 सरकार ने एंट्रिक्स-देवास सौदे की संसदीय पैनल की देखरेख में जांच कराने का फैसला किया है। संसद की प्राक्कलन समिति भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो द्वारा एस-बैण्ड स्पेक्ट्रम के आवंटन की खासतौर पर एंट्रिक्स-देवास सौदे के सन्दर्भ में जांच करेगी। सरकार ने पिछले महीने इसरो की वाणिज्यिक शाखा एंट्रिक्स कारपोरेशन और बंगलौर की देवास-मल्टीमीडिया के बीच एस-बैण्ड की लीज+ के बारे में हुआ विवादास्पद समझौता रद्द कर दिया था।

 हमारे संवाददाता ने खबर दी है कि इस सौदे के तहत देवास कम्पनी की डिजिटल मल्टीमीडिया सेवाओं के लिए एंट्रिक्स को दुर्लभ एस-बैण्ड पर ७० मैगाहर्टज स्पैक्ट्रम उपलब्ध कराना था। इसके लिए इसरो के प्रस्तावित जी-सैट-छह  और  जी-सैट-छह-ए उपग्रहों के ९० प्रतिशत ट्रांसपॉडर लीज+ पर दिये जाने थे। इसके बदले देवास को १२ वर्ष की अवधि में कुल ३० करोड़ अमरीकी डॉलर का भुगतान करना था। इस सौदे के तौर तरीकों के बारे में कई शिकायतें मिली थी। यह पाया गया कि अंतरिक्ष विभाग ने उपग्रहों के निर्माण की स्वीकृति यह तथ्य बताये बिना ही प्राप्त कर ली कि इनका इस्तेमाल मुख्य रूप से देवास के लिए होना था।

 प्रधानमंत्री ने इस सौदे की जांच के लिए योजना आयोग के सदस्य बी० के० चतुर्वेदी और एयरोस्पेस वैज्ञानिक आर नरसिम्हा की समिति के गठन का आदेश दिया था, जिसने १२ मार्च को प्रधानमंत्री को अपनी रिपोर्ट सौंप दी। डॉक्टर मनमोहन सिंह ने केबिनेट सचिव के० एम० चन्द्रशेखर से इस रिपोर्ट की जांच करके आगे की कार्यवाही का सुझाव देने को कहा।

 उच्चतम न्यायालय ने दिल्ली के निकटवर्ती राज्यों-उत्तरप्रदेश, हरियाणा और राजस्थान की सरकारों को यह सुनिश्चित करने के निर्देश दिये है कि जाट आंदोलन के मद्देनजर दिल्ली को पानी और आवश्यक वस्तुओं की आपूर्ति में बाधा न पड़े। केन्द्र सरकार की नौकरियों में आरक्षण की मांग को लेकर जाट समुदाय आंदोलन कर रहा है। न्यायमूर्ति अल्तमश कबीर और न्यायमूर्ति दलवीर भंडारी की पीठ ने खासतौर पर उत्तरप्रदेश और हरियाणा से यह सुनिश्चित करने को कहा है कि मथुरा और पानीपत के तेलशोधक कारखानों से पैट्रोलियम पदाथोर्ं की आवाजाही किसी तरह प्रभावित न हो।

 होली अवकाश के बावजूद उच्चतम न्यायालय ने दिल्ली जलबोर्ड और इंडियन ऑयल कॉरपोरेशन की तत्काल सुनवाई याचिकाओं पर ये निर्देश दिये। पीठ ने यह भी कहा कि सार्वजनिक परिवहन सुविधाओं में बाधा नही पड़ने दी जानी चाहिए।

 दिल्ली जलबोर्ड और इंडियन ऑयल की ओर से पेश होकर दिल्ली सरकार के वकील ने न्यायालय को जाट आंदोलन और उससे उत्पन्न कठिनाइयों के बारे में अवगत कराया। पीठ ने अपने आदेश में कहा कि आंदोलन से जल आपूर्ति और दूध तथा दुग्ध उत्पादों सहित आवश्यक वस्तुओं की आपूर्ति में बाधा नही पड़नी चाहिए। न्यायालय ने यह भी कहा कि संबद्ध राज्यों को दिये गये इन निर्देशों का तात्पर्य यह नही है कि वे इनके पालन के लिए केन्द्र से मदद नही मांग सकते।

 हरियाणा और उत्तरप्रदेश सरकार को नोटिस जारी करते हुए न्यायालय ने मामले की अगली सुनवाई दो सप्ताह बाद तय की है।

इस बीच, हमारे लखनऊ संवाददाता ने खबर दी है कि राज्य में जाट आंदोलन के मद्देनजर जाट बहुल मंडलों और जिलों के वरिष्ठ प्रशासनिक और पुलिस अधिकारियों की लखनऊ में बैठक हुई है, जिसमें मेरठ, सहारनपुर, अलीगढ़, मुरादाबाद और गाजियाबाद के अधिकारी शामिल हुए।

सरकार ने संबोधित जिलो के अधिकारियों को निर्देशित किया है कि वे अपने इलाके में उन स्थानों को चिन्हित कर लें, जो जाट आंदोलन की दृष्टि से संवेदनशील है और २८ मार्च से दिल्ली के रेल और राजमार्गों को बाधित करने के आंदोलनकारियों की चेतावनी की दृष्टि से भी महत्वपूर्ण है। इलाहबाद उच्च न्यायालय के लखनऊ खंडपीठ ने केंद्र और राज्य सरकारो को निर्देशित किया है कि हाल की रेल सेवा बाधित होने की घटना दोबारा न हो, इसके लिए सभी तरह के उपाय किए जाए। जाट आंदोलनकारियों से निपटने के अधिकारियों के तौर-तरीको के प्रति अप्रश्नता जाहिर करते हुए न्यायालय ने कहा है कि ऐसी स्थितियों से निपटने के लिए  बल प्रयोग और -- सुरक्षा कानून लागू करने सहित तमाम उपाायों को लागू करने के लिए नीति निर्धारित करें। न्यायालय ने न्यायालय ने जाट आंदोलन की वजह से बाधित रेल सेवा को बहाल करने में समय से कार्रवाई नहीं करने के लिए रेल  अधिकारियों के प्रति भी कड़ी प्रतिक्रिया की है।

 उधर, हरियाणा से हमारे संवाददाता ने खबर दी है कि राज्य में जाट आंदोलन के कारण अधिकतर रेलगाड़ियां नहीं चल पा रही हैं।

कालका, चंडीगढ़, नई दिल्ली एस्सप्रेस को भी कल तक रद्द कर दिया गया है। आरक्षण आंदोलन के लंबा खींचने और सरकार द्वारा रेल यातायात खुलवाने के लिए कोई कार्रवाई न करने से आम आदमी परेशान है। कोई भी राजनीतिक दल जाट समुदाय को नाराज नहीं करना चाहता। न्यायालय अध्यक्ष ओमप्रकाश चोटाला ने जाट आंदोलन का समर्थन करते हुए कहा है कि जाट सामाजिक एवं शैक्षिक तौर पर पिछड़े हुए हैं।  कई बार अभी भी उन्हें समानता की नजर से नहीं देखते, इसलिए वे आरक्षण के हकदार है। उधर सरकार के एक वरिष्ठ नेता ने कहा है कि वे जाटों को केंद्र में आरक्षण का तो समर्थन करते हैं लेकिन रेल यातायात अवरूद्ध करने के पक्ष में नहीं हैं। सरकार टकराव नहीं चाहती, इसलिए बातचीत से समस्या के समाधान के प्रयास किए जा रहे हैं।

 वृद्धों के लिए आजीवन निश्चित आमदनी की व्यवस्था के लिए पेंशन कोष नियमन और विकास प्राधिकरण की स्थापना सम्बन्धी विधेयक आज लोकसभा में पेश किया गया। विधेयक में राष्ट्रीय पेंशन न्यास के गठन के जरिये राष्ट्रीय पेंशन प्रणाली शुरू करने का प्रस्ताव है। वामपंथी नेता वासुदेव आचार्य और उनके कुछ पार्टी सहयोगियों के प्रारम्भिक विरोध के बाद यह विधेयक सदन में पेश हुआ। हमारे संवाददाता ने खबर दी है कि सत्तारूढ़ सदस्यों के कम संख्या में उपस्थित होने के कारण स्थिति कठिन हो गई थी। मुख्य विपक्षी दल भाजपा ने विधेयक का समर्थन किया।

 नियंत्रक और महालेखा परीक्षक ने ओ एन जी सी विदेश से मजबूत निगरानी तंत्र कायम करने को कहा है क्योंकि तेल की खुदाई के लिए विशाल पूंजी की जरूरत होती है और इसमें बेहद ज्यादा जोखिम रहता है। आज लोकसभा में कम्पनी के बारे में प्रस्तुत रिपोर्ट में कहा गया है कि नियंत्रक और महालेखा परीक्षक ने ओ एन जी सी से संयुक्त उद्यमों की स्थापना के बारे में नीति और दिशा निर्देश तैयार करने को कहा है।

 विपक्ष ने आज सरकार की आलोचना करते हुए कहा कि उसने जो बजट पेश किया, वह दिशाहीन है। राज्यसभा में वित्त विधेयक २०११ पर चर्चा शुरू करते हुए भाजपा के प्रकाश जावड़ेकर ने राय जाहिर की, कि सरकारी खर्चे बढ़ने से राजकोषीय घाटा भी और बढ़ेगा। अन्तिम समाचार मिलने तक बहस जारी थी।

 वित्त मंत्री प्रणव मुखर्जी ने सम्बद्ध विनियोग विधेयक के साथ वित्त विधेयक प्रस्तुत किया था।

 सरकार ने कहा है कि देश की सुरक्षा चिन्ताओं को देखते हुए सीमा पर बुनियादी सुविधाओं के विकास पर समुचित ध्यान दिया जा रहा है। इनमें अग्रिम इलाकों की विमान पट्टियों तक सड़क और रेल सम्पर्क बनाना शामिल है। रक्षा सम्बन्धी स्थायी समिति की सिफारिशें लागू करने के बारे में लोकसभा में पेश रिपोर्ट में कहा गया है कि पड़ोसी और आसपास के क्षेत्रों में बदलते सुरक्षा परिवेश को ध्यान में रखते हुए सुरक्षा नीति और सिद्धान्तों में बराबर संशोधन किये जाते हैं। भूमि अधिग्रहण के बारे में रिपोर्ट में कहा गया है कि आजकल बाजार दरों से मुआवजा तय किया जा रहा है।

  इस कार्रवाई रिपोर्ट में यह संकेत भी दिया गया है कि सीमा सड़क विकास परियोजनाओं का काम अभी और दो साल के लिए बाहरी एजेन्सियों से कराया जायेगा ताकि इन्हें जल्दी निपटाया जा सके। रिपोर्ट के अनुसार पर्यावरण और वन मंत्रालय ने बुनियादी परियोजनाओं के लिए पर्यावरण स्वीकृति देने की प्रक्रिया सरल कर दी है और जिला, राज्य तथा राष्ट्रीय स्तर पर सिंगल विन्डो क्लियरेंस व्यवस्था की गई है।

 संसद ने आज उड़ीशा का नाम बदल कर ओडिशा;व्क्प्ैभ्।द्ध   करने संबंधी विधेयक पारित कर दिया। अब राज्य की भाषा ओडिया होगी। इस समय यह उड़िया है। राज्यसभा ने सर्वसम्मति से विधेयक पारित किया, लोकसभा इसे पहले ही पारित कर चुकी है।

 प्रवर्तन निदेशालय ने कर चोरी के आरोपों से घिरे व्यापारी हसन अली के एक साथी को मुम्बई में गिरफ्तार किया है। कोलकाता के व्यापारी काशीनाथ टपुरिया को निदेशालय ने तीन दिन की पूछताछ के बाद गिरफ्तार किया। इसी महीने प्रवर्तन निदेशालय ने टपुरिया के कोलकाता स्थित निवास पर छापा मारा था। आयकर विभाग ने टपुरिया पर पांच सौ ९१ करोड़ रूपये का कर बकाया और उसकी पत्नी चंद्रिका पर २० हजार ५४० करोड़ रूपये कर चुराने का आरोप लगाया है।

 इस बीच हसन अली के चार्टर्ड अकाउंटेंट सुनील शिंदे को आज पूछताछ के लिए प्रवर्तन निदेशालय ने बुलाया है। कल निदेशालय ने उसके पुणे स्थित निवास पर छापे मारे थे।

 सेना की एक अदालत ने आदर्श हाऊसिंग सोसायटी घोटाला मामले में पूर्व सेनाध्यक्ष जनरल दीपक कपूर और जनरल एन.सी. विज सहित अन्य वरिष्ठ अधिकारियों को दोषी माना है। अदालत ने लेफ्टिनेंट जनरल जी.एस.सिहोता, लेफ्टिनेंट जनरल पी.के. रामपाल, लेफ्टिनेंट जनरल शांतनु चौधरी, लेफ्टिनेंट जनरल तेजिंदर सिंह, मेजर जनरल राम कंवर हुड्डा, मेजर जनरल ए.आर कुमार, और मेजर जनरल वाई.एस यादव और मेजर जनरल तेज किशन कौल को भी दोषी ठहराया है। सेना की अदालत ने इन अधिकारियों को कदाचार का दोषी पाया है। उसने कहा है कि प्रथम दृष्टया ये अधिकारी दोषी है और अब सीबीआई पर है कि वो इन मामलों की जांच करे।  सेना की अदालत ने अपनी रिपोर्ट पिछले सप्ताह रक्षा मंत्रालय को सौंपी थी।

 हमारे संवाद्दाता ने खबर दी है कि रक्षा मंत्री ए.के. एंटनी ने पिछले वर्ष दिसम्बर में आदर्श हाऊसिंग घोटाले में सेना और रक्षा संपदा अधिकारियों की जिम्मेदारी तय करने के लिए सीबीआई जांच के आदेश दिए थे।

 यह हाऊसिंग सोसायटी करगिल के शहीदों के परिजनों के लिए बनाई गई थी लेकिन उन्हें इस सोसायटी में मकान नहीं मिले। इस घोटाले के कारण महाराष्ट्र के मुख्यमंत्री अशोक चव्हाण को भी इस्तीफा देना पड़ा था।

 १२ मार्च को समाप्त हुए सप्ताह में खाद्य वस्तुओं की मुद्रास्फीति की दर फिर दहाई में पहुंच कर १० दशमलव शून्य-पांच प्रतिशत हो गई। जबकि पिछले तीन सप्ताह से यह कम चल रही थी। इससे पिछले सप्ताह में यह ९ दशमलव चार-दो प्रतिशत थी। आलू के दाम दो दशमलव आठ-दो प्रतिशत और प्याज के दाम १० दशमलव आठ प्रतिशत बढ़े। फलों की कीमतें भी २३ दशमलव छह प्रतिशत बढ़ गई। अण्डे, मांस और मछली भी १३ दशमलव दो-एक प्रतिशत ज्यादा महंगे हो गये। इसी अवधि में दूध की कीमतें छह दशमलव छह-तीन प्रतिशत बढ़ी हैं। अनाज के मूल्य चार दशमलव चार-पांच प्रतिशत बढ़ गये। चावल के दाम दो दशमलव सात-पांच प्रतिशत बढ़े और गेहूं की कीमत में दो दशमलव एक-पांच प्रतिशत की बढ़ोत्तरी हुई।

 असम विधानसभा चुनाव के दूसरे चरण के लिए ११ अप्रैल को मतदान होना है। इस चरण में अब तक १०० उम्मीदवारों ने अपने नामांकन पत्र  दाखिल किये हैं। कल नाम दाखिल करने का अंतिम दिन है। शनिवार को नामांकन पत्रों की जांच की जाएगी।

 इस बीच, सत्तारूढ़ कांग्रेस ने दो उम्मीदवारों की अंतिम सूची घोषित कर दी है। इससे पहले पार्टी १२४ सीटों के उम्मीदवारों की घोषणा कर चुकी थी। दूसरी तरफ मार्क्सवादी कम्युनिस्ट पार्टी, भारतीय कम्युनिस्ट पार्टी और तृणमूल कांग्रेस ने अपने चुनाव घोषणा पत्र जारी कर दिये है।

 तृणमूल कांग्रेस ने राज्य में अच्छे और निष्पक्ष प्रशासन का वायदा किया है। मार्क्सवादी पार्टी के घोषणा पत्र में भी स्वच्छ प्रशासन का वायदा किया गया है। पार्टी ने राज्य में रोजगार के अवसर बढ़ाने की भी बात की है। भारतीय कम्युनिस्ट पार्टी ने पड़ोसी राज्यों के साथ सीमा विवाद सुलझाने और सड़क सम्पर्क बेहतर बनाने का वायदा किया है।

 हमारे संवाददाता ने खबर दी है कि पहले चरण में चार अप्रैल को होने वाले मतदान के लिए ४८५ उम्मीदवार चुनाव मैदान में है।

पहले चरण में राज्य के १३ जिलों की ६२ विधानसभा सीटों के लिए वोट डाले जाएंगे। निर्वाचन विभाग ने बताया कि आज राजनीतिक दलों ने अपने स्टार प्रचारक की लिस्ट आयोग को सौंप दी है। राज्य निर्वाचन विभाग ने सभी राजनीतिक पार्टियों से चुनाव प्रचार के दौरान हेलीकॉप्टर उतारने के लिए संबोधित जिला प्रशासन को कम से कम तीन दिन -- सूचना देने को कहा है।

 आन्ध्रप्रदेश विधानसभा में सरकार और विपक्ष के बीच गतिरोध जारी है।  विशेष आर्थिक क्षेत्र के लिए भूमि आवंटन के मुद्दे पर दोनों अपने-अपने रूख पर अड़े हुए हैं। शोर शराबा जारी रहने के कारण सदन की कार्यवाही दिन भर के लिए स्थगित कर दी गई।

 बम्बई उच्च न्यायालय ने स्वैच्छिक संस्था स्वाभिमान संगठन के प्रमुख और महाराष्ट्र के उद्योग मंत्री नारायण राणे के पुत्र नितेश राणे द्वारा किये गये कथित हमले की जांच सी बी आई को सौंप दी है। न्यायमूर्ति ए० एम० खनविलकर और न्यायमूर्ति ए० आर० जोशी की खंडपीठ ने आदेश में याचिकाकर्ता चिन्तू शेख का अनुरोध स्वीकार कर लिया, जिसने आरोप लगाया कि नितेश ने पिछले सितम्बर में मुम्बई में स्वाभिमान के कार्यालय में उन पर गोली चलाई थी।

 जापान में तोक्यो प्रशासन ने कहा है कि नल के पानी में रेडियोधर्मिता का स्तर कम हो गया है और अब वह शिशुओं के लिए भी सुरक्षित है। इससे पहले सरकार ने चेतावनी दी थी कि पानी शिशुओं के पीने के लिए सुरक्षित नही है। तोक्यो के बाहर चीबा और साइतामा जैसे इलाकों में भी विकिरण का स्तर बच्चों के लिए खतरनाक साबित हो सकता है। मुख्य केबिनेट सचिव ने आज जनता को आश्वासन दिया है कि अब तक मिले विकिरण के स्तर से एक वर्ष की आयु से अधिक के किसी व्यक्ति पर बुरा प्रभाव नही होगा। उन्होंने बोतलबंद पानी का उत्पादन बढ़ाने का आग्रह किया है और कहा है कि फुकुशिमा संयंत्र को चालू करने का काम चल रहा है। संयंत्र से उत्पन्न विकिरण २५० किलोमीटर दूर  तोक्यो तक फैल गया हैं और दूध और सब्जियों में भी पहुंच गया है।

 

आज सवेरे एनएच के एक हेलीकॉप्टर क्रू ने फुकुशिमा परमाणु बिजली घर की जो तस्वीरें ली थी, उनके मुताबिक रिएक्टर नम्बर १, २, ३ और चार से धुंआ उठता नजर आ रहा था और यह पहला मौका है, जब रिएक्टर नंबर एक से भी धुंआ उठता नजर आया। हालांकि तोक्यो इलेक्ट्रिक पावर कंपनी के मुताबिक रिएक्टर नंबर तीन से जो धुंआ उठता कल नजर आ रहा था, वो अब बंद हो गया है और इसमें पानी डालने का काम भी फिर से शुरू करा दिया है। इस बीच रिएक्टर नंबर एक के भीतर गैस का दबाव और तापमान खतरनाक स्तर तक बढ़ गया बताया जा रहा था, लेकिन अब खबर है कि वो नियंत्रण में हैं। इसके भीतर जो प्रकाश की जो व्यवस्था वो पहले ही बहाल हो चुकी है और मुख्य कैबिनेट सचिव युकिया अदानो के मुताबिक इसके कन्टेंर वेसल को कोई नुकसान नहीं पहुंचा है। एचएच के वर्ल्ड रेडियो जापान से एन एच शर्मा।

 अमरीका के बाद अब आस्ट्रेलिया, कनाडा और सिंगापुर ने भी जापान से खाद्य वस्तुओं के आयात पर प्रतिबंध लगा दिये है। जापान की राष्ट्रीय पुलिस ने बताया है कि भूकम्प और त्सुनामी के बाद मरने वालों की संख्या नौ हजार सात सौ हो गई है और सोलह हजार पांच सौ लोग लापता है। लगभग तीन लाख लोगों ने अस्थायी शिविरों में शरण ले रखी हैं।

 प्रधानमंत्री डॉक्टर मनमोहन सिंह ने आशा व्यक्त की है कि जापान इस प्राकृतिक त्रासदी के बाद और मजबूत देश के रूप में उभरेगा। जापान के प्रधानमंत्री के साथ टेलीफोन पर बातचीत में डॉक्टर सिंह ने संकट की इस घड़ी में जापान को भारत के समर्थन का आश्वासन दोहराया और कहा कि भारत के लोग और सरकार इस आपदा के समय जापानी लोगों के साथ हैं। भूकम्प और त्सुनामी के बाद  जापान में हुए जान-माल के भारी नुकसान पर प्रधानमंत्री ने गहरी सम्वेदना व्यक्त की। विदेश मंत्रालय की प्रेस विज्ञप्ति के अनुसार जापान के प्रधानमंत्री नाओतो कान ने भारत के सहयोग और समर्थन के प्रति आभार व्यक्त किया।

 लीबिया की राजधानी त्रिपोली में अमरीका, ब्रिटेन और फ्रांस के नेतृत्व में अन्तर्राष्ट्रीय सेना के हवाई हमलों की लगातार पांचवी रात भी कई जोरदार धमाके सुने गये। त्रिपोली से १३० मील पूर्व, विद्रोहियों के कब्जे वाले शहर मिसराता में गद्दाफी समर्थक सैनिकों की गोलीबारी की भी खबर है। हालांकि लीबिया के विदेश उपमंत्री ने जमीन पर किसी तरह की सैन्य कार्रवाई से इंकार किया है।  मिसराता के बाहर हो रही लड़ाई के बारे में परस्पर विरोधी खबरे मिल रही है।

 उत्तर पश्चिम पाकिस्तान में एक आत्मघाती हमलावर ने हांगु जिले में एक पुलिस थाने के फाटक से विस्फोटकों से भरी कार टकरा दी। इस घटना में ५ लोग मारे गये और २५ घायल हो गये।  मृतकों में एक पुलिस अधिकारी और ४ नागरिक हैं। घायलों को निकट के अस्पतालों में ले जाया गया है। अधिकारियों ने बताया कि हमलावर ने खैबर-पख्तूनख्वा इलाके के हांगु जिले में दोआबा थाने को निशाना बनाया। यह इलाका औरकजई तथा कुर्रम कबाइली इलाकों से सटा हुआ है और यहां अकसर जातीय हिंसा और सैन्य हमले होते रहते है।

 बम्बई शेयर बाजार में आज वृद्धि का रूख है। शुरूआती कारोबार में आज सेन्सेक्स में ११९ अंक से अधिक की वृद्धि हुई। अब से कुछ देर पहले यह १०९ अंक की वृद्धि के साथ १८ हजार ३१५ पर था।

 नेशनल स्टॉक एक्सचेंज का निफ्टी भी २६ अंक बढ़कर ५ हजार ५०६ पर आ गया।

 अन्तर्राष्ट्रीय मुद्राबाजार में डॉलर के मुकाबले रूपया १५ पैसे मजबूत हुआ। एक डॉलर की कीमत ४४ रूपये ७० पैसे बोली गयी।

 उधर एशियाई बाजारों में तेज+ी का रूख रहा। जापान के निक्केई में भी आज शून्य दशमलव दो-दो प्रतिशत की तेजी आई। हांगकांग के हेंगसेंग में शून्य दशमलव पांच-नौ प्रतिशत की वृद्धि हुई। अमरीका का डाउ जोंस औद्योगिक सूचकांक शून्य दशमलव पांच-छह प्रतिशत की बढ़त के साथ बंद हुआ।

 आज विश्व तपेदिक दिवस है। भारत ने २०१५ तक देश को तपेदिक मुक्त करने और ९० प्रतिशत मामलों का पता लगाने तथा उसके निवारण का लक्ष्य  रखा है। केन्द्रीय स्वास्थ्य मंत्रालय ने कहा है कि संशोधित राष्ट्रीय तपेदिक नियंत्रण कार्यक्रम की सफलता को देखते हुए यह फैसला किया गया है। संशोधित राष्ट्रीय तपेदिक नियंत्रण कार्यक्रम के तहत सभी तपेदिक रोगियों को ६ से ८ महीने के लिए मुफ्त निदान और ईलाज की सुविधाएं मुहैया करायी जाएंगी।  हमारी संवाददाता ने बताया है कि विश्व में कुल तपेदिक रोगियों में २० प्रतिशत रोगी भारत में हैं।

१४ वर्ष पहले देश मे संशोधित राष्ट्रीय तपेदिक नियंत्रणकारी की शुरूआत की गई थी और इस कार्यक्रम के अंतर्गत हर टीबी रोगी का भारत में मुफ्त इलाज किया जाता है। लेकिन यदि रोगी इस इलाज जो कि छह से आठ महीने तक चलता है उसे पूरा नहीं करता, तो इस बीमारी से जूझने का प्रयास बेकार जा सकता है। इसमें कोई दोहराए नहीं कि तपेदिक रोगी का इलाज किया जा सकता है। इसके बारे में जागरूगता बहुत अधिक बढ़ गई हैं। लेकिन यह सुनिश्चित किया जाना जरूरी है कि डॉट्स के अंतर्गत सेवाएं हर टीबी रोगी तक पहुंच पाए और वे इस इलाज को पूरा भी करे। एक और चुनौती जो तपेदिक से जुड़ी है वो है एचआईवी के साथ कोइंफेक्शन होने का खतरा। यह सही है कि इस बीमारी की नियंत्रण की दिशा में १९९७ से लेकर अब तक एक करोड़ २६ लाख रोगियों का उपचार किया गया है। इससे कम से कम २२ लाख लोगों की जाने बचाई जा चुकी है। लेकिन देश में पूरी तरह से अगले चार वर्षों में तपेदिक से मुक्त करने की दिशा में अभी बहुत लंबा सफर तय किया जाना बाकी है।

 भारत के नियंत्रक और महालेखा परीक्षक ने भारतीय इस्पात प्राधिकरण सेल और राष्ट्रीय इस्पात निगम लिमिटेड से कहा है कि कार्बन उत्सर्जन कम करने के विशिष्ट लक्ष्य निर्धारित करें। इस्पात मंत्री बेनी प्रसाद वर्मा ने इन दोनों कम्पनियों की सामाजिक जिम्मेदारी के बारे में सीएजी की रिपोर्ट आज लोकसभा में सदन के पटल पर रखी। रिपोर्ट में इन कम्पनियों से वनीकरण के भी लक्ष्य तय करने और उन्हें लागू करने को कहा गया है। रिपोर्ट में ये भी कहा गया है कि खतरनाक कूड़े-कचरे के निपटान के लिए एक भरोसेमंद और पर्यावरण को कम से कम नुकसान पहुंचाने वाली व्यवस्था करें।

 सीएजी की रिपोर्ट में कर्मचारियों के बीच सुरक्षा और चिकित्सा जांच के बारे में जागरूकता की जरूरत पर भी जोर दिया गया है।

The government has decided to scrutinise the Antrix-Devas deal under a Parliamentary panel. Parliament's Committee on Estimates will examine the allocation of S-band spectrum by Indian Space Research Organisation (ISRO) with special reference to the Antrix-Devas deal. The government had last month annulled the controversial deal between ISRO's commercial arm Antrix Corporation and Bangalore-based Devas Multimedia for lease of space segment in S-band.

AIR correspondent reports that, under the deal, Antrix was to provide 70 MHz of the scarce S-Band space segment to Devas for its digital multimedia services. This was to be done by leasing 90 per cent of the transponders in satellites GSAT-6 and GSAT-6A that are proposed to be launched by ISRO. The Prime Minister had ordered a review of the deal by a committee comprising B K Chaturvedi, Member, Planning Commission and aerospace scientist Roddam Narsimha. The committee submitted its report to the Prime Minister.

The Supreme Court today asked Delhi's three neighbouring states, Haryana, Uttar Pradesh and Rajasthan governments to ensure that supply of essential commodities including water to the national capital is not disrupted in the wake of threats by Jats agitating for quota in central jobs. A bench of justices Altamas Kabir and Dalveer Bhandari also specifically asked Haryana, Uttar Pradesh to also ensure that transportation of petroleum products from Mathura and Panipat oil refineries to Delhi should not be affected in any manner.

The bench issued these directions on two urgent petitions filed by the Delhi Jal Board and the Indian Oil Corporation during a special sitting held at the apex court,

which is currently closed on account of Holi holidays. The bench asked the states to see to it that public transport facilities are not disrupted.

Appearing for both DJB and IOC, Delhi government's standing counsel Najmi Wajiri apprised the bench of the threats by agitating Jat communities and the difficulties

arising out of their agitation.

The bench, in its order, said, the agitation should not interrupt the supply of water and essential commodities including milk and milk products. The court also said, these directions to the states concerned will not prevent them from asking help from Central authorities to implement the order.

Issuing notices to the Haryana and UP governments, the bench posted the matter for hearing after two weeks.

The Opposition today criticized the government for presenting a budget, which it termed as lacking in direction. Initiating a discussion on the Finance Bill 2011 in the Rajya Sabha, Mr. Prakash Javdekar, BJP, felt that fiscal deficit will further increase following increased government expenditure. The Finance Minister Pranab Mukherjee moved the Finance Bill along with the relevant Appropriation Bill.

The CAG has asked the ONGC Videsh to set up a strong monitoring mechanism as exploration business is capital intensive and involves high risks. In a report on the company, tabled in the Lok Sabha today the CAG urged the ONGC to formulate a policy and prepare guidelines for formation of joint ventures. It said this will help to mitigate the risk and leverage the combined financial strength of the company.

A Bill providing for an establishment of Pension Fund Regulatory and Development Authority (PFRDA) to promote old age income security was introduced in the Lok Sabha today. The Bill also seeks to develop and to regulate pension funds to protect the interests of subscribers. The bill proposes to launch a National Pension System by establishing National Pension Trust. The Bill was introduced in the House after initial resistance by the left leader Basudeb Acharia who was joined by other party members and the issue was settled only after vote on the issue. It was a difficult situation due to the thin presence of members from the ruling benches. It was the main Opposition BJP who supported the introduction of the Bill.

The Comptroller and Auditor General of India has urged the Steel Authority of India, SAIL and Rashtriya Ispat Nigam Limited, RINL to fix specific targets for reduction of carbon emission. Steel Minister Beni Prasad Verma tabled the CAG report of Corporate social responsibility of SAIL and RINL today in Lok Sabha. The report has asked the companies to set up and implement specific targets for afforestation. It also calls upon both the companies to put in place a reliable and eco-friendly mechanism for disposal of hazardous wastes. The CAG report also highlighted the importance of awareness among employees about safety and medical examination.

The Parliament today approved a bill to rename Orissa as Odisha. The state's language will now be known as Odiya. Presently, it is known as Oriya. The Rajya Sabha unanimously adopted the bill today. The Lok Sabha had passed the bill earlier. The Rajya Sabha also adopted a bill amending the Constitution for the purpose. Altogether 169 members voted for the bill, which was piloted by Home Minister P. Chidambaram.

The Joint Parliamentary Committee probing the 2 G spectrum Scam will have its first meeting in New Delhi today. Committee chairman P C Chako said, the JPC is planning to discuss whether the Public Accounts Committee - PAC, chaired by senior BJP leader Murli Manohar Joshi, has gone beyond its mandate.  The JPC, which has 30 members from both the Houses, was constituted by a resolution passed by Parliament and the Terms of Reference of the committee was mentioned in it. Earlier, JPC chairman P C Chako said two committees of Parliament submitting contradictory reports or different reports on the same matter to Parliament will create a difficult situation.

The All India NR congress today announced the first list of 11 candidates for the polls scheduled for the 13th of next month. In Assam, around 100 candidates have submitted their nomination papers so far, for the second phase of Assembly polls to be held on the 11th of next month. In Andhra Pradesh, the impasse in the Legislative Assembly continued today, with both the Government and opposition parties sticking to their stands over land allocations to Special Economic Zones. The proceedings of the upper house of the state Legislature also have been disrupted leading to adjournment.

Alleging misuse of power in land allotments to various Special Economic Zones and Major Projects in the state, the opposition led by the Telugu Desam Party has demanded the Government to order an enquiry by setting up a Joint Legislature Committee. With CPI, CPM, BJP and Majlis Ethehadul Muslimeen joining TDP in insisting for a JLC, the proceedings have been stalled for the 6th consecutive day today. However, the Government has denied the allegations of misappropriations in land allotments. Revenue Minister Raghuveera Reddy has ruled out setting up of any committee before a discussion on the floor of the house. Repeated appeals to the opposition from Roads and Buildings Minister D Prasada Rao and Major Industries Minister J Geetha Reddy could not break the deadlock as both sides have stuck to their stands.

In Uttar Pradesh the state government has reviewed security arrangements at Jat dominated districts in view of the Lucknow bench of the Allahabad High Court direction for imposing ban on blockade of railway tracks and roads by the Jat community.

A high level meeting was held with senior civil and police officers of Meerut, Moradabad, Saharanpur, Aligarh, and Ghaziabad at Lucknow to review the security arrangements being done in view of the Jat agitation. The Government has directed the concerned district officials to identify the trouble hit areas in their respective districts considering Jat agitators announcement to siege national capital on 28th of this month. The Lucknow bench of Allahabad High Court has directed the Central and state governments to ensure that there was no recurrence of blockades of rail tracks and national highways as it had been happened recently. Expressing its displeasure over the way the officials handled the Jat agitation a division bench of the court has directed the authorities concerned to lay down guidelines in order to tackle the problem by use of force and by invoking the provisions of the National Security Act. The court has also pulled up the railway authorities for not reacting in time to the Jat agitation that has crippled the rail traffic.

The Kolkata based businessman Kashinath Tapuriah, an associate of India’s biggest tax evader Hasan Ali Khan, was arrested by the Enforcement Directorate, ED in Mumbai today. According to ED sources, Tapuriah was arrested after three days of questioning. Tapuriah's Kolkata residence was raided by the ED earlier this month. The Income Tax department has raised a tax demand of 591 crore rupees against Tapuriah and 20 thousand 540 crore rupees against his wife Chandrika.

Meanwhile, Khan's chartered accountant, Sunil Shinde, has been asked to appear before the ED for questioning today.

An army court of inquiry (CoI) into the Mumbai's Adarsh Housing Society scam has indicted former chiefs Gen. Deepak Kapoor and Gen. N.C. Vij amongst other top defence officials. The CoI also indicted four lieutenant generals and three major generals. The CoI found the conduct of the officers blameworthy. It said that prima facie culpability had been exposed and it was now for the CBI to probe the matter. The army submitted its CoI report to the defence ministry last week.

Food inflation crept back into double digits at 10.05 per cent for the week ended March 12, breaking a three-week long downward spiral. Food inflation had stood at 9.42 per cent in the previous week. During the week under review, prices of vegetables went up by 11.20 per cent year-on-year. While potatoes became 2.82 per cent more expensive, onions became dearer by 10.80 per cent on an annual basis.

Prices of fruits went up by 23.60 per cent year-on-year, whereas egg, meat and fish became dearer by 13.21 per cent. During the week under review, milk became 6.63 per cent costlier on an annual basis. Cereals were up 4.45 per cent, while rice and wheat became dearer by 2.75 per cent and 2.15 per cent, respectively.

The rupee firmed up by another fifteen paise to 44.70 against the dollar in early trade today on sustained selling of dollars by banks and exporters despite strengthening of the American currency in overseas markets. The local currency resumed steady at 44.85 and hovered in a range between 44.70 and 44.86 before quoting at 44.76 per dollar in early trade.

News from Abroad, in Japan, authorities in Tokyo said, the radiation levels in tap water have dropped and it is safe once again for the infants.  Earlier, the  government had warned that the water was unsafe for infants to drink. Other areas outside Tokyo have also detected levels of radiation which could be dangerous to infants including neighbouring Chiba and Saitama. Government's Chief Cabinet Secretary today reassured the public that any radiation levels found so far would have no effect on anyone aged over one year.  He urged an increase in production of bottled water and said the work was continuing to bring the Fukushima plant under control. At the Fukushima plant, emergency crews resumed work today after officials reported a halt to the black smoke rising from the number 3 reactor that forced them to evacuate the plant yesterday.  Radiation from the plant has spread as far as Tokyo, 250 kilometers to the south, and infected milk and vegetables in wide areas surrounding the plant. We spoke to Japan's NHK Hindi correspondent Munish Sharma who gave us the latest situation there.

Several loud explosions were heard in the Libyan capital, Tripoli. Residents say plumes of black smoke have been seen coming from an area near a military base.  Earlier, the Commander of British Aircraft flying missions over Libya said the International Forces now have control over the skies there. Air Vice Marshal Greg Bagwell said they can now operate with near impunity. Media reports say, that in the rebel stronghold of Benghazi, thousands of people took to the streets thanking the allies for intervening in Libya.

Nepal government has declared an energy crisis and is to constitute a three member, Energy Crisis Commission to address the issue. Nepal has targeted to reduce the power loss from existing 26 percent to 20 percent within the next six months. AIR correspondent reports, that at present, there is a load shedding for 14 hours a day.

Though Nepal has around six thousand rivers and rivulets, with a potential of generating eighty three thousand mewawatt of electricty it reels under massive power shortage. The Finance Minister who also is holding the energy portfolio announced a series of plans aimed to at least reduce load shedding by four hours next year. These include utilizing all the existing thermal plants ,promote alternative energy, waive custom duties for materials related to producing solar power, waive income tax completely for first ten years to hydropower companies beginning construction during the energy. The government has also announced more stringent measures to curb electricity leakage. And as a temporary relief. Nepal Electricity Authority has decided to cut loadshedding from the scheduled fourteen hours to twelve hours for ten days as the school leaving exams have stared today.

India has set an ambitious target to detect and treat 90% of all tuberculosis (TB) cases in the country free of charge by 2015. The Union Health Ministry official said in New Delhi, this has been decided following the success of the Revised National Tuberculosis Control Programme (RNTCP) that exceeded international cure rates for three consecutive years.
