राज्य सभा द्वारा चार घंटे की चर्चा के बाद वित्त विधेयक वापस कर देने के साथ ही संसद ने आज वित्त विधेयक २०११ को अपनी मंजूरी दे दी। इसके साथ बजट पारित करने की प्रक्रिया पूरी हो गई है।वित्त मंत्री प्रणव मुखर्जी ने विधेयक पर चर्चा का उत्तर देते हुए विश्वास व्यक्त किया कि देश अगले वित्त वर्ष में सकल घरेलू उत्पाद - जीडीपी की ९ प्रतिशत विकास दर प्राप्त करेगा। उन्होंने कहा कि घरेलू बचत में तेजी के वर्तमान रूझान और मुद्रास्फीति नियंत्रण में रहने के कारण ऐसा संभव हो पाएगा।
श्री मुखर्जी ने लगातार विकास के प्रति आशा व्यक्त करते हुए इस संदर्भ में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना - मनरेगा की सफलता का उदाहरण दिया।
उन्होंने कहा कि इस कार्यक्रम से देश के ग्रामीण क्षेत्रों में बड़े पैमाने पर रोजगार पैदा हुए है लेकिन उन्होंने जापान में आए भूकंप और त्सुनामी तथा पश्चिम एशिया में बढ़ रही राजनीतिक अस्थिरता के विश्व अर्थव्यवस्था पर संभावित प्रभावों के प्रति आगाह भी किया।
खाद्य सुरक्षा के बारे में श्री मुखर्जी ने कहा कि ६० हजार गाँवों में दलहन उत्पादन के लिए पायलट परियोजना चलाने से अनाज के भण्डार में १५ लाख टन की बढ़ोत्तरी हुई है और इस साल कुल उत्पादन बढ़ कर ६० लाख टन हो गया है।

वित्त मंत्री प्रणव मुखर्जी ने आज कहा कि पश्चिम एशिया और उत्तरी अफ्रीका की मौजूदा घटनाओं से सरकार चिंतित है क्योंकि भारत तेल की अपनी जरूरतों का दो-तिहाई आयात इस क्षेत्र से करता है। राज्यसभा में वित्त विधेयक पर चर्चा का उत्तर देते हुए उन्होंने कहा कि पिछले साल दस करोड टन तेल आयात किया गया था जिसमें छह करोड़, ७० लाख टन केवल पश्चिम एशिया से आया था। इस क्षेत्र में शांति और स्थिरता बहाल होने की उम्मीद जताते हुए श्री मुखर्जी ने कहा कि भारत का हित इस क्षेत्र से जुड़ा हुआ है। उन्होंने कहा कि मध्य एशिया में ६० लाख प्रवासी भारतीय रहते हैं। वित्त मंत्री का बयान ऐसे समय आया है जब लीबिया और बहरीन जैसे देशों में असंतोष फैलने के कारण अंतर्राष्ट्रीय बाजार में कच्चे तेल का मूल्य प्रति बैरल १०० डॉलर से अधिक हो गया है।----
सरकार ने एंट्रिक्स-देवास सौदे की संसदीय समिति से जांच कराने का फैसला किया है। संसद की प्राक्कलन समिति भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो द्वारा एस-बैण्ड स्पेक्ट्रम के आवंटन की खासतौर पर एंट्रिक्स-देवास सौदे के सन्दर्भ में जांच करेगी। सरकार ने पिछले महीने इसरो की वाणिज्यिक शाखा एंट्रिक्स कारपोरेशन और बंगलौर की कंपनी देवास-मल्टीमीडिया के बीच एस-बैण्ड की लीज+ के बारे में हुआ विवादास्पद समझौता रद्द कर दिया था।----
विपक्ष ने सरकार पर अल्पसंख्यकों की उपेक्षा करने का आरोप लगाया है। देश में अल्पसंख्यकों की सामाजिक-आर्थिक और शैक्षणिक स्थिति पर लोकसभा में बहस की शुरूआत करते हुए मार्क्सवादी पार्टी के सैदुल हक ने कहा कि सरकार के अनेक कार्यक्रमों और नीतियों के बावजूद अल्पसंख्यकों की समस्याओं का हल नहीं हो पाया है।----
सरकार ने आज कहा कि बनारस हिन्दू विश्वविद्यालय के प्रौद्योगिकी संस्थान का दर्जा बढ़ाकर आई आई टी के समकक्ष करते समय इसे विश्वविद्यालय से अलग करने का कोई विचार नहीं है। प्रौद्योगिकी संस्थान संशोधन विधेयक पर चर्चा का जवाब देते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने लोकसभा को बताया कि सरकार बनारस हिन्दु विश्वविद्यालय की सांस्कृतिक और शैक्षणिक विरासत बनाए रखेगी।----
वृद्धों के लिए आजीवन निश्चित आमदनी की व्यवस्था के लिए पेंशन कोष नियमन और विकास प्राधिकरण की स्थापना सम्बन्धी विधेयक आज लोकसभा में पेश किया गया। विधेयक में राष्ट्रीय पेंशन न्यास के गठन के जरिये राष्ट्रीय पेंशन प्रणाली शुरू करने का प्रस्ताव है।----
कांगे्रस ने भारतीय जनता पार्टी पर संसद के वर्तमान बजट सत्र के दौरान अनुचित मुद्दे उठाने और सार्वजनिक महत्व के मामलों पर बहस की अनदेखी किये जाने का आरोप लगाया है। आज नई दिल्ली में पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि भारतीय जनता पार्टी अपने ही लोगों की राजनीतिक प्रतिस्पर्धा में पड़ी हुई है। उन्होंने आरोप लगाया कि संसद के दोनों सदनों में विपक्ष के नेता राजनीतिक कद बढाने की होड़ में लगे हैं।----
पूणे के व्यवसायी हसन अली खान के धन का पता लगा रही जांच एजेंसियों ने अब विदेशी वित्तीय खुफिया ऐजेंसियों से सम्पर्क किया है ताकि हसन और उनके सहयोगियों द्वारा आतंकवादियों को कथित वित्तीय सहायता देने के बारे में आंकड़े उपलब्ध हो सके। गृहमंत्रालय के तहत काम करने वाले प्रवर्तन निदेशालय आयकर विभाग और अन्य संगठनों ने मौजूदा कर आदान-प्रदान संधियों की अनदेखी करके विदेशी वित्तीय खुफीया ऐजेंसियों से आंकडे+ प्राप्त करने के लिए सम्पर्क किया है।
हसन अली खान इस समय प्रवर्तन निदेशालय की हिरासत में है और निदेशालय ने उच्चतम न्यायलय से कहा है कि उसके पास ऐसे सबूत हैं जिनसे पता चलता है कि हसन ने विभिन्न विदेशी बैंकों में बड़े पैमाने पर काला धन जमा कर रखा है।

उच्चतम न्यायालय ने उत्तरप्रदेश, हरियाणा और राजस्थान की सरकारों को यह सुनिश्चित करने के निर्देश दिये है कि जाट आंदोलन के मद्देनजर दिल्ली को पानी और आवश्यक वस्तुओं की आपूर्ति में बाधा न पड़े। न्यायमूर्ति अल्तमश कबीर और न्यायमूर्ति दलवीर भंडारी की पीठ ने खासतौर पर उत्तरप्रदेश और हरियाणा से यह सुनिश्चित करने को कहा है कि मथुरा और पानीपत के तेलशोधक कारखानों से पैट्रोलियम पदाथोर्ं की आवाजाही किसी तरह प्रभावित न हो। होली अवकाश के बावजूद उच्चतम न्यायालय ने दिल्ली जलबोर्ड और इंडियन ऑयल कॉरपोरेशन की तत्काल सुनवाई याचिकाओं पर ये निर्देश दिये। पीठ ने यह भी कहा कि सार्वजनिक परिवहन सुविधाओं में बाधा नही पड़ने दी जानी चाहिए।केन्द्र सरकार की नौकरियों में आरक्षण की मांग को लेकर जाट समुदाय आंदोलन कर रहा है।

उत्तर प्रदेश सरकार ने कहा है कि जाट आंदोलन के कारण किसी व्यक्ति को सड़क और रेल यातायात बाधित करने की इजाजत नहीं दी जायेगी। हमारे लखनऊ संवाददाता ने बताया है कि पी ए सी और रैपिड एक्श्न फोर्स की लगभग ३५ कंपनियां आगरा, अलीगढ़, मुरादाबाद, मेरठ और सहारनपुर डिवीजनों समेत जाट बहुल इलाकों में तैनात कर दी गई हैं।सरकार ने संबंधित अधिकारियों को निर्देशित किया है कि वे संवेदनशील इलाकों की पहचान कर ले और किसी भी स्थान पर भीड़ को एकत्रित न होने दे। इलाहाबाद उच्च न्यायालय के निर्देश के बाद ज्योतिबाग सुरेन्द्र नगर जिले के कापुर रेलवे स्टेशन से रेलवे पट्रियों से हटाये जाने के बाद जाट आंदोलकारी सड़क पर उतर आये हैं। जाट आरक्षण संघर्ष समिति का धरना कापुर रेवले स्टेशन के पास एक स्कूल परिसर में जारी है। वे केन्द्रीय सेवाओं में अन्य पिछड़ा वर्ग के साथ आरक्षण की मांग कर रहे हैं।
पंजाब और हरियाणा उच्च न्यायालय के आदेश के बाद अभी भी आंदोलनकारी रेल पट्रियों पर जमें हुए हैं।
आज फतेहाबाद के गांव के हुफूर्स में भुख हड़ताल में बैठे एक आंदोलनकारी की मृत्यु हो जाने के कारण मुख्यमंत्री भुपेन्द्र सिंह हुड्डा की आंदोलकारियों से ट्रेक खुलवाने के बारे में बात नहीं हो सकी। जाट आरक्षण संघर्ष समिति के राष्ट्रीय प्रधान यशपाल मलिक ने कहा है कि उनको पंजाब एवं हरियाणा उच्च न्यायालय द्वारा हरियाणा सरकार को रेलट्रेक खुलवाने के बारे में केन्द्र के निर्देश की कोई जानकारी नहीं है और यदि आंदोलनकारियों को रेल पट्रियों से बलपूर्वक हटाने का प्रयास किया गया तो इसके गंभीर परिणाम होंगे।

निर्वाचन आयोग ने पश्चिम बंगाल विधानसभा चुनाव के पहले चरण के लिये २८ प्रेक्षकों को भेजने का फैसला किया है। इस चरण में १८ अप्रैल को उत्तर बंगाल के छह जिलों में ५४ सीटों पर मतदान होगा। हमारे कोलकाता संवाददाता ने खबर दी है कि आज पहले चरण के चुनाव की अधिसूचना जारी होने के साथ ही नामांकन भरने का काम शुरू हो गया है।इस बीच असम में ११ अप्रैल को होने वाले दूसरे चरण के चुनाव के लिये २०० से अधिक नामांकन भरे गये हैं।

बारह मार्च को समाप्त हुए सप्ताह में खाद्य वस्तुओं की मुद्रास्फीति की दर फिर दहाई में पहुंच कर १० दशमलव शून्य-पांच प्रतिशत हो गई। जबकि पिछले तीन सप्ताह से यह कम चल रही थी। इससे पिछले सप्ताह यह ९ दशमलव चार-दो प्रतिशत थी। आलू के दाम दो दशमलव आठ-दो प्रतिशत और प्याज के दाम १० दशमलव आठ प्रतिशत बढ़े। फलों की कीमतें भी २३ दशमलव छह प्रतिशत बढी। इसी अवधि में दूध की कीमतें छह दशमलव छह-तीन प्रतिशत बढ़ी हैं। अनाज के मूल्य चार दशमलव चार-पांच प्रतिशत बढ़ गये।----

जापान में फुकुशिमा दाइचि परमाणु संयंत्र के नंबर एक रिएक्टर में आज बिजली बहाल कर दी गयी है, हालांकि चारों रिएक्टरों से अब भी गर्म भाप निकल रही है। फुकुशिमा में कार्यरत कर्मचारी अब नंबर एक और नंबर तीन रिएक्टरों के दो नियंत्रण कक्षों को इस्तेमाल कर सकेंगे। रिएक्टर नियंत्रण कक्षों से अब कूलिंग सिस्टम को बहाल करने की आशा हो गयी है।
इस बीच, इस संयंत्र के दो कर्मचारियों को विकिरण के प्रभाव में आने के कारण अस्पताल में भर्ती कराया गया है। संयंत्र के आसपास सब्जियों और दूध जैसी चीज+ों पर भी रेडियेशन का असर है।

Parliament today gave its seal of approval to the Finance Bill 2011 with the Rajya Sabha returning it after a four-hour discussion. With this the curtain on budgetary exercise has come down. Replying to the discussion, the Finance Minister expressed confidence that the country will attain a 9 per cent GDP growth in the next fiscal. This, he said, will be possible provided the present trend of domestic savings continues moving upwards with inflation under control.
Mr. Pranab Mukherjee asserted that all possible measures will be taken for fiscal consolidation. He said the country will have to manage its economy within its own means. But, at the same time, he cautioned about the possible repercussions on the world economy following tsunami and earthquake in Japan and the growing political uncertainty in West Asia.

The government has decided to scrutinize the Antrix-Devas deal under a Parliamentary panel. Parliament's Committee on Estimates will examine the allocation of S-band spectrum by Indian Space Research Organisation (ISRO) with special reference to the Antrix-Devas deal. The government had last month annulled the controversial deal between ISRO's commercial arm Antrix Corporation and Bangalore-based Devas Multimedia for lease of space segment in S-band.

JPC Chairman P C Chacko today said, though there is no clash of interests with the PAC in probing the 2G spectrum allocation, parallel probe by two parliamentary committees is avoidable. He also said the names of seven to eight former Union Ministers, including members of Group of Ministers (GoM) who were part of decision-making in telecom sector between 1998-2008 would be referred to Lok Sabha Speaker Meira Kumar to decide whether their presence in the JPC constituted a clash of interests. Probe agencies tracking funds of Hassan Ali Khan, billed as the country's largest tax evader have now approached foreign financial intelligence units, FIUs to obtain data on alleged terror financing transactions by the stud farm owner and his associates. Agencies like the ED, I-T department and those under the Home Ministry have chosen to obtain the data from foreign FIUs, bypassing the usual route of obtaining information from existing tax exchange treaties, to expedite the receipt of information on Khan since he has been charged under the Prevention of Money Laundering Act. The agencies have approached the Brussels based international body 'Egmont Group' through the Financial Intelligence Unit of India.

Additional Chief Electoral Officer N K Sahana told reporters in Kolkata today that the chief secretaries, home secretaries, DGPs and chief electoral officers of all the states which are going for assembly elections will be present at the meeting in New Delhi to review the security aspects.

The Supreme Court today asked Haryana, Uttar Pradesh and Rajasthan governments to ensure that supply of essential commodities including water to the national capital is not disrupted in the wake of threats by Jats agitating for quota in central jobs. A bench of justices Altamas Kabir and Dalveer Bhandari also specifically asked Haryana, Uttar Pradesh to also ensure that transportation of petroleum products from Mathura and Panipat oil refineries to Delhi are not affected in any manner.
The bench issued these directions on two urgent petitions filed by the Delhi Jal Board and the Indian Oil Corporation during a special sitting held at the apex court, which is currently closed on account of Holi holidays.
Meanwhile Uttar Pradesh government has deployed about 35 companies of Provincial Armed Constabulary and Rapid Action Force in the Jat dominating areas including Agra, Aligarh, Moradabad, Meerut and Saharanpur divisions.
The government has reviewed the security arrangements being done at Jat dominating districts in view of agitator's threat to siege national capital and to block supplies of vegetables, oil, water and milk to Delhi. The Government has directed the concerned district officials to identify the trouble hit areas in their respective districts and mob should not be allowed to gather at one place and preventive actions should be taken against miscreants and trouble makers. The Jats have taken to the streets after they were forced to vacate the railway tracks at Kafurpur in Jyotiba Phule Nagar following order of the Lucknow bench of the Allahabad High Court on March 19.

US and allied forces today shifted focus on hitting Libyan ground forces, targeting tanks and artillery to obliterate Muammar Gaddafi's war waging machine. The shift to attack the ground forces came after coalition commanders claimed that Libyan air force had been completely destroyed and that the US and NATO warplanes had total sway of the Libyan sky. As the allied operation entered the sixth day, the French Foreign Minister Alain Juppe warned that the campaign may go on for weeks. The coalition warplanes pounded the rebel-held city of Misruta, forcing Gaddafi's forces to pull back from the outskirts of the city, but residents said by nightfall the tanks and artillery had renewed their the shelling on the city which is virtually under siege. Similar strikes were aimed at Gaddafi's forces stalking the towns of Adjabiyah and Zintan.

Yemen's elite republican guards loyal to President Ali Abdullah Saleh today clashed with army units supporting opposition protesters seeking the resignation of the embattled leader. The clashes between Presidential guards and the army units who have backed opposition groups and protesters asking Saleh to quit took place in the eastern Hadramout provincial town Mukalla today. Al Jazeera channel said, with the military divided, the risk of confrontation and escalation is just too great. Reports quoting witnesses and medics said at least two army men, including a colonel was injured in the clashes.

India has expressed confidence that the dialogue process with Pakistan will move forward and hoped that all issues of mutual concern would be discussed. Foreign Secretary Nirupama Rao told this to reporters in New Delhi today when asked about New Delhi's expectation from the India- Pakistan Home Secretary-level talks next week. Home Secretary G K Pillai and his Pakistan counterpart Chaudhary Qamar Zaman are expected to discuss a host of issues during their parleys on March 28th and 29th.

Prices of fruits went up by 23.60 per cent year-on-year, whereas egg, meat and fish became dearer by 13.21 per cent. During the week under review, milk became 6.63 per cent costlier on an annual basis.

India is expected to register 5.4 per cent growth in the farm sector in the current fiscal 2010-11. An official release says, this was indicated by substantial expansion in area and production of major crops in both Kharif and Rabi seasons. In the first half of 2010-11, farm sector has achieved growth of 3.8 per cent, rebounding from -0.1 per cent and 0.4 per cent in the previous two years. This has been stated in the Annual Report of the Department of Agriculture and Cooperation.

Radiation from the plant has spread as far as Tokyo, 250 kilometers to the south, and infected milk and vegetables in wide areas surrounding the plant.
Meanwhile, Australia, Canada and Singapore all joined the United States in imposing new restrictions on Japanese food exports. Japan's National police said that 9,700 people have been confirmed dead and 16,500 are reported missing in the disaster. About 3 lakh people are living in temporary shelters.

As Yemen face the crisis, the UAE authorities today seized a massive arms consignment of 16,000 guns bound for the strife torn nation. Dubai Police Chief Lt Gen Dahi Khalfan Tamim said that the consignment worth 4.4 million dollars were bound for Yemen's northern province of Saada, a Shia rebels' stronghold. Six Arabs have been arrested by Dubai Police who seized the pistols from a warehouse where the shipment was hidden by the gang.

Pak arrests terrorist plotting to target ongoing cricket World Cup
Pakistan Interior Minister Rehman Malik on Thursday informed that a terrorist plotting to target the ongoing cricket World Cup has been arrested.
Malik, who did not identify the nationality or the affiliation of the alleged terrorist, made the revelation at a joint briefing with Interpol chief Ronald Noble in Islamabad. He also said that the International Police Organisation had helped to uncover the plot.
Mr Malik said, India had been informed of the plot and claimed that the Taliban had spread its tentacles to India.
He said there were reports that the Taliban had started their activities in India and that he had warned the neighbouring country's government of this menace.
Talking about the serious attempt at carrying out a terrorist attack during the ongoing cricket tournament, he said the arrested man had no connection with Pakistan and information about the incident was being shared with India.
Noble too said a possible terrorist attack on the World Cup was averted with Pakistan's help.
Earlier this month, the Indian government had sounded an alert about possible terror attacks during the World Cup and had said that they had taken measures for the security of the tournament.

Indian Coast Guard rescue 55 Myanmarese fishermen
Fifty-five Myanmarese fishermen have been rescued by Indian Coast Guard personnel from high sea near Andaman and Nicobar Islands. The fishermen were rescued in a coordinated search operation for two days by Coast Guard personnel and a naval dornier aircraft.
A coast guard release said on Thursday in Port Blair that the fishermen were spotted adrift in Andaman Sea on
145 bamboo rafts. The release said that Maritime Rescue Coordination Centre of Yangon alerted their Indian counterparts in Port Blair on Saturday about the fishermen who were washed away on bamboo rafts from Myanmar coast due to bad weather. Coast guard kept a constant vigil since then and spotted the fishermen in Andaman Sea. They were without food or water and were provided medical assistance and given food on rescue.

Sensex gains 145 points; Closes at 18,351 points
The upward trend continued to dominate the Indian markets for the third straight day on Thursday.
The benchmark index at the Bombay Stock Exchange gained 145 points to close at 18,351 points.
In Thursday’s trade, shares of realty, auto and capital goods recorded positive trade while shares of oil and gas sector recorded negative trade. The Nifty also gained 42 points to close at 5522 points.

Middle East unrest: India concerned as it imports two-third of its oil from the region
Finance Minister Pranab Mukherji has said the government is concerned by the ongoing turmoil in Middle East and North Africa as the country imports two-third of its oil imports from the region. Replying to a debate on finance bill in the Rajya Sabha, he said, out of 100 million
tonnes imported last year, 67 million tonne came
from Middle East alone. He said, if the situation remains unstable there, it is quite natural for anyone to express concern. He also expressed hope that peace and stability will return in the region as India's vital interests are linked to that.
Mr Mukherji also pointed out that there were six million Non-Resident Indians in the Middle East. The statement comes at a time when the political turmoil in places like Libya and Bahrain has taken global crude prices to over 100 US dollar per barrel. Crude prices had touched a 30-months high of 120 US dollar per barrel last month following unrest in Egypt and Tunisia.
In his reply, the Finance Minister also said that increase in global commodity prices was a reality to be lived with.

Rupee firms up by 15 paise against dollar
The Indian rupee firmed up by another fifteen paise to 44.70 against the US dollar in early trade today on sustained selling of dollars by banks and exporters despite strengthening of the American currency in overseas markets. The local currency resumed steady at 44.85 and hovered in a range between 44.70 and 44.86 before quoting at 44.76 per dollar in early trade.
