बिहार में पंचायत चुनाव के तीसरे चरण में ५४ खंडों की ८७५ ग्राम पंचायतों में वोट डाले जा रहे हैं। मतदान शाम पांच बजे तक चलेगा। नक्सल प्रभावित क्षेत्रों में वोट तीन बजे तक डाले जा सकेंगे। हमारे पटना संवाददाता ने खबर दी है कि ५२ लाख से ज्यादा मतदाता ८७ हजार ९२ उम्मीदवारों की किस्मत का फैसला करेंगे।

उत्तर प्रदेश में राज्य निर्वाचन आयोग ने स्थानीय निकाय चुनावों की तैयारियां शुरू कर दी हैं। चुनाव कार्यक्रम की घोषणा बाद में की जाएगी। एक सरकारी प्रवक्ता ने बताया कि चुनाव शांतिपूर्वक कराने के लिए जिलावार बैठकें की जा रही हैं, जबकि मतदाता सूचियां बनाने का काम लगभग पूरा हो चुका है।

सरकार ने जैतापुर परमाणु बिजलीघर परियोजना का काम जारी रखने का फैसला किया है, लेकिन यह भी स्पष्ट कर दिया है कि सुरक्षा संबंधी पहलुओं को पारदर्शी ढंग से सर्वोच्च प्राथमिकता दी जाएगी। इसके अलावा एक स्वायत्त परमाणु नियमन प्राधिकरण के गठन के लिए संसद के मानसून सत्र में विधेयक भी रखा जाएगा। कल नई दिल्ली में प्रधानमंत्री डॉक्टर मनमोहन सिंह की अध्यक्षता में जैतापुर परमाणु बिजलीघर परियोजना की वर्तमान स्थिति की समीक्षा के लिए आयोजित उच्च स्तरीय बैठक में यह निर्णय लिए गए।
बैठक में जापान में फुकुशिमा परमाणु बिजलीघर के संकट को देखते हुए देश के परमाणु ऊर्जा कार्यक्रम के अनेक पहलुओं पर विचार किया गया। डॉक्टर मनमोहन सिंह को आश्वस्त किया गया कि स्थानीय समुदायों के साथ बातचीत करके उनकी सभी चिंताओं और आशंकाओं को विश्वसनीय ढंग से दूर करने की पूरी कोशिश की जाएगी।
बैठक में यह भी बताया गया कि जैतापुर परियोजना कई चरणों में पूरी होगी। सबसे पहले दो रिएक्टर लगाये जाएंगे जिनमें से प्रत्येक की क्षमता एक हजार ६५० मेगावाट होगी ।
बैठक के बाद संयुक्त संवाद्दाता सम्मेलन में प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने बताया कि देश में परमाणु बिजली कार्यक्रम का संचालन पूरी तरह पारदर्शी होगा।
सभी रिएक्टरों और प्रौद्योगिकियों को चाहे वे देशी हो या विदेशी नियामक प्राधिकरणों द्वारा निर्धारित सुरक्षा मानकों को ध्यान में रखना होगा। और इसके साथ ही परमाणु ऊर्जा कार्यक्रम की कार्यप्रणाली में पूर्ण पारदर्शिता रखी जाएगी।
बैठक में महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण और पर्यावरण मंत्री जयराम रमेश ने भी भाग लिया। श्री चव्हाण ने परमाणु संयंत्र के लिए भूमि अधिग्रहण के बदले मुआवजा पैकेज देने के बारे में विस्तार से जानकारी दी।

राष्ट्रमंडल खेल आयोजन समिति के पूर्व अध्यक्ष सुरेश कलमाडी को कल दिल्ली की एक अदालत ने आठ दिन के लिए सी बी आई की हिरासत में सौंप दिया। आयोजन समिति के दो अन्य अधिकारियों को भी सी बी आई के विशेष न्यायाधीश तलवंत सिंह ने चार मई तक सी बी आई हिरासत में सौंप दिया।
इन तीनों को सोमवार को गिरफ्तार किया गया था। इन सभी पर राष्ट्रमंडल खेलों के लिए एक स्विस कम्पनी को घड़ियों का अवैध ठेका देकर राजकोष को ९५ करोड़ रुपए का नुकसान पहुंचाने का आरोप है।
इस बीच, श्री वी के मल्होत्रा को सर्वसम्मति से भारतीय ओलंपिक संघ का कार्यवाहक अध्यक्ष घोषित किया गया है। और सुरेश कलमाडी पर महाभियोग के लिए अविश्वास प्रस्ताव लाए जाने की संभावना है।

भारत और पाकिस्तान के वाणिज्य सचिवों की दो दिन की वार्ता आज इस्लामाबाद में शुरू हो रही है। भारतीय पक्ष का नेतृत्व वाणिज्य सचिव राहुल खुल्लर करेंगे, जबकि पाकिस्तान के शिष्टमंडल के मुखिया वहां के वाणिज्य सचिव ज+फर महमूद होंगे। इस वर्ष मार्च में नई दिल्ली में गृह सचिवों की वार्ता के बाद दोनों देशों के बीच ये दूसरी उच्च स्तरीय वार्ता होगी।

In West Bengal, voting has begun for the 3rd phase of assembly elections in 75 seats covering Kolkata and North & South 24 Parganas districts amidst tight security. Over one crore 44 lakhs 55 thousand electorate will decide the political fate of 479 candidates. More than 17 thousand 7 hundred polling booths have been set up in three districts. AIR Kolkata correspondent Arajit Chakraborty reports that the fate of 12 Ministers including Chief Minister Buddhadev Bhattacharjee, Finance Minister Dr. Asim Das Gupta, Housing Minister Gautam Dev, Land and Land Revenue Minister Abdul Razaq Mullah will be decided today. On the other hand the prominent candidates of the opposition side are the leader of the opposition in the state assembly Partha Chatterjee, former Secretary General of FICCI Amit Mitra, Mayor of Kolkata Sovan Chatterjee and Bengali Actress Debasree Roy.

The Government has decided to go ahead with the Jaitapur Nuclear plant project but made it clear that safety aspects would be given top priority in a transparent manner and a bill will be moved in the Monsoon session of Parliament for setting up an independent nuclear regulatory authority. The decision to this effect was taken at a high-level meeting chaired by Prime Minister Dr Manmohan Singh to review the current status of the Jaitapur Nuclear Power Project. The Chief Minister of Maharashtra Prithvi Raj Chavan, Minister of State for Environment & Forests Jairam Ramesh, Minister of State in the Prime Minister’s Office V Narayanswamy and Secretary of the Department of Atomic Energy S Banerjee and other senior officials were present in the meeting. The meeting reviewed several aspects of the overall nuclear energy programme in the light of the unfortunate developments in Japan's Fukushima nuclear Power plant.
It was also noted in the meeting that the Jaitapur project would be implemented in a phased manner beginning with two 1650 MW reactors each. A comprehensive environmental impact assessment of these reactors will be done when both are operational by 2019.
Addressing a joint press conference after the meeting, Minister of state in the Prime Ministers Office V Narayanswamy said that each Nuclear reactor of Jaitapur plant will have its own stand alone safety and operation systems and there will be complete transparency in the functioning of the nuclear power programme in the country.
Government intention is to ensure nuclear power that is safe, secure and the economical. Against this background the commitment of India's three-stage indigenous nuclear energy programme was reaffirmed. While important reactors have their place, indigenously designed and developed reactors will continue to be at the very foundation of this programme.
Mr. Swamy said the Maharashtara Government and Nuclear Power Corporation of India is working out a new compensation package for the people displaced by the proposed nuclear plant at Jaitapur.

Sacked Commonwealth games Organising Committee Chief Suresh Kalmadi, has been remanded to CBI custody for eight days by a Delhi Court for custodial interrogation. The other two arrested Organising Committee officials Surjeet Lal, Deputy Director General (Procurement), and A S V Prasad, Joint Director General (Sport), have also been remanded to CBI custody till the 4th of next month by Special CBI judge Talwant Singh yesterday.
Kalmadi, Lal and Prasad were arrested on Monday for allegedly awarding illegal contracts to a Swiss firm for the Timing-Scoring-Result system for the New Delhi commonwealth Games causing a loss of 95 crore rupees to the exchequer.
Meanwhile, V.K. Malhotra has been unanimously named as the acting President of the Indian Olympic Association, IOA in a meeting of its officials. The IOA executive Committee is likely to move a no confidence motion to impeach Kalmadi.

Speaking at a gathering of the Indian community at the Indira Gandhi centre for Indian culture last evening, she asserted that the two countries are determined to identify new areas of partnership . Two-day commerce secretary level talks between Pakistan and India begin in Islamabad today. The Indian delegation is being led by Secretary Commerce Rahul Khullar while the Pakistani side will be led by Secretary Commerce Zafar Mahmood. This will be the second high level interaction between the two countries since the home secretary level talks in New Delhi in March, 2011. Ahead of the talks, Pakistan Prime Minister Yousuf Raza Gilani has said that constructive engagement with India is essential to move towards the goal of establishing good-neighbourly relations.

The last rites of Satya Sai Baba will be performed today at Puttaparthi in Andhra Pradesh. The mortal remains of Baba will be laid to rest with state honours this morning. The funeral will begin at 9:00 am. Dignitaries including BJP leader L.K. Advani, Chief Ministers of Andhra Pradesh and Karnataka, religious leaders and close family members will be present during the funeral. Besides, representatives of all religious groups will be present at Prashanthi Nilayam, where Sai Baba’s body will be lowered into a grave. Sathya Sai Baba born as Sathyanarayana Raju. on 23 November 1926 has left behind a legacy worth a mention in the spiritual history of India . The assets created by one man in the country and abroad will serve the good interests of humanity for many years to come. The drinking water schemes, educational institutions, health facilities, spiritual centres and various other centres of excellence has indeed provided almost free services to millions of poor and needy people. The veneration, love and affection for this great spiritual leader was clearly seen among his devotees and benefactors during the Darshans. The Air India pilots have gone on strike to press for their demands. The pilots are demanding better pay and working conditions besides a CBI inquiry into the alleged scams of airlines and cancellation and withdrawal of profitable routes and bilaterals given away to either private airlines or foreign carriers. The Indian Commercial Pilots Association has sought the Prime Minister's intervention in the matter.
Earlier, talks between the Pilots and Air India management broke down.

The Hindustan Times writes that Air India flights are likely to be hit, as Air India pilots go on strike. The Tribune also reports that a section of Air India pilots going on strike means about 800 pilots could be on strike.
Most papers report that the Supreme Court quashing the levy of airport development fee on embarking passengers in the Delhi and Mumbai Airports, gives relief to Air Passengers.
