बारहवीं पंचवर्षीय योजना में स्वास्थ्य और शिक्षा पर अधिक ध्यान देने के साथ, नौ से साढे नौ प्रतिशत विकास दर का लक्ष्य रखा गया है। इसमें सतत विकास के लिए सरकारी कार्यक्रमों को नया स्वरूप देने का प्रस्ताव है। दो हजार बारह से दो हजार सत्रह की इस योजना में शत प्रतिशत प्रौढ़ साक्षरता और स्वास्थ्य पर खर्च को, सकल घरेलू उत्पाद के एक दशमलव तीन प्रतिशत से बढ़ाकर कम से कम दो से ढाई प्रतिशत करने का भी प्रस्ताव है। प्रधानमंत्री ने आज नई दिल्ली में पूर्ण योजना आयोग की बैठक को संबोधित करते हुए कहा कि बारहवीं पंचवर्षीय योजना का उद्देश्य अधिक तीव्रगामी, समग्र और सतत विकास होना चाहिये। डाक्टर मनमोहन सिंह ने कहा कि उन महत्वपूर्ण क्षेत्रों की पहचान करना जरूरी है, जहां मौजूदा नीतियों और कार्यक्रमों के नतीजे नहीं मिल रहे। उन्होंने कहा कि ऐसे क्षेत्रों पर विशेष ध्यान दिया जाना चाहियें। प्रधानमंत्री ने विशेषकर योजना आयोग से कहा कि वह ऊर्जा, जल और शहरीकरण जैसी चुनौतियों का अध्ययन करे। उन्होंने १२वीं पंचवर्षीय योजना के लिए संसाधनों के बारे में योजना आयोग और वित्त मंत्रालय को मिलकर काम करने को कहा। डाक्टर सिंह ने कहा कि संसाधनों की कमी के दौर में, इनके दक्षतापूर्ण इस्तेमाल और निजी निवेश से सार्वजनिक संसाधनों को बढाने पर जोर दिया जाना चाहिये।

प्रधानमंत्री ने कहा है कि भ्रष्टाचार से प्रभावी ढंग से निपटने के लिए संसद के मॉनसून सत्र में लोकपाल विधेयक लाया जाएगा। आज नई दिल्ली में छठे सिविल सेवा दिवस का उद्घाटन करते हुए डॉ. मनमोहन सिंह ने कहा कि लोगों में यह धारणा बढ़ती जा रही है कि भ्रष्टाचार से निपटने के लिए कानून, व्यवस्थाएं और प्रक्रियाएं प्रभावी नहीं हैं। प्रधानमंत्री ने कहा कि देश में भ्रष्टाचार पर काबू पाने की कारगर व्यवस्था बनाने के प्रयास तेज किए जा रहे हैं। उन्होंने कहा कि मंत्रियों और प्रबुद्ध नागरिकों के प्रतिनिधियों की एक संयुक्त समिति लोकपाल विधेयक के मसौदे पर काम कर रही है।

लोकपाल बिल को अन्तिम रूप देने के लिए मंत्री और नागरिक समाज के लोग जुटे हुए है। हमें उम्मीद है कि इस बिल को हम संसद के मानसून सत्र में रख देंगे, न्यायिक जबावदेही और भ्रष्टाचार के खिलाफ मुहिम चलाने वालों को भी संरक्षण देने के लिए दो बिल संसद से पहले ही पेश किया जा चुका है, हम संयुक्त राष्ट्र संघ के भ्रष्टाचार विरोधी घोषणापत्र का जल्द अनुमोदन करेंगे।
इसके अलावा मंत्रियों की एक समिति भी इस बारे में कानूनी और प्रशासनिक कदम उठाने पर विचार कर रही है और उसकी रिपोर्ट जल्दी मिलने की उम्मीद है।

लोकपाल विधेयक की संयुक्त मसौदा समिति के सदस्य संतोष हेगड़े ने कहा है कि वे समिति में प्रबुद्ध नागरिकों के प्रतिनिधियों को बदनाम करने के अभियान से उन्हें दुख पहुंचा है और वे समिति से हटने के बारे में सोच रहे हैं। उन्होंने बंगलुरू में कहा कि इसमें कोई संदेह नहीं कि सामाजिक कार्यकर्ता अन्ना हजारे द्वारा भ्रष्टाचार के खिलाफ चलाये गये अभियान को कमजोर करने के लिये ऐसा किया जा रहा है।

दिल्ली की एक अदालत ने राष्ट्रमंडल खेल आयोजन समिति के दो पूर्व वरिष्ठ अधिकारियों की न्यायिक हिरासत १४ दिन के लिए बढ़ा दी है। उन्हें खेलों के आयोजन के लिए एक स्विस कंपनी को १०७ करोड़ रूपये का ठेका देने में कथित अनियमितताओं के आरोप में गिरफ्तार किया गया है।

उच्चतम न्यायालय ने आज केंद्र सरकार से यह स्पष्ट करने को कहा कि काले धन के मुद्दे पर उसकी जांच केवल एक व्यक्ति हसन अली खां पर ही क्यों केंद्रित है और ऐसे अन्य लोगों का नाम क्यों नहीं बताया गया । न्यायालय ने सरकार की आलोचना करते हुए कहा कि इस बारे में सरकार को हर पहलू से पूरी जांच करनी चाहिये और सरकार को इसमें किसी प्रकार की ढिलाई नहीं बरतनी चाहिए। न्यायालय ने कहा है कि सबसे जरूरी बात विदेशों में बैंकों में जमा धन के स्रोत का खुलासा करना है, क्योंकि यह धन आतंकवादियों का हो सकता है या फिर मादक पदार्थो की तस्करी से कमाया गया हो सकता है। न्यायालय ने महा अधिवक्ता से कहा कि वे इस मुददे पर विशेष जांच दल बनाने के बारे में सरकार से निर्देश प्राप्त करें। मामले की अगली सुनवाई सोमवार को होगी।

सरकार, गरीबी रेखा से नीचे के परिवारों की सूची बनाने के लिए एक और सर्वेक्षण करायेगी। ग्रामीण विकास और पंचायती राज मंत्री विलासराव देशमुख ने संवाददाताओं से बातचीत में स्वीकार किया कि इस सूची में कई फर्जी नाम हैं और मौजूदा प्रणाली में खामियां हैं। उन्होंने बताया कि नया सर्वेक्षण इस वर्ष जून से शुरू किया जायेगा। श्री विलासराव ने बताया कि इसमें यह सुनिश्चित किया जायेगा कि नई सूची में किसी प्रकार की विसंगति न हो।

सरकार ने गेहूं की खरीद पर इस मौसम में एक हजार एक सौ २० रुपये प्रति क्विंटल के न्यूनतम समर्थन मूल्य के ऊपर पचास रुपये का प्रोत्साहन बोनस देने का फैसला किया है। उपभोक्ता मामलों, खाद्य एवं सार्वजनिक वितरण मंत्रालय की विज्ञप्ति में स्पष्ट किया गया है कि ये राशि तभी जारी की जाएगी जब राज्य सरकारें इसे कर के दायरे से बाहर रखेगी। केन्द्र ने राज्य सरकारों और भारतीय खाद्य निगम को यह सुनिश्चित करने का आदेश दिया है कि समूची खरीद प्रक्रिया के दौरान उन सभी किसानो को बोनस का भुगतान किया जाए जिनसे गेहूं खरीदा जाएगा।

सरकार शीघ्र ही निर्यात में वृद्धि की व्यापक रणनीति तैयार करेगी। सरकार २०१४ तक निर्यात को दोगुना बढ़ाकर उसे ४ खरब ५० अरब डॉलर तक ले जाना चाहती है। आज नई दिल्ली में एक कार्यक्रम में वाणिज्य और उद्योग मंत्री आनन्द शर्मा ने कहा कि नीति का प्रारूप तैयार है और अगले दो हफ्तों में इसकी कार्ययोजना तैयार हो जाएगी। प्रारूप में अन्य बातों के अलावा प्रौद्योगिकी विकास कोष की स्थापना और नये बाजारों पर विशेष जोर दिया गया है।

नौ अप्रैल को समाप्त हुए सप्ताह में खाद्य मुद्रास्फीति बढ़कर आठ दशमलव सात-चार प्रतिशत हो गई। इससे पिछले हफ्ते मे मंहगाई की ये दर आठ दशमलव, दो-आठ प्रतिशत थी। समीक्षा वाले सप्ताह के दौरान फल, पिछले वर्ष के मुकाबले २५ दशमलव दो-पांच प्रतिशत मंहगे हो गये जबकि अंडा, मांस और मछली की कीमतों मे १४ दशमलव नौ-छह प्रतिशत की वृद्धि हुई।

महाराष्ट्र के आंतकवाद-निरोधी दस्ते-ए.टी.एस. ने आज आरोप-पत्र दाखिल किया, जिसमें कहा गया है कि अभिनव भारत के सदस्य प्रवीण मुतालिक २००८ में मालेगांव विस्फोट का मुख्य षडयंत्रकारी था। इस विस्फोट में छह लोग मारे गए थे। ए.टी.एस. ने मुतालिक को इस साल ३१ जनवरी को कर्नाटक के बेलगाम जिले में गोकक शहर से गिरफ्तार किया था।

The 12th Five Year Plan targets 9 to 9.5 per cent economic growth with focus on health and education. It has also proposed re-designing of government programmes for sustainable growth. Aiming at 100 per cent adult literacy, the next Plan, 2012-17, proposes to increase expenditure on health from 1.3 per cent to at least 2 to 2.5 per cent of GDP. Addressing the full Planning Commission meeting today in New Delhi the Prime Minister Dr. Manmohan Singh said that the 12th Plan objective must be faster, more inclusive and also sustainable growth. Outlining the need to identify the critical areas where existing policies and programmes are not delivering results, Dr. Singh called for strengthening or even restructuring them. Dr. Manmohan Singh, however , added that in a scenario of resource constraint, focus must be on efficiency of resource utilisation as well as supplementing public resources with private investment.

In Jammu and Kashmir two hardcore militants of Lashkar-e-Toiba were killed in a fierce gunbattle with security forces in Kishtwar district today morning. According to official sources, acting on a specific information about the presence of militants, a joint operation party of Rashtriya Rifles, CRPF and police launched a cordon and search operation in Keshwan forest belt in the district early this morning.
Finding the security forces approaching toward them, the hiding militants believed to be three in number, started firing indiscriminately, which was also effectively retaliated by the troops. In the ensuing gunfight which lasted several hours, two militants got killed who have been identified as Sultan and Jan Mohmmad, both residents of Kishtwar district. The third militant managed to escape from the site of encounter. According to DIG Udhampur-Doda range, Mr. M.K.Sinha , apart from their involvement in many militant activities, the duo was also involved in the killing of a police head constable recently in Kishtwar district. Food inflation rose to 8.74 per cent for the week ended April 9 from 8.28 per cent in the previous week. During the week under review, fruits became dearer by 25.25 per cent on year-on-year, while egg, meat and fish were 14.96 per cent more expensive. Cereals' prices went up by 4.48 per cent on an annual basis and, rice and wheat became expensive by 2.08 per cent and 1.31 per cent, respectively. Onions became expensive by 8.28 per cent year-on-year. Vegetables overall became dearer by 1.53 per cent. Pulses, however, bucked the trend and witnessed a decline in prices of 5.67 per cent.

Government will conduct a new survey for listing Below the Poverty Line families. Talking to reporters in New Delhi today, Rural Development and Panchayati Raj Minister Vilasrao Deshmukh conceded that there are lapses in the present system and many bogus names are included in the BPL list. He said that the new survey to be started from June this year will ensure that there are no discrepancies in the list.

Rallying for the third straight session, the Sensex at the Bombay Stock Exchange gained 131 points, or 0.7 percent, to 19,602, amid firm global markets, today. The Nifty rose 33 points, or 0.6 percent, to 5,885. Stock markets in Japan, China, Hong Kong, South Korea and Singapore gained between 0.7 percent and 1.4 percent. The rupee weakened 4 paise, to 44.37 against the dollar. Continuing its record-setting spree, silver zoomed 2,300 rupees, to a fresh record high of 68,600 rupees per kilo in Delhi. Gold remaind unchanged at 22,060 rupees per ten grams. But in the global markets, gold rallied to another all-time peak, above 1,508 dollars an ounce. And US crude oil futures rose 48 cents, to 111.93 dollars a barrel, while London’s Brent crude crossed 124 dollars a barrel.Pradeep Kumar for AIR News)

The Supreme court today asked the central government to explain why its investigation in black money issue is focused only on one individual Hasan Ali Khan,the stud farm owner and why no other name has come out of those who have stashed money in overseas banks. Criticising Centre's probe, the apex court said the investigation into the issue required complete and full-fledged involvement of government.It said the most important question was about the disclosure of source of money stashed in foreign banks which may be terror money or money coming from drug peddling. The court was hearing a petition filed by noted lawyer Ram Jethmalani and some former bureaucrats seeking the court's direction to the government to bring back black money stashed by Indian nationals in foreign banks.

In Bangladesh, twenty seven people have died after a passenger launch capsized in the river Meghna last night in Sarail upazila of Brahmanbaria which is about 109 kilometers away from Dhaka. Brahmanbaria Deputy Commissioner Mohammed Abdul Mannan told All India Radio Correspondent in Dhaka that twenty seven bodies were recovered till Thursday evening which included seven women and two children.

The ill fated passenger ferry which left from Bhairab capsized in the early hours of the morning on Thursday. More than seventy passengers were reported to be on board when the tragedy struck. Most of the passengers were asleep when the launch sank after hitting the wreck of a goods-laden cargo vessel that had sunk a couple of days ago. A few of the passengers managed to swim ashore, but most of them were trapped in the ill fated double-decker ferry leading to casualties. Bangladesh Inland Water Transport Authority’s salvage vessel Rustom has reached the accident site to help in the search operations which are likely to continue tomorrow.
Afghan army, backed by NATO-led forces clamied to have, killed 65 militants during military operation in Baraki Barak district of Logar province, south of capital Kabul. Baraki Barak district chief Mohammad Rahim Amin today said army troops backed by international forces conducted the operation in Sajawand village of Baraki Barak district late last night.

Indonesian police today arrested six people suspected to be behind a series of recent parcel-bombs in Jakarta. The national police spokesman Anton Bachrul Alam told reporters about the arrest of six people. He said the police was still investigating their possible links with terror groups. The book bombs were sent to several addresses but no one was killed.Another parcel bomb was found this morning near a church in Serpong on the outskirts of Jakarta.

In Sikkim, a search operation is on in the snow clad hills of North Sikkim district to trace out an Army helicopter which went missing this morning. Quoting sources, our Gangtok correspondent reports that the chopper with two Leutinent Colonels-cum-Pilots and two Naiks on board snapped its communication links about an hour after taking off from Sevoke Army base near Siliguri in West Bengal.
