संसद की कार्यवाही अनिश्चितकाल के लिए स्थगित कर दी गई है। वित्तीय विधेयक २०११ के पारित हो जाने के बाद संसद का बजट सत्र संपन्न हो गया और दोनों सदनों की कार्यवाही अनिश्चितकाल के लिए स्थगित कर दी गई। लोकसभा की कार्यवाही दोपहर बाद और राज्यसभा की कार्यवाही १२ बजे दिन में अनिश्चितकाल के लिए स्थगित कर दी गई। वित्त विधेयक के पारित किए जाने की बजटीय कार्यवाही और संसंद के संयुक्त अधिवेशन के राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव के बाद ही बजट सत्र संपन्न हो गया। २१ फरवरी को सदन की कार्यवाही शुरू हुई थी और २८ फरवरी को वित्तीय बजट पेश किया गया था। हमारे संसदीय संवाददाता ने खबर दी है कि विपक्ष और सरकार के बीच गतिरोध के बाद आमतौर से पूरे सत्र के दौरान कार्यवाही सुचारू ढंग से चली। टू-जी स्पैक्ट्रम घोटाले की जांच के लिए संयुक्त समिति के गठन के साथ ही दोनों पक्षों के बीच बना गतिरोध समाप्त हो गया। इस सत्र में वोट के बदले नोट मुद्दे और रेल बजट पर अच्छी चर्चा हुई। सत्र में पेश किये गए कुछ महत्वपूर्ण विधेयक भी पारित किये गये। लोकसभा में अल्पसंख्यकों की स्थिति के बारे में भी जोरदार बहस हुई। इस सत्र के दौरान राज्यसभा में प्रश्नकाल का समय ग्यारह बजे दिन की जगह दो बजे दिन कर दिया गया। लोकसभा अध्यक्ष श्रीमती मीराकुमार ने अनिश्चिकालीन सत्र के स्थगन से पहले सत्र की विभिन्न महत्वपूर्ण गतिविधियों से संसद को अवगत कराया। उन्होंने कहा कि इस सत्र के दौरान सदन की २३ बैठकें हुई जिनमें १६० घंटे ३५ मिनट का समय लगा। उन्होंने कहा कि विभिन्न विषयों पर मंत्रियों ने ३० वक्तव्य दिए जिसमें सरकारी कामकाज पर संसदीय कार्यमंत्री के पांच वक्तव्य शामिल हैं।
राज्यसभा में सभापति मोहम्मद हामिद अंसारी ने कहा कि प्रश्नकाल के समय बदलने के फैसले के बारे में सदस्यों ने अच्छी राय दी है।
सरकार ने कहा है कि उसने अंतर्राष्ट्रीय कंपनियों को रिटेल क्षेत्र में सीधे विदेशी निवेश के बारे में अभी तक कोई निर्णय नहीं लिया है। लोकसभा में भारतीय कम्युनिस्ट पार्टी के गुरूदास दासगुप्ता द्वारा उठाये गए ध्यानाकर्षण प्रस्ताव के जवाब में वित्तमंत्री प्रणव मुखर्जी ने कहा कि ये एक जटिल समस्या है और इस पर सर्वसम्मति की आवश्यकता होगी। उन्होंने कहा कि इस बारे में कोई निर्णय लेने से पहले राज्यों से भी सलाह मशवरा किए जाने की जरूरत है। वित्तमंत्री ने कहा कि देश के रिटेल व्यापार में तीन करोड़ ३० लाख से अधिक लोग लगे हुए हैं।
रिटेल क्षेत्र में अंतर्राष्ट्रीय कंपनियों के सीधे विदेशी निवेश की संभावनाओं की खबर पर चिंता व्यक्त करते हुए श्री गुरूदास दासगुप्ता ने कहा कि इससे असंतुलित प्रतिस्पर्धा का माहौल बनेगा। उन्होंने लघु खुदरा कारोबारियों को ऋण और दूसरी सुविधाएं उपलब्ध कराने का आग्रह किया।
पूर्व प्रधानमंत्री एच.डी. देवगौड़ा द्वार एक अन्य ध्यानाकर्षण प्रस्ताव के उत्तर में कृषि राज्यमंत्री अरूण यादव ने इस संबंध में केन्द्र सरकार द्वारा किए गए उपायों से सदन को अवगत कराया। उन्होनें कहा कि सरकार ने कर्नाटक के चिकमगलूर जिले में किसानों की समस्याओं के निदान के लिए अनेक उपाय किए हैं।
लोकसभा में भारतीय जनता पार्टी के नेतृत्व वाले विपक्ष ने राष्ट्रमंडल खेल आयोजन में कथित अनियमितताओं पर वी० के० शुंगलु समिति की रिपोर्ट सदन के समक्ष रखने में देरी के विरोध में सदन से वाकआउट किया। पार्टी के वरिष्ठ नेता लाल कृष्ण आडवाणी द्वारा यह मुद्दा उठाये जाने पर संसदीय कार्यमंत्री पवन कुमार बंसल ने सदन को आश्वासन दिया कि दोषियों को बख्शा नहीं जायेगा। उन्होंने बताया कि सरकार रिपार्ट का अध्ययन कर रही है और इसे कार्रवाई रिपोर्ट के साथ सदन में रखने में समय लगेगा। सरकार के जवाब से संतुष्ट न होते हुए भारतीय जनता पार्टी के सदस्यों के साथ अन्य विपक्षी दल भी वाकआउट में शामिल हो गए।
उधर, इसी मसले पर राज्यसभा की कार्यवाही १५ मिनट के लिए स्थगित की गई। इस मुददे पर भारतीय जनता पार्टी के वरिष्ठ नेता वेंकयानायडू ने दावा किया कि समिति ने सरकार को तीन रिपोर्टे दी हैं लेकिन अभी तक कोई कार्रवाई नहीं की गई है।
अल्पसंख्यक मामलों के मंत्री सलमान खुर्शीद ने आज विपक्ष के इन आरोपों का खंडन किया कि अल्पसंख्यकों के कल्याण के लिए पर्याप्त धन उपलब्ध नहीं कराया गया। इस विषय पर लोकसभा में उठाये गए प्रश्नों का उत्तर देते हुए उन्होंने स्पष्ट किया कि समस्त बजट में अल्पसंख्यकों को उनका हिस्सा दिया गया है। हालांकि उन्होंने अल्पसंख्यकों को और फंड दिए जाने की आवश्यकता पर बल दिया। उन्होंने कहा कि प्रधानमंत्री का १५ सूत्री अल्पसंख्यक कल्याण कार्यक्रम बहुत सफल रहा है। अल्पसंख्यक समुदाय के ३७ लाख छात्रों को वजीफे दिए गए हैं।
उत्तरप्रदेश सरकार ने पश्चिमी जिलों में जाट आन्दोलन को देखते हुए सुरक्षा के पुख्ता इंतजाम किये हैं। हमारे संवाददाता ने बताया कि सरकार ने इस बात के पूरे प्रबंध किये है कि जाट प्रदर्शनकारियों को प्रदेश में रेल या सड़क मार्ग बाधित करने से रोका जा सकें।
उत्तरप्रदेश में जाट आरक्षण संघर्ष समिति २८ मार्च को दिल्ली घेरने की घोषणा को लेकर तैयारियों में जुटी हुई है। समिति ने दिल्ली से लगने वाले सीमावर्ती इलाकों में ऐसे लगभग आठ स्थानों की पहचान की है, जहां धरना प्रदर्शन आयोजित करने की तैयारियां चल रही है। इस बीच, ज्योति बाग पुरा नगर जिले में रेलवे अधिकारियों ने एक दूसरी प्राथमिक बात ये दर्ज कराई है कि जिसमें रेल यातायात को प्रभावित करने और रेल सम्पत्ति को नुकसान पहुंचाने के आरोप में एक हजार आंदोलनकारियों को आरोपी बनाया गया है। इसके पहले डेढ़ हजार आंदोलनकारियों के खिलाफ प्राथमिकी दर्ज कराई जा चुकी है। इसके अलावा रेल यातायात को रोकने के प्रयास में केलसा स्टेशन के पास छह लोगों को गिरफ्तार किया गया है। जाट आंदोलनकारी जिले के काफुरपुर रेलवे स्टेशन से अपना धरना हटाकर पास के एक स्कूल परिसर में आंदोलन जारी रखे हुये है।
सुप्रीमकोर्ट ने दिल्ली के तीन पड़ोसी राज्यों उत्तरप्रदेश, हरियाणा और राजस्थान को निर्देश दिया था कि वे यह सुनिश्चित करें कि दिल्ली में पानी और दूसरी आवश्यक वस्तुओं की आपूर्ति बाधित न हो।
हरियाणा में जाट आंदोलकारियों द्वारा रेल मार्ग को रोके रखने से रेल यातायात बाधित है। पंजाब और हरियाणा उच्च न्यायालय के मुख्य न्यायाधीश रंजन गोगोई की खंडपीठ ने कल जाट नेताओं को तत्काल रेल मार्ग खाली करने के निर्देश दिए थे। हमारे संवाददाता ने बताया कि न्यायालय के निर्देशानुसार सभी जिलों के उपायुक्त जाट नेताओं को न्यायालय के फैसले की प्रतियां उपलब्ध करा रहे हैं।
पंजाब एवम् हरियाणा उच्चन्यायालय द्वारा कल जाट नेताओं को तुरन्त
रेल ट्रेक खाली करने के लिए दिए गये आदेश के बावजूद आंदोलनकारियों ने रेल ट्रेकों से धरने उठाने से फिलहाल मना कर दिया है। करनाल से जाट नेता ताराचंद मोड ने कहा है कि अदालत के आदेशों का सम्मान किया जाएगा, लेकिन मांग जाने तक उनका आंदोलन शांतिमय ढंग से जारी रहेगा। एक अन्य प्रमुख जाट नेता आवासिंह सागवान ने कहा है कि रेल ट्रेक पर धरना दे रहे आंदोलनकारियों पर बल प्रयोग किया गया, तो जाट अपने तरीके से इसका उत्तर देगे। इस दौरान अंबाला मंडल रेलवे की पुलिस अधीक्षक राजश्री सिंह ने कहा है कि कई आंदोलनकारियों के विरूद्ध रेलयातायात में बाधा डालने के लिए मामले दर्ज किये गये है। जिसपर शीघ्र कार्रवाई होगी। उन्होंने आंदोलनकारियों से तुरन्त रेल ट्रेक खाली करने की अपील भी की है।
देश में सबसे बड़ी कर चोरी के आरोपों से घिरे व्यापारी हसन अली खान को आज १४ दिन की न्यायिक हिरासत में भेज दिया गया। ५३ वर्षीय हसन अली को बड़ी मात्रा में विदेशों में काला धन रखने के आरोप में गिरफ्तार किया गया था। हमारी संवाददाता ने बताया कि आयकर विभाग ने उसे ७० हजार करोड़ रूपये के बकाया कर की मांग का नोटिस भी जारी किया है।
कर चोरी के आरोपी हसन अली खान को आज मुम्बई की सत्र न्यायालय ने अगले महीने की आठ तारीख तक न्यायिक हिरासत में भेज दिया। अदालत ने हसन अली को घर से खाना और दवाईयां मंगाने की अनुमति दी है। हसन अली की तीन दिन की प्रवर्तन निदेशालय की हिरासत कल खत्म होने के बाद उसे देर रात मजिस्ट्रेट के समक्ष पेश किया गया था, जिसके बाद मजिस्ट्रेट ने हसन अली को इडी की सुरक्षित अदालत में भेज दिया और आज सुबह ११ बजे सत्र न्यायालय में पेश होने को कहा था। पुणे के घोड़ा व्यापारी हसन अली खान करीबन ७० हजार करोड़ की कर चोरी का आरोप है।
पश्चिम बंगाल में विधानसभा चुनावों के लिए केन्द्रीय बलों की ७६० कम्पनियां तैनात की जाएंगी। हमारे संवाददाता ने बताया कि कानून व्यवस्था बनाये रखने के लिए १०० कम्पनियां राज्य में पहुंच चुकी हैं, जबकि ६६० कम्पनियां जल्दी ही पहुंच जाएगी।
हालांकि पश्चिम बंगाल सरकार ने विधानसभा चुनाव के लिए केन्द्रीय बलों की आठ हजार कम्पनियां भेजने का अनुरोध किया था, लेकिन केन्द्रीय गृहमंत्रालय ने ७६० कम्पनियां भेजने पर सहमति व्यक्त की है। इसमें ५३४ कम्पनियां केन्द्रीय अर्धसैनिक बलों की होगी और १२६ कम्पनियां विभिन्न राज्यों से आएगी।
पहले चरण के लिए नामांकन भरने के कल पहले दिन चार उम्मीदवारों ने पर्चे भरे। निर्वाचन आयोग ने पहले चरण के लिए २८ पर्यवेक्षक भेजने का फैसला किया है। इस बीच चुनाव प्रचार में आपेक्षित तेजी आना अभी बाकी है।
केरल में १३ अप्रैल को होने वाले विधानसभा चुनाव के लिए नामंकन दाखिल करने का कल अंतिम दिन है। इस महीने की २८ तारीख को नामांकन-पत्रों की जांच की जाएगी और ३० तारीख तक नाम वापिस लिए जा सकेंगे। इस बीच चुनाव आयोग के अधिकारी चुनाव तैयारियों में जुटे हैं। सभी राजनीतिक दलों ने १४० निर्वाचन क्षेत्रों में चुनाव प्रचार तेज+ कर दिया है।
उधर, तमिलनाडु में राजनीतिक दलों के नेता पिछले दो दिनों से प्रचार अभियान में लगे हैं। डी एम के और ए आई ए डी एम के नेतृत्व वाले दोनों प्रमुख मोर्चे लोकलुभावन वायदों के साथ एकदूसरे से आगे बढ़ने की होड़ में हैं। चुनाव विश्लेषकों का कहना है कि इस बार दोनों मोर्चे के बीच कांटे की टक्कर होगी। इस चुनाव में कोई तीसरा मोर्चा नहीं होगा। हालांकि भारतीय जनता पार्टी और बहुजन समाज पार्टी अपने बल पर वहां चुनाव लड़ रही है। अब तक एक हजार, ५२ नामांकन भरे जा चुके हैं। नामांकन भरने का कल अन्तिम दिन है।
हमारी संवाददाता ने बताया कि राज्य में चुनावी सरगर्मियां बढ गयी है, लेकिन राजनीतिक दल आदर्श आचार संहिता के प्रति पूरी सजगता बरत रहे है।
विभिन्न प्रकार के विज्ञापनों पर कड़े प्रतिबंधों के कारण इस चुनाव में सार्वजनिक और निजी भवनों की दीवारें बदरंग होने से बच गई है। समय गुजरने के साथ-साथ उम्मीदवारों के लिए तेज धूप में अपने-अपने निर्वाचन क्षेत्रों में जाकर मतदाताओं को लुभाना कठिन होता जा रहा है। चूंकि निर्वाचन आयोग द्वारा राजनीतिक दलों के प्रत्येक अभियान और बैठकों की विडियोग्राफी की जा रही है, इसलिए सभी पार्टियां आत्म संयम बरत रही है, ताकि चुनाव आचार संहिता का उल्लंघन न होने पाये।
उधर, पुड्डुचेरी में विभिन्न राजनीतिक दलों के बीच चुनावी तालमेल को लेकर असमंजस बना हुआ है। राजनीतिक दलों में सीटों के बटवारे को लेकर बातचीत अब भी चल रही है। नामांकन पत्र भरने का कल आखिरी दिन है। सत्ताधारी कांग्रेस और विपक्षी ए आई ए डी एम के, छोटे छोटे दलों से अलग अलग बातचीत कर रही है। वाम दलों ने बताया कि ए आई ए डी एम के, के साथ गठबंधन की बातचीत चल रही है।
इस केन्द्र शासित प्रदेश में प्रमुख राजनीतिक दलों द्वारा कुल ३० विधानसभा सीटों में से अधिक से अधिक सीट पर कब्जा कर लेने की होड़ से ऐसी स्थिति पैदा हो गई है, जिसमें छोटे दल अपने आपको ठगा महसूस कर रहे है।
कांग्रेस जिसने पहले ही डीएमके से चुनावी तालमेल कर लिया है, अब अन्य सहयोगी दलों को साथ लेने की कोशिश में है। इसी तरह वाम दलों ने भी अपने गठबंधन को विस्तार देने की जिम्मेदारी ऑल इंडिया अन्ना डीएमके पर डाल दी है।
समय गुजरने के साथ-साथ ऐसा लग रहा है जैसा पुद्दुच्चेरी पड़ोसी राज्य तमिलनाडु की राह पर नहीं चलेगा और बहुकोणीय मुकाबला टाला नहीं जा सकेगा।
इधर, असम में विधानसभा चुनाव के दूसरे चरण के लिए नामांकन पत्र भरने का आज आखिरी दिन है। ११ अप्रैल को होने वाले इस चरण के चुनाव के लिए ६४ सीटों पर ३२० उम्मीदवारों ने नामांकन पत्र भरा है, जिनमें कम से कम २५ महिला उम्मीदवार हैं। नामांकन पत्रों की जांच शनिवार को होगी और २८ मार्च तक नाम वापस लिये जा सकते हैं। पूर्व मुख्यमंत्री और विपक्ष के नेता प्रफुल्ल कुमार महन्त ने नौगांव के सामागुड़ी और ब्रहमपुत्र विधानसभा सीट से नामांकन भरा है।
आन्ध्र प्रदेश में तेलुगुदेशम पार्टी के वरिष्ठ नेता पी.श्रीनिवास रेड्डी ने विधानसभा से इस्तीफा दे दिया है। निजामुद्दीन जिले के भांसवाड़ा विधानसभा निर्वाचन क्षेत्र से विधायक श्री रेड्डी ने उपाध्यक्ष एन.मनोहर को अपना इस्तीफा दिया। श्री रेड्डी कुछ दिन पहले तेलंगाना राष्ट्र समिति में शामिल हो गए थे।
इस बीच विशेष आर्थिक क्षेत्र के लिए भूमि आवंटन के मुद्दे पर सरकार और विपक्ष के बीच आज सातवें दिन भी गतिरोध जारी है। तेलुगुदेशम पार्टी इस मुद्दे पर संयुक्त विधायी समिति गठित करने की मांग कर रही है, जबकि सरकार पहले इस मुद्दे पर चर्चा कराना चाहती है। दिल्ली की एक अदालत ने टू-जी स्पेक्ट्रम मामले से जुड़ी जनता पार्टी के अध्यक्ष सुब्रहमण्यम स्वामी की शिकायत को सुप्रीमकोर्ट द्वारा गठित विशेष अदालत में स्थानान्तरित कर दिया है। जिला न्यायाधीश प्रतिभा रानी ने सुब्रहमण्यम स्वामी से विशेष सीबीआई न्यायाधीश ओ० पी० सैनी की अदालत में पेश होने को कहा है, जो टू-जी स्पेक्ट्रम आवंटन से जुड़े सभी मामलों की सुनवाई कर रहे हैं।
केरल में कांग्रेस नेतृत्व वाले संयुक्त लोकतांत्रिक मोर्चे-यू डी एफ ने आज कोच्चि में चुनावी घोषणापत्र जारी कर दिया। यू डी एफ ने अपने घोषणापत्र में बीपीएल कार्ड धारकों को एक रूपया प्रति किलो के हिसाब से चावल उपलब्ध कराने का वायदा किया है जबकि अन्य को चावल दो रूपये प्रति किलो मिलेगा। इसके अलावा यू डी एफ ने तीन प्रतिशत ब्याज दर पर कृषि ऋण, पहाड़ी क्षेत्रों के विकास के लिए पहाड़ी क्षेत्र विकास प्राधिकरण के गठन और एक साल के भीतर सभी घरों तक बिजली उपलब्ध कराने का वादा किया है। घोषणापत्र में कृषि और औद्योगिक क्षेत्र में उत्पादन बढ़ाने के लिए ठोस कदम उठाने का वादा किया गया है। यह घोषणापत्र यू डी एफ के घटक दलों के नेताओं द्वारा जारी किया गया है।
मानव संसाधन विकास मंत्री कपिल सिब्बल ने देश के विभिन्न विश्वविद्यालयों को शिक्षा के क्षेत्र में पूर्ण स्वायत्तता दिए जाने की जरूरत पर बल दिया। वे आज नई दिल्ली में केन्द्रीय और राजकीय विश्वविद्यालयों के कुलपतियों के सम्मेलन का उद्घाटन कर रहे थे। श्री सिब्ब्ल ने कहा कि कुलपतियों की नियुक्ति में राजनीतिक हस्तक्षेप नहीं होना चाहिए। उनका कहना था कि आज के आधुनिक प्रौद्योगिकी युग में आगे बढ़ने से ही विकास संभव है। श्री सिब्बल ने कहा कि पाठ्यक्रम ऐसे हों जिससे देश के किसी भी भाग में बैठा व्यक्ति विश्वविद्यालयों से लाभान्वित हो सके।
संसद के बजट सत्र के अंतिम दिन आज सदस्यों ने जनगणना में जाति को शामिल करने का मुद्दा उठाया। सरकार ने सदन को आश्वासन दिया कि जनगणना में जाति को शामिल किया जायेगा। राष्ट्रीय जनता दल के नेता लालू प्रसाद यादव ने शून्य काल के दौरान लोकसभा में इस मुद्दे को उठाया। उन्होंने सरकार को याद दिलाया कि उन्होंने समाजवादी पार्टी के मुलायम सिंह यादव, जनता दल (यू) के शरद यादव और भारतीय जनता पार्टी के सदस्य गोपीनाथ मुंडे के साथ सदन के नेता प्रणव मुखर्जी से मुलाकात की थी और उनसे आग्रह किया था कि जनगणना में जाति को भी शामिल किया जाये।
झारखंड के पलामु जिले में माओवादियों ने दो लोगों की हत्या कर दी। ये दोनों एक निजी कम्पनी अभिजीत ग्रुप में ठेकेदार के रूप में काम करते थे। इनका १७ मार्च को लातेहार जिले से अपहरण कर लिया गया था, जहां चंदवा के पास यह कम्पनी एक बिजली संयंत्र लगा रही है। मृतक जितेन्द्र सिंह और मुकेश सिंह के शव पास के जंगल से मिले। पुलिस सूत्रों के अनुसार माओवादियों ने इनकी रिहाई के लिए एक बड़ी रकम की मांग की थी।
जम्मू कश्मीर के पुंछ जिले में सुरक्षा बलों ने आतंकवादियों के गुप्त ठिकाने का भंडाफोड़ किया और हथियार तथा विस्फोटक बरामद किये। अधिकारियों ने बताया कि गुप्त सूचना के आधार पर कल राष्ट्रीय रायफल और विशेष कार्रवाई समूह ने पुंछ जिले के ठंडेर टेकरी जंगल में तलाशी अभियान के तहत आतंकवादियों के गुप्त ठिकाने का पता लगाया।
म्यामां में कल शाम थाईलैंड सीमा के पास आये शक्तिशाली भूकंप में कम से कम ६० लोग मारे गए और ९० घायल हुए तथा दर्जनों मकानों को नुकसान पहुंचा। कई प्रभावित क्षेत्र देश के मुख्य भाग से कटे हुए हैं। भूकंप के झटके बैंकॉक, हनोई और चीन के विभिन्न भागों में महसूस किये गए। अमरीकी भूगर्भ सर्वेक्षण के अनुसार भूकंप की तीव्रता रिक्टर पैमाने पर छह दशमलव आठ थी। म्यामां के अधिकारियों के अनुसार भूकंप के केन्द्र से करीब के क्षेत्रों में दर्जनों लोग मरे गए हैं और २४० से अधिक मकान ध्वस्त हो गए हैं। तारले, माईन लि और ताचीलीक कस्बों में अधिक लोगों के मारे जाने की खबर है। इन इलाकों में करीब ९० लोग घायल भी हुए हैं। प्रभावित क्षेत्रों में पहुुंचने की कोशिश की जा रही है।
लिबियाई सेना द्वारा संयुक्त राष्ट्र के युद्ध विराम आदेश का पालन न किए जाने के मद्देनजर संयुक्त राष्ट्र महासचिव बान-की-मून ने चेतावनी दी है कि अगर हिंसक कार्यवाई नहीं रूकी तो मुअम्मर गद्दाफी के खिलाफ सख्त कदम उठाया जायेगा। श्री मून ने कहा लिबिया में उनके विशेष दूत और जार्डन के पूर्व विदेशमंत्री अब्दुल्ला-अल-खातिब ने लिबिया सरकार को सचेत कर दिया है कि सुरक्षा परिषद उसके खिलाफ कुछ और कदम उठा सकती हैं।
इस बीच, २८ देशों के सैन्य संगठन - नैटो के बीच लिबिया में अंतर्राष्ट्रीय सेना के नेतृत्व के बारे में उत्पन्न विवाद अब सुलझ गया है। नैटो लिबिया में उड़ान वर्जित क्षेत्र लागू कराने की कार्यवाई का नेतृत्व संभालने पर राजी हो गया है। संगठन के महासचिव एंडर्स फॉ रसमस्सेन ने कहा कि नैटो गठबंधन संयुक्त राष्ट्र प्रस्ताव को लागू कराने के प्रति कटिबद्ध हैं। इसलिए उन्होंने लिबिया पर उड़ान वर्जित क्षेत्र लागू कराने की जिम्मेदारी ली है।

उत्तरप्रदेश में जाट आरक्षण संघर्ष समिति २८ मार्च को दिल्ली घेरने की घोषणा को लेकर तैयारियों में जुटी हुई है। समिति ने दिल्ली से लगने वाले सीमावर्ती इलाकों में ऐसे लगभग आठ स्थानों की पहचान की है, जहां धरना प्रदर्शन आयोजित करने की तैयारियां चल रही है। इस बीच, ज्योति बाग पुरा नगर जिले में रेलवे अधिकारियों ने एक दूसरी प्राथमिक बात ये दर्ज कराई है कि जिसमें रेल यातायात को प्रभावित करने और रेल सम्पत्ति को नुकसान पहुंचाने के आरोप में एक हजार आंदोलनकारियों को आरोपी बनाया गया है। इसके पहले डेढ़ हजार आंदोलनकारियों के खिलाफ प्राथमिकी दर्ज कराई जा चुकी है। इसके अलावा रेल यातायात को रोकने के प्रयास में केलसा स्टेशन के पास छह लोगों को गिरफ्तार किया गया है। जाट आंदोलनकारी जिले के काफुरपुर रेलवे स्टेशन से अपना धरना हटाकर पास के एक स्कूल परिसर में आंदोलन जारी रखे हुये है।
सुप्रीमकोर्ट ने दिल्ली के तीन पड़ोसी राज्यों उत्तरप्रदेश, हरियाणा और राजस्थान को निर्देश दिया था कि वे यह सुनिश्चित करें कि दिल्ली में पानी और दूसरी आवश्यक वस्तुओं की आपूर्ति बाधित न हो।
पंजाब एवम् हरियाणा उच्चन्यायालय द्वारा कल जाट नेताओं को तुरन्त
रेल ट्रेक खाली करने के लिए दिए गये आदेश के बावजूद आंदोलनकारियों ने रेल ट्रेकों से धरने उठाने से फिलहाल मना कर दिया है। करनाल से जाट नेता ताराचंद मोड ने कहा है कि अदालत के आदेशों का सम्मान किया जाएगा, लेकिन मांग जाने तक उनका आंदोलन शांतिमय ढंग से जारी रहेगा। एक अन्य प्रमुख जाट नेता आवासिंह सागवान ने कहा है कि रेल ट्रेक पर धरना दे रहे आंदोलनकारियों पर बल प्रयोग किया गया, तो जाट अपने तरीके से इसका उत्तर देगे। इस दौरान अंबाला मंडल रेलवे की पुलिस अधीक्षक राजश्री सिंह ने कहा है कि कई आंदोलनकारियों के विरूद्ध रेलयातायात में बाधा डालने के लिए मामले दर्ज किये गये है। जिसपर शीघ्र कार्रवाई होगी। उन्होंने आंदोलनकारियों से तुरन्त रेल ट्रेक खाली करने की अपील भी की है।
कर चोरी के आरोपी हसन अली खान को आज मुम्बई की सत्र न्यायालय ने अगले महीने की आठ तारीख तक न्यायिक हिरासत में भेज दिया। अदालत ने हसन अली को घर से खाना और दवाईयां मंगाने की अनुमति दी है। हसन अली की तीन दिन की प्रवर्तन निदेशालय की हिरासत कल खत्म होने के बाद उसे देर रात मजिस्ट्रेट के समक्ष पेश किया गया था, जिसके बाद मजिस्ट्रेट ने हसन अली को इडी की सुरक्षित अदालत में भेज दिया और आज सुबह ११ बजे सत्र न्यायालय में पेश होने को कहा था। पुणे के घोड़ा व्यापारी हसन अली खान करीबन ७० हजार करोड़ की कर चोरी का आरोप है।
हालांकि पश्चिम बंगाल सरकार ने विधानसभा चुनाव के लिए केन्द्रीय बलों की आठ हजार कम्पनियां भेजने का अनुरोध किया था, लेकिन केन्द्रीय गृहमंत्रालय ने ७६० कम्पनियां भेजने पर सहमति व्यक्त की है। इसमें ५३४ कम्पनियां केन्द्रीय अर्धसैनिक बलों की होगी और १२६ कम्पनियां विभिन्न राज्यों से आएगी।
पहले चरण के लिए नामांकन भरने के कल पहले दिन चार उम्मीदवारों ने पर्चे भरे। निर्वाचन आयोग ने पहले चरण के लिए २८ पर्यवेक्षक भेजने का फैसला किया है। इस बीच चुनाव प्रचार में आपेक्षित तेजी आना अभी बाकी है।
हमारी संवाददाता ने बताया कि राज्य में चुनावी सरगर्मियां बढ गयी है, लेकिन राजनीतिक दल आदर्श आचार संहिता के प्रति पूरी सजगता बरत रहे है।
विभिन्न प्रकार के विज्ञापनों पर कड़े प्रतिबंधों के कारण इस चुनाव में सार्वजनिक और निजी भवनों की दीवारें बदरंग होने से बच गई है। समय गुजरने के साथ-साथ उम्मीदवारों के लिए तेज धूप में अपने-अपने निर्वाचन क्षेत्रों में जाकर मतदाताओं को लुभाना कठिन होता जा रहा है। चूंकि निर्वाचन आयोग द्वारा राजनीतिक दलों के प्रत्येक अभियान और बैठकों की विडियोग्राफी की जा रही है, इसलिए सभी पार्टियां आत्म संयम बरत रही है, ताकि चुनाव आचार संहिता का उल्लंघन न होने पाये।
इस केन्द्र शासित प्रदेश में प्रमुख राजनीतिक दलों द्वारा कुल ३० विधानसभा सीटों में से अधिक से अधिक सीट पर कब्जा कर लेने की होड़ से ऐसी स्थिति पैदा हो गई है, जिसमें छोटे दल अपने आपको ठगा महसूस कर रहे है।
कांग्रेस जिसने पहले ही डीएमके से चुनावी तालमेल कर लिया है, अब अन्य सहयोगी दलों को साथ लेने की कोशिश में है। इसी तरह वाम दलों ने भी अपने गठबंधन को विस्तार देने की जिम्मेदारी ऑल इंडिया अन्ना डीएमके पर डाल दी है।
समय गुजरने के साथ-साथ ऐसा लग रहा है जैसा पुद्दुच्चेरी पड़ोसी राज्य तमिलनाडु की राह पर नहीं चलेगा और बहुकोणीय मुकाबला टाला नहीं जा सकेगा।
इस बीच विशेष आर्थिक क्षेत्र के लिए भूमि आवंटन के मुद्दे पर सरकार और विपक्ष के बीच आज सातवें दिन भी गतिरोध जारी है। तेलुगुदेशम पार्टी इस मुद्दे पर संयुक्त विधायी समिति गठित करने की मांग कर रही है, जबकि सरकार पहले इस मुद्दे पर चर्चा कराना चाहती है। दिल्ली की एक अदालत ने टू-जी स्पेक्ट्रम मामले से जुड़ी जनता पार्टी के अध्यक्ष सुब्रहमण्यम स्वामी की शिकायत को सुप्रीमकोर्ट द्वारा गठित विशेष अदालत में स्थानान्तरित कर दिया है। जिला न्यायाधीश प्रतिभा रानी ने सुब्रहमण्यम स्वामी से विशेष सीबीआई न्यायाधीश ओ० पी० सैनी की अदालत में पेश होने को कहा है, जो टू-जी स्पेक्ट्रम आवंटन से जुड़े सभी मामलों की सुनवाई कर रहे हैं।

Parliament has been adjourned sine die. The budget session of parliament has come to an end as both the houses have been adjourned sine-die after passage of the finance bill 2011. While the Lok Sabha was adjourned in the afternoon, the Rajya Sabha was adjourned at 12 noon. The session completed the agenda of budgetary exercise with the approval of the Finance Bill and vote of thanks to the President's address to the joint sitting. The House began on 21st of February and Budget was presented on 28th. AIR parliamentary correspondent reports that the proceedings during the session were by and large normal after the stalemate between the Opposition and the government ended with the setting up of a JPC to probe 2G scam. Important discussions on cash for vote issue and rail budget remained highlights of the Session apart from passage and introduction of some important legislations. The Lok Sabha also had a thorough debate on the condition of minorities. The other important thing was shifting of question hour from 11. A.M to 2 P.M. in the Rajya Sabha. The Lok Sabha Speaker Mrs. Meira Kumar gave the resume of the activities of the session before adjourning it. Mrs.Kumar said that during the session the House had 23 sittings spread over approximately 160 hours and 35 minutes. She said, as many as 30 statements were made by ministers on various important subjects including five statements by Minister of Parliamentary Affairs on government business.
In the Rajya Sabha, the Chairman Mohd. Hamid Ansari said that he has got good response on the decision of changing the timing of question hours.

The government today said it has not yet taken any decision regarding the Foreign Direct Investment in the multi brand retail sector. Responding to a calling attention motion by Gurudas Das Gupta of the CPI, the Finance Minister Pranab Mukherjee said, that this is a complex issue and needs broader consensus. He said, the States will have to be involved before any decision can be taken on the issue. The Finance Minister said over 33 million people are involved in the retail trade in the country.
Expressing concern over the reports of opening the multi brand retail sector to foreign direct investment Mr. Gurudas Dasgupta said that this will create unequal competition.

The BJP-led opposition in the Lok Sabha today staged a walk out in protest against the delay in tabling the V K Shunglu Committee report on the alleged irregularities in the Commonwealth Games projects. After the issue was raised by senior BJP leader L K Advani, Parliamentary Affairs Minister Pawan Kumar Bansal assured the house that those found guilty will be punished. He, however, said the government will take some time to go through the report before it is tabled along with the Action Taken Report.

The Comptroller and Auditor General (CAG) has suggested introduction of appropriate provisions in the Central VAT Credit Rules for reversal of CenVat on input services used for output services that are written off. In a report presented to both the Houses of Parliament today, the CAG has called for inclusion of Service Tax Rules to ensure proper accounting and reversal of credit taken on common inputs used for manufacturing both dutiable and non-excisable goods.

The Uttar Pradesh government has tightened its security arrangements in view of the Jat agitation in western districts. An official spokesperson said Jat agitators would not be allowed to disrupt rail or road traffic in the state. The Supreme Court had directed the three neighbouring states of Uttar Pradesh, Haryana and Rajasthan to ensure that the supply of water and other essential commodities to Delhi is not affected.
In Uttar Pradesh Jat Aarakshan Sangarsh Samiti is now concentrating for their announcement to siege Delhi from 28th of this month. They have identified about eight points at bordering areas with Delhi and agitators would organise Dharna and demonstration at identified places to press their demands. Meanwhile in Jyotiba Phule Nagar district railway authorities have lodged another FIR against one thousand more agitators at Railway Protection Force for disrupting rail traffic and damaging railways property. They have already lodged an FIR against 1500 agitators on 19th of this month. Police has also arrested 6 Jat protesters near Kailsa railway station for trying to disturb rail traffic.After removing their blockade after 15 days from rail track Jats are continuing their stir in front of Kafurganj railway station in Jyotiba Phule Nagar district.

Meanwhile, In Haryana, Jat agitators continue to block the railway tracks disrupting rail traffic in the state. Yesterday, a division bench of the Punjab and Haryana High Court headed by the Chief Justice Ranjan Gogoi directed the Jat leaders to vacate the rail tracks immediately. The copy of the judgement is being served to the jat leaders in all districts by the respective Deputy Commissioners as per the direction of the court. The National President of Jat Aarakshan Sangarsh Samiti said that they have not received the copy of the judgement yet. He said, decision to lift the dharna from the rail track would be taken after the meeting of Jat leaders.

The Mumbai Sessions court today remanded Hasan Ali Khan to 14 days judicial custody till April 8th. The court has however allowed him food and medicine from his home. Hasan Ali allegedly one of the biggest tax evader in the country was produced before the Mumbai Sessions Court after his 24 hour custody with the Enforcement Directorate (ED) ended this morning. Earlier, Ali was produced before a magistrate late last night after his three day custody ended yesterday. The Magistrate had then granted his custody to ED till 11. am this morning. 53-year-old Hasan Ali was arrested by the agency on charges of stashing huge amounts of black money. He is also facing 70,000-crore rupee tax demand notice from the Income-Tax department.

A Delhi court today transferred the private complaint of Janata Party chief Subramanian Swamy in the 2G spectrum case to the special court constituted by the Supreme Court to deal with all cases related to the scam. In Andhra Pradesh, Telugu Desam Party senior leader P Srinivasa Reddy has resigned from the Legislative Assembly. The Bhanswada MLA from Nizamabad district tendered his resignation to Deputy Speaker N Manohar this morning. Meanwhile, the stalemate continued in the proceedings of the legislative Assembly today on the seventh consecutive day as both Government and Opposition parties stuck to their stands over setting up a Joint Legislative Committee to look into Land allocations to Special Economic Zones in the state. The main opposition Telugu Desam Party has been insisting on appointing a JLC while the Government stuck to having a debate first on the floor of the house. Raising slogans and displaying placards, the TDP members thronged the Speaker’s podium. The uproar forced the Deputy Speaker to adjourn the house twice for half an hour.

In Assam, today is the last day of submission of nomination papers for the second phase of Assembly polls scheduled to be held on 11th of the next month in 64 constituencies. Over 320 candidates have filed their nomination papers so far for this phase, at least 25 among them are women candidates. Scrutiny of nominations will be taken up on Saturday. The last day of withdrawal of nomination papers for this phase is on 28th of this month. Among others who filed nominations so far included former Chief Minister and leader of Opposition Prafulla Kumar Mahanta at Samaguri and Barhampur constituencies in Nagaon district. In Tamilnadu, leaders of political parties are on their campaign trail for the past two days. The Chief electoral officer Mr.Praveen Kumar today released a CD on voters awareness in which celebrities highlight the importance of voting.
With severe regulations on all types of advertisements, public and private walls have escaped the painting of politicians this elections. As time is running out, candidates are tiring out visiting their constituencies in the hot sun trying to woo voters. With every political campaigns and meeting being video graphed by the election commission, parties are on their guard not to trip over violations.

In Kerala, differences over seat allocation with the CMP and Socialist Janata (Democratic) , constituents in the Congress led UDF in the state have been ironed out. An agreement was reached between the Congress, CMP, and Socialist Janata (Democratic) parties at a meeting of UDF leaders in Kochi this morning. AIR Correspondent reports that as per the agreement, the Socialist Janata (Democratic) party will be contesting only in six seats as against seven allocated to them.
The UDF today resolved differences over seat allocation with two of its Front partners. The bone of contention with the Socialist Janata party led by former Union Minister M P Veerendra Kumar was the Chittoor assembly seat in Palakkad district, which it was keen to contest. With the Congress deciding to field its sitting MLA from Chittoor, this demand was turned down. In protest, the Socialist Janata party decided not to contest from Nenmara seat, which was allocated to it. The party will be contesting in only six seats in the state, as against seven allocated. The Congress has now offered the Nenmara seat to CMP, which will be contesting from Kunnamkulam and Dharamadam seats as well. The seat sharing issue has certainly created a lot of hearburn amongst the front partners. With few days left for campainging, the UDF election bandwagon will have to pick up momentum without delay, if it has to catch up with the CPM-led Left Democratic Front, which already kicked off its campaign about a week ago.

The Election Manifesto of the Congress led United Democratic Front (UDF) in Kerala was released in Kochi today. The UDF manifesto promises rice at one rupee a kilo for all BPL card holders and at two rupees a kilo for others. It also promises, agricultural loans at three per cent interest, Hill Area Development Authority for the development of the hilly regions and providing electricity to all households within a year.

In Puducherry, confusion prevails as talks on seat sharing among political parties remain inconclusive, even as the deadline for filing of nominations comes to a close tomorrow. The ruling congress and the opposition AIADMK are holding back room parleys with smaller parties separately to forge a formidable alliance. The congress party is negotiating with PMK on seat allocation. The party has given 10 seats to its principal ally the DMK and has announced the first list of 17 candidates. AIR Correspondent reports that a total of 108 nominations have been filed so far, for the elections scheduled for the 13th of next month.
With main political players in the union territory wanting a major share of the 30 seats up for grabs, a situation has arisen where smaller parties are feeling squeezed out. Congress which has already entered into alliance with the DMK is now engaged in bringing in the fringe players into their fold. Similarly the left parties have put the onus on the aiadmk to forge an umbrella alliance. As time is running out, this time around, it looks that Puduchery might not follow the neighbouring tamil nadu pattern of alliance. A multi- cornered contest looks inevitable.

Minority Affairs Minister Mr. Salman Khurshid today dismissed the opposition charges that enough funds are not being allocated for the welfare of the minorities. Replying the short duration discussion on the subject, the Minister made it clear that the minorities get a share from the entire budget. He, however, emphasised the need for allocation of more funds. He said Prime Minister's 15 point programme on the welfare of the minorities is a great success. He said 37 lakh scholarships have been given to the students of minorities.

On the last day of the budget session of Parliament today, members raised the issue of inclusion of caste in the on-going census. The government assured the House that it will be done. RJD leader Lalu Prasad raised the issue in the Lok Sabha during Zero Hour. Mr Prasad reminded the government that he, along with Mulayam Singh Yadav (SP), Sharad Yadav (JD-U) and Gopinath Munde (BJP) had met Leader of the House Pranab Mukherjee and asked him to include caste in census.

Now International News, In Myanmar, more than 60 people were killed and 90 injured in the strong earthquake that struck near its border with Thailand. Tremors were felt as far away as Bangkok, almost 800 kilometres from the epicentre, Hanoi and parts of China. The US Geological Survey measured the magnitude at 6.8. A Myanmar official said, dozens of people were killed in areas close to the epicentre and more than 240 buildings had collapsed. The deaths were mainly reported from Tarlay, Mine Lin and Tachileik townships. About 90 people were injured from those areas. Efforts arre on to reach some more affected areas.

Noting that Libyan government troops are disregarding the United Nations ceasefire order, Secretary-General Ban Ki-moon warned of further action if Muammar Gaddafi does not halt the violence. Mr. Ban said, his special envoy to Libya, former Jordanian Foreign Minister Abdelilah Al-Khatib, told the Libyan regime that the Security Council may be prepared to take additional measures. The UN Chief told the Security Council that despite assurances by the Libyan government, a ceasefire did not appear to be in place.

The BSE benchmark Sensex which rallied by almost 197 points in opening trade today stood 335 points up at 18686 points a short while ago, extending gains into
the fourth straight session. The sentiments were driven by sustained buying by funds, and the firming trend overseas.
Stocks in the IT, realty banking, auto and metal sectors, led the rally.
Similarly, the broad-based National Stock Exchange Nifty index stood 91 points up at 5,614 points in afternoon trade.

Some more News, Road Transport and Highways Minister C P Joshi today said that the Government is committed to provide safer roads to the citizens of the country. Addressing the 12th National Road Safety Council Meeting in New Delhi today he added that the government will strengthen the highway medical infrastructure along the length and bread of the country to reduce the accident casualties. Advocating a better mechanism to provide driving licenses Mr Joshi also said that the center will set up model training schools in each state in a phased manner. He added that the government has suggested the education boards of the country introduce an elaborate chapter on road safety in school curriculums.
