 असम में विधानसभा के दूसरे और अंतिम चरण के कल होने वाले मतदान को स्वतंत्र और निष्पक्ष रूप से कराने के सभी प्रबंध किए गए हैं। इस चरण के चुनाव में निचले असम और बोडो लैंड क्षेत्रीय परिषद् के अंतर्गत चौदह जिलों में ६४ विधानसभा सीटों के लिए वोट डाले जाएंगे। मतदान कर्मचारी अपने-अपने मतदान केन्द्रों पर पहुंच रहे हैं। मतदान के लिए बारह हजार से अधिक केन्द्र बनाये गए हैं। हमारे संवाददाता ने बताया है कि सुरक्षा की दृष्टि से केंद्रीय अर्धसैनिक बलों की तैनाती की गई है।

 केरल में भी चुनाव प्रचार जोरों पर है। कल कांग्रेस के वरिष्ठ नेता और प्रधानमंत्री डॉ. मनमोहन सिंह, कांग्रेस महासचिव राहुल गांधी और भाजपा की वरिष्ठ नेता सुषमा स्वराज सहित कई वरिष्ठ नेताओं ने चुनावी जनसभाओं को संबोधित किया।

 प्रधानमंत्री डाक्टर मनमोहन सिंह ने कहा है कि लोकपाल विधेयक मुद्दे पर प्रबुद्ध नागरिकों और सरकार के बीच सहमति बनना लोकतंत्र के लिए एक अच्छा कदम है। नई दिल्ली में जारी बयान में उन्होंने कहा कि सरकार संसद के मानसून सत्र में यह ऐतिहासिक विधेयक लाएगी। भ्रष्टाचार को राष्ट्र में छाई महामारी बताते हुए प्रधानमंत्री ने कहा कि सरकार और अन्ना हजारे के प्रतिनिधियों के बीच बातचीत सार्थक रही है।
 प्रभावी लोकपाल विधेयक का मसौदा तैयार करने के लिए संयुक्त समिति के गठन के बारे में गजट अधिसूचना जारी करने के साथ ही जाने-माने गांधीवादी अन्ना हजारे ने अनशन समाप्त करते हुए कहा कि यह तो केवल शुरुआत है, भ्रष्टाचार के खिलाफ लड़ाई अभी जारी रहेगी। उन्होंने कहा कि यह पूरे देश की विजय है। उन्होंने कहा कि इस कानून के बन जाने से भ्रष्टाचार को रोकने में मदद मिलेगी।

 अधिसूचना में समिति के कार्यक्षेत्र के साथ-साथ उसके दस सदस्यों के नाम भी दिए गए हैं। समिति की अध्यक्षता वित्तमंत्री प्रणब मुखर्जी करेंगे और इसमें विधिमंत्री वीरप्पा मोइली, दूरसंचार मंत्री कपिल सिब्बल, गृहमंत्री पी चिदम्बरम और जल संसाधन मंत्री सलमान खुर्शीद शामिल होंगे। जन प्रतिनिधियों के रूप में अन्ना हजारे के अलावा जाने माने वकील शांति भूषण, प्रशान्त भूषण, उच्चतम न्यायालय के अवकाश प्राप्त न्यायाधीश संतोष हेगड़े और आर.टी.आई कार्यकर्ता अरविन्द केजरीवाल इसके सदस्य होंगे। इस बीच, वित्त मंत्री प्रणब मुखर्जी ने कहा कि बिल का मसौदा तैयार होने के बाद कानूनी प्रक्रिया शुरू की जाएगी।

 अन्ना हजारे का अनशन समाप्त होने की सूचना के बाद पूरे देश में लोगों ने जश्न मनाया। राजधानी दिल्ली में जंतर-मंतर पर लोग खुशी से झुमने लगे। शाम को इंडिया गेट पर विक्ट्री मार्च में हजारों लोग शामिल हुए।

 राष्ट्रपति प्रतिभा देवीसिंह पाटील ने देश में लड़कों के मुकाबले लड़कियों की कम तादाद पर चिन्ता जाहिर करते हुए इस अनुपात में सुधार लाने के तत्काल उपाय किए जाने की जरूरत बताई है। नई दिल्ली में नन्ही छांव द्वारा आयोजित समारोह को सम्बोधित करते हुए राष्ट्रपति ने कहा कि ऐसे अनुपात में असंतुलन कुछ सामाजिक पूर्वाग्रहों का नतीजा है, जिनकी वजह से कन्या भ्रूण हत्या के मामले सामने आ रहे हैं।

 प्रवर्तन निदेशालय ने २जी स्पेक्ट्रम घोटाला मामलों में कथित रूप से शामिल बड़ी दूरसंचार कंपनियों के खिलाफ विदेशी मुद्रा विनिमय प्रबन्धन अधिनियम यानि - फेमा उल्लंघन के आरोप लगाये हैं। इन कंपनियों में स्वान टेलीकॉम, लूप मोबाईल, लूप टेलीकॉम और एस-टेल शामिल हैं। इन पर चार हजार तीन सौ करोड़ रूपये की हेरा फेरी का आरोप है।
 फेमा उल्लंघन के मामलों की सुनवाई करने वाले अधिकारियों के समक्ष पेश शिकायत में निदेशालय ने कहा कि वर्जिन मोबाईल द्वारा विदेशी मुद्रा विनियम में संदिग्ध हेरा फेरी की भी वह जांच कर रहा है।

 कोच्चि में कल आई पी एल लीग मैच में रॉयल चेलेन्जर्स बंगलौर ने प्रतियोगिता में पहली बार शामिल हुई कोच्चि टस्कर्स केरल को हरा दिया। रॉयल चेलेन्जर ने अपने पहले मैच में जीत के लिए १६२ रन का पीछा करते हुए संतोषजनक शुरूआत नहीं की, लेकिन डिविलियर्स ने शानदार ५४ रन बनाकर टीम को आसान जीत दिलाई। कोच्चि टस्कर्स केरल ने निर्धारित २० ओवर में पांच विकेट पर १६+१ रन बनाये, जवाब में रॉयल चेलेन्जर्स बंगलौर ने १८ ओवर और चार गेंदों पर चार विकेट के नुकसान पर एक सौ १६२ रन बनाये।
 इससे पहले एक अन्य मुकाबले में हैदराबाद में राजस्थान रॉयल्स ने डेक्कन चार्जर्स को आठ विकेट से पराजित किया। राजस्थान रॉयल्स ने टॉस जीतकर डेक्कन चार्जर्स से गेंदबाजी करने को कहा और उसे निर्धारित २० ओवर में १३७ रन पर समेट दिया।

 दूरसंचार कंपनियों के खिलाफ फेमा के उल्लंघन का मामला दर्ज किये जाने को दैनिक जागरण, राष्ट्रीय सहारा और दैनिक ट्रिब्यून ने प्रमुखता दी है।
 अमर उजाला ने राजधानी दिल्ली में छह करोड़ की हेरोइन के साथ नाइजीरिया के राष्ट्रीय स्तर के फुटबॉल खिलाड़ी के गिरफ्तार होने की खबर दी है। हिन्दुस्तान की चौंका देने वाली खबर है कि राजधानी से पांच हजार गाड़ियां चोरी कर करोड़ों रूपये कमाने वाले गिरोह की सरगना एक महिला है जो अपने पति और दो बच्चों के साथ गुड़गांव में रहती है।
 दैनिक भास्कर ने हाल में सम्पन्न बाघों की गणना पर खोजपरक लेख में लिखा है कि सरकार की इस गणना के नतीजों को सरकारी अफसर ही चुनौती दे रहे हैं।

 In Assam, all arrangements have been completed for the second and concluding phase of polling in the state tomorrow. In this phase, polling will be held in 64 constituencies spread over 14 districts of lower Assam. Over 12 thousand polling booths have been set up for the polls.  Chief Electoral Officer Hemanta Narzary has said that the election commission cannot be complacent under any circumstances during the concluding phase of elections in the state.  Our correspondent reports that the Election Commission is more concerned about polls in Bodoland Territorial Areas Districts.   

 Tight security arrangements have been made for tomorrow polls . Five hundred companies of central para military forces have deployed to ensure free and fair polls. A strict vigil is being maintained in the Indo-Bhutan and Bangladesh borders to check infiltration of anti social elements. Patrolling has been intensified in sensitive areas to instil confidence among electorates. A massive manhunt has been launched at the possible hideouts to nab outfits of the banned National Democratic Front of Bodoland( NDFB) militants. Meanwhile the Election Commission has been distributing voters slips among electorates.

 In West Bengal, altogether 293 candidates are in the fray for the 2nd phase of Assembly elections. Seven candidates withdrew their nominations on the last day of withdrawal of candidature yesterday. The 2nd phase of poll will take place in 50 seats in Murshidabad, Nadiya and Birbhum districts on the 23rd of this month. Meanwhile, 488 nominations have been filed for the third phase of elections in the state. A report from our correspondent:

 Six North Bengal districts Darjeeling, Jalpaiguri, Koochbihar, Malda, North and South Dinajpur districts are witnessing vigorous campaign by all the major political parties for first phase of poll. All important leaders of the major political parties are likely to hit the campaign trail in next week. However campaigning is gradually gaining momentum following relaxation of ban on use of micro phones by the Calcutta High Court. Altogether 364 candidates are in the fray for the first phase of election. 28 General observers and nine expenditure observers have already arrived in North Bengal to monitor the election process.

In Kerala, campaigning for the coming Wednesday's assembly poll has reached its zenith with top national leaders of major political parties criss crossing the state. AICC Genral Secretary Rahul Gandhi will be addressing an election convention of UDFcandidates at Thiruvanthapuram this morning. Senior BJP leader LK Advani and BSP leadr Mayawati also addressed the voters of Kerala yesterday to further boost the chances of their parities in the coming polls.

 Racing against time top leaders of political parties are engaged in whirlwind campaigning in different districts of Kerala. As election commission has clarified that no campaigning including political discussions in electronic media will be allowed after 5pm tomorrow candidates and party workers have precious little time to make last minute effort to woo voters. At the same time, IT enabled methods of the election commission to enlighten voters are receiving wide appreciation. In Tamil Nadu, electioneering has reached its peak as the curtains come down on campaigning tomorrow. Addressing  a rally in the state, the Prime Minster Dr Manmohan Singh   cautioned that the people will not be misled by the false promises by the opposition.  DMK President M Karunanidhi also addressed a rally in Puducherry.  A report:  

 In Tamilnadu as electioneering has to come to an end tomorrow state and national leaders are on the last leg of their tour visitng the constituencies giving a clarion call to vote for them. Meanwhile the election comission is relentlessly conducting searches in all vital points of the state seizing thousands of rupees which were kept for distribution. With no stickers, hoardings, wall paintings and flags this election seems to be quite different from the previous ones.

  The Prime Minister Dr. Manmohan Singh has said that the joining of hands of civil society and the government on the Lokpal Bill issue is a step that augurs well for democracy.  In a statement in New Delhi,  Dr.  Manmohan Singh said the government intends to introduce the historic legislation in the Monsoon Session of Parliament.  Describing corruption as a  scourge that confronts the nation, the Prime Minister said, the interaction between the government and the representatives of Anna Hazare was productive. He hoped that the process to prepare this legislation will move forward in a constructive mode so that after consulting a wide spectrum of stake holders, the bill is placed before the Cabinet for introduction during the Monsoon Session. 

 Mr Hazare ended his fast yesterday after the government issued a gazette notification on the formation of a joint committee to draft an effective Lokpal Bill.  Addressing a large gathering of people at Jantar Mantar in Delhi, he said the fight against corruption will continue and this is only a beginning. He termed it a victory for the entire nation.

 It gives great hope the way the youth of this country has participated in this movement. But there is a long way to go before we achieve the real freedom.

 The gazette notification  on the formation of a joint committee to draft an effective Lokpal Bill was  one of the key demands of the anti-corruption campaign launched by Anna Hazare . Besides the terms of  reference,the notification listed names of those on the 10-member committee to be headed by Senior Minister Pranab Mukherjee. Other members include Law Minister Veerappa Moily, Telecom Minister Kapil Sibal, Home Minister P.Chidambaram and Water Resources Minister Salman Khurshid. Besides Hazare himself, those representing civil society in the joint committee will be eminent lawyers Shanti Bhushan and Prasant Bhushan, retired Supreme Court Judge Santosh Hegde and RTI activist Arvind Kejriwal. Shanti Bhushan will be the co-Chairman. Finance Minster Pranab Mukherjee has expressed confidence that a satisfactory and amicable solution on the Lok Pal issue is possible.

 It has been agreed upon, the offer has been given to them. Some ministers will be there. Some members of the civil society would be there. They will jointly draft the Lok Pal Bill after that there is a process of legislation. A bill is introduced by minister in the Parliament, then Parliament consider it through its various process including the Standing Committee and then finally if it gets the majority support of the Parliament, it will be passed.

 A large number of people gathered at the Historical India Gate last evening in the natonal capital to celebrate the victory of civil society on the Lokpal Bill issue. Shouting slogans hailing Anna Hazare, people converged and held a candle light vigil.

 The Enforcement Directorate has slapped various charges under the Foreign Exchange Management Act (FEMA) against top telecom firms allegedly involved in the 2G spectrum scam. The firms  include Swan Telecom, Loop Mobile, Loop Telecom and S-Tel and the violations amount to the tune of over 4,300 crore rupees. The Directorate in its complaint filed before the Competent Adjudicating Authority for FEMA violations, said, it is also probing suspected contravention of forex rules in Virgin Mobile, a joint venture of the Tata group.  It has charged the Shahid Balwa-promoted Swan Telecom, with committing FEMA contraventions to the tune of 3,608 crore rupees.

  The President Mrs Pratibha Devisingh Patil has expressed concern over the low sex ratio in the country and called for urgent corrective steps in this regard. Addressing a function organised by the Nanhi Chhaon Foundation in New Delhi,  Mrs  Patil  said this imbalance is the result of social prejudices  that have led to condemnable practices of femalefoeticide and female infanticide, which  needs urgent corrective steps.

 The picture shows that the female ratio of population remains low. It is 940 females per thousand males. I think it becoming pathetic situation but what is more alarming is that zero to six year old group, the female population ratio is 940, the lowest since independence.

 India's ace tennis star Sania Mirza advanced to the doubles semifinals along with her Russian partner Elena Vesnina in the 721,000 U.S. dollar WTA Family Circle Cup tennis tournament at Charleston.

 In the doubles quarter-finals, the unseeded pair came from behind to beat Alla Kudryavtseva of Russia and Anastasia Rodionova of Australia in three sets 3-6 6-2 10-8.  

 In the semifinals, the Indo-Russian pair will take on Ji Zheng and Shuai.

  In the  singles event, Sania bowed out to 11th seed Peng Shuai of China with a 6-2, 2-6, 2-6 quarter-final defeat.

 Royal Challengers Bangalore (RCB) beat debutantes Kochi Tuskers Kerala by six wickets in their Indian Premier League match at Nehru Stadium in Kochi yesterday.  Chasing 162 for a win in their opening match, the Royal Challengers made a shaky start. However,  de Villiers, 54 not out, anchored the RCB innings and his team registered a comfortable win.

       In the first encounter,  Rajasthan Royals kicked off their campaign with a comfortable eight-wicket win over the Deccan Chargers.

      Electing to field after skipper Shane Warne won the toss, the Rajasthan Royals  restricted the Chargers to a none -too impressive 137 in their stipulated 20 overs.

     Chasing a modest total, Rajasthan then rode on Botha's unbeaten 47-ball 67 to romp home in 18.5 overs.

 In today's encounter, Delhi Daredevils will play against Mumbai Indians at Feroz Shah Kotla.  The encounter will start at 4 PM.

Anna Hazare accepting a glass of lemonade from a young girl to break his fast over the Lokpal Bill issue is framed as a photograph on the front pages of most dailies. Most accompanying headlines highlight that there is more to come. "Hazare sets August 15 deadline for passage of Bill" reports the Hindu. The Tribune writes "After Lokpal Bill, electoral and labour reforms next on his agenda. The Indian Express highlights the NCP's objection to the formation of the joint drafting committee.

 The tension in the Kashmir Valley after the killing of prominent cleric Maulana Showkat Ahmed Shah is widely noticed. "Valley shuts down after cleric killing" reports the Asain Age. There also seems to be intense specualtion about who shot him. The Tribune writes "Did LeT kill dove cleric in Valley" and quotes intercepts to say "Militant outfit wanted right wing bodies to be blamed for the killing". The Hindustan Times says " Valley volatile again, militants say Bajrang Dal killed cleric".

 In a special front page story, the Tribune highlights a Supreme Court ruling that compensation awarded to road accident victims should cover the employees provident fund (EPF), house rent allowance (HRA), city compensatory allowance (CCA) and group insurance scheme (GIS).

 The Times of India reveals in a special story that Indian authorities have acquired confirmation from US security agencies about the increasing presence of Chinese forces along the Line of Control in Pakistan Occupied Kashmir.

 And finally some interesting nuggets from a study of schools commissioned by the Human Resource Develeopment ministry. The Times of India reports that the study found schools in Karnataka have the longest recesses and teachers in Assam frequently complain of backaches because they have to bend to write on blackboards mounted on tripods.
