पाकिस्तान ने मुम्बई आतंकी हमलों की जांच के बारे में भारत से एक आयोग पाकिस्तान भेजने की बात मान ली है। भारत और पाकिस्तान के गृह सचिवों के बीच नई दिल्ली में हुई दो दिन की वार्ता के बाद जारी संयुक्त वक्तव्य में कहा गया है कि आतंकवादी खतरों की जानकारी के तत्काल आदान-प्रदान के लिए गृहसचिव स्तर पर हॉटलाईन स्थापित करने का भी निर्णय किया गया। गृह सचिव जी के पिल्लई ने बैठक के बाद बताया कि यह मुलाकात दोनों देशों के बीच भरोसे की कमी को काफी हद तक दूर करने में कामयाब रही है। संयुक्त बयान में समुद्री सहयोग, मानव और मादक द्रव्यों की तस्करी रोकने, वीजा प्रक्रिया को चुस्त बनाने, जाली मुद्रा की तस्करी और साइबर अपराधों को रोकने सहित विभिन्न क्षेत्रों में सहयोग की बात कही गई है। मुम्बई आतंकवादी हमलों के सिलसिले में पाकिस्तान में चल रही जांच और मुकदमें के बारे में जानकारी दी गई। मुम्बई आतंकी हमलों के सिलसिले में पाकिस्तान के न्यायिक आयोग की भारत यात्रा की तारीखों की सूचना चार से छह हफ्‌तों में पाकिस्तान को दे दी जायेगी। इसमें यह भी कहा गया है कि भारत की राष्ट्रीय जांच एजेन्सी और पाकिस्तान की संघीय जांच एजेन्सी, मुम्बई आतंकी हमलों की जांच में सहयोग करती रहेंगी। इन हमलों के कथित षडयंत्रकारियों की आवाज के नमूने भारत को देने के मुद्दे पर पाकिस्तानी अधिकारियों ने बताया कि वहां की निचली अदालत ने यह मामला खारिज कर दिया है। इसके खिलाफ हाईकोर्ट में अपील की गई है और सकारात्मक नतीजे की उम्मीद है। संयुक्त बयान में कहा गया है कि दोनो पक्ष वीजा प्रक्रिया को सरल बनाने के तौर तरीके तय करने और वीजा समझौते में संशोधन को अंतिम रूप देने के बारे में एक संयुक्त कार्यकारी समूह गठित करने के लिये राजी हो गये हैं।
हमारे संवाददाता ने बताया है कि पत्रकारों, व्यापारियों, वरिष्ठ नागरिकों और इलाज के लिये मरीजों को वीजा जारी करने की शर्तें नर्म करने का भी प्रस्ताव रखा गया है।
दो दिनों तक चली वार्ता के दौरान लस्ेकरें तयबा के संस्थापक हाफीज सईद के भारत विरोधी बयानों और अन्डर वर्ल्ड माफिया दाउद इब्राहिम की गतिविधियों सहित पाकिस्तान में अन्य आतंकवादी गतिविधियों से संबंधित मुद्दें भारत द्वारा उठाये गये और इस्लामाबाद ने इस संबंध में उचित कदम उठाने का आश्वासन भारत को दियां इस वार्ता की मुख्य उपलब्धि यह रही कि दोनों देशों ने एक दूसरे के जेलों में काफी दिनों से बंद बड़े कैदियों को रिहा करने काा निर्णय लिया है। एक तरफ जहां पाकिस्तान द्वारा अगले महीने की 15 तारीख को 150 भारतीय मछुआरों को रिहा किये जाने की संभावना है वहीं भारत ने 29 कैदियों को जल्द से जल्द छोड़ने का वायदा किया। नई दिल्ली ने अपनी तरफ समझौता बलास्ट मामलें मं चल रही जांच के बारे में भी इस्लामाबद को जानकारी दी। इस बातचीत में हुई प्रगति ने कल मोहाली में होने वाले भारत-पाकिस्तान क्रिकेट मैच के दौरान दोनों प्रधानमंत्रियों के बीच होने वाली वार्ता के लिए एक अनुकुल माहौल तैयार किया है।

पाकिस्तान के आंतरिक मंत्री रहमान मलिक ने दोनों देशों के बीच गृहसचिव स्तर पर आज समाप्त हुई वार्ता की सफलता पर गृहमंत्री पी. चिदंबरम को धन्यवाद दिया है। श्री मलिक ने सोशल नेटवर्किंग वेबसाइट ट्विटर पर कहा है कि पाकिस्तान और भारत के गृह सचिवों की बातचीत बहुत अच्छी रही।

सीबीआई ने टू जी स्पैक्टम मामले में पूर्व दूरसंचार मंत्री ए.राजा और अन्य लोगों के खिलाफ आरोप-पत्र दायर करने के लिए उच्चतम न्यायालय से और समय मांगा है। सी बी आई ने न्यायालय को सूचित किया कि 80 हजार पृष्ठों का आरोप-पत्र 2 अप्रैल को दायर किया जाएगा। प्रवर्तन निदेशालय ने अदालत को बताया कि आरोप-पत्र दाखिल होने के बाद दोषी दूरसंचार कम्पनियों की सम्पत्ति फेमा के उल्लंघन के कारण तुरन्त ज+ब्त कर ली जाएंगी।

सी बी आई ने 2-जी स्पेक्ट्रम मामले में डी एम के के कलाइनर टी वी चैनल में पैसा लगाने में कथित रूप से शामिल दो और लोगों आसिफ बलवा और राजीव अग्रवाल को गिरफ्‌तार कर लिया है। दोनों को मुम्बई से नई दिल्ली बुलाकर गिरफ्‌तार कर लिया गया। ये लोग पूछताछ में सी बी आई के साथ सहयोग नहीं कर रहे थे। दोनों को कल दिल्ली की सी बी आई अदालत में पेश किया जायेगा।

उधर, संसद की लोक लेखासमिति ने टू-जी और थ्री-जी स्पेक्ट्रम आबंटन मामले में डी.बी. इटिसलेट के मुख्य कार्यकारी अधिकारी अतुल झंब, एस.टेल के शामिक दास और यूनिटेक के प्रबंध निदेशक सिगवे ब्रेक्क को पांच अप्रैल को पेश होने के लिए कहा है।

दिल्ली की मुख्यमंत्री शीला दीक्षित ने आज कहा कि राष्ट्रमंडल खेलों के आयोजन में कथित भ्रष्टाचार मामले की जांच करने वाली शुंगलू समिति की रिपोर्ट विरोधाभासी है। प्रधानमंत्री द्वारा नियुक्त इस जांच समिति ने राष्ट्रमंडल खेलों की कुछ परियोजनाओं में कथित अनियमितताओं के लिए उपराज्यपाल तेजिंदर खन्ना और श्रीमती शीला दीक्षित की आलोचना की है। श्रीमती दीक्षित ने समिति के निष्कर्षों को नकारते हुए कहा कि अगर उनके द्वारा कोई गलत काम हुआ है तो सबसे पहले वे अपने ही खिलाफ जांच करवाएंगी।

प्रधानमंत्री ने कहा है कि मतभेदों को शांतिपूर्ण वार्ता और विचार-विमर्श से सुलझाया जाना चाहिए तथा विभिन्न देशों को विकास का अपना रास्ता चुनने की आजादी होनी चाहिए। डाक्टर मनमोहन सिंह ने यह टिप्पणी आज सऊदी अरब की राष्ट्रीय सुरक्षा परिषद के महासचिव बंदार बिन सुलतान बिन अब्दुलअज+ीज+ अल सउद के साथ मुलाकात के दौरान की। बदार बिन सुलतान ने प्रधानमंत्री के आवास पर उनसे मुलाकात की। उन्होंने डॉक्टर मनमोहन ंिसह को पश्चिम एशिया, उत्तरी अफ्रीका और खाड़ी क्षेत्र की हाल की घटनाओं, खासकर इस क्षेत्र में शांति, स्थिरता और समृद्धि लाने के लिए सऊदी अरब और खाड़ी सहयोग परिषद देशों द्वारा किए जा रहे प्रयासों की जानकारी दी।

जापान की परमाणु और औद्योगिक सुरक्षा एजेन्सी ने कहा है कि इस बात की पुष्टि नहीं की जा सकती कि क्षतिग्रस्त फुकुशिमा दाईची परमाणु बिजली घर से रेडियोधर्मी पानी का रिसाव भूमिगत निकासी प्रणाली के जरिये प्रशान्त महासागर में हो रहा है। एजेन्सी का कहना है कि समुंद्री तट से 50 से 70 मीटर के बीच की नहरों में पानी का स्तर एक जैसा बना हुआ है। विकिरण के रिसाव वाले संयंत्र का संचालन करने वाली टोक्यों इलेक्ट्रिक पावर कंपनी का कहना है कि यह सुनिश्चित करने के लिये कदम उठाये गये हैं कि कारखाने का पानी समुंद्र में न जा सके।

जापान के प्रधानमंत्री नाओतो कान ने कहा है कि उनकी सरकार फुकुशिमा परमाणु संयंत्र के संकट को देखते हुए अत्यधिक सतर्क है। श्री कान ने संसद के निचले सदन की बजट समिति की बैठक में कहा कि स्थिति के बारे में कुछ नहीं कहा जा सकता लेकिन सरकार समस्या से निपटने के लिए तैयार है। परमाणु विकिरण के कारण फुकुशिमा दाइची संयंत्र में उपकरणों को ठंडा रखने की प्रणाली फिर से चालू करने के प्रयासों में बाधा आ रही है। तोक्यो के उत्तर पूर्व में स्थित इस संयंत्र में मिट्टी में प्लूटोनियम का पता चला है और एक रिएक्टर की इमारत से बहुत अधिक प्रदूषित पानी लीक हुआ है।

प्रधानमंत्री मनमोहन सिंह ने कहा है कि जापान के फुकुशिमा परमाणु संयंत्र के संकट को देखते हुए देश के परमाणु संयंत्रों की सुरक्षा का मसला महत्वपूर्ण हो गया है। उन्होंने कहा कि भारत के नये रिएक्टरों को देश के नियामक प्राधिकरण से प्रमाण पत्र लेना जरूरी होगा। आज नई दिल्ली में 2009 के लिये परमाणु ऊर्जा विभाग के लाइफटाइम एचीवमेंट पुरस्कार प्रदान करते हुए उन्होंने कहा कि भारत के परमाणु बिजली घरों को सुरक्षा के मानक अपनाने होंगें। यह बात रिएक्टरों और विदेशों से आयातित तकनीक पर भी लागू होगी। प्रधानमंत्री ने कहा कि भारत के परमाणु बिजली घरों की सुरक्षा और संरक्षा के बारे में लोगों को तसल्ली होनी चाहिए। श्री सिंह ने कहा कि वे देश के परमाणु बिजली घरों के कामकाज में जबावदेही और पारदर्शिता देखना पसंद करेंगें। परमाणु बिजली घरों की सुरक्षा सुनिश्चित करने के लिये सभी आवश्यक कदम उठाने पर जोर देते हुए प्रधानमंत्री ने कहा कि वे देश के परमाणु बिजली घरों की सभी सुरक्षा प्रणालियों की तकनीकी समीक्षा के आदेश पहले ही दे चुके हैं।

तमिलनाडु में विधानसभा चुनाव का प्रचार जोर पकड़ता जा रहा है। दोनों प्रमुख द्रविड़ मोर्चे मतदाताओं को रिझाने में लगे हुए हैं। दोनों के बीच इस बार कड़ा मुकाबला होने की संभावना है। हमारे संवाददाता ने बताया है कि इस चुनाव में मतदाता पर्ची देने का काम पहली बार निर्वाचन अधिकारी कर रहे हैं।
राज्य में परिसिमन के कारण 23 जिलों की 52 सीटें खत्म हो गई है, हालांकि कुल विधानसभा की सीटों की संख्या 234 ही हैं। चैन्नई में पांच नये विधानसभा क्षेत्रों के गठन के साथ ही विधानसभा सीटों की संख्या बढ़कर 16 हो गई है। नई विधानसभा क्षेत्र चैन्नई के निकट शौलंगेनल्दुर में सबसे ज्यादा तीन लाख 40 हजार मतदाता है, जबकि नागापट्नम जिले के खिल वल्लुर में सबसे कम केवल एक लाख 40 हजार मतदाता है। हालांकि परिसिमन के करण राज्य में बहुत से मतदाता अभी भी ये पता लगा रहे है कि उनका नाम किस विधानसभा क्षेत्र में वोट डालने के लिए दर्ज है।

पश्चिम बंगाल विधानसभा चुनाव के दूसरे चरण के लिए अधिसूचना कल जारी की जाएगी। दूसरे चरण में मुर्शीदाबाद, नदिया और बीरभूम जिले में पचास निर्वाचन क्षेत्रों में 23 अप्रैल को वोट डाले जाएंगे। 6 अप्रैल पर्चें दाखिल किये जा सकते हैं।

असम में 4 अप्रैल को होने वाले विधानसभा चुनाव के लिए सभी 62 क्षेत्रों में चुनाव प्रचार चरमसीमा पर पहुंच गया है। हमारे संवाददाता ने बताया है कि सभी पार्टियों के बड़े नेता राज्य में मतदाताओं को रिझाने के लिए कड़ी मेहनत कर रहे हैं।
अब जबकि पहले चरण के मतदान में सिर्फ चार दिन बाकी है, सभी राजनीतिक दल पूरे जोरों शोरों से चुनाव प्रसार में लगें हुए हैं। सभी पार्टिया रोजगार, शिक्षा और विकास के मुद्दे पर राजकीय युवा मतदाताओं को अपनी ओर लुभाने की कोशिश कर रहे हैं। गौरतलब है कि असम के कुल मतदाताओं में से 40 फीसदी मदताता युवा है।
इस बीच, वरिष्ठ कांग्रेस नेता प्रणब मुखर्जी ने आंकड़े देकर बताया कि एक दशक के कांग्रेस शासन में राज्य की अर्थव्यवस्था में कितना सुधार हुआ है। उन्होंने कच्छार जिले में विभिन्न क्षेत्रों में चुनाव प्रचार के दौरान यह बात कही। उधर, भाजपा नेता सुषमा स्वराज ने सिल्चर क्षेत्र में चुनाव रैलियों को संबोधित करते हुए केंद्र और राज्य में कांग्रेस नेतृत्व वाली सरकार में भ्रष्टाचार फैलने का मुद्दा उठाया।

प्रधानमंत्री मनमोहन सिंह ने चंडीगढ़ प्रशासन से कहा है कि अनकी मोहाली उनकी यात्रा के दौरान आम लोगों की आवाजाही में कोई रूकावट नहीं आनी चाहिए और लोगों को कोई असुविधा नहीं होनी चाहिए। प्रधानमंत्री भारत और पाकिस्तान के बीच विश्व कप क्रिकेट का सेमीफाइनल मैच देखने कल मोहाली पहुंच रहे हैं। कुछ लोगों ने उनकी इस यात्रा के सिलसिले में किये जा रहे प्रबंध से असुविधा होने की शिकायत की थी।

Pakistan has agreed to allow an Indian Commission to in connection with the 26/11 Mumbai terror attack case probe. A joint statement issued at the end of the two-day meeting of Home Secretaries in New Delhi reiterated the commitment to fight terrorism in all its forms and manifestations. It also reaffirmed the need to bring those responsible for such crimes to justice. They decided to set-up a Hotline between the two Home Secretaries to facilitate real time information sharing with respect to terrorist threats.Home Secretary Gopal K Pillai who led India at the talks said after the meeting that the two countries have moved forward in reducing trust deficit significantly. The joint-statement listed various areas of cooperation including countering drug and human trafficking, streamlining visa procedure, fake currency, cyber crimes and maritime cooperation. Pakistan side led by the Interior secretay Qamar Zaman Chaudhary provided updates on the ongoing trial and investigation in Pakistan on the Mumbai terror attacks. The joint statement said that the National Investigation Agency in India and Pakistan's Federal Investigation Agency will continue to cooperate in the Mumbai terror attack investigations. On the issue of providing to India the voice samples of alleged masterminds of the attack, sources said Pakistan officials have said that a lower court had rejected their case in this regard. An appeal has been filed with the High Court and a positive outcome is expected. The joint statement said both the sides agreed to set-up a joint working group to examine the modalities for streamlining the visa procedure and for giving a final shape to revision of the bilateral visa agreement. AIR correspondent reports that a a proposal has been put forth to relax norms for issuance of visa to journalists, businessmen, senior citizens and patients coming for medical treatment.

The CBI has sought more time from the Apex Court  to file charge sheet against former Telecom Minister A Raja and others in 2G spectrum case. The CBI informed the court that an 80,000-page charge sheet will be filed on April 2nd in the 2G case.

 The agency today informed the Supreme Court that telecom companies, Swan Telecom and Loop Telecom were used as front companies by established telecom players to get the 2G spectrum illegally during the tenure of former Telecom Minister A Raja. The CBI, which filed a status report in a sealed envelope before a bench of Justices G S Singhvi and A K Ganguly, said Raja will face charges of cheating, forgery, and corruption. It said Swan Telecom and Loop Telecom were allegedly used as front companies by the Reliance Group (ADAG) and Essar respectively. Essar already has stakes in Vodafone.  The agency said that there was evidence of forgery in altering of first-come-first-serve policy to allow some companies to get 2G spectrum during Raja's tenure as telecom minister. It said the main charge sheet will be filed on April 2 against four individuals including Raja, some telecom honchos and two companies for their involvement in the 2G scam.

 In arelated development Parliament's Public Accounts Committee, PAC, has summoned DB Etislat CEO Atul Jhamb, Shamik Das of S-Tel and Sigve Brekke, MD of Unitech, in connection with 2G and 3G spectrum allocation case. PAC has already summoned Ratan Tata, Anil Ambani and corporate lobbyist Niira Radia. Radia, chairperson of Vaishnavi Corporate Communications and Tata, Chairman of Tata sons Limited, have been asked by the PAC to appear before it on April 5 to give oral evidence on the subject.

Meanwhile The CBI today arrested two more persons, Asif Balwa and Rajeev B Agarwal for their alleged involvement in money transfer to DMK's Kalaingar TV channel in connection with the 2-G spectrum case.The two would be produced before a designated court in Delhi tomorrow.

 The V.K. Shunglu Committee which probed alleged irregularities in the conduct of 2010 Commonwealth Games submitted three more reports to the Prime Minister's office today. The Committee has already submitted three other reports which deals with broadcasting deals by Prasar Bharati, Construction of Games Village and city related infrastructure projects.  As a follow up the Central Bureau of Investigation has filed an FIR against the then CEO of Prasar Bharati B.S. Lali. Meanwhile, Delhi Chief Minister Sheila Dikshit today said, the findings of the Shunglu Committee on Commonwealth Games corruption cases is self contradictory. The PM-appointed probe panel indicted both Lt Governor Tejinder Khanna and Mrs Dikshit for alleged irregularities in certain Games projects. Mrs Dikshit rejected the findings of the Panel  while criticising the panel for lack of understanding on the City government's role in conduct of Commonwealth Games.

AIR Correspondent report that in West Bengal Notification for the second phase of Assembly Elections in the state will be issued tomorrow. The second phase of Elections will take place in 50 seats in Murshidabad, Nadia and Birbhum districts on 23rd of next month. The last day of filling of nominations is 6th of April. In Assam, the election campaign has intensified in all the 62 constituencies going to Assembly polls on the 4th of next month. Senior Congress , BJP  and Asom Gana Parishad leaders addressed election rallies in  Valley and Upper Assam.

 Prime Minister Dr Manmohan Singh today emphasised that differences should be resolved through peaceful dialogue and discussions and that countries should be free to choose their own path to development. His comments came during his meeting with Prince Bandar Bin Sultan Bin Abdulaziz Al Saud, Secretary General of the National Security Council of the Kingdom of Saudi Arabia, who had called on him at his residence. The Saudi envoy reiterated Saudi Arabia's keen interest in further consolidating relations between India and the Kingdom in all areas of cooperation, without reservation.

Prime Minister Naoto Kan told Parliament that the situation at the troubled nuclear plant continues to be unpredictable  In Paris, France's Industry and Energy Minister Eric Besson said that a French nuclear fuel company would send two experts to Japan to help tackle the crisis at the crippled nuclear plant.

The Prime Minister Dr. Manmohan Singh today said safety of nuclear plants is important in the wake of Japan's Fukushima nuclear crisis. He asserted that future reactors in India will have to be certified by the Indian regulatory authority.  Speaking at a function after conferring Department of Atomic Energy's Lifetime Achievement Awards 2009, he said future reactors to be  built in India will have to be certified by the Indian regulatory authority and meet its safety standards. This will apply equally to reactors and technologies that are imported from abroad.

The Government today enhanced subsidy allocation for modernisation of the textiles industry to  15,404 crore rupees . Earlier a sanction of 8,000 crore rupees was made for the current Plan ending 2012. The decision was taken by the Cabinet Committee on Economic Affairs in New Delhi.

Prime Minister Manmohan Singh today asked authorities in Chandigarh  to ensure that inconvenience is not caused to the common people during his visit to Mohali tomorrow to witness the India-Pakistan cricket match.The Prime Minister's instructions come in the backdrop of earlier instances when people complained about hardships faced by them during his visits.

Meanwhile, Mohali has been turned into a security fortress.

In the first semi-final of the ICC Cricket World Cup in Colombo, chasing a modest victory target of  218 runs against New Zealand, co-hosts Sri Lanka were 160 for 2 in 32.4 overs, a short while ago. Earlier, electing to bat after winning the toss at the R. Premadasa Stadium, the Kiwis were all out for 217 in 48.5 overs.
