अरूणाचल प्रदेश के मुख्यमंत्री दोरजी खांडू को ले जा रहे पवन हंस हेलीकॉटर के लापता होने की खबर है। तवांग से ईटानगर जा रहे इस हेलीकॉप्टर में दो चालक दल के सदस्य और दो यात्री सवार हैं। यह हेलीकॉप्टर सुबह दस बजे तवांग से रवाना हुआ और इसे साढे ११ बजे ईटानगर पहुंचना था। रक्षा सूत्रों ने शिलांग में बताया कि हेलीकॉप्टर को आखिरी बार तवांग से उड़ने के बीस मिनट बाद सेलापास में देखा गया। लापता हेलीकॉप्टर की खोज का व्यापक अभियान चलाया गया है। भारतीय वायुसेना के दो हेलीकॉप्टर खोज और बचाव के काम में लगाये गए हैं।

हमारे संवाददाता ने खबर दी है कि मुख्यमंत्री के हेलीकॉप्टर के लापता होने के बाद राज्य में पवनहंस हेलीकॉप्टर सेवाओं पर रोक लगा दी गई है। नागर विमानन महानिदेशालय ने घटना की जांच के आदेश दे दिये हैं।

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने सीबीआई से बिना किसी भय या पक्षपात के काम करने को कहा है। उन्होंने कहा कि सीबीआई को दोषियों को सजा दिलाने में बड़ी भूमिका निभानी चाहिए।

सीबीआई को बिना किसी डर और पक्षपात के काम करना चाहिए और दोषियों को सामने लाना चाहिए, चाहे उनकी कितनी भी बड़ी हैसियत क्यों न हो।
नई दिल्ली में आज सीबीआई के नए मुख्यालय का उद्घाटन करते हुए डॉक्टर मनमोहन सिंह ने कहा कि बड़े लोगों से जुड़े मामलों की जांच करना सीबीआई अधिकारियों के लिए बड़ी चुनौती होती है। प्रधानमंत्री ने कहा कि पिछले कुछ वषोर्ं में सीबीआई देश की प्रमुख जांच एजेंसी के रूप में उभरी है और सीबीआई को मामले सौंपे जाने की काफी मांग है।

बडे लोगों से जुड़े मामलों की जांच करना सीबीआई अधिकारियों के लिए बड़ी चुनौती होती है। सीबीआई ने देश की दूसरी जांच एजेंसियों के लिए उदाहरण प्रस्तुत किया है, फिर भी इसमें सुधार की जरूरत है। मैं सीबीआई के अधिकारियों से अनुरोध कर रहा हूं कि वह अपने काम में और कार्य कुशलता लाने के लिए बिना थके काम करें।
डॉक्टर सिंह ने कहा कि सरकार सीबीआई को आवश्यक श्रम शक्ति, वित्त और टैक्नॉलोजी उपलब्ध कराने के लिए प्रतिबद्ध है। उन्होंने कहा कि सरकार ने सीबीआई के लिए ७१ अतिरिक्त विशेष अदालतें स्थापित करने का फैसला किया है।
इनमें से ६४ को मंजूरी दी जा चुकी है, लेकिन अभी सिर्फ १६ अदालतों में ही काम शुरू हो पाया है।
केन्द्रीय मंत्री वी नारायणसामी ने कहा कि सरकार भ्रष्टाचार को कतई बर्दाश्त न करने के अपने रुख पर अडिग है। उन्होंने कहा कि सीबीआई को अत्याधुनिक संसाधन उपलब्ध कराए जा रहे हैं।

श्रम और रोजगार मंत्री मल्लिकार्जुन खड़गे ने कहा है कि विनिर्माण उद्योग में नौकरी से तत्काल निकालने की नीति की इजाजत नहीं दी जायेगी। आकाशवाणी से विशेष भेंट में श्री खड़गे ने कहा कि नौकरी पर रखो और निकालो की नीति उद्योग के क्षेत्र में गड़बड़ी पैदा करेगी और इससे उत्पादन में रूकावट आयेगी। उन्होंने कहा कि आवश्यकता संतुलन बनाये रखने की है ताकि श्रमिकों के हितों की रक्षा हो सके और साथ ही साथ श्रमिकों की ओर से सहयोग के अभाव के कारण विनिर्माण उद्योग को नुकसान न पहुंचे।
श्री खड़गे ने कहा कि सरकार ने असंगठित क्षेत्र के श्रमिकों के कल्याण की कई योजनाएं शुरू की है जिनके अच्छे नतीजे सामने आने लगे हैं। उन्होंने बताया है कि स्वास्थ्य बीमा सुविधा देने के लिए दो करोड़ ३४ लाख से अधिक स्मार्ट कार्ड उपलब्ध कराये गए हैं।
उन्होंने आउटसोर्सिंग और अनुबंध व्यवस्था पर चिंता व्यक्त की क्योंकि इससे बहुत से लोगों का शोषण हो रहा है।

आउट सोर्सि्रंग व्यापार पर हमें चिंता हैं इससे अनुबंध पर काम करने वाले लोगो का शोषण होता हैं इस मसले पर सरकार सचेत हैंऔर हमने इस दिशा में सभी रााज्यों को दिशा निर्देश जारी हैं इससे गम्मिरता से लेते हुए असंगठित क्षेत्र के कर्मियों के लिए ठोस प्रस्ताव लेकर आए।

एयर इंडिया के पायलटों की हड़ताल का आज चौथा दिन है। सरकारी सूत्रों ने कहा है कि ये एयरबस उसके उड़ान कर्मचारियों सहित एक दिन के लिए किराये पर ली गई है और उसे दिल्ली-वाराणसी तथा दिल्ली-मुम्बई मार्गों पर चलाया जायेगा। इससे पहले, सरकार ने एयर इंडिया के प्रमुख मार्गों पर विमान भेजने के लिए निजी विमान कंपनियों से कुछ पायलट लेने का फैसला किया था। हमारें संवाददाता ने खबर दी है कि एयर इंडिया ने अपने विमानों की उड़ान के लिए इन पायलटों का इस्तेमाल करने की अनुमति के लिए नागरिक उड्डयन महानिदेशक से सम्पर्क किया।

एयर इंडिया के पायलटों की जारी हड़ताल और हड़ताली पायलटों और प्रबंधों के बीच टकराव और गतिरोध के कारण न सिर्फ हवाई यातायात अस्त-व्यस्त हो गया है, बल्कि खस्ताहाल एयर इंडिया की हालत और बिगड़ती दिखाई दे रही है। फिलहाल एयर इंडिया प्रबंधन ने किंगफिशर एयरलाइंस के एक जैट विमान की सेवाएं लेने का फैसला किया है, जिससे यात्रियों को थोड़ा राहत मिल सकेगी। वहीं निजी विमान सेवाओं के पायलटों से भी मदद लेने की एयर इंडिया की कोशिश भले ही तत्काल इस परेशानी को कम करने में मदद करे, लेकिन एयर इंडिया पर आर्थिक बोझ भी बढ़ जाएगा। एक जमाने में नागरिक उड्डयन क्षेत्र में गौरव का प्रतीक रही इस सरकारी विमान कंपनी को २००९-१० में आठ हजार पांच करोड़ रूपये का घाटा उठाना पड़ा था। सुमिता यादव के साथ संजय प्रताप सिंह आकाशवाणी समाचार, दिल्ली।
महानगरों के लिए प्रमुख वायु मार्गों पर उसकी तीन सौ बीस उड़ानों में से केवल ३९ उड़ानें संचालित हुई।
एयर इंडिया सूत्रों के अनुसार प्रबंधकों द्वारा ऐसे पायलटों की सूची तैयार की जा रही है जो बिना कोई सूचना दिये डयूटी से अनुपस्थित हैं। ऐसे पायलटों के खिलाफ कार्रवाई की जायेगी।
इधर, दिल्ली उच्च न्यायालय ने हड़ताली पायलटों के खिलाफ अवमानना की कार्रवाई शुरू कर दी है।
इस बीच, हड़ताली पायलटों ने काम पर लौटने से इंकार कर दिया है और कहा है कि अगर उनकी मांगे नहीं मानी गईं तो वे जेल जाने के लिए भी तैयार हैं।

जम्मू-कश्मीर में पंचायत चुनाव के पांचवें चरण में नौ प्रखंडों में कड़ी सुरक्षा के बीच सुचारू मतदान जारी है। जम्मू डिविजन के पांच प्रखंडों और कश्मीर डिविजन के चार प्रखंडों में सुबह आठ बजे मतदान शुरू हुआ। उधमपुर जिले के पनचेरी प्रखंड में सुबह से ही वोट डालने के लिए लोग लम्बी कतारों में खड़े देखे गए। राजौरी जिले के बुढाल और दरहाल प्रखंडों में भी मतदाताओं में भारी उत्साह नजर आया। वहां दोपहर तक ४२ प्रतिशत वोट डाले जा चुके थे।

बिहार में पंचायत चुनाव के चौथे चरण में ६२ प्रखंडों की ९०५ ग्राम पंचायतों में कड़ी सुरक्षा के बीच मतदान शांतिपूर्वक चल रहा है। मतदान शाम पांच बजे तक होगा। नक्सल प्रभावित इलाकों में मतदान दोपहर बाद तीन बजे समाप्त हो जाएगा। हमारे पटना संवाददाता ने बताया है कि अभी तक हिंसा की किसी घटना की खबर नहीं है। जहानाबाद और गया जिलों में समाज विरोधी तत्वों को तितर-बितर करने के लिए पुलिस को गोली चलानी पड़ी। एहतियात चार सौ से ज्यादा लोगों को गिरफ्‌तार किया गया है। अभी छह चरणों का मतदान बाकी है। पांचवें चरण का मतदान तीन मई को होगा।

पश्चिम बंगाल में विधानसभा चुनाव के चौथे चरण में तीन मई को वोट डाले जाएंगे। हावड़ा, हुगली, पूर्वी मेदनीपुर और बर्दमान जिलों के कुछ क्षेत्र की ६३ सीटों के लिए चुनाव प्रचार कल शाम समाप्त हो जाएगा। कुल ३६६ उम्मीदवार मैदान में हैं। निर्वाचन आयोग ने चौथे चरण के मतदान के लिए बिहार के मुख्य चुनाव अधिकारी सुधीर कुमार राकेश को विशेष पर्यवेक्षक नियुक्त किया है। हमारे संवाददाता ने बताया है कि
उम्मीदवारों और राजनीतिक दलों के खर्च की सीमा पर पैनी नजर रखने के लिए व्यय पर्यवेक्षकों को निर्देश दिए गए हैं।
सीपीएम और तृणमूल के चार प्रचारक मुख्य मंत्री बुधदेव भट्टाचार्य और ममता बेनर्जी भीषण गर्मी के बावजूद एक सभी से दूसरी सभा का रूख कर रहे हैं। एक और जहां पूर्वी मिदनापुर के -- में एक जनसभा को संबोधित करते हुए श्री भट्टाचार्य ने तृणमूल नेतृत्व पर आरोप लगाया कि तीव्र औद्योगिकीकरण के रास्ते में रोड़े अटका रही है और साथ ही यह भी आरोप जड़ दिया कि तृणमूल का माओवादियों के साथ गुप्त समझौता है। वहीं ममता बेनर्जी ने राज्य सरकार की वित्तीय दिवालियापन का हवाला देते हुए यह आरोप लगाया कि सरकारी खजाने का इस्तेमाल राज्यभर में सीपीएम के आलीशान भवन बनाने तथा पार्टी का डर खड़ा करने में खर्च हुए। बहरहाल मौसम की तपिश का असर चुनाव प्रचार में भी साफ दिखाई दे रहा है। आकाशवाणी समाचार के लिए अरिजीत चक्रवती के साथ मैं शंभूनाथ चौधरी।

प्रधानमंत्री मनमोहन सिंह आज उत्तरप्रदेश में बांदा जा रहे हैं, जहां बाद में वे राज्य के बुंदेलखंड क्षेत्र में एक जनसभा को सम्बोधित करेंगे। कांग्रेस नेता राहुल गांधी भी रैली में भाषण देंगे। हमारे लखनऊ संवाददाता ने खबर दी है कि बुंदेलखंड क्षेत्र के विकास के लिए चालू वित्त वर्ष में केन्द्र द्वारा १२ हजार करोड़ रूपये का विशेष पैकेज दिए जाने के बाद प्रधानमंत्री की इस क्षेत्र की यह पहली यात्रा है।
केंद्र ने वर्ष २००९ में भी लगभग ८ हजार करोड़ रूपये की विशेष पैकेज की घोषणा की थी। कांग्रेस के वरिष्ठ नेता पिछले कई महीनों से लगातार इन इलाको में सक्रिय है। कांग्रेस नेता राहुल गांधी हाल के दिनों में इन इलाकों में आते रहे हैं। इस रैली के एक दिन पहले ही उन्होंने हमीरपुर और दोनों जिलों में कई काय्रक्रमों में भागीदारी की। श्री गांधी बांदा रैली में भी शामिल हो रहे हैं। इस बीच प्रधानमंत्री के दौरे को ध्यान में रखकर राज्य सरकार ने बांदा में सुरक्षा के व्यापक प्रबंध किए हैं। सुनील शुक्ल आकाशवाणी समाचार, बांदा।

उत्तर प्रदेश में अलीगढ़ मुस्लिम विश्वविद्यालय दो विरोधी छात्र गुटों के बीच हिंसक झड़पों के बाद आज से अनिश्चित काल के लिए बंद कर दिया गया। विश्वविद्यालय अधिकारियों ने विद्यार्थियों से कहा है कि वे ४८ घंटे के भीतर छा+त्रावासों को खाली कर दें। हमारे लखनऊ संवाददाता ने विश्वविद्यालय के सूत्रों के हवाले से खबर दी है कि झड़+पों में लगभग १२ छात्र घायल हो गए । इनमें से अधिकांश की हालत खतरे से बाहर हैं। कल रात छात्रों के गुटों ने विश्वविद्यालय परिसर में गोलियां चलाईं और पथराव किया।

ओडिशा में बरहामपुर से करीब ६० किलोमीटर दूर गंजम जिले में पत्थर तोड़ने वाली एक यूनिट में भीड ने कम से कम सात लोगों को जलाकर मार डाला। दक्षिणी क्षेत्र के उपमहानिरीक्षक , आर . के शर्मा ने आज बताया कि एक कमरे के भीतर पाए गए छह शव इस कदर जल गए थे कि उनकी शिनाख्त भी नहीं की जा सकती थी । समझाा जाता है कि ये मृतक इस यूनिट के मालिक ,हिस्सेदार और कर्मचारी थे।

राष्ट्रीय जांच एजेंसी -एन आई. ए. की एक विशेष अदालत ने अजमेर दरगाह विस्फोट मामले में स्वामी असीमानंद और एक अन्य आरोपी की न्यायिक हिरासत १४ मई तक बढ़ा दी हैं। एजेंसी ने आज स्वामी असीमानंद और भारत रातेश्वर को जयपुर में एन.आई. ए अदालत के सामने पेश किया। दो दिन पहले एन.आई. ए ने इसी मामले में दो अन्य आरोपियों के खिलाफ आरोप पत्र दायर किया था। स्वामी असीमानंद सहित चारों आरोपियों को कल अजमेर से जयपुर जेल में स्थानांतरित कर दिया गया। आज स्वामी असीमानंद के वकील ने जमानत अर्जी दायर की जिसकी सुनवाई २ मई को होगी।

आंध्र प्रदेश में हैदराबाद में आज सुबह कुछ शरारती तत्वों द्वारा गोली चलाए जाने से मजलिस इत्तहादुल मुसलमीन के विधायक अकबरूद्दीन ओवैसी और चार अन्य लोग घायल हो गए। श्री ओवैसी चन्द्रयान गुट्टा से विधायक हैं। उन्हें पास के अस्पताल में भर्ती कराया गया है और उनकी हालत गंभीर बताई गई है।

दक्षिणी कश्मीर के पुलवामा जिले में आतंकवादियों द्वारा गोली बारी की एक घटना में दो सैनिक घायल हो गए हैं। पुलिस सूत्रों के अनुसार आज तड़के सुरक्षा बलों ने जब पुलवामा शहर से दो किलोमीटर की दूरी पर इंदर गांव की घेराबंदी की तभी यह घटना हुई । कुछ देर तक गोलियां चलाने के बाद उग्रवादी घटना स्थल से भाग निकले । पुलिस और सुरक्षा बलों ने इन्हें पकडने के लिए इलाके में तलाशी अभियान शुरू कर दिया हैं। घायल सैनिको ंको श्रीनगर के सेना अस्पताल में भर्ती किया गया हैं।

जिनेवा में आयोजित एक अंतर्राष्ट्रीय सम्मेलन इस बात के लिए सहमत हो गया है कि प्रतिबंधित पदार्थों के स्टॉकहोम समझौते की सूची में इंडोसल्फान को भी शामिल कर लिया जाए। अधिकांश चीजों के लिए ये पाबंदी एक साल में लागू हो जाएगी, लेकिन फ़सलों से संबंधित कीटनाशको की सूची के तहत इसे चरणबद्ध तरीके से ६ साल की अवधि में लागू किया जाएगा। स्वास्थ्य और न्याय से संबंद्ध दुनिया भर के पर्यावरण संगठनों ने इस फैसले का स्वागत किया है।
इंडोसल्फान के इस्तेमाल का केरल के लोगो पर भारी दुष्प्रभाव पड़ा हैं। वहां काजू के पौधों पर इसके इस्तेमाल की वजह से हजारों लोगों को जन्म से ही गडबड़ियों ,मानसिक पिछडेपन और कैंसर जैसे रोग को भुगतना पड़ रहा हैं।

लीबिया के नेता कर्नल गद्दाफी ने कहा है कि वे अपना पद नहीं छोड़ेंगे। टेलीविजन पर डेढ घंटे के भाषण में गद्दाफी ने अपने देश के खिलाफ संयुक्त सेनाओं के हवाई हमले रूकवाने के लिए नेटो के साथ बातचीत का आह्‌वान किया। उन्होंने कहा कि अगर सभी पक्ष सहमत हों तो वे युद्धविराम के लिए तैयार हैं।
इस बीच, लीबिया ने कहा है कि आज तड़के नेटो के विमानों ने राष्ट्रीय प्रसारण कार्यालय के निकट एक स्थान पर बमबारी की।

संयुक्त राष्ट्र मानवाधिकार परिषद ने सीरिया में सरकार विरोधी प्रदर्शनकारियों पर हमलो की जांच के लिए एक दल भेजने का प्रस्ताव पारित किया है। इस प्रस्ताव में सीरिया से मानवाधिकार उच्चायुक्त कार्यालय से भेजे गये दल के साथ पूरा सहयोग करने को कहा गया है। अमरीकी सरकार ने सीरिया की खुफिया एजेंसी और राष्ट्रपति बशर अल असद के दो रिश्तेदारों पर प्रतिबंध लगाए हैं।
हमारे पश्चिम एशिया संवाददाता ने खबर दी है कि आपातकाल हटाने और अन्य महत्वपूर्ण कदम उठाये जाने के बाद भी प्रदर्शनों का सिलसिला जारी है।
सीरिया सरकार पर प्रदर्शनकारियों पर बल प्रयोग को रोकने और राजनीतिक सुधारों को लागू करने का दबाव बढ़ता जा रहा है। इस संबंध में संयुक्त राष्ट्र मानवाधिकार समिति ने एक जांच कमिटी की घोषणा की है और सीरिया सरकार से सभी कैदियों को तुरंत रिहा करने को कहाह है, जबकि अमेरिका ने सीरिया की खुफिया एजेंसी ओर राष्ट्रपति असद के दो रिश्तेदारों पर प्रतिबंध का एलान किया है, हालांकि संयुक्त राष्ट्र में सीरिया के राजदूत का कहना है कि संयुक्त राष्ट्र मानवाधिकार समिति को गुमराह किया गया है और उनका देश अपने को केवल उग्रवादी तत्वों से बचाने की कोशिश कर रहा है। इस बीच सीरिया में राष्ट्रपति द्वारा कई दसकों से लागू आपातकाल हटाए जाने और कुछ अन्य कदमों के बाद भी प्रदर्शनों का सिलसिला जारी है। विपक्षी नेताओं देश में व्यापक राजनीतिक परिवर्तन की मांग कर रहे हैं जिनमें सत्ताधारी बाम पार्टी के राजनीति एकाधिकार को खत्म करने की मांग भी शामिल है। धीरेन्द्र ओझा आकाशवाणी समाचार।

यमन में जबरदस्त विरोध के बीच राष्ट्रपति अली अब्दुल्लाह सालेह आज उस सन्धि पर हस्ताक्षर करेंगें जिसमें उन्होंने कानूनी कार्रवाई न होने की शर्त पर एक महीने में सत्ता छोड़ने की बात कही है। यह समझौता खाड़ी सहयोग परिषद की मध्यस्थता में हुआ है।
इस बीच एक महीने में सत्ता छोड़ने के इस समझौते को प्रदर्शनकारियों ने ठुकरा दिया है और सालेह के तुरन्त इस्तीफे की मांग की है।

A Pawan Hans chopper carrying Arunachal Pradesh Chief Minister Dorjee Khandu is reported missing while flying from Tawang to Itanagar. Two passengers and two crew members were on board the missing Chopper. It  departed from Tawang at 10. am. and was scheduled to land in Itanagar at 11.30 am. Defence sources in Shillong said, the helicopter was last sighted at Sela Pass, 20 minutes after taking off from Tawang. Details are awaited.

The Prime Minister Dr Manmohan Singh today said the CBI should act without fear or favour and bring all those guilty to book irrespective of their positions.

Speaking after inaugurating the new headquarters of CBI  in New Delhi, Dr. Singh said the handling of high profile cases constitutes a litmus test for CBI officers.

The Prime Minister said government is committed to providing manpower, finances and technology that the premier investigating agency requires.  He said the government is also committed to giving  the bureau the necessary independence and operational flexibility. Dr. Singh said, the government has decided to establish 71 additional special courts for CBI of which 64 have been sanctioned but only 16 are operational. Dr. Manmohan Singh said over the years the CBI has evolved as the premier investigating agency of the country and there is a loud clamour for investigations to be handed over to it.

Minister of State V Narayansamy said, the government is committed to zero tolerance on corruption. He also said work is on to upgrade the resource base of CBI.

It will be the first visit of the Prime Minister Dr Manmohan Singh to Bundelkhand region after allocation of 12,000 crore rupees special package by the Centre for the development of the Bundelkhand region for the current financial year. In 2009, a package of about 8,000 crore rupees was allocated to the region. The Centre has taken several measures for the development of this region. Congress leader Rahul Gandhi has made several visits to different districts of this region in the recent past and addressed youth congress meetings in Hamirpur and Jalaun districts on Friday. Several senior leaders including national general secretary of the party Digvijay Singh, state unit president Rita Bahuguna Joshi and party MPs already reached at Banda. As the strike by a section of pilots entered the fourth day today, Air India has hired a kingfisher Airbus to clear off the backlog on two major routes. Official sources said the aircraft hired for a day along with its cabin crew will fly on Delhi- Varanasi and Delhi- Mumbai routes. Earlier, the Government had decided to bring on board some pilots from private airlines to operate Air India trunk routes. Official Sources said in New Delhi that Air India has approached DG, Civil Aviation for its permission to allow these pilots to fly Air India planes. The plight of passengers continue as the national carrier further reduced its flight operations today with only 39 of its scheduled 320 flights operating on major trunk routes to the metro cities.    

According to Air India Sources, the management is preparing a list of pilots who absented themselves without any intimation and will initiate action against them. It has also been decided to follow the 'no work no pay principle for the agitating pilots.  The Delhi High Court has also initiated contempt proceedings against the striking pilots for defying its order to resume work. Meanwhile the striking pilots have refused to resume duties and said that they are willing to go to jail till there demands are met. More from our correspondent:

The stand off between the striking pilots and the Air India management has worsened the financial woes of the already bleeding airline. The management's decision to hire a Kingfisher jet to ferry passengers and taking on board pilots of private airlines to enable smooth operation of domestic flights will ease passengers' plight a little but it will put further pressure on its coffers. The Maharaja which was once considered the nations pride is accumulating huge losses to the tune of as much as 8500 crore rupees in 2009-10. And with the third strike in as many years, the possibility of a partial lockout looms large over the national carrier. A quick solution to end the strike will therefore benefit not the passengers alone but is also important for the interest of Air India Management and the striking pilots. Hectic campaigning is on for the fourth phase of Assembly elections in West Bengal, where voting is scheduled on the 3rd of next month. Campaigning will come to a close tomorrow evening for 63 seats spread across Howrah, Hooghly, East Midnapore and parts of Burdwan districts.  366 candidates are in the fray in the four districts. The Election Commission has appointed, the Chief Electoral Officer of Bihar, Sudhir Kumar Rakesh as a special observer for the fourth phase of elections. Our correspondent reports that expenditure observers have also been instructed to keep a close tab on the expenditure ceilings of candidates and parties during this phase.

In Bihar, the fourth phase in Panchayat elections at 905 Gram Panchayats in 62 blocks of the state is progressing peacefully amidst tight security. Polling will continue till 5 in the evening. However, in the Naxal affected areas, it will end at 3 pm. AIR Patna correspondent reports that no incident of violence has been reported so far from any part of the state. The Police had to open fire to disperse anti social elements in Jehanabad and Gaya districts of the state. A major accident was averted today following recovery of six cane bombs at Tekari block in Gaya district. People demonstrated at Aurangabad and Madhubani districts in protest against wrong ballot papers at their respective polling stations. Over four hundred persons have been arrested as a preventive measures. During todays poll over 53 lakh electorates will decide the fortune of 93 thousand 560 candidates. The Panchayat elections will conclude on May the 18th after the remaining six phases. The fifth phase of elections will be held on the 3^rd of the next month.

In Jammu and Kashmir, the 5th phase of Panchayat elections in Nine blocks of Jammu and Kashmir Divisions is going on smoothly amid tight security. The polling began at 8 a. m and is progressing in five blocks of Jammu Division and four blocks of Kashmir division. Over 40% polling was reported till 11.30 a.m in Basohli block of the Kathua district. In Pancheri block of Udhampur district People were seen standing in long queues right from the early morning to cast their votes. About 65% polling was recorded till 12.30 noon in Arnas block of Reasi district. Same enthusiasm was seen among the voters of Budhal and Darhal blocks of Rajouri district where 42 % polling was reported till noon.

The Labour and Employment Minister Mr Mallik Arjun Kharge has said that the hire and fire policy in the manufacturing units will not be allowed. In an exclusive interview to All India Radio Mr Kharge said that the hire and fire policy, will create disturbance in the industry and ultimately result in hampering production. He said that there is a need for a balance so that the interest of the labour are protected and at the same time manufacturing units do not suffer from lack of cooperation from the workers.

Mr Kharge said that the government has initiated various schemes for the welfare of the workers of the unorganized sector and they have started showing good results. Mr. Kharge however agreed that a lot more still needs to be done for the unorganized sector and expressed concern over outsourcing and contract system where a number of people are resorting to exploitation.

A special court of National Investigation Agency, NIA, has extended the judicial custody of Swami Aseemanand and one other accused in the Ajmer Dargah blast case till the 14th of next month. Today the NIA presented Swami Aseemanand and Bharat Ratteshwar before the NIA court at Jaipur. Two days ago, the NIA filed chargesheet against two other accused in this case. The four accused, including Swami Aseemanand,  have been shifted to Jaipur jail from Ajmer yesterday. Today, the advocate of Swami Aseemanand filed a bail application and the court will hear it on 2nd May.

In Odisha, at least seven persons, including a woman, were burnt to death by a mob in a stone crusher unit in Ganjam district, about 60 km from Berhampur. Our correspondent has filed this report:

Seven persons, including a woman, were charred to death by a group of people in a stone crusher unit at Sindhiguda under Sheragada block of Ganjam district in Odisha. Six of the bodies are charred beyond recognition and were found inside a room, while another was lying in the premises of the stone crusher unit last night. Police suspect the assailants used diesel or petrol to set the room on fire with the victims trapped inside. Although fire tenders from neighbouring Aska and Hinjili rushed to the spot, none of the victims could be saved. Sources said, there have been frequent altercations between locals and the crusher unit owners over the last two months after the former objected to blasting in the area. A few employees of the unit seem to have huddled in the room to escape a mob that attacked them last night. The victims are believed to be owners, partners and employees of the crusher unit. In Uttar Pradesh, the Aligarh Muslim University has been closed indefinitely from today after violent clashes between two rival groups of students. University authorities have asked the students to vacate the hostels within 48 hours. Public Relation Officer of the university Rahat Abrar told our Lucknow correspondent that about 12 students were injured in the clashes and most of them are out of danger. He said rivals groups of the students even opened fire and indulged in brick-batting in the university campus last night. The reason for the clashes was a scuffle between some students who had gone to the University Controller of Examinations to point out some irregularities. Elaborate security arrangements have been made in and around university campus to maintain peace. No arrests have been made against the miscreants so far.

An international conference in Geneva has agreed to add endosulfan, an antiquated persistent insecticide, to the Stockholm Convention’s list of banned substances. For most uses the ban will take effect in a year, but use on a short list of crop-pest combinations will be phased out over a six-year period. Environmental health and justice organizations from around the world who have been working towards a ban welcomed the decision. The use of endosulfan has severely impacted the people of Kerala, India, where its use on cashew plantations has left thousands suffering from birth defects, mental retardation, and cancer. Because of its persistence, bio-accumulation, and mobility, endosulfan-like DDT-travels on wind and ocean currents to the Arctic where it contaminates the environment and traditional foods of the people who live there.

US says, continued presence of terrorist safe havens and role of certain actors in Pakistan remain a challenge in the war against terror. A senior defense official said at a Pentagon briefing that, the United States is looking for continued and increased cooperation with Pakistan on the border. In its report on 'Progress Toward Security and Stability in Afghanistan' submitted to the Congress, the Pentagon said, within its borders, Pakistan has a pivotal role to play in US efforts to disrupt, dismantle, and defeat the al-Qaeda and its affiliates. The Pentagon report sought to project optimistic assessment of the Afghan war but acknowledged that the gains made so far are tentative and fragile. It mentions of crucial support by Pakistan as lifeline for the insurgency in Afghanistan. The report comes as US forces are to start withdrawing from July and claims that Pakistan is aggressively pushing to shore its influence by playing a key role in the Afghan peace process. Pakistani delegation led by its Prime minister during its recent visit to Kabul demanded Afghan authorities to strengthen ties with China and Pakistan at the cost of US. Meanwhile, NATO has predicted rise in violence over the coming week. The Libyan leader, Colonel Gaddafi has said he will not step down from power. In an hour-and-a-half long televised speech, the Libyan leader called for negotiations with NATO to stop the coalition's air-strikes against his country.  He said he was ready for a cease fire provided it was accepted by all sides. He also addressed NATO countries involved in air strikes in Libya, calling on them to negotiate an end to the conflict and to stop the bombings. Meanwhile, Libya has said NATO air forces bombed a site near the national broadcast offices early today while Libyan leader Moammar Gadhafi was inside delivering an address to the nation. The government said the bombing shows allied forces are specifically targeting Mr. Gadhafi. Libya's conflict spilled beyond its borders yesterday as forces loyal to Mr. Gadhafi clashed with Tunisian soldiers after chasing rebel fighters across the frontier. The incursion drew a sharp reaction from Tunisian authorities, who summoned Libya's ambassador to protest. Libyan pro-government forces have been trying to reclaim the border crossing, in the western Wazin region, which was seized by the rebels last week.

The UN Human Rights Council has passed a resolution to send a mission to Syria to investigate into the alleged human rights violations in the crackdown against anti-government protesters. Moved by the United States, the 47-member world body based in Geneva, approved the resolution with nine countries voting against it while seven abstained and four did not vote.  Russia and China were among those which opposed the resolution. Several Arab nations, including Saudi Arabia, Bahrain, Jordan, Qatar either abstained or were absent. The resolution calls upon Syria to cooperate fully and grant access to personnel from the mission dispatched by the Office of the High Commissioner for Human Rights. The international pressure is mounting on Syria to avoid use of force against demonstrators and implement political reforms in the country. In this regard, UN human rights council has established an urgent investigation calling upon the Syrian government to immediately release all prisoners while United States has slapped sanctions on Syria's intelligence agency and two relatives of President Assad. Syria's U.N. ambassador has however said that the council is misguided since his nation is only defending itself against extremists. Meanwhile, demonstrations continue in the country despite government’s decision last week to repeal the state of emergency, and some other measures to appease protestors.
