देश में गरीबी का अनुपात २००९-१० में पांच प्रतिशत घटकर ३२ प्रतिशत रह गया है। योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया ने नई दिल्ली में बताया कि आयोग को मिले शुरूआती आंकड़ों के अनुसार २००४-०५ से ही गरीबी के अनुपात में गिरावट के रूख का संकेत मिलता है। उन्होंने कहा कि आयोग ने तेंदुलकर समिति की सिफारिशों पर विचार किया है, जिसमें कैलोरी खपत की जगह उपभोग आधारित निर्वाह लागत सूचकांक के अनुसार ग़रीबी का अनुमान लगाने की सिफारिश की गई है।योजना आयोग के उपाध्यक्ष ने यह भी कहा है कि भारत १२वीं पंचवर्षीय योजना के लिए सकल घरेलू उत्पाद में साढ़े नौ प्रतिशत वृद्धि का लक्ष्य रखना चाहता है। उनका कहना था कि अंतर्राष्ट्रीय बाजार की स्थिति को देखते हुए लगता है कि यह लक्ष्य हासिल करने में ज्यादा कठिनाई नहीं होगी। उन्होंने बताया कि प्रधानमंत्री डॉक्टर मनमोहन सिंह १२वीं योजना में दस प्रतिशत वृद्धि का लक्ष्य चाहते हैं जबकि चालू योजना में आठ दशमलव दो प्रतिशत वृद्धि का अनुमान है।
मेरा अब भी मानना है कि अगर हम पांच वर्ष की बात कर रहे हैं तो ग्यारहवीं योजना से काफी बेहतर कर सकते हैं। इसलिए मुझे नहीं लगता कि नौ प्रतिशत या साढ़े नौ प्रतिशत के बीच का लक्ष्य रखने में कोई ज्यादा परेशानी होनी चाहिए। हम इसका प्रस्ताव योजना आयोग में रखेंगे।
श्री अहलूवालिया ने कहा कि १२वीं योजना में अधिक समाहित और स्थाई वृद्धि पर जोर दिया जाएगा। उनका कहना था कि सरकार मांग पूरी करने के लिए फसलों की पैदावार बढ़ाने की उत्सुक है।

राज्यों और केन्द्रशासित प्रदेशों के सहकारिता मंत्रियों के सम्मेलन में सहकारी क्षेत्र को फिर से मजबूत करने के लिए तुरंत कदम उठाने का फैसला किया गया। कल नई दिल्ली में इस सम्मेलन में इन मंत्रियों ने किसानों को ऋण की बेहतर सुविधाएं उपलब्ध कराने के लिए सहकारी ऋण व्यवस्था को मजबूत करने के पैकेज को तेजी से लागू करने की मांग की। सम्मेलन का उद्घाटन करते हुए कृषि मंत्री शरद पवार ने कहा कि सरकार को इस वर्ष कृषि क्षेत्र में लगभग चार प्रतिशत वृद्धि दर बने रहने की उम्मीद है। उन्होंने कहा कि २०१०-२०११ में कृषि क्षेत्र में निर्धारित लक्ष्य से अधिक वृद्धि हुई है।हमने चार प्रतिशत की वृद्धि का लक्ष्य रखा था, पर हम पांच दशमलव छह प्रतिशत की वृद्धि दर्ज करने में सफल रहे हैं।
श्री पवार ने कहा कि इस वर्ष अनाज का रिकार्ड उत्पादन होने की उम्मीद है और भारतीय खाद्य निगम द्वारा करीब ढाई करोड़ टन गेंहू खरीदे जाने की संभावना है।

केन्द्रीय मंत्रिमण्डल ने एक उच्च अधिकार प्राप्त समिति के गठन को मंजूरी दी है जो देश में दो सेमीकंडेक्टर वेफर फेब्रीकेशन इकाईयां लगाने के लिए टैक्नोलोजी और निवेशकों की पहचान करेगी। इस प्रस्ताव में देश के भीतर उच्च प्राथमिकता वाले विशेष उत्पाद बनाने को बढ़ावा देने की सुविधायें जुटाने की बात भी कही गई है। सबसे पहले २५ हजार करोड़ रूपये की लागत से दो वेफर फेब्रिक इकाईयां लगाई जानी हैं। मंत्रिमण्डल ने जैनेटिक संसाधनों तक पहुंच और उनके उपयोग से होने वाले लाभों के समान बंटवारे से सम्बद्ध नागोया प्रोटोकॉल पर हस्ताक्षर को भी मंजूरी दे दी। यह प्रोटोकॉल जैव विविधता संधि से सम्बद्ध है। ---

टूजी स्पेक्ट्रम घोटाले में सीबीआई की ओर से आरोपित दूरसंचार कंपनियों के पांच बड़े अधिकारियों की जमानत याचिकाएं खारिज हो जाने के बाद कल उन्हे गिरफ्तार करके तिहाड़ जेल भेज दिया गया। विशेष अदालत के अतिरिक्त सत्र न्यायाधीश ओ पी सैनी ने इन पांचों अधिकारियों की अंतरिम जमानत अर्जियां खारिज कर दी। न्यायालय ने १५ अप्रैल को स्वान टेलिकॉम के निदेशक विनोद गोयनका, यूनिटेक वायरलैस तमिलनाडु लिमिटेड के प्रबंध निदेशक संजय चन्द्रा और रिलायन्स एडीए समूह के गौतम दोशी, सुरेन्द्र पिपरा और हरि नायर की जमानत अर्जियों पर फैसला सुरक्षित रखा था। न्यायालय ने सीबीआई की ये दलील मान ली कि आरोपी सबूतों के साथ छेड़-छाड़ और गवाहों को प्रभावित कर सकते हैं तथा अपराध की गम्भीरता को देखते हुए कानून के शिकंजे से बचकर भाग सकते हैं।----
पुद्दुचेरी में प्रवर्तन निदेशालय के अधिकारियों द्वारा उपराज्यपाल एम. इकबाल सिंह से हसन अली के साथ उनके कथित संबंधों के बारे में पूछताछ करने की खबर है। हसन अली चोरी-छिपे पैसा विदेश भेजने के आरोप में जेल में बंद हैं। उपराज्यपाल के निजी सचिव ने इस बात की पुष्टि की है कि प्रवर्तन निदेशालय के तीन अधिकारियों की टीम कल शाम राजनिवास में उपराज्यपाल से मिली, लेकिन उन्होंने इस बात का खंडन या पुष्टि करने से इंकार कर दिया कि अधिकारियों ने श्री इकबाल सिंह से पूछताछ की या नहीं।इस बीच, प्रवर्तन निदेशालय ने गृहमंत्रालय से इस बात का पता लगाने को कहा है कि क्या हवाला कारोबार में संदिग्ध रूप से शामिल हसन अली खान के किसी आतंकवादी संगठन के साथ संबंध हैं।

Deputy Chairman of the Planning Commission Montek Singh Ahluwalia said poverty has shown a declining trend from 2004-05 as per the preliminary data available with the Commission. Speaking in New Delhi yesterday, he said the Commission has considered the Tendulkar Committee recommendations which had suggested that poverty should be estimated on the basis of consumption based on cost of living index instead of caloric intake. Mr. Ahluwalia said that in every area, there has been progress.
If you take a look at what has been happening over time, whether it is in literacy, whether it is in this or that, health indicator, Education indicator, gender gaps, in every one of these, there is progress. But I would say that the progress is less than we would have wanted in many areas.
Mr. Ahluwalia said India is targetting 9.5 per cent GDP growth for the 12th five year plan period. He said looking at the conditions of international markets, India will achieve this growth without much difficulty. He said that the focus of the 12th plan will be more inclusive and sustainable growth. Ahluwalia also said that the government is keen to increase the agricultural productivity to meet the demand. He said that Prime Minister Manmohan Singh wanted the Commission to aim at a higher growth target for 10 per cent during the 12th Plan, as against 8.2 per cent estimated in the current plan.
In the 10th Plan, it was around 2 percent, in the 11th Plan, it looks as if it will be 3 percent. It won't be 4 percent that is we are targeting and for example my view would be that in the 12th Plan we must make sure that we can get to four percent.

The Conference of Cooperative Ministers of States and Union Territories unanimously resolved to take immediate steps for revitalising the cooperative sector. The Conference was organised against the backdrop of the United Nations Declaration to observe 2012 as the International Year of Cooperatives. Earlier inaugurating the conference the Agriculture Minister Sharad Pawar said that Government is hopeful of maintaining a growth rate of around four percent in the agriculture sector this year. He said that the sector grew by 5.6 percent in 2010-11 against the target of four percent.
Definitely our efforts will be to maintain four percent target, if possible beyond that. If the monsoon progress, I am sure all precautionary measures have been done by Government of India and all the State Governments.

The Union Cabinet has approved the proposal to set up an empowered committee for identifying technology and investors for setting up two semi-conductor Wafer fabrication manufacturing facilities in the country. The proposal provides for setting up of semi-conductor wafer fabrication facilities apart from encouraging manufacture of specific high priority product line in India. Initially, two wafer fabrication labs are proposed to be set up at an estimated cost of 25 thousand crore rupees. According to an official press release, the proposal will have significant impact on facilitating credit and creation of electronic manufacturing clusters. In yet another decision, the Cabinet approved the signing of Nagoya Protocol on Access and Benefit Sharing. It will contribute to the objectives of conventions on biological diversity and its conservation and sustainable use.

The government approved roll out of the e-district mission mode project to be implemented in 640 districts across the country. These include 41 districts, which have already been covered under the e-district mission mode project. A decision to this effect was taken in the Cabinet Committee on infrastructure.

Campaigning has reached a feverish pitch. Fifty seats spread over Nadia, Murshidabad and Birbhum districts will go to the polls on Saturday. Altogether 293 candidates are in the fray for this phase.
Meanwhile, Deputy Election Commissioner Vinod Zutshi yesterday held meetings with senior officials to take stock of the security preparedness for the second and third phase of Assembly elections. Five corporate executives, named as accused by the CBI in the 2G scam, were arrested and taken to Tihar Jail after a Delhi court rejected their bail pleas. The special court presided by Additional Sessions Judge O P Saini dismissed the interim bail applications of the five in which they had sought protection from arrest for the next seven days on grounds that they had to make arrangements to manage their business responsibilities in their absence.

The Gulf Cooperation council, GCC, and the European Union, EU, has demanded immediate ceasefire in Libya pledging support for the rebels, fighting to dislodge the regime of Muammar Gaddafi. They also underlined the importance of ensuring the unity and territorial integrity of Libya. The statement after a joint meeting between GCC foreign Minister and EU counterparts in Abu Dhabi last evening expressed support for the transitional national council as the legitimate interlocutor of the Libyan people. Meanwhile, fearing a massacre in the western Libyan city of Misurata, cut off from land by the forces of Gaddafi, rebel leaders asked NATO to dispatch ground troops to break the siege. A senior member of Misurata's governing council Nuri Abdullah Abdullahti sent an SOS as rebels and government forces fought street battles for control of the main thoroughfare of the city which has survived more than six weeks of attacks by Gaddafi's forces. Al-Jazeera channel reported that hundreds of thousands of people were trapped in Libya's third largest town with food, fuel and medicines fast running out.

India wants a peaceful, stable, and democratic Nepal which is in the interest of both the countries. Briefing the media on the delegation level talks held between the visiting External Affairs Minister S.M Krishna and Nepal’s Deputy Prime Minister Bharat Mohan Adhikari, in Kathmandu the External Affairs spokesman Mr. Vishnu Prakash said the discussions were held in an environment of warmth and mutual respect. The Nepali side appreciated India’s role which has been steadfast in it’s support to Nepal in economic development, capacity development, education and in implementing projects in various fields. The External Affairs Minister underlined that there is a need to create an atmosphere to strengthen these ties and said that there should be a level playing field, and fair treatment for Indian Companies in Nepal. The visit of the External Affairs minister, the second in thirteen months, underlines the highest priority that India accords to it’s relation with Nepal. At the present juncture which Nepal is facing, given the deadline of the peace process and drafting of the new constitution. India hopes that Nepal will be able to bring it to speedy fruition. UN Secretary-General Ban Ki-Moon has warned that the world must prepare for more nuclear accidents on the scale of Chernobyl and Japan's Fukushima Dai-ichi plant. He said that this grim reality will demand sharp improvements in international cooperation. Commerce and Industry Minister Anand Sharma has expressed optimism over the growing trade and investment relations between India and United States. Leading Senators of different provinces of the United States, met him yesterday. They discussed steps to enhance bilateral trade, with special focus on small and medium enterprises. India and the US have launched an initiative of integrating small and medium enterprises of both the countries. This would create new opportunities and help large firms of both the nations in strengthening their commercial relationships. Both the countries have also established India-US Trade Policy Forum to discuss trade and investment issues.

In an Indian Premier League match, Mumbai Indians beat Pune Warriors India by seven wickets at the Wankhede Stadium in Mumbai. Batting first Pune set a modest 118 runs which Mumbai achieved losing only three wickets. For Mumbai, Ambati Rayudu scored 37 runs and Sachin made 35.

Reports say that Syrians in the central city of Homs took to the streets in large numbers yesterday despite an announcement by Syria government that it has passed a bill to end the state of emergency in the country, which was declared in 1963. Protest leaders said that lifting the state of emergency would not be enough, and have demanded an end to the Baath party's stranglehold on Syrian politics. Repeal of the emergency law has been a central demand of reformists since protests began on March 15.

Highlighting the dangers of modern working patterns, the Times of India talks of bad news for those who sit in front of a computer all day at work. The paper writes , a new study says that spending 10 years or more on a desk job almost doubles the risk of bowel cancer, even if you keep fit or work out.
And finally, there is cheer for Indians wanting to reach for the moon. The Pioneer writes that India could be a part of the 2016 NASA Lunar Mission with ISRO mulling collaboration, for studying the further side of the moon.
