निर्वाचन आयोग ने कहा है कि असम में विधानसभा चुनाव के पहले चरण में 66 प्रतिशत से अधिक मतदान हुआ। तेरह जिलों के बासठ निर्वाचन क्षेत्रों में आज दिन में तीन बजे मतदान समाप्त हुआ। डिबू्रगढ़ से हमारे संवाददाता ने खबर दी है कि पहले चरण में 38 महिलाओं सहित 485 उम्मीदवार चुनाव मैदान में थे।
डिब्रूगढ़ में आज दोपहर तीन बजे लोकतंत्र का महापर्व सम्पन्न हो गया है। आज जिनका राजनीतिक भविष्य ईवीएम मशीनों में कैद हो गया। उनका फैसला 13 मई के बाद मतों की गिनती के बाद ही होगा। तब तक इन मशीनों को कड़ी सुरक्षा के बीच रखा जायेगा। आज दिन में चाबुआ, लाहोबाल और दुरियाजान के ग्रामीण इलाकों के साहेदागंज केन्द्रों के दौरे के बाद और डिबू्रगढ़ शहर के दौरे के बाद सब जगह मतदान को लेकर जनता में भारी उत्साह है। महिलाओं ने भी मतदान में बढ़चढ़ कर हिस्सा लिया। सुबह बारिश के बाद दिन में धूप खिली जिससे जनता में जोश आ गया और राजनीतिक कार्यकर्ताओं के चेहरे खिल गये।
कांग्रेस और भारतीय जनता पार्टी ने सभी बासठ सीटों पर और असम गणपरिषद ने 51 सीटों पर अपने उम्मीदवार खड़े किए। इस चरण में 157 निर्दलीय उम्मीदवार भी चुनाव मैदान में थे। प्रमुख उम्मीदवारों में मुख्यमंत्री तरुण गोगोई, बिजली मंत्री प्रद्युत बोर्दोलोई, राज्य भाजपा अध्यक्ष रणजीत दत्ता और असम गणपरिषद के वरिष्ठ नेता वृंदावन गोस्वामी शामिल हैं। 126 सदस्यों की विधानसभा की शेष 64 सीटों के लिए 11 अप्रैल को वोट पड़ेंगे, जिसमें 96 लाख मतदाता 496 उम्मीदवारों के चुनावी भाग्य का फैसला करेंगे।

तमिलनाडु में मतदान के लिए अब सिर्फ नौ दिन रह गये हैं और विभिन्न राजनीतिक दलो के बड़े नेता चुनाव प्रचार के लिए वहां जा रहे हैं। कांग्रेस अध्यक्ष सोनिया गांधी कल वहां पहुंचेंगी। भारतीय जनता पार्टी के वेंकैया नायडु और अरूण जेटली भी राज्य के दौरे पर हैं। ऑल इंडिया अन्ना डी एम के पार्टी प्रमुख जयललिता और डीएमके पार्टी अध्यक्ष एम. करूणानिधि विभिन्न निर्वाचन क्षेत्रों का दौरा कर रहें हैं। श्रीमती सोनिया गांधी और श्री करूणानिधि चेन्नई में मिलकर सभाएं करेगे। डीएमके की प्रमुख सहयोगी पार्टी कांग्रेस 63 सीटों पर चुनाव लड़ रही है।

केरल में चुनाव प्रचार के लिए अब केवल एक सप्ताह रह गया हैं, भाजपा ने आज तिरुअनंतपुरम में अपना चुनाव घोषणा-पत्र जारी किया। पार्टी ने सत्ता में आने पर सभी जरूरतमंद लोगों को जमीन और मकान उपलब्ध कराने का वायदा किया है। पार्टी ने अपने घोषणा-पत्र में केरल में गुजरात की तर्ज पर औद्योगिक विकास करने का भी वायदा किया है। इस बीच, राज्य के सभी जिलों में चुनाव प्रचार और तेज हो गया है।

पश्चिम बंगाल में विधानसभा चुनाव के पहले चरण के लिए 364 उम्मीदवार चुनाव मैदान में हैं। आज नाम वापस लेने के अंतिम दिन 24 उम्मीदवारों ने अपने नाम वापस लिए। आठ नामांकन पत्र जांच के दौरान रद्द किए गए। पहले चरण में उत्तरी बंगाल के छह जिलों में 54 सीटों पर 18 अप्रैल को वोट पड़ेंगे। दूसरे और तीसरे चरण के लिए नामांकन पत्र भरने का काम जारी है। हमारे कोलकाता संवाददाता ने खबर दी है कि चुनाव प्रचार धीरे-धीरे जोर पकड़ रहा है।
उत्तर बंगाल के 6 जिलों के 54 विधानसभा सीटों के लिए प्रथम चरण के चुनाव प्रचार का आयोजन प्रतिदिन जोर पकड़ता जा रहा है। आज उम्मीदवारों द्वारा नामांकन पत्र वापस लेने के अंतिम दिन और चुनाव में रहे उम्मीदवारों द्वारा चुनाव चिन्ह प्राप्त होने के बाद चुनाव प्रचार में और गति आने की संभावना है। राजनीतिक दल और उम्मीदवार चुनाव प्रचार में जुटे हुए हैं। चुनाव आयोग ने राज्य में विभिन्न बोर्ड परीक्षाओं को ध्यान में रखते हुए 13 अप्रैल तक माइक प्रयोग करने पर प्रतिबंध लगाया है।
तृणमूल कांग्रेस की अध्यक्ष ममता बैनर्जी ने आज शाम कोलकाता के मटियाबुर्ज क्षेत्र में पदयात्रा की। जाने माने लेखक शंखो घोष, अभिनेत्री अपर्णा सेन और कई प्रसिद्ध गायकों और लेखकों सहित बुद्धिजीवियों ने राज्य में स्वतंत्र और निष्पक्ष चुनाव के लिए शहर में जुलूस निकाला। मार्क्सवादी कम्युनिस्ट पार्टी के नेता गौतम देव ने दक्षिण दिनाजपुर जिले में कई चुनाव रैलियों को संबोधित किया। वरिष्ठ कांग्रेस नेता प्रणब मुखर्जी ने भी उत्तरी बंगाल के विभिन्न इलाकों में नुक्कड़ सभाओं और पार्टी की रैलियों में हिस्सा लिया।

संसद की लोक लेखा समिति के अध्यक्ष मुरली मनोहर जोशी ने कहा है कि टू-जी स्पेक्ट्रम आवंटन में कथित अनियमितताओं की जांच कर रही लोक लेखा समिति और संयुक्त संसदीय समिति में कोई विवाद नहीं है। आज नई दिल्ली में प्रमुख उद्योगपति रतन टाटा और कार्पोरेट लॉबिस्ट नीरा राडिया से पूछताछ के बाद संवाददाताओं से बातचीत में डॉक्टर जोशी ने कहा कि दोनों समितियों का काम का अपना-अपना दायरा है। उन्होंने कहा कि संयुक्त संसदीय समिति को उसका अधिकार क्षेत्र बताया गया है, जबकि लोक लेखा समिति नियमों और उसे दी गई जिम्मेदारी के अनुसार काम कर रही है।
मुद्दे के कई पहलू हैं हम राजस्व को हुए नुकसान को समझने के इच्छुक हैं। पब्लिक मनी को हुए नुकसान को जानना चाहते हैं। इसमें आपराधिक षड्यंत्र हो सकता है। आरोप पत्र किस बात के लिए मिला है यह अलग मुद्दा है यदि हमें पता लगेगा कि यह धन के दुरूपयोग का मामला है तो हम उसे देखेंगे।
दोनों समितियों के बीच विवाद की खबरों को खारिज करते हुए उन्होंने कहा कि इस घोटाले की कई अन्य एजेंसियां और समितियां भी जांच कर रही हैं। आज की गई पूछताछ के बारे में उन्होंने कहा कि नीरा राडिया ने प्रश्नों का खुलकर उत्तर नहीं दिया, जबकि टाटा समूह के अध्यक्ष रतन टाटा ने स्पष्ट जवाब दिए।
लोक लेखा समिति ने रिलायंस कम्युनिकेशंस के अध्यक्ष अनिल अंबानी, एटिस्लाट डी.बी. टेलीकॉम के मुख्य कार्यकारी अधिकारी अतुल झम्ब, एस-टेल के मुख्य कार्यकारी अधिकारी शमिक दास और यूनीटेक वायरलैस के प्रबंध निदेशक सिग्वी ब्रेक्के को भी कल पेश होने के लिए बुलाया है।

कांग्रेस ने कहा है कि संसद की लोक लेखा समिति टू-जी स्पेक्ट्रम घोटाले की अच्छी तरह से जांच कर रही है। आज नई दिल्ली में संवाददाताओं से बातचीत में पार्टी प्रवक्ता मनीष तिवारी ने कहा कि लोक लेखा समिति ने अपनी जांच का दायरा बढ़ाया है। टू-जी स्पेक्ट्रम घोटाले की संयुक्त संसदीय समिति से जांच की भाजपा की मांग को राजनीतिक हथकंडा बताते हुए उन्होंने कहा कि भाजपा को अपनी इस मांग और संसद का बहुमूल्य समय बर्बाद करने को लेकर आत्ममंथन करना चाहिए।

उच्चतम न्यायालय ने सरकार को पूर्व दूरसंचार मंत्री ए. राजा के निकट सहयोगी सादिक बाशा की रहस्यमयी मौत की जांच, सीबीआई को सौंपने के लिए तीन दिन के अन्दर अधिसूचना जारी करने का निर्देश दिया है। न्यायधीश जी एस सिंघवी और ए के गांगुली की पीठ ने अतिरिक्त महाधिवक्ता इन्दिरा जयसिंह के इस बयान के बाद यह आदेश दिया कि तमिलनाडु सरकार ने यह जांच सीबीआई को सौंपने के लिए अपनी सहमति दे दी है। सीबीआई ने अड़तीस वर्ष के बाशा से टू-जी स्पेक्ट्रम घोटाले के सिलसिले में पूछताछ की थी। इसके बाद पिछले महीने की 16 तारीख को रहस्यमयी स्थितियों मे चेन्नई में अपने आवास पर उसकी मौत हो गई थी।

सीमा शुल्क विभाग ने दावा किया है कि भारतीय क्रिकेट टीम को दी गयी विश्वकप ट्रॉफी असली है। केंद्रीय उत्पाद और सीमा शुल्क बोर्ड द्वारा जारी वक्तव्य में इस बात का खंडन किया गया है कि असली आई.सी.सी. विश्वकप, हवाई अड्डे पर सीमा शुल्क विभाग के पास पड़ा है। वक्तव्य में स्पष्ट किया गया है कि मुंबई के सीमा शुल्क अधिकारियों के कब्जे में जो ट्रॉफी है, वो प्रमोशनल कप है, जिसे दुबई में आई.सी.सी. मुख्यालय ले जाया जाएगा। बोर्ड ने कहा है कि भारतीय क्रिकेट कंट्रोल बोर्ड ने उन्हें यह ट्रॉफी अपने पास रखने को कहा था, क्योंकि सरकार से इस ट्रॉफी को देश में लाने की मंजूरी नहीं मिली थी।

देश के कुछ उत्तरी हिस्सों में आज शाम पांच बजकर दो मिनट पर भूकंप का झटका आया, जिसे रिक्टर पैमाने पर पांच दशमलव सात मापा गया। भूकंप का झटका नई दिल्ली और उसके आसपास के इलाकों नोएडा, गाजियाबाद और गुड़गांव में भी महसूस किया गया। कहीं से भी जान-माल के नुकसान की कोई खबर नहीं है। मौसम विभाग के अनुसार भूकंप का केंद्र भारत-नेपाल सीमा पर था। यह भूकंप करीब तीस सेकंड तक चला।

मुंबई के शेयर बाजार में आज सेंसेक्स 281 अंक बढ़कर पिछले तीन महीने के सबसे ऊंचे स्तर 19 हजार सात सौ दो पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्‌टी 82 अंक बढ़कर पांच हजार नौ सौ आठ पर जा पहुंचा। दिल्ली के सर्राफा बाजार में सोने का मूल्य 55 रुपये बढ़कर 21 हजार 120 रुपये प्रति 10 ग्राम हो गया। चांदी 6 सौ रुपये बढ़कर 57 हजार रुपये प्रति किलोग्राम पर जा पहुंची जो अब तक का सबसे ऊंचा मूल्य है। अमरीका में कच्चे तेल का वायदा मूल्य एक सौ आठ डॉलर प्रति बैरल से अधिक जा पहुंचा। जो पिछले ढाई वर्ष का सबसे अधिक मूल्य है जबकि लंदन में ब्रैंड क्रूड का मूल्य 119 डॉलर प्रति बैरल से अधिक हो गया।

भारत विश्व चैंपियन बनने के बावजूद आईसीसी की एकदिवसीय रैंकिंग में अब भी आस्ट्रेलिया के बाद दूसरे नंबर पर बना हुआ है लेकिन टीम के कुछ खिलाड़ियों की व्यक्तिगत रैंकिंग में सुधार हुआ है। बल्लेबाजी में सचिन तेंदुलकर एक पायदान ऊपर नौवें और गौतम गंभीर चार स्थान ऊपर दसवें नंबर पर पहुंच गये हैं। दक्षिण अफ्रीका के हाशिम अमला शीर्ष पर कायम हैं।

लीबिया में मोअम्मर गद्दाफी की सेना पश्चिमी शहर मिसराता पर कब्जे के नजदीक है, इसलिए सैकड़ो विद्रोही लड़ाकुओं को समुद्र के रास्ते वहां से हटाया गया है। ऐसा लगता है कि गद्दाफी और उनके पुत्र पूर्वी मोर्चे पर विद्रोहियों को पछाड़ने के बाद कोई समाधान निकालने की कोशिश कर रहे है।ं तुर्की के जहाजों ने मिसराता से सैकड़ो घायल लोगों को निकाला है और उन्हें विद्रोहियों के कब्जे वाले बेन्गाजी बन्दरगाह पर ले जाया गया है। अलजजीरा ने नाविकों के हवाले से बताया है कि गद्दाफी की सेना ने बचाव जहाज+ों पर हमला किया । एक अन्य चैनल ने भी नाविकों के हवाले से बताया है कि गद्दाफी की सेना ने शहर को चारों ओर से घेर लिया है और शहर के बीचो बीच मोर्टारों और रॉकेटों से हमले किए जा रहे है।

यमन के शहर तैज+ में सरकार विरोधी प्रदर्शन के दौरान सेना की गोलीबारी में कम से कम बारह लोग मारे गये और सैकड़ों के घायल होने की खबर है। बताया जाता है कि कम से कम तीस लोगों की हालत गंभीर है। तैज+ की अधिकतर सड़कों पर अवरोध खड़े कर दिये गये हैं और  सुरक्षा कड़ी कर दी गयी है। राष्ट्रपति को सत्ता से हटाने के लिए देश के विभिन्न नगरों में कई हफ्‌तों से प्रदर्शन जारी है। लेकिन राष्ट्रपति अली अब्दुल्लाह सॅालेह सत्ता छोड़ना नहीं चाहते । वे पिछले 32 वर्षो से यमन पर शासन कर रहे हैं।

भारत में अमरीका के राजदूत तिमोथी रोमर ने कहा है कि हाल की क्रिकेट कूटनीति से भारत और पाकिस्तान के बीच बातचीत के लिए आशावादी शुरुआत हुई है। आज नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने कहा कि केवल भारत और पाकिस्तान ही अपने आपसी मुद्दों को सुलझा सकते हैं। श्री रोमर ने कहा कि दोनों देशों के प्रधानमंत्रियों ने असली और ठोस मुद्दों पर बातचीत की। उन्होंने विश्वकप जीतने के लिए भारतीय क्रिकेट टीम और भारत के लोगों को बधाई भी दी।

प्रधानमंत्री डॉक्टर मनमोहन सिंह और थाईलैंड के प्रधानमंत्री अभिसित वेज्जाजीवा के बीच कल नई दिल्ली में शिष्टमंडल स्तर की बातचीत में समुद्र में समन्वित गश्त, सुरक्षा के क्षेत्र में सहयोग बढ़ाने और बुनियादी ढांचे के विकास में ज्यादा सहयोग पर मुख्य रूप से चर्चा होगी। थाईलैंड के प्रधानमंत्री भारत की एक दिन की यात्रा पर कल नई दिल्ली आ रहे हैं। विदेश मंत्रालय के प्रवक्ता विष्णु प्रकाश ने संवाददाताओं को बताया कि बातचीत में अंतरराष्ट्रीय, क्षेत्रीय और आपसी मुद्दों पर व्यापक विचार-विमर्श होगा।
भारत और थाईलैंड के प्रधानमंत्री द्वारा आपसी हित के और अंतर्राष्ट्रीय मामलों पर व्यापक बातचीत करने की आशा है। हमें उम्मीद है कि एक संयुक्त वक्तव्य थाईलैंड के पीएम की यात्रा के अंत में कल जारी किया जायेगा।

The Election Commission says, over 66 per cent voting was recorded during the first phase of poll in Assam.

 Polling was held in the 13 Assam districts  in 62 of the 126 assembly seats. AIR correspondent reports,the fate of 485 candidates including 38 women have been sealed in the ballot.The Congress and the BJP had fielded 62 candidates each for the first phase, while the Asom Gana Parishad (AGP) had put up 51 . There are 157 independent candidates in the fray for the first phase. Among the prominent candidates whose fate were sealed in the first phase vote include Chief Minister Tarun Gogoi.

ULFA 'military chief' Paresh Barua's octogenarian mother Miliki Baruah today cast her vote in Chabua constituency of Dibrugarh district saying she had always faith in democracy.AND, For the first time in 15 years, 41 cadres of the ethnic Karbi Anglong N C Hills liberation front participated in the democratic process and gave an exemplary solution by preferring ballots to the bullets. In the high profile Silchar constituency itself, women and boys lined up at 6 am,well before the polling hours. In Upper Assam as well the mood was positive and upbeat.

In Tamilnadu, just nine  days are left for polling. National leaders of various parties are making their way to the state. Congress President Mrs Sonia Gandhi will arrive in the State tomorrow, while BJP leaders Venkaiah Naidu and Arun Jaitely are already in the city. The AIADMK supremo Jayalalithaa, DMK Chief M.Karunanidhi are touring various constituencies ahead of polling on 13th of April. Visits of National leaders have raised the expectation of the voters and have also created an ambience that elections are at hand. The BJP leader Arun Jaitley’s comment on corruption and 2 g scam has hit the headlines of the media in Chennai today Similarly Janata Party President Mr Subramaniam Swamy who is at present touring various parts of the State is also taking up the same issue. DMK has been banking on the achievements and targeting the opposition aiadmk for lack of coordination among them. In this backdrop, the visit of the Congress President Mrs Sonia Gandhi gains significance as anxious voters are on the look out for a joint show of solidarity with the DMK alliance.

In West Bengal, altogether 364 candidates are in fray for the first phase of Assembly Elections in the State. 24 candidates have withdrawn their nominations on the last day of withdrawal of candidature today.

Eight nomination papers were rejected after scrutiny. AIR Correspondent reports, the First phase of Elections will take place in 54 seats covering Six North Bengal Districts on 18th of this month.

In Kerala only a week is left for assembly polls and campaigning by all major political parties has reached a feverish pitch.

The Public Accounts Committee (PAC) Chairman Dr. Murli Manohar Joshi today said that there is no conflict betwewen PAC and JPC probing the alleged irregularities in the 2G scam. He was speaking to reporters after questioning top industrialist Ratan Tata and corporate lobbyist Niira Radia in New Delhi.

Dr. Joshi said that  Nira Radia was evasive while responding to the queries but Rattan Tata was candid and clear. Nira Radia was quizzed for more than two hours in the morning and Ratan Tata appeared before the Parliamentary panel in the afternoon. The PAC has asked Reliance Communications Chairman Anil Ambani, Etisalat DB Telecom CEO Atul Jhamb, S-Tel CEO Shamik Das and Unitech Wireless Managing Director Sigve Brekke to appear before it tomorrow.The  Congress today said that PAC is conducting an effective investigation into the 2G scam. Talking to reporters in New Delhi today, party spokesperson Manish Tewari  described BJP's demand of Joint Parliamentary Committee's probe into the 2G scam a mere political stunt, adding  that BJP should introspect on the demand of JPC probe and wasting crucial time of parliamentary proceedings.

The Supreme Court today directed the government to issue within three days a notification for handing to the CBI the probe into the mysterious death of Sadiq Batcha, a close aide of former Telecom Minister A Raja. A two judge bench passed the order after taking on record Additional Solicitor General Indira Jaising's statement that Tamil Nadu Government has given its consent for transfer of the probe to the CBI, which has expressed its willingness to take over the case.

The Customs department has claimed that the Cup given to the Indian cricket team was the real trophy.  A statement issued by the Central Borad of Excise and Customs,CBEC denied that the original ICC World Cup was lying with the Customs Department at airport.  The statement makes it clear that the trophy in the custody of Mumbai Customs   is a promotional one and will be taken to the ICC Headquarters in Dubai.  The Board said that that BCCI had asked the customs to keep the  Trophy in its custody since there was no clearance from the government for its import into the country.

The number one tag still eludes India but the newly-crowned world champions have closed the gap on top-placed Australia. With 121 points, team India are now just seven points behind Australia. The ICC said in a statement that World Cup runners-up Sri Lanka have remain third with 118 points, while South Africa are at fourth. In the individual rankings,Tendulkar has risen a place to ninth while Gautam Gambhir's  Sri Lanka's Tillekeratne Dilshan has risen to his career best ranking to date and is occupying the third position on the rankings.   With a total of 500, he scored the most runs in the ICC Cricket World Cup 2011.

Hundreds of rebel fighters were been pulled out by sea as Muammar Gaddafi's forces are on the verge of overrunning the key western city of Misrata. Turkish aid ships bought hundreds of wounded including rebel fighters from Misrata to the rebel held port of Benghazi and the sailors were quoted by 'Al Jazeera' as saying that the rescue ships were attacked by Gaddafi's snipers. Meanwhile, Greek Foreign Minister Dimitris Droutsas said after a meeting in Athens between the Prime Minister and a high level Libyan envoy that Gaddafi's regime was looking for a solution. His comments came as 'New York Times' reported that at least two sons of Gaddafi were proposing a transition to a constitutional democracy in Libya that would include their father's ouster from power.

In Yemen, at least 12 people are reported to have been killed and hundreds other wounded in anti-government protests in the city of Taiz when troops opened fire on demonstrators. At least 30 people are said to be in a critical condition. The march in Hudaida was organised in protest at the crackdown in Taiz over the weekend, which left at least two people reported dead. President Ali Abdullah Saleh, who has ruled the country for 32 years, has signalled that he has no plans to leave.

Coordinated patrolling in the sea to deal with piracy and copperation in defence and infrastructure will be the focus of discussions between Prime Minister Dr. Manmohan Singh and his Thai counterpart Abhisit Vejjajiva in New Delhi tomorrow. He arrives on a day long state visit tomorrow. Briefing reporters, the External Affairs Ministry spokesman Vishnu Prakash said that wide ranging discussions on international, regional and bilateral issues will come up for discussion in the talks.

An Earthquake of 5.7 intensity on the Richter scale today hit parts of Northern India exactly two minutes past five in the evening. Tremor was also felt in New Delhi and adjoining Noida, Ghaziabad and Gurgaon. However, no report of any damage or injury  was reported from the affected areas so far . Accoding to Met department, the  epicentre of this quake was  on Indo-Nepal border. The earthquake lasted about 30 seconds.

Delhi government has decided to impose a blanket ban on the manufacture, storage and use of plastic bags in the national capital. The decision to this effect was taken at a Cabinet meeting presided over by Delhi Chief Minister Mrs Shiela Dikshit.
