   संसद में विपक्ष को आड़े हाथों लेते हुए सरकार ने आज भारतीय जनता पार्टी पर जुलाई 2008 के दौरान विश्वासमत के समय यूपीए सरकार को अस्थिर करने की साजिश रचने का आरोप लगाया। संसद के दोनों सदनों में संक्षिप्त बहस का जवाब देते हुए प्रधानमंत्री मनमोहन सिंह ने कहा कि वोट के बदले नोट दिये जाने का कोई पक्का सबूत नहीं है। विपक्ष के आरोपों को निराधार बताते हुए डाक्टर मनमोहन ंिसह ने कहा कि विश्वासमत प्राप्त करने के लिये न तो कांगे्रस पार्टी के किसी व्यक्ति और न ही सरकार ने कोई गैरकानूनी काम किया है ओर संसदीय समिति ने मामले की जांच की है।

   जिस संसदीय समिति ने इस मामलें की जांच की है उसने किसी उचित एजेंसी से आगे जांच कराने की सिफारिश की है और ये मामला दिल्ली पुलिस को सौप दिया गया है। इस मुद्दे पर 18 मार्च को दिये गये अपने बयान को सही बताते हुए प्रधानमंत्री ने तत्कालीन लोकसभा अध्यक्ष सोमनाथ चटर्जी की इस व्यवस्था का उल्लेख किया , जिसमें उन्होंने कहा था कि रिश्वत का आरोप तर्कसंगत नहीं लगता, इसलिये इसकी और जांच कराई जाय।
   डाक्टर सिंह ने सदस्यों को सचेत किया कि वे देश के भविष्य के बारे में राजनयिक केबलों की बातों पर भरोसा न करें। उन्होंने कहा कि सरकार और विपक्ष के बीच मतभेद और टकराव पैदा करने के लिये राजनयिक मिशन कोई संदेश प्लांट कर उसे लीक करने की कोशिश कर सकता है। डाक्टर सिंह ने खेद व्यक्त किया कि पश्चिम एशिया में वर्तमान उथल पुथल की स्थिति से उत्पन्न ऊर्जा सुरक्षा जैसे महत्वपूर्ण मुददों पर बहस न करके विपक्ष मामूली मुद्दों पर समय बर्बाद कर रहा है। लोकसभा में विपक्ष के खिलाफ कमान संभालते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने आरोप लगाया कि विपक्ष संसद और संवैधानिक संस्थाओं को बदनाम करने की कोशिश कर रहा है। राज्य सभा में विपक्ष को चुनौती देते हुए गृहमंत्री पी चिदम्बरम ने कहा कि जुलाई 2008 में विश्वास मत के दौरान वोट के बदले नोट देने के मामले की जांच जल्द पूरी हो जाएगी। गृहमंत्री ने सदन को बताया कि स्टिंग आपरेशन के टेपों की फोरेनसिक जांच रिपोर्ट की सत्यता की पुलिस जांच कर रही है। उन्होंने आरोप लगाया कि स्टिंग आपरेशन सरकार को अस्थिर करने के लिए जानबूझ किया गया प्रयास था।

   सभी समितियों की सिफारिशों और दिल्ली पुलिस की जांच के साथ मैं केवल यह कह रहा हूं कि जनता के सामने आरोप यह है कि ये कोई स्वतंत्र पत्रकारिता नहीं थी, बल्कि एक राजनीतिक दल ने जानबूझकर ऐसा करवाया था। इससे पहले सरकार पर प्रहार करते हुए विपक्षी भारतीय जनता पार्टी ने कथित वोट के बदले नोट की सी बी आई द्वारा जांच कराये जाने की मांग की । लोकसभा में बहस में भाग लेते हुए विपक्ष की नेता सुषमा स्वराज ने इस मामले में संसदीय समिति द्वारा नामजद लोगों के खिलाफ नई एफ आई दर्ज कराने की मांग की।
मेरी मांग है आपसे, केवल ये केस सीबीआई को मत दीजिए, बल्कि ये जो विकिलिस का जो खुलासा आया है, जिन लोगों के नाम है, उन नामों को एफआईआर में जुड़वाईयें, जबतक वो नाम इसमें नहीं जुड़ेंगे सत्य उजागर होकर के सामने नहीं आयेगा। राज्य सभा में इसी तरह का विचार व्यक्त करते हुए विपक्ष के नेता अरूण जेटली ने सरकार पर आरोप लगाया कि वह इस मुद्दे पर पर्दा डालना चाहती है। राज्यसभा में बहस की शुरूआत करते हुए उन्होंने कहा कि यह मुददा राजनीतिक भ्रष्टाचार से जुडा हुआ है जिसकी न तो अनदेखी की जानी चाहिये और न ही उसे कम गंभीर समझना चाहिये। प्रश्न यह है कि क्या निर्वाचित प्रतिनिधियों या लोकप्रियता के नाम पर अपराध को माफ किया जा सकता है? हमारी सलाह है और उन्हें भी यह समझना होगा कि आज वे जो दो भूमिका निभा रहे हैं उनमें साफ-साफ विरोधाभास है। देश के गृहमंत्री के रूप में दिल्ली पुलिस उन्हें रिपोर्ट करती है और उन्हें अपराध का पता लगाना ही चाहिए। लोक सभा में इस मुददे पर भारतीय कम्युनिस्ट पार्टी के नेता गुरूदास दासगुप्ता ने बहस की शुरूआत की। उन्होंने सरकार से कहा कि वह जारी जांच पडताल को पूरा करके इस मुद्दे में स्वयं को साफ सुथरा सिद्ध करे। संसद के दोनों सदनों में इस मुददे पर बहस में सत्ताधारी और विपक्ष के अनेक सदस्यों ने भाग लिया। इस मुद्दे पर प्रधानमंत्री द्वारा बहस का जवाब दिये जाने के बाद, एन डी ए, सदस्यों ने लोकसभा से वॉकआउट किया।

   निर्वाचन आयोग ने निर्देश दिया है कि गैरजमानती गिरफ्‌तारी वारंट को राजनीतिक उद्देश्य के लिये इस्तेमाल न किया जाय। आज शाम कोलकाता में मुख्य निर्वाचन आयुक्त एस. वाई. कुरैशी ने कहा कि इस प्रकार की गिरफ्‌तारी वारंट केवल ऐसे अपराधियों के लिये इस्तेमाल किया जाय, जो चुनाव प्रक्रिया को भंग कर सकते हैं।
 

   दक्षिण असम के बराक घाटी में चार अप्रैल को होने वाले पहले चरण के चुनाव में विधानसभा की पन्द्रह सीटों के प्रचार में विभिन्न दल जुट गये हैं।

   केरल में 13 अप्रैल को होने वाले चुनाव के लिये नामांकन भरने का काम चल रहा है। शनिवार तक पर्चे भरे जायेंगें।

   तमिलनाडु विधानसभा चुनाव में 13 अप्रैल को होने वाले मतदान के लिए प्रचार तेज हो गया है। प्रमुख राजनीतिक दलों ने अपने उम्मीदवारों की घोषणा कर दी है।

   सरकार ने आज एक हजार 289 करोड़ रुपए के प्रत्यक्ष विदेशी निवेश के 14 प्रस्तावों को मंजूरी दे दी। एक सरकारी विज्ञप्ति के अनुसार विदेशी निवेश संवर्धन बोर्ड ने कोलकाता के धुनसेरी निवेश के 715 करोड़ रुपए के निवेश प्रस्ताव और मारिशस की कंपनी घीर निवेश के 530 करोड़ रुपए के निवेश प्रस्ताव को मंजूरी दी। लेकिन बोर्ड ने ऐस्सर केपिटल होल्डिंग्स और फोरबो होल्डिंग ए जी सहित 27 प्रस्तावों पर फैसला टाल दिया।

   आयकर विभाग ने आज हैदराबाद में नागर्जुन सहित तेलगु फिल्म जगत से जुड़े अनेक महत्वपूर्ण लोगों के घरों और दफ्‌तरों पर छापे मारे। एक वरिष्ठ अधिकारी के अनुसार विभाग की जांच शाखा ने ये छापे मारे हैं।
 

   प्रवर्तन निदेशालय ने पुणे में घुड़साल मालिक और आरोपों में घिरे कारोबारी हसन अली के चार्टर्ड अकाउंटेंट सुनील शिंदे के घर की आज तलाशी ली।

   हसन अली पर विदेशों में बड़ी मात्रा में काला धन जमा करने और टैक्स की चोरी के आरोप हैं।

   भारत ने आज इटली के राजदूत जियाकोमो सेनफेलिसे-डी -मांटेफोर्टे को बुलाकर मिलान हवाई अड़डे पर कल जानेमाने गोल्फ खिलाड़ी जीव मिलखासिंह के कोच अमरितीन्दर सिंह के साथ हुई घटना पर विरोध प्रकट किया है। मिलान हवाई अड़डे पर सुरक्षा जांच के दौरान पिछले एक सप्ताह में दो बार श्री सिंह को पगड़ी उतारने के लिये कहा गया था। संसद में भी इस घटना पर जबरदस्त शोर शराबा हुआ। नई दिल्ली में विदेश मंत्रालय द्वारा जारी पे्रस विज्ञप्ति में कहा गया है कि पश्चिमी देशों के मामलों से सम्बद्ध सचिव विवेक काटजू ने इटली के राजदूत को बुलाया और भारत की नाराजगी से उन्हें अवगत कराया।
 

   लीबिया में अंतर्राष्ट्रीय सेना ने विद्रोरियों के कब्जे वाले मिसराता शहर पर फिर बमबारी शुरू कर दी है। लीबियाई वायुसेना की उस छावनी पर दो बार हवाई हमले किये गये जहां गद्दाफी ब्रिगेड तैनात है। कर्नल मोअम्मर गद्दाफी की वफादार सेना को शुरू में पीछे हटना पड़ा था, लेकिन छतों पर तैनात सैनिक लोगों को अब भी निशाना बना रहे हैं। इससे पहले गद्दाफी की सेना के टेंकों और थलसेना ने मिसराता पर जबरदस्त गोलाबारी की जिसमें पचास से अधिक लोग मारे गये। खबरों में यह भी कहा गया है कि कर्नल गद्दाफी की सेना ने ट्यूनिशिया की सीमा से लगे जिन्तान पर गोलाबारी फिर शुरू कर दी है।

  जापान के पूर्वोत्तर तटवर्ती क्षेत्रों में बारह दिन पहले आये भूकंप और त्सुनामी त्रासदी में मृतकों और लापता लोगों की संख्या चौबीस हजार से अधिक हो गयी है। मरने वालों की संख्या और बढ़ने की आशंका है, क्योंकि उत्तरी हॉनशू द्वीप के प्रशांत सागर तट स्थित लगभग सभी कस्बे तबाह हो चुके हैं।

   1923 में केंटो भूकंप में एक लाख 42 हजार से ज्यादा लोग मारे गये थे।

   पाकिस्तान क्रिकेट विश्वकप प्रतियोगिता में वेस्टइंडीज को दस विकेट से हराकर सेमीफाइनल में पहुंच गया है। ढाका में पहले बल्लेबाजी करते हुए वेस्टइंडीज की पूरी टीम 43वें ओवर में एक सौ 12 रन पर ही सिमट गई। पाकिस्तान ने जीत के लिए 113 रन के लक्ष्य को बिना किसी नुकसान के 21वें ओवर में हासिल कर लिया। मैन ऑफ द मैच रहे मोहम्मद हफीज ने दो विकेट लिए और नाबाद 61 रन बनाए।

   संसद के दोनों सदनों में आज भारतीय स्वाधीनता आंदोलन के अमर शहीदों- भगत सिंह, राजगुरु और सुखदेव को भावभीनी श्रद्धांजलि अर्पित की गई। समाजवादी राजनेता और चिंतक डॉक्टर राममनोहर लोहिया को भी उनकी जयन्ती पर संसद में श्रद्धा सुमन अर्पित किये गए। प्रधानमंत्री मनमोहन सिंह ने केन्द्रीय कक्ष में डॉक्टर लोहिया के चित्र पर पुष्पांजलि अर्पित की। लोकसभा अध्यक्ष मीरा कुमार और विभिन्न दलों के वरिष्ठ नेताओं ने भी डॉक्टर लोहिया को श्रद्धांजलि दी।

 

   रेलवे ने जाट आंदोलन के कारण कालका-चंडीगढ़- नई दिल्ली शताब्दी एक्सप्रेस शुक्रवार तक के लिए रद्द कर दी है। दिल्ली-सराय रोहिल्ला-चंडीगढ़-कालका हिमालियन क्वीन भी शुक्रवार तक रद्द रहेगी। इसी तरह दिल्ली-भंटिडा इंटरसिटी और अम्बाला-गंगानगर इंटरसिटी एक्सप्रेस भी रद्द रहेगी।

   हरियाणा के उद्योग मंत्री रणदीप सिंह सुरजेवाला ने जाट समुदाय के लोगों से अपील की कि वे विपक्षी नेताओं के बहकावे में न आवें और रेल पटरियों को जाम न करें।

   राष्ट्रपति प्रतिभा देवीसिंह पाटील ने आज नई दिल्ली में वर्ष 2010-11 के लिए निर्मल ग्राम पुरस्कार प्रदान करने के बाद कहा कि पूर्ण स्वच्छता अभियान में महिलाओं की भूमिका महत्वपूर्ण है और उन्हें स्वच्छता दूत बनाया जाना चाहिए।

Turning the tables on the Opposition, the government today charged the BJP with hatching a conspiracy to destabilise the UPA government during July 2008 trust vote. Replying to a short duration debate in both Houses of Parliament, the Prime Minister Dr. Manmohan Singh said that there is no conclusive evidence of bribery in the alleged cash for votes issue. Rubbishing the opposition charges, he reiterated that none from the Congress party or the government indulged in any unlawful act to win the trust vote.

Dr. Manmohan Singh said, the Parliamentary panel which probed the matter recommended further investigation by an appropriate agency and the Delhi police is seized of the matter. Dr. Singh cautioned the Members not to tread the dangerous path of relying on purported diplomatic cables on future management of country. He said attempts may be made by any diplomatic mission to plant a message and to leak it to create discord between government and opposition. NDA members staged a walk out in Lok Sabha after Prime Minister's reply on cash-for-vote scam. Leading the charge against the opposition in the Lok Sabha, HRD Minister Kapil Sibal alleged that it has been denigrating the Parliament and Constitutional institutions. He alleged that BJP was behind the sting operation to destablise the sitting government. Challenging the opposition in the Rajya Sabha, Home Minister  P. Chidambaram said that investigation in the cash for vote issue will be completed shortly. He said that fresh allegations about the involvement of certain entities will also be taken into account by the crime branch of Delhi police which is still examining the veracity of sting operation tapes submitted by forensic laboratory. He told the House that there is no independent journalistic exercise in the form of a sting operation but a deliberate attempt was made by the BJP to destabilise the government.

Earlier, launching a scathing attack on the government, the Opposition BJP demanded a CBI probe in the alleged cash for vote scam. Participating in the debate in the Lok Sabha  leader of opposition  Sushma Swaraj also called for filing fresh FIRs against those named by the parliamentary panel in the case. Echoing similar sentiments, the leader of opposition in the Rajya Sabha, Arun Jaitley said this is an issue of political corruption which can neither be under-estimated nor under-stated. He demanded that the matter must be brought to its logical conclusion, adding that the ruling party is trying to cover up foolproof evidence.

 The debate on the subject was initiated by CPI leader Gurudas Dasgupta in the Lok Sabha who asked the government to come clean on the issue by concluding the ongoing probe.

Several members from the treasury and opposition benches participated in the debate in both the Houses.

Making a reference in the Lok Sabha, the Speaker Ms. Meira Kumar recalled their sacrifice to the nation. In the Rajya Sabha, Chairman Hamid Ansari said their patriotism, uncompromising devotion to the cause of their motherland and their selfless sacrifice has immortalized them for all times. Members stood in silence for a while in both the Houses as a mark of respect to the memory of the martyrs.

New Delhi today summoned Italian envoy Giacomo Sanfelice di Monteforte and  lodged a strong protest  over the incident involving leading golfer Jeev Milkha Singh's coach Amritinder Singh at Milan Airport yesterday. The coach was  asked to take off his turban for the second time in last one week during security check at Milan airport. The incident  created furore in Parliament also. A release issued by the Ministery of External Affairs in New Delhi, said the Secretary (West)  Vivek Katju summoned the Ambassador and conveyed New Delhi's utter unhappiness at this serious incident. He urged the Italian authorities to show necessary sensitivity in such cases.The matter figured in the Rajya Sabha and  External Affairs Minister S M Krishna assured the House that the issue will be taken up with Italy.

The Enforcement Directorate today searched the residence  and office of the chartered accountant of businessman and stud farm owner, Hasan Ali in Pune. Searches were carried out at the premises of Chartered Accountant, Sunil Shinde. Meanwhile Ali has been remanded to Enforcement Directorate custody for three more days.

Income Tax Department conducted searches at the residences and offices of several Telugu film personalities, including Nagarjuna in Hyderabad today. Film industry sources said, the action was prompted when the department found large number of land transactions involving film personalities in Visakhapatnam.

In Libya, International forces have launched new air strikes near rebel-held western city of Misrata.  According to reports, air strikes twice hit the airbase where Gaddafi's brigades are based.  Misrata residents say, forces loyal to Col Muammar Gaddafi initially pulled back, but snipers have continued to target people from rooftops.  Two people were killed by snipers in the centre of the town.  According to reports, Col Gaddafi's forces also resumed their pounding of Zintan, near the Tunisian border. The fighting comes as Western leaders debate who leads the intervention, with the US keen to hand over to Nato. An American Naval Commander said, air strikes against Libya will now target any of Col. Gaddafi's ground forces, still attacking opposition held areas.   Meanwhile, UNESCO today called on both Libya and multinational forces implementing a no-fly zone over the country to keep military operations away from cultural heritage sites.

In Japan, the number of people confirmed dead or listed as missing has surpassed 24,000, 12 days after the massive earthquake and tsunami struck the country's northeast coast. There are fears of a much higher toll from the disaster, which flattened entire towns along the Pacific coast of northern Honshu island. The National Police Agency today  said 9,408 people had been confirmed dead and 14,716 officially listed as missing as a result of the March 11 catastrophe. A total of 2,746 people have been injured. .

Elizabeth Taylor, one of 20th Century's biggest movie stars, has died in Los Angeles at the age of 79. The double Oscar-winning actress had a long history of ill health and was being treated for symptoms of congestive heart failure. Her four children were with her when she died at Cedars-Sinai Medical Center.Elizabeth Taylor's  most famous films included National Velvet, Cleopatra and Who's Afraid of Virginia Woolf. She was equally well-known for her glamour and film partnership with Richard Burton, one of her seven husbands.

The Election Commission has directed that the execution of non-bailable arrest warrant should not be used for political harassment . Addressing a press conference at Kolkata this afternoon the Chief Election Commissioner S.Y.Quresh said that such arrest warrant should be executed only against criminal who may disturb the poll process.  The full bench of the Election Commission headed by Mr. Qureshi is in Kolkata on a two day visit to review assembly election preparedness in West Bengal.

In Kerala, seventy nine nomination papers were today  filed for next month's assembly election. Chief Minister V S Achuthandandan contesting from Malampuzha in Palakkad, will be submitting nomination paper tomorrow. Saturday is the last day for submission of nominations papers for the April 13th poll.

In Chhattisgarh, at least two naxalites have been killed in an encounter today. According to the police, the encounter took place in the jungle near Benur police station area of the Narayanpur district. Police have recovered the bodies of the naxalites alongwith some weapons from the site of the encounter.

The Railways today cancelled two important trains connecting the Union Territory of Chandigarh with the national Capital because of Jat agitation. This includes the morning Shatabdi Express from Kalka or Chandigarh to New Delhi and the return service from the national capital in the evening. The Delhi Sarai Rohilla -Chandigarh/Kalka Himalayan Queen has also been cancelled.  According to a Northern Railway spokesperson,  the trains have been cancelled till Friday. A number of other mail and express trains running in the Northern region  also cancelled.

Pakistan thrashed West Indies by ten wickets in the first quarter-final of the ICC Cricket World Cup at the Sher-e-Bangla National Stadium at Mirpur in Dhaka today. Chasing 113 runs to win, Pakistan reached the target in 20.5 overs without any loss. Mohammad Hafiz 61 and Kamran Akmal 43 were unbeaten.Earlier, West Indies won the toss and chose to bat first. West Indies were all out just for paltry 112 runs in 43.3 overs. None of their top batsmens could stand the firey spell of Pakistan bowling line-up. Chanderpaul's unbeaten 44 is the highest individual score, followed by Srawan 24 and Kamer Roach 16. This is the second lowest total by West Indies in the Cricket World Cup. West Indies's lowest total in the Cricket World Cup is against Kenya, when they were all out for just 97 runs, in 1996 at Pune . For Pakistan, Shahid Afridi claimed 4 wickets and Mohammad Hafiz 2, while Razzaq and Umar Gul took 1 wicket each. India will play their quarter-final match against defending champions Australia tomorrow.
