   अमरीका और यूरोप की गठबंधन सेना ने कल दूसरी रात भी लीबिया वायुसेना के ठिकानों पर बमबारी की। त्रिपोली में कर्नल गद्दाफी के निवास के निकट कमान केन्द्र को मिसाइल हमलों से पूरी तरह ध्वस्त कर दिया गया है।

   कल भी कर्नल गद्दाफी की सेनाओं पर क्रूज मिसाइलों से हमला किया गया था। इन हमलों में 48 लोग मारे गये थे जिनमें से अधिकांश बच्चे थे। अरब लीग ने बमबारी में नागरिकों के मारे जाने पर चिंता व्यक्त की है। पश्चिमी देशों ने इन खबरों का खंडन किया है कि संयुक्त राष्ट्र सुरक्षा परिषदों के आदेश पर उडान वर्जित क्षेत्र घोषित किये जाने के बाद की गई कार्रवाई में नागरिकों को निशाना बनाया गया है। गठबंधन सेना के एक अधिकारी ने बताया कि राजधानी त्रिपोली के दक्षिण में बाब अल अजीजिया में कर्नल गद्दाफी के कमान और नियंत्रण कक्ष को नष्ट कर दिया गया है। ये स्पष्ट नहीं है कि ब्रिटिश पनडुब्बियों और रॉयल एयरफोर्स के टॉर्नेडो जैट विमानों की इस कार्रवाई के दौरान वहां कर्नल गद्दाफी उपस्थित थे या नहीं।
   अमरीकी रक्षामंत्री रॉबर्ट गेट्स ने कहा है कि उनका देश लीबिया सरकार के खिलाफ सैन्य कार्रवाई की कमान, एक दो दिन में फ्रांस या ब्रिटेन अथवा नेटो के हाथ में सौंपने की सोच रहा है।
संयुक्त राष्ट्र रक्षा परिषद में उडान वर्जित क्षेत्र का समर्थन करने वाली अरब लीग ने पश्चिमी गठबंधन सेना द्वारा भारी बमबारी की आलोचना की है।
   इस बीच खबर है कि यूरोपीय संघ ने कर्नल गद्दाफी की सरकार पर नये आर्थिक प्रतिबंध लगा दिये हैं।

   भारत ने लीबिया में हवाई हमलों पर खेद व्यक्त करते हुए सभी संबंधित पक्षों से हिंसा रोकने का आग्रह किया है। विदेश मंत्री एस एम कृष्णा ने दिल्ली में कहा कि लीबिया में सशस्त्र संघर्ष तत्काल रोकने की जरूरत है। उन्होंने कहा कि भारत चाहता है कि सभी संबंधित पक्ष, संयुक्त राष्ट्र और अन्य क्षेत्रीय संगठनों के माध्यम से शांतिपूर्ण बातचीत के जरिये समस्या का हल निकालें। यह पूछे जाने पर कि क्या भारत लीबिया पर हमला कर रहे देशों से बातचीत कर रहा है, श्री कृष्णा ने कहा कि भारत ने विभिन्न स्तरों पर यह मुद्दा उठाया है। उन्होंने कहा कि अंतर्राष्ट्रीय मंचों पर भारत की जो भी हैसियत है वह उसका इस्तेमाल करता रहेगा ताकि लीबिया में हिंसा और संघर्ष को फैलने से रोका जा सके।

   खबर है कि यमन में सेना के एक वरिष्ठ जनरल ने राष्ट्रपति अली अबदुल्ला सलेह को सत्ता से हटाने के लिए चल रहे आंदोलन में शामिल होने की घोषणा की है। एक इंफेंट्री डिविजन के कमांडर जनरल अली मोहसिन अल अहमार ने अल ज+ज+ीरा टेलीविजन पर प्रसारित अपने बयान में कहा कि वे अन्य वरिष्ठ अधिकारियों के साथ विरोधियों के आंदोलन में शामिल हो गये हैं।

   सूचना प्रौद्योगिकी क्षेत्र की - टी सी एस, इंफोसिस और विप्रो जैसी भारतीय कम्पनियों ने, बहरीन में राजनीतिक असंतोष को देखते हुए, वहां से अपने कर्मचारियों को वापस बुलाने का फैसला किया है।
   इस बीच, विदेश मंत्री एस.एम. कृष्णा ने आज कहा कि बहरीन और यमन में भारतीयों का कल्याण, सरकार के एजेंडे में सबसे ऊपर है।
   बहरीन में लगभग तीन लाख भारतीय हैं। भारतीय अधिकारियों ने उन्हें ज्+यादातर अपने घरों में रहने के लिए कहा है। भारतीय नागरिकों से यह भी कहा गया है कि अगर बहुत जरूरी न हो, तो वे बहरीन की यात्रा न करें।

   पाकिस्तान में बलूचिस्तान की एक कोयला खान में हुई दुघर्टना में मरने वालों की संख्या बढ़कर 45 हो गई है, 24 शव निकाले जा चुके हैं। बचाव दल ने बताया है कि चार घायल मजदूरों को बचा लिया गया है। मदद के लिये सेना को भी बुलाया गया है।

   पश्चिम बंगाल में विधानसभा चुनाव के लिए तृणमूल कांग्रेस और कांग्रेस के बीच सीटों के बंटवारे पर समझौता हो गया है। कांग्रेस प्रवक्ता शकील अहमद ने नई दिल्ली में यह जानकारी दी।

   पश्चिम बंगाल के 2011 के एसेम्बली इलैक्शन के लिए एक सीटों का एडजस्टमेंट हुआ है। इस समझौते के अनुसार तृणमूल कांग्रेस 229 सीटों पर चुनाव लड़ेगी और भारतीय राष्ट्रीय कांग्रेस 65 सीटों पर चुनाव लड़ेगी।
हमारे संवादाता ने खबर दी है कि तृणमूल कांग्रेस प्रमुख ममता बैनर्जी ने कोलकाता में बताया कि पार्टी 294 में से 227 सीटों पर चुनाव लड़ेगी और एस.यू.सी.आई दो सीटों पर चुनाव लड़ेगी।
   सीटों के तालमेल के बारे में दोनों दलों के बीच गठबंधन को लेकर चली आ रही अनिश्चित्ता समाप्त हो गई है। समझा जाता है कि पार्टी के वरिष्ठ पार्टी नेता प्रणव मुखर्जी की राजधानी में कांग्रेस अध्यक्ष सोनिया गांधी से मुलाकात और उसके बाद तृणमूल कांग्रेस की प्रमुख ममता बनर्जी से फोन पर हुई बातचीत के कुछ ही घंटों के भीतर समझौते की घोषणा कर दी गई। सीटों के तालमेल को अंतिम रूप देने के बाद सुश्री बनर्जी ने कहा कि वे पश्चिम बंगाल के बहुमुखी विकास के लिये कांग्रेस के साथ मिलकर काम करना चाहती हैं। इससे पहले तृणमूल कांग्रेस अध्यक्ष ममता बनर्जी ने कांग्रेस के लिये 64 सीटें स्वीकार करने की समय सीमा तय करते हुए कहा था कि पार्टी इसे स्वीकार करे अन्यथा वे सभी सीटों पर अपने उम्मीदवार खड़ा करेगी। बाद में सुश्री बनर्जी कांग्रेस नेतृत्व के अनुरोध पर एक सीट और देकर गतिरोध को समाप्त करने पर राजी हो गई।
सुश्री बैनर्जी ने अपनी पार्टी के उम्मीदवारों में मामूली फेरबदल किया है। उन्होंने अपनी पार्टी का चुनाव घोषणा-पत्र भी जारी किया, जिसमें रोजगार बैंक तथा भूमि बैंक खोलने और राज्य के कृषि तथा उद्योगों के चौतरफा विकास की बात कही गयी है।

   केरल उच्च न्यायालय ने आज निर्वाचन आयोग के उस आदेश को रद्द कर दिया, जिसमें राज्य के चालीस लाख परिवारों को दो रुपये प्रति किलो चावल देने की योजना लागू करने से राज्य सरकार को रोक दिया गया था। न्यायालय ने कहा कि यह आदेश, निर्वाचन आयोग को संविधान में दिये गये अधिकार क्षेत्र से बाहर है।

   इस बीच, संयुक्त लोकतांत्रिक मोर्चा - यू डी एफ के एक प्रमुख घटक केरल कांग्रेस - एम ने विधानसभा चुनाव के लिए अपने 15 उम्मीदवारों की घोषणा कर दी है।

   असम विधानसभा चुनाव के पहले चरण के लिए कुल 483 उम्मीदवार मैदान में रह गये हैं। नामांकन दाखिल करने के आज अंतिम दिन 26 उम्मीदवारों ने अपने नामांकन वापस लिये।
इस बीच, विपक्षी असम गण परिषद और भारतीय जनता पार्टी ने अपने चुनाव घोषणा पत्र जारी किये हैं। भाजपा के घोषणा पत्र में भ्रष्टाचार मुक्त और कुशल सरकार देने का वायदा किया गया है। असम गण परिषद ने अपने चुनाव घोषणा-पत्र में एक साल के अन्दर, असम-बांगलादेश सीमा को सील करने और भ्रष्टाचार मुक्त सरकार देने तथा असम समझौते पर अमल करने का वायदा किया है।

   आल इंडिया अन्ना डी एम के पार्टी ने तमिलनाडु विधानसभा के चुनाव के लिये अपने उम्मीदवारों की अंतिम सूची जारी कर दी है। चेन्नई में पार्टी महासचिव जयललिता द्वारा जारी नई सूची के अनुसार पाटीर्, शहर के 12 निर्वाचन क्षेत्रों से चुनाव लड़ेगी। सुश्री जयललिता श्रीरंगम से चुनाव लड़ेगी।

   आज उत्तर भारत, अफगानिस्तान, पाकिस्तान और फिलिपिन्स में भूकंप के झटके आए। मौसम विभाग ने आकाशवाणी को बताया कि दोपहर बाद लगभग तीन बजकर 20 मिनट पर आए इस भूकंप का केन्द्र अफगानिस्तान में हिन्दूकुश इलाके में था। रिक्टर पैमाने पर इसे पांच दशमलव सात मापा गया। दिल्ली, कश्मीर घाटी और राजस्थान के कई इलाकों में भूकंप के झटके कुछ सेकेंड महसूस किए गए। जान-माल के नुकसान की कहीं से खबर नहीं है।

जापान में फुकुशिमा दाइची परमाणु संयंत्र के तीन रिएक्टरों में बिजली आपूर्ति बहाल कर दी गई है। आशा है कि इन के पानी के पम्पों का परीक्षण भी जल्दी ही शुरू हो जायेगा। लेकिन संयंत्र को ठंडा करने वाली प्रणाली अभी नहीं शुरू हो सकी है। अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी का कहना है कि स्थिति गंभीर बनी हुई है। इस्तेमाल किये गये ईंधन की छड़ों और रिएक्टरों को ठंडा करने के लिय, कर्मचारी, अब भी संघर्ष कर रहे हैं ताकि विकिरण पर काबू पाया जा सके। संयंत्र के प्रवक्ता का कहना है कि तीन नम्बर के रिएक्टर से धुआं अथवा भाप निकलने के बाद कुछ श्रमिकों को वहां से हटा लिया गया है।

   नागर विमानन महानिदेशालय, दस हजार से अधिक कमर्शियल पायलटों के लाइसेंसों की जांच करने और देश में उड्डयन का प्रशिक्षण देने वाले सभी स्कूलों का किसी अन्य एजेंसी से ऑडिट कराने पर विचार कर रहा है।
निदेशालय के प्रमुख ई. के. भारतभूषण ने बताया कि जाली दस्तावेजों का इस्तेमाल करके लाइसेंस प्राप्त करने के जो छह मामले सामने आए हैं, इनके अलावा कई और भी संदेहपूर्ण मामले हैं। अभी इनके बारे में जांच चल रही है और पुष्टि होनी है। श्री भूषण ने बताया कि इस समय विमान सेवा के लिए लाइसेंस प्राप्त लगभग चार हजार पायलटों की जांच चल रही है।

   दिल्ली की एक अदालत ने आज 1984 के दंगों के दौरान पूर्वी दिल्ली के त्रिलोकपुरी क्षेत्र में चार लोगों को जिंदा जलाये जाने के मामले में एक व्यक्ति को आजीवन कारावास की सजा सुनाई। आरोपी महेश पर तीस हजार रुपये का जुर्माना भी लगाया है।

  दो ब्रिटिश नागरिकों का,े मुम्बई में उनके आश्रय में रहने वाले बच्चों के यौन शोषण के मामले में आज गिरफ्‌तार कर लिया गया। तीन दिन पहले उच्चतम न्यायालय ने उनको बरी करने के बम्बई उच्च न्यायालय के आदेश को निरस्त कर दिया था।

    मुंबई शेयर बाजार का सेंसेक्स आज 40 अंकों की मामूली गिरावट के साथ 17 हजार आठ सौ 39 पर बंद हुआ। कच्चे तेल की कीमतों में बढत के बीच आज कारोबार में उथल-पुथल देखी गई। उधर, नेशनल स्टॉक एक्सचेंज का निफ्‌टी नौ अंक गिरकर पांच हजार तीन सौ 65 पर बंद हुआ। चीन, हांगकांग, सिंगापुर और दक्षिण कोरिया के बाजारों में आज शून्य दशमलव एक से लेकर एक दशमलव सात प्रतिशत तक की बढ़त हुई। रूपया आज डॉलर के मुकाबले 11 पैसे मजबूत हुआ और एक डॉलर की कीमत 45 रूपये 1 पैसे थी। सोना दिल्ली के सर्राफा बाजार में 220 रूपये की बढ़त से 21 हजार 270 रूपये प्रति दस ग्राम तक पहुंच गया। अमरीका में कच्चे तेल की वायदा कीमत एक डॉलर 75 सेंट बढ़कर 102 डॉलर 82 सेंट प्रति बैरल हो गई। उधर, लंदन में ब्रैंच क्रूज की कीमत लगभग 115 डॉलर प्रति बैरल तक बढ़ गई।

The US-led coalition forces today intensified air and sea strikes on Libyan defence targets flattening a command centre of Muammar Gaddafi close to his private residence in Tripoli.  The international military forces  targeted Gaddafi's  troops with airstrikes and dozens of cruise missiles yesterday also. 48 people, mostly children were killed in the attacks. The western powers denied that civilians had been killed in their operations which got underway after the UN Security Council (UNSC) gave its nod for imposing a 'no fly' zone over Libya. A coalition official said Gaddafi's command and control capability inside the Libyan leader's compound at Bab el-Aziziya in south of capital Tripoli had been demolished. It was unclear where Gaddafi was at the time of the strike on his air defences as part of a renewed allied assault on Libya involving British submarines and RAF Tornado jets.The Arab League criticised the heavy bombardments by the western forces. Qatar has decided to send four warplanes to join the international air campaign over Libya. Qatar is the first Arab country to do so. Pentagon spokesman Vice-Admiral William Gortney at a news briefing in Washington said, Gaddafi is not on the target list. The European Union is reported to have imposed  new economic sanctions against Gaddafi's regime, targeting both individuals and economic entities.

Meanwhile The Libyan government has released four New York Times journalists, six days after they were captured by pro-government forces while covering a rebel uprising in the country's east. Libyan authorities handed the journalists to Turkish diplomats in the capital, Tripoli, today.

Regretting air strikes over Libya, India today called upon all parties to abjure the use of violence. The external affairs minister S M Krishna said in New Delhi that the need of the hour is cessation of armed conflict in the North African country.

The Minister said India believes that all parties and stakeholders should engage themselves in a peaceful dialogue through The United Nations and other regional organisations and come to a settlement.

The Trinamool Congress and Congress have reached seat sharing agreement for Assembly polls in West Bengal.  Announcing this in Kolkata this afternoon, the Trinamool Congress Chief,   Mamta Banerjee said that under the agreement her party will contest 227 seats while The Congress will put up candidates in 65 and SUCI in two seats. Talking to reporters in New Delhi today following the settlement, Congress leader Shakeel Ahmed said that there is no question of compromise or sacrifice when a negotiated settlement has been reached.

AIR Correspondent reports that the Trinamool Congress has left one more seat for the Congress instead of the earlier announced 64 after hectic talks between the top leaders of both parties for the last couple of days.

The Kerala High Court today set aside an order of the Election Commission, restraining the Kerala government from extending the two-rupees-a-kilo rice scheme, to cover 40 lakh families. A Division Bench comprising Chief Justice of the Kerala High Court, Justice J Chelameshwar and Justice P R Ramachandra Menon termed the Election Commission order as wholly arbitrary and unconnected with the purpose of securing a level playing field for all political parties.

In Assam, altogether 483 candidates remain in the fray for the first phase of elections scheduled to be held in the State on 4th of next month. On the last day of withdrawal of nominations, 26 candidates withdrew their nominations.

A 5.7 magnitude earthquake rocked parts of northern India, Afghanistan and Pakistan this afternoon.  MeT Department  told AIR that earthquake which was recorded at 3.20 pm Indian time, had its  epicenter   somewhere in Hindukash mountains in Afghanistan. The tremours lasted for few seconds and were felt in Delhi, Kashmir valley and parts of Rajasthan. There was no report of any loss of life or property.An  earthquake  of similar magnitude  shook buildings in the Philippine capital also.

Environment and Forest Minister Jairam Ramesh today said that  government should focus on improving the quality of the existing green cover, rather than trying to extend it. Talking to reporters on the occasion of World Forestery Day in New Delhi, he said that under the tremendous population pressure and economic development, the ambitious target of bringing 33 per cent of the country's total area under green cover appears to be unrealistic.

In Japan, Engineers have restored power to three reactors at the crippled Fukushima Daiichi nuclear plant and hope to test water pumps soon. However the cooling systems are not yet operating, and the UN nuclear watchdog, the IAEA, says the situation remains very serious. Workers have been battling to cool reactors and spent fuel ponds to bring the radiation-leaking plant under control. A plant spokesman says some workers were evacuated today from the complex after smoke or vapour was seen rising from the No 3 reactor.  A senior IAEA official, Graham Andrew said there have been some positive developments in the last 24 hours but overall the situation remains very serious.

Japan has ordered a halt to shipments of certain foods from four prefectures after abnormal radiation levels were found in products near a quake-hit nuclear plant.  Government spokesman  Yukio Edano told a news conference that  eating or drinking the contaminated foodstuffs even several times, however, would not be a health hazard.  Several countries have said they will screen food imported from Japan for radiation contamination.

The World Bank has said, that Japan may take five years for reconstruction, following the catastrophic earthquake and tsunami. The bank said the disaster will reduce Japan's economic growth this year up to 0.5 percentage point.

South Korean President Lee Myung-Bak today reiterated the country was safe from radiation leaking from the Japan's quake stricken nuclear plant. Fears over radiation have spread online, prompting Seoul, the closest foreign capital to the crippled nuclear plant in Fukushima, to crack down on scaremongering and warn against panic buying.

In Yemen, reports say that a top general has announced his allegiance to the protest movement seeking to oust President Ali Abdallah Saleh from power. In a statement broadcast by Al-Jazeera television, an armoured infantry division commander General Ali Mohsen al-Ahmar announced that he has joined the revolution along with other senior officers. According to Al Jazeera, two other generals announced their support for the protesters. 

The development in Yemen comes a day after President Saleh dismissed his cabinet in a bid to pacify opposition calls for sweeping reforms. UN Secretary General Ban Ki-moon has strongly condemned the use of live ammunition against demonstrators in Yemen and repeated call for dialogue and restraint. More than a month of violence has shaken Yemen with protesters demanding President Ali Abdullah Saleh step down who is in power for more than 32 years.

Pakistan government has started peace talks with the Tehrik-e-Taliban and other militant groups across the restive northwestern tribal areas. The Express Tribune newspaper quoted its sources as saying that Islamabad anticipated  an early withdrawal of NATO troops from Afghanistan.

The death toll in a coal mine collapse in southwest Pakistan has gone up to  45. Officials have  announced that there were unlikely to be any survivors in the shaft that was hit by a series of blasts triggered by accumulated methane gas.The mine, operated by state-run Pakistan Mineral Development Corporation (PMDC) at Sorang - located about 30 km from Quetta, the capital of Balochistan province - collapsed yesterday following the blasts.
