्रगति हुई है। इस रिएक्टर पर घंटों पानी का छिड़काव किया गया। बिजली आपूर्ति शुरू करने का प्रयास जारी है, ताकि संयंत्र को ठंडा करने की व्यवस्था बहाल हो सके। परमाणु संयंत्र से विकिरण लीक होने को रोकने के लिए करीब तीन सौ इंजीनियर प्रयास कर रहे हैं।

    तोक्यों रिएक्टर पावर कंपनी के मुताबिक फिलहाल ज्यादा तापमान की समस्या से जूझ रहा जो रिएक्टर नं. 3 उसके भीतर गैस का दबाव अभी स्थिर बना हुआ है और गैस छोड़े जाने की जरूरत अभी नहीं हैं। कपंनी ने आज दोपहर एक संवाददाता सम्मेलन में बताया था कि गैस की दबाव पर नजर बराबर रखी जा रही है और कंपनी की पहली योजना यह थी कि अगर गैस का दबाव लगातार बढ़ता जाता है तो रिएक्टर से गैस बाहर छोड़ने की कोशिश की जाएगी जिसकी वजह से काफी चिंता बढ़ गई थी और कंडीशनल.बचाने के लिए दबाव हल करना बहुत जरूरी है। क्योकि किसी भी दुघर्टना की हालत में यही रेडियो एक्टिव पदार्थों को भी ..सुरक्षित रखता है।

    अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी ने चेतावनी दी है कि जापान में आए भूकंप से प्रभावित परमाणु रियक्टरों के रेडियोधर्मी विकिरण से प्रदूषित खाद्य वस्तुओं से लोगों को जबर्दस्त खतरा है। जापान के स्वास्थ्य विभाग ने भी इसे स्वीकार किया है। उसका कहना है कि टोक्यो के पूर्वोत्तर क्षेत्र में ध्वस्त फुकुशिमा परमाणु संयंत्र के आसपास, दूध और पालक में सामान्य से बहुत अधिक रेडियोधर्मी तत्व पाए गए हैं।

    ताईवान ने कहा है कि जापान से आयात की गई सब्जी फावा बींस में विकिरण का पता चला है। जापान से केन्द्रीय पर्यावरण मंत्री जयराम रमेश ने कहा है कि जापान में परमाणु संयंत्र संकट से हमारे देश को भी सबक लेने की जरूरत है लेकिन परमाणु ऊर्जा को छोडा नहीं जा सकता। उन्होंने हैदराबाद में कहा कि जापान के घटनाक्रम बहुत गंभीर हैं और एहतियात के लिये जरूरी कदम उठाये जाने चाहिए।

    संयुक्तराष्ट्र में यमन के राजदूत अब्दुल्लाह अल सईदी ने राजधानी सना में हुए सरकार विरोधी प्रदर्शनों में कम से कम पचास लोगों के मारे जाने के विरोध में इस्तीफा दे दिया है। शुक्रवार को हुई इस हिंसा के बाद से कई सरकारी अधिकारी त्याग-पत्र दे चुके हैं।

    सरकार ने कहा है कि विकीलीक्स द्वारा कही गई बातों की सत्यता का पता लगाने का उसके पास कोई तरीका नहीं है। विदेश सचिव निरूपमा राव ने एक राष्ट्रीय समाचार पत्र को दिए साक्षात्कार में कहा कि जो बातें कही गयी हैं, वे कानूनी दृष्टि से सुनी-सुनाई बातें हैं और उन्हें सबूत नहीं माना जा सकता। श्रीमती राव ने कहा कि पाकिस्तान के साथ गृह सचिव स्तर की वार्ता इस महीने के अंत में होगी और इसके बाद दोनों देशों के वाणिज्य सचिवों की वार्ता होगी। उन्होंने कहा कि यह प्रक्रिया जारी रहेगी और दोनों देशों के विदेश मंत्रियों की मुलाकात जुलाई में होने की संभावना है। श्रीमती राव ने कहा कि जटिल समस्याओं के बावजूद भारत ने पाकिस्तान के साथ वार्ता प्रक्रिया फिर शुरू करने की पहल की है ताकि दोनों देशों के बीच विश्वास की कमी को कम किया जा सके। चीन के साथ संबंधों के बारे में श्रीमती राव ने कहा कि ऐसी व्यवस्था की गई है जिससे सीमावर्ती इलाकों में शांति बनी रहे। परमाणु सुरक्षा के मुद्दे पर श्रीमती राव ने कहा कि परमाणु ऊर्जा विभाग ने स्पष्ट तौर पर कहा है कि भारत का सुरक्षा मापदंड विश्व के श्रेष्ठ मापदंडों में से है लेकिन साथ ही उन्होंने कहा कि जापान की घटनाओं से देश में परमाणु ऊर्जा संयंत्रों की रक्षा के बारे में और सतर्कता बरतने का मौका है।

    ऑल इंडिया अन्ना और डीएमडीके पार्टी ने आगामी विधान सभा चुनाव के लिए सीटों के बंटवारे को लेकर अपने मतभेद दूर कर लिए हैं। 13 अप्रैल को होने वाले चुनाव में डीएमडीके को 41 सीटें दी जाएंगी। डीएमडीके के अध्यक्ष पी. रामचन्द्रन ने कहा है कि उनकी पार्टी के संस्थापक और अभिनेता विजयकांत सीटों की नई सूची को मंजूरी देंगे और उसके बाद दोनों दल औपचारिक समझौते पर हस्ताक्षर करेंगे। ऑल इंडिया अन्ना डीएमके प्रमुख जयललिता के आवास पर विचार-विमर्श के बाद श्री रामचन्द्रन ने पत्रकारों से कहा कि बातचीत अंतिम दौर में पहुंच गई है। इस बीच, एआईएडीएमके महासचिव जयललिता ने एक पत्र में कहा है कि उन्हें एमडीएमके द्वारा विधानसभा चुनाव का बहिष्कार करने के फैसले से दुख हुआ है। श्री वाइको के नेतृत्व वाले एमडीएमके ने उनके प्रमुख सहयोगी एआईएडीएमके के गलत व्यवहार के कारण तमिलनाडु और पुदुचेरी में चुनाव न लड़ने का फैसला किया है। पार्टी के जिला सचिवों की आज हुई बैठक में यह फैसला लिया गया।

    तेलंगाना राष्ट्र समिति के तीन विधायकों ने पार्टी नेतृत्व से कहा है कि वह उन्हें निलंबित किए जाने के फैसले पर फिर से विचार करे। विधायक रवीन्द्र रेड्डी, के. विद्यासागर राव और कावेती समैय्‌या ने कहा कि उन्होंने हाल के आंध्रप्रदेश विधान परिषद के चुनाव में क्रास वोटिंग नहीं की है। तेलंगाना राष्ट्र समिति ने कल रात इन विधायकों को कथित रूप से कांग्रेस के लिए वोट किए जाने के कारण निलंबित किए जाने का फैसला किया था।

    पश्चिम बंगाल में विधानसभा चुनाव के लिए तृणमूण कांग्रेस और कांग्रेस के बीच सीटों के बंटवारे पर समझौता अभी तक नहीं हो पाया है। तृणमूल कांग्रेस ने अपने 228 उम्मीदवारों की घोषणा कर दी है और कांग्रेस के लिए 64 सीटें छोड़ी है। तृणमूल कांग्रेस प्रमुख ममता बनर्जी ने धमकी दी है कि अगर कांग्रेस ने 64 सीटों पर अपने उम्मीदवारों की घोषणा कल तक नहीं की, तो उनकी पार्टी इन सभी सीटों पर भी अपने उम्मीदवार खड़े करेगी। हालांकि, प्रदेश कांग्रेस को तृणमूल कांग्रेस के साथ चुनावी तालमेल होने की अभी भी उम्मीद है।

   स्वास्थ्य और परिवार कल्याण मंत्रालय से संबद्ध एक संसदीय समिति ने  बी सी जी, डी पी टी और टी टी टीकों की कीमतें कम करने को कहा है। समिति ने कहा है कि इन टीकों की कीमतें बढ़ने से निचले और कमजोर वर्ग के लोगों को परेशानी हो रही है।

    केन्द्र सरकार ने दो दवाइयों पर प्रतिबंध लगा दिया है, जिसका मानव शरीर पर गंभीर असर पड़ने की आशंका जताई जा रही थी। दवा एवं सौन्दर्य प्रसाधन कानून की धारा 26 ए का जिक्र करते हुए सरकार ने गैटीलोक्सेसिन और टेगासिरोड नाम की दो दवाइयों के निर्माण, बिक्री और वितरण पर तत्काल प्रभाव से पाबंदी लगा दी है।

    रंगों का त्यौहार होली आज देशभर में पारम्परिक उत्साह और उमंग के साथ मनाया गया। गुलाल और विभन्न रंगों में सराबोर लोग अलग-अलग टोलियों में मस्ती के साथ सड़कों पर नाचते-गाते और एक-दूसरे से गले मिलते दिखाई दिए। इस मौके पर देश के अनेक हिस्सों में संगीत और सांस्कृतिक समारोह भी आयोजित किए गए। मथुरा से हमारे संवाददाता ने खबर दी है कि भगवान श्रीकृष्ण की बृज भूमि में देश-विदेश से लाखों श्रद्धालुओं के आगमन से होली का उत्सव चरम पर पहुंच गया। समूचा वृज मंडल होली की उमंग और रंगों से सरोबोर हो गया। यहां सुबह से ही मथुरा वृंदावन बरसना, नंदगांव, गोकुल, रमन के प्रमुख मंदिरों में देश विदेश आए लाखों श्रद्धालू अपने अराध्य श्री कृष्ण और राधा के समक्ष होली खेलकर आनंद ले रहे थे। यहां वृज के गांवों और कस्बों में और मथुरा में भी लोग सुबह से ही टोलिया बनाकर ढोल नगारों और बैंड बाजों के बीच नाज रहे थे और घर-घर जाकर एक दूसरे को अबीर गुलाल लगाकर गले मिल रहे थे। दोपहर तक जोरदार रंग खेलने के बाद अब हर जगह होली मिलन समारोह के आयोजन अलग-अलग अंदाज में हो रह हैं। वाराणसी में बनारसी ठंडई होली मिलन का तोहफा है। राज्य में पिछले कई दिनों से होली को माहौल में रंगों के अलावा हास्य प्रयास के कार्यक्रम भी चल रहे हैं। प्रदेश में कई स्थानों पर दो दिनों तक होली खेलने का रिवाज है। वाराणसी में होली का समापन्न मंगलवार को दशस्वमेय घाट पर शास्त्रीय गीत और संगीत के साथ होगा। इधर, राजधानी दिल्ली में भी रंगों के त्यौहार होली पर गीतों और ढोल नगाड़ों की धूम रही। शहर की गलियां और सड़कें होली  है के नारों और होली के गीतों और ढोल नगारों से गूंज रही थी। मौसम में हल्की गर्मी के कारण सर से पैर तक रंगों सें सराबोर होने वालों को भी रंग खेलना नहीं खला। मेट्रो  रेल और डीटीसी के बस सेवाएं दोपहर बाद शुरू होने के साथ ही लोगों की आवाजाही भी शुरू हो गई। लोग अपने रिश्तेदारों और मित्रों से मिलने निकल पड़े हैं। होली न  सिर्फ बसंत ऋतु का आगमन है बल्कि सामाजिक समरस्ता का संदेश भी देती है। देश के अन्य हिस्सों से होली मनाएं जाने की खबर है।

    भारत की साइना नेहवाल ने स्विट्जरलैंड में खेली गई स्विस ओपन ग्रां-प्री गोल्ड बैडमिंटन चैंपियनशिप जीत ली है। दूसरी वरीयता प्राप्त साइना ने फाइनल में दक्षिण कोरिया की जी-ह्‌यून संग को सीधे सेटों में 21-13, 21-14 से हराया। साइना ने ह्‌यून संग को पिछले वर्ष भी इंडोनेशिया ओपन सुपर सीरीज में पराजित किया था।

Libyan leader Moammar Gadhafi today promised a long war against the international military forces that have targeted his troops with airstrikes and dozens of cruise missiles. 48 people, mostly children, were killed in the attacks. Gadhafi said in his address on the Libyan state television, he will not let up on the rebellion in the country's east. He said, he has opened up the weapons depots to Libyans, and said, everyone is armed with automatic weapons, mortars, bombs.  He threatened to attack military and civilian targets in the Mediterranean in retaliation for Western air and sea strikes on his country. The US and European nations pounded Moammar Gaddafi's forces and air defences last night with cruise missiles and airstrikes, launching the broadest international military effort since the Iraq war.

India has regretted air strikes taking place in Libya and hoped they will not lead to greater harm to innocent civilians, foreign nationals and diplomatic missions and their personnel still in that country. It has also expressed grave concern over the continuing violence and deteriorating humanitarian situation and called upon all parties to abjure use of force or  threat to use it. In a statement, New Delhi has called for resolving the differences through peaceful means and dialogue. It said that the UN and regional organisations must play their roles in resolving this crisis. India has already made its position clear that the measures being adopted, should mitigate and not exacerbate an already difficult situation for the people of Libya.

The crisis at Japan’s Fukushima nuclear plant stabilised  today as engineers reconnected power to two of the reactor buildings at the earthquake-stricken facility.  Experts trying to avert disaster at the worst hit nuclear power plant Number Three  have reported progress.  Officials said pressure levels are now stabilising and they will not  have to release radio active steam to prevent another explosion.  Reconnecting power would restore measurement instruments and cooling systems for both the reactors and spent fuel pools. About 300 engineers have been battling to contain radiation leaks from the plant,  240 kilometers north of Tokyo, since it was hit by the devastating magnitude 9 earthquake and tsunami which triggered the crisis 10 days ago.

Union Environment Minister Jairam Ramesh has said that though country needs to learn appropriate lessons from crisis at nuclear plant in Japan, it could not give up on nuclear energy. He said in Hyderabad that developments in Japan are very serious and whatever additional safeguards and precautions are required we must take.

The AIADMK and DMDK today settled their differences over constituencies as 41 seats were identified for DMDK to contest in the April 13 Tamil Nadu assembly polls.  DMDK Presidium chairman Panrutty Ramachandran said, his party founder and actor Vijayakant would approve the new list after which the two parties would sign a formal deal.Meanwhile, in a letter to the MDMK the AIADMK general Secretary Jayalalitha has said that she was saddened by the decision of the MDMK to boycott the assembly election. The Vaiko-led MDMK,  decided not to contest the election in Tamil Nadu and Puducherry due to the alleged ill-treatment meted out to it by the lead partner, AIADMK. A last minute effort by the AIADMK leadership to prevail upon MDMK with an offer of 13 seats, could not succeed.

The High level scrutiny committee of the Congress party is meeting in Delhi  to finalise party candidates for next month's assembly election in Kerala. The party will be announcing its candidates by tomorrow and the election manifesto will be released by Tuesday.  AIR Correspondent reports, one of the main parties in the UDF fold, Kerala Congress (M) which was to announce its candidates today, has postponed the decision.

In West Bengal, Opposition Trinamul Congress and Congress are yet to reach seat adjustments for Assembly poll in the State. The Trinamul Congress has already announced candidates for 228 seats, leaving 64 to Congress. The State Congress is still hopeful on the electoral alliance with Trinamul Congress.

Government says, they have no means to verify the authenticity of what is contained in the WikiLeaks cables. In an interview to a national daily, the Foreign Secretary Ms. Nirupama Rao said that the content referred in the Leaked cables ishearsay in the legal sense and cannot be taken as evidence.

Replying a variety of questions, she said that the Home Secretary level talks with Pakistan will be held later this month and these will be followed by talks between the two Commerce Secretaries. She said the process will continue and the Foreign Ministers of the two countries are likely to meet in July. On the relations with China, she said mechanisms have been put in place to maintain peace and tranquility in the border areas.

It has also urged the government to establish centres of excellence for developing high efficiency solar cells and related components to tap the immense potential of Solar Power. The Committee observed that the Ministry of New and Renewable Energy should make an action plan for implementing Jawahar Lal Nehru Solar Mission to achieve the target of 20,000 MW solar power generation by the year 2022.

In Uttar Pradesh, holy city Mathura was soaked in colours as tens of thousands of pilgrims descended on the land of Lord Krishna to celebrate the exuberant festival of colours. AIR Correspondent reports that several holi milan programmes were organised at several places.

Several Holi Milan programmes have been organized almost in all parts of state. Thousands of foreigners also took part in holi celebrations In Mathura -Vrindavan and Varanasi. After playing colours, devotees in large numbers are gathering in various temples of Mathura and vrindavan Several progmees based on comedy and satire have also been organised for last many days. In several places holi celebrated over two days and in Varanasi it lasts three days with grand show of classical programs at Dashasawmedh ghat.

In Punjab, holy city Anandpur Sahib was tastefully decorated as devotees flocked the famous Sikh shrine to pay obeisance. In Manipur, the festival of colours - Holi popularly known as Yaoshang in the state, was celebrated  with cultural gusto and sporting spirit for five days, starting from the last night. People in Nepal's Terai region bordering India also celebrated Holi with traditional fervour and gaiety.

In Iraq, two civilians were killed and nine others injured in two improvised explosive device  blasts in two different Baghdad areas today. Voice of Iraq news agency quoting security sources has reported that injured include three policemen. Meanwhile, the security source said that a number of mortar shells fell on the building of the General Security Department in eastern Baghdad’s Baladiyat district, where the office of the Iraqi Police and the Joint Forces headquarters exist.

A 5.5-magnitude earthquake struck off Taiwan today shaking buildings in the capital. There were no reports of damage and a tsunami warning was not issued. US Geological Survey said, the undersea quake hit at 4 PM local time about 44 kilometres south-east of Taitung city at a relatively shallow depth of 17 kilometers.

An explosion has struck the central Nigerian city of Jos. Witnesses in the city say the blast went off this morning near a church. There was no immediate word on casualties. Jos has experienced years of sectarian violence stemming from disputes over land, jobs, and power. Thousands have been killed in recurring battles between gangs of Muslims and Christians. The latest wave of attacks began with bombings on Christmas Eve that killed several dozen people.

In the ICC Cricket World Cup match at Chepauk, Chennai, chasing a target of 269 runs against India, the West Indies were 162 for 6 in 35.3 overs, a short while ago.   Earlier, electing to bat in the last Group 'B' encounter, India were all out for 268 in 49.1 overs.  Yuvraj Singh hit a fine 113 which was his maiden World Cup hundred.   It was also his 13th hundred in One-Day Internationals. Fast bowler Ravi Rampaul was the pick of West Indian bowlers with five for 51 from his 10 overs.The result of this match will decide the quarter-final line-up of the tournament. Earlier in the day, Zimbabwe crushed Kenya by 161 runs in their final Group 'A' game at the Eden Gardens, Kolkata.  Both teams were already out of contention for a quarter-final berth.

Ace Indian shuttler Saina Nehwal has lifted Swiss Open Grand Prix Gold trophy.  In the summit clash in Switzerland today, second seeded Saina defeated Ji Hyun Sung of Korea in straight games 21-13 21-14 in 43 minutes. This is the first title of the year for the World Number Four player. Saina, who had a subdued beginning to the year after recovering from a ligament injury, showed her mettle all through the tournament to swell her trophy cabinet. The 21-year-old Saina had won three Super Series titles last year -- Singapore, Indonesia and Hong Kong Open -- besides winning the Commonwealth Games gold and India Grand Prix gold.
