अमरीका और यूरोप गठबंधन सेना ने दूसरी रात भी लीबिया वायुसेना के ठिकानों पर बमबारी की। त्रिपोली में कर्नल गद्दाफी के निजी निवास के करीब स्थित लीबियाई सरकार के कमान केन्द्र को मिसाइल हमलों से पूरी तरह ध्वस्त कर दिया गया है। उड़ान वर्जित क्षेत्रों में निगरानी गश्त के दौरान संयुक्त सेनाओं ने ये कार्रवाई की, जिसमें राजधानी त्रिपोली के दक्षिण स्थित बाबअल अजीजिया में लीबियाई नेता के परिसर में गद्दाफी के कमान और नियंत्रण भवन क्षतिग्रस्त हो गया। ये स्पष्ट नहीं है कि वहां गद्दाफी भी उपस्थित थे या नहीं। हमलों में ब्रिटिश पनडुब्बियों और रॉयल एयरफोर्स के टॉर्नेडो जैट विमान शामिल थे। लीबियाई सरकार के प्रवक्ता मूसा इब्राहिम ने अमरीका और यूरोपियाई देशों की संयुक्त सेना द्वारा की गई बमबारी को बर्बर बताया और कहा कि गद्दाफी के निवास पर एकत्र सैंकड़ों नागरिकों को उससे नुकसान पहुंच सकता था।
---- अमरीकी रक्षामंत्री रॉबर्ट गेट्स ने कहा है कि उनका देश लीबिया सरकार के खिलाफ सैन्य कार्रवाई की कमान गठबंधन सेना को सौंपने पर विचार कर रहा है, जिसका नेतृत्व फ्रांस या ब्रिटेन अथवा नैटो करेंगे। इस बारे में अगले कुछ दिनों में ही निर्णय ले लिया जाएगा। लीबिया में ओडीसी डॉन अभियान की सफलता का दावा करते हुए श्री गेट्स ने कहा कि बहुत से अरब देश भी संयुक्त सेना में शामिल होने की योजना बना रहे हैं।
इस बीच, कतर ने लीबिया के खिलाफ अन्तर्राष्ट्रीय हवाई हमले में शामिल होने के लिए अपने चार लड़ाकू विमान भेजने का फैसला किया है। कतर इस अभियान में शामिल होने वाला पहला अरब देश है। अरब लीग के महासचिव अम्र मूसा द्वारा लीबिया पर हवाई हमले की आलोचना किए जाने के बावजूद कतर ने अपने लड़ाकू विमान पश्चिमी देशों के कमान में दिए जाने की ये घोषणा की है। अरब लीग ने सैन्य कार्रवाई का समर्थन किया था, लेकिन श्री मूसा का कहना है कि लीबिया के खिलाफ पश्चिमी देशों की सैन्य कार्रवाई उड़ान वर्जित क्षेत्र घोषित करके नागरिकों की सुरक्षा सुनिश्चित करना था न कि उन्हें निशाना बनाना था। लीबिया पर पश्चिमी देशों की संयुक्त सेना द्वारा हमले के मद्देनजर आज एशियाई बाजारों में कच्चे तेल की कीमतें बढ़ गई हैं। न्यूयॉर्क में अप्रैल में दिये जाने वाले लाइट स्वीट कू्रड ऑयल की कीमत में एक दशमलव आठ आठ अमरीकी डॉलर की बढ़ोतरी हुई है। अब इस तेल की कीमत १०२ दशमलव नौ पांच डॉलर प्रति बैरल हो गई है। मई में दिये जाने वालें ब्रेंट नॉर्थ सी कच्चे तेल की कीमत दो दशमलव एक चार अमरीकी डॉलर की बढ़ोतरी के साथ ११६ दशमलव शून्य सात अमरीकी डॉलर प्रति बैरल हो गई है।
लीबिया में जारी हिंसा और संघर्ष पर भारत ने चिन्ता व्यक्त की है। आज नई दिल्ली में जारी बयान में विदेशमंत्री एस एम कृष्णा ने इस संघर्ष में शामिल सभी देशों से संयम बरतने और ताकत इस्तेमाल न करने का आह्वान करते हुए कहा है कि शांतिपूर्ण ढंग से विवादों का समाधान किया जाना चाहिए। श्री कृष्णा ने इस संबंध में संयुक्त राष्ट्र और अन्य क्षेत्रीय संगठनों से द्विपक्षीय वार्ता की अपील की है।

संयुक्त राष्ट्र महासचिव बान की मून ने कहा है कि लीबिया युद्ध और मिस्र तथा ट्युनिशिया में आई क्रांति से पश्चिम एशिया और उत्तरी अफ्रीका के तानाशाहों को होशियार हो जाना चाहिए, जो प्रदर्शनकारियों पर अब भी गोली चलाने का आदेश देते रहे हैं। उन्होंने बहरीन के शाह और यमन तथा सीरिया में प्रदर्शनकारियों के खिलाफ कार्रवाई की घोर निंदा करते हुए कहा कि अन्य देशों को इस मामले में बोलना चाहिए। श्री बान आज से मिस्र और ट्युनिशिया की यात्रा पर जा रहे हैं। उन्होंने कहा कि मौजूदा स्थिति से स्पष्ट हो गया है कि इस पूरे क्षेत्र में बदलाव की लहर चल गई है और अंतर्राष्ट्रीय समुदाय को लोगों की मदद करनी चाहिए, ताकि वहां के नेताओं को लोगों की आकांक्षाओं और आशाओं पर विचार करने के लिए विवश होना पड़े।
--- विश्व बैंक ने कहा है कि भूकम्प और त्सुनामी से तबाह जापान के पुनर्निर्माण में पांच वर्ष का समय लग सकता है। जापान को इस आपदा से करीब २३५ अरब अमरीकी डॉलर का नुकसान पहुंच चुका है। विश्व बैंक ने अपनी रिपोर्ट में कहा है कि त्सुनामी से हुए नुकसान का असर इस वर्ष छह महीने तक रहेगा। ११ मार्च को आए भूकम्प और त्सुनामी में अब तक आठ हजार छह सौ से अधिक लोग मारे जा चुके हैं और १२ हजार आठ सौ से अधिक लोग लापता हैं। जापान का पूर्वोत्तर क्षेत्र पूरी तरह तबाह हो चुका है। विश्व बैंक की इस रिपोर्ट में ये भी कहा गया है कि पूर्वोत्तर स्थित ध्वस्त परमाणु ऊर्जा केन्द्र से स्थिति और अनिश्चित और चुनौतीपूर्ण हो गई है। इसी क्षेत्र में बंदरगाह, इस्पात और तेल कारखाने, परमाणु ऊर्जा संयंत्र और ऑटो तथा इलैक्ट्रिक वस्तुओं के निर्माण के कलकारखाने हैं।
--- पाकिस्तान में बलूचिस्तान प्रांत में मिथेन गैस विस्फोटों में २१ श्रमिकों के मारे जाने की खबर है। बचाव दल मलबे में दबे करीब ३० खान मजदूरों को निकालने के प्रयास में लगे हैं। क्वेटा के पास स्थित इस खान को दो सप्ताह पहले खतरनाक घोषित किया गया था।

-- नागर विमानन महानिदेशालय दस हजार से अधिक कमर्शियल पायलटों के लाइसेंसों की जांच करने और देश में उड्डयन के बारे में प्रशिक्षण देने वाले सभी स्कूलों का किसी अन्य एजेंसी से ऑडिट कराने पर विचार कर रहा है। जालसाजी से लाइसेंस प्राप्त करने के मामलों को देखते हुए इस संबंध में जल्दी ही फैसला लिया जाएगा। ऐसे अयोग्य पायलटों से यात्रियों की जान को खतरे को देखते हुए निदेशालय इन गलत तरीकों को रोकने के लिए कुछ कदम उठाने पर विचार कर रहा है। निदेशालय उन भारतीय युवाओं की समस्याओं के बारे में भी चिंतित है जो लाखों रूपये खर्च करके प्रशिक्षण के लिए विदेश जाते हैं और जाली या अवैध लाइसेंस लेकर लौटते हैं। निदेशालय के प्रमुख ई. के. भारतभूषण ने नई दिल्ली में बताया कि इस समय विमान सेवा के लिए लाइसेंस प्राप्त लगभग चार हजार पायलटों की जांच चल रही है।
---- जनसंख्या के बढ़ते दबाव को देखते हुए देश भर के ६५ शहरो में शहरी सुविधाएं बढायी जाएंगी। जवाहर लाल नेहरू शहरी नवीकरण मिशन के तहत इन शहरों में और सुविधाएं बढ़ाई जाएंगी। इस मिशन के तहत शहरी स्थानीय निकायों को और सशक्त बनाते हुए शहरों में बुनियादी सुविधाओं, बेहतर सेवा प्रदान करने और समुदाय आधारित भागीदारी पर जोर दिया जाएगा। भारत में २०२६ तक शहरों की आबादी बढ़कर ५३ करोड़ ५० लाख होने की संभावना है। शहरों में मध्यम वर्ग के लिए घरों की बढ़ती मांग को देखते हुए इस मिशन के तहत १५ लाख मकान बनाये जा चुके हैं। राजीव आवास योजना के तहत झुग्गी बस्तियों के विकास के लिए १५ राज्यों में एक सर्वेक्षण भी किया गया। शहरों को जल्दी ही झुग्गी-बस्ती मुक्त करने के प्रयास जारी हैं।

Coalition air strikes bombed Libya's air defence systems for a second night. A missile flattened a building housing Muammar Gaddafi's command centre very close to his private residence in Tripoli. The missile launched during operations by the US and European forces to patrol the no-fly zone destroyed Gaddafi's command and control capability inside the Libyan leader's compound at Bab el-Aziziya south of capital Tripoli. It was unclear where Gaddafi was at the time of the strike on his air defences which were carried out as part of a renewed allied assault on Libya involving British submarines and RAF Tornado jets. The three-storey administrative building which was flattened is about 50 metres from Gaddafi's iconic tent where the Libyan strongman generally meets guests in Tripoli. Libyan government spokesman Moussa Ibrahim told reporters who were taken to the site by bus that it was a barbaric bombing which could have hit hundreds of civilians gathered at the residence of Muammar Gaddafi about 400 metres away from the building which was hit. Smoke was seen rising from within the heavily fortified compound which houses Gaddafi's private quarters as well as military barracks and other installations.
Pentagon spokesman Vice-Admiral William Gortney said at a news briefing at Washington that Gaddafi, is not on the target list. Gortney also said it had no evidence of civilian casualties in airstrikes by coalition forces over Libya. US Defence Secretary Robert Gates today said that his country expects to hand over the leadership of the military operations against the Libyan regime to a coalition likely to be headed by either the French, the British or NATO in a matter of days. Claiming a strong and successful start of the 'Operation Odyssey Dawn' in Libya, he said several Arab countries are planning to join the military coalition. US-led Western forces had unleashed over one hundred Tomahawk cruise missiles on military targets in Tripoli and along the Mediterranean coast in the last two days.
UN chief Ban Ki-moon has said that the Libya war and revolutions in Egypt and Tunisia should be a warning to authoritarian leaders in the Middle East and North Africa who are still ordering forces to shoot demonstrators.
Meanwhile, Qatar has decided to send four warplanes to join the international air campaign over Libya. Qatar is the first Arab country to do so. The Qatari decision came despite comments from the Arab League Secretary General, Amr Moussa, questioning the air attacks. The Arab League had supported military action, but Mr. Moussa said western strikes against Libyan forces had gone beyond the objective of implementing the no-fly zone which the Organisation had called for. He said the Arab League had sought protection of civilians, and not the bombardment of more civilians.
Meanwhile, crude prices rose in Asian trade today as Western forces staged air strikes on Libya. New York's main contract, light sweet crude for delivery in April, gained 1.88 USD to 102.95 USD per barrel while Brent North Sea crude for May was up 2.14 USD to 116.07 USD.

Gravely concerned over continuing violence and strife in Libya, India today again regretted the air strikes by Western nations. Making a statement in New Delhi today the External Affairs Minister S M Krishna called upon all stake holders to abjure use of force and resolve their differences through peaceful means. Mr. Krishna pleaded for a dialogue with United Nations and other regional orgnisations for the settlement of the issue. India yesterday hoped that the air strikes would not harm innocent civilians, foreign nationals and diplomatic missions and their personnel, who are still in Libya.
On the prevailing situation in the Arab world Mr. Krishna said that India is closely monitoring the situation and the welfare of Indians working in the region is upper most in the agenda and necessary follow up action will be taken as and when required.

In Tamilnadu, filing of nominations is on in all the districts. DMK treasurer Mr. M.K.Stalin filed his nomination today in Kolathur Constituency in Chennai. The affidavits of the contestants would be posted in the website within 24 hours of the filing of nomination. On the first day 54 candidates had filed their nominations across the state.Meanwhile, on the AIADMK front, the party is yet to settle down on the issue of identification of constituency with Mr. Vijaykant’s party, the DMDK. Out of the 41 seats allotted to them, it is said that they have contention in two of them. AIR correspondent reports, the party has been allotted 63 seats by the DMK ally.
The political situation in the state is gearing up even as filing of nominations and last minute details are being finalized on leaders who are to begin their campaign trail. With lot of formalities to be undergone from getting permits of vehicles to be used for propaganda and procession to restricted use of official machinery in elections. Politicians have become careful enough to avoid violation of model code of conduct. In Kerala, the CPIM has further intensified its election campaign with Chief Minister V S Achuthanandan addressing a huge election convention at Malampuzha in Palakkad. Achuthanadan is contesting from Malampuzha in the April 13th election. At the same time, Congress President Sonia Gandhi is holding a high level meeting in Delhi to finalise the list of candidates. AIR correspondent reports, 40 companies of central forces will be reaching the state by the first week of next month in order to ensure smooth polls.
For the upcoming poll in Kerala, congress party is very likely to announce the list of candidates by this evening in Delhi. As the main party of opposition UDF, Congress is fielding 81 candidates to the 140 member Kerala Assembly. While quite a few young candidates are likely to be accommodated some of the sitting MLAs are unlikely to get ticket . Chief Minister V S Achuthanandan who is leading CPIM in the election received a rousing welcome at a mammoth election convention at Malmpuzha , Palakkad. The public support and subsequent media hype he received in the ticket denial episode will be a major factor in the coming poll. Meanwhile ,officials have indicated that majority of the 40 company strong central forces for the election process one fourth will be deployed in Kannur district.

In Puducherry, the deadlock on seat sharing between major political parties continues, even as filing of nominations enters the third day. Only a few independent candidates and a candidate from the BJP have filed their papers so far. The filing of nominations closes on Saturday.
There is an air of uncertainty as Puducherry prepares to go to polls. Perhaps for the first time, seat sharing and alliances are yet to be formalized, even as filing of nominations have begun. Smarting from defections to Newly floated NR congress led by the former chief minister Mr N.Rangaswamy, the ruling congress in a bid to assert itself has been demanding more seats than in contested in the last elections. That seems to be the problem in finalizing the deal with its main ally the dmk. On the aidmk front , the party leadership may take a call on the front in Puducherry only after solving the crisis in Tamil Nadu. With just 25 days to go for the elections, probable candidates have already begun making the rounds in the constituencies.

In a major decision, the Central government has increased its budgetary support share from 50 to 65 percent in the Sarva Shiksha Abhiyan. This has been done to lessen the economic burden on the States. The Abhiyan is on top of the government's agenda to achieve the objective of Right to Education to all. Six percent of the budgetary support has been earmarked for monitoring the implementation of the programme. A Committee of Vice Chancellors is working on identifying universities with outstanding performance to give them additional support so as to ensure that they emerge as globally competitive institutions of excellence.

Northern railway has introduced special trains on the Lucknow Delhi route after a restoration of rail traffic after fortnight-long disruption to facilitate the people to return to their place of jobs after the festival of Holi. It has been announced by General Manager S K Budlakothi. He has said that all the trains have been normalised in the Moradabad division which were affected due to the 'Rail Roko' agitation of the Jat Community.
Earlier special trains had been canceled due to blockade at Kafurpur railway station under Moradabad rail division in Jyotiba Phule Nagar by Jat agitators. Railway authorities have also instructed for speed up loading of goods dumped at different stations of this route. Adequate security forces are deployed at Kafurpur railway station to ensure undisrupted rail traffic. Meanwhile leader of Jat Arakshan Sangharsh Samiti Yashpal Mallick has said that they will continue their dharna at Kishan Adarsh Inter College, just near the Kafurpur railway station. He has also said that the Samiti will go to the High Court seeking direction for the government to consider their demands for 5 per cent reservation in the Central government jobs.Jat agitators had removed their blockade at Kafurpur railway station on Saturday following intervention of the Allahabad High Court.

The Director General of civil aviation plans to bring under the scanner over 10,000 commercial pilot license holders and conduct third-party audit of all flying schools in the country. AIR correspondent quoting sources reports, a decision to this effect will be taken shortly in the wake of cases of forgery behind securing of licences coming to light. As the forgery cases have given rise to fears that the lives of travellers is being endangered by incompetent pilots, the aviation regulator is planning a slew of steps to check the malaise. The regulator is also worried about the problems faced by a large number of Indian youths, who go abroad for training and return with fake or invalid licenses, after spending lakhs of rupees.
Speaking to reporters in New Delhi, DGCA chief E K Bharat Bhushan said, the regulator have got some more suspicious cases apart from the six cases of pilots using forged documents to get their licenses. He said nothing is confirmed as yet and investigations are going on.

The Urban population in India is likely to rise to 535 million by 2026. Egyptian voters have approved the Constitutional Changes in the referendum held on Saturday. The chief of Egypt's elections commission announced on state television that 77.2 per cent people voted in favour of a package of constitutional amendments. The changes limit the President's tenure, eliminate restrictions on political rights and open the way for parliamentary and presidential elections within months.
About half of amendments deal with the conduct of elections, one would make it easier for independent candidates to run for president; another would re-establish judicial oversight of elections. The amendment will also limit the tenure of president to two terms consisting maximum eight years. In previous elections, a turnout of around 10 to 15 percent of the electorate was the norm but in this election, the turnout of 41 percent broke all records for recent elections. 77.2 percent electorate voted in favour while 22.8 percent opposed the amendments. Opponents including youth organisations argued that the timeframe was too quick for political parties to organize. Egypt's Muslim Brotherhood and members of the former ruling party campaigned for passage.

Security forces in Syria clashed with thousands of anti-government protesters in the southern city of Dara for the third day. Angry protesters are said to have set fire to local offices of the ruling Baath party and a court building. At least one person was killed and several others wounded, as security forces fired on the demonstrators.

The United Nations nuclear agency says that there have been more positive developments in Japan's efforts to tackle a nuclear emergency at the damaged Fukushima Power Plant. The agency said one of the overheating reactors had become less intense, and cooling had been restored to two others. But, it said the overall situation remained very serious.

The World Bank has said, that Japan may take five years for reconstruction work following the catastrophic earthquake and tsunami that has caused around 235 billion US Dollars of damage. The bank said the disaster will reduce Japan's economic growth this year up to 0.5 percentage point. The March 11 disaster had killed more than 8,600 people and left more than 12,800 missing, and ravaged northeastern Japan. Damage to housing and infrastructure has been unprecedented. The world bank report said a crippled nuclear power station in the northeast that authorities are racing to regain control of is an unfolding situation that poses uncertainties and challenges.

The Sensex that opened nearly 129 points higher in the morning, later paired its early gains to trade 55 points higher in afternoon trade. Parsis in India and all over the world are celebrating Navroz today. Though small numbers camouflage their presence, Parsis in Mumbai city are an active community. Today, the city will feel their presence as they celebrate the most important day in the Parsi calendar - Jamshed-e-Navroze.
Celebrated on the spring equinox, Navroz -Parsi New Year marks the first day of spring. The Irani Parsis celebrate it on a large scale, with one distinct custom being the setting of a table with seven types of dishes. Those whose names begin with the letters 'sh' and 'sa' symbolise creation or renewal. The festival of navroz is celebrated with religious fervour in Mumbai. The Parsis in Mumbai have organized the gambhar, a traditional feast, at the Parsi Gymkhana, the money collected from which goes to charity. The community, under the Bombay Parsi Panchayat (BPP), Zorastrian Youth for the Next Generation (ZYNG), too has organised number of programmes on Navroz. Good food, plenty of spirits, good music, family and friends - what better way to bring in the New Year.
Prime Minister Dr Manmohan Singh has greeted the nation, especially the members of the Parsi community, on the occassion of Navroz.
In Afghanistan, Navroz is being celebrated with traditional fervor and gaiety. Strict security arrangements are in place in capital Kabul and northern city of Mazar-e-Sharif where the main function is held.

With growing concern over Climate Change, development of forest cover has emerged as a major challenge for the developing economies. As the World is observing Forestry Day today, India has taken a major initiative to increase its green cover. This year has been declared as the International Year of Forests with an overall objective to raise awareness about conservation and sustainable management and development of all type of forests. In India, Government recently approved the National Mission for Green to increase forest cover in the country. AIR Correspondent reports that the Mission has special significance as almost 25 percent of the forest cover in the country has degraded.
The objective of this Mission is not only to increase the quantity but also the quality of over 10 million hectares of forest area .It aims to double the afforestation area. The increased forest cover will act as a carbon sink to absorb an additional 43 million tonnes of green house gases every year. This will go a long way in addressing the impact of climate change. The Mission is not just limited to increasing plantations, but also focuses on restoring diverse ecosystems. It also envisages a key role for local communities and includes a four-level monitoring framework as the forests are the main source of livelihood to over 200 million people in the country.
Several functions are being organised to mark the occasion. In the national Capital, Environment Minister Mr Jairam Ramesh is addressing a function in New Delhi.
